A TIME TO RECOGNIZE THE TREMENDOUS CONTRIBUTIONS AFRICAN AMERICANS HAVE MADE TO OUR SOCIETY.

FOR THE SECOND TIME NATOMAS UNIFIED SCHOOL DISTRICT HELD A CONTEST FOR STUDENT TO DEMONSTRATE THEIR AWARENESS OF AFRICAN AMERICANS AT THE FOREFRONT OF JUSTICE, AND FREEDOM. STUDENTS IN GRADES K.

THROUGH 5 WERE ASKED TO ILLUSTRATE A PERSON THAT ILLUSTRATES THE TOPIC AND STUDENTS IN GRADE 6-12 WERE ASKED TO WRITE AN ESSAY ABOUT IT.

I'M PLEASED TO SHARE WE'VE PARTS PASSION FROM THE MAJORITY OF THE SCHOOLS BECAUSE OF THE SUPPORT AND ENCOURAGEMENT OF MANY TEACHERS AND I LIKE TO THANK THOSE TEACHERS AND PARENTS WHO ENCOURAGE ALL OF THEIR CONTESTANTS TO PARTICIPATE. I WOULD LIKE TO SHARE WITH YOU A FEW HIGHLIGHTS SUBMITTED FROM OUR ELEMENTARY STUDENTS AND I WILL END IT WITH THE TOP WINNER: SO WE'VE ON THE SCREEN HERE, WE HAVE AN JANA WHO IS A 5TH GRADER AT HERON.

SHE ILLUSTRATED THE SCENE WITH QUOTES FROM NELSON MANDELA AND OTHERS THAT HIGHLIGHTED CIVIL RIGHTS, SOCIAL JUSTICE AROUND FREEDOM AND WHAT WE LIKED ABOUT IT WAS SHE ILLUSTRATED UNITY WITH THE HOLD WILLINGING -- HOLDING OF HANDS OF PEOPLE OF DIFFERENT SKIN TONES. SHE WAS ONE OF OUR HONORABLE MENTIONS. NEXT WE'VE MIRABELLA WHO IS A 5TH GRADER AND SHE ILLUSTRATED MA HAM AD ALI AND SHE ACCOMPANIED IT WITH A HAND WRITTEN ESSAY THAT ADDRESSED HOW HE HELPED TO NEGOTIATE THE RELEASE OF 15 HOSTAGES IN THE EARLY 1990S. NEXT OUR NEXT HONORABLE MENTION WAS SASHA AND SHE IS A 4 THIS GRADER AND SHE ILLUSTRATED ROSA PARKS AND WHAT MADE HER POSTER CRETIVE WAS HERE SELECTIONS OF MISS PARKS BUT HER THOROUGH HAND WRITING THAT ACCOMPANIED EACH SECTION WITH NOTABLE FACTS ABOUT HER CONTRIBUTIONS.

LASTLY OUR TOP WINNER IS JASMINE.

SHE IS A 4 OF THIS GRADER ILLUSTRATING SERENA WILLIAMS. PEOPLE KNOW SERENA FOR BEING A POWERHOUSE ON THE TENNIS COURT BUT WHAT JASMYN ILLUSTRATES IS SERENA CONTINUED FIGHT FOR WOMEN AND PEOPLE OF COLOR TO BE TREATED EQUALLY AND THE PATH SHE MADE FOR OTHERS TO FOLLOW.

FOR OUR SECONDARY STUDENTS, WE HAVE SOME WONDERFUL ESSAY SUBMISSIONS AND OUR TOP WINNER IS JOSHUA.

HE IS A JUNIOR AND OUR HONORABLE MENTION IS MILAN, A 7TH GRADER AT JEFFERSON. JOSHUA INTRODUCED US TO FRED HAMPTON, A CHAMPION FOR SOCIAL RIGHTS IN CHICAGO IN THE 1960S. AND IN HIS ESSAY, JOSHUA WROTE "IT IS OUR JOB AS A NEW GENERATION OF THE WORLD TO AMPLIFY AND GIVE NEW LIFE TO THESE IDEAS TO HONOR THOSE WHO HAVE FOUGHT FOR THEM.

REGARDLESS OF HOW MUCH PEOPLE TRY TO SILENCE OUR VOICES WE MUST KEEP FIGHTING FOR THE FUTURE THAT WE WISH TO HAVE." AND LASTLY, MILAN INTRODUCED US TO DAISY BAITS, THE WOMAN RESPONSIBLE FOR THE INFAMOUS LITTLE ROCK 9 OR 9 AFRICAN AMERICANS TEENS INTEGRATED IN ALL WHITE SCHOOL IN LITTLE ROCK, ARKANSAS, WHICH OPENED THE DOOR FOR MORE INTEGRATED SCHOOLS NOT ONLY IN ARKANSAS BUT ACROSS COUNTRY.

HE IS AN EMPLOYEE WHO CARES DEEPLY ABOUT THE SCHOOL AND THE SAFETY OF ALL WHO ENTER THE CAMPUS. GOING ABOVE AND BEYOND IS THE STANDARD FOR ROB. NEXT THE NAT MASS MIDDLE SCHOOL HAS BEEN PUTTING THEIR 18 MONTH PLAN INTO ACTION AND RECENTLY HELD A MEETING FOR THEIR 6TH GRADE STUDENTS AND PARENTS.

PARENTS ARE ENGAGED ASKING QUESTIONS.

THIS FRIDAY, FEBRUARY 5TH AT 3:00 P.M.THEY'LL CELEBRATE 195 STUDENTS WHO MADE HONOR ROLL FOR THE SECOND QUARTER. YOU MIGHT REMEMBER WE ADMINISTERED THAT IN THE FOUL TO 4TH THROUGH 8TH GRADE STUDENTS VOLUNTARILY, PARDON ME, LET ME -- WE DID DO 4-THROUGH 12TH GRADE. WE HAD OUR CO-VITALITY ASSESSMENTS IN THE FALL AND USED THAT.

FROM THERE WE PULLED INFORMATION TOGETHER AND ESTABLISHED A CUT POINT FOR STUDENTS TO IDENTIFY OUR TARGETED GROUP. THEN IN JANUARY, WHEN WE RETURNED BACK FROM BREAK, WE USED THE INFORMATION AS A RESOURCE AND PROVIDED IT TO OUR SITE LEADS WHO THEN IN TURN TOOK IT AS AN INFORMATION TO START ENGAGING THEIR STAFF AND REACHING OUT TO THEIR FAMILIES APPEAR STAKEHOLDERS.

WE ALSO LOOK ACROSS SCHOOLS AND WE SEE THAT WE HAVE SOME HIGHER RATES OF TARGETED STUDENTS SHOWING UP THE OUR SOUTH AREA K.8.

THIS IS IMPORTANT INFORMATION FOR US TO KNOW WE'RE USING AS WE INFORM THE WORK OF OUR 18 MONTH PLAN.

SO I ENDED UP HAVING 8 TEACHERS WHO JUST JOINED ME IN THIS WORK TO BECOME PART OF THE LEARNING RECOVERY ACTION TEAM WHERE WE BASICALLY TOOK ALL OF THE INPUT FROM OUR GRADE LEVEL TEAMS AND WE OUTLINED OUR PLAN BECAUSE WE FOUND WE NEEDED TO HAVE ACTIONS THAT WERE MORE SPECIFIC AND MORE MEASURABLE.

TO BEGIN WITH, SOME OF THE THINGS WE'RE DOING RIGHT NOW IS WE'VE ASSIGNED MENTOR TO EACH OF OUR TARGET STUDENTS AND THOSE ARE MENTORS BOTH CLASSIFIED AND CERTIFICATED STAFF THAT HAVE COME FORWARD TO DO THE WORK.

WE THANKED MOM AND CALLED HER AND WORKED, THANKED HER FOR WORKING WITH THE STUDENT AMEND GETTING THEM ON-LINE AND ENCOURAGE HER TO KEEP YOU UP THE GOODWORK.

THE TEM HAS ADDRESSED OTHER SUPPORTS THAT WERE NEEDED AND HER STUDENTS ARE LOGGED ON ALMOST EVERYDAY.

THEY'RE MORE PARTICIPATING IN CLASS.

AND THEIR ATTENDANCE HAS IMPROVED.

SO OBVIOUSLY IT HAS BEEN OVER A SHORT AMOUNT OF TIME WE WE HAVEN'T FOUND A SIGNIFICANT MEASURABLE INCREASE IN STUDENT ATTENDANCE BUT WHAT WE'VE RECOGNIZED THERE HAS BEEN A DEFINITE INCREASE IN TRUST AND RELATIONSHIP WITH THE FAMILIES WHICH IS GOING TO ALLOW US OVER THE LONG TERM TO HOPEFULLY WORK WITH THEM TO IDENTIFY BARRIERS AND THEN FUTURE SUPPORTS IN CONJUNCTION WITH OUR COMMUNITY PARTNERS AND AGENCIES TO HELP THEM WITH THINGS LIKE LONGER-TERM HOUSING SOLUTIONS. WE WANTED TO SHARE AGAIN WE'RE TAKING ACTIONS BUT MONITORING THE ACTIONS TO BETTER UNDERSTAND THE IMPACTION TO OUR TARGETED FAMILIES. ALL RIGHT.

FOR THIS PRESENTATION, -- WE TURN IT OVER TO YOU AND

BILL. >> AND BILL, SO I'M GOING TO PRESENT THE GOVERNOR'S JANUARY BUDGET THEN BILL WILL PRESENT THE LOCAL CONTROL ACCOUNTABILITY PLAN UPDATE FIRST OF ALL GOOD EVENING TO THE BOARD, PROSECUTORS HEREDIA, BOARD OF TRUSTEE, SUPERINTENDENT AND STAFF. I'M GOING TO SHARE KEY AREAS OF THE GOVERNOR'S BUDGET. IT WAS REECE LEASED JANUARY 8. MANY OF THE GOVERNOR'S PROPOSAL HAS BEEN OUT THERE SO I'LL SHARE SOME KEY AREAS THEN SHARE SOME KEY ELEMENTS FOR THE DISTRICT'S BUDGET WE'RE UNDER CONSIDERATION FOR THE 21-22 SCHOOL YEAR THEN SHARE THE BUDGET PROCESS WHICH IS WHAT I WANT TO SHARE HOW WE'RE GOING TO MOVE FORWARD AND SUMMARIZE A TIMELINE. SO JUST A QUICK, SEE WHAT'S ON THE SLIDE HERE. I WON'T GO OVER EVERYTHING, BUT WE STARTED WITH THIS HUGE DEFICIT AS IT RELATES TO THE PANDEMIC IN THE MAY. THE BOARD IS AWARE HOW WE MOVED TOWARDS PLANNING FOR POTENTIAL REDUCTIONS IN THE BUDGE. AND THEN THE GOVERNOR WAS ABLE TO SAVE THE DAY BY USING ONE TIME MONEYS, ALLOWED DEFERRAL OF STATE REVENUE TO PREVENT CUTS TO SCHOOL DISTRICTS BUT ONLY PROVIDED 0% C.O.L.A., GOING 6 MONTHS LATER THE JANUARY PROPOSED BUDGET REVENUE GROWTH IS SURFACE PASSING WHAT WAS ORIGINALLY PREDICTED. WE IDN'T GET THE FULL RECOVERY, GO DOWN AND GO BACK UP.

WE DIDN'T REALLY GET THE L. SHAPE WHERE WE WOULD HAVE STAYED IN A RECESSION AND CONTINUE FORWARD.

WE GOT WHAT IS CALLED THE K. SHAPE WHICH I NEVER PRESENTED BEFORE. THAT K. SHAPE IS SIMILAR TWO. SHAPE SAYING THAT UNDER THE SCENARIO WE'RE CERTAIN INTERESTS PULLED OUT OF THE RESCISSION AND SOME STAYED STAGNANT AND IN OTHER CASES INDIVIDUALS PULLED OUT AND OTHERS STAYED STAGNANT.

STATE BUDGET IS PROJECTED TO HAVE A SHORT FALL IN THE 22-23 SCHOOL YEARS. HERE IT IS.

THIS SHOWS THE STATE BUDGET. IT SHOWS THAT THE FUTURE SHORT FALLS PROJECTED FOR 22-23 AND BILLIONS OF DOLLARS. NAD TO THAT 22, 23 WE'LL HAVE A PIKE BACK UP FOR PENSION.

THE STATE IS HELPING US FOR A COUPLE OF YEARS DIRECT PAYMENTS THEN AFTER THAT IT SPIKES BACK UP IN 22, 23 SO WE NEED TO MONITOR THE 22, 23 SCHOOL YEAR.

AS I SAID BEFORE, JUST SOME KEY THINGS THAT CAME OUT OF THE GOVERNOR'S BUT THE. A 3.84% COLA FOR 21-22.

SOME OF THAT WAS TO RESTORE WHERE WE GOT A 0% COLA THIS YEAR IN 2021 SO THEY APPLIED 2.31% OF THAT TOWARDS LAST YEAR. EVEN THOUGH WE'RE GOING TO GET IT IN 21-22 AND 1.5 SPERSE REPRESENTATIVE OF THE COLA FOR 21-22. AGAIN I MENTIONED STATE WAS, HAD SOME SIGNIFICANT DEFERRALS IN THE STATE BUDGET. THOSE WERE IN THE CURRENT PROPOSAL, THE GOVERNOR'S PAYING DOWN PROPOSAL TO PAY DOWN A LOT OF THE REELS BUT NOT UNTIL 2022.

FEBRUARY 22 TO MAY 2022. WE WON'T BENEFIT FROM THE PAY --S FOR THE FEBRUARY 2021 THROUGH JULY 2021 YEAR.

WE WON'T GET A LOT OF OUR STATE REVENUE.

WE WON'T GET UNTIL JULY. WE COULD HAVE AND I PROJECTED THE FIRST INTERIM A CASH SHORT FALL FOR JUNE.

WE HAVE A PROCESS IN WHICH WE CAN GET TAX REVENUE AMOUNTS PASSION NEED OR USE BORROWING.

I'LL HAVE MORE INFORMATION ABOUT THIS.

I'LL TAKE ANOTHER LOOK AT THE CASH, UPDATE CASH THROUGH JAN THEN LET THE BOARD KNOW IF WE WILL HAVE TO TAKE ONE OF THOSE ACTIONS AND WE'LL TAKE THAT ACTION IN APRIL FOR JUNE. NEXT CARES ACT FUNDING, REMEMBER WE GOT 10.4 MILLION IN CARES ACT FUNDING LAST YEAR. MOST OF THE MONEY HAS BEEN EXPENDED. WE HIGHLIGHTED EXPENSES IN THES LOCAL CONTINUITY AND ATTENDANCE PLAN.

WE'RE GOING TO RECEIVE 6.7 MILLION FOR THE CORONAVIRUS SUPPLEMENTALLY ACT WHICH IS DIFFERENT THAT HAPPEN THE CARES ACT BUT HAS MOST OF THE SAME REQUIREMENTS BUT I WANT TO NOTE THAT AN ESTIMATED 3.8 MILLION OF THE NEW FUNDING WILL BE NEEDED TO CONTINUE OUR PANDEMIC RELATED SERVICES SUCH AS WIFI, DAY CAMPS, SUPPORT PROGRAMS AND VIRTUAL TUTORING APPEAR LEARING THROUGH THE JUNE 30, 2021 SCHOOL YEAR.

ALSO THE PROPOSAL INCLUDES THE GRANT WE TALKED ENOUGH ABOUT REOPENING. THAT PROPOSAL FOR THE INCENTIVE FUNDING IS STILL UNDER A LOT OF DISCUSSIONS.

I TALKED TO OUR FISCAL EXPERT YESTERDAY AND THERE IS A POSSIBILITY THERE COULD BE CHANGES BEFORE IT GETS ADOPTED. NEXT ONE IS OTHER PROGRAMS WON'T RECEIVE A 3.8% COLA BUT THEY'LL RECEIVE A 1.5% COLA. I WANT TO POINT OUT SPECIAL ED NOW THAT WE'RE SINGLE -- THAT HELPS US GETTING THE FULL COLA IN OUR HANDS. WHEN WE GET THE COLA IT WON'T GO THROUGH A SOAPA BUT WILL INCREASE OUR REVENUE THEN THERE ARE SOME OTHER ONE-TIME FUNDING RESOURCES FOR COMMUNITY SCHOOLS, MENTAL HEALTH, NOT A LOT OF MONEY, WE HAVEN'T GOTTEN ALLOCATION YET.

THERE WILL BE MORE INFORMATION COMING FORWARD.

THERE IS ALSO COME MONEY FOR PROFESSIONAL INVESTMENT BUT THIS WON'T BE BIG DOLLARS BUT IT'LL HELP US IN OUR BUDGET PROCESS. I'VE SHOWED THIS SLIDE BEFORE. THIS IS A HISTORIC CHART OF OUR COST OF LIVING ADJUSTMENTS OVER TIME.

IF YOU RECALL, IN THE PAST, GOING BACK TO 2014-15, WE'RE GETTING HUGE INCREASES OF COST OF LIVING ADJUSTMENT AND GAP FUNDING TO MAKE UP FOR CUTS THAT OCCURRED IN 2008-200910, 2009-2010. WE'RE GETTING THE MONEY TO BUILD THE DISTRICT'S REVENUE BACK TO THE 2007, 2008 LEVEL BEFORE THE CUTS. NOW THAT THE GAP HAS BEEN FULLY FUNDED, WE'RE NOW ONLY GETTING COST OF LIVING ADJUSTMENTS STARTING IN 2018-2019.

SO YOU CAN WE ARE NOT GETTING AS MUCH IN INCREASE

NOW THAT THE GAP HAS BEEN COMPLETELY FILLED.

YOU CAN SEE IN 2021 WAR WE HAD A 0% COLA, PART OF THE 3.84% COLA THAT WE'RE GETTING IN 21-22 THAT IS PROPOSED IN THE BUDGET IS FOR THE 21-22 SCHOOL YEAR.

SO THE 20-21 SCHOOL YEAR, THAT GOING TO BE 2.34% AND FOR THE 21-22 SCHOOL YEAR, IT WILL BE 1.

5% AS I MENTIONED EARLIER. I WANTED TO SHARE WHAT WE WERE ABLE TO PROVIDE OUR TEACHERS.

SO IN 120 WHERE WE HAD 0% COLA WE GAVE AN ONGOING RAISE OF 3% AND A ONE TIME PAYMENT OF 2%.

SO JUST WANTED TO HIGH LIGHT THAT WITH THE COST OF LIVING ADJUSTMENT COMING IN AND WITH THE COST OF LIVING ADJUSTMENT FOR O 21-22, 1.5% WE'RE ABLE TO GIVE OUR TEACHERS A 1% PROPOSED FOR 21-22 AND AS WELL AS A 2% ONE TIME MUCH WE SHARED THE WEALTH OF OUR COST OF LIVING ADJUSTMENTS WITH YOUR EMPLOYEES.

PENSION COSTS -- THE GOVERNOR DIDN'T PROPOSE ANY ADDITIONAL DIRECT PAYMENT TO STIRS IN OUR PROPOSAL BUT WE'RE GOING TO BENEFIT FROM THE STIRS PAYDOWNS DIRECT PAYMENTS THAT HAPPENED THAT WERE INCLUDED IN 2021 AND 21-22. THAT IS WHY WE HAVE TO CLOSELY MONITOR THE 2 22-23 SCHOOL YEAR FOR FOR CLASSIFIED EMPLOYEES WE GOT A DIRECT PAYMENT TO STIRS IN THE PRIOR STATE BUDGET THAT WE REDUCED OUR RATE DOWN TO 23%. AND 22-23 THE RATE JUMPS BACK UP TO 24.3 WHICH IS ABOUT A $280,000 INCREASE EMPLOYER COST. ON BEHALF OF OUR EMPLOYEES FOR THE 22-23 SCHOOL YEAR. SO SOME OTHER THINGS WE NEED TO KEEP IN MIND AS WE MOVE FORWARD FOR BUDGET DEVELOPMENT IN 21-22 IN THE SUBSEQUENT YEARS IS THAT THIS IS THE PROPOSED BUDGET TO JANUARY BUDGET IS NOT FINAL. SO WE HAVE TO WAIT FOR THE GOVERNOR'S MAYOR REVISION THEN WHAT IS ADOPTED IN THE STATE BUDGET. THE ECONOMY AND FUTURE IMPAGES EVER THE PANDEMIC ON THE STATE BUDGET IS VERY UNKNOWN. I ALREADY MENTIONED PENSION COSTS THAT'S GOING TO JUMP BACK UP IN 22 BEFORE 23 ONCE WE GET MORE FUNDING. THEN WE ALSO HAVE TO MONITOR OUR COST OF LIVING ADJUSTMENTS.

RIGHT NOW THOSE SCHOOL SERVICES OF CALIFORNIA IS PROJECTING A 1.28% COLA FOR NEXT YEAR, I MEAN FOR 22 BEFORE 23. THEN FOR 23-24, 1.64% THAT IS PROJECTIONS WE'LL BE USING AS WE MOVE FORWARD TO ATOPPINGS UNTIL CHANGES CHANGE IN THE MAY REVERSE, ONLY A LITTLE OVER 1%. THEN WE HAVE TO CONTINUE TO MONITOR OUR ENROLLMENT IN OUR UNDUPLICATED PERCENTAGE.

WE WORKED HARD. WE WERE ABLE TO GET ENOUGH APPLICATIONS IN TO MEET OUR UNDUPLICATED PERCENTAGE FROM LAST YEAR SO THAT WAS A REALLY GREAT WORK FOR SERVICES.
