FOR THE SECOND TIME NATOMAS UNIFIED SCHOOL DISTRICT HELD A CONTEST FOR STUDENT TO DEMONSTRATE THEIR AWARENESS OF AFRICAN AMERICANS AT THE FOREFRONT OF JUSTICE, AND FREEDOM. STUDENTS IN GRADES K. REGARDLESS OF HOW MUCH PEOPLE TRY TO SILENCE OUR VOICES WE MUST KEEP FIGHTING FOR THE FUTURE THAT WE WISH TO HAVE." AND LASTLY, MILAN INTRODUCED US TO DAISY BAITS, THE WOMAN RESPONSIBLE FOR THE INFAMOUS LITTLE ROCK 9 OR 9 AFRICAN AMERICANS TEENS INTEGRATED IN ALL WHITE SCHOOL IN LITTLE ROCK, ARKANSAS, WHICH OPENED THE DOOR FOR MORE INTEGRATED SCHOOLS NOT ONLY IN ARKANSAS BUT ACROSS COUNTRY. I'VE HAD A CHANCE TO DO VIRTUAL SITE VISITS AT SOME OF THE SCHOOLS, AND I MUST SAY I'VE BEEN VERY IMPRESSED. IT WAS AMAZING, TRULY DIVERSITY IS OUR STRENGTH. TO THE TEACHERS THAT I GOT A CHANCE TO VISIT, YOU'VE BEEN DOING A TREMENDOUS JOB. I WAS ABLE TO SEE SOME OF THE STUDENTS THAT WERE REALLY GIVING IT AND THOSE THAT WEREN'T WERE WILLING TO SPEAK UP AND THE TRANSITION WAS MADE SO THOUGHTFULFULLY AND CAREFULLY SO I APPRECIATE THAT. I'VE ALSO HAD A CHANCE TO DO SITE VISITS WITH SOME OF THE [00:20:03] TEACHERS THROUGH THE N.T.A. THANK YOU FOR INVITING US ALL OUT. WITH THAT BEING SAID, IT HAS BEEN VERY INTERESTING AND INFORMATIVE. SO I THANK EVERYBODY FOR THAT. I WOULD LIKE TO SAY THAT SOMETIMES WORDS CAN BE MIXED UP, AND ANYTHING I EVER SAY IN PRIVATE I'M WILLING TO SAY IN PUBLIC. BUT PLEASE DO NOT EVER MIX MY WORDS. I ALSO WANT TO FURTHER ON AS WE GO TO OUR AGENDA THANK JASON FOR HIS FOUR YEARS ON THE MEASURE JAY BOND OVERSIGHT COMMITTEE. HE IS STEPPING OFF. AND ALL OF OUR COMMUNITY MEMBERS WHO SERVE ON THE BOND OVERSITE COMMITTEES BECAUSE WE HAVE THE ANNUAL AUDIT RECORDS COMING UP. SO THANK YOU FOR TAKING YOUR TIME TO MAKE SURE THAT WE'RE USING OUR TAXPAYER DOLLARS APPROPRIATELY AND YEAH, I'M SO EXCITED FOR THE HARD WORK OF THE DISTRICT STAFF. WE DIDN'T NEED TO SET UP A VACCINATION SITE BUT THROUGH HARDWORK AND PARTNERSHIP AND THROUGH THE SUPPORT OF ALL OF US TRUSTEES, SOMETHING I'M PROUD WE'RE ABLE TO OFFER OUR EXTREMELY QUEERS COMMUNITY WHO, YOU KNOW SHOULD BE -- EXTREMELY DIVERSE COMMUNITY HOB SURE THOSE WHO CAN LEGALLY GET VACCINATED CAN GET VACCINATE AND FOR EVERYBODY WHO SHOWS UP, I SEE A LOT OF STAFF MEMBERS THAT SHOW UP EVERY WEEK AT JOEY'S FOOD LOCKER WE'RE STILL SERVING OVER 1,000 PEOPLE WEEKLY THAT COME IN AND GET A BAG OR TWO OF FOOD. SO THANK YOU TO ALL WHO HAVE DONATED AND VOLUNTEER. >> THANK YOU. I JUST WANT TO SHARE WE HAVE A FULL AGENDA SO I'LL PROBABLY SHARE MORE ABOUT THIS AT THE NEXT BOARD MEETING, BUT I SPEND FIVE HOURS TODAY ON A ZOOM MEETING THAT ADDRESSED EQUITY AND SPONSORED BY N.S.B.A. AND IT WAS SO MUCH. MY BRAIN IS SATURATED ABOUT EVERYTHING THAT I LEARN BUT I HEARD -- I HEARD SOME REALLY GREAT SPEAKERS BUT ONE OUTSTANDING ONE THAT I THINK I'LL SHARE AGAIN LATER AT ANOTHER TIME WHEN I GET MY THOUGHTS TOGETHER, BUT ANYWAY, AS I LISTEN TO THE TRUSTEES FROM AROUND THE NATION TALK ABOUT STEPS TO BRING ABOUT EQUITY OR TO ADDRESS EQUITY, MANY OF THE THINGS THAT THEY NOTED IN THEIR FORMULA FOR MOVING TOWARDS PROGRESS WERE THINGS THAT WE WERE ALL ALREADY DOING OR WE'VE DONE. SO I WAS PRETTY PROUD OF THE NATOMAS UNIFIED THAT WE WERE IN SOME WAYS AHEAD AND SOME WAYS ON TARGET WITH OTHER SCHOOLS AROUNDS THE NATION. [XI.e. Superintendent's Report] >> I'M GOING TO MOVE ON TO SUPERINTENDENT EVANS TO SEE IF HE HAS ANYTHING TO SAY. >> A SHORT 25 MINUTES STATEMENT, I THINK WE HAVE A LONG MEETING BUT STILL, THAT WILL KEEP EVERYONE HAPPY. I WOULD LIKE TO DITTO A LOT OF WHAT THE STAFF SAID AROUND THE CLASSIFIED STAFF. IRDO WANT TO ADD, THOUGH, A SPECIAL THANKS TO EVERYONE IN PARTICULAR BEING LED BY CAROL AND HER TREMENDOUS TEAM FOR PUTTING THE VACCINATION CENTER TOGETHER. WHAT AN AMAZING PARTNERSHIP WITH SACK COUNTY PUBLIC HEALTH. IT'S URGENT CARE NOW AND DOCTOR OSHEDA, RIGHT, CAROL? AND OUR STAFF WHO IS VOLUNTEERING AND HAVE VOLUNTEERED TO HAVE THEIR JOBS SHIFTED TO BE ABLE TO SUPPORT THAT. IT'S AN AMAZING THING IN PARTNERING WITH COUNCILOR ASH MII AND OTHERS WHO DOES DUEL ROLES AS CHIEF OF STAFF FOR DISTRICT 1 BUT ALSO A SAC COUNTY BOARD MEMBER. WHEN WE FIRST GOT THIS, WE PROMISED WE'D FOLLOW THE COUNTY HEALTH GUIDANCE AND WE HAVE. AND BUT WE TOOK IT TO ANOTHER LEVEL WITH THE PARTNERSHIP WITH DISTRICT 1. WE ACTIVELY LOOKED FOR THOSE 65 AND ABOVE WHO DIDN'T HAVE CARS, WHO HAD TECHNOLOGY PROBLEMS, THAT ARE TYPICALLY AS YOU READ ABOUT OR WATCH IN THE NEWS THE UNDERSERVED WHO CAN'T RACE TO BE FIRST COME FIRST SERVED ON LINE AND WE'LL CONTINUE TO MAKE SURE AN ELEMENT OF ALL OF OUR VACCINATIONS ARE SERVING THE HARD TO REACH, THE HARD TO CONNECT IN OUR COMMUNITY AND THAT IS JUST A FURTHER [00:25:04] SIGN OF THE SPORTS COMMIT. AND THEIR COMMIT. TO IDENTIFYING DIVERSITY AS A STRENGTH. I HAVE TO SAY THE BOARD ALLOWED US TO ALLOCATE PEOPLE, TIME AND MONEY TO SERVE OUR COMMUNITY THROUGH NOT JUST THE VACCINATION CLINIC, BUT THE RAPID TESTING THAT WE'VE NOW DEVELOPED IN PARTNERSHIP AND THE TESTING BEFORE. VERY EARLY ON, IN THIS CRISIS, THIS BOARD AND THE STAFF IN THIS DISTRICT HAVE HELPED LEAD THROUGH THIS PANDEMIC. FOR EVERY ONE OF THEM THAT VOLUNTEERS ON THOSE DAYS, WHETHER IT'S JEVETA MAKING SURE THE MONEY IS THERE. CAROL LEADING THE WORK, THE NURSES, JANINE TREVINO WHO SEEMS TO BE EVERY WHERE IN ALL THESE THINGS, DOUG MAKING SURE THE OPERATIONS IS MANAGED. I GO ON AND ON. BLESS YOU FOR THE HEARTS UP AND THE LIVES YOU CHANGED AND SAVED. THANK YOU ALL VERY MUCH. >> THANK YOU. CUED OH, THANKS. MOVING ON TO PUBLIC COMMENT. [XII. PUBLIC COMMENTS] CHRISTINA, DID WE RECEIVE ANY PUBLIC COMMENTS VIA E. COMMENT OR ITEMS NOT ON THE AGENDA? >> WE RECEIVED A PUBLIC COMMENT VIA E. COMMENT FROM TEACHERS RETIREMENT SERVICES REGARDING OPPORTUNITIES FOR DISTRICT EMPLOYEES TO GET ANSWERS TO THEIR RETIREMENT QUESTIONS. THE PUBLIC COMMENT WAS FORWARDED TO APPROPRIATE STAFF FOR THEIR CONVERSATION AND THE SPECIFICS OF THE COMMENT WILL BE REFLECTED IN THE MINUTES. >> THANK YOU. NATALIA, IS THERE ANYONE ON THE LINE WISHING TO MAKE APPEAR ORAL PUBLIC COMMENT REGARDING ITENSE NOT ON THE AGEDA? >> THERE IS NO ONE ON THE LINE WISHING TO MAKE AN ORAL PUBLIC COMMENT REGARDING ITEMS NOTS ON THE AGENDA. >> ALL RIGHT. THANK YOU. THIS CONCLUDES THE ORAL PUBLIC COMMENT SECTION OF OUR AGENDA. NOW WE'RE GOING TO MOVE ON TO PRESENTATIONS. [XIII.a. Learning Recovery - Elementary/K-8 Schools] OUR FIRST PRESENTATION THIS EVENING IS LEARNING RECOVERY FOR ELEMENTARY K. 8 SCHOOLS AND OUR ELEMENTARY AND K8 PRINCIPALS WILL BE JOINING US FOR THE PRESENTATIONS. AND SO STAFF, CAN YOU SHARE THE SCREEN PLEASE? I'M GOING TO TURN THIS OVER TO ANGELA. >> THANK YOU, I WANT TO REMIND EVERYBODY THAT HOPPED ON MAKE SURE WE'RE ON MUTE. SO THANK YOU, THIS IS THE TIME OF YEAR WE TYPICALLY ARE ABLE TO HEAR DIRECTLY FROM OUR SITE PRINCIPALS WHICH TRUSTEES I KNOW IS SOMETHING THAT YOU LOOK FORWARD TO. TONIGHT IT'S GOING TO LOOK DIFFERENT. WE ARE GOING TO BE TALKING ABOUT OUR DEVELOPING 18 MONTH PLAN TO ADDRESS LEARNING DISRUPTION AND HOW WE CAN HELP STUDENTS RECOVER. WHAT HAS BEEN DISRUPTED. TONIGHT THE FOCUS IS GOING TO BE ON SOME DISTRICT ATTORNEY AND ENGAGEMENT FOR ELEMENTARY FAMILIES. IF YOU WANT TO MOVE FORWARD, PLEASE. JUST TO TAKE A LOOK AT THE OBJECTIVES. SO OUR EMPHASIS TONIGHT WILL BE ON HOW WE IDENTIFIED STUDENTS THAT IT APPEARS HAVE HAD MORE SIGNIFICANT DISRUPTION. AND THEN TALKING WITH OUR STAFF AND OUR FAMILIES TRYING TO ENGAGE WITH THEM TO BETTER UNDERSTAND THE TYPES OF SUPPORT THAT ARE NECESSARY TO HELP THE STUDENTS OF OVER THE NEXT 18 MONTHS. WE'LL TALK ABOUT THE PHASING LATER TONIGHT BUT FOR NOW, I'M GOING TO HAND IT OVER TO EXECUTIVE DIRECTOR CORY BUCK MASTER WHO SUPERVISORS OUR ELEMENTIER SCHOOLS. >> GOOD EVENING. NEXT SLIDE, PLEASE. WE'RE GOING TO TALK ABOUT OUR WORK TO RESPOND TO LEARNING DISRUPTION AS WE GATHERED OUR DATA. NEXT SLIDE. BY DECEMBER FOR ELEMENTARY AND COMFORT 8, WE HAD A-- K. 8 WE HAD A FULL TRIMESTER OF DATA THAT WE TUDE HELP US IDENTIFY STUDENTS EXPERIENCING SIGNIFICANT LEARNING DISRUPTION. THE METRICS WE TARTED ARE LIST THERE HAD FOR YOU ON THE SLIDE. I'M NOT GOING TO GO INTO EACH ONE IN DETAIL. THERE WERE A COUPLE THAT ARE NOW THAT I WILL CALL OUT. WE DID HAVE A NEW ATTENDANCE CODE FOR PRESENT NOT ENGAGED. THAT LETS US KNOW THAT A STUDENT MAY HAVE ATTENDED SCHOOL BUT THEY'RE NOT ENGAGING WITH THEIR LEARNING. WE ALSO HAD A NEW DATA POINT FOR CO-VITALITY ASSESSMENT. YOU MIGHT REMEMBER WE ADMINISTERED THAT IN THE FOUL TO 4TH THROUGH 8TH GRADE STUDENTS VOLUNTARILY, PARDON ME, LET ME -- WE DID DO 4-THROUGH 12TH GRADE. WE HAD OUR CO-VITALITY ASSESSMENTS IN THE FALL AND USED THAT. FROM THERE WE PULLED INFORMATION TOGETHER AND ESTABLISHED A CUT POINT FOR STUDENTS TO IDENTIFY OUR TARGETED GROUP. THEN IN JANUARY, WHEN WE RETURNED BACK FROM BREAK, WE USED THE INFORMATION AS A RESOURCE AND PROVIDED IT TO OUR SITE LEADS WHO THEN IN TURN TOOK IT AS AN INFORMATION TO START ENGAGING THEIR STAFF AND REACHING OUT TO THEIR FAMILIES APPEAR STAKEHOLDERS. YOU WILL ALSO RECALL THAT WE DID SOME SURVEYING OF THE FAMILIES RECENTLY WITH REGARDS TO LEARNING [00:30:01] DISRUPTION. YOU'LL HEAR MORE ABOUT THAT IN THE PRESENTATION. >> CORY, I WANT TO EMPHASIZE OUR THEORY OF ACTION CALLS FOR USING MULTIPLE METRICS, DIFFERENT DATA POINTS THAT WE CAN COLLECT TOGETHER TO SEE WHAT THE STORY IS FOR EACH OF THE STUDENTS. THAT'S WHY YOU SEE A VARIETY OF THINGS LISTED. >> THANK YOU. >> THANK YOU. >> NEXT SLIDE. NEXT COUPLE OF SLIDES THAT I'M GOING TO GO OVER WITH YOU PAINT A PICTURE WHERE OUR TARGETED STUDENTS GROUPS ARE HOWLING AMONGSTS OUR GRADE AS WELL AS OUR SCHOOLS. ED NEXT SLIDE WILL SHOW WHERE THEY'RE FALLING AMONGST OUR STUDENT GROUPS. GO BACK ONE MORE SLIDE. THANK YOU. SO I'LL START VERY QUICKLY AS YOU ARE LOOKING OVER THESE SLIDES, I'LL CALL OUT A COUPLE OF HIGHLIGHTS OF THINGS THAT CAUGHT OUR EYE THAT WE'RE USING TO INFORM OUR WORK. FOR EXAMPLE YOU MAY NOT SEE A LOT OF STUDENTS SHOWING UP FOR T.K. WE NOTICED THERE WASN'T AS MANY STUDENTS SCORING ONES ON THEIR REPORT CARDS. OF COURSE THEY WON'T BE ELIGIBLE TO TAKE THE ASSESSMENT. A GROUP THAT STOOD OUT TO US ON THE HIGHER END WAGS OUR 4TH GRADE STUDENTS. AS WE DELVED INTO THAT WE NOTICED THAT THEY ARE ONE OF THE STUDENT GROUPS THAT HAS MORE ONES ON THEIR REPORT CARDS AND THEY ALSO SHOWED A HIGHER AMOUNT OF NEED ON THE CO-VITALITY ASSESSMENT GIVEN SO THAT INCREASED THEIR NUMBERS. WE ALSO LOOK ACROSS SCHOOLS AND WE SEE THAT WE HAVE SOME HIGHER RATES OF TARGETED STUDENTS SHOWING UP THE OUR SOUTH AREA K.8. THIS IS IMPORTANT INFORMATION FOR US TO KNOW WE'RE USING AS WE INFORM THE WORK OF OUR 18 MONTH PLAN. SO THIS SLIDE SHOWS HOW OUR TARGETED STUDENTS GROUPS ARE SHOWING UP AMONGST OUR STUDENT GROUPS. SO AS YOU ARE LOOKING OVER THE SLIDE I'LL EXPLAIN A LITTLE BIT HOW IT WORKS. THE STUDENT GROUP IS LISTED ON THE LEFT. THE TOTAL NUMBER OF STUDENTS REPRESENTED FROM THAT GROUP FROM OUR TARGETED STUDENT GROUPS LISTED THERE SEASONED THEIR PERCENTAGE OF THE TOTAL FROM TARGETED STUDENT GROUP IS LISTED. THAT NUMBER IS COMPARED TO THE DEMOGRAPHIC OVERALL FOR N.U.S.D.STUDENTS ELEMENTARY K.8 SO THIS INFORMATION HELPS US IDENTIFY DISPROPORTION ALITY SHOWING UP IN OUR STUDENT GROUPS THAT WE'RE ADDRESSING, NEXT SLIDE. SO AS WE'RE PULLING DATA WE'RE ALSO ENGAGING IN PROGRESS MONITORING TO DETERMINE WHAT WE'RE DOING IS WORKING. SO YOU WILL SEE SOME EXAMPLES OF DATA THAT WE'RE GOING TO BE PULLING TO MONITOR OUR PROGRESS. THEY'RE TIED TO THE METRICS THAT WE CALLED OUT EARLIER AT THE BEGINNING OF THE PRESENTATION. WITH REGARDS TO ATTENDANCE OUR TEAMS HAVE DONE SOME VERY INTENTIONAL WORK AROUND ENGAGING OUR STUDENTS FROM, WHO ARE EXPERIENCING SIGNIFICANT LEARNING DISRUPTION AND I'M PLEASED TO SHARE SOME ENCOURAGING INFORMATION SO FAR. IT'S STILL EARLY DAYS BUT FOR THE MONTH OF JANUARY ACROSS ALL OF THE SITES WE DID SEE A 1% INCREASE FOR ATTENDANCE OUT OF THE TARTED STUDENT GROUPS, WE'RE ENCOURAGED THAT THE WORK THAT OUR TEAMS ARE DOING ARE MOVING IN THE RIGHT DIRECTION. THEN AT THE END OF THE SECOND TRIMESTER WE'LL FULL TRIMESTER OF GRADES TO NOTE PROGRESS AND WITH REGARDS TO THE HEALTH OF OUR STUDENTS, SOCIAL, EMOTIONAL NEEDS WE'LL ADMINISTER A SECOND ROUND OF VOLUNTARY SOH VITALITY TESTS FOR GRADES 4-THROUGH 12 IN CONJUNCTION WITH STUDENTS. NEXT SLIDE. MENT NOW WE'RE GOING TO MOVE INTO STAKE HOLDER ENGAGEMENT AND WE HAVE A COUPLE OF SLIDES THAT PROVIDE AN OVERALL -- YEAH, ENGAGING STAFF. WE'VE ANOTHER ONE FOR ENGAGING FAMILIES. THOSE SLIDES GIVE AN OVERVIEW OF VERY COMMON THINGS ALL OF OUR SITES HAVE DONE TO ENGAGE STAFF AND FAMILIES BUT MORE INTERESTINGLY WE HAVE OUR PRINCIPALS HERE TONIGHT TO TALK WITH YOU. THEY'RE GOING TO EACH PROVIDE SOME BRIEF INFORMATION OF THE WORK THEY'VE DONE TO ENGAGE STAFF AND FAMILIES. WE'VE SPLIT THEM UP INTO TWO GROUPS. ONE GROUP WILL TALK TO YOU ABOUT WHAT THEY'VE DONE TO ENGAGE STAFF AND THEN ANOTHER GROUP WILL TALK TO YOU ABOUT WHAT THEY'VE DONE TO ENGAGE THEIR FAMILIES. THEN AFTER THAT THERE WILL BE SOME OPPORTUNITIES TO ASK QUESTIONS. FOR THE GROUP TALKING ABOUT ENGAGING STAFF LET'S GO AHEAD AND BEGIN. >> ALL RIGHT. GOOD EVENING, EVERYONE. GOOD EVENING, BOARD OF THE TRUSTEES, SUPERINTENDENT EVANS, I'M AMY AND THE PRINCIPAL AT HERON. I'LL START BY TALKING ABOUT HOW WE ENGAGED OUR STAFF AND THE DEVELOPMENT OF OUR 18 MONTH LEARNING RECOVERY PLAN. SO I LEGALLY STARTED AT HERON, I STARTED WITH MY INSTRUCTIONAL LEADERSHIP TEAM. OUR I.L.T.'S INCLUDE A GRADE [00:35:07] LEVEL LEADER FROM EVERY GREAT LEVEL. WHEN I GOT THE DATA AND OUR LIST OF TARTED STUDENTS I BROUGHT IT TO THE TEAM. WE BRAINSTORM WHAT HAD DO WE DIFFERENTLY. WHAT CAN WE TOTALLY ADJUST TO, TO BETTER MEET THE NEEDS OF THE STUDENTS? WE HAD LOTS OF IDEAS. I THINK LIKE MANY OF THE OTHER PRINCIPALS WE SHARED THAT WHEN WE STARTED, OUR 18 MONTH RECOVERY PLANS WERE, YOU KNOW, WERE A LONG LIST OF THINGS WE'RE GOING TO DO RIGHT NOW AND WE HAD TO STEP BACK AND BE THOUGHTFUL ABOUT WHAT THIS IS GOING TO BE A LONG PROCESS. SO WHAT ARE THE THINGS WE CAN DO RIGHT NOW IN THE FIRST PHASE STARTING IN JANUARY FOR THE STUDENTS AND WHAT ARE THE THINGS THAT WE WANT TO ROLL INTO IN THE SECOND AND THIRD PHASE? SO WE HAD THE BRAIN STORMING WITH MY INSTRUCTIONAL LEADERSHIP TEAM AND THEN THOSE GRADE LEVEL LEADERS WENT BACK TO THEIR GRADE LEVEL TEAMS DURING THEIR P.L.C.'S. THEY LOOKED AT THE DATA AND THEY LOOKED AT THEIR TARGET STUDENTS AND THEY TALKED SPECIFICALLY ABOUT THOSE KID AND WHAT COULD WE DO, ALL KINDS OF IDEAS, THINGS WE ARE GOING TO DO DIMPLE DURING OUR SYNCHRONOUS LEARNING TIME OR ARE THERE THINGS WE WANT TO DO OUTSIDE OF THE SCHOOL DAY? WE CAME BACK TO OUR JANUARY STAFF MEETINGS AND THE TEAM SHARED HERE IS WHAT THEY'RE BYING, HERE IS WHAT THEY WANT TO DO DIFFERENTLY. IT BECAME CLEAR BECAUSE WE HAD SO MANY IDEAS AND WE REALLY WANTED TO FOCUS ON OUR WORK THAT WE NEEDED TO DEVELOP BASICALLY AN ACTION TEAM. SO I ASKED TEACHERS IF I SAID, YOU KNOW, THIS IS -- AT THE END OF THE DAY, I CAN WRITE THIS PLAN BUT YOU ARE THE TEACHERS WHO WILL BE DIRECTLY SERVING OUR STUDENTS MAKING THIS HAPPEN SO I NEED MY TEAM TO HELP ME DEVELOP THE PLAN. SO I ENDED UP HAVING 8 TEACHERS WHO JUST JOINED ME IN THIS WORK TO BECOME PART OF THE LEARNING RECOVERY ACTION TEAM WHERE WE BASICALLY TOOK ALL OF THE INPUT FROM OUR GRADE LEVEL TEAMS AND WE OUTLINED OUR PLAN BECAUSE WE FOUND WE NEEDED TO HAVE ACTIONS THAT WERE MORE SPECIFIC AND MORE MEASURABLE. TO BEGIN WITH, SOME OF THE THINGS WE'RE DOING RIGHT NOW IS WE'VE ASSIGNED MENTOR TO EACH OF OUR TARGET STUDENTS AND THOSE ARE MENTORS BOTH CLASSIFIED AND CERTIFICATED STAFF THAT HAVE COME FORWARD TO DO THE WORK. WE'RE JUST STARTING THE PROCESS NOW WHERE EACH OF THE STUDENTS HAS A MENTOR THAT WILL BE CHECKING IN WITH EMTHIS ON A WEEKLY BASIS THEN WE ALSO DECIDED THAT WE'RE DOING SMALL GROUP INSTRUCTION, BUT WE NEED TO BE MORE FOLK JUSTIFIED AN MORE TARGETED ON WHAT IS HAPPENING DURING THE DIFFERENTIATED INSTRUCTIONAL TIME. OUR PARENTS WANT THEIR KID TO GET EXTRA HELP BUT THEY WANT IT TO BE DURING THE SCHOOL DAY. THEY DON'T WANT TO DO EXTRA HOURS ON THE WEEKEND OR COME IN AFTERSCHOOL SO WE'RE OFFERING SMALL GROUP INSTRUCTION DURING OFFICE HOURS AND DURING THE SCHOOL DAY BUT WILLING TO USE THE DATA WE'RE COLLECTING TO MAKE IT MORE SPECIFIC AND MONITOR PROGRESS MORE CAREFULLY. SO I'M GOING TO CHECK AND SEE IF SUSAN IS ON. IS SHE HERE. >> YES, I AM, CAN YOU HEAR ME? >> YES, GOOD. BECAUSE SUSAN FROM VANDEN CREEK IS GOING TO TALK ABOUT THE WORK THAT HER SCHOOL HAS BEEN DOING WITH THEIR P.L.C.'S BECAUSE WE HAVE SHARED ALL THE DATA THAT I'VE BEEN TALKING ABOUT, YOU KNOW, TEACHERS, REFLECTING ON THEIR DATA MAKING PLANS, IT ALL HAPPENED REALLY IN THE P.L.C.TIME WITH THEIR TEAMS. SO SUSAN IS GOING TO IS SHARE MORE ABOUT WHAT THAT WORK LIKES LIKE WITH THE ACTUAL GRADE LEVEL TEAM. I'M GLAD YOU ARE HERE, SUSAN. I DIDN'T KNOW THAT YOU WERE. >> GOOD EVENING, I'M SUSAN HALDEMAN PLOWED LEADER OF VANDEN CREEK SCHOOL. AT V.C.S.WE FOLLOWED A SIMILAR PROCESS TO ENGAGE OUR STAFF. OUR P.L.C.TEAMS HAVE DEVELOPED AND IMPLENTIED GRADE LEVEL LEARNING RECOVERY ACTION PLANS FOLLOWING THE C.C.OF LIFE PROCESS. BASED ON STUDENT NEED THE ACTION PLANS INCLUDE THE INSTRUCTIONAL FOCUS, INTERVENTION DELIVERY DURING THE SCHOOL DAY WHETHER SMALL GROUP OR INDIVIDUAL SUPPORT, THE LENGTH OF EACH INTERVENTION CYCLE AND THE METRICS TO ASSESS GROWTH. TEAMS REVISIT PLANS AND MAKE ADJUSTMENTS AS NEEDED AND MONITOR PROGRESS DURING WEEKLY P.L.C. IN ADDITION, TEACHERS ARE ALSO CONNECTING WITH FAMILIES AND PROVIDING RESOURCES TO SUPPORT STUDENTS AT HOME. PRINCIPAL BAYNE WILL SHARE MORE ON HOW SHE ENGAGED STAFF IN THE WORK AROUND ATTENDANCE. >> GOOD EVENING, EVERYONE: [00:40:04] PROUD PRINCIPAL AT NATOMAS MARK ELEMENTARY SCHOOL. AS PRINCIPLE MAL WHITEN AND HOLDMAN HAS SHARED WE FOLLOWED A SIMILAR PROCESS IN ENGAGING THE STAFF AROUND THE WORK WITH THE 18 MONTH PLAN. WE'VE ENGAGED STAFF BY FORMING THIS ATTENDANCE INTERVENTION TEAM, AND IT'S A THEM A WE HAVE REALLY WORKED WITH FAMILIES TO GATHER INFORMATION. AND FROM THE WORK THE TEAM IS ABLE TO SHARE INFORMATION WITH THE LARGER STAFF SO THAT STAFF CAN PLAN THE EACH INTERVENTIONS FOR STUDENTS AND FAMILIES AT NATOMAS PARK ELEMENTARY. WE CONTINUE TO MONITOR ATTENDANCE WITH THE METRICS IN PLACE TO PROVIDE CONTINUED INTERVENTION AND SUPPORTS FOR OUR FAMILIES. MOVING ON, PRINCIPAL BIRD SONG WILL SHARE MORE ABOUT THE WORK WITH STAFF AROUND INSTRUCTIONAL PRACTICES. >> GOOD EVENING, I'M THE PRINCIPAL. I'VE HEARD A LOT ABOUT TEACHER ENGAGEMENT AROUND THE PLAN, VARIOUS TEAMS HAVE WORKED TO ALIGN THE SERVICES FOR STUDENTS. THOSE ARE TEAM LEADERSHIP TEAMS, P.L.C.AND MULTITIER SUPPORT TEAMS AND OUR TEAM HAS BEEN ACTIVELY INVOLVED IN MAKING THE PLANS. THEY'VE DEVELOPED ASSESSMENTS AROUND CURRENT STUDENT LEAK. THEY USE THE DATA TO DRIVE INSTRUCTIONS FOR STUDENTS THROUGHOUT THE SCHOOL DAY AND DURING THE ASSIGNED TEACHER OFFICE HOURS. TEACH REMEMBERS LOOKING AT -- TEACHERS ARE ARE LOOKING AT USING THE DATA MORE FREQUENTLY TO MAKE MODIFICATIONS TO A LESSON DURING INSTRUCTION TO INSURE THAT THE CLASSROOM INSTRUCTION IS MEETING THE STUDENTS' WHERE THEY ARE AND AT THEIR ACADEMIC READINESS LEVEL. OUR SITE TEAM IS USING THAT ASSESSMENT DATA, EXCUSE ME, TO SET UP STUDENTS SUPPORT TEAM SESSIONS WITH PARENTS AND ESTABLISH SUPPORTS LIKE REFERRING THE FAMILY TO THE VIRRUAL WELLNESS CENTER AND HELPS TO SET UP DIFFERENT STUDENTS IN THE CLASSROOM SETTING. THAT BUILD ON FAMILY ENGAGEMENT PORTION OF THE 18 MONTH PLAN. >> ALL RIGHT. NOW WE'D LIKE TO WELCOME THE GROUP OF PRINCIPALS WHO WILL SPEAK ABOUT ENGAGING FAMILIES AND COMMUNITY. >> GOOD EVENING. I'M COLLEEN, THE PRINCIPAL. I WOULD LIKE TO TALK ABOUT OUR SOCIAL WORKERS. THEY HAVE BEEN A WONDERFUL RESOURCE FOR ALL OF US. AND A TREMENDOUS ASSET IN REENGAGING THE FAMILIES OF OUR TARTED STUDENTS. THEY'VE BEEN WON WORKING WITH THEM CREATING ATTENDANCE SUCCESS PLANS, REACHING OUT TO FAMILIES OF OUR STUDENTS FOR WHOM WE HAVE ENGAGEMENT CONCERNS DURING CLASS AND CONNECTING THEM WITH THE COMMUNITY RESOURCES THAT ARE AVAILABLE TO THEM. THROUGH ALL OF THAT WORK, WE'VE SEEN AN INCREASE IN THE ATTENDANCE OF OUR STUDENTS WHO HAVE THOSE ATTENDANCE SUCCESS PLANS. IT'S REALLY BEEN A WONDERFUL THING WE'VE BEEN ABLE TO DO FOR OUR STUDENTS. >> GOOD EVENING, MY NAME IS ANDREA MITCHELL AND I'M THE PROUD PRINCIPAL AT H.L.HIQHT. OUR SOCIAL WORKERS AND PSYCHOLOGISTS ARE INTEGRAL IN THE WORK WE DO TO HELP OUR STUDENTS. OUR TEAM FOCUSES ON THE STUDENTS STRUGGLING WITH ATTENDANCE, STRUGGLING ACADEMICALLY OR EMOTIONALLY. IT DOES TAKE TIME TO DO THE WORK BECAUSE THEY'RE REACHING OUT TO INDIVIDUAL FAMILIES AND STUDENTS. AS AN EXAMPLE, WE'RE CURRENTLY WORKING WITH THE FAMILY WHO IS EXPERIENCING HOMELESSNESS. OUR P.P.I.S.TEAM AND TEACHERS HAVE WORKED TIRELESSLY TO MAKE CONTACT WITH THE FAMILY AS STUDENTS WERE NOT LOGGING INTO THEIR ZOOM CLASSROOMS. IN JANUARY THE TEAM WAS ABLE TO MAKE CONTACT WITH MOM AND SOME OF THE STUDENTS LOGGED ON PERIODICALLY. WE THANKED MOM AND CALLED HER AND WORKED, THANKED HER FOR WORKING WITH THE STUDENT AMEND GETTING THEM ON-LINE AND ENCOURAGE HER TO KEEP YOU UP THE GOODWORK. THE TEM HAS ADDRESSED OTHER SUPPORTS THAT WERE NEEDED AND HER STUDENTS ARE LOGGED ON ALMOST EVERYDAY. NOW THAT STUDENTS ARE REENGAGED IN THEIR CLASSROOMS WE'RE ABLE TO BETTER SUPPORT THEM IN THEIR LEARNING AND WITH NEEDED EMOTIONAL SUPPORTS. >> GOOD EVENING, I'M TOM DICKENSON, EXTREMELY PROUD PRINCIPAL MUCH AMERICAN LAKE SCHOOL. OUR SOCIAL WORKERS AN SCHOOL PSYCHOLOGISTS I WANT TO ADD IN THE COMPONENT OF OUR FRONT OFFICE STAFF. THOSE THREE COMPONENTS ARE COMING TOGETHER TO CONTACT OUR FAMILIES AND INFORM THEM OF ALL OF THE MYRIAD OF SUPPORTS THAT THE DISTRICT IS OFFERING ALL OF OUR STUDENTS AND THEIR FAMILIES. AND WHEN THEY MAKE THOSE HONE CALLS THEY'RE GATHERING DATA ON WHAT INFORMATION IS [00:45:05] CONCERNING THE PARENTS AND THE FAMILIES OF DEALING WITH PROCESS. FROM THAT ONE ON ONE CONTACT, GATHERING THAT DATA WE'RE USING THAT DATA TO CREATE OUR 18 MONTH PLAN. ONE OF THE EXAMPLES IS WE HAVE A VERY SUCCESSFULLY IMPLEMENTED LUNCH BUNCH. LUNCH BUNCH ARE FOR STUDENTS THAT ARE REALLY CRAVING THE FACT THEY NEED SOCIAL INTERACTION WITH THEIR FRIENDS. WE'VE ONE STUDENT IN ONE 4TH GRADE CLASS, BEST FRIENDS IN ANOTHER 4TH GRADE CLASS, THEY HAVEN'T BEEN ABLE TO SEE EACH OTHER BECAUSE OF THE DISTANCE LEARNING. WE HAVE LOTS OF BUNCH LUNCH THAT ALLOW STUDENTS TO GO IN AND HAVE STRUCTURED ACTIVITIES AND GAMES THEY CAN BE WITH THEIR FRIENDS. CURRENTLY WE'RE JUST SHY OF 100 STUDENTS DOING THAT. IT RANGES FROM KINDERGARTEN UP TO 8TH GRADE. AND WHAT WE'RE SEEING IS THOSE STUDENTS ARE MORE ENGAGED IN CLASS. THEY'RE MORE PARTICIPATING IN CLASS. AND THEIR ATTENDANCE HAS IMPROVED. WE'RE GOING TO CONTINUE TO COLLECT THE DATA, THAT ONE TO ONE DATA WHERE WE CONTACT THE FAMILIES THROUGH THE SCHOOL PSYCHOLOGIST AND OUR SOCIAL WORKERS AND FRONT OFFICE STAFF. WE'LL CONTINUE TO USE THE DATA TO IMPLEMENT OUR 18 MONTH PLAN AND IMPLEMENT THE PROPER SUPPORTS STUDENTS NEED TO HAVE. I'M GOING TO HANDLE IT OVER TO PRINCIPAL DENICE FROM JEFFERSON. SHE WILL GIVE YOU INFORMATION ON HOW WE'RE GATHERING INFORMATION FROM OUR SPECIFIC STUDENTS. >> GOOD EVENING, I'M DENISE, THE VERY PROUD PRINCIPAL OF JEFFERSON T.K.8 SCHOOL. AND AT JEFFERSON WE'VE DONE AND CONTINUE TO DO ALL THE THINGS THAT YOU HEARD FROM MY COLLEAGUES, BUT ONE OTHER THING THAT WE'VE DONE IN JEFFERSON AFTER REVIEWING ALL OF THE DIFFERENT DATA POINTS WE FELT WE'RE MISSING ONE KEY GROUP. THAT WAS OUR STUDENTS. SO N ORDER TO GIVE OUR STUDENTS THE OPPORTUNITY TO SHARE THEIR STUDENT VOICE, OUR TEAM CREATED A STUDENT ATTENDANCE SURVEY THAT WE HAD STUDENTS, KINDERGARTEN THROUGH 8TH GRADE COMPLETE. YES OUR KINDERGARTEN AND FIRST GRADE STUDENTS ARE COMPLETING IT ONE ON ONE WITH THEIR TEACHER. IT CONSISTS OF QUESTIONS AROUND ATTENDANCE WHO WAKES THEM UP IN THE MORNING, THEIR MORNING ROUTINES BEFORE LOGGING IN THE COMMUTER, CHALLENGES THEY HAVE AS WELL AS QUESTIONS AROUND DO STUDENTS MISS COMING TO SCHOOL? DO THEY FEEL CONNECTED TO SCHOOL? ARE THEY COMMUNICATING WITH THEIR TEACHERS WHEN THEY NEED TO? WE ALSO THREW IN A ECONOMY IF THEY WERE' HONEST WITH THEIR PARENTS ABOUT COMPLETING CLASSWORK AND HOMEWORK. WE PLAN TO BRING THIS DATA BACK TO THE DIFFERENT TEAMS TO PROVIDE ADDED SUPPORT AND LESSONS TO STUDENTS TO PROVIDE PARENTS STUDENTS THROUGH WORKSHOP AND MAKE ADJUSTMENTS TO THE 18 MONTH PLAN AS WE MOVE FORWARD. I TURN IT OVER TO TANYA, PRINCIPAL ATA VERDE. >> THANK YOU SO MUCH. I'M TANYA GERALD, GOOD EVENING, I'M VERY LUCKY TO BE THE PRINCIPAL AT CASA VERDE SCHOOL. AS C.A.O.HERRERA EXPLAINED WE USE MULTIPLE METRICS AND WE DON'T JUST DO THAT TO INFORM OUR ADMINISTRATOR AND TEACHER DECISION. WE USE IT TO REACH OUT TO FAMILIES WITH REAL TIME AND VITAL DATA. ONE WAY WE'VE ALL DONE THAT IS THROUGH THE CO-VITAL SURVEY AND WHAT WE DECIDED TO DO AT THE SCHOOL IS WE WANTED SOCIAL EMOTIONAL LEARNING DATA TO BE MORE IMMEDIATE. SO WE'VE ADDED CLOSED GAP TO OUR MORNING MEETINGS WHERE ALL OF OUR SCHOLARS FROM T.K.THROUGH 8TH GRADE HAVE A DEVELOPMENTALLY APPROPRIATE SURVEY THEY FILL OUT THIS GIVES US MEET INFORMATION ABOUT THEIR MENTAL STATE, THEIR HAPPINESS OR BIG ISSUES THEY MAY BE DEALING WITH LIKE GRIEF OR DIVORCE OR LONELINESS. THROUGH THAT CLOSED GAP WE'VE BEEN ABLE TO FORM MORE GROUPS TO SUPPORT SCHOLARS FROM LUNCH BUNCHES, FOR STUDENTS WHO WERE NEW TO PASO VERDE SCHOOL AND NEEDED TO MAKE FRIENDS THIS YEAR, OR OUR EXTRA CURRICULAR ACTIVITIES BECAUSE THEY'VE BEEN ABLE TO GIVE US DETAILS ABOUT HOW THEY WOULD LIKE TO PLAY WITH EACH OTHER. WE'VE ADDED MORE GROUPS SUCH AS ANXIETY GROUP, A DIVORCE GROUP. WE REALLY USED THE CO-VITALITYITY AND CLOSED GAP DATA TO PROVIDE SOCIAL EMOTIONAL LEARNING SUPPORTS AND WITH THE HELP OF OUR SOCIAL WORKER AND SCHOOLIST TO COMMUNICATE THE DATA TO FAMILIES SO FAMILIES KNOW HOW THEIR SCHOLARS ARE FEELING EACH DAY. I LIKE TO TURN THE PRESENTATION BACK OVER TO OUR ESTEEMED SUPERVISE OF SCHOOL CORY. >> THANK YOU, EVERYONE, THANK YOU, PRINCIPALS FOR SHARING THE WORK THAT YOU ARE DOING. IT WAS A PLEASURE TO HEAR [00:50:01] FROM YOU. WE'LL GO BACK TO THE SLIDES, PLEASE. GOOD ADVANCE PAST THAT. SO WE ALSO AS YOU KNOW REACHED OUT TO OUR FAMILIES END OF JANUARY, BEGINNING FEBRUARY TO SURVEY OUR FAMILIES WITH REGARDS TO THEIR PERCEPTIONS OF HOW THEIR STUDENTS MAY OR MAY NOT BE EXPERIENCING LEARNING DISRUPTION. AS YOU WILL SEE ON THE SLIDE HERE, WE HAD 1,684 TONIGHT NATOMAS UNIFIED SCHOOL DISTRICT FAMILIES RESPOND TO THE SURVEY. OF THAT 994 WERE FROM OUR ELEMENTARY K.8 CAMPUSES AND OF THAT, 43 WERE FROM OUR TARTED FAMILIES. WHILE WE STILL HAVE SOME WORK TO DO, TO REACH OUT AS WELL AS TO ANALYZE THE INFORMATION THAT IS BEING COLLECTED FROM OUR SCHOOL SITES, WE ARE SEEING EARLY INDICATIONS THAT OUR TARGETED FAMILIES ARE SEEING AND EXPERIENCING LEARNING DISRUPTION THAT WE'RE ALSO SEEING THAT SHOWED UP IN THE METRICS. WE'RE ALSO GETTING SUPPORT, GETTING INFORMATION FROM THEM WITH REGARDS TO WHAT STRUCTURES SUPPORTS WOULD BE HELPFUL TO PUT IN PLACE AND OVERWHELMINGLY OUR FAMILIES ARE REPORTING THEY'RE WANTING SUPPORTS TO HAPPEN DURING THE SCHOOL DAY. WHICH IS IN LINE WITH A LOT OF THE INFORMATION THAT YOU'VE HEARD OUR PRINCIPAL SHARE TONIGHT AS WELL. WITH A CLOSE SECOND FOR AFTERSCHOOL OR EXTENDED DAY OPPORTUNITIES. WHILE WE STILL HAVE ANALYSIS TO DO AROUND THIS, THIS IS EARLY INFORMATION WE'RE USING TO SUPPORT OUR WORK AS WELL. GO AHEAD AND ADVANCE THE SLIDE. THANK YOU. >> THANK YOU, CORY. SO ONE OF THE THINGS WE WANTED TO TALK ABOUT, YOU'VE HEARD ABOUT SOME OF THE THINGS THAT OUR SITE LIED REMEMBERS DOING WITH THEIR STAFF AND FAMILIES. BUT LET'S LOOK AT THE DIFFERENT PHASES OF THE 18 MONTH PLAN WE'RE CURRENTLY DEVELOPING. SO REALLY WE'RE FOCUSING ON PHASE 1. YOU CAN SEE AND YOU HEARD A COUPLE OF PRINCIPALS MENTIONING JANUARY BECAUSE THAT IS THE ENGAGEMENT WORK THAT HAS BEEN HAPPENING AND IT TAKES TIME TO UNDERSTAND THE INFORMATION THAT YOU ARE RECEIVING AND THE DATA AND HOW TO INCORPORATE 'THAT INTO THE STEPS MOVING FORWARD. DURING THIS FIRST PHASE WHICH WE'RE LOOKING AT PROJECTING GOING TO JUNE, THIS SUMMER, WE EXPECT MOST OF THE WORK IS GOING TO BE FOLK -- FOCUSED IN A VIRTUAL SETTING, THROWS ALLOWED EVEN WHEN SCHOOLS ARE CLOSED EACH WE'RE ABLE TO BEGINNING OUR TRANSITIONAL LEARNING MODEL WE MAY TAKE ADVANTAGE OF THE VIRTUAL OPTION THAT IS WORK BEST AS WELL AS THE FAMILIES ANSWER STAFF. THERE ARE TRUE REALITIES THAT FAMILY UNDER A STAFF ARE DEALING WITH AS WE'RE NAVIGATING THAT VIRTUAL ENVIRONMENT SO WE RECOGNIZE IT CREATES COMPLICATIONS FOR. , YOU KNOW, MAYBE ADDITIONAL COMMUTING AS WE TRANSITION TO MORE IN PERSON SETTINGS. SO WE WANT TO CAPITAL IDENTIFIES ON THE RESOURCES THAT WE HAVE AVAILABLE TO US. PHASES 2 AND 3, ARE GOING TO BE ROUGHLY JUNE TO DECEMBER THEN JANUARY TO NEXT JUNE. SO AS WE HAVE A BROADER OPENING, IN THE COMING MONTHS WE HOPE TO BE ABLE TO CONTINUE SMALL GROUP CO-HORTS THEN EXPAND SOME OTHER IN PERSON SUPPORTS AS WELL AS AGAIN TAKE ADVANTAGE OF THE VIRTUAL RESOURCES WE'VE BEEN ABLE TO UTILIZE, WE LOOK FORWARD TO PURSUING THOSE OPTIONS AND CONTINUE TO DEVELOP THE PLAN USING THE DATA FROM PHASE ONE THAT WILL INFORM US AND TEACH US SOME OF THE THINGS THAT HAVE BEEN MOST EFFECTIVE WITH ESPECIALLY OUR TARGETED STUDENTS THAT WE'RE WORKING WITH. AND THEN AS WE LOOK FURTHER OUT TO JANUARY TO JUNE OF NEXT YEAR, WE WILL LARGELY LOOK TO THE IN PERSON LEARNING AND PROVIDING ADDITIONAL ONGOING SUPPORTS FOR STUDENTS. IN THE MEANTIME, NEXT SLIDE, CORY ARE YOU GOING TO TAKE THIS? YOU WANT ME TO GET IT. >> I WAS ON HUMAN. I APOLOGIZE FOR -- I WAS ON MUTE. AS ANGELA WAS SHARING WE'RE IN PHASE ONE DEVELOPMENT OF OUR 18 MONTH PLAN. BASED ON THE INFORMATION THAT WE GATHERED FROM OUR SURVEY AND INFORMS THAT OUR PRINCIPALS AND STAFF ARE GATHERING FOR FAMILIES YOU WILL SEE THAT A LOT OF THE WORK IN PHASE 1 WILL INTENTIONAL PROVIDE SUPPORTS TO STUDENTS DURING THE SCHOOL DAY. YOU HEARD ABOUT THE TEAMS REFINING THE USE OF DATA TO CLOSELY MONITOR THAT. AND IT WILL ALSO ALLOW US TIME TO GIVE THE WORK WE'VE BEEN DOING AROUND SPECIFIC MONITORING AND INTERVENTION PRACTICES DONE BASED ON THE IDENTIFIED NEEDS OF OUR TARGETED STUDENTS. THE SITE HAVE BEEN DEVELOPING METRICS AS THEY REFERENCED IN THEIR SHARING WITH YOU. THE SHIITES HAVE DEVELOPED METED REX THEY'RE USING -- METRICS TO MEASURE PROGRESS AND WE'LL BE USE DISTRICT GRADES TO MONITOR AND TRACK [00:55:07] STUDENT PROGRESS, NEXT SLIDE. >> WE WANTED TO SHARE A COUPLE OF EXAMPLES. THESE ARE CERTAINLY NOT THE WHOLE OF THE WORK WE'RE DOING BUT ONE OF THE THINGS WE HAVE BEEN COLLECTING DATA AND WE'VE BEEN ABLE TO RECOGNIZE IN CERTAINLY AREAS THERE ARE PRETTY IMMEDIATE SHIFTS IN PRACTICE WE CAN USE TO HELP THE TARGETED STUDENTS. WE CERTAINLY ALREADY MOYED THOSE ACTIONS. SO JUST AN EXAMPLE WITH THE VIRTUAL TUTORING AND WELLNESS CENTER. CAROL'S TEAM WAS ABLE TO ANALYZE DATA TO IDENTIFY THE UNDUPLICATED STUDENTS ATTENDING DIFFERENT SESSIONS BEING OFFER. THERE IS ACADEMIC AS WELL AS OTHER STUDENTS CAN PICK FROM AND IN MID JANUARY, WE STARTED DOING SOME ADDITIONAL PROMOTION OF THE VIRTUAL TUTORING AND WELLNESS CENTER DIRECTLY WITH STUDENTS THEN ON OTHER MEDIA PLATFORMS. IN JANUARY WE SAW AT 9.5% INCREASE IN ACADEMIC USAGE. WE'RE NOT SAYING THIS IS, YOU KNOW, IT'S EXPLODING THROUGH THE ROOF. WHAT WE'RE SAYING WE'RE TAKING INTENTIONAL ACTIONS. WE'RE MONITORING DURING THE PROCESS TO DETERMINE WHERE WE'RE SEEING GROWTH AND WE'RE GOING TO CONTINUE TO TRY TO CAPITALIZE ON THE CHANGED ACTIONS TO SEE WHAT WE CAN CONTINUE TO DO TO HELP EVEN A BROADER GROUP OF OUR STUDENTS. SO IN ADDITION, THIS MONTH, SITE STAFF HAS BEEN TRAINED TO ACTUALLY BE MORE PRO-ACTIVE IN CONNECTING WITH FAMILIES HELPING THEM SIGN UP FOR VIRTUAL TUTORING AND WELLNESS CENTER TO MAKE SURE THE STUDENTS HAVE THE SPECIFIC APPOINTMENTS. WE'RE GOING TO CONTINUE TO MONITOR THIS AND SEE HOW ACTIONS ARE TAKING AFFECT. THIS IS JUST AN EXAMPLE OF A DISTRICTWIDE RESOURCE THAT WE'RE PROVIDING. ONE OTHER EXAMPLE OF SOMETHING WE WANTED TO BRING BACK TO YOU IS OUR SUPPORT OF OUR HOMELESS FAMILIES. SO YOU WILL SEE A LIST HERE. THERE ARE QUITE A FEW ACTIONS THAT WE'VE TAKEN TO SUPPORT OUR HOMELESS FAMILIES FROM TECH RESOURCES, MAKING SURE THAT THEY HAVE PRIORITY ENROLLMENT IN THINGS LIKE THE CENTER. PROVIDING SUPPORTS. YOU'VE HEARD ABOUT OUR SOCIAL WORKERS, ARE CONNECTING AND THEN TRYING TO FIND THOSE CONNECTIONS FOR COMMUNITY AGENCIES. AS YOU ARE WELL AWARE, NEXT SLIDE, THIS BOARD TOOK ACTION TO PROVIDE SOME ADDITIONAL SUPPORTS AND WORK WITH COMMUNITY PARTNERS TO PROVIDE FOOD AND SHELTER FOR SOME OF THE HOMELESS FAMILIES FOR TWO MONTHS. SO WE STARTED MONITORING AS THE STUDENTS WERE TRANSITIONING OR, FAMILIES WERE TRANSITIONING INTO THE DIFFERENT ENVIRONMENT TO PARTICULARLY PAY ATTENTION TO SCHOOL ATTENDANCE. SO OBVIOUSLY IT HAS BEEN OVER A SHORT AMOUNT OF TIME WE WE HAVEN'T FOUND A SIGNIFICANT MEASURABLE INCREASE IN STUDENT ATTENDANCE BUT WHAT WE'VE RECOGNIZED THERE HAS BEEN A DEFINITE INCREASE IN TRUST AND RELATIONSHIP WITH THE FAMILIES WHICH IS GOING TO ALLOW US OVER THE LONG TERM TO HOPEFULLY WORK WITH THEM TO IDENTIFY BARRIERS AND THEN FUTURE SUPPORTS IN CONJUNCTION WITH OUR COMMUNITY PARTNERS AND AGENCIES TO HELP THEM WITH THINGS LIKE LONGER-TERM HOUSING SOLUTIONS. WE WANTED TO SHARE AGAIN WE'RE TAKING ACTIONS BUT MONITORING THE ACTIONS TO BETTER UNDERSTAND THE IMPACTION TO OUR TARGETED FAMILIES. ALL RIGHT. CORY. >> GO AHEAD AND ADVANCE THE SLIDE. WE'RE GOING TO WRAP UP OUR PRESENTATION BY ENDING ON SOME OBSERVATION THAT IS WE'VE MADE THROUGH OUR WORK SO FAR THIS YEAR. SO I'M NOW GOING TO GO OVER ONE BY ONE THE BULLETS. YOU CAN LOOK AT THAT BUT QUICKLY IN SEASONALRY, YOU KNOW, -- IN PHASE ONE WE'RE GOING TO SPEND A LOT OF OUR FOCUS ON PROVIDING INTERVENTION AND SUPPORT VIRTUALLY. THAT MAY NOT BE THE MOST IDEAL FOR OUR TARTED STUDENTS, BUT THAT IS THE REALITY OF THE LIMITATION THAT IS WE'VE RIGHT NOW. WE ALSO KNOW WE HAVE SOME MORE WORK TO DO TO ENGAGE OUR FAMILIES AND STUDENTS FROM OUR TARTED GROUP. WE KNOW THEY WANT THE SUPPORTS PRIMARY DURING THE SCHOOL DAY. AS WE MOVE THROUGH THE NEXT 18 MONTHS AS WE'RE ABLE TO RETURN TO IN PERSON IT WILL EXPAND OUR OPTIONS TO BETTER MEET THE DIFFERENT NEEDS OF OUR STUDENTS. WE LOOK FORWARD TO THAT. WE'D LIKE TO OPEN IT UP TO QUESTIONS. >> OKAY. QUESTIONS OF THE BOARD MISS CAPLAN. >> NOT SO MUCH A QUESTION BUT ACTUAL FEEDBACK. I CAN TELL YOU THAT MY DAUGHTER, SECOND GRADER ABSOLUTELY LOVES LUNCH BUNCH AND I'M IN TROUBLE IF I DO NOT HAVE LUNCH READY FOR HER TO TAKE BACK OVER FOR HER TO MEET HER FRIENDS. I HAVE NOTICED THE HUGE IMPACTS. SHE DOES NOT ENJOAN DISTANCE LEARNING, THIS HAS BEEN VERY HARD FOR HER SOCIALLY, EMOTIONALLY, SHE IS MY SOCIAL CHILD. SO THANK YOU FOR OUR [01:00:02] COORDINATION WITH YOUR STAFF AND LOOKING AT YOUR STUDENTS AND LISTENING TO THEIR VOICES AND SEEING AND KNOWING THAT THAT REENGAGES THEM WITH THEM GETTING MORE SOCIAL INTERACTIONS WITH THEIR FRIENDS SO I SEE IT PERSONALLY. SO I KNOW IT AND SEE THE WORK YOU ARE DOING SO I WANT TO SAY, THANK YOU FOR THAT. >> TRUE, -- THANK YOU, TRUSTEE CAPLAN. >> I'LL ADD ON TO THAT TRUSTEE CAPLAN SAID. >> I'M A BIG FAN OF LUNCH BUNCH. SEEING IT GOING VIRTUAL IS AMAZING, THANK YOU, GUYS, PRESENTATION WAS BEAUTIFUL AND JOB WELL DONE. >> THANK YOU. >> ANY OTHER COMMENTS FROM THE BOARD MEMBERS? >> IT'S GOOD TO SEE OUR PRINCIPALS FACES, I MISS YOU GUYS. >> DITTO TRUSTEE CAPLAN ALTHOUGH I GET TO SEE YOU ON SOME MONDAY PRINCIPAL MEETINGS. I LOOK FORWARD TO SEEING THE THREE DIMENSIONAL YOUS AGAIN AND I'M VERY GRATEFUL FOR THE HARD WORK YOU HAVE ADONE. WHEN THEY TALKED ABOUT 1,000 TO 13,000 CAR AS DAY IN AND OUT, I WENT, YEAH, OUR PRINCIPALS AND FOLKS LIKE MR. ORR HAVE DISTRIBUTED OVER 100,000 TEXT BOOKS, TEXT BOOKS MATERIALS, CHROME BOOKS, ETC. 1300 A WEEK, WE GOT THAT COVERED AND THAT IS BECAUSE OF YOUR GOOD WORK, SO THANK YOU VERY MUCH. >> I WANT TO THANK YOU ALL. PRINCIPALS, WE MISS HAVING YOU COME UP TO THE PODIUM AND SHARE WITH US INFORMATION ABOUT YOUR SCHOOL. I MEAN THAT IS ONE OF THE HIGHLIGHTS OF EACH YEAR THAT WHEN WE GET TO SEE ALL OF YOU IN THE SAMEROOM AND ALSO WHEN YOU COME BACK AND SUPPORT EACH OTHER EVEN THOUGH THAT MAY NOT BE YOUR PARTICULAR, LIKE THE HIGH SCHOOL TEACHERS. SO THANK YOU FOR BEING WITH US THIS EVENING AND WE'RE GLAD TO SEE YOU AS HAS BEEN ALREADY REITERATE AND THANK YOU TO EVERYBODY WHO WORKED ON THE PRESENTATION. THE STAFF, YOU KNOW, THE DATA THAT YOU SHARED WITH US TONIGHT DOES NOT COME ABOUT EASILY. IT'S OVER TIME THAT YOU GATHER, YOU KNOW, ANALYZE, GATHER, ANALYZE AND COME BACK TO US SO THANK YOU SO MUCH. WE APPRECIATE IT. >> THANK YOU, PRINCIPALS. >> ALL RIGHT. WE'RE GOING TO MOVE ON IF THERE ARE NO OTHER QUESTIONS OR COMMENTS WE'RE GOING TO MOVE ON TO THE NEXT ITEM [XIII.b. Update on Preparation for Reopening] WHICH IS THE UPDATE ON PREPARATIONS FOR REOPENING. AND -- >> THIS IS WHERE PRINCIPALS CAN BAIL, BYE-BYE. SORRY -- >> WE THOUGHT YOU WANTED TO SAY WITH US ALL -- STAY WITH US ALL NIGHT. >> NO. >> WE'RE HOPING. WE WANTED TO BE SOCIAL. WE DON'T GET THE OPPORTUNITY TO BE WITH THEM VERY OFTEN. FOR THIS PRESENTATION, DOUG ORR WILL BE PRESENTING. >> YES, THANK YOU. GOOD EVENING. TONIGHT WE'RE GOING TO TART OFF WITH 6 ITIMES. IF YOU -- WITH 6 EYRE TEMS -- WE'VE 6 IRE TEMS TO DIVE IN ON REGARDING REOPENING. THE STEPS TO REOPEN OUR SCHOOL THROUGH THE C.P.H.GUIDANCE. ALSO WE'RE GOING TO TALK ABOUT LAST NIGHT AT 8:52 AN E-MAIL WAS SENT OUT FROM S.A.C.COUNTY WITH ADDITIONAL DIVIDANCE THAT WE'LL SPEAK ABOUT. WE'RE GOING TO REVISIT WHEN REOPENING MEANS IN NATOMAS UNIFIED AND A LOT OF THE WORK THAT HAS BEEN DONE TO GET US READY TO REOPEN INCLUDING OUR VACCINATION CLINICS AND PATHWAYS AN TIMELINES FOR WHAT REOPENING LOOKS LIKES. SO REALLY QUICKLY, WE HAVE A LOT OF DIFFERENT MESSAGES THROUGHOUT THE PROCESS. THIS IS A SAMPLING OF THEM. ON THE NEXT SLIDE YOU CAN EVEN SEE THERE IS TWO EXAMPLES OF WHAT IT LOOKS LIKE INCLUDING VIDEOS AROUND OTHER ITEMS, MOST OF THEM ARE ON THE WEBSITES AND SCHOOL WEBSITES AND FOR PEOPLE TO SEE. SO IF YOU THINK BACK TO OCTOBER 14, WE HAD A PRESENTATION ON CONTINUING A SAFE PATH TO REOPENING. TONIGHT THROUGHOUTED PRESENTATION, MANY OF THE SLIDES THAT WE USED THAT NIGHT WILL BE REFERENCED. YOU WILL SEE THOSE NOTED THROUGH PICTURES OF THE SLIDES AS WE GET TO THOSE PIECES. THAT NIGHT ALSO THE BOARD PROVIDED US GUIDANCE ON NEGOTIATING ON THE M.L.U.AND WE CONTINUED THAT WORK AND WE ACTUALLY REACHED AN M.L.U.ON HALLOWEEN, OCTOBER 31ST, A WEEKEND, YOU REMEMBER. THAT GAVE US DECEMBER OPENING -- WE'RE JUST IN THE [01:05:03] RED FOR A LITTLE BIT THERE BUT HOPEFUL WE CAN MOVE TO ORANGE AND THEY HAD A CAMPAIGN ORANGE BY HALLOWEEN BUT WE KNOW THAT DIDN'T HAPPEN BECAUSE THERE WAS A SURGE THANKSGIVING AND HOLIDAYS EVEN CAUSE THAT HAD TO SURGE FURTHER. THAT, OUR REOPENING PLANS WERE HALTED BUT WE CONTINUED TO PREPARE FOR WHERE WE'RE TONIGHT WHICH IS LOOKING AT HOW DO WE REOPEN NOW THAT WE'RE BACK IN A POSITION WHERE WE'RE ABLE TO DO SO? WE CAN MOVE FORWARD. JANUARY 14, CALIFORNIA DEPARTMENT OF PUBLIC HEALTH SENT OUT WHAT THEY'RE CALLING THE CONSOLIDATED GUIDANCE WHICH TOOK THEICAL OSHA STANDARDS, IT TOOK PREVIOUS GUIDANCE AND TRIED IT PUT IT TOGETHER. IN FACT IT WAS MIXED IN WITH THE GOVERNOR'S PROPOSALS FOR INCENTIVES AN TALKED ABOUT THE TIERS AND SET OF CITE CRITERIA FOR REOPENING. AND THEN. IS IT ALSO SAID IN ORDER TO REOPEN, FOR EXAMPLE IN THE PURPLE TIER THERE ARE THINGS THAT HAVE TO HAVE. WE HAVE TO HAVE A COVID SAFETY PLAN. IT HAS TO TAKE INTO CONSIDERATION THEICAL OSHA GUIDELINES, AND THERE IS A CHECKLIST FOR REOPENING FOR T.K.6. THAT NEEDS TO BE SUBMITTED AS WELL. WE'LL TALK ABOUT THAT. IF YOU COULD MOVE FORWARD. THANKS. SO THE INITIAL PROPOSAL THAT CAME OUT, IT INCLUDED INCENTIVES GRANTS FOR OPENING EARLY. THAT IS STILL IN NEGOTIATIONS AT THE CAPITOL. AT 8:52 AN E-MAIL WAS SENT OUT AND IT ANNOUNCED MINUS INCENTIVES SACRAMENTO COUNTY HAD ADOPTED THE JANUARY 14 LANGUAGE AND TO BE CLEAR IN POINTING IT HERE, THE GUIDANCE ALLOWS T.K.6 SCHOOLS TO OPEN IF OUR A ADJUSTED CASE RATE IS LESS THAN 25 PER 20,000 FOR FIVE CONSECUTIVE DAY, TODAY IS THE FIRST FULL DAY FOLLOWING THE RELEASE OF 24.8 ADJUSTED CASE RATIO. TODAY IS THE FIRST OF THE FIVE DAYS AND THE E-MAIL POINTS OUT ON THE NEXT SLIDE THAT IN ORDER TO PREPARE TO REOPEN, FIVE DAYS WOULD BE MONDAY. EARLIEST ANY SCHOOL COULD OPEN WOULD BE MONDAY BUT THERE IS 3 THINGS THAT HAVE TO HAPPEN. YOU HAVE TO POST YOUR SAVED PLAN, THE CAL OSHA PREVENTION PLAN HAS TO BE SUBMIT AND THE -- THAT WOULD SATISFY THE REQUIREMENTS. WE'LL MOVE ON BECAUSE THEY'RE GOING TO LOOK AT IT AND THERE ARE TIMELINES ASSOCIATED WITH IT. THIS IS WHERE WE'RE RIGHT NOW. THIS IS HOW WE'RE TRACKING. YOU WILL SEE THIS ON THE STATE WEBSITE IF YOU VISIT IT WHERE THEY UPDATE EVERY WEEK OF THE WE'RE IN. WE'RE IN PURPLE EVEN THOUGH YOU SEE RED THERE WE'RE STILL IN PURPLE BECAUSE IF ANY ONE OF THE THREE METRICS GOING ACROSS IS IN PURPLE THE WHOLE THING IS IN PURPLE. WE UPDATED IT YESTERDAY. OR TECH ANILY AS OF TODAY, 24. WE'RE BELOW THE 25 THRESHOLD EVEN THOUGH SOME OF THE OTHER METRICS ARE STILL -- [INAUDIBLE] WE'LL CONTINUE TO MONITOR THAT GOING FORWARD. THE THREE ELEMENTS THAT WE TALKED ABOUT THAT HAVE TO BE THERE IN ORDER FOR US TO REOPEN. ELEMENTS 1 AND 2 ARE COVID SAFETY PLANT AND COVID PREVENTION PROGRAM. WE'VE HAD A PLAN POSTED ON THE WEBSITE GOING BACK TO OCTOBER. A LOT OF WORK WAS SPENT EARLY IN THE FALL MAKING SURE THAT WAS' PREPPED. WE MET WITH OUR UNIONS, LABOR PARTNERS, WE MET WITH STAFF, PARENTS. WE GOT FEEDBACK. WE HAD THAT POSTED ON THE WEBSITE AND WE RECEIVED GUIDANCE JANUARY 14TH GUIDANCE LIKE I SAID TRIED TO CONSOLIDATE THAT INTO ONE DEW POINT AND CALIFORNIA OSHA PIECE, WE MET WITH THE LABOR PARTNERS, WE'VE MET WITH PARENTS. WE CONTINUE TO DO SO. THAT PLAN IS BEING POSTED. AND IF WE RECEIVE ADDITIONAL FEEDBACK THAT IS APPROPRIATE, WE WOULD UPDATE THE PLAN: FURTHER TO REFLECT THAT. >> DOUG, YOU ARE MOVING AT A GREAT PATIENCE WE'RE -- THERE WAS A FOLLOW-UP MEETING SET WITH EACH LABOR PARTNER -- >> CORRECT. >> I WANTED TO MAKE SURE WE'RE NOT ANNOUNCING THAT WORK IS COMPLETE. THERE IS A FOLLOW-UP FOR EACH. >> WE'RE ALSO MEETIN WITH THE AFTERSCHOOL PARTNERS TOMORROW I THINK. NEXT SLIDE, WE GET THE QUESTION WHAT HAPPENS IF CASES RISE? TWO THINGS TO CONSIDER, FIRST, ONCE WE START, AND IN THIS EXAMPLE LIKE THE PHASED IN APPROACH, IF CASES RETURN GREATER THAN 25 PER 100,000 [01:10:04] THE GUIDANCE IS NOT SPECIFICALLY CLEAR ON IF WE CAN CONTINUE TO -- WE KNOW WE CAN STAY OPEN BUT CAN WE CONTINUE TO ADD GRADE LEVELS? WE KNOW IF WE OPEN ALL THE GRADES AT A SCHOOL, WE CAN CONTINUE TO STAY OPEN. SO IT'S A MATTER OF HOW MANY GRADE LEVELS ARE OPEN AT THE TIME, THAT IS THE LAST PIECE WE'RE TRYING TO CLARIFY. IT COULD BE INTERPRETED DIFFERENT WAYS THERE. WE KNOW ONCE YOU ARE OPEN, THE CURRENT GUIDANCE DOES ALLOW FOR US TO STAY OPEN EVEN IF WE GO BACK INTO THE PURPLE TIER. OR CONTINUE TO RISE SIPS WE'RE ALREADY IN THE -- SINCE WE'RE ALREADY IN THE PURPLE TIER. THE THIRD ELEMENT IS THEKOID REOPENING CHECKLIST. RIGHT NOW IT'S SPECIFIC TO T.K.6 SCHOOLS NOT FOR 7129. YOU HAVE TO BE IN THE RED TIER TO OPEN 7 -- NOW WE'RE TALKING ABOUT T.K.6. THERE IS 13 AREAS YOU SEE IN THE GRAPHIC OF THE WE'RE GOING TO TALK ABOUT EACH OF THOSE. >> DOUG, I KNOW YOU SAID IT BUT IF SOMEBODY STARTED LISTENING, IT'S T.K.6 SELF-CONTAINED. THERE IT IS AGAIN RIGHT THERE. YOU ARE DOING A GREAT JOB. IT'S THERE AGAIN. JUST WANT TO MAKE SURE PEOPLE UNDERSTAND THAT. >> I THINK I FORGOT TO SAY SELF-CONTAINED. WE DO HAVE 6TH GRADE AT THE MIDDLE SCHOOL LEVEL AND WE HAVE IT AT K8'S AND NAT MASSHOOD MIDDLE DOES NOT HAVE THE CONTAINED PIECE, GOOD THING TO POINT OUT. CHECKLIST ITEM NUMBER 1 IS ALL ABOUT STABLE GROUP STRUCTURES. MUCH EASIER WITH A SELF-CONTAINED MODEL AND SAMPLES YOU SEE ON SIDE FROM THE EARLIER PRESENTATIONS OF THE THINGS AND WORK THAT PRINCIPALS HAVE DONE TO PUT IN PLACE DIRECTIONAL ARROWS. THINGS ARE GOING TO HELP STUDENTS STILL GET OUTDOORS, BE KIDS BUT TO DO SO IN THEIR COULD HORTS AND STAY SAFE AND MINIMIZE CONTACT WHEREVER POSSIBLE OUTSIDE OF THEIR GROUP. THAT IS REFLECTED IN THE PLAN IN MUCH GREATER DETAIL. NOW IT'S LOOKING ABOUT 62 PAGES. THE ITEM NUMBER 2 AND 3 ENTRANCE EGRESS ANSWER MOVING WITHIN THE SCHOOL, ALL THE DIRECTIONAL STUFF, SIGNAGE? THE FRONT WHERE KIDS ENTER AND EXIT, ALL OF THAT, HOW THEY PICK UP THEIR LUNCH, THEN THE PHASE COVERINGS AN OTHER -- FACE COVERINGS AND OTHER ESSENTIAL PROTECTIVE GEAR, EVERYTHING DOWN TO -- WE'VE THOUSANDS UPON THOUSANDS OF SURGICAL MASKS. YET WE ALSO HAVE CLOTH MASKS AND WE'VE FACE SHIELDS. WE'VE SECURED STUFF AND THE THREE PLY MASK AND THEY'RE EVEN UPDATING GUIDE ABC TO -- GUIDANCE TO TALK ABOUT WEAVERRING TWO MASKS. WE'RE FOLLOWING THAT DOING EVERYTHING WE CAN TO BE READIY -- >> THE C.D.C. SAYS IF YOU ARE A THREE PLY SURGICAL MASK UNDER YOUR CLOTH MASK, YOU ARE SOMEWHERE IN THE RANGE OF 95-96% BASED ON THE RESEARCH SECURE. THAT IS NICE, IT'S A NICE -- THE HIGHEST NUMBER WE'VE HEARD YET. >> ITEM 4. THANKS. HEALTH SCREENING FOR STUDENTS AND STAFF. STUDENTS AND STAFF ARE SCREENED FOR COVID SYMPTOMS, WE'RE DOING. OUR PLAN CALLS FOR PASSIVE JEAN AT HOME HOWEVER AS YOU'VE SEEN PROBABLY AT THE EARLIER END OF THE PANDEMIC AND JUST BY BEING AROUND IN PLACES, WE'VE SCREENING MACHINES FOR TEMPERATURE BUT I'S MORE THAN TEMPERATURE. IF SOMEONE STARTS TO LOOK LIKE THEY'RE NOT DOING WELL, WE HAVE ISOLATION ROOMS SET UP AND ALL THE EQUIPMENT SET UP TO HANDLE AND IN CONJUNCTION WITH OUR RAPID TESTING WHICH WE'LL TALK ABOUT WE HAVE THE ABILITY TO MOVE QUICKLY TO HELP MAKE SURE THAT STUDENTS ARE IDENTIFIED IF THEY'RE NOT FEELING GOOD OR STAFF AS WELL. WE'RE ABLE TO TRACK CARE OF IT AND ALSO CLEAN UP DISINFECT, FOLLOW THE PROTOCOLS FOR REPORTING THAT. THE HEALTHY HYGIENE PRACTICE, FIRST WEEK BACK THE PRINCIPALS, A BIG CHUNK OF THE FIRST WEEK BACK IS ALL ABOUT EDUCATION WITH THE KIDS ABOUT ROUTINES, HAND WASHING, MAKING SURE THAT YOU ARE NOT OVERTOUCHING THINGS, ALL THAT EDUCATION, THAT'S WHAT IS PLANNED FOR THE FIRST WEEK BACK. PRINCIPAL HAVE BEEN WORKING ON WHAT THAT IS GOING TO LOOK LIKE WHEN WE'RE BACK IN SCHOOL. THE FIRST WEEK IS SPECIFICALLY SET UP TO WORK ON THAT. GO TO THE NEXT SLIDE. ITEM 6, IDENTIFICATION AND TRACING OF CONTACTS. WE'VE BEEN DOING THIS FOR A LONG TIME. THIS ISN'T NEW TO US. A LOT OF WHAT THEY PUT IN THE NEW THEST GUIDANCE IS STUFF WE HAVE BEEN IMPLEMENTING. WE DIDN'T HAVE TO DO NEW WORK BUT JUST UPDATE THE [01:15:01] WRITTEN PART OF OUR PLAN. CAROL AND HER TEAM HAVE BEEN WORKING WITH THE COUNTY DAILY ON THESE THINGS AS CONDITIONS PERMIT AND AS THESE ARISE. WE'RE SET UP TO HANDLE THAT. ITEM 7, PHYSICAL DISTANCING. THIS ONE TOOK A LOT OF WORK. WE AS YOU KNOW, WE HAVE HIRED A THIRD OR SECOND PARTY ARCHITECT TO COME IN. THEY LOOKED AT THE WORK WE DID BEFORE THEY GOT HERE TRYING TO SET UP ROOMS WITH WHAT WE THOUGHT WAS THE RIGHT THINGS. STORING OF STUFF TO GET EXTRA DESKS OUT OF ROOMS, WE ORDERED PLEX PLEXIGLASS, THEY LOOKED AT EVERYTHING WE DID AND AT FILTERS, HOW WE SPACED THINS OUT AND POINTED OUT AREAS WHERE WE MAY HAVE MISSED SOMETHING AN BY ALL THE HARDWORK THEY HAD A LOT OF AREAS FOR US TO GO BACK AND MAKE SURE WE'RE VERY THOROUGH ON, THEY DID DRAWINGS OF THE CLASSROOMS AT SCHOOLS. YOU CAN SEE A COUPLE OF SAMS OF THEM THERE. THEY TALKED ABOUT HOW MANY PEOPLE CAN BE IN BATHROOMS, PRINCIPALS HAVE BINDERS WITH ALL OF THE INFORMATION IN EVERY CLASSROOM AND OFFICE AREA HAS A LITTLE PLACE HOLDER PLAQUARD WHERE THIS MAP WILL BE PLACED INTO IT FOR THE REASON WE'RE DOING THIS WHEN KIDS ARE BACK ON CAMPUS PEOPLE START MOVING AROUND, DESKS IN THE PICTURE ARE GOING TO GET SHIFTED. WE WANT TO RESET THEM AS PART OF THE CHECKS HOW TO MAKE SURE IF SOMETHING IS MOVD OUT OF PLACE, WE SET UP A PROCESS IF THERE IS A HAZARDS IDENTIFIED HOW TO REPORT THAT TO CORRECT IT RIGHT AWAY. A LOT OF WORK. YOU SEE CONEXBOXES IN A LOT OF THE CAMPUSES STORING EXTRA DESKS SO WHEN THIS IS OVER WE CAN MOVE THEM BACK IN. ITEM 8. STAFF TRANING AND FAMILY EDUCATION, AT THE VERY BEGINNING OF THE YEAR, AS WE DO EVERY YEAR WITH OURMANDATED TRAININGS, SEXUAL HARASSMENT TRAININGS, THINGS LIKES THAT WE HAD THIS YEAR A WHOLE BUNCH OF COVID VIDEOS AND ITEMS FOR STAFF TO WATCH AND ACKNOWLEDGE AND SIREN OFF THEY HAD SEEN IT AND WHERE THEY COULD ASK QUESTIONS AND GET HELP FROM THE SUPERVISORS. WE HAVE POSTED OUR PLAN ON THE WEB. TRAINING WILL NOT GO AWAY. GUIDANCE COULD CHANGE AND WE'D HAVE TO UPDATE STAFF. WE UPDATED RESTROOM CLEANING PROCEDURES, THAT INVOLVED GETTING CUSS TOAD YAPS, LEADS AN TALKING TO THEM HOW THAT IS GOING TO WORK. STAFF TRAIN SOMETHING GOING TO BE SOMETHING THAT CONTINUES ON ESPECIALLY AS THINGS CHANGE. YOU CAN SEE JUST SOME EXAMPLES OF THINGS THAT HAVE HAPPENED. THEN ITEM 9, TESTING. SO ONE OF THE NICE THINGS WE'VE BEEN TESTING STAFF FOR A LONG TIME. AND THE COMMUNITY. WE'VE HAD IT OVER AT THE SERVICE CENTER. HOWEVER RECENTLY NATOMAS UNIFIED SCHOOL DISTRICT WAS GRANTED A CLEAR WAIVER. WITH THAT WE WERE ALLOWED TO START PILOTING RAPID TESTING WHICH WE DID FOR STAFF AND IT'S EXPANDING. THE REALLY NEAT THING ABOUT THAT IS THE PLAN, OSHA, IT CALLS FOR YOU TO HAVE A PROCESS FOR THIS AND BECAUSE OF THE HARD WORK OF THE STAFF AND EVERYONE INVOLVED WE ACTUALLY ARE ABLE TO IMPLEMENT THAT HERE IN NATOMAS. WE DON'T HAVE TO SEND PEOPLE OUT ACROSS THE CITY TO GO SOMEWHERE. WHAT HAPPENS IS IF A STUDENT IS FEELING SICK OR IF A STAFF MEMBER IS NOT FEELING GREAT OR IF THEY WANT TO GET TESTED FOR EXTRA PEACE OF MIND WE CAN IMPLEMENT THAT AND PART OF THE OSHA STAND ADS ARE THAT IF THERE IS A CERTAIN AMOUNT OF PEOPLE AND WE TEST WE'RE ALREADY TESTING 12.5% A PEEK GOAL, THAT IS SEND OUT THROUGH E-MAIL INVITING STAFF, I GOT MINE -- THE LAST TIME WE TALKED I HAD JUST RECEIVED ONE RECENTLY. GO BACK BECAUSE IT WAS MY TURN AGAIN. I WAS ABLE TO DO THE RAPID TEST FOR THE FIRST TIME AND MUCH BETTER THAN THE PREVIOUS TEST. IF YOU GET A POSITIVE ON THE RAPID TEST THEN I'M SURE CAROL CAN CORRECT ME THEN WE GET YOU INTO THE PREVIOUS TESTING WHICH IS MUCH MORE -- I DON'T WANT TO SAY INVASIVE BUT A DIFFERENT TESTING, RIGHT. >> SO IF YOU ARE SYMPTOMATIC YOU HAVE SYMPTOMS AND YOU TEST POSITIVE ON THE RAPID TEST YOU DO NOT NEED TO HAVE ADDITIONAL TESTING. BUT IF YOU ARE ASYMPTOMATIC AND YOU TEST POSITIVE IN MOMENT AT THE SAME SESSION, OUR NURSES WILL DO THE P.C.R.TEST WHICH IS THE TEST THAT WE SEND OUT TO A LAB TO CONFIRM THE POSITIVE DIAGNOSIS. BUT WE WILL ASSUME POSITIVITY UNTIL WE GET THE RESULTS BACK FROM THE LAB. >> IT'S IMPORTANT TO POINT OUR OUR M. O. U. ALLOWS IF AN, -- IF A STAFF MEMBER CAN DEMONSTRATE THEY GOT COVID WHILE WORKING, NO SICK DAYS ARE TAKEN AWAY. THERE IS NO LOSS OF PAY. [01:20:01] THERE IS NONE OF THAT. THAT IS SOMETHING WE FELT WAS VERY IMPORTANT. BOARD, THANK YOU FOR MAKING SURE THAT WAS A PART OF OUR M.R.U. SO THE EXAMPLE WE GAVE, STAFF MEMBER IS POSITIVE AND IT'S TIED TO SOMETHING AT WORK. STAFF MEMBERS IS NOT GOING TO LOSE PAY AND NOT GOING TO HAVE TO WORRY ABOUT SICK DAYS, THINGS LIKE THAT AND I THINK THAT GOES ABOVE AND BEYOND WHAT SOME OTHERS ARE DOING AND I'M GRATEFUL. >> IDENTIFICATION PIECE OF THIS -- GO AHEAD. >> BEFORE YOU LEAVE THE TESTING PART, I WANTED TO SAY ALL OF OUR SYSTEMS FIRED TODAY. IT WAS REALLY ASOME TO WATCH. WE HAD A STUDENT WHO DID THE ACTIVE TEST TO GET ON THE BUS AND HAD A TEMPERATURE. THEY DIDN'T ALLOW THE STUDENT ON THE BUS. THEY CONTACTED ME. THE PARENT TOOK THE STUDENT TO GET, HAVE HIM, OUR NURSES DID RAPID TESTING ON THE STUDENT. EVERYTHING WE'RE HOPING RAPID TESTING HAPPENED FOR US TODAY. >> IT WAS BEYOND TESTING, TEMPERATURE CHECK, RED FLAG, CONTACT PARENTS. PARENTS OKAY WITH THE STUDENT BEING TEST AND WE ADMINISTERS THE RAPID TEST. WE WON'T GO ON FROM THERE. STUDENTS HAVE HIPPA RIGHTS AS WELL BUT THE SYSTEMS HAVE BEEN WORKING. WE'VE HAD ATHLETES, STUDENTS ON CAMPUS, WE'VE HAD DAYCARE AND DAYCARE, WE'VE BEEN GOING AT THIS AT A LEVEL OF A COUPLE OF HUNDRED, ALMOST 1,000 STUDENTS ON CAMPUS ON AND OFF SINCE JUNE AND SEPTEMBERLE. >> THEN THE TIME PIECE THAT IS PART OF THE PLAN IS THAT WE HAVE A SYSTEM TO REPORT IT AND WE DO HAVE A DASHBOARD ON THE WEBSITE. IF YOU GO TO THE NEXT SLIDE. WHEN YOU GO ON THE WEBSITE THERE IS A STRONG LINK AT THE TOP SO YOU CAN GET TO THE INFORMS WHICH IS A BIG PART OF THE COMMUNICATION PLAN AND THE TRANSPARENCY INVOLVED WITH REPORTING CASES. CAROL AND HER TEAM WORK ALONGSIDE PUBLIC HEALTH ON THOSE REGARDING NOTIFICATIONS SENDING OUT MESSAGING ON THAT. >> AND CONTRACT TRACING. I WAS -- MYSELF POTENTIALLY EXPOSED DURING A WORK ISSUE. WE DO CONTACT TRACE AS WE REACH OUT AND CALL AND QUESTIONS ARE ASKED AND THAT IS AN IMPORTANT PART OF THIS AS WELL. >> ABSOLUTELY. THEN ITEM 13, CONSULTATION, THIS SOMEONE IN PROGRESS, CHECK MARK IS NOT THERE. WE'VE DONE A LOT OF WORK WITH IT ON THE PLAN. THE SAVED PLAN, WE HAVE STARTED THE WORK. WE'VE MET SO FAR WITH BOTH OF OUR NATOMAS TEACHER ASSOCIATION AND WE'VE PLANS TO MEET WITH THEM AGAIN. WE ALSO HAVE MET WITH PARENT ORGANIZATION, COMMUNITY GROUPS LIKE I SAID, I'M MEETING WITH A COUPLE OF US ARE MEETING AFTERSCHOOL PROVIDERS TOMORROW. AND IT'S TO SHARE THE GUIDANCE CHANGES, WHAT THE PLAN LOOKS LIKE. THEY HAVE COPIES OF OUR PLAN AND SO WE CAN GET FEEDBACK AND INCORPORATE APPROPRIATE FEEDBACK INTO THE PLAN AS WE GO FORWARD. NEXT SLIDE. SO WHAT DOES THAT MEAN FOR NUSD REOPENING? OKAY. FAMILIES, LAST WEEK FAMILIES AND IT HAS CLOSED. IT CLOSED ON MONDAY. THEY WERE' PROVIDED THE COMMUNICATE TO CHANGE THEIR MINDS. BACK IN THE FALL THEY WERE ASKED ABOUT A DECISION ABOUT STAYING IN DISTANCE LEARNING OR RETURNING IN PERSON. SO THEY WERE SENT BACK OUT -- THE RESPONSE AND ASKED IF THEY WANT TO KEEP OR WOULD THEY LIKE TO CHANGE. 43 PERCENT OF OUR T.K.6 FAMILIES IN THE SELF-CONTAINED PIECE WOULD LIKE TO RETURN TO IN PERSON. WITH THE REST STAYING IN DISTANCE LEARNING. NEXT SLIDE. SO OUR M.O.U.STATES THAT FAMILIES DECIDE IF THEIR STUDENTS ATTENDS IN PERSON. SINCE WE'RE CONCURRENT AND WE'LL EXPLAIN THAT IN A SECOND. THAT HE CAN STAY WITH THEIR CURRENT TEACHERS. REGARDLESS IF THEY DECIDED I'M GOING TO STAY AT HOME FOR DISTANCE LEARNING OR GOING TO COME IN ON THE DAYS THAT IT'S THEIR TURN TO COME IN. IT MEANS OUR CLASS SIZES WILL BE VERY SMALL. FOR EXAMPLE, AT THE 43% ON THE A.B.SCHEDULE WE'VE SET UP A THE ELEMENTARY T.K.6 SELF-CONTAINED LEVEL THAT WOULD MEAN ABOUT 21.5% OF CLASS SIZE PER DAY. TO GIVE YOU THE CONTEXT WHAT THAT MEANS, IN OUR T.K.THROUGH 3 CLASSES TARGET CLASS SIZE WHICH WE'RE PRETTY DARN GOOD, THAT MEANS ABOUT FIVE KIDS WOULD BE IN ON ANY GIVEN DAY ON AVERAGE, SOME CLASSES MAY BE LOWER OR HIGHER, 4TH THROUGH 6TH GRADE THE TARGET IS 30 KIDS. [01:25:03] THEY RANGE FROM THE HIGH 20S TO RIGHT AROUND 30 AND A COUPLE ARE A LITTLE ABOVE. 30 ON AVERAGE, THAT MEANS ABOUT 6 KIDS PER CLASS PER DAY. WITH THE REST OF THE KIDS ZOOMING IN CONCURRENTLY SO IT'S STILL PART OF THEIR SAME CLASS, THEY'RE STILL ENGAGED WITH THE SAME GROUP OF KIDS. IT'S TO THE LIKE YOU HEAR ABOUT IN SOME SPOTS WHERE THEY HAVE TO BREAK UP THE CLASSES AND DO DIFFERENT THINGS, THIS IS SO THEY CAN STAY ENGAGE WITH THE TEACHER AND CLASSMATES REGARDLESS OF WHICH CHOICE. THEN OUR S.E.C.AND SPECIAL NEEDS CLASSROOMS, STUDENTS MAY ATTEND FIVE DAYS A WEEK, IF THEY DECIDED ON THAT AND THEN ALSO THEY'LL MEET WITH THE TEACHER BEFORE ALL OF THAT IS CONFIRMED. SO THAT IS A DIFFERENCE. THE REASON WE'RE ABLE DO THAT IS BECAUSE THE CLASS SIZES HAVE VERY SMALL CLASS SIZES TO START WITH. GIVEN THE SPACE IN THE CLASSROOMS, BEING ABLE TO HAVE THE 12-15 DESKS SPACED OUT 6 FEET APART WE CAN ACCOMMODATE THAT. WHEN I MENTIONED HYBRID OR THE CONCORRECT SCHEDULE YOU HEAR THE WORD "HYBRID" THROWN AROUND A LOT. HYBRID IS DIFFERENT THAN WHAT WE'RE DOING, HYBRID IS NOT THE NUSD MODEL WHERE KIDS GO SOME DAYS A WEEK WITH A TEACHER AND OTHER DAYS THEY'RE NOT WITH THE TEACHER ON ZOOM OR IN PERSON. THEY'RE AT HOME LEARNING ON THEIR OWN. THAT IS NOT WHAT MAT MAAS UNIFIED HAVE AGREED TO. WE HAVE A COULDN'T CURRENT SCHEDULE SO I CAN BE AT HOME ON ZOOM AND IN PERSON AND EVERYONE IS ENGAGED IN THE SAME CLASSROOM MODEL. ONE OF THE NICE THINGS THERE IS A LOT OF OPTIONS FOR TEACHERS ABOUT HOW TO MAKE THAT WORK. BUT WE WANT TO MAKE SURE WE POINT THAT OUT BECAUSE IT'S DIFFERENT THAN A LOT OF WHAT YOU SEEMENT IS. WE HAD AN M.O.U.OCTOBER 31 ON HALLOWEEN. IT SAID THAT FOR THE 2021, FOR THIS STOOL SKIIER OR UNTIL A VACCINE OR CURE IS DEVELOPED WHICH AS YOU KNOW OTT ONLY DO WE HAVE A VACCINE DEVELOPED, WE STARTED ADMINISTERING TO THE CLINIC WORKERS TUESDAY AND TOMORROW MORNING BRIGHT AND EARLY, WE START ADMINISTERING TO THE 60 AND OLDER -- 65 AND OLDER GROUP AND ANOTHER THING TO POINT OUT ON THIS IS THAT WE'VE BEEN TOLD THAT THE VACCINE CAN BE STARTED TO BE OFFERED TO EDUCATORS NEXT WEEK. BY CEMENT ORBS COUNTY DEPARTMENT OF PUBLIC HEALTH THEY'RE GOING TO GIVE IT TO PEOPLE 65 AND UP. BUT WE'VE BEEN TOLD THAT IS THE PLAN IS TO START MOVING IN THAT DIRECTION FOR EDUCATORS NEXT WEEK. OUR PARTY ALSO AGREED IF WE TRANSPOLICE STATION MORE RESTRICTIVE, FOR EXAMPLE, JUST DISTANCE LEARNING FOR EVERYBODY TO A LESS RESTRICTIVE MODEL LIKE WE'RE TALKING ABOUT HERE, THAT BARGAINING UNIT NUMBERS GET 2 WEEKS ADVANCED NOTICE. THAT NOTICE WAS PROVIDED TO STAFF YESTERDAY. IT WAS SEND OUT FOR THE TWO WEEKS, TWO WEEKS FROM YESTERDAY PUTS US AT TUESDAY, 23. >> 23, DOUG. >> THANKS. MENT NEXT -- NEXT SLIDE. ORIGINALLY WE HAD A TIMELINE FOLLOWING THAT BOARD MEETING THAT WE HAD AND THE M.O.U.THAT IF BY NOVEMBER 30 WE'RE ABLE -- >> YOU DON'T HAVE TO GIVE DETAILS ON THIS UNWITH. IT, WE TRIED TO GET BACK EARLY. IT DIDN'T WORK BECAUSE OF THE THANKSGIVING AND HOLIDAY SURGE. >> YEP. EXACTLY. THEN LIKE WE SAID WE RECEIVED UPDATED GUIDANCE. SACRAMENTO COUNTY GUIDANCE AND TRUSTEE DIRECTION, MONLIKE WE SAID IS THE EARLIEST ANY SCHOOLS T.K.6 SELF-CONTAINED COULD REOPEN. WE'RE GOING TO SUBMIT OUR PLAN TO THE COUNTY. AND THE CHECKLIST. THEY HAVE A SEVEN BUSINESS DAY WAITING PERIOD TO GIVE US FEEDBACK. IF WE DO NOT RECEIVE OUR FEEDBACK IN THE TIME WE MAY PROCEED. OUR M.O.U.TWO WEEK NOTICE. GAVE THAT YESTERDAY. WE DO NEED TWO WEEKS ALSO NOW THAT WE'VE HEARD BACK FROM FAMILIES, WE NEED TO HAVE THE PRINCIPALS WORKING TO LINE UP SIBLINGS INTO THE SAM -- NOT SAYING THAT IS GOING TO BE THE CASE EVERY WHERE BUT TRY TO WORK OUT THE DETAILS OF WHO GOES ON WHICH DAYS. WE HAVE TO WORK OUT BUSING, ALL THAT STUFF. WE NEED ABOUT TWO WEEKS TO MAKE SURE ALL THAT HAPPENS, GELT EVERYTHING LINED UP THEN WE STARTED THE -- TWO CHOICES FOR THE BOARD. WE COULD NEGOTIATE ONCE AGAIN AND AMEND OUR M. O. U. BEFORE WE OPEN OR WE COULD GET DIRECTION FROM YOU TODAY AND THEN NEGOTIATE THE EFFECTS OF THAT DIRECTION. >> IS THERE NEXT SLIDE WE REPLACE -- [01:30:04] >> ARE WE AT DIRECTION TIME? >> ARE WE AT THE NEXT SLIDE OR DO WE -- >> VACCINATIONS WE'RE GOING -- >> LET'S WRAP THROUGH THIS. WE'VE TALKED ABOUT THIS A LOT. FINISH IT UP. NEXT SLIDE. >> YEAH. VACCINATIONS, AS YOU KNOW STARTING TOMORROW WITH 1,000 PEOPLE. >> ALREADY SAID IT. COOL. >> NEXT SLIDE. WE'RE BEING TOLD WE PROBABLY WILL GET IT NEXT WEEK. >> IT WILL BE UP THERE FOR PEOPLE TO LOOK AT IT IF THEY WANT. >> I GUESS THE NEXT QUESTION BEFORE WE ACTUALLY DO THE ON VACCINATIONS WE'RE DOING TOMORROW, WHEN DO WE ANTICIPATE RELEASING THE SCHEDULE FOR PEOPLE TO SIGN UP? WILL THAT GO OUT, OPEN ON MONDAYS? WILL IT OPEN ON -- >> NOT SURE YET. WE'RE GOING TO DEPENDING ON THE BOARD'S SPECIFIC DIRECTION TONIGHTS WILL DETERMINE WHAT AND HOW WE TAKE THAT APPROACH. DOUG, LAST SLIDE. LET'S FINISH THIS UP. THE BOARD IS INTERESTED IN TALKING NOW. >> YEAH. DID YOU COVER THE LAST SLIDE? >> CAN YOU GO BACK? I LATER TONIGHT WE'RE GOING TO BE ASKED AS FAR AS THE RESOLUTION TO DELEGATE THE AUTHORITY TO REOPEN, AND AS A REMINDER FOR THE PUBLIC, YOU ALREADY GAVE US THAT DIRECTION IN NOVEMBER. SO THIS DIRECTS US TO THE SUPERINTENDENT AND STAFF TO OPEN SCHOOLS AS SOON AS GUIDANCE ALLOWS. GUIDANCE HAS NOW ALLOWED AN OPTION FOR THAT. >> FOR T.K.6 SELF-CONTAINED. COOL, NEXT SLIDE IS INSTEAD OF QUESTIONS -- NOW IT'S DIRECTION FROM THE BOARD. >> I'M GOOD WITH FIRST I THINK IT'S THANK YOU. I THINK THANKS -- I CAN SAY THE WORDS AND I WISH I COULD EXPRESS IT BEYOND WORDS THE AMOUNT OF WORK OUR STAFF HAS PUT IN WITH COMMUNITY AND OUR LABOR PARTNERS. WE ARE AHEAD OF THE GAME HAVING THICK SET UP TO BE READY TO GO AND I LOOK AT THIS AS AN EQUITY ITEM AND A PARENT CHOICE ITEM. WHEN I SEE HOW HEALTH EXPERTS AS FAUCI AND OTHERS AND PEDIATRIC HEALTH AND WHAT THEY'RE DOING ACROSS THE WORLD, WE KNOW WHERE THAN WE DID IN OCTOBER AND NOVEMBER OF WHAT IT TAKES AND FOR SAFETY AND, YOU KNOW, IT'S -- I DON'T HAVE TO SAY THIS, YOU KNOW, MY FAMILY LIFE IS MY FAMILY LIFE BUT I WANT OUR PARENTS TO KNOW THAT I HAVE A T.K.STUDENT AND A SECOND GRADER. I WILL BE KEEPING MY T.K.STUDENT HOME AND IF THE BOARD WISHES TO OPEN MY SECOND GRADER WANTS TO GO TO SCHOOL AND I FEEL COMFORTABLE WITH THE SAFETY MEASURE PUT IN PLACE AS WELL AS MY DAUGHTER UNDERSTANDING THAT I HAVE ASTHMA. SO I'M ALSO AT RISK. SO I AM 10% -- 100% OKAY GIVING THE DELEGATED AUTHORITY FOR STAFF TO DO WHAT NEEDS TO BE DONE BASED ON THE COUNTY GUIDANCE LAST NIGHT TO REOPEN AS SOON AS THEY SEE VIABLE AND FIT ALLOWING FOR STAFF AND OTHERS TO GET THE COHORTS AND SCHEDULING IN PLACE. I DON'T KNOW WHAT MY OTHER TRUSTEES THINK BUT I'M COOL WITH THE MOVING FORWARD TO THE IMPLEMENT WITH THE BOARD HAS ALREADY PASSED. >> OTHER BOARD MEMBERS? ON THIS ITEM, NO. >> OPEN UP. THAT IS ALWAYS BEEN MY POSITION. YOU KNOW, I THINK WE GOT A SIGNIFICANT AMOUNTS OF PUBLIC COMMENT TONIGHT TOWARDS THAT END, AND WHEN I ACKNOWLEDGE THAT OUR SUPERINTENDENT HAS RECEIVED SOME PRETTY DISTURBING COMMENTS TODAY BECAUSE HE IS ADVOCATING FOR REOPENING AND I THINK THIS COURSE ON THIS HAS GOTTEN SO MYOPIC THAT THEY HAD TO ADDRESS SOME OF THE TERRIBLE COMMENTS. THERE ARE SOME PEOPLE WHO WISH TO CONDUCT THEMSELVES IN A MANNER TO PUT DEATH, LITERALLY DEATH AT THE HANDS OF BOARD MEMBERS AND SUPERINTENDENT. I THINK THAT IS TERRIBLE AND YOU KNOW, SOME FOLKS WHO COMMENT AND SAY IF WE VOTE TO OPEN UP WE'RE CAUSING CATASTROPHE, WE'RE NOT EVEN LOOKING AT THE CATASTROPHE THAT THE LOCKDOWN ITSELF HAS CAUSED SO THERE ARE A LOT OF PEOPLE WHO ARE SUFFERING IN THIS LOCKDOWN, TOO. WITH THAT I WILL ABSOLUTELY SUPPORT THIS BOARD MOVING FORWARD AS QUICKLY AS POSSIBLE TO REOPEN. >> ANY OTHER COMMENTS FROM BOARD MEMBERS? [01:35:02] GO AHEAD, I'M SORRY, TRUSTEE BAINS. >> I ALSO AGREE WITH BOTH TRUSTEE CAPLAN AND TRUSTEE GRANT. I ALSO HAVE TWO KIDS. SOMEONE IN KINDER, ONE IS A 5TH GRADER AND THEY'LL BE ATTENDING IN PERSON CLASSES AS SOON AS WE OPEN UP. I'M VERY COMFORTABLE WITH ALL THE STEPS WE'VE TAKEN SO AGAIN OPEN UP AS SOON AS WE CAN. I DO HAVE A QUESTION FOR EITHER DOG OR E-- DOUG OR SUPERINTENDENT EVANS. WHEN WE DID THE M. O. U. WITH THE N.T.A.AND MADE COHORTS, ONE OF THE IDEA WAS THE TARGET WAS GETTING 10-12 STUDENTS IN WAS IT T.K.TO 2 TIME IT WAS BASED ON IF EVERYBODY WANTED TO COME BACK TO SCHOOL IN PERSON CLASSES WE'LL HAVE TO SPLIT THEM INTO TWO GROUPS OR 3 GROUPS. I THINK THE SECONDARY LEVEL WAS THREE GROUPS. WITH 43% OF STUDENTS COMMITTING TO COME BACK, IS IT POSSIBLE TO HAVE THEM AS ONE COHORT OR IS IT DIFFICULT BECAUSE DIFFERENT SITES MAY HAVE MORE STUDENTS THAN BOTH AT THE -- [INAUDIBLE] IS IT POSSIBLE TO HAVE THOSE KIDS-- THE 43% ATTEND ALL FIVE DAY AS WEEK AND ONE CO-HORT. >> THAT IS A WHY QUESTION. THERE ARE VARIES CLASS SIZES NOT NECESSARILY IN T.K.6TH GRADE AND WE'VE GIVEN YOU THE AVERAGE. IT'S POSSIBLE THAT, LIKE, TEN, TRYING TO THINK OF A GOOD NUMBER, MAYBE 15 STUDENTS IN ONE CLASS WANTED TO COME BACK. THAT MAY NOT ACTUALLY BE IN A K. 3 CLASSROOM. IT MAY NOT MATCH THE ACTY TEXTS' DESIGN. WHAT WE'VE CREATED IS A PROCESS WHERE I THINK IT'S 6 WEEKS IN, IN OUR M. O. U. AFTER ABOUT 6 WEEKS TO MAKE SURE TEACHERS HAVE THAT FIRST WEEK. I THINK IT'S MINIMUM DAYS THE FIRST WEEK IF I REMEMBER. OR MAJORITY OF THEM ARE. SOMETHING LIKE THAT. TO COME BACK, PRACTICE ROUTINES, HELP WITH AS DOUG POINTED OUT EGRESS AND THE TRAFFIC FLOW. HELP TEACHERS TALK TO STUDENTS ABOUT ALL THOSE THINGS, GET SOCIAL EMOTIONAL SUPPORT BACK ON TRACK. THEN ABOUT 6 WEEKS IN, AS THINGS ARE GOING IF THEY'RE GOING RELATIVELY WELL PARENTS HAVE THE OPPORTUNITY THEN TO ASK FOR THEIR STUDENTS TO COME BACK INTO CLASS. SO CLASS SIZES COULD GROW THEN. 6 WEEKS IN, IF A LOT OF PARENTS ARE NOT ASKING FOR THE STUDENTS THAT 57% WHO DIDN'T WANT TO COME BACK THEY STILL DON'T WANT TO COME BACK FOR A WHILE, AT THAT POINT, THERE IS A NUMBER OF THINGS IN THE M. O. U. THAT ALLOWS US TO SIT DOWN WITH NATOMAS TEACHERS LEADERS ANSWER TALK TO THEM ABOUT LOOKING AT MAYBE GOING EVERYDAY OR SOME OTHER OPTION THAT IS WOULD ALLOW THAT TO TAKE PLACE, NOW WE HAVE THE M.O.U.N PLACE AND WE LIKE TO FOLLOW THOSE ELEMENTS THEN WE DO HAVE OPPORTUNITIES TO REVISIT THAT AS GUIDANCE CHANGES AND ADJUSTS S. THAT ACCURATE? YOU ARE SHAKING YOUR HEAD YES, I FINALLY GOT SOMETHING RIGHT. THIS IS IS A GOOD DAY. THAT WAS' QUESTION ONE. YOU SAID YOU HAD ANOTHER ONE OR TWO. WE'RE HERE. >> YOU ARE ON MUTE. >> THANK YOU, SECOND QUESTION I WANTED DOUG TO GO OVER. THIS IS FOR T. K. THROUGH 6 DIRECTION, REMIND ME WHAT IS THE GUIDANCE AT THIS POINT FOR SECONDARY LEARNING FROM -- >> GUIDANCE IS CLEAR THAT 7TH OR SECONDARY SCHOOLS CANNOT OPEN UNTIL WE'RE IN THE RED. THEY ACTUALLY HAVEN'T EVEN PROVIDED A CHECKLIST LIKE THEY DID WITH THE T.K.6 SPECIFIC TO THE SECONDARY. SO I WOULD ASSUME THAT WILL COME AT SOME POINT. BUT I DON'T KNOW FOR SURE. >> IS IT LIKE FIVE DAYS AFTER WE'RE -- >> YES. >> OR TWO WEEKS. >> IT'S, WE GO INTO THE RED TIER AFTER BEING THE NUMBERS BEING THERE FOR TWO WEEKS. ONCE WE'RE OFFICIALLY RED FIVE DAYS, JUST, LIKE FIVE DAYS LATER WE COULD OFFICIALLY OPEN. >> OKAY. WE WILL AT THAT POINT WOULD IT REQUIRE ANOTHER 2 WEEK NOTICE TO N.T.A.TO GET THE IN PERSON CLASSES STARTED? >> NO, WE'VE ALREADY PROVIDED THE TWO WEEK NOTICE IN OUR M.O.U. >> THANK YOU. >> WELCOME. >> LAST THING THINK THERE WAS A PUBLIC COMMENT AND I HAD ALSO RECEIVED AN E-MAIL FROM A PARENT WHICH SHARED THE MORTAL FROM RUSEVILLE STUPEFIED. [01:40:06] I WOULD LIKE STAFF TO TAKE A DEEPER LOOK INTO THAT. BECAUSE IT SAID THEY HAD FIVE DAY CLASSES WITH UP TO 20 KIDS IN A CLASS SPEE THAT IS POSSIBLE HERE. I THINK, AGAIN E-MAILS STATED THE DESK SPACING IS LESS. WHATEVER PROCESS THEY'RE FOLLOWING, THE IDEA IS TO GET AS MANY STUDENTS THAT ARE READY TO COME TO CLASS GET INTO CLASS. >> WE'VE DONE THAT RESEARCH ALREADY. WE CAN CLOSE THE LOOP WITH YOU IF YOU LIKE ON THAT AFTER THE MEETING OR IF YOU HAVE A SPECIFIC QUESTION NOW WE CAN ANSWER IT NOW. >> THAT IS OKAY. THANK YOU. >> ANY FINAL COMMENTS BEFORE WE MANUFACTURE ON. >> QUICK FOLLOW UP, SUPERINTENDENT EADVANTAGES I'M A LITTLE CONCERNED IF THE BOARD AND DISTRICT DOES OPEN, THE, THAT IT TAKING SIX WEEKS CHECK IN, IF A PARENT WANTS THEIR STUDENT TO GO BACK INTO THE CLASSROOM BECAUSE AT THIS POINT, YOU KNOW, THERE IS NOT MUCH TIME LEFT IN THERE ANYK AT THAT THAT MAYBE THERE'S AFTER 3 WEEKS OR SOMETHING LIKE THAT THAT GIVES THAT OPPORTUNITY FOR THE TEACHER TO BUILD STABILITY, AND, YOU KNOW, IF WE GO INTO RED OR ORANGE, I DON'T WANT PARENTS TO BE DENIED IF THEY THEN FEEL COMFORTABLE TO COME BACK INTO THE CLASSROOM. >> WE CAN CERTAINLY AS PART OF THE MEET AND CONFER ASK N.T.A.IF THAT IS SOMETHING WE'RE WILLING TO CONSIDER ESPECIALLY IF THAT'S AN INTEREST OF THE MAJORITY OF THE BOARD WHICH NOW IS YOUR TIME TO GIVE US DIRECTION, IT'S ABSOLUTELY THE RIGHT TIME IF YOU ARE INTERESTED IN THAT TO SAY, DITTO OR SAY NO, WHATEVER YOU WOULD LIKE. >> I'M INTERESTED IN LISA'S PROEHL. >> I AM AS WELL. >> EVEN I CAN COUNT TO FOUR OR FIVE. WE'RE GOOD THERE. THANK YOU, APPRECIATE IT. >> ALL RIGHT. STAFF, THANK YOU. THANK YOU FOR THIS PRESENTATION. VERY COMPREHENSIVE PRESENTATIONS. WE APPRECIATE IT. [XIII.c. Governor’s 2021-2022 Budget Update and LCAP Update] AT THIS POINT WE'RE GOING TO MOVE ON TO THE NEXT PRESENTATION. THAT IS THE GOVERNOR'S 2022 BUDGET UPDATE AND L.CAP UPDATE. FOR THIS PRESENTATION, -- WE TURN IT OVER TO YOU AND BILL. >> AND BILL, SO I'M GOING TO PRESENT THE GOVERNOR'S JANUARY BUDGET THEN BILL WILL PRESENT THE LOCAL CONTROL ACCOUNTABILITY PLAN UPDATE FIRST OF ALL GOOD EVENING TO THE BOARD, PROSECUTORS HEREDIA, BOARD OF TRUSTEE, SUPERINTENDENT AND STAFF. I'M GOING TO SHARE KEY AREAS OF THE GOVERNOR'S BUDGET. IT WAS REECE LEASED JANUARY 8. MANY OF THE GOVERNOR'S PROPOSAL HAS BEEN OUT THERE SO I'LL SHARE SOME KEY AREAS THEN SHARE SOME KEY ELEMENTS FOR THE DISTRICT'S BUDGET WE'RE UNDER CONSIDERATION FOR THE 21-22 SCHOOL YEAR THEN SHARE THE BUDGET PROCESS WHICH IS WHAT I WANT TO SHARE HOW WE'RE GOING TO MOVE FORWARD AND SUMMARIZE A TIMELINE. SO JUST A QUICK, SEE WHAT'S ON THE SLIDE HERE. I WON'T GO OVER EVERYTHING, BUT WE STARTED WITH THIS HUGE DEFICIT AS IT RELATES TO THE PANDEMIC IN THE MAY. THE BOARD IS AWARE HOW WE MOVED TOWARDS PLANNING FOR POTENTIAL REDUCTIONS IN THE BUDGE. AND THEN THE GOVERNOR WAS ABLE TO SAVE THE DAY BY USING ONE TIME MONEYS, ALLOWED DEFERRAL OF STATE REVENUE TO PREVENT CUTS TO SCHOOL DISTRICTS BUT ONLY PROVIDED 0% C.O.L.A., GOING 6 MONTHS LATER THE JANUARY PROPOSED BUDGET REVENUE GROWTH IS SURFACE PASSING WHAT WAS ORIGINALLY PREDICTED. WE IDN'T GET THE FULL RECOVERY, GO DOWN AND GO BACK UP. WE DIDN'T REALLY GET THE L. SHAPE WHERE WE WOULD HAVE STAYED IN A RECESSION AND CONTINUE FORWARD. WE GOT WHAT IS CALLED THE K. SHAPE WHICH I NEVER PRESENTED BEFORE. THAT K. SHAPE IS SIMILAR TWO. SHAPE SAYING THAT UNDER THE SCENARIO WE'RE CERTAIN INTERESTS PULLED OUT OF THE RESCISSION AND SOME STAYED STAGNANT AND IN OTHER CASES INDIVIDUALS PULLED OUT AND OTHERS STAYED STAGNANT. AN EXAMPLE WOULD BE STUDENTS DID WELL LAST YEAR AND -- WHO DIDN'T DO REALLY WELL, GROCERY STORES WHO DID REALLY WELL DURING THE LAST YEAR THEN THE RESTAURANTS THAT DID NOT. THAT IS WHAT THAT MEANS. IT WAS UP AND DOWN. BUT I WANT TO NOTE EVEN THOUGH THIS IS A GOOD BUDGET, WE GOT A COST OF [01:45:04] LIVING ADJUSTMENT, THE NEWT REMAINS VERY UNCERTAIN. STAYING CONSERVATIVE WILL BE OUR BEST BET. STATE BUDGET IS PROJECTED TO HAVE A SHORT FALL IN THE 22-23 SCHOOL YEARS. HERE IT IS. THIS SHOWS THE STATE BUDGET. IT SHOWS THAT THE FUTURE SHORT FALLS PROJECTED FOR 22-23 AND BILLIONS OF DOLLARS. NAD TO THAT 22, 23 WE'LL HAVE A PIKE BACK UP FOR PENSION. THE STATE IS HELPING US FOR A COUPLE OF YEARS DIRECT PAYMENTS THEN AFTER THAT IT SPIKES BACK UP IN 22, 23 SO WE NEED TO MONITOR THE 22, 23 SCHOOL YEAR. AS I SAID BEFORE, JUST SOME KEY THINGS THAT CAME OUT OF THE GOVERNOR'S BUT THE. A 3.84% COLA FOR 21-22. SOME OF THAT WAS TO RESTORE WHERE WE GOT A 0% COLA THIS YEAR IN 2021 SO THEY APPLIED 2.31% OF THAT TOWARDS LAST YEAR. EVEN THOUGH WE'RE GOING TO GET IT IN 21-22 AND 1.5 SPERSE REPRESENTATIVE OF THE COLA FOR 21-22. AGAIN I MENTIONED STATE WAS, HAD SOME SIGNIFICANT DEFERRALS IN THE STATE BUDGET. THOSE WERE IN THE CURRENT PROPOSAL, THE GOVERNOR'S PAYING DOWN PROPOSAL TO PAY DOWN A LOT OF THE REELS BUT NOT UNTIL 2022. FEBRUARY 22 TO MAY 2022. WE WON'T BENEFIT FROM THE PAY --S FOR THE FEBRUARY 2021 THROUGH JULY 2021 YEAR. WE WON'T GET A LOT OF OUR STATE REVENUE. WE WON'T GET UNTIL JULY. WE COULD HAVE AND I PROJECTED THE FIRST INTERIM A CASH SHORT FALL FOR JUNE. WE HAVE A PROCESS IN WHICH WE CAN GET TAX REVENUE AMOUNTS PASSION NEED OR USE BORROWING. I'LL HAVE MORE INFORMATION ABOUT THIS. I'LL TAKE ANOTHER LOOK AT THE CASH, UPDATE CASH THROUGH JAN THEN LET THE BOARD KNOW IF WE WILL HAVE TO TAKE ONE OF THOSE ACTIONS AND WE'LL TAKE THAT ACTION IN APRIL FOR JUNE. NEXT CARES ACT FUNDING, REMEMBER WE GOT 10.4 MILLION IN CARES ACT FUNDING LAST YEAR. MOST OF THE MONEY HAS BEEN EXPENDED. WE HIGHLIGHTED EXPENSES IN THES LOCAL CONTINUITY AND ATTENDANCE PLAN. WE'RE GOING TO RECEIVE 6.7 MILLION FOR THE CORONAVIRUS SUPPLEMENTALLY ACT WHICH IS DIFFERENT THAT HAPPEN THE CARES ACT BUT HAS MOST OF THE SAME REQUIREMENTS BUT I WANT TO NOTE THAT AN ESTIMATED 3.8 MILLION OF THE NEW FUNDING WILL BE NEEDED TO CONTINUE OUR PANDEMIC RELATED SERVICES SUCH AS WIFI, DAY CAMPS, SUPPORT PROGRAMS AND VIRTUAL TUTORING APPEAR LEARING THROUGH THE JUNE 30, 2021 SCHOOL YEAR. ALSO THE PROPOSAL INCLUDES THE GRANT WE TALKED ENOUGH ABOUT REOPENING. THAT PROPOSAL FOR THE INCENTIVE FUNDING IS STILL UNDER A LOT OF DISCUSSIONS. I TALKED TO OUR FISCAL EXPERT YESTERDAY AND THERE IS A POSSIBILITY THERE COULD BE CHANGES BEFORE IT GETS ADOPTED. NEXT ONE IS OTHER PROGRAMS WON'T RECEIVE A 3.8% COLA BUT THEY'LL RECEIVE A 1.5% COLA. I WANT TO POINT OUT SPECIAL ED NOW THAT WE'RE SINGLE -- THAT HELPS US GETTING THE FULL COLA IN OUR HANDS. WHEN WE GET THE COLA IT WON'T GO THROUGH A SOAPA BUT WILL INCREASE OUR REVENUE THEN THERE ARE SOME OTHER ONE-TIME FUNDING RESOURCES FOR COMMUNITY SCHOOLS, MENTAL HEALTH, NOT A LOT OF MONEY, WE HAVEN'T GOTTEN ALLOCATION YET. THERE WILL BE MORE INFORMATION COMING FORWARD. THERE IS ALSO COME MONEY FOR PROFESSIONAL INVESTMENT BUT THIS WON'T BE BIG DOLLARS BUT IT'LL HELP US IN OUR BUDGET PROCESS. I'VE SHOWED THIS SLIDE BEFORE. THIS IS A HISTORIC CHART OF OUR COST OF LIVING ADJUSTMENTS OVER TIME. IF YOU RECALL, IN THE PAST, GOING BACK TO 2014-15, WE'RE GETTING HUGE INCREASES OF COST OF LIVING ADJUSTMENT AND GAP FUNDING TO MAKE UP FOR CUTS THAT OCCURRED IN 2008-200910, 2009-2010. WE'RE GETTING THE MONEY TO BUILD THE DISTRICT'S REVENUE BACK TO THE 2007, 2008 LEVEL BEFORE THE CUTS. NOW THAT THE GAP HAS BEEN FULLY FUNDED, WE'RE NOW ONLY GETTING COST OF LIVING ADJUSTMENTS STARTING IN 2018-2019. SO YOU CAN WE ARE NOT GETTING AS MUCH IN INCREASE [01:50:04] NOW THAT THE GAP HAS BEEN COMPLETELY FILLED. YOU CAN SEE IN 2021 WAR WE HAD A 0% COLA, PART OF THE 3.84% COLA THAT WE'RE GETTING IN 21-22 THAT IS PROPOSED IN THE BUDGET IS FOR THE 21-22 SCHOOL YEAR. SO THE 20-21 SCHOOL YEAR, THAT GOING TO BE 2.34% AND FOR THE 21-22 SCHOOL YEAR, IT WILL BE 1. 5% AS I MENTIONED EARLIER. I WANTED TO SHARE WHAT WE WERE ABLE TO PROVIDE OUR TEACHERS. SO IN 120 WHERE WE HAD 0% COLA WE GAVE AN ONGOING RAISE OF 3% AND A ONE TIME PAYMENT OF 2%. SO JUST WANTED TO HIGH LIGHT THAT WITH THE COST OF LIVING ADJUSTMENT COMING IN AND WITH THE COST OF LIVING ADJUSTMENT FOR O 21-22, 1.5% WE'RE ABLE TO GIVE OUR TEACHERS A 1% PROPOSED FOR 21-22 AND AS WELL AS A 2% ONE TIME MUCH WE SHARED THE WEALTH OF OUR COST OF LIVING ADJUSTMENTS WITH YOUR EMPLOYEES. PENSION COSTS -- THE GOVERNOR DIDN'T PROPOSE ANY ADDITIONAL DIRECT PAYMENT TO STIRS IN OUR PROPOSAL BUT WE'RE GOING TO BENEFIT FROM THE STIRS PAYDOWNS DIRECT PAYMENTS THAT HAPPENED THAT WERE INCLUDED IN 2021 AND 21-22. SO JUST SO YOU KNOW SEE THAT OUR RATE, EMPLOYER RATE OR EMPLOYER COST FOR PENSIONS IS DECREASED FROM 18.1% TO 16.15% IN 2021 AND THEN ALSO DECREASED TO 15.92% IN 21-22 AND YOU CAN SEE IN 22 BEFORE 23 OUR RATE, OUR EMPLOYER RATE FOR ALL OF THE SALARIES GOES BACK UP TO 18%. WHICH IS ABOUT $1 MILLION A YEAR. THAT IS WHY WE HAVE TO CLOSELY MONITOR THE 2 22-23 SCHOOL YEAR FOR FOR CLASSIFIED EMPLOYEES WE GOT A DIRECT PAYMENT TO STIRS IN THE PRIOR STATE BUDGET THAT WE REDUCED OUR RATE DOWN TO 23%. AND 22-23 THE RATE JUMPS BACK UP TO 24.3 WHICH IS ABOUT A $280,000 INCREASE EMPLOYER COST. ON BEHALF OF OUR EMPLOYEES FOR THE 22-23 SCHOOL YEAR. SO SOME OTHER THINGS WE NEED TO KEEP IN MIND AS WE MOVE FORWARD FOR BUDGET DEVELOPMENT IN 21-22 IN THE SUBSEQUENT YEARS IS THAT THIS IS THE PROPOSED BUDGET TO JANUARY BUDGET IS NOT FINAL. SO WE HAVE TO WAIT FOR THE GOVERNOR'S MAYOR REVISION THEN WHAT IS ADOPTED IN THE STATE BUDGET. THE ECONOMY AND FUTURE IMPAGES EVER THE PANDEMIC ON THE STATE BUDGET IS VERY UNKNOWN. I ALREADY MENTIONED PENSION COSTS THAT'S GOING TO JUMP BACK UP IN 22 BEFORE 23 ONCE WE GET MORE FUNDING. THEN WE ALSO HAVE TO MONITOR OUR COST OF LIVING ADJUSTMENTS. RIGHT NOW THOSE SCHOOL SERVICES OF CALIFORNIA IS PROJECTING A 1.28% COLA FOR NEXT YEAR, I MEAN FOR 22 BEFORE 23. THEN FOR 23-24, 1.64% THAT IS PROJECTIONS WE'LL BE USING AS WE MOVE FORWARD TO ATOPPINGS UNTIL CHANGES CHANGE IN THE MAY REVERSE, ONLY A LITTLE OVER 1%. THEN WE HAVE TO CONTINUE TO MONITOR OUR ENROLLMENT IN OUR UNDUPLICATED PERCENTAGE. WE WORKED HARD. WE WERE ABLE TO GET ENOUGH APPLICATIONS IN TO MEET OUR UNDUPLICATED PERCENTAGE FROM LAST YEAR SO THAT WAS A REALLY GREAT WORK FOR SERVICES. WE STILL HAVE TO MONITOR GOING FORWARD OUR ENROLLMENT IN THE IMPACT FROM THE PANDEMIC WE CAN HAVE AND WE'RE BUT THING A DECLINE SO WE'RE CONSERVATIVE IN THE FOLLOWING FISCAL YEAR. DECLINE IN ENROLLMENT. OUR BUDGET DEVELOPMENT PROCESS HAS ACTUAL ACTUALLY BEGAN. WARY IN THE PROCESS, STARTING TO MEET WITH ALL OF THE DEPARTMENTS AND JUST AS A REMINDER 80% OF OUR BUDGET IS STAFFING. SO IT'S NOT LIKE WE HAVE A LOT OF FLEXIBLE THERE AND THEN THE COST OF OPERATION TAKES UP ANOTHER 18 OR 19%. LEAVING ABOUT 1 TO 2% FOR US TO DISCRETIONARY COSTS TO MAKE DECISIONS ON. I'M GOING TO WALK YOU THROUG THE PROCESS OF HOW WE'RE GOING TO PROCEED WITH BUDGET DEVELOPMENT. THIS SHOWS US WITH OUR CARES ACT MONEY OF 6. 7 MILLION, YOU CAN SEE THAT WE'VE ALREADY PROJECTED WHAT HAS BEEN A LARGE PERCENTAGE OR MORE THAN HALF OF THE PIE [01:55:02] AND THEN WE HAVE FUNDS OF 2.9 MILLION FOR BUDGET DEVELOPMENT FOR THE NEXT SCHOOL YEAR. HERE IS A GRAPHIC TO SHOW OUR 21-22 BUDGET PROCESS WHICH WE BEGAN. WE'VE BROKE IT DOWN INTO SIX KEY AREAS FOR BUDGET CONSIDERATIONS THAT WE HAVE TO CONSIDER. ANY TIME WE ARE DEVELOING THE BUDGET AND THERE IS A NEW ONE THERE BECAUSE OF THE PANDEMIC. STAFF SOMETHING ONE, LOOK AT FACILITIES AND GROWTHS. (CAPTIONS WILL RESUME SHORTLY.) >> THEN WE GO TO THE MIDDLE. HOW MUCH MONEY IS AVAILABLE? AND THERE WE GO. ANYTHING BUT NOT EVERYTHING. THE TEAMS IS LOOKING AT COMPETING PRIORITIES THEN LOOKING AT WHAT IS OUR FUNDING SOURCES? WE'VE FEDERAL STIMULUS FUNDS. WE'VE RESTRICTED CATEGORICAL FUNDS, WE HAVE TO LOOK WHAT ARE WE GOING TO DO WITH THOSE FUNDS? THEN WITH THE UNRESTRICTED GENERAL FUNDS AFTER WE MAKE SURE THE BUDGET IS BALANCED, HOW MUCH AVAILABLE DO WE HAVE? TO ADD ONGOING GENERAL% FUNDS, MAKE SURE WE DON'T HAVE DEFICIT SPENDING IN SUBSEQUENT YEARS, MAKING SURE WE KEEP THAT BALANCED BUDGET THAT WE HAVE IN OUR 9% RESERVE THEN ONE TIME GENERAL FUND, HOW MUCH OF THE FUNDS DO WE WANT TO EXPEND FOR SOME OF THE INVESTMENTS FOR NEXT YEAR? WE LOOK AT ALL OF THOSE AREAS TO DETERMINE WHAT FUNDING SOURCES ARE AVAILABLE. THEN WE BRING BACK A STAFF RECOMMENDS TO THE PORED IN MARCH THROUGH APRIL. WE WILL PROVIDE COMMUNICATIONS TO THE BOARD AS WELL AS THE BOARD ITEMS AND THEN IN MAY, WE GET THE GOV EASE REVISION, IS THERE ANY CHANGES IN OUR AVAILABLE FUNDING BIDDED -- BASED ON THE GOVERNOR'S REVISION THEN FINAL STAFF RECOMMENDATIONS FOR BOARD IN MAY. STAN STAPP. (CAPTIONS WILL RESUME SHORTLY.) >> I MENTIONED THE [02:00:05] GOVERNOR'S MAY REVERSE, IN JUNE WE'LL CONTINUE WITH STAFF RECOMMENDATIONS IN APRIL AND MAY THEN IN JUNE WE'LL HAVE OUR PUBLIC HEARINGS ON THE L.CAP. PUBLIC HEARINGS ON THE BUDGET AND BILL IS GOING TO HIGH LIGHT THINGS WE HAVE TO DO IN TERMS OF THE L. CAP FOR ADOPTION IN JUNE. I'LL TURN THIS OVER TO BILL. IF YOU HAVE ANY QUESTIONS I'LL BE HAPPY TO ANSWER. >> ANY QUESTIONS BEFORE WE MOVE ON? ANYONE? OKAY. WE'LL MOVE ON TO BILL THEN. >> GOOD EVENING, I WANT TO GIVE YOU A QUICK UPDATE AND THIS ACCOMPANIES THE BUDGET PRESENTATION AND IT'S TIRED TO THE L. CAP. THIS IS THE 21-24 WILL. CAP. AS YOU CAN SEE THE 2020, 2023 WAS DELAYED DUE TO THE PANDEMIC. OVERVIEW ON THIS, THREE ROUND CYCLE THEN THE NEXT STEPS. (CAPTIONS WILL RESUME SHORTLY.) MAKING SURE MONEY FOLLOWS THE INCREASED DOLLARS WHEN THEY'RE THERE FOLLOWS THE NEED. OF STUDENTS. THEN ALSO NOT JUST IN THE EXPLANATION OR LISTING OF THE ACTIONS THAT WILL OCCUR IN THE L. CAP BUT ALSO A, NOW WE HAVE TO WRITE A DESCRIPTION AS WELL. THESE NEXT THREE SLIDES ARE FROM A PRESENTATION. INDICATING SPENDING DOES NOT EQUAL INCREASED OUTCOMES TO STUDENTS. ITSELF RECOGNIZE MORE MONEY DOES NOT EQUAL EQUAL INCREASED OUTCOMES. LOOKING AT INCREASING IMPROVED SERVICES AS YOU CAN SEE THERE FOR IDENTIFIED STUDENTS. THEN TAKING THE ANALYSIS OF AVAILABILITY DATE THEN ALSO STAKEHOLDER INPUT. ALSO THE CITY DESCRIBES A THROUGH LINE. THAT MEANS THE IDENTIFICATION OF NEEDS OF UNDUPLICATED STUDENTS. METRICS USED TO TRACK PROGRESS AND NEXT SLIDE I'LL SHOW YOU A GRAPHIC RELATED TO THAT. THE CITY RECOGNIZE THIS AS A SHIFT IN PROCESS BUT THIS IS NOT NEW TO NATOMAS UNIFIED. USING DATA ANALYSIS WE HEARD PRINCIPALS USING DATA AND METRICS TO ADJUST. IT'S NOT ANY DIFFERENT THAT OUR PRACTICES IN THE PAST. FROM LEFT TO RIGHT USING DATA, USING METRICS TO TRACK PROGRESS AND DEVELOP ACTION IN THE PAST WE'VE ALSO, WELL INTO THE FUTURE PROVIDED DISTRICT PROGRESS REPORTS AS WELL TO ACCOMPANY THE L.CAP AND ACTIONS AND SERVICES WE IMPLEMENT. (CAPTIONS WILL RESUME SHORTLY.) [02:05:22] >> NEXT FEW SLIDES WILL LIST ENGAGEMENT TIFTS TO DATE AND YESTERDAY TO BE SCHEDULED. FOR EXAMPLE, SUPERINTENDENT ADVISORY COMMITTEE OR COUNCIL SELF MEETINGS IN THE PAST IN THE PRIOR DEVELOPMENT AND SCHEDULED FOR THE REST OF THE YEAR. OUR DISTRICT ENGLISH LANGUAGE ADVISORY COMMITTEE WHICH IS A REQUIREMENT OF THE L. CAP ENGAGEMENT ACTIVITIES WILL BE SCHEDULING STUDENT FOCUSED GROUPS BY ZOOM OVER THE NEXT COUPLE OF WEEKS. NEXT SLIDE PLEASE. OUR SPECIAL EDUCATION CITIZENS ADVISORY COMMITTEE AS WELL AS FEEDBACK FROM OUR BARGAINING UNITS. THEN ADDITIONAL INFORMATION ABOUT ENGAGEMENT TIFTS TO DATE. OVER THE LAST YEAR AND A HALF, THERE HAS BEEN SIGNIFICANT ENGAGEMENT ACTIVITIES WITH STAKEHOLDERS THROUGHOUT THE DISTRICT AND OUR NEXT STEPS TO DEVELOP THIS NEXT THREE YEAR L.CAP PLAN. NEXT SLIDE PLEASE. NEXT STEPS INCLUDE IN JANUARY, THE C.D.E.RELEASED THE L.CAP ANNUAL TEMPLATE SO THAT IS RECENT DEVELOPMENT. WE'RE IN THE DEVELOPMENT PROCESS OF FORMING A NEW 20 MEMBER L. CAP PARENT ADVISORY COMMITTEE. MORE INFORMATION ALREADY COMING ABOUT THAT IN AS WELL AS THE FIRST MEETING AT THE END OF FEBRUARY. WE'LL REVIEW AND ANDIZE ALL OF THE PRIOR STAKEHOLDER ENGAGEMENT AND DEVELOPING THE NEXT THREE YEAR L.CAP. NEXT SLIDE. DUE TO THE PANDEMIC, IN JUNE YOU WILL ONLY BE ADOPTING A 21-24 LOCAL CONTROL ACCOUNTAGE PLAN. WE HAVE TO GO BACK IN TIME. WE HAVE TO GO BACK AND ADOPT AN ANNUAL REPORT FROM THE 1920 L.CAP THEN AN UP DATE ON THE 2021 LEARNING CONTINUITY AND ATTENDANCE PLAN. SO THAT WILL BE HAPPENING IN JUNE. ANY QUESTIONS? >> REGARDING L. CAP -- >> THANK YOU -- THANKS, BILL. WHO KNEW MONEY AND L. CAPS COULD BE ENTERTAINING. I'M SORRY WE'RE HAVING TO DO THE DANCE, I'M APPRECIATIVE OF ALL THE OUTREACH YOU ARE DOING AND THEN I KNOW NUMBERS, YOU KNOW, THAT YOU PRESENTED TO US ARE ALWAYS JUST WHAT WE HAVE TO PLAN OFF OF, BUT NOT ACTUAL REALITY AND APPRECIATED CONSERVATIVE LEVEL WE TAKE AND CONSTANTLY GIVING THE BOARD FEEDBACK ON HOW WE SPEND OUR MONEY AND IS IT GETTING TO THE STUDENTS HOW WE WANTED IT. SO, GOOD JOB. >> OKAY. ANY FINAL QUESTIONS FROM ANYBODY, COMMENTS? ALL RIGHT. JEFF ETA, BILL, THANK YOU. THANK YOU FOR A GREAT PRESENTATION AND A VERY DETAILED PRESENTATION. THANK YOU.
