>> MS. BORGESS. >> GOOD EVENING BOARD PRESIDENT TRUSTEES DISTRICT STAFF AND ALL

[00:05:01]

OF OUR STUDENT AND FAMILIES AT HOME. I'M HERE TO SEEK ARRIVAL FOR CONTRACTING WITH OUTSIDE CHILD CARE AND DAY CAMPS. I'M GOING TO SHARE MY SCREEN.

>> YES. >> GREAT.

>> OUR OBJECTIVES ARE TO SEEK APPROVAL FROM THE BOARD CONTRACT WITH OUTSIDE PROGRAMS OTHERWISE KNOWN AS THE CENTER TO ACCESS FACILITIES PROVIDE LIMITED CHILD CARE AND DAY CAMPS.

AS THE BOARD APPROVED A FEW WEEKS AGO WE ARE STARTING TO SCHOOL ON AUGUST 27TH AND WE ARE DOING SO IN DISTANCE LEARNING PER CALIFORNIA GUIDANCE THAT ALL SCHOOLS AND COUNTIES ON STATES COVID-19 MUST BEGIN IN THE SCHOOL YEAR IN DISTANCE LEAR MAY HAVE READ OR SEEN ON T.V. WE HAVE THESE LEARNING PODS THAT ARE POPPING UP WITH SOME OF OUR FAMILIES THAT ARE ABLE TO AFFORD BRINGING IN PRIVATE TUTORING OR PRIVATE CHILD CARE TO ASSIST AND PROVIDE SUPPORT FOR THEIR STUDENTS DURING THE DAY. WE AS NATOMAS WE'RE ALWAYS LOOKING FOR EQUITY FOR OUR FAMILIES AND STUDIES AND TRYING TO PROVIDE THAT SAME EQUITY FOR FAMILIES AND STUDENTS THAT CAN'T AFFORD FOR PRIVATE TUTORING AND PRIVATE CHILD CARE WE WANT TO BE ABLE TO PROVIDE THEM RESOURCE AND OPPORTUNITY FOR THEIR STUDENTS TO GET THOSE SAME OPPORTUNITIES THAT STUDENTS DO HAVE MEANS TO BRING THOSE INTO THEIR HOMES.

SO WE'RE WANTING TO PROVIDE A PLACE THAT'S SAFE AND AFFORDABLE FOR OUR FAMILIES TO ENGAGE IN PRIVATE CARE. BOTH THE FOURTH ARE. AND THE CENTER ARE PROGRAM FOR OUR SCHOOL DISTRICT. THEY HAVE BEEN PROVIDING THEY HAVE BEEN OFFERING DEAL CARE TO THE FAMILIES FIRST THINGS LIKE HOLIDAYS OR WHEN WE HAVE TEACHER INSTRUCTIONAL DAYS THIS IS SOMETHING THEY'VE DONE ONGOING AS WELL AS THE CENTER THEY ARE AN AFTER SCHOOL PROVIDER 41 YEARS OF PROVIDING CARE. THIS IS THEIR SECOND YEAR TO PROVIDE THAT.

THEY'LL BE LOOKING TO RUN ON THE SCHOOL FACILITIES AND PROVIDE SUPERVISION FOR ELEMENTARY STUDENTS WORKING TO OVERCOME THE OBSTACLES PRESENTED DURING THIS PANDEMIC AND THEN THE DISTANCE LEARNING LOSS THAT SOME OF OUR KIDS ARE EXPERIENCING BECAUSE THEY DON'T HAVE THAT ADDITIONAL SUPPORT. ONE OF THE THINGS WE'RE FEARFUL OF IS SEEING A WIDER ACHIEVEMENT GAP COME OUT OF THIS BECAUSE WE DO HAVE FAMILIES THAT DO HAVE NEEDS MEANS TO PROVIDE THAT ADDITIONAL SUPPORT AND OTHER FAMILIES THAT DON'T. SO STUDENTS ARE GOING TO FALL BEHIND. THIS IS AN OPPORTUNITY TO EQUAL OUT THAT PLAYING FIELD AND GIVE OUR STUDENTS SUPPORT. THIS ALSO IS LIKE INTO TARGET FAMILIES OF ESSENTIAL WORKERS ON THE FRONT LINES FOR US. OUR FOSTER AND HOMELESS YOUTH OUR ENGLISH LEARNERS AND

SERENGETI COMBEL WORKING FAMILIES. >> -- IT PREEXISTS IN OUR DISTRICT. THEY'RE LOOKING AT 6 OF OUR SCHOOL SITES THAT'S WHAT THEY'RE LOOKING TO DO AT SCHOOL SITES TARGETING AROUND 60 STUDENTS WITH A 10 TO ONE RATIO AND IN COMPLIANCE WITH THE PUBLIC GUIDELINES. THEY'LL BE GOING MONDAY THROUGH FRIDAY 7 A.M. TO 6:00 P.M. THE RESPONSIBILITY OF THE COSTS WILL FALL ON THE FAMILIES BUT IT'S A SLIDING SCALE WITH THEIR COSTS. AND THE COSTS WILL GO TO THEM THEY'LL FOLLOW THEIR SAME GUIDELINES AND PROCESS THEY USE WHEN FAMILIES FOR ALL THE

PROGRAMS. >> THE NEXT PROGRAM THE CENTER THEY'LL BE OFFERING A DAY CAMP.

THEY WILL BE LOOKING TO OPERATE THEIR PROGRAMS AT ALL 9 OF OUR K 5 AND K-8 SCHOOL SITES.

THEY'LL BE TARGETING 40 STUDENTS IN THE SAME 10-1 RATIO. THEY'LL BECOME FLYING WITH PUBLIC HEALTH GUIDELINES FOR DAY CAMPS. THEY'LL LOOK INTO ADDING CAPACITY DURING ONCE WE DETERMINE THAT THERE'S A GREATER NEED THERE AND PROVIDE MORE OFF TYPE I THINK FOR OUR FAMILIES JUST BECAUSE WE HAVE OUR FOURTH ARE.

LOCATIONS AREN'T IN THE SOUTH AREA CURRENTLY. THEY'LL BE OPERATING MONDAY

[00:10:04]

THROUGH FRIDAY. 730 TO 6:00 P.M. THE CENTER WILL BE ASKING TO PROVIDE A MONTHLY PAYMENT THAT'S AFFORDABLE BASED ON THE TIME. WE'LL BE LOOKING TO PRIVATIZE ENROLLMENT BASED ON STUDENT AND FAMILY NEEDS SUCH AS SINGLE-FAMILY HOUSEHOLDS ESSENTIAL WORKERS AND STUDENTS WE CONSIDER AT RISK. THEY'LL BE USING A LOTTERY IF NEEDED IF WE HAVE MORE APPLICANTS THAN SPACE. SO ONE OF THE THINGS IS THAT WHEN WE'RE LOOKING AT BRINGING THESE PROGRAMS HERE THAT THE CALIFORNIA DEPARTMENT PUBLIC HEALTH HAS ACTUALLY PUBLISHED 2 GUIDELINES SPECIFIC FOR CHILD CARE AND DAY CARES.

SO THESE ARE THINGS WE'RE ABLE TO DO. THESE ARE DIFFERENT THAN THE SCHOOL GUIDELINE. THIS IS SPECIFICALLY WRITTEN FOR THESE 2 TYPE OF PROGRAMS AND NOT FOR ANY WHOLE SCHOOL. IN ADDITION ONE OF THE THINGS THAT WE'LL BE LOOKING TO DO IS PROVIDE THE PPE APPS OR PERSONAL PROTECTIVE EQUIPMENT TO -- SUPPORT OUR STUDENTS FOR THESE PROGRAMS AND THE DAILY CLEANING AND SANITIZING. PLUS A FINANCIAL SUPPORT TO THE CENTER OF APPROXIMATELY $1 MILLION. WHEN WE GO THROUGH THESE GUIDELINES AND WE'RE ASKING THESE PROGRAMS TO ADHERE TO SOME OF THE WILLING POINTS THAT WILL BE COVERED ARE KIDS WILL EXPERIENCE DURING THE DAY DURING THEIR ACTIVITIES DURING LEARNING OPPORTUNITIES AND WHEN THEY'RE EATING THEIR MEALS HOW THAT LOOKS.

THEY'LL SCHEDULE HAND WASHING. LOW NUMBER OF STUDENTS IN GROUPS ABOUT 10-1.

THEY'RE GOING TO LOOK TO PUT THEM TOGETHER SIBLINGS AN PEOPLE THAT ARE FAMILIAR SO WE DON'T HAVE MISSING SO IT'S KEEPING EVERYBODY SAFER -- MIXING. STUDENTS AGE 2 AND UP WILL BE ASKED TO WEAR FACE COVER THINGS AND THEN WE'LL KEEP EVERYBODY SAFE -- AND THEN ACTIVE SCREENING EACH DAYS WE KNOW AS KIDS ENTER THEY COME IN. THEY HAVE THAT TEMPERATURE AND THEY'RE ABLE TO PARTICIPATE. ON MONDAY AS YOU KNOW WE SENT OUT A SURVEY TO OUR K 5 AND OUR 6 SELF-CONTAINED. WHEN I SAY 6 SELF-CONTAINED WHAT I MEAN IS 6TH GRADERS THAT GO TO ONE TEACHER ALL DAY FOR THEIR INSTRUCTIONS. VERSUS LIKE MAT THOMAS MIDDLE SCHOOL 6TH GRADERS THEY FOLLOW THE SAME AS SEVENTH 8TH CLASSES. SO WHEN WE SAY I JUST WANT TO MAKE SURE WE'RE ALL CLEAR WHEN I SAY SELF-CONTAINED 6TH GRADERS. WE SENT THAT OUT TO OUR FAMILIES. 70025 FAMILIES RESPONDED TO THIS SINCE MONDAY.

INDICATING THAT THEY WOULD LIKE THE SURVEYS. SO WE CAN SEE AUTOMATICALLY THERE'S AN IMMEDIATE NEED AND WANT OF THESE PROGRAMS. THE DURATION OF THESE SERVICES RIGHT NOW YOU HEARD ME SAY ALREADY WE'RE LOOKING TO FIND A MILLION DOLLARS LOOKING FOR THE FIRST 3 MONTHS OF SCHOOL. WE'LL NEED TO CONTINUE TO LOOK AT WHAT FUNDING IS HAVE TOBL THE CONTINUE TO SUPPORT THESE PROGRAMS AND WE'RE ASKING FAMILIES AS THEY ENTER TO MAKE

SURE THAT THEY DO PLAN FOR THINGS ACCORDINGLY. >> AND THE REALITY IS WE MAY NOT BE ABLE TO AFFORD THE MONEY AFTER NOVEMBER. THAT'S ABOUT A MILLION DOLLARS.

AND TO TAKE ET THROUGH THE YEAR WOULD BE ABOUT 3 MILLION -- AND THAT'S JUST A LOT OF MONEY.

AND WE MAY NOT AND MOST I GUESS MOST LIKELY NOT BE ABLE TO AFFORD MUCH BEYOND NOVEMBER.

SO IT'S IMPORTANT FOR OUR FAMILIES UNDERSTAND THAT. >> THERE'S A VARIETY OF QUESTIONS THAT HAVE COME UP SO WE THOUGHT LET'S GET OUT IN FRONT OF THEM AND ANSWER THEM.

SO NUMBER 1 THING WE KNOW PEOPLE ARE GOING TO ASK WHY NOT OPEN ALL SCHOOLS THEN? WE MENTIONED A COUPLE OF THOSE THINGS. IT'S ONE STOP SHOPPING FOR PEOPLE TO ASK YOU THESE QUESTIONS FEEL FREE TO COPY AND PASTE AND REFER THEM TO THIS AND USE THESE DIRECTLY. FIRST OF ALL WE'VE BEEN ORDERED TO PHYSICALLY CLOSE.

WE'RE IN ONE OF THE COUNTIES THAT CANNOT OPEN UNTIL THE CRITERIA IS MET.

OUR PARTNERS ARE USING CALIFORNIA GUIDELINES FOR DAY CAMPS AND CHILD CARE THAT IS DIFFERENCE FROM GUIDANCE FOR SCHOOL. THIS IS NOT A NATOMAS UNIFIED PROGRAM. THIS IS SUPPORTING OUR PARTNERS ON BEHALF OF STUDENTS.

JUST TO GIVE PEOPLE PERSPECTIVE THIS ISN'T OPENING SCHOOLS AND ALLOWING 100% KIDS BACK OR 50%

[00:15:02]

BACK WHICH IS ONE OF THE THINGS THAT WE WERE DISCUSSING AT A STATE LEVEL ALMOST EVERY DISTRICT WAS HAVING THE CONVERSATION OF A HYBRID MODEL JUST ABOUT 3 WEEKS AGO WHERE KIDS COULD BE IN AND OUT ABOUT 50% OF THE TIME IN DISTANCE LEARNING AND 50 PERCENT SENT OF THE TIME IN PERSON. OFTEN CALLED A HIEB BRIT -- HYBRID MODEL.

WE'RE GOING TO SERVE ABSOLUTELY LESS THAN 8% OF OUR STUDENTS FOCUSING ON K 5 OR K 5 ELEMENTARY SCHOOLS AND K 5 WITH THE POTENTIAL OF 6TH GRADE SELF-CONTAINED.

IT'S THE EQUIVALENT OF TAKING ONE SCHOOL AND SPREADING IT OVER 9 DIFFERENT FACILITIES.

SO TO OPEN UP ALL 14 SCHOOLS YOU HAVE TO DO 14 TIMES 9 AND THAT WOULD BE A LOT.

BUT DEFINITELY OF 100 FACILITIES WILL BE NEEDED TO OPEN EVERYONE UP AND OBVIOUSLY THAT'S NOT HAPPENING. SO A COUPLE IMPORTANT THINGS THE SIZE OF 3 GROUPS ARE SO SMALL THEY CANNOT BE REPLICATED AT A WHOLE SCHOOL. THERE'S NOT ENOUGH MONEY TO DO IT. THERE'S NOT ENOUGH FACILITIES AND NOT ENOUGH TEACHERS ANYWHERE IN THE NATION TO SHRINK CLASS SIZES TO 10-1 FOR AN EXTENDED PERIOD OF TIME.

REMEMBER IT'S A MILLION DOLLARS FOR 3 MONTHS FOR ANYWHERE TWREEN 700 TO 900 STUDENTS -- NOW TAKE THAT MATH AND EXPAND IT OUT TO ABOUT 12,000 STUDENTS THAT WILL HAVE NONE CHARTER SCHOOLS THIS YEAR. AN ELEMENTARY WAIVER -- HAS BEEN TALKED ABOUT.

I THINK IT WAS AS EARLY AS SENATE BILL 98. MONDAY MORE GUIDANCE CAME OUT AND A LOT OF PEOPLE GOT EXCITED. YOU MIGHT HAVE READ ABOUT IT IN THE BEE BUT WE WERE INFORMED.

THERE ARE DATA PROBLEMS THAT THE STATE IS HAVING WITH REPORTING CASES AND THOUGH WE'VE BEEN TOLD RIGHT NOW SACRAMENTO PUBLIC HEALTH ISN'T GOING APPROVE WAIVERS UNTIL THEY FIGURE OUT IF THE DATA REPORTING ISSUES ARE FIXED TO KNOW IF IF WE MEET THE CRITERIA WHICH IS 100 CASES OUT OF 100,000. I WOULDN'T BET MY LIFE ON THAT. SO EFFORTS TO EVEN HOLD A SMALL GROUP OF STUDENTS WE HAVE A PLAN AND SOME MONEY SET ASIDE TO HELP OUR MODERATE AND SEVERE SPECIAL NEEDS STUDENTS. THAT'S ON HOLD. WHEN THE STATE ROLLED OUT GUIDANCE LAST MONDAY AUGUST 3RD THIS IS A QUOTE FROM THEIR GUIDANCE.

MORE DETAILED GUIDANCE ON CONDITIONS UNDER WHICH PERMISSIBLE IN-SERVICE INSTRUCTION FOR SMALL SETS OF STUDENTS SUCH AS THOSE PROVIDED PURSUANT TO AN INDIVIDUAL EDUCATIONAL PLAN IS FORTHCOMING. WE WOULD LIKE TO TRY TO FIGURE OUT HOW TO BRING SOME OF OUR HIGHEST NEEDED STUDENTS FOR TARGETED LEARNING BUT AS YOU CAN SEE FROM THE STATE OF CALIFORNIA THEY'RE SAYING NOT YET. WE'RE TRYING TO COME UP WITH GUIDANCE FOR THAT.

SO THE OTHER QUESTION I THINK WE'RE GOING TO GET ASKED A LOT IS WHY NOW? SO LET'S TALK ABOUT SOME THINGS. SO WE'VE HAD FINANCIAL UNCERTAINTY GOING BACK UNTIL ABOUT MARCH. REMEMBER CALIFORNIA WAS PRETTY MUCH HUMMING ALONG ECONOMICALLY.

THERE HAVE BEEN TALKS ABOUT A RECESSION FOR YEARS. MAYBE SOME DATA SHOWING THAT IN JOHN AND FEBRUARY IT MIGHT HAVE BEEN COMING. DATA WE WERE ABLE TO DETERMINE IN MAY OR JUNE BUT CALIFORNIA IN THE INTERIM HAS PROVIDED ONE TIME MONEY FOR COVID-19 ISSUES.

ONE TIME MONEY AS OF TODAY WE HAVE TO SPEND IT BY DECEMBER. S AS OF TODAY WE HAVE TO SPEND THIS MOP TIME MONEY BY DECEMBER. THAT INCLUDES LEARNING LOSS MITIGATION AND THIS IS A GREAT WAY TO HELP OUT FAMILIES WITH CHILD CARE AND DAY CAMPS BUT ALSO TO YOU KNOW PREVENT FURTHER POTENTIAL LEARNING LOSS. WE NEED TO REMIND THE PUBLIC OR IF THOSE ARE JUST TUNE ANYTHING NOW DIDN'T PAY ATTENTION TO THE BUDGET SITUATION WE ACTUALLY HAD TO CUT 7.3 MILLION FROM OUR ONGOING BUDGET IN THE SPRING. IN ESSENCE AS YOU'VE HEARD US SAY A COUPLE TIMES BECAUSE WE'VE HEARD SOME PEOPLE SAY WELL ALL THE DISTRICT HAS TO DO IS JUST GIVE SOME FACILITIES AND EQUIPMENT. 3 MONTHS OF THIS WILL COST $1 MILLION.

IN THAT ONE TIME MONEY. THAT WE DIDN'T HAVE ALLOCATED TO US UNTIL JULY.

SO THE GOVERNOR AND LEGISLATURE STRUCK A BUDGET DEAL AND THE GOVERNOR SIGNED OFF ON IT BY JUNE 30TH. I DON'T REMEMBER THE EXACT DATE. PROBABLY THE 27TH, 28TH, 29TH.

BY THE TIME WE'RE ABLE TO PROCESS WHAT THIS SPECIFICALLY MEANS BY THE TIME THE FOLKS AT THE CAPITAL PROCESS AND PUT IN TOW WORDS WHAT IT MEANS YOU'RE LOOKING AT SOMETIME AROUND JULY 7TH OR 10TH WE'RE BEGINNING TO NOT JUST UNDERSTAND THE DOLLAR APT BUT WHAT IT CAN BY USED FOR.

SO IT HASN'T BEEN A MONTH YET SINCE THIS MONEY HAS BEEN AVAILABLE.

[00:20:04]

I THINK THAT'S REALLY IMPORTANT TO CALL THAT OUT. ALSO AS WE'RE WORKING ON NEGOTIATIONS WE DID HAVE NEGOTIATION SHN CONTACTS. THIS WOULD HAVE LIKED VERY DIFFERENT IF IT WAS 5 DAYS A WEEK IN A HYBRID OR DISTANCE LEARNING.

5 DAYS A WEEK WOULD HAVE BEEN BEFORE AND AFTER SCHOOL ONLY AND FRANKLY WOULD HAVE PROBABLY CONTINUED WITHOUT US HAVING TO COB TRIBUTE TO A TUNE OF $1 MILLION IN 3 MONTHS.

IN A HYBRID IT IS SOMETHING WE HAD TO LOOK AT BUT YOU HAD TO FIGURE OUT THE HOURS.

THERE WERE TIMES AND DISCUSSIONS WHERE THE SCHOOL DAY WOULD HAVE LASTED 2 1/2, 3 HOURS PERIOD.

TOTAL IN PERSON. SO UNTIL WE HAD CERTAINTY ON THAT WE WEREN'T ABLE TO TAKE THE NEXT STEPS FORWARD FOR PLANNING. THERE'S MULTIPLE LEGAL ISSUES WE HAD TO WORK THROUGH WITH A VARIETY OF FOLKS INCLUDING LEGAL COUNSEL AND THERE'S THIS ONE HERE.

CAN ANYONE SAY FOR CERTAINTY WHAT NEXT WEEK WILL LOOK LIKE IN THIS PANDEMIC? NEXT MONTH? 3 MONTHS FROM NOW. IF YOU CAN THERE'S A LOT OF PEOPLE NEEDING HELP BECAUSE I DON'T THINK ANYONE AND ANYONE WHO SAYS IT NOW OTHER THAN I QUESTIONED IT THOUGHT THAT IN FEBRUARY WHEN THIS STARTED THAT WEED STILL BE WHERE WE ARE HERE THEN YOU SHOULD DEFINITELY PLAY THE STOCKS BECAUSE IF YOU'RE ABLE TO PREDICT THAT THAT'S GREAT BUT WE ARE WHERE WE ARE AND WE'VE DONE SOME GOOD THINGS AND TO SHOW YOU ABOUT HOW HARD IT IS TO BE KNOWS STRA COME TO MUST AND PREDICT -- IF YOU GO TO THE NEXT SLIDE I DON'T SING BUT THE CHANGES SONG THOSE OF YOU THAT HEAR THE MUSIC IN YOUR HEAD LIKE WE SAID IT'S ALMOST IMPOSSIBLE PREDICT WHAT COMES NEXT. TODAY AT 3:00 O'CLOCK WE JUST FOUND OUT THAT 24 HOURS EARLIER THE C.D. HE TOOK THE POSITION ON CHILD CARE IN A LOCAL CHILD CARE IS A LOCAL DECISION AND THAT A WAIVER TO PROVIDE CHILD CARE IS NOT REQUIRED. IN FACT IN PARTICULAR IT TALKS ABOUT ACES AND 20 FIRST CENTURY AND ASSETS PROGRAMS STATING THAT EITHER IN PERSON OR VIRTUALLY FOR STUDENTS STUDENTS CAN ATTEND ESPECIALLY FOCUSING ON ESSENTIAL WORKERS BUT NOT LIMITED TO THEM. AND THEN REITERATED IN WRITING THAT THE DECISION IS TO RUN PROGRAMMING IS A LOCAL DECISION THAT.

CAME OUT YESTERDAY AT ABOUT LIKE 3:00 O'CLOCK. SO AS WE'RE TRYING TO MOVE FORWARD AND PREDICT AND MOVE LEFT OR RIGHT AND DO WHAT'S BEST FOR OUR FAMILIES THE GUIDANCE KEEPS COMING MONDAY LATE. E-MAIL LIT UP THAT THE STATE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH HAD RELEASED A WHOLE BUNCH OF GUIDANCE A WHOLE BUNCH VERY LATE.

AROUND 11:00 P.M. THE E-MAILS STARTED COMING IN. WE WOKE UP TUESDAY MORNING TO A WHOLE NEW SET OF GUIDANCE FOR HOW TO RE-OPEN ABOUT ELEMENTARY WAIVER.

THAT WAS THIS TUESDAY. THAT WOULD BE YESTERDAY MORNING. SO WE'VE BEEN ABLE TO PULL THIS SPECIAL BOARD MEETING TOGETHER AND DEAL WITH ALL THESE CHANGES AND CHANGING GUIDANCE AS OF YESTERDAY AFTERNOON ALL IN THE SPAN OF ABOUT 3 WEEKS FROM WHEN WE KNEW MONDAY WAS EXISTING TO THROUGHOUT THE CHANGES IN GUIDANCE INCLUDING THIS GUIDANCE THAT IS NOW A LITTLE MORE THAN

24 HOURS OLD. AND THEN SHEA. >> AS I STATED IN THE BEGINNING WITH OUR OBJECTIVES WE'RE REQUESTING THE BOARD OF TRUSTEES TO ACCESS FACILITIES PROVIDE UNLIMITED ONSITE CHILD CARE AND DAY CAMPS ESTIMATED 3 MONTHS FOR $1 MILLION AND WITH THAT EQUEST OF APPROVAL WE'RE ASKING THE BOARD DIRECT STAFF TO NEGOTIATE THE AGREEMENTS WITH BOTH AGENCIES AND AUTHOR RISES THE SUPERINTENDENT TO SIGN THE CONTRACT.

QUESTIONS? PRESIDENT. >> WHY DON'T WE POP OUT OF

PRESENT MODE. >> THANK YOU. GOING QUESTIONS.

YEAH THERE WE GO. BOARD MEMBERS QUESTIONS? I'LL GO IN ORDER.

TRUST CITY BAYNES. >> COUPLE QUICK QUESTIONS, SHEA. THE FIRST IS I SAW ON THE SURVEY WAS 70025 FAMILIES THAT HAVE INDICATED INTEREST IN THIS PROGRAM AND JUST ONE CHILD PER FAMILY THAT'S 70025 KIDS. AND BASED ON OUR NUMBERS PERCENT TER IT SEEMS LIKE -- WE'LL ONLY BE ABLE TO DO 600, 650, AROUND THAT NUMBER. SO AND THERE COULD BE FAMILIES WITH MULTIPLE KIDS. SO IS THERE A WAY OR I GUESS IS THERE ANY CHANCE OF PLANNING ANYMORE VOLUME OR ADDRESS THE NUMBERS? IT COULD BE 70025 FAMILIES.

[00:25:11]

GO AHEAD. >> -- SO WHAT WE'VE DONE IS HAD DISCUSSIONS WITH OUR PARTNERS ABOUT BEING ABLE TO BUILD CAPACITY AND OPEN UP ADDITIONAL FACES BASED ON NEED.

SO WE'RE GOING TO NEED TO LIKE THAT. OF COURSE WE NEED TO STAY WITHIN THE GUIDELINES OF COUNTY PUBLIC HEALTH. AND SOCIAL DISTANCING PLACES.

SO AS A NEED ARISES AND FAMILIES BEGIN TO SIGN UP AND MAKE THOSE DETERMINATIONS IF WE CAN EX EXPAND AND EXPAND WITH THE COST ASSOCIATED WITH THAT. SO ALL THOSE FACTORS WILL BE TAKEN INTO CONSIDERATION BUT IT IS SOMETHING THAT WE'RE LOOKING INTO

>> SECOND PART IS IT'S A MILLION DOLLARS. WHAT'S THE BIGGEST EXPENSE THERE? IT LOOKS LIKE THE FAMILIES WILL BE PAYING PER MONTH COVERING THE COST FOR $500 FOR ALL DAY. AND THE CENTER WILL AT LEAST GET PARTIALLY FUNDED BY FAMILIES.

IS THERE COST MOSTLY FOR THE CENTER CONTRACT OR WITH THE OTHER AS WELL.

IF IT'S LESS I WOULD LIKE TO SEE IF WE CAN GO FORWARD >> SO RIGHT NOW WE KNOW THE PARENTS WILL BE RESPONSIBLE BUT THERE WILL BE A COST TO THE DISTRICT AS FAR AS CLEAN THING FACILITIES AND THINGS LIKE THAT. SO THAT'S A PRETTY BIG COST BECAUSE WE'RE TALKING ABOUT FOR PRODUCTS AND THINGS LIKE THAT. AS FAR AS THE CENTER WE DID MENTION THE CENTER IS GOING TO BE LIKE TOGETHER COLLECT FEES BUT THAT'S GOING TO BE BASED ON OUR STUDENTS AND BASED ON THE POPULATION AND THE LOTTERY THAT WE'RE LOOKING TO DO AND THE LARGE INJURY NUMBER.

THEY'RE LOOKING TO PAY FOR THAT COST IF FAMILIES CAN'T AFFORD IT.

SO WE DO SEE A GREATER COST FOR STAFFING FOR THAT BECAUSE WE'RE PAYING FOR THE COST AND AS WE MIGHT GROW CAPACITY WE MIGHT SEE ADDITIONAL NEED. THAT'S WHEN WE HAVE PARENTS IF

THEY HAVE THE MEANS AS WELL. >> THANK YOU. >> BOARD MEMBER BAR DAWSON?

>> SHEA, THANK YOU TO YOU AND STAFF FOR NOT JUST YOUR HARD WORK ON THIS EFFORT BUT EVERYTHING THE SUPERINTENDENT. THE RULES OF THE GAME ARE CHANGING EVERY DAY.

TO RESTATE SIMPLY WHAT I'M HEARING FROM THE PRESENTATION WE HAVE AN OPPORTUNITY TO ENSURE THAT THE CHILDREN OF ESSENTIAL WORKERS AND WE SHOULD KEEP IN MIND ESSENTIAL WORKERS ARE PRETTY DEFINED PEOPLE THAT WORK AT GROCERY STORES AND WEAR HOUSES AND THINGS OF THAT CONSTRUCTION JOBS. CHILDREN OF WORKING CLASS FAMILIES WHO DON'T HAVE TOP SHIN FROM WORKING AT HOME -- THE OPTION AND DON'T HAVE ANY OTHER WAY TODAY FOR THEIR KIDS.

SO THERE PUT IN A POSITION OF TAKING ABSENCE OR RE SIGNING FROM THEIR JOBS AND LOSING THAT INCOME THE STAY HOME AND TAKE CARE OF THEIR KIDS -- OR GOING TO WORK AND NOT HAVING A SAFE PLACE FOR THEIR WORK. SO THIS ISN'T TEACHING. THIS IS SCHOOL.

THEY'RE STILL GOING TO BE ENGAGED IN ONLINE DISTANCE TEACHING PARTS OF IT.

THE DIFFERENCE IS INSTEAD OF BEING LEFT HOME ALONE OR FORCING THE PARENT TO QUIT THEIR JOB THESE KIDS WILL BE SOCIALLY DISTANCED WITH PPE WITH HAND WASHING WITH SANITIZER.

ADULT SUPERVISED WHILE THEY'RE ENGAGED IN THERE ONLINE BUSINESS LEARNING.

IS THAT A FAIR RESTATEMENT OF THE PROPOSAL? >> I WOULD SAY THAT'S A NICE

SUMMARY. >> WELL, IF EVERYONE HAS HEARD ME SAY FOR MONTHS NOW THIS HAS BEEN A SORE AREA FOR ME TO MAKE SURE OUR KIDS ARE SAFE WHILE THEY'RE GOING THROUGH DISTANCE LEARNING AS LONG AS IT CONTINUES. I AGREE WITH TRUSTEE BAYNES.

I WOULD LOVE TO CONTINUE LOOKING FOR OTHER SOURCES OF INCOME AND SEE IF DEMAND EXCEEDS OUR SUPPLY

[00:30:07]

TO SEE WHAT WE CAN DO TO MAXIMIZE THAT BUT I THINK THE PREVIEW OF COMING ATTRACTIONS I WOULD STRONGLY ENCOURAGE MY COLLEAGUES TO ENCOURAGE ME -- PRETTY MUCH ALL OF US HAVE BEEN

SAYING THIS IS A PRIORITY. >> TRUSTEE GRANT. >> I DO WANT TO ECHO THE COMMENTS OF BAYNES AND DAWSON. SHEA, ONE OF THE CONCERNS PARENTS WERE CONCERNED THERE WOULD NOT BE ANY ASSISTANCE FOR LIKE HOMEWORK OR A LITTLE BIT OF HEALTH WITH MAYBE SOME TUTORING.

THUS FORTH I WANT TO OFFER THAT AND IF NOT IS THE DISTRICT LOOKING TO PROGRAMS THAT COULD POSSIBLY SUPPLEMENT THOSE EFFORT WHERE INTERESTS JUST A GAP WITH TUTORING AND WHATNOT BECAUSE I'M OBVIOUSLY THIS IS A PRIORITY OF MOON AS WELL. I WANT PARENTS TO HAVE OPTIONS BUT ALSO THE KIDS IN THE PROGRAMS THAT THEY CAN POSSIBLY GET SOME HELP WITH MAYBE SOME LESSONS THAT THEY'RE STRUGGLING WITH. I HAVE A BACKGROUND FROM

EDUCATION SERVICE THAT IS REALLY IMPORTANT. >> ABSOLUTELY.

I HAVE SPOKEN WITH STAFF NUMEROUS TIMES AND ONE OF THE CONVERSATIONS WE HAD TODAY WAS THEM SEEKING TO OUTREACH BETWEEN THE SCHOOLS SO THEY COULD FIND OUT WHAT'S GOING ON IN THE CLASSROOMS AND HOW THEY CAN SUPPORT THAT THESE LEARNING TO ENSURE THE KIDS HAVE ACCESS THROUGH THEIR DEVICES AND THE WI-FI SO THEY CAN PARTICIPATE IN THE LEARNING THAT THAT'S GOING ON WITH THE TEACHERS DURING THE DAY. SO THAT IS A PRIORITY TO PROVIDE

ACADEMIC SUPPORT. >> SO TRUSTEE GRANT JUST SO YOU KNOW PERSONALLY MY DAUGHTER HAS PARTICIPATED IN FOURTH ARE. AND IT'S STANDARD TO HAVE A LEARNING CLUB THAT WAS OFFERED DURING THE SCHOOL YEAR AND LAST YEAR DURING THE SUMMER AS PARENTS PROVIDED STUFF THAT THEY WANTED THEIR STUDENT TO LEARN FOURTH ARE. WAS EXTREMELY HELPFUL IN GUIDING

STUDENT THAT NEEDED ANY ASSISTANCE IF THAT HELPS. >> I APPRECIATE THAT REASSURANCE

THANK YOU. >> ANY OR QUESTIONS TRUSTEE GRANT.

>> THAT'S IT FOR ME. >> OK. TRUSTEE.

>> THE QUESTION ASKED BY TRUSTEE GRANT WAS THE QUESTION I WAS GOING TO ASK.

BECAUSE I'VE SAID THIS MULTIPLE TIMES I'M REALLY CONCERNED ABOUT LEARNING LOSS.

I THINK I'VE SAID IT AT EACH BOARD MEETING AND OUR EFFORTS TO DO THE BEST THAT WE CAN TO ENSURE THAT THE OPPORTUNITY GRANT DOESN'T EXPAND ANYMORE THAN IT ALREADY IS FOR OUR KIDS IN OUR DISTRICT. SO SHEA I'M REALLY GLAD TO THEY'RE THE FOURTH ARE.

PEOPLE ARE GOING TO CHECK IN WITH THE TEACHERS DURING THE DAY TO FIND OUT ABOUT LEARNING.

I THINK THAT HAS BEEN SOMETHING I'VE BEEN ASKING FOR FOR A REALLY LONG TIME IF THEY COULD ALL GET ON THE SAME PAGE ABOUT WHAT IS BEING TAUGHT AND I WOULD APPRECIATE YOU KNOW KIND OF LIKE A FOLLOW-UP WITH YOU AND AT SOME POINT ABOUT HOW THOSE EFFORTS ARE PROGRESSING BECAUSE I THINK THAT TOO WOULD GIVE PARENTS CONFIDENCE BY THEIR CHILDREN GOING FOURTH ARE.

OR TO THE CENTER YOU KNOW THAT THEY'RE CONCERNED OF LEARNING LOSS WILL ALSO BE ADDRESSED.

SO I APPRECIATE THOSE EFFORTS. THE OUTREACH BETWEEN THE DISTRICT AND FOURTH R.

THANK YOU. >> THANK YOU. SHEA JUST A COUPLE OF QUESTIONS.

AS WE'VE HEARD FROM OUR COMMUNITY MEMBERS A COUPLE HAVE ASKED WILL THIS PROGRAM BE AVAILABLE TO ANY OF THE CHARTERS? WHETHER SUPERINTENDENT EVERY HAVENS OR SHEA CAN ANSWER THAT WILL ANY CHARTER KIDS BE ABLE TO TAKE ADVANTAGE OF THIS?

>> YES. I CAN ANSWER IT. SO THIS IS USED THROUGH THIS IS WHERE IT GETS COMPLEX FOR OUR FAMILIES THAT DON'T UNDERSTAND THE NUANCES OF THE CHARTER SCHOOLS AND NONE CHARTER IF YOU WILL. SO -- EACH OF OUR CHARTER BOARD AND LEADERSHIP. EXECUTIVE- THEY CAN ALLOCATE FUNDS IF NECESSARY TO PUT THESE PROGRAMS IN PLACE MANY SOME OF THEM MAY HAVE I'M NOT 100% CERTAIN. IF WE WERE TO EVER GET TO THE SITUATION WHERE WE DID NOT HAVE IF ALL THE SPACES FILLED THAT'S SOMETHING WE WOULD WANT TO LOOK

[00:35:05]

INTO. ONE OF THE GUIDANCE WITH THE COUNTY IS HOW DO YOU STAY GEEING GRAPHIC KALI CONNECTED AND -- ALREADY SEEING GRAPHICALLY CONNECTED.

IT'S HARDER BECAUSE 30% ATTEND A SCHOOL OTHER THAN THEIR HOME SCHOOL.

THOSE ARE ALL THINGS WE HAVE TO TAKE INTO CONSIDERATION BEFORE FINAL DECISIONS ARE MADE.

>> THANK YOU SUPERINTENDENT EVANS. >> SHEA I KNOW SOMETIMES THIS GETS CONFUSING. CAN YOU JUST REITERATE AGAIN WHY WE CAN OPEN THIS AND WE CAN'T

RE-OPEN OUR SCHOOLS? >> AS YOU HEARD SUPERINTENDENT SAY IN THE F A Q'S DURING THAT SECTION OF THE PRESENTATION DUE TO THE SHEER VOLUME ALONE -- WOULD NOT ALLOW US TO OPEN THE SCHOOLS. WE WOULD NEED OVER 100 SCHOOLS TO BE ABLE TO DO WHAT WE'RE DOING WITH THESE 2 PROGRAMS BECAUSE OF SUCH NUMBERS AND THE RATIO OF 10 TO ONE STUDENTS.

AND THE FACT OF HOW MANY STAFF WE WOULD NEED. THERE'S NOT ENOUGH TEACHERS IN THE STATE OF CALIFORNIA. IN ORDER TO DO THIS IT'S THE SHEER VOLUME IS IMPOSSIBLE TO DO IN ORDER TO OPEN UP OUR SCHOOLS AND PULL THIS OFF. THE CAPACITY ISSUE IF YOU'RE LOOKING AT 10-1 AND ONE SINGLE SCHOOL SITE AND YOU HAVE SAY HIGH SCHOOL WITH 2,300 KIDS RIGHT OR NATOMAS PARK WHICH HAS 900 WHERE ARE YOU GOING TO PUT 900 KIDS AT 10-1 RATIO? AND THE GUIDELINES THAT ARE COMING ALONG THERE'S DIFFERENT GUIDELINES AND DAY CAMPS THAT SCHOOLS NEED TO FOLLOW. SO BEING ABLE TO PUT EVERYTHING INTO APPLAUSE ONCE THE STATE GIVES US PERMISSION TO DO SO THERE'S SO MANY DIFFERENCES AND CHALLENGES THAT GO ALONG WITH DOING SOMETHING LIKE THIS AT A LIMITED ONSITE SITUATION VERSUS ENTIRE DISTRICT SITES.

>> AND THEN SPECIFICALLY FOR SCHOOLS WE HAVE TO FOLLOW STATE AND COUNTY GUIDELINES WHICH

DON'T EVEN ALLOW US TO OPEN RIGHT NOW OR IN CLASS TEACHING. >> CORRECT.

WE'RE UNDER THE COUNTY MONITORING WATCH WHICH PROHIBITS OUT FROM OPENING AND WE HAVE TO

PROVIDE STATE GUIDELINES AND DISTANCE LEARNING THIS TIME. >> I WANT TO MAKE SURE TO CLARIFY BECAUSE LANGUAGE DOES MATTER. SACRAMENTO COUNTY CAN'T HAVE THEIR SCHOOLS OPEN RIGHT NOW. BECAUSE OF THE RATES IN CASES. THERE IS STATE GUIDANCE FOR AN ELEMENTARY WAIVER HOWEVER ON TOP OF THE CHALLENGES OF CONTACT TRACING TESTING WHICH IS STILL VERY LIMITED AND WITH THE SLOWER RESPONSE AND THE FACT THAT THE DATA ISN'T STRAIGHT WE DON'T EVEN QUALIFY TO GO FOR THE WAIVER YET ACCORDING TO PUBLIC HEALTH AND WE DON'T EVEN QUALIFY BY WE ALL OF SACRAMENTO COUNTY FOR THE RE-OPENING PLANS THAT THE STATE JUST RELEASED AND GUIDELINES. I'LL BE HONEST. I HAVEN'T HAD A CHANCE TO JUST SKIM BECAUSE WE'RE FAR ENOUGH AWAY THAT WE'RE STILL TRYING TO DO CREATIVE THINGS LIKE THIS FOR OUR KIDS AND SOCIAL WORKERS AND EXPAND EXTRACURRICULAR ACTIVITIES AND OPEN AUGUST 27TH SUCCESSFULLY WHILE AT THE SAME TIME SIMPLE MULTITYPE USELY ANALYZING GUIDANCE THAT CAME OUT MONDAY EVENING THAT WILL PROBABLY CHANGE BEFORE WE OPEN 2 TIMES.

>> THANK YOU SUPERINTENDENT EVANS. AND THEN I REALLY WANT TO THANK STAFF ON HOW HARD THEY'VE WORKED FOR THIS BECAUSE WE DID GET THE MONEY IN JULY AND SO THIS IS LIKE 3 WEEKS OF MAD SCRAMBLING TO FIND AND FIGURE OUT A WAY TO DO THIS FOR OUR FAMILIES BUT I DO THINK IT BEARS REPEATING THAT THE COST THAT WE'RE GOING TO SPEND WITH THE CARES IS FOR EQUITY. SO AS OUR BOARD WHAT WE'VE DISCUSSED EQUITY AND SOCIAL EMOTIONAL AND HOW DO WE STOP LEARNING LAWS YOU KNOW I AM -- IT'S REALLY IMPORTANT TO ME THAT AS WE LOOK AT THE CENTER THAT THIS IS EQUITY. SO THAT THE PRIORITY IS GIVEN FOR YOU KNOW OUR SINGLE WORKING FAMILIES OUR FOSTER OUR HOMELESS OUR AT RISK STUDENTS BECAUSE THAT'S WHAT THIS IS FOR. THIS IS HOW WE PUT A STEP FORWARD AND USE THE MONEY IN A WAY THAT HOPEFULLY CAN HELP STEM THE LEARNING LOSS. SO I WANT TO MAKE SURE THAT YOU KNOW I KNOW THERE WILL PROBABLY BE MORE NEED THAN WE HAVE SPACE BUT I DO WANT TO MAKE SURE THAT IT'S UNDERSTOOD WE'RE DOING OUR BEST IN ADDRESSING THE EQUITY ISSUE THAT ABSOLUTELY HAS TO HAVE IT'S FOOT FOR WAR. THAT'S WHAT THE END IS TER IS. FOURTH ARE.

WE KNOW FAMILIES CAN PAY. AND IF THE THERE'S A SAFEWAY TO EXPAND I'M ALWAYS INTERESTED IN THAT. BECAUSE FAMILIES WHO CAN PAY IF THERE'S A SAFEWAY TO EXPAND I AM SUPPORTIVE OF LOOKING AT THAT BUT MAKING SURE THAT THE CENTER IS SOMETHING THAT IS TRULY

[00:40:07]

REMINDED AND FOCUSED FOR OUR MOST NEEDY STUDENTS. CAROL KIND OF A QUESTION TO YOU.

HOW WILL BE SERVING OUR SPECIAL NEED STUDENT WHO QUALIFY OR COME INTO FOURTH ARE.

AT THE CENTER? >> SO AT THE CENTER THE STUDENTS ARE ALL IT ISN'T ABOUT THE IEP PER SE IT'S ABOUT THE SERVICES THAT THEY NEED. SO MANY OF THE STUDENT WHO HAVE IEP APPS WILL JUST BE PART OF PROGRAMS SERVED BY THE CENTER STAFF BUT IF SOME STUDENTS ARE IN THE PROGRAM THAT HAVE MORE SIGNIFICANT DISABILITIES AND THEY NEED ADDITIONAL SUPPORT

WE'LL USE A PUBLIC AGENCY TO DO THAT. >> SO WE'RE BASICALLY PROVIDING THE SERVICES THAT SETS FORTH THAT THEY NEED IN THE IEP AND WE'LL MAKE SURE TEACHERS WORK

THE WITH CENTERS IF THEY HAVE AN IEP AND THEY NEED SOMETHING. >> WE'RE NOT PROVIDING THE IEP.

THIS IS ABOUT ACCESS. SO IT'S ABOUT MAKING SURE THEY HAVE ACCESS TO PROGRAMS.

>> OK. PERFECT. AND AGAIN I JUST WANT TO THANK STAFF FOR ALL THEIR HARD WORK ON THIS. TRUST CITIES ANY FURTHER

QUESTIONS. >> NO. >> I WOULD STRONGLY MOVE

APPROVAL OF THIS RECOMMENDATION FROM STAFF. >> THANK YOU TRUSTEE.

>> SECOND. >> I WILL CALL THE ROLL.

MOTION IS APPROVED 5-0 FOR ACTION ITEM A. THIS AYOUR HONORS OUR SPECIAL BOARD
