REALLY GLAD TO KEEP THEM FED ALL SUMMER.
JUST THANK YOU, ALL. >> THANK YOU SO MUCH.
>> THANK YOU. TRUSTEE HEREDIA?
>> NO REPORT. >> I JUST WANT TO ECHO TRUSTEE DOSICK AND THANK ALL THE STAFF AND THE PARENTS IN THE
[00:05:01]
COMMUNITY FOR THEIR PATIENCE AS WELL AS WE WORK ON THE 2020-2021 SCHOOL YEAR. I DON'T THINK WE HAVE EVER DISTANCE LEARNING, SO THIS IS NEW.I KNOW EVERYBODY IS ANXIOUS TO HEAR WHAT OUR PLAN IS.
AND JUST KNOW THAT STAFF ARE WORKING VERY HARD ON IT.
AND EVERYONE WHO TOOK TIME TO FILL OUT ALL OF OUR SURVEYS, INCLUDING RESPONDING TO OUR DISTANCE LEARNING SURVEY, PARENTS, COMMUNITY MEMBERS, STUDENTS, WE THANK YOU FOR YOUR FEEDBACK AND YOUR OPINIONS.
THEY DO MATTER. IF YOU WANT TO PROVIDE MORE FEEDBACK KNOW THAT ALL TRUSTEE E-MAILS ARE ON OUR WEBSITE.
FEEL FREE TO CONTACT OUR CUSTOMER SERVICE E-MAIL.
WE KNOW THE TIMES ARE DIFFICULT FOR EACH ONE OF US HAVING OUR OWN STRUGGLES. HANG IN THERE.
NATOMAS IS HERE FOR YOU. REMINDER WITH THE GOVERNOR AND COUNTY HEALTH SAID TO START WITH DISTANCE LEARNING AND IT WILL BE REASSESSED IN OCTOBER. IN THE MEANTIME, WEAR YOUR MASK, SOCIAL DISTANT AND DON'T ATTEND BIG GATHERING.
SUPERINTENDENT, CAN YOU ADDRESS THE PLAN FOR THE FOOD SERVICES AS WE GO IN TO DISTANCE LEARNING?
>> NO, ACTUALLY, I CAN'T. I'M NOT THE DIRECTOR OF NUTRITION SERVICES. SO WE CAN GET MORE INFORMATION ON THAT BUT I DON'T HAVE SPECIFIC INFORMATION ON IT
[X.d. Superintendent's Report]
>> BUT IT IS TIME FOR MY PUBLIC COMMENTS?
>> I WANT TO THANK THE NEGOTIATIONS TEAM FOR ALL THEIR HARD WORK. WE DID A COMMUNICATION, GOSH, TEN DAYS AGO NOW. WE HAVE NEGOTIATED FIVE OF THE LAST SIX WEEKDAYS. AND YOU DON'T SEE ANGELA HERRERA ON THE SCREEN RIGHT NOW.
SHE IS OUR CHIEF NEGOTIATOR AND SHE IS WAITING TO SEE IF THE N.T.A. WILL CALL THEM BACK TONIGHT AND CONTINUE NEGOTIATIONS. WE HAVE ASKED FOR AND WILL CONTINUE TO ASKED FOR AROUND THE CLOCK, EVERYDAY NEGOTIATIONS. OUR PARENTS AND STUDENTS DESERVE IT. WE HAVE NOT GOTTEN THAT.
NEGOTIATIONS CONTINUE TO END AT 4:00 OR 5:00 P.M.
AND FRANKLY, OUR FAMILIES NEED TO KNOW WHAT THEIR SCHOOL YEAR IS GOING TO LOOK LIKE. SO YOU WON'T SEE MRS. HERRERA.
IF YOU HAVE QUESTIONS FOR HER, HER STAFF WILL DO THE BEST TO ANSWER. OTHERWISE WE'LL FOLLOW UP.
SHE IS WAITING BY ZOOM ON THE PHONE TO SEE IF THEY ARE GOING TO HAVE THE COURTESY TO GET BACK TO HER TONIGHT OR IF THE TEAM IS GOING TO CONTINUE TO JUST SIT AROUND AND CONTINUE TO WAIT. IF YOU SEE DOUG AND/OR JEVETTA EXIT, IT MEANS MAYBE WE RESUMED NEGOTIATIONS.
WITH THAT SAID, I WOULD LIKE TO THANK THEM.
AS WE SHOULD BE PLANNING FOR THE START OF THE SCHOOL YEAR, MOST OF THE SENIOR STAFF IS ENGAGING IN NEGOTIATION DISCUSSIONS. SO, I WOULD LIKE TO REPORT A HECK OF A LOT MORE BUT THAT IS CONSUMED MOST OF OUR TIME AND MOST OF OUR DAY. AND SADLY, THAT IS ALMOST COMING TO AN END. WE NEED TO START TURNING OUR ATTENTION TO HOW WE WILL SUPPORT THE STUDENTS AS THEY RETURN. SO NOT A LOT OF GOOD NEWS ON THAT FRONT TO REPORT. A LOT OF TIME.
NINE WEEKS SPENT TALKING ABOUT HOW WE RETURN THE SCHOOLS WITH NOT EVEN ONE TENTATIVE AGREEMENT.
EVEN IN PLACES WHERE WE SEEM TO VERBALLY AGREE.
NO SIGNATURES OR AGREEMENTS. NOT GREAT NEWS THERE.
I WANT TO LET THE COMMUNITY KNOW WE ARE WORKING OUR BEST AND TRYING TO MAKE SURE THAT THE STUDENTS GET THE BEST EDUCATION POSSIBLE AT DISTANCE LEARNING FOLLOWING THE LAW, FOLLOWING THE GOVERNOR'S DIRECTIVE.
AND THINGS LIKE TWO HOURS A DAY OF INSTRUCTION DOESN'T WORK. SO, HERE IS HOPING THAT WE CAN MAKE SOME PROGRESS. THAT IS WHY YOU ARE NOT SEEING ANGELA TONIGHT. HOPEFULLY THEY WILL GIVE A
CALL. >> THANK YOU, SUPERINTENDENT EVANS. NOW MOVING ON TO PUBLIC
[XI. PUBLIC COMMENTS]

[XIII.a. Present and Approve the English Learner Master Plan]
>> THANK YOU. NOW MOVING ON TO THE ACTION ITEM "A," PRESENT AND APPROVE THE ENGLISH LEARNER MASTER PLAN. DO WE HAVE OUR COORDINATOR ELAINE WALLACE WHO WILL BE SPEAKING TO THIS, THIS
EVENING? >> SHE IS POPPING ON RIGHT
>> SHE HAS BEEN IN THE WAITING ROOM.
>> GREEN ROOM. >> THAT SOUNDS BETTER IN A PANDEMIC TO CALL IT A GREEN ROOM.
>> HELLO. SO WE ARE ON ACTION ITEM "A" IF YOU WOULDN'T MIND TO DESCRIBE ANY DIFFERENCES FROM THE LAST TIME WE TALKED ABOUT THIS.
>> SURE. SO, GOOD EVENING, TRUSTEES, SUPERINTENDENT EVANS AND COLLEAGUES.
THE LAST TIME WE PRESENTED DRAFT OF THE ENGLISH LEARNER MASTER PLAN, IT WAS REQUESTED THAT WE LOOK IN TO ADDING THE ADMINISTRATION OF A PRIMARY LANGUAGE ASSESSMENT.
SO AFTER REACHING OUT TO MULTIPLE SCHOOL DISTRICTS IN THE REGION AND OTHER AREAS IN CALIFORNIA, TALKING TO VENDORS AND WORKING WITH WEST ED FOR DEVELOPING A PRIMARY LANGUAGE ASSESSMENT SYSTEM WE INCLUDED A DESCRIPTION FOR THE PURPOSE AND THE TIMELINE FOR THE IMPLEMENTATION OF THIS PRIMARY LANGUAGE ASSESSMENT. SO THIS ADDITION IS LOCATED ON PAGE 23 IN THE ENGLISH LEARNER MASTER PLAN.
I CAN BRIEFLY SUMMARIZE WHAT WE SAY AND WHAT OUR PLAN IS
FOR IMPLEMENTATION. >> BRIEFLY.
>> OKAY. SO BASICALLY WE EXPLAIN THAT NATOMAS UNITED BELIEVES THAT VALUABLE INFORMATION CAN BE GAINED AND UTILIZED BY ASSESSING THE STUDENTS' LITERACY SKILLS IN THE PRIMARY LANGUAGE.
THAT INFORMATION WILL HELP EDUCATORS BETTER UNDERSTAND THE STUDENTS' ACADEMIC SKILLS. THEN AS FAR AS THE IMPLEMENTATION FOR THE PLAN GOES WE WILL FIRST HAVE TO
[00:15:04]
CONTINUE WITH OUR L-CAP TESTING WE WERE IN THE MIDDLE OF IN THE SPRING. AND THEN WE'LL HAVE TO PICK UP WITH OUR INITIAL L-PACK TESTING FOR THE NEW POTENTIAL ENGLISH LEARNERS. ONCE THAT IS DONE WE CAN BEGIN ASSESSING STUDENTS IN THEIR PRIMARY LANGUAGE.SO WE ARE LOOKING AT ASSESSING STUDENTS IN GRADES SECOND AND ABOVE. FOR WHICH THERE IS A PRIMARY LANGUAGE ASSESSMENT AVAILABILITY.
SO THE TESTS THAT WE ARE CONSIDERING HAS 40 DIFFERENT LANGUAGES AVAILABLE. YOU WILL RECALL THAT WE HAVE 45 DIFFERENT LANGUAGES SPOKEN AT THE SCHOOL DISTRICT.
THAT DOES NOT MEAN IT WILL TEST EVERY LANGUAGE, COMMON LANGUAGE WE HAVE IN NUSD. FOR EXAMPLE, IF WE LOOK AT THIS COMING YEAR, WE COULD, WE HAVE APPROXIMATELY 95 STUDENTS WHO ARE IN GRADES 2-12 WHO ARE RELATIVELY NEWLY IDENTIFIED AS THE ENGLISH LEARNERS. WE WOULD BE ABLE TO TEST APPROXIMATELY 60 OF THE STUDENTS DUE TO THE AVAILABILITY OF PRIMARY LANGUAGE ASSESSMENT IN THEIR LANGUAGE. THIS ASSESSMENT WILL BE COMPUTER BASED. IT WILL BE SUPPORTED BY THE COMPANY SO WE WILL NOT NEED TO HAVE STAFF SCORE THE SPEAKING AND WRITING COMPONENTS. THE LISTENING AND THE READING COMPONENTS WILL AUTOMATICALLY BE SCORED BY THE COMPUTER.
WE WILL NEED PROCTORS TO HELP ADMINISTER THE ASSESSMENT AND TO ASSIST STUDENTS ON THE COMPUTER.
SO THE COST TO PURCHASE THE ASSESSMENT AND COMPENSATE THE PROCTORS WILL BE APPROXIMATELY $10,000 TO $15,000 A YEAR.
SO AFTER IMPLEMENTING THIS PROCESS, WE WILL MAKE ADJUSTMENTS AS NECESSARY TO SEE WHAT IS WORK AND WHAT
MIGHT NEED IMPROVEMENT. >> THANK YOU, MS. WALLACE.
TRUSTEES, ANY QUESTIONS? ALL RIGHT.
>> I DON'T HAVE ANY QUESTIONS BUT I JUST WANT TO MAKE A COMMENT. ELAINE, THANKS TO YOU AND EVERYBODY ELSE WHO WORKED ON THIS PROJECT.
I FOR ONE REALLY APPRECIATE THE TIME THAT WAS PUT FORWARD FOR THIS, THE CHANGE IN THE DOCUMENT.
YOU KNOW, PEOPLE MIGHT NOT UNDERSTAND HOW RELEVANT THIS IS AND HOW IMPORTANT THIS CHANGE TO THE DOCUMENT IS.
BUT WE MAY BE ONE OF THE FEW DISTRICTS THAT IS TAKING THIS APPROACH. BUT IT IS THE RIGHT THING TO DO FOR KIDS. IT'S THE RIGHT THING TO DO FOR SECOND LANGUAGE SPEAKERS. IT WAS IN THAT SPIRIT THAT I, YOU KNOW, THAT I BROUGHT FORWARD MY CONCERNS ABOUT NOT HAVING IN PLACE FUR OUR KIDS. I APPRECIATE THE TIMELINE.
IT'S VERY WELL SPELLED OUT. I UNDERSTAND HOW WE ARE GOING TO PHASE IN TO THIS. IT MAY BE A WHILE BEFORE WE REALLY SEE, YOU KNOW, KIND OF THE DATA, HOW IT, YOU KNOW, IT SURFACES FROM ALL OF THIS. IT WAS THE RIGHT THING TO DO FOR THE KIDS. THANK YOU.
>> TRULLS TEE HEREDIA, DO I TAKE THAT AS -- TRUSTEE HEREDIA, DO I TAKE IT AS A MOTION?
>> YES. I MOVE APPROVAL FOR THE AMENDMENT OF -- THE MASTER PLAN AS AMENDED.
>> MOVED BY TRUSTEE HEREDIA. >> SECOND.
