[00:00:02] WELL, THE TIME BEING 6 O'CLOCK AND I SEE ALL OF US TRUSTEES HERE. [ Item I] I WOULD LIKE IT CALL THIS MEETING TO ORDER. WE WILL START WITH THE ROLL [Item II] CALL. TRUSTEE >> >> GRANT, >> >> DOSICK. >> HERE. HEREDIA? SHE'S ARE >> HERE. >> YEAH. TRUSTY KAPLAN, HERE. HAVING ALL OF US HERE, TRUSTEE BAINS, CAN YOU LEAD US IN THE PLEDGE OF ALLEGIANCE. >> READY. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IS STANDS, ONE NATION, UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. >> THANK YOU SO MUCH. SUPERINTENDENT EVANS, YOU'RE ON. >> GOOD EVENING. THE OPEN SESSION, IS THAT COMING THROUGH? CAN YOU HEAR ME? >> YEP. AWESOME. GOOD EVENING, THE OPEN SESSION MEETING OF THE BOARD OF TRUSTEES IS BEING LIVED STREAMED BY THE DIRECTION OF THE BOARD. IT IS AVAILABLE ON THE DISTRICT'S WEBSITE AND THE RECORDINGS WILL BE AVAILABLE THE DAY AFTER THE MEETING. THE MEETINGS ARE CLOSED TO THE PUBLIC TO FOLLOW SOCIAL DISTANCING. THIS ACTION WAS TAKEN IN RESPONSE TO GOVERN'S ORDER N-25-20 AND RESOLUTION 20-07 DELEGATING AUTHORITY TO TAKE NECESSARY ACTION TO PROTECT STUDENTS AND STAFF FROM THE SPREAD OF CORONOVIRUS, COVID-19, ADOPTED BY THE NATOMAS UNIFIED SCHOOL DISTRICT ON MARCH 16TH, 2020. PLEASE NOTE WE ARE CURRENTLY WORKING ON UPGRADING OUR SYSTEM TO INCLUDE CLOSED CAPTIONING ON THE LIVE STREAM. CURRENTLY CLOSED CAPTIONING IS AVAILABLE ON THE RECORDINGS AVAILABLE ON THE DISTRICT'S WEBSITE THE DAY AFTER THE BOARD MEETING. >> THANK YOU, SUPERINTENDENT, EVANS. DID WE RECEIVE ANY PUBLIC COMMENTS FOR THE ACTION ON TONIGHT'S AGENDA? >> PRESIDENT KAPLAN, I THINK YOU NEED A MOTION TO APPROVE THE AGENDA FIRST. >> YEAH. WELL YOU KNOW. CAN I HAVE A MOTION TO APPROVE [Item III] THE >> SO MOVED. >> SECOND. >> MOVED BY TRUSTY DOSICK. SECOND BY >> >> >> >> AYE. HEREDIA. >> AYE. TRUSTEE KAPLAN AYE. AGENDA IS APPROVED 5-0. THANK YOU FOR THE REMINDER EVEN THOUGH IT'S STARING ME IN THE FACE. ON TO PUBLIC COMMENTS. >> DID WE RECEIVE ANY? >> TRUSTEE KAPLAN, TRUSTEE -- I'M GOING TO MOVE BECAUSE I [INAUDIBLE] -- SO SORRY, WE CAN'T HEAR YOU. >> I THINK SHE'S SAYING SHE HAS SPOTTY INTERNET AND IS GOING TO MOVE. >> ARE WE GOING -- SHOULD PAUSE >> YEAH. >> YES. IF YOU COULD PLEASE. DO YOU MIND? I'M JUST GOING TO MOVE TO ANOTHER ROOM. ALL I HEARD WAS COFFEE BREAK. >> AND I HEAR ONE DAY SOON WE WILL ALL BE TOGETHER IN THE SAME ROOM AGAIN. LOOK FORWARD TO IT. IF WE HAVE ANY MEMBERS OF THE PUBLIC JUST NOW JOINING US, WE ARE WAITING FOR A SECOND AS ONE OF OUR TRUSTEES IS HAVING TECHNICAL DIFFICULTIES TO RELOCATE AND GET BACK ON. JUST GIVE US A MINUTE AS WE'RE WAITING FOR THE TRUSTEE TO COME BACK. HERE SHE IS NOW. >> THANK YOU. YOU'RE WELCOME. ALL RIGHT. [Items IV A & V] THANK YOU. DID WE RECEIVE ANY PUBLIC COMMENTS FOR THE ACTION ITEM ON TONIGHT'S AGENDA? >> WE RECEIVED FIVE PUBLIC COMMENTS FOR ACTION ITEM A. COMMENTS WERE RECEIVED FROM SHARON THURMAN, SAM OL VI, AND MARIANA FABBIANO, THEY WERE FORWARDED TO THE ENTIRE BOARD OF TRUSTEES FOR THEIR CONSIDERATION AND SPECIFICS OF THE PUBLIC [00:05:06] COMMENTS WILL BE RECORDED IN THE OFFICIAL BOARD MEETING MINUTES. >> THANK YOU. QUICK QUESTION, FOR ANYONE WHO IS POTENTIALLY LISTENING PUBLIC WHO DID NOT HEAR THEIR NAME READ OFF AS SENDING A PUBLIC COMMENT THAT THE TRUSTEES RECEIVED, PLEASE CHECK YOUR E-MAIL. THE ORIGINAL AGENDA HAD A MISPRINT IN ONE OF M'S AND PUBLIC COMMENT WAS MISSING. PLEASE RE-SEND TO PUBLIC AND MAKE SURE COMMENT IS COMMENT@NATOMAS. IF WE RECEIVE MORE PUBLIC COMMENT, IS IT POSSIBLE TO MAKE SURE THEY'RE ADDED TO THE MINUTES? >> IF WE RECEIVE ADDITIONAL COMMENTS BEFORE TRUSTEE TAKE ACTION, I CAN FORWARD THEM TO THE ENTIRE BOARD AND APPROPRIATE STAFF. >> IS THERE'S AN ISSUE, SUPERINTENDENT EVANS IF SOMEONE SENT A PUBLIC COMMENT TO THE WRONG E-MAIL ADDRESS AND SENDS TO US EVEN AFTER WE TAKE ACTION. CAN THOSE PUBLIC COMMENTS STILL BE ADDED TO THE RECORD? >> TO BE HONEST, I'M NOT 100% SURE. IF YOU WANT, WE CAN TAKE A RECESS AND CALL LEGAL COUNCIL. >> I WOULD SAY LET IT BE. AFTER THE MEETING OCCURS, A CALL, I DON'T WANT TO RECESS THIS MEETING BUT JUST DOUBLE CHECK IF WE DO RECEIVE ANYTHING AFTER, I BELIEVE YOU KNOW BECAUSE IT WAS A MISPRINT, THE COMMENT SHOULD BE ADDED. IF ANY ARE RECEIVED AFTER WE ADJOURN IF THEY COULD BE ADDED WOULD BE APPRECIATED. >> COOL. SO, NOW MOVING ON TO OUR DISCUSSION AND OUR ACTION ITEM. BOARD MEMBERS, I WAS HOPING THAT WE COULD GO AND OPEN IT UP FOR COMMENTS AND THEN PART TWO AFTER BOARD MEMBERS HAVE STATED THEIR OPINIONS, WE COULD THEN IF THERE ARE ANY SUGGESTED AMENDMENTS OR CHANGES THAT CAN BE PART TWO OF OUR DISCUSSION. >> OH, AND PRESIDENT KAPLAN -- >> ANY BOARD MEMBERS HAVE COMMENTS ON THE RESOLUTION BEFORE YOU? >> PRESIDENT KAPLAN, JUST TO NOTE, LEGAL COUNCIL MUST HAVE BEEN WATCHING AND TEXTED AND SAYS YES WE CAN ADD THE PUBLIC COMMENTS UP UNTIL ACTION TAKEN. >> THANK YOU LEGAL COUNCIL. >> AND THESE PRO BONO BECAUSE HE WAS WATCHING ON HIS OWN. >> THAT'S A TOTAL FREEBIE. I WILL MAKE SURE HE DOESN'T BILL ON THAT. >> WE HAVE TO SAVE MONEY WHERE WE CAN. >> ANY COMMENTS ON THE RESOLUTION WE HAVE BEFORE YOU BOARD MEMBERS? OKAY. THEN I WOULD THEN LIKE TO SUPERINTENDENT EVANS, I HAD SENT SOME QUESTIONS AND REQUESTED SOME DATA FROM YOU, DO YOU HAVE THAT DATA TO POTENTIALLY PRESENT TO THE BOARD? YOU HAVE TO RE-ASK YOUR QUESTIONS TO MAKE SURE STAFF PROVIDES YOU WITH EXACTLY WHAT YOU WANTED. I THINK WE DO. >> THE QUESTIONS TIED TO INVESTMENTS OR? >> WELL, I HAD SPECIFICALLY ASKED WHERE HAD WE SPENT OUR MONEY REGARDING SOCIAL EMOTIONAL SUPPORTS, PUBLIC SAFETY, SRO, DO YOU HAVE THAT INFORMATION? >> YEAH, YEAH. CHRISTINA, IF YOU WOULDN'T MIND POSTING ON THE SCREEN. OR SHARING YOUR SCREEN. AND SO THIS IS A DOCUMENT ABOUT HOW NUSD INVESTS, WE TALK ABOUT HAVING STUDENTS CONNECTED AND ENGAGED TO THEIR SCHOOL. STUDENTS WHO HAVE THE SOCIAL EMOTIONAL SUPPORT AND CONNECTIONS TO FAMILY. THIS IS JUST A SPREADSHEET THAT TAKES A LOOK AT WHAT OUR NEXT YEAR'S SRO CONTRACT WILL BE FOR A YEAR AND JUST STAFF JUST TOOK A QUICK LOOK BASED ON THE BUDGET MATRICES THAT BOARD RECEIVED IN DECEMBER AND COPY AND PASTED THE SAME NUMBERS AROUND ALTERNATE PROGRAMS, ATHLETICS, THE INVESTMENT IN COLLEGE AND CAREER. BY THE WAY, IB IS NOT INCLUDED WHICH IS ONE OF OUR SIGNIFICANT INVESTMENTS. EARLY LEARNING, FOSTER YOUTH, HOMELESS, NURSES, BAND, PSYCHOLOGISTS, NUTRITION, OUR SAFE DEPARTMENT AND PARENT UNIVERSITY CAREER THAT SHOULD SAY. APOLOGIZE FOR THE TYPO. TECHNICAL EDUCATION. STUDENT MENTORS AND STUDENT SERVICES. AND IN TOTAL OF THOSE SPECIFIC TARGETED INVESTMENTS, 96% OF SOCIAL EMOTIONAL AND OTHER WRAP AROUND SUPPORTS AND SERVICES IN TOTAL COMPARED TO 4% FOR THE SROS. [00:10:05] IF YOU MOVE TO THE NEXT SLIDE, WE TOOK A LITTLE BIGGER SLICE AND I DON'T THINK ONE COULD IGNORE SCHOOL SITES. SCHOOL SITE STAFFING. THE NUMBER AT THE BOTTOM IS THE 52.3 MILLION IN ADDITIONAL FUNDING. WE PUT IN PLACE FOR TEACHERS, FOR OFFICE STAFF, FOR HEALTH ASSISTANTS AND OTHERS AND SO OUT OF TOTALITY, 99% OF THE MONEY THAT WE INVEST WHEN YOU ADD THAT IN IS INVESTED IN SOMETHING ELSE OTHER THAN SROS. THAT'S IT. >> SO CAN YOU TALK ABOUT INVESTMENTS WHERE ON GRADUATION RATES. HOW ARE WE ARIZONA -- AS GRADUATES AND CLOSING THE DIGITAL DIVIDE? OUTSIDE INVESTMENTS, THIS IS ACHIEVEMENT THAT WAS READILY AVAILABLE, CHRISTINA, IF YOU ROLL TO THE NEXT SLIDE. THIS HAS BEEN AVAILABLE IN OUR DISTRICT PROGRESS REPORT AND WE HAVE SPOKEN ABOUT IT. THIS IS OUR USG, RATE. THAT'S OUR DATA COMPARED TO THE STATE DATA BY A VARIETY OF STUDENT GROUPS. NOT JUST ETHNICITY, ENGLISH LEARNERS AND SPECIAL EDUCATION. AS YOU CAN SEE NATOMAS UNIFIED SIGNIFICANTLY OUTPERFORMS THE STATE OF CALIFORNIA IN ALL AREAS. >> AND NOW WHAT ABOUT OUR GRADUATION RATE? >> THE SAME THING. INFORMATION AVAILABLE FROM OUR BUDGET MATRICES AND BUDGET PROGRESS REPORT. SAME THING, OUR STUDENT GROUPS STATISTICALLY SIGNIFICANTLY OUT PERFORM THE STATE AVERAGE. SOMETHING THAT WE'RE REAL PROUD OF. IT WILL FLUCTUATE FROM YEAR TO YEAR. IF YOU LOOK AT NATOMAS SPECIAL GRADUATION RATE WAS 80%. LARGER THAN MOST, NOT MOST, SOME OTHER SCHOOL DISTRICTS OVERALL. GRADUATION RATE. AND I THINK THERE'S ONE MORE SLICE OF DATA THAT ISN'T NECESSARILY BROKEN DOWN BY STUDENT SUBGROUPS. I DON'T THINK WE GET IT THAT EASILY BECAUSE IT'S SO FEW STUDENTS. THAT STUDENTS COULD POTENTIALLY BE IDENTIFIABLE IN MANY SUB GROUPS. OUR ANNUAL DROP OUT RATE AT THE HIGH SCHOOLS YOU CAN SEE FOR THE LAST THREE YEARS WHERE THERE'S DATA THAT EXISTS HAS BEEN UNDER 1% AND IS AT 0.884% AS OF '18- '19 THE YEAR THE DATA WAS MADE AVAILABLE. I THINK THOSE WERE THE AREAS THAT HOPEFULLY ANSWERED YOUR QUESTIONS, PRESIDENT KAPLAN. >> BOARD MEMBERS, ANY OTHER QUESTIONS THAT YOU HAVE INFORMATION THAT YOU WOULD LIKE? TRUSTEE DOSICK? >> NO QUESTIONS AT THIS TIME? >> COMMENTS? >> ON THE INFORMATION PRESENTED? >> ON THE RESOLUTION BEFORE US? >> I HAVE A COUPLE, I HAVE A COUPLE SUGGESTED EDITS WHEN WE GET TO THAT STATE. ARE WE THERE? NOT YET. >> I HAVE SOME. >> TRUSTEE BAINS. ANY >> NO >> OKAY. TRUSTEE GRANT? >> EVERYTHING THAT I WOULD SAY HAS BEEN ISSUED IN A PUBLIC LETTER LAST WEEK. WHEN IT'S, WHEN IT COMES TO LAW ENFORCEMENT IN OUR COMMUNITY. AS THE CONVERSATION PROGRESSES, I DON'T WANT TO JUST RESERVE MY INPUT TO THIS MOMENT THOUGH. >> ABSOLUTELY. I'M JUST TRYING TO KEEP -- >> MY BAD. IT WASN'T A SLIGHT. I'M NOT NEXT TO YOU. I'M ON ZOOM. >> UNDERSTOOD. IT'S HARDER TO WATCH 10 PEOPLE INSTEAD OF TRUSTEES NEXT TO EACH OTHER. I FOR COMMENTS BEFORE WE MOVE ON TO THE NEXT SESSION, OR SECTION, I JUST WANT TO SAY YOU KNOW, BOARD MEMBERS, I BELIEVE THAT WE AS EDUCATION LEADERS CAN MOVE FROM OUR WODS TO MEASURABLE ACTIONS IN ADDRESSING SYSTEMIC RACISM WITHIN OUR PUBLIC SCHOOL SYSTEM. OUR SCHOLARS IN NATOMAS DESERVE NO LESS. THEY NEED MORE THAN THE NICETIES THAT WORDS CAN CONVEY. THEY NEED AND WANT MORE SUPPORT. I AM PROUD OF THE WORK WE HAVE STARTED DOING IN NATOMAS KNOWING WE HAVE MUCH MORE TO DO. THE PROTESTS THESE PAST TWO [00:15:02] WEEKS AND THE HEIGHTENED LEVEL OF CIVIC ENGAGEMENT FROM OUR SCHOLARS AND COMMUNITIES SHOULD SERVE AS AN OPPORTUNITY FOR US TO WORK HARDER TO CONTINUE TACKLING THE RACIAL AND ETHNIC DISPARITIES IN OUR SCHOOLS. PROTESTERS WHICH INCLUDED OUR SCHOLARS HAVE A RIGHT TO PROTEST PEACEFULLY WITHOUT CONCERN FOR BEING GASSED OR HAVE RUBBER BULLETED DISCHARGED AND INJURE THEM OR WORRY ABOUT BEING TAKEN DOWN IN A CHOKE HOLD. ABSENT ACTION, INJUSTICE AND INEQUITIES WILL PERSIST FOR OUR SCHOLARS INSIDE AND OUTSIDE THE CLASSROOM. IF ANYONE IS ASKING FOR NATOMAS TO PASS A RESOLUTION CALLING FOR DISBANDING OF THE SACRAMENTO POLICE, MY POSITION PERSONALLY IS NO. IF ANYBODY IS ASKING FOR US TO ELIMINATE OUR SROS WHO ARE DIVERSE AND INCLUSIVE OF OUR SUDENT POPULATION, MY POSITION IS NO. IF YOU'RE ASKING ME TO SUPPORT FOR CALLING FOR THE RE-IMAGINING AND RESTORATIVE PUSH TO CHANGE OUR CRIMINAL JUSTICE SYSTEM TO END ITS RACIST PROMULGATION MY ANSWER IS YES. WE NEED TO COME TOGETHER AS A COMMUNITY AND POLICING IN A RESTORATIVE MATTER IS WHAT I SUPPORT. I SUPPORT FAST TRACKING OUR CURRICULUM AND PUTTING IN ALTHOUGH SCHOOLS TO MAKE SURE WE HAVE AGE APPROPRIATE CURRICULUM FOR ALL STUDENTS THAT TEACH ABOUT RACE AND DIVERSITY ISSUES IN NATOMAS. WE HAVE INVESTED $2 MILLION IN DIVERSITY AND OUR TEACHING COURSE. I KNOW WE CAN COMMIT TO CONTINUE TO TRY AND DO SO AND MUST TRY AND ADDRESS BOTH BULLYING, RACISM, INTOLERANCE AND THROUGH STAFF TRAINING, FOCUS ON EQUITY WHICH WE ALREADY DO AND WILL CONTINUE AND MAKE SURE TO LOOK AT OUR BIASES AND ADOPT INCLUSIVE POLICIES FOR ALL SCHOLARS. I STAND WITH OUR STATEMENT WE RELEASED LAST WEEK CONDEMNING THE HEART WRENCHING MURDER OF GEORGE FLOYD AND THE SUPPORT OF BLACK LIVES MATTER AND PEACEFULLY PROTESTING AND MORE IMPORTANTLY, I WANT OUR SCHOLARS TO KNOW I BELIEVE YOUR VOICE IS IMPORTANT AND WE MUST DO MORE TO MAKE SURE NATOMAS CLOSES THE GAP AND IS INCLUSIVE AND EQUITY. >> TRUSTEE HEREDIA. YOUR COMMENTS. >> YOU'RE ON MUTE. >> OKAY. FIRST OF ALL, I APPRECIATE THE OPPORTUNITY TO WORK WITH MY FELLOW TRUSTEES ON THIS RESOLUTION TONIGHT. AND I HOPE YOU KNOW PEOPLE WERE THINKING THIS WAS THE FINAL DRAFT AND YET I EXPLAINED TO THEM THAT NO, THE PUBLIC COMMENTS THAT HAVE COME IN HAVE HELPED GENERATE SOME IDEAS FOR ME AND ALSO YOU KNOW I AM HOPING THAT WE TAKE THOSE INTO CONSIDERATION. YOU KNOW THIS DISTRICT HAS WORKED TOWARDS LOOKING AT THE ISSUE OF DIVERSITY FOR A LONG TIME. IT GOES WAY BACK TO WHEN YOU HAVE, WHEN WE HAD FORMER SUPERINTENDENTS AND A SUB COMMITTEE LOOKING AT THIS. UNFORTUNATELY DUE TO BUDGET CUTS, THAT COMMITTEE WAS DISBANDED. I LOOK FORWARD TO THE WORK WE'RE DOING. TRUSTEE KAPLAN AND I JUST COMPLETED A YEAR LONG PROGRAM ON BIAS AND INEQUITY IN STATE AND HOPE TO BRING FORWARD SOMETHING WE DRAFTED ON DIVERSITY AT A LATER DATE AND WE HAVE MENTIONED THAT IN PREVIOUS MEETINGS. THANK YOU. >> ALL RIGHT. NOW MOVING, IF ANY BOARD MEMBERS HAVE COMMENTS OR SUGGESTED AMENDMENTS. TRUSTEE DOSICK. YOU MENTIONED. >> YEAH. AND I AM SCROLLING THROUGH MY NOTES. I HAVE ONE AND MAY NEED TO COME BACK IN A MOMENT. THE FIRST FOR CLARITY ON THE TOP OF PAGE 2, WHERE IT HAS WHEREAS THE GOVERNING BOARD HAS ALLOCATED A SCHOOL PSYCHOLOGIST AT AFTER STATE, HIGH SCHOOL COUNSELOR RATIO WELL BELOW CALIFORNIA AVERAGE AND RECENTLY HIRED, SO IT'S REALLY JUST THE [00:20:07] WORDING OF THIS. SO, THE SECTION THAT SAYS HIGH SCHOOL COUNSELOR RATIO IS WELL BELOW. I THINK IT'S MISSING A VERB. >> IT COULD SAY NATOMAS'S HIGH SCHOOL COUNSELOR STUDENT RATIO IS WELL BELOW THE CALIFORNIA AVERAGE. >> THE WAY IT'S WRITTEN. THIS IS A NUANCE. IT'S LIKE COUNSELOR TO STUDENT RATIOS OR STUDENT TO COUNSELOR ARE LOW BECAUSE THE WAY IT'S WRITTEN, IT IMPLIES THE COUNSELORS ARE LOW TO THE STUDENTS VERSUS STUDENTS TO COUNSELOR IS LOW. MAYBE WHERE HIGH SCHOOL STUDENTS TO COUNSEL, HIGH STUDENT TO COUNSELOR RATIOS ARE WELL BELOW THE CALIFORNIA AVERAGE. >> PRESIDENT KAPLAN, WOULD YOU LIKE ME TO SHARE MY SCREEN AND PROJECT THE RESOLUTION SO TRUSTEES CAN SEE THE POTENTIAL EDITS AT THE SAME TIME? >> TRUSTEES ARE YOU THAT? >> YES PLEASE. >> JUST A SECOND. JUST PRETEND LIKE SOME OF US ARE OLDER THAN YOU AND MAKE IT A LITTLE BIGGER PLEASE. >> I THINK IT SHOULD BE STUDENT TO COUNSELOR RATIOS. SOMEBODY ELSE WHO WANTS TO GRAMMAR CHECK ME. I WANT TO MAKE SURE WE'RE CLARIFYING. I THINK IT'S STUDENT TO COUNSELOR RATIO. RATIOS ARE WELL BELOW THE CALIFORNIA AVERAGE. >> IT WOULD BE IS. >> RATIOS ARE. >> WELL CAN WE SAY KEEP IT IN THE SINGULAR HIGH SCHOOL COUNSELOR RATIO IS WELL BELOW THE CALIFORNIA AVERAGE. THAT WOULD WORK. RATIO. AND THEN I APOLOGIZE BUT IF YOU CAN CIRCLE BACK TO ME, I'M GOING TO TRY AND FIND WHERE MY OTHER COMMENT WAS. >> I THINK YOU NEED AN ARTICLE WELL BELOW >> >> SORRY. >> NO. THAT WAS GOOD. TRUSTEE BAINS. DO YOU HAVE ANY COMMENTS OR CONCERNS SUGGESTIONS? FOR THE RESOLUTION? I'M GOOD WITH THE RESOLUTION PRESENTED. >> OKAY. THANK YOU. TRUSTEE GRANT. >> YEAH, I WANT TO BRING ATTENTION TO ONE OF THE SUGGESTED AMENDMENTS FROM MISS SHARON THURMAN WHO I HAD THE OPPORTUNITY TO SPEAK TO ON AN MP3. I COULD HAVE MISSED IT, BUT IS THERE ANYTHING HERE THAT TALKS ABOUT ENCOURAGING IMPLICIT BIAS TRAINING? I DON'T REMEMBER SEEING THAT. SHE DOES MENTION IT. BUT THE RESOLUTION. NO. NOT IN TERMS OF THE RESOLUTION BUT INCLUDED IN THE TOPIC IMPLICIT BIAS IN THE CLASSROOM. I GUESS THIS RESOLUTION IS TO THE LEGISLATURE AND CITY OF SACRAMENTO POLICE. RIGHT? IT ALSO CAN BE WHAT WE RESOLVE AS A BOARD. >> SO, I WILL REMIND THE BOARD -- >> CAN I JUST -- >> JUST FINISH. SO SORRY. I LOVE YOU. YOU'RE THE MAN. THE REASON I'M ASKING THE QUESTION IS BECAUSE WANT TO MAKE SURE THAT BEING SENSITIVE TO WHATEVER WE RESOLVE AS NOT CREATING ANOTHER EXPENSE OR ADD SOMETHING TO OUR CURRICULUM WITHOUT GOING THROUGH THE NECESSARY CHANNELS. WHAT SHE'S ASKING IS THIS IS MY INTERPRETATION. FORGIVE ME, WE NEED TO ADD THIS TO THE CURRICULUM. IS THAT POSSIBLE THROUGH THIS RESOLUTION IS WHAT I'M ASKING? I'M OPEN TO DISCUSSING CURRICULUM AT ANY TIME. [00:25:04] THIS PARTICULAR RESOLUTION IS ABOUT CALLING ON THE LEGISLATURE AND THE CITY, I MEAN THE CITY OF SACRAMENTO, I WANT TO MAKE SURE THAT'S WHAT WE'RE DOING, RIGHT? >> SO OKAY. SUPERINTENDENT EVANS. >> SORRY ABOUT THAT SUPERINTENDENT. >> I WAS THE ONE WHO INTERRUPTED YOU, MY APOLOGIES. >> I AM TRYING TO SCAN THROUGH. WE DID HAVE A BOARD MEETING WHERE WE RECOGNIZED HAVING THE MOST DIVERSE BOARD AND THE BOARD DID COMMIT TO TRAINING FOR STAFF AROUND IMPLICIT BIAS AND I HAVE ANGELA HERRERA TO GIVE YOU AN UPDATE WHERE OUR WORK IS. >> SO, CAN YOU GUYS HEAR ME OKAY? NO. ALL RIGHT. CAN YOU HEAR ME OKAY? >> A LITTLE BIT. MAKE SURE YOU SPEAK IN. >> I AM RIGHT IN FRONT OF IT. SO, YOU MAY RECALL DR. JASON A FROM UC BERKELEY, PROFESSOR OF PSYCHOLOGY. >> I CAN'T HEAR HER VERY WELL. >> CAN YOU GO TO WAS? >> NO. NO. CHRIS, WE CAN HEAR YOU LOUD AND CLEAR. IS YOUR COMPUTER MIC ON? >> THEY MADE SURE TO TURN IT OFF. I JUST PROJECT EXTREMELY >> GOT IT. >> OKAY. CAN YOU HEAR ME NOW? ANY BETTER? WE REALLY NEED THIS TO BE FIXED. THIS IS TWICE IN A ROW. CAN I HAVE THE DOCUMENTS. I DON'T HAVE IT MEMORIZED. >> SO YOU GUYS MIGHT REMEMBER THAT AS OF LAST SPRING WE PARTNERED WITH UC BERKELEY AND DR. JASON AQUONOFA AND SHARED THIS IN COMMUNICATIONS AUGUST 23RD, SEPTEMBER 6TH, SEPTEMBER 20TH AND OCTOBER 4TH. THIS IS A REALLY LOCAL TO NATOMAS UNIFIED FUNCTION WHERE OUR VOLUNTEER TEACHERS AND STUDENTS HAVE BEEN ABLE TO ENGAGE IN BOTH SURVEYS, JOURNALS AND IN SOME CASES, ACTIVE METABOLIC WRIST BANDS FOR 24 HOURS A DAY TO GET A SENSE FOR HOW STUDENTS AND STAFF INTERACT IN THE CLASSROOM. AND SO THAT PARTICIPATION STUDY WAS COMPLETELY VOLUNTARY. A TOTAL OF 124 OF OUR TEACHERS PARTICIPATED IN PART ONE. 68 OTHERS PARTICIPATED IN THE NON-WRIST BAND STUDY. NOT OTHERS, 68 DID WRIST BAND JOURNALLING. AND SO IN PART TWO OF THE STUDY, 53 MIDDLE AND HIGH SCHOOL TEACHERS PARTICIPATED. AND JUST AS WE WERE STARTING TO ANALYZE THE DATA AND WE'RE STILL DOING BEHIND THE SCENES STUFF. JUST AS THAT WENT DOWN, COVID-19 STRUCK. SO WE'RE STILL WORKING BEHIND THE SCENES TO FINISH THAT UP. TO HAVE VERY SPECIFIC LOCALIZED INFORMATION ON IMPLICIT BIAS THAT EXISTS IN OUR DISTRICT AND TO DEVELOP AN ACTION PLAN ON WHAT TO DO WITH IT FROM THERE. SO COVID-19 GOT IN THE WAY ON THAT ONE. SO TRUSTEE GRANT, WHAT I HEAR AND I APPRECIATE MS. THURMAN'S COMMENTS. THIS URGES THE CITY OF SACRAMENTO TO TAKE CERTAIN ACTIONS. I THINK RESOLVING POTENTIALLY FOR US TO DO THINGS WITHOUT GIVING STAFF TIME TO ANALYZE COSTS MAY NOT BE THE BEST USE OF THIS. BUT I THINK A FOLLOW UP YOU KNOW DISCUSSION ON THIS AT ANOTHER TIME. IN REGARDS TO THE ACTIONS, MIGHT BE WORTH WHITE. WHAT ARE YOUR THOUGHTS ON THAT? >> I AGREE. THIS IS NOT TO DOWN PLAY WHAT IS GOING ON. WE ARE OBVIOUSLY MEETING AS A BOARD OF TRUSTEES FOR A REASON. THIS IS VERY SERIOUS STUFF HERE. WE ALSO HAVE TO TAKE A LOOK AT THE CUTS THAT WE TOOK RECENTLY. THOSE WILL HAVE SERIOUS IMPACTS TO CONTINUE DOING WHAT WE CAN DO, THAT WE CONSIDER COMPLETELY NECESSARY WE HAVE TO LOOK AT [00:30:06] OTHER RESOLUTION ON ITS OWN AND MAKE SURE WE'RE NOT CREATING EXPENSES FOR STAFF AND NOT GIVING THEM ADEQUATE TIME. WITH THAT, I THINK BECAUSE WE'VE DONE GREAT WORK AS A BOARD TOGETHER, I THINK EACH INDIVIDUAL TRUSTEE HAS AN OPTION TO AGENDIZE AN ITEM. IF ANY TRUSTEE IS MOVED TO DO THAT, I ENCOURAGE THEM TO DO SO. THIS PARTICULAR RESOLUTION IS DIRECTED TOWARD THE LEGISLATURE AND THE CITY OF SACRAMENTO POLICE. I JUST WANTED TO ACKNOWLEDGE THAT. MS. THURMAN AND I SPOKE. JUST WANTED TO ASK THE QUESTION. ANY OTHER SUGGESTED AMENDMENTS OR THINGS YOU NOTICED? CHRISTINE ACAN YOU SCROLL THAT WAY? NO WAIT. YEAH, COOL. YEAH, I THINK THIS IS REASONABLE. I THINK IT'S BALANCED. I WANT TO JUST ADD COMMENTS. TRUSTEE KAPLAN, I APPRECIATE YOU MAKING IT CLEAR WHAT YOUR STAND IS ON DEFUNDING THE POLICE. I WANT TO BACK THOSE COMMENTS UP. I'M OPEN TO REFORM. I THINK A LOT OF PEOPLE BECAUSE THERE'S A LOT OF CONVERSATION WHERE PEOPLE ARE BEING PUT IN THESE MONOLITHIC CIRCLES. IF YOU'RE PEACEFULLY PROTESTING. I 100% SUPPORT YOU. IT'S YOUR RIGHT TO ASSEMBLE. I JUST, WHERE SOME OF THIS DISCOURSE IS GOING. BLACK PEOPLE ARE AFRAID OF THE SAME NEGATIVE ELEMENT THAT EXISTS BECAUSE WE HAVE SEEN PEOPLE WHO TRIED TO SABOTAGE THESE PROTESTS AND HIJACK THEM FOR THEIR MEANS AND HARM PEOPLE IN THE PROCESS. WE HAVE SEEN BUSINESS OWNERS. I WAS WATCHING THE NEWS. A BUSINESS OWNER LOSE A BLACK AMERICAN, SAY, I PUT MY WHOLE LIVE SAVINGS INTO THE BUSINESS AND FOLKS CAME BY WHO I DON'T KNOW AND DO IT UP. WHOEVER IS RESPONSIBLE FOR THAT. THE JUSTICE SYSTEM SHOULD CATCH UP WITH THEM. THE SAME CRIMINAL ELEMENT THAT OTHER RACES ARE WORRIED ABOUT, AS LEGENDER TUPAC WOULD SAY THE SAME THING. WE WANT LAW ENFORCEMENT THE WAY IT HAS BEEN IMPLEMENTED IN NATOMAS THROUGH OUR SROS IS A COMMUNITY BASED WAY WHERE THEY DO A LOT OF WRAP AROUND SERVICES. IF YOU LOOK AT THE BUDGET OVERALL. 1% OF THE BUDGET. THAT'S NOT, I DON'T THINK THAT'S UNREASONABLE ALLOCATION. ALSO THINK WE HAVE TO BE HONEST ABOUT THE TIMES WHERE STUDENTS HAVE MADE THREATS ON OUR CAMPUSES. RIGHT. I DON'T BELIEVE IN ARMING OUR TEACHERS. I THINK THAT'S A COP OUT. IF YOU HAVE TO GET TO THE POINT TEACHERS ARE ARMED, WE HAVE FAILED AS A SOCIETY AND WE'RE PAYING TAXES FOR NO REASON. I THINK IF YOU WANT A SITUATION WHERE TRAINING PROFESSIONALS ARE GOING TO BE ABLE TO RESPOND TO HOSTILE THREATS. RESPOND WITH SOCIAL EMOTIONAL SUPPORT AND KEEP PEOPLE SAFE. THAT'S A PART OF THE CONVERSATION. WE'RE NOT, WE'RE NOT IN MINNEAPOLIS. WE HAVE TO LOOK AT WHAT'S GOING ON IN NATOMAS. THANK YOU FOR MAKING THAT CLEAR. I SUPPORT THOSE COMMENTS. THAT WILL BE ALL FOR ME. >> THANK YOU, TRUSTEE GRANT. TRUSTEE HEREDIA. >> SO TRUSTEE GRANT PROVIDED THE GREATEST, NOT THE GREATEST, A GREAT SEGWAY INTO MY COMMENTS NEXT. AND THAT'S ABOUT LOOKING AT NATOMAS IN THE CONTEXT OF NATOMAS. I WANT TO RESPOND TO ONE OF THE PUBLIC COMMENTS THAT WAS SENT TO US ABOUT WHERE SOMEONE, AN INDIVIDUAL CITED RESEARCH THAT LOOKS AT POLICE YOU KNOW THE POLICE ON CAMPUS. AND THERE IS A BODY OF RESEARCH THAT LOOKS AT POLICE ON CAMPUS. AND THAT BODY OF RESEARCH IS MIXED REVIEWS. THE PERSON BASED ON THIS RESEARCH, YOU KNOW, URGING US TO PLEASE ELIMINATE OUR SROS IN OUR COMMUNITY. AND ONE OF THE THINGS YOU HAVE TO LEARN ABOUT WHEN YOU UNDERSTAND ABOUT RESEARCH IS THAT, THERE IS SOME GREAT RESEARCH BUT IT DOESN'T ALWAYS MEAN THAT RESEARCH IS APPLICABLE [00:35:03] TO THE CONTEXT >> ANOTHER CONTEXT. IT MAY NOT ALWAYS BE PORTABLE. WHILE THERE IS SCIENTIFIC EVIDENCE THAT SUPPORTS THE NOTION THIS IS MORE HARMFUL. THAT THERE IS A RISE IN SUSPENSIONS AND EXPULSIONS AND STUDENTS THAT DON'T GRADUATE HIGH SCHOOL. ONE STATISTIC SUPERINTENDENT EVANS SHARED PRIOR TO THE DISCUSSION. I WANT PEOPLE TO LOOK AT HOW HAS HAVE SROS WORKED IN NATOMAS. TRUSTEE GRANT WANTED TO ADD SOMETHING AND REALIZED IT WAS MORE FOR THIS DISTRICT RATHER THAN THE LEGISLATURE. WHAT WE DON'T KNOW AS BOARD MEMBERS AND WHICH IMPORTANT HOW WE GET IT IS HOW STUDENTS VIEW SROS ON CAMPUS. I WANT TO MAKE A DISTINCTION BETWEEN POLICE RECOVERS BECAUSE SOME DISTRICTS HAVE THEIR OWN POLICE FORCE. SOME DISTRICTS RELY ON POLICE OFFICERS TO COME TO THEIR CAMPUS. WE HAVE SROS. THOSE ARE RESOURCE OFFICERS. SO OUR OFFICERS HAVE A VESTED INTEREST IN OUR SCHOOLS BECAUSE THEY ARE THERE ON A DAILY BASIS TO HELP US NURTURE THE RELATIONSHIP BETWEEN YOU KNOW BETWEEN THEMSELVES AND STUDENTS. SO, I REALLY AT SOME POINT, I THINK WE NEED TO HAVE A DISCUSSION ABOUT WHAT IS AN ACCURATE YOU KNOW ACCURATE PERCEPTION AMONG OUR STUDENTS, OUR TEACHERS, AND OTHERS ABOUT THE PRESENCE OF SROS ON OUR CAMPUS. SO THAT AGAIN, WE CAN REFORM, YOU KNOW, AND LOOK AT MAYBE THERE'S SOME THINGS WE NEED TO DO. AND THEN FINALLY, TRUSTEE GRANT, YOU AND I JUST NEED TO BE ON THE SAME PAGE TO DO. I TOO YOU KNOW, DIDN'T HAVE A CHANCE TO TALK TO SHARON THURMAN BUT DID PROVIDE US WITH REALLY GREAT IDEAS ABOUT SOCIAL EMOTIONAL SUPPORT. I THINK THAT'S A BIG FOCUS OF US. BUT THE ANTI, YOU KNOW WHAT SHE IS RECOMMENDING IS IMPLICIT BIAS TRAINING. I WOULD STRONGLY URGE THIS BOARD TO HAVE A FUTURE DISCUSSION ABOUT THAT TYPE OF TRAINING AND REALLY LOOK AT IT. I UNDERSTAND THE CURRENT TRAINING THAT WE HAVE IN OUR DISTRICT. I UNDERSTAND KNOWLEDGEABLE ABOUT THAT TYPE OF TRAINING AND WHAT MAY, THE RESULTS THAT MAY COME. WHAT THE INTENDED WHAT WE'RE LOOKING FOR. BUT I THINK THAT UNTIL WE TAKE A SYSTEMATIC APPROACH TO TALKING ABOUT BIASES IN THIS DISTRICT AND EXPECTATIONS, THAT WE WILL CONTINUE EVEN DESPITE THE FACT THAT WE HAVE THESE HIGH GRADUATION RATES AND WE'RE DOING SO WELL, WE STILL WILL HAVE THESE UNDERLYING ISSUES THAT WE HAVE NOT RESOLVED THAT WE HAVE NOT EXPLORED, THAT WE HAVE NOT TRIED TO UNDERSTAND THAT WOULD ALSO HELP IN OUR SCHOOLS. SO, I THINK THOSE ARE MY COMMENTS FOR NOW. >> TRUSTEE DOSICK. DID YOU FIND YOUR NOTES? YOU'RE ON MUTE, SIR. YOU'RE ON MUTE. >> HE'S REALLY GOING TOO. >> I WAS ON FIRE. SO DID YOU GET ALL THAT? NO, I WAS STARTING TO LOOK THROUGH MY NOTES AND REALIZED I REALLY WANTED TO PAY ATTENTION TO WHAT TRUSTEE HEREDIA AND GRANT WERE SAYING. >> I DO HAVE ONE BUT IF YOU NEED MORE TIME. ONE OF THE THINGS THAT WAS DISCUSSED IF YOU DON'T MIND TRUSTEE DOSICK TO ADD IN ONE OF THE BE IT FURTHER RESOLVES, I AM GOING TO READ IT AND I'M ALSO BECAUSE NORMALLY IN A BOARD MEETING, I WOULD HAVE THIS PRINTED OUT TO HAND TO ALL OF YOU. CHRISTINA, HOWEVER LEGALLY WE'RE [00:40:05] SUPPOSED TO DO THIS AS A MAKE IT LEGAL. I'M SENDING THE E-MAIL NOW JUST TO MAKE SURE EVERYBODY KNOWS THIS WASN'T DONE PRIOR TO THE BOARD MEETING. EVERYBODY HAS THE LANGUAGE AND I WILL READ TO YOU CHRISTINA. I ALSO SENT IN E-MAIL. AND THIS IS LANGUAGE THAT I GOT FROM COUNCIL MEMBERS AND I JUST WANT TO RE-EMPHASIZE WHAT THEY'RE ASKING FOR THAT WE AS A BOARD CONCUR BECAUSE IT IS FROM COUNCIL MEMBERS DARRA, CARR, JENNINGS, AND IT'S IN MY E-MAIL. ONE OTHER COUNCIL MEMBER. BUT I WOULD LIKE IT TO SAY, BE IT FURTHER RESOLVED THE GOVERNING BOARD SUPPORTS THE CITY OF SACRAMENTO REVIEWING THE EIGHT CAN'T WAIT, IT'S IN QUOTES. YEP. USE OF FORCE POLICY FRAMEWORK AND WHAT NEEDS TO BE ADOPTED FROM THIS FRAMEWORK IN SACRAMENTO COMMA, A REVIEW OF THE CITY'S OFFICE OF PUBLIC SAFETY ACCOUNTABILITY COMMA ACTIONS THE CITY NEEDS TO TAKE TO INCREASE PUBLIC SAFETY TRANSPARENCY, REVIEW OF THE RECOMMENDATIONS, WHERE DID I GO? FROM THE SACRAMENTO COMMUNITY POLICE REVIEW COMMISSION WITH A RESPONSE FROM THE CITY MANAGER ON THEIR POLICY PROPOSALS, INCREASE ACTIONS TO ENGAGE AND WORK WITH THE AFRICAN AMERICAN COMMUNITY, AND SUPPORT THE CITY EFFORTS TO INCREASE DIVERSITY WITHIN THE SACRAMENTO POLICE DEPARTMENT SO IT IS REFLECTIVE OF THE COMMUNITY IT SERVES. AND THIS PUTS TOGETHER SOME OF THE REQUESTS FOR INCLUSION BY THE LETTER FROM THE SACRAMENTO STONE WALL DEMOCRATS AS WELL AS THE PUBLIC COMMENT FROM MARIANA CORONA WHO SERVED ON THE SACRAMENTO POLICE REVIEW COMMISSION. THIS TAKES IN A LOT OF THEIR REQUESTS AND COMMENTS BUT ALSO IS EXACTLY WHAT WAS REQUESTED JUST IN ONE THERE RESOLVED FROM WHAT FOUR COUNCIL MEMBERS WERE LOOKING AT THE CITY OF SACRAMENTO TO DO. COMMENTS? CONCERNS, DOSICK, HEREDIA, BAINS? GRANT. >> THIS IS SUPER KNIT PICKY. LET'S TRY BLACK COMMUNITY. AS THE RESIDENT JAMAICAN AMERICAN ON THE BOARD, I THINK IT WILL PULL ME IN THERE A LITTLE BIT. >> HAPPY TO. >> I THINK IT'S A GOOD INCLUSION. AND I JUST READ THE FRAMEWORK OF THE EIGHT CAN'T WAIT, IT SEEMS PRETTY REASONABLE TO ME AND I BEING THE LANGUAGE MAKES IT CLEAR THERE'S A REVIEW GOING ON. THAT'S, I THINK A GREAT ADDITION. >> THANKS, I JUST THOUGHT THIS [00:45:06] ADDED MORE TRANSPARENCY AND ACCOUNTABILITY HOW WE AS A BOARD BELIEVE EVERYTHING SHOULD BE. WE SUPPORT THAT IN MOVING FORWARD. >> GREAT. >> SO -- >> TRUSTEE HEREDIA, ANYBODY? >> SO, I AM OKAY WITH THIS. ONE OF THE THINGS I ALWAYS WANT US TO REMEMBER, INCREASING DIVERSITY DOESN'T MEAN EQUALITY WILL TAKE PLACE WITHIN A COMMUNITY. THAT'S REALLY SOMETHING VERY IMPORTANT THAT WE HAVE TO THINK ABOUT. AND I KNOW WE CAN'T MANDATE WHAT THE CITY DOES. NOR WOULD WE WANT THEM TO M MANIDATE WHAT THEY DO. EVERYBODY BENEFITS FROM TRAINING NO MATTER WHO YOU ARE. I THINK IT'S INCUMBENT UPON ALL OF US TO GET THAT TYPE TRAINING. THANK YOU. >> YEAH. ONE MORE IF THAT'S OKAY, TRUSTEE, PRESIDENT KAPLAN. >> ABSOLUTELY >> AND TRUSTEE HEREDIA, VICE PRESIDENT HEREDIA, I WANT TO ADD, INCREASING DIVERSITY. YOU'RE RIGHT. WE'RE NOT TELLING THE CITY WHAT TO DO, I WOULD WANT TO RECOGNIZE WHAT WE DO HERE. WE HAVE PATHWAYS. THOSE EDUCATONAL PATHWAYS. EVERYBODY SELF ACTUALIZES DIFFERENTLY AND PICK WHAT THEY VALUE. SO TO A LARGE EXTENT WE CAN INFLUENCE THAT. I KNOW WE HAVE PATHWAYS HERE I THINK WOULD LEND THEMSELVES TO THOSE EFFORTS. >> PERFECT. THANK YOU. I TOTALLY AGREE. ONE MINOR AMENDMENT CHRISTINA, THEREFORE IT BE RESOLVED, AFTER THE CALIFORNIA LEGISLATURE, WE NEED TO WRITE IN THE CITY OF SACRAMENTO. BECAUSE WE'RE ALSO ASKING THE CITY OF SACRAMENTO AND THE SACRAMENTO POLICE DEPARTMENT. >> SO, MY MICROPHONE HAS GONE DEAD NOW SUDDENLY. >> YES. WE CAN HEAR YOU. CHRISTINA HAS WHAT WE TYPICALLY USE FOR BOARD POLICIES AND OTHER ISSUES. SHE HAS THE FULL DOCUMENT WITH LANGUAGE IN BLACK THAT EXISTED BEFORE. AND BLUE THAT HAS BEEN PROPOSED NEW ADDITIONS. IS THERE ANYTHING THAT STAFF CAN DO TO HELP TRUSTEES SEE THIS AND/OR DETERMINE IF THEY ARE READY TO TAKE A VOTE? >> CHRIS, I'M SORRY, I HAD ONE OTHER THING LISA. IF I COULD. >> YEP. OR CHRISTINA. AND IT'S JUST AN INCONSISTENCY IN THE DOCUMENT. THE VERY TOP SAYS THIS IS A RESOLUTION URGING. AND THEN WHEN YOU GET TO THE FIRST BE IT RESOLVED, RESOLUTION URGING, TO BE CONSISTENT, LISA WITH WHAT YOU JUST SAID, WE SHOULD PROBABLY SAY RESOLUTION URGING IS GOOD, BUT THE CALIFORNIA LEGISLATURE, CITY OF SACRAMENTO AND -- >> BACK UP. BACK WHERE YOU ARE. >> SHE'S GOING TO COPY. >> YEAH, SHE WAS JUST GOING TO COPY. >> I HAD YOUR BACK. >> ALL TYPE A'S TRYING TO DO SOMETHING. WE NEED THE THE MINORITY REPORT GLOVES TO BE ABLE TO -- >> NO PUN INTENDED OF COURSE. >> AND OF COURSE -- >> GO AHEAD. >> SO, AND THEN AT THE BOTTOM OF THE FIRST RESOLVED, SO WE SAY, I'M POINTING AT THE SCHOOL AS IF YOU CAN SEE. THE GOVERNING BOARD ENCOURAGES THE CALIFORNIA LEGISLATURE, JUST TO BE CONSISTENT, ENCOURAGES SHOULD BE URGES. I THINK WE GOT THAT IN ONE OF OUR PUBLIC COMMENTS AS WELL. I THINK IT'S A LITTLE STRONGER AND WARRANTED. >> THAT'S RIGHT. >> SO TRUSTEE GRANT, WOULD IT ALSO BE APPROPRIATE WHEN THE PARAGRAPH PAGE 2, YOU CAN SEE IT ON THE SCREEN RIGHT THERE WHERE IT TALKS ABOUT AN UNARMED [00:50:04] AFRICAN AMERICAN MAN, SHOULD WE PUT UNARMED BLACK MAN. >> YOU KNOW, I DON'T KNOW, I MEAN I DIDN'T KNOW GEORGE FLOYD PERSONALLY. NOT TO DISTANCE MYSELF. IN THAT INSTANCE IT'S FINE. YOU KNOW. IF YOU WANTED A CATCH ALL FOR CONSISTENCY SAKE. >> BECAUSE YOU ALSO BROUGHT UP A GREAT POINT THAT MANY OF OUR BROTHERS AND SISTERS MAY BE MORE SO FROM JAMAICA RATHER THAN OTHER COUNTRIES. >> IF HE DID, WHILE HE WAS ALIVE, I WANT TO BE SENSITIVE.
