I WOULD LIKE TO LET THE PUBLIC KNOW THAT BECAUSE OF MY UNIQUE CIRCUMSTANCES AND EXPERIENCE WITH SOME OF THE ISSUES THAT THIS NATION IS CURRENTLY FACED WITH, I DID GO AHEAD AND ISSUE A SEPARATE LETTER AND IN THAT LETTER, I ADDRESSED TO MOVE MY OWN TREATMENT IN RELATION TO WHAT'S BEEN GOING ON AND I ENCOURAGED A HEALTHY PATH FORWARD. I THINK WE'VE SEEN A LOT OF PROTESTS AND I ABSOLUTELY RESPECT THE RIGHT TO PROTEST. AT THE SAME TOKEN, I WOULD ENCOURAGE PEOPLE TO REJECT ANYONE THAT'S GOING TO TAKE THIS MOMENT FOR THEIR OWN SELF-INTEREST AND PERSONAL GAIN. I DON'T THINK ANYONE BENEFITS FROM HAVING THEIR OWN NEIGHBORHOODS DESTROYED. THERE ARE A LOT OF BUSINESSES AND INDIVIDUALS AND VULNERABLE PEOPLE. A LOT OF PEOPLE WHO DON'T HAVE ACCESS TO RESOURCES THAT I THINK WE HAVE TO THINK ABOUT WHEN WE'RE MAKING THESE STATEMENTS. SO I 100% SUPPORT PEOPLE AND STAND WITH THE COMMUNITY BUT I WANT TO ENCOURAGE PEOPLE TO TAKE A LOOK AT WHO IS AMONGST THEM DURING THESE PROTESTS AND WHAT THE COST IS TO THE COMMUNITY. WE'VE SEEN SOME PEOPLE COME OUT OF NOWHERE OUT OF TOWN JOIN PROTESTS AND THEY WANT TO ACT LIKE THEY'RE PART OF THE SOLUTION BUT THERE'S A LOT OF ACTIONS THAT I THINK ARE COUNTERPRODUCTIVE AND COUNTERINTUITIVE AND THIS REMINDS ME OF BACK HOME. I GREW UP I REMEMBER AT A VERY YOUNG AGE THE LOS ANGELES RIOTS AND I REMEMBER SEEING SIMILAR THINGS SO I THINK WE HAVE TO TAKE THIS MOMENT AS A COMMUNITY AND USE OUR UNDERSTANDING OF PAIN. WE HAVE TO USE OUR UNDERSTANDING OF UNFAIR CONDITIONS AND USE THAT TO EDIFY OTHERS AND EDUCATE OTHERS. AND SO I WANTED TO WRITE A LITTLE BIT MORE AT LENGTH THAT I THINK MIGHT NOT NECESSARILY BE CAPTURED BEST ON DISTRICT LETTER HEAD. I'VE GOT A LOT OF RESPONSE FROM PEOPLE. I'VE GOT SOME PEOPLE TO DISAGREE WITH ME. I HAVE SOME WHO AGREE WITH ME. BUT I THINK THAT'S THE BEGINNING OF A HEALTHY CONVERSATION THAT NEEDS TO HAPPEN IN THIS COUNTRY ABOUT LAW ENFORCEMENT, POLICE CONDITIONS, SYSTEMIC INEQUALITY, HOW PEOPLE ARE TREATED GENERALLY AND I THINK IT'S TOTALLY UNFAIR AND THERE WAS ABSOLUTELY NOTHING AT ALL THAT WAS HUMANE ABOUT THAT ARREST. YOU CAN'T SIT ON SOMEONE'S NECK FOR TEN MINUTES, 200 POUND MAN, FULL POLICE GEAR, AND THINK THERE'S GOING TO BE A POSITIVE OUTCOME RIGHT THERE. THIS MAN WAS NOT FROM THE RESEARCH THAT I'VE SEEN AND THINGS THAT I'VE LOOKED AT, HE WAS NOT BUSTED FOR NUCLEAR WEAPONS. THIS MAN WAS ARRESTED FOR SOMETHING MUCH, MUCH LESS SERIOUS AND IF YOU ARE NO MATTER WHAT ACTUALLY I TELL YOU WHAT, NO MATTER WHERE YOU COME FROM ON THE POLITICAL SPECTRUM, WE ALL HAVE CONSTITUTIONAL RIGHTS IN THIS COUNTRY AND I THINK YOU SHOULD BE ALARMED AS I AM AND AS I WAS BY THIS LACK OF DUE [00:10:07] PROCESS FOR THIS PERSON AND WE ALL HAVE THE RIGHT TO BE TREATED HUMANELY. AGE THE TWO SUBSEQUENT FISCAL YEARS. THE DISTRICT DOES HAVE THE STATE REQUIRED RESERVES OF 3.6 MILLION. HOWEVER, I WOULD LIKE TO SAY THAT DUE TO THE STATE PROPOSED BUDGET CUT OF 10% RELATED TO THE RECESSION AND THE IMPACT OF COVID-19, THE ONGOING REDUCTION IN THIS REVENUE, THE PROPOSED ONGOING REDUCTION OF 10.4 MILLION SIGNIFICANTLY IMPACTED THE DISTRICT'S BUDGET. AS PART OF THE GOVERNOR'S MAY REVISION, THE STATUTORY COST OF LIVING ADJUSTMENT WAS SUSPENDED AND A DEFICIT FACTOR SOMETIMES CALLED A RESULTED IN A REDUCTION IN REVENUE OF 10%. THE BOARD APPROVED $7.4 MILLION IN BUDGET REDUCTIONS WHICH WERE INCLUDED IN THE PROPOSED BUDGET AND IT REPRESENTED 71.8% OF THE TOTAL STATE BUDGET CUT. THE BOARD APPROVED REDUCTIONS DID NOT INCLUDE ANY LAYOFFS OF EMPLOYEES. DEPENDING ON THE FINAL STATE BUDGET AND SUBSEQUENT YEAR BUDGET, ADDITIONAL REDUCTIONS MAY BE NEEDED TO MAINTAIN A BALANCED BUDGET AND TO MEET THE STATE REQUIRED RESERVES THROUGH 22-23. SO WE DON'T KNOW HOW LONG WE'LL BE IN THE RECESSION. IT COULD BE AN L SHAPE AND SO WE NEED TO KEEP OUR EYES ON IT AND SO THERE COULD BE ADDITIONAL REDUCTIONS AS IT RELATES TO THAT IN FUTURE YEARS. OUR CBEDS ENROLLMENT INCLUDES ABOUT 102 ADDITIONAL STUDENTS. HOWEVER, WHEN WE BUDGET FOR OUR AVERAGE DAILY ATTENDANCE, WE MAKE SURE THAT WE STAY CONSERVATIVE SO WE HAVE BUDGETED [00:25:03] OUR 2021 REVENUES USING AN AVERAGE DAILY ATTENDANCE. THE REVISION PROPOSAL INCLUDED DIRECT PAYMENT OF PENSIONS BY THE STATE AND SO THAT REDUCES OUR -- PENSION EMPLOYER RATES FROM 18.41% FOR STIRS TO 16.15%. AND 22.67 TO 20.7% AND THAT'S PROPOSED IN THE MAY REVISION AND IS THE ONE TIME DIRECT PAYMENT TO STIRS FOR BOTH THE 2021 SCHOOL YEAR AND THE 21-22 SCHOOL YEAR. WE ONLY BUDGETED TO DO THIS AND SO UNTIL THE BOARD TAKES ACTION IT'S ONLY BUDGETED AS A CONTRIBUTION TO THE UNRESTRICTED AND IT GIVES THE BOARD THE OPTION TO APPROVE THOSE FUNDS IF NEEDED TO BE USED TOWARD PENSIONS IN THE 2021 SCHOOL YEAR. WE ALSO INCLUDED IN THE BUDGETS $1.6 MILLION IN THE CARES ACT FEDERAL REVENUE THAT WAS BASED ON TITLE I DISTRIBUTION THAT WAS ALSO INCORPORATED IN THE 2021 BUDGET. OUR DISTRICT GENERAL FUND REVENUES AND THEY'RE BROKEN DOWN BETWEEN UNRESTRICTED GENERAL FUND AND TOTAL GENERAL FUND, ARE UNRESTRICTED GENERAL FUND IS $97.7 MILLION AND THAT'S MUCH LOWER THAN IT'S BEEN IN THE PAST BECAUSE WE MADE BUDGET REDUCTIONS AND THE STATE CUT THE BUDGET BY 10.4 MILLION. SO 10.4 MILLION IN REVENUE WAS CUT BY THE STATE BUDGET AND SO OUR UNRESTRICTED GENERAL FUND REVENUES WERE ABOUT 107 MILLION AND IS NOW 97.7 MILLION. OUR TOTAL GENERAL FUND INCLUDING RESTRICTED IS $120 MILLION AND SO IF YOU LOOK AT THE PIE CHART BELOW MOST OF OUR REVENUE SOURCES COME FROM ATTENDANCE AND SO THE LCFF SOURCES IS BASED ON ATTENDANCE. WE GET ABOUT 9300 NOW PER STUDENT AND THAT'S WHERE WE GET MOST OF OUR REVENUE AND THAT IS NOW 78% OF OUR TOTAL GENERAL FUND. IT WAS 80% OF OUR TOTAL GENERAL FUND.
