NOTHING MUCH TO SAY, I JUST WANT TO SAY THAT THE DISTANCE-LEARNING THAT HAS BEEN GOING ON IN OUR DISTRICT IS GOING PRETTY WELL, LIKE EVERYTHING IS WORKING PRETTY SMOOTHLY AND THAT'S IT.

I'M EXTREMELY GRATEFUL THAT OUR SOCIAL-EMOTIONAL SUPPORTS HAVE BEEN OUT THERE SUPPORTING OUR FAMILIES WHEN IT'S SUCH A CHALLENGING TIME.

NUTRITION SERVICES CONTINUES TO ENSURE THAT ALL OF OUR FAMILIES HAVE ACCESS TO MEALS.

THE DISTRICT HAS JUST BEEN DOING A GREAT JOB.

I ALSO WANT TO THANK THE SUPERINTENDENT FOR HIS COMMUNICATION THIS WEEK.

I KNOW IT GENERATED QUITE A BIT OF CHATTER ON SOCIAL MEDIA, BUT ONE OF THE THINGS THAT WE'VE ALWAYS PRIDED OURSELVES IN THIS DISTRICT IS WE DO NOT HIDE OR SHY AWAY FROM BAD DATA WHETHER ITS OUR OWN OR OTHERWISE.

I THINK THAT BEING OPEN AND HONEST IN THE SITUATION, IN THE THINGS WE KNOW AND THE THINGS WE DON'T KNOW, ARE VITAL AT THIS TIME.

TO JUST BE ABLE TO COMMUNICATE THAT REALLY APPRECIATE THE DIRECTNESS AND THE FORTHRIGHTNESS THAT HAS REALLY BEEN HALLMARK OF THIS DISTRICT AND CERTAINLY DURING MY TENURE HERE AS WELL.

BUT WITH THAT SAID, I JUST WANT TO THANK THE PARENTS IN THE COMMUNITY FOR COMPLYING WITH THE STAY AT HOME ORDER.

I KNOW IT HAS BEEN TOUGH BUT I THINK IT'S NECESSARY FOR PEOPLE TO DO THEIR PART TO HELP FLATTEN THIS CURVE AND SO THAT WAY, WE CAN COME BACK STRONG IN THE FALL.

I DO WANT TO SHARE A COUPLE OF THINGS THOUGH.

I HAVE BEEN SPEAKING TO SOME PARENTS WHO, AS WE ALL KNOW, FIND IT LITTLE CHALLENGING TO BE A NEWLY SANCTIONED TEACHER.

BUT I REMIND PARENTS THAT THEY ARE THEIR CHILDREN'S FIRST TEACHERS AND THAT THEY'VE GOTTEN THEM TO THIS POINT WITHOUT A LOT BOOKS AND DIDDOS OR WHATEVER.

I'M GREAT DIDDY MYSELF NOW HERE.

SUPERINTENDENT [LAUGHTER] WILL PROBABLY REALLY TAKE THAT ON, [LAUGHTER] AND WORKSHEETS.

BUT I JUST KEEP ENCOURAGING THEM BECAUSE THEY DO HAVE THIS NATURAL INSTINCTS TO TEACH CHILDREN BECAUSE THEY TAUGHT THEIR CHILDREN MANY THINGS ALREADY.

SO I TRY TO ENCOURAGE THEM WHEN THEY GET DISCOURAGED.

MY DAY, LIKE MANY OF YOU, WAS A BUSY DAY.

THERE WERE A COUPLE OF MEETINGS.

THIS IS ACTUALLY MY 4TH MEETING FOR TODAY.

THE OTHER THREE MEETINGS WERE ONE WITH THE CSPA EXECUTIVE BOARD, THE SECOND ONE WITH A GROUP OF BOARD MEMBERS.

ACTUALLY, THE TWO TO FOLLOW GROUP BOTH WITH BOARD MEMBERS, ONE WAS FOR OUR REGION, REGION 6, FOR THE CSPA DELEGATES AND ALSO, ONE WITH A GROUP OF BOARD MEMBERS INTERESTED IN KNOWING MORE ABOUT HOW OTHER DISTRICTS ARE HANDLING THE COVID-19.

SO ALL THAT SAID, A COUPLE OF THINGS THAT CAME UP IN THOSE MEETINGS WERE HOW BOARD MEMBERS ACROSS THIS REGION WOULD REALLY LIKE SOME DIRECTION FROM OUR STATE LEADERS ABOUT SUMMER SCHOOL, ABOUT WHAT THE FALL WOULD LOOK LIKE SO THAT WE, AS BOARD MEMBERS, ARE NOT SPENDING A LOT OF TIME PLANNING AND USING OUR DISTRICT RESOURCES TO FIGURE OUT WHAT THAT MIGHT LOOK LIKE WHEN WE DON'T KNOW WHAT IT'S GOING TO LOOK LIKE.

SO WE JUST REQUEST SOME MORE DEFINITIVE DIRECTION, MORE IF THAT CAN AT ALL BE.

WE TALKED ABOUT THE NUMBER OF CHROMEBOOK'S THAT WERE DISTRIBUTED IN EACH THE SCHOOL DISTRICTS ACROSS THE REGION.

HOW SOME DISTRICTS HAVE HAD TO GET TO ISSUE BRAND NEW CHROMEBOOKS AND OTHERS HAVE HAD TO GO INTO THE ARCHIVES AND FIND OLD CHROMEBOOKS OR OLD COMPUTERS.

SO WHAT DOES THAT MEAN FOR THOSE DISTRICTS IN TERMS OF COSTS WHEN THEY MAY HAVE TO REPLACE THOSE AND AGAIN? FOOD, TRUSTEE DOSICK NOTED THE KUDOS TO OUR NUTRITION SERVICES.

I THINK THAT'S MANY OF THE OTHER SCHOOL TRUSTEES NOTED ALSO IN THEIR DISTRICTS THAT THEY ARE VERY THANKFUL FOR THEIR NUTRITION SERVICES STEPPING UP TO FEED PEOPLE.

THE NUMBERS HAVE TRIPLED IN SOME OF THE SCHOOL DISTRICTS IN TERMS OF THE NUMBER OF FAMILIES THAT THEY ARE FEEDING.

ALSO, WE TALKED ABOUT SUMMER SCHOOL.

I THINK THAT DISTRICTS ARE DECIDING THAT SUMMER SCHOOL HAS TO BE BASED ON THEIR OWN BUDGETS.

THERE IS PROBABLY LITTLE DIRECTION ABOUT THAT.

BUT ALSO, THE LEVELS OF FUNDINGS THAT COME TO DISTRICTS AND THE LACK OF FUNDING THAT WILL COME TO DISTRICT.

WHEN SOMEONE, DISRUPTIVELY HERE, SUGGESTED THAT MAYBE WE AS DISTRICTS AND I THINK SUPERINTENDENT EVANS IS VERY GOOD ABOUT IS HE NOTIFIES HIS DISTRICT, FOR EXAMPLE, HOW MANY CHROMEBOOKS WERE DISSEMINATED OR HOW MANY FAMILIES WE'RE FEEDING? BUT SOME DISTRICTS REALIZED THAT THEY REALLY NEED TO GET THAT MESSAGE OUT TO THE COMMUNITY, THAT THE COMMUNITY REALLY NEEDS TO UNDERSTAND, THIS IS HOW THE DISTRICT IS STEPPING UP IN WAYS THAT IT HAS NOT HAD TO STEP-UP IN THE PREVIOUS YEARS.

THEY'RE WONDERING IF THAT'S ALL THAT WE'RE JUST FOCUSING ON IS JUST TRYING TO GET DISTANCE-LEARNING.

BUT NO, THESE ARE SOME OTHER THINGS IN WHICH WE ARE TRYING TO SERVE THE COMMUNITIES AND MAYBE PARTNER WITH OTHER ENTITIES TO HELP STEP UP THOSE SERVICES.

THERE WAS A LOT MORE BUT I'M GOING TO STOP RIGHT THERE BECAUSE AS WE KNOW, WE TALKED ABOUT WE COULD GO ON AND ON AND ON ABOUT A LOT OF THE THINGS THAT ARE UNKNOWN.

I'M VERY GRATEFUL TO SERVING THIS DISTRICT WHEN I LISTEN TO TRUSTEES TALK ABOUT LACK OF TECHNOLOGY, LACK OF BROADBAND, LACK OF RESOURCES AND CONNECTIVITY.

SO I'M VERY PROUD IN SERVING THIS DISTRICT KNOWING THE LEVEL OF SERVICES THAT WE PROVIDED TO THE KIDS IN THIS DISTRICT.

I TOO WANT TO ECHO THE COMMENTS AND BE VERY APPRECIATIVE OF OUR STAFF, OUR TEACHERS, AND OUR COMMUNITY MEMBERS, AND PARENTS WHO ARE ALL STEPPING UP IN HOWEVER THEY CAN TO CONTINUE TO TRY AND EDUCATE THEIR CHILDREN.

I WAS DEFINITELY NOT MEANT TO BE A FIRST GRADE TEACHER, BUT WHERE I APPRECIATE [LAUGHTER] IS THAT WE GOT TWO WEEKS TO FIGURE IT OUT.

I THINK THOSE TWO WEEKS WERE THE ROUGHEST.

WHERE WE'RE NOW HEADING INTO, MY DAUGHTER HAS A ROUTINE.

I THINK THAT WAS VERY SMART FOR WHILE WE WERE FIGURING OUT THE KINKS AS A DISTRICT, I THINK IT HELPED PARENTS FIGURE OUT THE KINKS OF HOW DOES IT FIT THEIR SCHEDULE, AND WHAT DOES IT BEST DO TO HELP WITH THEIR CHILDREN ON DISTANCE LEARNING.

BECAUSE WE KNOW THESE TIMES ARE UNCERTAIN, AND IT'S CALLING FOR ALL OF US TO HAVE PATIENCE, AND FLEXIBILITY, AND INNOVATION.

I TOO APPRECIATE THE SUPERINTENDENT, AND WHAT TRUSTEE DOSICK SAID.

WE HAVE ALWAYS BEEN VERY TRANSPARENT OF WHAT OUR BUDGET LOOKS LIKE, AND THAT TIMES AHEAD ARE HARD, AND I THINK WE JUST NEED TO CONTINUE WITH THAT COMMUNICATION BECAUSE WE ARE GOING TO HAVE TO MAKE SOME TOUGH DECISIONS.

IN ONE OF THE CALLS THAT SUE AND I WERE ON TOGETHER FOR THE CALIFORNIA SCHOOL BOARD ASSOCIATION, THE ROUGH ESTIMATE IS THAT DISTRICTS IN THIS INTERIM ARE SPENDING ABOUT $400 PER ADA JUST TO TRY AND COVER TECHNOLOGY, DISTANCE-LEARNING, EXTRA, ABOVE AND BEYOND FOR WHAT WE ARE FUNDED.

EXTRA KUDOS AS WELL TO OUR NUTRITION SERVICES.

WE'RE PARTNERING WITH [INAUDIBLE] AND THE CITY, AND SERVING FOOD TO OUR COMMUNITY IN NEED FOR BOTH FAMILY AND KIDS ALL OVER, NOT JUST NATOMAS BUT ALL OVER SACRAMENTO.

CSBA IS ALSO DOING VIRTUAL- NOT THAT WE HAVE ALL THIS EXTRA TIME, BUT INFORMATIONAL ZOOMS THAT TRUSTEES CAN LOG ONTO BE IT ABOUT SOLUTIONS, GOVERNANCE, POLICIES THAT BOARD MEMBERS NEED TO LOOK AT, BUDGET, IN THIS TIME.

THEN I JUST WANT TO URGE.

I SAW THAT WHILE THE PUC PUT 25 MILLION OUT FOR POTENTIAL GRANTS, I SAW THAT CDE HAS LISTED THAT WE CAN APPLY FOR THAT GRANT.

PRIORITY WILL BE GIVEN TO SMALL, MEDIUM, AND RURAL SCHOOL DISTRICTS, AND I THINK WE QUALIFY UNDER THE MEDIUM.

SO I HOPE WE CAN GET OUR GRANT IN AS SOON AS POSSIBLE.

I JUST WANT TO CONTINUE TO URGE OUR STATE LEADERS TO RAMP UP THE TESTING.

A NEW REPORT CAME OUT FROM HARVARD THAT SAID IN ORDER FOR US TO CREATE UNDERSTANDING, WE NEED TO DELIVER 5 MILLION TESTS PER DAY BY EARLY JUNE IN ORDER TO DELIVER A SAFE SOCIAL REOPENING.

WE AS AN ECONOMY AND SOCIETY HAVE A LOT OF WORK TO DO, BUT OUR SCHOOLS ALWAYS END UP BEING THE HUB.

IT WILL BE PRESENTED BY MYSELF, THE CHIEF ACADEMIC OFFICER, AND THE SUPERINTENDENT.

[NOISE] THE OBJECTIVES FOR THE PRESENTATION WILL FIRST OUTLINE EARLY ASSUMPTIONS FOR POST '19-'20 THAT WILL AFFECT THE '20-'21 BUDGET YEAR PLUS TWO SUBSEQUENT YEARS.

SO THAT'LL BE ALL THE WAY THROUGH '22-'23 SCHOOL YEAR.

WE'RE GOING TO SHARE BUDGET UPDATE DUE TO THE CHANGE IN THE ECONOMY, COVID-19, SHARE THE IMPACT OF COVID-19 ON THE NUSD BUDGET PROCESS.

SHARE PRELIMINARY BUDGET REDUCTIONS AND RE-ALLOCATIONS FOR THE '20-'21 SCHOOL YEAR.

SHARE BUDGET ITEMS CONSIDERED FOR '20-'21 THAT HAD BEEN PLACED ON HOLD.

THEN LOOK AT THE BUDGET EFFECTS ON DISCUSSED ALTERNATE APPROACHES FOR THE '20-'21 YEAR.

ASSUMPTIONS WE SHOULD MAKE FOR POST 2019-'20, I MENTIONED EARLIER IT'S UNPRECEDENTED TIME.

THERE'S A LOT OF THINGS THAT ARE HAPPENING, AND SO BASED ON THAT, THERE WILL BE MORE INCREASED INTERESTS IN DISTANT LEARNING FOR VARIETY OF REASONS AS WE MOVE FORWARD.

OUR DAILY ATTENDANCE MAY DECLINE IN '20-'21 AS PARENTS AND FAMILIES MAYBE HYPER-AWARE OF SYMPTOMS AS WE GO FORWARD IN THIS ENVIRONMENT.

UNEMPLOYMENT IN THE ECONOMY CAN CAUSE A FLAT OR DECLINING ENROLLMENT AND CAN ALSO IMPACT OUR UNDUPLICATED PERCENTAGE EITHER UP OR DOWN, NOW THE AREA WE NEED TO BE PAYING ATTENTION TO.

TWO THINGS ARE HAPPENING AT THE TIME WHERE REVENUES MAYBE REDUCING OR MAYBE REDUCTION OF REVENUES.

WE ALSO HAVE INCREASING COSTS TO MEET THIS NEEDS OF STUDENTS DURING THIS TIME, SO WE GOT A DOUBLE-WHAMMY GOING ON.

COST TO CLEAN AND KEEP STUDENTS AND STAFF SAFE WILL REMAIN HIGHER THAN NORMAL AS WE MOVE FORWARD AND ALSO INCREASE OUR COST.

THE VACCINE, THE ESTIMATED TIME OF ARRIVAL, I'VE HEARD 18 MONTHS, WE MAY HAVE HEARD 18 MONTHS, BUT NO ONE REALLY KNOWS WHEN THAT'LL HAPPEN, SO WE REALLY NO HAVE AN IDEA HOW LONG WE'LL BE IN THIS STATE.

THEN THERE'S MORE TARGETED CLOSURES OF SCHOOLS IN '20-'21 ARE LIKELY THAN BROAD CLOSURE.

SO THEY COULD BE [INAUDIBLE] , AND THE SUPERINTENDENT WILL DISCUSS THIS IN MORE DETAIL.

WE NEED TO CREATE AN ENVIRONMENT WHERE WE CAN SEAMLESSLY MOVE BETWEEN TARGETED CLOSURE BACK TO DISTANCE LEARNING AND THEN TARGETED REOPENING.

SO WE GOT TO BE VERY AWARE OF WHAT'S HAPPENING, AND THEN WE HAVE TO BE READY TO ADJUST AND BE FLEXIBLE.

I'VE HEARD A LOT OF ASSUMPTIONS ABOUT THE BUDGET, WHAT'S GOING TO HAPPEN FROM DIFFERENT EXPERTS, DIFFERENT AGENCIES.

BUT I'M GOING TO FOCUS OUR PRESENTATION REALLY ON TWO OF OUR PRIMARY AGENCIES, THE LEGISLATIVE ANALYST OFFICE AND THE DEPARTMENT OF FINANCE.

JUST SO YOU KNOW, IT KEEPS CHANGING DAILY.

SO I TRY TO KEEP UP WITH ALL THE CHANGES, AND THEN AS SOON AS I GET THE POWERPOINT READY, I SEE A NEW LITTLE CHANGE.

SO I'LL DO THE BEST THAT I CAN IN THIS ENVIRONMENT.

SO THE PRELIMINARY ASSESSMENT OF THE ECONOMIC IMPACT OF COVID-19 FROM THE LEGISLATIVE ANALYST OFFICE IS SUMMARIZED AS FOLLOWS: DUE TO THE JOB LOSS AND THE ABRUPT HALTING OF ECONOMIC ACTIVITY MAKE IT CLEAR THAT WE HAVE ENTERED INTO A RECESSION.

IT'S VERY CLEAR THAT WE'RE THERE.

FROM THIS POINT, THERE'S TWO PATHS THAT SAY ARE PLAUSIBLE.

ONE IS MORE OF A U-SHAPE WHERE WE'RE UP AND THEN WE GO DOWN, AND THEN WE HAVE A PRONOUNCED RECOVERY.

THAT WOULD BE THE BETTER OF THE TWO.

SWITCH TO SCENARIOS, THE L-SHAPE WOULD BE THERE'S ECONOMIC DOWNTURN, A SLOW RESOLUTION TO THE VIRUS LEADING TO A PROTRACTED RECESSION.

THAT MEANS A LONGER RECESSION OVER TIME WITH THE L-SHAPED, AND THAT THERE'S MORE MENTIONED OF THE L-SHAPE MORE THAN THE U-SHAPE RIGHT NOW.

ADEQUACY OF FEDERAL RESPONSE WILL DETERMINE MUCH OF HOW QUICKLY WE'LL RECOVER.

THERE'S A LOT GOING ON IN THAT WORLD AS WELL AND CHANGES EVERYDAY.

THE FEDERAL PACKAGE TO DATE WAS REALLY HISTORIC, I MEAN TWO TRILLION DOLLARS.

HOWEVER, THERE WERE LIKELY EVEN MORE MONIES FOR SCHOOLS AND GOVERNMENT.

IT WILL DEFINITELY NEED TO HAPPEN FOR US TO STAY AFLOAT.

THE FISCAL OUTLOOK HAS GONE FROM AN ANTICIPATED SURPLUS WHERE WE WERE FEELING REALLY GOOD AND WE'RE MOVING ALONG AND WE THOUGHT WE WERE GOING TO GET A COST OF LIVING ADJUSTMENT NEXT YEAR, UNFORTUNATELY TO A VERY LIKELY, WE'RE FACING A BUDGET PROBLEM.

THE FISCAL EFFECTS OF THIS RECESSION WILL OBVIOUSLY EXPAND MORE THAN ONE BUDGETS YEAR.

THE WAY IT LOOKS NOW, IT LOOKS LIKE CALIFORNIA WILL BE ADOPTING WHAT I HAD FIRST HEARD, THERE WAS A WORKLOAD BUDGET, BUT NOW CURRENTLY, THEY COULD BE EVEN WORSE THAN A WORKLOAD BUDGET, WHICH REALLY MEANS THAT THE BUDGET WOULD BE MAINTAINED JUST FOR EXISTING LEVELS, LIKE NO BELLS AND WHISTLES OR ANYTHING LIKE THAT, JUST TO MAKE SURE THAT EVERYTHING OPERATIONAL IS MAINTAINED.

I MENTIONED THE DEPARTMENT OF FINANCE.

THE DEPARTMENT OF FINANCE ANTICIPATES SIGNIFICANT REDUCTION IN EXPECTED REVENUE.

THE IMPACT ON REVENUES COULD BE IMMEDIATE AFFECTING THE '19-'20 FISCAL YEAR.

IT WILL CERTAINLY IMPACT THE UPCOMING '20-'21 FISCAL YEAR.

HIGH LIKELIHOOD, THAT TAX REVENUES FROM CAPITAL GAINS WILL BE BILLIONS OF DOLLARS LOWERED THAN WHAT THE GOVERNOR'S BUDGET ASSUMED, AND THERE WILL BE A HUGE IMPACTS FROM THAT.

AS INDICATED BY THE LAO OFFICE, THE DEPARTMENT OF FINANCE WILL NOW REEVALUATE ALL THE BUDGET CHANGES AND WILL BE LOOKING TOWARDS A WORKLOAD BUDGET, WHICH I MENTIONED BEFORE, WOULD BE KEEPING THE LIGHTS ON, CORE PROGRAMS BEING PROTECTED, AND ADJUSTING FOR ENROLLMENT GROWTH AND COST OF LIVING ADJUSTMENTS BUT NO BELLS AND WHISTLES, BUT APPARENTLY, MAY EVEN BE WORSE THAN THAT.

ALL POTENTIAL ADJUSTMENTS TO BE INCLUDED IN THE MAY REVISION WILL BE REEVALUATED.

SO WHEN THE GOVERNOR'S JANUARY BUDGET PROPOSE SOME ADJUSTMENTS TO BE INCORPORATED IN THE BUDGET, ALL THOSE PROGRAMS WILL BE REEVALUATED.

THE DECISIONS FOR THESE ADJUSTMENTS WILL BE REFLECTED IN THE '20-'21 MAY REVISION.

SO THEY WILL BE LOOKING AT NO NEW PROGRAMS, NO EXPANSES OF CURRENT PROGRAMS OR EXPECTED TO BE ADDED.

SO THOSE PROGRAMS, WE MENTIONED SOME AUGMENTATION, ESPECIALLY WE WERE LOOKING FORWARD TO AT THE SINGLE [INAUDIBLE].

TEACHER RETENTION AND TRAINING, SOME OF THOSE ONE TIME MONEYS, IT LOOKS LIKE THOSE MAY NOT BE INCLUDED IN THE FINAL STATE BUDGET.

ALSO, THE DELAY IN THE TAX FILING DEADLINE FOR JULY 15TH COULD REALLY PUSH THE STATE BUDGET REVISIONS INTO AUGUST AFTER THE TAX REVENUES HAD BEEN DETERMINED SO THAT LEAVES SOME MORE UNCERTAINTY IN THE AIR.

THEREFORE, THE JUNE STATE BUDGET AS OUR [INAUDIBLE] WILL BE FLYING MORE BLINDLY THAN IT HAS IN PRIOR YEARS.

THE LEGISLATURE HAS TO PASS THE BUDGET IN JUNE?

>> YEAH.

>> KNOWING WE'RE NOT GOING TO GET ANOTHER REVENUES, ARE WE BASICALLY ANTICIPATING SOMETHING IT CAN DO A PLACEHOLDER BUDGET BUT NOT KNOWING FOR A COUPLE MONTHS LATER WHAT THE REAL NUMBERS ARE GOING TO BE?

>> YEAH, WE'LL ADOPT OUR BUDGET BASED ON SOME OF THE MAYBE VISION, ASSUMPTIONS, WE'LL GET AN ADOPTED BUDGET FROM THE STATE MOST LIKELY AND THEN THERE COULD BE ADJUSTMENTS.

WHEN THOSE ADJUSTMENTS THEY USE, THEY GIVE JUST A 45-DAY PERIOD TO TURN AROUND AND ADJUST THE BUDGET IF IT'S SIGNIFICANT, AND THEN THERE'S A FEW OTHER PROVISIONS THAT THEY ALLOW FOR POTENTIAL LAY OFFS AND THINGS LIKE THAT.

WE'LL ADOPT THE INFORMATION WE KNOW AT THAT TIME AND THEN THERE DEFINITELY COULD BE SOME ADJUSTMENTS AFTER THAT IN AUGUST, SO WE'LL GET ANOTHER ROUND OF REVISIONS, WHICH IS NOT THE NORMAL.

>> SO I THINK THAT'S A GREAT QUESTION, TRUSTEE [INAUDIBLE].

I WANT TO JUST TAKE THAT NEXT STEP BECAUSE NORMALLY, WE PASS A BUDGET, THE STATE COMES BACK, END OF JUNE AND JULY PASSES THE BUDGET, WE DO ADJUSTMENTS IN AUGUST.

BUT WHAT'S GOING TO HAPPEN IS THE STATE IS GOING TO PASS BUDGET IN END OF JUNE.

THEN THEYā€™RE GOING TO GET THE TAXES MID-AUGUST, AND THE LAST COUPLE OF WEEKS OF LEGISLATIVE SESSION, THEY'LL DO BUDGET ADJUSTMENTS, WHICH WILL THEN LEAD US INTO SEPTEMBER AND OCTOBER TO MAKE FURTHER BUDGET ADJUSTMENTS BASED ON ANY CUTS OR REMOVAL OF FUNDING THAT THE STATE DOES.

WHILE WE'RE NORMALLY KNOWING WHAT TO DO IN AUGUST, ITā€™S GOING TO MOVE OUT TO SEPTEMBER-OCTOBER AS TO WHAT IT'S GOING TO LOOK LIKE.

>> YEAH, WE GET 45 DAYS USUALLY AFTER THE REVISIONS TO MAKE THE ADJUSTMENTS, WHICH PUTS IT INTO SEPTEMBER.

ALSO, THEY'LL BE IMPACTS TO OUR CASH FLOW.

THE STATES CASH POSITION IS STRONG ENTERING INTO THE FISCAL YEAR, BUT ITā€™S SEVERELY BEING IMPACTED BY COVID-19 EXPENDITURES.

THE CASH FLOWS ARE IMPACTED ALSO BY THE DELAY IN THE TAX FILLING AS WELL, BECAUSE THE REVENUES THROUGH JUNE 20TH IS ROUGHLY ONLY 39 PERCENT OF THE ESTIMATED RECEIPTS.

SO THEY DID BUILD THAT INTO THE CASH FLOW.

SO GIVEN I'VE BEEN THROUGH A RECESSION BEFORE AND WE HAVE SOME IDEAS OF SOME OF THE THINGS THAT THE STATE DOES DURING THIS TIME, CASH DEFERRALS IS DEFINITELY ONE AREA THAT WE MAY ANTICIPATE.

IN THE LAST RECESSION, THE STATE REVENUE DEFERRALS WAS ONE OF THE TOOLS THEY USE TO MANAGE CASH FLOW DEFICIENCIES.

IT COULD VERY WELL START UP AGAIN.

SO AS THE STATE COULD DEFER REVENUES TO SCHOOL DISTRICTS, AND SO THEREFORE, WE TO HAVE MAINTAIN OUR CASH FLOWS DURING THOSE TIMES THAT WE DON'T GET THE ANTICIPATED REVENUE IN THOSE MONTHS.

MY UNDERSTANDING IS JUNE WOULD BE A POSSIBLE DEFERRAL OF REVENUES FOR SCHOOL DISTRICT.

WITH THE BOARDS FISCAL PRUDENCE OF MAINTAINING STABILIZATION RESERVES, THAT SHOULD ALLOW US TO GET THROUGH ANY DEFERRALS IN THE SHORT-TERM.

WE SHOULD HAVE ENOUGH CASH ON HAND TO GET THROUGH ANY CASH FLOW DEFERRALS.

OUR BACK UP PLAN WOULD BE A SHORT-TERM BORROWING THROUGH A TAX REVENUE ANTICIPATION NOTE, WHICH IS WIDELY USED BY SCHOOL DISTRICTS AND IT GIVES YOU UP TO A YEAR TO REPAY THE NOTE.

ITā€™S LIKE A SHORT TERM LOAN.

SO THAT WOULD BE OUR BACKUP OPTION.

SOME OF THE STEPS TO ADDRESS THE STATE BUDGET SHORTFALL, OBVIOUSLY, TIME'S LIKE THIS CALL FOR VERY PRUDENT AND STRATEGIC PLANNING TO MAINTAIN THE BALANCED BUDGET.

Iā€™LL BE DEFINITELY MONITORING THE BUDGET VERY CLOSELY WITH OUR TEAM.

THE GOOD NEWS IS, WHAT WE'VE ALREADY BEEN PREPARING FOR WAS A POTENTIAL RECESSION, THE BAD NEWS IS, IS THAT ITā€™S ALREADY HERE.

WE WERE IN THAT MODE OF THERE COULD BE A RECESSION IN THE NEXT COUPLE OF YEARS AND THE BAD NEWS IS THAT IT'S ALREADY HERE, BUT WE HAVE BEEN PREPARING.

THESE ARE RAPIDLY CHANGING TIMES WITH UNCERTAINTIES, SO THERE WILL BE INCREASED EXPENDITURES TO ADDRESS FISCAL IMPACTS DURING CLOSURES.

THE DISTRICT HAS ALREADY INCURRED EXPENSES TO ADDRESS IMMEDIATE NEEDS WITH WI-FI HOT-SPOTS THAT WENT OUT TO THE COMMUNITY, WE MOVED QUICKLY ON THAT INCREASED PAY FOR ESSENTIAL SERVICES, FOR OUR EMPLOYEES, AND THEN WE PROVIDED OTHER SUPPORTS THAT ARE NEEDED TO SUPPORT DISTRICT LEARNING, BUT THERE'S NO INSURANCE THAT WE'LL RECEIVE FOR REIMBURSEMENT OF THOSE COSTS.

[NOISE] STAFF HAS BEEN WORKING DILIGENTLY TO EVALUATE CURRENT PROGRAMMED INDETERMINABLE LEVEL OF SUCCESS.

ALTHOUGH, THE WORK WE'VE BEEN DOING PREPARING FOR THE 2020 SCHOOL YEAR, HOWEVER, THOSE PLANS MUST BE PLACED ON HOLD DUE TO UNCERTAINTY.

THE DISTRICT MUST EXERCISE FISCAL PRUDENCE, AND THAT WILL INCLUDE SLOWING SPENDING, HOLDING ON TO ANY UNEXPECTED FUNDS, AT THE SAME TIME, ENSURES CENTRAL NEEDS ARE MET.

OUR PRIORITY AND OUR FOCUS WILL BE SHIFTING AND WE WILL CONTINUE TO SUSTAIN A HIGH-QUALITY OF EDUCATION FOR OUR STUDENTS IN THIS COVID-19 ENVIRONMENT.

SO WE'VE BEEN WORKING REALLY CLOSELY AROUND, MAKING SURE WE SET ASIDE FUNDS FOR THAT PURPOSE, EVEN THOUGH WE'RE EXPECTED TO GET A REDUCTION IN REVENUE.

THE DISTRICT HAS STABILIZATION PLANS, AS YOU'RE AWARE UP TOWARDS AROUND 10 PERCENT, AND WE NEED TO MAINTAIN THOSE RESERVES RIGHT NOW, OTHER THAN ANY ESSENTIAL AND CRITICAL NEEDS TO KEEP THE DISTRICT OPERATIONAL AND KEEP OUR KID SUPPORTED.

THE DISTRICT ALSO RESERVED SOME FUNDING FOR THE PAST STABILIZATION.

THIS WAS SETTING ASIDE MONEY FOR PENSION AND THIS WAS A GOOD IDEA THAT THE BOARD APPROVED AND COMMITTED FUNDS TOWARDS.

WE HAVE ABOUT TWO MILLION DOLLARS IN THAT ACCOUNT.

WE HAD EARNED A COUPLE OF 100,000 IN INTEREST.

WELL, BECAUSE OF THE ECONOMY AND THE STOCK MARKET, WE CURRENTLY HAVE ONLY TWO MILLION.

WE'VE LOST ANY INTEREST THAT WE EARNED ON THAT.

SO THAT INVESTMENT REMAINS RELATIVELY FLAT RIGHT NOW.

WE PUT MONEY IN, BUT WE HAVEN'T REALLY EARNED ANY ADDITIONAL INTERESTS.

THE COUNTY OFFICE OF ED DOESN'T COUNT THAT MONEY TOWARDS MEETING THE RESERVE REQUIRE BECAUSE IT SITS IN A RESTRICTED ACCOUNT FOR PENSIONS.

SO THEY CONSIDERED IT RESTRICTED VERSUS UNRESTRICTED.

SO THEREFORE, THE BOARD MAY WANT TO CONSIDER USING THOSE FUNDS FIRST IF A NEED ARISES.

SO WE STILL MEET OUR STATE REQUIRED RESERVE AND OUR POLICY RESERVE USING THOSE FIRST BECAUSE SCOE DOESN'T COUNT THEM AS PART OF THE REQUIRED RESERVES OR EVEN MEETING ARE BOARD POLICY PERCENTAGE.

THE DISTRICT MUST ALSO CONTINUE TO MONITOR AREAS THAT ARE IMPACTED BY THE BUDGET DUE TO THE RECESSION.

AS ENROLLMENT, AND WE MENTIONED THAT EARLIER, THAT UNDUPLICATED PERCENTAGE, WE DON'T REALLY KNOW WHAT THE IMPACT OF ALL THIS WILL HAVE ON OUR NUMBERS, AND VERY WELL IT CAN IMPACT OUR ATTENDANCE, OUR STAY CALL OR COST OF LIVING ADJUSTMENT THAT'S PROJECTED FOR NEXT YEAR.

WE MAY OR MAY NOT EVEN GET THE COST OF LIVING ADJUSTMENT OR IT MAYBE IN THE REVERSE, ACTUALLY BE AN ACTUAL REDUCTION.

THEN OUR PENSION COST COULD INCREASE AS WE RELATE TO

OUR CONCERN THAT A SLOWER ECONOMY COULD LEAD TO SLOWER ADA GROWTH.

SO WE HAVE ADA DECLINE SLASH FLAT, WE HAVE THE RECESSION, WE HAVE THE CHARTER GROUP.

I WISH I HAD BETTER NEWS THAT THOSE ITEMS HAVE LEAD TO A FISCAL CRISIS AND IT'S ALMOST IN THE PAST.

SO WE DEFINITELY HAVE TO LOOK AT ALL THOSE FACTORS AS WE MOVE FORWARD.

AS SHARED IN SECOND INTERIM, WE WERE LOOKING AT A THREE-YEAR BUDGET REDUCTION PLAN TO CLEAR THE PROJECTED DEFICIT IN '22-'23 OF 1.7 MILLION OVER THREE-YEAR PERIOD.

AS OF SECOND INTERIM MARKER, RECOMMENDED BUDGET TARGET WAS 800,000 FOR '20-'21 FOR THE FIRST YEAR OF THAT THREE-YEAR PLAN.

WE'VE ALREADY RECEIVED SB117 APPORTIONMENT OF $174,000 FROM THE STATE FOR RESPONSE RELIEF FUNDS.

THESE FUNDS COULD BE USED FOR MAINTAINING NUTRITION SERVICES.

IT'S NOT A LOT AS I SAID.

A LITTLE BIT HELP, BUT IT'S NOT MUCH.

BUT IT HELPS WITH DISINFECTING FACILITIES, PERSONAL PROTECTIVE EQUIPMENTS, AND MATERIALS NECESSARY TO PROVIDE OPPORTUNITIES FOR DISTANCE LEARNING, AND WE'LL MANAGE THAT WISELY.

PULL THAT INFORMATION TOGETHER AND WE'RE GOING TO TRY TO IDENTIFY BASED ON THAT AND SOME QUICK, EASY TEACHER FEEDBACK TO SAY," WHO NEEDS REMEDIATION?" IT'S A REMEDY BECAUSE DISTANCE-LEARNING DID NOT WORK.

IT COULD BE BECAUSE THE STUDENTS DOES HAVE A DIFFICULT HOME LIFE OR APPARENTLY BECAUSE I DON'T CARE, I'VE BEEN TOLD SCHOOLS ARE CLOSED. DO WHATEVER YOU WANT.

OR PARENTS THAT ARE OUT THERE, FIRST RESPONDERS WORKING TWO OR THREE JOBS AND THE WORK'S HARD FOR THE KID AND THEY COME HOME AND THEY JUST CAN'T HELP.

BUT THE TEACHER SAYS, "OF THE TWO PILOT WEEKS AND THE FIVE WEEKS WE HAD LEFT, I CONNECTED WITH THE STUDENTS FIVE TIMES." THAT STUDENT NEEDS A REMEDY REMEDIATION.

IF IT'S A STUDENT WHO CHECKED IN EVERYDAY WITH THE TEACHER AND JUST ISN'T GETTING IT, THAT STUDENT NEEDS A REMEDY REMEDIATION.

IF IT'S A STUDENT WHO MAY ACTUALLY HAVE ENGAGED ON AND OFF AND IS GETTING THE INFORMATION BUT HIS STILL BEHIND.

THAT'S MOREOVER OF A TRADITIONAL INTERVENTION.

THAT STUDENT IS BEHIND A COUPLE MONTHS, COUPLE OF AREAS IN THE STANDARDS.

THAT'S SOMETHING THAT WE NEED TO FOCUS ON TRADITIONALLY AND ADD INTERVENTION.

THEN IDENTIFY THE STUDENTS THAT ARE ON TRACK AND FOR WHOM DISTANCE-LEARNING WORKED, AND THEY'RE GOING TO BE ABLE TO CONTINUE TO PROGRESS AHEAD WITHOUT REMEDIATION INTERVENTION.

HOW DOES THAT TIGHTEN MONEY? WE'RE GOING TO NEED MONEY FOR REMEDIATION FOR SURE AFTER DISTANCE-LEARNING.

I DON'T THINK ANYONE THINKS IT'LL BE A 100 PERCENT SUCCESSFUL.

I AM VERY GRATEFUL THAT OUR TEACHERS, THE MLU IS ONE OFFICE HOUR A WEEK.

THERE ARE A NUMBER OF THEM, THEY'RE ANSWERING EMAILS AND REACH OUT FROM STUDENTS AND PARENTS VERY EARLY IN THE MORNING AND VERY LATE IN THE EVENING.

I THINK THIS DISTANCE-LEARNING FOR MOST OF US, THERE IS NO GOING HOME AT 6:30 OR 7:00, CLOSING THE GARAGE, GOING IN, MAYBE GETTING A GLASS OF WINE, TALKING TO YOUR FAMILY AND ABLE TO TURN IT OFF FOR A WHILE.

I THINK TEACHERS ARE WORKING FROM HOME AND THEY'RE ON ALL THE TIME.

I THINK THAT'S WHAT'S DEFINITELY DIFFERENT ABOUT THIS, IS THERE IS NO THEM WALKING IN THE DOOR AND BEING ABLE TO EVEN TURN IT OFF FOR AN HOUR OR TWO NECESSARILY.

THERE'S SOMETHING ABOUT PHYSICALLY GOING THROUGH THE GARAGE DOOR, OR GOING THROUGH YOUR APARTMENT DOOR OR SOMETHING THAT SAYS, "I'M GOING TO GET CHANGED IN MY JAMMIES." THEY MIGHT BE IN THEIR JAMMIES ALL DAY WHO KNOWS NOW.

BUT GENERALLY, WALK IN, CHANGE IN YOUR PAJAMAS, ADJUST, HAVE A GLASS OF WINE, AND TURN IT OFF FOR A WHILE.

I KNOW WE WILL COME OUT ON THE OTHER END AND HAVE PHENOMENAL STAFF AT ALL LEVELS THAT WILL FOCUS ON OUR CHILDREN AND PUTTING THEM FIRST WITH SAFETY.

AS A PARENT, SOME OF THE THINGS HAVE EXPERIENCED WITH DISTANCE-LEARNING IS SOME KIDS ARE BETTER AT IT, SOME KIDS ARE NOT.

BUT I ALSO KNOW THAT WE'RE GOING TO HAVE TO POTENTIALLY SHELTER IN PLACE THROUGH AT LEAST JUNE.

THERE MIGHT BE LIMITED OPENINGS.

SOME PARENTS MAY HAVE WHERE THEY CAN WORK FROM HOME.

SO I'D ALSO LIKE TO THINK, WELL, IT MAY NOT BE LIKE A SUMMER SCHOOL PROGRAM.

I THINK WE CAN ALSO HELP OUR PARENTS.

LIKE FOR ME, I WOULD LOVE TO KNOW IF I WANT TO WORK WITH MY CHILD.

WHAT DOES SHE NEED TO KNOW IN ENTERING SECOND GRADE THAT WOULD MAKE HER AT GRADE LEVEL LIKE SUMMER PACKET OF HERE ARE THE STANDARDS YOUR CHILD IF YOU WANT TO WORK WITH HIM OVER THE SUMMER TO MAKE THEM ON PAR FOR GRADE LEVEL.
