SO FOR THE AGENDA, I'LL GIVE A REALLY BRIEF UPDATE ON MEASURES J AND L, WHICH ARE THE SOURCE OF OUR FACILITIES FUNDS AND THEN TALK ABOUT WHY WE SHOULD THINK ABOUT CONSIDERING THIS WAIVER AND THEN WRAP UP WITH SOME NEXT STEPS. WITH RESPECT TO MEASURE J. JUST AS A REMINDER, THIS WAS THE NOVEMBER 2014 ELECTION. IT WAS APPROVED BY 72 PERCENT OF VOTERS. AND IF YOU LOOK AT THE TABLE ON THE RIGHT TO DATE, WE HAVE ISSUED SIXTY NINE POINT FIVE MILLION IN 2015. THIRTY NINE MILLION IN 2017. AND WE HAVE TWENTY POINT FIVE MILLION REMAINING TO COMPLETE MEASURE. WITH RESPECT TO MEASURE L, THIS WAS NOVEMBER 2018 ELECTION AND RECEIVED SIXTY EIGHT PERCENT VOTER APPROVAL. AND JUST LAST YEAR, WE ISSUED THE FIRST SIXTY MILLION DOLLARS AND WE HAVE ONE HUNDRED AND TWELVE MILLION DOLLARS TO GO. SO ON THE NEXT SLIDE SOME BACKGROUND ABOUT WHAT A WAIVER DOES. SO THE EDUCATION CODE SETS A BONDING CAPACITY LIMITATION OF TWO AND HALF PERCENT OF ASSESSED VALUE FOR ALL BOND MEASURES. BUT THE STATE BOARD OF EDUCATION HAS A WAIVER PROCESS THAT COULD ALLOW US TO INCREASE THIS LIMIT. AND FOR THOSE OF YOU THAT HAVE BEEN ON THE BOARD FOR SOME TIME, YOU MAY RECALL WE DID THIS IN 2015 WITH MEASURE J. GOING UP TO 3 PERCENT. AND THEN LAST YEAR WITH MEASURE L GOING UP TO 3 PERCENT. AND SO WITH YOUR APPROVAL TONIGHT AND THE STATE BOARD OF EDUCATION APPROVAL, WE COULD CONSIDER INCREASING THIS FROM 3 PERCENT TO 4 PERCENT FOR ALL MEASURES. AND THE MAIN BENEFITS ARE THAT WE'D STILL GET TO DO MEASURE J. [00:25:06] AND ON TOP OF THAT, WE CAN INCREASE WHAT WE COULD DO WITH MEASURE L. WE'RE ESTIMATING RIGHT NOW WITHOUT A WAIVER AT 4 PERCENT, WE COULD DO 50 MILLION TO 70 MILLION OF MEASURE L. AND THEN ISSUE THE REMAINDER OVER TIME ALONG OUR ORIGINALLY PLANNED SCHEDULE. BUT WITH THIS WAIVER, WE COULD DO UP TO HUNDRED TWELVE MILLION UP TO THE ENTIRE AMOUNT. AND WE THINK 4 PERCENT'S REASONABLE BECAUSE THAT WAS INCLUDED IN THE PROPOSED STATE BOND MEASURE OF PROPOSITION 13. AND THEN ON TOP OF THAT, OTHER SCHOOL DISTRICTS HAVE RECEIVED WAIVERS. IT'S ON THE HIGH END, BUT THERE IS PRECEDENT FOR OTHER DISTRICTS GETTING WAIVERS IN THE 4 PERCENT TO 5 PERCENT RANGE. SO ON THE NEXT SLIDE THEIR BENEFITS, YOU CAN SEE THERE'S A LONG LIST OF POTENTIAL BENEFITS FOR US TO CONSIDER THIS. ONE IS IT KEEPS OUR FACILITIES PROJECTS ON TRACK. THERE IS A LOT OF UNCERTAINTY AROUND CORONAVIRUS AND SOME POTENTIAL RISKS TO OUR FACILITIES PROGRAM. AND WITH THE WAIVER, WE CAN HELP PROTECT US AGAINST THESE RISKS. IT WOULD ALLOW US TO GET ALL REMAINING FUNDS FROM MEASURE J AND BOTH MEASURE L AS WELL POTENTIALLY AS EARLY AS THIS YEAR. ON TOP OF THAT, WE WOULD NET MILLIONS OF DOLLARS IN SAVINGS FOR THE FACILITIES PROGRAM. WE'D ESTIMATE WE COULD PAY OFF THE C.O.P. FINANCING THAT WAS FOR PASO VERDE SCHOOL AS THE EARLIEST OPPORTUNITY, WHICH IS JUNE 1ST OF NEXT YEAR. AND THAT WOULD SAVE MILLIONS OF DOLLARS ESTIMATED TO BE TWELVE MILLION DOLLARS IN INTEREST COSTS ON THAT FINANCING. IN ADDITION, WE WOULD HAVE SOME BENEFIT FROM ECONOMIES OF SCALE. WE'D BE CONSOLIDATING WHAT WAS PLANNED FOR MULTIPLE SETS OF FINANCING OVER TIME DOWN TO POTENTIALLY AS FEW AS ONE OR TWO, AND THAT WOULD SAVE AN ESTIMATED HALF A MILLION DOLLARS, WHICH WOULD DIRECTLY BENEFIT OUR FACILITIES PROGRAM. AND THEN FINALLY, WE COULD TAKE ADVANTAGE OF LOW INTEREST RATES. I'LL SHARE SOME DATA ON THIS. BUT RATES ARE STILL VERY LOW. AND THEN POTENTIALLY IF WE HAVE A RECESSION AND THAT RECESSION SPILLS OVER INTO THE CONSTRUCTION COSTS INDUSTRY, WE MAY SEE SOME LOWER CONSTRUCTION COSTS AND WE HAVE CASH IN THE BANK AND READY TO SPEND. WE CAN TAKE ADVANTAGE OF THAT LOWER CONSTRUCTION COST ENVIRONMENT. AND THEN FINALLY, WE ESTIMATE THERE'LL BE SAVINGS FOR TAXPAYERS BECAUSE WE COULD REFINANCE SOME PRIOR BONDS UNDER MEASURE D. AND THAT COULD BE MILLIONS OF DOLLARS IN SAVINGS. SO THIS NEXT SLIDE IS SHOWING OUR HISTORICAL ASSESSED VALUATION GROWTH. AND YOU CAN SEE THERE'S BEEN SOME UPS AND DOWNS OVER TIME, BUT EVER SINCE THE BUILDING MORATORIUM WAS LIFTED, THERE'S BEEN TREMENDOUS GROWTH IN THE DISTRICT AND THE LAST COUPLE OF YEARS HAS BEEN OVER 10 PERCENT GROWTH. SO WE'VE HAD TREMENDOUS GROWTH, WHICH IS FANTASTIC. I THINK IT'S STILL A BIT OF A QUESTION MARK AS TO HOW CORONAVIRUS WILL IMPACT THIS GROWTH AND WHAT WE MIGHT SEE GOING FORWARD. AND SO, AGAIN, THE WAIVER WOULD HELP REDUCE THE RISK THAT WE'LL SEE SOME DRAMATIC DECLINES IN THIS GROWTH GOING FORWARD. ON THE NEXT SLIDE, YOU CAN SEE THE BONDING CAPACITY IS SHOWN HERE ON THIS CHART IN THE GRAY LINE, WE HAVE OUR PRIOR BOND MEASURES IN THE BARS ADDING UP AND THE BONDING CAPACITY THAT WE'VE BEEN OPERATING UNDER IS IN BLUE, WHICH HAS BEEN 3 PERCENT. AND IF YOU SEE IT GOES UP TO 4 PERCENT, WHICH IS IN GREEN. AND THAT LINE WOULD THEN BE SUFFICIENT TO ACCOMMODATE ALL OF OUR BOND MEASURES AND WOULD ALLOW US TO GET COMPLETE BOTH MEASURE J AND MEASURE OUT AND THE ENTIRE AMOUNT. SO HERE'S A CHART SHOWING INTEREST RATES, THERE'S BEEN A LOT OF VOLATILITY IN THE BOND MARKET, JUST LIKE THE STOCK MARKET LATELY. HOWEVER, YOU CAN SEE THAT THE INTEREST RATES REMAIN AT HISTORICAL LOWS. THE CHARTS GOING BACK TO 2014 WHEN WE STARTED MEASURE J. AND YOU CAN SEE THAT THEY REMAIN ABOUT AS LOW AS THEY'VE EVER BEEN OVER THIS TIME PERIOD. SO THAT'S SOME GREAT NEWS TO SHARE. THE NEXT CHART SHOWS OUR MEASURE J TAX LEVIES. AND SO THIS YEAR'S TAX LEVY WAS AT FORTY FIVE DOLLARS. WE ESTIMATE GOING FORWARD [INAUDIBLE] EQUAL, IT WOULD BE ABOUT FORTY SIX DOLLARS. AND YOU CAN SEE THAT'S WELL BELOW THE $60 MAXIMUM. AND WHAT'S NICE ABOUT THIS IS THAT WE'RE REASONABLY WELL POSITIONED TO WITHSTAND A SHOCK TO OUR ASSESSED VALUATION. WE ESTIMATE THAT THERE COULD BE ABOUT A 20 PERCENT TO 25 PERCENT DECLINE IN OUR ASSESSED VALUATION AND WE'D STILL BE WITHIN THAT $60 MAXIMUM. SO FROM A TAX RATE PERSPECTIVE, WE'RE ACTUALLY DOING QUITE WELL. THE NEXT CHART IS SHOWING MEASURED L TAX LEVIES. THEY'RE CURRENTLY AT FIFTY FIVE DOLLARS. WE ESTIMATE THAT GOING FORWARD THEY'LL BE AT ABOUT $42 WITH THE EARLY ISSUANCE. AND THIS IS ABOUT A DOLLAR INCREASE FROM WHAT WE HAD SHARED PREVIOUSLY.
