HE TALKED VERY POORLY ABOUT ALMOST EVERY SINGLE BOARD MEMBER ON THIS DAIS, INCLUDING THE SUPERINTENDENT.
HE THREW HER UNDER THE BUS STATING THAT THE REASON WHY THE SPED PEOPLE THAT GOT THEIR RAISES THAT EVERYBODY WAS UPSET ABOUT WAS BECAUSE THAT'S WHO SHE WANTS AND THAT'S WHO SHE'S KEEPING. PARAPHRASING, OF COURSE. HE TALKED ABOUT NOEL IN A BAD LIGHT, WHICH I WAS VERY DISHEARTENED ABOUT, AND I'D BE MORE THAN HAPPY TO LET YOU HEAR THE RECORDING. INDIVIDUAL SPORTS DURING LAST WEEK'S SIGNING CEREMONY.THE LEROY GREEN CAMPUS IS BUZZING WITH ENERGY, CONNECTION AND STUDENT ACHIEVEMENT.
THE THE LYON COMMUNITY CAME TOGETHER FOR A SUCCESSFUL HIGH SCHOOL MOVIE NIGHT FILLED WITH FUN, LAUGHTER AND SCHOOL SPIRIT. STUDENTS THEN ENGAGED IN A COLLEGE DOOR DECORATING COMPETITION, DISPLAYING SCHOOLS THROUGH THROUGHOUT THE COUNTRY TO DEEPEN THEIR COLLEGE AWARENESS.
AFTER RETURNING FROM THANKSGIVING BREAK, STAFF IMMEDIATELY SHIFTED INTO PREPARATION MODE FOR SEVERAL MAJOR CAMPUS EVENTS, INCLUDING FROSTY FEST, THEIR ANNUAL WINTER CELEBRATION, AND PITCH NIGHT, WHERE STUDENTS SHARE THEIR INNOVATIVE IDEAS.
SOME STUDENTS HAVE ALREADY RECEIVED ACCEPTANCES.
LAST NIGHT, THE NIGHTHAWKS HOSTED THE ANNUAL CASH FOR COLLEGE NIGHT, WHERE FINANCIAL AID EXPERTS HELPED FAMILIES COMPLETE THEIR FAFSA OR CA DREAM ACT APPLICATION. NHS ALSO HAD A SENIOR TAKEOVER DAY WHERE SENIORS TOOK OVER STAFF AND TEACHER POSITIONS ALL OVER CAMPUS.
STAFF ENJOYED SEEING SENIORS TEACHING CLASSES AND ACTING AS CAMPUS SAFETY OFFICERS.
NEXT WEEK, STUDENTS AND STAFF WILL PARTICIPATE IN A WINTER SPIRIT WEEK AND SHOW OFF THEIR WINTER PJ'S, FAVORITE CHRISTMAS MOVIE CHARACTERS AND UGLY SWEATERS.

WE ALL OF THIS RELATED TO EDUCATION AND EDUCATION, YOU KNOW, BUDGETS AND OTHER LEGISLATION AFFECTING AFFECTING SCHOOLS AND SCHOOL DISTRICTS. WE ALSO VOTED FOR OUR FOR OUR NEW VICE PRESIDENT OF THE CSB ORGANIZATION.
AND THAT'S ACTUALLY SOMEBODY FROM OUR NEIGHBORING DISTRICT TRUSTEE.

THIS REPORT UPDATES OUR ADOPTED BUDGET TO REFLECT CURRENT ESTIMATES FOR REVENUES AND EXPENDITURES, GIVING US A CLEARER PICTURE OF HOW WE EXPECT TO END THE FISCAL YEAR.

SO THANK YOU. ALL OF OUR DISTRICT GOALS HERE ARE PRESENTED AS THEY DEFINITELY ARE REFLECTED IN OUR 25, 26 BUDGET. THE OBJECTIVES TONIGHT IS TO SHARE INFORMATION ABOUT OUR INTERIM REPORT AND THE CONTINUOUS CYCLE OF BUDGET DEVELOPMENT, I'LL BE SHARING HIGHLIGHTS AND ASSUMPTIONS THAT WENT INTO UPDATING THIS YEAR'S BUDGET, AS WELL AS THE SUBSEQUENT TWO YEARS.
WE WILL LOOK AT REVENUES, EXPENDITURES AND OUR RESERVES AND ALSO OUR RESTRICTED RESERVES, AS WELL AS GOING THROUGH THE MULTI YEAR PROJECTION ASSUMPTIONS IN A LITTLE MORE DETAIL. HERE WE SEE WHERE WE'RE AT IN OUR 12 MONTH CYCLE OF BUDGET DEVELOPMENT.
TONIGHT OBVIOUSLY WE'RE DISCUSSING FIRST INTERIM.
AND NEXT MONTH WE WILL BE BRINGING THE INDEPENDENT AUDIT REPORT FOR 2425 TO YOU.
LIES ARE REQUIRED TO FILE TWO INTERIM REPORTS EACH YEAR.
THE FIRST REPORT IS DUE TO THE COUNTY OFFICE OF EDUCATION BY DECEMBER 15TH.
AND THIS COVERS REVENUES AND EXPENDITURES THROUGH OCTOBER 31ST.
AND A NEGATIVE CERTIFICATION MEANS WE ARE UNABLE TO MEET THOSE SAME OBLIGATIONS.

I'M HAPPY TO REPORT THAT THE DISTRICT WILL MEET ITS FINANCIAL OBLIGATIONS THIS YEAR AND THE FOLLOWING TWO YEARS, AND WE WILL CERTIFY AS POSITIVE. THIS INCLUDES THE STATE REQUIRED 3% RESERVE, AS WELL AS THE ADDITIONAL 6% RESERVE THAT IS REQUIRED THROUGH OUR BOARD POLICY. ENROLLMENT DID SEE A SLIGHT DECLINE FROM ADOPTED BUDGET AND WE ARE NOW PROJECTING 10,869 STUDENTS.ADA IS PROJECTED AT 10,072, WHICH IS A RATE OF 92.67%.
BUT I DO WANT TO NOTE THAT WE ARE FUNDED OFF OF 10,208.
THE DIFFERENCE IS DUE TO THE FACT THAT WE CAN USE THE GREATER OF CURRENT YEAR ADA PRIOR YEAR ADA, OR AN AVERAGE OF THE LAST THREE YEARS OF ADA.
AND IN THIS INSTANCE WE ARE USING PRIOR YEAR ADA AND THAT IS WHAT WE ARE BEING FUNDED OFF OF.
LISTED HERE ARE THE HIGHLIGHTS OF WHAT CHANGED FROM ADOPTED BUDGET TO FIRST INTERIM.
OUR UNDUPLICATED PUPIL COUNT FOR IDENTIFIED STUDENTS INCREASED 3.15% OVER PRIOR YEAR.
I DO WANT TO NOTE THAT WE ARE BACK TO WHAT'S CALLED A BASE YEAR NEXT YEAR, WHICH MEANS WE WILL NEED TO GET INCOME INFORMATION FOR ALL STUDENTS AND NOT JUST NEW STUDENTS WHO ARE NOT DIRECTLY CERTIFIED THROUGH OTHER MEANS.
WE WILL USE A VARIETY OF STRATEGIES TO GET THIS INFORMATION, BUT OUR UNDUPLICATED COUNT MAY FLUCTUATE SINCE WE NEED TO REACH OUT TO ALL STUDENTS AND THEIR FAMILIES AND NOT JUST OUR NEW ENROLLEES.
OUR BUDGET HAS ALSO BEEN ADJUSTED TO ACCOUNT FOR OPEN POSITIONS.
WHILE WE DO CONTINUE TO ACTIVELY RECRUIT FOR THESE POSITIONS, WE NEED TO RECOGNIZE THE PAST FEW MONTHS THAT HAVE PASSED AND ADJUST THE BUDGET ACCORDINGLY. AND AN INCREASE TO THE CONTRIBUTION TO SPECIAL EDUCATION WAS ALSO NEEDED FOR FIRST INTERIM TO ENSURE THAT WE ARE MEETING THOSE STUDENTS NEEDS, AS FEDERAL AND STATE FUNDS DO NOT PROVIDE ENOUGH FUNDING TO COVER ALL EXPENDITURES.
THIS IS A HIGH LEVEL BREAKDOWN OF THE SOURCES OF OUR GENERAL FUND REVENUES.
IN FACT, 93% OF OUR UNRESTRICTED REVENUE COMES FROM THAT SOURCE.
OUR EXPENDITURES ARE BROKEN DOWN BY CATEGORY IN THIS SLIDE.
MOST OF OUR EXPENSES ARE FROM SALARIES AND BENEFITS.
STAFFING MAKES UP 86% OF OUR UNRESTRICTED SPENDING AND 78% OF OUR TOTAL SPENDING.
AND THIS DOES PUT US IN LINE WITH MOST SCHOOL DISTRICTS THROUGHOUT THE STATE.
HERE WE FIND OUR ENDING FUND BALANCES BY LINE ITEM.
YOU'LL SEE REFLECTED HERE OUR 3% RESERVE FOR ECONOMIC UNCERTAINTY, AS WELL AS OUR STABILIZATION ARRANGEMENT, WHICH INCLUDES THE ADDITIONAL 6% RESERVE THAT IS REQUIRED PER BOARD POLICY IN UNRESTRICTED.
AND THEN WE HAVE OUR RESTRICTED FUNDS OUTLINED AS WELL.
WE'RE PROJECTING FLAT ENROLLMENT FOR THE NEXT TWO YEARS AS WE ARE NOT IN SEEING ENROLLMENT GROWTH JUST YET, THERE IS SOME HOUSING DEVELOPMENT THAT IS OCCURRING.
SO WE WILL CONTINUE TO MONITOR THESE TRENDS AND ADJUST ENROLLMENT, PROJECTED ENROLLMENT AS NEEDED BASED ON WHAT WE SEE HAPPENING WITH THOSE HOUSING DEVELOPMENTS. STATEWIDE, WE ARE SEEING A NUMBER OF CHALLENGES.
SCHOOL DISTRICTS THROUGHOUT THE STATE ARE FACING CHALLENGES DUE TO WIDESPREAD STAFFING SHORTAGES, AS WELL AS THE NEED FOR IN SOME DISTRICTS DOWNSIZING DUE TO DECLINING ENROLLMENT.
IN ADDITION, OF COURSE, RISING COSTS CONTINUE TO OUTPACE REVENUE, WHICH IS CAUSING BUDGETARY STRAIN.
THE LATEST FISCAL OUTLOOK FROM THE LEGISLATIVE ANALYST'S OFFICE ESTIMATES THAT THE STATE'S STRUCTURAL DEFICIT WILL BE APPROXIMATELY $35 BILLION ANNUALLY, STARTING IN 2728. SO THIS GRAPH HERE, YOU'LL SEE THAT THE GREEN BARS REPRESENT THE 2627 FISCAL OUTLOOK, PLUS ONE YEAR, TWO YEARS OR THREE YEARS, WHICH DOES SHOW A GROWING DEFICIT.
THIS IS DUE TO TWO FACTORS. WE SAW A DECREASE STATEWIDE IN REVENUE IN 2223, AND IT CONTINUES TO REMAIN BELOW WHERE THEY WERE PROJECTED TO BE. THE OTHER REASON IS THAT THE STATE HAS NOT ADJUSTED THEIR SPENDING TO FULLY REFLECT THIS MORE LIMITED CAPACITY.

THESE FACTORS WERE USED TO ADJUST THE FIRST INTERIM BUDGET AND THE SUBSEQUENT TWO YEARS.THE COLA ESTIMATES COME FROM THE SCHOOL SERVICES OF CALIFORNIA OFFICE.
ALL THINGS BEING EQUAL, THIS WOULD EQUATE TO A REVENUE DECREASE OF APPROXIMATELY $768,000.
HOWEVER, THESE PERCENTAGES MAY CHANGE PENDING THE STATE'S FINAL BUDGET IN JUNE.
THE BUDGET ASSUMPTIONS FOR 2627 ARE PRESENTED HERE, AND ADA HAS BEEN KEPT FLAT AT 92.67%.
ANY ONE TIME REVENUES AND EXPENDITURES HAVE BEEN REMOVED FROM THE BUDGET.
WE DO PLAN TO DO A TEXTBOOK ADOPTION IN THE FUTURE, AND AN APPROXIMATE COST OF $2 MILLION IS WHAT'S NEEDED FROM THE GENERAL FUND TO SUPPLEMENT THE ACTUAL COST, AND WE WILL USE OTHER RESTRICTED FUNDS FOR THE REST.
THE 3% MANDATED STATE RESERVE AS WELL AS OUR BOARD POLICY, ADDITIONAL 6% RESERVE WILL BE MET.

THEY WENT ON STRIKE AND THEY'VE WON EIGHT. 8% RAISES OVER TWO YEARS, FULLY PAID FAMILY HEALTH BENEFITS, AS WELL AS STRUCTURAL PROTECTIONS AND STABILITY AND SAFETY.
RICHMOND DID NOT HAVE MORE MONEY. THEY WERE IN A SITUATION JUST LIKE THIS ONE.
TEACHERS AND STAFF BEING IGNORED, UNDERVALUED AND DISMISSED.

HE WAS THE MOST KIND HEARTED MAN I HAD EVER MET.
HE MADE ME FEEL SPECIAL AND HELPED ME TO UNDERSTAND THAT I WAS NOT THE ONLY ONE WHO STRUGGLED.
ANOTHER VERY IMPORTANT TEACHER IN MY LIFE WAS MY CHOIR TEACHER.
