NEARLY 50% OF TEACHERS LEAVE EDUCATION WITHIN THE FIRST FIVE YEARS.
IT'S ALWAYS AMAZING TO SEE THOSE OF US WHO HAVE DONE THIS FOR 25-30-SOMETHING YEARS AND STILL LOVE IT.
NTA WISHES THEM THE VERY BEST IN THEIR RETIREMENT.
OVER THE PAST YEAR, EDUCATORS, COMMUNITY MEMBERS, PARENTS, AND STUDENTS HAVE VOICED THEIR CONCERNS AT THESE MEETINGS THAT WE CANNOT WAIT ANY LONGER FOR THE SCHOOLS THAT OUR STUDENTS DESERVE.
WE HAVE SEEN CONCERNS REGARDING SCHOOL SAFETY, LACK OF RESOURCES FOR OUR STUDENTS, IN SPECIAL EDUCATION, LACK OF TEACHER SUPPORT, AND TEACHER VOICE AND NUSD DECISIONS.
WE ALSO SEE A PATTERN OF LACK OF RESPONSIVENESS FROM OUR DISTRICT UNTIL IT BECOMES AN EMERGENCY SITUATION.
I'M JUST GOING TO SHARE AN EXAMPLE OF SOMETHING THAT JUST HAPPENED IN THE LAST FEW DAYS.
ONE OF OUR SDC ILS SPECIAL EDUCATION TEACHERS AT INDERKUM HIGH SCHOOL HAS REPEATEDLY ASKED FOR SPECIFIC RESOURCES FOR HER ILS CLASS, RESOURCES THAT SHOULD HAVE BEEN PROVIDED BY THE DISTRICT BECAUSE THEY ARE IN SUPPORT OF THE STUDENTS' NEEDS AND THE CURRICULUM.
TIME AND TIME AGAIN, HER SPECIAL EDUCATION LEADERSHIP HAS REFERRED HER BACK TO HER SITE ADMIN, WHO HAVE SAID THAT THEY DID NOT HAVE THE FUNDING FOR THE RESOURCES.
BY RESOURCES, I MEAN THE REFRIGERATOR, THE MICROWAVE, WASHER, AND DRYER SO THAT SHE CAN DO THE THINGS THAT ARE REQUIRED AS PART OF HER CURRICULUM WITH HER STUDENTS.
BEYOND THAT, WE'RE ALSO TALKING ABOUT ENOUGH STAFFING THAT'S TRAINED IN SUPPORT AND KEEPING HER ROOM PROPERLY CLEANED.
LAST WEEK, THERE WAS A MAJOR ROAD AN INFESTATION IN HER CLASSROOM.
THERE WAS RAT FECES ON THE COUNTERS, AND THE WALLS HAD BEEN LITERALLY EATEN BY THE RATS.
COMPLAINTS HAD BEEN MADE TO THE SITE ADMINISTRATION AND SPECIAL EDUCATION TEAM MULTIPLE TIMES ABOUT THE RESOURCES AND THE CONDITION IN HER CLASSROOM.
FINALLY, THE TEACHER REACHED OUT TO ME, AND I CALLED DOUG.
WHAT WAS MOST DISTURBING WAS THAT THIS TEACHER HAD BEEN DENIED RESOURCES HER STUDENTS NEEDED BY DISTRICT ADMIN TO THE POINT THAT AN ASSISTANT PRINCIPAL HAD TRIED TO HELP HER OUT BY ASKING OTHER STAFF MEMBERS TO DONATE AND CROWDSOURCE FOR THE PURCHASE OF A REFRIGERATOR.
THE PRINCIPAL AT THE SITE TOOK NO AGGRESSIVE ACTION TO REMEDY THE SITUATION, JUST MOVED HER AND OUR ILS STUDENTS TO THE THEATER AND TOLD HER THAT A TEAM WAS WORKING ON IT, AND IT WOULD MAYBE TAKE A COUPLE OF DAYS.
WHAT WAS ACTUALLY HAPPENING IS THAT THEY WERE GOING IN AND JUST WIPING THE RAT POOP UP BEFORE THEY WERE LETTING HER BACK INTO THE CLASSROOM.
WITH MORE DIGGING INTO THE SITUATION, I FOUND OVER THE YEARS THAT THE TEACHER HAD BEEN GOING TO HER ADMIN, BOTH SITE AND SPECIAL EDUCATION, PER THE CONTRACT, ABOUT THE CONCERNS IN HER PHYSICAL SPACE, AND NOT ONE WORK ORDER HAD BEEN PUT IN ABOUT ANY OF THE CONCERNS THAT SHE BROUGHT TO ADMIN.
ONLY THE ONES THAT SHE HAD DONE TO TRY AND GET THE WASHER AND DRYER THAT WERE BROKEN AND REPAIRED.
I WANT TO TAKE A MOMENT RIGHT NOW TO REALLY, PUBLICLY APPRECIATE DOUG.
I REACHED OUT TO HIM ON MONDAY MORNING.
HE WENT OVER TO THE SITE RIGHT AWAY. WITH LOUISE.
TWO PEOPLE, SORRY, DOUG, YOU'RE SHARING THE HONORS TODAY.
WITHIN FIVE HOURS OF MY COMMUNICATION WITH DOUG, HE WAS ABLE TO SOURCE AND PURCHASE THE SUPPLIES FOR THE STUDENTS IN THE CLASSROOM, MAKE SURE THAT THEY WERE DELIVERED, AND INSTALLED.
HE DEALT WITH THE ROD AND INFESTATION, HAD THE ROOM DEEP CLEANED, PROVIDED UV FILM WHERE THE TEACHER HAD TO HAVE PAPER HUNG IN THE CLASSROOM FOR SHADE.
HE WAS ABLE, LIKE NO OTHER ADMINISTRATOR TO BE ABLE TO WALK INTO THAT ROOM AND SEE THE CONDITIONS THAT SHE WAS WORKING IN AND REMEDY THEM IMMEDIATELY.

HE DID THAT. WHAT I DON'T UNDERSTAND IS WHAT IS THE HOLDUP FOR OTHER ADMIN? WHY DOES IT TAKE ME CALLING DOUG AND SAYING, DO YOU KNOW WHAT'S GOING ON OVER HERE BEFORE THOSE THINGS HAPPEN? AT THE MOST, IN TERMS OF APPLIANCES, WE'RE TALKING ABOUT MAYBE $3,000.I'VE SAID THIS TO SOME OF YOU ALREADY.

I ALSO WANTED TO MENTION EVENTS THAT I HAD A CHANCE TO ATTEND ALONG WITH MANY OF MY COLLEAGUES, THE INDERKUM HIGH SCHOOL IB GALA, THE NATOMAS HIGH SCHOOL FIELD DAY, WHERE SPECIAL EDUCATION PROGRAMS FROM ACROSS THE COUNTY COME TO NATOMAS HIGH SCHOOL.
THEY EMPOWER YOU, YOUNG MEN'S SUMMIT, WHICH I BELIEVE IS THE FIRST ONE HELD, AND I PRETENDED THAT I KNOW HOW TO PLAY BASKETBALL WITH SOME OF THE STUDENTS.
THE EARLY LITERACY INITIATIVE LAUNCH THAT I KNOW MORE WILL PROBABLY BE SHARED ABOUT THAT.
WE HAD A CHANCE TO SIT INTO SOME CLASSROOMS AND READ, AND IT'S NOT JUST ENJOYABLE, BUT WE GET TO LEARN SO MUCH ABOUT STUDENTS IN ONE OF THE CLASSROOMS THAT I WENT INTO, ONE OF THE STUDENTS TAUGHT ME HOW TO MAKE A LEPER CONTRACT, SO I CAN'T SAY THAT THAT HAD EVER HAPPENED BEFORE.
THEY WERE REALLY INTO THE BOOK THAT THEY HAD ALREADY STARTED READING.
IT WAS GOOD TO BUILD UPON THAT.
BEFORE I CONGRATULATE THE CLASS OF 2025, I, HOPEFULLY LIKE EVERYBODY ELSE HERE, REALLY LIKE SEALS.
WE HAVE QUITE A FEW SEALS THAT WE'RE OFFERING TO STUDENTS IN OUR DISTRICT WHEN THEY GRADUATE.
FIRST, WE HAD A MULTILINGUAL LEARNER CELEBRATION WHERE STUDENTS GOT THEIR SEAL OF BY LITERACY THAT COMES FROM THE STATE.
THEY'RE PRETTY HEAVY, SO YOU KNOW THEY'RE THE REAL DEAL.
THEN ALSO I'M EXCITED TO SEE THAT SO MANY STUDENTS IN OUR DISTRICT ARE RECEIVING THE MORE STEM-RELATED GOLDEN STATE MERIT SEAL, WHICH MANY MIGHT BE FAMILIAR WITH.
FOR THE FIRST TIME EVER, THE SUPERINTENDENT KNOWS HOW EXTRA PASSIONATE I AM ABOUT THIS ONE.
EVERYTHING IS EXCITING, I THINK, WHEN YOU START WITH FOR THE FIRST TIME EVER.
AGAIN, FOR THE FIRST TIME EVER, OUR STUDENTS IN OUR DISTRICT ARE GOING TO BE RECEIVING THE STATE SEAL OF CIVIC ENGAGEMENT ON THEIR DIPLOMAS.
YOU HAVE THREE SEALS AND HUNDREDS OF STUDENTS THAT ARE ABLE TO BE PART OF THE CLASSES AND ALL OF THE DIFFERENT THINGS, THE CURRICULUM THAT FALLS INTO THAT.
OF COURSE, THEY'RE GETTING RECOGNIZED BY THE WHOLE STATE FOR IT.
AFTER ALL OF THAT, I CAN'T WAIT FOR NEXT WEEK WHEN WE GET TO FORMALLY SEND OFF THE CLASS OF 2025.
I KNOW THAT THE REASON THAT WE'RE ALL HERE AND THE REASON THAT WE ALL HAVE SCHOOLS TO BEGIN WITH.

I THINK ONE GENTLEMAN IN THE AUDIENCE DESCRIBED IT AS LORD OF THE FLIES AND WANT TO SAY, HEY, LOOK, I GOT THERE AND IT WAS A VERY INTERESTING CAMPUS, I WOULD SAY AT THAT TIME.
I HAVE THE UTMOST CONFIDENCE IN OUR SUPERINTENDENT.
WE ARE IN CONSTANT COMMUNICATION ABOUT WHAT THINGS SHOULD LOOK LIKE THERE, WHAT THE FUTURE STATE IS.

THE FACT THAT WE OPEN THAT UP TO OTHER SCHOOLS THROUGHOUT THE REGION AND TO SEE THE EXCITEMENT ON THE STUDENTS FACES AS ARE PARTICIPATING IN THIS EVENT SO I WANT TO THANK EVERYONE THAT DID SUCH AN AMAZING JOB PUTTING THAT TOGETHER.
LIKEWISE, OUR FIRST LAUNCH TO LITERACY WAS A LOT OF FUN.
I'M STILL WONDERING WHERE THAT SMELL CAME FROM THAT ADA TWIST DIDN'T QUITE DISCOVER BY THE END OF THE BOOK.
AFTER HAVING READ THAT BOOK MULTIPLE TIMES ON FRIDAY, I'M HOPING THERE'S A SEQUEL WHERE WE'LL FIGURE THAT OUT.
BUT THAT WAS A WONDERFUL EVENT.
CAPTAIN K AND THE WHOLE CAFE TEAM WERE PHENOMENAL IN EVERYTHING THAT THEY DID THERE AND SO MY THANKS TO THEM FOR PUTTING ON SUCH A WONDERFUL EVENT.
I MEAN, THE TIMING WAS FUN KICKING OFF A LITERACY EVENT AS WE GO INTO SUMMER.
WE KNOW THAT STUDENT BRAINS HAVE THIS TENDENCY TO ATROPHY OVER THE SUMMER BETWEEN THE END OF SCHOOL AND THE START OF THE NEXT SCHOOL YEAR.
HAVING SOMETHING TO KEEP THEM ACTIVE AND ENGAGED ACADEMICALLY DURING THE SUMMER I THINK IS PHENOMENAL.
I WANT TO THANK ESMERALDA AND THE WHOLE CSEA TEAM FOR THEIR COLLABORATIVE APPROACH AND FOR YOUR COMMENTS THIS EVENING AS WELL ACKNOWLEDGING THAT IT WASN'T ALWAYS THE CASE AND IT'S REALLY BEEN WONDERFUL TO SEE UNDER YOUR LEADERSHIP TO SEE THAT PROCESS CONTINUING.

TONIGHT'S HIGHLIGHTS ARE GOING OVER OUR SECOND INTERIM REPORT.
OUR DETAILED REPORT IS ON FILE WITH THE DISTRICT STAFF.
WE'RE GOING TO GO OVER SOME MAJOR BUDGET ASSUMPTIONS, JUST SNAPSHOT OF THE SECOND INTERIM REPORT, OUR BUDGETING FOR SUBSEQUENT YEARS, CASH FLOW RESERVES, AND SOME UPDATES ON WHAT WE'RE LOOKING FORWARD FOR NEXT YEAR.
AT THE SECOND INTERIM REPORT, OUR ENROLLMENT WAS 1,855, OUR PROJECTED ADA WAS 1,762.25, AND THEN WE HAVE A BREAKDOWN BY GRADE LEVEL.
THERE WE USE THE SCHOOL SERVICES COLA PROJECTION OF 1.07.
THEN ALSO OUR DUPLICATED COUNT IS 37.63%.
ONE OF THE THINGS THAT I WANTED TO MENTION TO THE BOARD IS THAT HISTORICALLY WE'VE BEEN AT 28% AND THEN AS OUR CHARTER RENEWAL, WE CHANGED ONE OF OUR PRIORITIES AND STUFF SO IT REALLY MADE A DIFFERENCE 10% OR SO.
THIS YEAR'S THREE YEAR ROLLING AVERAGE IS 37.63.
WE'RE VERY HAPPY ABOUT THAT AND THE AVERAGE LCFF BY ADA IS 12,036.

YOU'LL SEE WE HAVE SOME PLANNED DEFICIT SPENDING AT THE 3.3 MILLION WITH A PROJECTED HEALTHY FUND BALANCE OF 21.6 MILLION.
THE PLAN DEFICIT SPENDING REALLY CONSISTS MAINLY OF ABOUT 80% OF THAT IS FACILITY DOLLAR.
IT'S A REMINDER IN '23, '24 WE GOT APPROVED FOR A STATE FACILITIES GRANT OF ABOUT $30 MILLION PROJECT ON OUR BLACK ROCK CAMPUS.
WE BROKE IT OUT INTO TWO PHASES AND SO WE'RE STARTING THE DESIGN PROCESS.
THEN ALSO WE HAVE ABOUT $1 MILLION IN RESTRICTED CATEGORICAL CARRYOVERS THAT WE'RE TRYING TO SPEND DOWN IN THAT YEAR.
THEN THE TWO SUBSEQUENT YEARS, WE HAVE A LITTLE BIT OF A SURPLUS.
THE PIE CHART HERE; THE MAJORITY OF OUR REVENUES THAT YOU CAN SEE IS RELATED TO ATTENDANCE.

INTERESTING ENOUGH THAT I WANTED TO BRING UP IS EVERY YEAR WE DO A COMP STUDY BUT THIS YEAR WE STARTED ADDING COMPARISON DISTRICTS REVENUES AND STUFF.
WE'RE ON AVERAGE FOR NATOMAS CHARTER SCHOOL ABOUT 8-10% LESS IN REVENUES THAN OUR SURROUNDING DISTRICTS HERE AND IT MAINLY HAS TO DO WITH OUR UNDUPLICATED COUNT AND THE LACK OF CONCENTRATION MONEY THAT WE'RE GETTING.

WE REALIZED THAT THE NEW DARTBOARD HAS COME OUT, BUT WE USE THOSE STANDARD PROJECTIONS BACK FROM JANUARY.
WE ARE NOT PROJECTING ANY INCREASED ENROLLMENT AT THE TIME.
WE ALSO USE AN AVERAGE OF 95% FOR ITS ATTENDANCE RATIO TO BE CONSERVATIVE.
THIS YEAR'S 10P2 WHICH ENDED LATE THIS YEAR ABOUT APRIL 11, WE CAME IN JUST OVER 96% OR SO.
HISTORICALLY, WE WERE AT 98 BUT UNFORTUNATELY WE'VE ALL SEEN THAT LITTLE DECLINE ON THERE.
THEN THE UNDUPLICATED COUNT FOR THE OUT YEARS, YOU CAN SEE THAT WITH THAT THREE YEAR ROLLING AVERAGE, WE BROKE 40% OR SO.
WE ARE CONSISTENT WITH WESTLAKE CHARTER SCHOOL AT THAT TIME.
AS WE ARE BUILDING THE MULTI-YEAR PROJECTION AND STUFF, WE'RE REMOVING ALL ONE-TIME REVENUES AS WELL AS THE ONE-TIME EXPENDITURES THAT GO WITH IT INCLUDING STEP AND COLUMN COSTS AND ESTIMATED BENEFIT INCREASES.
THEN ALSO PROJECTING INCREASES FOR OPERATIONAL COSTS BASED ON THE CONSUMER PRICE INDEX AND REMOVING ALL THE ONE-TIME CAPITAL EXPENDITURES.
FOR CASH FLOW, WE'RE DOING REALLY WELL.
WE'RE PROJECTING TO END THIS JUNE WITH 21.7 MILLION AND THEN THE TWO OUT YEARS AS WELL.
SO EVERY MONTH WOULD BE A POSITIVE CASH FLOW BALANCE AT THE TIME.
THEN FOR OUR RESERVES, WE ARE PROJECTING OVER $21 MILLION IN RESERVES.
WITH THE PIE CHART THERE, YOU CAN SEE THAT 52% IS OTHER RESERVES.
THAT IS WHERE WE'RE DEDICATING AND COMMITTING WITH OUR BOARD FOR PROJECTS SUCH AS FACILITIES OR SO.
AT THE END OF THIS YEAR, WE'RE PROJECTING TO HAVE ALMOST $7 MILLION COMMITTED FOR OUR CONSTRUCTION PROJECT.
OUR GOAL IS TO RAISE 10 MILLION IF NOT MORE.

WE'RE ALMOST DONE WITH DSA APPROVAL FOR THE $30 MILLION PROJECT THAT ANITA MENTIONED ON THE BLACK ROCK CAMPUS, AND WE'RE ALSO WORKING CLOSELY WITH THE DISTRICT FACILITIES TEAM ON UPGRADING OUR INTERCOM SYSTEM ON THE BLACK ROCK CAMPUS.
WE HAVE THE ORIGINAL INTERCOM SYSTEM FROM 1999, COMPLETE WITH A TAPE TRACK.

THEN WE'RE GETTING READY FOR NEXT SCHOOL YEAR, OBVIOUSLY.

AS ANITA MENTIONED, WE DO A VERY COMPREHENSIVE COMPENSATION STUDY EVERY SINGLE YEAR.
CONTINUING TO TAKE ACTION ON THAT, A BIG FOCUS FOR US IS HEALTH AND WELFARE BENEFITS, JUST LIKE IT IS FOR THE DISTRICT, THAT'S ESCALATING, AND TRYING TO FIGURE OUT HOW TO SUPPORT OUR EMPLOYEES BETTER WITH THAT.
I DID MENTION, WE HAVE THIS $30 MILLION BLACK ROCK REMODEL PROJECT THAT WE'RE WORKING ON.

HERE'S A REVENUE DISTRIBUTION, WHERE IT'S BROUGHT IN.
AGAIN, PRIMARILY DRIVEN BY ATTENDANCE AND THE LCFF.
THEN THE EXPENSE, HOW IT'S DRIVEN AGAIN BY STAFF, AND PRIMARILY SPENT ON STAFF AND PEOPLE COMING IN TO DO THE WORK TO EDUCATE STUDENTS, BOTH CERTIFICATED AND CLASSIFIED.

THE FUND BALANCES ARE STRONG FOR NP3 IN THE MIDDLE SCHOOL AS WELL.
AS WE MOVE INTO THE HIGH SCHOOL, THEY HAVE AN ADA OF ALMOST 600 STUDENTS, AND THAT'S A GROWTH OF SIX STUDENTS FROM PREVIOUS YEARS.
REMEMBER, ADA IS A COMBINATION OF BOTH THE ENROLLMENT AND THE ATTENDANCE LEVEL, THE AMOUNT OF STUDENTS WHO HOW OFTEN THEY'RE ACTUALLY IN CLASS ATTENDING SCHOOL.
THEIR UNDUPLICATED COUNT IS 41.65%.

THEN, PART OF THE INSTRUCTIONAL FRAMEWORK GROUP ACTUALLY PILOTED THE USE OF DIBELS IN THEIR CLASSROOM.
THEY HAD SOME FAMILIARITY WITH THE PLATFORM, AND THEN DIBELS ENDED UP BEING ONE OF THE FOUR SCREENERS THAT WAS RELEASED BY THE STATE IN DECEMBER.
