SIX, ZERO. MOVING ON.

WE HAVE A COUPLE CELEBRATIONS TONIGHT,

[XI.a. National Native American Heritage Month ]

AND THE FIRST CELEBRATION THAT WE HAVE IS THIS NATIONAL NATIVE AMERICAN HERITAGE MONTH, AND OUR EXECUTIVE DIRECTOR DEIDRA POWELL IS GOING TO LEAD US THROUGH THIS CELEBRATION. WELCOME, DEIDRA.

>> WELL, GOOD EVENING, PRESIDENT HEREDIA, TRUSTEES, DR. CASTILLO, STAFF, AND COMMUNITY.

IT IS MY HONOR TO ACKNOWLEDGE NATOMAS UNIFIED SCHOOL DISTRICT IS RECOGNIZING NOVEMBER AS NATIVE AMERICAN HERITAGE MONTH.

I'VE SAID THIS BEFORE, BUT I BELIEVE IT IS ALWAYS WORTH NOTING THAT WHILE WE CELEBRATE SPECIFIC MONTHS, AND IN THIS INSTANCE, NATIVE AMERICAN, NATOMAS INTENTIONALLY RECOGNIZES THE SIGNIFICANCE OF CULTURE OF DIVERSITY ALL YEAR LONG, AND SO TONIGHT, WE RECOGNIZE NATIVE AMERICAN HERITAGE MONTH, AND WE RECOGNIZE OUR DIVERSITY,

[00:05:01]

OUR EQUITY, AND INCLUSION THAT WE DO ALL YEAR LONG.

IT IS WHAT WE DO, IT IS WHO WE ARE, AND IT IS WHAT MAKES US SUCH A SPECIAL PLACE WHERE OUR FAMILIES AND MANY OF OUR STAFF CALL HOME.

I WOULD LIKE TO INTRODUCE YOU TO ONE OF THOSE FAMILIES WHO'S ALSO A STAFF MEMBER AS PART OF OUR SERIES, THE STORIES WE WEAVE.

>> MY NAME IS JENNIFER.

I'M THE HEALTH ASSISTANT AT TWO RIVERS ELEMENTARY SCHOOL.

>> I'M NEVAEH, AND I GO TO LGA, WHICH IS SHORT FOR LEROY GREENE ACADEMY.

>> WHAT IS IT THAT YOU'D LIKE TO SHARE ABOUT YOUR HERITAGE AND YOUR CULTURE?

>> MY MOM, SHE'S FROM ARIZONA, SO WE'RE WHITE RIVER APACHES.

I WAS ACTUALLY BORN ON THE RESERVATION THERE IN ARIZONA.

WE GO BACK PERIODICALLY TO GO VISIT FAMILY.

WE TRY TO MAKE A TRIP OUT THERE ONCE A YEAR TO JUST HOLD ON TO SOME OF THE TRADITIONS THAT MY FAMILY HAS, LIKE SUNRISE DANCES.

THOUGH SUNRISE DANCE IS LIKE BECOMING OF AGE FOR GIRLS.

WHAT ARE SOME THINGS THAT YOU LIKED WHEN WE WENT OVER THERE?

>> THE MUSIC.

THE DRUMS AND STUFF. [MUSIC]

>> WE HAVE OUR OWN THEME MUSIC.

[LAUGHTER] MANY OF OUR SCHOOLS ARE PARTICIPATING IN ACTIVITIES AND LESSONS TO EDUCATE AND TO LEARN ABOUT NATIVE AMERICAN CULTURE.

I WOULD LOVE TO NOTE AGAIN THAT WE HAVE PURCHASED BOOKS FOCUSED ON NATIVE AMERICANS.

THEY'RE EITHER THE LEAD CHARACTERS OR AUTHORED BY NATIVE AMERICANS, AND THESE ARE AVAILABLE IN OUR ELEMENTARY AND OUR K8 MIDDLE SCHOOL LIBRARIES.

WE JUST ENCOURAGE OUR ENTIRE COMMUNITY TO TAKE TIME TO LEARN ABOUT THE MANY CONTRIBUTIONS OF OUR NATIVE AMERICAN COMMUNITY AND TO CELEBRATE WITH US.

THIS CONCLUDES MY RECOGNITION OF NATIVE AMERICAN HERITAGE MONTH.

>> THANK YOU. NOW, YOU'RE GOING TO REMAIN AT THE PODIUM.

[LAUGHTER] YOU ARE GOING TO TAKE US THROUGH THE CELEBRATION OF THE SIKH AWARENESS AND APPRECIATION MONTH.

>> YES. WE ARE FORTUNATE TO HAVE TWO MAJOR CULTURAL RECOGNITIONS IN THE MONTH OF NOVEMBER.

WE ARE ALSO RECOGNIZING NOVEMBER AS SIKH APPRECIATION AND AWARENESS MONTH.

JUST SOME QUICK FACTS.

THERE ARE 25 MILLION SIKHS WORLDWIDE WITH 500,000 IN AMERICA.

THE LARGEST CONCENTRATION OF SIKHS IN AMERICA LIVE IN CALIFORNIA, NEW YORK, AND NEW JERSEY, AND SIKHS SHARE BASIC VALUES WITH AMERICANS, SUCH AS THE IMPORTANCE OF EQUALITY, RELIGIOUS PLURALISM, AND JUSTICE FOR ALL.

IN NATOMAS, WE HAVE A VIBRANT SIKH COMMUNITY.

WE HAVE A COUPLE OF STUDENTS WHO IDENTIFY AS SIKH, AND THEY'RE GOING TO SHARE THEIR PIECE ABOUT THEIR CULTURE IN THIS EDITION OF THE STORIES WE WEAVE.

>> HI. I'M SHARNJEET AND I'M A SENIOR.

>> HI. MY NAME IS SUHANA HERE.

I'M A SOPHOMORE IN HIGH SCHOOL, AND I'M IN THE IVY PROGRAM.

>> WHAT WOULD YOU LIKE TO SHARE ABOUT YOUR CULTURE?

>> I USUALLY GO TO THE GURDWARA.

WHEN I WAS YOUNGER, I USED TO GO EVERY SINGLE WEEK ON SUNDAY AND IN THE GURDWARA, YOU CAN DO SEVA, WHICH IS SELFLESS SERVICE.

>> I'VE ALWAYS TAKEN PART OF SEVA WITH MY FAMILY, AND I FEEL LIKE IT'S AN IMPORTANT EXPERIENCE FOR EVERYONE. [MUSIC]

>> I'D LIKE TO NOTE THAT THE LONGER VERSIONS OF THESE EPISODES ARE AVAILABLE ON OUR WEBSITE.

WE DO PODCASTS, BUT THEY'RE ABOUT 15 MINUTES A PIECE, AND SO YOU COULD HEAR THE ENTIRE VERSION OF THAT.

THOSE STUDENTS WERE A PART OF INDERKUM SIKHS HONOR AND SERVICE SOCIETY, AND I'D LIKE TO SHARE THEM FOR JUST SHARING THEIR PERSPECTIVES AND EDUCATING US ON SIKHISM.

AGAIN, I'D LIKE TO ENCOURAGE OUR COMMUNITY TO TAKE TIME TO APPRECIATE AND BECOME MORE AWARE OF SIKH CULTURE. THANK YOU SO MUCH.

>> I'M GOING TO TAKE OVER FOR SUE, ONE LAST TIME HERE.

[XI.c. Recognition of Outgoing Trustee Dr. Susan Heredia ]

ACTION ITEM C. WE'RE GOING TO RECOGNIZE OUTGOING TRUSTEE, DR. SUSAN HEREDIA.

HER 24 YEARS OF SERVICE AS AN EXTRAORDINARY TRUSTEE.

RIGHT NOW, I WANT TO OPEN IT UP TO BOARD MEMBERS WHO WOULD LIKE TO MAKE SOME COMMENTS, RECOGNIZING OUR BELOVED COLLEAGUE HERE.

I'M HAPPY TO GO FIRST.

[00:10:02]

[LAUGHTER] THIS IS REALLY HARD FOR ME.

SUE, I HAVE SO MUCH RESPECT FOR YOU AND JUST THE PERSONAL STAKE YOU'VE TAKEN IN ME, AND MY FAMILY, AND THE COMMUNITY.

I WISH WE COULD NAME EVERY SCHOOL AFTER YOU BECAUSE YOU HAVE SUCH AN EXTRAORDINARY FAMILY.

YOU ARE SUCH A KEY PART OF MY GROWTH AS A PERSON, AND I LOVE YOU SO MUCH, AND YOU'VE ALWAYS PUT IT ON THE LINE FOR EVERY STUDENT HERE IN NATOMAS UNIFIED.

YOU'RE A GREAT EXAMPLE. I LOVE YOUR FAMILY.

OVER THE YEARS, WE'VE GOT TO GO TO CSBA, AND I'VE JUST WATCHED SUE'S EXAMPLE, AND WHEN YOU'RE OUT IN THE COMMUNITY, AND YOU'RE OUT IN THE DISTRICT, AND YOU'RE OUT OTHER PLACES, YOU SEE THAT LOVE, AND THAT REVERENCE, AND THAT WARMTH THAT SHE'S BUILT OVER TIME.

I'M JUST SO GRATEFUL FOR YOUR LEADERSHIP.

I'M SO GRATEFUL FOR YOUR EXAMPLE.

I'M SO GRATEFUL FOR THE TIME YOU SPENT WITH MY DAUGHTER, LONDON, AND I REMEMBER WHEN LONDON WAS BORN, SHE WAS LIKE, HEY, GIVE HER THIS BOOK, AND GIVE HER THAT BOOK, AND SHE'S GOING TO HAVE TO HANG WITH HER TIA.

SHE'S GOING TO LEARN TO SPEAK SPANISH, AND WE'RE GOING TO SEND IT TO HER IN ADIAGA.

I DIDN'T DO ALL THOSE THINGS, BUT I DID MOST OF THEM, AND, I GUESS, THIS IS VERY HARD FOR ME.

WHEN SUE CALLED ME AND TOLD ME WHAT HER PLANS WERE, I BROKE DOWN LIKE A BABY.

I'M TRYING NOT TO BREAK DOWN HERE.

YOU'VE LED OUR DISTRICT THROUGH SOME REALLY TOUGH TIMES, AND I'M JUST SO GRATEFUL FOR YOUR PARTNERSHIP AND YOUR LEADERSHIP EXAMPLE.

I LOVE YOU TO DEATH.

YOU'RE MY HERO, MY SHERO.

>> SHERO. [LAUGHTER].

>> I FEEL THAT. I THINK EVERY ELECTED OFFICIAL COULD TAKE A EXAMPLE FROM YOU. I LOVE YOU SO MUCH.

I'M NOT GOING TO SAY GOODBYE BECAUSE I'M GOING TO BE CALLING YOU EVERY FIVE SECONDS BECAUSE WE'RE NOT GOING TO KNOW WHAT TO DO WITHOUT YOU, BUT I LOVE YOU, MAN, AND THANK YOU SO MUCH FOR EVERYTHING YOU'VE DONE.

[APPLAUSE]

>> TRUSTEE DOSICK.

>> HI, SUE.

>> HI, TRUSTEE DOSICK.

>> YOU HAD TO DO THAT AT LEAST ONE MORE TIME.

THE WHOLE EVENING HAS BEEN SURREAL SO FAR, THINKING OF OUR LAST CLOSED-SESSION, OUR LAST MEAL IN THAT ROOM, LAST ROLL CALL.

IT'S HARD TO ENVISION THIS DISTRICT WITHOUT YOU BEING UP HERE AT THE DIAS.

I WAS THINKING BACK, YOUR FIRST YEAR ON THE BOARD 2000 WAS WHEN I HAD JUST MOVED TO SACRAMENTO, HAD JUST MOVED TO NATOMAS.

BASICALLY, YOU'VE BEEN A TRUSTEE THE ENTIRE TIME THAT I'VE LIVED IN THIS DISTRICT.

I DON'T THINK WE'RE EVER GOING TO HAVE YOUR EQUAL ON THIS BOARD.

TO HAVE SOMEONE WITH YOUR PERSONAL BACKGROUND, YOUR ACADEMIC BACKGROUND, AND YOUR PROFESSIONAL BACKGROUND, TO HAVE A FORMER CLASSROOM TEACHER WHO WENT ON TO BECOME THE CHAIR OF THE EDUCATION PROGRAM AT SAC STATE AND TRAINING THE NEXT GENERATION OF TEACHERS, SEEING YOUR GRADUATES NOW TEACHING IN OUR DISTRICT, TO BRING THAT UNIQUE PERSPECTIVE OF SOMEONE RAISING YOUR FAMILY IN THIS DISTRICT, HAVING YOUR KIDS ATTEND DISTRICT SCHOOLS, HAVING BEEN A TEACHER, AND THEN TEACHING TEACHERS.

I DON'T THINK WE'RE EVER GOING TO FIND SOMEONE TO BRING ALL OF THOSE PERSPECTIVES.

MY HOPE IS THAT WE CONTINUE TO WORK TOGETHER AND THAT OUR SKILLS WILL MESH TO COME UP WITH THAT FOUR EQUALS ONE SUE, IF WE CAN KEEP THOSE SKILLS GOING.

YOUR MARK ON THIS DISTRICT WILL BE HERE FOR A VERY LONG TIME, NOT JUST IN YOUR NAMESAKE SCHOOL, BUT IN EVERYTHING THAT YOU HAD A PERSISTENCE AND YOUR ABILITY TO PUSH THINGS SO DIPLOMATICALLY.

I'M TRYING TO LOOK FOR THE RIGHT TERM HERE, YOU TALKED ABOUT THE SHERO, THE TRUE STATES PERSON THAT YOU ARE.

YOU DIDN'T YELL, YOU DON'T SCREAM, YOU DON'T THROW YOUR HANDS UP, YOU JUST KEEP MAKING YOUR POINT PERSISTENTLY OVER AND OVER AGAIN UNTIL THE REST OF US SEE THE WISDOM OF YOUR WAYS, AND INCREDIBLY EFFECTIVELY AND DIPLOMATICALLY.

I WILL ECHO MICAH'S COMMENTS THAT AS A TRUSTEE, I WAS DISTRAUGHT TO THINK ABOUT SERVING ON THIS BOARD, LIVING IN THIS DISTRICT WITHOUT YOU UP HERE.

AS YOUR FRIEND, AND AS SOMEONE WHO'S GOTTEN TO KNOW SAL RIDGE, I'M SO HAPPY FOR THEM THAT THEY GET YOU BACK FOR THIS NEXT STAGE.

THANK YOU FOR EVERYTHING.

[APPLAUSE]

>> TRUSTEE MORA.

[00:15:02]

>> I KNOW THERE ARE A LOT OF PEOPLE THAT ARE HERE TO CELEBRATE YOUR TIME ON THE BOARD, SO I WANT TO BE CONSCIOUS OF THAT AND DO SOMETHING UNCHARACTERISTIC OF ME, WHICH IS TO HOPEFULLY BE VERY BRIEF.

[LAUGHTER] SUE, EVEN THOUGH I THINK OF THOSE OF US ON THIS DIAS AMONGST THOSE THAT HAVE KNOWN YOU THE LEAST AMOUNT OF TIME, AT LEAST PROFESSIONALLY, AND YET I FEEL LIKE I'VE KNOWN YOU FOR SO MUCH LONGER THAN THAT, AND PART OF THAT MIGHT ALSO BE, HOW I'LL JUST KEEP IT TO SOME PERSONAL THANK YOUS THAT I HAVE.

ALONG WITH THE FACT THAT YOU HAVE SO MUCH KNOWLEDGE, THAT YOU'RE WILLING TO SHARE THAT KNOWLEDGE, THAT YOU'RE WILLING TO SHARE YOUR UNDERSTANDING OF THINGS THAT HAVE EITHER BEEN COMPLEX CHALLENGES THAT THE DISTRICT HAS FACED FOR A LONG TIME OR ARE NEW CHALLENGES, AND I THINK SEEING ALL THAT THROUGH YOUR PERSPECTIVE AND BEING ABLE TO OVERLAP WITH YOU AT LEAST FOR A COUPLE OF YEARS ON THIS DIAS HAS BEEN TRULY INVALUABLE, AND I AGREE WITH MY FELLOW TRUSTEES IN EVERY SENSE OF THE WORD, NOT JUST PROFESSIONALLY, BUT ALSO PERSONALLY.

I THINK YOUR CAMARADERIE AND HOW WELCOMING YOU MADE THIS BOARD FEEL FOR ME IS ALSO SOMETHING THAT I'M THANKFUL FOR.

I REMEMBER SINGING TO ONE OF LUIS MIGUEL'S SONGS AT CSBA, AND JUST THINKING, SHE GETS ME.

THAT'S A FAMOUS SPANISH SINGING ARTIST, BY THE WAY.

SO I'M JUST THANKFUL FOR ALL OF THE TIME AGAIN THAT WE'VE SERVED TOGETHER, AND THEN ALL THE TIME THAT YOU'VE SERVED ON THIS BOARD THAT PREDATES MY TIME HERE.

I'VE SHARED THIS WITH YOU, SO I'LL JUST SHARE IT HERE, THAT YOU CREATED THE DISTRICT THAT I GREW UP IN, AND IT'S ONE THAT CLEARLY I STILL LIKE ENOUGH TO BE HERE.

[LAUGHTER] I WANT TO THANK YOU FOR ALL OF THE STUDENTS THAT HAVE HAD POSITIVE LEARNING OUTCOMES BECAUSE OF YOUR LEADERSHIP AND DECISIONS THAT YOU'VE MADE.

THAT'S WHAT I'M THANKFUL FOR.

I THINK THAT THAT WAS JUST A REALLY SMALL SNAPSHOT OF ALL OF THE THINGS THAT COME TO MIND AND I'M SURE IT WILL BE FOR ALL OF US.

IT'S IMPOSSIBLE TO INCLUDE EVERYTHING.

>> THANK YOU.

>> JUSTICE HARDEN.

>> SO YOU ARE THE PILLAR OF THE COMMUNITY.

I TOO MOVED HERE AROUND THE SAME TIME AS SCOTT, 2001, AND I REMEMBER SITTING IN THIS AUDIENCE.

ALWAYS THE QUIET ONE ADVOCATED IN MY OWN LITTLE WAY, BUT MY FAVORITE MOMENT OF THINGS THAT YOU WOULD FIGHT FOR WITH THE DUAL EMERGENT PROGRAM.

I'M SO THANKFUL TO HAVE SEEN THAT COME TO FRUITION.

I'VE HAD THE PLEASURE OF WORKING IN ONE AND TO SEE IT HERE NOW AND KNOWING THAT IT'S YOUR BABY.

TO KNOW WHAT IT'S GOING TO BRING TO THE LIVES OF SO MANY PEOPLE, IT'S SUCH A BLESSING.

I'M SO THANKFUL THAT IT'S NAMED AFTER YOU BECAUSE IT SHOULDN'T BE NAMED AFTER ANYBODY ELSE.

YOU HAVE LED WITH DIGNITY YOUR ENTIRE TIME SITTING HERE.

I HAVE SEEN YOU GET MAD ONCE, BUT IT DIDN'T COUNT BECAUSE IT WAS JUST LIKE, I THINK SHE'S MAD, BECAUSE YOU RAISED YOUR VOICE LIKE, THIS MUCH, BUT YOU'VE ALWAYS JUST CARRIED YOURSELF LIKE QUEEN ELIZABETH.

THOSE OF YOU DON'T LIKE QUEEN ELIZABETH, SORRY.

BUT I LOVE THEM.

JUST A TRUE HONOR.

ALL OF MY FELLOW TRUSTEES HAVE SAID SO MUCH GREATNESS, BUT I WILL PIGGYBACK ON SOMETHING THAT TRUSTEE DOSICK HAS SAID.

THE FACT THAT YOUR FAMILY GETS TO HAVE YOU BACK IS SO GREAT FOR ME BECAUSE ONE OF THE THINGS THAT MY DAUGHTER SAID TO MENTION THAT DURING THE CAMPAIGN, SHE KNEW THAT YOU WERE A CLASS ACT.

SHE'S LIKE, OKAY, MOM, I WANT YOU TO WIN, I WANT DOCTOR HEREDIA TO WIN.

SHE NEEDS TO STAY BECAUSE HER HUSBAND IS PHENOMENAL.

LITERALLY, SHE WAS SAYING THAT SHE WANTED YOU TO WIN MORE THAN ME.

BASED OFF OF SAL BEING SO FABULOUS, KNOWING WHAT ALL YOUR FAMILY HAS GIVEN TO THIS DISTRICT AND ALL THE SACRIFICES THAT YOU HAVE MADE, IT IS SO TIME FOR YOU TO BE ABLE TO JUST NOT HAVE TO SCHEDULE ALL THOSE VACATIONS AROUND THE BOARD.

ENJOY LIFE WHILE YOU CAN.

I'M THANKFUL THAT ALL YOU HAVE DONE FOR THE COMMUNITY.

I'M JUST PROUD TO BE ABLE TO SAY, I SAT UP HERE WITH HER BECAUSE I MEAN, YOU'RE A LEGEND.

[00:20:01]

YOU GO ANYWHERE, THEY'RE LIKE, WAIT, YOU'VE GOT, I KNOW.

TO THINK OF IT, BUT KNOWING YOU ARE A PHONE CALL AWAY, I KNOW WHERE YOU LIVE.

WE CAN ALWAYS STALK YOU IF WE NEED YOU.

[LAUGHTER]. I WILL STALK HER.

SO THANK YOU. [APPLAUSE].

>> SUPERINTENDENT CASTILLO.

>> ALL RIGHT. WELL, AS A NEW SUPERINTENDENT, YOU'RE ALWAYS WONDERING WHEN YOU COME IN ABOUT WORKING WITH THE BOARD AND WHAT IT'LL BE LIKE, ESPECIALLY IN MY CASE IN A NEW CITY, IN A NEW DISTRICT.

I ABSOLUTELY HIT THE JACKPOT.

WHEN I HAD THE OPPORTUNITY TO FIND OUT THAT I WOULD BE WORKING WITH SUE AND HER KNOWLEDGE, HER EXPERIENCE, HER BACKGROUND, SERVING IN CSBA.

JUST THAT WEALTH, AS TRUSTEE DOSICK TALKED ABOUT, WITH BEING A CLASSROOM TEACHER, WORKING AT SAC STATE, YOUR WORK WITH THE CTC, CSBA, IT'S JUST BEEN AMAZING.

WHEN I TELL PEOPLE WHO I GET TO WORK WITH, I KNOW WHO THAT IS.

SHE'S AMAZING.

AND I SAY, ABSOLUTELY.

WHAT A BLESSING FOR ME TO COME IN TO BE ABLE TO LEARN.

YOU ARE SUCH A GOOD LISTENER AND A THINKING PARTNER.

I THINK WHAT I REALLY APPRECIATE IS YOU GIVE ME THE HISTORY AND THE CONTEXT, GIVE ME THINGS TO THINK ABOUT, BUT THEN YOU TRUST ME TO DO MY JOB.

THAT HAS BEEN JUST SO APPRECIATIVE, HELPING ME REFLECT ON THINGS THAT HAPPEN INSIDE AND OUTSIDE OF THE DISTRICT, AND SHE'LL TAKE ME ASIDE AND TELL ME THE HISTORY AND WHY THIS HAPPENED OR WHY IT WAS IMPORTANT AND THE IMPACT THAT IT HAS IN THE COMMUNITY.

SUE ALWAYS MAKES DECISIONS BASED WHAT'S BEST FOR KIDS.

ASKS US REALLY GOOD QUESTIONS THAT CHALLENGE US TO BE THE BEST THAT WE CAN BE, OUR EL MASTER PLAN, OUR LITERACY, ALL OF THE THINGS THAT ARE IMPORTANT, THE DEI EFFORTS, HOLDING US ACCOUNTABLE FOR WHAT IS REALLY IMPORTANT AND GIVING US THAT DIRECTION.

TWO OF THE THINGS THAT I REALLY ENJOYED WAS BEING ABLE TO TRAVEL WITH YOU TO THE CSBA CONFERENCE IN SAN FRANCISCO, AND THEN WE HAD THE OPPORTUNITY TO GO TO COAST2COAST IN WASHINGTON, DC AND DO SOME LEGISLATIVE ADVOCACY, AND TO DO THAT ALONGSIDE WITH SUE, WHAT A GREAT LEARNING EXPERIENCE, AND THEN JUST SPENDING TIME WITH YOU AND THE CONVERSATIONS THAT WE HAD.

I FEEL LIKE YOU'RE A FRIEND, AS WELL AS A COLLEAGUE, WHEN SUE CALLED AND TOLD ME MUCH LIKE MICAH, I SAID, SUE, I'M DEVASTATED.

I WAS HOPING I WAS GOING TO HAVE YOU FOR A LITTLE BIT.

BUT THE SAME THING, I'M SO HAPPY FOR YOU AND YOUR FAMILY IN THE TIME THAT YOU CAN SPEND WITH SAL AND WITH RICHARD AND TO DO THE TRAVELING, AND YOU DESERVE TO HAVE AN AMAZING RETIREMENT, BECAUSE YOU PUT IN SO MUCH TIME AND SERVICE TO THE COMMUNITY, TO OUR STUDENTS, AND JUST ARE SUCH A ROLE MODEL AND SOMEBODY I ASPIRE TO BE LIKE IN THE WORK THAT I DO.

I REALLY WANT TO THANK YOU FOR EVERYTHING YOU'VE DONE FOR ME PERSONALLY, FOR THE DISTRICT AND FOR THE COMMUNITY.

I TOO, I KNOW I'M STILL GOING TO BE PICKING UP THE PHONE CALL AND SEEING IF WE CAN HAVE LUNCH AND JUST BEING ABLE TO RUN THINGS PAST SOMEBODY THAT HAS THAT BACKGROUND AND KNOWLEDGE IS JUST SUCH A JOY, AND I FEEL JUST BLESSED TO HAVE BEEN ABLE TO WORK WITH YOU.

THANK YOU. [APPLAUSE].

>> TRUSTEE SWILLAM.

>> OKAY, SO I MIGHT HAVE SET MYSELF UP BADLY HERE.

I DON'T KNOW HOW I'M GOING TO BE ABLE TO TOP WHAT EVERYBODY ELSE HAS SAID, ESPECIALLY BECAUSE I HAVEN'T KNOWN YOU FOR AS LONG, BUT I WANT TO SAY JUST TO REITERATE ACTUALLY WHAT TRUSTEE MORA SAID EARLIER, YOU DID CREATE THE DISTRICT THAT I GREW UP IN.

I MEAN, I HAVE LITERALLY GONE TO SCHOOL IN NATOMAS MY ENTIRE LIFE.

I'M JUST SO THANKFUL THAT I GOT TO KNOW YOU, AND I'M SO SAD TO SEE YOU LEAVE.

I HOPE THAT YOU CONTINUE TO EMPOWER OUR COMMUNITY, AND I'M SO THANKFUL THAT I GOT THE CHANCE TO WORK ALONGSIDE YOU AND SEE ALL OF THE AMAZING THINGS YOU'VE DONE, NOT JUST FOR ME, BUT FOR ALL THE STUDENTS.

ON BEHALF OF ALL OF US, THANK YOU.

THANK YOU SO MUCH FOR EVERYTHING THAT YOU HAVE DONE FOR US.

[APPLAUSE].

>> ALL RIGHT, SUE, I KNOW YOU'VE SERVED FOR 24 YEARS FOR THIS MOMENT.

ALL THE STRESS WE'VE PUT YOU THROUGH.

ALL THE ORGANIZING BOARD MEMBERS THAT YOU'VE HAD TO DO.

WE'VE GOTTEN YOU THIS BEAUTIFUL PLAQUE, AND I'M GOING TO TRY NOT TO MESS IT UP WITH MY MAN FINGERS HERE.

BUT THIS IS ON BEHALF OF THE DISTRICT.

SUE, I'LL LIKE TO PRESENT YOU THIS BEAUTIFUL PLAQUE.

AND IT SAYS, "WE HONOR AND THANK YOU FOR YOUR 24 YEARS OF SERVICE AND DEDICATION AS A MEMBER OF THE BOARD OF TRUSTEES.

[00:25:04]

YOUR REMARKABLE ACHIEVEMENTS AND CONTRIBUTIONS HAVE LEFT AN INDELIBLE MARK ON OUR DISTRICT, SCHOOLS, STAFF, STUDENTS, AND COMMUNITY.

WITH HEARTFELT APPRECIATION, WE WISH YOU ALL THE BEST SUE" [APPLAUSE].

I'M GOING TO ASK THE TRUSTEES TO JUST GO TO THE FRONT FOR A GROUP PHOTO, SO SUE YOU MIGHT WANT TO TAKE YOUR PLAQUE WITH YOU.

ALRIGHT.

[BACKGROUND].

ALL RIGHT.

THE CELEBRATION IS NOT OVER.

IT'S NO SURPRISE THAT SUE AND HOW WELL CONNECTED SHE IS.

WE HAVE A VIDEO OF CONGRESSMAN AMY BERRA SAYING SOME VERY KIND WORDS ABOUT SUE IN A RECENT FLOOR SPEECH.

I KNOW OUR STAFF IS GOING TO BE PULLING UP THAT VIDEO, AND WE'LL ALL GET TO TUNE IN AND TAKE A LOOK.

>> MR. SPEAKER, I RISE TODAY TO HONOR DOCTOR SUSAN HEREDIA FOR HER SERVICE TO THE NATOMAS UNIFIED SCHOOL DISTRICT AND THE GREATER SACRAMENTO COMMUNITY.

FOR NEARLY A QUARTER CENTURY, DOCTOR HEREDIA HAS WORKED TIRELESSLY TO ENSURE EVERY NATOMAS STUDENT HAS ACCESS TO THE OPPORTUNITIES THEY DESERVE.

DOCTOR HEREDIA BEGAN HER JOURNEY AS A BILINGUAL TEACHER, AND HER COMMITMENT TO DIVERSITY AND INCLUSION HAS BEEN A CONSTANT THROUGHOUT HER CAREER.

AS A MEMBER OF THE NATOMAS SCHOOL BOARD SINCE 2000 AND IN HER ROLES AT UC DAVIS AND SAC STATE, SHE HAS HELPED SHAPE THE EDUCATION OF THOUSANDS OF STUDENTS.

HER LEADERSHIP IN BILINGUAL AND MULTICULTURAL EDUCATION HAS LEFT A LASTING IMPACT ON OUR COMMUNITY.

BEYOND NATOMAS, DOCTOR HEREDIA HAS PLAYED A CRITICAL ROLE ON THE CALIFORNIA COMMISSION

[00:30:04]

ON TEACHER CREDENTIALING AND AS A LEADER WITH THE CALIFORNIA SCHOOLS BOARD ASSOCIATION, WHERE SHE'S BEEN A STRONG ADVOCATE FOR IMPROVING EDUCATIONAL ACCESS, OPPORTUNITIES AND OUTCOMES FOR ALL STUDENTS.

AS DOCTOR HEREDIA STEPS INTO A WELL DESERVED RETIREMENT, WE CELEBRATE NOT JUST HER DECADES OF SERVICE, BUT THE COUNTLESS LIVES SHE'S TOUCHED ALONG THE WAY.

DOCTOR HEREDIA, THANK YOU FOR YOUR TIRELESS WORK AND UNWAVERING COMMITMENT TO THE STUDENTS AND FAMILIES OF NATOMAS AND OUR GREAT STATE.

I WISH YOU ALL THE BEST IN YOUR RETIREMENT AND KNOW YOUR IMPACT WILL BE FELT IN OUR COMMUNITY FOR YEARS TO COME.

[APPLAUSE].

>> ALL RIGHT. I KNOW WE HAVE SOME DISTINGUISHED GUESTS HERE WHO WOULD LIKE TO ALSO RECOGNIZE DOCTOR HEREDIA.

IS STATE SENATOR ANGELIQUE ASHBY OR A REPRESENTATIVE HERE IN THE AUDIENCE TODAY? ALL RIGHT. THANK YOU.

>> THANK YOU. I'M JUST GOING TO READ A COUPLE OF THE THINGS THAT ARE ON OUR RESOLUTION FOR YOU, SO THANK YOU.

CONGRATULATIONS ON YOUR RETIREMENT AS WELL.

DOCTOR SUE HEREDIA, A SACRAMENTO NATIVE, HAS DEDICATED HER LIFE TO UPLIFTING YOUNG PEOPLE THROUGH EDUCATION.

WITH OVER 38 YEARS OF SERVICE AND EDUCATION, SHE'S HELPED NATOMAS UNIFIED GROW AND INNOVATE, BRINGING IN PROGRAMS LIKE SACRAMENTO COUNTIES FIRST, TK THROUGH 12, INTERNATIONAL PECLARATE.

THROUGH HER LEADERSHIP, DOCTOR HEREDIA, HAS BUILT STRONG COMMUNITY PARTNERSHIPS AND WORKED TIRELESSLY TO ENSURE EVERY STUDENT HAS ACCESS TO QUALITY RESOURCES AND OPPORTUNITIES.

ON BEHALF OF SENATOR ASHBY AND SENATE DISTRICT EIGHT, WE'D LIKE TO PRESENT YOU WITH THIS RESOLUTION TO COMMEND YOUR COMMUNITY SERVICE.

THANK YOU SO MUCH.

[APPLAUSE].

>> ALL RIGHT. WE HAVE CALIFORNIA STATE ASSEMBLY MEMBER, KEVIN MCCARTY.

[APPLAUSE].

>> HI, GOOD EVENING, NATOMAS SCHOOL BOARD.

THIS IS MY FIRST TIME IN THIS CHAMBERS, NOT MY FIRST TIME SEEING TRUSTEE HEREDIA IN ACTION.

I FOLLOWED HER CAREER FOR 24 YEARS.

I JOINED MY PUBLIC SERVICE CAREER AS A CITY COUNCIL MEMBER JUST FOUR SHORT YEARS AFTER YOU JOINED THE SCHOOL BOARD, AND IT'S HARD TO BELIEVE READING THIS THAT WHEN YOU STARTED, THIS DISTRICT HAD 6,000 PEOPLE.

I KNOW MOST OF THE SCHOOL BOARD LIVED IN SOUTH NATOMAS AT THE TIME, WHERE THERE WAS NO NORTH NATOMAS THEN.

YOU AND COUNCIL MEMBER KAPLAN AND TERRY BURNS, THE LONG STANDING SCHOOL BOARD MEMBERS TOOK THIS FROM A SMALLER SCHOOL DISTRICT TO A BIGGER SCHOOL DISTRICT AND A THRIVING SCHOOL DISTRICT.

I WANTED TO RECOGNIZE YOU FOR THAT.

I ALSO WANTED TO MENTION AS OUR CONGRESS MEMBER STATED, THAT YOU HAVEN'T JUST BEEN AN IMPORTANT SCHOOL BOARD MEMBER FOR THE NATOMAS AREA, MAKING SURE YOU GRAPPLED WITH THE ISSUES, WITH MAKING SURE THAT ALL STUDENTS THRIVE AND DEALING WITH CHALLENGES AS WELL, BUT FOCUSING ON THE STATE WIDE LEVEL.

AS YOU KNOW, I SERVED FOR 10 YEARS OVERSEEING THE BUDGET COMMITTEE ON EDUCATION FINANCE AND SAW YOU MANY TIMES AT THE STATE CAPITOL ON ENGLISH LANGUAGE LEARNINGS ISSUES, WORKING WITH THE CTC AND OUR TEACHER TRAINING ISSUES AND FOCUSING ON THE CALIFORNIA STATE SCHOOL BOARDS ASSOCIATION.

I KNOW THAT YOU SERVED AS OUR STATEWIDE PRESIDENT TO THAT, MAKING SURE THAT YOU WERE A VOICE FOR NOT JUST THIS DISTRICT, BUT THE THOUSAND DISTRICTS ACROSS CALIFORNIA, MAKING SURE THAT SCHOOL DISTRICTS BIG AND SMALL KNOW WHAT THE STATE BUDGET AND POLICIES MEANT TO OUR STUDENTS.

I KNOW YOU DID THAT NOT FOR FAME NOR FORTUNE, BUT BECAUSE YOU CARED ABOUT KIDS, NOT JUST IN NATOMAS, IN SACRAMENTO, BUT THROUGHOUT CALIFORNIA.

I WANTED TO RECOGNIZE YOUR 24 YEARS SERVING THIS COMMUNITY, BUT ALSO THE STATE OF CALIFORNIA, PRESENT TO YOU RESOLUTION ON BEHALF OF THE STATE OF CALIFORNIA.

THANK YOU FOR YOUR SERVICE.

[APPLAUSE].

>> SHE'S GOING TO GET A BIGGER HOUSE.

[BACKGROUND].

[00:35:20]

[APPLAUSE].

>> ALRIGHT, NOW WE HAVE SACRAMENTO CITY COUNCIL MEMBER LISA KAPLAN, REPRESENTED DISTRICT ONE.

[APPLAUSE].

>> HELLO, EVERYONE.

THIS MIGHT BE MY FIRST TIME.

IT FEELS VERY WEIRD TO BE ON THIS SIDE.

[LAUGHTER] YOU ALL KNOW I HAD THE PLEASURE.

I'VE BEEN SITTING IN THIS BOARD ROOM SINCE 2001, DOUG, THAT WAS A LONG TIME AGO, AND I HAD THE PLEASURE OF SERVING WITH YOU SUE FOR 20 YEARS.

I THINK THE THEME WE'RE ALL GOING TO HEAR TONIGHT IS WE'RE ALL GOING TO CLAIM SUE AS OURS.

THAT REALLY SPEAKS TO MORE WHO YOU ARE AS A PERSON BECAUSE OUR ASSEMBLY MEMBERS SAID IT, WHEN YOU TOOK OVER, AND I SERVED ON THE CALIFORNIA SCHOOL BOARD ASSOCIATION WITH YOU, AND WATCHED YOU RISE AND TRY AND FAIL, AND HAVE THE GRIT AND DETERMINATION BECAUSE YOU KNEW YOUR YEARS OF EXPERIENCE AS A TEACHER, AS A PROFESSOR IN EDUCATION LEADING THE NEXT GENERATION OF TEACHERS, YOUR VOICE MATTERED, AND IT MATTERED EVEN MORE BECAUSE OF THE PANDEMIC AND YOUR LEADERSHIP AND WHAT YOU WERE ABLE TO DO AS CSBA PRESIDENT, I THINK THE LONGEST, THAT HAS ALMOST SERVED IN CSBA'S HISTORY BECAUSE YOU TOOK OVER AFTER THE PRESIDENT UNFORTUNATELY PASSED AWAY.

YOUR LEADERSHIP IS BEYOND.

I GET THE HONOR OF HAVING SERVED WITH YOU FOR 20 YEARS.

HERE'S THE THING THAT WE NEED TO KNOW AND EVERYONE NEEDS TO KNOW IN NATOMAS, THERE WILL NOT BE ANOTHER DR. HEREDIA.

THERE WILL NOT BE A SCHOOL BOARD MEMBER MORE QUALIFIED IN EVERY WAY, SHAPE, OR FORM FOR OUR STUDENTS AND FOR OUR FUTURE, NOT ONLY AS A MOM, BUT AS A TEACHER, AS SOMEBODY WHO WAS IN THE DEI TERRITORY BEFORE IT WAS EVEN CALLED DEI, SOMEBODY WHO WAS FIGHTING FOR THE LEAST AMONG US, WHO WAS A PROFESSOR TEACHING THE NEXT EDUCATION, WHO GOT THE EXPERIENCE AT THE STATE LEVEL AND AT CSBA.

THERE WILL NEVER BE ANOTHER DR. HEREDIA.

THAT'S WHY I THINK ALL OF US ARE PROUD TO SAY, YOU'RE OURS.

I ALWAYS GET TO SAY, OH, YEAH, I WAS NATOMAS, AND PEOPLE LOOK AT ME AND, I GO, OH, I WAS WITH DR. HEREDIA.

THEN EVERYBODY KNOWS I GOT THE PLEASURE OF SERVING ON A BOARD, AND WE GOT TO LEAD TOGETHER.

BUT MY GIRLS WANT TO TELL YOU, CONGRATULATIONS.

THEY'RE AT JUJITSU TONIGHT BUT THEY EXPECT SUE AND SAL TO COME OVER FOR A VISIT, AND THEY WANT TO HEAR ABOUT YOUR LATEST ADVENTURES BECAUSE 20 YEARS ISN'T JUST A COLLEAGUE.

YOU SAW ME THROUGH MY SINGLE, MY MARRIED, MY KID LIFE.

YOU GUYS ARE FAMILY. THANK YOU, RICHARD.

THANK YOU, SAL. THANK YOU, DR. HEREDIA.

I MIGHT BE A COUNCIL MEMBER, BUT MORE THAN ANYTHING, YOU WERE MY COLLEAGUE, AND YOU WERE A LEADER IN EDUCATION FIELD AND MAKING NATOMAS WHAT IT IS TODAY.

IT IS TRULY MY PLEASURE AND HONOR TO THANK YOU.

[APPLAUSE]

>> WE'RE GETTING YOUR STEPS IN TONIGHT.

[INAUDIBLE].

>> ONE, 2, 3.

ONE, 2, 3.

>> THANK YOU SO MUCH.

>> THANK YOU SO MUCH. [APPLAUSE]

>> WE HAVE SACRAMENTO MAYOR PRO TEM, KARINA TALAMANTES.

[APPLAUSE]

>> HEY, SUE, DR. HEREDIA-ARRIAGA.

[LAUGHTER] I THINK EVERYONE'S TALKED ABOUT YOUR PROFESSIONAL CAREER, YOUR ACADEMICS, AND JUST EVERYTHING YOU'VE FOUGHT FOR, SO I DON'T THINK I NEED TO GO THROUGH YOUR RESUME.

YOU NOW HAVE PROBABLY FIVE PROCLAMATIONS TO PUT IN YOUR SUITCASE BECAUSE SAL'S GOING TO TAKE YOU TO ALBANIA.

[LAUGHTER] BUT I'M SURE YOU'RE NOT GOING TO BE ABLE TO FIT THEM ALL, BUT I THINK IT'S A TESTAMENT TO HOW SPECIAL YOU ARE TO ALL OF US, INCLUDING MYSELF.

YOU'RE NOT JUST SPECIAL TO ME AS A TRUSTEE, AS A POWERFUL LATINA LEADER THAT HAS BROKEN BARRIERS FOR WOMEN LIKE ME.

[00:40:05]

YOU'RE JUST A POWERFUL WOMAN FOR ALL OF US, OUR LATINO COMMUNITY, I'M GOING TO CRY.

[LAUGHTER] YOU GAVE ME A CHANCE.

SIX YEARS AGO, WHEN I GOT A CALL TO RUN FOR THE SCHOOL BOARD, I THOUGHT, WHO THE HELL IS CALLING ME.

THEN THEY SAID, "CALL DR. SUSAN HEREDIA-ARRIAGA." AND I SAID, "OKAY." AND I GOOGLED YOU.

I THOUGHT, OH, MY GOD, SAC STATE PROFESSOR, MASTERS, PHD.

I WAS JUST AMAZED BY YOUR RESUME.

I WENT TO THAT COFFEE AT BELLEVUE VERY PREPARED, EVEN WITH WHAT YOU HAD DONE YOUR THESIS ON BECAUSE I KNEW I HAD TO DO MY HOMEWORK BECAUSE IT WAS YOU, THE WOMAN THAT ALL OF NATOMA SPOKE SO HIGHLY OF.

THE PERSON THAT I HAD TO GET YOUR APPROVAL TO RUN FOR THE SCHOOL BOARD.

I SAT THERE AND AT THE END OF IT, YOU SAID, "KARINA, I'M HAPPY TO SUPPORT YOU.

I THINK YOU'RE TALENTED, I THINK YOU'RE QUALIFIED, AND YOUR HEART'S IN THE RIGHT PLACE.

I'M GOING TO SUPPORT YOU." YOU TOLD ME SOMETHING THAT I'M JUST NEVER GOING TO FORGET.

YOU SAID, "I'M GOING TO HELP YOU BECAUSE IT WAS HARD FOR ME TO GET TO WHERE I'M AT TODAY AND WE NEED MORE PEOPLE LIKE YOU IN THE SPACE, MORE PEOPLE THAT UNDERSTAND THE REAL CHALLENGES THAT WE GO THROUGH, AND YOUR JOB IS TO CONTINUE OPENING UP THAT TUNNEL, AND MAKING MORE ROOM FOR OTHER WOMEN, MAKING MORE ROOM FOR PEOPLE THAT DON'T TYPICALLY GET TO BE IN THE ROOM." I'M COMMITTED TO THAT AND I'M GOING TO CONTINUE TO BE COMMITTED TO THAT MY ENTIRE LIFE BECAUSE YOU HELP ME OUT AND MY GOAL IS TO HELP OUT OTHER PEOPLE.

I JUST VERY MUCH LOVE YOU.

I LOVE YOUR FAMILY.

I'M REALLY EXCITED FOR YOU.

YOU'VE GIVEN SO MUCH OF YOUR LIFE AS A PUBLIC SERVANT TO ALL OF US, AND NOW IT'S TIME FOR YOU, SUE, TO GO ON YOUR VACATIONS, TO ENJOY LIFE, TO REST.

REALLY, YOU HAVE A SCHOOL NAMED AFTER YOU. THAT'S A PRETTY BIG DEAL.

[LAUGHTER] NOW, YOU JUST HAVE THESE BEAUTIFUL PROCLAMATIONS AND RESOLUTIONS IN YOUR NAME, AND I JUST THINK IT'S JUST TESTAMENT TO WHO YOU ARE.

I'M JUST REALLY EXCITED TO SPEND TIME WITH YOU IN THE MONTHS TO COME, AND I DID NOT CRY BUT MY VOICE DID GET VERY SHAKY, AND JUST I REALLY LOVE YOU VERY MUCH. THANK YOU. [APPLAUSE]

>> WE BOTH WORE GREEN BY ACCIDENT.

[OVERLAPPING]

>> YEAH, RIGHT.

>> TOTAL ACCIDENT.

TOTAL ACCIDENT. [APPLAUSE]

>> AFTER THIS PHOTO, I'M GOING TO ASK OUR DISTINGUISHED GUESTS TO COME BACK, GET ONE MORE PHOTO WITH ALL THE TRUSTEES AND DR. HEREDIA.

STAY RIGHT THERE.

YEAH.

[BACKGROUND] [LAUGHTER]

>> [INAUDIBLE]

>> [INAUDIBLE] DR. HEREDIA [INAUDIBLE].

>> YES.

[NOISE]

[00:45:15]

[APPLAUSE]

>> TRUSTEE HEREDIA, WE WANT TO JUST OPEN THE FLOOR FOR YOU TO SHARE SOME WORDS WITH US, AND SOME REMARKS, AND SOME WISDOM.

REALLY APPRECIATE YOU AND EVERYTHING YOU'VE DONE FOR THE DISTRICT.

>> WELL, I'M GOING TO TRY TO BE LIKE NOEL AND BE BRIEF BECAUSE I KNOW EVERYBODY HAS SEEN WHAT'S OUT IN THE LOBBY.

ALL OF THOSE FABULOUS DESSERTS.

PROBABLY WANT TO GET THERE, ESPECIALLY THE LITTLE KIDS I CAN IMAGINE.

I DON'T REALLY HAVE ANYTHING PREPARED FOR TONIGHT BECAUSE THIS IS A REALLY SURREAL EXPERIENCE.

WHEN YOU WALK INTO THIS BUILDING FOR SO MANY YEARS, AND WALK THE HALLS, AND SEE PEOPLE, AND COME TO MEETINGS, AND THEN HAVE SPECIAL MEETINGS AND EVENTS IN THE SCHOOL, IT JUST BECOMES SO MUCH A PART OF YOUR LIFE EVERY DAY.

IT'S SO INGRAINED IN WHO YOU ARE.

THE DECISION TO STEP DOWN WAS NOT EASY.

YOU COULD ASK MY FAMILY THAT, FATHER'S DAY DINNER SHOULD HAVE BEEN ABOUT SAL, BUT IT WAS ABOUT SCHOOL BOARD DISCUSSION.

[LAUGHTER] OTHER DINNERS, DISCUSSIONS.

BUT IT WAS HARD, AND IT'S HARD TO WALK AWAY FROM ALL OF YOU.

IT'S THE KIDS IN THE SCHOOLS, IT'S WHAT WE'VE DONE.

I CAN JUST SEE THIS TREMENDOUS GROWTH OVER SO MANY YEARS.

I'VE WORKED WITH, I CAN'T REMEMBER SEVEN SUPERINTENDENTS OR I THINK IT'S SOMETHING LIKE THAT.

I CAN'T REMEMBER HOW MANY SUPERINTENDENTS, BUT IT'S BEEN A JOURNEY IN WATCHING HOW THE DISTRICT HAS EVOLVED.

I FEEL LIKE I AM STEPPING AWAY AT A TIME WHEN THIS DISTRICT IS GOING TO SOAR.

I THINK IT'S IN GOOD HANDS.

I JUST THINK THERE ARE GOOD PEOPLE IN PLACES IN DEPARTMENTS AND SCHOOLS, AND I DON'T KNOW IF SHE'S HERE TONIGHT, BUT YOLANDA SACA, WHO'S THE PRINCIPAL FOR THE [INAUDIBLE], WHO WE TOOK FROM WEST SACRAMENTO OVER THERE.

BUT THEY ARE REALLY GOOD PEOPLE IN PLACE, AND THAT'S WHAT MAKES IT EASY, WHEN YOU KNOW THAT THE FOUNDATION IS VERY STRONG, THAT THE LEADERSHIP IS VERY STRONG, THAT THOSE WHO SIT HERE AT THIS TABLE, WHICH I HAVE ALWAYS CONSIDERED TO BE A PRIVILEGE AND AN HONOR.

I'VE NEVER TAKEN THIS POSITION FOR GRANTED.

IT REMINDS ME OF THE TIME WHEN I BECAME A TEACHER, AND I USED TO THINK, ALL I HAVE TO DO IS SHUT MY DOOR AND THE PARENTS DON'T KNOW WHAT I'M DOING WITH THEIR KIDS DURING THE DAY.

[LAUGHTER] BUT IT'S THAT LEVEL OF RESPONSIBILITY.

I'VE ALWAYS HAD THAT AT LEVEL.

SO MANY PEOPLE TO THANK.

WHEN I LOOK AT ASSEMBLYMAN MCCARTY, I JUST REMEMBER GOING ZOOM MEETINGS.

I KEEP THINKING ZOOM MEETINGS, EARLY CHILDHOOD EDUCATION, PRESCHOOL.

I SEE SO MUCH, ALL THE CONVERSATIONS AND THE TIME IT TOOK TO MOVE THE AGENDA FORWARD FOR ALL THE KIDS.

I APPRECIATE YOUR TIME GIVING TO THIS DISTRICT, LISTENING TO WHAT'S HAPPENING IN OUR DISTRICT, HELPING YOU SUPPORT LEGISLATION, AND JUST THANK YOU FOR WHAT YOU'VE CONTRIBUTED.

I WILL NEVER FORGET ALL OF THAT TIME.

LISA KAPLAN. WOW. WE GO BACK SO MANY YEARS.

IT IS REALLY FUN TO HAVE WATCHED LISA, AND I SAY THIS LOVINGLY, GROW UP, [LAUGHTER] STARTING AS A NEW KID AND SHE LOOKED LIKE A KID SITTING IN THE BLEACHERS AT NATOMAS HIGH WHEN I THINK I FIRST MET HER AT A FOOTBALL GAME, AND SHE WAS THERE, BUT JUST WATCHING HER AND HER FAMILY GROW, AND HER EXPERTISE HAVE ALWAYS HELPED, I THINK, HAVE PLAYED AN INTEGRAL PART IN HELPING TO SHAPE THIS DISTRICT ALSO.

LISA, I THANK YOU.

THANK YOU FOR THE TIME THAT YOU SERVED ON THE BOARD, AND THANK YOU FOR ALL THE CONVERSATIONS THAT WE'VE HAD ABOUT THINGS PERTAINING TO THIS DISTRICT AND ADVANCING IT FOR ALL THE STUDENTS IN THE DISTRICT.

KARINA TALAMANTES. OH, IT'S GREAT TO HAVE BOTH OF MY CITY COUNCIL PEOPLE HERE TONIGHT.

MY CITY COUNCIL. THAT'S WHAT I'M SAYING.

IT'S GREAT TO HAVE THE TWO WOMEN HERE THIS EVENING, AND WOMEN WHO ARE VERY DEDICATED TO NATOMAS.

[00:50:06]

AGAIN, THAT'S PART OF THAT FOUNDATION THAT I KNOW THAT IT'S STRONG.

WE DON'T DO ANYTHING IN THIS DISTRICT WITHOUT EVERYBODY FINDING OUT ABOUT IT.

WE KNOW WE'RE VERY CAREFUL ON THE MOVES THAT WE MAKE, WHAT WE SAY, WHAT WE DO.

BUT WE KNOW THAT WHEN WE HAVE TO GATHER THE FORCES THAT EVERYBODY'S THERE.

FOR MY FRIENDS WHO ARE ELECTED OFFICIALS IN THE AUDIENCE, JACKIE WONG, WHO'S THE PRESIDENT AT IN WEST SACRAMENTO, WHICH IS THE WASHINGTON UNIFIED SCHOOL DISTRICT BOARD OVER THERE, I JUST APPRECIATE YOUR TIME BEING HERE THIS EVENING, AND THANK YOU.

MY FAMILY.

WOW. I JUST THINK THEY THINK ALL I DID WAS GO TO MEETINGS EVERY WEEK, [LAUGHTER] AND I WAS ON ZOOM EVERY OTHER DAY, AND I WAS READING BOARD PACKETS, AND COMMUNICATIONS, AND I WAS GOING TO SCHOOLS AND WATCHING LITTLE KIDS AND BIG KIDS LEARN, AND THAT WAS SO MUCH FUN.

BUT I THINK THEY TOO HAVE GROWN IN APPRECIATION, JUST FOR UNDERSTANDING THE DISTRICT JUST THROUGH MY WORK.

I'M HOPING THAT THEY SEE IT THAT WAY.

THE PEOPLE I'M MISSING TONIGHT, I HAVEN'T FORGOT MY FELLOW TRUSTEES.

I JUST DON'T WANT TO CRY, THAT'S WHAT I'M SAYING YOU.

[LAUGHTER] THE PEOPLE I'M MISSING TONIGHT, MY PARENTS.

MY PARENTS WHO I CONVINCED TO MOVE TO THIS DISTRICT FROM SAC, GOT OUT OF THE SAC CITY UNIFIED AND GET INTO NATOMAS UNIFIED, BECAUSE I JOKED I NEEDED TWO EXTRA VOTES ALL THE TIME FOR EACH OF MY ELECTIONS, AND SO I'M MISSING THEM BECAUSE THEY THEY CAME TO LOVE THIS COMMUNITY.

THEY CAMPAIGNED, THEY WALKED, THEY CANVASSED, MADE PHONE CALLS, DROVE BY SCHOOLS THAT WERE BEING CONSTRUCTED, LIKE IN HIGH SCHOOL, THEY READ EVERYTHING THEY COULD TO KEEP ABREAST OF WHAT WAS HAPPENING IN NATOMAS, AND SO I THINK IT'S THROUGH THEIR EXAMPLE THAT I CONTINUED TO MOVE ON WITH PUBLIC SERVICE.

I WANTED TO SHARE REAL QUICK WITH YOU, AND I JUST WROTE IT DOWN REAL QUICK, SOMETHING THAT I LIVE BY, AND THIS IS ON MY DESK, AND IT SAYS, "SERVICE TO OTHERS IS THE RENT YOU PAY FOR YOUR ROOM HERE ON EARTH." MOHAMMED ALI.

THAT HAS ALWAYS STAYED WITH ME THAT YOU'RE NOT STAYING HERE FOR FREE.

THERE'S SERVICE AND WORK THAT'S ALWAYS NEEDS TO BE DONE, AND SO THAT'S WHAT HAS GUIDED ME.

>> MY SPECIAL THANKS TO FRIENDS IN THE AUDIENCE.

I KNOW THERE WERE TWO LITTLE KIDS, PROBABLY SAT AS LONG AS THEY COULD AND THEN HAD TO GO FOR DESSERT.

BUT I KNOW THAT THEIR GRANDMOTHER IS HERE AND THEIR UNCLE IS THERE AND THEIR MOM'S HERE SOMEWHERE, BUT MY NEIGHBORS, I REALLY APPRECIATE YOU BEING HERE.

MY COLLEAGUES FROM SAC STATE, DR. MARIA MEJORADO, WHO HAS WATCHED ME THROUGH THIS WHOLE PROCESS.

WE WERE IN THE GRADUATE PROGRAM AT UC DAVIS AND I WENT TO HER AND SAID, I'M GOING TO RUN FOR SCHOOL BOARD.

THEN SHE GOES, AND YOU'RE IN THE MIDDLE OF TRYING TO GET TENURE AT SAC STATE, AND PROMOTION AND YOU'RE GOING TO RUN FOR A SCHOOL BOARD? BUT SHE NEVER SAID NO.

SHE WAS ENCOURAGING.

THANK YOU, MARIA FOR THAT.

LONGTIME FRIEND, JACQUELINE MITRANCA, WHO'S BEEN WITH ME FOR LIKE I DON'T 45 YEARS, ALSO, PAVING THE WAY, OTHER EDUCATORS THAT SUPPORTED, CONTINUE TO SUPPORT ME ALL THE TIME.

THEN I HAVE TO TELL YOU ONE REALLY QUICK STORY.

THERE'S A WOMAN IN THE AUDIENCE WHO IS A MEMBER OF THIS COMMUNITY, WHO I KNOCKED ON HER DOOR IN 2020, AND I HAD THREE HOUSES.

I WAS TIRED. IT WAS 102 THAT DAY AND ON A WEEKEND AND THERE WERE THREE HOUSES, AND NONE OF THEM WERE ON MY LIST AND KNOCK ON THE DOORS.

I SAID, WHICH HOUSE? PICK THAT HOUSE BECAUSE I THINK THE PEOPLE THAT LIVE IN THAT HOUSE ARE NICE PEOPLE.

I DON'T EVEN KNOW WHO THEY ARE.

BUT THEY MUST BE NICE PEOPLE BECAUSE THEY HAVE A CUTE HOUSE.

KNOCKED ON THIS DOOR, AND THIS WOMAN OPENED IT, TOLD HER WHAT I WAS THERE FOR.

I WAS CAMPAIGNING.

SHE INVITED ME IN, GAVE ME WATER, GAVE ME A TOUR OF HER HOUSE, TOLD ME IT WAS ON THE MARKET.

I WAS UPSET BECAUSE I SAID, I LIKE THIS HOUSE.

[00:55:01]

I WISH I WOULD HAVE BOUGHT THIS FLOOR MODEL.

THEN DURING THE CAMPAIGN, SHE WOULD WAIT UNTIL I WOULD FINISH AT EIGHT O'CLOCK AT NIGHT, PHONE BANKING, AND COME AND PICK ME UP AND TAKE ME OUT TO DINNER.

DIANE, WHO IS SEATED BACK THERE IN THE BROWN COAT, THAT'S HOW I MET HER. JUST RANDOM PERSON.

THAT'S HOW IT WAS THE PEOPLE OF NATOMAS WHO FED ME, WHO INVITED ME IN TO SEE THEIR NEW DECORATIONS IN THEIR HOUSE, THEIR NEW FURNITURE.

I APPRECIATE THAT MORE THAN YOU'LL EVER KNOW.

I HOPE I HAVEN'T MISSED ANYBODY OUT THERE.

I HAVE TO SAY THIS.

THE LINK OVERSTERS WHO ARE IN THE BACK OF THE ROOM, TED AND JULIANA.

2000, THEY HELPED TO RUN MY CAMPAIGN.

YOU WANT TO RAISE YOUR HAND. WHERE ARE THEY? JULIANA IS A TEACHER IN OUR DISTRICT STILL? SHE'S STILL HERE IN THE DISTRICT.

TED HELPED TO RUN THE CAMPAIGN IN 2000.

I'VE REMAINED FRIENDS WITH THEM EVER SINCE, AND JUST APPRECIATE IT.

WELL, WE DID KNOW WHAT WE WERE DOING.

TED KNEW WHAT HE WAS DOING.

I DIDN'T KNOW WHAT I WAS DOING.

GARY DAVIS KNEW WHAT HE WAS DOING.

BUT THEY JUST TOLD ME WHERE TO BE, WHAT TO SAY, AND HOW TO LOOK AND SHOW UP HERE.

BUT ANYWAY, IT WAS A GREAT TIME, AND THANK YOU.

THANK YOU BECAUSE THE WORK THAT YOU DID IN HELPING GET ME RECOGNIZED.

APPRECIATE. MY FELLOW BOARD MEMBERS, IT IS VERY SAD WALKING AWAY FROM THIS BECAUSE I HOLD ALL OF YOU AND THE STAFF.

THE STAFF IS LIKE FAMILY.

YOU WALK IN HERE AND YOU KNOW YOUR HOME WHEN YOU WALK IN HERE, AND THAT'S HOW I FEEL.

SCOTT DOSICK, YOU HEARD HIM SAY, I THINK THIS EVENING, TRUSTEE HEREDIA AND I REMEMBER I SAID, "HI, SCOTT DOSICK", SO IT BECAME A JOKE.

WE HAVE THESE FAMILY JOKES THAT I ALWAYS SAID HIS NAME BOTH.

BUT SCOTT, THANK YOU NOT ONLY FOR YOUR DEDICATION TO THIS BOARD, BUT YOUR ABILITY TO HELP US REALLY THINK MORE ANALYTICALLY.

WE ALL THINK WE'RE VERY ANALYTICAL UP HERE, VERY ANALYTICAL, BUT EVEN BRINGING THAT TO A HIGHER LEVEL OF REALLY HELPING US TO SEE THROUGH THE IMPLICATIONS OUR DECISIONS HAVE FOR THE STUDENTS AND THE COMMUNITY.

REALLY APPRECIATE THAT LEVEL THAT YOU HELPED US.

YOU PUSHED US TO THINK EVEN FURTHER THAN WE THOUGHT WE COULD.

NOEL. I MET NOEL IN THE PARKING LOT AT SOUTH NATOMAS.

I DIDN'T REALLY KNOW HIM, BUT I JUST STOOD NEXT TO HIM AND I SAID I'LL HELP YOU CAMPAIGN THAT EVENING.

THEN HE RAN INTO HIS ELEMENTARY TEACHERS, AND I SAID, OH, GOSH.

I KNOW HE'S YOUNG, BUT HE REALLY IS YOUNG NOW [LAUGHTER] HERE IN THE TEACHERS. ESPECIALLY MR. THORNTON.

MR. THORNTON'S BEEN HERE FOR A LONG TIME, AND HE WAS YOUR TEACHER.

BUT QUIET, INITIALLY, BUT VERY THOUGHTFUL.

VERY DEEP AND VERY REFLECTIVE.

A STRONG ADVOCATE FOR THE KIDS WHO ARE MARGINALIZED, NOT ONLY IN DISTRICTS, BUT EVERYWHERE THROUGHOUT OUR STATE IN OUR NATION.

YOUR ADVOCACY FOR THOSE STUDENTS IS MUCH APPRECIATED.

I KNOW THAT YOU WILL CONTINUE TO BE A STRONG VOICE FOR NOT ONLY ALL STUDENTS IN OUR DISTRICT, AS WE ALL DO, BUT ESPECIALLY FOR THAT POPULATION. THANK YOU.

ERICA, I HAVE COME TO APPRECIATE YOUR STEADFAST INTENTIONS OF JUST MAKING SURE THAT OUR STUDENTS WITH SPECIAL NEEDS, ARE GIVEN ACCESS TO A CORE CURRICULUM THAT ACCESSIBLE TO THEM, THAT'S COMPREHENSIBLE TO THEM.

YOU'VE BEEN VERY VOCAL ABOUT THAT FROM THE VERY BEGINNING.

YOU'VE NEVER WAVERED.

YOU VISITED CLASSROOMS SO YOU'VE GOT A BETTER UNDERSTANDING AND YOU'VE CONTINUED TO BE OUTSPOKEN.

[01:00:03]

I KNOW THAT THAT GROUP OF STUDENTS AND THEIR FAMILIES THEY CAN ALWAYS COME TO ANY OF US, BUT I KNOW THAT THEY'LL KNOW THAT THEY CAN ALWAYS SEEK YOU OUT.

OUR STUDENT BOARD MEMBER, ALTHOUGH WE DIDN'T HAVE A LOT OF TIME TOGETHER, IT WAS GREAT TO GET TO KNOW YOU.

SMART, FUNNY, [LAUGHTER] A RISK TAKER, AND SOMEONE WHO IS JUST TRYING TO LEARN EVERYTHING SHE CAN.

I WISH YOU ALL THE BEST IN THIS YEAR.

I WON'T BE ABLE TO BE GIVING YOUR DIPLOMA, BUT I'LL BE THINKING ABOUT YOU WHEN YOU GRADUATE. THANK YOU.

MICAH GRANT, I STILL REMEMBER THE TIME, MICAH, WHEN YOU AND I HAD TO WORK ON THAT SAFE HAVEN RESOLUTION.

I DON'T KNOW IF SCOTT HAD ANY INPUT, BUT IT WAS CHRIS WHO PUT TOGETHER ON A COMMITTEE AND I THOUGHT I DON'T EVEN KNOW IF WE'RE ON THE SAME PAGE [LAUGHTER] AND YOU WANT ME TO WORK ON A COMMITTEE WITH HIM ABOUT THIS [LAUGHTER] SO THE SAFE HAVEN, THERE WERE THINGS THAT ARE IN THE SCHOOL.

FOR THOSE OF YOU UNFAMILIAR WITH, IT'S A WAY FOR STUDENTS.

AT THAT TIME, WE WERE VERY CONCERNED ABOUT STUDENTS, ESPECIALLY IMMIGRANT STUDENTS WHO DID NOT ALWAYS FEEL SAFE IN THEIR COMMUNITIES, BUT WE WANTED TO MAKE SURE THAT THEY KNEW THAT SCHOOL WAS A SAFE PLACE AND THAT NO ONE COULD COME IN AND TAKE THEM, UNLIKE THE STUDENTS WHERE I TAUGHT.

SOME DAYS, THERE WOULD BE FEWER STUDENTS IN MY CLASSROOM BECAUSE OF IMMIGRATION WHEN THEY WOULD DO A SWEEP OF THE COMMUNITY WHERE I TAUGHT.

BUT ANYWAY, WE WORK THROUGH IT.

MUCH TO MY SURPRISE, WE DIFFERED VERY LITTLE.

IT WAS A FEW WORDS ON THAT.

BUT MICAH, THANK YOU.

THANK YOU FOR ALL YOU'VE DONE FOR SERVING, FOR WORKING THROUGH WITH ME ON NOT ONLY THAT ISSUE, BUT OTHER ISSUES AND HELPING TO KEEP THE FOCUS ON THE KIDS AND NOT WORRYING ABOUT THE NOISE, BUT FOCUS ON THE FAMILIES AND KIDS.

I THINK THAT'S THE MESSAGE FOR THIS WHOLE BOARD.

DR. CASTILLO, OH, MY GOSH.

YOU HAVE SUCH A FUN BOARD.

[LAUGHTER] I DON'T KNOW IF YOU'VE NOTICED THAT, BUT IT IS A FUN BOARD.

I WISH YOU ALL THE BEST.

I KNOW I AM REALLY EXCITED ABOUT YOUR LEADERSHIP, AND I KNOW YOU'VE GOT A GREAT CABINET AND GREAT STAFF MEMBERS THAT SUPPORT YOU.

I'M GOING TO MISS ALL OF YOU ALSO. THIS IS MUCH.

BUT I FEEL LIKE THE DISTRICT IS IN SUCH GOOD HANDS.

I AM SO EXCITED TO SEE HOW FAR THIS GOES AND WHAT THE CHANGES ARE.

I'M GLAD YOU CHOSE NATOMAS.

I'M GLAD YOU ARE HERE, AND I KNOW THE REST OF THE BOARD IS GOING TO DO WELL AND WHOEVER IS IN THE SEAT, I KNOW THAT THIS BOARD WILL BE VERY WELCOMING AND HELP THAT PERSON, ALSO TO MOVE FORWARD AND MAKING SURE THAT WE MAKE THIS THE BEST DISTRICT, THE DISTRICT OF CHOICE AND EVEN STRONGER.

THANK YOU. I THINK THAT'S IT, BECAUSE YOU ALL WANT DESSERT.

BUT THANK YOU, EVERYBODY.

THIS IS SUCH A MEMORABLE NIGHT.

I LOOK AT MY TWO NIECES WHO ARE SEATED IN THE AUDIENCE ALSO TONIGHT, AND I HOPE THAT WHAT I'VE DONE, I HOPE IT INSPIRES THEM.

ONE OF THEM, I KNOW HAS ALREADY INSPIRED TO BE ON A BOARD ON A NONPROFIT.

BUT I'M HOPING THAT THEY CONTINUE ALSO TO SEEK WAYS IN WHICH THEY CAN HELP THEIR COMMUNITY.

THANK YOU.

>> THANK YOU [APPLAUSE] WE'RE GOING TO BREAK FOR A QUICK RECEPTION, AND THEN WE'LL BE BACK HERE IN ABOUT WHAT? FIFTEEN MINUTES? TWENTY? FIFTEEN TO 20 [NOISE] THERE IT IS.

[01:05:08]

>> I'D LIKE TO RECONVENE THIS MEETING AGAIN.

THANK YOU FOR THE RECEPTION. IT WAS GREAT.

THERE WERE TWO TEACHERS HERE, AND THEY BOTH HAVE LEFT.

I JUST WANTED TO THANK THEM.

THEY WERE MY FORMER STUDENTS, RABEA AND LITHUANA.

ARE THEY HERE [BACKGROUND] [LAUGHTER] DARCY PACHECO'S IN THE FRONT ROW.

ANOTHER TEACHER, LONG TIME TEACHER.

WHAT'S WRONG WITH MY MIC?

>> TEST.

>> I JUST WANTED TO ACKNOWLEDGE THAT HERE SHE COMES, RABEA.

DARCY, I'VE SAID THIS BEFORE.

I'LL EMBARRASS HER AGAIN.

DARCY PACHECO IN THE FRONT ROW WAS MY SON'S FIRST GRADE TEACHER.

SHE INSTILLED IN HIM THE LOVE OF WRITING THAT HE SAID HE WANTED TO BE AN AUTHOR.

ALTHOUGH HE'S NOT QUITE AN AUTHOR YET, BUT HE IS A WRITER.

I REMEMBER THAT YEAR.

THANK YOU VERY MUCH, DARCY.

REALLY APPRECIATE IT. SO GREAT TO SEE YOUR KID'S TEACHERS IN THE AUDIENCE.

MY TWO FORMER STUDENTS IN THE BACK LITHUANA AND RABEA.

THERE SHE IS, AND THERE'S LITHUANA.

THEY WERE MY STUDENTS AT SAC STATE, AND IT'S JUST GREAT.

I HAVE A GREAT APPRECIATION OF THE TEACHERS AND THE OTHER TEACHERS IN THIS ROOM TONIGHT.

THANK YOU SO MUCH FOR ALL YOU DO FOR THIS DISTRICT BECAUSE YOU'RE THE ONE WITH THE BOOTS ON THE GROUND, HELPING TO MAKE THE CHANGE FOR ALL THE KIDS IN OUR DISTRICT AND REALLY APPRECIATE THE LONGEVITY MANY OF YOU HAVE IN OUR DISTRICT.

WE'RE MOVING ON TO COMMUNICATIONS NOW.

[XIII.a. California School Employees Association (CSEA) ]

IS THERE ANYBODY REPRESENTING FOR CSCA THIS EVENING? THERE SHE IS.

>> FOR START FOR CSCA CHAPTER 745.

THANK YOU FOR THE OPPORTUNITY TO GIVING ME TO ADDRESS YOU THIS EVENING.

I'D LIKE TO TAKE A MOMENT TO ACKNOWLEDGE THAT NOVEMBER IS NATIONAL NATIVE AMERICAN HERITAGE MONTH, A TIME TO HONOR THE CULTURE, TRADITIONS, AND ACHIEVEMENTS OF NATIVE AMERICANS.

WE WANT TO EXTEND OUR GRATITUDE TO OUR CLASSIFIED VETERANS FOR THEIR SERVICE TO OUR COUNTRY.

CSCA CHAPTER 745 CONTINUES TO WORK COLLABORATIVELY WITH DISTRICT MANAGEMENT DURING OUR JOINT LEADERSHIP TEAM MEETINGS.

WE ARE ACTIVELY WORKING ALONGSIDE DISTRICT SUPERVISORS TO ADDRESS ANY ISSUES THAT ARISE, SUPPORTING OUR SHARED GOAL OF CREATING A POSITIVE, PRODUCTIVE ENVIRONMENT FOR EVERYONE.

WE APPRECIATE THE COLLABORATION AND LOOK FORWARD TO CONTINUING THIS PARTNERSHIP TO STRENGTHEN OUR SCHOOLS AND SUPPORT OUR STAFF AND STUDENTS.

THANK YOU FOR YOUR ONGOING SUPPORT. THANK YOU.

>> NATOMAS TEACHERS ASSOCIATION.

[XIII.b. Natomas Teachers Association (NTA) ]

SAMARA [APPLAUSE]

>> WOW. GOOD EVENING, PRESIDENT HEREDIA, LAST TIME, AND SUPERINTENDENT CASTILLO, AND BOARD TRUSTEES.

I WOULD LIKE TO OPEN TONIGHT IN HONOR OF NATIVE AMERICAN HERITAGE MONTH WITH A LAND ACKNOWLEDGMENT.

THIS IS AN EXAMPLE OF A LAND ACKNOWLEDGMENT USED BY THE UNIVERSITY OF CALIFORNIA STAFF ASSEMBLIES.

THE COUNCIL OF UC STAFF ASSEMBLIES RECOGNIZES THAT OUR SERVICE OCCURS ON THE UNSEATED TERRITORY OF THE INDIGENOUS PEOPLE OF CALIFORNIA AND THAT THESE LANDS WERE AND CONTINUE TO BE OF GREAT IMPORTANCE TO THEM.

EVERY MEMBER OF OUR COMMUNITY HAS AND CONTINUES TO BENEFIT FROM THE USE AND STEWARDSHIP OF THESE LANDS.

IT'S WITH RESPECT AND GRATITUDE THAT WE ACKNOWLEDGE AND MAKE VISIBLE OUR RELATIONSHIP TO THE ORIGINAL CARETAKERS.

RECENTLY, I THINK IN THE LAST COUPLE OF WEEKS, I HAD THE OPPORTUNITY TO HEAR A PRESENTATION LOCALLY HERE FROM THE NATIVE DADS NETWORK.

THEY ARE LOCATED IN DOWNTOWN, SACRAMENTO, BUT WORK ALL ACROSS THE STATE OF CALIFORNIA.

I ALSO GOT TO SEE THE PHENOMENAL WORK THAT THEY'VE DONE WITH STUDENTS IN WOODLAND, TWIN RIVERS AND SAC CITY.

I WOULD LOVE TO SEE NATOMAS UNIFIED REACH OUT TO MIKE DUNCAN.

HIS OFFICES ARE DOWNTOWN.

REALLY THE WORK IS INCREDIBLE, THE WORK THAT THEY DO TO MENTOR YOUNG NATIVE STUDENTS, NATIVE MEN, NATIVE WOMEN.

THEY HAVE ALL THESE PROGRAMS,

[01:10:01]

NOT JUST FOR OUR YOUTH, BUT ALSO FOR EDUCATORS.

IN HONOR OF CALIFORNIA SIKH AWARENESS AND APPRECIATION MONTH, WE'RE SHARING WITH OUR EDUCATORS IN OUR NEWSLETTER, THE RESOURCES FROM THE SIKH COALITION FROM THEIR WEBSITE.

THEY HAVE RESOURCES FOR EDUCATORS.

BOTH THINGS THAT CAN BE USED AT THE WHOLE SITE AND IN INDIVIDUAL CLASSROOMS. WE SHARE IN THEIR BELIEF THAT ALL STUDENTS AND EDUCATORS DESERVE SAFE AND INCLUSIVE LEARNING ENVIRONMENTS.

I HAVE A FEW DIFFERENT TOPICS TONIGHT, SO FORGIVE ME BECAUSE I MIGHT BE A LITTLE BIT ALL OVER THE PLACE.

BUT FIRST OFF, I JUST WANT TO RECOGNIZE THE OUTCOME OF THE MOST RECENT PRESIDENTIAL ELECTION.

THERE ARE SOME CONCERNS THAT WE HAVE AS TEACHERS.

WE KNOW THAT THERE HAVE BEEN THREATS MADE TO ATTACKING FUNDING AND LEGAL PROTECTIONS FOR OUR MOST VULNERABLE STUDENTS.

TITLE 1 FUNDING, TITLE 3 FUNDING, AND IDA FUNDING ARE ALL INCREDIBLY IMPORTANT TO OUR MOST VULNERABLE, TO OUR STUDENTS IN THE CLASSROOMS AND HERE IN NATOMAS.

>> I'M JUST HERE TO SAY THAT AS EDUCATORS, WE WILL BE RESPONDING TO PROTECT PUBLIC EDUCATION AND OUR STUDENTS IN OUR CLASSROOMS. WE WILL BE PUSHING THIS BOARD TO JOIN US IN PROTECTING OUR STUDENTS IN OUR CLASSROOMS IF THERE ARE ANY CHANGES TO ANY OF THAT FUNDING.

OUR COUNTRY MIGHT NOT ALWAYS ENJOY STABILITY, BUT THAT'S SOMETHING OUR KIDS NEED.

HOWEVER WE DECIDE THAT WE'RE GOING TO TREAT THOSE MOST VULNERABLE STUDENTS, THAT SAYS A LOT ABOUT US.

HOPEFULLY, WE'RE ALL UNITED IN MAKING SURE THAT WE GET EVERY RESOURCE WE POSSIBLY CAN TO OUR KIDS.

ONCE AGAIN, I'M HERE TONIGHT WITH TEACHERS, AND [NOISE] THE STORY, SOME OF YOU HAVE HEARD AND UNFORTUNATELY I DIDN'T GET A CHANCE TO REACH OUT TO YOU AHEAD OF TIME, JUST SO YOU KNOW.

SOMETIMES IT FEELS LIKE WE'RE BEING ASKED TO DO THE IMPOSSIBLE BECAUSE SOME OF OUR SITES IN NUSD LACK SYSTEMS AND STRUCTURES THAT MAKE OUR EDUCATORS FEEL SAFE.

I'M NOT TALKING ABOUT SAFE FROM OUR STUDENTS, I'M ACTUALLY TALKING ABOUT SAFE TO GOING AND GETTING SUPPORT FROM OUR ADMINISTRATORS.

I'M GOING TO SHARE WITH YOU ANOTHER STORY FROM THE LAST COUPLE OF WEEKS.

WE HAD A NEW TEACHER IN OUR DISTRICT WITH LESS THAN FIVE YEARS OF TEACHING EXPERIENCE.

SHE JOINED NUSD THIS YEAR AS AN ELEMENTARY SCHOOL TEACHER.

AT THE START OF THE YEAR, THE TEACHERS AND HER TEAM SHARED WITH THE SITE ADMIN THAT SHE WAS GREAT.

SHE HAD COME WITH A LOT OF GOOD STRATEGIES AND IDEAS, AND THEY REALLY FELT SHE WAS GOING TO BE GOOD HERE IN LONG TERM.

[NOISE] THEY WERE CONCERNED, HOWEVER, ABOUT A CERTAIN COMBINATION OF STUDENTS THAT WERE IN THE CLASS, AND THAT COMBINATION OF STUDENTS WOULD POSE SOME CHALLENGING AND THIS TEACHER WOULD PROBABLY NEED SOME EXTRA SUPPORT.

THEY DIDN'T DOUBT THE TEACHER'S ABILITIES, THEY JUST WANTED TO POINT OUT THAT THERE WAS A COMBINATION IN THIS CLASSROOM THAT WAS GOING TO LIKELY REQUIRE A LITTLE EXTRA SUPPORT.

THE ADMIN AT THE SITE RESPONDED TO THE TEAM BY SAYING, WELL, MAYBE THIS ISN'T THE RIGHT PLACE FOR THAT TEACHER.

THEN AFTER A FEW WEEKS HAD PASSED, [NOISE] THE TEACHER THEMSELVES WENT TO THIS PRINCIPAL AND SAID, "I NEED SPECIFIC SUPPORT WITH THE STUDENTS." AFTER THAT, THE PRINCIPAL NO LONGER SPOKE TO THE TEACHER.

THEIR RESPONSE WAS THAT THEY RESIGNED RECENTLY FROM OUR DISTRICT.

IN THIS CASE, I AM HOPEFUL, I'VE BEEN WORKING WITH SOME PEOPLE AND MAYBE WE CAN SALVAGE THE RELATIONSHIP AND POSSIBLY GIVE THIS TEACHER AN OPTION TO START SOMEWHERE ELSE AT A DIFFERENT SCHOOL.

BUT WHAT I AM CONCERNED ABOUT IS THE CHALLENGES THAT WE ARE FACING DUE TO LACK OF SYSTEMIC SUPPORT FOR OUR TEACHERS.

WHEN I SAY THAT, WHAT I'M TALKING ABOUT BECAUSE I KNOW THAT THERE ARE PEOPLE IN THIS ROOM WHO ARE GOING TO ASK ME FOR SPECIFICS.

[LAUGHTER] WHEN WE ASK FOR HELP AND NOTHING HAPPENS, TEACHERS NEED TO KNOW WHERE TO GO NEXT.

WHEN YOU TALK TO YOUR PRINCIPAL AND YOU SAY, I NEED HELP AND THERE'S NO RESPONSE, THERE HAS TO BE SOMEWHERE ELSE TO GO, THERE HAS TO BE SOMEONE ELSE TO TALK TO.

THE QUESTION THAT COMES TO ME WHEN I WATCH THESE EXPERIENCES HITTING AT OUR SCHOOL SITES IS, WHY DON'T OUR TEACHERS FEEL SAFE AT OUR SCHOOL SITES ASKING FOR SUPPORT? IF YOU HAVE A STUDENT WHO'S NOT FOLLOWING DIRECTIONS OR A STUDENT WHO IS VIOLENT, THAT'S NOT THE KIND OF SAFETY I'M TALKING ABOUT IN THIS SITUATION, I'M TALKING ABOUT TEACHERS WHO ARE AFRAID FOR THE SAKE OF THEIR JOBS.

WHEN YOU THINK ABOUT SOMEBODY WENT TO APPROACH THEIR ADMIN AND THEIR NEXT STEP IS TO RESIGN FROM THE DISTRICT ENTIRELY, WE'RE MISSING A LOT OF SUPPORT STEPS IN THE MIDDLE FOR TEACHERS THERE.

[NOISE] IN ANY CASE, [NOISE] WHAT WE HAVE TO FIGURE OUT IS HOW TO COMMUNICATE WITH THESE EDUCATORS WHAT TO DO IF THEY'RE NOT FEELING SUPPORTED AT THEIR SITE.

I WOULD SAY CONSTITUENT CUSTOMER SERVICE, [NOISE] BUT THAT STILL AUTOMATICALLY GOES BACK TO THE SAME PRINCIPLE THAT THEY PROBABLY ARE ALREADY HAVING TROUBLE WITH.

RESIGNATION SHOULD NOT BE THE ANSWER, AND WE CAN'T AFFORD TO LOSE ANY MORE GOOD TEACHERS.

I DO WANT TO SAY THOUGH, I APPRECIATE THAT I'VE BEEN ABLE TO TALK TO SOME PEOPLE IN THE DISTRICT AND WE MIGHT BE ABLE TO NOT LOSE A TEACHER OVER THIS. FINGERS CROSSED.

JUST TO CLOSE, CONGRATULATIONS, DR. HEREDIA ON YOUR RETIREMENT, AND I HOPE THAT YOU GET TO SPEND A LOT OF TIME WITH YOUR FAMILY AND I'M

[01:15:01]

TAKING MY [NOISE] CARAMEL APPLES TONIGHT BECAUSE I ALWAYS FEEL GUILTY.

I APPRECIATE WHAT IT FEELS LIKE TO BE AT MEETINGS ON ZOOM ALL THE TIME. HAVE A GOOD NIGHT.

>> OUR STUDENT BOARD MEMBER, SAMARA.

[XIII.c. Student Board Member ]

>> GOOD EVENING, PRESIDENT HEREDIA, TRUSTEES, SUPERINTENDENT CASTILLO, AND GUESTS.

IN THE PAST TWO WEEKS, DISCOVERY HIGH SCHOOL HAS HAD A VERY SUCCESSFUL PAST COUPLE OF WEEKS WITH AN AMERICAN RIVER COLLEGE WORKSHOP FOR SENIORS.

MANY STUDENTS ARE ALSO PLANNING TO RETURN TO THEIR COMPREHENSIVE HIGH SCHOOLS IN JANUARY, WITH THE ABILITY TO GRADUATE WITH THE REST OF THEIR CLASS.

THEIR BASKETBALL TEAM HAS ALSO BEGUN CONDITIONING WHERE THEY HOPE TO REPEAT AS LEAGUE CHAMPIONS THIS YEAR.

AT INDERKUM HIGH SCHOOL, THE ATHLETICS DEPARTMENT HAS BEEN GREATLY SUCCESSFUL AS WELL AS THE ILS PROGRAM REPRESENTING THE CAMPUS IN THE PLACER COUNTY SPECIAL OLYMPICS UNIFIED SPORTS SOCCER SPOOKTACULAR.

A TONGUE TWIST HERE SORRY, GUYS.

THE MARCHING BAND ALSO WON THE MARCHING SWEEPSTAKES IN THE NCBA FALL CHAMPIONSHIPS.

OVER AT LEROY GREENE ACADEMY, A HUGE DIA DE LOS MUERTOS CELEBRATION HAPPENED LAST WEDNESDAY FOR THE ENTIRE COMMUNITY.

THERE WAS ALSO A RECENT CELEBRATION FOR THE SENIORS ON THE LGA SOCCER TEAM AS WELL AS A RECOGNITION OF THE ART AND BUSINESS PROGRAMS OFFERED TO THE MIDDLE AND HIGH SCHOOL STUDENTS DURING THE SECONDARY SHOWCASE.

NATOMAS HIGH SCHOOL'S CAMPUS HAS ALSO BEEN VERY BUSY WITH THE RED RIBBON WEEK PARTICIPATION THROUGH THE ROOF, TEACHING STUDENTS ABOUT THE NEGATIVE EFFECTS OF DRUG AND ALCOHOL USE.

SENIORS WERE ALSO CELEBRATED ALL OVER CAMPUS ON THEIR ATHLETIC TEAMS, AS WELL AS HAVING THE OPPORTUNITY TO ATTEND COLLEGE APPLICATION WORKSHOPS TO APPLY TO A FOUR-YEAR COLLEGE ALL OVER THE COUNTRY.

FINALLY, NATOMAS MIDDLE SCHOOL HAS HAD AN ACTIVITY-PACKED COUPLE OF WEEKS.

THE FRIGHT FEST AND AUTUMN DANCE WERE VERY SUCCESSFUL AND HUNDREDS OF STUDENTS WERE CELEBRATED FOR BEING ON HONOR ROLL THROUGHOUT ALL OF QUARTER 1.

RED RIBBON WEEK WAS ALSO A HUGE SUCCESS FOR THE NMS CAMPUS WITH A HUGELY PARTICIPATED SPIRIT WEEK.

I'M GOING TO BE LOOKING FORWARD TO CELEBRATING NATIVE AMERICAN HERITAGE, AS WELL AS SIKH AMERICAN AWARENESS AND APPRECIATION. ONE MORE TIME.

I WANT TO GIVE A SPECIAL THANKS TO PRESIDENT HEREDIA.

AGAIN, I'M SO SAD TO SEE YOU LEAVE, I'M SO THANKFUL I GOT THE OPPORTUNITY TO WORK WITH YOU.

I KNOW YOU SAID IT A LITTLE EARLIER, BUT PLEASE COME TO MY GRADUATION.

I DON'T CARE IF YOU'RE GIVING ME MY DIPLOMA OR NOT, I NEED TO SEE YOU THERE.

YOU ARE 1,000% INVITED I'LL EVEN GIVE YOU ONE OF MY PARENTS' TICKETS AND THAT'S WHAT IT TAKES.

[LAUGHTER] TRUST ME.

YOU ARE GETTING THERE.

I DON'T CARE WHAT IT TAKES YOU'RE GOING TO GET THERE.

[LAUGHTER]

[XIII.d. Board Members ]

>> HI, SUE HEREDIA.

>> HI, DOSICK.

>> ONE LAST TIME. OUTSTANDING. INSIDE JOKE THERE, NO ONE ELSE IN THE ROOM IS GOING [OVERLAPPING] TO GET.

[LAUGHTER] NOW WE'RE GOING TO HAVE TO EXPLAIN.

>> YEAH, THAT'S RIGHT.

>> [LAUGHTER] COUPLE OF THINGS TONIGHT.

FIRST, I WAS REALLY HAPPY TO HEAR YOU REFERENCE THE WORK THAT YOU AND MICAH DID ON OUR SAFE HAVEN RESOLUTION BACK IN THE DAY.

I'M GOING TO TRY TO NOT GET TOO POLITICAL RIGHT NOW, BUT I THINK THERE ARE A LOT OF US THAT ARE STILL PROCESSING, WHAT HAPPENED LAST TUESDAY AND WHAT THIS MEANS FOR OUR DISTRICT, ESPECIALLY FOR OUR STUDENTS.

WE SAW WHAT HAPPENED EIGHT YEARS AGO.

WE SAW [NOISE] THE EMBOLDENING OF CERTAIN INDIVIDUALS TO VERBALIZE COMMENTS THAT HERETOFORE, THAT WE STILL CONSIDER WHOLLY INAPPROPRIATE FOR ANY COLLEGIAL SETTING, BUT ESPECIALLY IN OUR ACADEMIC ENVIRONMENTS WHERE EVERY STUDENT SHOULD FEEL SAFE WHEN THEY COME TO SCHOOL.

I'M SO GLAD THAT WE HAVE THAT POLICY.

I WOULD LIKE TO ASK THE DISTRICT TO THINK ABOUT UNDERTAKING THE SAME EFFORTS WE DID EIGHT YEARS AGO TO PUBLICIZE AND PROMOTE OUR DISTRICT'S POLICIES, ESPECIALLY WITH REGARD TO THERE'S SOME STUFF IN THAT SAFE HAVEN RESOLUTION THAT MAKES IT CLEAR, AND I WANT TO SAY THIS OUT LOUD AND ON THE RECORD THAT UNLESS REQUIRED BY LAW, THIS DISTRICT WILL NOT COOPERATE WITH ICE OR ANY OTHER AGENCY AND THAT WE WILL PROTECT THE PRIVACY OF ALL OF OUR STUDENTS REGARDLESS OF THEIR IMMIGRATION STATUS.

[01:20:02]

I THINK THAT TIME WE NEED TO MAKE SURE THAT WE'RE READY TO RE-PROMOTE THOSE AND REAFFIRM OUR VALUES AS A DISTRICT.

MOVING ON FROM THAT, ALSO SPEAKING OF LAST TUESDAY, WHILE I KNOW MICAH CLASS ACT THAT YOU ARE, YOU'RE WAITING FOR THE COUNTY TO FINISH.

I'D LIKE TO CONGRATULATE YOU AND ERICA ON ANOTHER FOUR-YEAR TERM.

WELCOME BACK, WE'VE HEARD SOME TALK TONIGHT ABOUT THE IMPORTANCE OF STABILITY.

WHILE WE'RE LOSING OUR VETERAN, WE'VE STILL GOT A GOOD BULLPEN HERE.

I'M REALLY GLAD THAT THE FOUR OF US GET TO CONTINUE WORKING TOGETHER AND WE'LL SEE WHO OUR FIFTH COLLEAGUE IS IN THE NEXT WEEK OR SO.

BUT CONGRATULATIONS TO YOU BOTH, I THINK IT SAYS A LOT THAT ONE OF YOU GOT TO RUN UNOPPOSED AND THE OTHER ONE APPEARS TO HAVE ONE WITH A RESOUNDING MARGIN, AND IT SAYS A LOT FOR I THINK THE WORK AS A NOT JUST AS YOU AS INDIVIDUALS, BUT AS COLLECTIVELY AS A DISTRICT IN THE DIRECTION THAT WE'RE MOVING IN AND OUR COLLECTIVE COMMITMENT TO THE STUDENTS OF THIS DISTRICT.

THEN FINALLY, I DID WANT TO CALL OUT.

THERE WAS ONE CONSENT ITEM TONIGHT THAT I WAS INITIALLY GOING TO PULL BUT I AM NOT, AND IT'S ITEM H ABOUT THE DELIVERY TRUCKS.

I WANT TO THANK BILL AND HIS TEAM FOR THE WORK THAT THEY DID AND THE SECOND BC THAT WE GOT ABOUT THIS ACQUISITION.

ONE OF THE DRUMS THAT I'VE BEEN POUNDING AND TAKING A PAGE OUT OF THE HEREDIA PLAYBOOK AND THE POLITE PERSISTENCE, I REALLY WANT TO SEE THIS DISTRICT GREENING ITSELF.

I WANT TO SEE US MOVING IN A DIRECTION WHERE WE'RE EVALUATING EVERY SINGLE ONE OF OUR ACQUISITIONS FROM A FACILITY DOWN [NOISE] TO A TRUCK. BLESS YOU.

>> IT'S A HEALTHY ONE.

>> AMEN. WE'RE EVALUATING EVERY ACQUISITION FROM A FACILITY, LAND, ALL THE WAY DOWN TO A VEHICLE AND LOOKING NOT JUST AT THE INITIAL COST, BUT WHAT ARE THE LONG-TERM COSTS OF THIS ITEM FROM AN OPERATIONAL PERSPECTIVE BUT ALSO WHAT ARE THE ENVIRONMENTAL IMPACTS.

IN THIS CASE, WHAT I SAW WAS A COMMIT FROM THE DISTRICT TO EXPLORE HOPEFULLY PLUG-IN ELECTRIC OR AT LEAST OTHER HYBRID OR MORE ENVIRONMENTALLY FRIENDLY THAN A TRADITIONAL INTERNAL COMBUSTION ENGINE VEHICLE.

I'M GOING TO BE LOOKING FOR THAT LEVEL OF ANALYSIS FOR ALL FUTURE ACQUISITIONS AS WELL AND JUST FROM A PERSONAL [NOISE] NOTE, THIS IS WHAT I WOULD LIKE TO SEE FOR ANY OF OUR PROPOSED ACQUISITIONS OVER TIME.

I'M GOING TO BE IN SUPPORT OF THIS THIS EVENING WITH THE ADDITIONAL INFORMATION THAT WE GOT, JUST GIVE ME AN EXCUSE TO JUST REMIND FOLKS I THINK IT'S EVEN MORE IMPORTANT THAN EVER RIGHT NOW THAT WE CONTINUE TO ASSERT OUR SUSTAINABILITY AND ENVIRONMENTAL VALUES, EVEN IF THEY'RE NOT SHARED BY ALL OF OUR ELECTED OFFICIALS ON THE EAST COAST. THANK YOU.

>> THANK YOU. TRUSTEE HARDEN.

>> I WILL BE BRIEF.

WITH NEXT MONTH, LETTING EVERYBODY KNOW, IT'S GOING TO BE A LOT LONGER.

BUT I JUST WANT TO FIRST START OFF WITH ECHOING WITH TRUSTEE DOSICK SAID ABOUT THE SAFE HAVEN.

I DEFINITELY SUPPORT GETTING THAT CIRCULATED AND DOING ALL THAT WE CAN JUST TO REMIND PEOPLE.

ALSO, MENTIONING WHAT MARA SAID, [NOISE] I CAN SAY THIS.

EVERYBODY HAS MY FULL SUPPORT, WE'RE NOT GOING TO LET ANYTHING EVER HAPPEN TO OUR CHILDREN, AND I THINK THAT THE STUDENTS, I THINK WE'VE PROVED THAT THROUGHOUT THE YEARS, AND WE'LL FIGHT WHATEVER FIGHT IS NECESSARY.

HERITAGE MONTH FOR THE NATIONAL NATIVE AMERICAN.

THAT WAS SIGNED IN 1990, MY DAD DECIDED TO REMIND ME BECAUSE HIS DAD WAS CHOCTAW [NOISE] AN INDIAN, SO HE WANTED ME TO MAKE SURE THAT I KNEW WHEN IT GOT IT DONE SO I'M THANKFUL FOR THAT.

SIKHS AMERICAN AWARENESS APPRECIATION MONTH.

WE HAVE SO MANY IN OUR DISTRICT, AND I HAD AN OPPORTUNITY TO SPEAK WITH A LOT OF STUDENTS AT INDERKUM WHEN I WAS THERE FOR A VISIT THIS WEEK, AND IT'S JUST WONDERFUL TO KNOW HOW GREAT WE HAVE IT.

THERE'S SO MANY DISTRICTS THAT DON'T HAVE IT AS GOOD AS.

THERE'S A SONG WHO'S GOT BETTER THAN US OR SOMETHING LIKE THAT.

GOOD CONVERSATION WITH FAMILIES AT HARDEN YESTERDAY, AND I HAD A CHANCE TO A SURPRISE VISIT TO HANG OUT WITH TWO CLASSROOMS THAT CAME TO THE SOUTH NATOMAS COMMUNITY CENTER FOR A LIBRARY TOUR.

I GOT TO TOUR WITH THEM, AND IT'S JUST ALWAYS EXCITED TO SEE YOUNG MINDS AT WORK.

IT'S AMAZING, JUST THE KNOWLEDGE THAT THEY'RE ABLE TO SOAK IN AND THE CURIOSITY.

I'M A BIG KID LOVER I CAN'T DENY IT.

I LIKE THE BIG KIDS BECAUSE IT'S JUST EASIER.

BUT IT'S JUST NICE TO REMEMBER.

I WANT TO THANK EVERYBODY AS WE'RE MOVING INTO THE HOLIDAY SEASON.

THANK YOU TO ADMINS, EVERYBODY, TEACHERS, FRONTLINE, NUTRITION, AMAZING APPLES, AND EVERYBODY THAT'S DOING EVERYTHING FOR US.

[01:25:01]

IT DOESN'T GO UNNOTICED, WE MIGHT NOT SAY IT ENOUGH BUT WE APPRECIATE EACH AND EVERY ONE OF YOU. THANK YOU.

>> THANK YOU. [NOISE] TRUSTEE MURRAY.

>> THANK YOU. WELL, I WANT TO MAKE IT A REGULAR PRACTICE TO THANK ALL OF THE BOARD REPORTS AND ALL OF THE REPORTS BEFORE ME.

DEFINITELY WANT TO RECOGNIZE JUST FOR ME TO VOCALIZE CELEBRATING BOTH NATIVE AMERICAN HERITAGE MONTH, AND HOPEFULLY, WE'LL HAVE A SIMILAR LAND ACKNOWLEDGMENT FOR OUR DISTRICT SOON, AND THEN ALSO SIKH AMERICAN AWARENESS AND APPRECIATION MONTH AND JUST THAT WE ALL KNOW HOW MAY WELL, MAYBE NOT HOW MANY, BUT THAT THERE ARE SIKH AMERICAN PEOPLE IN NATOMAS AND IN OUR SCHOOLS AND IN OUR ENTIRE SCHOOL COMMUNITY.

I ALSO WANT TO HIGHLIGHT JUST A COUPLE OF THE THINGS THAT I'VE HAD A CHANCE TO DO ALL IN ONE SENTENCE BECAUSE I THINK IT CAN BE SUMMARIZED THAT WAY.

I THINK THAT YOU ALL TRUST ME THAT I'VE BEEN ENGAGING IN MY TRUSTEE DUTIES.

ATTENDING SOME OF OUR FALL FESTIVALS, DIA DE LOS MUERTOS EVENTS, AND ALSO I HAD A CHANCE TO ATTEND AN EVENT FROM ONE OF THE COMMUNITY PARTNERS THAT WE DO A LOT OF GOOD WORK IN THIS DISTRICT WITH IMPROVE YOUR TOMORROW.

THEY HAD THEIR SNEAKER BALL.

OF COURSE, THEIR MISSION IS TO GET YOUNG MEN OF COLOR THROUGH COLLEGE, NOT JUST TO COLLEGE.

IT WAS REALLY NICE TO SEE WHAT SOME OF THEIR OVERALL GOALS ARE, INCLUDING A COLLEGE SUCCESS CENTER.

THEN ALSO, I'M LOOKING FORWARD TO A LOT OF THE PARENT ENGAGEMENT WORK THAT THEY'RE DOING IN SCHOOLS LIKE NATOMAS HIGH SCHOOL WITH A LOT OF PEOPLE.

>> AND THEN ALSO, I WANTED TO RE EMPHASIZE THE CELEBRATION AND THE FAREWELL TO PRESIDENT HEREDIA.

MY IPHONE NOTE JUST WENT BLANK. I THINK I DELETED IT.

JUST BECAUSE IT'S BEEN MENTIONED A COUPLE OF TIMES, NOW YOU ALL HAVE ME WORKED UP AND I DON'T SEE MY BOARD REPORT AS A CHANCE FOR ME TO GO ON ANY POLITICAL RANT, BUT I DO WANT TO HIGHLIGHT BECAUSE I THINK IT'S OUR JOB TO PAY ATTENTION TO WHAT'S HAPPENING AT THE LARGER LEVELS, OBVIOUSLY.

I THINK IT'S ALSO OUR JOBS TO REALLY SHARE WITH EACH OTHER ANY CHANCE WE GET, WHAT WE'RE THINKING, AND TO SHARE WITH THE COMMUNITY THAT'S LISTENING TO OUR BOARD MEETINGS, WHAT WE'RE THINKING.

WITH THAT INDIVIDUAL LENS IN MIND, I WILL SAY, OUR SAFE HAVEN RESOLUTION, INITIALLY WAS DRAFTED TO ENCOMPASS MARGINALIZED COMMUNITIES OR COMMUNITIES THAT AT THE TIME WERE ESPECIALLY BEING PERSECUTED LIKE UNDOCUMENTED REFUGEE COMMUNITIES AND STUDENTS IN OUR SCHOOLS, BUT SINCE THEN, IF EVERYONE LOOKS AT THE NEW SAFE HAVEN POSTER THAT'S RIGHT BELOW THE EXIT SIGN THERE, IT HAS ALSO ADDED, PERSECUTED AND MARGINALIZED COMMUNITIES LIKE OUR LGBT STUDENTS AND LGBT COMMUNITIES.

I JUST WANT TO MAKE SURE THAT THAT DOESN'T GET LOST IN ANY MENTION OF THE SAFE HAVEN SCHOOL CONCEPT FOR OUR DISTRICT, AND ALSO THAT I CAN'T REMEMBER WHO HAD MENTIONED IT, BUT THAT IT WILL BE EQUALLY IMPORTANT NOW TO UPHOLD THOSE VALUES THAT MAKE UP NATOMAS AND FOR US TO BE REALLY INTENTIONAL ABOUT, WHAT IS IT THAT WE CAN DO TO REMIND OUR STUDENTS, BUT ALSO WE HAVE A LOT OF TEACHERS AND STAFF THAT WE ALSO LOOK TO THE BOARD AND WE'LL ALSO LOOK TO THE DISTRICT TO MAKE SURE THAT THEY FEEL WELCOME THAT THEIR HUMANITY IS RECOGNIZED AND VALIDATED, EVEN WHEN AT THE LARGER LEVELS, THAT MIGHT NOT BE THE CASE.

I JUST WANTED TO PIGGY BACK OFF OF THESE MENTIONS OF THE SAFE HAVEN SCHOOL STATUS THAT WE HAVE AND I THINK I'LL LEAVE IT AT THAT.

>> THANK YOU.

>> TRUSTEE GRANT.

>> TRUSTEE DOSICK, THANK YOU VERY MUCH FOR A VERY KIND WORDS.

I WILL RESERVE MY COMMENTS ABOUT THE GENERAL ELECTION FOR DECEMBER, BUT WHAT I WILL SAY IS IF YOU GIVE GOD TO GLORY, HE WILL GIVE YOU THE VICTORY.

THANKSGIVING IS COMING UP.

EVERY YEAR, I JUST OFFER TO THE COMMUNITY.

IF YOU DON'T HAVE A PLACE TO CELEBRATE THANKSGIVING, THE GRANT FAMILY'S HOME IS OPEN TO YOU.

YOU MIGHT GET SOME CARIBBEAN IN SOME OLD BRITISH TREATS, BUT I DO WANT TO EXTEND THAT TO COMMUNITY.

IT'S GETTING COLD OUT THERE, THERE IS AN UNSHELTERED ON THE HOUSE COMMUNITY.

AS WE GET INTO THE HOLIDAY SEASON, THERE'S A SCRIPTURE IN THE BIBLE THAT SAYS CHARITY LOVE BEGINS AT HOME.

[01:30:03]

WE WANT TO BEGIN THAT HERE IN NATOMAS AND IF YOU DON'T HAVE A PLACE TO CELEBRATE THANKSGIVING, I'LL BE SAYING THIS FOR CHRISTMAS TOO.

THE DOOR IS OPEN TO YOU AT 17:73, NORTH BREESE MEADOW DRIVE RIGHT HERE IN NATOMAS MEADOWS. THAT'S IT.

>> THANK YOU. I HAVE NO MORE REPORTS. [LAUGHTER] I'M STILL OVERWHELMED FROM THIS EVENING.

THANKS, BUT I THINK I'M OFFICIALLY AN ELECTED OFFICIAL UNTIL THE FIRST FRIDAY IN DECEMBER AT 5:00 PM.

SOMETHING LIKE THAT.

THERE'S THIS TECHNICAL THING HERE.

I DO HOPE TO SWING BY SOME OF THE SCHOOLS AND VISIT FOR THE LAST TIME AND WALK THOSE CAMPUSES.

THAT'S I'M LOOKING FORWARD TO DOING THAT.

I JUST WISH ALL OF YOU A GREAT HOLIDAY BECAUSE I WON'T GET TO SEE YOU COMING BACK FOR CHRISTMAS.

ALL THE STAFF AND THOSE OF YOU WHO ARE IN THE AUDIENCE.

WHO, I SEE FROM TIME TO TIME, WISHING YOU A GREAT HOLIDAY, AND I JUST HOPE THAT EVERYONE STAYS SAFE AND GETS EVERYTHING THEY WANT FOR THANKSGIVING AND CHRISTMAS.

THAT'S ALL. [LAUGHTER] BUT ANYWAY, THANK YOU AND THANK YOU FOR THIS EVENING.

MUCH GRATITUDE TO EVERYONE HERE.

EVERYBODY HAS PLAYED A ROLE IN ALL OF OUR LIVES OVER TIME.

I JUST IMMENSELY JUST I CAN'T EVEN EXPRESS IT, IT STILL SEEMS SURREAL TO ME.

THANK YOU. SUPERINTENDENT.

[XIII.e. Superintendent's Report ]

>> A FEW THINGS THAT I WANTED TO HIGHLIGHT THIS EVENING.

FIRST IS I WANT TO THANK OUR HART DEPARTMENT FOR PUTTING ON OUR FALL FOSTER FAMILY NIGHT.

IT WAS AMAZING, WE HAD SO MANY FAMILIES HERE OVER IN THE ED CENTER, AND THERE WERE COMMUNITY PARTNERS WITH RESOURCES.

THE KIDS WERE HERE, THERE WAS FOOD, THERE WAS FUN, THERE WAS A RAFFLE.

OUR STAFF CAME IN AND PRESENTED A LOT OF THE SUPPORTS THAT WERE THERE.

SOME OF OUR SOCIAL WORKERS WERE HERE, BUT PROBABLY MOST MEANINGFUL WAS THAT THERE WAS A NATOMAS HIGH GRADUATE, WHO WAS A FORMER FOSTER STUDENT THAT TALKED ABOUT HER EXPERIENCES AND NOW HOW SHE HAS HER OWN BUSINESS AND AS A SPEAKER AND JUST TALKING TO OUR STUDENTS ABOUT WHAT THEY CAN BECOME AND NOT LETTING THEIR EXPERIENCES DEFINE THEM.

IT WAS JUST GREAT TO HEAR IT FROM SOMEBODY THAT GRADUATED FROM ONE OF OUR HIGH SCHOOLS.

I REALLY ENJOYED THAT EVENING, I ALSO WENT BY THE SECONDARY SHOWCASE WHERE ALL OF OUR SECONDARY PROGRAMS ARE HIGHLIGHTED.

I WANT TO CONGRATULATE TRUSTEE MIKA GRANT.

I WAS ABLE TO ATTEND THE SAC BUSINESS JOURNAL TOP 40 UNDER 40, WHERE HE WAS RECOGNIZED AS ONE OF THE TOP 40 UNDER 40.

[APPLAUSE] THAT WAS GREAT.

I RAN INTO TRUSTEE MORA AT THE DIA DE LOS MUERTOS FALL FESTIVAL AT HEREDIA-ARRIAGA, AND WE GOT TO MAKE TISSUE PAPER FLOWERS TOGETHER, AND SO WE LEARNED A LITTLE ART.

THERE WAS A PROFESSOR FROM SAC STATE THERE ACTUALLY LEADING THE ACTIVITY WITH THE KIDS, AND WE GOT TO PARTAKE IN THAT, SO THAT WAS FUN.

YES, THE KIDS ART WAS BETTER THAN OURS THAT'S PROBABLY VERY TRUE.

I'VE BEEN DOING MY SITE VISITS RECENTLY SINCE THE LAST BOARD MEETING, I'VE BEEN OUT TO NATOMAS MEADOWS, WITTER RANCH, HERN, I WAS OUT AT H ALLEN HEIGHT TODAY.

I WAS ACTUALLY IN DARCY PACHECO'S CLASSROOM, AND SHE LET ME RE LIVE MY TEACHER DAYS AND SHE GAVE ME A CHAIR IN FRONT OF HER CLASS, AND THEY ALL CAME TO THE RUG AND WE HAD A GREAT CONVERSATION AND SHE HAD THEM TELL ME TELL THEM A LITTLE BIT ABOUT MY JOB.

THEY ASKED ME QUESTIONS, WHICH IF YOU KNOW, IF YOU ASK KINDERGARTNERS, DO YOU HAVE ANY QUESTIONS? THEY START TELLING YOU THINGS.

THAT WAS A LOT OF FUN.

THEN TODAY, I WENT INTO A TK CLASS AT E GEN HEIGHT AND THIS LITTLE BOY LOOKS UP AT ME AND HE SAYS, HOW OLD ARE YOU? [LAUGHTER] I SAID, I'M OLD.

HE SAID, BUT WHAT'S YOUR NUMBER? [LAUGHTER] I SAID, WELL, WHAT DO YOU THINK MY NUMBER IS? HE SAID 10.

HE MADE MY DAY, I SAID, I'M A LITTLE BIT OLDER THAN 10, AND THEN HE ACTUALLY DID GET ME TO TELL HIM THE ACTUAL NUMBER.

HIS EYES GOT LARGE, AND THEN HE TOLD ME THAT HE WAS FOUR.

I SAID, WELL, YOU HAVE A LONG WAY TO CATCH UP WITH ME, BUT IT WAS JUST SO FUN AND THE TK CLASS WAS AMAZING.

I WALKED IN AND I ASKED A COUPLE OF THEM, WHAT ARE YOU LEARNING ABOUT IN CLASS AND THE COMMUNITY PARTNERS? THEY KNOW WHAT THEY'RE DOING IN HERE.

THAT IS THE MOST FUN IS FOR ME TO GET OUT TO THE SCHOOL SITES AND VISIT THE CLASSROOMS. THEN I'VE BEEN OUT TO A FEW PLAYOFF GAMES,

[01:35:03]

I GOT TO SEE THE INDERKUM GIRLS WATER POLO.

IT WAS A WINDY FREEZING NIGHT AND THOSE POOR GIRLS WERE FREEZING BUT PLAYED THEIR HEART OUT, THEN THIS FRIDAY INDERKUM FOOTBALL IS IN THE PLAYOFFS, SO GOOD LUCK TO THE TIGERS, AND THAT IS MY REPORT FOR THIS EVENING.

>> NOEL, DID YOU WANT TO ADD ANYTHING BEFORE? I WANT TO MAKE SURE.

I NOW HAVE PUBLIC COMMENT CARDS.

[XVI.PUBLIC COMMENTS ]

THE FIRST THREE ARE ALEXIS COLE CASS HAMMER AND HEATHER HAWKINS, IN THAT ORDER. ALEXIS.

>> HI, MY NAME IS ALEXIS.

I AM HERE TODAY TO RAISE SERIOUS CONCERNS REGARDING THE TREATMENT OF MY CHILD BY THE SCHOOL AND THE DISTRICT, DESPITE HAVING PROPER TESTING DONE AND BEING REFERRED TO SPECIALIZED PROGRAMS. MY CHILD'S NEEDS ARE BEING IGNORED.

THE SCHOOL CLAIMS IT CAN PROVIDE THE NECESSARY SUPPORT.

YET MY THIRD-GRADE DAUGHTER IS STILL PERFORMING AT A KINDERGARTEN LEVEL.

ON TOP OF THIS, SHE IS A TWO-TIME BRAIN CANCER SURVIVOR, WHICH MAKES THE CURRENT SITUATION EVEN MORE TROUBLING.

THE AMOUNT OF STRESS THIS IS CAUSING HER IS NOT ONLY UNFAIR, IT IS DAMAGING.

THIS STRESS COULD HARM HER HEALTH, AND I'M STRUGGLING TO UNDERSTAND WHY AFTER YEARS OF TRYING TO RESOLVE THIS, NO PROGRESS HAS BEEN MADE.

THIS DISTRICT CONSTANTLY PROMOTES THE DIVERSITY, EQUITY, AND INCLUSION POLICY, BUT I DO NOT SEE THAT REFLECTED IN HER EXPERIENCE.

MY CHILD IS NOT UNABLE TO LEARN.

SHE SIMPLY NEEDS A SPECIALIZED APPROACH.

I HAVE FOUND APPROPRIATE PROGRAMS. BUT WHEN I BRING THEM TO THE DISTRICT'S ATTENTION, I'M TOLD THEY CAN'T ACCOMMODATE HER.

DESPITE HER IEP, THE SUPPORT SHE NEEDS IS BEING DENIED.

UNDER CALIFORNIA EDUCATIONAL CODE, SECTION 563 25, IF THE DISTRICT IS UNABLE TO PROVIDE THE NECESSARY SERVICES FOR A CHILD'S INDIVIDUALIZED EDUCATION PLAN, THEY ARE REQUIRED TO EITHER FIND A PROGRAM THAT CAN MEET THOSE NEEDS OR OUTSOURCE THE SERVICES TO AN APPROPRIATE PROVIDER.

THE FACT THAT THE DISTRICT IS REFUSING TO OFFER OR EVEN FIND THE APPROPRIATE PROGRAM FOR MY CHILD IS NOT ONLY A VIOLATION OF HER RIGHTS BUT A FAILURE TO MEET HER EDUCATIONAL NEEDS.

I'M ASKING FOR ANSWERS.

WHY IS MY CHILD BEING REFUSED THE HELP SHE DESPERATELY NEEDS? WHY ARE WE STUCK IN THIS CYCLE WITH NO RESOLUTION? THIS IS MORE THAN FRUSTRATING.

IT'S HEARTBREAKING AND HAVING A LASTING IMPACT ON MY DAUGHTER'S HEALTH AND WELL-BEING.

I DEMAND THAT THE DISTRICT FULFILLS ITS LEGAL OBLIGATION TO ENSURE MY CHILD'S NEEDS ARE MET IN ACCORDANCE WITH THE LAW.

MY CHILD DESERVES MORE THAN EXCUSES AND DELAY.

SHE DESERVES THE SUPPORT SHE'S ENTITLED TO.

THIS IS MY DAUGHTER, MADISON WILLIAMS. YOU CAN SAY HI.

>> HI.

>> THANK YOU. HAVE A GREAT DAY. THANK YOU.

>> OKAY. OUR NEXT SPEAKER IS KASS.

>> GOOD EVENING. MY NAME IS CASS HAMMER, AND I'M A SEVEN-YEAR TEACHER AT HLN HEIGHT.

I'M HERE BECAUSE I WANT TO SHARE THAT WE DON'T HAVE ENOUGH SUPPORT FOR OUR STUDENTS WHO HAVE EXPERIENCED SIGNIFICANT TRAUMAS.

[01:45:04]

WE LOVE OUR SCHOOL PSYCHOLOGISTS AND SCHOOL SOCIAL WORKERS, AND THEY WORK REALLY HARD, BUT THEY ARE OVERWORKED.

I AM A GENTLE, EMPATHETIC, AND PATIENT TEACHER.

I SPEAK TO MY STUDENTS WITH RESPECT, AND EVEN GIVEN THIS, SEVERAL OF MY STUDENTS FREQUENTLY LEAVE THE ROOM WHEN ASKED TO DO VERY REASONABLE THINGS LIKE CLEANING UP, CONTINUING OR STARTING THEIR WORK, SIMPLY BEING ASKED TO CLOSE THEIR CHROMEBOOK, OR WHEN THEY CAN'T GET MY FULL ATTENTION IMMEDIATELY.

I SPEND A LOT OF TIME ON THE PHONE WITH THE OFFICE TRYING TO GET HELP TO RETURN THOSE STUDENTS TO MY CLASSROOM, OR STANDING AT THE DOOR, TRYING TO CONVINCE THEM TO RETURN.

COUNTLESS INSTRUCTIONAL MINUTES HAVE BEEN LOST.

I BELIEVE THESE AND OTHER EXTREME BEHAVIORS LIKE FIGHTING, BULLYING, AND SEXUALLY SUGGESTIVE ACTIONS ARE RESPONSES TO VARIOUS TRAUMAS.

THE THINGS MY STUDENTS HAVE SEEN AND EXPERIENCED ARE SO TRAUMATIZING THAT MY ENFORCEMENT OF SCHOOL SAFETY RULES LEADS TO DISTRUST.

THEY THINK I'M CRAZY FOR BELIEVING THAT STAYING IN OUR CLASSROOM OR WEARING APPROPRIATE SHOES FOR SPORTS ARE NOT SAFETY CONCERNS, AND THAT'S BECAUSE THEY'VE SEEN SO MUCH WORSE.

NONE OF THE BLAME FOR THESE ARE THESE RESPONSES RESTS ON OUR STUDENTS.

WE NEED THEIR HEALING PRIORITIZED FOR LEARNING TO TAKE PLACE FOR THEM AND FOR THEIR PEERS.

THE DISTRICT PASSED UP THE OPPORTUNITY TO APPLY FOR A COMMUNITY SCHOOLS GRANT THAT COULD HAVE PROVIDED MILLIONS OF DOLLARS THAT TIME.

WE NEED THAT. WE NEED THAT MONEY, AND THERE'S LOTS OF THINGS WE'RE SPENDING MONEY ON THAT WE DON'T NEED. THANK YOU.

>> HELLO. MY NAME IS JAY YOUNG.

I'M A SUBSTITUTE IN THIS DISTRICT, AND BEING A SUBSTITUTE HAS ALLOWED ME TO BE ABLE TO WORK IN MANY DIFFERENT CLASSES AND WORK WITH VARIOUS GRADE LEVELS.

IN MY THREE YEARS AT THIS PARTICULAR SCHOOL SITE, HLN HIGH, I'VE WITNESSED TEACHERS AND STAFF ASKED REPEATEDLY FOR SUPPORT IN THE CLASSROOM.

THEY'RE STRUGGLING TO MANAGE THE CLASSROOM BEHAVIORS, DISCIPLINING STUDENTS, MAINTAINING ACCOUNTABILITY FOR THEIR STUDENTS.

WE WORK AT A SCHOOL WHERE STUDENTS ARE ALLOWED TO MISTREAT AND SOMETIMES PHYSICALLY VIOLATE THEIR TEACHERS AND THEIR FELLOW STUDENTS.

WHEN WE TRY TO ENGAGE WITH ADMIN ABOUT CONCERNS ABOUT SAFETY PRACTICES AND PREVENTATIVE MEASURES, OUR PRINCIPAL CAN'T SEEM TO BE BOTHERED TO HANDLE THESE ISSUES.

WE HAVE STUDENTS WITH REAL TRAUMAS THAT THEY DEAL WITH IN AND OUT OF SCHOOL, AND THERE ARE NOT ENOUGH RESOURCES OFFERED TO SUPPORT THEM.

THE STAFF AND STUDENTS ARE ALL FEELING EXTREMELY OVERWHELMED WITH THE CONDITIONS THAT ARE CURRENTLY BEING ALLOWED TO GO ON.

WE HAVE TEACHERS THAT ARE EXHAUSTED AND UNSUPPORTED, AND AT THIS CURRENT STAGE, TEACHERS ARE FEELING MORE LIKELY THAT THEY ARE BABYSITTING AND NOT ACTUALLY TEACHING.

WE HAVE STUDENTS WHO HAVE BREAKDOWNS ABOUT COMING TO SCHOOL BECAUSE THEY DON'T FEEL SAFE OR SEEN.

WE HAVE MULTIPLE PARENTS THAT CAN ATTEST TO TRYING TO MEET WITH OUR PRINCIPAL TO DISCUSS WHATEVER ISSUES THEIR CHILD IS HAVING AT SCHOOL, AND THE ADMIN CAN'T SEEM TO BE AVAILABLE OR TO MAKE THEMSELVES AVAILABLE.

THERE HAVE BEEN CASES ABOUT INCIDENTS TO OUR ADMIN AND CONCERNS THAT HAVE NOT BEEN ADDRESSED.

A SPED CLASS THAT I HAVE SUBBED FOR MANY TIMES, THERE'S A STUDENT IN PARTICULAR THAT HAS INJURED SEVERAL IAS, SEVERAL CLASSMATES.

ONE TEACHER HAD TO WEAR A BRACE BECAUSE OF THE INJURY, AND OUR ADMIN STILL DID NOT RESPOND TO THEIR NEEDS.

OUR PRINCIPAL IS UNENGAGED AND UNAWARE OF THE CULTURE THAT HAS BEEN ADOPTED AT OUR SCHOOL SITE, AND I THINK THAT ALL OF US HERE ARE JUST SIMPLY ASKING FOR A SAFE AND MORE COHESIVE SCHOOL ENVIRONMENT TO NOT ONLY TEACH BUT TO LEARN.

I THINK THAT THE PARENTS WOULD APPRECIATE THAT, THE STUDENTS WOULD APPRECIATE THAT AND OVERALL THE COMMUNITY WOULD APPRECIATE THAT.

I ALSO DON'T THINK THAT THAT'S TOO MUCH TO ASK. THANK YOU.

>> HELLO. MY NAME IS NATALIE MARCUS LITE, AND I TEACH SECOND GRADE AT H ALLEN HEIGHT.

I AM HERE TO EXPRESS MY CONCERNS ABOUT THE LACK OF SUPPORT FOR MAJOR BEHAVIORS AT OUR SCHOOL.

WE USE SECOND STEP IN THE CLASSROOM TO HELP WITH SOCIAL-EMOTIONAL LEARNING,

[01:50:05]

BUT THAT IS ONLY APPROPRIATE FOR OUR TIER-ONE STUDENTS.

IT IS NOT ENOUGH FOR THE STUDENTS WHO HAVE MAJOR TRAUMA, GRIEF, ANGER, AND BEHAVIOR ISSUES.

WE ALSO HAVE A BIG POPULATION OF STUDENTS WHO COME FROM WAR-TORN COUNTRIES.

WE HAVE LIMITED RESOURCES FOR THESE STUDENTS WHO HAVE WITNESSED AND LIVED THROUGH THESE HARDSHIPS AND TRAUMA.

WE ARE IN IB SCHOOL, BUT THAT IS NOT WHERE OUR PRIORITY SHOULD BE.

WE ARE LONG OVERDUE FOR A SITE NEEDS ASSESSMENT.

WHEN I HAVE MULTIPLE STUDENTS WHO DO NOT KNOW ALL OF THEIR LETTER SOUNDS, THAT SHOULD BE THE MAIN PRIORITY.

WE NEED TRAINED READING INTERVENTION SPECIALISTS AND MULTIPLE BEHAVIOR, MULTIPLE BEHAVIOR SPECIALISTS TO SERVE OUR LARGE SCHOOL POPULATION. THANK YOU.

>> MEMBERS OF THE BOARD AND SUPERINTENDENT CASTILLO.

MY NAME IS DARCI PICO.

I'VE BEEN AN EDUCATOR IN NATOMAS FOR 33 YEARS.

I'M HERE TO BRING TO YOUR ATTENTION A CONCERNING AND MORE FREQUENTLY OCCURRING INCIDENT THAT HAPPENED RECENTLY AT OUR SCHOOL AS AN EXAMPLE OF THE THREATENING AND VIOLENT BEHAVIORS THAT TEACHERS ARE EXPERIENCING.

TWO WEEKS AGO, A PARENT IN MY COLLEAGUE'S CLASS, MISCONSTRUED A COMMENT MADE TO HER STUDENT.

THE PARENT WROTE A COMPLAINT THAT WAS EMAILED TO CONSUMER AND CONSTITUENCY SERVICES.

THE LANGUAGE IN THE EMAIL WAS AGGRESSIVE AND THREATENING, CONTAINING THREATS TO THE TEACHER, SUCH AS, I WILL SPIT IN HIS EYE, I WILL STOP BY HIS HOUSE.

I KNOW WHERE HE LIVES.

IN A PHONE CALL, THE PARENT CALLED OUR PRINCIPAL SUCH VULGAR TERMS, I CANNOT EXPRESS THEM IN PUBLIC.

TWO DAYS LATER, AN NSD DIRECTOR SCHEDULED A MEETING BETWEEN THE PARENT, TEACHER, PRINCIPAL, AND DIRECTOR.

BEFORE THE MEETING, THE PARENT AGAIN VOICED PHYSICAL THREATS TOWARD THE TEACHER WITH THE DIRECTOR.

THE TEACHER WAS ENCOURAGED TO MEET WITH THE PARENT ANYWAY.

DURING THIS MEETING, THE PARENT EXPRESSED THEIR CONCERNS IN A MANNER THAT ESCALATED INTO A VERBAL ATTACK AND THREATS OF PHYSICAL VIOLENCE.

MY COLLEAGUE REMAINED CALM AND PROFESSIONAL THROUGHOUT THE EXCHANGE.

BUT THE INTENSITY AND NATURE OF THE COMMENTS WERE VIOLENT AND THREATENING TO THE POINT WHERE THE PARENT HAS BEEN ISSUED A NO-TRESPASS ORDER FROM THE SCHOOL, AND THE TEACHER HAS BEEN COMPELLED TO PURSUE A RESTRAINING ORDER AGAINST THE PARENT.

AS EDUCATORS, WE STRIVE TO CREATE A SAFE AND SUPPORTIVE ENVIRONMENT FOR BOTH OUR STUDENTS AND OUR FAMILIES.

INCIDENTS LIKE THESE NOT ONLY AFFECT THE MENTAL HEALTH OF THE INDIVIDUAL INVOLVED BUT CAN ALSO IMPACT THE OVERALL MORALE OF OUR TEAM AND THE LEARNING ENVIRONMENT FOR OUR STUDENTS.

IT IS ESSENTIAL THAT WE FOSTER A CULTURE OF RESPECTFUL AND CONSTRUCTIVE DIALOGUE BETWEEN PARENTS AND EDUCATORS.

I URGE THE BOARD TO CONSIDER THE FOLLOWING ACTIONS.

NUMBER 1, SUPPORT FOR STAFF.

IMPLEMENT MEASURES TO PROVIDE SUPPORT FOR STAFF WHO MAY FACE SIMILAR SITUATIONS IN THE FUTURE, SUCH AS IMMEDIATE ACTION TO PROTECT THE TEACHER FROM ANY FURTHER CONTACT FROM THE PARENT.

NUMBER 2, CLEAR POLICIES.

CLARIFY SCHOOL POLICIES REGARDING PARENT INTERACTIONS WITH STAFF TO ENSURE THAT THERE ARE CLEAR EXPECTATIONS AND GUIDELINES FOR RESPECTFUL CIVIL COMMUNICATION.

HOLD PARENTS AND STUDENTS ACCOUNTABLE WHEN THESE POLICIES ARE BROKEN.

NUMBER 3, DOCUMENTATION OF PRIOR PATTERNS OF AGGRESSIVE BEHAVIOR.

FOR EXAMPLE, CREATE AN ALERT SECTION ON INFINITE CAMPUS FOR THE CURRENT TEACHER TO ACCESS PERTINENT INFORMATION REGARDING AGGRESSIVE PARENT OR STUDENT BEHAVIOR.

I BELIEVE THAT ADDRESSING THIS ISSUE IS VITAL NOT ONLY FOR THE WELL-BEING OF OUR EDUCATORS BUT ALSO FOR THE OVERALL HEALTH OF OUR SCHOOL COMMUNITY.

THANK YOU FOR YOUR ATTENTION.

I LOOK FORWARD TO DISCUSSING POTENTIAL SOLUTIONS TO FOSTER A POSITIVE AND RESPECTFUL ENVIRONMENT FOR ALL.

>> I DON'T HAVE ANY FURTHER PUBLIC COMMENT CARDS.

>> IF IT DOESN'T OFFEND YOU,

[01:55:02]

I'M GOING TO ACTUALLY MOTION TO ADJOURN THIS MEETING IN HONOR OF THE GREAT SERVICE THAT TRUSTEE HEREDIA HAS DONE FOR THIS DISTRICT.

>> HI.

>> HI HEATHER.

>> MY NAME IS HEATHER HAWKINS, AND I'M A FIRST-GRADE TEACHER AT HLN HEIGHT.

HLN HEIGHT HAS HAD MANY STRUGGLES IN THE PAST FEW YEARS, BUT PARTICULARLY THIS YEAR.

OUR BIGGEST STRUGGLE THAT WE HAVE FACED THIS YEAR HAS BEEN TRYING TO ACHIEVE ACADEMIC EXCELLENCE WHILE MANAGING EXTREME BEHAVIORS.

AT OUR SITE, WE HAVE VERY LIMITED RESOURCES TO ADDRESS THESE BEHAVIORS THAT ARE ESCALATING, WHICH IS HURTING THE EDUCATION AND LEARNING ENVIRONMENT OF OUR STUDENTS.

WE ALSO PROHIBITING MYSELF AND COLLEAGUES FROM DOING OUR JOBS.

WE WOULD LOVE COMMUNITY PARTNERSHIPS TO HELP WITH THE DEFICIT OF RESOURCES.

OUR STUDENTS ARE MORE THAN DESERVING OF A QUALITY EDUCATION AND A SAFE PLACE TO DO SO.

MY STAFF AND MYSELF ALSO DESERVE THE SAME RESPECT AND SERVICES, SINCERELY, THE FIRST-GRADE TEAM AT HLN HIGH.

>> I NOW TURN IT BACK OVER TO TRUSTEE GRANT.

>> ALL RIGHT, SO I'M GOING TO MOTION TO ADJOURN IN HONOR OF THE SERVICE AND DEDICATION THAT DR. SUE HEREDIA HAS DONE IT FOR THIS DISTRICT.

>> ONCE AGAIN, STRONG SECOND.

>> ALL RIGHT. SO YOU HAVE TO ACTUALLY CALL FOR THE ROLE. I CAN'T DO THAT.

>> HELEN, WOULD YOU PLEASE CALL THE ROLL?

>> DOSICK.

>> AYE. GRANT.

>> AYE.

>> HARDEN.

>> AYE.

>> HEREDIA.

>> AYE.

>> SWILLAM.

>> AYE.

>> ALL RIGHT. THANK YOU.

THE MOTION CARRIES 60. THANK YOU.

>> ADJOURNED.

>> AND THE MEETING IS NOW ADJOURNED AT 8:02 P.M.
