THEN I HAD A CHANCE TO ATTEND THE RIBBON CUTTING FOR THE B TERRY BURNS HEALTH CLINIC, ALONG WITH ALL OF MY COLLEAGUES AND A LOT OF DISTRICT STAFF AND A LOT OF COMMUNITY LEADERS, AND I THINK IT'S HARD TO ENCAPSULATE HOW AMAZING IT WILL BE TO HAVE THIS HEALTH CLINIC, BUT JUST LOOKING AT THE LONG LIST OF SERVICES THAT ARE GOING TO BE AVAILABLE TO STUDENTS, BUT THEN ALSO ANY COMMUNITY MEMBERS THAT NEED TO ACCESS THOSE SERVICES. SOME OF THE EXAMPLES WERE RELATED TO WOMEN'S HEALTH, SOME OF THEM WERE RELATED TO MENTAL HEALTH, SOME OF THEM WERE MORE ON THE PHYSICAL HEALTH SIDE, AND SO I'M STILL REMEMBERING WHAT THE LIST OF SERVICES ARE SO THAT WE CAN SHARE THAT INFORMATION WITH EVERYONE. SO ANYWAY, AFTER TALKING WITH OUR DISTRICT LEDGE COUNCIL, I FOUND OUT IT'S ACTUALLY STATE EDUCATION CODE THAT WE HAVE TO EXHAUSTIVELY CALL EACH MEMBER OF THE PRESS THAT HAS OPTED IN, SO I JUST COULD NOT LET THAT GO, AND IT TOOK ME TWO YEARS TO FIND AN AUTHOR AND A LEGISLATURE, BUT THE GOVERNOR JUST SIGNED THE BILL ALLOWING SCHOOL BOARDS TO SEND OUT E-MAILS IN 2024 TO PEOPLE THAT WANT TO BE NOTICED ABOUT THE MEETING, SO I AM ACTUALLY PRETTY THRILLED ABOUT THAT. BUT ONE THING, IN LOOKING AT THE STATISTICS ABOUT THE CHILDREN OF CALIFORNIA, AND I JUST WANT TO REITERATE THIS, IS THAT, A GOOD PERCENTAGE OF OUR KIDS IN CALIFORNIA, THEY'RE IN PRETTY GOOD HEALTH AND WE ARE VERY FORTUNATE THAT THEY ARE, BUT I THINK ONE OF THE MISSIONS OF THE B TERRY BURNS CENTER IS TO MAKE SURE THAT, NOT JUST A HIGH PERCENTAGE, WHICH IS ABOUT 88.5% OF THE CHILDREN IN CALIFORNIA, BUT THAT EVERY CHILD IN OUR COMMUNITY AND WHATEVER SURROUNDING COMMUNITY THAT WE CONTRIBUTE TO RAISING THAT PERCENTAGE, SO THAT WE DON'T HAVE TO WORRY ABOUT THE KIDS IN OUR COMMUNITIES IN TERMS OF THEIR HEALTH. WE KNOW THE BENEFITS OF GOOD HEALTH, AND MOST OF YOU ALREADY KNOW THAT TOO, THEY'RE EVERY DAY IN SCHOOL, LEARNING, HOPEFULLY, PAYING ATTENTION. BUT WE ALSO UNDERSTAND THAT IT ALSO MEANS THAT WE HAVE REALLY ADDRESSED THE HEALTH ISSUES IN OUR LOW INCOME AND OUR POVERTY COMMUNITIES WITHIN OUR REGION, SO VERY EXCITING DAY, AND IT WAS A GREAT TOUR OF THE LOCATION ALSO. THE NEW GATE THAT THE ENTRY IS COMING THROUGH IS WORKING OUT REALLY WELL, AND I LOVE HOW IN THE END ZONE, THE BOOSTERS ARE THERE, AND THE STAFF MEMBERS ARE THERE, AND THERE'S FOOD TO EAT, AND IT'S A GREAT WAY TO WATCH THE GAME, SUPPORT THE FAMILIES AND THE STUDENTS IN THE GAME. THAT WAS GREAT. I'M LOOKING FORWARD TO ALSO HOMECOMING FOR NATOMAS HIGH THIS WEEK. I WAS ABLE TO GO BY WITH ANGELA HERRERA. WE HAD OUR FIRST SUPERINTENDENT'S PARENT ADVISORY MEETING OF THE YEAR, AND WE HAD A GREAT TURNOUT. WE HAD SO MANY PARENTS COME AND ATTEND THOSE MEETINGS. OUR PRINCIPALS WERE THERE AS WELL. VERY SUCCESSFUL WE ASKED THE PARENTS ABOUT WHAT IS THE BEST WAY TO HAVE THEM ENGAGE AND TO GIVE US THOSE SUGGESTIONS OF HOW WE CAN INCREASE PARENT ENGAGEMENT IN OUR SCHOOLS. WE TALKED ABOUT SOME OF OUR HIRING AND OUR OPEN POSITIONS AND WAYS THAT MAYBE SOME OF OUR PARENTS COULD HAVE CAREERS IN NATOMAS UNIFIED AND BENEFIT TO OUR PROGRAM. THEN WE TALKED ABOUT THE TOPIC OF CELL PHONES, WHICH ALSO WAS RECENTLY SIGNED IN, AND WE STARTED THAT CONVERSATION LAST SPRING, AND WE'LL CONTINUE THAT THROUGH THE FALL TO PROCESS WHAT THAT WILL LOOK LIKE. THEY HAD WORKSHOPS ON FINANCIAL AID AND HOW TO CHOOSE THE RIGHT COLLEGE, AND THERE WAS A LOT OF ATTENDANCE THERE. IT WAS GREAT TO SEE ALL THE FAMILIES FROM ALL OF OUR HIGH SCHOOLS THERE ATTENDING THAT EVENT. I ALSO ATTENDED MAYOR DARRYL STEINBERG'S STATE OF THE CITY EVENT WITH STAFF MEMBERS, AND SO IT WAS DOWN AT AGGIE SQUARE, SO IT WAS INTERESTING TO SEE WHAT WAS GOING ON DOWN THERE AND THE THINGS HAPPENING IN THE CITY. ONE OF MY FAVORITE THINGS WAS I ATTENDED THE STUDENT VOICES ADVISORY COUNCIL, AND IT HAS OUR STUDENTS FROM INDERKUM, NATOMAS HIGH, AND LEWEY GREEN THAT WERE ATTENDING. THIS WAS THEIR FIRST MEETING, SO THEY WERE HEARING ABOUT THEIR ROLE AND WHAT THEY WERE GOING TO DO. THEY HAVE A ROLE HELPING OUR MIDDLE SCHOOL STUDENTS KNOW HOW TO BE SUCCESSFUL IN HIGH SCHOOL. BUT I HAD JUST AN OPPORTUNITY TO CHAT WITH THEM AND SO I ASKED THEM, WHAT ARE THE THINGS THAT ARE WORKING WELL AT THE SCHOOL SITES THAT WE SHOULD BE SURE TO CONTINUE, AND WHAT ARE SOME THINGS THAT WE COULD DO BETTER. BECAUSE WE ALWAYS WANT TO DO BETTER AND HEARING THAT STUDENT PERSPECTIVE IS SO IMPORTANT TO US. THEN I JUST GOT LOTS OF RANDOM QUESTIONS THAT I REALLY ENJOYED. IT'S SPENDING TIME WITH THOSE STUDENTS. THEY WERE AMAZING. THEY WERE VERY WELL-SPOKEN AND REPRESENTED THEIR SCHOOLS REALLY WELL. LOOK FORWARD TO MORE OPPORTUNITIES WITH THEM. WE ALSO HAD OUR FIRST LCAP PARENT ADVISORY COUNCIL MEETING AND WE HAVE A VERY ENGAGED GROUP AND SO I LOVE IT. THE PARENTS ASK US GREAT QUESTIONS. THEY HAVE GREAT SUGGESTIONS, AND SO IT'S REALLY NICE TO HAVE THEM BE ACTIVE IN SUPPORTING US IN DEVELOPING OUR LCAP EACH YEAR AS WE MOVE THROUGH THAT PROCESS. AS BILL HAD MENTIONED, THERE'S OVER A BILLION DOLLARS WORTH OF PROJECTS IN THAT PLAN, AND THEY'RE NOT ALL NEEDED TO BE DONE NOW, BUT THEY'RE PROJECTS THAT NEED TO BE DONE AT SOME TIME AND SOME AMOUNT OF TIME. RIGHT NOW, BOTH OF THESE ARE PLANS. THEY INCLUDE PROJECTIONS AND THEY JUST IDENTIFY NEEDS. THEY DON'T COME WITH FUNDING, AND IT'S JUST TO HELP US PRIORITIZE SO THAT WE'RE ALIGNMENT WITH THE EDUCATIONAL GOALS FOR THE DISTRICT. THE UPDATED FACILITIES FINANCIAL PLAN WAS LAST APPROVED NOVEMBER 18 OF 2020. SO THAT PLAN ORIGINALLY WAS DONE IN CONJUNCTION WITH MEASURE L. IT HAD THE MEASURE J, AND THEN GOING THROUGH THE END OF WHEN MEASURE L, WE THOUGHT WOULD BE EXPENDED, WHICH IS WHY IT WENT THROUGH 25-26. WE'RE COMING TO THE END OF IT. WE WANTED TO UPDATE IT SO WE CAN SHOW IT ALL THE WAY THROUGH THE END OF THE REST OF THAT BOND SPENDING. TONIGHT, WE PROVIDE YOU THE UPDATED FACILITIES FINANCIAL PLAN FOR 2024. DEVELOPER FEES, THEY'RE PAID BY DEVELOPERS ANYTIME THEY GO TO POOL A PERMIT, IT'S BASED OFF OF SQUARE FOOTAGE. SCHOOL DISTRICTS CAN TYPICALLY IMPLEMENT LEVEL 1 THROUGH THREE FEES. THOSE FEES ARE UPDATED BY THE STATE ALLOCATION BOARD EVERY YEAR. NATOMAS UNIFIED SCHOOL DISTRICT QUALIFIES FOR LEVEL 1 FEES RIGHT NOW, WHICH IS 517/SQUARE FOOT FOR RESIDENTIAL AND $0.84 PER SQUARE FOOT FOR COMMERCIAL CONSTRUCTION. THIS YEAR SO FAR, WE'VE ONLY GOT ABOUT 34,000 IN DEVELOPER FEES. I DO EXPECT IT TO PICK UP, BUT AGAIN, JUST JUSTIFYING WHY WE CHANGED OUR PROJECTION FROM TWO MILLION A YEAR TO ONE MILLION A YEAR FOR DEVELOPER FEES FOR THE NEXT YEARS. HERE'S A QUICK LOOK AT DEVELOPER FEES HISTORICALLY. YOU CAN SEE DURING THE MORATORIUM. A MYRIAD OF OPPORTUNITY FOR A SCHOOL DISTRICT TO RECEIVE STATE MATCHING FUNDS FOR ANY FUTURE FACILITY PROJECTS OR EVEN PROJECTS THAT ARE IN THE QUEUE. AS LILIUM PRESENTED, WE HAVE $29,000,000 IN THE QUEUE RIGHT NOW, CONTINGENT UPON AVAILABLE STATE FUNDING FOR STATE MATCHING FUNDS FOR THE FACILITIES THAT WE'VE CONSTRUCTED. THIS PROGRAM WAS APPROVED BY THE BOARD BACK IN FEBRUARY OF 2024. THE FIRST NOTICE THE EMPLOYEES RECEIVED REGARDING THIS WAS IN MAY 8TH, 2023,24 SCHOOL YEAR REGARDING THE IMPLEMENTATION OF THIS PROGRAM. AT WHICH POINT WERE THE ACTUAL USERS EVER INCLUDED IN DISCUSSION OF THIS CHANGE TO RE OR OUR INPUT? AS A DAILY USER OF FRONTLINE, WHICH IS THE PROGRAM THAT HELIOS WAS REPLACING OR IT HAS REPLACED, IT WOULD HAVE BEEN INCREDIBLY BENEFICIAL TO RECEIVE OUR FEEDBACK, OUR CONCERNS, AND THE THINGS THAT WERE NEEDED. MAKE SURE THIS PROGRAM FULLY SUPPORTED OUR SITES REGARDING ABSENCES ENTERED BY EMPLOYEES, COVERED BE COVERAGE BEING SET BY SECRETARIES AND OUR ABSENCES BEING INJURED BY SITE SECRETARIES, AS WELL AS THE ABILITIES OF SUBSTITUTES TO SEE WHAT SITES THEY'RE ACCEPTING COVERAGE AT. THESE ARE MY CURRENT CONCERNS. HELIOS MAYBE WORKING FUNCTIONALLY FOR HR TO ONBOARD EMPLOYEES DURING THE HIRING PROCESS, WHICH DOES NOT HAPPEN DAILY. IT DOES NOT WORK FUNCTIONALLY FOR SCHOOL SITES, WHICH DOES WORK IN THE SYSTEM EVERY SINGLE DAY AND THROUGHOUT THE DAY. FRONTLINE HAD THE CONTRACTED HOURS FOR EMPLOYEES. HELIOS DOES NOT. THAT ADDS ANOTHER LAYER OF WORK AND RESPONSIBILITY. IT ALSO CAUSES ISSUES FOR A SUBSTITUTES BECAUSE THEY DON'T KNOW THE HOURS FOR THE POSITIONS TO ACCEPT POSITIONS, SO THEY'RE NOT ACCEPTING THEM AND THEY'RE PICKING UP ANOTHER DISTRICTS. FRONTLINE USED TO ONLY ALLOW YOU TO ENTER ABSENCES FOR YOUR EMPLOYEES OR YOURSELF AT YOUR SCHOOL SITE. HELIOS, YOU CAN ENTER FOR ANY SITE FOR ANY EMPLOYEE. THIS IS CAUSING A LOT OF ISSUES. IT'S ALSO PUTTING IN THINGS IN OTHER DEPARTMENT QUEUES OR THEY'RE NOT ENDING UP WHERE THEY'RE SUPPOSED TO BE FOR CORRECT APPROVAL OR REVIEW. THAT'S CAUSING ANOTHER BIG ISSUE. FRONTLINE ALLOWED US TO SPLIT ABSENCES WHEN YOU HAD AN EMPLOYEE OUT FOR MULTIPLE DAYS. THIS DOESN'T ALLOW THAT. INSTEAD OF ANY ONE ABSENCE AND SPLITTING IT, YOU HAVE TO ENTER IT LIKE 10 TIMES IF SOMEBODY'S OUT FOR TWO WEEKS. THAT'S ANOTHER LAYER OF MULTIPLE RESPONSIBILITIES. AS A PERSON WHO UTILIZES A SYSTEM TO SUPPORT MY SITE, I START WORKING FROM HOME EARLY IN THE MORNING TO MAKE SURE THAT THE COVERAGE AT MY SITE IS SET BEFORE I GET THERE BECAUSE IT'S HARD TO GET COVERAGE.
