[00:00:02] >> I GOT YOU. I WOULD LIKE TO CALL THIS REGULAR BOARD MEETING TO ORDER AT 5:15. [I. OPEN SESSION] SARAH, COULD YOU PLEASE CALL THE ROLL? >> DOSICK. >> PRESENT. >> GRANT. >> PRESENT. >> HARDEN ABSENT. HEREDIA ABSENT. MORA. >> PRESENT. >> LOOKS LIKE WE HAVE A QUORUM. NSC BOARD MEETINGS ARE LIVE STREAMED AND RECORDED AT THE DIRECTION OF THE BOARD. THE LIVE STREAM IS AVAILABLE FOR VIEWING ONLINE, AND THE RECORDINGS WILL BE AVAILABLE TO VIEW TODAY AFTER THE BOARD MEETING. THOSE IN ATTENDANCE SHOULD EXPECT THAT THE RECORDINGS WILL CAPTURE ALL ACTIVITY AND DISCUSSIONS BEFORE, DURING, AND AFTER THE MEETING. WE WILL BE GOING INTO CLOSED SESSION TO DISCUSS CONFERENCE WITH LEGAL COUNSEL REGARDING ONE CASE OF EXISTING LITIGATION. I GOT YOU. CAN WE RE-ESTABLISH A ROLL CALL VOTE? >> DOSICK. >> HERE. PRESENT. >> GRANT. >> PRESENT. >> HARDEN. >> PRESENT. >> HEREDIA ABSENT. MORA. >> PRESENT. >> WE HAVE A SUPER QUORUM. AS I WAS SAYING, [V. CLOSED SESSION] WE ARE GOING INTO CLOSED SESSION TO DISCUSS CONFERENCE WITH LEGAL COUNSEL REGARDING ONE CASE OF EXISTING LITIGATION, SACRAMENTO COUNTY SUPERIOR COURT, AND THERE'S A LONG CASE NUMBER, WHICH I'M NOT GOING TO READ. IS THERE ANY PUBLIC COMMENT FOR ANY OF THE ITEMS IN THE CLOSED SESSION? ITS OPEN. LOOKS LIKE WE HAVE ONE FOR CLOSED FOR MR. SCOTT LAFFERTY. YOU HAVE TWO MINUTES. >> WHY ARE YOU CONTINUING THIS LITIGATION WHICH THREATENS A CORNERSTONE OF OUR STATE'S DEMOCRACY, THE CALIFORNIA VOTING RIGHTS ACT. FOR 3.5 YEARS, WE HAVE BOMBARDED A COURAGEOUS VOLUNTEER PLAINTIFF WITH 7,500 PAGES OF DISCOVERY. WHEN YOU INITIATED A SETTLEMENT PROPOSAL, I ASKED YOUR ATTORNEY ON MONDAY IF WE COULD DELAY ANSWERING THE LATEST BARRAGE FOR THREE DAYS. SHE SAID ABSOLUTELY NOT. THAT INDICATES THAT YOU'RE NOT REALLY SERIOUS ABOUT SETTLING THIS. IT ANGERED MY CLIENT. I'VE WRITTEN YOU PRIVATELY. NOTHING IN THAT LETTER IS REALLY PRIVATE. YOU NEED TO SET THIS RIGHT BECAUSE ACROSS OUR STATE, THERE ARE CITIES, ONE I CAN'T NAME, WHERE THE PLAINTIFF HAS WITHDRAWN FROM CVRA CASE OUT OF FEAR THAT SHE WILL SUFFER EXACTLY WHAT MR. KANASO HAS SUFFERED. THIS IS A PERSON WITH LIMITED ENGLISH PROFICIENCY. IN LANCASTER, THE BLACK COMMUNITY IS SUFFERING BECAUSE OF OUR INABILITY TO ENFORCE THE LAW BECAUSE OF WHAT THIS BOARD HAS DONE. THE QUESTION COMES DOWN TO, WE ALL KNOW THAT AT THE END OF THE NOVEMBER ELECTIONS, TRUSTEE HARDEN WILL BE HERE. WE DON'T KNOW IF OUR COUNTRY WILL STILL HAVE A DEMOCRACY. WHY ARE YOU ATTACKING THIS LAW? WHY CAN'T YOU SETTLE THIS HONORABLY? DO YOU REALLY WANT TO MAKE THIS DISTRICT 21ST CENTURY SELMA? BECAUSE YOU'RE DOING SOMETHING THAT IS FUNDAMENTALLY DESTRUCTIVE OF EQUAL VOTING RIGHTS, AND IT SHOULD END. IT'S BEEN FAR TOO LONG, AND I HOPE YOU DO THE RIGHT THING. THANK YOU. >> THANK YOU, MR. LAFFERTY. NOT SEEING ANY OTHER PUBLIC COMMENTS HERE, SO WE'RE GOING TO GO IN TO CLOSED SESSION, AND WE WILL RECONVENE OPEN SESSION AT APPROXIMATELY 5:30 OR SHORTLY THEREAFTER. [NOISE] WE ARE RECONVENING OPEN SESSION [VI. RECONVENE IN OPEN SESSION] AT 5:33 P.M. SARAH, COULD YOU PLEASE CALL THE ROLL? >> DOSICK. >> PRESENT. >> GRANT. >> PRESENT. >> HARDEN. >> PRESENT. >> HEREDIA ABSENT. MORA. >> PRESENT. >> NEXT, WE WILL HAVE THE PLEDGE OF ALLEGIANCE. WE'RE GOING TO ASK MS. DEDRA POWELL, WHOSE BIRTHDAY IT IS TODAY, [APPLAUSE] TO LEAD US IN THE PLEDGE, BUT BEFORE THAT. HAPPY BIRTHDAY TO YOU. HAPPY BIRTHDAY TO YOU. HAPPY BIRTHDAY DEAR DEDRA, HAPPY BIRTHDAY TO YOU. [APPLAUSE] >> I PLEDGE ALLEGED ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. I ALMOST SANG HAPPY BIRTHDAY AGAIN DURING THAT MOMENT. NOT GOING TO LIE. [00:05:02] IN CLOSED SESSION THIS EVENING, DIRECTION WAS GIVEN TO LEGAL COUNSEL, BUT BEFORE WE MOVE ON, JUST A REMINDER FOR THOSE IN ATTENDANCE, ACCORDANCE WITH BOARD BY LAW 9,323, MEETING CONDUCT, INDIVIDUALS WISHING TO ADDRESS THE BOARD MUST SUBMIT A PUBLIC COMMENT CARD PRIOR TO CONSIDERATION OF THE ITEM, AND NO LATER THAN THE FIRST ACTION ITEM ON THE AGENDA. INDIVIDUALS WILL BE ALLOWED TWO MINUTES TO ADDRESS THE BOARD, AND THE BOARD SHALL LIMIT THE TOTAL TIME FOR PUBLIC INPUT ON EACH ITEM TO 20 MINUTES. IF YOU'D LIKE TO MAKE A PUBLIC COMMENT, PLEASE FILL OUT THE PUBLIC COMMENT CARD AND HAND IT TO SARAH OVER THERE AT THE TABLE ACTUALLY, THE EXECUTIVE ASSISTANT ON THE OUTSIDE OF THE TABLE THERE. AT THE CONCLUSION OF OUR MEETING, WE'LL ASK MEMBERS OF THE PUBLIC TO REFRAIN FROM APPROACHING THE DAIS TO PROVIDE BOARD MEMBERS WITH THE OPPORTUNITY TO GATHER OUR BELONGINGS, SIGN DOCUMENTS, AND SECURE ANY CONFIDENTIAL INFORMATION. BOARD MEMBERS MAY MAKE THEMSELVES AVAILABLE TO THE PUBLIC BY STEPPING DOWN FROM THE DAIS AND ENTERING THE AREA OF AUDIENCE SEATING. NOW WE MOVE ON TO THE AGENDA. IS THERE A MOTION? [X. APPROVAL OF THE AGENDA] >> SO MOVED. >> SECOND. >> MOVED BY TRUSTEE HARDEN, SECONDED BY TRUSTEE DOSICK. SARAH, COULD YOU PLEASE CALL THE ROLL? >> DOSICK. >> AYE. >> GRANT. >> AYE. >> HARDEN. >> AYE. >> MORA. >> AYE. >> THAT MOTION CARRIES FORWARD ZERO. NEXT UP, WE HAVE THE OATH OF OFFICE FOR [XI.a. Student Board Member - Samara Marie Swailim] OUR 2024/2025 STUDENT SCHOOL BOARD MEMBER, SAMAR MARIE SWARLIN. TONIGHT, OUR BOARD IS CELEBRATING THE SWEARING IN OF OUR NEW STUDENT BOARD MEMBER. FOR MEMBERS OF THE PUBLIC VIEWING THIS, A STUDENT BOARD MEMBER PLAYS AN ESSENTIAL ROLE BY CASTING A PREFERENTIAL VOTE ON THIS BOARD. THE PREFERENTIAL VOTE IS A SYMBOL OF STUDENT OPINION. THIS YEAR, INDERKUM HIGH SCHOOL HAD THE OPPORTUNITY TO SELECT A STUDENT REPRESENTATIVE TO SERVE ON THE BOARD OF TRUSTEES FOR THE 2024/2025 SCHOOL YEAR. SAMARA HAS BEEN PART OF THE NATOMAS UNIFIED COMMUNITY SINCE HER EARLY LEARNING YEARS. SHE ATTENDED WITTER RANCH, NATOMAS CHARTER SCHOOL, AND CURRENTLY IS AN INDERKUM HIGH SCHOOL STUDENT, WHERE SHE IS A SENIOR. SAMARA IS VERY ACTIVE AT INDERKUM, PARTICIPATED IN LINK CREW, KEY CLUB, UNITED NATIONS INTERNATIONAL CHILDREN'S EMERGENCY FUND, RED CROSS, FRIDAY NIGHT LIVE, GIRL LOVE CUP CREW, AND THE IB PROGRAM. OUTSIDE OF SCHOOL, SHE VOLUNTEERS HER TIME IN THE COMMUNITY AT A SENIOR HOME, PROVIDES SUPPORT FOR THE ELDERLY, AND SHE WORKS AT HER FAMILY BUSINESS. SHE DOES A LOT. WE HAVE TO STEP OUR GAMES UP CLEARLY. >> WE NEEDED TO ADD ONE MORE RESPONSIBILITY. >> EXACTLY. AFTER HIGH SCHOOL, SAMARA PLANS TO ATTEND ONE OF THE UC CAMPUSES FOR UNDERGRADUATE STUDIES BEFORE ATTENDING LAW SCHOOL TO BECOME A LAWYER. SHE HOPES TO CREATE AN ENVIRONMENT WHERE EVERYONE WILL FEEL WELCOME AND HAVE A SENSE OF BELONGING, WHICH IS WHAT MOTIVATED HER TO TAKE ON THIS ROLE TO FURTHER HER PASSION OF SERVING THE COMMUNITY. PLEASE JOIN ME IN TO WELCOME SAMARA AS OUR STUDENT BOARD MEMBER FOR 2024/2025. [APPLAUSE] SAMARA, NOW IT'S TIME TO TAKE THE OATH OF OFFICE. I'LL GIVE YOUR PAPER TO DO THAT AND JOIN ME ON STAGE. I'LL HEAR IT THIS. >> WE'RE IN TROUBLE. >> SAMARA, PLEASE RAISE YOUR RIGHT HAND AND REPEAT AFTER ME. >> I SAMARA SWARLIN. >> SAMARA SWARLIN. >> DO SOLEMNLY SWEAR. >> DO SOLEMNLY SWEAR. >> THAT I WILL SUPPORT AND DEFEND. >> THAT I WILL SUPPORT AND DEFEND. >> THE CONSTITUTION OF THE UNITED STATES. >> THE CONSTITUTION OF THE UNITED STATES. >> AND THE CONSTITUTION OF THE STATE OF CALIFORNIA. >> AND THE CONSTITUTION OF THE STATE OF CALIFORNIA. >> AGAINST ALL ENEMIES. >> AGAINST ALL ENEMIES. >> FOREIGN AND DOMESTIC. >> FOREIGN AND DOMESTIC. >> THAT I WILL BEAR TRUTH FAITH AND ALLEGIANCE. >> THAT I WILL BEAR TRUE FAITH AND ALLEGIANCE. >> TO THE CONSTITUTION OF UNITED STATES. >> TO THE CONSTITUTION OF UNITED STATES. >> AND THE CONSTITUTION OF THE STATE OF CALIFORNIA. >> AND THE CONSTITUTION OF THE STATE OF CALIFORNIA. >> THAT I TAKE THIS OBLIGATION FREELY. >> THAT I TAKE THIS OBLIGATION FREELY. >> WITHOUT ANY MENTAL RESERVATION OR PURPOSE OF DEVIATION. >> WITHOUT ANY MENTAL RESERVATION OR PURPOSE OF DEVIATION. >> THAT I WILL WELL AND FAITHFULLY DISCHARGE. >> AND THAT I WILL WELL AND FAITHFULLY DISCHARGE. >> THE DUTIES UPON WHICH I AM ABOUT TO ENTER. >> THE DUTIES UPON WHICH I AM ABOUT TO ENTER. [00:10:31] >> WELCOME TO THE BOARD. [APPLAUSE] [INAUDIBLE] TAKE A PICTURE. >> LET ME PLACE THIS HERE. [BACKGROUND] >> NEXT UP ON THE AGENDA IS COMMUNICATIONS. [XII.b.Natomas Teachers Association (NTA)] DO WE HAVE A REPRESENTATIVE FROM CSEA? NTA. >> WE'RE GOOD. DEJA WAS JUST SAYING THAT I HAVEN'T BEEN HERE IN A WHILE. I FEEL LIKE I HAVEN'T BEEN HERE IN A WHILE. FIRST OFF, I'M GOING TO START WITH OUR LAND ACKNOWLEDGMENT. I JUST WANT TO ACKNOWLEDGE THAT WE'RE ON THE ORIGINAL LANDS OF THE NISANAN PEOPLE. SACRAMENTO IS A GATHERING PLACE FOR MANY LOCAL TRIBES WHO LIVE THROUGHOUT THE CENTRAL VALLEYS IN THE FOOTHILLS AND FOR GENERATION WERE THE ORIGINAL STEWARDS OF THIS LAND AND ARE WITH US DAILY IN OUR COMMUNITY. I JUST WANT TO GO BACK TO A COUPLE OF THOSE MEETINGS I MISSED. IN JULY, UNFORTUNATELY, I WENT TO LOTS OF CONFERENCES AND I CAUGHT THE CONFERENCE COVID OF THE SUMMER, WHICH I BELIEVE EVERYBODY HAS HAD AT THIS POINT IN TIME, BUT I WASN'T HERE TO REPRESENT NATOMAS TEACHERS ASSOCIATION DURING THE PRIDE RESOLUTION MEETING. I JUST WANT TO GO BACK AND SPEAK TO THAT REALLY QUICKLY AND I KNOW IT'S LATE, BUT WE ARE ADDING OUR VOICE TO THAT AS WELL. IT'S VERY IMPORTANT FOR US, FOR OUR STUDENTS, AND SO I JUST WANTED TO MAKE SURE I SPEAK TO THAT. I ALSO MISSED A SECOND MEETING OVER THE SUMMER WHERE I WAS WITH NTA MEMBERS AND WE WERE GETTING MORE SUPPORT AND TRAINING ON THE IMPLEMENTATION OF THE COMMUNITY SCHOOLS MODEL. THERE'S SO MUCH SPACE FOR US TO GROW IN THIS AREA. ADDITIONAL SCHOOL SITES, SO MUCH LEARNING THAT WE CAN DO. EVERY TIME I GO TO THESE CONFERENCES, I JUST COME BACK WITH SO MUCH INSPIRATION ABOUT WHAT WE CAN OFFER OUR STUDENTS IF WE PUT OUR BRAINS TOGETHER AND WE DO THESE THINGS AND WE REALLY COLLABORATE WITH NOT JUST OUR STAFF HERE, BUT WHO'S OUT THERE IN OUR COMMUNITY. SO MUCH OPPORTUNITY IN THAT WORK. IT'S BEEN GREAT TO SEE THE OPEN HOUSES STARTED. EARLY THIS YEAR, THE PICTURES THAT THE STUDENTS COMING BACK TO CAMPUS HAVE BEEN AWESOME. THE CAMPUSES OVERALL HAVE BEEN GENERALLY QUIET, WHICH IS REALLY GOOD FOR ME IN THE FIRST FOUR DAYS, BUT THERE ARE A COUPLE OF THINGS I JUST WANT TO BRING BACK TO THE BOARD TONIGHT. WE ARE STILL LOOKING AT WAYS TO STREAMLINE THE LAUNCH PROCESS AT THE BEGINNING OF THE SCHOOL YEAR. THE FEEDBACK FROM THE SITE SO FAR IS THAT THE SCHOOL YEAR IS MOVING AND PEOPLE STILL ARE 40 DAYS IN AND THEY'RE FEELING LIKE THEY'RE ALREADY PLAYING CATCH UP. WE WERE REALLY HOPING THAT THIS YEAR SOME OF THESE THINGS WOULD BE READY TO GO. I THINK THIS IS REALLY WHERE WE FEEL THE LOSS OF THE VETERAN STAFF THAT MOVED TO HIGHER PAYING DISTRICTS. WE GET THE GROWING PAINS HAPPEN, BUT WE'VE BEEN SEEING A LOT OF INCONSISTENT MESSAGING AND NEW TEACHERS ARE STILL NOT IN A PLACE WHERE THEY FEEL COMFORTABLE. IT'S A LITTLE BIT DISHEARTENING TO ME WHEN WE COME BACK TO CLASSROOM MANDATES THAT IMPACT OUR CLASSROOM INSTRUCTIONAL MINUTES WITHOUT HAVING HAD CONVERSATIONS ABOUT THOSE AHEAD OF TIME. NOT THAT THEY'RE NOT GOOD IDEAS, BUT TO IMPLEMENT CHANGES LIKE THESE OVER THE SUMMER AND THEN INTRODUCE THEM TO PEOPLE THREE DAYS BEFORE SCHOOL STARTS IS A BIG CHALLENGE AND A BIG CHANGE. WE DEFINITELY WANT TO HAVE OUR VOICES IN THOSE THINGS WHEN YOU'RE LOOKING AT WHEN IS THE BEST TIME TO IMPLEMENT SOMETHING AS A MANDATE. IT'S A GOOD IDEA TO TALK TO THE TEACHERS AND LOOK AT THE SCHOOL SCHEDULES AND SEE HOW THAT'S GOING TO IMPACT THEIR CLASSROOM INSTRUCTION TIME. THE OTHER THING THAT'S BEEN CONTINUING CONCERN DISTRICT WIDE IS TEACHERS ARE ALREADY REACHING OUT AND I'VE HAD SOME CONVERSATIONS ALREADY WITH STAFF IN THIS BUILDING TODAY ABOUT SYSTEMS OF ASSESSMENTS, AND THEIR PRINCIPALS ARE SAYING, THESE ARE THE MANDATED DATES THAT YOU HAVE TO DO THIS. [00:15:02] I FEEL LIKE WE'RE STILL IN THE SAME PLACE WE'VE BEEN FOR ABOUT THREE YEARS WITH CHROMEBOOKS, WHICH IS THAT THERE'S A LOT OF KIDS THAT DON'T HAVE THEM. THE PROCESS HAS ALWAYS BEEN, THEY'RE SAYING, COME TO THE SCHOOL DISTRICT TO GET THEM, AND THAT'S A CHALLENGE FOR OUR STUDENTS. WE'RE IN THE SAME PLACE WITH THAT. I JUST WANT TO REITERATE THAT THE EDUCATORS IN THIS DISTRICT ARE ASKING FOR MORE CHROMEBOOK ACCESS ON CAMPUS FOR THEMSELVES AND FOR STUDENTS SO THAT THEY CAN IMPLEMENT THESE THINGS THAT THEIR ADMIN ARE ASKING THEM FOR. IT'S A FANTASY. I'D LOVE TO SEE A TIME WHEN THE THOMAS UNIFIED IS MAKING PLANS FOR NEXT YEAR, WHILE WE'RE STILL WORKING IN THIS YEAR SO THAT WE DON'T HAVE TO COME BACK AND DEAL WITH THESE SAME ISSUES AT THE BEGINNING OF THE YEAR. THESE ARE JUST SOME EXAMPLES OF THINGS. I KNOW I HAVE MEETINGS WITH PEOPLE COMING UP IN THE NEXT COUPLE OF WEEKS AND SO WE WILL GO BACK INTO THEM. OVERALL, I DO WANT TO GO BACK TO THE POSITIVE. THE KIDS ARE LOOKING GREAT, THE CAMPUSES LOOK GREAT, THE TEACHERS ARE GENERALLY DOING FINE. THESE ARE JUST WHAT WE REFERRED TO AS SPEED BUMPS IN THE FIRST TWO WEEKS OF SCHOOL THAT MAKE THE BEGINNING OF THE YEAR CHALLENGING. OUR GOALS WITH NTA ARE REALLY JUST TRYING TO MAKE SURE THAT WE'RE WORKING TO RETAIN TEACHERS AND FOCUSING ON WHAT'S GOING TO BE BEST INSTRUCTIONALLY FOR THE STUDENTS IN THE CLASSROOM. OVER THE COURSE OF THE REST OF THIS YEAR, YOU GUYS WILL HEAR ME SPEAK TO THAT, BUT IT'S NICE TO SEE EVERYBODY. HAPPY END OF SUMMER, IF THAT'S THE THING. I WILL TALK TO YOU ALL AT SOME POINT SOON. THANK YOU. >> THANK YOU. BOARD MEMBER COMMUNICATIONS. [XII.c. Student Board Member] WE HAVE OUR STUDENT BOARD MEMBER. HEY, YOU GET TO MAKE SOME REMARKS. GET TO SAY, HEY, I'M HAPPY TO BE HERE OR NOT. >> I'M SO SORRY. [LAUGHTER]. >> [INAUDIBLE] . >> HELLO. >> HEY. >> AWESOME. WELL, I DO WANT TO SAY I AM SUPER EXCITED TO BE HERE. I'M SO THANKFUL FOR THIS OPPORTUNITY AND TO THE PEOPLE WHO I ALREADY KNOW IN THIS ROOM. I WAS IN AN INTERVIEW WITH A COUPLE OF YOU BEFORE. IT'S SO NICE TO SEE YOU GUYS AGAIN. THANK YOU SO MUCH FOR CHOOSING ME. I'M REALLY EXCITED TO BE HERE. I'M EXCITED TO GIVE MY VOICE. I'M EXCITED TO MAKE AN IMPACT. >> AWESOME. THANK YOU. WE LOOK FORWARD TO LEARNING FROM YOU TOO AND WORKING WITH YOU. BOARD MEMBERS, TRUSTEE DOSICK. [XII.d. Board Members] >> AS IS MY WANT, KEEP IT BRIEF. WE'LL BEEF TOO, BUT THAT WAS FOR THE BRITO BOTH [LAUGHTER] KEEP IT BRIEF. FIRST, WELCOME BACK TO EVERYBODY. GOOD TO SEE EVERYONE. HAPPY NEW YEAR. WELCOME TO OUR NEW STUDENT BOARD MEMBER. LOOK FORWARD TO HAVING YOUR VOICE HERE, SOMETHING I ALWAYS FEELS LIKE IT'S MISSING DURING THOSE SUMMER MONTHS. NICE TO HAVE YOU ON BOARD. HAPPY BIRTHDAY TO DEDRA, HAPPY BELATED BIRTHDAY TO ERICKA. CONGRATULATIONS TO ERICKA IN FOUR MORE YEARS. LOOK FORWARD TO WORKING WITH YOU AND SERVING WITH YOU FOR THE NEXT TWO, AND LOOKING FORWARD TO SOME PRESENTATIONS TONIGHT. THAT'S IT. >> THANK YOU, TRUSTEE DOSICK. TRUSTEE HARDEN. >> I WILL JUST LIKE TO WELCOME YOU. I'M EXCITED ABOUT IT ALL. HAPPY THIS SCHOOL IS BACK IN SESSION. GREAT TIME TO START IF WE STARTED ON MY BIRTHDAY. GREAT. WENT TO SNUCK INTO AN OPEN HOUSE OVER AT WITTER RANCH AND GOT TO GO IN A COUPLE OF CLASSROOM SO JUST ENTHUSED TO BE BACK AND THE STUDENTS LOOK AMAZING, AND LET'S JUST HAVE A HEALTHY, HAPPY, SAFE SCHOOL YEAR. THANK YOU. >> THANK YOU. TRUSTEE MORA. >> THANK YOU. WELL, I ECHO EVERYTHING THAT HAS ALREADY BEEN SAID, BUT ESPECIALLY THE HUGE WELCOME TO OUR STUDENT BOARD MEMBER. WELCOME SAMARA. I ALSO WANTED TO KEEP GOING ON THE WELCOME BACK. I ENJOYED VISITING EVERYTHING FROM OUR BACK TO SCHOOL NIGHTS AND ACTUALLY, OUR BACK TO SCHOOL FAIR, WHICH WAS ALMOST A MONTH AGO NOW. OF COURSE, BEING ABLE TO GREET STUDENTS ON THE FIRST COUPLE DAYS OF SCHOOL IS ALWAYS JUST SUCH A JOYOUS TIME. SOME IMMEDIATE LOOKS OF EXCITEMENT, SOME LOOKS OF NERVOUSNESS THAT I KNOW WE'LL TURN INTO EXCITEMENT. BUT OVERALL, JUST THE START OF A NEW PART OF THEIR JOURNEY FOR ALL OF OUR STUDENTS. I EVEN HAD A CHANCE TO HITCH A RIDE FROM TWO RIVERS TO LEARY GREEN ON A GOLF CART WITH PRINCIPAL PERRY, AND SO DEFINITELY A LOT OF EXCITEMENT IN THE AIR AS WE START OFF THE YEAR. I DIDN'T FALL OFF THE GOLF CART. I ALSO WANTED TO HIGHLIGHT, FROM ONE OF THE BACK TO SCHOOL NIGHTS. I KNOW OUR TEACHERS ARE INCREDIBLE WITH HOW THEY PREPARE FOR OUR STUDENTS TO COME BACK TO THEM, BUT ALSO HOW OUR PARENTS COME BACK TO OUR SCHOOL SITES. I HAD TO TAKE JUST AN EXAMPLE OF ONE OF THE WELCOME BACK INFORMATIONAL MINI PACKETS THAT ONE OF OUR TEACHERS AT AMERICAN LAKES PUT TOGETHER. I'LL SHARE IT WITH MY FELLOW TRUSTEES IF THEY WOULD LIKE TO TAKE A CLOSER LOOK OF THE DOCUMENT, [00:20:03] BUT IT SAYS A LITTLE BIT ABOUT ME, FAVORITE THINGS TO DO. THERE WAS EVEN FREQUENTLY ASKED QUESTIONS PAGE, AND THIS WAS MISS CASTILLO. I JUST WANTED TO GIVE A POSITIVE HIGHLIGHT TO ONE OF THE MANY EXAMPLES OF HOW MUCH DEDICATION GOES INTO THE START OF SCHOOLS IN THE FIRST COUPLE OF DAYS. I HAVE A COUPLE MORE THINGS TO SHARE. I WANTED TO ALSO SHARE THAT I HAD A CHANCE TO GO TO THE CALIFORNIA LATINO SCHOOL BOARD ASSOCIATION CONFERENCE, AND I TOOK SOME NOTES ON TOPICS SUCH AS BILINGUAL EDUCATION, WHICH, OF COURSE, IS VERY RELEVANT TO DISTRICTS LIKE OUR OWN. SOME GAPS IN ACCESSING DUAL ENROLLMENT OPPORTUNITIES AND EARLY COLLEGE ACCESS OPPORTUNITIES JUST ACROSS THE STATE AND WHAT THAT DATA LOOKS LIKE, AND INFORMATION TO BE AWARE OF. AI AND OUR K THROUGH 12 EDUCATION AND A LOT MORE. THAT'S MY VERY BRIEF REPORT BACK ON WHAT WAS A VERY FRUITFUL CONFERENCE WITH MANY COLLEAGUES FROM ACROSS THE STATE AND THEY HAD PASTA FOR BREAKFAST. I'VE NEVER BEEN TO A CONFERENCE WHERE THEY HAD THAT. I THINK WITH THAT, I'LL JUST CONCLUDE BY SAYING THANK YOU TO EVERYONE FROM OUR TEACHERS, TO OUR STAFF, TO OUR DISTRICT, OFFICE STAFF. EVERYONE WHO HELPS TO MAKE SURE THAT WE HAVE A GOOD START, AND I LOOK FORWARD TO IT ALL AS WELL. THANK YOU. >> THANK YOU, TRUSTEE MORA. I'LL JUST SAY DITTO. THANK ALL THE COMMENTS OF OUR FELLOW BOARD MEMBERS. WELCOME TO THE BOARD. I WANT TO GIVE HARDEN AND HER TEAM A SPECIAL SHOUT OUT THOUGH, BECAUSE START OF SCHOOLS, SHE PROBABLY GETS 50 CALLS A SECOND AND HER AND HER TEAM ARE WORKING REALLY HARD. THANK YOU, HARDEN, AS WELL. SPECIAL SHOUT OUT. SUPERINTENDENT STILIO. [XII.e. Superintendent's Report] >> THANK YOU. I WAS EXCITED TO ATTEND THE BACK TO SCHOOL FAIR, AND WE HAD THE OPENING OF OUR WELCOME CENTER, WHICH IS VERY EXCITING FOR US. COVERING, YOU'LL SEE THE START AT THE HEART. WE HAVE HEALTH, ENROLLMENT, ATTENDANCE, RESOURCES, TRANSLATION. I'VE BEEN ABLE TO GO OVER AND VISIT AND IT'S BEEN PACKED, AND IT'S NICE TO SEE OUR FAMILIES HAVE THAT ONE STOP SHOP. TO GET THE SERVICES THERE, SO REALLY APPRECIATIVE OF THE WELCOME CENTER STAFF. I HAD THE OPPORTUNITY TO SPEAK AT THE NEW TO NUSD ORIENTATION, AND SO I ENJOYED MEETING OUR NEW CERTIFICATED STAFF. ONE OF THE THINGS THAT I CHALLENGED THEM WAS TO SEE THE INHERENT VALUE IN EACH AND EVERY STUDENT, ESPECIALLY THOSE THAT STRUGGLE. I ASK THEM TO THINK ABOUT HOW THEY CAN DEVELOP AND CULTIVATE THOSE STUDENTS GREATNESS. HOW CAN THEY COMMUNICATE THE GREATNESS THAT THEY SEE IN THE STUDENT TO THAT STUDENT AND THE OTHERS AND HOW THEY CAN UNLEASH THE STUDENT'S POTENTIAL AND HELP THEM TO BECOME EVEN GREATER? THAT IS THE JOY OF BEING A TEACHER AND BEING ABLE TO PROVIDE THOSE THINGS FOR OUR STUDENTS. IT'S BEEN A GREAT START OF THE SCHOOL YEAR. I'VE BEEN OUT TO EACH AND EVERY ONE OF OUR SCHOOL SITES LAST WEEK, A FEW OF THEM RIGHT BEFORE SCHOOL STARTED, AND THEN THE FIRST COUPLE OF DAYS OF SCHOOL. I'M EXCITED TO HAVE SCHEDULED VISITS AT EACH SITE. THAT'S ONE OF MY FAVORITE THINGS TO DO AS WELL AS ATTENDING SCHOOL EVENTS. AS WAS MENTIONED, BACK TO SCHOOL NIGHT SEASON HAS STARTED, AND OUR ATTENDANCE HAS BEEN GREAT. I LOVE SEEING THE FAMILIES. WELCOME, SAMARA. I HAD THE OPPORTUNITY TO SIT DOWN AND SHE IS A REMARKABLE STUDENT AND I KNOW THAT WE WILL BENEFIT FROM HAVING HER UP ON THE DIES THIS YEAR, SO WELCOME, I'M EXCITED TO HAVE YOU HERE. HAPPY BIRTHDAY TO DEDRA. I WAS REMARKING THAT SHE HAS NOW STARTED GETTING YOUNGER ON HER BIRTHDAYS, AND SO I HOPE THAT SHE HAS A GREAT DAY. THANK YOU. >> THAT'S IT FOR COMMUNICATIONS. NEXT UP. [XIII. CONSENT ITEMS] WE ARE GOING TO HOPEFULLY APPROVE THE CONSENT ITEMS. IS THERE A MOTION? >> SO MOVED. >> MOVED BY TRUSTEE DOSICK. >> SECOND. >> SECONDED BY TRUSTEE HARDEN. SIR, COULD YOU PLEASE CALL THE ROLL. >> DOSICK. >> AYE. >> GRANT. >> AYE. >> HARDEN. >> AYE. >> MORA. >> AYE. >> SUSAN. AYE. >> THAT MOTION CARRIES 5,0. NEXT UP. DOUG IS SO EXCITED. I JUST LOOK DOWN AND HE WAS SAND UP THERE. NEXT THE BLACK EYES. >> YOU GUY GET STARTED. >> HE JUST GET STARTED. [LAUGHTER] STARTED. >> THERE WE GO. >> WE HAVE A START OF SCHOOLS PRESENTATION, PART 2. [XIV.a. Start of Schools Presentation Part II 2024-2025] FROM OUR ASSOCIATE SUPERINTENDENT DOUG O. >> WELL, WELCOME. LOVE THIS PRESENTATION BECAUSE IT MEANS WE'RE UP AND GOING. >> THAT'S RIGHT. >> IT'S LIKE A BENCHMARK PIECE FOR US. TONIGHT, I'M JUST GOING TO SHARE SOME HIGHLIGHTS OF THE START OF THE SCHOOL YEAR AND A LOT OF FUN PICTURES TO SHARE. [00:25:06] SORRY. IN THE MEANTIME. ALSO PEOPLE ARE SHARING LOTS OF BACK TO SCHOOL PICTURES ON SOCIAL MEDIA, IF YOU HAVEN'T SEEN. LOTS OF CUTE ONES, TOO MANY. ACTUALLY, WE COULD BE HERE ALL NIGHT LOOKING AT ALL THE GREAT PICTURES. THIS ONE'S PARTICULARLY INTERESTING, WHICH IS THAT WAS REALLY FUN FROM MICK. JUST A LOT OF EXCITEMENT, LIKE ROBIN SAID, VISITING ALL THE SCHOOLS. WE ACTUALLY DEPLOY ALL THE ADMINISTRATORS FROM BOTH OFFICES HERE OUT AND ABOUT SOME AREN'T ACTUALLY STATIONED AT A SCHOOL BECAUSE THEY NEED TO FLOAT, BUT OTHERS ARE STATIONED AT A SCHOOL FOR THE FIRST FEW DAYS, AND THEIR JOB IS TO BASICALLY TAKE ON WHATEVER A PRINCIPAL WOULD NORMALLY HAVE TO TAKE ON SO THE PRINCIPAL CAN BE OUT IN CLASSROOMS WITH PARENTS. IT'S BEEN REALLY SUCCESSFUL FOR US. THEN WE REPORT BACK. THEY COME BACK AND WE HAVE LIKE A POW WOW AND DECIDE WHAT WE'RE GOING TO HAVE TO FIX BEFORE DAY 2. OH, SORRY, I WENT TOO FAST. LIKE THEY SAID LAST NIGHT, BACK TO SCHOOL NIGHT, SO HERE'S JUST A COUPLE OF PICTURES WE CAPTURED FROM THAT. BUT MORE TO COME. THREE MORE NIGHTS OF THAT NEXT WEEK. JUST A REMINDER, BIG PICTURE, INCLUDING EVERYTHING, CHARTERS, ALL OF IT. KEEP THE NUMBER IN YOUR HEAD. I KNOW IT'S THAT SEASON RIGHT. 17,500-18,000 IS WHERE WE LIVE WITH ALL THE STUDENTS. JUST TO GIVE EVERYBODY A BIG PICTURE. BACK IN FEBRUARY WHEN I STOOD HERE AND I SAID, HEY, WE'RE GOING TO HAVE ABOUT 12,169 STUDENTS. WE HAVE NOT HIT THAT YET, BUT WE HAVE GROWN ABOVE WHERE WE WERE AT THE END OF LAST YEAR. WE WILL CONTINUE TO GET MORE STUDENTS IN UNTIL ACTUALLY ALL YEAR. BY THIS FRIDAY, WE SHOULD PROBABLY SEE WHICH STUDENTS DIDN'T SHOW UP. EVERYTHING'S BALANCING. DAY BY DAY CHANGES, BUT RIGHT NOW, WE'RE SOMEWHERE IN THE MIDDLE. ENROLLMENT UPDATE. GOOD NEWS, ALL OF OUR SECONDARY SITES DO HAVE AVAILABILITY FOR STUDENTS THAT LIVE IN THE BOUNDARY. RIGHT NOW, WE'RE JUST FOCUSING ON GETTING STUDENTS THAT LIVE IN TO THE SCHOOLS AND LESS WORRIED ABOUT TRANSFERS AT THE MOMENT. BUT THE GOOD NEWS IS, WE DO HAVE ROOM FOR EVERYBODY. WE DO HAVE TO KEEP OUR EYE ON THAT $3 MILLION PENALTY IF WE GO OVER THE 24-1 TK3 AVERAGE AT A SITE FOR THE YEAR. I ALWAYS SAY FOR THE YEAR BECAUSE THINGS ARE GOING TO BE UP OR DOWN AT THE START OF THE YEAR AND THINGS WILL BALANCE OUT. BUT I LOOK AT THAT MULTIPLE TIMES A DAY, ALONG WITH THE WHOLE TEAM. A LOT OF ATTENDANCE EFFORTS ALREADY UNDERWAY. WE CONTINUE THIS IS YEAR 2 OF OUR A-A ATTENDANCE CAMPAIGN. THERE'S AWARENESS CAMPAIGNS, LOTS OF STUFF GOING OUT. OUR CAFE TEAM HAS BEEN GREAT WITH HELPING US PUSH OUT ALL KINDS OF THINGS. THERE'S ATTENDANCE TRAININGS GOING ON. A LOT OF SOCIAL EMOTIONAL SUPPORTS AVAILABLE TO OUR STUDENTS. THEY'RE ALL LISTED HERE. I WON'T READ THEM OFF, BUT THE ONE I WOULD LIKE TO POINT OUT. SECOND FROM THE BOTTOM ON THE CRISIS RESPONSE. WE DO HAVE THAT HOTLINE. STUDENTS ARE GETTING THEIR ID CARDS ON THE BACK. THERE'S A NUMBER, THEY CAN CALL AT ANY TIME, IF THEY NEED HELP. IT'S AVAILABLE ON OUR WEBSITE. FOR THE PUBLIC, IF THERE EVER IS A STUDENT WHO'S IN NEED, THAT'S AVAILABLE 24/7, AND WE HAVE RESPONSE TEAM TO HELP IF NEEDED. ADDITIONALLY, WE HAVE SOME EFFORTS IN PLACE TO HELP IDENTIFY WHERE THERE ARE NEEDS, INCLUDING WE STILL HAVE GOGUARDIAN AND NEW DON, WHICH IS OUR SOCIAL MEDIA MONITORING, AND YOU CAN SEE THE OTHER ITEMS WE HAVE THERE, INCLUDING CARE SLICE. IMMUNIZATION UPDATE. WE STILL HAVE SOME STUDENTS THAT NEED TO FINISH GETTING THEIR SHOTS. SOME THAT ARE IN PROCESS, AND THEN AFTER THE LAST BOARD MEETING OR AT THE LAST BOARD MEETING, THERE'S A QUESTION. YOU CAN SEE IT'S ABOUT 16. THAT'S BASICALLY ONE PER SCHOOL. IT'S NOT A HUGE THING FOR US, NOT LIKE IT WAS DURING THE PANDEMIC YEARS. THINGS ARE BACK TO WHERE THEY WERE PRIOR AND THAT'S AS OF TODAY. [LAUGHTER] SUBJECT TO CHANGE. STAFFING UPDATE. HR HAS BEEN OUT THERE, REALLY BEATING THE DRUM AND WE STILL HAVE 10 CLASSROOM POSITIONS. THEY ALL HAVE COVERAGE. THEY'RE ACTIVELY RECRUITING. THEY'VE BEEN REACHING OUT TO UNIVERSITIES, LOOKING AT INTERNS WHERE POSSIBLE. THEN THIS IS UP HERE FOR ANYBODY INTERESTED WHO'S LISTENING OR WATCHING. WE ARE STILL HIRING FOR THESE POSITIONS, AND WE'RE ALWAYS INTERESTING IF PEOPLE ARE MAYBE THINKING NEXT YEAR IS THE YEAR. BUT YEAH, PLAYGROUND ASSISTANTS, YOU CAN SEE THEM ALL THERE, LIBRARY MEDIA TECH. PD IS UNDERWAY. [00:30:01] IT'S ACTUALLY BEEN PRETTY HEAVILY UNDERWAY SINCE LATE JULY, LOTS OF STUFF HAPPENING EVEN NOW THAT SCHOOL STARTED IN BETWEEN ALL THE BACK TO SCHOOL NIGHTS AND EVERYTHING. THERE'S LOTS OF OPPORTUNITIES FOR STAFF TO ATTEND PD, ESPECIALLY AROUND PROFESSIONAL LEARNING COMMUNITIES THIS YEAR OR PLCS, AND A LOT OF STUFF BASED ON STAFF FEEDBACK. WE HAVE A WHOLE CATALOG. LEAP ACADEMIES ARE UP. WE HAVE 1,237 GRANT PRIORITIZED STUDENTS. WE'RE EXPANDING AND WE'RE GROWING AND THINGS ARE UP AND GOING. IT'S BEEN A GREAT START TO THE YEAR, WORKING ON ALL KINDS OF STUFF, ALL THE LOGISTICS OF THAT. THEN WE HAVE NINE COMMUNITY BASED PROGRAM PARTNERS ALSO HELPING WITH THE THINGS THAT YOU SEE AT THE BOTTOM, LIKE CODING AND COOKING AND OTHER THINGS BESIDES JUST THE CLASSROOM INSTRUCTION THAT'S ALIGNED. A COUPLE OF PICTURES FROM THAT. THEN PARENT SQUARE YEAR 2. SOME OF YOU ARE PROBABLY GETTING THOSE HOT AND HEAVY. STUDENT SQUARE IS UP AND RUNNING FOR OUR STUDENT BOARD MEMBER. HOPEFULLY YOU'RE GETTING A LOT OF STUDENT SQUARE. OUR NEW WEBSITE, AGAIN, NOW WE'RE ABOUT A MONTH AND A HALF INTO OUR LAUNCH. THINGS ARE ROLLING. >> IT'S A VERY GOOD LOOKING WEBSITE. IT IS SLEEK. IT IS PRETTY SMOOTH. >> SAFETY AND SAFE SCHOOLS DEPARTMENT LOTS GOING ON. YOU'LL SEE THE CARS ARE OUT EVERYWHERE. THEY ADDED A POSITION THAT NOW STAYS AS WE HAVE LEAK PROGRAMS INTO THE EVENING. THERE'S JUST BEEN A LOT OF POSITIVE, LOT OF INTERACTING WITH PARENTS AND STUDENTS OUT AT THE START OF SCHOOL EVENTS. A LOT OF POSITIVE THINGS, ALSO, CONTINUE TO ROLL OUT AT THE SANDY HOOK PROMISE, SEE SOMETHING SAY SOMETHING. THAT'S OUR ANONYMOUS REPORTING SYSTEM. BACK TO SCHOOL NIGHTS. THE TOP 1 HAS COME AND GONE YESTERDAY. BUT THE REST ARE RIGHT THERE. IF ANYBODY NEEDS IT, IT WILL BE ON THE WEBSITE. BUT YOU CAN SEE THE NEXT ONE TUESDAY, WE HAVE HEREDIA, HEARING AT THOMAS PARK, AND THEN FROM THERE, YOU CAN SEE THE REST. OUR WELCOME CENTER, JUST A REMINDER WITH WHAT WE SERVE. I WANTED TO SHARE SOME INFO. AS OF THIS MORNING, WE HAD SEEN OVER 1,500 PEOPLE SINCE WE OPENED THE DOORS. THAT DOESN'T INCLUDE ALL THE PHONE CALLS. I DIDN'T HAVE THE HEART TO PULL SOMEBODY OFF OF DOING WHAT THEY WERE DOING TO COUNT THE PHONE CALLS AT THIS POINT. WE'LL GET TO A POINT WHERE WE'RE ABLE TO REPORT THAT A LITTLE BETTER AS WE GO LIKE THE CCS MODEL. BUT 1,500, IT'S HUGE. THE BULK OF THAT HAS BEEN IT TO THIS POINT BECAUSE OF ALL THE NEW CHROMEBOOK DEPLOYMENTS, THINGS LIKE THAT. WE'VE BEEN ABLE TO HELP A LOT OF PEOPLE. BUT WE'VE BEEN DOING A LOT OF IMMUNIZATIONS, A LOT OF ENROLLMENT. A LOT OF WORK AS WELL. EVERY DAY AT THE END OF THE DAY, THERE'S TOYS ALL OVER THE FLOOR, AND THERE'S BOOKS THAT HAVE BEEN READ ALL OVER THE LITTLE BENCHES IN THERE. SO CUTE TO SEE EVERY DAY. THEN OUR PATH TO SUCCESSFUL COMMUNICATION ONCE AGAIN FOR ANYBODY INTERESTED IN OR NEEDS TO CONTACT FOR SUPPORT AND IN MULTIPLE LANGUAGES. THEN WE SAID, THERE'S CCS. ANY QUESTIONS? [BACKGROUND] >> YES. PLEASE SHARE. CAN YOU JUST GO BACK AND SPEAK A LITTLE BIT ON THE STAFFING UPDATE? YOU SAID THAT AS OF RIGHT NOW, WE HAVE SOMEBODY IN THE CLASSROOM. FOR THE PUBLIC, CAN YOU GO AHEAD AND EXPLAIN WHAT THE PLAN IS A BIT? >> I'M ACTUALLY GOING TO ASK. >> IF NOT, THAT'S OKAY. >> WHAT WAS GOING TO SPEAK TO THAT. >> YOU JOIN ME FOR A MINUTE THE BRIEF. HE HAS THE MOST UP TO DATE THINGS WE ARE LIVING IN THE MOMENT. >> THANK YOU. >> IT'S THE ONLY WAY TO LIVE. >> FOR OUR CURRENT CLASSROOM VACANCIES, THERE'S ONE OF THEM THAT DOESN'T HAVE ANY KIDS ROSTERED IN IT CURRENTLY. THAT'S NOT STAFFED UP BY ANY. WE ARE LOOKING AT SOME INDEPENDENT CONTRACTORS TO BE ABLE TO COME IN TO FILL THOSE WHILE WE'RE STILL RECRUITING. BUT EVERYBODY RIGHT NOW THERE'S ONE CLASS THAT AS AN INDEPENDENT CONTRACTOR. EVERYBODY ELSE HAS ONE OF OUR SUBS THAT'S WITHIN OUR SYSTEM, AND THOSE SUBS AT A COUPLE OF OUR SITES ARE SUPPORTED BY OUR TOSS IN RUNNING THOSE CLASSES, AND AT OUR OTHER SITES ARE SUPPORTED BY THE DEPARTMENT LEADS OR THE GRADE LEVEL LEADS FOR WHERE THEY ARE. BUT WE'RE STILL LOOKING AT CONTINUING TO HIRE AND PUSHING OUT EVERY DAY, LOOKING FOR WHERE WE CAN GET SOME CANDIDATES TO FILL THOSE MORE FULL TIME. BUT WE ARE GOING TO OFFER CONSISTENCY WITHIN THE CLASSROOMS. ABSOLUTELY. >> WE KEEP THOSE IN THE SAME SUB LONG TERM SUB TOSS, STAYING WITHIN UNTIL WE GET EVERYTHING COVERED. YES. AWESOME. THANK YOU SO MUCH. YOU'RE WELCOME TO GRAY. EXCELLENT REPORT AS ALWAYS. THANK YOU. >> THANK YOU. >> THANK YOU, TRUSTEE HARDEN. BOARD MEMBERS, ANY NO. GOOD JOB. THANK YOU FOR THE GREAT UPDATE. >> THANK YOU ALL. [00:35:03] >> ALL RIGHT. NEXT UP ON THE AGENDA, [XV.a. Extended Learning Update with Context Slides] WE HAVE OUR BOARD REPORTS. SO ITEM A IS EXTEND AND LEARNING DATE WITH CONTEXT SLIDES. THIS BOARD REPORT WAS ATTACHED TO THE AGENDA WHEN IT WAS PUBLISHED ON FRIDAY, AUGUST 9. STAFF HAS A FEW SLIDES TO SHARE AND CAN ANSWER ANY QUESTIONS FOR TRUSTEES. >> CAN YOU HEAR ME NOW? >> I GOT YOU. >> THANK YOU. HERE TONIGHT, I'M GOING TO TALK A LITTLE BIT ABOUT AN OVERVIEW OF WHAT WE OFFERED OVER THE SUMMER. AS YOU MENTIONED, THERE IS A BOARD REPORT ATTACHED. I WANT TO SAY IT WAS TRULY A PLEASURE TO BE WORKING WITH THE TEAM TO DEVELOP OUR SUMMER PROGRAMMING AND DEVELOPING OF THE SUMMER PROGRAMS. HERE IS A BRIEF OVERVIEW OF THE PURPOSE OF EXTENDED LEARNING. OUR TARGET WAS TO SUPPORT OUR PK TO 12TH-GRADE STUDENTS WITH THE FOCUS ON ENRICHMENT AND RE-CREDIT RECOVERY. HERE, I WANT TO DRAW YOUR ATTENTION TO THE PROGRAMS THAT WERE OFFERED. DISTRICT WIDE. AS YOU CAN SEE, MAJORITY OF THE PROGRAMMING WAS TAKEN IN JUNE. BUT I DO WANT TO CIRCLE BACK A LITTLE BIT ABOUT PROGRAMMING IN JULY, AS YOU SEE OUR SECONDARY SCHOOLS DO OFFER PROGRAMMING IN JULY. HERE THIS SLIDE, I'LL GO OVER OUR PROGRAMS THAT WERE OFFERED OVER THE SUMMER. AS YOU CAN SEE, WE ARE ROLLING BACK THE GRADES, BUT WE DID PROVIDE KINDER READINESS OPPORTUNITY PROGRAMS FOR OUR STUDENTS THAT HAVE NOT HAD ANY SCHOOLING EXPERIENCE FOR TK AND KINDER THIS YEAR. THIS PROGRAM HAS BEEN OFFERED AND THIS YEAR WE SERVE OVER 54 STUDENTS. OUR EXTENDED SCHOOL YEAR PROGRAM IS OFFERED YEARLY AND WE ALSO PROVIDE SERVICES TO OUR STUDENTS, VERY IMPORTANT SERVICES THAT PROVIDE STUDENTS TO MEET THEIR IP GOALS, AND WE EXTEND THE SERVICES THROUGHOUT THE SUMMER. HERE, WE ALSO OFFERED HIGH SCHOOL OPPORTUNITIES. ALL OF OUR HIGH SCHOOLS PROVIDED SUMMER OPPORTUNITIES FOR CREDIT RECOVERY, AND ALSO FOR NEW CREDITS, AND ALL PROGRAMMING ACROSS THE DISTRICT, WE HAD OVER 1,000 STUDENTS PARTICIPATE IN THE SUMMER FOR HIGH SCHOOL. AS A REMINDER, MORE DETAILED INFORMATION IS IN YOUR BOARD REPORT, BUT I DO WANT TO HIGHLIGHT SOME OF THE PROGRAMS WITH OUR LEAP ENROLLMENT AND OUR LEAP ACADEMY PROGRAM. THE DEVELOPMENT OF LEAP FOR SUMMER PROGRAMMING WAS DESIGNED AROUND OUR INTERSSIONS THAT WE PROVIDED OVER THE SPRING OVER THE SUMMER. I DO WANT TO CALL OUT THAT THE APPROACH WAS TO DO THE REGIONAL APPROACH BECAUSE THAT HELPS BRING CONS WITH STAFFING AND ALSO WITH SERVICES AND TO BE A MORE ROBUST PROGRAM FOR OUR STUDENTS. THIS YEAR, WE OFFERED PROGRAMS AT TWO OF OUR SCHOOLS, JEFFERSON AND PASSOVER. TRANSPORTATION WAS OFFERED TO ALL OF OUR STUDENTS IN ADDITION TO COMMUNICATION FOR ALL OF OUR STUDENTS, AND SUPPORT NEEDED TO MAKE SURE THE STUDENTS ATTENDED. WE DID HAVE OVER 1,092 STUDENTS APPLY FOR THE PROGRAM. WE DID ENROLL 851 STUDENTS IN THE PROGRAM, AND WE ENDED UP WITH 625 PARTICIPATING THROUGHOUT THE MONTH OF JUNE. AS A REMINDER, PAST PRIORITY GROUPS. THESE ARE OUR PRIORITY GROUPS THAT WE FOCUS ON PRIORITIES ARE FOSTERING YOUTH, ENGLISH LEARNERS, AND OUR FREE AND REDUCED, AND THEN OUR OTHER STUDENTS AS WELL. HERE IS A BREAKDOWN OF THE TOTAL ENROLLMENT OF THE 625 STUDENTS. HERE, YOU CAN SEE HOW MANY STUDENTS PARTICIPATED AT EACH SCHOOL SITE BY PRIORITY IN ADDITION TO FROM EACH HOME SCHOOL THAT ATTENDED. AS YOU CAN SEE HERE, AND IS ALSO BROKEN DOWN BY ETHNICITY AND ALSO BY THE GRADE. HERE, THIS DATA SHOWS THE STUDENTS THAT DID NOT PARTICIPATE IN THE PROGRAM AND WHO DECIDED TO OPT-OUT. HERE YOU CAN SEE THE AVERAGE ATTENDANCE FOR THE FOUR-WEEK PROGRAM THAT WE OFFERED. AS YOU CAN SEE AT THE BEGINNING OF JUNE, WE HAVE MORE PARTICIPATION AND AS WE GET TO THE END OF JUNE, WE STARTED TO SEE THE DECLINE. CIRCLING BACK ABOUT NEXT STEPS FOR NEXT YEAR'S PLANNING IS TO HAVE AN IDEA OF WHAT WE CAN DO TO CONTINUE PROGRAMMING INTO JULY. HERE, I WANT TO DO A SHORT CLIP, AS YOU KNOW, I LOVE TO SHOW AND SHOWCASE WHAT WE OFFER IN OUR PROGRAMS. THIS IS A SHORT CLIP OF WHAT WE OFFERED THIS SUMMER IN THE LEAP ACADEMY PROGRAM. >> WE'VE BEEN DOING SYS AND STUFF, AND WE'VE BEEN DOING ITERATION AND STUFF. >> SPRING BOARD COLLABORATIVE IS AN ORGANIZATION THAT COMES INTO SCHOOL. OUR GOAL IS TO RAISE THE RATES OF STUDENTS IN GRADE 3. SPRING BOARD PROGRAM FOCUSES PRIMARILY ON PHONETICS AND PHONICS AND READING. [00:40:04] >> EVALUATION TAUGHT TWISTS. >> WE BROUGHT IN KIDS FROM ALL OVER THE DISTRICT JUST BASED ON DIFFERENT QUALIFICATIONS, WHETHER THEY NEED EXTRA HELP OR WHETHER THEY NEED SOME TIME HERE AT SCHOOL OVER THE SUMMER. >> MY FIRST FAVORITE THING TO DO IS ART. MY SECOND FAVORITE THING IS BECAUSE IT'S LIKE YOU GET TO READ STUFF AND LEARN NEW WORK. >> IT'S GOING TO HELP ME READ BETTER. I CAN PRACTICE MY SYLLABLES WHEN I'M IN A SUMMER SCHOOL, AND I CAN PRACTICE READING AT MY HOUSE, TOO. >> THE MOST IMPORTANT PART ABOUT IT IS THAT FAMILY ENGAGEMENT IS AT THE HEART OF IT. BRINGING FAMILIES IN FOR FAMILY WORKSHOPS AND WORKING WITH THEM TO PROVIDE NEW READING TIPS THAT THEY ACTUALLY GET TO PRACTICE. >> WE LIKE A SPRING BOY. WE DO LIKE READINGS. >> THE 180 PROGRAM IS VERY RELATABLE. IT PIQUES STUDENTS' INTEREST SO THAT THEY'RE NOT EASILY EXHAUSTED, AND IT KEEPS THEM INTERESTED IN THE WORK. HOW DID YOU FEEL ABOUT? >> THAT'S SO GREAT. WE WENT OVER THIS. HERE WE GO. AS YOU SAW, YOU'VE GOT TO SEE A LITTLE GLIMPSE OF WHAT OUR TEACHERS WERE DOING OVER THE SUMMER IN ADDITION TO WHAT OUR STUDENTS WERE DOING OVER THE SUMMER WITH THE INTERVENTION PROGRAMS THAT WE HAVE IN PLACE. DIWALS IS ONE OF OUR ASSESSMENTS AND ONE OF THE MEASURES THAT WE'RE GOING TO BE USING THROUGHOUT THE YEAR. THIS WAS BROUGHT TO OUR STUDENTS. YOU WILL LEARN MORE ABOUT THIS ASSESSMENT AS WE GO THROUGHOUT THE YEAR. AS MENTIONED, OUR EARLY LITERACY INTERVENTION, OUR PARTNERSHIP WITH SPRINGBOARD COLLABORATIVE, HAS BEEN A VERY FRUITFUL COLLABORATIVE BECAUSE IT BRINGS IN ALSO THE PARENT ENGAGEMENT PIECE, WHICH IS BRINGING PARENTS AND STUDENTS TOGETHER TO LEARN SOME LITERACY SKILLS AND HOW TO IMPLEMENT THAT AT HOME. AS MENTIONED, OUR OTHER TWO-TIER INTERVENTIONS THAT WE INTRODUCED OVER THE SUMMER THAT WILL ALSO BE USED THROUGHOUT THE YEAR, AND YOU'LL LEARN MORE ABOUT THAT AS WE MOVE ALONG THROUGHOUT THE YEAR IS OUR RAD 180 AND OUR MATH 180 INTERVENTIONS. RICHMOND WAS ALSO PROVIDED WITH OUR PARTNERSHIP WITH TCM, TEACHER-CREATED MATERIALS AND DOCTOR HOLLY'S WORK. AS A REMINDER WITH LEAP ACADEMY, LITERACY IS ONE OF OUR FOCUS. WE DO PROVIDE LITERACY LIBRARIES AT OUR SCHOOLS. IN ADDITION TO, WE ALSO HAVE TAKE-HOME BOOK BUNDLES. EVERY INTERCESSION, EVERY SUMMER, EVERY WINTER, EVERY SPRING, STUDENTS THAT PARTICIPATE WILL ALWAYS BE TAKING A TAKE-HOME BUNDLE HOME. THEN ALSO, AGAIN, WE ARE ALSO BUILDING OUR LITERACY LIBRARIES AT OUR SCHOOL SITES TO INCREASE MORE BOOKS AT THE SITES. HERE'S SOME OF OUR DATA IN OUR SPRING LEAP UPDATE, AND THEN ALSO OF SUPPORT FOR BLACK AFRICAN AMERICAN. WE SPOKE ABOUT OUR SPRING PILOT WITH SPRINGBOARD COLLABORATIVE AS AN EARLY INTERVENTION WITH LITERACY. WE DID SAY WE WERE GOING TO COME BACK WITH OUR SUMMER DATA. THIS IS THE STATISTICS THAT CAME OUT OF OUR SUMMER PILOT, OUR SUMMER PROGRAM WITH SPRINGBOARD COLLABORATIVE. NOW MOVING FORWARD AS LEV FOCUSES ON ELEMENTARY LEVEL. THIS IS WHAT OUR SECONDARY DATA LOOKS LIKE. WE HAD OVER 1,750 ORIGINAL CREDITS RECEIVED AND THEN OVER 65 43 CREDITS RECOVERED FROM RECOVERED CREDITS. AGAIN, THIS IS STUDENTS HAVING OPPORTUNITY TO RECOVER THE CREDITS AND ALSO ADVANCE IF THEY WANT TO ALLOW MORE SPACE IN THEIR SCHEDULE TO TAKE ADDITIONAL CLASSES. THAT'S ALL I HAVE FOR YOU ALL. ANY QUESTIONS? >> ALL RIGHT. QUESTIONS, COMMENTS, TRUSTEES? OKAY. THANK YOU SO MUCH FOR THE COMPREHENSIVE REPORT. I THINK THE ACTIONS THAT YOU'RE DOING ARE A BIG PART OF TACKLING OUR LITERACY CRISIS HERE IN THE DISTRICT. SO THANK YOU SO MUCH. >> THANK YOU. SURE. THANK YOU. >> ALL RIGHT. CONTINUING ON WITH THE BOARD REPORTS, [XV.b. Constituent and Customer Service (CCS) Update] ACTION ITEM B, CONSTITUENT AND CUSTOMER SERVICE DATE. BOARD REPORT WAS ATTACHED TO THE AGENDA WHEN IT WAS PUBLISHED ON FRIDAY, AUGUST 9. THERE IS NO PRESENTATION, BUT I THINK STAFF IS AVAILABLE FOR QUESTIONS IF WE HAVE ANY. A LOT OF THAT STUFF WAS ACTUALLY PRESENTED IN DOUG STARTED SCHOOLS UPDATE AS WELL. ANY QUESTIONS TRUSTEE DASI. >> JUST MY ANNUAL THANKS TO CELESTE AND HEIDI. DO YOU GUYS KNOW WHEN YOU GET I TELL PEOPLE ALL THE TIME, CONTACT CCS. CAN I COPY YOU, SCOTT ON THE EMAIL? YOU CAN, BUT IT'S NOT GOING TO MAKE A DIFFERENCE. [00:45:02] COPY ME BLIND COPY ME, DON'T SEND IT. YOU'RE GOING TO GET THE SAME RESPONSE AND THEY DO. AND I HAVE 100% POSITIVE FEEDBACK. FIVE STARS ON THE EELK FOR CCS, SO I JUST WANT TO THANK YOU GUYS FOR ALL THAT YOU DO. >> NOT SEEING ANY OTHER COMMENTS. [XV.c. Safety and Safe Schools] WE'RE GOING TO MOVE ON TO THE NEXT ITEM. I WOULD JUST ASK ITEM C SAFETY AND SAFE SCHOOLS DATE. THIS BOARD REPORT WAS ATTACHED TO THE AGENDA WHEN IT WAS PUBLISHED ON FRIDAY, AUGUST 9. THERE'S ALSO A PRESENTATION, BUT IS THERE ANY QUESTIONS OR COMMENTS FROM OUR ESTEEMED COLLEAGUES HERE? TRUSTEE HARDIN. >> JUST EXCELLENT JOB AS USUAL. RICK WAS VERY COMPREHENSIVE. APPRECIATE IT. THANK YOU. >> SO RICK I DO HAVE A QUESTION IN THE REPORT, I SAID ROUGHLY 87% OF THE ACTIONS TAKEN BY YOUR TEAM ARE PROACTIVE ITEMS. I KNOW SOME OF IT WAS A DOUG'S ZE BECAUSE HE HAD THE FLEX. I DON'T KNOW WHY HE HAS TO DO THAT. BUT COULD YOU TALK ABOUT WHAT SOME OF THOSE PROACTIVE ITEMS ARE THAT YOU AND YOUR TEAM DO FROM HIS SAFETY PERSPECTIVE? >> YEAH. THE PREVENTATIVE ACTIONS OF OUR SAFETY AND CLAMA L LIAISON WORK IS PREDOMINANTLY WHEN THEY SHOW UP ON CAMPUSES, THAT THEY'RE PROACTIVE AND MEETING WITH KIDS, PARENTS, DOING SAFETY CHECKS, INTERACTIONS, AND PRESENCE BEFORE HOPEFULLY TO KEEP THINGS RUNNING SMOOTHLY. A LOT OF THAT DATA THEY CAPTURE EVERY DAY ON EVERY STEP THAT THEY DO. >> THANK YOU SO MUCH FOR THAT CONTEXT. I'M JUST MESSING WHAT YOU DO. ALL RIGHT. >> IF I JUST ADD TO THAT. SURE. I MEAN, I KNOW IT'S EARLY, LIKE, WE REALLY CAN'T DRAW ANY CONCLUSIONS ABOUT WHAT THE SCHOOL YEAR IS GOING TO BE LIKE AFTER FOUR FULL DAYS BACK. BUT THE ONE COMMENT THAT I SEEM TO HAVE BEEN GETTING FROM A LOT OF FAMILIES THROUGHOUT THE DISTRICT IS, AN ENHANCED SERENITY, IF YOU WILL, ON THE CAMPUSES. I THINK A LOT OF THAT HAS TO DO WITH, I WANT TO SAY THIS ONE DOUG WAS PRESENTING AS WELL. HAVING ADDITIONAL ADMINISTRATORS OUT AT THE SITES WHICH FREES UP THE PRINCIPLES TO BE OUT AND ABOUT HAS BEEN NOTED BY THE FAMILIES. I THINK ALSO, OBVIOUSLY, RICK HAVING YOUR TEAM OUT AND BEING AS PROACTIVE THEY ARE, JUST PEOPLE FEEL LIKE IT JUST FEELS LIKE THE ORGANIZED CHAOS FEELS MORE ORGANIZED THAN IT HAS IN THE PAST. THANK YOU. >> WELL SAID I AGREE THE VISIBILITY IS VERY IMPORTANT. THANKS SO MUCH. ALL RIGHT. NOT SEEING ANY OTHER COMMENTS. [XVI.a. Approve Resolution No. 24-23, Office of Public School Construction (OPSC) Authorized Signatories] WE'RE GOING TO MOVE ON TO ACTION ITEMS. SO ACTION ITEM A, APPROVED RESOLUTION NUMBER 24 23, OFFICE OF PUBLIC SCHOOL CONSTRUCTION AUTHORIZED SIGNATORIES. >> MOVE APPROVAL. >> MOVED BY TRUSTEE MORA. >> SECOND. >> SECOND BY TRUSTEE DOSICK. I'M NOT SEEING ANY DEBT OR DISCUSSIONS. SO SARAH, COULD YOU PLEASE CALL THE ROLL? >> GRANT. >> AYE. >> ALL RIGHT. MOTION CARRIES FIVE. ACTION ITEM B, APPROVE A DECLARATION OF NEED FOR FULLY QUALIFIED EDUCATORS. [XVI.b. Approve a Declaration of Need for Fully Qualified Educators] WE ABSOLUTELY NEED THAT. IS THERE A MOTION? >> SO MOVE. >> SO MOVED BY TRUSTEE HARDEN? >> CORRECT. >> SECOND BY TRUSTEE SWAY LIM. SOUND LIKE TO ME? YEAH. THAT'S COOL. ALL RIGHT. IT'S GOOD. >> DEFINITELY SECOND. >> ALL RIGHT. THERE'S A SECOND. >> SARAH, COULD YOU PLEASE CALL THE ROLL. >> GRANT. >> AYE. >> PARDON. >> AYE. >> MORRA. >> AYE. >> SARAH. AYE. >> ALL RIGHT. THAT MOTION CARRIES 50. ACTION ITEM C APPROVE 2024 2025 ELIGIBLE ADMINISTRATIVE EXPULSION HEARING PANEL MEMBERS. [XVI.c. Approve 2024 - 2025 Eligible Administrative Expulsion Hearing Panel Members] DISCUSSION, COMMENTS, TRUSTEES. LOOKS LIKE A MOTION FROM. >> IS THIS ME? YES. WHAT DO I SAY? >> ANYONE GETS A MOVE APPROVAL? >> MOVE OF APPROVAL? >> MOVE APPROVAL OF APPROVAL. >> MOVE APPROVAL. MOVE FOR APPROVAL. > ALL RIGHT. SECOND. SO THIS IS MOVED BY TRUSTEE SWIM. SECONDED BY TRUSTEE DOSICK. SARAH, COULD YOU PLEASE CALL THE ROLL? >> DOSICK. >> AYE. >> GRANT. >> AYE. >> PARDON. >> AYE. >> MORA. >> AYE. >> SARAH. AYE. >> ALL RIGHT. THAT MOTION CARRIES 5-0. THAT'S PRETTY COOL. I STILL SWEAR AFTER ALL THESE YEARS. I NEVER GOES. WE SHOULD HAVE SAVED A BETTER, LIKE ITEM FOR HER THAN EXPULSION HEARING PANEL. THAT'S FAIR THE PRIS MOTION. SUE TO LET ME DO THIS AGAIN, GIVE HER A BETTER ONE NEXT WEEK. NEXT MONTH. ALL RIGHT. [XVII. PUBLIC COMMENTS] SO NEXT UP WE HAVE OUR PUBLIC COMMENTS. AT THIS TIME, I HAVE TWO PUBLIC COMMENTS. CARDS FOR ITEMS NOT ON THE AGENDA, SO THE BOARD WILL HEAR FROM THESE SPEAKERS ONLY AND ENSURE THE MEETING IS CONDUCTED IN AN ORDERLY AND EFFICIENT MANNER IN ACCORDANCE WITH BOARD BY LAW 93 23. FIRST, I HAVE SCOTT LAFFERTY. IS HE IN THE BUILDING? GOING ONCE, GOING TWICE, IT IS GONE. ALL RIGHT. SECOND PUBLIC COMMENT I HAVE IS FROM MARISSA LAW. >> HELLO. I AM MARISSA. I HAVE BEEN WITH THE DISTRICT NOW. THIS IS MY 12TH YEAR. I'M IN IA3 AT HARRAN ELEMENTARY. [00:50:01] I ABSOLUTELY LOVE MY JOB. I WOULDN'T TRADE IT FOR THE WORLD. I WANT TO THANK THE DISTRICT FOR ONCE, GIVING US EMPLOYEES ON THE FIRST DAY AND HAVING OUR CLASSROOMS FILED. THE TURN TO THAT IS CAN WE PLEASE TRAIN THEM BEFORE THEY START? IT HELPS US THAT ARE TRAINED NOT GET HURT. WE'VE ALREADY HAD INJURIES ON THE FIRST COUPLE DAYS OF SCHOOL BECAUSE WE ARE THE ONLY ONES THAT ARE TRAINED IN THE CLASSROOM, AND WE HAVE PEOPLE THAT DON'T KNOW WHAT TO DO. THEY FREEZE AND I'M LIKE, OKAY, MOVE. LET ME JUMP IN. BUT WE'RE TRIPPING OVER STUDENTS. I'M GOING TO SAY THIS HAS BEEN A ROUGH YEAR ALREADY FOR FOUR DAYS IN OUT OF THE LAST THREE YEARS. IT'S A ROUGH GROUP OF STUDENTS, BUT WE'RE ONLY FOUR. WE'RE GOING TO GET THERE. IT'S GOING TO GET BETTER. BUT I JUST WANT TO SAY THANK YOU FOR HAVING WORN BODIES AND GREAT PEOPLE IN THERE ON THE FIRST DAY OF SCHOOL INSTEAD OF OCTOBER. BUT IF WE COULD PLEASE TRY TO TRAIN BEFORE THEY START IT WOULD HELP EVEN JUST A LITTLE BIT AND THEN CONTINUE THE TRAINING BECAUSE MY CO-WORKER HAS ABSOLUTELY NO TRAINING AND HAS NO IDEA, NEVER WORKED WITH STUDENTS BEFORE. IT'S REALLY HARD TO TRAIN AND WORK AND TRAIN AND I DON'T GET PAID TO TRAIN. THAT'S NOT MY JOB. MY JOB IS TO WORK WITH THE STUDENTS. I WOULD LOVE TO TRAINER, BUT I DON'T HAVE TIME IN MY DAY. I WOULD JUST BEG, PLEASE TRAIN. BUT I LOVE MY JOB AND THANK YOU GUYS FOR HIRING. THAT'S ALL I HAVE TO SAY. >> THANK YOU SO MUCH FOR YOUR COMMENTS. ALL RIGHT. I'M NOT SEEING ANY OTHER PUBLIC COMMENTS OR BUSINESS BEFORE THE BOARD. SO WE'LL CALL THIS MEETING ADJOURNED AT 6:21. * This transcript was compiled from uncorrected Closed Captioning.
