I WANT TO GIVE A SHOUT OUT TO THE ETHNIC STUDIES TEAM FOR BEING THESE INCREDIBLE STELLAR PARTNERS. THEY HAVE DONE INCREDIBLE WORK AND HAVE PRODUCED A PROGRAM WHERE ALL INCREDIBLY PROUD OF. THING THE STUDENTS GO THROUGH THAT, NO IT IS JUST BEYOND WORDS.

TO SAY, I APPRECIATE THE CONVERSATIONS I HAD WITH SOME OF YOU OVER THE WEEKEND. I LOOK AT TO APPRECIATING THE CAFFEINE EVENT IN JUST A MOMENT. WHEN WE WERE THERE, I SAW THE PICTURES YOU POSTED ONLINE OF YOUR LOBBYING EFFORTS AND WASHINGTON, D.C.. FULLY FUNDED SPECIAL EDUCATION , AN IDEA THAT IS IMPORTANT TO ALL OF US . WE ALL APPRECIATE YOU GOING TO WASHINGTON AND ASKING FOR MORE MONEY TO SUPPORT SPECIAL EDUCATION. ALSO, DURING THE IMPACT OF THE GPO TEACHERS.

THAT IS SUCH IMPORTANT WORK. I AM SURE THERE ARE A LOT OF TEACHERS HERE TONIGHT.

I GOT THERE PEOPLE IN THE ROOM THAT DID NOT KNOW THAT THE GPO APPRECIATE YOU BEING OUT THERE AND VOICING THAT THAT I WANT TO COMMEND CAFE ON THAT MULTICULTURAL EVENT THIS SATURDAY. IT WAS ABSOLUTELY FANTASTIC.

YOU. AND THEN FOR THE PUBLIC, I WANT TO INVITE ANYBODY WHO IS RUNNING FOR THE SCHOOL BOARD ANYBODY READY FOR THE SCHOOL BOARD IN NOVEMBER, AREAS TWO, THREE, AND FIVE. REACH OUT TO NTA . WE ARE LOOKING FOR TO TALKING TO CANDIDATES AND WILL BE HOSTING INTERVIEWS FOR CANDIDATES SO ANYBODY WITH -- INTERESTED IN RUNNING, WE HAVE COMMUNICATED WITH SOME PEOPLE THAT HAVE REACHED OUT TO .

ANYBODY ELSE PUBLICLY WHO WANTS TO REACH OUT TO, FEEL FREE. THE REALITY AND NATOMAS UNIFIED US WE HAVE A UNIQUE POSITION WITH INCREASING REVENUE. WE HAVE TO BE READY TO RETAIN AND RECRUIT EDUCATORS WHO NEED TO FILL THE NECESSARY POSITIONS. TO DO THAT, WE MUST BE COMPETITIVE WITH THE DISTRICTS AROUND US.

THE DISTRICTS.

THREE READY TO INVEST IN THE FUTURE. I DO NOT BELIEVE WE DISAGREE ON THIS. ON THE AGENDA TONIGHT, YOU GUYS ARE LOOKING TO HAVE DIVERSE TEACHERS WANT TO SEE THEIR INVESTMENTS AND THAT THEY STAY HERE IN NATOMAS. WHAT WE DO DISAGREE ON IS SIMPLY A MATTER OF THE ALLOCATION OF RESOURCES. WE MAINTAINED THAT THROUGH CAREFUL AND ACCURATE EVALUATION, PROPOSALS CAN BE FUNDED WITHIN EXISTING ASSETS OF THE DISTRICT. THEY ARE ENTRUSTED TO THE DISTRICT. WE CAN BECOME A LOW TURNOVER DISTRICT WITH EXPERIENCED STAFF ABLE TO POSITIVELY IMPACT AND EDUCATE THE YOUTH HERE IN NATOMAS .

DEDICATED AND A TIRELESS EDUCATORS.

THAT GIVEN UP THEIR EVENING TO SHOW YOU THEY ARE INSULTED BY THE INITIAL PROPOSAL BY THE DISTRICT AND THEY KNOW YOU CAN DO BETTER. WE DEMAND YOU ACKNOWLEDGE THE WORK -- CHEERS AND APPLAUSE ] WE DEMAND ACKNOWLEDGE THE WORK AND THE LOVE THEY PUT INTO THIS COMMITTEE WITH A COMPETITIVE COMPENSATION PACKAGE FOR OURSELVES AND FAMILIES SO WE CAN CHOOSE TO CONTINUE TO EDUCATE THE CURRENT STUDENTS. AS WELL AS THE NEXT GENERATION OF UPCOMING EDUCATORS. WE WILL SOMEDAY BE

[00:10:02]

REPLACED IN THOSE CLASSROOMS THAT I'VE SAID OVER AND OVER AGAIN THAT NATOMAS CAN AND SHOULD BE A DESTINATION DISTRICT IN SACRAMENTO. WE ARE PROPOSING A LONG-TERM INVESTMENT IN EDUCATORS AND STUDENTS FOR OUR STUDENTS.

NOT ONLY WILL THE DISTRICT RETAIN TEACHERS, BUT THEY WILL MAINTAIN THE INVESTMENTS THEY HAVE MADE AND CONTINUE TO MAKE IN TRAINING EDUCATORS BEEN AND IS NOT JUST THE COST OF HIRING NEW PEOPLE, IT IS THE MONEY THAT WALKS OUT THE DOOR WE WANT TO SAY. -- SAVE .

BEEN THE LEADING DISTRICT AND COMPENSATION AND WE ARE NO LONGER THERE. WE ARE CONTINUING TO FALL BEHIND. YOU CAN MAKE SURE THAT NATOMAS STAYS AHEAD YOU'RE RESPONSIBLE FOR KEEPING ALL OF THESE TEACHERS, ALL OF THOSE TEACHERS. THEY WANT TO STAY IN NATOMAS WITH THE STUDENTS THEY LOVE AND THE COMMUNITY THEY WANT TO SERVE . THANK YOU.

>> NTA! NTA! NTA! NTA! NTA! NTA! NTA! NTA! NTA! NTA! COMMUNICATIONS. FROM THE BOARD. STUDENT BOARD MEMBER RODRIGUEZ. DO YOU WANT TO WAIT A FEW MINUTES? YOU'RE GOING TO WAIT? OKAY. LET ME KNOW WHEN YOU ARE READY. ARE YOU READY?

OF MY REPORT. THANK YOU. >> TRUSTEE GRANT ? SYMMETRIC YOU FOR THE EXCELLENT REPORT. I HAVE NOT ANY PREPARED REMARKS BUT I WANT TO SAY HOW GRATEFUL TO GOD I AM THIS YEAR FOR THE PRIVILEGE OF BEING A FATHER, RIGHT? GOD IS REALLY GOOD. IF YOU HAVE NOT HEARD THAT, I WANT TO BE THE FIRST TO TELL YOU. IT SEEMS LIKE JUST YESTERDAY I WAS DROPPING MY DAUGHTER OFF TO KINDERGARTEN. IS A LOT HARDER THAN I THOUGHT IT WOULD BE MY WIFE AND I WE CRY, RIGHT? REALLY READ. THIS BIG TOUGH GUY, WHATEVER. IT WAS REALLY TOUGH. YOU KNOW, OUR DAUGHTER

[00:20:04]

IS LIKE A PANDEMIC BABY, RIGHT? SHE DID NOT GET THAT SOCIALIZATION THAT A LOT OF KIDS HAVE THE OPPORTUNITY TO HAVE BECAUSE EVERYTHING WAS SHUT DOWN. AS PARENTS, WE WILL REALLY WORRIED ABOUT HOW SHE WAS GOING TO DO. SHE WAS DOING FINE. SAID THIS PUBLICLY BECAUSE I'VE HAD TO GROW UP ON THIS BOARD AS A SINGLE GUY WITH NO KIDS AND THEN HAVING A KID IN THE DISTRICT THAT IT DOES CHANGE YOUR WAY OF LOOKING AT THINGS A LITTLE BIT. SO EARLY ON, SHE LOW VOLUME ] SHE HAD ISSUES LIKE FOCUSING IN CLASS, RIGHT? WAS A SITUATION AT HOME ? SHE HAS TWO PARENTS WERE WORKING AND ARE BUSY THROUGHOUT THE DAY. WE JUST KIND OF WANTED TO HANDLE IT BETWEEN US AS PARENTS FOR SOMETIMES THE CELL PHONE WILL SNEAK ITS WAY IN AND OUT OF THE SUBSTITUTE. I SAY THAT AS AN IMPERFECT HUMAN. WE SLIP AND DO THAT TOO. OH, HERE YOU GO. HERE'S THE CELL PHONE, RIGHT? I WAS WORKING OUT -- WAS A FANTASTIC TEACHER BUT I THINK IT'S ALSO ON THE NEGOTIATIONS TEAM FOR THE SCHOOL. YOU KNOW, HEY, MAN. I KNOW YOU'RE CONCERNED ABOUT PERFORMANCE. I WANT TO HIGHLIGHT YOU AS YOUR HOMEY. NOT AS A BOARD MEMBER. NO, SHE IS NOT FOCUSING.

WHAT'S UP? SO WE TALKED ABOUT IT, RIGHT? AT THE DOUBLED DOWN IS THE FATHER. MY INTENTIONALITY WITH MY

DAUGHTER, RIGHT? >> AND LONDON IMPROVED, RIGHT? WE CAME UP WITH WHAT WE GOING TO DO TODAY, HONEY? ARE GOING TO FOCUS. WE HAD TO PUT A LOT OF THINGS ASIDE TO MAKE THAT SACRIFICE. THIS IS THE MOST IMPORTANT THING IN MY LIFE IS MY KID, RIGHT? I SAY THAT TO SAY THAT WE HAD OPEN HOUSE THE OTHER NIGHT. MY WIFE WANTED TO GO AND I HAD TO LISTEN. BUT SOMETIMES UP HERE AS A FATHER, I WILL SAY, HEY, WE NEED THIS.

WE NEED PARENTS TO DO THEIR PART TOO. I GET SOME FEEDBACK SOMETIMES IN EMAILS. OH, NO, YOU SHOULD NOT BE SAYING THAT.

THANK YOU. WE SHOULD NOT BE SAYING THAT BUT IT IS REALLY DISCOURAGING. THIS IS WHAT WE HAVE THE GOVERNMENT FOR, RIGHT? IN MY HEART, IT IS A NEUTRAL SYSTEM, RIGHT? THE GOVERNMENT IS PEOPLE. THE GOVERNMENT IS NOT SOME MACHINE, RIGHT? A PERSON. SCOTT IS A PERSON. SUE IS A PERSON. THESE ARE ALL PEOPLE. THEY ARE PEOPLE, RIGHT? WE ARE ASKING THE IMPERFECT SYSTEM TO DO THINGS THAT WE MAY OR MAY NOT BE DOING OURSELVES. I'M GOING TO SAY IT AGAIN. THERE ARE A LOT OF CHALLENGES IN THIS DISTRICT. I AM LIMITING IT WITH YOU. MY DAUGHTER, SHE READS VERY WELL. I AM VERY PROUD OF THAT. I STILL GIVE HER THE BIBLE LIKE MY MAMA GAVE ME. WE ARE SO GRATEFUL TO GOD FOR THIS OPPORTUNITY. IT PUTS THINGS IN PERSPECTIVE.

I KNOW YOU HAVE PARTNERS UP HERE AS TRUSTEES. AND OUR TRUSTED BOARD MEMBER WITH YOU IN THAT JOURNEY. WHAT I'M SAYING, HEY, WE NEED PARENTS TO STEP UP, I KNOW THIS BECAUSE I HAVE TO DO THE SAME THING. THERE'S NOT A SINGLE PERSON APPEAR THAT I DO NOT THINK IS DRIVEN AND WANTS THE BEST FOR THEIR CHILDREN FOR THE FUTURE. DOUBLED DOWN. WE HAVE GOT TO MAKE SACRIFICES, RIGHT? THE GOAL IS EACH GENERATION APPROVES AS WE GO ALONG. THERE ARE THINGS I HOPE MY DAUGHTER CAN DO THAT I WAS NOT ABLE TO ACHIEVE. I'M GOING TO CONTINUE TO SAY IT. IF IT COST ME POLITICALLY , BECAUSE I KNOW IN OUR HEART IT MAKES A DIFFERENCE BECAUSE I CAN SEE IT. THANK

YOU. >> THANK YOU. TRUSTEE MORA?

>> I WAS HOPING YOU WOULD GO TO SOMEONE ELSE NEXT BECAUSE I'M STILL DIGESTING BOTH OF MY COLLEAGUES'S THEIR BOARD REPORTS BUT I THINK THERE IS SO MUCH THEY ARE. BUT THERE ARE A COUPLE OF THINGS I HAVE BEEN UP TO SINCE OUR LAST BOARD MEETING.

LOOKING AT MY NOTES. SO SOME OF THE THINGS I WANTED TO REPORT.

HAVING HAD THE CHANCE TO DO , I WILL START WITH SOMETHING I THINK WAS MENTIONED A LITTLE EARLIER. THE FEDERAL ADVOCACY TRIP THAT SCHOOL BOARD MEMBERS ARE ABLE TO PARTICIPATE IN ANNUALLY. IT IS THROUGH THE CALIFORNIA SCHOOL BOARD ASSOCIATION. WE ARE REJOINING SCHOOL BOARD MEMBERS FROM ACROSS THE STATE. OF COURSE, THAT IS A VERY DIVERSE GROUP OF PEOPLE. WE ADVOCATE FOR FUNDING. I MEAN, I COULD END THERE. THEN , YOU KNOW? WHAT WOULD BE THE FUN OF GETTING TO HAVE THE MICROPHONE AND SHARE A LITTLE MORE OF WHAT WE HAVE DONE. SPECIFICALLY, SPECIAL EDUCATION FUNDING WHICH WAS MENTIONED. FUNDING FOR TEACHER RETENTION AND TEACHER RECRUITMENT. AND EVEN CYBERSECURITY WHICH IS CRITICAL

[00:25:04]

FOR , YOU KNOW, ANY SCHOOL DISTRICT. ESPECIALLY MEDIUM-SIZED SCHOOL DISTRICTS LIKE OURSELVES. AND JUST BEING ABLE TO TAKE CARE OF THOSE BASIC THINGS THAT SOMETIMES WE DO NOT THINK ABOUT EVERY DAY. THEY ARE CRITICAL FOR US BEING ABLE TO GO ABOUT AND DO EVERYTHING ELSE. SO BEING ABLE TO SET WITH OUR ELECTED MEMBERS OF CONGRESS AND REALLY JUST TELL STORIES.

IT IS ALWAYS AN EMPOWERING FEELING PAID BEING ABLE TO TELL THE STORIES FROM OUR INDIVIDUAL PERSPECTIVES AS TRUSTEES. AND ALSO, YOU KNOW, AS AN ALUMNI OF THE DISTRICT. AS A MEMBER OF THE COMMUNITY. AS , YOU KNOW, AN EDUCATOR. IT IS REALLY, I WANTED TO HIGHLIGHT, YOU KNOW, HOW GRATEFUL I AM TO HAVE THE OPPORTUNITY TO REALLY MAKE A CASE FOR US. WHAT WE NEED.

THAT'S IT FOR THE FEDERAL ADVOCACY PIECE I WANTED TO SHARE. THERE ARE A COUPLE MORE THINGS I WANT TO HIGHLIGHT.

ONE OF THEM IS THE MULTICULTURAL FAIR TRADE THE DISTRICT JUST HOSTED THAT. I WOULD SAY I HAD -- TOO MANY.

I DO NOT THINK THAT IS POSSIBLE. OKAY, I WILL SAY THAT IS NOT POSSIBLE. ALL OF THE DIFFERENT THINGS. THERE ARE ALWAYS NEW THINGS BOTH, YOU KNOW, MY MIND IS ALWAYS FIXATED ON THE FOOD. THERE WERE A LOT OF EDUCATIONAL THINGS. I WANT TO MAKE THAT CLEAR. ACTIVITIES FOR STUDENTS AND FOR EVERYONE

TO ENGAGE IN. >> THERE IS BLACK HISTORY ART GALLERY. THERE WAS FLAMENCO DANCING. DIFFERENT CULTURES ARE REPRESENTED. I THINK THERE IS ALWAYS SOMETHING NEW TO LEARN BECAUSE THAT IS NATOMAS. THOSE ARE ALL THE DIFFERENT CULTURAL AND ETHNIC GROUPS AND POPULATIONS THAT MAKE UP OUR NEIGHBORHOODS. THE NEXT THING I WANTED TO SHARE WAS I WAS ABLE TO PUT ON MY TRUSTY HAT AND BE PART OF A ZOOM KIND OF SPEAKER SESSION WITH THE YOUTH LEADERSHIP ACADEMY. THAT IS HOSTED BY -- WHICH I AM GOING TO SAY THE WHOLE ACRONYM.

JUST IN CASE FOLKS DO NOT KNOW WHAT IT IS. THE SACAMENTO AREA COUNCIL OF GOVERNMENTS. IT IS ALL THE CITIES AND COUNTIES IN THE SACRAMENTO REGION. THEY PUT TOGETHER THIS LITTLE, IT IS NOT SO LITTLE. IT IS A GOOD AMOUNT OF STUDENTS IN THE COHORT. BUT AS AN ACADEMY TO LEARN MORE ABOUT LOCAL GOVERNMENT. I THINK THAT IS AMAZING IN ITSELF. AND I WAS ABLE TO SHARE A LITTLE BIT ABOUT MAKING A CASE FOR THEM TO PAY ATTENTION TO WHAT IS GOING ON IN THE DECISIONS THAT ARE HAPPENING LOCALLY. EVEN THOUGH THOSE MAKE IT LESS AIR TIME IN THE NEWS. AGAIN, PEOPLE ARE PROBABLY NOT WATCHING SOME OF THE TRADITIONAL MEDIA OUTLETS. WHATEVER POPS UP ON THE ALGORITHM ON THEIR PHONE . THINK THAT HOPING LOCALLY ARE PROBABLY ALSO GETTING LESS AIR TIME. BEING ABLE TO HOLD IT ON THAT AND THE IMPORTANCE OF BEING PART OF YOUR COMMUNITY. I REALLY APPRECIATE IT. BEING ABLE TO DO THAT THE LAST THING I WILL MENTION AS PART OF WHAT I HAVE BEEN ABLE TO DO AS A BOARD MEMBER RECENTLY. IT IS THE OPEN HOUSE NIGHTS THAT ARE STILL HAPPENING THIS WEEK ALSO A PSA FOR OPEN HOUSE NIGHTS FOR ANYONE THAT MIGHT HAVE SEEN AN EMAIL. THEY NEEDED A LITTLE REMINDER. ONE SET OF PATHS THAT I WAS ABLE TOATTEND WERE AT BENNY CREEK -- BANNON CREEK SCHOOL, JEFFERSON , AND THOMAS PARK. I FINALLY HAVE STARTED TO GET BETTER AT BEING ABLE TO DIVIDE MY TIME FOR THESE KIND OF THINGS. ONCE YOU'RE AT ONE OF THE SCHOOL SITES AND THEY BRING OUT FOOD TRUCKS, COMMUNITY RESOURCES, SO IT IS REALLY HARD TO LEAVE IN THE MIDDLE OF IT. I AM GLAD I WAS ABLE TO SEE ALL THREE. I WANT TO SHARE WITH EVERYONE HERE IN THIS MEETING, THE STUDENTS , JEFFERSON SCHOOL. AS PART OF THE PROGRAM, STUDENTS ARE LEARNING ABOUT THE SUGAR TAX OF 1978. THEY WERE DEFINING WHAT A TARIFF WAS. I WAS THINKING, DO I EVEN KNOW WHAT A TARIFF IS? I THINK IT IS A GOVERNMENT TAX. THAT IS AS FAR AS I GOT. SO REALLY, REALLY INCREDIBLE CURRICULUM, INCREDIBLE LEARNING THAT IS TAKING PLACE BUT I THINK OPEN

[00:30:04]

HOUSE NIGHT IS A GREAT CHANCE TO BE ABLE TO SEE WHAT IS HAPPENING IN THE CLASSROOMS EVERY DAY. SOMETIMES WE DO NOT GET TO LOOK AT FROM THE HIGH LEVEL THAT WE LOOK AT THINGS HERE. I JUST WANTED TO , YOU KNOW, SPEND SOME TIME ON SOME OF THOSE THINGS. ONE OF THE GLASSES AT NATOMAS ELEMENTARY, THEY ARE GROWING PLANTS. SO THEY HAD CILANTRO. THEY HAD THYME AS ONE OF THOSE INDOOR PLANTS. ALL AROUND, REALLY , REALLY COOL AND INTERESTING THINGS THAT THE TEACHERS ARE LEAVING OUR STUDENTS WITH. THAT OUR STAFF ARE LEAVING OUR STUDENTS WITH. THAT IS THAT FOR OPEN HOUSE NIGHTS. THAT ACTUALLY CONCLUDES MY BOARD REPORT AS WELL. 20.

>> THANK YOU. OF COURSE, TO THE ENTIRE CAFE TEAM AND ALL THE DISTRICT STAFF THAT WERE SO INVOLVED IN INCREDIBLE MULTICULTURAL FESTIVAL, I THOROUGHLY ENJOYED MY TIME. SO MANY COMMUNITY VOLUNTEERS STEPPED UP TO PUT IN THEIR TIME. I THINK IT WAS MR. WALKER, RIGHT? WHAT AN INCREDIBLE EXHIBIT. I BROUGHT MY 17-YEAR-OLD SON PROBABLY SPENT MORE TIME TALKING WITH HIM THAN WE DID IN THE REST OF THE FESTIVAL CAN FIND. IT WAS JUST SO COMPREHENSIVE. JUST AS HE IS COMMITMENT AND DEDICATION TO THE COMMUNITY AND EVERYTHING HE DOES. I REALLY APPLAUD THE TEAM ON HOW INCLUSIVE THE ENTIRE EVENT WAS. I'VE HEARD NOTHING BUT POSITIVE THINGS ABOUT IT. LOOK AT THAT TURNOUT DESPITE THE NONSTOP RAIN.

THAT WAS PRETTY IMPRESSIVE. THAT SAYS A LOT ABOUT OUR COMMUNITY. WELL, NOT QUITE AS FUN, TO REMIND FOLKS. THE GALA WHICH IS A CASINO THEME THIS YEAR. TRYING SOMETHING A LITTLE DIFFERENT. THAT IS THIS SATURDAY AT THE HYATT THING A.

THE PLACE. YEAH. RIGHT? SO I THINK THEY STILL HAD A FEW TICKETS LEFT AS A FACEBOOK THE OTHER WAY. IF FOLKS ARE INTERESTED, THAT SHOULD BE A FUN EVENT THAT IT IS ALWAYS A FUN EVENT. RUMOR HAS IT THAT THE MC IS RATHER HUMOROUS AS WELL. AT LEAST HE THINKS SO. AND THEN, YOU KNOW -- LAUGHTER ] IS GOING TO SAY, MODERATELY HUMOROUS. LET'S LEAVE IT AT THAT. I WANTED TO ALSO BUILD UP SOME THINGS THAT TRUSTEE GRANT , YOU MAY BE VERY NOSTALGIC TONIGHT BUT WHEN I FIRST STARTED ON THE BOARD, I HAD A KINDERGARTNER AND A THIRD-GRADER BUT NOW I HAVE A JUNIOR IN HIGH SCHOOL AND A SOPHOMORE IN COLLEGE. SO FIRST, TREASURE THESE MOMENTS, RIGHT? THESE DAYS. THE STORIES AND THE THINGS THEY BRING HOME ARE JUST ABSOLUTELY CLASSIC. I WOULD ENCOURAGE YOU. I KNOW THERE IS A BALANCE ON PRIVACY, ESPECIALLY IN OUR POSITIONS.

AND SO GRATEFUL FOR THE PICTURES I POSTED ON FACEBOOK THAT I GET THE REMINDERS WOULD BASIC WITH THE SOCIAL MEDIA TOOL WE USED TO USE BACK IN THE EARLY --

>> YOU GOT ME REALLY CONTENT WITH THIS AS I THOUGHT ABOUT MY ROLE AS A PARENT , AS A SINGLE PARENTS DURING THE PANDEMIC.

ALL OF A SUDDEN, MY KIDS WERE HOME FULL-TIME. LOGISTICALLY, CERTAIN THINGS WERE EASIER, RIGHT? IT TOOK A LOT LESS TIME TO GET THEM TO SCHOOL AND MAKE SURE THEY GOT TO CLASS ON TIME.

JUST MAKE SURE THEY ARE AWAKE AND THEIR LAPTOP WAS BOOTED UP ON TIME. REMEMBER THEM COMING DOWN BECAUSE I DID NOT HAVE A HOME OFFICE. IT WAS THE LAPTOPS ON THE DINING ROOM TABLE. DAD, YOU WORK A LOT.

THINK I WAS DOING THE WHOLE TIME YOU WERE IN SCHOOL? AND I WAS IN THE OFFICE. I SAW, WHEN THEY ARE HOME, THAT MUCH , IT IS NOT JUST THE HOUR IN THE MORNING BEFORE SCHOOL. THE COUPLE OF HOURS BETWEEN DINNER AND BEDTIME. NOW IT WAS ALL DAY. I SAW HOW IMPORTANT IT WAS FOR ME TO BE ENGAGED WITH THEM AND NOT JUST, IT WAS EVEN MORE IMPORTANT THAN DURING TRADITIONAL SCHOOL. JUST HOW FORTUNATE WE ARE THAT WE ARE BACK. WE HAVE A PACKED ROOM. WE DO NOT HAVE TO MASK UP ANYMORE. WE GO THROUGH THIS. IT WAS SUCH AN INCREDIBLE TIME.

I SAW THE RULE I PLAYED WITH MY KIDS. AND MAKING SURE THEY ARE MERGED AS SUCCESSFUL AS POSSIBLE BUT I WAS GOING TO SAY UNSCATHED, BUT NONE OF US EMERGED UNSCATHED FROM THIS BUT YOU KNOW, THAT KIND OF TIES INTO EVERYTHING WE ARE DOING AS A DISTRICT, RIGHT? I HAD AN OPPORTUNITY -- FOR INVITING ME TO MEET WITH THEM LAST WEEK. THEY ASKED ME ABOUT TEST SCORES. I SAID, YEAH, AND ESPECIALLY FOR AFRICAN-AMERICA N STUDENTS THAT I SAID OUR TEST SCORES ARE ABYSMAL. ONE OF THE

[00:35:01]

THINGS I WAS PRIDED OURSELVES THAT IN THIS DISTRICT IS WE NEVER WALKED AWAY OR HIDDEN FROM BAD DATA, RIGHT? THE DATA IS GOOD BUT WE DO NOT HIDE FROM BAD RESULTS. THEY ARE NOT UNIQUE. THEY ARE NOT UNIQUE TO CALIFORNIA . THEY ARE NOT UNIQUE TO THE COUNTRY AS THEY CONTINUE TO TRY AND EMERGE. I MEAN, I STILL REMEMBER FOUR YEARS AGO TALKING ABOUT PANDEMIC INDUCED LEARNING LOSS. WE KNEW THIS WAS COMING.

IT IS GOING TO TAKE MULTIPLE CYCLES FOR US TO GET THROUGH THIS. SEEN THE THINGS WE ARE DOING RIGHT NOW. AND I THINK THAT DOVETAILS NICELY INTO IN THE MOMENT WHEN WE ARE DONE YAKKING UP HERE, WE GET TO RECOGNIZE SOME FOLKS THAT AVOIDED VERY PATIENTLY. I THINK THIS KIND OF BRINGS IT FULL-CIRCLE. RIGHT? YOU KNOW, OUR DISTRICT IS DOING EVERYTHING WE CAN TO ENGAGE OUR FAMILIES AND KEEP THEM ENGAGED. WHETHER IT IS THROUGH PARENT SQUARE, ALSO ALL OF THE ADULT EDUCATION PROGRAMS AND THE THINGS WE ARE DOING TO REALLY SUPPORT THE ENTIRE FAMILY. AGAIN, JUST MY APPRECIATION FOR ALL OF THAT. WITH THAT, I WILL FLIP THE

OTHER TWO BOARD PRESIDENT. >> THANK YOU. SO I WILL NOT SAY A WHOLE LOT ON THE COAST-TO-COAST BUT I LEAVE THAT TO THE SUPERINTENDENT. I HEARD HER TALK MORE ABOUT THE EXPERIENCES BECAUSE REMEMBERS MORE DETAILS THAN I DO SOMETIMES.

SO MANY TRUSTEES THROUGHOUT CALIFORNIA. BEING BACK ON THE EAST COAST.

LITTLE BIT OF CRAZY WEATHER DURING THE ECLIPSE WE GOT TO SEE THE ECLIPSE AND THAT WAS ONE OF THE HIGHLIGHTS. BUT BEING BACK THERE AND NOT ONLY LEARNING ABOUT HOW OTHER DISTRICTS ARE SURVIVING, I MEAN, AND WHAT THEIR ISSUES ARE. BUT ALSO HAVING THE OPPORTUNITY TO ARTICULATE THAT TO OUR CONGRESSIONAL MEMBERS. HAVING THEM UNDERSTAND. I MENTIONED THIS TO SOMEBODY. I THINK THEY ARE AT THE POINT NOW WHERE THEY UNDERSTAND THERE IS AN ISSUE BUT NOW THEY ARE REALLY RELYING ON US TO COME WITH A SOLUTION.

>> MUCH MORE. I THINK FOR OUR DISTRICT, THAT WAS ARTICULATED WELL. MULTICULTURAL EVENT. THANK YOU. ALL OF YOU, ALL THE STAFF, ALL THE VOLUNTEERS, EVERYBODY. WHEN I LEFT, I LEFT AROUND, OH, IT WAS PROBABLY ABOUT 12:15 , 12:30 FOR THE NUMBER COUNT AT THAT TIME WAS 1200 PEOPLE HAD ALREADY COME IN , INTO THE BUILDING. IT WAS GREAT. I DID GET A REQUEST FROM SOME FAMILY MEMBERS FROM WEST AFRICA WHO LIVE IN OUR COMMUNITY. TO SAY PLEASE HAVE THEIR FLAG OUT THERE. FOR NEXT YEAR. I SAID I WOULD RELAY THE MESSAGE. A WONDERFUL FAMILY.

YOU KNOW? AND THAT WAS REALLY ONE OF THE HIGHLIGHTS IS MEETING THE FAMILIES THAT CAME TO THE EVENT. FAMILIES WHO, YOU KNOW, THEY WERE SOME SO MANY DIFFERENT BACKGROUNDS AND SO EAGER TO LEARN ABOUT ANOTHER CULTURE. YOU KNOW, SOMEONE SAID, I THINK THIS IS WHAT WE SHOULD DO IN THE FALL. I SAID, YEAH, IT MIGHT BE KIND OF NICE TO DO THIS IN THE FALL BECAUSE THE FAMILY FROM WEST AFRICA SAID, YOU KNOW, THIS WOULD'VE BEEN A NICE WAY FOR US TO KIND OF FEEL LIKE WE WERE BEGINNING TO BE PART OF A NEW COMMUNITY IN THE FALL AND GETTING TO THE OTHER PEOPLE SO OUR CHILDREN MIGHT'VE FELT MORE WELCOME.

NOT TO SAY THEIR CHILDREN DID NOT FEEL WELCOME, BUT THEY SAID IT MIGHT'VE BEEN NICE. IT IS A NICE IDEA THERE. BUT I HAD A GREAT TIME. I HAD A LOT OF STAMPS IN MY PASSPORT. I AM REALLY HAPPY TO GET TO ALL OF THE EVENTS I COULD. AND -- THE AUTHORS FROM OUR DISTRICT. AND ONE FROM OUR COMMUNITY.

>> BACK TO SCHOOL LAST NIGHT. I WAS ONLY ABLE TO GET TO ONE BECAUSE I'M STILL STRUGGLING. TRYING TO WALK, YOU KNOW? I DO NOT HAVE MIGHT ANKLE WRAP ON LAST NIGHT. I ONLY MADE IT TO ONE AND I CANNOT MAKE IT TO THE OTHERS. AGAIN, FAMILIES.

TALKING TO THE FAMILIES AND TALKING TO THEM ABOUT THE KIDS.

AND TRUSTEE GRANT WHO WERE IN PRE-K AND K. AT HEREDIA-ARRIAGA DUAL IMMERSION SCHOOL YOU HAVE THIS COURAGEOUS GROUP OF STUDENTS IS THAT WE ARE GOING TO GO FOR IT AND WE DO NOT KNOW WHAT ERIC HAD WILL COME HOME THING AND WE WILL NOT KNOW HOW TO CORRECT HIM BUT WE ARE GOING TO TRY TO UNDERSTAND WHAT THEY ARE SAYING TO US. POINTING TO THINGS WOULD LISTENING TO THEM AND THE COURAGE IT TOOK FOR THEM TO PUT THEIR CHILD IN A SCHOOL WHERE IT IS 90% SPANISH . THEIR LITTLE ONES, YOU KNOW, THEY ENTERED SCHOOL , MANY OF THEM

[00:40:01]

WITH NO SPANISH. JUST ENGLISH ONLY. AND NOW THE EVOLUTION OF THEIR LANGUAGE. IT IS SO EXCITING. I HEARD SO MANY STORIES FROM PARENTS. IT WAS JUST, I MEAN, I CANNOT WAIT TO GET HOME UNTIL MY HUSBAND. OH, MY GOD. SO-AND-SO SAID THIS AND THIS. PARENTS ARE TALKING ABOUT NOT ONLY OF THEIR KIDS LEARNING WORDS BUT THEY ARE STARTING TO STRING SENTENCES, YOU KNOW, PUTTING THE WORDS TOGETHER IN SENTENCES. THAT WAS VERY EXCITING TO HEAR FROM THEM. LET ME SEE. WAS THERE ANYTHING

[X.e. Superintendent's Report]

ELSE? YEAH. THAT WAS IT. >> OVER TO SUPERINTENDENT .

>> GOOD EVENING, EVERYBODY. AS WAS MENTIONED, I DID GET TO ATTEND THE COAST-TO-COAST TRIP WITH TRUSTEE HEREDIA AND TRUSTEE MORA. IT WAS VERY INTERESTING MEETING THE BOARD MEMBERS AND THE SUPERINTENDENTS FROM ACROSS THE STATE TO MAKE SOME CONNECTIONS. WE WERE ABLE TO LISTEN TO SOME REALLY GREAT SPEAKERS. WE HAD -- WITH THE DIRECTOR OF POLICY COUNCIL. ONE OF THE MOST VETERAN PEOPLE ON THE PRESIDENT'S CABINET CINDY MARTIN WAS FROM CALIFORNIA WHO IS THE DEPUTY DIRECTOR . THE DEPUTY SECRETARY OF THE U.S. DEPARTMENT OF EDUCATION. WE GOT TO LISTEN TO HER SPEAK. KUMAR -- WAS THE ACTING SECRETARY OF THE USDA NUTRITION AND CONSUMER SERVICES. WE WERE VERY PROUD TO SAY OUR NUTRITION SERVICES IS RIGHT UP THERE AT THE TOP WITH THE THINGS THEY WERE TALKING ABOUT THERE. WAS IT TO AN INTERESTING PRESENTATION ON AI . JUST A LOT OF INTERESTING AND RELEVANT TOPICS. WE WENT TO A RECEPTION AT THE CAPITAL AND WE HAD SOME SURPRISE VISITORS IN THEIR BID NANCY PELOSI CAME IN, ADAM SHIFT. SO JUST BEING IN THE CAPITAL BUILDING DANCING PEOPLE WAS VERY INTERESTING. AND THEN WE HAD THE OPPORTUNITY TO SIT DOWN WITH OUR CONGRESSMEN, DR. -- AND WE HAD A GREAT CONVERSATION WITH HIM PRETTY IS A STRONG SUPPORTER OF EDUCATION. IT WAS NICE TO BE ABLE TO TELL HIM OUR PERSONAL STORIES OF WHY WE NEED FULL FUNDING FOR I DEA. MY TEACHER RECRUITMENT IS SO IMPORTANT AND RETENTION, RETIREMENT, SOCIAL SECURITY ISSUE, AND ONLY HOW THOSE THINGS ARE WOVEN TOGETHER. IF WE HAD THE FULL FUNDING FOR IDEA, THAT WOULD HELP WITH SOME TEACHER RECRUITMENT AND RETENTION ISSUES WE HAVE THE CYBERSECURITY . DISTRICTS ARE BEING HIT REALLY HARD WITH THAT . HOW DO WE PROTECT OUR STUDENT PRIVACY? AND OUR STAFF MEMBERS? SITTING DOWN AND BEING ABLE TO HAVE THAT CONVERSATION ON CAPITOL HILL WAS VERY MEANINGFUL. I APPRECIATE IT THAT OPPORTUNITY. AS EVERYBODY SAID, THE MULTICULTURAL FESTIVAL WAS A HUGE SUCCESS BUT A BIG THANK YOU TO CAFE AND ALL OF OUR TEAM MEMBERS THAT WERE THERE. THERE WAS A HUGE PRESENCE. THE CULTURAL PERFORMANCE BUT I TOOK MY HUSBAND WITH ME BUT IT WAS HARD TO LEAVE THE ROOM BUT I CAN'T THINK, LET'S WATCH ONE MORE BUT LET'S WATCH ONE MORE. OH, LOOK FOR THAT ONE IS COMING IN SO WE NEED TO WATCH ONE MORE. JUST SING ALL THE DIFFERENT CULTURES REPRESENTED. OUR STUDENTS PERFORMING IS SO MUCH FUN. THEY WERE SO TALENTED. THE STUDENT ART GALLERY UPSTAIRS WAS AMAZING. AFRICAN-AMERICAN MUSEUM, I WAS ACTUALLY ABLE TO SEE THAT IN FEBRUARY OVER AT NATOMAS PARK THAT WAS AMAZING.

THE DIVERSE LITERATURE THAT IS ABLE TO ATTEND ONE OF THE LITERATURE CIRCLES. ONE OF OUR STUDENT AUTHORS WAS READING SOME OF HER POETRY SELECTIONS. BEING ABLE TO LISTEN TO THAT WAS AMAZING. THE BOOTS IN THE ATRIUM. THERE WAS A REALLY INTERESTING MUSICAL INSTRUMENT DISPLAY FROM INDIA. THE STUDENTS WERE STARING THE INSTRUMENTS AND DOING SOME DEMONSTRATIONS. THERE WAS JEWELRY. A LOT OF FUN AND CULTURAL ACTIVITIES FOR STUDENTS TO PARTICIPATE IN. THE FOOD. AND SOME OF THE SUPPORT SERVICES FROM OUR FAMILIES. I KNOW THE TEAM PUT SO MUCH TIME AND EFFORT. I WAS TALKING TO OUR EXECUTIVE DIRECTOR, DIETER, AND SHE SAID I FEEL LIKE I MOVE THIS WEEKEND. BECAUSE IT WAS SUCH A BIG UNDERTAKING.

BUT SO, SO APPRECIATIVE AND ONLY HEARD POSITIVE THINGS.

OUR CABINET TEAM GOT TO GO TO TWO RIVERS FURTHER SPRING AVID SHOWCASE. SO WE HAD AN AMAZING TIME WALKING THE CLASSROOM AND THINK THE STRATEGIES AND WHAT THEY WERE DOING. ONLY WAS OUR CABINET TEAM THERE, THERE WERE EDUCATORS FROM RIVER DELTA, -- CITY, GREENVILLE, MARYSVILLE, CHICO, TWIN RIVERS, AND PENN VALLEY. DALE CAME TO SEE WHAT WAS HAPPENING AT TWO RIVERS. I HAD A REALLY FUN CONVERSATION WITH A LITTLE GIRL. THERE WAS A PICTURE OF AN OLD POTION PHONE AND A NEW CELL PHONE. THEY WERE WRITING THINGS I SEE, I THINK, I WONDER BUT I ASKED HER, TELL

[00:45:07]

ME ABOUT THE DIFFERENCES OF THESE PHONES WHICH HE SAID, WELL, I THINK THAT OLD PHONE IF YOU WANTED TO SEND A MESSAGE, IT TOOK, LIKE, WEEKS TO GET THERE. I SAID, WELL, YOU KNOW WHAT? WE ACTUALLY HAVE THOSE OLD PHONES WHEN I WAS YOUR AGE.

SHE SAID, YOU WERE SEVEN? >>

>> YES, I ACTUALLY WAS SEVEN AT ONE POINT IN MY LIFE. I SAID YOU ACTUALLY COULD NOT SEND MESSAGES ON THE PHONE. SHE SAID, YOU COULD ONLY TALK? I SAID YES, YOU COULD ONLY TALK THAT I SAID BY THE WAY, YOU CANNOT TAKE THE PHONE ANYWHERE.

IT STAYED IN YOUR HOUSE AND IT DID NOT GO PLACES WITH YOU. WE HAD A REALLY GREAT CONVERSATION. IT WAS FUN JUST TO HEAR HER IMPRESSIONS. ACTUALLY HAD A CABINET FOLLOW-UP WHERE WE'RE SORT OF SHARING OUR GENERATIONAL STORIES OF THE EVOLUTION OF PHONES. BUT IT WAS JUST GREAT TO SEE THAT INTERACTION AND THE STUDENTS REALLY THINKING.

USING THOSE SKILLS. >> I ALSO WAS ABLE TO GO TO OPEN HOUSES THAT I WANT TO SAY THANK YOU TO THE CABINET TEAM .

WHEN THERE ARE FOUR OR FIVE MINUTE EVENING WE KIND OF HAVE TO DIVIDE THEM UP. ONCE YOU GET THERE, IT IS HARD TO LEAVE. I WENT TO JEFFERSON AND WHEN I GOT THERE, TANISHA WAS THERE BUT I WAS TALKING TO HER AND THE CUTEST LITTLE BOY CAME UP AND STARTED TALKING TO HER. HE LOOKED AT ME AND, WHERE YOU? WHAT IS YOUR NAME? AND THEN HE STUCK OUT HIS HAND AND HE SAID, MY NAME IS CHASE . NICE TO MEET YOU. HE SHOOK MY HAND. HE WAS SO POLITE. SUCH A GOOD REPRESENTATION OF OUR STUDENTS

AND THE WORK THEY ARE DOING. >> THAT WAS WONDERFUL. THE OTHER THING THAT WAS A LOT OF FUN AS THAT MIDDLE SCHOOL STUDENTS ARE GETTING READY FOR THEIR EXHIBITION NIGHT. SO ONE OF THE THINGS THEY WERE TASKED WITH WAS TO SHARE THE INFORMATION. SO THERE WERE SEVERAL FLYERS I GOT. THE STUDENTS WOULD COME UP AND THEY WOULD APPROACH YOU AND INVITE YOU TO THE EVENING. TO TELL YOU WHAT IT WAS ABOUT. THEY SPOKE SO ELOQUENTLY AND TALKING ABOUT WHAT THEY WERE DOING. VERY IMPRESSIVE. I THEN WENT TO BANNON CREEK SCHOOL AND MEEKS . THEY HAD A BOOK FAIR THAT WAS PACKED. THAT WAS AMAZING , SEEING THE FAMILY AND THEY'RE GETTING SOME BOOKS THEY ALSO HAD SOME FREE BOOKS THEY WERE GIVING AWAY. THEY HAD RESOURCES . THE SOCIAL AND EMOTIONAL TEAM IS OUT THERE.

THERE WERE BUBBLES AND LOTS OF FUN THINGS. FOOD TRUCKS. I WAS ALSO ABLE TO SPEAK WITH TWO TEACHERS THERE WHO ARE PART OF THE DI WORK. AND I JUST LOVED HEARING ABOUT HOW THEY USED WHAT THEY LEARNED IN THE CLASSROOM AND HOW IMPORTANT THEY FEEL THAT IS AND WHAT AN IMPACT IT WAS MAKING. I REALLY ENJOYED THOSE CONVERSATIONS BUT THERE ARE OR TOMORROW AND NEXT WEEK. LOOKING FORWARD TO GOING THERE. TODAY I HAD MY SUPERINTENDENT STUDENT ADVISORY. SO IT WAS GREAT. WE SHARED OUR WORLD LANGUAGE TEXTBOOK ADOPTION PROCESS. I HOPE THAT COMES UP ON THE AGENDA TONIGHT. WE TALKED ABOUT PROPOSITION 28 , AN UPDATE ON THAT AND ASKED FOR FEEDBACK ON WHAT WOULD BE SOME WAYS TO HELP MEET THE NEEDS OF OUR STUDENTS IN THE DISTRICT. ALSO HAD A LONG CONVERSATION ABOUT CELL PHONES AND CELL PHONE POLICIES. WE ARE PREPARING TO SEND A SURVEY OUT. WE ASKED THE PARENTS IN THE GROUP TO TAKE A LOOK AT THE SURVEYS THAT WE WILL BE SENDING TO PARENTS, TO OUR TEACHERS, AND ALSO TO OUR STUDENTS . SO YOU CAN SEE THEIR THOUGHTS AND PERCEPTIONS ON CELL PHONES IN SCHOOL AND POLICIES. THAT WAS A GREAT CONVERSATION. AND THEN LASTLY, LAUREN MENTIONED IN HER REPORT, TONIGHT WE WERE DISAPPOINTED IT WAS THE SAME NIGHT AS OUR BOARD MEETING WE WERE NOT ABLE TO ATTEND. SACRAMENTO STATE HATS OFF TO PARTNER OFFENSE TONIGHT BUT THE ETHNIC STUDIES PROGRAM AT THREE OF OUR HIGH SCHOOLS, SO IT LEADER A GREEN AND NATOMAS HIGH AND INDERKUM HIGH SCHOOL HAVE BEEN CHOSEN AS THE HIGH SCHOOL PARTNERS OF THE YEAR. THEY ARE SPECIFICALLY HONORED .

I WILL NOT SAY PEOPLE OF HIS NAMES CORRECTLY. LISA -- AM I CLOSE? TONYA HARDING FOR REPRESENTING THE PROGRESS OF THE HIGH SCHOOL. WE HAVE OUR TEACHERS THERE THIS EVENING BEING RECOGNIZED FOR ALL THEIR HARD WORK. SO PROUD THAT WE WERE CHOSEN AS THE HIGH SCHOOL PARTNERS OF THE YEAR IN NATOMAS UNIFIED WITH OUR ETHNIC STUDIES PROGRAM. A LOT TO BE PROUD OF. THAT IS MY REPORT FOR THIS EVENING.

AND AS A REMINDER, THE FEATURES ARE THE APP. THE TEXT READ YOU CAN USE VOICE CALL. WE'VE BEEN USING IT FOR ELECTRONIC FORMS AND PERMISSION SLIPS. JUST STREAMLINING WHAT WE DO AND HOW WE COMMUNICATE WITH FAMILIES. YOU CAN MESSAGE THE TEACHERS DIRECTLY. YOU CAN EVEN SCHEDULE YOUR PARENT-TEACHER CONFERENCES , SIGN-UPS, ALL OF THAT. YOU CAN DO QUICK CALLS. AND THEY HAVE 125 PLUS TRANSLATION. IF THERE IS A FAMILY THAT HAS A PREFERENCE LANGUAGE IN THE STUDENT INFORMATION SYSTEM. YOU SEND A MESSAGE IN ENGLISH AND IT WILL ARRIVE TO THEM IN THEIR PREFERENCE LANGUAGE. THEY CAN SEND IT IN THEIR LANGUAGE AND THE CENTER WILL GET IT IN ENGLISH. OUR STUDENTS ARE USING IT TOO. IT IS PARENTSQUARE BUT THEY CALL IT STUDENT SQUARE FOR STUDENTS BUT I WILL GIVE SOME AWARDS TO OUR SUPER USERS. THIS INCLUDES OUR SCHOOLS AND SOME OF OUR STAFF. WE WANT TO TAKE ONE PHOTO SO WE CAN SHARE IT AND MAKE SURE OUR COMMUNITY KNOWS AS WELL.

[XIII.a. Public Opinion Poll]

ALL RIGHT. MR. YOUNG? YOU TONIGHT IS INFORMATION REGARDING OUR RECENT PUBLIC OPINION POLL CONDUCTED IN THE COMMUNITY OF NATOMAS IN REGARDS TO THE POTENTIAL FOR A FUTURE SCHOOL BOND. THIS IS A NON-ACTION ITEM FOR THIS IS INFORMATION ONLY THERE IS NO ACTION RELATED TO A SCHOOL BOND AT THIS MEETING. JOINING US TONIGHT FROM -- AND ASSOCIATES. IT IS KURT SPELL APPEARED HE WILL BE PRESENTING THE INFORMATION THAT HAS BEEN GATHERED FROM OUR CONSTITUENTS REGARDING THIS PARTICULAR POLL. I WILL TURN IT OVER TO MR. BELLO WHO WILL BE WRITING

THAT INFORMATION. >> ALL RIGHT. THANK YOU VERY

[01:00:08]

MUCH. I AM PLEASED TO COMMIT TO PRESENT TONIGHT. I TRY TO STEER US AWAY FROM THE FULL NAME. THAT IS SUCH A MOUTHFUL.

SO I AM GOING TO GO THROUGH THIS PRESENTATION ABOUT THE SURVEY. IT IS THE THIRD FOR THE DISTRICT ON A SIMILAR MATTER IN THE PAST SEVERAL YEARS. SINCE WE KNOW IT IS ABOUT METHODOLOGY, WE FINISHED UP AND MARCH. PRETTY HOT OFF THE PRESSES. THIS IS WHAT IS CALLED A DUAL-MODE SURVEY. SOME OF THE RESPONDENTS TOOK THE SURVEY ONLINE AND SOME TOOK IT ON THE PHONE. IF YOU TOOK IT ON MY, YOU SENT -- A BALANCE BETWEEN THOSE BECAUSE THERE ARE MORE BIASES THERE.

BUT EVERYONE TOOK THE SURVEY. AND ONE OF THOSE METHODS , WE REACHED OUT TO NOMINAL RESIDENTS AND NOT ALL VOTERS.

BUT THOSE THAT ARE LIKELY TO VOTE THIS NOVEMBER. FOUR OF PRESIDENTIAL ELECTION, THAT IS THE VAST MAJORITY OF VOTERS.

WE CONDUCTED A LITTLE OVER 400 INTERVIEWS AND CONDUCTED INTERVIEWS IN ENGLISH AND SPANISH. THERE WERE -- IN SPANISH.

THE NUMBERS HERE , ONE BECAUSE THIS IS A SCHOOL DISTRICT AND I WILL NOTE THAT SOMETIMES THE NUMBERS DO NOT ALWAYS ADD UP TO 100%. I LIKE TO POINT THAT OUT WITH ROUNDING. SOMETIMES ONE AND ONE EQUALS THREE. IF IT IS ONE .3 ARE ONE POINT FORWARD.

SO I WILL PUT THAT NOTE OUT THERE. SECONDARILY, THE KEY NUMBERS HERE IS THE LARGE SAMPLING. THE FULL SAMPLE OF THE WHOLE 447 MARGIN SAMPLING. KEEP IN MIND 5%. WE DID SOME SPLIT SAMPLING IN THE SURVEY. WE ASKED RESPONDENTS . WE TOOK A QUESTION AND ASKED SOME VERSION OF THAT AND HAVE THE OTHER. USUALLY TO SQUEEZE MORE CONTENT INTO THE SURVEY. IN MARGIN SAMPLING, THERE ARE SEVEN. LET'S KEEP IN MIND FIVE AND 7%. LET'S TALK ABOUT THE IMPORTANCE OF THAT AS WE GET THROUGH THIS. TYPICALLY WE GO BACK TO METHODOLOGY? I HATE TO DO THIS. TO HAVE STAFF INCLUDED IN THIS PROCESS.

I DO NOT THINK THERE IS A METHOD TO THAT SO I HAVE A LOT OF QUESTIONS ABOUT METHODOLOGY. OKAY. WHY 447? IN THE

DISTRICT THIS LARGE. >> YEAH. I WILL SAY WE WERE SHOOTING FOR 400 INTERVIEWS AND WE OVERSHOT THAT A LITTLE BIT.

WHEN WE SENT OUT THOSE INVITATIONS, THEY COME BACK AND YOU READ THE DATA BASED UPON SOME DEMOGRAPHICS AND THE ELECTRIC AND -- SO IF WE HAD IN EXCESS OF VOTERS IN A CERTAIN POPULATION, WE MIGHT WAIT DOWN THE RESPONSES A LITTLE BIT. AND WHEN WE CONDUCTED STATEWIDE SURVEYS, 800, WITH ALL THE INTERVIEWS, THAT IS PRETTY COMMON. SO FOR HUNDRED OF THIS SIZE. IT WORKS OUT PRETTY WELL.

>> AND WAS THEIR OVERSAMPLING OF CERTAIN PARTIES BASED ON

AVAILABLE TERMINAL MODELS? >> WE DID NOT. WE DO NOT DO OVERSAMPLING. WHAT WE DID IS USE THE RELATIVELY GENEROUS TURNOUT MODEL. A PRESIDENTIAL ELECTION, THIS IS AN EASIER WANT TO MODEL. MOST PEOPLE WILL SHOW UP EXCEPT THOSE WHO HAVE NOT VOTED IN ANY OF THE LAST FOUR, FIVE, SIX ELECTIONS FOR THAT ALLOWS US TO LOOK AT SUBSET SECTIONS OF THAT BUT IN THIS PRESENTATION, I DO NOT BELIEVE WE HAVE THAT BUT WE HAVE THE ABILITY TO LOOK AT LOW TURNOUT MODELS.

>> THE ENTHUSIASM GAP

>> NO. THAT IS A LITTLE TRICKY THIS FAR OUT. IT DOES NOT INCLUDE THE TWO QUESTIONS UP FRONT. HOW INTERESTED YOU ARE THE ELECTION OR SELF-REPORTED. HOW LIKELY THEY ARE TO VOTES.

WE GENERALLY FIND HIM UP VERTICALLY FOR PRESIDENTIAL ELECTIONS, THAT IS LESS IMPORTANT AS FAR AS TURNOUT.

MAYBE SOMETHING ON THE ENTIRE ISLAND TO GET TO BOARD MEASURES. THAT IS A LITTLE DIFFERENT BECAUSE THAT VARIES

FROM COMMUNITY TO COMMUNITY. >> THANK YOU.

>> THESE ARE GREAT QUESTIONS.

>> YEAH, YEAH, YEAH. >> HAVING A CONVERSATION ABOUT IT. AT THE END OF THE SURVEY, THE CRITICAL STATEMENTS AND YOU WANT TO GET TO THAT. AND THOSE BREAKDOWNS, ARE THOSE CRITICAL STATEMENTS PROVIDED BY A DEMOGRAPHIC RIGHT-DOWN? IF SOMEONE HAD A NEGATIVE OFFENSIVE THE DISTRICT BROTHER WAS CAUSE HER TAX, DO WE HAVE THE DEMOGRAPHICS THAT REPORT IT BACK BETWEEN NEGATIVE AND POSITIVE SENTIMENT?

>> YEAH, THIS IS MUCH MORE CONCISE THAN THAT COULD RECENTLY HAVE THE ABILITY TO LOOK AT RESPONSES BY DIFFERENT DEMOGRAPHIC GROUPS. IF YOU HAVE SOME SPECIFIC QUESTIONS , I AM HAPPY TO RESPOND TO THOSE.

[01:05:01]

>> THANK YOU SO MUCH. >> YEAH. ANY OTHER METHODOLOGY

QUESTIONS? >> I'VE A QUESTION ABOUT THE DATA COLLECTION NOTES. JUST OUT OF CURIOSITY, WAS THERE A BIG DIFFERENCE BETWEEN THE TELEPHONE OR ONLINE INTERVIEWS? ERIC ABOUT A 50/50 SPLIT. WE GENERALLY STRIVE FOR THAT.

>> I WOULD SAY IT IS A TOPIC OF CONVERSATION IN THE INDUSTRY ABOUT THAT. WANTED TO GET INTO WHY THE UPPER MIDWEST STATES WERE ALL WRONG FOR THE 2016 ELECTION. THEY WERE ALL DONE ONLINE.

MITIGATE THINGS. >> THANK YOU.

>> OKAY. ANY OTHER QUESTIONS? OKAY. LET ME GET THROUGH THE NEXT SLIDE. SO THE FIRST SECTION , WHEN WE DO A SURVEY LIKE THIS, WE WANT TO KNOW HOW THE CZAR, HOW DO THEY VIEW THE DISTRICT? WE ARE GOING TO ASK THEM HOW TO INVEST THEIR MONEY. THAT IS WHAT ABOUT LENS THROUGH WHICH THEY MAY BE VIEWING A BALLOT MAJOR. AND THEN WE GET TO THE BALLOT MEASURE AND WHAT THE RESPONSES ARE TO THAT. THE RESPONSES ARE, SORRY. IT LOOKS LIKE THERE IS A LITTLE BIT OF A FORMATTING THING HERE BUT IF I LOOK CONFUSED, HOPEFULLY IT IS JUST SHADING THAT WAS NOT THERE BEFORE. QUALITY OF LIFE. THIS IS THE BIG PICTURE. YOU KNOW, YOU AS A DISTRIC HAVE SOME IMPACT HERE. THERE ARE MANY OTHER FACTORS.

>> BUT OF VOTERS ARE PARTICULARLY PESSIMISTIC, THEN THEY MIGHT BE A LITTLE RETICENT TO SUPPORT A REVENUE MEASURE.

THE SCALE USED IN THE PAST WAS THE QUALITY OF LIFE IS GREAT HERE. IT IS EXCELLENT, GOOD, FAIR, OR POOR? AND YOU WILL SEE THOSE NUMBERS, COLLECTIVELY IS 83 AND 84% . THE LAST TWO SURVEYS WE CONDUCTED. COMING DOWN TO 74%. IF I HAD , IF I DID NOT HAVE THE TRACKING DATA I WOULD SAY 84%? THAT IS AMAZING. HISTORICAL DATA, WE KNOW THAT -- THE FEAR CATEGORY. NOT A LOT, BUT THERE IS A LITTLE BIT OF A CHANGE THERE. ON THE NEXT SLIDE, WE HAVE FAVORABLE AND UNFAVORABLE WITH THE DISTRICTS AND SCHOOLS. THEY ARE POSITIVE FOR THE MAJORITY OF -- PERCENT OF THE DISTRICT. 50% IS BASICALLY SAYING THERE IS MORE INTENSITY THERE. MORE HAVE A VERY FAVORABLE OPINION ABOUT LOCAL TEACHERS. AND HUMOR HAVE UNFAVORABLE OPINION ABOUT THE DISTRICT BUT THE RATIO THERE IS STILL VERY POSITIVE. IT IS GOOD TO SEE FOR EDUCATION THIS GRAYBAR CREDIT IS KIND OF BIG FOR SOME OF THESE ITEMS WILL GET VIGOR FOR SOME OF THE OTHER QUESTIONS WE ASK LATER ON JUST BECAUSE PEOPLE DO NOT HAVE KIDS IN SCHOOL. THEY DO NOT PAY ATTENTION AND THERE IS SOME INDECISION HERE ABOUT SOME OF THESE. HEY, THIS IS GOOD. WHOOPS. HERE WE USE THE SAME SCALE. EXCELLENT, GOOD, FAIR, GOOD, AND ROLL DOWN INTO THE MORE SPECIFIC ELEMENTS OF SORT OF THE CONDITION OF FACILITIES, THE EDUCATION YOU ARE PROVIDING. YOUR MANAGEMENT AS A DISTRICT OR THINGS OF THAT NATURE. BLUE BARS. EXCELLENT, GOOD FOR SUMMARIZING ON THE RIGHT. HERE YOU WILL SEE SOME REALLY BIG GRAY BARS. SO THE CONDITION OF LOCAL SCHOOL BUILDINGS, QUALITY OF TEACHERS, OVERALL EDUCATION, AND CHARTER SCHOOLS IN THE DISTRICT ARE ALL KIND OF BUSINESS MID-40S RANGE OF EXCELLENT OR GOOD. NOT A LOT OF PEOPLE SAYING POOR RATINGS THERE. SO PLURALITIES WERE PRETTY BIG GRAY BARS TOO. THE VOTERS THAT TOOK THE SURVEY ARE, I DON'T KNOW, BUT THE RATIO IS VERY FAVORABLE. YOU GET DOWN INTO SAFETY. OKAY, THAT IS A LITTLE BIT LESS. 36% SAID EXCELLENT OR GOOD. AND THE SPEED OF WHICH THE NEW SCHOOLS ARE BUILT FOR THE MANAGEMENT OF DISTRICT FINANCES. BIGGER GRAY BARS DOWN THERE BUT THOSE ARE NUMBERS FOR YOU SEE, I'M TRYING TO REMEMBER. YEAH. IF YOU LOOK AT THE 23% AROUND ONE IN FIVE GAVE MORE, YOU KNOW, CRITICAL VIEWS OF THE LAST TWO ITEMS. WE HAVE ASKED SEVERAL OF THESE IN THE PAS BUT THAT IS WHY I WAS KIND OF SKIPPING AHEAD. THE PUNCHLINE HERE IS THAT ALMOST ALL OF THESE, THE NUMBERS HAVE COME DOWN A LITTLE

BIT ACROSS THE BOARD. >> CAN WE GO BACK TO THE PRIOR SLIDE? SO THERE IS A SIGNIFICANT PERCENTAGE OF -- YOU ACKNOWLEDGE IT HERE THAT DO NOT HOLD VOLUME ] IS THAT WHAT YOU FIND NORMALLY? OKAY.

>> WELL, I WILL SAY ABOUT SCHOOL DISTRICTS. YES. AND SPECIFICALLY, THE MOVEMENT OF THESE FOLKS BECOMING ACTIVATED

[01:10:01]

AND LIKELY VOTERS. WHAT KIND OF MOVEMENT DO YOU SEE BEING MOTIVATED ENOUGH TO HOLD AN OPINION?

>> A TOUGH QUESTION, I KNOW. BIG QUESTION.

>> YOU'RE ASKING ABOUT WHETHER THEY WOULD BE MOTIVATED TO VOTE OR TO VOTE ? SO I JUST VOTING PERIOD. I AM UNINFORMED THAT I KNOW NOTHING. I WILL VOTE. YOU SEE THOSE PEOPLE GOING OUT TO VOTE OR WILL THEY STAY UNINFORMED AND NOT VOTE?

>> YEAH, I THINK I MIGHT BE THOSE AS TWO SEPARATE ISSUES.

WHETHER THEY ARE INFORMED OR WHETHER THEY ARE LIKELY TO PARTICIPATE. AND THE SAMPLE, WE WERE ALREADY KIND OF WEEDING OUT THOSE WHO HAVE A HISTORY OF NOT VOTING AT ALL.

>> GOT IT. NOT INFORMED ON PARTICULAR --

>> CORRECT, YEAH. AND IN FAIRNESS FOR UP RESIDENTIAL GENERAL ELECTION, THAT IS A LOT OF VOTERS. IT WAS A PRIMARY ELECTION, WE WOULD HAVE MUCH MORE.

>> THANK YOU. >> I'M SORRY BUT IF I COULD BUILD ON THAT? BUT WE ALWAYS SEE UP PRETTY HGH UNDER VOTE FOR TRUSTEE ELECTIONS , FOR EXAMPLE. I JUST CANNOT REMEMBER . BUT MY PRESUMPTION IS THE UNDER VOTE FOR THE ACTUAL SCHOOL BOARD ELECTIONS ARE GREATER THAN WE WOULD SEE ON A BOND THAT HAS MORE OF A FINANCIAL IMPACT ON VOTERS .

THERE IS A FAIRLY COMMON? >> THAT'S ALL, I'M NOT A CAMPAIGN CONSULTANT. I DO NOT EXACTLY REMEMBER THAT. THAT

SOUNDS VERY FAMILIAR TO ME. >> OKAY.

>> I DO HAVE A SLIDE THAT GOES OVER COMPARING THE PAST PULLING DATA AND THE PAST ELECTION RESULTS. IT MAY HELP WITH SOME OF THIS CONTEXT.

I TALKED ABOUT THAT. A FEW OF THESE BARS I TOLD YOU THEY GET BIG AND GRAY. AGREE AND DISAGREE STATEMENTS .

SENTIMENTS ABOUT THE DISTRICT WE ASKED RESPONDENTS YOU AGREE OR DISAGREE WITH THIS STATEMENT? THEY WERE PRESENTED IN RANDOM ORDER. BLUE IS SHADES OF AGREEMENT AND ORANGES SHADES OF DISAGREEMENT. SOME OF THE NUMBERS ARE SQUEEZED THAT I WILL TRY TO READ THEM FOR YOU.

THE DIVERSITY OF THE DISTRICT. A BIG ASSET. SEVEN OUT OF 10 AGREE WITH THAT SENTIMENT. THAT IS INTERESTING HERE.

LET'S SEE. STUDENTS. SORRY. SORRY, SORRY. THIS IS PARENTS, I BELIEVE. AND THE UNIFIED SCHOOL DISTRICT FOR THAT IS WHAT THE SECOND ONE IS FOR YOU GOT A LITTLE CHOPPED OFF THERE.

PARENTS ARE MORE ENGAGED THAN OTHER NEIGHBORING COMMUNITIES.

MOST PEOPLE DO NOT HAVE MUCH SENSE OF THAT ONE WAY OR ANOTHER CANNOT ANSWER IT. AND THOSE WHO CAN DID NOT HAVE A STRONGLY HELD OPINION. I THINK THE OTHER WORD GOT CUT OFF THERE. BASICALLY, I CHOSE TO MOVE HERE WAS A BIG REASON WAS THE DISTRICT. AND ACTUALLY, 62% SAID THEY DISAGREED WITH THAT SENTIMENT. THEY MOVED FOR OTHER REASONS IT MAY BENEFACTOR BUT IT WAS NOT A MAJOR REASON.

HERE WE GO. HEY, THIS IS MORE ABOUT THE BONDS FOR THOSE ARE BIGGER PICTURES. THE SAME TYPE OF RESIDENCE HERE. THIS TIME, WE ARE ASKING MORE ABOUT THE FACILITIES AND PAST BONDS. IT IS IMPORTANT THAT BOND HAS AN OVERSIGHT COMMITTEE AND EVERYBODY AGREES WITH THAT. SENTIMENT HERE THAT THE SCHOOLS ARE IN NEED OF ADDITIONAL REPAIRS AND IMPROVEMENTS. THIS IS ONE OF A COUPLE PROXY QUESTIONS FOR A BOND MEASURE. I WILL POINT OUT HERE THAT 57% AGREED WITH THAT SENTIMENT. SO PROP 39 COMPLIANT BOND. 55% VOTE THRESHOLD. SO OUT OF THE GATE, 57% HAVE A GENERAL FEELING THAT FACILITIES NEED REPAIRS AND IMPROVEMENTS. WE LOOK AT CONCEPTIONS ABOUT OR REGULATIONS AS MAY BE A BETTER WAY TO SAY THAT. PAST BONDS.

THAT IS NOT A LOT. HOW IS THE DISTRICT USING THE FUNDS EXCESSIVELY TO MAKE UPDATED -- UPGRADES AND REPAIRS? -- PERCENT SAID THEY HAVE NO IDEA. -- BUT THEY ARE LITTLE TENTATIVE IN THAT BUT EVEN A STATEMENT THE DISTRICT HAS PASSED A MAJOR BOND MEASURE IN THE PAST SIX YEARS AND 71% SAID I HAVE NO IDEA. THIS IS ENTIRELY WHAT WE SEE ALL THE TIME. I'VE HAD FOCUS GROUPS WEEKS AFTER THE STATEWIDE ELECTIONS AND ASKED ABOUT THE STATEWIDE BALLOT MEASURES AND THE ONES THAT ARE INUNDATING TV AND WHATNOT AND PEOPLE HAVE NO

IDEA. >> THE MEMORIES OF VOTERS ARE VERY SHORT AND THIS IS NOT SURPRISING.

A COUPLE OF THINGS ABOUT CROWDING. WE ASKED ABOUT THESE AS WELL. THIS IS KIND OF INTERESTING HERE. THERE IS A DISTINCTION AND THE WAY WE ASKED AND WHAT THE RESPONSES WERE. SO THE FIRST QUESTION WAS, THE SCHOOLS ARE GOING TO BE OVERCROWDED BECAUSE OF ALL THE PLANNED DEVELOPMENT AREA.

[01:15:06]

54%, ALMOST TWO THIRDS SAID YES, I THINK THAT IS TRUE. ARE THEY ALREADY OVERCROWDED? WELL, MORE UNCERTAINTY THERE. 40% AGREE WITH THAT WITH ONLY 13% DISAGREE. BUT CLOSE TO HALF WERE UNCERTAIN. SO ARE THE SCHOOLS REALLY CROWDED? THE PERCEPTION IS MAYBE A LITTLE BIT BUT THAT IS NOT A WIDELY HELD PERCEPTION. IS IT HAPPENING IN THE FUTURE? THAT IS MORE BROAD.

SO SOME OF THESE WE ASKED IN THE PAST BUT NOT ALL OF THEM.

AND A FEW OF THESE, YOU SEE THE DIFFERENCES. FOUR, FIVE, 6% BUT THAT IS NOT A MATERIAL DIFFERENCE WHEN YOU LOOK AT THE BOTTOM OF THE SLIDE IN THE DIFFERENCE OF THE 2018 SURVEY TO NOW.

A LITTLE LESS UNDERSTANDING ABOUT THE PARENT INVOLVEMENT.

AND LESS FAMILIARITY WITH THE BONDS IN MY UNDERSTANDING IS THE COMMUNITY BROADLY IN THE LAST SIX YEARS HAS HAD A LOT OF NEW PEOPLE MOVED TO THE COMMUNITY. THIS MAY NOT BE ALL THAT SURPRISING BUT IF YOU MOVED YOUR THREE OR FOUR YEARS AGO, WHAT HAPPENED SIX YEARS AGO? WE WOULD NOT KNOW THAT.

AGAIN, I SAID THESE PROXY QUESTIONS . SO THIS IS ONE THAT IS USUALLY REALLY, REALLY INFORMATIVE. THE SCALE USES.

YOU THINK THE DISTRICT HAS GREAT, SOME, A LITTLE, OR NO NEED FOR ADDITIONAL FUNDING? YOU SEE A MUCH TIGHTER CORRELATION . THERE IS A GREAT LEADER SOME KNEE. RESORT FROM ASIA. THAT IS NOT GOING TO BE MOTIVATING FOR YOU. THAT HELPS US UNDERSTAND IF YOU WERE TO PLACE A MEASURE ON THE BALLOT WHETHER OR NOT YOU HAVE TO FIRST WORK TO MAKE THEM UNDERSTAND THERE IS A NEED . ORDER THEY ALREADY SORT OF HAVE THAT FEELING WHEN YOU'RE TALKING ABOUT THE OTHER

MECHANICS OF THE MAJOR? >> IN THIS CASE, YOU WILL SEE 62 PERCENT AND THIS QUESTION IS WRITTEN FROM A FUNDING GENERATED WITH THE GUT REACTION ABOUT THE FUNDING. AND THAT HAS COME DOWN A LITTLE BIT FROM PRIOR YEARS BUT IT IS KIND OF DIFFERENT IN AGGREGATE AND INTENSITY. CLEMENT THAT IS A PRETTY STRONG MAJORITY. WE ADDED A LITTLE MORE NARROW VERSION OF THAT QUESTION. I WILL READ THIS OFF TO YOU. THIS IS WHEN WE SAID WHAT ABOUT THE CLASSROOMS AND FACILITIES? THE FIRST ONE IS BIG PICTURE. THE SECOND ONE IS CLASSROOMS AND FACILITIES WOULD THAT WENT FROM 62 TO 58%. A LITTLE LESS UNCERTAINTY THERE IS STILL A MAJORITY. AND THE DO NOT KNOW IS GOT A LITTLE BIGGER TOO. WHEN IT COMES TO HAVING A GUT FEELING ABOUT THE SCHOOL, THE DISTRICT FUNDS IS A LITTLE MORE UNDERSTANDING OF THAT AND THE PERCEPTION OF THAT IS SLIGHTLY LESS FOR FACILITIES.

THAT LEADS US TO A POTENTIAL BOND MEASURE. HERE IS A HYPOTHETICAL 75 WORDS WE TESTED IN THE SURVEY. THIS IS EITHER READ TO PEOPLE ON THE PHONE OR THEY READ IT THEMSELVES ONLINE.

THERE ARE MANY LEGAL REQUIREMENTS, MORE SO FOR ME BUT WHEN WE LAST PUT A BOND MEASURE ON THE BALLOT. I THINK YOU HAVE TO HAVE THE AMOUNT OF TAX, THE CONDITION OF THE TAX , HOW MUCH IT GENERATES ON AN ANNUAL BASIS. THE LAST PART IS A LITTLE GOOFY FOR A BOND MEASURE. IT IS NOT A SALES TAX WHERE YOU ARE GENERATING FUNDS. YOUR ISSUING BONDS AND SEEING HOW IT IS ALL GOING TO PLAY OUT. BUT THE LISTINGS HAVE TO BE INCLUDED IN THE 75 WORDS. THAT MAKES IT A TRICKY RUN ON SENTENCE. FOR PEOPLE WHO ARE IN SCHOOLS AND FOCUSED ON THAT.

THEY WENT THROUGH A VARIETY OF DIFFERENT WAYS THAT FUNDS CAN BE INVESTED. INFRASTRUCTURE SCHOOL SAFETY, CLASSROOMS, EQUIPMENT. AND IT WAS IT WAS A $270 MILLION BOND MEASURE HERE. AND THEN WE SAID HOW WOULD YOU VOTE ON THIS? WHAT WE DO IS AFTER YOU READ THAT OR HAD IT READ TO YOU, WE ASKED, WOULD YOU VOTE YES OR NO? AND IF YOU SAID YES OR NO, WAS IT DEFINITELY OR PROBABLY YES? AND IF YOUR FIRST REACTION WAS I WAS NOT SURE, THEN LEANING IN ONE WAY OR ANOTHER. THAT GIVES US THREE FLAVORS OF YES IN THREE FLAVORS OF NO. IT IS HELPFUL IN THE INTENSITY. AT THE 9% THAT IS UNDECIDED, THEY WERE KIND OF ASKED TWICE. THAT IS REALLY I DON'T KNOW .

I STILL DO NOT KNOW. SO THIS IS A 62% YES. SO WHAT I'M LOOKING AT THESE THINGS, IS IT ABOVE THE VOTE THRESHOLD? YES.

55. IS IT ABOVE THE VOTE THRESHOLD BY MORE OF THE SAMPLING ERROR. SO 5%. JUST BARELY. THERE IS MORE INTENTLY ON THE YES SIDE THAN THE NO SIDE? TWO. THE 18% , DEFINITELY NO. SO I WOULD SAY THAT IS POSITIVE. YOU WOULD

[01:20:02]

LIKE TO SEE THE DEFINITELY YES IS HIGHER BECAUSE IN ORDER TO GET TO THE 62%, YOU ARE LYING ON A CHUNK OF FOLKS WHO ARE UNDECIDED BUT ARE LEANING TOWARD YES.

>> THANK YOU. SO WE HAVE OTHER WAYS TO LOOK AT THE CROSS TALES. THE KEY THINGS HE PULLED OUT HERE WAS THE FUNDING NEED.

IF YOU THINK THERE IS GREAT NEED FOR FUNDING IN CLASSROOMS, 83% OF OF VOTERS THAT THY WOULD SAY YES. 75% THERE WAS SOME KNEE. IF THERE IS LITTLE TO NO NEED, 69% THERE. THERE IS A REALLY TIGHT CORRELATION WITH NEED. IN BETWEEN PARENTS AND NON-PARENTS, THOSE WERE PARENTS THAT HAVE 67% YES BUT EVEN THOSE WHO DO NOT HAVE SCHOOL-AGE KIDS THAT HOMES ARE

STILL AT 59% YES. >> WE ASKED A FOLLOW-UP QUESTION OF THOSE WHO SAID THEY WOULD VOTE YES. IN THEIR OWN WORDS, HEY, WHY WOULD YOU VOTE YES? THIS IS AS MUCH ART AS SCIENCE AS YOU MAY IMAGINE. THE RATIONALES. WELL OVER 100%. IT IS REALLY ABOUT THE CLASSROOM LESSON I THINK IT IS A REASONABLE AMOUNT. THOSE ARE TWO DIFFERENT RATIONALES. WHEN YOU LOOK AT THIS, YOU WILL SEE YOU SEE THERE IS THE TOP SEVERAL CATEGORIES THAT IS THE INFRASTRUCTURE STUFF HERE. ABOUT THE ACTUAL INFRASTRUCTURE. AND A LITTLE BIT ABOUT OVERCROWDING AND OVERSIGHT. BUT MUCH MORE , VERY TANGIBLE ABOUT THE FACILITIES THEMSELVES WHICH IS WHAT YOU MAY EXPECT FROM A BOND. WE DID THE SAME THING ON THE NOCO SITE. THIS IS JUST ASKED OF NOCO VOTERS WOULD NOT ASKED OF EVERYBODY. THREE AND 10 SAID I THINK THE BUDGET IS BEING MISMANAGED OR CAN BE MANAGED MORE APPROPRIATELY. AND ANOTHER BASICALLY, SOMETHING ABOUT TAXES ARE TOO HIGH. THE BIG RATIONALES. WHAT IS INTERESTING IS WE DID NOT SEE A LOT OF COST OF LIVING IS TOO HIGH AS A RATIONALE. TO VARYING DEGREES UNDER ANY OTHER REVENUE METHODS ACROSS THE STATE. IN THIS SLIDE HERE, THIS GOES THROUGH THE VOTE GROUP PROGRESSION. THE FIRST COLUMN THERE IS HOW YOU VOTE ON THE 75 VOTERS. ONE OF THE VERY FIRST QUESTIONS OF THE SURVEY. WE DID NOT SPEND TIME PUTTING OUR THUMB ON THE SCALE. MAKING OUR CASE AND ASKING.

WITHOUT ANY BACKGROUND. A LOT OF VOTERS WILL DO THAT. AND THEN THEY CAME IN AND WENT OVER. HERE ARE SOME REASONS YOU MIGHT WANT TO VOTE YES. HERE'S A RECENT YOU MAY NOT WANT TO VOTE NO. HOW DOES THAT INFLUENCE YOUR SUPPORT OPPOSITION. THE STARTED OFF AT 62% AND WENT UP AT 67.

>> HIM BACK DOWN TO 60%.

THIS STARTED OFF AT A HIGH PERCENT AND IT DIDN'T GO UP ANY HIGHER AND VERY LITTLE MOVEMENT ALL IN THE 60S.

ELECTIN DAY, THAT MEASURE AT 56P TO BASICALLY THE SAME LEVELS AND THAT ONE ENDED AT 68% ACTUALLY ON ELECTION DAY WHICH IS SIMILAR TO THE SURVEY RESULTS BUT A FEW POINTS LOWER THAN THE 2014 BOND MEASURE SO HOW DOES THIS STACK UP WITH THAT KIND OF IN THE MIDDLE INITIALLY AT 62% WHICH IS A LITTLE BETTER THAN 2018 SURVEY BUT WORSE THAN 2014 BUT ABOUT TWO THIRDS AND THE ENDPOINT IS A LITTLE LOWER AT 60% WITH A FINAL VOTE WHICH IS A FEW POINTS LOWER AND IN THE PRIOR SURVEYS WE CONDUCTED. AND THE LAST SECTION HERE FOR THIS

[01:25:04]

PRESENTATION IS WE WENT THROUGH WAYS FUNDS COULD BE INVESTED AND SOME OF THESE ARE SPECIFIC WAYS WITH A COULD BE SPENT FOR THE BOND MEASURE AND SOME OF THOSE THE BENEFITS OF WHAT IT WOULD LEAD TO AND THIS WAS OVEN IMPORTANCE AND IT WAS AN IMPORTANT WAY TO SPEND THE MONEY AND THE DARKER BLUE BARS ARE EXTREMELY VERY IMPORTANT AND WE FOCUS ON THOSE AND THOSE TEND TO BE MORE MOTIVATING FOR PEOPLE. SCHOOL SAFETY HERE QUALITY EDUCATION AND DEALING WITH ADA ISSUES AND CHALLENGES THERE AND THOSE WERE ALL SEEN AS EXTREMELY IMPORTANT BY THREE QUARTERS OR MORE RESPONDENTS WHO TOOK THE SURVEY. RIGHT BELOW THEIR IT'S NOT MUCH DIFFERENT BUT A FEW POINTS A DIFFERENCE HERE AND THERE AND YOU HAVE SOME MORE BASICS LIKE VENTILATION AND PLUMBING AND THINGS LIKE THAT AND ALSO PROVIDING CHILDHOOD EDUCATION ENVIRONMENTS AND I WILL GO THROUGH THESE QUICKLY. SO EVERYTHING, AT THIS POINT IF WE ARE MOVING DOWN, THE DASHED LINE IS WHERE THE INTENSITY CHANGES AND WE GET INTO THE 30S AND TEAMS -- TERMS OF IMPORTANCE BUT NOT A HUGE DIFFERENCE BUT IF YOU'RE TRYING TO TAKE THIS OUT A LITTLE BIT WE ARE TALKING ABOUT MORE SPECIFIC IMPROVEMENTS TO CLASSROOMS AND REFERENCES TO OVERCROWDING AND NOW WE START TO GET INTO SOME ITEMS WHERE STILL MORE THAN 55% FEEL THEY ARE IMPORTANT BUT IT IS DOWN A LITTLE BIT MORE AS WELL AND THINGS LIKE GENERALLY UPDATING CLASSROOM EQUIPMENT OR UPDATING THE HVAC SYSTEMS. THE LAST SLIDE WE ONLY HAD THREE ITEMS THAT WERE SEEN AS EXTREMELY OR VERY IMPORTANT BY LESS THAN 50% OF RESPONDENTS AND NEW FACILITIES FOR CHARTER SCHOOLS A NEW CLASSROOMS TO AVOID IN SCHOOL SCHEDULES AND UPGRADING AGING PLAYGROUND EQUIPMENT. WE HAVE ASKED THIS QUESTION IN THE PAST AND THE LAST SURVEY WHICH IS A FORCED CHOICE QUESTION WHICH WAS DO YOU FEEL LIKE IT SHOULD BE A HIGHER PRIORITY TO GIVE FUNDING FOR SCHOOLS WITH THE GREATEST NEED TO MAKE SURE EVERY SCHOOL GET SOME FUNDING? THERE WAS A REALLY STRONG PRIORITIZATION FOR FOLKS WITH THE GREATEST NEED IN 2018 AND LET'S SHIFT THAT A LITTLE BIT.

IT IS STILL THE PRIORITY WITH 57% STILL CHOOSING THAT BUT MORE FENCE SITTERS AND I THINK IT SHOULD BE BOTH AND THEY COULDN'T REALLY MAKE UP THEIR MINDS THIS TIME. MAYBE IT'S A LITTLE REFLECTIVE OF FLUIDITY ON THIS SURVEY THAN THE PRIOR OTHERS. SO IN CONCLUSION, THE ELECTORAL CONTEST -- CONTEXT IS STILL POSITIVE AND THE QUALITY OF LIFE IS DOWN FROM WHERE IT WAS IN 2018 AND A LOT OF STUFF IS HAPPENED SINCE THEN. THE DISTRICT IS STILL VIEWED FAVORABLY AND MAYBE NOT AS MUCH AND PEOPLE HAVE STRONGLY HELD OPINIONS BUT THE MAJORITY FEELS WE NEED MORE MONEY AND FACILITIES THAT ARE THE ISSUES OF OVERCROWDING WHICH IS LOOMING AND IT SOME PEOPLE UNDERSTAND BUT THEY DON'T NECESSARILY DO BECAUSE IT IS HERE AND VERY LITTLE RECOLLECT OCEAN OF PRIOR BONDS SO WHAT IS THIS MEAN FOR POTENTIAL BOND? THIS NOVEMBER FEELS LIKE IT'S POTENTIALLY VIABLE AND WE HAVE A LOT OF THESE KEY THINS WE DO LOOK FOR HERE AND IT'S A PERCEIVED NEED FOR FUNDING IN THESE NUMBERS COMPARE PRETTY FAVORABLY TO 2018 AND 2014 AND MAYBE A LITTLE LESS INTENSELY POSITIVE AND A LITTLE BIT MORE FLUIDITY AND UNCERTAINTY BUT IN THAT RANGE AT LEAST AND THERE IS DEFINITELY CONCERNS ABOUT TAX BURDENS AND COST OF LIVING AND THINGS OF THAT NATURE. I THINK THERE IS A LOT OF EMPHASIS ON HELPING STUDENTS PREPARE FOR THEIR FUTURE AND ADDRESSING SOME BASIC REPAIRS. THOSE SEEM TO BE ADDRESSING GROWTH AND THEY ARE MOTIVATING FACTORS.

ALL RIGHT. SORRY THAT DID TAKE A LITTLE LONGER THEN I HAD

PROMISED OF THE STAFF. >> BEFORE WE WRAP UP THAT PRESENTATION, ONE OF THE THINGS I WANTED TO POINT OUT IS WHEN MR. BELLO IN THE TEAM PRESENTED THIS INFORMATION, WE DID SEE THE FEELING OR THE SENTIMENTS SHIFT FROM 2018, BUT I ALSO ASK, WHAT ARE WE SENSE AND HERE ACROSS THE STATE IN REGARDS TO SIMILAR POLLING, WHETHER IT IS THE PUBLIC SCHOOL DISTRICT OR THE SCHOOL DISTRICT OR CITY AGENCY ET CETERA. AND I ASK

THAT YOU SHARE THAT AS WELL. >> IT IS A MUCH TOUGHER THING AND I HAVE GIVEN MANY PRESENTATIONS IN THE PAST FEW MONTHS WHERE RESULTS WERE MORE NEGATIVE AND I HAVE HAD A LOT

[01:30:01]

MORE CHALLENGING CONVERSATIONS WITH ELECTED BODIES SAYING IT ISN'T IN THE CARDS THIS YEAR SO THESE ARE MORE FAVORABLE THAN I SEE ELSEWHERE SO MAYBE WE SEE THAT SLATE SLIPPAGE IS

NOT AT ALL SHOCKING. >> ONE LAST QUESTION. IS THAT

OKAY? >> YES. I THINK IT IS ON PAGE 22 AND JUST FROM MY EXPERIENCES FINAL NUMBER 60% OR 12% OF THE UNDECIDED I THINK IT WAS NINE ON THE FINAL AND 12 AND THE

FIRST ONE. >> TO ME THAT IS A LOW NUMBER AND USUALLY POLLS 65 IS WHAT I'VE BEEN TAUGHT THE GENERAL RULE IS IF SOMEBODY HAS A GOOD VIABILITY OF PASSING IT AND YOU CAN AFFIRM MAYBE OR MAYBE NOT BUT THERE WERE NO OPPOSITION CAMPAIGNS? AND THEY CAN IMPACT WHETHER THEY DECIDE TO SAY HEY TAXES ARE HIGH. OR THE RATE IS TOO HIGH. AND WOULD YOU AGREE WITH THAT THAT THESE NUMBERS ARE STILTED BECAUSE THERE WAS NO OPPOSITION? IN ANY OF THESE?

>> I DON'T KNOW IF I WOULD SAY THEY WERE STILTED, BUT I THINK THE LACK OF IT AND I RELY UPON STAFF AND OTHERS BUT THE LACK OF ORGANIZED AND FUNDED OPPOSITION IS REALLY HELPFUL PARTICULARLY AT THE LOCAL LEVEL WHERE THERE ARE THINGS THAT ARE NOT THAT SALIENT FOR VOTERS SO IF THEY WERE GOING TO SPEND SOME RESOURCES THEY COULD HAVE AN OUTSIDE IMPACT THAN WHAT ON

MAYBE A HIGHER PROFILE ISSUE. >> ANY CAUTIONARY TALES ON HOMELESSNESS BECAUSE IT IS A LIGHT TIGHTER THAN INITIAL POLLING WOULD SUGGEST AND BE ON THAT SENTIMENT JUST KIND OF ALL

OVER THE PLACE? >> I THINK ONE OF THE KEY CHALLENGES WAS YOU HAD OPPOSITION AT THE LOCAL GOVERNMENT AGENCY AT THE COUNTY LEVEL AND YOU START TO SEE A LOT OF THAT MATERIALIZE WHICH I DON'T THINK YOU HAVE HAD IN THESE PRIOR BONDS AND THE GOVERNOR NUMBER ISN'T HIGH AS THE SCHOOL DISTRICTS ARE. COMPARATIVELY.

>> THANK YOU. I APPRECIATE YOUR PROFESSIONALISM AND POISE.

>> ANY OTHER QUESTIONS? >> WERE THERE ANY DEMOGRAPHIC INFORMATION COLLECTED FROM THE SURVEY OR THE RESPONDENTS?

>> NOT IN THIS PRESENTATION, BUT WE DO HAVE AN EDUCATION LEVEL AND THOSE SORT OF THINGS AND ETHNICITY.

>> WERE THERE ANY DEMOGRAPHICS THAT WERE OVERREPRESENTED IN

THE SURVEY? >> THE MATTER IS NO BECAUSE WE DO SOME SAMPLING TECHNIQUES UP FRONT TO ACCOUNT FOR THAT. SO USUALLY TAKE STRATIFIED CLUSTERS AND WE TRY TO DO THESE AND CREATE 400 LIST THAT HAVE SOME OF THESE CHARACTERISTICS AND IF WE CAN GET ONE INTERVIEW IN EACH OF THOSE LISTS THEN WE END UP WITH A TYPE OF SAMPLE PROFILE WE WANT AND WE SENT OUT A BUNCH OF E-MAILS AND TEXTS AND YOU GET EXTRAS THAT COME

INTO THAT AND YOU WAIT. >> IT IS ACCOUNTED FOR AFTER THE FACT AND THAT WAS MY ONLY QUESTION.

>> I WOULD REQUEST AND THIS IS REQUEST FROM STAFF TO FOLLOW UP ON THE DEMOGRAPHIC INFORMATION FROM THE POSITIVE SENTIMENT.

AND THAT IS A DIRECT REQUEST. >> I SECOND THE REQUEST.

>> MY PLEASURE. >> WE ARE MOVING ON

[XIV.a. Present and Approve an Extension to the Diverse Future Teacher and Aspiring Leaders Programs]

INDISCERNIBLE ] PLEASURE A FEW MONTHS AGO A PRESENTING TO YOU RESULTS FROM

[01:35:02]

TWO OF OUR RECRUITMENT PROGRAMS OR A TEACHER PROGRAM OR ASPIRING LEADERS PROGRAM AND I ALSO ENDED THAT PRESENTATION AND RESULTS WITH A CAVEAT I WOULD COME BACK IN A FEW MONTHS FOR A REQUEST TO CONTINUE THE PROGRAM. THIS IS THAT TIME AND I WOULD LIKE TO DO THAT. SO IF YOU REMINDERS AND FIRST STARTING OFF WITH OUR DIVERSE FUTURE TEACHERS PROGRAM AND IT WON'T GO THROUGH ALL THE NUMBERS, BUT BRIEFLY AS REMINDERS, THIS IS BEEN VERY SUCCESSFUL WITH ABOUT 90% OF OUR CANDIDATES COMPLETING THE PROGRAM AND STILL WORKING WITH US HERE IN NATOMAS UNIFIED AND FULFILLING THEIR COMMITMENT AND A BIG BONUS SINCE WE STARTED THIS AND 2017 IS THAT WE HAVE SEEN THE DIVERSITY OF OUR TEACHING STAFF AND IN THE DISTRICT INCREASE WHICH IS PHENOMENAL AND WE ARE ALWAYS LOOKING FOR STAFF THAT REFLECTS THE NEEDS OF OUR STUDENTS AND SCHOOL DISTRICT SO THAT HAS BEEN AN IMPRESSIVE OUTCOME.

JUST AS A REVIEW FOR YOU, BRIEFLY, LISTED HERE ARE THE SUPPORTS WE PROVIDE FOR FOLKS IN OUR DIVERSE FUTURE TEACHERS PROGRAM. AS WE DID HEAR A LOT ABOUT THE DIFFICULTY AND IMPORTANCE OF RECRUITING TEACHERS AT A TIME WHEN FEWER AND FEWER PEOPLE WERE GOING INTO THE PROFESSION THAN IN THE PAST SEVERAL YEARS, RECRUITMENT IS HIGHLY IMPORTANT. AND, AS WE HAVE TALKED ABOUT, PEOPLE ARE TRYING TO PAY FOR EDUCATION TO BECOME A TEACHER AND THIS IS A PROGRAM DIRECTLY AIMED AT ADDRESSING THAT AND GETTING OR REALLY FOCUSING ON TRYING TO FIND FOLKS WITHIN THE LOCAL COMMUNITY WHO WANT TO COME BACK AND SERVE THE DIVERSE COMMUNITY. HERE IS THE CURRENT REALITY AND POSSIBLE NEXT STEPS. AS A REMEMBER FOR MY LAST PRESENTATION, FUNDING FOR THE DIVERSE FUTURE TEACHER PROGRAM ENDS THIS YEAR LATER TONIGHT I WILL REQUEST ACTION WITH THE REQUEST OF APPROVING CONTINUED ONE TIME FUNDING OF $840,000 OVER THE NEXT THREE YEARS. THAT IS NOT EACH YEAR BUT OVER THE NEXT THREE YEARS. WHAT WE ARE ABLE TO DO IS UTILIZE THAT SAME AMOUNT OF FUNDING THAT WE HAVE HAD IN THE LAST ROUND THAT WAS APPROVED BECAUSE OF DECREASED ADMINISTRATIVE COSTS. AS PART OF THAT COST, MAINTAINING THE SAME COST FROM THE PREVIOUS THREE YEARS WE COULD ACTUALLY AFFORD TO INCREASE THE MONTHLY LIVING EXPENSE INCENTIVE FOR THOSE FOLKS FOR WHOM THE RENT IS TOO HIGH WHILE THEY ARE TRYING TO PAY FOR SCHOOL AND STUDENT TEACH AND NOT GET PAID FOR THAT. WE COULD INCREASE THAT INCENTIVE FROM $500 A MONTH TO $1000 A MONTH FOR THE SAME EXPENSE THAT WE BUDGETED THE LAST THREE YEARS. AS A REQUEST THAT CAME FROM TRUSTEE DOSICK TO LOOK AT OTHER FUNDS AND RESOURCES TO HELP US RECRUIT TEACHERS WE WANT TO EXPLORE PARTNERSHIPS FOR TEACHER RESIDENCY AND LAST TIME I PRESENTED AND IT WAS A PARTNERSHIP WHERE WE SUPPLY MORE SUPPORT TO THESE NEW TEACHERS AND I AM HAPPY TO REPORT THAT SINCE I LAST SHARED INFORMATION WITH YOU, WE HAVE ENTERED INTO A RESIDENT TEACHER PROGRAM WITH THE SACRAMENTO COUNTY OFFICE OF EDUCATION THAT WILL START NEXT YEAR AND IT COST THE DISTRICT RELATIVELY NOTHING AND WE ARE FOCUSING ON THE HARDEST TO RECRUIT AND THE HARDEST WHICH ARE THE SPECIAL-EDUCATION SEVERE TEACHERS WITH CREDENTIALS. AND STARTING NEXT YEAR WE WILL HAVE TWO CANDIDATES ARE IN THE PROCESS OF EARNING THEIR SPECIAL EDUCATION CREDENTIAL AND THE ONLY EXPENSE IS THAT WE ARE GOING TO HIRE THEM AND WE AGREED TO DO THAT IS INSTRUCTIONAL ASSISTANCE WHICH IS PROBABLY THE HARDEST TO FILL CLASSIFIED POSITION WE HAVE. SO WE HIRE THEM IS INSTRUCTIONAL ASSISTANCE AND THEY WORK IN A SPECIAL EDUCATION CLASSROOM WITH THEIR MENTOR TEACHER AND SLOWLY START TAKING OVER AND GETTING THAT EXPERIENCE AS THE YEAR GOES ON.

AND THEN ALSO THEY HAVE LIVING EXPENSES -- BUT THAT COMES FROM US HIRING THEM AND THERE IS NO ADDITIONAL COST TO THE DISTRICT. AND THOSE FOLKS AGREE TO WORK WITH US FOR FOUR YEARS AFTER. I DID WANT TO REPORT OUT ON THAT AND THERE IS NO ACTION NEEDED FROM THE BOARD TONIGHT ON THAT BUT I DID WANT TO FOLLOW UP AND WE ARE EXPLORING FURTHER RESIDENCY PROGRAM

OPPORTUNITIES TO DO THAT. >> SECONDLY ARE ASPIRING LEADERS PROGRAM, WHICH I PRESENTED RESULTS OF LAST TIME HAS ALSO BEEN SUCCESSFUL AND 86% OF OUR CANDIDATES ARE STILL COMPLETING THE PROGRAM OR WORKING OR HAVE FULFILLED THEIR

[01:40:01]

COMMITMENT AND WE ALSO KNOW THAT WITH THE ADMINISTRATIVE STAFF THE DIVERSITY OF THE STAFF HAS INCREASED IN THE TIME WE HAD THIS PROGRAM AND WHAT IS IMPORTANT TO NOTE IS AND I WILL SHOW YOU THE SUPPORT WE HAVE GOTTEN HERE. WHEN WE DID START THIS PROGRAM WE WERE LOOKING TO REALLY BUILD LEADERS BOTH FORMAL AND INFORMAL AND I THINK WE HAVE DONE A GOOD JOB AT DEVELOPING BOTH AND I DO THINK IT IS TIME THAT THE NEEDS OF THE DISTRICT HAVE CHANGED AND I THINK WE CAN REALLY FOCUS ON MORE FORMAL LEADERSHIP ROLES. THE CURRENT REALITY ENDS THIS YEAR AND I AM REQUESTING THAT WE APPROVE CONTINUED ONE TIM FUNDING BUT AT A DECREASED AMOUNT THAN WHAT WE HAVE SPENT IN THE LAST FEW CYCLES. THAT DECREASED AMOUNT WILL BE $96,000 OVER THE NEXT THREE YEARS WHICH IS ALMOST $110,000 SAVINGS OVER THE NEXT THREE YEARS AND THE REASONS ARE WE HAVE LESS ADMINISTRATIVE COSTS FOR THE PROGRAM AND WE WOULD LIKE TO FOCUS ON A SMALLER COHORT OF OUR EMPLOYEES WITH THE IDEA THAT WE REALLY WANT TO ATTRACT PEOPLE WHO ARE INTERESTED IN APPLYING FOR FORMAL ADMINISTRATIVE POSITIONS BECAUSE THAT IS WHERE THE NEED IS THAT NOW. SO THAT WOULD BE THE RECOMMENDATION FOR THAT. THE ACTION REQUEST TONIGHT IS ASK TO APPROVE CONTINUED FUNDING OF BOTH THE DIVERSE FUTURE TEACHER PROGRAM AND ARE ASPIRING LEADERS PROGRAM FOR THE NEXT THREE YEARS. ARE THERE ANY QUESTIONS.

>> MINE IS EASY . THE FINANCIAL SUPPORT FOR THE MENTORS --

>> THE RESIDENCY PROGRAM? >> YES.

>> AM GLAD THERE IS SUPPORT BECAUSE FOR A LONG TIME THEY DIDN'T HAVE THATSUPPORT WHEN PEOPLE RAN OUTOF MONEY AND DIFFERENT INSTITUTIONS AND I THINK THEY GOT A LIBRARY CARD.

I WANTED TO SAY THAT I AM GLAD THAT TEACHERS AND MENTORS -- I AM ASSUMING YOU ARE USING MENTOR AS THE CLASSROOM TEACHER

AND AM I CORRECT? >> THAT IS ONE OF THE

REQUIREMENTS. >> MY QUESTION IS ARE THERE ANY OTHER MENTORS INVOLVED BESIDES THE ONE TEACHER WHO SERVES AS THE SUPERVISOR OR THE OFFICIAL SUPERVISOR OF THAT STUDENT?

>> THE COOPERATING TEACHER AS THEY ARE CALLED NOW AND THEY ALSO HAVE THEIR UNIVERSITY SUPERVISOR WHO WOULD COME TO BE

ANOTHER MENTOR. >> OKAY. BUT WE DON'T PAY

THEM? >> CORRECT. THAT IS PAID FOR BY

THE GRANTS. >> THANK YOU.

>> TRUSTEE DOSICK? >> I WAS GOING TO THANK HIM FOR A GREAT HESITATION AND FOLLOWING UP ON MY REQUEST FROM WHEN YOU INTRODUCED A FEW MONTHS AGO.

>> THANK YOU FOR THE INFORMATION AND ESPECIALLY ACROSS MULTIPLE YEARS AND MY ONLY QUESTION IS ABOUT THE LEADERSHIP, ASPIRING LEADERS PROGRAM WITH THE LANGUAGE THAT SAYS THEY WILL BE EXPECTED TO APPLY FOR ADMINISTRATIVE POSITIONS AND CAN YOU DEFINE WHAT THAT EXPECTATION LOOKS LIKE ? IS MORE INFORMAL THAN FORMAL? I ASK BECAUSE FOR THE FUTURE TEACHERS PROGRAM THEY ARE BEING ASKED TO TEACH IN THE DISTRICT FOR FOUR YEARS AFTER RECEIVING THEIR CREDENTIALS SO I DID WANT TO KNOW IS THERE AN EQUIVALENT OF THAT TO THE

ASPIRING TEACHERS? >> CURRENTLY THE WAY IT IS ORGANIZED IS BECAUSE AT THE TIME WE HAD A NEED FOR ALL SORTS OF LEADERSHIP LIKE WE NEEDED PEOPLE TO BE LEADERS AS AN ACTIVITIES DIRECTOR OR DEPARTMENT LEADERS AND MAYBE OTHERS. AND WE DID A GOOD JOB BUILDING THAT. THERE HASN'T BEEN -- WE EXPECT IF YOU GO THROUGH THIS AND YOU INVEST IN THIS WITH YOU THAT YOU WILL APPLY FOR OPEN POSITIONS THAT WE HAVE FOR ASSISTANT PRINCIPAL JOBS, ET CETERA AND IT HAS NOT BEEN ONE THAT WAY AND IT HASN'T BEEN THE PHILOSOPHY. WE HAVE HAD PEOPLE APPLY AND THAT WE HAVE HIRED WHO HAVE COME THROUGH THAT PROGRAM THAT IS BEEN SUCCESSFUL, BUT THAT IS WHAT WE ARE LOOKING TO TRANSITION TO WITHIN THE AGREEMENT THAT IT WOULD BE AN UNDERSTANDING THAT AS POSITIONS OPEN UP THAT ARE AVAILABLE THAT THEY WOULD BE WILLING TO APPLY

FOR THOSE. >> I WOULD WANT TO ADD ONE THING AND THAT MULTIYEAR COMMITMENT BECAUSE WE ARE INVESTING IN THEM AND THE EXPECTATION IS THAT THEY WOULD

[01:45:02]

REMAIN IN THAT POSITION FOR I THINK IT IS THREE YEARS AS WELL. SO THAT EXPECTATION ISN'T DIFFERENT FROM THE

TEACHERS. >> I SEE. THANK YOU.

>> THERE IS A COMMENT AND WE DID SPEND A LOT OF MONEY ON THINGS AND I THINK SOMETIMES WE LOOK AT THESE THINGS AS IN ISOLATION BUT THIS MONEY DID THIS AND THIS MONEY DID THAT WE ARE TALKING ABOUT SOME OF HER LITERACY SCORES AND THERE HAS ALWAYS BEEN THIS REQUEST THAT PEOPLE NEED TEACHERS THAT LOOK LIKE THEM SO I WANT TO HIGHLIGHT THAT THIS IS A SIGNIFICANT INVESTMENT IN THAT AND IT CONNECTS TO EVERYTHING ELSE WE ARE DOING SO A REMINDER TO THE PUBLIC THAT THESE ACTIONS ARE NOT TAKEN IN ISOLATION AND WE STILL NEED PADDING TO DO ALL OF THE THINGS PEOPLE ARE ASKING US TO DO.

[XIV.b. Present and Approve the World Language Textbook and Instructional Material Adoption]

] >> I WILL INVITE DIRECTOR LISA VANHORN TO COME UP AND TALK ABOUT THIS.

>> GOOD EVENING, PRESIDENT HEREDIA AND TRUSTEES AND SUPERINTENDENT. I'M EXCITED TO BE HERE TONIGHT TO TALK TO REGARDING OUR WORLD LANGUAGE CURRICULUM INSTRUCTIONAL MATERIALS RECOMMENDATION IN THE PROCESS WE WENT THROUGH TO GET TO THIS POINT. WITH OUR GOALS TONIGHT TO ADOPT A WORLD LANGUAGE CURRICULUM THAT IS ALIGNED TO THE STANDARDS IN THE WORLD LANGUAGE FRAMEWORK AND TO OBTAIN APPROVAL TO ADOPT THE RECOMMENDED PUBLISHERS. SO YOU DID RECEIVE AT THE LAST MEETING ON MARCH 27 A BOARD REPORT THAT HAD VERY DETAILED INFORMATION.

TONIGHT, I WILL GIVE YOU AN OVERVIEW THAT LEADS TO THE RECOMMENDATION THAT THE TEACHERS MADE AND WE ACTUALLY STARTED THIS PROCESS EXACTLY A YEAR AGO TODAY. SO IT WAS APRIL 17 OF 2023 WHEN WE HAD THE FIRST MEETING WITH WORLD LANGUAGE TEACHERS FROM THROUGHOUT THE DISTRICT, WHO CAME TOGETHER TO LOOK AT OUR CORE VALUES AND LOOK AT THE STANDARDS IN THE FRAMEWORK AND LOOK AT ALL OF THE CURRENT DATA SO THEY COULD CREATE A DISTRICT LENS AND I WILL SHARE THAT WITH YOU IN A MOMENT. IT WAS THE LENS THEY LOOKED THROUGH FOR THE ENTIRE PROCESS. THE PROCESS STARTED WITH BASICALLY ALL OF THE WORLD LANGUAGE MATERIALS THAT WERE AVAILABLE FROM THE PUBLISHER. SO SOME FOR EXAMPLE, SPANISH, HAD MANY MANY PUBLISHERS THAT OFFERED CURRICULUM AND SOME HAD A FEW LESS , BUT WE HAD A GO THROUGH THIS PRESCREENING IN ORDER TO NARROW IT DOWN. SO WE STARTED WITH ALL OF THE AVAILABLE PUBLISHERS AND NARROWED IT DOWN TO THE TOP THREE. AND THEN AT THAT POINT THE TEACHERS DID A MUCH DEEPER DIVE AND THEY DID A DEEPER DIVE AND NARROWED IT DOWN TO TWO THAT THEY WERE GOING TO PILOT IN THEIR CLASSROOMS. THE PILOT STARTED IN OCTOBER. THE LAST ONE JUST ENDED MARCH 15. THROUGHOUT THE PROCESS, AND WE WILL GO INTO THIS A LITTLE BIT WITH MORE DETAIL, BUT THERE WAS FEEDBACK FROM OUR PARTNERS THROUGHOUT THE PROCESS. SO TEACHERS PROVIDED FEEDBACK ALL ALONG THE WAY AND STUDENTS PROVIDED FEEDBACK. WE ALSO REALLY GOT A LOT OF FEEDBACK FROM OUR PARENTING COMMUNITY PARTNERS.

THAT DID LEAD US TO THE POINT WHERE THE TEACHERS CAME TOGETHER TO MAKE A RECOMMENDATION AND THAT RECOMMENDATION CONSENSUS MEETINGS, THEY LOOKED AT ALL OF THE FEEDBACK THAT WAS COLLECTED AND TEACHERS ALSO KEPT DETAILED DATA AND NOTES ABOUT ENGAGEMENT AND THINGS IN CLASSROOMS THAT LED TO THIS RECOMMENDATION. SO THE CRITERIA FOR EVALUATING THE MATERIALS CAME FROM THE CALIFORNIA DEPARTMENT OF EDUCATION. IT REALLY FOCUSES ON THE WORLD LANGUAGE STANDARDS AND FRAMEWORK AS THE CENTER AND WE WANT TO MAKE SURE THAT EVERYTHING ALIGNS TO THE FRAMEWORK INTO STANDARDS. WE DID LOOK AT INSTRUCTIONAL CRITERIA AND SUPPORT AND REALLY WANTING TO ENSURE THE MATERIALS THAT WE ADOPT PROVIDED TEACHERS WITH THE RESOURCES THEY NEED TO IMPLEMENT AT A VERY HIGH LEVEL.

WE MADE SURE THERE WAS ACCESS AND EQUITY BECAUSE FOR WORLD

[01:50:05]

LANGUAGES FOR ALL CLASSES WE WANT TO MAKE SURE THAT ALL STUDENTS HAVE ACCESS. THEY LOOKED AT INSTRUCTIONAL SEQUENCE IN THE ORGANIZATION OF THE MATERIAS AND HOW THEY WERE LAID OUT AND THE ORDER IN WHICH THE CONCEPTS WERE TAUGHT AND MONITORING STUDENT PROGRESS. HOW DO WE KNOW OUR STUDENTS ARE LEARNING? ARE THERE OPPORTUNITIES FOR THEM TO ASSESS TO SEE HOW STUDENTS ARE PROGRESSING AND WHERE THERE OPPORTUNITIES FOR STUDENTS TO REFLECT ON THEIR OWN LEARNING AND SUCCESS CRITERIA SO STUDENTS KNEW HOW THEY WERE PROGRESSING ALONG THE WAY. SO ALL OF THESE THINGS, THE TEACHERS HAD RUBRICS AS THEY WERE GOING THROUGH EACH OF THESE PUBLISHERS TO ENSURE IT WAS ALIGNED AND ALL OF THE RESOURCES WERE AVAILABLE SO THEY COULD IMPLEMENT IT AT A HIGH LEVEL. AGAIN, THERE DISTRICT LENS WAS TO SELECT STANDARDS AND ALIGN WORLD LANGUAGE INSTRUCTIONAL MATERIALS THAT ARE AUTHENTIC, ENGAGING, INTERACTIVE, ACCESSIBLE, CULTURALLY RELEVANT AND REFLECTIVE OF THE DIVERSITY IN THE DISTRICT. WE DID HAVE A LOT OF TEACHERS PARTICIPATE IN THE PILOT. SO WE HAVE 10 AND USD SCHOOLS AND 25 OF 30 IN OUR DISTRICT PARTICIPATED IN THAT INCLUDED 3700 STUDENTS ACROSS THE 10 SCHOOLS. ALL ALONG THE WAY, THERE WAS ONGOING COMMUNICATION WITH OUR WORLD LANGUAGE TEACHERS AND OUR PRINCIPALS INVITING TEACHERS TO JOIN AT ANY POINT IN THE PROCESS. SO, FOR EXAMPLE, IF THEY HAD NOT GONE THROUGH THE PRESCREENING BUT THEY WANTED TO JOIN US FOR THE DEEP DIVE, THEY WERE ABLE TO DO THAT. MANY TEACHERS OPTED IN THE PILOT PHASE SO THEY WERE ABLE TO BRING THE MATERIALS AND THEIR CLASSROOMS AND USE THEM WITH THEIR STUDENTS. IT WAS VERY IMPORTANT TO US THAT WE HAD FEEDBACK AND COMMUNITY ENGAGEMENT AND FEEDBACK FROM STUDENTS AND FROM TEACHERS. SO TEACHERS PROVIDED FEEDBACK REGULARLY ONGOING AND ARE CONSENSUS MEETINGS WHERE WE USED THE RUBRICS AND THEY GAVE US SCORES ON CERTAIN ASPECTS OF THE RUBRICS. THEY ALSO LOOKED AT THE STUDENT OUTCOMES SO TEACHERS MEASURED STUDENTS AND OF THE NUMBER OF STUDENTS WHO HAD LOW ENGAGEMENT AND HIGH ENGAGEMENT AND LOW STUDENT QUALITY OF WORK AND MEDIUM QUALITY HIGH QUALITY SO THEY DID LOOK AT STUDENT OUTCOMES THROUGHOUT THE PROCESS AND OUR STUDENT FEEDBACK WAS BUILT INTO THE PROCESS. TEACHERS HAD A FORUM THAT THEY PROVIDED TO STUDENTS HALFWAY THROUGH A PILOT AND AT THE END OF A PILOT WHERE STUDENTS LOOKED AT THEIR OWN ENGAGEMENT IN THE PROCESS AND REFLECTED ON THEIR OWN LEARNING EXPERIENCES. WE ALSO REALLY INVOLVED PARENTING COMMUNITIES SO NOT ONLY DID WE CREATE THE WEBSITE BUT WE SENT A SURVEY THAT WAS MADE JUST FOR PARENTS SQUARE AND SEND IT ONLY TO THOSE PARENTS WHO HAD THOSE STUDENTS IN THEIR CLASSROOM. I DO THINK THE MOST IMPACTFUL THING WE DID WAS CREATE ALMOST LIKE A FLYER THAT HAD THE KEY COMPONENTS OF EACH OF THE PUBLISHERS THAT WERE BEING PILOTED. WITH A QR CODE THEY COULD GO STRAIGHT TO THE PUBLISHER LOOK AT THE MATERIALS. ON THE OTHER SIDE OF THIS WAS A PAPER SURVEY FORM SO TEACHERS GAVE THESE TO STUDENTS TO BRING HOME TO THEIR PARENTS AND THEY RETURNED IT TO THEM.

WE RECEIVED OVER 1100 PIECES OF PARENT AND COMMUNITY FEEDBACK.

WHAT WAS REALLY COL ABOUT THE FEEDBACK IS THEN WHEN TEACHERS WENT INTO THE CONSENSUS MEETING AND LOOKED AT STUDENT RESPONSES AND PARENT AND COMMUNITY RESPONSES AS WEL AS THEIR OWN EXPERIENCES, THEY WERE ALL ALIGNED WITH THE SAME PUBLISHERS. THE SAME PUBLISHERS THEY RECOMMENDED FOR ADOPTION ALL SCORED HIGHEST FROM ALL OF OUR GROUPS. SO THESE ARE THE MATERIALS THAT HAVE BEEN RECOMMENDED FOR EACH OF OUR COURSES. STAFF RECOMMENDS AN EIGHT YEAR ADOPTION INCLUDING TEACHER MATERIALS, STUDENT TEXTBOOKS, DIGITAL LICENSES FOR ONLINE ACCESS, CONSUMABLES FOR STUDENTS AND PROFESSIONAL DEVELOPMENT IS ALSO INCLUDED FOR STAFF AND WE WANT TO MAKE SURE THEY HAVE THAT PROFESSIONAL DEVELOPMENT WHICH HAS ALREADY STARTED AND ALL OF THE TEACHERS WHO ARE PART OF THE PILOT HAVE ALREADY HAD INITIAL TRAININGS AND STILL HAVE ACCESS TO MATERIALS AND WILL BE PROVIDED ONGOING TRAINING SO THEY CAN IMPLEMENT AT THE HIGHEST LEVEL. TONIGHT, THE REQUEST IS THAT TRUSTEES ADOPT THE RECOMMENDED MATERIALS FOR WORLD LANGUAGE INSTRUCTIONAL MATERIALS AS PRESENTED. THE BOARD PREVIOUSLY HAS APPROVED THE BUDGET TO $1.5

[01:55:04]

MILLION THROUGH ONE TIME FUNDING AND THIS PLAN AND THEN ONCE IF IT IS APPROVED AND WE CAN BRING THE CONTRACTS, THEY WILL BE BROUGHT BACK TO THE BOARD FOR RATIFICATION. ARE

THERE ANY QUESTIONS? >> THANK YOU FOR THE VERY THOROUGH PROCESS AND AS A TEACHER I DID PARTICIPATE WITH THAT AND I DO KNOW HOW MUCH WORK PEOPLE PUT INTO IT WHEN THEY LOOK AT A NEW CURRICULUM RIGHT IN FRONT OF THEM AND DO A LOT OF PLANNING TIME TO MAKE SURE THEY EXECUTE WHATEVER THEY ARE TEACHING FOR THE KIDS. AND I WILL ASK YOU HAVE THE KIDS FELT ABOUT OTHER THAN THEY JUST LIKE IT. LOOKING FOR A MOTION.

[XV. PUBLIC COMMENTS]

>> LADIES AND GENTLEMEN, AT THIS POINT NOW WE WILL MOVE ON TO PUBLIC COMMENTS. I WILL START WITH THOSE THAT WE HAVE THREE REQUESTS TO SPEAK BY THE PUBLIC MEMBERS WITH TODD, SAKE FIRST BUT ONCE WE GET THROUGH THESE THREE THEN WE HAVE AS YOU KNOW AS I SAID EARLY ON THAT WE HAVE OR WE CAN LIMIT EACH TOPIC TO 20 MINUTES. SO WE WILL HAVE TO SEE IF SOME WOULD BE WILLING TO GIVE UP THEIR TIME OR DONATE THEIR TIME OR DONATE THEIR TIME TO SOMEBODY ELSE OR JUST SHARING THEIR COMMENTS.

WELCOME. >> MY NAME IS TODD, SAKE AND HAVE BEEN TEACHING IN THIS DISTRICT FOR 27 YEARS AND COACHED BOTH KIDS HERE AND I WISH THIS GENTLEMAN PLAYED FOOTBALL FOR ME IN THE DAY AND I AM HEADED TALK TO YOU GUYS ABOUT WHAT IS GOING ON AT THE HIGH SCHOOL AND A NUMBER OF FIGHTS HAPPENING AT OUR SCHOOL AND I DO FEEL LIKE OUR SCHOOL IS BUSTING AT THE SEAMS AND WE HAVE TOO MANY STUDENTS ON OUR CAMPUS. I WOULD LOVE TO SEE YOU COME TO OUR SCHOOL AND GO FROM ONE WING TO ANOTHER AND ESPECIALLY ON THE SECOND FLOOR AND SEE HOW CROWDED IT IS. IT FEELS LIKE YO ARE LEAVING A CONCERT. IN 2003 AND I KNOW I AM DATING MYSELF, BUT IN 2003 AT NATOMAS HIGH SCHOOL, WE HAD THE SAME PROBLEM . THERE WERE A LOT OF FIGHTS IN 2003 AND WE OPENED UP ANOTHER HIGH SCHOOL IN 2004 AND I WAS PART OF THAT STAFF. AND THE VIOLENCE AT NATOMAS HIGH SCHOOL DROP DRAMATICALLY AND DON'T GET ME WRONG, WE STILL HAD FIGHTS AT HER SCHOOL BEFORE THIS YEAR BUT I FEEL LIKE OUR SCHOOL IS PERFECT FOR 1700 KIDS. I DO KNOW THAT IS ALMOST IMPOSSIBLE FOR US TO DEAL WITH AND THERE ARE THREE THINGS WE HAVE TO DO. WE HAVE TO EITHER REZONE OR MAKE KIDS GO TO NATOMAS HIGH SCHOOL OR STOP LETTING KIDS COME INTO OUR SCHOOLS SO EASILY, OR WE HAVE TO HOLD THE NEW HIGH SCHOOL. THAT IS THE ONLY WAY TO STOP THIS INSANITY GOING ON AT OUR SCHOOL AND IT IS TOO MUCH. I APPRECIATE YOUR TIME AND IT IS GOOD TO SEE YOU.

>> YOU TOO. THANK YOU. >> KRISTIN ADAMS?

>> GOOD EVENING. I AM HERE SPEAKING ON BEHALF OF THE STAFF AT TWO RIVERS ELEMENTARY AND WE ARE SEEKING MORE SUPPORT FOR A SPECIFIC REQUEST FOR AN ASSISTANT PRINCIPAL AND THIS IS ONE WE BELIEVE IS MUCH NEEDED FOR OUR SITE AS WELL AS ALTER DISTRICT AND SOMETHING THAT WE BELIEVE IS IMPORTANT TO OUR EQUITY SHOULD BE REFLECTED IN ADMINISTRATIVE STAFFING DISTRICTWIDE AND WE BEGAN SUPPORTING ELEMENTARIES WITH ASSISTANT PRINCIPALS AND THIS SHOULD BE A PRACTICE

[02:05:02]

DISTRICTWIDE AND ONE PRIORITY SHOULD BE FOR STUDENTS AND STAFF AND FAMILIES TO FEEL SAFE AND CONTINUES TO BE AN INCREASE IN BEHAVIORS AND SITUATIONS THAT REQUIRE IMMEDIATE RESPONSES AND IN SOME CASES THOSE THAT CAN ONLY BE AUTHORIZED BY AN ADMINISTRATOR AND HAVING AN ASSISTANT PRINCIPAL AS A PRESENTS TO HELP SHARE THESE RESPONSIBILITIES WOULD BE BENEFICIAL AND OUR CAMPUS HAS SURVIVED YET EXCELLING IN DOING OUR BEST IN DIFFICULT CIRCUMSTANCES BUT WE DO KNOW WITH AN ADDITIONAL ADMINISTRATIVE SUPPORT WE HAVE THE POTENTIAL TO THRIVE AND WE ASK THAT YOU TAKE THIS INTO CONSIDERATION FOR THE UPCOMING SCHOOL YEAR AND THANK YOU FOR

YOUR TIME. >> ROSELAND KENNY?

>> >> GOOD EVENING. I AM A PRESCHOOL SPECIAL EDUCATION TEACHER AT AMERICAN LAKES AND THIS IS MY SECOND YEAR OF TEACHING AND MY FIRST CAREER WAS AS A BIOLOGIST. I WAS INSPIRED TO TEACH BECAUSE IT TOOK THREE YEARS FOR MY SON TO GET AN IEP AND THE PAY CUT TO BE A TEACHER AS A SECOND CAREER IS REAL AND I AM A SINGLE MOM WITH THREE KIDS. I WANT TO STAY IN NATOMAS, RIGHT NOW I HAVE TO SUBSTITUTE TEACH ON MY BREAKS IN ORDER TO MAKE ENDS MEET.

WHEN I SAY TEACHING THE PRINCIPLES ASKED ME IF I WANT TO WORK THERE AND IT IS A DIFFERENT DISTRICT OBVIOUSLY AND THEIR SALARIES ARE HIGHER. I WANT YOU TO THINK ABOUT PEOPLE LIKE ME WHEN YOU ARE NEGOTIATING OUR TEACHER SALARIES. I DON'T WANT TO HAVE TO USE MY BREAKS TO TEACH AND I WANT TO USE THEM AS A BREAK AND I'M NOT TRYING TO LIVE AN EXTRAVAGANT LIFESTYLE. WE LIVE IN A TWO-BEDROOM HOUSE WITH ONE BATHROOM. I WILL BRAG ABOUT MYSELF FOR A MINUTE AND I HAVE THAT SUPERUSER AWARD AND I STARTED THE SCHOOL YEAR WITH SIX STUDENTS IN MY CLASS AND I HAVE 13 AND SOMEHOW I AM A SUPERUSER ON PARENT SQUARE AND NOT ONLY ARE MY PARENTS ENGAGED BUT MY STUDENTS ARE AND FIVE HAVE MOVED ON TO GENERAL EDUCATION PRESCHOOL. I HAVE GIVEN THEM THOSE SKILLS TO GET INTO THAT SETTING AND THRIVE AND THEY ARE THRIVING OVER THERE. MY SLP AND OT REGULARLY GIVE ME KUDOS FOR THE PROGRESS OUR STUDENTS ARE MAKING AND I AM DEDICATED TO MY STUDENTS AND I HAVE AMAZING COLLEAGUES WHOM I DON'T WANT TO LEAVE. SO PLEASE THINK ABOUT ME WHEN YOU'RE MAKING THOSE DECISIONS ABOUT OUR SALARIES AND THANK YOU FOR YOUR TIME.

>> A NUMBER OF YOU HAVE AGREED TO DONATE YOUR TIME TO ANOTHER SPEAKER. AND THAT IS OKAY AND YOU CAN LET THAT PERSON TALK FOR FOUR MINUTES, BUT IF YOU DO THAT, IT LIMITS TWO PEOPLE FROM THE PEOPLE WHO SUBMITTED THESE FORMS TONIGHT AND IT ELIMINATES THEM BECAUSE WE HAVE ONLY ALLOTTED 20 MINUTES FOR THIS TOPIC. SO HERE IS THE FIRST ONE I HAVE HAD. FOR EXAMPLE.

HAMAN MATLOCK. HERE'S THE DEAL. SOMEBODY DONATED TWO MINUTES FOR YOU FOR FOUR MINUTES AND I JUST -- DO YOU

WANT THE FOUR MINUTES? >> I WILL TRY TO MAKE IT

SHORTER. >> TELL US BECAUSE WE HAVE TO SET A TIMER OR CLOCK OVER HERE.

>> SET THE CLOCK FOR FOUR MINUTES.

>> WE DON'T GET TO CARRYOVER SO WE WILL GO FOR THOSE FOUR

MINUTES. >> GOOD EVENING, PRESIDENT HEREDIA, BOARD MEMBERS, ADMINISTRATORS, PARENTS, GUARDIANS, AND COMMUNITY . I COUNT IT AN HONOR AND PRIVILEGE TO STAND BEFORE YOU TO SUPPORT THE BLACK PARENTS PARENTS UNITED AND THE STUDENT SCHOLARS THAT THEY ARE FIGHTING FOR TO RECEIVE EDUCATIONAL PROGRAMS SO THEY CAN MAXIMIZE THEIR GRAD -- GOD-GIVEN ABILITIES. WE GATHER TONIGHT ONLY 161 YEARS AFTER THE EMANCIPATION PROCLAMATION AND ANOTHER WAY TO LOOK AT THOSE YEARS IS THE EQUIVALENT OF APPROXIMATELY THREE PERSONS LIFETIME SPAN OF 54 YEARS MEANING SOME PEOPLE'S GRANDPARENTS, GREAT-GRANDPARENT S AND GREAT-GREAT-GRANDPARENTS, WHICH I REPRESENT HERE IN MY T-SHIRT, AND MY GREAT GREAT GRANDFATHER AND HIS BROTHER WHO WERE CIVIL WAR VETERANS. THAT IS A SHORT PERIOD OF TIME THAT WE ARE LOOKING TO MAKE PROGRESS. SINCE THE 161 YEARS HAVE PASSED, THERE HAVE BEEN MANY LABELS OR ETHNIC TERMS USED TO IDENTIFY BLACKS IN THE UNITED STATES AND THE LABELS MAY CHANGE, BUT WHAT HAS BEEN CONSTANT IN THE STRUGGLE FOR BLACK PARENTS TO GIVE THE NEXT

[02:10:03]

GENERATION OF AFRICAN AMERICAN STUDENTS THE BEST OPPORTUNITY TO SUCCEED.AND WHETHER IT WAS A FIGHTING FOR FREEDOM AND EQUAL EDUCATION, HOUSING, CIVIL RIGHTS, OR THE ACKNOWLEDGMENT OF OUR CONTRIBUTIONS TO BUILDING AND DEVELOPING AMERICA, AS A PEOPLE, WE SHOULD NOT ONLY BE DEFINED AS ENSLAVED, EMANCIPATED, BROWN VERSUS THE BOARD OF EDUCATION, CIVIL RIGHTS, MARTIN LUTHER KING'S I HAVE A DREAM SPEECH, AND ESPECIALLY NOT THE NEGATIVE STEREOTYPES WHICH ARE PERTINENT IN THE MAINSTREAM MEDIA AND ENTERTAINMENT LEAVING BLACK STUDENTS TO BELIEVE THAT IS WHO THEY ARE AND HOW THEY SHOULD BEHAVE AND DEMEANING THEMSELVES AND THEIR RICH HERITAGE. BLACK PARENTS UNITED OF NATOMAS ARE FACING THE SAME STRUGGLE TO HAVE THE NATOMAS SCHOOL DISTRICT TAKE THE EVIDENCE GIVEN IN THE CALIFORNIA ASSESSMENT OF STUDENT PERFORMANCE AND PROGRESS DATA AS IT RELATES TO THE SUBSTANDARD SCORES OF ITS BLACK STUDENTS. HOW LONG CAN A BLANKET BE USED TO ADDRESS THIS CRITICAL MATTER? I USE THE TERM BLANKET WHEN THE DISTRICT LOOKS AT THE DATA AND SAYS ALL STUDENTS ARE NOT ACHIEVING THE STANDARD AND COVID HAS SET ALL STUDENTS BACK IN THEIR EDUCATIONAL DEVELOPMENT. THAT IS A TRUTH WE CAN'T DEBATE. AMERICANS FOUND OUT DURING COVID HOW CRITICAL EDUCATION AND EDUCATORS WERE AND ARE AND THE PUBLIC CRIED OUT LIKE PATIENTS DYING FROM MULTIPLE MEDICAL INJURIES AND JUST LIKE A PATIENT DYING THE MOST SERIOUS INJURIES MUST BE DEALT WITH TO SAVE THE PATIENTS. THIS IS NO DIFFERENT FROM PROVIDING THE SPECIFIC CULTURAL RESPONSIVE TEACHING BUILDING STRONG RELATIONSHIPS WITH STUDENTS, FAMILIES, AND THE BLACK CONSTITUENTS OF THE SCHOOL DISTRICT AND HAVING EFFECTIVE TEACHERS AND LEADERS WHO WANT TO TAKE ON THE CHALLENGE OF IMPROVING THE SUCCESS OF BLACK STUDENTS, WHICH WILL LIFT UP THE ENTIRE ENVIRONMENT AND SUCCESS OF ALL STUDENTS. AND TOO OFTEN, THE EFFORTS OF PARENTS CONTRIBUTE -- TOO OFTEN BLACK PARENTS EFFORTS TO CONTRIBUTE TO THE WELL-BEING AND ENRICHMENT OF THEIR CHILDREN ARE EITHER MISPERCEIVED OR TOTALLY DISCOUNTED AND IN MY YEARS OF BEING INVOLVED WITH JUVENILE JUSTICE AND EDUCATION, I HAVE FOUND THAT VERY FEW PARENTS WHO DIDN'T WANT THE BEST FOR THEIR CHILDREN AND THEY MAY NOT HAVE THE TOOLS OR THE ACCESSIBILITY TO ATTAIN WHAT THEY DESIRE FOR THEIR CHILDREN, BUT THEIR HEARTS AND INTENTIONS ARE TO SEEK THOSE GOALS. I DO ENCOURAGE THE BOARD. THANK YOU.

] >> MY NAME IS SHAWN KING A RESIDENT OF THEIRS SINCE 2005 AND BY THE TIME MY CURRENT THIRD-GRADER GRADUATES ALL FIVE OF MY CHILDREN WILL MATRICULATE THROUGH THE SCHOOL DISTRICT SO THANK YOU ALL FOR YOUR TIME AND THE SAME SAD AND DISAPPOINTING STORY OCCURRING IN NATOMAS HAS BEEN ON REPEAT AND EVERY UNDERSERVED COMMUNITY OF COLOR IN THIS NATION AND EVER SINCE PEOPLE OF COLOR HAVE DEMANDED THEIR SEAT AT THE TABLE. THE PEOPLE OF THOSE COMMUNITIES WHOSE NEEDS ARE NOT BEING MET ARE FORCED TO ASK PEOPLE IN POWER TO GIVE THEM THEIR FAIR SHARE. AND TO GIVE THEM AND THEIR CHILDREN AN OPPORTUNITY TO REACH THEIR FULL POTENTIAL BY SHARING THE RESOURCES THAT THEIR SWEAT EQUITY EARNED THEM ONLY TO HAVE THEIR GROUP IN POWER OR PERSON OR PERSONS DENY THE REQUEST OVER AND OVER AGAIN. SADLY, IN MANY CASES, WE HAVE COME TO EXPECT THAT DENIAL, BUT KNOW THAT WE MUST CONTINUE TO ASK, AND I SAY, DEMAND THAT THOSE RESOURCES ARE DISTRIBUTED EQUALLY AND EQUITABLY. HOWEVER, THE DAY, I WON'T SPEND MY TIME WITH ANY ASKS OF THIS BOARD. WE HAVE MANY WONDERFUL CITIZENS OF NATOMAS IN THIS ROOM THIS EVENING WHO WILL CARRY THAT BURDEN FOR OUR CHILDREN TONIGHT. I AM HERE TO SHARE THE DATA FROM THE CALIFORNIA DEPARTMENT OF EDUCATION WEBSITE THAT WE ARE BRINGING INTO CLEARVIEW THE OVERALL HISTORICAL FAILURE OF THE SCHOOL BOARD AND ITS LEADERSHIP OVER THE PAST DECADE TO MEET THE NEEDS OF STUDENTS OF COLOR, WHICH ARE APPROXIMATELY 86% OF THE OVERALL STUDENT POPULATION AND STUDENT BODY. IT'S BEGIN

[02:15:01]

WITH THE ENGLISH LANGUAGE AND ARTS SCHOOLS IN 2014 TO THE PRESENT FOLLOWED BY MATH SCORES. ENGLISH AND LANGUAGE ARCH -- ARTS IS 75 PERCENT BELOW STANDARD 2015 IT IS 76% BELOW STANDARD AND 2017, 84% BELOW STANDARD, 2018, 82% BELOW STANDARD. I DON'T HAVE DATA FOR 2019 BUT 2020 53% BELOW STANDARD AND IN 2021 73% BELOW STANDARD. 2022, 78% BELOW STANDARD AND MATH SCORES FOR 2014 84% BELOW STANDARD AND 2015 83% BELOW STANDARD. AND IN 2016, 85% BELOW STANDARD. 2017, 85% BELOW STANDARD. 2018, 83% BELOW STANDARD. 2020, 80% BELOW STANDARD. 2021, 88% BELOW STANDARD, 2022, 89% BELOW STANDARD. TO ACCEPT THE TREMENDOUS CHALLENGE TO BE ON THE SCHOOL BOARD AND IN THIS COMMUNITY WITH DOCUMENTED UNDERACHIEVEMENT OF THIS MAGNITUDE, IT IS CLEAR THAT UNORTHODOX AND OUT-OF-THE-BOX THINKING IS NEEDED AND IT SHOULD BE QUITE CLEAR THAT THE STATUS QUO HAS FAILED AND CONSISTENTLY FAILING AND YET DURING THE LAST PUBLIC FORM WE WITNESSED A DEBATE ON WHETHER OR NOT THIS BODY SHOULD RECEIVE A RAISE. IT IS ALSO FACTUAL THAT THE SUPERINTENDENT AND THE PRESIDENT SET THE AGENDA FOR THE BOARD AND ONE OF WHICH HAS SERVED OVER 20 YEARS ON THIS BODY AND HAS WITNESSED AND BEEN A PART OF THIS INEPTITUDE , IN MY OPINION. THIS LEADER HAS FAILED TO EVEN SHOW UP ON SOME VOTES ON THE PROGRAMS THAT PARENTS OF THE CHILDREN WHOSE EDUCATIONAL NEEDS HAVE BEEN HISTORIC THE NOT MET IN THIS COMMUNITY FEEL -- I AM SORRY.

THE PROGRAMS THIS COMMUNITY FEEL ARE NEEDED. THIS IS INDICATIVE OF THE TYPE OF THINKING THAT HAS ALLOWED THIS FAILURE TO CONTINUE TO PLAGUE HER EDUCATIONAL SYSTEM. DURING THIS PUBLIC HEARING, THE FAMILIES OF CHILDREN IN THE COMMUNITY WHOSE TEST SCORES I READ DISCUSSED ADOPTING PROGRAMS AND SHARE THE RESULTS OF THOSE PROGRAMS THAT PROVE OUTSIDE OF THE BOX THINKING CAN YIELD INCREDIBLY UNEXPECTED AND

POSITIVE RESULTS. THANK YOU. >> THE NEXT ONE IS MARY AND IS

IT YOU DONATING YOUR TIME TO >>'S ASSESSMENT FROM AN ICON FROM MY GENERATION STEVIE WONDER BUT SOMETIMES THEY NEED MORE THAN JUST TO SEND IT IN OR PHONE IT IN OR EMAILING OR SOMETIMES IT NEEDS TO BE MORE THAN BEING TROOST IN. MY NAME IS LANA AND I LOVE MY GOD IN FAMILY AND COMMUNITY AND NATION AND HUMANITY AND ITS THAT LOVE THAT BROUGHT ME HERE TONIGHT AND I LOVE MY CHILDREN AND THEY ARE THE PRODUCT OF A VERY PUBLIC SCHOOL EDUCATION SYSTEM AND MY DAUGHTER WAS ADMITTED TO THE CALIFORNIA STATE BAR IN 2022 AND MY SON IS A UNIVERSITY MAGNA LAUDE GRADUATE AND PARALEGAL WENT ON TO BE AN ENTREPRENEUR AND THEY ARE NOT WHY I'M HERE AND I LOVE MY GRANDCHILDREN AND THE ELDEST IS COMPLETING HER YEAR OF UNIVERSITY AND TRIPLE ITS ARE IN HIGH SCHOOL. I AM NOT HERE BECAUSE I LOVE THEM ONLY AND CARE ABOUT THEIR ACADEMIC PROGRESS ONLY. I WISH I COULD REITERATE THE NUMBERS REGARDING OF MILLIONS OF DOLLARS OF UNTAPPED AND AVAILABLE FUNDS BY PARENTS PARTNERS AND ACTIVISTS PROVIDED. DOUBTLESS YOU HAVE THAT CHECKED THE FINANCIAL INFORMATION AND CALIFORNIA STATE ASSEMBLY AND THE HONORABLE KEVIN MCCARTY WHO PROVIDED THIS BLACK FAMILY UNITED AND THE EXISTENCE OF THOSE MULTIPLE MILLIONS OF DOLLARS COULD PERHAPS SHOULD PROVIDE PROGRAMS AND READING PILOT AND OTHER RESOURCES HIGHLIGHTED BY THIS COALITION. AND NEITHER DO I REITERATE THOSE STATISTICS AND EVIDENCED IN THE CRISIS OF OUR COMMUNITY PARTICULARLY REGARDING THOSE NUBERS AND YOU KNOW THEM BETTER THAN ANYBODY ELSE PERHAPS MORE THAN SHARON

[02:20:05]

THURMAN AND I REALIZE LIFE IS MORE THAN NUMBERS THAT THAT COUNTS AND I ASK MYSELF WHY MY GRANDCHILDREN ARE IN CHARTER SCHOOL AND IT'S BECAUSE READING NUMBERS AND TEST SCORES AND IT MATTERED WHEN THEY PLOTTED MY CHILDREN'S ACADEMIC SUCCESS AND THERE REMAINS A MEASURABLE CAP IN THE SUCCESS OF ALL OF OUR KIDS IN THIS DISTRICT AND BEYOND IS NOT JUST THAT HER CHILDREN ARE FEELING BUT WE ARE FEELING OUR CHILDREN AND AS MANKIND AND WOMEN KIND, THESE ARE ALL HER CHILDREN AND WE SHOULD ALL REALLY CARE AND I CARE AND THAT IS WHY I AM HERE AND I KNOW THAT HEARING BECOMES MORE DIFFICULT WITH CONSTRAINTS AND REDTAPE REMOVE THE HUMANITY FROM THE TASKS AT FORWARD AND NUMBERS ARE HARD TO CARE FOR WHEN THESE NUMBERS ARE WHAT ARE CARED ABOUT. I DO GET IT THAT THERE IS ONE LOST SHEEP AS THE PASTOR SAID AND I PONDER WHAT CAN I DO IS ONLY ONE AND I REALIZE TO REACH ONE TEACH ONE AND I THOUGHT I COULD DO THAT AND CAN I REACH YOU, TRUSTEES? IF THE TRUTH IS I CAN REACH AND TOUCH YOUR HEART, THAT IS WHERE LOVE DWELLS IN THE TRUTH THAT ALL OF OUR CHILDREN NEED TO BE SUCCESSFUL READERS AND HIS LOVE THAT THE INJUSTICE IS INTOLERABLE AND POLICY BEGINS IN THERE THAT HUMANITY'S SAKE WE SHOULD KNOW THAT WE CAN'T EVEN LET ONE CHILD BE LOST IN THE WILDERNESS OF ILLITERACY AND FUNCTIONAL IS STILL AN EPIC FAIL AND THE GOALS CAN'T BE PROFICIENT. THE FUTURE, OUR FUTURE AND THEIR FUTURE REQUIRES MUCH MORE AND THESE LITTLE ONES DESERVE SO MUCH MORE FROM THEIR ELDERS FOR WE ARE THE VILLAGE AND AND DO YOU LOVE THE WORK YOU DO THERE. AND I HOPE THAT ANSWER IS YES AND WITHOUT THAT TYPE OF CARING AND I KNOW THE JOB IS THANKLESS AND I THANK YOU FOR THE WORK YOU DO HERE. AND I AM ASKING THAT YOU CONTINUE TO CARE FOR THE MOST PRECIOUS TREASURES. I THINK

YOU. -- THANK YOU. >> ]

>> GOOD EVENING. MY NAME IS AMELIA FORBES. I AM A HOMEOWNER OF NATOMAS PARK FOR ALMOST 22 YEARS AND MY SON JULIAN ATTENDED NATOMAS ELEMENTARY , LEADING-EDGE AND WAS AT NATOMAS CHARTER AND MP3. MY CONCERN IS WELL NATOMAS UNIFIED SCHOOL DISTRICT HAS DONE A GREAT JOB AT PROVIDING STUDENTS WITH EDUCATIONAL CHOICES, TEST SCORES ACROSS THE DISTRICT HAVE BEEN LOW CONSISTENTLY FOR OVER A DECADE. IT IS IMPERATIVE THAT THAT BECOMES THE UNIFIED SCHOOL DISTRICT AND ADDRESSES ISSUES HEAD ON. IN OUR COMMUNITY AND RESIDENTS DESERVE IMPROVEMENT IN PROPERTY VALUES ARE A DESIRED PLACE FOR FAMILIES TO LIVE IN OUR AREA WHO ARE AT RISK. I AM A REALTOR AND I DO

[02:25:03]

KNOW THAT FOR A FACT. PER THE DOCUMENT WAITING FOR SUPERMAN, PRISONS ARE BUILT BASED ON THIRD GRADE TEST SCORES.

CHILDREN DESERVE A CHANCE WHETHER THEY ARE DELAYED LEARNERS OR CAME FROM ENVIRONMENTS WITH DISTRACTIONS.

NOT ALL PARENTS HAVE THAT SKILL SET AND KNOWLEDGE TO HELP CHILDREN LEARN AND I WAS FORTUNATE THAT MY SON GOT IT AND HE IS A GRADUATE OF UNIVERSITY OF NEVADA NOW AND VERY GOOD JOB AND HE MAKES MORE THAN MOM DOES AND I MAKE GOOD MONEY. TEACHERS AT NATOMAS POURED INTO MY SON AND I WAS EDUCATED DURING A TIME WHEN THEY DIDN'T TEACH PHONICS AND AS A RESULT I READ AND SPELL FROM MEMORY. SO I AM SYMPATHETIC TO PARENTS THAT NEED THE SCHOOL'S HELP. I ALSO BELIEVE IN DISCIPLINING MY CHILD AND REMEMBER PUT THE FIRE OUT WHERE THE FIRE IS.

NAME IS PATRICIA ADAMS AND I AM HERE TO TALK ABOUT SOME PROGRAMS FOR AFRICAN AMERICAN STUDENTS AND TALKING ABOUT BRINGING BACK PROGRAMS AND REVIEWING THOSE THAT CAN MAKE AN IMPACT ON AFRICAN AMERICAN STUDENTS IN THE NATOMAS UNIFIED SCHOOL DISTRICT. BEFORE I DO THAT, LET'S GET AN UNDERSTANDING OF WHAT INCLUSIVE EDUCATION MEANS. INCLUSIVE EDUCATION MEANS ALL CHILDREN IN THE SAME CLASSROOM IN THE SAME CHOOLS AND IT MEANS REAL LEARNING OPPORTUNITIES FOR GROUPS WHO HAVE TRADITIONALLY BEEN EXCLUDED AND NOT ONLY CHILDREN WITH DISABILITIES BUT SPEAKERS OF MINORITY LANGUAGE AS WELL AND ONE GROUP THAT HAS TRADITIONALLY BEEN EXCLUDED AND UNDERSERVED IN THE NATOMAS UNIFIED SCHOOL DISTRICT IS THE AFRICAN AMERICAN STUDENTS AND THE BLACK PARENTS UNITED HAS RESEARCHED AND BROUGHT NEW PROGRAMS FOR YOU TO CONSIDER AND ONE IN PARTICULAR THAT HAS BEEN IN THIS DISTRICT AND HAS A PROVEN RECORD, BUT FOR SOME REASON YOU ARE NOT INTERESTED IN THAT. THAT IS THE FREEDOM SCHOOL. IT IS CULTURALLY RELEVANT LITERACY BASE PROGRAM WITH A LONG HISTORY OF SUCCESS AND WE HAVE THAT IN A SCHOOL DISTRICT AND WE ARE ASKING TO BRING THAT BACK. AND THEN WE HAVE A FEW OTHER PROGRAMS AND ONE IS THE AFRICAN AMERICAN ACADEMIC ACCELERATION DESIGNED TO IMPROVE READING, MATH AND SCIENCE FOR BLACK STUDENTS IN THIS PROGRAM IS BEING USED IN THE FRESNO UNIFIED SCHOOL DISTRICT AND ADMINISTERED BY THEIR OFFICE OF AFRICAN AMERICAN ACADEMIC ACCELERATION TEAM. AND THEN WE HAVE THE MIRACLE UNIVERSITY FOR HIGH SCHOOLERS FAILING TO HAVE A 1.5 OR LOWER GPA OR WHO HAVE EXTREME ABSENTEEISM OR WHO ARE ABOUT TO BE PUSHED OUT OR DROP OUT OF SCHOOL. THE LAST ONE IS THE STEPHEN TO CHANGE THE TOXIC CULTURE AND PRISONLIKE ENVIRONMENT TO ONE OR STUDENTS ARE SELF-MOTIVATED AND HAVE THE TOOLS TO MANAGE

THEIR OWN BEHAVIOR. >> THANK YOU. YOUR TIME IS UP.

CAROLYN JACKSON? >> GOOD EVENING, EVERYONE. TO THE NATOMAS UNIFIED SCHOOL DISTRICT BOARD AND TRUSTEES AND SUPERINTENDENT AND NOT IN MY AMERICA CAN EVERYBODY ON THIS PANEL READ, WRITE AND DO ARITHMETIC AND THESE WERE THE THREE BASIC SKILLS TAUGHT AT THE BEGINNING OF THE 19TH CENTURY. IT WAS THE STANDARD THAT IT EQUIPPED AMERICAN STUDENTS FOR PREPARATION AND THE SYSTEM AND IF THIS PANEL HADN'T MEASURED AND YOU WOULDN'T HAVE BEEN ABLE YOU WOULDN'T HAVE GOTTEN EDUCATION YOU HAD AND POSSIBLY NOT HAD

[02:30:02]

THE CAREERS AND POSSIBLY WOULDN'T HAVE THE FAMILIES YOU HAD TODAY IS YOU HAD NOT MASTERED THOSE SKILLS NEEDED TO NAVIGATE THIS THING WE CALL LIFE. SO HOW DARE WE CONTINUE TO PASS STUDENTS THROUGH THIS EDUCATIONAL SYSTEM WITH THE READING SKILLS OF A FIFTH GRADER AND NOT TO MENTION THEIR LOW LEVEL MATH SCORES. THAT MEANS TEACHERS AND PRINCIPALS ARE GETTING SALARIES THAT THEY HAVEN'T YET EARNED.

ADMINISTRATORS ARE GETTING PAID SALARIES THEY HAVE NOT YET EARNED AND SCHOOL BOARD MEMBERS ARE BEING PAID STIPENDS THEY HAVE NOT YET EARNED. WE ARE SETTING UP TOO MANY OF OUR STUDENTS FOR FAILURE, BUT ARE WE MAKING SURE THAT THE PIPELINE FROM SCHOOL TO PRISON IS FULFILLED? WHERE IS THE LOVE YOU SAY WE HAVE FOR OUR STUDENTS? WHERE IS THE LOVE YOU SAY WE HAVE FOR THIS PLACE WE CALL AMERICA? THANK YOU.

>>

THURMAN. >> GOOD EVENING, BORED. THANK YOU. I JUST WANT TO GIVE CREDIT TO ALL OF THE FOLKS WHO HAVE COME , WHO HAVE SPOKEN UP FOR OUR CHILDREN. THANK YOU VERY MUCH. BOTH ON THE 27TH AND TODAY. WE WILL CONTINUE TO COME UNTIL WE SEE SOME ACTION. I'M HERE ON BEHALF OF ANOTHER PARENT, GRANDPARENT, WHO LIVES IN GEORGIA. SHE WAS FORMERLY A RESIDENT HERE IN NATOMAS. HER NAME IS CATHERINE HENDERSON.

SHE WOULD LIKE US TO KNOW THAT I AM A GRANDMOTHER OF TWO GRANDCHILDREN, WHO ATTEND WESTLAKE CHARTER SCHOOL IN SACRAMENTO, CALIFORNIA. IN THE PAST, I HAVE VOLUNTEERED A FEW TIMES IN MY OLDER GRANDSONS CLASSROOM COULD I'M OF BLACK S SCHOOLS COULD READ AT GRADE LEVEL. SINCE MY GRANDCHILDREN ARE IN THIS DISTRICT, I'M CONCERNED THAT THEIR EDUCATION WILL NOT PREPARE THEM TO PURSUE COLLEGE AND CAREER SUCCESS. LIKEWISE IN 2013-2015, AS YOU HAVE HEARD, THE RESULTS WERE VERY SIMILAR. I UNDERSTAND THROUGH THE NATOMAS BLACK PARENTS UNITED, THE TEACHERS AND ADMINISTRATORS HAVE BEEN AWARE OF THESE SCORES FOR YEARS, BUT WITH THE BEST INTENTIONS, THEY DO NOT SEEM TO BE, OR HAVE WORKED OUT A PLAN TO IMPROVE THESE EDUCATIONAL DISCREPANCIES. MY HOPE IS THAT THIS LETTER WILL ENCOURAGE YOU TO WORK WITH CHILDREN THROUGHOUT THE SCHOOL DISTRICT, ESPECIALLY THE BLACK CHILDREN, WHOSE TEST SCORES ARE SO MUCH LOWER THAN THE STANDARD. THEY NEED -- THIS DISTRICT NEEDS THE TOOLS TO ASSIST THEM IN ACHIEVING SUCCESS, AND TO FINISH, ANOTHER PRESENTER'S COMMENTS -- MR. MATLOCK WANTED YOU TO KNOW THAT I ENCOURAGED THE BOARD OF TRUSTEES TO TAKE THE RECOMMENDATIONS TO THE NATOMAS BLACK PARENTS UNITED, TO REFUND, APPROVE, IMPLEMENT, REQUESTED PROGRAMS TO BREAK THE GENERATIONAL SYSTEMATIC CYCLE OF AFRICAN AMERICAN STUDENTS UNDER ACHIEVEMENT.

YOU HAVE THE POWER AND THE AUTHORITY TO MAKE THE CHANGE.

THANK YOU VERY MUCH. >> THANK YOU.
