MANY OF THOSE HERE TODAY ARE VETERAN EDUCATORS WORKING LONGER HOURS THAN THEY EVER HAVE BEFORE. IF YOU HAVE BEEN IN EDUCATION YOU KNOW THAT YOUR 10 HOUR DAY ALONG WITH 10 HOURS EVERY DAY OF THE WEEKEND.THEY ARE BEING ASKED TO DO MORE AND GET MORE THAN THEY EVER HAVE BEFORE. AT TIMES THEY ARE LITERALLY BRUISED AT THE END OF THE DAY. SOMETIMES BITTEN AND BLEEDING. WE ARE ALL AWARE THAT OUR PRIORITIES AND YOURS ARE NOT IDENTICAL.
BUT, ALL OF US SHOULD HAVE THE SHARED PRIORITY OF STAFFING OUR SCHOOLS SIDE AND FOR OUR STUDENTS OVER ANYTHING ELSE.
IF WE ARE GOING TO KEEP PEOPLE HERE AND DISSUADE THEM FROM GOING TO DISTRICTS AROUND US, WE NEED TO TAKE A HARD LOOK AT WHAT WE ARE SPENDING MONEY ON. YOU HAVE A BUDGET IN FRONT OF YOU TONIGHT AND IT IS A HEALTHY BUDGET. THESE NEW AND VETERAN TEACHERS BEHIND ME ARE WEIGHING THEIR OPTIONS AND IT BECOMES MORALLY DIFFICULT WHEN YOU SUPPORT A FAMILY TO MAKE A DECISION THAT WILL COST HER FAMILY SO MUCH OVERTIME. THIS WAS REALLY EMOTIONAL TO ME BECAUSE I GIVE UP ABOUT $30,000 WORKING IN THIS DISTRICT RIGHT NOW. I WERE CLOSE TO MY HOUSE, $20,000 MORE, FULLY FUNDED HEALTHCARE.
I AM TAKING THAT FOR MY HUSBAND AND MY KIDS SO THAT I CAN BE HERE. EDUCATORS WHO SPENT 15 YEARS IN NATOMAS HAVE $100,000 LESS IN LIFETIME EARNINGS THAN THOSE IN SURROUNDING DISTRICTS. IN ROSEVILLE, WE ARE $277,000 BEHIND. MANY ARE PREPARING FOR SAT NEXT WEEK.STUDENTS ARE ATTENDING THE CESAR CHAVEZ DAY AT UC DAVIS AND THE COLLEGE AND CAREER OFFICE IS PLANNING ON SIGNING UP STUDENTS FOR TRIPS TO SAN JOSE STATE AND YOU SEE MERCED.
LASTLY, THE GROWLING AWARDS ARE GOING TO RECOGNIZE STUDENTS WITH CHARACTER. STUDENT SCHOLARS COMPLETED THEIR FINALS AND THEY STARTED STATE TESTING TODAY BY TAKING THE -- TEST THAT WILL BE FOLLOWED BY MATH TESTING IN APRIL AND MAY . THERE HAVE BEEN SEVERAL COLLEGE FIELD TRIPS WITH THE TRIP TO UC BERKELEY NEXT MONDAY. IS STUDENTS WILL BE ATTENDING THE UC DAVIS CESAR CHAVEZ DAY ON MONDAY. THEY WILL ALSO BE RECOGNIZING STUDENT SCHOLARS DURING THE THIRD QUARTER ACADEMIC AWARDS CEREMONY ON FRIDAY, WHICH 22ND.
AT THE THOMAS MIDDLE SCHOOL STUDENTS WRAPPED UP THE THIRD QUARTER AND THEY ARE JUMPING INTO THE FOURTH QUARTER WITH THE MULTICULTURAL SPIRIT WEEK. STUDENTS RACKED UP LITERALLY -- WRAPPED UP LITERARY TESTING. STUDENTS WERE ABLE TO PARTICIPATE IN THE FOURTH ASSEMBLY WITH THE -- PROGRAM AND MIDDLE SCHOOL STAFF HAVE BEEN WORKING WITH DOCTOR HOLLY IN THEIR TEAM TO SUPPORT AND BUILD CULTURAL CULTURALLY SENSITIVE TEACHING PROGRAMS IN THE CLASSROOM. IT IS A REALLY GREAT AND LONG CEREMONY AND I ALSO HAD THE CHANCE TO ATTEND THE BSU NIGHT. I BRAVED THE WEATHER AND I WAS ABLE TO JUST LISTEN TO THE STUDENT PANELISTS FOR THE THINGS THAT THEY WANT TO SEE IN THEIR DISTRICT AND I THINK IT IS ALWAYS CRITICAL FOR US AS TRUSTEES TO LISTEN TO.THEY ARE THE STAKEHOLDERS MORE THAN EVERYBODY ELSE. SOME OF THE THINGS THAT WERE MENTIONED WAS NOT HAVING ENOUGH BLACK TEACHERS IN THE EDUCATIONAL SYSTEM IN GENERAL. AND THE OTHER THING WAS NOT HAVING ENOUGH BLACK HISTORY AND REPRESENTATION IN TEXTBOOKS AND THAT SEEMED TO BE A UNANIMOUS PIECE OF INSIGHT THAT ALL OF THE STUDENT PANELISTS HAD. I ALSO HAD A CHANCE TO ATTEND THE BOARD STUDY SESSION ON LEARNING RECOVERY AND THE PROGRESS THAT HAS BEEN DONE ACROSS SCHOOL SITES WITH MANY PRINCIPLES IN OUR DISTRICT. THE LESSER THINGS THAT I WANT TO MENTION OUR THE TEACHER OF THE YEAR CELEBRATION OF THE SACRAMENTO KINGS GAME. I THOUGHT IT WAS JUST INCREDIBLE FOR THE SACRAMENTO KINGS TO BE ABLE TO HIGHLIGHT ALL OF THE TEACHERS IN SET COUNTY AND THE DISTRICT.

SOMETIMES IT CAN FEEL LIKE WE ARE JUST PART OF A SYSTEM THAT TRANSCENDS MULTIPLE LEVELS OF GOVERNMENT AND THIS DEFINITELY IS ONE OF THOSE THINGS THAT I FEEL LIKE I CAN CONTRIBUTE TO. THIS IS THE PRESENTATION OF THE SECOND INTERIM REPORT AND THIS IS AN ANNUAL ITEM SO YOU WILL SEE THIS AROUND THE SAME TIME EVERY YEAR. I DO WANT TO CALL OUT THE DIRECTOR OF BUDGET AND ACCOUNTING FOR THEIR WORK ON THIS 173 PAGE REPORT REQUIRED BY THE STATE. AND ALL OF THE INFORMATION THAT I WILL BE PRESENTING TONIGHT AS WELL. TONIGHT THE OBJECTIVE IS TO TALK ABOUT THE INTERIM REPORT AND THAT IS DEFINITELY PART OF THE CONTINUOUS CYCLE AND BUDGET DEVELOPMENT. WE WILL SHOW YOU SOME ASSUMPTIONS THAT ARE OUTLINED IN THE REPORT AND TALK ABOUT EXPENDITURES AND RESERVES AND THEN WE WILL TALK ABOUT RESTRICTED RESERVES BECAUSE IT LATER, RIGHT AFTER THE SECTION ITEM IS A RESOLUTION TO COMMIT FUNDING AND THEN, TAKE A LOOK AT THE MULTI YEAR PER PROJECTION BECAUSE AS REQUIRED BY LAW EVERY SCHOOL IS REQUIRED TO PRESENT A THREE-YEAR MULTI YEAR PROJECTION. FIRST IN A ROOM, SECOND INTERIM, AND SOME HAVE TO PRESENT A THIRD BUT WE ARE NOT THERE. REMINDERS INCLUDE THE SECOND INTERIM REPORT, THAT THIRD BULLET IS INFORMATION THROUGH THE PERIOD ENDING JANUARY 2021. -- SO THAT IS ALL AS OF JANUARY 31 ON THIS REPORT. WHERE WE AT IN THIS CONTINUOUS CYCLE? YOU CAN SEE THAT OUTLINED IN THE GREEN.
WE ARE AT THE SECOND INTERIM BOARD REPORT. AND I PRESENTED FOR YOUR APPROVAL. REMINDERS ABOUT THE INTERIM REPORT FOR TRUSTEES AND THE PUBLIC . SCHOOL DISTRICTS ARE REQUIRED TO FILE THIS INTERIM REPORT WITH STATUS QUALIFICATIONS.
EITHER POSITIVE MEANING THEY CAN MEET THE DISTRICT OBLIGATIONS IN THE CURRENT FISCAL YEAR AND THE TWO SUBSEQUENT FISCAL YEARS. A QUALIFIED CERTIFICATION MEANING THAT THEY WILL BE ABLE TO MEET TWO OF THE THREE FISCAL YEARS AS FAR AS MEETING REQUIREMENTS FOR EXPENDITURES VERSUS REVENUES AND THEN NEGATIVE IS WHERE WE DON'T WANT TO GO.
THAT IS WHERE YOU CANNOT MEET YOUR FINANCIAL OBLIGATIONS OVER THOSE THREE YEARS. GLAD TO REPORT, GOOD NEWS IS, WE ARE AT POSITIVE CERTIFICATION. IN THIS MOMENT, THAT IS THE GOOD NEWS BUT THE BAD NEWS WE ARE STILL EXPERIENCING A DETERIORATING STATE BUDGET. THE LEGISLATIVE ANALYST OFFICE IS PROJECTING AN ADDITIONAL $7.7 MILLION DEFICIT OF THE STATE BUDGET.
LAST MONTH WHEN I GIVE YOU THE GOVERNOR'S OF BUDGET UPDATE THE TOTAL WAS ABOUT $58 BILLION DEFICIT AS A STATE AND IT WILL POTENTIALLY INCREASE BY ANOTHER $7.7 MILLION. ALL THINGS TO KEEP ON THE RADAR. IN THIS MOMENT WE ARE POSITIVE CERTIFICATION. AS WE LOOK AT THE STATE FINANCES WE HAVE TO KEEP MOMENTUM MOVING FORWARD. THAT IS THROUGH STRATEGIC ACTION BY THE BOARD AS PRESENTED AT FUTURE BOARD MEETINGS. OUR UNDUPLICATED COUNT HAS INCREASED FROM 66 LAST TIME THIS YEAR TO 68.4% SO ABOUT A 2 1/2% INCREASE.
OUR ADA IS FORECASTED AT 92% WHICH IS 3% LOWER THAN OUR PRE-PANDEMIC RATE OF 95% SO WE DO HAVE ACTIVE TEAMS WORKING ON TRYING TO INCREASE STUDENT ATTENDANCE. THIS YEAR AND IN THE COMING YEAR. RIGHT NOW, C.O.L.A. IS PREDICTED AT .76%.
WE WILL FIND OUT MORE IN MAY AND IF IT GOES DOWN TO THE LOWER LESS THAN .76%, WE WILL HAVE TO KEEP THAT IN MIND IN THE FUTURE AS WE DEVELOP BUDGETS. ESPECIALLY WITH THE 2024-25 BUDGET DEVELOPMENT. BIG PICTURE OF WHERE THE REVENUE IS COMING FROM AND HOW MUCH OUR LCFF SOURCES. THE TOTAL THIS YEAR WE ARE ANTICIPATING ABOUT $191 MILLION IN REVENUE AND THE BULK OF THAT, 73% OF THAT BEING LCFF. THAT IS LOCAL CONTROL FORMULA FUNDING. WE ARE SPENDING ABOUT $203 MILLION. HOW ARE WE SPENDING MORE THAN WE RECEIVE? WE DO STILL HAVE SOME PANDEMIC FUNDING

AVAILABLE AND SOME ONE-TIME CATEGORICAL FUNDS. WHEN WE LOOK AT THAT CHART IN THAT FORMAT YOU CAN SEE HOW THE EXPENDITURES ARE BEING MADE. WE ARE AT ABOUT 80% OFTEN COST OVER ROLE WITH UNRESTRICTED AND RESTRICTED FUNDS. PRIOR BOARD ACTION IN RECOGNITION OF PLANNING RESPONSIBLY AND BEING STRATEGIC AS WE MOVE FORWARD THROUGH BUDGET ACTIONS, YOU CAN SEE THE LISTS OF ITEMS WE ARE -- AND AS WE WRAP UP THAT WE STILL HAVE REMAINING FUNDING THERE. THE TECHNOLOGY REFRESH WE HAVE ABOUT $1 MILLION IN COMMITTED FUNDING. SCHOOL RESOURCE OFFICERS, WE STILL HAVE THE RESOLUTION AND EFFECT TO HIRE ADDITIONAL OFFICERS. A RECOMMENDATION TO ADD TO THE PENSION STABILIZATION FUND. TAKING A LOOK AT AVERAGE DAILY ATTENDANCE, BLUE REPRESENTS ENROLLMENT AND WE CONTINUE TO BE A GROWING DISTRICT. WE ARE PROJECTING 100 GROWTH NEXT YEAR AND ANOTHER 100 IN THE FOLLOWING YEAR. YOU CAN SEE THE AVERAGE DAILY ATTENDANCE IN GREEN WITH SLIGHT INCREASES MOVING FROM 92% AND HOPEFULLY UP TO 94% IN 2025 AND 2026.AS WE LOOK AT DEVELOPING A MULTI YOUR BUDGET ASSUMPTION YOU CAN SEE WHAT WE HAVE TO CONSIDER. IN THE WAY OF REVENUE, FACTORING AT .67% C.O.L.A. WITH AVERAGE DAILY ATTENDED AT 92%. WHEN WE TALK ABOUT REMOVAL OF STATE REVENUES, THOSE ARE ALL ONE-TIME GRANTS.
PER ITEM SO FOR A CHROME BOOK IT IS REALLY ABOUT SUPPLY CATEGORY. 25-26, DEPENDING ON THE ECONOMY, RIGHT NOW WE ARE FORECASTING A 2.73% C.O.L.A. AND THAT COULD CHANGE.
