AND I'M ASKING THIS BECAUSE WE KNOW WITH THE NEW SUPERINTENDENT-- YOU KNOW, IT IS IMPORTANT THAT WE HAVE CONTINUITY, THAT SHE HAVE ONE LESS THING THAT CHANGES DURING HER TERM. I THINK THAT WOULD PROVIDE A SENSE-- WELL, TO ANYBODY REALLY, A SENSE OF KIND OF COMFORT ALMOST, KNOWING THAT, YOU KNOW, THE PEOPLE THAT YOU WORK WITH, WHO YOU GET TO WORK WITH, A LITTLE BIT LONGER, SO YOU CAN TRULY GET TO KNOW THIS DISTRICT MORE THOROUGHLY. CSCA WILL HOST AN ANNUAL CELEBRATION TO ACKNOWLEDGE AND CELEBRATE OUR CHAPTER MEMBERS. THIS IS A TOKEN OF APPRECIATION FOR ALL THEIR HARD WORK AND AS WE CONCLUDE 2023. WE WOULD LIKE TO EXTEND AN INVITATION TO ALL BOARD MEMBERS. ON THAT NOTE, WE WOULD LIKE TO THANK THE DISTRICT LEADERSHIP FOR WORKING WITH US AND ALLOWING OUR EVENING CUSTODIANS TO ATTEND THIS SPECIAL CELEBRATION. WE WOULD LIKE TO CONTINUE TO FOCUS ON OUR SCHOOL SAFETY, INCLUDING ALL OF OUR EMPLOYEES, STUDENTS, AND PARTICULARLY, THOSE CLASSIFIED EMPLOYEES AT THE FRONT LINES. CLASSIFIED EMPLOYEES ARE EAGERLY AWAITING FOR MORE PROFESSIONAL DEVELOPMENT OPPORTUNITIES. BOTH IN PERSON AND ON-LINE FOR THE OPPORTUNITY TO EARN THEIR ONE-TIME PAYMENT. CSCA CONTINUES TO WORK WITH LEADERSHIP THROUGHOUT THE DISTRICT TO SOLVE ISSUES. WE WOULD LIKE TO WISH YOU HAPPY HOLIDAYS. [XIV.b. Natomas Teachers Association (NTA)] THANK YOU. >> THANK YOU. ALL RIGHT. NTA. >> GOOD EVENING. SO ONCE AGAIN, I WANT TO START WITH THE LAND ACKNOWLEDGMENT. I'M HAPPY TO HEAR THAT NATOMAS HIGH SCHOOL IS STARTING THEIR MEETINGS WITH ALL THE LAND ACKNOWLEDGMENT. I'M GOING TO READ A PORTION OF THE CITY OF SACRAMENTO'S LAND ACKNOWLEDGMENT TONIGHT. TO THE PEOPLE OF THIS LAND, SACRAMENTO'S ONLY FEDERALLY RECOGNIZED TRIBE, MAY WE HONOR THE NATIVE PEOPLE WHO CAME BEFORE US AND STILL WALK BESIDE US TODAY ON THESE ANCESTRAL LANDS. BY CHOOSING TO GATHER TOGETHER TODAY. AS IT IS DECEMBER, IT IS TIME FOR US TO REFLECT ON THE PAST AND LOOK FORWARD TO THE NEXT YEAR. I READ THROUGH ALL MY PAST COMMENTS FROM THE LAST YEAR. BEFORE I WROTE THIS TONIGHT. I DO HAVE TO SAY, YOU KNOW, TRANSITION WITH THE NEW SUPERINTENDENT AND REALLY A LOT OF THINGS THAT I HAVE BEEN ABLE TO LOOK BACK AT AND SAY HAVE BEEN POSITIVE IN OUR RELATIONSHIP MOVING FORWARD. NOEL, I WANT YOU TO KNOW ONE THING THAT STOOD OUT TO ME WHEN I WAS READING TODAY. WE ARE STILL THIS SUPPORT OF YOU PASSING A RESOLUTION NEXT YEAR. [00:20:04] FOR THE INTERNATIONAL DAY OF TRANSGENDER VISIBILITY. WE HOPE TO SEE THAT ON ONE OF THE AGENDAS WHEN THE YEAR STARTS. SO THAT BY MARCH, THAT IS ALL TAKEN CARE OF. NTA WANTS TO RECOGNIZE THE COMMITMENT TO COMMUNITY SCHOOLING. IT IS NOT AN INITIATIVE. IT IS A FUNDAMENTAL SHIFT IN THE WAY WE MAKE DECISIONS AS A DISTRICT. THIS IS A WAY TO SENTER THE STUDENTS AND THEIR VOICE. IT IS NOT GOING TO BE AN EASY AND QUICK FIX. IT IS A LONG-TERM COMMITMENT TO CHANGE THAT REQUIRES EVERYONE TO BE WILLING. LOOKING FORWARD TO BEING ABLE TO PRESENT COMMUNITY SCHOOLS TO ALL OF YOU NEXT MONTH. ALONGSIDE THE DISTRICT. AND BEING ABLE TO ANSWER QUESTIONS AND SHARE AND SHOW THE SUCCESS THAT IS WE HAVE SEEN IN CALIFORNIA AS WE HAVE EMBARKED ON THIS JOURNEY. I ALSO KNOW THAT SOME ISSUES FROM THIS YEAR STILL PERSIST. ALL OF OUR SITES ARE STILL CONCERNED ABOUT LACK OF CONSISTENT BEHAVIOR SUPPORTS AND CONSEQUENCES. EVEN WITH THE ADDED SUPPORT, WITH THE TRAINING, WE ARE STILL LOOKING FOR MODEL THAT IS ALLOW FOR BEHAVIOR CONCERNS TO BE ADDRESSED ON CAMPUSES IN A MEANINGFUL WAY. KEEPING TEACHERS AND CLASSROOM LONG-TERM IN THIS DISTRICT IS GOING TO BE DEPENDENT ON THEM FEELING SUPPORTIVE AND SAFE. WE ARE NOT THERE YET. WE ARE STILL PUSHING FOR PRINCIPLES TO-- PRINCIPALS TO GET MORE MEETING TIME. STAFF-CENTERED SOLUTIONS. WE ARE STILL CONCERNED ABOUT THE PLANNING GOING INTO NEXT YEAR. IN TERMS OF DEMAND ON TEACHERS' TIME, IN REGARD TO ASSESSMENTS, PROGRAM MATTICK TRAINING REQUIREMENTS ON TOP OF THE REGULAR DUTIES OF TEACHING. COLLABORATING WITH THEIR PEERS IN A MEANINGFUL WAY. MANY OF OUR EIGHT-HOUR EMPLOYEES HAVE BEEN REACHING OUT, TALKING ABOUT THE PRESSURES OF THE GROWING DISTRICT AND THE AMOUNT OF WORK THAT THEY HAVE ON THEIR PLATES. WE ARE LOOKING FORWARD TO DISCUSSION THAT IS CREATE MORE SPACES FOR TEACHER-LED COLLABORATION AND SUPPORT FOR THOSE EIGHT-HOUR EMPLOYEES. FINALLY, TO THE COMMUNITY TONIGHT, TO OUR MEMBERS, TO EVERYBODY ELSE, I WANT TO MAKE SURE THAT PEOPLE ENCOURAGE PEOPLE TO TAKE PART IN THE FORWARD FIVE THAT IS ON THE DISTRICT'S WEBSITE RIGHT NOW. THAT IS IMPORTANT NOT JUST FOR THE PEOPLE SITTING ON THE DAIS. IT IS AL IMPORTANT FOR ALL OF US IN CLASSROOMS. SO ANY OF THE TEACHERS THAT ARE SITTING AT HOME, SOMETIMES THEY SIT AT HOME WATCHING. I WANT TO ENCOURAGE EVERYBODY TO PARTICIPATE IN THAT. WE WILL SHARE WITH OUR MEMBERS THE IMPORTANCE OF THIS DATA AND ENCOURAGE THEM TO RESPOND AS WELL. SO IN CLOSING, NTA HOPES THAT EVERYBODY WHO CELEBRATES HOLIDAYS THIS TIME OF YEAR ENJOYS THEM. FOR THOSE WHO DON'T, WE HOPE THAT THE TWO WEEKS OF BREAK IS RESTFUL. WE WISH EVERYBODY A HAPPY NEW YEAR. WE WILL SEE YOU ALL IN JANUARY. HAVE A WONDERFUL EVENING. >> THANK YOU. ALL RIGHT. [XIV.c. Student Board Member] SO MOVING ON NOW TO STUDENT BOARD MEMBER GOMEZ. >> GOOD EVENING, EVERYBODY. THIS IS A WONDERFUL HOLIDAY TRADITION. CONGRATULATIONS TO-- FOR BEING SELECTED TO PLAY IN THE MIDDLE SCHOOL HONOR BAND. THANK YOU. >> THANK YOU. A LOT OF GOOD STUFF GOING ON. [XIV.d. Board Members] ALL RIGHT. TRUSTEE DOSICK? >> NOT USED TO BEING FIRST ALPHABETICALLY. GOING TO TAKE SOME ADJUSTING. I WANT TO THANK EVERYONE. IT IS REALLY STRANGE. IT IS REALLY GOOD TO BE BACK. I WANT TO THANK EVERYONE THAT WS SO ENCOURAGING OVER THE LAST FEW MONTHS. TO SEE THE WARM WELCOME. IT HAS REALLY MEANT A LOT TO ME. I'M GOING TO KEEP IT REALLY BRIEF. WE HAVE A LOT OF WORK TO DO. LET'S GET TO IT. >> TRUSTEE GRANT? >> FIRST, CONGRATULATIONS, TRUSTEE DOSICK. WELCOME BACK. IT IS GOOD TO HAVE YOUR VETERAN EXPERIENCE ON THE BOARD. GOOD TO SEE YOU. I WANT TO TAKE THIS OPPORTUNITY TO WISH EVERYONE HAPPY HOLIDAYS AND MERRY CHRISTMAS. AS A ADVAITH PRAKASH DISSING AS A PRAKTICIANING CHRISTIAN, TO ME, IT IS THE GREATEST STORY EVER TOLD. IT IS ONE OF COMPASSION, GRACE, LOVE, AND UNDERSTANDING. CELEBRATING CHRISTMAS IS ABOUT RECOGNIZING THE BIRTH OF JESUS. EVEN IF YOU COME FROM HUMBLE BEGINNINGINGS, THERE IS NO LIMIT TO WHAT YOU CAN ACHIEVE. IT IS A REMINDER FOR US TO LIVE OUT OUR VALUES. THERE IS THE BOOK OF JAMES. FAITH WITHOUT WORKS IS DEAD. FOR THOSE NOT FAMILIAR THAT, PASSAGE IS ABOUT HOW OUR FAITH SHOULD BRING GOOD WORKS. WE SHOULD USE OUR GIFTS IN THE SERVICE OF OTHERS. AND THAT IS MY ENCOURAGEMENT TO EVERYONE THIS HOLIDAY SEASON. TO USE YOUR GIFTS TO HELP SOMEONE ELSE. IT CAN BE EASY TO TAKE OUR GIFTS FOR GRANTED. IT IS REALLY COLD OUT RIGHT NOW. I CAN'T HELP BUT THINK OF THE UNSHELTERED OR THE FAMILY THAT BARELY HAS ENOUGH TO MAKE ENDS MEET. WHAT WILL CHRISTMAS BE LIKE FOR THEM? YOU NEVER KNOW HOW YOUR GIFTS CAN POSITIVELY IMPACT SOMEONE. PLEASE GO OUT THERE AND MAKE A DIFFERENCE. WHEN I THINK BACK ON A YEAR, WHEN IT COMES TO GIFTS, I COULDN'T BE MORE PROUD OF THE WORK OUR DISTRICT FORECAST HAS DONE THIS YEAR TOGETHER ON LITERACY. FROM THE BOARD MEMBERS, THE SUPERINTENDENT, ADMINISTRATION, TEACHERS, AND OUR WONDERFUL CLASSIFIED STAFF. [00:30:01] THANK YOU FOR SHARING YOUR GIFTS WITH EACH OTHER AND THE COMMUNITY. LASTLY, THE GRANT FAMILY DOES HAVE AN OPEN-DOOR POLICY ON CHRISTMAS. IF YOU ARE LOOKING FOR SOMEWHERE TO CELEBRATE OR A CUP OF HOT CHOCOLATE, YOU CAN STOP BY WITHOUT JUDGMENT. TO 1773 NORTH MEADOW DRIVE. AGAIN, MERRY CHRISTMAS. HAPPY HOLIDAYS. HOPE YOU HAVE A REFRESHING BREAK AND YOU ARE ABLE TO CREATE MEMORIES. >> THANK YOU. TRUSTEE HARDEN? >> I HAD THE PLEASURE OF VISITING SOME CLASSES WITH THE SUPERINTENDENT. WE WENT TO AMERICAN LAKES. INTERCOUPLE INDERKUM. WE WERE ABLE TO NOTICE SOME AREAS THAT COULD USE SOME IMPROVEMENT. I WANT TO SIMPLY THANK ALL THE STAFF, ALL OF YOU FOR ALL THAT YOU DO AND CONTINUE TO DO. IF YOU SEE IT, LET US KNOW. WE WILL WORK AS A TEAM TO TRY TO MAKE IT BETTER. SOME EXCITING EVENTS THAT ARE COMING UP IN USD. GIRLS AND PARENTS, TO REGISTER FOR THE RAISING RESILIENT GIRLS SESSION. THAT IS FREE SESSION THAT IS BEING SPONSORED BY OUR PARTNER, GIRLS LEADERSHIP INCORPORATED. YOU CAN VISIT WWW.GIRLSLEADERSHIP.ORG. MY FAVORITE FIVE-WEEK PARENTING PROGRAM IS THE LOVE AND LOGIC PARENT UNIVERSITY. THIS HAS BEEN AROUND FOR A LONG TIME. GLAD TO SEE THAT IT IS BACK. FEELING MORE CONFIDENT WITH PARENTING. BECOMING MORE CONFIDENT. IT IS HARD. THIS WORLD ISN'T EASY. BEING A PARENT IS TOUGH. RIGHT NOW, TIMES ARE EVEN TOUGHER FOR BEING A PARENT. I ECHO EVERYTHING THAT TRUSTEE GRANT MENTIONED ABOUT THE HOLIDAYS. EXCEPT FOR YOU PROBABLY-- I CAN SUPPLY HOT CHOCOLATE AND WE CAN ALWAYS ORDER OUT IF YOU SHOW UP. IF YOU WANT REAL FOOD, GO THERE. I MIGHT HAVE TO SWING BY FOR SOME REAL FOOD. BY ON ANOTHER NOTE, THERE IS A HUGE UPRISE IN VIOLENCE WITHIN THE WORLD. AND ALL THE SCHOOL DISTRICTS. I WOULD NOT BEING DOING MY PART OR MY JOB IF I DIDN'T VOICE MY CONCERNS WITH THE ACTIVITIES OF THE VIOLENCE THAT HAS BEEN GOING ON IN OUR HIGH SCHOOLS. AS OF LATE. WE HAVE TO DO BETTER. TRUSTEE GRANT PREACHES THE IMPORTANCE OF OUR PARENTS. IT IS SO TRUE. IT TAKES A VILLAGE. WE ARE THIS VILLAGE. WE CAN'T DO IT ALONE. BUT RIGHT NOW, THERE IS A HUGE PROBLEM WITH OUR BLACK AND BROWN KIDS, AND THAT IS ONE OF THE MAIN THINGS THAT I RAN FOR THIS SEAT. THERE IS SUCH A DISCONNECTION BETWEEN SPECIAL EDUCATION-- A DISCONNECTION BETWEEN THE BLACK AND BROWN KIDS. I'M GOING TO BE REACHING OUT TO COMMUNITY LEADERS DURING THE BREAK TO TRY TO COME TOGETHER AND HOST A FORUM IN THE BEGINNING OF THE NEW YEAR. THAT WILL INCLUDE SPEAKING WITH COMMUNITY LEADERS BECAUSE AS WE LOOK AT THIS, WE DON'T REALLY-- OUR TEENS DON'T REALLY HAVE A PLACE TO GO IN NATOMAS. THOSE JUST LISTENING TO RAP MUSIC OR TELEVISION, I MEAN, RIGHT NOW, LYRICS AND MUSIC ARE TELLING YOU TO BECOME DRUG ADDICTS. FOR PARENTS, I MEAN, IT IS HARD. SOME ARENTS DON'T KNOW HOW TO PARENT. IT DOESN'T MEAN THAT THERE IS ANYBODY AT FAULT. WE ARE HERE TO SUPPORT YOU. AND ANYTHING THAT I CAN POSSIBLY DO TO HELP ANY OF YOU GUYS, WHATEVER IT IS. 916-595-501. >> TRUSTEE MORA? >> THANK YOU. WELL, THERE ARE A COUPLE OF THINGS THAT I THINK I WOULD GO ON MAYBE LITERALLY. FIRST, WELCOME TO TRUSTEE DOSICK. I KNOW YOU MENTIONED IT IS A SOMEWHAT STRANGE EXPERIENCE. I REALIZED NOT TOO LONG AGO, IT IS A SOMEWHAT STRANGE SENTENCE FOR ME TO SAY, "MY NEW COLLEAGUE ON THE BOARD THAT HAS MORE TIME ON THE KRP BOARD AS ME." I CAN RELATE TO YOU THERE. NONETHELESS, WELCOME. JUST ONE ACTIVITY THAT I WANT TO SHARE AS PART OF MY BOARD REPORT. WAS HAVING THE CHANCE TO ATTEND THE ANNUAL CONFERENCE FOR THE CALIFORNIA SCHOOL BOARD ASSOCIATION. BOTH AS A CONFERENCE ATTENDEE AND ALSO AS AN ASSEMBLY DEL DELEGATE. I THINK I HAVE STARTED TO REACH THE TIP OF THE ICEBERG WHEN IT COMES TO UNDERSTANDING THAT ORGANIZATION A LITTLE BIT MORE. IT'S A BIG ORGANIZATION. THERE ARE A LOT OF TRUSTEES ACROSS THE STATE. I CAN'T REMEMBER THE EXACT AMOUNT, BUT I KNOW IT IS WELL OVER, YOU KNOW, 10,000. [00:35:03] I BELIEVE. OKAY. MAYBE THAT IS A HIGH NUMBER. IN THE THOUSANDS, FOR SURE. THERE ARE ALSO JUST A LOT OF THINGS THAT I LEARNED THERE. FOR IMPORTANT INFORMATION TO KIND OF MOVE FORWARD WITH AS A TRUSTEE. AND AS A MEMBER OF THIS GOVERNING BOARD, THINGS RELATED TO STUDENT BEHAVIOR WHICH HAS BEEN MENTIONED TO MY COLLEAGUES. I CAN'T AGREE MORE. THAT IS A BIG ISSUE THAT WE ALL NEED TO PAY ATTENTION TO. COMMUNITY ENGAGEMENT IN A MEANINGFUL WAY AND INCLUSIVE WAY. COUNTLESS OTHER TOPICS. I WILL SAVE THAT FOR, YOU KNOW, ANOTHER SPACE FOR CONVERSATION. I WANT TO HIGHLIGHT A COUPLE MORE THINGS. I KNOW THAT WE HAVE QUITE A BIT OF BUSINESS TO ATTEND TO TODAY AS WELL. I WANTED TO GIVE A HIGHLIGHT DURING THIS BOARD REPORT TO THE NUSD PODCAST. I STARTED LNGS TO IT BECAUSE, YOU KNOW, I HAVE BEEN DRIVING-- PODCASTS FOR ME TRANSLATE TO DRIVING TIME. I HAVE LEARNED SO MUCH ABOUT-- YOU KNOW, A LITTLE BIT MORE OF THE DETAILS BEHIND SOME OF OUR PROGRAMS. REALLY THE PEOPLE BEHIND OUR PROGRAMS. ALL OF THE AMAZING PEOPLE WHO WORK IN OUR DISTRICT. AND INITIATIVES, LIKE THE DEI LITERACY INITIATIVE. I LEARNED ABOUT-- WELL, SOME OF THE BOOKS. IT WAS REALLY FRUITFUL TO BE ABLING TO ENGAGE WITH THAT PODCAST AND WHAT OUR DISTRICT WAS DOING A LITTLE BIT MORE. I ENCOURAGE EVERYONE, WHEN YOU HAVE A CHANCE TO TAKE A LISTEN TO THOSE EPISODES AS WELL. THANK YOU TO KAY AND THE ENTIRE PRODUCTION TEAM FOR PUTTING THAT ON FROM, OF COURSE, FORECAST OUR DEPARTMENT, COMMUNITY AND FAMILY ENGAGEMENT. LAST THING I WANT TO MENTION IS, OF COURSE, HAPPY HOLIDAYS. I SAY THAT TO EVERYONE. I KNOW WE ARE CELEBRATING A LOT OF SPECIAL DAYS FOR MANY, MANY PEOPLE. I WON'T GO THROUGH THE LIST OF SOME OF THOSE WELL-KNOWN HOLIDAYS. I WILL SAY, YOU KNOW, I REALLY GENUINELY HOPE THAT EVERYONE IS ABLE TO HAVE SOME TIME, WHETHER IT IS WITH FAMILY OR OTHERS AROUND THEM, THAT ALSO F CELEBRATE THOSE SPECIAL DAYS. THAT IS CONCLUDES MY BOARD REPORT FOR TODAY. >> SO I JUST HAVE ONE PERSONAL COMMENT. I WANT TO GET TO THE CSBA EXPERIENCE OF GOING TO THE CALIFORNIA SCHOOL BOARD ASSOCIATION. IT IS OUR ANNUAL CONFERENCE, AND IT IS THE CONFERENCE THAT PROVIDES THE MOST-- YOU KNOW, THE LARGEST GROUP OF, YOU KN KNOW,-- WORKSHOPS FOR US TO TAKE. AND KEEP UP ON AS A BOARD MEMBER. YOU KNOW, CSBA. THE CALIFORNIA SCHOOL BOARD ASSOCIATION, ITS MAIN FOCUS IS TO HELP BOARDS TO BECOME BETTER BOARD MEMBERS AND TO HELP GOVERNANCE. IN A SENSE THAT, YOU KNOW, WE UNDERSTAND OUR ROLES AND RESPONSIBILITIES AND THAT WE ALSO UNDERSTAND ALL THE THINGS ASSOCIATED WITH BEING A BOARD MEMBER. THAT, TO ME, TAKES TIME. YOU KNOW, TO LEARN THAT. NOEL, GIVE YOURSELF, YOU KNOW, THAT GIFT OF TIME. BECAUSE I THINK EVEN AS EXPERIENCED BOARD MEMBERS, WE ARE STILL LEARNING ALL THE TIME. ALL THE TIME. JUST WHEN YOU THINK YOU'VE GOT IT DOWN, A HOST OF NEW STUFF COMES. AND YOU HAVE TO LEARN ABOUT THINGS. IT IS CONTINUOUS. IT IS EXCITING. IT IS REALLY EXCITING. SO I APPRECIATED BEING ABLE TO ATTEND THE CONFERENCE WITH OUR SUPERINTENDENT AND MEMBERS OF HER CABINET. IT WAS A GOOD WAY FOR US TO GET TO KNOW EACH OTHER. YOU KNOW, OUTSIDE OF THE BOARD ROOM. AND ALSO TO SHARE WHAT WE HAVE LEARNED. WHAT WE HAVE HEARD. AND THEN I WAS ABLE TO YOU KNOW, GO TO A WORKSHOP PROVIDED BY THIS DISTRICT. THE MEMBERS OF THE CABINET UP ON THE STAGE. AND SHARING INFORMATION. AND JUST THE RESPONSE IN THE ROOM TO THAT WORKSHOP. SO IT WAS BILL, AND DOUG AND EARL. I'M GOING TO MISS SOMEBODY ON THE STAGE. THAT WAS IT. THE THREE OF YOU. RIGHT? AND CARLY. THANKS FOR BEING THERE WITH US. ALONG WITH OUR NEW MEMBER. [00:40:02] SHE IS IN THE AUDIENCE THERE. OBVIOUSLY, OUR TWO LEADERS. YOU KNOW, ROBYN AND CHRISTINA THAT KEPT US MOVING THROUGH THAT. NAVIGATING THROUGH THE CONFERENCE. SO THANK YOU. JUST CLOSING OUT THE YEAR, YOU KNOW, A LOT OF GRATITUDE THIS YEAR. GRATITUDE USUALLY WE TALK ABOUT AT THANKSGIVING. I HAVE A LOT OF GRATITUDE THIS YEAR BECAUSE THE DISTRICT WENT THROUGH CHANGES. WE HAD A NEW SUPERINTENDENT, HIRED A NEW SUPERINTENDENT, AND I THINK THAT THE EBB AND THE FLOW OF THE DISTRICT CONTINUED WITH THE LEADERSHIP. ROBYN'S LEADERSHIP. AND ALSO OUR ABMIN STAFF WHO HAVE BEEN HERE AND HAVE A LOT OF EXPERIENCE. I'M VERY APPRECIATIVE OF THAT TRANSITION BEING VERY SEAMLESS IN SOME RESPECTS. I'M SURE BEHIND THE SCENES, IT DIDN'T SEEM LIKE IT WAS SEAMLESS MAYBE AT TIMES. I THINK THAT, YOU KNOW, THERE WERE A LOT OF EFFORTS TO TRY TO MAINTAIN WHAT WE ALREADY HAD IN PLACE. AND THEN TO ALSO IMPROVE UPON WHAT WE NEEDED TO DO AS A DISTRICT. I'M VERY APPRECIATIVE TO ROBYN'S WILLINGNESS TO BE VERY OPEN-MINDED ABOUT THE NEEDS OF THIS DISTRICT. VERY STRATEGIC ABOUT CHANGE. ALSO BEING ABLE TO KIND OF LOOK TO THE FUTURE TO SEE EXACTLY WHAT WE NEED TO TACKLE. FIRST AND FOREMOST. WHICH PRETTY SOON, YOU WILL HEAR THE BUDGET. JUST FINALLY, A COMMENT ABOUT THE VIOLENCE ON CAMPUSES. NOT TRYING TO MAKE EXCUSES, BUT I THINK, YOU KNOW, NATOMAS ISN'T UNIQUE IN A HOST OF ISSUES RELATED TO STUDENT BEHAVIOR. IT IS STATEWIDE. IT IS NATIONWIDE. IT IS WHAT WAS DISCUSSED AT CSBA. EVEN KNOW IT MAY BE-- EVEN THOUGH IT MAY BE WORSE IN OTHER AREAS, THIS DISTRICT TAKES STEPS TO ADDRESS THE PROBLEMS AS SOON AS WE CAN, RATHER THAN LOOKING AT HOW WE HAVE TO GO IN THERE AND SPEND MORE TIME. WHEN WE HAVE BEEN PROACTIVE, WE HAVE A GREATER CHANCE TO BRING ABOUT CHANGE. I'M CONCERNED ABOUT YOUNG PE PEOPLE. I'M CONCERNED ABOUT FAMILIES. WE NEED THE HELP OF THE PARENTS IN THIS. I LOOK FORWARD TO, AS WE MOVE FORWARD IN THE NEW YEAR, TO STRENGTHENING NOT ONLY OUR OUTREACH TO STUDENTS WHO I TRULY UNDERSTAND, THAT THEY DON'T FEEL CONNECTED TO SCHOOL, THEY WILL SAY WHAT IS THE POINT OF GOING TO SCHOOL? SO THE SAME THING WITH PARENTS. IF MY VOICE IS NOT HEARD, AND I DON'T SEE ANY EVIDENCE OF CH CHANGE, THEN, THEN YOU KNOW, WE DON'T WANT THAT TO HAPPEN. I LOOK FORWARD, WHETHER IT IS THROUGH OUR COMMUNITY PROGRAM OR JUST AS A WHOLE. AS A DISTRICT. WORKING WITH ALL OF YOU TO ADDRESS-- TO STRENGTHENING AND ADDRESSING THE NEEDS OF OUR [XIV.e. Superintendent's Report] STUDENTS. THANK YOU. >> SUPERINTENDENT. >> WELL, GOOD EVENING. ALSO WELCOME, MR. DOSICK. WE ARE VERY HAPPY TO HAVE YOU HERE AND JOINING US ON THE BOARD. HAPPY TO SEE YOU HERE THIS EVENING. A NICE SWEARING-IN FOR YOU. AS WAS MENTIONED, I WAS ALSO AT THE CSBA CONFERENCE WITH SEVERAL TRUSTEES AND SEVERAL OF MY COLLEAGUES. I WAS ABLE TO ATTEND SEVERAL RELEVANT AND INFORMATION MALL SESSIONS WHICH WAS GREAT AS A NEW SUPERINTENDENT, AS DR. HEREDIA MENTIONED, WE ARE LIFELONG LEARNERS AND LEARNING NEW THINGS. EDUCATION CHANGES SWIFTLY. AND WANTING TO KEEP UP WITH THAT. ALSO, KUDOS TO OUR TEAM THAT PRESENTED ON SOCIAL-EMOTIONAL SUPPORTS FOR OUR STUDENTS. THE AUDIENCE WAS EXTREMELY IMPRESSED WITH THE WORK THAT WE DO. THE ROOM WAS FULL. YOU KNOW THE SESSION WAS GOOD WHEN EVERYBODY STAYS AFTERWARDS TO ASK QUESTIONS. AND ASK HOW WE PAY FOR SOMETHING LIKE THAT. ASKING THE OTHER MEMBERS, HOW DO YOU DO THAT? AND SO REALLY APPRECIATE-- APPRECIATIVE OF THE TEAM FOR SHARING THE PROGRAMS THAT HAVE BEEN VERY SUCCESSFUL HERE IN NATOMAS. AS TRUSTEE HARDEN MENTIONED, WE HAD A GREAT TIME VISITING THE SPECIAL EDUCATION CLASSROOMS. TRUSTEE HARDEN AND I GOT OUR MORNING WORKOUT GOING. A STUDENT ASKED ME TO COLOR WITH HER. AND JUST TO SEE THE WORK OF OUR [00:45:03] TEACHERS AND OUR INSTRUCTIONAL AIDES IN THE CLASSROOM WORKING HARD AND DOING WHAT'S BEST FOR OUR STUDENTS, AND SO REALLY ENJOYED THAT. I'LL KIND OF SKIP SOME OF THEM. I ENJOYED GOING TO THE BASKETBALL GAME BETWEEN BETWEEN INDERKUM AND NATOMAS HIGH SCHOOL. I NEEDED TO MAKE SURE I HAD COMPLETELY NEUTRAL COLORS ON. I SAT IN THE CENTER OF THE GYM AND ROOTED FOR BOTH TEAMS. ONE WAS A SMIDGE BUT TALLER THAN THE OTHER. BOTH TEAMS COMPETED OUT THERE. THAT IS WHAT WE WANT TO SEE OUR KIDS DO. TO LEARN HOW TO WORK HARD, LEARN HOW TO COMPETE. YOU KNOW, TO WIN WITH DIGNITY AND TO LOSE WITH CLASS. AND THAT WAS DEMONSTRATED. AND WATCHING THE PLAYERS SHAKE HANDS AT THE END, YOU COULD TELL SEVERAL OF THEM KNEW EACH OTHER. IT WAS GREAT TO SEE THAT HAPPEN. AND THEN AS TINO MENTIONED, I HEARD THE THREE FINALISTS ON PITCH NIGHT. THEY TALKED ABOUT THE COMPANY THEY WERE STARTING. THERE WERE JUDGES. THEY ALL GOT UP AND PRESENTED. THEY WERE AMAZING. THEY DID A LOT OF HARD WORK. I HAD A LOT OF GREAT TIME, TOO DURING THE DELIBERATIONS WHEN THE JUDGES WERE BEHIND THE SCENE. SEVERAL STUDENTS CAME UP AND SPOKE WITH ME. AND SO I HAD 15-20 MINUTES OF JUST ASKING THEM ABOUT THEMSELVES, WHAT THEY WANTED TO DO IN THE FUTURE. WHAT THEY ENJOYED ABOUT SCHOOL. THEY WERE GREAT. THAT WAS PROBABLY THE BEST PART OF MY DAY TO. SEE STUDENTS DO AMAZING THINGS. THEN TO TALK TO KIDS. THAT IS THE REASON THAT WE GO INTO EDUCATION. TO BENEFIT OUR STUDENTS AND HAVING THAT OPPORTUNITY TO TALK WAS AMAZING. AND THEN JUST A LITTLE BIT OF A BRAG POINT. THE DEI LITERACY NIGHTS. TRUSTEE MORA REFERRED TO THAT A LITTLE BIT DURING NOVEMBER AND DECEMBER. OUR TK-5 AND TK-8 SCHOOLS HELD THE DIVERSITY LITERACY EVENTS. ACROSS THE DISTRICT, 850 STUDENTS AND FAMILIES IN ATTENDANCE. WHICH IS AMAZING. SOME OF THE HIGHLIGHTS WERE SENT TO ME, YOU KNOW, SHOUT OUT. TWO RIVERS HAD 110 PEOPLE THERE. NATOMAS PARK, 132. AMERICAN LAKES, 207 PARTICIPANTS. KUDOS TO THEM FOR WHAT A GREAT TURNOUT. LITERACY IS IMPORTANT. ENGAGING OUR FAMILIES IS IMPORTANT. DIVERSITY IS IMPORTANT TO. BRING ALL THOSE THINGS TOGETHER IS QUITE THE CELEBRATION. I TOO WANT TO WISH EVERYONE A WONDERFUL HOLIDAY SEASON. FILLED WITH PEACE, TIME WITH FAMILY, AND JUST ENJOYMENT. I THINK WE ALL NEED A LITTLE REST AND RELAXATION. OUR TEACHERS, OUR STAFF, EVERYONE IN THE DISTRICT, IT IS JUST A NICE TIME. SOME PEOPLE GET MORE DAYS OFF THAN OTHERS. GETTING SOME QUIET TIME AND GETTING REJUVENATED FOR THE NEW YEAR, REALLY LOOKING FORWARD TO. THAT SO THANK YOU. >> MOVING ON TO THE CONSENT [XV. CONSENT ITEMS] ITEMS. I'M LOOKING FOR A MOTION AND A SECOND TO APPROVE THE CONSENT CALENDAR. >> SO MOVED. >> SECOND. >> GRANT. SECONDED BY DOSICK. CALL THE ROLL, PLEASE. >> DOSICK? >> AYE. >> GRANT? >> YIE. >> HARDEN? >> AYE. >> MORA? [XVI.a. Present the District's Initial Contract Proposal for Negotiations with the Natomas Teachers Association (NTA) for the 2024-25 School Year ] AYE. >> GOMEZ? >> AYE. >> MOTION CARRIES. 6-0. I WOULD LIKE TO OPEN THE PUBLIC HEARING FOR THE DISTRICT'S INITIAL CONTRACT PROPOSAL FOR NEGOTIATIONS WITH THE NATOMAS TEACHERS ASSOCIATION FOR THE 2024-'25 SCHOOL YEAR. CHIEF ACADEMIC OFFICER ANGELA HERRERA WILL LEAD US ON THIS ITEM. WE ARE NOW IN THE PUBLIC HEARING. >> TRUSTEES, TONIGHT, WE WANT TO TALK ABOUT OUR PLANS FOR BEGINNING NEGOTIATIONS WITH OUR LABOR PARTNERS WITH NTA. BAR GAINING AGREEMENT THAT IS-- IT GOES THROUGH JUNE 30 OF 2024. SO WE ARE SEEKING TO IDENTIFY MAJOR AREAS THAT WE ARE INTERESTED IN COLLABORATING WITH NTA TO NEGOTIATE FOR THE UPDATED CONTRACT IN JULY OF 2024. OBVIOUSLY, ALL OF THIS WORK IS DISTRICT. THE THINGS THAT WE HOLD DEAR, OUR COAL VALUES. AND THE GOALS THAT WE HAVE. SO IN KEEPING WITH THAT, AFTER DOING A LOT OF WORK AND ENGAGING SITE LEADERS, TRUSTEES, THE STAFF, WE HAVE BEEN ABLE TO IDENTIFY THINGS THAT ARE VERY% IMPORTANT TO US. AND THAT WE WANT TO COMMIT TO SPENDING OUR TIME, ENERGY, RESOURCES. SO DEFINITELY, WORKING WITH OUR CERTIFICATED STAFF ON HOW WE CAN MOST EFFECTIVELY IMPLEMENT WRITING, READING, AND MATH INSTRUCTION THROUGHOUT THE DISTRICT. THAT REQUIRES NOT JUST A [00:50:04] PROFESSIONAL DEVELOPMENT DAY WHERE PEOPLE COME FOR A FEW HOURS AND LEARN HOW TO DO SOMETHING. THERE IS MORE TRAINING REQUIRED FOR US TO BE EFFECTIVE IN THAT WORK. WE TALK ABOUT DEI. SUPPORTING OUR STUDENTS' BACKGROUNDS AND EXPERIENCES. TRAINING AND IMPLEMENTATION EFFORTS. DEFINITELY, YOU HEARD ABOUT IT TONIGHT. IT SHOULDN'T COME AS ANY SURPRISE. WE DO PARTNER WITH NTA QUITE A BIT. UNDERSTANDING HOW WE CAN MAXIMIZE THE TIME FOR TEACHERS TO COLLABORATE WITH EACH OTHER. AND ALSO MAKING SURE THAT IT ALLIANCE WITH RESEARCH AND BEST PRACTICES. SO THEY CAN FEEL THE MOST EFFECTIVE AND SUPPORTED THIS WHAT-- IN WHAT THEY ARE TRYING TO DO WITH THE STUDENTS. LASTLY, WE CARE ABOUT OUR STAFF. WE WANT TO LEARN ABOUT HOW WE CAN FOSTER THE ENVIRONMENT THAT HELPS THEM TO FEEL WELL TO FEEL LIKE THEY ARE GROWING PROFESSIONALLY IN OUR ORGANIZATION. AND THAT THEY CAN HAVE A CAREER HERE. THOSE ARE THE MAJOR AREAS WE ARE INTERESTED IN PURSUING. OF COURSE, TRUSTEES, YOU HAVE LET US-- LED US IN THIS WORK OVER THE LAST DECADE. WITH ALL THIS IN MIND, WE ARE ASKING YOU TO APPROVE OPENING ARTICLES. AS A SIDE NOTE, THERE IS 22 ARTICLES IN THE COLLECTIVE BARGAINING AGREEMENT WITH NTA. OVER THE LAST FIVE YEARS, WE HAVE NEGOTIATED 86% OF THE ARTICLES. THE INTERESTING THING IS NOT NECESSARILY JUST ONCE. SOME ARTICLES ARE OPENED EVERY TIME. THAT SHOWS YOU THAT THERE IS A LARGE PART OF THIS CONTRACT THAT HAS BEEN CONSIDERED OVER THE LAST FIVE YEARS. ARTICLE ONE, IT IS AN AGREEMENT. WHEN WE ESTABLISH HOW LONG THE TERMS THAT WE ARE NEGOTIATING ARE IN EFFECT. WE DEFINITELY ARE INTERESTED IN A MULTI-YEAR AGREEMENT SO WE CAN HAVE TIME TO IMPLEMENT THE THINGS WE COME TO NEGOTIATE. WITH EACH OTHER. WE UNDERSTAND THAT CHANGE TAKES TIME. WE TALK ABOUT THAT. WE WANT TO MAKE SURE WE ARE IMPLEMENTING. SALARY THAT IS KEEP US COMPETITIVE. WE WOULD LIKE TO REASSESS OUR PRESCHOOL TEACHER REQUIREMENTS. IN LIGHT OF THE STATEWIDE TK EXPANSION AND THE CREDENTIAL REQUIREMENTS. FOR THOSE STAFF. HOURS OF EMPLOYMENT. THIS COVERS A SIGNIFICANT NUMBER OF AREAS FOR US. SO WE DEFINITELY TALK ABOUT HOW WE CAN MAXIMIZE OPPORTUNITIES FOR COLLABORATION AND TRAINING. WE HAVE PRESENTED. WE HAVE TALKED ABOUT THE THINGS THAT WE SAY ARE IMPORTANT IN THIS DISTRICT. HOW WE ENSURE THAT ALL STAFF HAVE ACCESS TO THOSE TRAININGS. HOW DO WE ENSURE THAT WE ARE ALIGNED AND CALIBRATED WITH WHAT WE ARE BEING TRAINED ON. AS WELL AS THAT COOPERATION. TIME WITH YOUR PEERS TO LEARN BEST PRACTICES. AND KNOW YOUR STUDENTS. IT IS VERY IMPORTANT. AND THEN ALSO LOOKING AT OUR NEW TEACHING STAFF, THE DIFFERENT RESOURCES AND PLATFORMS THAT WE UTILIZE IN THIS DIGITAL AGE. THE SPECIFIC SITE THE STAFF ARE GOING TO BE AT. HOW CAN WE MAXIMIZE THE TIME THAT WE HAVE FOR NEW STAFF? LASTLY, WITH OUR HEALTH AND WELFARE BENEFITS, YOU KNOW, WE HAVE EXPERIENCED SOME RECENT DRAMATIC INCREASES IN SOME OF THE PLAN COSTS. SO DEFINITELY LOOKING AT HOW WE CAN CONSIDER OUR LEVEL OF CONTRIBUTION. TOWARDS THAT. AND THEN ALSO WE HAVE WORKED WITH NTA OVER THE LAST 18 MONTHS. ON HOW WE CAN LOOK AT PLANS MOVING FORWARD JOINTLY. WITH ALL OF THE STAFF. WE ARE INTREFSED IN-- WE ARE INTERESTED IN PURSUING THOSE CONVERSATIONS FURTHER. WE ARE VERY APPRECIATIVE OF THE WORK THEY HAVE DONE SO FAR FOR US. IN TALKING ABOUT STAFF WELL-BEING, WE WANT TO HAVE THOSE JOINT CONVERSATIONS. IT IS VERY EASY FOR US TO SAY THAT WE THINK THESE ARE THE THINGS THAT WILL HELP OUR STAFF FEEL CONFIDENT AND GOOD ABOUT THE WORK THAT THEY ARE DOING. AND WE WILL MEET THE NEEDS THAT THEY HAVE PERSONALLY, PROFESSIONALLY. WE NEED TO DO THAT JOINTLY. WE ARE ASKING FOR SOME FORMALIZED WORK TOGETHER WITH OUR NTA STAFF SO WE CAN REALLY ADDRESS SUPPORTING OUR STAFF'S WELL-BEING. IN A VARIETY OF AREAS THAT YOU CAN SEE LISTED. [00:55:04] THAT BEING SAID, WE HAVE TALKED WITH NTA. AND YOU SHOULD EXPECT TO SEE OR HEAR FROM THEM VERY SHORTLY. AT AN UPCOMING BOARD MEETING. AS THEY SUNSHINE THEIR INTERESTS FOR NEGOTIATIONS. AND SO IN A MOMENT, WHEN WE GET TO THE ACTION ITEMS, WE WILL ASK TRUSTEES, WE WILL SEEK YOUR APPROVAL TO ENTER INTO NEGOTIATIONS COVERING OUR INTERESTS WITHIN THESE FOUR ARTICLES. ANY QUESTIONS? >> I DON'T HAVE ANY QUESTIONS. I JUST WANT TO SAY JOB WELL-DONE. AND FOR THE PUBLIC TO KNOW, WE MAY NOT HAVE ANY QUESTIONS. IT MIGHT SEEM LIKE THIS HAS MOVED FAST. THIS HAS BEEN A LONG PROCESS. THERE IS MORE TO COME. THEY HAVE SPOKEN WITH EACH OF US INDIVIDUALLY, AS A TEAM. WE ARE UPDATED ON ALL OF THIS. WE ALREADY HAVE TAKE AN LOOK AT THIS. THANK YOU. >> THANK YOU. >> SO I'M LOOKING FORWARD TO THIS COLLABORATION. SORRY. ANGELA. I'M LOOKING FORWARD TO THE COLLABORATION EFFORT BECAUSE I THINK IT IS GOING OR THE MORE IMPORTANT NOW THAN EVER AS WE LOOK AT DECLINING BUDGETS, DECLINING COLA. AND A HOST OF OTHER LIMITATIONS. I THINK NOW MORE THAN EVER, WE ARE GOING TO HAVE TO COME TOGETHER AND WORK HARD TO ADDRESS THE ISSUES THAT ARE IMPORTANT TO BOTH SIDES. SO THANK YOU. >> THANK YOU. >> ALL RIGHT. IF THERE ARE NO OTHER QUESTIONS, THEN I'M LOOKING FOR A MOTION AND A SECOND TO CLOSE THE PUBLIC HEARING. >> MOVE TO CLOSE. >> TRUSTEE DOSICK? >> SECOND. >> TRUSTEE HARDEN, SECOND THAT. >> PLEASE CALL THE ROLL. >> DOSICK? >> AYE. >> GRANT? >> AYE. >> HARDEN? >> AYE. AND EVERYONE IN THE AUDIENCE AND WATCHING THE TELEVISED VERSION OF TONIGHT'S BOARD MEETING. THE NEXT FIVE ITEMS ARE FINANCIAL REPORTS OR AUDITS. ALL OF YOU HAVE RECEIVED PREVIOUS COMMUNICATIONS AND INFORMATION REGARDING THOSE ITEMS. DURING THE PRESENTATION, PLEASE FEEL FREE TO ASK QUESTIONS AS WE MOVE THROUGH. THIS PARTICULAR ITEM IS SPECIFICALLY FOCUSED ON THE FIRST INTERIM. THE OBJECTIVE, AS YOU CAN SEE HERE, IS SHARING THE BUDGET HIGHLIGHTS AND ASSUMPTIONS. PROVIDING YOU SOME RECENT INFORMATION THROUGH OCTOBER 31 OF THE REVENUES, EXPENDITURES AND RESERVES. I TALK ABOUT THE ASSIGNED FUNDS. THAT VERY IMPORTANT PRACTICE OF EVERY SCHOOL DISTRICT. THE MULTI-YEAR PROJECTION AUMS SUMPTIONS. WHAT DOES THE CURRENT YEAR LOOK LIKE NOW? AND WHAT ARE THE TWO OUT YEARS LOOKING LIKE? ABOUT THE INTERIM REPORTS AND A REMINDER, FOR THIS PARTICULAR REPORT, IF YOU FOCUS ON THE SECOND-- THE FIRST REPORT IS DUE BY DECEMBER 15. IT IS FOR THAT PERIOD THROUGH OCTOBER 31. YOU CAN SEE THE FINANCIAL INFORMATION THROUGH OCTOBER 31. THEN SOME REMINDERS. AS FAR AS THE SECOND INTERIM. SIMILAR INFORMATION. LY COME BACK TO YOU IN MARCH WITH A SIMILAR REPORT CALLED SECOND INTERIM. ADDITIONAL INFORMATION ABOUT INTERIM REPORTS. FOUR INTERIM REPORTS. ALSO THAT REMINDER IS THAT AN INTERIM REPORT IS A FINANCIAL REPORT FOR A SNAPSHOT IN TIME. IN THIS PARTICULAR CASE, THROUGH OCTOBER, AN INTERIM REPORT GETS A QUALIFICATION OF EITHER POSITIVE, MEANING WE CAN MEET THE FINANCIAL OBLIGATIONS IN THE CURRENT YEAR, AND THE TWO OUT YEARS. A QUALIFIED, MEANING WE CAN MEET THE FINANCIAL OBLIGATION FOR THE CURRENT, MAY NOT MEET ITS OBLIGATION FOR ALL THREE YEARS. OR NEGATIVE. MEANING THAT THERE ARE CONCERNS THAT WE ARE NOT ABLE TO MEET THE CURRENT YEAR OR SUBSEQUENT FISCAL YEARS' FINANCIAL OBLIGATIONS. I'M PLEASED TO REPORT, AS WE MOVE FORWARD, THAT WE ARE POSITIVE. RIGHT HERE IS AN IMAGE THAT YOU HAVE SEEN BEFORE. OUR CYCLE OF BUDGET DEVELOPMENT. [01:00:04] THROUGHOUT THE YEAR, HIGHLIGHTED IN BLUE THERE. OUR SNAPSHOT IN TIME OF WHERE WE ARE AT. AND WHAT'S COMING UP IN THE NEAR FUTURE. WE ARE AT POSITIVE CERTIFICATION. MEANING WE CAN MEET OUR OBLIGATION THIS IS YEAR AND THE TWO YEARS AT THIS TIME. I WILL PREFACE THAT AT THIS TIME. THERE IS SOME STATEWIDE BUDGET INFORMATION THAT YOU MAY BE AWARE OF THAT MAY IMPACT US. FOR THE NEXT COUPLE OF YEARS. THAT MEANS FOR POSITIVE CERTIFICATION, WE CAN MEET OUR 3% RESERVE. THAT IS REQUIRED BY THE STATE OF CALIFORNIA. YOU CAN SEE THAT OUR ENROLLMENT IS PROJECTED AT 11,263. THAT IS # 17 MORE THAN WHAT WAS PRESENTED TO YOU IN JUNE. OUR ENROLLMENT IS GROWING. THAT IS POSITIVE. AVERAGE DAILY ATTENDANCE, WE ARE PROJECTING 92% FOR THE YEAR. WE ARE MONITORING THAT. WE ARE HOPING WE CAN GET UP TO 93% BY THAT MARCH REPORTING. OTHER KEY POINTS FOR THE FIRST INTERIM. FOR UNDUPLICATED PUPIL COUNT. A REMINDER FOR TRUSTEES IN THE AUDIENCE. FREE AND REDUCED LUNCH IDENTIFIED FAMILIES. ENGLISH LEARNERS AND FOSTER CREATING THE UNDUPLICATED PUPIL COUNT. WE ARE HOVERING AT 66.24%. THAT IMPACTS HOW MUCH ELSE CFF FUNDING THAT WE GET AS A SCHOOL DISTRICT. AND SOME OTHER KEY POINTS LISTED THERE. WE ALSO DID RECEIVE THE INITIAL ALLOCATION OF THE PROP 28 FUNDS. WHICH ARE SPECIFICALLY FOR ARTS AND MUSE KNICK SCHOOLS. MUSIC IN SCHOOLS. THIS YEAR'S STATE BUDGET ALSO INCLUDED TRIGGER LANGUAGE BASED ON STATE REVENUES. STATE REVENUES WERE UP. THE TRIGGER LANGUAGE WOULD NOT BE ENACTED TO REDUCE FUNDING THROUGHOUT THE STATE. STATE REVENUES ARE NOT UP. I WILL SHARE MORE INFORMATION. THE TRIGGER LANGUAGE WAS ENACTED. WE SAW REDUCTIONS IN THE EXPANDED LEARNING OPPORTUNITY PROGRAM OF ABOUT 12%. THAT INITIAL ALLOCATION IS BEING REDUCED BY 12%. ARTS AND MUSIC AND INSTRUCTION MATERIALS, A BLOCK GRANT. WE DID RECEIVE $6.5 MILLION. IT IS BEING REDUCED BY 3.5%. WE WILL HAVE TO SHIFT SOME MONEYS BACK-- FUNDS BACK TO THE STATE. LEARNING RECOVERY, EMERGENCY BLOCK GRANT. $14.5 MILLION WAS THE ORIGINAL ALLOCATION. IT IS BEING REDUCED. THAT IS A 14.31% REDUCTION. THE SHIFTS WILL HAVE TO BE BACK TOWARDS THE STATE. WE MAY SEE SOME LESS GENERAL FUNDS IN THE FUTURE MONTHS. AS THEY PAY THE PORTION BACK TO THE DISTRICT. AND PROP 28, WHICH I JUST MENTIONED TO YOU. THE ARTS AND MUSIC IN SCHOOLS. WE DID RECEIVE THAT. $1.72 MILLION. THAT IS ONGOING FUNDS. IT IS RESTRICTED FUNDS. SPECIFICALLY, FOR ARTS AND MUSIC IN SCHOOLS AND SPECIFICALLY, ALLOCATED TO SCHOOLS. BIG PICTURE. FOR THE UNRESTRICTED GENERAL FUND. WE ARE SEEING $145.2 MILLION IN REVENUES. FOR THE TOTAL GENERAL FUND WHICH INCLUDES THOSE RESTRICTED FUNDS, $190 MILLION. WHAT'S ANTICIPATED IN REVENUES IN THIS REPORTING. YOU CAN SEE THE BREAKOUT IN THE PIE CHARTS BELOW OF WHERE THOSE SOURCES ARE COMING FROM. WE TALK ABOUT REVENUES. WE HAVE TO LOOK AT EXPENDITURES AS WELL. RIGHT NOW IN THIS MOMENT, WE ARE LOOKING AT $123.6 MILLION IN UNRESTRICTED GENERAL FUND EXPENDITURES. YOU CAN SEE WHERE THAT $123 MILLION IS BEING SPENT. THEN THE TOTAL GENERAL FUND. $202 MILLION IN EXPENDITURES. YOU WILL NOTE THAT OUR REVENUES ARE LESS THAN WHAT'S PLANNED FOR EXPENDITURES. KEEP IN MIND, SOME OF THOSE ARE ONE-TIME FUNDS. FOR SPECIFIC GRANT FUNDS THAT WE HAVE CARRIED FORWARD INTO THE YEARS. FOR EXAMPLE, OUR PENDANT FUNDS. THAT CAUSES THAT INCREASE OVER WHAT WE WERE SEEING IN THE CURRENT YEAR. SIMILAR IMAGE WITH THE PIE CHART OF EXPENDITURES. YOU CAN SEE FROM LEFT TO RIGHT. UNRESTRICTED EXPENDITURES VERSUS TOTAL GENERAL FUND EXPENDITURES. RIGHT NOW, AS OF THIS REPORTING, WE ARE HOVERING AROUND 78% STAFFING COSTS. TYPICALLY, THAT IS WHERE YOU WANT TO BE AS A DISTRICT. DEFINITELY BELOW 85%. FOR THE GENERAL FUND RESERVES, YOU CAN SEE WHERE THEY ARE [01:05:03] RECOMMENDED TO BE ALLOCATED. $6.05 MILLION IS THE REQUIRED RESERVE. STATE MANDATED. THAT IS THE 3% RESERVE. AS A REMINDER, A 3% RESERVE IS ABOUT TWO AND A HALF WEEKS OF PAYROLL. AS WE MOVE FORWARD INTO THE FUTURE, RIGHT? WE ARE TALKING ABOUT REDUCTIONS IN STATE REVENUE AND AS WE LOOK AT CASH FLOW COMING INTO THE DISTRICT, 3% ONLY COVERS ABOUT 2.5% PAYROLL FOR ANY DISTRICT. STABILIZATION ARRANGEMENTS, THIS IS FORECASTING THE UPS AND DOWNS OF ENROLLMENT. AND STATE BUDGET CONCERNS. $25 MILLION BEING SET ASIDE AND RECOMMENDED FOR COMMITTED FUNDS. THEN ALSO PLANNING INTO THE FUTURE. TECH REFRESH. TEXTBOOKS. BOARD-APPROVED ACTIONS LIKE THE SCHOOL SUPPLEMENTAL STUDENT SUPPORT FUNDS. PLANNING AHEAD INTO THE FUTURE TO REPLACE TURF AND TRACK FIELDS. ACROSS THE DISTRICT. AND THEN ALSO AS WE PREVIOUSLY DISCUSSED, THE NEED TO REPLACE THE GEO THERMAL SYSTEM AT INDERKUM HIGH SCHOOL. COMING UP ON 25 YEARS OLD. THE HVAC GEO THERMAL. AND THEN KIND OF A SNAPSHOT IN TIME. SINCE 2012, '23. THROUGH TO '25, '26. WHAT ENROLLMENT TRENDS HAVE LOOKED LIKE. AND WHAT WE ARE FORECASTING. WHAT WE ARE PROJECTING. AND THEN WARNING. IF I COULD ADD A SOUND EFFECT TO THIS. IT WOULD LIKELY BE THE STAR TREK RED ALERT SOUND EFFECT. IT IS GOING TO IMPACT OUR MULTI-YEAR PROJECTIONS. THAT FIRST LINE, ACCORDING TO THE LEGISLATIVE ANALYST'S OFFICE, AN UPDATE ON TAX COLLECTION. 2022 TAX RECEIPTS CAME IN $26 BILLION LOWER. THAN THE '23 BUDGET ACT ESTIMATES. IT IS SIGNIFICANT. SO FOR THE MULTI-YEAR PROJECTIONS, RATHER THAN THE 3.94% THAT WE WERE PROJECTING NEXT YEAR, THE RECOMMENDATION IS TO PROJECT 1%. WE ARE HEARING AROUND 1% FOR NEXT YEAR. VERSUS 3.94. AS WE GET INTO PRESENTING SECOND INTERIM, WE WILL HAVE A MORE SOLID NUMBER FOR NEXT YEAR. RIGHT NOW, THE RECOMMENDATION IS 1% COLA. FORECASTED FOR NEXT YEAR. AND THE SUBSEQUENT YEAR. SORRY. ANOTHER WARNING SLIDE. BUT THIS-- RIGHT? $26 BILLION SHORTFALL IS SIGNIFICANT. AS YOU LOOK OUT FROM LAST YEAR, 8.55% WAS LAST YEAR. SORRY. THIS YEAR. WHICH IS RIGHT HERE. YOU CAN SEE THE TAX REVENUES ARE COMING IN SHORT. EVEN FOR THIS YEAR'S COLA. WHICH IS SIGNIFICANT. AS WE LOOK INTO THE OUT YEARS, THE BLUE LINE REPRESENTS THE ENACTED BUDGET. WHAT'S BEING FORECASTED RIGHT NOW IS THE ORANGE. THE MINIMUM FUNDING LEVEL. WE SEE GAPS ALL ACROSS MULTIPLE YEARS. THEN AS YOU READ THE NEWS, YOU ARE SEEING THE HEADLINES. CALIFORNIA SCHOOLS COULD FACE CUTS AS A STATE BUDGET DEFICIT SOARS TO $68 BILLION. $68 BILLION IS OVER MULTIPLE YEARS. NOT JUST THIS TAX YEAR. MULTIPLE YEARS. CALIFORNIA'S ECONOMY WILL SEE SLOW GROWTH IN 2024. ECONOMISTS SAY. AND THEN YOU CAN SEE THE REST OF THEM THERE. $68 BILLION IS SIGNIFICANT. SO FOR THIS PARTICULAR INTERIM REPORTING, WE ARE, AS I MENTIONED, REPORTING A 1% COLA INSTEAD OF 3.94. EXPENDITURES, WE ARE FORECASTING ALL THE PLANNED EXPENDITURES AS BEST WE CAN IN THIS MOMENT. OVER THE NEXT COUPLE OF YEARS. SAME FOR '25, '26. 1% COLA IS FORECASTED IN THIS MOMENT. INSTEAD OF 3.29%. AND THEN AN ABBREVIATED THREE-YEAR, MULTI-YEAR PROJECTION. MORE DETAILS ARE ON THE NEXT PAGE. YOU CAN SEE EVEN IN THIS PROJECTION, WE ARE DEFICIT SPENDING. AS OF THIS REPORTING. THIS IS THAT DETAILED SLIDE. [01:10:06] A LOT MORE INFORMATION. AND THEN JUST A REMINDER. I KNOW THESE HAVE BEEN QUESTIONS IN THE PAST FROM TRUSTEES ABOUT WHERE WE ARE WITH PENSION COSTS OVER TIME. YOU CAN SEE AS I MENTIONED PREVIOUSLY, THIS HAS STABILIZED AT 19.1%. IT IS INCREASING OVER TIME. FROM 26.68% TO ANOTHER PERCENT NEXT YEAR. SUBSEQUENT YEAR. THEN GETTING TO 28.7% IN '26-'27. THOSE ARE COSTS THAT WILL IMPACT THE BUDGET. UNEMPLOYMENT INSURANCE RATE HAS STABILIZED AT .05%. MINIMUM WAGE HAS GONE DOWN. ALL THESE THINGS GREAT FOR EMPLOYEES MOVING FORWARD. THAT WILL IMPACT OUR BUDGET. NEXT STEPS INCLUDE ONGOING BUDGET MONITORING IN LIGHT OF THE ALL THE INFORMATION I HAVE SHARED WITH YOU. IN JANUARY, TYPICALLY, AROUND THE SECOND WEEK OF JANUARY, WE WILL SEE THE GOVERNOR'S PROPOSED BUDGET. FOR '24,-'25. THAT WILL GIVE SOME INDICATION OF HOW WE MAY NEED TO ADJUST OUR BUDGET. AS WE PREPARE FOR NEXT YEAR. THEN FEBRUARY, I'LL BE BACK UP HERE PROVIDING YOU THAT GOVERNOR'S BUDGET UPDATE. AND HOW IT MAY IMPACT US. THEN IN MARCH, BACK HERE AGAIN FOR SECOND INTERIM. >> I'M JUST PLEASED WE HAVE A POSITIVE BUDGET CERTIFICATION. IT IS GOING TO BE ROUGH NEXT YEAR. EVERYBODY THAT-- EVERYTHING THAT I'M OBSERVING. THANK YOU FOR THE CONTINUED MONITORING. I THINK WE TOOK SOME PRETTY GOOD ACTIONS TO MAKE SURE WE CONSTANTLY CONTRIBUTED TO THAT FUND. AND THINKING ABOUT THAT BURDEN THAT IS GOING TO HAPPEN. BUCKLE UP. THAT IS ALL I'M GOING TO SAY. >> THANK YOU. >> SO MOVED. >> I MOVE TO SECOND. (INAUDIBLE). [XVII.c. PUBLIC COMMENTS ] >> MOVING ON TO PUBLIC COMMENT. >> THERE IS ANOTHER MEMBER OF YOUR FAMILY ALSO. >> SO HI. MY NAME IS NOEL MILLER. I'M A FRESHMAN AT INDERKUM HIGH SCHOOL. I'M HERE TO TALK ABOUT TWO MAJOR CONCERNS THAT I HAVE BEEN DEALING WITH FOR THE PAST MAYBE ONE OR TWO MONTHS. THE FIRST ONE IS STUDENT BEHAVIOR. THERE HAS BEEN A LOT OF VIOLENCE AND FIGHTING AND JUMPING AND BRAWLS AT MY SCHOOL. THE MOST MAJOR ONE WAS THE BRAWL BACK N OCTOBER THAT KIND OF MOVED ON FROM THAT. YESTERDAY I ACTUALLY WITNESSED MAYBE FIVE OR SIX PEOPLE JUMPING ONE PERSON. TO THE POINT WHERE I COULDN'T EVEN SEE THE PERSON GETTING JUMPED. I'M NOT VERY SURE WHERE TO GO WITH THIS. BASICALLY, VIOLENCE HAS BEEN A MAJOR PROBLEM, AND I JUST REALLY APPRECIATE IT IF WE COULD DO MORE TO TRY TO FIX THAT ISSUE. AND THE SECOND ONE IS SMOKING. THIS ONE OF THE WINGS AT MY SCHOOL, I CAN SMELL WEED. NEAR THE BATHROOMS. OR IN THE HALLWAYS. AT ONE POINT, IT WAS SO STRONG, THAT IT GAVE MANY AHEADACHE. I STARTED COUGHING. AND THE HEADACHE STAYED THROUGHOUT THE ENTIRE DAY. I CAN SMELL IT ALMOST EVERY DAY WHEN I PASS THE BATHROOMS OR I GO INTO A CERTAIN AREA IN THE HALLWAY. THOSE ARE MY TWO MAJOR CONCERNS. AND I'LL JUST ADD THAT-- MY NAME IS TEQUILA MILLER. (INAUDIBLE). >> I'M NOEL'S MOTHER. I JUST WILL ADD TO WHAT SHE IS SAYING. THE VIOLENCE IS DEFINITELY A CONCERN. AS A PARENT, I SEE HOW IT AFFECTS HER MENTALLY AND EMOTIONALLY. SHE IS A GREAT STUDENT ACADEMICALLY. BUT NOT WANTING TO GO TO SCHOOL EVERY DAY HAS BECOME A HUGE CONCERN. [01:20:01] I HAVE EXPRESSED MY CONCERNS. THE COUNSELING, THE STAFF, THE TEACHERS ACTUALLY HAVE BEEN VERY HELPFUL. I MET WITH THE PRINCIPAL. HE DISCUSSED THINGS WITH ME IN REGARDS TO HAVING A PROGRAM OR SOMETHING COME IN AS FAR AS HELPING IMPROVE THE CULTURE OF THE SCHOOL. I HAVEN'T HAD ANY FOLLOW-UP IN REGARDS TO THAT. AND I DO UNDERSTAND THAT BEING A PARENT AND AN EDUCATOR MYSELF, MY CONCERN IS WITH REGARD TO BEHAVIOR IN THE CLASSROOM, WHAT HAPPENS IF TEACHERS DON'T FEEL SUPPORTED? MAYBE THEY REMOVE A STUDENT FROM THE CLASSROOM. IF NOTHING HAPPENS AFTER THAT, THEN HOW CAN WE GET TO THE ROOT OF THE PROBLEM? THEN ALSO IN REGARDS TO WHAT SHE SAID IN REGARDS TO THE SMOKING. I HAVE A REAL CONCERN WHEN SHE COMES HOME. ONE, SMELLING LIKE MARIJUANA. AND THEN TWO, ON A CONTACT HIGH. FROM SCHOOL. IT IS UNACCEPTABLE. SO I JUST WOULD HOPE THAT THERE IS SOMETHING-- I'M A PARENT THAT IS INVOLVED. I CAN VOLUNTEER. I WISH MORE PARENTS WERE HERE TO EXPRESS CONCERNS AND RALLY WITH US. YOU KNOW, WHATEVER WE CAN DO, I JUST WANT THERE TO BE SOME TYPE OF IMPROVEMENT. I DIDN'T-- I WOULD HAVE NEVER THOUGHT THAT I WOULD SPEAK THIS WAY ABOUT INDERKUM. BUT IT IS VERY CONCERNING. THANK YOU. >> THANK YOU. (INAUDIBLE) I WISH EACH OF YOU A GREAT HOLIDAY. I ADJOURN THIS MEETING AT * This transcript was compiled from uncorrected Closed Captioning.
