[V. RECEPTION]

US IN THE LOBBY FOR LIGHT REFRESHMENTS TO CELEBRATE OUR

>> OKAY. IF YOU COULD PLEASE TAKE YOUR SEAT, I WOULD LIKE TO RECONVENE THIS MEETING. I KNOW EVERYBODY HAD A GREAT TIME AT THE BRIEF BREAK, ARE BUT I WANT TO MAKE SURE WE GET THROUGH THE AGENDA HERE. ALL RIGHT.

[VI.a. California School Employees Association (CSEA)]

THE NEXT THING ON THE AGENDA IS COMMUNICATIONS. CSEA? BOARD MEMBERS AND COMMUNITY MEMBERS. CONGRATULATIONS TO ALL OF THE TEACHERS FOR THEIR ACCOMPLISHMENTS. I ALSO WANT TO SAY AS A LATINA WOMAN I LOOK FORWARD TO ALL OF THE ACTIVITIES AROUND THE DISTRICT.

I'M GONNA TRY TO DO MY SPEECH A LITTLE BIT DIFFERENT BECAUSE I'M ALWAYS READING IT.

I ACTUALLY GET VERY NERVOUS UP HERE, BUT I TRY TO FAKE IT, RIGHT? WOW. WE JUST SIGNED THREE NOU'S TODAY.

WE WERE FINALLY ABLE TO DO AN MOU FOR THE QUARANTINE AND WE KNOW THAT EMPLOYEES WERE GETTING SICK ON-THE-JOB. I AM SO EXCITED THAT WE WERE ABLE TO COLLABORATE FINALLY ON THAT MOU. ALSO THERE WAS EAT -- THERE WAS ANOTHER MOU FOR CLASSIFIED EMPLOYEES. WE ARE VERY EXCITED FOR THOSE THAT ARE COMING THROUGHOUT THE SCHOOL YEAR. AND ALSO ANOTHER MOU WAS SIGNED TODAY FOR TWO NEW JOB DESCRIPTIONS. WE ARE VERY EXCITED FOR THE WORK THAT WAS DONE AND THE COLLABORATION WE DID BETWEEN CSEA AND LEADERSHIP. TONIGHT'S AGENDA THE BOARD IS BEING ASKED TO APPROVE UPDATED JOB DESCRIPTIONS AND CSEA WORKED HARD IN THE LAST YEAR TO WORK ON THIS UPDATED JOB DESCRIPTION. 13 JOB DESCRIPTIONS ARE UP -- ARE BEING UPDATED. THEY ARE THE FOOD SERVICES FAMILY JOB DESCRIPTIONS, THE INFORMATION TECHNOLOGY SPECIALIST JOB DESCRIPTIONS AND INSTRUCTIONAL ASSISTANT JOB

[00:30:06]

DESCRIPTIONS. WHAT I'M MOST EXCITED THE INSTRUCTIONAL JOB DESCRIPTIONS IS THAT WE ARE ABLE TO SEPARATE RSD FROM CEC. WE WERE EXCITED THAT WE WERE ABLE TO COLLABORATE AND UPDATE THE JOB DESCRIPTIONS THAT ARE GOING TO BE INCLUDED FOR STAFF AND TEACHERS AND FOR OUR KIDS. SO WE CONTINUE TO WORK ON JOB DESCRIPTIONS BECAUSE WE HAVE MORE AND MORE JOB DESCRIPTIONS GO TO THE REVIEW COMMITTEE. THIS YEAR WE DID AN AMAZING JOB BY BRINGING 13. WE SAY WHAT TAKES YOU SO LONG? IT IS BECAUSE IT IS 13.

WE KNOW THAT. IT WAS A LOT OF WORK, BUT WE ARE JUST HAPPY THAT HAPPENED.

THE LAST BOARD MEETING I CAME AND TALKED ABOUT SOME VENDORS TO COME FOR PROFESSIONAL DEVELOPMENT THAT WE BROUGHT FROM OUR WOMEN'S CONFERENCE. AND ONE OF THEM WAS SECOND YEAR AND THE TEAM WAS ABLE TO REACH OUT TO THE SCHOOLINGS -- TO THE SCHOOLS AND THEY ARE GOING TO BE GIVING EMPLOYEES OPPORTUNITIES AND -- IT IS NEEDED TO BE SUCCESSFUL IN THE FINANCIALS. WE ALSO WERE ABLE TO MEET WITH THE SPECIAL EDUCATION IN THE DISTRICT LEADERSHIP TO ADDRESS THE CONCERNS THAT HAVE BEEN RAISED BY INSTRUCTIONAL ASSISTANTS. I WANT OUR INSTRUCTIONAL ASSISTANTS TO KNOW THAT WE BROUGHT YOUR CONCERNS TO THE DISTRICT LEADERSHIP AND SO WE BROUGHT THESE CONCERNS AND WE WERE APPRECIATIVE OF THE WORK WE WERE ABLE TO HAVE. WE KNOW SOME OF THESE CONVERSATIONS WERE HARD TO HEAR, BUT THEY WERE NEEDED. THEY CAME UP WITH SOME CREATIVE SOLUTIONS. WE ARE EXCITED TO COME BACK AND WORK TOGETHER TO SEE HOW WE CAN MOVE FORWARD WITH SOME OF THESE CONCERNS. AS ALWAYS WE APPRECIATE THE COLLABORATION WITH ALL DEPARTMENTS AND WORKING AT THE LOWEST LEVEL.

WE ARE HAPPY TO HAVE PROGRESS. I WANT TO THANK THE HR TEAM BECAUSE WE ALWAYS HAVE AN OPEN DOOR POLICY. HE SEES ME WALKING AND SAYS AY-YAY.

I AM APPRECIATE WE CAN HAVE THOSE CONVERSATIONS AND ADDRESS CONCERNS AS THEY COME AND TO TRY TO RESOLVE THEM AS SOON AS POSSIBLE. DAN, WHERE ARE YOU? THANK YOU. THANK YOU SO MUCH. THAT'S MY REPORT THANK YOU.

[VI.b. Natomas Teachers Association (NTA)]

>> HI SO GOOD EVENING TRUSTEES AND ROBIN UP ON THE ZOOM. SO FIRST I WANT TO ACKNOWLEDGE IT IS HISPANIC HERITAGE MONTH AND WE ARE LOOKING FORWARD TO WHAT OUR TEACHERS DO AND WHAT WE SEE IN THE CLASSROOMS AND THE SUPPORT WE GET FROM THE DISTRICT AND ALL OF THOSE ACTIVITIES. I LOVE SEEING THINGS FROM DISCOVERY HIGH SCHOOL.

YOU KNOW THAT'S MY -- I MISS IT. AND SO I WANTED TO START BY SHARING SOMETHING WE DO AND WE WERE SPENDING TIME WITH DEI AS TEACHERS AND WE ARE DOING IT ON HE UNION SIDE. AND SO ONE THING THAT WE DO IS WE START ALL OF OUR UNION MEETINGS, OUR EXEC MEETINGS WITH A LAND ACKNOWLEDGMENT.

I WANT TO SHARE WITH OUR BOARD THE LANDING KNOWLEDGE MEANT WE START OUR MEETINGS WITH.

TONIGHT I WANT TO ACKNOWLEDGE THAT WE ARE ON THE ANCESTRY Y'ALL HOMELAND OF THE TRIBE AND TAKEN WITHOUT COMPENSATION TO THE LIVES OF THE ORIGINAL PEOPLE.

OUR GOAL AS EDUCATORS IS TO BE THE BEST WE CAN BE FOR THE CURRENT COMMUNITY AND ATTEND TO THE LEGACY OF THOSE WHOSE LAND WE NOW INHABIT. WE UNDERSTAND WE ARE SETTLERS

[00:35:05]

HERE. WE LIVE AND WORK AND EDUCATE ON LAND NEVER SEEDED.

WE HOLD A COMMITMENT TO THE COMMUNITY. SO WE START EVERY MEETING WITH THAT LAND ACKNOWLEDGMENT. THAT ALSO COMES FROM THE INSPIRATION AND THE WORDS THAT ARE TRYING TO GET FEDERAL ACKNOWLEDGMENT OF THE LAND THAT WAS ONCE THEIRS.

I ALWAYS LOVE TONIGHT AND THE FACT THAT WE CAN CELEBRATE OUR OWN INCREDIBLE EDUCATORS WHO ARE DOING SO MUCH RIGHT NOW AND IN OUR KHRAGS ROOMS TO SUPPORT OUR COMMUNITIES AND OUR FAMILIES. I HAVE TOLD EVERYBODY A MILLION TIMES HOW HUMBLING IT IS TO BE ABLE TO STAND UP HERE AND REPRESENT THEM AND I CONTINUE TO FEEL THIS WAY.

IT IS ME WHO GETS TO COME UP AND SPEAK FOR THEM AND IT IS AN INCREDIBLE EXPERIENCE.

AS TEACHERS, WE DON'T -- WE ACKNOWLEDGE THESE GOOD THINGS, BUT DON'T ALWAYS TALK ABOUT THE CHALLENGES WE FACE. SINCE THE LAST TIME I WAS HERE 9IN FRONT OF YOU, I HAVE BEEN VISITING SITES AND WITH MY SCHEDULE THIS YEAR I CAN VISIT ALL OF THE SITES ON A REGULAR BASE IS SIS. BASIS. THERE ARE CONCERNS THAT ARE COMING FORWARD THAT I WANT TO SHARE WITH THE BOARD. WE TALKED ABOUT DISTRICT INITIATIVES AND IT IS NOT TOO FAR INTO THE YEAR AND TEACHERS ARE TALKING ABOUT HOW TIRED 9THEY ARE AND THEY FEEL THE WEIGHT OF THE INITIATIVES. THEY COMMENTED ON THE AMOUNT OF ASSESSMENTS THAT THEY HAVE TO HAVE DONE AT THIS POINT IN THE YEAR AND THE IMPACT THOSE HAVE HAD ON THEIR ABILITY TO JUST GET THE YEAR STARTED AND TEACH. THEY HAVE THE CO-VITALITY AND DISTRICT LITERACY INITIATIVE. AND SOME OF OUR TEACHERS SAY THEY LOST ABOUT FIVE DAYS OF INSTRUCTION. OUR CHALLENGE BECAUSE NOT ALL OF THE STUDENTS HAVE ACCESS TO CHROME BOOKS, BASED ON WHAT WE HAVE SEEN AT SITES RIGHT NOW, WE HAVE 10 TO 20% OF STUDENTS NOT SHOWING UP REGULARLY WITH 9COMPUTERS AND A LOT OF IT IS DONE ON THE COMPUTER AND EVEN WITH THE TWO THE DISTRICT PROVIDES IT HAS BECOME DIFFICULT FOR SOME OF THE SITES. ON TOP OF THAT, TEACH IS -- TEACHERS ARE BEING ASKED FOR SPREADSHEETS AND DATA OUTSIDE THE WORK DAY. ALTHOUGH WE OFFER PAYMENT THROUGH PROFESSIONAL DEVELOPMENT, THE MESSAGE THEY ARE GETTING IS IT HAS TO BE DONE ON THEIR OWN TIME. THE CONCERN IS THAT WE ARE OVER TESTING STUDENTS AND TEACHERS AND THEY ARE PUTTING SO MUCH TIME INTO IT EARLY IN THE YEAR. FOR ME WHAT WAS IMPORTANT WHEN WE STARTED THE INITIATIVE WAS THAT THIS WAS GOING TO BE SOMETHING THAT WAS NOT GOING TO BE AN ADDITIONAL THING ON PEOPLE'S PLATES, BUT WE WERE GOING TO BE ABLE TO REMOVE SOMETHING. WHAT IS HAPPENING IS IT IS ANOTHER LAYER OF ASSESSMENT.

THE EXPECTATION WE ARE PUTTING ON TEACHERS RIGHT NOW IS THAT IN ORDER TO GET THEIR WORK DONE THEY HAVE TO WORK OUTSIDE OF THE SCHOOL DAY AND THAT'S NOT SOMETHING WE SHOULD BE DOING.

I DO WANT -- TALKING ABOUT MOU'S, WE ALSO WERE PROVIDED AN MOU TO PROVIDE TEACHERS MORE TRAINING TO TKAOELT -- DEAL WITH SOME OF THE EXTREME BEHAVIORS AND THE CHALLENGES WE ARE SEEING IN THE CLASSROOM THAT MAYBE WE HAVE NOT BEEN TRAINED IN.

THAT INCLUDES SUPPORTING SEL PROGRAMS AND WE ARE HAPPY TO SEE THE DISTRICT OFFER.

WE KNOW A LOT OF NEW TEACHERS COMING IN MAYBE HAVEN'T HAD THE OPPORTUNITY TO HAVE SOME OF THE TRAINING THAT SOME OF THE VETERAN TEACHERS HAVE. I WAS GOING TO SAY OLD TEACHERS, BUT THAT'S NOT -- GEORGIA, I'M NOT TALKING ABOUT YOU.

WE ARE HAPPY TO SEE THAT. A LOT OF US IN CREDENTIALED PROGRAMS WENT THROUGH OUR CREDENTIALED PROGRAM AWHILE AGO AND DIDN'T NECESSARILY HAVE THE TRAINING FOR THE CLASSROOMS WE ARE MAYBE SEEING RIGHT NOW. WE ARE HAPPY TO SEE AND COME TO AN AGREEMENT WITH THE DISTRICT ABOUT ADDING MORE OF THE TRAINING TO OUR LIVES. WE HAVE CONCERNS THOUGH THAT REGARDLESS OF THE AMOUNT OF TRAINING WE HAVE CAN WE FIT IT INTO OUR ALREADY BURDENED SCHEDULES? CAN WE GET MORE SUPPORT STAFF IN THE CLASSROOMS? CURRENTLY A LOT OF TK AND KINDERGARTEN TEACHERS ARE CONCERNED THAT THE IA'S THAT ARE PART OF THE CONTRACTUAL SUPPORT ARE PULLED AND NOT BEING ABLE TO USE THE INSTRUCTIONAL AIDES AND THAT'S A CONCERN FOR US. IN ADDITION -- I KNOW IT IS A LONG ONE TONIGHT. WE WERE AWARE OF A STATEMENT THAT A BOARD PRESIDENT IN A NEIGHBORING SCHOOL BOARD PRESIDENT MADE SAYING THEY WILL BE THE HIGHEST PAID NURSES, PSYCHOLOGISTS AND HEARING SPECIALISTS IN GREATER SACRAMENTO REGION.

[00:40:02]

THE SUB PAY HAS GONE UP TO $355 A DAY. I JUST WANTED TO BRING THAT TO THE BOARD'S ATTENTION BECAUSE IT FAR SURPASSES WHAT SUBSTITUTES GET IN OUR DISTRICT JUST WANT I -- YOU TO BE AWARE OF IT AND CONSIDER MATCHING IT.

IF WE LOSE SUBSTITUTES TO ANY OTHER DISTRICT, WE ARE ADDING ON TO WHAT OUR TEACHERS DO WITH HAVING TO COVER THE CLASSES WHERE WE DON'T HAVE SUBSTITUTES WHICH IS SOMETHING WE DO ALREADY. ON THAT NOTE, THAT'S EVERYTHING I HAVE FOR TONIGHT.

THANK YOU SO MUCH. [APPLAUSE]. >> MOVING ON TO TRUSTY REPORTS.

[VI.d. Board Members]

TRUSTEE MORE YAW? TRUSTEE MORA? GIVE ME ONE SECOND.

IT IS MAKING ME ENTER MY PASSWORD. I THINK I REMEMBER MOST OF IT.

I WANT TO START BY RECOGNIZING HISPANIC HERITAGE MONTH AS WELL AND CONSIDERING 36% OF THE STUDENTS IN OUR DISTRICT IDENTIFY AS HISPANIC AND LATINX , IT IS IMPORTANT FOR US TO RECOGNIZE. I ALSO WANT TO HIGHLIGHT A COUPLE OF BACK TO SCHOOL NIGHT EVENTS THAT I WAS ABLE TO ATTEND AND OF COURSE REALLY ENJOYED.

THAT WAS AMERICAN LAKE SCHOOL AND AT TWO RIVERS ELEMENTARY WHERE I WAS ABLE TO SIT IN ON A CLASS AND GET THE SAME INFORMATION OUR PARENTS RECEIVED IN ONE OF THE SESSIONS. I ENJOYED THE OPPORTUNITY AND I ENJOYED THE STUDENTS AND EVERYONE ELSE. AND I ALSO HAD A CHANCE TO ATTEND THE BACK TO SCHOOL NIGHT WHICH I HAVE TO SAY WAS LIKE NO OTHER BACK TO SCHOOL NIGHT THAT I HAVE ATTENDED CONSIDERING THAT, YOU KNOW, ALL OF THE TEACHERS WERE IN FRONT OF THE SCREEN SKPWH -- AND I TOOK SOME PHOTOS. IF YOU HAVE A CHANCE TO SEE WHAT THAT LOOKED LIKE, IT IS TRULY REMARK ONLY TO -- REMARKABLE TO SEE THE EPITOME OF CLASSROOM LEARNING AND TEACHING OPTIONS IN 2023. I ALSO HAD A CHANCE TO VISIT. I WENT TO A LOT OF BACK TO SCHOOL NIGHTS AS A DISCLAIMER BECAUSE IT IS MY FIRST YEAR AS A TRUSTY AND I REALLY WANTED TO GET A GOOD SENSE FOR WHAT THEY LOOKED LIKE ACROSS A LOT OF SCHOOLS.

I PROMISE YOU THESE ARE THE LAST TWO AND THIS IS THE END OF MY BOARD REPORT.

I HAD A CHANCE TO VISIT BANNING CREEK. IT IS ON THE BANNING CREEK CAMPUS AND THE JEFFERSON SCHOOL BACK TO SCHOOL NIGHT. IF YOU HAVEN'T ALREADY BEEN THERE BEFORE AND I DON'T KNOW IF IT IS A SECRET. IF IT IS, I'M NOT THE BEST PERSON TO KEEP A SECRET. THEY HAVE A FULL BLOWN FESTIVAL GOING ON.

THEY HAVE FOOD TRUCKS. EVERYONE WAS HAVING A GREAT TIME AND I DID AS WELL.

THAT CONCLUDE MY BOARD REPORT. THANK YOU. >> THANK YOU.

TRUSTEE HARDEN. >> I ACTUALLY WANT TO JUST RECOGNIZE NATIONAL HISPANIC HERITAGE MONTH AND I WANT TO THANK NOEL AND DR. HEREDIA FOR ALL YOU GUYS DO FOR THE COMMUNITY AND EVERYTHING YOU BRING TO THE TKAEUBL -- TABLE AS WELL.

I TOO GOT TO ENJOY BACK TO SCHOOL NIGHT. IT IS ALWAYS A BLAST.

JEFFERSON HASN'T ALWAYS HAD THAT. THAT'S SOMETHING SPECIAL THEY DID THIS YEAR JUST FOR YOU. I'M NOT SURE IF THEY ARE GOING TO HAVE THAT AGAIN.

IT WAS DEFINITELY BEAUTIFUL. TO SEE EVERYTHING GOING ON IN THE COMMUNITY AND NOW THAT WE ARE PAST THE NEW NORM, IT IS FANTASTIC. THE WAY OUR COMMUNITY AND THE STKPAOLS AND THE -- SCHOOLS AND THE STAFF ARE COMING TOGETHER AND TO SEE WHAT OUR TEACHERS ARE ABLE TO DO IN THE CLASSROOMS AND WE THANK ALL OF YOU.

WE THANK YOU, FAMILY, FOR COMING OUT. HEY, THE TEACHERS DON'T HAVE TO COME THERE. I ALSO HAD A CHANCE TO DO -- I AM GOING TO PRONOUNCE IT WRONG, THE HARVEST FESTIVAL AT SOUTH NATOMAS ART FESTIVAL. WHAT WAS PHENOMENAL ABOUT THAT IS SOME OF OUR OWN PEOPLE WERE THERE PERFORMING. WE HAD ONE OF OUR STUDENTS FROM

[00:45:02]

INTERCOME HYPER FORM POETRY. HER NAME IS NOEL. IT IS FABULOUS.

I BOUGHT THE BOOK. IT IS AMAZING. I WANT TO BUY MORE TO GET INTO OTHER SCHOOLS. IF YOU ARE LISTENING CALL ME. THERE IS SOMETHING TO BE SAID

THAT -- AT HOW NATOMAS AS A WHOLE CAN COME TOGETHER. >> I ECHO THE COMMENTS OF

TRUSTEE HARDEN AND NO REPORT. >> LIKE MY FELLOW TRUSTEES, VISITING THE SCHOOLS IS A LOT -- WE APPRECIATE THE OPPORTUNITY AND IT IS A LOT OF FUN GETTING TO SEE THE TEACHERS AND I LOOK AT ALL OF THE WALLS IN THE CLASSROOM TO SEE WHAT THEY ARE WRITING AND WHAT THEY ARE DOING. THINKING THAT MUST BE A GREAT ACTIVITY.

I LOOKED AT THE CLASSROOMS AND WE WILL GO BACK TO WATCH THE CLOCK USING A LESSON FROM THE IB PROGRAM. SOMETHING I FOUND CONSISTENT WAS THE FACT THAT EVERY TEACHER WAS EMPHASIZING THE IMPORTANCE OF COMING TO SCHOOL EVERY DAY. I THOUGHT IT WAS GREAT.

ALL OF THE PRESENTATIONS THAT I SAW ON THEIR POWER POINTS, THEY EMPHASIZE THEY NEED TO BE THERE EVERY DAY. OTHERWISE, THE LEARNING DISRUPTON KEEPS THEM FROM MOVING AS FAR AS THEY CAN AND ADVANCING AS FAR AS THEY CAN FOR STUDENTS.

I AM REALLY -- I WAS HAPPY TO HEAR THAT AND THAT WAS A CON -- CONSISTENT MESSAGE.

THERE IS A LOT OF RICH LANGUAGE GOING ON, ACTIVITIES IN ALL OF THE CLASSROOMS I SAW.

I THINK THAT SPEAKS TO OUR FOCUS OF LITERACY. WHEN YOU SEE IT ON THE WALL, IS IT A SIMPLISTIC APPROACH TO LITERACY OR IS IT AN APPROACH WHERE IT IS GEARED TO GET KIDS TO THINK ABOUT WHAT THEY ARE DOING AND SAYING AND THINKING. THE CHARTS IN THE ROOM REALLY MAKE -- ARE IMPRESSIVE. I HAVE TO SAY THIS, I'M SORRY, TO DARCY PACHECO.

IS SHE STILL HERE? SHE WAS MY SON'S FIRST GRADE TEACHER.

HER CLASSROOM WAS SO FOCUS OWED LITERACY THAT WHEN HE WAS IN FIRST GRADE HE THOUGHT HE WOULD BE AN AUTHOR. LATER ON IN GRAD SCHOOL HE MAJORED IN A FORM OF WRITING, BUT HE ALWAYS KEPT THAT MESSAGE THAT TALKS ABOUT HOW IMPRESSIVE SHE WAS.

HE WOULD COME HOME AND MAKE BOOKS BECAUSE THIS IS WHAT PACHECO SAID WE HAVE TO MAKE A BOOK AND WRITE A STORY. YOU ALL MAKE A DIFFERENCE. OUR STUDENT BOARD MEMBER IS NOT HERE TONIGHT AND I'M SORRY HE WAS NOT. I WAS ABLE TO JOIN HIM AT NATOMAS HIGH SCHOOL FOR ABOUT TWO AND A HALF, THREE HOURS AND PARTICIPATE IN ACTIVITIES WHICH IS THE BREAKING DOWN OF WALLS. I CAN'T REMEMBER WHEN I HAVE GONE THROUGH WITH 108 STUDENTS SUCH AN INTENSE AND EMOTIONAL EVENT OR ACTIVITY, AND BY THE END OF IT, AS AN ADULT, I THOUGHT I HAVE THE SKILLS TO PROCESS THIS, BUT MANY OF OUR HIGH SCHOOL KIDS DON'T HAVE THE SKILLS TO PROCESS WHAT THEY GO THROUGH. AND THEY COME TO OUR SCHOOLS AND THEY BRING A LOT OF -- THERE IS A LOT OF WEIGHT ON THEIR SHOULDERS.

WE ALL UNDERSTAND THAT THERE ARE TWO FORMS OF STUDENTS AND WE POSE A QUESTION.

IF YOU DON'T WANT TO ANSWER IT YOU CAN STAY BEHIND THE LINE. IF YOU WANT TO ANSWER IT, YOU GO FORWARD. IF YOU CHOOSE NOT TO ANSWER IT, YOU STAND BEHIND THE LINE.

THERE WERE QUESTIONS ABOUT, FOR EXAMPLE, HOW MANY OF YOU HAVE GONE HUNG -- HUNGRY? HOW MANY OF YOU HAVE BEEN HOMELESS? HOW MANY HAVE PEOPLE AT HOME

[00:50:07]

WHO HAVE EXPERIENCED CANCER OR LOST A PARENT? IT WAS A REALLY BONDING ACTIVITY. THEY SAID WHEN THEY FINISHED THAT, THEY COULD LOOK ACROSS THE ROOM AND IDENTIFY PEOPLE ON THIS CAMPUS WHO HAVE GONE THROUGH THE SAME EXPERIENCE.

WE CAN'T TAKE AWAY ALL THEIR HURT AND PAIN. AND WHEN YOU ARE IN THE ROOM YOU WISH YOU COULD ERASE WHAT SOME OF THEM HAVE GONE THROUGH BECAUSE IT IS MORE THAN ANY OF US WANT TO IMAGINE. BUT AT THE SAME TIME I REMEMBER JONATHON SAYS YOU CAN MAKE THE CURRICULUM AT THE SCHOOL SO ENTICING AND SO ENGAGING AND SO APPEALING THAT THEY WILL WAND -- WANT TO GO TO SCHOOL AND FOCUS ON EDUCATION. I'M HOPING THAT'S WHAT HAPPENS WITH THE STUDENTS THIS YEAR IN OUR DISTRICT. IN TERPLTS -- TERMS OF THE STUDENT BOARD MEMBER, I WAS IN HIS GROUP AND HE WAS THE FACILITATOR.

I WAS SO IMPRESSED. HE WAS VERY KIND AND VERY SOFT WITH THOSE WHO DIDN'T WANT TO SPEAK. HE WAS ABLE TO GATHER PEERS WHO DIDN'T WANT TO SIT IN A CIRCLE AND TALK. HE WAS ABLE TO BRING THEM INTO A CONVERSATION AND HELP NUDGE THEM FORWARD IN A LINE THAT MAY HAVE BEEN A QUESTION THEY HAD EXPERIENCE WITH.

I THANK NATOMAS HIGH SCHOOL TO ALLOW ME TO GO THROUGH IT AND APPRECIATE ALLOWING THIS WOMAN WHO COMES IN AND THEY ALLOW ME TO BE PART OF THE ACTIVITY. THEY TAKE A KLANS IN JUST EEN THERE THE DAY BEFORE, BUT THEY DIDN'T PAY ATTENTION TO ME TOO MUCH. ANYWAY, MY HOPE IS I WOULD LOVE TO SEE EVERY TEACHER GO THROUGH THAT WITH THEIR STUDENTS. I WOULD LOVE TO SEE THAT AT THE BEGINNING OF THE YEAR THAT WE TAKE A DAY OFF OR THE HIGH SCHOOLS ARE THERE WITH ALL OF THEIR TEACHERS AND TOGETHER THEY CAN EXPERIENCE THAT POWERFUL ACTIVITY. THANK YOU.

>> SORRY I WENT SO LONG. I JUST HAD TO SHARE THAT. IT WAS A PRIVILEGE TO MY PART

20 DO THAT. >> [INAUDIBLE] >> GOOD EVENING.

[VI.e. Superintendent's Report]

I APOLOGIZE THAT I AM NOT THERE IN PERSON. I MISSED CELEBRATING THE TEACHERS WITH YOU. OUR TEACHERS HAVE SUCH A BIG IMPACT ON OUR STUDENTS.

THEY MAKE SUCH A DIFFERENCE IN THEIR LIVES. WE RECOGNIZE THAT TEACHERS GO ABOVE AND BEYOND TO CONNECT WITH OUR STUDENTS AND THEY MAKE A DIFFERENCE IN THEIR LIVES.

CONGRATULATIONS TO ALL OF THE TEACHERS OF THE YEAR. I AM EXCITED THAT WE ARE CELEBRATING NATIONAL HISPANIC HERITAGE MONTH AND ALL OF THE ACTIVITIES AND THE RECOGNITIONS THAT GO ALONG WITH THAT. PART OF BEING INCLUSIVE IS OTHER CULTURES AND CUSTOMS AND HISTORICAL THINGS THAT HAPPEN IN OUR VARIOUS CULTURES. AS MANY TRUSTEES MENTIONED, IT IS BACK TO SCHOOL NIGHT AND IT WAS REALLY RUNNING A RACE TO GET OUT TO ALL OF THE SCHOOLS AND IT WAS GREAT TO SEE ALL OF THE FAMILIES WHETHER IT WAS THE EXPECTATION OF THE TEACHERS AND THE FOOD TRUCKS AND SEEING THE FAMILIES ENGAGE. I KNOW WE HAVE OUR SECONDARY BACK TO SCHOOL NIGHT LATER THIS WEEK AND NEXT WEEK. IEN KWURPBLG FAMILIES TO GET OUT AND TO LEARN ABOUT WHAT THEIR STUDENT WILL BE LEARNING IN SCHOOL.

[00:55:01]

I HAVE ALSO BEEN GOING OUT FORSYTHE VISITS. FOR SITE VISITS.

I HAVE HAD A CHANCE TO WALK CLASSROOMS WITH PRINCIPALS AT JEFFERSON, BANNING CREEK AND I REALLY AM -- PR-PBG NO AUD -- OF OUR STUDENTS THRIVING IN THE CLASSROOM. [INAUDIBLE] I GOT TO WATCH A JUNIOR HIGH PE CLASS. SO THE ACTIVITY WAS [INAUDIBLE] AND SEEING THE JUMPING JACKS.

I ALSO WAS ABLE TO ATTEND A BASKETBALL GAME LAST FRIDAY NIGHT AND IT WAS A GREAT VICTORY. I LOVED THE SCOREBOARD. THE GRAPHICS WERE AMAZING.

PICTURES CAME UP ON THE BOARD. IT WAS A GREAT WAY TO CELEBRATE STUDENTS.

[INAUDIBLE] I APPRECIATED THAT OPPORTUNITY. I KNOW IT WAS MENTIONED, WE HAVE OUR FIRST JOINT LEADERSHIP MEETING THIS WEEK AND I APPRECIATED THE DIALOGUE AND PROBLEM SOLVING. I REALLY ENJOYED THE CAB -- THE COLLABORATION.

4-0. MOVING ON TO THE BOARD REPORTS. THE FIRST BOARD REPORT, ANY QUESTIONS ON THAT ONE? IT WAS POSTED WITH THE AGENDA SO I WANTED TO MAKE SURE.

>> NO QUESTIONS. THOROUGH JOB. THANK YOU FOR ALL THE GOOD

WORK. >> THANK YOU. PRESENTATIONS.

[IX.a. District Progress Report]

AND NOW WE ARE ON TO OUR DISTRICT PROGRESS REPORT. AT THIS TIME CHIEF ACADEMIC OFFICER ANGELA HERRERA WILL LEAD US THROUGH THE PRESENTATION.

>> I WILL ACTUALLY INTRODUCE THE EXECUTIVE DIRECTOR WHO WILL WALK US THROUGH THE NEXT

CONVERSATION AROUND THE DISTRICT PROGRESS REPORT. >> GOOD EVENING, SUPERINTENDENT, BOARD, COMMUNITY AND COLLEAGUES. IT IS MY PLEASURE TO BE HERE TO SHARE SOME UPDATES REGARDING OUR DISTRICT PROGRESS REPORT. TONIGHT WE ARE TRYING TO LAY SOME GROUNDWORK FOR COMING BACK IN THE FUTURE WITH OUR FALL DISTRICT PROGRESS REPORT AND THE LATER MONTHS OF THE SEMESTER AND THINKING ABOUT WHERE WE GO BEYOND.

TONIGHT WE ARE TALKING ABOUT ALIGNMENT AND SEE WHERE WE WILL MOVE FORWARD WITH OUR DISTRICT REPORT TO OTHER PROCESSES LIKE OUR LCAT AND LOOKING AT ALIGNMENT WITHIN THE DPR.

AND BEFORE I JUMP IN I WANT TO ACKNOWLEDGE THAT THIS WORK IS REALLY THE WORK OF THE R AND --

[01:00:03]

RND TEAM. THERE IS A TREMENDOUS AMOUNT OF PEOPLE WHO SPEND TIME AND WANT TO CALL THEM OUT HERE. WE ALWAYS WANT TO ANCHOR OURSELVES IN OUR VISION.

THE DPR IS ONE OF THE WAYS THAT WE ASSESS OUR PROGRESS TOWARD OUR VISION.

WHEN WE TALK ABOUT THE WAYS OUR DISTRICT IS ENACTING BLOOM -- PROGRAMS AND POLICIES FOR STUDENT ACHIEVEMENT, THAT'S HOW WE MEASURE OUR PROGRESS. AND OF COURSE OUR CORE VALUES.

I WOULD LIKE TO TAKE AN OPPORTUNITY TO SAY THE DPR IS WHERE WE DIG INTO STUDENT-LEVEL DATA. WE WILL LOOK AT THE DIFFERENT GROUPS.

AND BEING ABLE TO LOOK AT THE NEW GOALS IS EXCITING. AS AN EXAMPLE, LOOKING AT GOALS 2 AND 3 IT IS AROUND CLIMATE CULTURE AND WE WILL SEE THOSE CONNECTIONS HAPPENING.

TONIGHT, REL FOCUSING ON -- REALLY FOCUSING ON ALIGNMENT. I WANT TO SHOW YOU HOW WE CAN ALIGN AND MOVE FORWARD AND SEE HOW WE CAN BE MORE CONSISTENT IN DATA REPORTING AND SHARE NEW METRICS. FOR ANYONE LESS FAMILIAR WITH THE DPR WE PRODUCE IT A FEW TIMES A YEAR AND DEFINED IN THE THEORY OF ACTION. AS YOU START TO LOOK AT THE HISTORY GOING BACK TO 2017 YOU CAN SEE THE SKWROUR STPHAOE -- JOURNEY IS MAKING.

YOU CAN SEE OUR PROGRESS ALONG THE TRAJECTORY. FOR SOME CONTEXT, THE METRICS THAT ARE IN THE PREVIOUS DPR WERE SET IN 2017. THE UPDATE WAS PLANNED FOR 2020 BUT AS YOU KNOW EVERYTHING WAS AFFECTED BY COVID COMING BACK MOST RECENTLY THIS PAST WINTER IN 2023, THAT WAS IN JANUARY THE DPR RESUMED AND WE NEED TO SET NEW TARGETS.

AND NOW THAT WE FIND OURSELVES HAO*ER ON THE PRISS -- HERE ON THE PRECIPOUS AND LOOKING AT THE KEY PROCESSES THAT ARE IN PLACE, THERE IS GOING TO BE A BIT OF A BACK AND FORTH AND WE WILL HAVE AN OPPORTUNITY TO THE LCAT. AS WE SEE THEM CONTINUE TWICE A YEAR WE SHOULD FURTHER AND FURTHER ALIGN THOSE PROCESSES. AND REALLY LOOKING AT SOME OF THE OTHER CONSIDERATIONS WE WOULD TAKE INTO ACCOUNT. WE NEED TO ACKNOWLEDGE REALITY AND LOOK AT STATE CON -- CONTACTS. ONE OF THE THINGS THE PANDEMIC DID WAS HIGHLIGHT THINGS WE HAD. OF THERE ARE OPPORTUNITIES TO LOOK AT EVERYTHING. AS WE TALK ABOUT DATA JUST WANTED TO SET SOME CONTEXT.

WE KNOW IN NATOMAS WE HAVE A NUMBER OF CHARTER SCHOOLS. WE TALK ABOUT A DE PEN DEPARTMENT CHARTER SCHOOL, LEROY GREEN ACADEMY. AS WELL AS INDEPENDENT CHARTER SCHOOLS. IN THE EYES OF THE STATE, THE CHARTER AND THE SCHOOL SCHOOL DISTRICT REMAIN FAIRLY SEPARATE IN MOST CASES. IF I LOOK AT THE DASHBOARD, A CHARTER SCHOOL WILL HAVE ITS OWN DASHBOARD. IF YOU LEAK AT DATA QUEST, YOU CAN LOOK AT OUR DISTRICT DATA WITH CHARTER DATA, BUT YOU CAN'T SEPARATE OUT INDIVIDUAL DATA WITH THE DISTRICT. YOU CAN EITHER HAVE ALL THE CHARTER SCHOOLS IN OR ALL OF THEM OUT. THESE ARE IMPORTANT CONTACTS. WE ARE GOING TO TALK ABOUT THAT. BUT IT IS IMPORTANT TO GET THE GROUNDING FOR THINGS WE DON'T HAVE CONTROL OVER. THESE ARE THREE WAYS OF REPORTING MANDATED ADVICE.

WHEN YOU LOOK AT WHERE WE ARE RIGHT NOW REFLECTING IN OUR REALITY AND THE DIFFERENT MET -- METRICS REREPORTED, THERE ARE FIVE WAYS WE HAVE DONE THAT.

EACH OF THOSE CAME ABOUT FOR REALLY GOOD REASONS BASED ON THE DATA AND THE TIME.

BUT WHEN WE ARE REALLY DIGGING IN AT THIS MOMENT AND THINKING ABOUT GOING FORWARD WE SEE THE OPPORTUNITY TO ALIGN ACROSS TO CREATE AN APPLES TO APPLES SCENARIO.

WE HAVE A WHOLE FRUIT BASKET OF APPLES AND ORANGES AND PIER -- PAIRS AND PINEAPPLES.

[01:05:01]

WHEN WE SAY THE WORD "ALL" IT MEANS EVERY SINGLE SCHOOL THAT IS IN THE NATOMAS BOUNDARIES.

THEN YOU CAN SEE IN THE BOTTOM THREE ROWS WE INCLUDED ALL CHARTERS.

WE WOULD SAY WHAT ARE THE PRIORITIZED THINGS INTERNAL. WE LOOK AT THE PRINCIPALS AND THE SITES AND WE WILL TALK ABOUT THAT IN A SECOND. SO I THINK WE CAN ALL SEE THAT IN ANY ONE OF THOSE CASES THE DATA IS NOT INVALUABLE, BUT IT IS SOMETIMES OVERLY COMPLEX.

WHAT WE ARE LOOKING AT DOING IS SET IT ACROSS ALL THE INDICATORS.

SO WE PROPOSE BASED ON OUR DISTRICT CONTEXT TO USE NUSD PLUS LGA COHORT.

LGA IS EMBEDDED IN THE DISTRICT WITH CURRICULUM AND WITH PROFESSIONAL DEVELOPMENT AND WITH ALL OF THE IMPLEMENTATIONS OF PROGRAMS AND WITHIN ALL OF THE SUPPORTS WE PROVIDE WITH PRINCIPALS AND IN SO MANY WAYS, THIS IS THE METHOD I HAVE SEEN AND HAVE SEEN VALUE.

CERTAINLY IT IS WHAT WE PROPOSE TO YOU MOVING FORWARD. IT IS IMPORTANT TO SAY THAT IN SHIFTING FROM THE OTHER FOUR CONTEXTS TO THIS CONTEXT THERE ARE INSTANCES WHERE WE ARE LOOKING AT A DIFFERENT BASELINE. WE HAVE IDENTIFIED A DIFFERENT PERFORMANCE OUTCOME, BUT WE ARE USING ONE OF THE SCENARIOS. AND IT PHAO*EUT -- MIGHT INFORM SETTING NEW TARGETS. THE DPR HAS BEEN CLEAR. IT SHOWS WHAT EACH METRIC WAS USING AS ITS COHORT. NOW WE CAN SAY WE HAVE CONSISTENT METHODS THROUGHOUT AND WE MAY NEED TO REMIND FOLKS WHY WE WILL SEE CHANGES IF YOU LOOK AT GRADUATION RATE AT OUR EXAMPLE, YOU CAN SEE WHERE IT SAYS ALL, THAT'S HOW WE HAVE BEEN REPORTING IT IN THE PAST.

THAT HAS BEEN THE WAY WE WERE SHARING IT OUT. AS WE MOVE TO NUS USD AND LGA COMPLEX, IT IS A SMALL EXAMPLE OF WHERE WE SEE POTENTIAL CHANGES AND A NEW METRICS AS WE MOVE TO A NEW CONTEXT. TO GIVE UH VISUAL, YOU CAN SEE WHERE THE TWO LINES ARE.

THEY ARE FAIRLY CLOSE AND GIVEN THOSE NUMBERS AND THERE IS SEPARATION FROM THE STATE AND

UNIFYING IT AROUND MOVING FORWARD. >> I AM ACTUALLY WHOAFULLY

CONFUSED. I DON'T KNOW IF ANYONE ELSE IS. >> PLEASE.

>> WHEN YOU SAY HOBART ON THE PRIOR SLIDE -- THERE IT IS. THIS IS ALL INCLUDING CHARTERS? SKWR ARE WE LOOKING -- WHY ARE WE LOOKING AT THIS CAMPAIGN. I AM GETTING TEXT MESS -- MESSAGES, WHAT DOES THAT MEAN? WHAT IS THE DEFINITION OF THE COHORTS?

>> GO BACK A FEW SLIDES. IN OUR CURRENT DPR THERE ARE FIVE COHORTS ACROSS THE 20 SOME ODD METRICS. EACH OF THOSE HAS A HISTORICAL REASON FOR HOW IT GOT TO THAT POINT. AS WE STEP BACK AND LOOK AT THE LANDSCAPE, WE CAN SEE THAT THE USER OR COMMUNITY MEMBER READS ACROSS THE INDICATORS, IN MANY ARE READING ABOUT A DIFFERENT SET OF STUDENTS THAN THE ONE ON THE NEXT PAGE AND THE NEXT PAGE.

WHEN WE READ THROUGH THIS DOCUMENT WE WANT THEM TO SEE FROM PAGE 1 TO THE END PAGE, I KNOW -PL WHY LOOKING AT A -- I AM LOOKING AT A CONSISTENT COHORT OF STUDENTS.

IT IS NOT GOING TO CHANGE NO MATTER THE SCHOOL. >> SO THE CHARTER SCHOOL DATA

WON'T BE INCLUDED IN THE DPR? >> THE PROPOSAL MOVING FORWARD IS INCLUDING LGA UNIFORMLY ACROSS ALL INDICATORS. PROVIDE I CAN PROVIDE MORE CONTEXT GOING BACKWARDS HERE.

>> SO WE ARE ADDING IT TO THE DATA? >>

>> WE ARE EXCLUDING THE CHARTERS THEN. >> WE ARE NOT SHOWING THE INDEPENDENT CHARTERS. CORRECT. THEY ARE CONNECTED BACK TO THE

[01:10:01]

PREVIOUS SLIDE. FOR THE VAST MAJORITY OF PLACE. >> I WOULD SAY IT VARIES.

IF YOU LOOK AT OUR NUMBERS ON THE RIGHT SIDE, FOR 12 OUT OF THE INDICATORS TOTAL IT IS NUSD AND LGA. SOME CASES YOU SEE TWO'S. WE INCLUDED DIFFERENT SUBSETS.

FOR EXAMPLE AT THE BOUGHT OF NUSD AND LGA AND PLUS 3 IT IS FOR TWO EUPBD KAETERS AND -- INDICATORS AND NOT ANY OTHERS. WHEN THE STATE LOOKS AT NUSD DATA, THEY ARE LOOKING AT NONCHARTER DATA. THERE HAS BEEN AT PRESENT A VALUE TO INCLUDE LGA WITH THAT DEFINITION GIVEN THEIR DEPENDENT STATUS AND THEIR IMMERSION IN THE DISTRICT.

IT LOOKS AT DATA AND IT DOESN'T GAIN CONSISTENCY. >> I GUESS IT IS MORE ACCURATE THAN WHAT YOU ARE SAYING MY KIDS ARE GOING TO A DISTRICT SCHOOL . I'M LOOKING AT THAT AS REFLECTIVE OF CHILDREN GO -- GOING TO DISTRICT SCHOOLS. I AM JUST TRYING TO SEE THE OVERALL BENEFIT OF EXCLUDING THE INFORMATION. DO CHARTERS HAVE A PROGRESS

REPORT OF THEIR OWN? >> THEY PRODUCE THEIR OWN INTERNAL DOCUMENTS.

I CAN'T SPEAK TO THE DIVERSITY OF THOSE. WHAT IS A MARK R -- WHAT IS A MARKET DEVELOPMENT FROM THE OTHER CHARTER SCHOOLS IS A COMPLETE SEPARATION OF THE WAY PROFESSIONAL DEVELOPMENT TRAINING ALL OF THE OPERATIONS GO.

HERE LGA WOULD BE INCLUDED AND THE WAY WE ARE MOVING FORWARD AS A UNIFIED ORGANIZATION AS A DEPENDENT CHARTER THEY ARE INSIDE. ONE WAY I THINK OF IT IS TO MAINTAIN THE INTEGRITY OF MAINTAINING OUR DISTRICT. DOING THAT RE -- REFLECTS THE VALUE OF THEY ARE US. THEY ARE OUR SCHOOL. WE CAN'T CHANGE THE WAY THE

STATE LOOKS AT THE STAND POINTED. >> SEE I DON'T HAVE AM -- AMBIVALENCE WITH THAT. WHAT I AM TRYING TO SORT IS THE CHARTER DATA, THE INDEPENDENT CHARTER DATA. WHAT ROLE DOES THAT PLAY AND THE IMPLICATIONS OF EXCLUDING THAT? YOU PROBABLY HAVE A MORE ACCURATE NUMBER OF NATOMAS

SCHOOLS -- >> I JUST WANT TO SHARE SOMETHING.

ONE OF THE THINGS THAT WE UTILIZE OUR DISTRICT PROGRESS REPORTED -- REPORT FOR IS TO TO TALK ABOUT THE INTENTIONAL ACTIONS WE CAN TAKE AND INFORMS THE BUDGET PROCESS.

WE LOOK AT THE ACTIONS WE ARE TAKING. THERE IS A COLUMN ON EACH OF THE SIDE OF THE PAGES RELATED TO THE REPORT. AS YOU LOOK AT THAT INFORMATION IT HELPS US MAKE FUTURE DECISIONS ABOUT HOW WE ALLOCATE RESOURCES.

THERE HAS BEEN A VARIETY OF WAYS BUT IN THE PAST HOW INFORMATION WAS REPORTED PUBLICLY, IT IS ADJUSTED OVER TIME HOW THINGS ARE REPORTED IN THE DATABASES.

WE ARE TRYING TO UPDATE OUR PROCESS THAT AS WE ARE SHARING INFORMATION WITH YOU AS TRUSTEES, YOU ARE ABLE TO MAKE THE MOST INFORMED DECISIONS AND WE ARE ABLE TO HAVE A CONVERSATION ABOUT THE APBGS -- ACTIONS WE CAN TAKE THAT WILL IMPACT OUR STUDENTS.

AS OTHER CHARTER SCHOOLS ARE TALKING ABOUT THE WORK THEY ARE DOING AND THE ACTIONS THEY WILL TAKE, WE WANTED TO LOOK AT THE DATA WE HAVE THE INFLUENCE OVER AND MAKE DECISIONS BASED ON

THAT. >> I AM NOT TRYING TO BUST ANYONE'S CHOPS.

I'M SO SORRY. BUT WE ARE STILL ONE DISTRICT AND DO A LOT OF WORK WITH THE KPHART -- CHARTER COMMUNITY. THE BUDGETARY ACTIONS WERE PARTLY INCLUDED IN THE DATA REPORT. NOT COMPLETELY SET ON IT, BUT I WANT TO RESPECT THE PRESIDENT.

>> CAN YOU GO AHEAD FOR FULL TRANSPARENCY, LET THE PUBLIC AND EVERYONE OUT HERE KNOW THE

[01:15:05]

DIFFERENCE BETWEEN INDEPENDENT AND DEPENDENT CHARTERS? EVERYBODY AT HOME I DON'T THINK

IS AWARE OF THE DIFFERENCE. >> FIRST OF ALL DIFFERENT DISTRICTS IDENTIFY THEM DIFFERENT. IT IS DEPENDENT WITH US BECAUSE THEY PARTNER WITH US.

WHEN WE OFFER CURRICULUM TRAINING THEY ARE PUSHING FORWARD THE CURRICULUM.

ALL OF THE TPHEURB -- INITIATIVES YOU HEAR THAT I AM IN.

IF WE ARE TALKING ABOUT WRITING THERE IS NO DISTINCTION FROM ANY OTHER SCHOOLS.

THEY ARE STK*EUPG -- STK*EUPG AND SEPARATED. THERE IS A TREMENDOUS AMOUNT OF PARTNERSHIP THAT GOES ACROSS ALL FACETS. FROM THE STANDPOINT HOW WE OPERATE AND CONSTRUCTIONALLY IT IS NOT INHERENTLY CORRECTED -- CONNECTED.

AND THEN THERE ARE OTHER PIECES AROUND. SOME OF THE PARTNERSHIPS CAN EXIST AT DIFFERENT DEGREES IN OTHER DISTRICTS. I AM NOT SPEAKING FOR THE OTHER

DISTRICTS. >> I THINK YOU MADE A GOOD POINT.

THE CHARTER SCHOOLS ARE OUR SCHOOLS. THEY ARE OUR KIDS.

WE ACKNOWLEDGE THAT. BUT THE CHARTER SCHOOLS HAVE SUCH FLEXIBILITY TO SELECT CURRICULUM AND THEIR OWN PROFESSIONAL DEVELOPMENT AND SOME OF THEIR OWN ASSESSMENT.

WE DON'T HAVE CONTROL OVER THAT. WE CAN ONLY LOOK AT THE SCHOOLS WHICH WE THEN CAN LOOK AT AND SAY WHAT IS THE DATA FROM THESE PARTICULAR SCHOOLS? WHAT IS THE BUDGET WE HAVE FOR THAT SCHOOL? THIS IS HOW IT IS REPORTED AT THE STATE ALSO. A LOT OF DISTRICTS PREFER TO REPORT IT.

THE WAY WE WANT TO REPORT IT IS ADD THE DEPENDENT AND NOT THE INDEPENDENT.

THAT IS COMMON ACROSS DIFFERENT SCHOOL DISTRICTS TO DO THAT, DEPENDENT AND INDEPENDENT.

>> AND THIS IS IMPORTANT, BEFORE WE MOVE FORWARD WITH THE REST OF THE PRESENTATION, FOR ALL OF US TO CLARIFY AND UNDERSTAND THE SINGLE CHANGE OR WHAT IS GOING TO BE THE DEFINITION OF THE SINGLE COHORT AND MOVE FORWARD WITH THE REST OF THE DPR TO COME.

MY QUESTION IS THIS, THERE ARE OTHER DOCUMENTS THAT EXIST WHERE WE INCLUDE SCHOOLS AND INDEPENDENT CHARTER SCHOOLS. FOR THIS SPECIFIC DOCUMENT AND PROGRESS REPORT, WE USE IT FOR THE PURPOSE OF WHAT ACTIONS WE ARE GOING TO TAKE TO BRING ABOUT ACADEMIC PROGRESS AND THE SCHOOLS THAT ARE DIRECTLY UNDER THE -- I DON'T KNOW IF DAY-TO-DAY IS THE RIGHT TERM, BUT A DAY-TO-DAY PREVIEW OF THIS BOARD. THE REASON WE ARE MOVING TOWARD DEFINING THE ONE COHORT AS ALL OF THE SCHOOLS AND INCLUDING THE DEPENDENT CHARTER SCHOOL IS BECAUSE THOSE ARE THE SCHOOLS THAT WHEN IT COMES TO THE DECISIONS WE MAKE FOR OUR STUDENTS ACADEMICALLY, THIS BOARD, THIS BODY HERE HAS DIRECT CONTROL OVER THE

DECISIONS. >> THAT'S A GREAT WAY TO CAPTURE IT.

>> THERE IS ROOM FOR COLLABORATION IN OTHER WAYS. >> THIS WHIM -- THIS WILL HELP US SHARE DATA WITH ALL NATOMAS PWAUPB DREES -- BOUNDARIES. IT WOULD BRING US INTO ALIGNMENT WITH THE KIND OF DATA YOU WILL SEE IN FUTURE REPORTS AND OTHERS WE REPORT OUR

INFORMATION TO THE BOARD. >> AND ALSO AT THE -- YOU KNOW, EACH SPRING THE CHARTER SCHOOLS COME TO REPORT. THEY BRING US A REPORT. IT SHOWS THAT THEY HAVE RAISED

[01:20:06]

THEIR TEST SCORES AND ATTENDANCE AND GOALS. EVERYTHING WE WANT TO KNOW.

LCAT, THAT INFORMATION IS INCLUDED IN THE REPORT WHEN THEY BRING IT IN THE SPRING AND THEY PRESENT IT INDIVIDUALLY IN THE SPRING. WE ARE AWARE AND WE ARE ENGAGED

WITH THEM AND WE HAVE ACCESS TO THE INFORMATION. >> AND MAYBE AS WE JUMP BACK INTO THE PRESENTATION A WAY TO CAPTURE SOME OF THIS IS THIS IS NOT THE ONLY PLACE TO REPORT DATA. WE WERE REPORTING ON OUR PROGRESS TOWARD OUR GOAL AND GOING BACK TO THE COMMENTS SHARED, THE ACTIONS ENACT WITH OUR NUSD PLUS COHORT.

IT DOESN'T MEAN WE DON'T HAVE A HOST OF OTHER PLACES WHERE IT IS IMPORTANT TO RECORD ON -- IN

THE CITY. >> THIS IS A SUBSTANTIAL PUBLIC FACING TOOL.

OTHER PLACES, I MEAN, WHERE ELSE? IN TERMS OF THE PUBLIC'S INTERACTION IT IS A SAL -- SALIENT MATTER. I AM JUST WRESTLING WITH IT.

I AM NOT BUSTING YOUR CHOPS. >> NO. WE ARE HERE FOR FEEDBACK FROM

THE BOARD. >> OF COURSE. I WAS TRYING TO BE RESPECTFUL.

I DON'T WANT SOMEBODY RUNNING UP ON ME IN THIS WAY. >> I UH TPRAOERB -- APPRECIATE IT. I CAN BACK UP IF I NEED TO. 2003 -- WE ARE GETTING INTO THE PROCESS AND MOVING FORWARD AND FOCUSING ON THE BALANCE OF REACHING FOR GOALS THAT ARE AMBITIOUS, BUT GROUNDING OURSELVES IN REALITY. IT IS A GOOD EXAMPLE TO SAY 100% WILL BE A THEORETICAL GOAL. WHEN WE LOOK AT THE CONTEXT OF OUR STUDENTS WE KNOW WE HAVE STUDENTS WHO WILL SOMETIMES BE REFERRED TO THE ADULT AT THE PROGRAM. WE KNOW WE HAVE STUDENTS WHO HAVE IEP'S WHO COMPLETE A CERTIFICATE OF COMPLETION. THEY MAY HAVE AN IEP AND THOSE STUDENTS ALL HAVE CONTINUED IN THE HIGHLY APPROPRIATE AND VALUABLE JOURNEY NONE WILL REGISTER THOUGH AS A GRADUATION RATE. THIS IS AN EXAMPLE AND IT WOULD UH BE APPLIED TO ALL OF THE OTHER METRICS WHERE WE ARE STRIVING FOR AMBITIOUS CHANGE. AGAIN I WOULD LIKE TO SHARE HOW

OUR THINKING PROCEEDS. >> THE REMAINING SLIDES HERE LOOK AT SOME OF THE NEW METRICS WE PROPOSE TO INTRODUCE AT THE DPR. THIS GOES BACK TO THE ALIGNMENT OF THINGS WE WANT TO TALK TO OUR LCAT AND LEADS TO WAYS TO SUPPORT THE STUDENTS.

WE HAVE PARTICIPATION IN OUR VISUAL AND PERFORM -- PERFORMING ARTS AND ATHLETICS AND CCE PATHWAY COMPLETION AND I'LL TALK ABOUT THAT IN A SECOND.

DUAL ENROLLMENT RATE WE WILL CONTINUE TO TALK ABOUT AND THEN IN PAST PRESENTATIONS THE WORK DONE AND LITERACY WRITING. IT IS LOOKING AT THE COURSE ENROLLMENT AND I WOULD DRAW THE DISTINCTION TO SAY THERE ARE OTHER OPPORTUNITIES FOR OUR STUDENTS WHO PARTICIPATE AT VARIOUS PLACES WHETHER IT IS SMALL INTERVALS AND OTHER OPPORTUNITIES.

THIS METRIC WE ARE LOOKING AT WHO PARTICIPATES. FOR ATHLETICS, IT REACHES DOWN TO FOURTH GRADE. IT IS TAKING A LARGER LOOK AT THE ELEMENTARY THROUGH HIGH SCHOOL CONTEXT TO SEE HOW FAR WE ARE REACHING. WE KNOW ATHLETICS HAS A LOT OF POSITIVE EFFECTS ON STUDENTS ENGAGEMENT-WISE. WE ARE TALKING ABOUT PATHWAY TO COMPLETION RATE, THERE ARE MANY STUDENTS -- THERE ARE SOME STUDENTS WHO ARE INVOLVED IN CTE COURSES. WE WANT ALL OF OUR STUDENTS TO COMPLETE A CTE PATHWAY WHICH IS MOVING THROUGH THE SERIES OF COURSES WITHIN A GIVEN PATHWAY TO OBTAIN THE FULL PATHWAY

[01:25:03]

COMPLETION. FOR DUAL ENROLLMENT WE OFTEN TALK ABOUT OTHER AREAS.

IT IS A CHANCE TO PARTICIPATE IN COLLEGE COURSEWORK WHILE STILL IN HIGH SCHOOL AND GAIN COLLEGE CREDITS. $NOT THE ONLY FORM OF -- IT IS NOT THE ONLY FORM OF DUAL ENROLLMENT AND WE ARE CONTINUING TO PARTNER WITH THE COLLEGE.

AND REALLY WITH THE LAST TWO, WE IMPLEMENTED READINESS ASSESSMENTS AND MOVING FORWARD WITH THAT AND CAPTURING WHAT PERCENTAGE OF OUR STUDENTS ARE HITTING A STANDARD OF THREE AND MOVING ON TO FOUR. AND WITH THE NEWEST SPHEUT -- ESTIMATES, BEING ABLE TO CAPTURE A COUPLE OF THINGS. WITH THE ADMINISTRATION AT THE BEGINNING AND MIDDLE AND END OF THE YEAR, WE CAN LOOK AT GROWTH WITH ANY YEAR. FROM THE FALL TO THE WINTER AND WINTER TO THE SPRING, BUT WE CAN LOOK AT FALL TO FALL. WE CAN SEE HOW MANY STUDENTS ARE REACHING GRADE LEVEL AND HOW MANY ARE A GRADE LEVEL BELOW AND BE ABLE TO IDENTIFY SUPPORTS. THE LAST ONE CALLS OUT THE FACT THAT THE STATE IS MOVING THESE TIMELINES. THEY ANTICIPATE BEING ABLE TO COME IF EARLIER IN THE FALL OVER TIME, OVER THE NEXT FEW YEARS IF THAT'S THE CASE, IF OF THE INFORMATION COULD BE PUT IN AND AVAILABLE EARLIER. WE'LL TAKE IT WHEN IT COMES AND BE ABLE TO PROVIDE AN UPDATE ON WHEN THE DOCUMENTS CAN BE READY. I THINK THAT IS ALL.

WE ARE HAPPY TO TAKE MORE QUESTIONS. >> I JUST THINK THE NEW METRICS ARE PRETTY GOOD, ACTUALLY. I THINK THAT'S GREAT. DON'T LET MY QUESTIONS ABOUT THE DATA INCLUSION OR EXCLUSION DETRACT FROM WHAT I THINK IS AN OVER ALL POSITIVE THING.

I STILL WOULD LIKE TO GET A LITTLE MORE UNDERSTANDING OF MAYBE THE PURPOSE OF -- THE

PROS AND CONS OF EXCLUDING THE DATA ONE WAY OR ANOTHER. >> I HAVE A QUESTION WHICH I THINK IS A QUICK QUESTION ON THE LITERACY AND WRITING SLIDE. WE CAN SEE THE STUDENTS THAT SCORED AN AVERAGE OF THREE OR FOUR. I JUST WANTED TO KNOW, I THINK

I MISSED IT. 3 OR 4 OUT OF WHAT. >> IT IS 1 TO 4.

4 BEING THE HIGHEST. THERE ARE MULTIPLE EL -- ELEMENTS IN THE RAOUB --

RUBERIC. >> AND AT THREE IS THAT GRADE LEVEL STANDARD?

>> 3 IS KIND OF THE TARGET WE WANT EVERYONE TO REACH, BUT OF COURSE STRIVE FOR THE BEST.

>> WHEN WE LOOK AT OUR DUAL ENROLLMENT ACCOUNT, FOR EXAMPLE, AR EVEN VISUAL AND PERFORMING ARTS. FOR DUAL ENROLLMENT UNLESS I AM MISSING SOMETHING, GENERALLY THEY ARE ON AN ADVANCED TRACK ALREADY. THEY ARE ALREADY TAKING ADVANCED COURSEWORK AT THEIR SCHOOL SITE AND THEN THEY PICK UP THE OTHER CLASSES AT ARC.

I AM WONDERING DO WE ALSO GET DATA ON KIDS JUST GOING TO ARC FOR DUAL ENROLLMENT, BUT NOT NECESSARILY OUR STRONGEST SUITS. WE DON'T HAVE A PATHWAY YET.

AS WE GET THE NUMBERS FOR THE DUAL ENROLLMENT I WANT TO DELVE INTO WHO ARE THE STUDENTS THAT ENGAGED IN THE DUAL ENROLLMENT. THAT'S WHERE WE AGAIN LOOK AT THE DIVERSITY AND EQUITY ISSUES. JUST WHEN WE GET TO THAT POINT. SAME THING FOR -- AGAIN, JUST FOR EVEN THE SPORTS, JUST FOLLOWING COVID A LOT OF KIDS PICKING UP -- KEEPING THE FULL TIME JOBS AND TRYING TO MAKE THEM WORK MORE HOURS THAN THEY SHOULD.

[01:30:01]

SO THAT IS THE OTHER THING. WHO ARE THE KIDS WHO ARE OBVIOUSLY PLAYING SPORTS.

I JUST WANT US TO OBVIOUSLY DIG A LITTLE DEEPER INTO THOSE. ONE THING, WHEN WE GET NUMBERS ON -- WE ALL S-L -- CELEBRATE THE NUMBERS WHEN THEY CHANGE PERCENTAGES.

YOU GENERALLY BRING US BACK INFORMATION OF SOME DEMOGRAPHIC THAT GIVES US A PICTURE OF WHO THEY ARE. IN A COUPLE AREAS LIKE THE DUAL ENROLLMENT I WOULD LIKE TO SEE

US MAYBE DIG DEEPER ON THAT. >> WE WILL. LET ME SAY BRIEFLY, THANK YOU.

THAT EXACT INFORMATION WILL BE INCLUDED IN THE ACADEMIC ENROLLMENT PRESENTATION COMING IN OCTOBER. COULDN'T HAVE ASKED FOR A BETTER SEGUE.

THAT'S THE KIND OF INFORMATION IN THE PROGRAM AND A CHANCE OF ENROLLMENT ACROSS THE DISTRICT.

THAT'S THE LANGUAGE IN OUR POLICY IS TO LOOK AT THE ACCESS POINTS AND UNDERSTAND WHERE WE

ARE MANAGE -- MEETING THAT INTEREST. >> ANY OTHER QUESTIONS BEFORE WE MOVE ON? THANK YOU FOR THE GREAT REPORT. THANK YOU FOR YOUR WORK AND THE

TEAM'S WORK. >> MOVING ON TO NOW THE NEXT AGENDA ITEM WHICH IS THE PUBLIC HEARING. I WOULD LIKE TO OPEN THE PUBLIC HEARING FOR THE SUFFICIENCY OF

[X.a. Sufficiency of TK-12 Instructional Materials]

TK-12 INSTRUCTIONAL MATERIALS. I DON'T HAVE ANY PUBLIC COMMENT CARDS ABOUT THIS PARTICULAR ITEM. ARE THERE ANY COMMENTS OR QUESTIONS FROM TRUSTEES?

OH. >> I KNOW YOU SEE ON THE BOTTOM THE FREEDOM SCHOOL MATTERS, BUT I DIDN'T KNOW WE WOULD BE ABLE TO SPEAK PUBLICLY TO THIS. WOULD YOU LIKE ME TO FILL OUT A

DIFFERENT FORM? >>

>> YES. YES I UNDERSTAND. SO IN MY RUSH I DID NOT FILL OUT A CARD FOR SECTION. WOULD YOU LIKE ME TO FILL OUT ONE?

>> NO. >> OKAY. >>

>> BASICALLY I HAD A QUESTION. I WAS WONDERING IF IN THE DEFINITION OF INSTRUCTIONAL MATERIALS WE INCLUDE CHROME BOOKS FOR OUR STUDENTS. IS THAT CONSIDERED PART OF THE INSTRUCTIONAL MATERIAL? CAN ANYONE ANSWER THAT QUESTION?

>> DO YOU WANT TO TAKE THIS ONE? >> I CAN SPEAK TO THAT AS AN ACTION ITEM IF YOU WANT BEFORE YOU VOTE ON IT IF THAT WORKS. DO YOU WANT ME TO DO IT NOW?

>> YEAH. SO THIS IS INSTRUCTIONAL MATERIALS SPEAKS TO THE CORE BOARD ADOPTED CURRICULUM. DO WE HAVE ENOUGH BOOKS OR TEXTBOOKS DELIVERED FOR THE STUDENTS AND FOR ALL STUDENTS ENROLLED. IT IS NOT ABOUT WHICH BOOKS ARE UH DON'T -- ADOPTED, BUT DO WE HAVE ENOUGH FOR STUDENTS ENROLLED.

>> IT SOUNDS LIKE IT DOES NOT INCLUDE CHROME BOOKS. >> IT WOULD ONLY BE IF THERE

WAS A CURRICULUM THAT PERTAINED TO BEING AN ONLINE CURRICULUM. >> PERHAPS I SHOULD SPEAK AT A -- ANOTHER TIME. MY CONCERN IS THE STUDENTS DON'T HAVE A SUFFICIENT NUMBER OF CHROME BOOKS AND IF THERE IS INSTRUCTIONAL --

>> CAN I FINISH MY COMMENT? >> I WILL ACTUALLY ASK YOU TO SIT DOWN.

[01:35:05]

YOU CAN'T SAY ANYMORE ABOUT THIS. I NEED PEOPLE WHO WANT TO TALK

SPECIFICALLY ABOUT THIS. >>

ACCESS THAT INFORMATION ON THEIR CHROME BOOKS? >>

>> GOT IT. >> IS THERE -- OKAY. SO THERE ARE NO COMMENTS FROM

[XI.a. Present and Approve 2022-23 Unaudited Actuals]

11A. DEPUTY SUPERINTENDENT BILL YOUNG?

>> GOOD EVENIN PRESIDENT HEREDIA AND TRUSTEES, WE WILL TALK AS SOON AS WE GET THE PRESENTATION UP OF THE 2022-23 AUDITED ACTUALS. JOINING US AT THE PODIUM IS THE DIRECTOR OF BUDGET AND ACCOUNTING. HE WILL HELP ASSIST WITH THE PRESENTATION. IF WE CAN GO TO THE NEXT SLIDE PLEASE.

OUR WORK IS FOCUSED AROUND THE VISION AND THE DISTRICT GOALS AND CORE VALUES.

TONIGHT'S OBJECTIVES IS TO GIVEN -- TO GIVE YOU A BIG PICTURE REVIEW.

WE WILL SHARE BIG PICTURE CONVERSATIONS ABOUT THE REVENUES AND EXPENDITURES AND WE WILL TALK ABOUT A RECOMMENDATION TO COMMIT NEW FUNDS, ET CETERA AND THEN TALK ABOUT NEXT STEPS. THIS IS UNAUDITED ACTUALS. PART OF THE NEXT STEPS IS HAVING AN INDEPENDENT AUDITOR COME AND LOOK AT THE BOOKS AS WE CLOSE OUT THE FISCAL YEAR.

A KPWEUG PICK -- BIG PICTURE REMINDER THAT WE ARE IN THE GREEN ITEM ON THE BOTTOM LEFT, BOARD CONSIDERS AND APPROVES UNAUDITED ACTUALS. THIS IS THE CLOSING OF THE BOOKS. YOU CAN SEE ALL THE WORK AHEAD AS WE CLOSE OUTLAST YEAR.

WHILE NOT GENERALLY REQUIRED AS A SETTER TPAU KAEGS -- CERTIFICATION, THIS ONE IS A POSITIVE CERTIFICATION. BASED ON HOW WE ENDED LAST YEAR WE WILL MEET THE OBLIGATIONS FOR THE NEXT TWO TO THREE YEARS THE SIMILAR DATA WAS PRESENTED AT THE SECOND REPORT.

AS WE LOOK AT THE REVENUES THAT WERE CALCULATED LAST YEAR FOR INRESTRICTED IN THE MIDDLE 134 MILLION OF REVENUE AND UNRESTRICTED GENERAL FUND INCLUDING CATEGORICAL FUNDS AND PANDEMIC FUNDS AND FEDERAL AND STATE FUNDS TOTAL OF 200.6 MILLION OF REVENUE IN 2022 AND 2023. WHEN WE LOOK AT EXPENDITURES, BIG PICTURE AND LAST YEAR AS WE CLOSE OUT THE BOOKS AND LEVERAGE THE CATEGORICAL FUNDS AND GRANTS, USE THE MOST RESTRICTIVE FUNDS OVER THE UNRESTRICTIVE FUNDS. WE CLOSE OUT WITH EXPENDITURES OF 109,000 AND TOTAL GENERAL FUND OF ABOUT 169 MILLION. AND THEN A PIE CHART REFERENCE LOOKING AT THE EXPENDITURES OVER THE YEAR. AS WE CLOSED OUTLAST YEAR, 80% STAFFING COSTS. AS WE TALKED ABOUT IT IN THE PAST FOR DISTRICTS TO BE SOLVE VENT, IT CENTERS AROUND 80 TO 84%. WE ARE ON A CONTINUED PATH OF FISCAL SOLVE SREPB SEE. LATER YOU WILL TAKE ACTION TO COMMIT THE FUNDS BASED ON THIS REPORT. YOU WILL SEE WE HAVE PLANNED IN COMMITTED FUNDS FOR TEXTBOOK ADOPTIONS AND DIVERSITY RECRUITMENT AND ASPIRING LEADERS PROGRAM.

NATOMAS FIELD ATHLETIC REPLACEMENT WHICH IS LATER ON ACTION OR ACTIONS TO COMPLETE

[01:40:02]

THE PROJECT AND THEN STABLIZATION RATE AS WE CLOSE OUTLAST YEAR.

THE FUNDS THAT WERE AT THE END OF LAST YEAR AT THIS TIME AND WE WILL PROVIDE AN UPDATE IN DECEMBER, WAS PLACED IN THE STABLIZATION ARRANGEMENTS. AS YOU REMEMBER THE OCTOBER TAX PAYMENTS AS WE CLOSE OUT THE TABGDZ YEAR WAS SHIFTED FROM THE SPRING APRIL TO AOBGT -- APRIL TO OCTOBER. THERE WAS FISCAL STABILITY AT THE NATIONAL LEVEL AND WE HAVE TO KEEP THAT IN MIND AS WE MOVE FORWARD. IN THIS PRESENTATION IT HAS BEEN INCREASED BY THE BALANCE. YOU CAN SEE OUR STUDENT ACTIVITY REVENUE AND WE LOOK AT CHARTER SCHOOLS ACROSS THE DISTRICT. $41 MILLION AND YOU CAN SEE ALL OF THE OTHER FUND ALLOCATIONS, CAPITAL FACILITIES. DEFINITELY WITH A PLAN FOR A PARTICULAR PROJECT. BIG PICTURE WHERE WEE -- WE ARE AT, A LOT OF INFORMATION ON THE SCREEN. ONE OF THE AREAS TO FE CUSS ON IS WHERE THE RED IS.

DO WE SEE A NET INCREASE OR A DECREASE FOR 22-23? IN THIS YEAR-END CLOSING REPORT WE SEE A NET INCREASE UNRESTRICTED OF ABOUT 95 MILLION.

THAT IS A COMBINATION OF INCREASED REVENUES ASSOCIATED WITH INCREASED INTEREST RATES.

IF YOU LOOK AT THE SAVINGS ACCOUNT IT IS HOVERING ABOUT 4%.

EARLY ON PROJECTIONS IT IS 2%. BEING CONSERVATIVE IN OUR FORECASTING, THAT 4 P-RGS -- 4% OF REVENUES AND YOU LEVERAGE ANY PANDEMIC FUNDS TO LEVERAGE UNRESTRICTED COSTS.

WE CAN SEE THE BALANCE AT THE BOTTOM OF THE 9.5 MILLION. NEXT SLIDE PLEASE.

SORRY. BACK ONE MORE. AND IF YOU BO -- WOULD LIKE A LITTLE MORE DETAIL AND I KNOW THAT'S A VISION TEST RIGHT THERE, BUT A LOT MORE FINE DETAIL IN THAT PARTICULAR SLIDE. IF YOU WOULD LIKE MORE INFORMATION. NEXT SLIDE, PLEASE. AND OUR NEXT STEPS LATER ON THIS EVENING THERE IS A R-S -- RESOLUTION TO APPROVE THE GAM LIMIT.

EVERY AGENCY MUST APPROVE A GAM LIMIT. YOU CAN SEE A HISTORY OF THE GAM LIMIT AND THEN FOR NATOMAS UNIFIED THE GAM LIMIT WAS 153.9 MILLION MEANING WE COULDN'T SPEND MORE THAN THAT BASED ON REVENUES. FOR THE CURRENT KWRAOE, 2 -- CURRENT YEAR, 23-24 IT IS INCREASING TO 163 MILLION. WE HAVE MET THE GANN LIMIT.

AS WE LOOK AT NEXT STEPS AS I MENTIONED THE FIRST TWO ITEMS ARE COMMITTING FUNDS FOR GA IN -- GANN. AT A FUTURE MEETING WE WILL PRESENT RECOMMENDATIONS AS WE LOOK AT EXPANDED LEARNING PROGRAM AND AS WE PILOT THAT PROGRAM AS WE MOVE FORWARD, THE ART AND MUSIC AND DIS -- DISCUSSION MATERIALS AND RECOVERING EMERGENCY BLOCK GRANT. AND AS I MENTIONED EARLIER IN DECEMBER, DECEMBER IS THE TIME OF YEAR WHERE YOU CAN SEE REALLY FOUR YEARS OF FISCAL INFORMATION.

THE INDEPENDENT AUDIT AND THE CURRENT YEAR AND THE NEXT TWO YEARS BUDGET-WISE.

I WOULD LIKE TO OPEN IT UP FOR ANY QUESTIONS. >> CAN WE START OFF BY YOU LETTING THE PUBLIC KNOW A DEFINITION OF THE DIFFERENCE BETWEEN UNRESTRICTED AND RE --

RESTRICTED FUNDS. >> UNRESTRICTED IS GENERAL IN NATURE.

VERSUS TITLE 1 WHICH IS A RESTRICTED FUND. IT HAS SPECIFIC DEFINITIONS ON HOW IT MUST BE SPENT. A LITTLE MORE GENERAL FUND VERSUS RESTRICT SEUF MEANING PARTICULAR RULES OR SPECIFIC PROGRAM REQUIREMENTS FOR THAT POT OF MONEY.

>> THANK YOU. AND THEN ALSO JUST FOR THE PUBLIC TO BE ON THE RECORD, WE

[01:45:03]

HAVE GOTTEN ALL OF THIS AHEAD OF TIME. SO WHEN IT WAS SAID IF WE NEED MORE INFORMATION, WE WERE ABLE TO SEE IT A LITTLE CLEARER AND WE THANK YOU FOR ANSWERING ANY AND ALL OF OUR QUESTIONS. SO THIS IS A LOT OF MONEY. I DON'T WANT YOU TO THINK WE

ARE JUST NOW SEEING THIS FOR THE FIRST TIME. >> I HAVE A QUICK QUESTION.

I THINK IT IS SLIDE 11. I JUST WANTED TO KNOW, THE LAST BOX, RESTRICTED CATEGORICALS, IF YOU COULD DEFINE THAT OR GIVE AN EXAMPLE FOR EVERYONE INCLUDING MYSELF.

>> GREAT QUESTION. WITH THE RESTRICTED CATEGORICALS, THE ART -- I'LL GIVE YOU AN EXAMPLE. ART, MUSIC AND INSTRUCTIONAL MATERIALS IT IS A ONE-TIME BLOCKER. WE RECEIVE 6.4 MILLION AND WE HAVE ABOUT 5.3 MILLION.

[XII. PUBLIC COMMENTS]

4-0 PASSES. SO AT THIS TIME MOVING ON TO PUBLIC COMMENTS AND I HAVE LET'S SEE, I THINK I GOT ONE, TWO, THREE, FOUR, FIVE, SIX, SEVEN -- I HAVE SEVEN PEOPLE WISHING TO SPEAK ABOUT THE INSTRUCTIONAL SUPPORT -- I MEAN INSTRUCTIONAL AIDES.

EXCUSE ME. IF YOU ARE SOMEONE WHO HAS PUT YOUR NAME IN TO SPEAK AND SOMEBODY ELSE HAS SAID WHAT YOU WANT TO SAY, YOU COULD JUST MAYBE FOCUS YOUR TWO MINUTES ON INFORMATION THAT WE MIGHT NOT HAVE. SOMETHING THAT THE PREVIOUS SPEAKER SHARED WITH US. ALL RIGHT? I'M GONNA START WITH DEBBIE VIGILS. CHRISTA ERILNG AND MARISSA LOWE AND THIN CINDY MULLIGAN.

>> GOOD EVENING. I AM DEBBIE VIGIL AND I TEACH AT HAEURPB.

I AM THE ELEMENTARY PHYSICAL EDUCATION TEACHER THERE AND BEEN IN THE DISTRICT SINCE 1989, A REALLY LONGTIME. HONESTLY I WAS HERE TO SUPPORT OUR TEACHERS OF THE YEAR.

I LOOKED AROUND AND SAW MANY OF OUR INSTRUCTIONAL AIDES HERE I COULDN'T LEAVE WITHOUT GIVING THEM SUPPORT. I JUST PUT A FEW THOUGHTS TOGETHER I WANTED TO SHARE WITH YOU CURRENTLY I COLLABORATE WITH THE IA'S IN AN SDC CLASS AT HERRON TWICE A WEEK.

THEY SUPPORT MY PHYSICAL EDUCATION CLASS IN MANY WAYS AND ALLOW ME TO PROVIDE APPROPRIATE MOVEMENT ACTIVITIES FOR THESE PRIMARY SDC STUDENTS IN WHAT IS OFTEN TIMES A CHALLENGING ENVIRONMENT. I DO SEE FIRSTHAND A LACK OF SUPPORT THE IA'S ARE RECEIVING WHETHER IT IS A LACK OF TRAINING OR LACK OF NECESSARY AIDES.

OFTEN TIMES WE ARE OUTNUMBERED AND AT TIMES THE ENVIRONMENT BECOMES UNSAFE TO NOT ONLY STUDENTS, BUT TO STAFF. AS A RESULT THERE ARE MANY INCIDENTS WE ARE LEARNING FOR THESE STUDENTS IS COMPROMISED. THE STUDENTS DESPITE THEIR CHALLENGES DESERVE THE SAME ACCESS TO AN ENRICHING AND DEVELOPMENTALLY APPROPRIATE EDUCATION.

OUR IA'S PROVIDE THE NECESSARY AND CRITICAL SUPPORT FOR THESE STUDENTS TO SUCCEED.

JUST LIKE THE IA'S NEED YOUR SUPPORT AND NECESSARY SUPPORT TO SUCCEED AS WELL.

THANK YOU. [APPLAUSE]. >> CHRISTA?

IS IT CHRISTA? >> GOOD EVENING, BOARD. I JUST WANT TO SAY IT IS A PRIVILEGE TO BE PART OF THE CSEA BOARD AND REPRESENT IA AND ALL CLASSIFIED STAFF.

SINCE BEING ON THE BOARD, I AM ON THE OTHER SIDE TO SEE THE HARD WORK THEY ARE DOING FOR ALL OUR MEMBERS. MEETING WITH OUR LEADERS ON A REGULAR BASIS TO VOICE OUR CONCERNS. TODAY WE ARE HERE TO RAISE OUR CONCERNS ABOUT SAFETY FOR OUR STUDENTS AND STAFF WORKING IN CLASSES. WE ARE HERE TO SERVE OUR SPECIAL NEEDS STUDENTS THE BEST WE CAN IN THE PAST FEW YEARS. STUDENTS AND THEIR BEHAVIOR ARE GETTING EXTREMELY DIFFICULT AND WE REACH OUT TO OUR DIRECTORS AND ADMIN FOR SUPPORT IN CLASSES. I UNDERSTAND THERE IS A SHORTAGE FOR IA POSITIONS.

MY REASON FOR LOSING OUR BEST QUALIFIED IA TO OTHER DISTRICTS AND THE STATE IS BECAUSE OF

[01:55:06]

WHAT WE GET PAID OR IF YOU WORK IN SPECIAL NEEDS CLASSES. YOU KNOW IT IS NOT AN EASY JOB.

IT TAKES A LOT OF PATIENCE AND MENTAL ENDURANCE TO ASSIST OUR STUDENTS.

WE ASK ALL SCHOOLS HAVE A FLOATER THAT CAN ASSIST US TO PUSH IN STUDENTS AND GEN-ED AND WILL ALLOW STAFF TO TAKE LUNCH BREAKS AND EVEN WHEN WE HAVE A STAFF MEMBER OUT SICK OR ON VACATION WE HAVE A PERSON COVER THAT CLASS. I -- IA'S CALLING IN SICK BECAUSE OF NO SUPPORT AND FEELING BURNT OUT. THIS JOB IS MENTALLY AND PHYSICALLY EXHAUSTING. THE RATIO OF TEACHERS AND STAFF EXCLUDING ONE ON ONE STAFF SHOULD NOT BE AN ISSUE. IT IS ALL ABOUT HOW WE CAN SUPPORT OUR STUDENTS AND

PROVIDE THEM THE INS -- THE NECESSARY SERVICE. >> CAN YOU FINISH UP YOUR LAST

SENTENCE? YOUR TIME IS UP. >> WE FEEL STRONGLY THAT MEDICAL FRAGILE STUDENTS SHOULD NOT BE IN THE SAME CLASS AS NOT SEVERE STUDENTS.

WE DON'T HAVE THE STAFF ORIE SOURCES OR EQUIPMENT TO FULLY PROVIDE THE STUDENTS AND THEIR NEEDS. IF I HAVE TO SHARE THE CLASSROOMS WITH NOT SEVERE STUDENTS THEY NEED TO HAVE ONE -- ONE SUPPORT FOR INSTRUCTIONAL AND SAFETY

REASONS. >> THANK YOU. >> THANK YOU SO MUCH.

[APPLAUSE]. >> MARISSA? AND THEN CINDY IS NEXT, CINDY

MULL -- MULLIGAN AND THEN JOANNE -- JOANNE GNAW. >> I AM MARISSA AND I AM NOT ONLY AN EMPLOYEE WITH THE DISTRICT, BUT I HAVE GONE TO SCHOOL WITH THE DISTRICT FROM KINDERGARTEN THROUGH GRADUATING HIGH SCHOOL AND I WANT TO BE A FUTURE SPED TEACHER HERE IN THE DISTRICT ALSO WITHIN THE NEXT YEAR HOPEFULLY. I WANT TO BRING MY CONCERNS TO YOU AS SAFETY ISSUES NOT ONLY FOR MYSELF AND MY STAFF MEMBERS, BUT ALSO OUR STUDENTS.

I'M HAVING TO CHANGE DIAPERS SITTING ON THE GROUND IN A BATHROOM THAT OUR KIDS PEE ON BECAUSE THERE IS NOWHERE TO CHANGE OUR KIDS. IT IS HARD TO CHANGE A DIAPER STANDING UP WHEN YOU HAVE A KID THAT IS AS TALL AS YOU OR AS LITTLE AS YOU, AND I'M NOT YOUNG ANYMORE. IT IS HARD TO GET DOWN ON THE GROUND AND THEN GET BACK UP TO CHANGE A DIAPER. THIS IS WHEN THEY ARE MOVING ALL-AROUND.

WE WOULD LIKE SUPPLIES AND EQUIPMENT AND SUPPORT AND TRAINING FOR NEW EMPLOY A*E -- NEW EMPLOYEES COMING IN ON WHAT TO DO WITH OUR KIDS. THEY ARE CLUELESS BECAUSE THEY HAVE NEVER WORKED HERE. WE NEED TRAINING. WE NEED SUPPORT AND WE NEED EQUIPMENT, A CHANGING TABLE, A CHANGING BED, SOMETHING I DON'T HAVE TO SIT ON THE GROUND AND CHANGE DIAPERS OF A KID WHILE THEY ARE STANDING UP. THE SUPPORT OF GET ARE -- GETTING MORE IA'S IN OUR KHRAGSS WITH -- CLASSES WITH TRAINING AND ASKING OUR INPUT ON WHAT TRAINING IS GOOD FOR US, ESPECIALLY US THAT HAVE BEEN IN THE DISTRICT 10 PLUS YEARS -PL A LOT OF THE TRAINING WE HAVE WE CAN RUN THEM. IT IS LIKE WE ARE GOING THROUGH THIS AGAIN. THAT'S WHAT I WOULD LIKE THE BOARD TO KNOW.

THANK YOU. >> THANK YOU. >> MY NAME IS CINDY MULLIGAN.

I HAVE WORKED WITH THE DISTRICT FOR 31 YEARS. I STARTED AT AMERICAN LAKES WHEN IT WAS THE ONLY SCHOOL. I HAVE BEEN A SEVERE DISORDERS CLASS AND A SEVERE LANGUAGE CLASS AND RSP ROOM. I WANT TO SAY THAT WHOLEHEARTEDLY AGREE WITH EVERYONE THAT HAS SPOKEN BEFORE ME, THAT ALL OF THESE THINGS, ALL OF THESE POINTS THEY MADE ARE NECESSARY. MORE SUPPORT IN THE ROOMS FOR THE KIDS IS NECESSARY.

THEY GET 30 MINUTES A DAY PER SUBJECT, NOT ENOUGH TIME TO REALLY MAKE A DIFFERENCE.

THEY NEED MORE SUPPLIES. THE ROOMS NEED MORE SUPPLIES. THEY NEED SUPPLIES THEY DON'T

[02:00:03]

HAVE. AND I WAS GOING TO ALSO SAY THAT WHEN IT COMES TO NEW HIRES STARTING OFF AT MORE MONEY AND MORE HOURS THAN A VETERAN PERSON OR A PERSON WHO HAS BEEN WITH THE DISTRICT FOR AWHILE, THOSE THINGS SHOULD BE OFFERED TO PEOPLE THAT CURRENTLY WORK FOR THE DISTRICT AND THEN WHAT IS LEFT SHOULD BE OFFERED TO NEW HIRES.

AND THEN THE OTHER THING IS OUR BENEFITS ARE GOING UP PRETTY MUCH A LOT.

SO IT WOULD BE NICE TO HAVE SOME EXTRA PAY TO GO -- OR SOME EXTRA BENEFIT MONEY TO GO TO BUFFER WHAT WILL BE INCREASING FOR US IN THE NEXT YEAR. THAT'S ALL.

>> THANK YOU. >> OKAY IS CINDY STILL HERE? THAT WAS YOU.

SORRY. JOANNE GNAW, AND THEN GEORGIA. >> NO JOANNA.

GEORGIA AND THEN IT LOOKS LIKE IS IT CRYSTAL? OKAY.

AND THEN CRYSTAL. >> HI. I'M GEORGIA SHAW.

THIS IS MY 39TH YEAR IN THE DISTRICT. YES, I'M THE OLDEST DINOSAUR IN THE DISTRICT. I DON'T THINK THERE IS ANYONE HERE LONGER THAN ME.

THIS IS MY 32ND YEAR IN KINDERGARTEN. AND THIS YEAR -- FIRST, WHEN I WAS AT NATOMAS PARK I HAD THE FIRST FULL INCLUSION STUDENT. THAT WAS A LOT, BUT THEY HAD A 101. I THINK SPED TEACHERS SHOULD MAKE MORE MONEY THAN I MAKE.

I WATCH THEM AND I THINK, HOLY COW. THERE IS NO WAY I CAN DO 39 YEARS WATCHING THESE SPED TEACHERS AND IA'S. THIS YEAR I HAVE A SPARKLER.

ONE IS FROM THE SEC CLASS. I TAUGHT HIS AUNT AND MOM AND POSSIBLY HIS GRANDMOTHER.

I DON'T KNOW. HE IS IN MY CLASS BECAUSE WE ARE TRYING TO MAINSTREAM HIM FROM ODD SEVERE. THERE IS NO SUPPORT FOR HIM. THERE IS STILL -- I STEAL TIME FROM HIS REGULAR CLASSROOM AND IT IS NONSTOP. IT IS NONSTOP.

I HAVE ANOTHER LITTLE GUY WHO IS IN MY CLASS THAT HAS A LOT OF RSP SUPPORT.

LAST YEAR -- NOW, I HAD TO RETHINK THIS. WHEN THEY TOLD ME HOW MANY HOURS HE WAS SHORT LAST YEAR I WAS THINKING MINUTES. 120 HOURS.

THIS LITTLE GUY, 120 HOURS SHORT ON HIS MINUTES. THAT HAS TO BE ILLEGAL SOMEWHERE. UNFORTUNATELY HE DOES PRESIDENT HAVE A -- HE DOESN'T HAVE A MOM WHO SPEAKS UP. THIS YEAR I HAVE HIM AND I AM GOING TO SPEAK UP BECAUSE THAT LITTLE BOY DESERVES HIS TIME. THE TIME THAT I ALREADY HAVE HIM, LEAPS AND BOUNDS.

HE IS GETTING HIS MINUTES. I LOG EVERYTHING HE DOESN'T GET.

OH, ALREADY? ANYWAY, COME AND SEE THESE CLASSES.

IT IS A REVOLVING DOOR. WE ARE LOSING OUR TEACHERS CONSTANTLY.

THESE PEOPLE WORK THEIR BUTTS OFF. THEY NEED SOME SUPPORT.

[APPLAUSE]. >> HI. MY NAME IS CRYSTAL.

THIS IS MY 10TH YEAR WORK FOR THE DISTRICT FOR NATOMAS DISTRICT.

I AM HERE BECAUSE THE LACK OF SUPPORT WE HAVE. WE AS A STAFF ARE GETTING HURT BECAUSE WE DON'T HAVE ENOUGH STAFF IN THE CLASSROOM. ES SPECIAL FOR US SOME OF US WORK WITH THE BIG KIDS. SOME OF THEM ARE TALLER THAN US.

THEY GET AGGRESSIVE. WE DON'T HAVE ENOUGH STUFF TO SUPPORT TO SUPPORT ANY INCIDENTS. RIGHT NOW WE ARE GETTING PULLED TO PUSH KIDS TO GENERAL ED CLASSES AND AND LEAVING ONE. ALSO THERE ARE NOT ENOUGH BUDGET FOR OUR CLASSES.

MOST OF THE TIME WE ARE THE ONES WHO BUY SENSORY STUFF AND THE STUFF KIDS NEED BECAUSE WE

[02:05:12]

DON'T HAVE ANYTHING IN THE CLASSROOM. THANK YOU.

>> SHARON THURMOND? >> GOOD EVENING, EVERYONE. THANK YOU ALL FOR THE SERVICE THAT YOU GIVE OUR COMMUNITY TIRELESSLY. I'M HERE TO SPEAK ON BEHALF OF OUR AFTER SCHOOL PROGRAM, FREEDOM SCHOOL, AND TO LET THE BOARD KNOW THAT TONIGHT THE FREEDOM SCHOOL DIRECTOR RECEIVED A CALL FROM OUR DISTRICT INVITING A 120-PERSON SERVICE TO BE RENDERED ON SUCH SHORT NOTICE. THEY WON'T BE ABLE TO PROVIDE THE SERVICE TO ALL 120 CHILDREN, BUT TO ABOUT 40 OF THEM.

I WOULD JUST ASK IF IT IS POSSIBLE IN PLANNING AHEAD FOR AFTER SCHOOL -- AFTER SCHOOL PROGRAMS TO ASK YOU TO CONSIDER IF YOU HAVE A -- EXCUSE ME, IF YOU HAVE A SUMMER PROVIDER WHO YOU KNOW WILL DO A GOOD JOB, COME THE AFTER SCHOOL SEASON. HAVE THE VENDOR REMAIN BECAUSE MOST LIKELY WITH THE ADDITIONAL LEARNING RECOVERY FUNDS THAT ARE AVAILABLE, YOU WILL BE ABLE TO SERVE MORE KIDS. WHAT HAS HAPPENED IS THE STAFF THAT WAS ON BOARD PREVIOUSLY DURING THE SUMMER HAS BEEN RELIEVED. INSTEAD OF BEING ABLE TO SOF -- SERVE 120 KIDS, THE FREEDOM SCHOOL WILL ONLY SERVICE 40. I WANTED TO KEEP YOU AWARE OF THAT AND ASK FOR THE SUMMER PROGRAM COMING UP, OUR DISTRICT THINK AHEAD AND RETAIN THOSE AGENCIES THAT WE ALREADY HAVE SO THAT THEY CAN RETAIN THEIR STAFF AND SO THAT OUR CHILDREN WON'T SUFFER. WE'LL HAVE A SITUATION WHERE FEWER CHILDREN WILL BE PROVIDED FOR BY THE AFTER SCHOOL PROGRAM OF FREEDOM SCHOOL WHEN POTENTIALLY THAT COULD HAVE BEEN AVOIDED. WE APPRECIATE YOUR SERVICE AND I ALWAYS HAVE TO SAY THAT WE WANT ALL OF OUR STUDENTS TO BE ABLE TO READ SO THAT AT THE END OF THE NEXT TWO TO FIVE YEARS WE CAN SAY OUR STUDENTS ARE AT 95% PROFICIENCY IN ADDITION TO THEIR GRADUATION RATES BEING AT 94%. THANK YOU. [APPLAUSE].

>> ALL RIGHT. THERE IS NO MORE PUBLIC COMMENT.

I HAVE NO MORE GREEN SLIPS UP HERE. AT THIS TIME AT 7:49 WE WANT TO
