I WAS ABLE TO LOOK AT SOME OF THE SCHOOL SITE PLANS AND I REALLY APPRECIATED THE HIGH LEVEL OF DETAIL FOR WHAT IS HAPPENING AT BASICALLY EVERY SINGLE MOMENT OF EVERY SINGLE DAY TO KEEP SCHOOLS, KEEP STUDENTS AND EVERYONE SAFE.

I IMAGINE A LOT OF WORK WENT INTO THAT, BUT I TOOK MULTIPLE SKINS AND A CLOSE READ AND IT WAS HELPFUL TO HAVE THAT PEACE

I ALSO APPRECIATED JUST THE INFORMATION, THE DEMOGRAPHICS FOR THE INITIAL PART OF THOSE PLANS AND ALSO TO READ HOW THEY PLAN TO ADDRESS SOME OF THE DEMOGRAPHIC ISSUES THAT THEY POINTED OUT THERE.

BACK IN SEPTEMBER, WE PRESENTED OUR SAFETY AND SAFE SCHOOLS UPDATE AND PROVIDED A LOT OF HISTORY INFORMATION AS WELL AS BOARD HAD AN OPPORTUNITY TOO DISCUSS THOSE THINGS AND GAVE US SOME FEEDBACK ON THINGS TO CONTINUE TO LOOK AT.

TONIGHT WE'RE GOING TO ADDRESS THREE AREAS FOR YOUR CONSIDERATION. THE FIRST IS CONSIDERATION TO REQUIRE ALL CLASSROOM DOORS BE LOCKED DURING THE SCHOOL DAY.

OUR STAFF RECOMMENDATION, TO IMPLEMENT THE ALICE AS OUR ACTIVE SHOOTER IN TRAINING PROGRAM AND CONSIDERATION WOULD REQUIRE A SINGLE POINT OF ENTRY AT OUR SCHOOLS, UNDERSTANDING THAT DURING THE SCHOOL WE GO TO A SINGLE ENTRY SYSTEM ONCE THE BELL RINGS. WE WILL PAUSE TO ALLOW PUBLIC COMMENT AFTER THE PRESENTATION AND ASK THE BOARD TO GIVE US DIRECTION GOING FORWARD. AS PART OF THIS PROCESS, I CONTINUE TO BENCHMARK WITH OTHER DISTRICTS AROUND OUR REGION, TALKING TO SAFETY COLLEAGUES AND SEEING WHAT TYPE OF SAFETY ITEMS THEY'RE DOING. WE HAVE A NETWORK LED BY JENNIFER, A COOPERATIVE OF SAFETY FOLKS THAT GET TOGETHER MONTHLY THROUGHOUT THE YEAR TALKING ABOUT WHAT WE'RE DOING IN OUR DISTRICT. WE SHARE A LOT OF THINGS BUT WE SHARE THOSE IN CONFIDENCE SO I'M NOT GOING TO MENTION ANY OTHER DISTRICTS TONIGHT, BUT WE DO LEARN FROM EACH OTHER AND I JUST WANT TO RECOGNIZE THAT A LOT OF THE WORK THAT WE HAVE DONE OVER THE LAST 12 YEARS AND ARE CURRENTLY WORKING ON HAS PUT OUR DISTRICT IN A FORWARD PLACE, BUT KNOWING THAT, WE'RE STILL CONTINUING TO LOOK AT SAFETY ITEMS AND WE CAN'T GUARANTEE, NO MATTER ALL THE STEPS THAT WE TAKE, TO IMPROVE THE SAFETY FOR OUR STUDENTS, STAFF AND SCHOOLS. WE'RE GOING TO DO THE BEST WE CAN AND THESE ITEMS ARE SOME OF THE THINGS I WANTED TO SHARE WITH YOU THAT WE HAVE STARTED. THIS IS WITHIN THE REPORT WE SHARED WITH YOU TONIGHT. WE ARE DOING A LOT OF UPGRADES TO SECURITY CAMERAS. OUR SINGLE GATE ENTRY SYSTEMS. WE CHANGED THE FORMAT IN WHICH WE ENTER OUR SCHOOLS AFTER SCHOOL STARTS, WHICH IS VERY IMPORTANT IN THE WORLD OF SAFETY IN OUR SCHOOLS. WE HAVE VISITOR IDENTIFICATION SYSTEMS AT OUR SCHOOLS. WE HAVE PROCESSES.

WE CONTINUE TO SUPPORT OUR SCHOOL RESOURCE OFFICERS.

WE HAVE CAMPUS SAFETY SPECIALISTS, WHICH WE HAVE INCREASED OVER THE YEARS. WE ALSO NOW HAVE OUR SCHOOL AND SAFETY AND CLIMATE LIAISONS PROVIDING SUPPORT.

WE'RE ALSO IN THE PROCESS NOW OF IMPLEMENTING AN ANONYMOUS REPORTING SYSTEM. I WILL BE SHARING THIS WITH YOU THIS WEEK MOVING FORWARD AND WE'RE ALSO IN THE PROCESS OF PROVIDING PURCHASING A MOBILE SECURITY CAMERA SO WE CAN HAVE EYES ON THINGS AT DIFFERENT TIMES.

THE NEXT STEPS TONIGHT ARE TO CONTINUE TO MOVE FORWARD ON THE THINGS WE'RE ASKING YOU TO CONSIDER.

SO, AGAIN, DOES THE BOARD REQUIRE ALL CLASSROOM DOORS BE LOCKED DURING THE SCHOOL DAY? THERE'S TRAINING THAT GOES SPECIFICALLY TO THE AGE GROUPS. THAT WAS A VERY IMPORTANT POINT THAT WAS MADE AT OUR SEPTEMBER MEETING AS A CONCERN AND WE WANTED TO ADDRESS THAT. SO ALICE.

THIS WAS THE SAME YEAR, THE SAME MONTH THAT MATTHEW SHEPHERD WAS MURDERED. IT WAS NO EASY FEAT TO GO HOME AND TELL MY PARENTS I WAS GAY. A FEW YEARS LATER I WAS AN EDUCATOR AND STARTED MY CAREER IN THE VALLEY AND I HAD COLLEAGUES WHO REFUSED TO EACH LUNCH WITH ME BECAUSE I WAS GAY.

MY HUSBAND AND I BOTH FEEL FORTUNATE TO HAVE A SON WHO HAS BEEN ABLE TO AN TEND SCHOOL IN THIS COMMUNITY WHERE NO ONE HAS QUESTIONED THAT HE HAS TWO DADS. A FEW YEARS AGO SOME OF YOU KNOW I COMPLETED MY DOCTORAL RESEARCH WHERE I INTERVIEWED LGBTQ+ STUDENTS IN OUR COMMUNITY. EACH OF THEM RECEIVED HOMOPHOBIC AND TRANSPHOBIC BULLYING BUT EACH FELT COMFORTABLE WITH STAFF. WE KNOW FROM THE RESEARCH THAT THIS COMMUNITY WILL OFTEN SHOOT DIVERSE COMMUNITIESCHOOSE DIVERSE COMMUNITIES TO RAISE THEIR CHILDREN.

WE SHOULD ASSUME THAT WE HAVE A FAIRLY LARGE LGBTQ+ STUDENT AND FAMILY POPULATION EVEN IF THEIR IDENTITY IS UNKNOWN TO US.

THIS RESOLUTION IS AN IMPORTANT STATEMENT THAT NATOMAS IS A COMMUNITY WHERE STUDENTS AND EDUCATORS LIKE ME AND FAMILIES LIKE MEAN WILL ALWAYS BE SAFE AND AFFIRMED.

FOR MY SAKE AND EVERYBODY ELSE'S SAKE, I'M GOING TO WRAP THIS UP AND JUST SAY THAT WE HAVE ALL SEEN THE STATISTICS AND REPORTS OF HOW MUCH YOUTH ARE AFFECTED REALLY BY ANTI-LGBT AND REALLY JUST COMMENTS THAT DON'T RECOGNIZE THEIR EXISTENCE, THAT DON'T RECOGNIZE THE IMPORTANCE OF THEM BEING ALIVE AND THRIVING IN THIS WORLD AND HOW MUCH THEY CAN AFFECT THEIR -- LEAD TO HIGHER RATES OF DEPRESSION AND SELF-HARM, ESPECIALLY FOR STUDENTS WITHIN THE POPULATION OF LGBTQIA WHO ARE FACING A LOT OF NEGATIVE RHETORIC RIGHT NOW LIKE TRANSGENDER STUDENTS.

IT'S NOT ENOUGH TO SAY THAT OUR STUDENTS DESERVE EQUAL ACCESS AND EQUAL SUPPORT TO PUBLIC EDUCATION.

EQUITY IS THAT FOR OUR LGBTQ POPULATION AND HAVING SAFE PLACES TO GO TO, HENCE THE LARGER INITIATIVE, IS SO CRUCIAL AND AN ETHICALLY IMPERATIVE FOR SO MANY REASONS BUT THIS RESOLUTION TAKES STEPS TO RECOGNIZE THAT OUR STUDENTS AND SCHOOL COMMUNITY ARE PLACES ARE PLACES FOR LEARNING AND EVERYONE CAN DO THAT SAFELY. WE HAVE A RESPONSIBILITY TO ENSURE THE AQ DEMME SUCCESS, THE SOCIAL, EMOTIONAL HEALTH AND THE PHYSICAL SAFETY OF STUDENTS. WITH THIS RESOLUTION IN FRONT OF US, I MEAN IT WHOLEHEARTEDLY WHEN I SAY I'M NATOMAS PROUD AND THAT CONCLUDES MY REMARKS. [APPLAUSE]
