IN ORDER TO EXPAND TO GRADES SIX [00:28:47] THROUGH EIGHT, WE WOULD NEED TO START ARCHITECTURAL DESIGN AS EARLY AS 2025 AND HAVE THAT COMPLETED AND CONSTRUCTION WILL NEED TO START IN 2027 TO MEET THE GROWTH AND EXPANSION OF THE SCHOOL SITE. AT THE SAME TIME, TOWARDS 28-29, WE WOULD NEED TO ORDER THE CURRICULUM FOR THE EXPANSION AS WELL, THE CURRICULUM, FURNITURE, SPLICE, ETC. SO YOU CAN SEE OVER THE TIME LINE WHAT STEPS WE WOULD NEED TO TAKE TO MAKE THAT MOVE FORWARD AND THAT WOULD BE ADDING A SIXTH GRADE CLASS STARTING IN 29-30. AND THEN ALSO SEVEN AND EIGHT IF WE WERE TO EXPAND THAT QUICKLY THEN MOVE FORWARD. IN REGARDS TO FUNDING AND EXPANSION FOR HEREDIA-ARRIAGA SCHOOL, WE ESTIMATE THE COST TO BE $40 MILLION TO $50 MILLION. THE COST OF CONSTRUCTION COULD INCREASE BETWEEN NOW AND THE TIME OF CONSTRUCTION SO AROUND $40 MILLION TO $50 MILLION TO ADD THE CLASSROOMS, GYMNASIUM AND FIELDS. [00:30:03] FUNDING OPTIONS INCLUDE ACTIONS WE HAVE DONE IN THE PAST. FOR EXAMPLE, A CERTIFICATE OF PARTICIPATION, WHICH IS A TYPE OF LOAN FOR SCHOOL CONSTRUCTION. IT'S ABOUT A 15 TO 20-YEAR LOAN. INITIAL REPAYMENT CAN BE DEFERRED FOR TWO TO FOUR YEARS WHILE WE WAIT FOR ADDITIONAL INCOME AND THAT COULD BE PAID BACK OVER TIME. WE HAVE DONE THIS PREVIOUSLY WITH OUR PASSOVER DAY SCHOOL. WE USED A CLP TO GET THAT SCHOOL LAUNCHED AND CONSTRUCTED AS QUICK THROUGH AS POSSIBLE, WHICH ALSO SISIEVRECEIVED IN ESCALATI. WE'RE JUST WAITING FOR THE STATE TO APPROVE A BUDGET TO REIMBURSE US. WE ANTICIPATE $40 MILLION IN REIMBURSEMENTS. WITH THAT CONSIDERATION, OTHER FACILITY PROJECTS MAY BE DELAYED. ANOTHER OPTION FOR FUNDING IS WHAT'S CALLED THE LEASE LEASE BACK AND IT'S ALSO A TYPE OF LOAN AND IT WOULD BE WITH FINANCING PAYMENTS MADE OVER 15 PLUS YEARS AND WE HAVE USED THIS IN SIMILAR PROJECTS IN THE PAST WITH HIGH SCHOOL AND MIDDLE SCHOOL CONSTRUCTION. THOSE PAYMENTS CAN BE MADE FROM DEVELOPER FEES OR BOND FUNDS IF THERE'S A BOND FUND IN THE FUTURE. ALL THREE OF THESE, A COMBINATION OF THESE THREE CAN BE USED TO FUND THE PROJECT MOVING FORWARD. AS WE TAKE A LOOK AT THIS PROJECT, WE HAVE TO COME BACK AND TAKE A LOOK AT OUR FACILITY FINANCIAL PLAN WHICH WE'LL BRING THAT BACK AS A FUTURE ITEM. THERE IS SUFFICIENT FACILITY SPACE ON THE PROPERTY. WE WOULD NEED TO BEGIN PRELIMINARY DESIGN STARTING IN 2025 AND SOONER. WE CAN BRING AN ARCHITECT RECOMMENDATION AS EARLY AS MAY FOR CONSIDERATION. WHAT DID THEY THINK ABOUT RESOURCES AT THE MIDWAY POINT OF THIS COURSE. WHAT DID THEY THINK WAS INTERESTING ABOUT THEIR LEARNING? I INCLUDED ENOUGH OF THE BOTTOM ROW HERE, A REALLY INTERESTING PART OF THE SURVEY QUESTION THAT WE WANTED TO HIGHLIGHT ON THIS SLIDE THAT THEY FELT COMFORTABLE OR VERY COMFORTABLE DISCUSSING THE THE E MATERIALS AND TOPICS. ONE OF THE THEMES THAT EMERGED IS HOW MUCH THIS CLASS HAS PUSHED THEM TO DISCUSS TOPICS AND THAT WAS A VERY STRONG THEME THAT CAME OUT IN THE FOCUS GROUPS AND YOU WILL SEE THAT IN ONE OF THE VIDEOS SO I'M EXCITED TO HIGHLIGHT THAT. THEN WE HAVE STAKEHOLDER FEEDBACK. THERE WAS A FAIRLY LOW RESPONSE RATE, ACTUALLY, WE EVEN ENGAGED IN SOME PHONE BANKING. THIS IS ONE OF THE AREAS THAT WE HAVE TO PUSH SOLICITING MORE FEEDBACK FROM FAMILIES, SO THIS IS THE MIDWAY POINT FEEDBACK FROM FAMILY SURVEYS ABOUT THEIR FEEDBACK SO FAR ON ETHNIC STUDIES. SOME OF THE THEME THAT IS EMERGED FROM THE SMALL FOCUS GROUPS, THERE'S RAW DATA IN THE REPORT THAT THE STUDENTS REALLY SHAPED THE WAY THEY LOOKED AT THEIR OWN FUTURE. THAT'S SOMETHING THAT REALLY CAME OUT IN THE THEMES. I THINK WHAT YOU WILL SEE IN THE FIRST SET AND WE'LL SEE HOW MUCH THE CLASS HAS HELPED THEM FEEL CONNECTED. IT WAS ALL ABOUT CONNECTIONS. THERE ARE TWO SETS OF VIDEOS BASED ON THEME THAT IS EMERGED FROM STUDENT FOCUS GROUPS. THEY GO OVER IT BUT IT'S NOT IN DEPTH LIKE THIS CLASS IS. ETHNIC STUDIES HAS HAD A HUGE IMPACT BECAUSE FROM MY EDUCATIONAL EXPERIENCE IT ALLOWS ME TO REALLY BE OPEN MINDED ABOUT ONE'S RACE AND TO BE CULTURALLY INFORMED. WE DO I HAVE IN AND ANALYZE. I WOULD SAY MY FAVORITE PART IS PROBABLY THAT BECAUSE EVERYBODY GETS TO TALK. IT'S BEEN A PLACE TO CELEBRATE THE UH YOOUCHLTSNS THATSTS THAT RIGHTS FOR HUMAN RIGHTS. NO DISTRICT SHOULD BE PREDICATED ON ONE PERSON OR INDIVIDUAL AND I THINK THE POWER OF THIS DISTRICT IN THE LAST 11 YEARS IS WE HAVE HAD MULTIPLE CHANGES IN POORED, WE HAVE HAD A PRETTY CONSISTENT LEADERSHIP TEAM, ALTHOUGH THEY MAY HAVEBOARD, WE CONSISTENT LEADERSHIP TEAM, ALTHOUGH THEY MAY HAVE CHANGED TITLES AND DEPARTMENTS. A COUPLE OF THEM HAVE BEEN HERE LONGER THAN ME. MANY HAVE BEEN HERE SEVEN YEARS PLUS SO I THINK IT'S IMPORTANT TO UNDERSTAND THAT JUST BECAUSE I'M LEAVING, I'M JUST A SMALL PART OF THIS WORK. I DON'T THINK ANY DISTRICT WOULD WANT TO THROW OUT ALL THE WORK THAT WAS DONE FOR YEARS JUST BECAUSE ONE PERSON IS LEAVING BY SPECIFICALLY ACCOUNTABILITY, OF COURSE THERE'S EVALUATION. EVALUATION IS PART OFOF COURSE . EVALUATION IS PART OF OUR BOARD POLICIES. THE SUPERINTENDENT WILL BE ABLE TO EVALUATE LEADERS EVERY YEAR AND CAN CONSTRUCT THAT IN ANY WAY THEY FIND APPROPRIATE. FAR COUPLE OF THE LEADERS, THEY'RE DOWN TO 15 MONTHS ON THEIR CONTRACT. THERE ARE PLENTY OF JOBS AVAILABLE RIGHT NOW WITH A LEADERSHIP SHORTAGE. OUR LEGAL DEPARTMENT WORKED WITH THE BOARD BEFORE I CAME TO MAKE SURE THESE AGREEMENTS ARE CONSTRUCTED IN A WAY THAT ARE POSITIVE FOR THE EMPLOYEE BUT TO PROTECT THE BOARD OF EDUCATION. IF THERE'S A SEPARATION WHERE ONE OF THE SENIOR LEADERS IS TERMINATED WITHOUT CAUSE, THAT UP TO 12-MONTH IS CALIFORNIA LAW. I WANTED TO ALSO INCLUDE IN 2008, THE ADA, THE AMERICANS WITH DISABILITIES ACT WAS CHANGED TO INCLUDE MORE PEOPLE IN THE DEFINITION OF DISABLED. CONDITIONS THAT ONLY SHOW SYMPTOMS AT CERTAIN TIMES ARE NOW INCLUDED ASTHMA AND ALLERGIES FIT THIS DEFINITION. THE ADA PROTECTS PEOPLE WITH ASTHMA AND ALLERGIES EVEN IF REACTIONS OR ATTACKS HAPPEN ONLY WHEN TRIGGERED. THE ADA CAN HELP TO CREATE AN ENVIRONMENT WHERE PATIENTS CAN AVOID THEIR TRIGGERS. ALSO, USE OF MEDICAL AIDS OR DEVICES CAN NO LONGER EXCLUDE THEM FROM ADA COVERAGE. FOR EXAMPLE, IT USED TO BE THAT PEOPLE WITH ASTHMA WHO GOT RELIEF FROM AN INHALER WERE NOT COVERED BY THE ADA. THE INHALER WAS THOUGHT TO HAVE REMOVED THE DISABILITY. WITH THE 2008 CHANGES, THE ADA COVERS PEOPLE WITH ASTHMA AND ALLERGIES EVEN IF MEDICATION CONTROLS THEIR SYMPTOMS. ANOTHER THING I WANTED TO BRING TO YOU GUYS WAS THAT KNOWING THAT THAT IS A DISABILITY, THERE SHOULD BE A 504 OR IEP OR SOMETHING LIKE THAT TO WHERE THE DISTRICT SHOULD BE MAKING SURE THAT ALL SCHOOLS MAKE SURE THAT EVERYBODY THAT HAS ASTHMA OR ALLERGIES THAT FALLS UNDER THE ADA, AMERICANS DISABILITIES ACT SHOULD HAVE A 504 PLAN AS SOON AS THEY START SCHOOL, NOT LETTING IT PROLONG AND THINGS HAPPENING AND WHEN SOMETHING HAPPENS, EVERYTHING IS UNFOUNDED OR NOT SUSTAINED. IF THERE IS A WAY THAT YOU'RE ABLE TO FIX THAT AMONG THE DISTRICTS IN THE SCHOOLS, THAT WOULD BE GREAT SO IT WILL PREVENT A LOT FROM PEOPLE GETTING HURT. TODAY I'M GOING TO TOUCH ON A COUPLE OF THINGS, ONE REGARDING THE AMERICAN LEG LAKES SITUATION. IT'S A TITLE I SCHOOL SO IT SHOULD BE ABLE TO HAVE A GROUP [01:55:05] OTHER THAN THE PRINCIPLE ADVISORY COUNCIL. IF THE PARENTS GET TOGETHER, THE TITLE I STATUTES AND LIMITATIONS ALLOW US TO DO IT. WE HAVE AN ISSUE OF HAVING A HIGH NUMBER OF STUDENTS SUSPENDED IN THAT SCHOOL. THE LAST TIME WE MET, IT WAS REPORTED BY THE PRINCIPAL SO YOU HAVE MORE THAN 25 KIDS, BLACK A MAJORITY OF THE KIDS SUSPENDED IN THAT SCHOOL. THEY NEED MORE THAN SOCIAL WORKERS. IT'S A PROBLEM WHEN YOU HAVE MORE THAN 25 KIDS SUSPENDED EVERY WEEK. WHAT ARE THEY LEARNING? YOU SUSPEND THEM BY WHAT ARE THEY LEARNING? NOTHING BECAUSE YOU'RE SENDING THEM HOME AND THERE'S NOTHING THEY'RE DOING AT HOME. NOT ONLY THAT, WE STILL HAVE HA TEACHER THAT IS SUSPENDED AT AMERICAN LAKES FOR 30 WEEKS AND WE NEED THAT TEACHER TO GO BACK TO THE CLASSROOM BECAUSE THOSE KIDS THAT HAVE BEEN SUSPENDED IN HIGH NUMBERS, THOSE KIDS THAT TEACHER WAS TEACHING SO I HOPE ■ YOU TAKE INTO CONSIDERATION THAT WE DO HAVE ISSUES OVER THERE.
