[X.b. Natomas Teachers Association (NTA)]

NO. OKAY.

I WILL MOVE ON TO NTA. WELCOME, MAURA.

>> HELLO. I'M ON.

RIGHT? GOOD EVENING, PRESIDENT HEREDIA, MEMBERS OF THE BOARD, SUPERINTENDENT EVANS.

IT IS WEIRD TO CALL YOU CHRIS HERE.

>> IT IS FINE. >> I KNOW IT IS FINE.

IT IS JUST-- FIRST, I HOPE THIS DAY WAS FULL OF FRIENDSHIP AND JOY AND THAT THAT CONTINUES IN THE DAYS AND WEEKS TO COME.

TONIGHT I WANT TO ACKNOWLEDGE THAT THIS IS WOMEN'S HISTORY MONTH AND SOCIAL WORK MONTH. SOCIAL WORK IN EDUCATION HAS BEEN LINKED THROUGHOUT HISTORY SINCE THE INCEPTION OF SETTLEMENT HOUSES AND PLACES WHERE PEOPLE WERE EDUCATING IN THEIR COMMUNITIES. 90% OF U.S. SOCIAL WORKERS ARE WOMEN. NTA IS PROUD TO HAVE ALL OF OUR SOCIAL WORKERS AS MEMBERS OF THE CERTIFICATED BARGAINING UNIT.

TODAY IS ALSO INTERNATIONAL WOMEN'S DAY.

NOT MANY PEOPLE KNOW THIS. BUT TODAY WE HAVE WOMEN'S

[00:05:03]

HISTORY MONTH. THANKS TO TEACHERS.

CALLING FOR THE RECOGNITION OF WOMEN'S HISTORY.

THOSE TEACHERS WERE HERE IN SANTA ROSA, CALIFORNIA, A FUN LITTLE PIECE OF CALIFORNIA TEACHER HISTORY.

HERE IS A BIT MORE HISTORY IN FM THE NATIONAL ARCHIVES.

NATIONAL WOMEN'S HISTORY MONTH WAS ESTABLISHED BY PRESIDENTIAL PRPROCLAMATION IN ORDER TO DRAW ATTENTION TO AND IMPROVE THE FOCUS ON WOMEN IN HISTORICAL STUDIES.

IT BEGAN IN NEW YORK CITY ON MARCH 8 OF 1857 WHEN FEMALE TEXTILE WORKERS MARCHED AND PROTESTED.

IT WAS ONE OF THE FIRST ORGANIZED STRIKES BY WORKING WOMEN. THEY CALLED FOR DECENT WAGES AND A SHORTER WORK DAYS. ALSO WOMEN WORKERS IN THE NEEDLE TRADES MARCHED THROUGH NEW YORK CITY'S LOWER EAST SIDE TO PROTEST CHILD LABOR SWEAT SHOP WORKING CONDITIONS AND DEMAND WOMEN'S SUFFRAGE. BEGINNING IN 1910, MARCH 8 BECAME ANNUALLY OBSERVED AS AN INTERNATIONAL WOMEN'S DAY.

WOMEN'S HISTORY WEEK WAS INSTITUTED IN 1978.

IN AN EFFORT TO BEGIN ADDING WOMEN'S HIRY THE TO EDUCATIONAL CURRICULA. IN 1987, THE NATIONAL WOMEN'S HISTORY PROJECT SUCCESSFULLY PETITIONED CONGRESS TO INCLUDE THE MARCH AS A... TO INCLUDE ALL OF MARCH AS A SELL OPERATION OF ECONOMIC, POLITICAL, AND SOCIAL CONTRIBUTIONS OF WOMEN.

THE HISTORY OF TODAY RESONATES WITH ME IN SUCH A DEEP WAY.

I'M HERE TO SUPPORT THE ADDITION OF MARGINALIZED GROUPS TO THE CURRICULA. BECAUSE WE HAVE TO RECOGNIZE THE CONTRIBUTIONS OF ALL PEOPLE IN THE SOCIETY.

I'M HERE TO SUPPORT PAY THAT IS EQUITABLE TO OUR EDUCATION AND PROFESSIONALISM, AND I'M HERE TO ADVOCATE FOR THE BEST, SAFEST WORKING CONDITIONS FOR OUR MEMBERS.

BECAUSE WE ALL AGREE THAT GOOD WORKING CONDITIONS CREATE THE BEST LEARNING CONDITIONS FOR OUR STUDENTS.

TODAY I'M REFLECTING ON WHAT WOMEN BEFORE ME HAVE DONE AND HOW TO DO TO FIGHT FOR BOTH THE RECOGNITION AND EDUCATION AND FOR ROLES IN LEADERSHIP. I'M HONORED AND HUMBLED TO STAND HERE AS THE PRESIDENT OF A LABOR ORGANIZATION REPRESENTING WORKERS IN THE FIELD THAT IS PREDOMINANTLY WOMEN.

I STAND HERE AS A HISTORY TEACHERRENED A MOTHER WHO SEEKS TO SEE MORE FEMALE LEADERS IN EDUCATION.

WE MUST CONTINUE TO FIGHT FOR THAT EQUITY.

WOMEN MAKE UP 76% OF K-12 TEACHERS ACROSS THE UNITED STATES. ONLY 24% OF THE SUPERINTENDENTS NATIONWIDE. IN NATOMAS, BUT THINK ABOUT HOW LIVING WAGES, AFFORDABLE HEALTH CARE, AND BEREAVEMENT LEAVE HAVE BEEN WORKED INTO OUR C. IT BRINGS ME HOPE FOR THE FUTURE.

WHEN WOMEN COME TOGETHER IN OUR UNIONS, WE HAVE THE POWER TO TRANSFORM OUR SOCIETIES. THOSE ARE MY COMMENTS.

I WANT TO CONGRATULATE THE SAC STATE HORNETS WOMEN'S BASKETBALL TEAM. ON THEIR WIN TODAY.

THANK YOU. >> THANK YOU, MAURA.

[X.c. Student Board Member]

ALL RIGHT. MOVING ON NOW TO STUDENT BOARD

MEMBER JAVIER CASTILLO. >> GOOD EVENING, SUPERINTENDENT EVANS, BOARD MEMBERS, AND GUESTS.

IN THE PAST TWO WEEKS, DHS IS EXCITED TO HAVE TWO MORE EARLY GRADS WHO FINISHED UP THE REQUIRED CREDITS DURING THIS QUARTER. CULINARY ARTS STUDENTS ENJOYED A LIGHTHEARTED COMPETITION AND PORK CHOP COOK-OFF.

OUR BASKETBALL TEAM ENJOYED ANOTHER WIN LAST THURSDAY.

WE WERE PROUD OF OUR FEMALE TEAM MEMBER WHO EXPERIENCED A MOMENT OF FAME, SCORING A POINT. THIS WEEK STUDENTS WILL BE RECOGNIZED DURING OUR THIRD QUARTER AWARD ASSEMBLY FOR ATTENDANCE, CITIZENSHIP AND ACADEMIC ACHIEVEMENT.

INDERKUM HIGH SCHOOL SOFTBALL PROGRAM CELEBRATED A WIN LAST NIGHT WITH A HOME OPENER DEFEAT OVER DAIS.

ALL PLAYERS, COACHES, STAFF, AND COMMUNITY MEMBERS WERE ABLE TO ENJOY THE NEW FIELDS. LAST FRIDAY, MANY OF THE STUDENT CLUBS WERE ABLE TO SHOW OFF AND SELL THEIR CRAFTY WORK AT THE TIGER BAZAAR. ITEMS INCLUDED BRACELETS, RINGS, AND OTHER WEARABLES. WITH PROM ONLY A FEW WEEKS AWAY, TICKET SALES ARE SURGING. AND STUDENTS ARE GETTING EXCITED TO GO BACK ON THE BOAT AND CRUISE SAN FRANCISCO BAY.

LGA IS PREPARING FOR THE THIRD QUARTER FINALS.

THE STAFF HAD ANOTHER TUTOR SHOWCASE.

THEY LEARNED FROM EACH OTHER'S BEST PRACTICES.

THEY HAD THEIR FIRST IN-PERSON TALENT SHOW SINCE 2018.

THEY HAD SIX PERFORMERS WHO DID AN AMAZING JOB.

ALL SPRING SPORTS ARE IN FULL SWING.

THE HIGH SCHOOL STUDENTS HAVE PROM COMING UP.

TICKETS ARE HAPPENING NOW. THEY ARE ALSO PLANNING FOR THEIR THIRD QUARTER ACADEMIC ASSEMBLY. NHS HAD 101 NIGHTHAWKS APPLY TO SAC STATE. THEY HAD THE HIGHEST NUMBER OF

[00:10:07]

STUDENTS EVER ACCEPTED TO U.C. DAVIS.

17 OF 24 SCHOLARS WHO APPLIED WERE ACCEPTED.

NINE OF THOSE STUDENTS WERE LATINO.

GO, AGGIES. I'M INCREDIBLY EXCITED FOR THESE SCHOLARS AND THEIR FUTURE. ON FEBRUARY 25, THEY HELD A BLACK EXCELLENCE AWARDER IS MOAN YOU TO CAP OFF A FULL MONTH OF BLACK HISTORY MONTH EVENTS. APPROXIMATELY 150 PEOPLE WERE IN ATTENDANCE. 82 SCHOLARS RECEIVED AWARDS AFTER BEING NOMINATED BY STAFF. MARCH 1 WAS WINTER AWARDS NIGHT.

ONCE AGAIN, A LARGE TURNOUT OF SCHOLARS, ATHLETES, AND THEIR FAMILIES. 100 FAMILY MEMBERS WERE IN ATTENDANCE. SCHOLARS AND ATHLETES RECEIVED AWARDS FOR PARTICIPATION, MOST OUTSTANDING PLAYER, MOST IMPROVED PLAYER, AND THE NIGHTHAWK AWARD RECOGNIZING ALL ATHLETES ON THE HONOR ROLL DURING THE SEASON.

ALL VARSITY ATHLETES RECEIVED THEIR VARSITY LETTERS AS WELL.

ALSO MANY OF THE BAND ORCHESTRA STUDENTS ATTENDED A SHOWING OF THE JAPANESE DRUMS. THIS WAS AN AMAZING EXPERIENCE FOR THE SCHOLARS AND MANY OF THEM CAME BACK TRULY EXCITED ABOUT THE EXPERIENCE. SIXTHLE-GRADE SOCCER HAS KICKED OFF WITH THE YOUNGER STUDENT SCHOLARS PLAYING THEIR FIRST GAMES AND DEMONSTRATING GREAT SPORTSMANSHIP.

LASTLY, A FRIDAY FUN DAY, LIVING THE PANTHER WAY.

I'M LOOKING FORWARD TO THE LGA PROM AND THEIR CURRENT CELEBRATION. WE THANK OUR AMAZING TEACHERS AND STUDENTS FOR FINISHING THE YEAR STRONG.

THANK YOU. >> THANK YOU FOR THAT INFORMATIVE REPORT. ALL RIGHT.

[X.d. Board Members]

TRUSTEE GRANT? >> NO REPORT.

I DO WANT TO RECOGNIZE NATIONAL WOMEN'S HISTORY MONTH.

THE LADIES SERVING OUR COMMUNITIES.

>> THANK YOU. TRUSTEE HARDEN?

>> NO TRUE REPORT. JUST I HAD THE PLEASURE OF GOING TO THE INAUGURAL BLACK STUDENT AWARDS SHOW.

IT WAS BEYOND EXCELLENT. THANK YOU TO MR. WALKER AND ALL THOSE WHO PUT IN ALL THE EFFORT GOING INTO IT.

I HAD THE OPPORTUNITY THIS WEEK TO ATTEND EVERY STUDENT SUCCEEDING AWARDS DINNER. IT WAS SUCH AN HONOR TO BE ABLE TO SIT WITH OUR STUDENTS WHO WON AWARDS.

MARTIN GONZALEZ. I WANT TO GIVE A SHOUT-OUT TO THE AMAZING TEACHERS THAT ENSURED THAT JEFFERSON HAD ITS VERY FIRST EVER SNOW DAY. I GOT A LOT OF MESSAGES FROM PARENTS SAYING HOW EXCITED THEY WERE THAT IT SNOWED AT JEFFERSON. SO THANK YOU.

>> OF DAY. TRUSTEE MORA?

>> THANK YOU. I HAVE JUST THREE THINGS THAT I WANT TO REPORT ON. FIRST, I WANT TO SAY HAPPY SOCIAL WORKERS MONTH. AND ALSO I WAS ABLE TO ATTEND-- I WAS A LITTLE LATE SO I WAS IN THE BACK.

I WAS ABLE TO ATTEND AND JUST BE REALLY HAPPY TO SEE THE RECOGNITION FOR THE PERSEVERANCE THAT THE STUDENT FROM OUR DISTRICT WAS PRESENTED WITH OR RECOGNIZED FOR, I SHOULD SAY, AT THAT SUCCEEDING AWARD CEREMONY. THE THREE THINGS I WANT TO TOUCH ON ARE TO RECOGNIZE NATIONAL WOMEN'S HISTORY MONTH AND I BELIEVE INTERNATIONAL WOMEN'S DAY.

JUST BY RECOGNIZING TWO INDIVIDUALS BUT REALLY ONE-- I WANT TO MAKE A COMMENT ABOUT ONE INDIVIDUAL IN MY LIFE-- TWO INDIVIDUALS. MY MOTHER AND SISTER.

CAN'T LEAVE MOM OUT. ONE INDIVIDUAL THAT I WANT TO QUICKLY SAY A NICE THING ABOUT IN PUBLIC WHICH I DON'T KNOW IF I HAVE EVER DONE IS, AGAIN, MY SISTER WHO ACTUALLY WENT THROUGH MY ENTIRE K-12 EXPERIENCE WITH HERE IN OUR DISTRICT.

I KNEW I HAD SOMEBODY TO RELY ON AND SOMEBODY THAT HAD MY BACK.

I HOPE SHE KNEW THAT FOR ME AS WELL.

SHE ALWAYS WANTED TO PURSUE A CAREER IN THE CLOTHES INDUSTRY OR DESIGNING CLOTHES. SHE DOES THAT NOW.

SHE IS A GRADUATE, LIKE I SAID, OF OUR DISTRICT AS WELL.

SHE CALLS ME HER LITTLE BIG BROTHER.

THAT IS MOSTLY BECAUSE I'M TALLER THAN HER BY A LONG SHOT.

AND I CAN ONLY BEGIN TO IMAGINE THE ADDITIONAL HURDLES, AND I KNOW SHE HAS SHARED SOME, THAT WOMEN AND GIRLS CONTINUE TO GO THROUGH THROUGHOUT THE WORLD REALLY.

AND SO I'M REALLY APPRECIATIVE THAT WE ARE RECOGNIZING THE MONTH AND ALWAYS THINKING OF WAYS TO REMOVE THOSE HURDLES AS MUCH AS POSSIBLE. ALSO I WANTED TO QUICKLY APPRECIATE BEING ABLE TO VISIT ONE OF OUR ETHNIC STUDIES CLASSES. THIS ONE AT NATOMAS HIGH SCHOOL.

[00:15:02]

IT IS, IN GENERAL, REALLY GOOD TO SEE A CLASS THIS IMPORTANT IN OUR DISTRICT, BUT IT WAS ALSO REALLY MEANINGFUL TO SEE HOW ENGAGED AND HOW EXCITED FOR THE CLASS STUDENTS WERE.

CONSIDERING ALSO THIS IS THE FIRST CLASS OF THE DAY.

SO IT WAS EARLIER THAN I MENTALLY WAKE UP, TOO.

THE STUDENTS HAD A LOT OF QUESTIONS FOR ME.

LUCKILY, I HAD SOME ANSWERS. NOT ALL BUT SOME.

THE LAST THING THAT I WANT TO TOUCH ON IS ALSO BEING ABLE TO ATTEND THE BLACK STUDENT EXCELLENCE AWARDS HOSTED BY THE NATOMAS HIGH BSU. IT WAS GOOD TO SEE THE LARGE NUMBER OF STUDENTS BEING RECOGNIZED FOR THEIR GOOD GR GRADES, FUTURE AMBITIONS, COMMUNITY SERVICE, THEIR SKILLS AND A LOT MORE. AND IT WAS A GOOD AMOUNT OF STUDENTS BEING AWARDED. THOSE WERE ALL THE THINGS THAT I JUST WANTED TO INCLUDE IN THIS BOARD REPORT.

THANK YOU. >> THANK YOU.

TRUSTEE QUIRALTE? >> THANK YOU SO MUCH.

AS MANY OF YOU ALREADY MENTIONED, I WANT TO CALL OUT OUR AMAZING SOCIAL WORKERS FOR THE INCREDIBLE WORK THEY HAVE BEEN DOING TO HELP RESIDENTS RECOVER AND THRIVE THROUGH THIS TRANSITION. AND I REALLY WANT TO ACKNOWLEDGE THE FACT THAT TODAY IS INTERNATIONAL WOMEN'S DAY AND WOMEN'S HISTORY MONTH. YOU KNOW, TOO OFTEN I THINK THAT WE LOOK TO ICONS AND, YOU KNOW, CELEBRITIES AND FOLKS WITH TITLES AND FANCY DEGREES. REALLY IF WE WANT TO HIGHLIGHT THE EVERYDAY HEROIC ACTS THAT WOMEN DO, WHETHER IT IS DRIVING OUR BUSES, TEACHING IN OUR CLASSROOMS, MAKING OUR MEALS, AND I WANT TO CALL OUT, YOU KNOW, MY MOM WHO HELPED ME GET TO THIS SPACE. YOU KNOW, AS A TEEN MOM AT 16 YEARS OLD, HAVING FOUR KIDS, IT WAS HER DREAM TO SEE ME IN THESE SPACES. IT IS NOT LOST ON ME.

I'M JUST VERY INTENTIONAL ABOUT CALLING OUT THE EVERYDAY HEROIC ACTS OF WOMEN. WHETHER IT IS IN THE HOME, IN THE COMMUNITIES, IN THE COURTROOM, IN THE CLASSROOMS, WHATEVER IT COULD BE. IT IS VERY IMPORTANT TO SEE HOW IMPORTANT EDUCATION CAN PLAY IN THE TRAJECT TRAJECTORY OF OUR FAMILIES' LIVES. I WOULD BEEN HERE TODAY WITHOUT MY SISTER, MY MOM, MY GRANDMOTHER.

IT IS IMPORTANT TO ACKNOWLEDGE THAT, YOU KNOW, JUST BECAUSE WE ARE IN THESE SEATS, YOU KNOW, THEY DESERVE THE SAME AMOUNT OF RECOGNITION AS WELL. SO THANK YOU.

>> THANK YOU. SO THE SOCIAL WORKERS TO ME, YOU KNOW, THERE ARE MANY PEOPLE WE HONOR, BUT WE DON'T GET TO SPEAK TO THE ROLE OF SOCIAL WORKERS ALWAYS.

THIS BOARD HAS ALWAYS BEEN COMMITTED TO SOCIAL WORKERS.

I MEAN, I THINK THERE WAS NO DOUBT, WHEN WE WERE, YOU KNOW,-- WE HAD TO DECIDE WHETHER OR NOT WE WOULD KEEP SOCIAL WORKERS OR OTHER DISTRICTS THAT HIRE THEM TEMP DERARELY.

I'M GLAD THAT WE HAVE MADE A COMMITMENT TO THE SOCIAL WORKERS IN OUR DISTRICT AND HAVING THEM WORK WITH NOT ONLY ALL THE KIDS BUT, YOU KNOW, THEY ARE ALSO LOOKING AT THE UNDERSERVED STUDENTS IN OUR COMMUNITY. IN THAT KEY ROLE.

I THANK THEM FOR THEIR WORK TODAY.

AND FOR ALL OF THE WOMEN IN THIS DISTRICT WHO SERVE OUR KIDS EVERY DAY IN WHATEVER CAPACITY THAT MAY BE.

THERE IS A COUPLE OF OTHER THINGS I WANTED TO SHARE.

SO I LIKENS... SO I, LIKE ERICKA, IT WAS GREAT TO SEE ALL THE STUDENTS SUCCEEDING EVENTS TWO NIGHTS AGO.

TO HEAR THE STUDENTS... STORIES OF STUDENTS ACROSS THE REGION, ACTUALLY, THE REGION, WE THANK THE HOST FOR HOSTING THIS EVENT AS THEY NORMALLY DO. IT IS A GOOD REMINDER TO HEAR WHAT OTHER DISTRICTS ARE DOING AND HOW THEY ARE HELPING SUPPORT KIDS AND THE KIDS THAT HAVE CHALLENGES AND SOME OF THEM, WE THOUGHT WHAT WE HEARD WAS HEARTBREAKING.

IT WAS EVEN MORE HEARTBREAKING FOR SOME OF THESE STUDENTS.

I THINK IT IS A GOOD REMINDER TO TRUSTEES.

YOU KNOW, HERE IS THE RESULT OF WHAT THE POLICIES THAT WE PUT FORWARD-- THE INITIATIVES WE SUPPORT FOR KIDS WHO MIGHT NOT HAVE THIS ATTENTION IN OTHER SETTINGS.

SO I GOT TO VISIT SOME SCHOOLS. AND YOU KNOW, I GOT TO VISIT DISCOVERY HIGH SCHOOL, THE COSMETOLOGY PROGRAM.

A SHOUT-OUT TO MY TRUSTEE MICAH GRANT.

[00:20:03]

AND THE CULINARY-- EVERY TIME WHEN I GO TO THESE, THERE WERE NO STUDENTS IN THE COSMETOLOGY. I HAD TO COME BACK ANOTHER TIME TO SEE THEM. ONE OF THE THINGS, YOU KNOW, YOU LEARN SO MUCH FROM STUDENTS, AND MAURA REMINDS US OF THIS.

YOU KNOW, WHEN YOU LISTEN TO THEM, YOU ASK THEM QUESTIONS.

YOU ASK THEM WHAT THEY THINK WE SHOULD BE DOING.

I ASKED THE CULINARY STUDENTS WHAT THEY THOUGHT THEIR TEACHER WAS DOIG RIGHT IN THAT CLAS CLASSROOM, IN THAT SETTING, WITH THAT PROGRAM, AND ALL OF THEM SAID, YOU KNOW, THEY HAD THE SAME RESPONSE. IT IS THE ABILITY TO WORK IN SMALLER GROUP SETTINGS IN ORDER TO ACCOMPLISH WHAT IT IS, WHAT THEY WERE TRYING TO LEARN. TO UNDERSTAND IT.

TO GO THROUGH THE PROCESS. TO DIGEST IT.

TO BE ABLE TO TALK TO THEM. AS OPPOSED TO THESE LARGE CLASS SETTINGS. WHERE THEY HAVE TO-- WHEN THEY ARE EXPECTED TO LISTEN MORE AND MAYBE RESPOND TO A TEACHER.

IT IS WORKING TOGETHER THAT HELPS TO SOLIDIFY THE INFORMATION THAT THEY ARE LEARNING.

THIS WE HAVE KNOWN FOR A LONG, LONG TIME.

WE HAVE KNOWN IT THROUGH THE COOPERATE I LEARNING STUDIES.

WE HAVE LEARNED HOW MANY THINGS ARE LEARNED IN THOSE KINDS OF SETTINGS. SO IT WAS A REMINDER TO ME THAT WE REALLY DO NEED TO THINK AB ABOUT, AGAIN, WHAT ARE THOSE STRATEGIES THAT BEST PROMOTE STUDENTS' SUCCESS IN CLASSROOMS. HOW DO WE GET THAT-- THOSE STRATEGIES, YOU KNOW, NOT THAT THEY ARE LIMITED TO ONE CLASSROOM BUT THAT THEY ARE, THEN, BECOMING PART OF OUR DISTRICT IN TERMS OF WHAT TEACHERS DO. I WAS REALLY GRATEFUL TO THOSE STUDENTS. FOR THAT REMINDER.

I WANT TO GAVE THANKS TO NATOMAS HIGH SCHOOL.

I GOT TO THE SEE THE MUSIC PROGRAM.

I LOVE THAT ROOM. I COULD STAY IN THAT MUSIC ROOM FOREVER. I LISTENED TO THE STUDENTS.

YOU KNOW, THEY WERE SINGING. THEY WERE RAPPING.

I SAID TO ONE KID, "OH, I THOUGHT KENDRICK WAS IN THE ROOM." HE DIDN'T THINK I KNEW WHO THAT WAS. ANYWAY, I SAID "YOU COULD BE DRF IT." IT WAS A ROOM WHERE THERE WAS SO MUCH CREATIVITY. I MEAN, THE VOICES OF KIDS, WHAT THEY WERE ABLE TO CREATE IN TERMS OF MUSIC, IT WAS JUST-- IT IS ONE IF YOU HAVEN'T VISITED, YOU NEED TO GO BACK.

AND OF COURSE, JEFF, WHO DOESN'T WANT TO SPEND A WHOLE DAY WITH HIM IN A CLASSROOM WITH MUSIC? IT WAS REALLY GREAT.

THAT WAS ONE OF THE HIGHLIGHTS. GOING FROM THERE TO ELEMENTARY SCHOOLS, I VISITED NATOMAS PARK AND HERON ELEMENTARY SCHOOL.

I WENT IN THE MORNING AND I OBSERVED LITERACY LESSONS IN THE MORNING. I WENT BACK IN THE AFTERNOON, AND I OBSERVED WHAT WAS HAPPENING IN THE AFTER-SCHOOL PROGRAMS. TO WORK TO HELP KIDS WITH-- THAT WERE EXPERIENCING, YOU KNOW, OR HAD CHALLENGES IN TERMS OF READING AND SOUNDING OUT WORDS. SO THE MORNING, WE GOT TO SEE LOTS OF ASSESSMENT AND I JUST REMEMBER THAT-- I FORGOT THE NAME OF THE ASSESSMENT. I EXCEL.

THANK YOU, TONJA. I GOT TO SEE LITTLE KIDS, KINDERGARTNERS DOING THE ASSESSMENT.

I GOT TO SEE, YOU KNOW, KIDS INN THE UPPER ELEMENTARY GRADES DOING THE ASSESSMENT. WHEN I SAW THE WORK THAT SOME OF OUR KINDERS WERE DOING, I THOUGHT THAT THEY WERE IN FIRST GRADE. SOME OF THOSE KIDS WERE DOING SO WELL ON THAT. THERE WAS A RANGE.

THEN IN THE AFTERNOON, IT GAVE ME THAT TRUE PICTURE OF WHAT WAS HAPPENING FOR THE KIDS WHO WERE NOT SUCCEEDING IN THE CLASSROOM AT THE RATE THAT THEY SHOULD BE. THOSE WERE THE SMALLER GROUP SIZES IN THE AFTERNOON. THOSE WERE THE TEACHERS.

THOSE WERE THE INSTRUCTIONAL ASSISTANTS.

YOU KNOW, THEY WERE IN SETTINGS WHERE THERE WAS A LOT OF INT INTENSE, PURPOSEFUL INSTRUCTION IN TERMS OF PHONICS.

OR IN TERMS OF VOCABULARY DEVELOPMENT.

OR IN TERMS OF JUST, YOU KNOW, TALKING ABOUT CONSONANT SOUNDS AND CODING THINGS. AND ZIPPING OVER TO NATOMAS PARK. I WANT TO THANK THE PRINCIPALS

[00:25:01]

OF HERON AND NATOMAS ELEMENTARY. I GOT TO SEE THE ASSESSMENT IN PROGRAMS AT TWO DIFFERENT ELEMENTARY SCHOOLS.

YOU KNOW, WITH DIFFERENT TEACHERS WHICH IS ALWAYS SO INSPIRING BECAUSE YOU GET TO SEE THE CONTINUITY WITHIN THE PROGRAMS OR THE ASSESSMENT ATTEMPTS.

AND AGAIN, I KNOW THAT IS SOMETHING THAT WE ARE WORKING ON IN THIS DISTRICTST, TO TRY TO GET A COMMON ASSESSMENT.

TRYING TO GET COMMON APPROACHES TO LITERACY.

AT LEAST THIS WAS A GLIMPSE FOR ME TO SEE THAT IT CAN TAKE PLACE IN OUR SCHOOL. LITERACY IS VERY IMPORTANT TO ALL OF US. FOR ME, IT IS VERY IMPORTANT BECAUSE I KNOW, ESPECIALLY AS A COLLEGE PROFESSOR, IT WAS ONE THAT PREVENTED MANY OF MY STUDENTS FROM ADVANCING IN MY COURSES. BECAUSE OF THE LEVEL OF LITERACY SKILLS. SO I WANT TO MAKE SURE THAT OUR KIDS GET THE BEST LITERACY PROGRAMS THAT THEY CAN.

[X.e. Superintendent's Report]

ALL RIGHT. THANK YOU.

SUPERINTENDENT EVANS. >> THANK YOU, PRESIDENT HEREDIAIA. I WANT TO RECOGNIZE INTERNATIONAL WOMEN'S DAY AND WOMEN'S HISTORY MONTH.

YOU KNOW, I WOULD SAY I WAS GOING TO PRESENT SOME OF THE SAME INFORMATION MAURA WAS. BUT FRANKLY, SHE DID BETTER.

I'M CHICKENING OUT AT THIS POINT.

THAT WAS REALLY WELL-DONE. I WOULD LIKE TO TAKE THE OPPORTUNITY TO RECOGNIZE SOME VERY INFLUENTIAL IN MY LIFE.

MY MOM, MY WIFE AND DAUGHTER. WE HAVE TWO STRONG LABOR LEADERS IN MAURA AND ROSA. I DON'T THINK ROSA IS HERE TONIGHT. OUR EDUCATORS THROUGHOUT NATOMAS UNIFIED THAT ARE WOMEN, INCLUDING OUR THREE BOARD MEMBERS, I WON'T EVEN TOP TO... TRY TO TOP TRUSTEE GRANT.

IT WON'T WORK. I WILL SAY DITTO.

AND THE AMAYING WOMEN I GET TO BE COLLEAGUES WITH.

FIVE OF THEM ARE CABINET MEMBERS IN THIS ROOM.

THANK YOU FOR ALL THAT YOU DO. AND THAT TALIA AND SARAH WHO SUPPORT MY OFFERS AND REALLY ALL OF YOU IN MANY, MANY WAYS.

I WOULD SAY MORE NAMES IN THE ROOM.

I KNOW I WOULD MISS SOMEBODY. I DON'T WANT TO GET IF TROUBLE.

YOU ARE VERY MUCH APPRECIATED FOR YOUR LEADERSHIP.

REGARDLESS OF YOUR GENDER, YOU ARE OUTSTANDING LEADERS.

AND FROM THAT, I APPRECIATE IT. SOCIAL WORKERS MONTH.

IT IS VERY NICE. YOU KNOW, FOR A LONG PERIOD OF TIME, WE WENT WITH ONE SOCIAL WORKER, WORKING A LOT OF INTRNS. THE PANDEMIC BROUGHT US AN OPPORTUNITY TO GO MUCH DEEPER. THEN THIS BOARD WAS COMMITTED TO MAKING THEM A REGULAR PART OF THE ONGOING BUDGET.

SO NOW WE HAVE A BATTALION OF SOCIAL WORKERS THAT ARE WORKING ON BEHALF OF OUR KIDS. IT IS AN HONOR TO RECOGNIZE THIS MONTH AND TO BE ABLE TO HAVE CONSISTENCY IN SOCIAL WORKERS, TO BE ABLE TO DO. THAT I'M VERY GRATEFUL TO LISA AND HERMON, FOR LETTING ME ATTEND THEIR CLASSES.

MANY PAST AND CURRENT STUDENTS ARE RECOGNIZED AND ARE MENTORS FOR THEIR EFFORT IN GETTING MORE YOUNG MEN OF COLOR TO COLLEGE.

IT WAS REALLY NICE BREAKFAST. NICE TO SEE NATOMAS UNIFIED MENTIONED SO MUCH. THROUGH OUR STUDENTS.

I ALSO GOT TO ATTEND NATOMAS HIGH SCHOOL'S BLACK EXCELLENCE AWARDS. THAT WAS WONDERFUL.

NOT ONLY WAS IT NICE TO SEE THE RECOGNITION, BUT THOSE KIDS LOOK REALLY GOOD. I FELT EXTRAORDINARILY UNDERDRESSED WHICH ISN'T A SURPRISE.

I MEAN, THEY HAD A BALL AFTERWARDS, TOO.

WHICH I DID NOT ATTEND, FOR THE RECORD.

THEY WENT OFF AND DANCED ON THEIR OWN.

AND SO THANK YOU. TO MR. WALKER.

PRINCIPAL BAKER. THAT WAS A WONDERFUL SATURDAY EVENING. AND THEN MAKING MY DAY TODAY.

I RECEIVED AN IMAGE 20 MINUTES AGO.

NATOMAS PARK. THEIR STAFF.

I MEAN, NEARLY ALL OF THEM STAYED UNTIL AT LEAST 5:50 P.M.

SOME WERE STILL THERE AT 6:30. THEY ENGAGED IN THEIR CULTURE SUMMIT WORK TODAY. WE BROUGHT IN AN OUTSIDE GROUP WHO EXCELS AT DEVELOPING CULTURE.

AND WORKING WITH THE NATOMAS PARK STAFF, WORKING TO CREATE A SCHOOL CULTURE THAT IS BOTH WONDERFUL FOR THEIR STUDENT AND WONDERFUL FOR THEM. AND TO SEE A PICTURE OF THEM MAKE A MAKING A MASCOT POSE AND FILLING UP THE LIBRARY WAS A POSITIVE WAY TO END IT. I THANK THEM FOR BEING WILLING TO STAY LATE ON A WEDNESDAY AND SHOWING COMMITMENT TO THEIR

STUDENTS AND TO EACH OTHER. >> OKAY.

THANK YOU, SUPERINTENDENT EVANS. MOVING ON TO CELEBRATIONS NOW.

[XI.a. National Women's History Month]

AND IN CELEBRATION OF NATIONAL WOMEN'S HISTORY MONTH, DEIDRA

[00:30:09]

POWELL, THE DIRECTOR. DEIDRA, OFF PRESENTATION FOR US.

>> YEAH. I HAVE A VIDEO I'M GOING TO SHOW AND JUST SHARE SOME COMMENTS. EVERYONE HAS MENTIONED THAT IT IS WOMEN'S HISTORY MONTH. AND TODAY IS ACTUALLY INTERNATIONAL WOMEN'S HISTORY MONTH.

I WANT TO TAKE THIS OPPORTUNITY TO JUST SAY HAPPY INTERNATIONAL WOMEN'S DAY TO ALL THE AMAZING WOMEN IN NATOMAS COMMUNITY.

I ALSO WANT TO ACKNOWLEDGE THE THREE OF YOU BECAUSE YOU ARE LEADERS. AND YOU INSPIRE US, AND WE ARE JUST THANKFUL FOR YOUR SERVICE THAT YOU HAVE TO OUR STAFF, OUR STUDENTS, AND OUR FAMILIES. AND ALSO TO ALL THE LEADERS THAT WE HAVE IN THIS DISTRICT THAT ARE WOMEN AND THOSE THAT ARE WORKING, I WANT TO ACKNOWLEDGE ALL OF THEM.

MY FOCUS IS GOING TO BE ON SOME OF OUR STUDENTS.

I WANT TO SHARE WITH YOU-- WE HAVE MANY STUDENTS IN OUR DISTRICT. YOUNG LADIES THAT ARE JUST BREAKING BARRIERS. IN SPORTS AND INDUSTRIES THAT CONTINUE TO BE MALE-DOMINATED. AND TONIGHT I JUST WANT TO INTRODUCE YOU TO A FEW OF THEM. I'M GOING TO START OFF WITH THESE TWO RIGHT HERE. THESE ARE TWO TOP WRESTLERS.

STUDENT ATHLETES SHYRA AND ZARIA OF NATOMAS HIGH SCHOOL.

TOP QUALIFIERS AT AT THE STATE CHAMPIONSHIP.

WHEN ASKED HOW THEY FELT IN A SPORT WHERE THERE WAS LESS REPRESENTATION OF YOUNG WOMEN, ZARIAA SAID IT FELT GREAT AND MADE HER PROUD THAT NOT A LOT OF HER PEERS WERE ABLE TO DO WHAT SHE HAD DONE IN THE SPORT OF WRESTLING.

THAT WAS PRETTY NICE, TO SEE THESE TWO YOUNG LADIES DO SOMETHING THAT WE DON'T SEE ALL THE TIME AND BE JUST FEARLESS AND DETERMINED TO DO THAT. I ALSO HAD THE OPPORTUNITY TO TALK TO A GROUP OF STUDENT FROM LEROY GREENE, INDERKUM, AND NATOMAS HIGH SCHOOL ABOUT HOW THEY ARE BREAKING BARRIERS IN MALE-DOMINATED INDUSTRIES. SEVERAL OF THESE YOUNG LADIES ARE IN OUR CAREER TECHNICAL EDUCATION PATHWAYS.

YOU ARE GOING TO HEAR WHAT INSPIRES THEM TO POSSIBLY PURSUE CAREERS IN THIS FIELD. I'M GOING TO GO AHEAD AND PLAY

THAT. >> I AM LEARNING A LITTLE BIT ABOUT EVERYTHING. ROOFING, FLOORING, AND I WAS VERY INTIMIDATED. BECAUSE I'M A GIRL.

IT WAS A CLASS FULL OF BOYS. I'M VERY SMALL.

BUT THEY WERE, LIKE, NO. YOU GOT IT.

LITTLE BY LITTLE, I WENT AND I REALLY ENJOYED IT.

>> I HAVE ALWAYS BEEN INTREFSED IN SCIENCE.

I THOUGHT BEING A DOCTOR WOULD BE A CAREER THAT MATCHED MY PERSONALITY. BUT I THINK AN OPTOMETRIST HAS THE BEST HOURS. BECAUSE A SURGEON, I WOULD BE ON CALL ALL THE TIME. I THOUGHT THAT WOULD BE A GOOD

CAREER PATH FOR ME. >> PART OF THE BUSINESS PATHWAY HERE WHICH KIND OF HELPS US PREPARE FOR A BUSINESS-LIKE PATHWAY, AND WE DO DIFFERENT THINGS LIKE SETTING BUDGETS, CREATING PRESENTATIONS, AND JUST LEARNING HOW TO SPEAK TO PEOPLE AND INFLUENCE THE WORLD AROUND US.

>> IT SOUNDED VERY INTERESTING. I HEARD THEY LIKE TO PUT TOGETHER BIKES, RIDE BIKES. IT SOUNDED LIKE SOMETHING I WOULD BE INTERESTED. IN IT IS VERY FUN.

A LOT OF HANDS-ON ACTIVITY WHICH I ENJOY.

>> INDECIDED I WANTED TO BECOME A FIREFIGHTER.

FOR A MULTITUDE OF REASONS. I WANTED TO HELP PEOPLE.

THE EDUCATION REQUIREMENT BEING HANDS-ON AND EVERYTHING, A PERFECT CAREER OPPORTUNITY FOR ME.

>> I AM AN EMCEE HERE ON CAMPUS. FOR THE RALLIES, I HELP EMCEE, KIND OF HYPE UP THE CROWD AND EXPLAIN THE GAMES AND ACTIVITIES WE ARE GOING TO BE DOING. I'M ALSO IN PEER MEDIATION.

THERE ARE A FEW PROGRAMS AROUND THE SCHOOL.

PEER MEDIATION IS TO HELP MEDIATE STUDENTS IF THEY ARE HAVING A PROBLEM WITH OTHER PEERS OF THEIRS.

ā™Ŗ >> IT IS ALWAYS A PLEASURE TO TALK TO OUR STUDENTS AND HEAR THEIR VOICES.

THESE ARE OUR FUTURE LEADERS. AND WE KNOW THAT THEY WILL MAKE A TREMENDOUS IMPACT IN THEIR CHOSEN FIELDS.

SO JUST WANTED TO GIVE YOU A LITTLE TASTE OF WHAT SOME OF OUR YOUNG LADIES ARE DOING OUT THERE.

ALSO LATER IN THE BOARD MEETING, THERE IS AN ACTION ITEM FOR A RESOLUTION PROCLAIMING MARCH AS WOMEN HISTORY MONTH IN NATOMAS UNIFIED. I WANT TO THANK THE BOARD FOR THEIR CONSIDERATION OF THAT ITEM.

THANK YOU FOR ALLOWING ME THIS SPACE.

THANK YOU. >> THANK YOU, DEIDRA.

APPRECIATE YOUR REPORTS, AS ALWAYS.

PRESENT AND APPROVE THE 2022-202 SECOND INTERIM REPORT AND POSITIVE CERTIFICATION. MR. BILL YOUNG.

>> GOOD EVENING, PRESIDENT HEREDIA AND TRUSTEES.

PRESENTED BEFORE YOU TONIGHT IS THE SECOND INTERIM.

WE HAVE A FEW SLIDES FOR YOU. YOU WILL SEE SOME SIMILAR INFORMATION JUST UPDATED FOR THIS TIME PERIOD.

THE OBJECTIVE TONIGHT, SHARE THE BUDGET HIGHLIGHTS AND ASSUMPTIONS,. WE WILL PRESENT SOME REVENUES, EXPENDITURES AND RESERVES AS OF THIS REPORTING PERIOD.

IN THIS REPORTING PERIOD, IT GOES THROUGH JANUARY 31, 2023.

THEN I'M GOING TO PRESENT COMMITTED, ASSIGNED, AND RESTRICTED FUNDS. AND OVERVIEW.

THEN THE MULTIYEAR PROJECTION. WHICH DRIVES INTERIM REPORTS FOR EVERY SCHOOL DISTRICT. A QUICK REMINDER: AS YOU TAKE A LOOK ABOUT THE INTERIM REPORTS. AS I JUST SHARED.

THIS PERIOD REPORT IS ENDING JANUARY, 31.

ALL THE EXPENDITURES ARE FACTORED INTO THIS REPORT AS WE MOVE FORWARD. A REMINDER THAT INTERIM REPORTS FOR ANY SCHOOL DISTRICT CAN BE POSITIVE.

MEANING THE DISTRICT CAN MEET ITS FINANCIAL OBLIGATIONS FOR THE CURRENT AND TWO OUT YEARS. THE ALTERNATIVE IS QUALIFIED, MEANING IT MAY NOT MEET ALL OF ITS FINANCIAL OBLIGATIONS IN THE CURRENT TWO SUBSEQUENT FISCAL YEARS.

AND THEN NEGATIVE IS, THEY WILL NOT MEET THE FINANCIAL OBLIGATIONS. THE GOOD NEWS IS, FOR OUR REPORTING PERIOD, IT IS A POSITIVE CERTIFICATION.

MEANING WE CAN MEET OUR FINANCIAL OBLIGATIONS IN THE CURRENT AND TWO OUT YEARS. AS WE FORECAST OUT IN THE SECOND INTERIM BUDGET, WE ARE FORECASTING OUT 91% ADA.

AS WE COMPLETE THE YEAR. THEN ALSO WE WILL FORECAST THAT SAME AMOUNT NEXT YEAR. AND THEN GRADUALLY, INCREASE IT TO 92% IN THAT THIRD YEAR OUT. BIG PICTURE.

FROM A PIE PERSPECTIVE. FOR REVENUE.

THESE ARE THE REVENUE SOURCES. TOTAL GENERAL FUND RECEIVED CLOSE TO $2 MILLION DL $200 MILLION.

THIS YEAR. AS YOU CAN SEE, ON THE UNRESTRICTED SIDE THAT, LEFT SIDE PIE, 97% OF THAT IS LCFF RESOURCES. STATE RESOURCES THAT FUNDS AS WELL. THAT WAS THE REVENUE, AS WE LOOK AT EXPENDITURES. WE ARE FORECASTING OUT ABOUT $191 MILLION IN EXPENDITURES THIS YEAR.

YOU CAN SEE THE CATEGORIES, AND HOW THOSE ARE BROKEN OUT.

ALSO, ANOTHER PIE PER PERSPECTIVE OF EXPENDITURES AS WE LOOK FORWARD. AND THEN FORECASTING OUT THIS YEAR'S ENDING FUND BALANCE. OR THE RESERVES.

[00:40:02]

THE REQUIRED STATE MANDATE RESERVES IS $5.7 MILLION.

FOR OUR SIZE DISTRICT, IT IS #%. A REMINDER, 3% IS A WEEK AND A HALF PAYROLL COST. NOT A LOT OF SAVINGS IN THE EVENT OF SOME SIGNIFICANT REDUCTIONS FURTHER DOWN THE ROAD. IF THEY OCCUR AT THE STATE LEVEL. STABILIZATION ARRANGEMENTS IN ORDER TO MEET OUR 9% MINIMUM RESERVE REQUIREMENTS PER BOARD POLICY, THERE IS ANOTHER $16 MILLION.

THAT WILL HELP US IN THE FUTURE IF THERE IS A RECESSION OR SIGNIFICANT RECESSION THAT IMPACTS OUR DISTRICT.

YOU CAN SEE THE OTHER CATEGORIES FOR COMMITTED.

THE ADDITIONAL SCHOOL RESOURCE OFFICERS THAT THE BOARD APPROVED EARLIER THIS YEAR. AS THEY BECOME AVAILABLE, WE WILL HAVE THE FUNDING TO ADD ON ADDITIONAL SORS.

WE SILL HAVE FUNDING LEFT TO CONTINUE THE DIVERSITY RECRUITMENT. THEN YOU CAN SEE THE NATOMAS MIDDLE SCHOOL ATHLETIC FIELD REPLACEMENT.

THAT WAS RECENTLY APPROVED THROUGH THE CONSENT AGENDA.

THAT PROJECT IS GOING TO COST ABOUT $1.5 MILLION.

SO $750,000 SAVED THIS YEAR. $750,000 WILL BE RECOMMENDED FOR NEXT YEAR'S EXPENDITURES. THE RATE STABILIZATION, IT HAS BEEN IMPACTED BY THE STOCK MARKET.

WE STILL HAVE JUST OVER $22 MILLION SET ASIDE TO MITIGATE ANY PENSION RATE INCREASES DOWN THE ROAD.

FROM AN ENROLOGIMENT PERSPECTIVE, YOU SEE THE BLUE LINE. THE GROWTH OVER THE PERIOD OF TIME SINCE 12-13. FOR THE OUT YEARS, YOU CAN SEE WE WERE-- THE BUDGET PURPOSES WERE PROJECTING FLAT ENROLLMENT.

LAST MONTH, DOUG SHARED WITH YOU GROWTH FOR NEXT YEAR.

FROM A BUDGET PERSPECTIVE, WE PLAN CONSERVE TYLY.

UNTIL THE KIDS ARE ACTUALLY H HERE.

THEN WE CAN ADD THE ADDITIONAL FUNDS.

WE CAN CONFIRM THAT GROWTH NUMBER THAT IS A REALITY.

INTERIM REPORTS ARE FACTORED OVER THREE YEARS.

THE CURRENT YEAR PLUS PLUS THE TWO OUT YEARS.

HERE ARE THE FACTORS CONSIDERED AS WE MOVE FORWARD.

FOR '23-'24 AND '24-'25. THAT INCLUDES INCREASES FOR ADDITIONAL STAFFING AS WE PRESENT AND MAKE RECOMMENDATIONS. AND BIG PICTURE FROM A THREE-YEAR PERSPECTIVE, YOU CAN SEE NET INCREASE OR DECREASE IN UNRESTRICTED OR RESTRICTIVE. WHILE WE ARE FORECASTING A NEGATIVE OR DECREASE IN THIS AMOUNT, A LOT OF THAT IS ONE-TIME FUNDS. ONE-TIME ACTIONS.

AS WE MOVE FORWARD, YOU CAN SEE WE COME BACK UP TO $1.8 MILLION INCREASE IN THE SUBSEQUENT YEAR. THEN YOU CAN SEE THE THIRD YEAR OUT. TO NOTE ON THIS PARTICULAR SIDE, THE AMERICAN LEGS SUPPORT. WE ARE PLANNING, AS MENGSD, TO COMMIT THOSE FUNDS TO MAKE SURE THOSE ADDITIONAL SPORTS CONTINUE FOR THE NEXT TWO YEARS. THE ATHLETIC FIELD, AS I MENTIONED, $750,000 FOR THE MIDDLE SCHOOL FIELD REPLACEMENT.

$750,000 AGAIN NEXT YEAR. THEN WE NEED TO BUILD BACK UP THE SAVINGS TO PLAN FOR ATHLETIC FILL REPLACEMENT.

FOR THE OTHER SITES AS WELL. YOU WILL SEE THAT COMING IN THE JUNE BUDGET RECOMMENDATIONS. EVEN MORE DETAIL IF YOU ARE INTERESTED. THIS SLIDE SOMEWHERE.

ANY QUESTIONS? >> I JUST WANTED TO THANK YOU FOR KEEPING NOTE OF THE PENSION STABILIZATION.

WE HAVE TALKED ABOUT IT A FEW TIMES UP HERE.

STAFF IS LOOKING INTO A POTENTIAL ITEM FOR JUNE, MAYBE, MAYBE NOT. I WANT TO KEEP THAT TOP OF MIND FOR BOARD MEMBERS AS WE APPROACH THAT PROCESS.

THANK YOU. >> I WOULD LIKE TO THANK YOU AS WELL. THANK YOU FOR KEEPING IT CONSERVATIVE. THE PROJECTIONS.

ALTHOUGH I'M SURE WE WILL GO UP. AND ANOTHER THING.

MAKING SURE YOU LET US KNOW THE DECREASE IN THE ONE-TIME

FUNDING. >> ALL THE THANK YOUS FROM MY END. I DO HAVE ONE QUESTION.

AND YOU CAN HELP ME TRANSLATE SOME OF THE PERCENTAGES.

I COULD NEVER DO IT MYSELF. MAYBE I COULD.

SHOULDN'T SAY COULDN'T EVER. SO WE HAVE MORE IN RESERVES THAN

THE MANDATED 3%. >> YES.

>> FROM THE STATE? >> YES.

>> DO YOU KNOW WHAT THE PERCENTAGE ACROSS ALL THE DIFFERENT RESERVES WE HAVE WILL BE?

>> THE TOTAL AMOUNT IS ABOUT 12.6%.

[00:45:03]

>> THANK YOU. >> YEAH.

I THINK TRUSTEE MORA, AS BILL AS POINTED OUT, WHEN YOU LOOK AT THE RESERVE, YOU KNOW, HOW MUCH WE NEED IN ORDER TO COVER SALARIES FOR A WEEK AND A HALF, THAT IS THE PART THAT SCARES ME.

THAT IS THE PART WHERE IT GETS REALLY SCARY.

WHEN PEOPLE SAY, WHY DO YOU HAVE MORE THAN 3%? WELL, BECAUSE WE WANT OUR EMPLOYEES TO WORK MORE THAN A WEEK AND A HALF, SHOULD WE NEED THEM TO.

RIGHT? SHOULD WE NEED TO DIP INTO THAT RESERVE. SO WE HAVE TO HAVE THAT AS A CONSTANT REMINDER. OKAY.

MOVING ON. I'M SORRY.

OKAY. ALL RIGHT.

MOVING ON. THANK YOU, BILL.

THANKS. OH.

APPROVAL. HERE WE GO.

WELL, TONIGHT, I'M GOING TO BLAME IT ON THE SORE THROAT HERE. (LAUGHTER) I'M SO GLAD I HAVE THIS BACKUP HERE. ALL RIGHT.

ALL RIGHT. SO WILL YOU CALL THE ROLL ON

THIS, PLEASE? >> LY MOVE APPROVAL.

>> OH. MOVE APPROVAL.

>> ALL RIGHT. OKAY.

>> CASTILLO? >> AYE.

>> GRANT? >> AYE.

HARDEN? >> AYE.

HEREDIA? >> AYE.

MORA? AYE.

[XIV.c. Approve Resolution No. 23-08 to Commit General Fund Balance, 2022-2023 Second Interim]

>> QUIRALTE? >> AYE.

>> THANK YOU FOR YOUR PATIENCE TONIGHT.

ACTION ITEM 14-C. APPROVE RESOLUTION NUMBER 23-08 TO COMMIT GENERAL FUND BALANCE TO SECOND INTERIM.

>> MOVE APPROVAL. >> MOVE APPROVAL BY TRUSTEE

GRANT. >> SECOND.

>> SECOND BY TRUSTEE QUIRALTE. IF THERE ARE NO OBJECTIONS, I'M GOING TO SUBSTITUTE A PRIOR UNANIMOUS ROLL CALL.

EVERYONE OKAY WITH THAT? ALL RIGHT.

>> NO OBJECTIONS. JUST FOR THE RECORD, TO LET EVERYONE KNOW THAT IS WATCHING OR LISTENING, I DON'T WANT THEM TO FEEL AS THOUGH WE JUST MOVED THROUGH THIS.

WE RECEIVED THIS, WE GO OVER IT. WE ASK OUR QUESTIONS.

THEY GET BACK TO US. WE THANK THEM FOR THAT.

THIS IS NOT JUST DONE. >> EVERYONE COMFORTABLE WITH NOW MOVING ON? ALL RIGHT.

[XIV.d. Present and Approve the NUSD Transportation Plan]

MOTION CARRIES 6-0. ITEM 14-D.

PRESENT AND APPROVE THE TRANSPORTATION PLAN.

ALL RIGHT. >> THANK YOU.

PRESIDENT HEREDIA. TRUST TEASE, STAFF, HERE TONIGHT I WANT TO PROVIDE A LITTLE CONTEXT ABOUT WHAT THIS TRANSPORTATION PLAN IS. CALIFORNIA HAD SOME NEW TRANSPORTATION FUNDING WHICH IS GREAT.

THE REASON THAT IS GREAT, WHICH I'LL SHOW YOU IN A MINUTE, THE LAST TIME WE RECEIVED AN UPDATE IN FUNDING WAS THE LAST CENTURY.

LITERALLY. 23 YEARS.

LITERALLY, WE ARE TALKING ABOUT LAST CENTURY.

TRANSPORTATION HAS BEEN UNDERFUNDED GOING BACK DECADES.

WHILE THIS NEW MONEY IS COMING IN, IT WILL DEFINITELY OFF-SET OUR CONTRIBUTION THAT WE ARE MAKING FROM THE GENERAL FUND.

IT DOESN'T MEAN WE CAN GO OUT AND SPEND IT ALL ON NEW THINGS.

THEN WE WILL BE IN THE SAME PROBLEM THAT WE HAVE TODAY WHICH IS WE ARE UNDERFUNDED. I WANT TO SET THE CONTEXT WITH THAT. AND IN ADDITION, WE ALREADY HAVE SOME PREVIOUSLY PLANNED EXPANSION AND TRANSPORTATION SERVICES WE ARE WORKING THROUGH. SOME THAT HAVE STARTED RECENTLY.

SOME ABOUT TO START FOR NEXT SERVICING KIDS FROM ACROSS THE DISTRICT. ONE PIECE TO NOTE.

THAT LAST LINE THERE, WHENEVER YOU GET MONEY, ALMOST EVERY SINGLE TIME YOU GET MONEY, THERE ARE STRINGS ATTACHED.

RIGHT? THERE ARE STRINGS ATTACHED TO THIS ONE. SO TONIGHT THE OBJECTIVE IS TO APPROVE THIS TRANSPORTATION P PLAN, AND THAT INCLUDES OUR EFFORTS TO IMPLEMENT THE BOARD DIRECTIVE THAT WE RECEIVED EARLIER IN THE YEAR. WHEN WE APPROVED THE NEW BOUNDARY FOR THE ENTIRE UNIFIED SCHOOL DISTRICT BOUNDARY.

THEREFORE, KIDS FROM ACROSS THE DISTRICT.

WE HAVE EXPANDED TO THE HOUSING DEVELOPMENT.

REAL QUICK, ON THE FUNDING REALITY.

DECADES AGO, OUR FUNDING WAS SET.

UP TO NOW, WE HAVE BEEN GETTING $141,000 A YEAR.

TRANSPORTATION COSTS OVER $3 MILLION A YEAR TO FUND.

YOU CAN SEE THE BIG GAP THERE. >> SET BY WHOM?

THE STATE IN. >> THE STATE.

YEAH. THE CONTRIBUTION WE GET FROM THE

STATE. >> THAT WAS BECAUSE WE WERE

REALLY SMALL AT THE TIME. >> CORRECT.

YES. >> WE WERE A VERY SMALL DIS

[00:50:01]

DISTRICT. I MEAN, I KNOW WE JOKE ABOUT THE CENTURY. IT WAS EVEN BEFORE THAT.

BEFORE 2000. >> '98.

RIGHT? >> JUST BEFORE.

'99. SOMETHING LIKE THAT.

YEAH. AND THE THIRD BULLET THERE EVEN.

YOU KNOW, THE ENROLLMENT AT THAT TIME, WE HAVE GROWN 500% TO 600% AS A DISTRICT IN THAT TIME. YET THE FUNDING DID NOT CHANGE.

WHICH IS ONE OF THE REASONS WHY TRANSPORTATION IS SO LIMITED FOR US. OUR MANDATED TRANSPORTATION WHICH INCLUDES SPECIAL EDUCATION AND THEN WE HAVE MIDDLE SCHOOL STUDENTS GETTING TRANSPORTED AND SOM OTHER LIMITED THINGS.

I WILL TALK ABOUT THAT IN A SECOND.

WHEN THE STATE ANNOUNCED THIS NEW OPPORTUNITY ORIGINALLY, THEY CAME OUT AND SAID, HEY, THERE IS THIS NEW MONEY.

WE ARE LOOKING AT SCHOOLS BEING REQUIRED TO TRANSPORT EVERY STUDENT. I THINK ALL THE DISTRICTS ALL WENT WHOA, THERE IS NOT ENOUGH DRIVERS.

THE DRIVER SHORTAGE IS POTENTIALLY WORSE THAN THE TEACHER SHORTAGE. AND LET ALONE THERE IS NOT ENOUGH BUS THAT IS EVEN EXIST TO PULL THAT OFF.

ALL OF THAT NOISE GOT BACK, AND THE STATE APPROVED.

OKAY. YOU NEED TO COME UP WITH A PLAN.

FOR HOW YOU WOULD PRIORITIZE K-6 TRANSPORTATION AND TRANSPORTATION FOR UNDUPLICATED STUDENTS.

ONE OF THE THINGS I WAS GOING TO POINT OUT WHEN BILL WAS PRESENTING, HE SHOWED A GRAPH WITH SOME BLUE AND GREEN.

THE CHARTS GETTING BIG OVER TIME.

THAT STARTED ABOUT 2011, 2012 ON HIS SLIDE.

IMAGINE THAT CHART GOING REALLY LOW DOWN.

THAT IS WHAT WE ARE TALKING ABOUT.

THE LAST FUNDING UPDATE WAS THERE.

THAT MUCH GROWTH HAS HAPPENED IN IN NATOMAS.

EVERY YEAR WE TALK ABOUT CONTRIBUTION.

THE GENERAL FUND IS BASICALLY MAKING UP THE ENTIRE DIFFERENCE OF THE TRANSPORTATION FUNDING EVERY YEAR.

THIS MONEY COMING IN IS GREAT. BECAUSE IT OFF-SETS WHAT THE GENERAL FUND NOW NEEDS TO CONTRIBUTE TO TRANSPORTATION.

THAT DOESN'T MEAN NOW OUR BUDGET CAN EXPAND TO $4.5 MILLION WITH THIS EXTRA MONEY. IT MEANS WE ARE CONTRIBUTING LESS FROM THE GENERAL FUND. THE STRINGS, LIKE I SAID, WE HAVE TO COME UP WITH A PLAN. WE DON'T HAVE TO ACTUALLY IMPLEMENT ANY NEW TRANSPORTATION SERVICES.

HOWEVER, WE ARE BECAUSE THE BOARD GAVE US DIRECTION TO DO SO. WE HAVE GONE ABOVE AND BEYOND WHAT'S BEEN ASKED FOR. WHICH IS TO PLAN FOR IT.

WE ARE ACTUALLY GOING TO IMPLEMENT THAT NEXT YEAR.

WE HAVE ALREADY STARTED WITH UNDUPLICATED THIS YEAR.

THERE IS A FEW KIDS RIDING THE BUS RIGHT NOW.

HOWEVER, A LOT OF STUDENTS ARE PROJECTED TO MOVE IN THERE OVER THE NEXT COUPLE OF MONTHS. IF THEY NEED TRANSPORTATION, WE HAVE A BUS SERVICING THAT AND READY TO GO.

SO REAL QUICK. CURRENT REALITY.

LIKE I SAID, WE PROVIDE TRANSPORTATION FOR SPECIAL EDUCATION. IT IS NOT ALL SPECIAL EDUCATION STUDENTS. IT IS ONLY IF IT IS CALLED FOR IN THEIR I.E.P. ALSO MIDDLE SCHOOL.

SINCE NATOMAS MIDDLE SCHOOL IS ONLY COMPREHENSIVE, LIKE, SIXTH THROUGH EIGHTH GRADE MIDDLE SCHOOL.

IT SERVES KIDS THROUGHOUT THE DISTRICT.

WE DO TRANSPORT TO THAT SCHOOL. ONE OF THE BIG THINGS THAT IS IN OUR PLAN, THE BOARD TRANSITIONING TO K-8 IN THAT MODEL. THAT HELPED FAMILIES WITH WALKING TO SCHOOL. BY CREATING A MIDDLE SCHOOL OPTION IN THEIR OWN NEIGHBORHOOD.

THAT IS OBVIOUSLY HELPING TO OFF-SET SOME OF THE TRANSPORTATION NEEDS. THE OTHER THING WE DO WHICH, YOU KNOW, YOU SEE-- SACRAMENTO ARE. T. HAS PROVIDED FREE BUS PASSES FOR ALL STUDENTS. THEY CAN USE THAT THROUGHOUT THE SUMMER, ON THE WEEKENDS, THEY CAN USE IT TO GET AROUND.

IT GOES RIGHT THROUGH THE MIDDLE OF NATOMAS.

STUDENTS ARE ABLE TO ACCESS THAT AS WELL.

IT IS COMPLETELY FREE. ALL THE WAY DOWN TO TRANSITIONAL KINDERGARTEN-AGE STUDENTS. WE HAVE A FEW THAT RIDE THAT.

WE PARTNER WITH THEM ON THAT. OUR PLAN, LIKE I SAID, THE PLAN CALLS OUT ALL THE THINGS WE DO AND HOW WE WOULD PRIORITIZE IT.

AND THEN QUESTION AGAIN, WHAT WE HAVE GONE ABOVE AND BEYOND TO DO STARTING NEXT YEAR. I TOLD YOU GUYS A FEW WEEKS AGO, THE TRANSPORTATION TEAM. OUR DIRECTOR.

THEY HAVE STARTED REACHING OUT AND CALLING FAMILIES WHO ARE ENROLLING. THERE IS 168 STUDENTS ENROLLING THIS YEAR. AND ASKING THEM IF THEY WOULD REQUIRE TRANSPORTATION SERVICES AND STARTING ON THAT ROUTING.

LIKE I SAID, WE ALREADY STARTED WITH THE EXPANSION THIS YEAR WITH ONE SCHOOL. WE TALKED TO 24 OTHER DISTRICTS.

YOU CAN SEE A LOT OF THEM ON THE LEFT.

LOCAL DISTRICTS. AND THEN ALSO SOME ACROSS THE STATE. DISTRICTS ARE BASICALLY TRYING TO FIGURE OUT WHO GET DRIVERS BACK ON THE ROSTERINGS.

SOME DISTRICTS ARE TRYING TO BRING BACK SERVICE THAT IS THEY CONTRACTED OUT BECAUSE THEY JUST COULDN'T DO IT.

THAT IS WHAT'S' HAPPENING RIGHT NOW.

THEY ARE REACQUIRING SERVICES AND THINGS THAT THEY HAVE LET GO. THAT IS GOOD TO SEE.

TYPICALLY, DISTRICTS CAN SERVE THE STUDENTS BETTER THAN CONTRACTED-OUT AGENCIES. WHEN THEY ARE ABLE TO DO SO.

SO TONIGHT IN ORDER TO GET THAT MONEY KEEP COMING, WE NEED YOU

[00:55:03]

TO APPROVE THE PLAN TO PRIORITIZE THE TRANSPORTATION EXPANSION. WHICH WAS ATTACHED.

>> SO THE PLAN HIGHLIGHTS OUR PARTNERSHIP WITH THE CITY OF SACRAMENTO. COULD YOU ELABORATE ON HOW THAT

PARTNERSHIP IS GOING? >> YEAH.

EVERY YEAR, AS FAR AS RIDER SHIRP, IT IS REALLY HARD TO TRACK. THEY DON'T LOG WHO RIDES WHEN KIDS ARE GETTING ON AND OFF. EVERY YEAR, IT HAS GOTTEN A LITTLE BIT BETTER. THEY STREAMLINE THE PROCESS.

THERE IS NOW LITTLE CARDS. KIDS SIXTH GRADE AND UP CAN GO AND GET THEIR CARD AT THE SCHOOL.

THEY NEED A PARENT CONSENT SO THEY ARE NOT JUST RIDING THE BUS WITHOUT A PARENT. THOSE CARDS ARE VERY POPULAR.

ESPECIALLY WITH THE HIGH SCHOOL STUDENTS.

THEY PICK THEM UP QUICK. SOUNDS LIKE OVER THE YEARS, THEIR RIDERSHIP HAS INCREASED. DURING THE PANDEMIC, OBVIOUSLY, WE HAD A SLOWDOWN. I WAS GLAD TO SEE IT COME BACK AFTER THE PANDEMC. WE HAVE REACHED OUT TO THE STAFF. THEY WILL CONTINUE THE PROGRAM

FOR THE FORESEEABLE FUTURE. >> I WANT TO FOLLOW UP WITH A

QUESTION IF THAT IS OKAY. >> YEAH.

>> TOTAL EXPENDITURES FOR THE TRANSPORTATION PROGRAM ARE $3.5 MILLION. WHERE DOES THAT KIND OF FIT IN CONTEXT OF-- IS THERE AN ECHO IN HERE? OKAY. GOT IT.

ME AND HIM WERE TIGHT. OKAY.

WHERE DOES THAT FIT IN THE CONTEXTS OF LOCAL DISTRICTS? AVERAGE, BELOW AVERAGE? RIGHT ABOUT EVEN IN THE REGION

IF THE TOTAL EXPENDITURE. >> OH, YOU KNOW, I DON'T KNOW OFFHAN. AS FAR AS OTHER DISTRICTS.

SOME LOCAL DISTRICTS DON'T HAVE A TRANSPORTATION DEPARTMENT AT ALL. THEY COMPLETELY SOURCE IT OUT.

THE MONEY THAT COMES THROUGH, THEY PASS IT THROUGH ANOTHER SCHOOL DISTRICT OR TRANSPORTATION.

>> OKAY. THANK YOU.

>> YUP. >> ANYBODY ELSE? ANY QUESTIONS? ANYONE ELSE?

OKAY. >> SO MOVED.

>> SECOND. (INAUDIBLE).

>> THANK YOU. >> MOVE APPROVAL.

[XIV.e. Approve Resolution No. 23-09 Recognizing March 2023 as National Women's History Month]

>> SECOND. (INAUDIBLE) MAYBE WE CAN CLARIFY

[XIV.f. Approve the Amended 2022-23 Regular Board Meeting Schedule]

FOR THE PUBLIC. >> ABSOLUTELY.

THE PROPOSAL. YOU KNOW, WE TRY NOT TO ADD MORE REGULAR BOARD MEETINGS IF WE DON'T HAVE TO.

THE PROPOSAL IS TO ADD A REGULAR BOARD MEETING ON WEDNESDAY, MAY 17. IN PARTICULAR, WITH THE SUPERINTENDENT SEARCH AND INTERVIEWS AROUND THE LATE APRIL. THAT PROVIDES THE BOARD WITH AN OPPORTUNITY TO NEGOTIATE AND POTENTIALLY BRING FORWARD A CONTRACT FOR THE SUPERINTENDENT WHICH HAS TO HAPPEN AT A REGULARLY SCHEDULED BOARD MEETING.

IF WE HADN'T ADDED THIS MEETING, THAT COULD POTENTIALLY GO TO JUNE 14. THAT WOULD LEAVE THE TOP CANDIDATE OPEN AND AVAILABLE WITHOUT A SIGNED CONTRACT FOR BETWEEN 40-60 DAYS, DEPENDING. WHICH MEANS THE BOARD COULD POTENTIALLY LOSE. THEIR TOP CANDIDATE.

WE DON'T WANT TO DO THAT. OBVIOUSLY, WITH THE BUDGET WORK, WITH THE SUPERINTENDENT SEARCH AND OTHER THINGS GOING ON, WE ARE MOVING A LITTLE SLOWER ON THE BUDGET THIS YEAR.

ALSO IN PART BECAUSE THERE ISN'T NECESSARILY A LOT OF NEW MONEY.

WE HAVE TWO NEGOTIATING CONTRACTS WHICH HELP A LOT.

THERE ISN'T A LOT OF NEW MONEY GOING FORWARD.

THIS MIGHT GIVE US EXTRA TIME TO PROVIDE INFORMATION THAT MAY BE

VALUABLE TO TRUSTEES. >> THANK YOU.

MOVE APPROVAL. >> SECOND.

>> SECOND BY TRUSTEEMORERA. IF THERE ARE NO OBJECTIONS, I'M GOING TO SUBSTITUTE A PRIOR UNANIMOUS ROLL-CALL.

MOTION CARRIES, THEN. 6-0.

[XV. PUBLIC COMMENTS]

MOVING ON TO PUBLIC COMMENTS. SO I HAVE, AT THIS TIME, I HAVE SIX PUBLIC COMMENTS. AND WE WILL HEAR ALL SIX OF THESE. THE FIRST THREE PEOPLE-- FORGIVE ME IF I MISPRONOUNCE YOUR NAME. MANNY DELL ROSARIO, CASEY CLAY,

[01:00:04]

AND JOVANNAA. IF I MISPRONOUNCE, MY APOLOGIES.

RIGHT? STARTING WITH MANNY.

GO. YEAH.

>> GOOD EVENING, BOARD MEMBERS. I'M A NATOMAS PARK RESIDENT SINCE 002. MY SON JULIAN IS TEN YEARS OLD.

I'M HERE TO OPPOSE ASSEMBLY BILL 659.

THE CANCER PREVENTION ACT, STUDENT HP VACCINE REQUIREMENT.

HPV, HUMAN PAP LOW WHAT VIRUS IS A SEXUALLY TRANSMITTED DISEASE THAT IS NOT SPREAD WITH CASUAL CONTACT.

HPV IS NOT A COMMUNICABLE DISEASE.

IF PASSED, CHILDREN AGES 12 AND UP CAN CONSENT TO THE HPV VACCINE WITHOUT PARENTAL KNOWLEDGE.

WHY WOULD YOU PASS A BILL THAT WOULD USURP AND UNDERMINE THE PARENT'S AUTHORITY OH OVER THEIR CHILDREN? THIS IS EXTREMELY-- EXTREME GOVERNMENTAL OVERREACH.

MY FAMILY IS A MORAL FAMILY. WE VOTE CHRISTIAN VALUES.

WE DON'T BELIEVE THE PREMARITAL SEX.

ESPECIALLY AMONG MINORS AND TEENAGERS.

THAT IS AN ABOMINATION TO GOD. THIS MAKES NO SENSE.

IT IS IDIOTIC AND IMMORAL. MANDATING THE VACCINE WILL HAVE A DEFINITE NEGATIVE EFFECT ON ENROLLMENT.

IF THIS BILL PASSES, MANY PARENTS, INCLUDING ME, WILL NEED TO START HOME-SCHOOLING OUR OWN CHILDREN.

THE WARNING LABEL STATES: DEEP VEIN THROMBOSIS, PARALYSIS, NEURON DISEASE. THIS BILL VIOLATES THE CALIFORNIA CONSTITUTION AND EDUCATIONAL CODE, SECTION 1, STATING ALL PEOPLE ARE, BY NATURE, FREE AND INDEPENDENT.

AND HAVE RIGHTS, DEFENDING LIFE, LIBERTY, AND PROTECTING THEIR PROPERTY. NAMELY, OUR BODIES.

AND OBTAINING SAFETY, HAPPINESS, AND PRIVACY.

ALL PEOPLES HAVE THE RIGHT TO PARTICIPATE.

FULLY IN THE EDUCATIONAL PROCESS.

FREE FROM DISCRIMINATION AND HARASSMENT.

THANK YOU. >> OKAY.

NEXT SPEAKER. CASEY?

>> HELLO, TRUSTEES. I'M GOING TO TALK ABOUT AUBURN UNION SCHOOL DISTRICT TRUSTEES TONIGHT.

THEY ARE WRITING A RESOLUTION AGAINST AB659 WHICH WOULD MANDATE THE HPV VACCINATION. I'M GOING TO READ OFF A COUPLE OF THINGS. THE BOARD STRONGLY VALUES PRESERVING STUDENT SAFETY AND STRIVES TO BALANCE THAT SAFETY WITH THE NEEDS OF DISTRICT STUDENTS TO ENGAGE IN IN-PERSON LEARNING ENVIRONMENTS. THE BOARD OF TRUSTEES ARE STRONG PROPONENTS OF INDIVIDUAL RESPONSIBILITY AND PERSONAL CHOICE SUCH THAT STUDENTS AND THEIR FAMILIES CAN GENERALLY MAKE THEIR OWN DECISIONS ABOUT THEIR PERSONAL HEALTH OUTCOMES.

THE BOARD ACKNOWLEDGES RESPONSIBILITY TO REQUIRE ALL STUDENTS TO BE GIVEN THE OPPORTUNITY TO IN-PERSON EDUCATIONAL PROGRAMS OF THE DISTRICT.

AND A STATEWIDE POLICY IN 2020 AND 2021 RESTRICTING ACCESS TO IN-PERSON EDUCATION HAVE LEFT A NEGATIVE AND LONG-LASTING IMPACT ON STUDENTS AND THEIR FAMILIES. THE BOARD UNDERSTANDS THAT THE HPV VACCINE RECENT LIP COMPLETED A MULTI-YEAR PROJECT COSTING $1 BILLION IN ITS EFFORT TO DRAMATICALLY INCREASE THE PRODUCTION OF THE HPV VACCINE, BEGINNING IN 2023.

AND THIS BILL WAS INTRODUCED FEBRUARY 9, 2023.

IN ITS CURRENT FORM, WOULD REQUIRE STUDENTS ADVANCING TO EIGHTH GRADE TO RECEIVE THE HPV. I'M REQUESTING THAT NATOMAS UNIFIED SCHOOL DISTRICT OPPOSE ADDING HPV TO THE LIST OF REQUIRED IMMUNIZATIONS TO ATTEND SCHOOL IN PERSON AND THUS, OPPOSE AB-659 IN ITS CURRENT FORM.

>> THANK YOU. >> GOOD EVENING, TRUSTEES.

I'M HERE TODAY BECAUSE ONE OF YOUR GUYS' STAFF DID AN INVESTIGATION, AND EVERYTHING SHE LOOKED INTO WAS NOT SUSTAINED. I DON'T UNDERSTAND HOW SHE CAME UP WITH THAT NOT SUSTAINED FOR EACH AND EVERY ALLEGATION.

THE TEACHER, TEACHER'S AIDE DID DEPRIVE MY DAUGHTER OF HER BASIC

[01:05:05]

HUMAN AND CIVIL RIGHTS AS A CHILD.

A STUDENT WITH ASTHMA, WHO TOLD A TEACHER'S AIDE THAT SHE NEED HER INHALER WAS NOT AFFORDED A REASONABLE ACCOMMODATION IN A TIMELY MANNER. THIS CAUSED TREMENDOUS ANXIETY, FEAR, AND EMOTIONAL DISTRESS. HAVING AN ADULT WHO KNOWS BETTER THAN TO BE BLOCKING THE DOORWAY WITH HER HANDS UP, I WOULD LIKE TO REQUEST A COPY OF THE INVESTIGATION SUCH AS WHO WAS INTERVIEWED AND WHAT WAS ASKED IN THEIR RESPONSE.

LEOLA TAYLOR STATED IN THE INVESTIGATION THAT SHE WAS COMBING... CALMING MY DAUGHTER DOWN IN THE HALLWAY FOR THREE TO FOUR MINUTES AND THEN TOOK HER TO THE OFFICE.

IT TAKES THREE TO FOUR MINUTES TO WALK TO THE OFFICE FROM HER CLASS. MY DAUGHTER WAS DELAYED ALMOST TEN MINUTES, CALMING, AND WALKING TO THE NURSE'S STATION.

THEN SHE HAD TO SIT NEXT TO THE PRINTER FOR ANOTHER TWO TO THREE MINUTES. SO ALMOST APPROXIMATELY 15 MINUTES BEFORE SHE RECEIVED HER EMERGENCY INHALER.

I'M REQUESTING A COPY OF THE SECURITY CAMERA FOOTAGE FROM THE DAY SHE WAS DEPRIVED-- SHE DEPRIVED MY DAUGHTER OF HER INHALER. MY DAUGHTER EXPERIENCED BULLYING, HARASSMENT, AND INTIMIDTION IF YOUR TEACHER ASSISTANT. I WOULD LIKE THE CODE OF CONDUCT, CODE OF ETHICS, CODE OF STAFF IN WHAT THEY ARE SUPPOSED TO FOLLOW WHEN IT COMES TO DELAYING PEOPLE AND KIDS OF THEIR SAFETY. LET'S SEE.

I ALSO WOULD LIKE FOR YOU GUYS TO REVISE SCHOOL POLICY-- OOH, SORRY. REGARDING STUDENTS WITH MEDICAL CONDITIONS SUCH AS ASTHMA. MY DAUGHTER IS STILL IN THE SCHOOL DISTRICT, AND I HOPE SHE DOESN'T ENCOUNTER THIS TREATMENT BY SCHOOL PERSONNEL AGAIN. THANK YOU.

>> RACHEL? THEN CRYSTAL DUNN?

>> ALL RIGHT. THANK YOU.

GOOD EVENING. BOARD OF TRUSTEES, I'M HERE TO INFORM YOU, JUST LIKE THE LAST COUPLE OF PARENTS, TO INFORM YOU THAT THERE IS A BILL CALLED ABA-659 WHICH IS BEING CALLED THE CANCER PREVENTION ACT. THAT LIMB PACT SCHOOL ENROLLMENT AS THIS BILL WILL MAKE THE HPV VACCINE A REQUIREMENT FOR BOYS AND GIRLS. CALIFORNIA STUDENTS DESERVE IN-PERSON LEARNING, AND IF ANYTHING, THE PANDEMIC HAS PROVED MANY NEGATIVE EFFECTS OF RESTRIBBING ACCESS TO IN-PERSON LEARNING. HPV IS A SEXUALLY TRANSMITTED DISEASE. GETTING VACCINATED FOR HPV SHOULD NOT BE MANDATORY IN ORDER TO ATTEND SCHOOLS IN CALIFORNIA.

WE HAVE SHOULD BE INCLUSIVEMENT I'M HERE TO REQUEST THAT YOU WRITE OPPOSITION LETTERS TO THE ASSEMBLY HEALTH COMMITTEE AS THIS BILL COULD BE HEARD AS EARLY AS MARCH 21.

HPV THE AN STD. A SCHOOL MANDATE IS NEITHER APPROPRIATE OR AN LICKBLING. IT IS NOT COMMUNE CABLE.

THIS BILL REMOVES ALL PERSONAL AND RELIGIOUS EXEMPTIONS.

ALSO, THERE ARE NO FUNCTIONAL MEDICAL EXEMPTIONS IN CALIFORNIA DUE TO SB276 WHICH BASICALLY MADE IT ALMOST IMPOSSIBLE FOR PHYSICANS TO WRITE MEDICAL EXEMPTIONS, AS THEY THEIR LICENSE CAN BE INVESTIGATED.

THERE ARE OVER 30 LAWSUITS FILED FOR FRAUD AGAINST MERCK, THE MANUFACTURER OF THE HPV VACCINE. THERE IS CONTINUED LITIGATION.

THERE HAVE BEEN 450 DEATHS AND 61,000 SERIOUS MEDICAL CONDITIONS THAT HAVE BEEN REPORTED FROM THE HPV VACCINES.

REPORTING ADVERSE EVENTS. WHETHER OR NOT YOU BELIEVE THAT THE VACCINE SHOULD BE GIVEN TO KIDS, THE QUESTION IS DO YOU BELIEVE THAT IT SHOULD BE A REQUIREMENT FOR STUDENTS TO ATTEND IN-PERSON SCHOOL IN CALIFORNIA? AGAIN, THERE IS ACTIVE LITIGATION.

WE ARE STILL WAITING TO SEE THE RESULTS OF THOSE TRIALS.

SO RIGHT NOW, PEOPLE DON'T KNOW ABOUT THIS STUFF.

LEGISLATURES ARE NOT DOING TOWN HALLS.

I HOPE THAT YOU WILL FIND IT IN YOUR HEARTS TO WRITE AN OPPOSITION LETTER AND SUBMIT IT TO THE ASSEMBLY HEALTH COMMITTEE 7 DAYS BEFORE MARCH 21. THANK YOU.

>> THANK YOU. >> CRYSTAL.

>> GOOD EVENING, BOARD OF TRUSTEES.

MY NAME IS CRYSTAL DUNN. I'M HERE IN REGARDS TO THE AB-659. THE CANCER PREVENTION ACT.

RECEIVING A SPLIT RESPONSE FROM PARENTS.

WE SUPPORT INSURANCE COVERAGE FOR PAP SMEARS AND HPV VACCINES.

[01:10:01]

WE DO NOT SUPPORT MANDATING THAT THE VACCINE FOR A CHILD TO RECEIVE AN EDUCATION. ADDRESSING THE TITLE OF THIS BILL THE CANCER PREVENTION BILL IS MISLEADING.

THE VACCINE DOES NOT PREVENT ALL RELATED CANCERS.

A MANDATE OF VACCINE OF CANCER CAN SPREAD THROUGH SEXUALLY TRANSMISSION MAKES ROW SENSE WHEN SAID VACCINE HAS NO GUARANTEE IN PREVENTING ALL HPV CANCERS AND SHOULD THE CHILD WISH TO ACCEPT THE VACCINE, THEY ACTUALLY HAVE THE AVAILABILITY TO DO SO. AS... A LAWSUIT VERSUS MERCK, ONE OF THE ASSERTIONS THAT IS USED, MERCK USED SCARE TACTICS AND PROVIDED FINANCIAL INCENTIVES TO LEGISLATORS TO ATTEMPT TO MAKE THE VACCINES MANDATORY FOR ALL SCHOOLCHILDREN. WE DO NOT HAVE THE TIME TO RESEARCH THE MONEY TRAILS WITH THE COUNTY LEGISLATORS.

IT SPEAKS VOLUMES THAT CALIFORNIA IS NOT COMPLICIT.

ENROLLMENT RATES ACROSS CALIFORNIA HAVE ALREADY DECLINED. LOSING OVER 300,000 STUDENTS IN LESS THAN A DECADE. GIVEN THE RISK INVOLVED WITH THIS, THE RESULTS OF MANDATING THIS VACCINE FOR CHILDREN TO ATTEND PUBLIC SCHOOLS OR PRIVATE SCHOOLS WILL FURTHER DROP ENROLLMENT. INCREASING ACCESS.

WE REITERATE WE OPPOSE THIS BILL THAT IS WRITTEN.

NINE MILLION CHILDREN IN THE STATE OF CALIFORNIA DECEMBER PATLY... DESPERATELY NEED YOUR SUPPORT AND HELP.

PLEASE DO YOUR RESEARCH. THANK YOU.

>> I'M HERE TODAY TO SPEAK ABOUT A FEMALE TEACHER WHO HAS A LOT OF PASSION, IS PROFESSIONAL, IS CARING.

TODAY SHE HAS BEEN 7 MONTHS OUT OF THE CLASSROOM WITHOUT HER STUDENTS BECAUSE SHE HAS BEEN SUSPENDED FOR NO REASON.

TODAY IS THE WOMEN'S INTERNATIONAL DAY.

WE ARE TALKING ABOUT ALL THE ACCOMPLISHMENTS THAT WOMEN HAVE.

WE DON'T LOOK AT OURSELVES IN THIS DISTRICT.

WE DON'T SEE HOW WE TREAT OUR FEMALE TEACHERS HERE.

SO I WOULD LIKE TO KNOW HOW LONG IS THIS TEACHER GOING TO BE OUT OF THE CLASSROOM WITHOUT HER STUDENTS? FOR NO REASON. I CAN'T UNDERSTAND THAT.

WE DON'T SEE THE VALUE OF A TEN YEAR TEACHER IN THIS DISTRICT. I CAN'T UNDERSTAND THE DECISION OF THE BOARD, THE SUPERINTENDENT REGARDING THIS FEMALE WOMAN WHO IS NOT ONLY A PROFESSIONAL BUT MAKES AN IMPACT ON THE STUDENTS.

YOU HAVE A LOT OF FEMALES THAT NEEDS TO BE GUIDED THERE.

I HOPE YOU LOOK AT IT AND SEE WHEN YOU ARE GOING TO REINSTATE HER. THANK YOU.

>> THANK YOU. ALL RIGHT.

I HAVE NO OTHER PUBLIC COMMENTS AT THIS TIME.

AT THIS POINT, I AM NOW GOING TO ADJOURN THIS BOARD MEETING AT 7:35 P.M.
