[XI.b. Natomas Teachers Association (NTA) Mara Harvey, President]

EVENING. >> THINK, MR. TORRES.

NTA?NK, MR. TORRES. NTA?ANK, MR. TORRES.

NTA? , MR. TORRES. NTA?Y, MR. TORRES.

NTA?OU, MR. TORRES. NTA?

>> GOOD EVENING, BOARD MEMBERS AND SUPERINTENDENT EVANS.

HELLO. I HOPE EVERYBODY IS DOING WELL.

FIRST I WANT TO ACKNOWLEDGE OUR COUNSELLORS.

IT'S NATIONAL SCHOOL COUNSELING WEEK.

WE KNOW THAT WE COULDN'T DO WHAT WE DO AT OUR SITES WITHOUT HAVING OUR COUNSELLORS THERE SUPPORTING OUR STUDENTS, STAFF, THE TEACHERS. WE ALWAYS WISH WE HAD MORE, BUT WE'RE ABSOLUTELY PRAPPRECIATIVE FROM THEIR WORK.

I HAVE A COUPLE OF FELLOW EDUCATORS HERE AND WE'RE HOPING FOR RESPECTFUL AND CONSISTENT COMMUNICATION FOR EVERY SCHOOL IN OUR DISTRICT. WE KNOW IT'S ATTAINABLE.

WE KNOW IT'S ESSENTIAL TO PROVIDE THE BEST EDUCATION FOR OUR STUDENTS. AT THE END OF THE DAY, EDUCATOS WHO RAISE CONCERNS SHOULD BE HEARD AND RESPONDED TO AND WORKED WITH TO DETERMINE SOLUTIONS.

WE KNOW THAT WHEN OUR STUDENTS ARE STRUGGLING ON OUR CAMPUSES, WHETHER IT'S ACADEMICALLY OR SOCIALLY, THEY NEED MORE RESOURCES, NOT LESS. OUR DISTRICT HAS MADE MOVES TO PROVIDE THESE RESOURCES OVER THE YEARS.

I THINK OUR COUNSELLORS AND SOCIAL WORKERS ARE ENGAGING IN HEROIC EFFORTS RIGHT NOW EVERY DAY TO ADDRESS THE COMPLICATED AND INTERSECTIONAL NEEDS OF OUR STUDENTS.

OUR CLASSROOM TEACHERS HAVE IDEAS FOR HOW WE CAN CONTINUE TO BUILD SUPPORT AND WORK WITH THINGS THAT ARE ALREADY IN PLACE. AGAIN, NTA IS HERE TO WORK CLUB RAHCOLLABORATIVELY WITH OUR COMMUNITY.

WE BELIEVE IN THE PROGRAMS THAT ARE ESTABLISHED HAVE THE POWER TO TRANSFORM OUR COMMUNITIES. WE HOPE THIS WILL LEAD TO BETTER WORKING AND LEARNING CONDITIONS FOR NATOMAS UNIFIED.

GOOD NIGHT. THANK YOU.

>> MOVING ON TO THE SOON SENT ITEM, I'M LOOKING FOR A MOTION AND A SECOND TO APPROVE THE CONSENT CALENDAR.

OH, COMMUNICATIONS. I'M SORRY.

I FORGOT ALL OF YOU. LOOKING AHEAD.

AT LEAST I DIDN'T FORGET THE FLAG SALUTE.

[XI.d. Board Members]

OKAY. UNFORTUNATELY OUR STUDENT BOARD MEMBER COULDN'T BE HERE THIS EVENING SO I'M GOING TO MOVE ON NOW TO OUR BOARD TRUSTEES. TRUSTEE GRANT?

>> I WANT TO SHARE ADVICE MY FATHER GAVE TO ME WHO CAME IN THE 1950S FROM JAMAICA. I'M SURE ALL OF YOU ARE AWARE DOUBLE CONSCIOUSNESS IS HAVING TO RECONCILE WHO YOU ARE IN A WORLD WHO MAY NOT BE AS ACCOMMODATING AS YOU WISH BUT DOUBLE CONSCIOUSNESS MAKES YOU DURABLE.

A LOT OF THINGS DON'T BOTHER PEOPLE SOMETIMES, RIGHT? THAT'S DURABILITY. BUT THE SOCIOLOGIST WEB DUBOIS SAID IT BEST.

[INAUDIBLE] I WANT TO SHARE WITH OUR STUDENTS TODAY THAT THESE EXPERIENCES ALONE MAKE YOU HIGHLY VALUABLE AND ATTRACTIVE

[00:15:02]

TO PERSPECTIVE EMPLOYERS IN GOVERNMENT AND IN THE PRIVATE SECTOR AND BECAUSE OF THOSE UNIQUE EXPERIENCES YOU MAY EVEN HAVE MORE LIFE EXPERIENCES IN SOME OF THE MOST TENURED TEACHERS AT THIS INSTITUTION. TO THOSE SAME STUDENTS, I'M SURE SOME OF LIFE'S MOST VALUABLE LESSONS HAVE BEEN TAUGHT TO YOU IN UNIQUE WAYS. I WOULDN'T EXCHANGE THOSE EXPERIENCE AND I HOPE THOSE STUDENTS WOULDN'T EITHER.

I WOULD ENCOURAGE STUDENTS THIS BLACK HISTORY MONTH TO SHARE THOSE EXPERIENCES, THAT WOULD BE GREAT.

THANK YOU. >> THANK YOU.

[APPLAUSE] >> TRUSTEE HARDEN?

>> IT'S BEEN A BUSY FEW WEEKS. I HAVE HAD THE TINT TO TAKE SOME WONDERFUL TRAININGS THROUGH CSBA.

I ATTENDED TO BROWN ACTS TRAINING WHICH WAS VERY INFORMATIVE. WE SPEAK AND HEAR ABOUT BROWN ACT AND VIOLATIONS AND THERE'S NOTHING BETTER THAN AN EXPERT TRAINING YOU AND HAVING THAT HARDCOPY BOOK TO REFERENCE.

MY NEXT TRAINING WAS A TWO DAY TRAINING.

FIRST PART WAS ABOUT STUDENT LEARNING AND THE SECOND WAS FINANCE. WHAT I FOUND MOST ENCOURAGING WAS FELLOW BOARD MEMBERS AND SUPERINTENDENTS AROUND CALIFORNIA ARE HAVING THE SAME STRUGGLES.

THERE'S RELIEF IN KNOWING THAT NUSD IS TRYING TO ADDRESS STUDENT LEARNING. AS FOR SCHOOL FINANCE, I'M THANKFUL FOR OUR TEAM THAT WE HAVE HERE BECAUSE I DON'T THINK WE COULD DO IT WITHOUT YOU. THE OPEN DOOR POLICY THAT YOU HAVE, THE KNOWLEDGE AND THE PATH THAT YOU ALWAYS HAVE WHEN GOING OVER THE BUDGET, I DEFINITELY APPRECIATE THAT.

MY FAVORITE PART WAS OUR EVERY STUDENT SUCCEEDS.

THAT'S MY NEW FAVORITE THING. IT'S FABULOUS.

SO HAPPY NATIONAL COUNSELLOR WEEK AS NTA MENTIONED AND I WANT TO THANK ALL THE COUNSELLORS FOR EVERYTHING THEY DO.

I HAD THE PLEASURE OF ATTENDING THE SACRAMENTO SCHOOL BOARD ASSOCIATION DINNER, MEETING THE KEYNOTE SPEAKER THAT WAS THERE, MATT J. NAVO. THE TOPIC WAS EMERGING FROM THE PANDEMIC WHERE IS EDUCATION IN CALIFORNIA HEADED? IT WAS REFRESHING TO HEAR ABOUT THE CHALLENGES AND ROLES OF SUPPORT AND REALIZING THAT RIGHT HERE IN NUSD, WE'RE LEADERS IN A LOT OF THE THINGS THAT THEY'RE TRYING TO DO.

ONE QUOTE RESINATED WITH ME AND WE ALL NEED TO REMEMBER, WE NEED TO HELP TEACHERS TEACH AND HOW TO HELP THE STUDENTS LEARN.

THAT'S WHAT WE'RE TRULY HERE FOR ARE OUR STUDENTS.

I ATTENDED THE BLACK PARENTS UNITED MONTHLY GROUP MEETING ON SUNDAY AND HAD THE OPPORTUNITY TO HEAR FROM CALIFORNIA'S SECRETARY OF STATE DR. SHIRLEY ROBER SPEAK ON EXCELLENCE PRESENTS BY THE PHREN AND GOLD SPEAKERGREEN AND GOLD SPEAKER SERIES. THERE WAS A LOT OF EDUCATION RELATED TO BRING A HISTORICAL OVERVIEW, TIME LINE OF REPETITIONS FROM 1783 TO 2023 AND AS USUAL, SHE DID NOT DISAPPOINT. THANK YOU.

>> TRUSTEE MORA? >> THINK.

I HAVE A VERY SHORT REPORT TODAY.

I WOULD ALSO LIKE TO EMPHASIZE THE VARIOUS CELEBRATIONS THAT ARE CURRENTLY ON GOING, INCLUDING SELL PRATING BLACK HISTORY MONTH WITH ALL OUR STUDENTS ANDRATING BLACK HISTOR MONTH WITH ALL CRATING BLACK HI MONTH WITH ALL ERATING BLACK HIY MONTH WITH ALL LRATING BLACK HISTORY MONTH WITH ALL OUR STUDEERATING BLACK HISTORY MONTH WITH ALL OUR STUDEBRATING BLACK HISTORY MONTH WITH ALL OUR STUDENTS AND COMMUNITY MEMBERS AS WELL AS RECOGNIZING COUNSELLORS WEEK. I ALSO WANT TO APPRECIATE EVERYBODY WHO HELPED PUT TOGETHER THE EVERY STUDENT SUCCEEDING RECOGNITION AWARDS. I ALSO APPRECIATED THE CHANCE TO GET TO HEAR THE STORIES OF RESILIENCY FROM NOT ONLY OUR STUDENTS, BUT THE ENTIRE VILLAGE THAT IT TAKES TOO MAKE SURE THAT THEY GET THROUGH THEIR K-12 EDUCATION AND ON TO THE REST OF THEIR LIVES. LASTLY, I LOOK FORWARD TO VISITING DIFFERENT SCHOOLS IN OUR DISTRICT AND I WILL BE ABLE TO SHARE MORE ABOUT THOSE EXPERIENCES AT OUR NEXT BOARD MEETING. THANK YOU.

>> THANK YOU. I WILL ALSO KEEP IT BRIEF, BUT I JUST WANTED TO KALE OUT STAFF THAT WERE INVOLVED IN COORDINATING AND EXECUTING THE EVERY STUDENT SKIUCCEEDS ACT.

HEARING THE STORIES OF THE CHILDREN, IT WAS INCREDIBLE TO SEE THE JOY ON THE STUDENTS' FACES THAT THEY WERE BEING RECOGNIZED FOR INCREDIBLE RESILIENCE, FRRGRIT, AND

[00:20:06]

DETERMINATION AND TO HAVE THEIR PARENTS AND THE STAFF THERE AND THE CULMINATION OF ALL OUR EFFORTS COME TO FRUITION AT THAT MOMENT AND BEING EMBRACED BY ONE OF THE STUDENTS WAS INCREDIBLY HEARTWARMING TO ME AND I REMEMBER THAT MOMENT BEING A STUDENT MYSELF AND REMEMBERING ALL THAT SUPPORT AND IT WAS A REMINDER WHY WE DO WHAT WE DO AND WHAT DRIVES US IN OUR ROLES AS TRUSTEES IN EVERY SINGLE ONE OF US BECAUSE WE KNOW THAT EDUCATION MAKES A DIFFERENCE IN STUDENTS AND THEIR TRAJECTORY FOR THEIR FAMILIES IN THAT THEY CAN OVERCOME ANY OBSTACLE WITH SUPPORT, FOCUS, AND IT WAS INCREDIBLE SO DEIDRA AND HER TEAM, YOU GUYS ARE INCREDIBLE AND EVERYBODY WHO WAS INVOLVED IN IT BECAUSE I THINK IT TAKES A VILLAGE, JUST WANTING TO MAKE SURE WE STOP AND RECOGNIZE THE GOOD, WE RECOGNIZE WHAT CAN HAPPEN WHEN WE COME TOGETHER. I ALSO WANTED TO CALL OUT THE FACT THAT NOEL AND MYSELF ATTENDED THE COLLEGE EVENT THAT HAPPENED THIS PAST WEEK, RECOGNIZING SUPPORTS AND HELPING TO ENCOURAGE FAMILIES TO BE INVOLVED AND UNDERSTANDING THAT PROCESS AND HOW TO BE PREPARED FOR EXPOSURE, SUPPORTS AVAILABLE AND UNDERSTANDING THE ROLE THAT THE COMMUNITY PLACE AND HOW IMPORTANT COMMUNITY IS IN THAT PROCESS.

I DO ALSO LOOK FORWARD TO VISITING SCHOOL SITES SOON.

I'M STILL DOING A LOT OF LEARNING, A LOT OF LEARNING STAFF SO THANK YOU TO STAFF FOR SO MUCH ONBOARDING FOR US AND HELPING US THROUGH THE PROCESS. THAT CONCLUDES MY REPORT.

>> SO, I THINK YOU HAVE PROBABLY GATHERED THAT THE BREAKFAST LAST FRIDAY WAS A BIG HIGHLIGHT FOR TRUSTEES.

I CAN'T TELL YOU ALL THE YEARS THAT I HAVE ATTENDED, IT'S ONE OF THE MOST EMOTIONAL EXPERIENCES FOR US AS TRUSTEES.

ALL OF YOU OR MANY OF YOU GET TO SEE THESE STUDENTS ON A REGULAR BASIS AND UNDERSTAND THEIR STORIES MUCH MORE IN DEPTH THAN WE DO, BY THE GLIMPSE THAT WE GET AND ARE PROVIDED FOR STUDENTS AND THE TIME TO SPEND WITH THEM AND THEIR PARENTS AT THE TABLE FOR BREAKFAST, IT'S VERY MININGFUL FOR US AND WE FEEL VERYNGFUL FOR US AND WE FEEL VERYINGFUL FOR US AND WE FEEL VERY PRIVILEGED TO BE PART OF THAT.

WE KNOW HOW MUCH TIME IT TAKES TO PULL THINGS TOGETHER IN THIS DISTRICT. WE ALL HAVE BUSY SCHEDULES.

FINALLY, I ATTENDED THE STEPS TO COLLEGE THIS WEEKEND ALSO ALONG WITH NOEL AND CINDY AND I DO THIS ANNUALLY AND FOR THOSE OF YOU UNFAMILIAR WIT, IT'S THE CONSULATE THAT HELPS TO -- WELL, HE OR SHE, IT'S A SHE RIGHT NOW, SHE HOSTS THIS BIG EVENT AT THE CONSULATE HERE IN THIS DISTRICT RIGHT IN OUR BACKYARD AND IT'S ALSO AN OPPORTUNITY FOR US TO WITNESS MANY OF THE STUDENTS IN THIS DISTRICT WHO THEN HAVE THE OPPORTUNITY TO VISIT WITH RECRUITERS FROM EVERY COLLEGE LOUT THE STATE AND ACTUALLY OUTSIDE OF THE STATE AND EVEN IN MEXICO, SO THE NUMBER OF KIDS THAT GET THIS INFORMATION AND NOT ONLY THAT, THERE ARE PEOPLE ON HAND THAT HELP THEM FILL OUT THE NECESSARY FINANCIAL PAPERS AND EVERYBODY THERE WHO IS HELPING THEM ALSO SPEAKS SPANISH TO HELP THE FAMILIES NAVIGATE WHAT COULD BE CONSIDERED A COMPLEX PROCESS OF SUBMITTING COLLEGE APPLICATIONS.

THAT WAS SUCCESSFUL BECAUSE IT WAS ELECTED OFFICIALS FROM ALL DIFFERENT PARTS OF OUR CITY SUD THE PRESIDENTS OF COLLEGES, BOTH UC DAVIS AND SAC STATE COMING TOGETHER AND OUR LOS RIOS PRESIDENTS ALSO COMING TOGETHER. IT WAS A GREAT FRIDAY AND SATURDAY LAST WEEK, FOCUSING ON KIDS.

[XII. CONSENT ITEMS]

SUPERINTENDENT EVANS? >> FOG AT THIS TIME.

>> THANK YOU. ALL RIGHT.

NOW I'M GOING TO ENTERTAIN A MOTION AND A SECOND TO APPROVE

THE CONSENT CALENDAR >> SO MOVED.

[00:25:04]

>> MOTIONED BY GRANT, SECONDED BY TRUSTEE MORA.

CALL THE ROLL, PLEASE. (ROLL CALL VOTE)

>> OKAY. MOTION CARRIES 5-0.

NOW I'M MOVING ONTO OUR NEXT PART HERE AND THIS IS OUR

[XIII.a. Constituent and Customer Services (CCS) Update Heidi Lattuada, Director, Constituent and Customer Services The Board is asked to receive information regarding CCS data from July 1, 2022, through December 31, 2022. No action is required.]

CONSTITUENT AND CUSTOMER SERVICE UPDATE.

THIS IS WHERE THE BOARD, ALL OF YOU GOT THIS IN YOUR AGENDA, THE RETIE. IT WAS PUBLISHED LAST FRIDAY.

ANYPORT. IT WAS PUBLISHED LAST FRIDAY.

ANY QUESTIONS? >> JUST COMPREHENSIVE AS ALWAYS AND I WANT TO GIVE A SHOUT OUT TO HEIDI AND HER TEAM AS RERETURN TO PRE-PANDEMIC NORMS, RECOGNIZING THE EXTRAORDINARY LOW THEY'RE EXPERIENCING. ANYTHING WE CAN DO TO SUPPORT

THAT TEAM, I'M ALL FOR IT. >> OKAY.

ANYBODY ELSE? I JUST WANT CUSTOMER AND CONSTITUENT SERVICES TO KNOW THAT WE, AS TRIS TEES, WHEN WE GET REQUESTS FOR USTEES, WHEN W GET REQUESTS FOR INFORMATION, WE DO FORWARD IT, SO THAT'S A PRACTICE.

[XIV.a. Governor's 2023-2024 Budget Update and LCAP Update William Young, Deputy Superintendent The Board is asked to receive information on the Governor’s 2023-2024 Proposed Budget and the 2021-2024 LCAP Update.]

OKAY.

[INAUDIBLE] >> GOOD EVENING, PRESIDENT HEREDIA AND TRUSTEES. BEFORE US TONIGHT IS THE GOVERNOR'S 2023-2024. ON JANUARY 10TH, THE GOVERNOR SHARED HIS INITIAL PROPOSAL FOR THE 2023-24 BUDGET.

A GOVERNOR WILL RELEASE HIS OR HER INITIAL THOUGHTS ON A BUDGET FOR NEXT YEAR AND THEN WE'LL SEE A MAY REVISION.

THAT HELPS TO SET OUR FUTURE ON WHAT WE CAN DO LOCALLY WITH OUR BUDGET AS WE MOVE FORWARD. SO FOR TONIGHT, WE'RE GOING TO SHARE KEY AREAS OF THE PROPOSED BUDGET.

WE'LL SHARE KEY ELEMENTS FOR CONSIDERATIONS IN PLANNING FOR NEXT YEAR AND THEN ALSO JUST KIND OF A REMINDER OF OUR BUDGET PROCESS AND SUMMARY OF TIME LINE.

DURING THIS PRESENTATION, PLEASE ASK QUESTIONS.

KIND OF BIG PICTURE, FROM A STATE BUDGET ECONOMIC OUT LOOK, ONE COMMON WORD THAT YOU'LL SEE ON THIS PARTICULAR SLIDE IS THE WORD LOWER. WE TALKED PREVIOUSLY ABOUT RECESSIONS AND PLANNING FOR RECESSION.

YOU WILL SEE IN THIS STATE BUDGET ECONOMIC OUT LOOK, PERSONAL INCOME TAX IS FORECASTED AT LOWER THAN PROJECTIONS, $25.4 BILLION FOR THE STATE.

CORPORATION TAX AT $3.8 BILLION AND SALES TAX LOWER BY $2.5 BILLION. THAT'S WHERE THE STATE OF CALIFORNIA AND THE GOVERNOR'S PROJECTION FOR NEXT YEAR.

OVERALL IT'S A $29.5 BILLION LOWER THAN WHAT WAS THOUGHT OF BACK IN JUNE. AS YOU KNOW, INFLATION, INTERNATIONAL INSTABILITIES AND ONGOING IMPACTS OF THE PANDEMIC ARE FACTORS TO ECONOMIES AROUND THE WORLD.

ALSO CALIFORNIA IS A LARGE ECONOMIC FACTOR IN THE WORLD.

THIS BUDGET PROPOSED RELIES ON DELAYS AND REDUCTIONS AND PULLBACKS, FUNDING SHIFTS, TRIGGER REDUCTION IFS THE LOWER CONTINUES TO GO LOWER AS A STATE AND ALSO LIMITED REVENUE GENERATION IN ITS FORECAST. WE ALL HAVE TO BE COGNIZANT AS WE MOVE FORWARD FOR 23-24 ABOUT THE POTENTIAL OF A RECESSION, BUT FROM AN EDUCATION PERSPECTIVE, THIS BUDGET, THE GOVERNOR HAS WORKED HARD WITH HIS TEAM TO MAKE SURE THE BUDGET IMPACTS TO EDUCATION IS MINIMAL. THE OTHER PIECE TO TAKE AWAY FROM THE GOVERNOR'S PROPOSAL, IT'S A WAIT AND SEE BUDGET PROPOSAL BECAUSE WE KEEP HEARING THE WORD RESECTION, WE KEEP SEEING IMPACTS OF INFLATION. RECENTLY, WE'RE SEEING INCREASED LAYOFFS IN THE TECH SECTOR, SO THOSE CAN IMPACT A STATE BUDGET.

IT DOES PROVIDE $108 BILLION IN FUNDING FOR K-12, WHICH IS A DECREASE OF $1.5 BILLION BUT STILL MANAGEABLE FOR SCHOOL

[00:30:02]

DISTRICTS TO MOVE FORWARD. THE COST OF LIVING IS PROJECTED AT 8.31%, MORE THAN WHAT WAS FACTORED IN AT THE LAST STATE BUDGET APPROVAL. THERE'S A PROPOSAL TO ADD ON TO THE LCFF FOR THOSE HIGHEST NEED SCHOOL SITES THAT ARE IDENTIFIED AS STRUGGLING. IN ADDITION, THE PROPOSAL ALSO INCLUDES A COMPREHENSIVE PACKAGE TO BE ADDED TO THE LCAT, WHICH WE'LL TALK ABOUT IN A LITTLE BIT.

WE JUST DON'T HAVE TO COMPREHENSIVE INFORMATION ON WHAT THAT WILL LOOK LIKE. THE STATE BUDGET HAS $35.6 BILLION SET ASIDE FOR RESERVES.

THERE IS A CUSHION THERE AS WE PLANNED AND YOUR FIDUCIARY RESPONSIBILITY RECOGNIZES A PLAN FOR A CUSHION, THE STATE HAS ONE AS WELL. WE HAVE A RESERVE IF AN ECONOMIC DOWNTURN EXISTS. ONE ITEM IN FUNDING SHIFT IN THE AT A TIME BUDGET IS THE ARTS, MUSIC, AND INSTRUCTIONAL MATERIALS BLOCK GRAND. FOR NATOMAS UNIFIED, WE RECEIVE A ONE TIME FUND FOR THIS PARTICULAR FUND.

WE'LL SEE A DECREASE OF ABOUT A THIRD.

IT'S ABOUT $1.82 MILLION LESS. THE RATIONALE FOR THAT IS BECAUSE OF THE [INDISCERNIBLE] ACT PROPOSITION 28 WHICH ALSO FOCUS US ON ARTS AND MUSIC. PULL THE ONE TIME MONEY OF AND PUT IN THE VOTER ENACTED MIN. WE'LL SEE MORE AT BUDGET DEVELOPMENT REGARDING THIS PARTICULAR FUNDING SOURCE.

IN ADDITION, CONTINUING SUPPORT FOR FULL DAY KINDERGARTEN FACILITIES GRANTS, SO $550 MILLION, BUT IT'S GOING TO BE DELAYED BY ONE YEAR AND, AGAIN, THAT'S A FINNING SHIFT IN TRYING TO MANAGE THE DOWNTURN OF THE LOWER TAXES.

IT'S STILL ON THE BOOKS, IT'S JUST GOING TO SHIFT FROM ONE YEAR TO THE NEXT. ALSO, CONTINUED EXPANDED ELIGIBILITY FOR TK SO WE CAN EXPAND THAT SECOND YEAR.

CHANGING THE CLASS SIZE RATIO FROM 10:1 STAFFING RATIO TO 12:1. THAT IMPACTS STAFFING RATIOS ACROSS THE STATE. AS A SIDE NOTE AND ALSO IMPORTANT TO US AS WE HAVE PROJECTS IN THE QUEUE FOR STATE REIMBURSEMENT. WE DIDN'T RECEIVE ANYTHING THIS YEAR IN THE BUDGET BUT FOR NEXT YEAR, WE HAVE MULTIPLE PROJECTS IN THE CUE FOR REIMBURSEMENT. IF APPROVED WE ANTICIPATE ABOUT $40 BILLION GOING TO OUR FACILITY PLANNING AGAIN BUT THAT'S ON HOLD. IN RELATIONS TO SPECIAL EDUCATION, SPECIAL EDUCATION WILL ALSO RECEIVE THE COLA OF 8.31. SECOND BULLET, STABILIZING THE CURRENT MEMBERSHIP. NO LONGER CAN A SCHOOL DISTRICT APPLY TO BECOME THEIR OWN. REGARDLESS OF SIDE AND LOCATION AND PRIOR LEGAL PATHWAYS TO BECOME THEIR OWN CELFLA.

THERE'S A MORATORIUM SO OTHER SCHOOLS CANNOT APPLY.

IN TALKING ABOUT PENSION AND PENSION PLANNING, WE SHARED THIS SIMILAR SLIDE IN THE PAST BECAUSE IT IS A COST THAT WE SEE GOING UP OVER TIME. THE PLAN RIGHT NOW IS AT 19.1%.

FOR MEMBER WHO IS ARE PART OF COWPERS, OR CLASSIFUR CLASSIFIE YOU SEE THAT INCREASES NEXT YEAR FOR AN ADDITIONAL $492,000 FROM ONE YEAR TO THE SEE THAT INCREAR AN ADDITIONAL $492,000 FROM ONE YEAR YOU SEE THAT INCREASES NEXR FOR AN ADDITIONAL $492,000 FROM ONE YEAR TO THE NEXT. SO WE HAVE TO DO PLANNING FOR PENSION MANAGEMENT AND COST COVERAGE.

>> I HAVE A QUICK QUESTION. IS THERE ANY TALK BY THIS CURRENT ADMINISTRATION TO TAKE ACTION TO HELP SCHOOL DISTRICTS WITH SOME OF THESE RISING PENSION COSTS LIKE A FEW YEARS

[00:35:03]

BACK? >> I HAVE NOT HEARD ANY RECENT CONVERSATIONS SIMILAR TO YEARS BACK.

THE ARTS MUSIC INSTRUCTIONAL MATERIALS BLOCK GRANT CAN BE USED TO COVER PENSION COST BUT IT'S ONE TIME MONEY.

IT WILL ONLY LAST SO LONG. >> THANK YOU.

>> AND ALSO, BILL, THAT PARTICULAR GRANT HAS STIPULATIONS IN IT REGARDING STAFF THAT THEN DIMINISHES THE AMOUNT THAT YOU GET FOR THE SCHOOL DISTRICT.

THAT'S KIND OF A -- WE DON'T LOSE OUT ON MONEY IN THAT WAY.

>> JUST ONE MORE QUESTION, TOO. A COUPLE OF YEARS AGO, I THINK 2017 OR 2018, THE BOARD THEN TOOK ACTION TO CREATE A RESERVE FUND SURROUNDING PENSION COSTS TO PREPARE FOR THAT.

IS THAT SOMETHING THAT FROM YOUR EXPERTISE WE NEED TO REVISIT?

>> BASED ON THE INFORMATION AND THE FORECAST PROJECTION THAT WE SEE HERE, WE WILL NEED TO CONSIDER REVISITING THAT.

THE FUND IS BEING IMPACTED BY THE MARKET CONDITIONS.

WHILE IT HAS GROWN SINCE WE'VE INVESTED IN THAT ACCOUNT OVER $1 MILLION, IT'S ALSO BEING IMPACTED BY THE STOCK MARKETS AS

WELL. >> I WOULD HIGHLY ASK THIS BOARD TO HAVE THAT CONVERSATION SOONER RATHER THAN LATER.

>> SO NOW MOVING INTO OUR CONSIDERATIONS BASED ON THAT INFORMATION, THE COLA, THE COST OF LIVING ADJUSTMENT OF 8.13, WE KNEW WE WERE GETTING ABOUT 5%. WE KNOW THE ADDITIONAL WILL ALSO NEED TO BE USED TO COVER EMPLOYER MANDATED COSTS, STEP IN COLUMN INCREASES, CONTRIBUTIONS REQUIREMENTS FOR THE RESTRICTED MAINTENANCE ACCOUNT AND ALSO NEGOTIATED SALARY INCREASES, THE 5%, THE BENEFIT INCREASES ASSOCIATED WITH THAT AND ALSO OTHER MONETARY COSTS AS AN OUTCOME OF THAT NEGOTIATED AGREEMENTS. AND THEN IN GENERAL, COAST INCREASES TO GOODS AND SERVICES. THE INFLATION IS IMPACTING THE DISTRICT AS WELL FOR GOODS AND SERVICES.

WE CAN LOOK AT GAS PRICES BEING IMPACTED AS WELL.

THE OTHER FACTOR IS THAT OUR STUDENT ATTENDANCE HAS EXPERIENCE ADD DECLINE AND WE'RE EXPERIENCING CHRONIC ABSENTEEISM. BOTH OF THOSE FACTORS IMPACTS FUNDING SO WE NEED TO KEEP PINEDFUL WATCH ON THAT AS WELL.

BIGPDFUL WATCH ON THAT AS WELL.

BDFUL WATCH ON THAT AS WELL.

BMDFUL WATCH ON THAT AS WELL.

B MIDFUL WATCH ON THAT AS WELL.

BNDFUL WATCH ON THAT AS WELL. BIG PICTURE? RIGHT NOW OUR STAFF IS 81% OF OUR BUDGET.

GENERALLY, IT'S ABOUT 81%. COST OF OPERATIONS FROM LIGHTS TO PAPER TO TEXTBOOKS TO EVERYTHING ELSE, UTILITIES, IT'S ABOUT 14% SO WITH THE ADDITIONAL FUNDS WE ANTICIPATE GETTING, THERE'S ABOUT 2% LEFT TO EARMARK TOWARD TARGETED BUDGET ACTIONS.

SIMILAR SLIDE TO THE PAST, THIS IS A GRAPHIC VISUAL AND A REMINDER THAT WITH COLLECTIVE THOUGHT AND BRAIN POUR THAT WE HAVE, WE CAN DO JUST ABOUT EVERYTHING BUT WE CAN'T DO EVERYTHING. WE HAVE TO ADDRESS STAFFING BASED ON ASSOCIATED GROWTH, REMINDING TRUSTEES INVOLVING PENSION AND PENSION COSTS SO WE HAVE MANDATED EMPLOYER COSTS.

WE HAVE KEY DISTRICT PRIORITIES OUTLINED IN THE LCAT AND ALSO OVER THE NEXT COUPLE OF MONTHS AND PANDEMIC FUNDS, THOSE WILL EX-PYRE ON SEPTPRIRE ON SEPTEMB SO WE HAVE TO CONSIDER THAT MOVING FORWARD. WE CAN DO A LOT BUT WE CAN'T DO EVERYTHING. YOU CAN SEE THE TIME LINE TOWARDS JUNE AND THE BOARD APPROVAL AND BUDGET FOR LCAP 2023-24. THERE'S A CONTINUOUS CYCLE F BUDGET DEVELOPMENT. WE'RE GETTING BACK ON TRACK WITH THAT CONTINUOUS CYCLE NOW THAT THE CALIFORNIA DASHBOARD IS STARTING TO HIT ITS TIME LINE AND GET BACK IN ITS PACE AND TONIGHT YOU WILL SEE PRESENTATIONS FROM OUR ELEMENTARY SCHOOL PRINCIPALS REGARDING THEIR DATA AND EFFORTS TO INCREASE LITERACY AND WRITING AND YOU CAN SEE MAY THROUGH

[00:40:05]

JULY. I WILL OPEN IT UP FOR QUESTIONS REGARDING THE JANUARY BUDGET PROPOSAL.

ALL RIGHT, THE NEXT WILL BE AN UPDATE FOR ACTIONS AND SERVICES TO ACHIEVE GOALS, EXPENDITURES ASSOCIATED WITH THOSE ACTIONS AND SERVICES AND TARGETS AND METRICS TO MEASURE PROGRESS RELATED TO OUR ACTIONS AND SERVICES.

OUR CURRENT LCAP RUNS FROM 2021 THROUGH 2024.

SO NEXT SPRING, WE'LL BE STARTING TO HAVE DISCUSSIONS ABOUT DEVELOPING THE NEXT CYCLE LCAP, 2024-2027.

SO THIS IS JUST A REMINDER AND A GRAPHIC SHOWING HOW WE MOVE FORWARD THROUGH TIME WITH OUR LCAPS.

IN THE GOVERNOR'S BUDGET AS I SHARED, THERE'S A PROPOSAL FOR A COMPREHENSIVE PACKAGE OF ACCOUNTABILITY TIED TO THE LCAP AND TIED TO DIFFERENTIATED ASSISTANCE OR THOSE TARGETED SCHOOLS THAT NEED ADDITIONAL SUPPORT.

WE JUST DON'T KNOW WHAT THAT COMPREHENSIVE PACKAGE LOOKS LIKE YET, SO THAT'S YET TO BE SHARED. WE WILL NEED TO BE PREPARED TO PIVOT BASED ON THAT IF WE'RE ELIGIBLE FOR DIFFERENTIATED ASSISTANCE OR IF IT'S TIED TO OUR LCAP IN OUR SCHOOLS.

THE NEXT FEW SLIDES, REALLY QUICK, BIG PICTURE, RATHER THAN GOING OVER THE 118 PAGE DOCUMENT OF THE LCAP, WE PUT IT IN WHAT WE PREVIOUSLY HAVE CALLED A BINGO BOARD.

IT'S COLOR-CODED, GREEN MEANING GOOD, WE'RE MEETING THE TARGET, YELLOW, WE'RE CLOSE, RED, WE MISSED THE TARGET AND WHITE MEANING WE DON'T HAVE THE DATA YET AT THIS TIME BECAUSE A SURVEY MAY OCCUR IN THE SPRING SO WE DON'T HAVE THE DATA YET.

THE NEXT SLIDE IS ALL OF OUR METRICS OUTLINED IN THE LCAP.

AS WE KNOW, WE ARE EXPERIENCING IMPACTS BY THE PANDEMIC IN LEARNING RECOVERY. IN THE TOP LEFT, YOU SEE THE INCREASED PERCENT OF STUDENTS MEETING OR EXCEEDING STANDARDS.

AS WE MOVE FORWARD, WE'LL NEED TO CONSIDER LCAP MEASURE ADJUSTMENTS AS WELL ALONG WITH OUR DPR AS SPELLED OUT IN OUR PREVIOUS MEETING. ANOTHER EXAMPLE IS IF WE GO ON THE TOP RIGHT IN THE MIDDLE, 100 STUDENTS WILL HAVE STANDARD ALIGN CURRICULUM INCLUDING STANDARDS ALIGNED WITH THE WILLIAMS ACT. WE MET THAT STANDARD, IT'S GREEN. THAT'S AN EXAMPLE OF MEETING THE LCAP METRIC. IF IT'S WHITE, THERE IS POTENTIALLY A PARENTHESES THERE, FOR EXAMPLE, INCREASED OUTCOMES FOR THE ENGLISH LEARNING STUDENTS AS MEASURED BY RECLASSIFICATION RATES. THAT'S AN ONGOING PROCESS.

WE'LL GET MORE INFORMATION IN THE SPRING.

THAT'S THE WHY THAT PARTICULAR ONE IS WHITE.

WE DON'T HAVE THE DATA YET. ALSO IN RED, AS I MENTIONED, ATTENDANCE AND CHRONIC ABSENTEEISM ARE UP AND IS A CHALLENGE AS WE MOVE OUT OF THE PANDEMIC.

WE WILL NOT BE MEETING THE TARGETS BASED ON WHAT HAS BEEN ESTABLISHED IN THE LCAP. ALSO SUSPENSION AND EXPULSION RATES, MEETING THOSE TARGETS RIGHT NOW BASED ON THE INFORMATION IS RED, SO WE WON'T BE MEETING THOSE TARGETS AT THIS

TIME. >> THE ATTENDANCE ONE IS AN INTERESTING CHALLENGE FOR US. WE HEARD FROM ELECTED OFFICIALS WHO ARE ENCOURAGING US AND I SUSPECT WE MIGHT SEE LEGISLATION IN THE SPRING. THEY'RE WORRIED SOME PARENTS, SOME STUDENTS ARE CHOOSING NOT TO COME BACK TO SCHOOL AFTER THE PANDEMIC. THAT'S VERY POSSIBLE.

THE REALITY IS MOST OF YOU KNOW I WAS OUT WITH WALKING PNEUMONIA FOR ALMOST TWO WEEKS AND THE COUGH MEDICINE I COULD GET WAS LIMITED BECAUSE THEY'RE OUT. BETWEEN COVID, RSV, THE COLD, THE FLU, THE FACT THAT MOST OF US WERE INDOORS FAR LONGER AMOUNT OF TIME SO OUR IMMUNITY HAS SHIFTED AND CHANGED.

I WENT TO THE AISLE WHERE THE COLD MEDICINE IS, IT'S EMPTY.

IT'S A TOUGH BALANCE. I'M GOING TO ERR ON THE SIDE OF TRUSTING PARENTS, THAT THEY'RE KEEPING THEM HOME BECAUSE THEY'RE SICK AND GOING FORWARD, WE CAN DETERMINE WHERE DO WE NEED INTERVENTION AND ENCOURAGE THEM TO MAKE SURE THEY REALIZE

[00:45:02]

EDUCATION IS IMPORTANT FOR THEIR CHILDREN.

AT THE SAME TIME, I'M NOT GOING TO SQUASH THE PARENTS AND FAMILIES WHO ARE BUCKLING UNDER THE WEIGHT AND NOW THEY STEPPED BACK AND THEY'RE GETTING SICK AND MISSING WORK AND WE'RE LUCKY IN A JOB HERE WE HAVE SICK DAYS. A LOT OF EMPLOYERS DON'T.

WE'RE TRYING TO BALANCE THAT REALITY OF OUR FAMILY PLUS THE POLITICAL PRESSURE TO PUSH ON FAMILIES TO GET BACK.

I KNOW EVERYTHING IS GOING TO END FOR THE PANDEMIC, RIGHT? THE EMERGENCY LEGISLATION, WE WON'T HAVE TO HAVE THE FINAL ITEM WE HAVE ON OUR BOARD MEETING TONIGHT.

I THINK THE NEXT ONE IS THE LAST ONE WE HAVE, JUST IN CASE OF EMERGENCIES, THE GOVERNOR HAS TO APPROVE BUT OUR FAMILIES ARE VERY MUCH STILL FEELING THE EFFECT OF THE PANDEMIC AND THE IMMUNITY ISSUE THS THAT THERE A. WE'RE AWARE IT'S THERE WE'RE

TRUSTING THE PARENTS. >> THE ONES LISTED IN YELLOW, WE'RE MAKING PROGRESS BUT SLOWER THAN DESIRED SO THERE'S STILL TIME TO SHIFT THOSE TO GREEN AS WELL AND MEET THOSE TARGETS.

>> BEFORE WE MOVE ON, FOR TRANSPARENCY, YOU MENTIONED 100% OF STUDENTS WILL HAVE STANDARD ALIGNED CURRICULUM INCLUDING ELD STANDARD ALIGNED WITH THE WILLIAMS ACT.

CAN YOU LET THE PUBLIC KNOW WHAT THE WILLIAMS ACT?

>> IT'S A REQUIREMENT FOR SCHOOL DISTRICTS TO PROVIDE NOT JUST TEXTBOOKS TO EVERY STUDENT, BUT IT'S ALSO TIED TO OUR FACILITIES AS WELL, CLEAN, WORKING FACILITIES, RESTROOMS, MAKING SURE THEY'RE FULLY STOCKED TO WORKING CONDITIONS OF CLASSROOMS. WHEN WE PROVIDE QUARTERLY WILLIAMS UPDATES TO TRUCE TEES ON THE AGENDA, IT GIVES YOU A SNAPSHOT IN TIME. ARE WE MEETING THE WILLIAMS ACT REQUIREMENT? SO FAR WE HAVE IN ALL AREAS SO THAT'S WHY THIS ONE IS GREEN. WE MET THE TEXTBOOK REQUIREMENTS AND CURRICULUM REQUIREMENTS FOR THE WILLIAMS ACT.

>> THANK YOU. >> TAKING A LOOK AT THE ACTIONS AND SERVICES IN THE LCAP ALSO BIG PICTURE BINGO BOARD.

GREEN IS MAKING PROGRESS, WE'RE ON TRACK TO MEETING THOSE ACTIONS AND SERVICES. YELLOW WE'RE MAKING PROGRESS SLOWLY, PINK IS WE'RE NOT AS CLOSE TO REACHING IT, RED WE'RE OFF FROM MEETING IT AND WHITE IS NOT REPORTED.

THIS WAS PROVIDED AND DEVELOPMENTED THROUGH COMMUNITY ENGAGEMENT, FEEDBACK, AND YOUR AUTHORIZATION BACK IN JUNE.

>> THE GREEN DOESN'T MEN WE THINK WE'RE DOING ALL THESE EXTRA EXTRAORDINARILY WELL.

>> YES. ON THE LAST SLIDE YOU SAW THE METRIC HASN'T BEEN MET YET SO THAT ONE WE'LL CONTINUE TO MONITOR. OUR CHRONIC ABSENTEEISM IS YELLOW AT THE TIME. THAT IMPACTS OUR METRICS AS WELL. SO OVERALL, WE HAVE ACTIONS IN PLACE AND WE'RE MOVING TO ADDRESS THESE ACTIONS AS APPROVED BY THE BOARD. JUST REALLY QUICK TIME LINE ON NEXT STEPS FOR THE LCAP, YOU CAN SEE FROM FEBRUARY TO APRIL, CONTINUED EDUCATIONAL PARTNER SURVEYS AND ENGAGEMENT.

MARCH TO MAY, WE'LL HAVE TO DEVELOP A DRAFT 23-24 LCAP AND CONTINUE TO ENGAGE OUR EDUCATIONAL PARTNERS AND IN JUNE ALONG WITH THE BUDGET, THE LCAP IS PRESENTED FOR YOUR CONSIDERATION. WE DO HAVE TRANSLATED LCAPS

AVAILABLE ON OUR WEBSITE. >> I THINK YOU SAID IT.

WHEN IS THE BIG THREE YEAR LCAP? THE HEAVIER ENGAGEMENT AND ALL

THAT? >> THAT WILL BE IN THE SPRING OF

2024. >> OH, NO, THAT'S TRAGIC.

[LAUGHTER] >> [INAUDIBLE]

[00:50:16]

[INAUDIBLE] >> OH, SORRY.

WE WOULD START TO SEE THAT SLIDE IN THE DOLLARS THAT WOULD COME TO THE DISTRICT AND WARNED US TO MAKE PLANS FOR THAT MONEY, THAT MONEY THAT WOULD NOT BE COMING OUR WAY AND I THINK WE HAVE DONE A PRETTY GOOD JOB IN MANY RESPECTS AND I THINK WE ARE IN A BETTER SITUATION THAN A LOT OF SCHOOL DISTRICTS, ESPECIALLY OUR SMALLER, RURAL SCHOOL DISTRICTS THAT ARE CONSIDERABLY LESS FUNDING THEN WE DO, BUT I KNOW THAT WE WILL STILL BE PRETTY VIGILANT ABOUT SEE WHATTING OTHER WAYS WE CAN PRESERVE THE DOLLARS WE HAVE AND STILL SERVE THE STUDENTS IN AWAYS WE CAN PRS WE HAVE AND STILL SERVE THE STUDENTS IN A MANNER THAT THEY

[XV.a. Learning Recovery Phase 2-Elementary and K-8 Schools Tonja Jarrell, Associate Superintendent The Board is asked to participate in a study session and receive information regarding the Learning Recovery Phase 2 for our Elementary and K-8 Schools]

SHOULD BE SERVED. THANKS, BILL.

ALL RIGHT. MOVING FROM THE BUDGET NOW TO A STUDY SESSION FOR THE BOARD. GENERALLY WHAT HAPPENS IS THE BOARD, WE MOVE TO THE MIDDLE OF THE FLOOR AND WE HAVE THIS STUDY SESSION AND WE ARE GOING TO MOVE TO THE MIDDLE OF THE ROOM SO THERE'S GOING TO BE PEOPLE THAT WILL BE ASKING YOU TO STAND SO THAT THEY CAN MOVE TABLES AND WE CAN PARTICIPATE IN THIS EXCITING

ACTIVITY, CORRECT? >> YES, I'M THE ONLY THING THAT STANDS BETWEEN YOU AND GETTING TIME WITH 10 OF OUR PRINCIPALS SO I WILL BE BRIEF. I WANT TO START OUT BY THANKING YOU FOR THE STUDENT TO HAVE A STUDY SESSION WITH YOU TONIGHT.

THIS IS NOT A PHRASE WE HAVE USED IN A WHILE.

IT ALLOWS YOU TO ENGAGE AT A DEEPER LEVEL WITH THE SUBJECT MATTER. VERY DIFFERENT FROM THE PRESENTATION WHERE I STAND UP HERE, SHARE SLIDES, YOU ASK QUESTIONS AND GIVE FEEDBACK. YOU CAN SEE THINGS ARE HAPPENING BEHIND ME RIGHT NOW AS EASELS ARE BEING SET UP, SO I WANT TO TALK A LITTLE BIT ABOUT THE LOGISTICS FOR HOW THE STUDY SESSION WILL WORK AND WE'LL TALK A LITTLE BIT ABOUT CONTEXT BEFORE YOU MEET WITH OUR PRINCIPALS.

SO LIKE I SAID, THIS IS AN OPPORTUNITY FOR YOU TO ENGAGE MORE DEEPLY IN A CONTENT AND YOU'RE GOING TO HAVE AN OPPORTUNITY, WE'RE GOING TO GIVE YOU SOME STRUCTURED NOTE TAKING, LIKE A CLIPBOARD. YOU CAN USE IT, YOU DON'T HAVE TO USE IT, BY THOSE ARE THINGS THAT WILL HELP YOU IF YOU WANT TO THINK ABOUT THINGS YOU WANT TO SHARE OUT WHEN WE COME BACK TOGETHER AND DISCUSS AT THE END, YOU'RE MORE THAN WELCOME TO DO THAT BUT YOU DON'T HAVE TO DO THAT.

THERE ARE FIVE DIFFERENT STATIONS WHERE YOU WILL HAVE THE OPPORTUNITY AT EACH STATION TO MEET WITH TWO OF OUR PRINCIPALS, OUR K-8 AND ELEMENTARY PRINCIPALS AND THEY'RE GOING TO SHARE ABOUT SEVEN MINUTES, GIVE OR TAKE, SHARING SOME INFORMATION WITH YOU AND THEN EACH OF YOU WILL BE AT ONE OF THE FIVE STATIONS AND THEN THERE'S A LOVELY CHIME -- OH, IT'S IN HER POCKET. THAT WILL SOUPED AND THEN WE WILL ROTATE. THERE WILL BE ONE TRUSTEE AT EACH STATION AND WE WILL ROTATE. EACH TRUSTEE WILL HAVE THE OPPORTUNITY TO MEET WITH THE TEN PRINCIPALS.

THANK YOU VERY MUCH. IT'S A VERY PLEASANT SOUND.

>> SO MS. HERRERA, IT'S ONLY THE TRUSTEES THAT WILL BE AT THESE TABLES. THE AUDIENCE WILL REMAIN WHERE

THEY'RE AT, RIGHT? >> THAT IS CORRECT.

THIS IS FOR TRUSTEES. >> SEVEN MINUTES?

>> POTENTIALLY LESS IF IT WORKS OUT.

>> WE'RE GOING TO GAUGE HOW THINGS GO.

ALL RIGHT. SO I'M GOING TO GIVE YOU A LITTLE CONTEXT ABOUT WHAT WE'RE TALKING ABOUT TONIGHT.

AS YOU HEARD BILL YOUNG TALK ABOUT, AS PART OF OUR BUDGET PROCESS TEST, TRUSTEES WANT TO HEAR FROM OUR PRINCIPALS, WHERE INVESTMENTS ARE BEING MADE, LESSONS THAT ARE BEING LEARNED, WAYS WE CAN ALLOCATE MORE RESOURCES, REALLOCATE RESOURCES, SO IT'S A REALLY GREAT OPPORTUNITY TO HEAR FROM THE SITE, HEARING YOU TALK ABOUT EVERY STUDENT SUCCEEDING LAST WEEK. I THINK YOU'RE GOING TO HAVE A SIMILAR EXPERIENCE JUST SPENDING TIME WITH OUR PRINCIPALS TONIGHT. THE CONTEXT IS WE ARE TALKING ABOUT PHASE TWO OF OUR LEARNING RECOVERY SUPPORTS.

I WILL SHARE A LITTLE BIT OF A REMINDER OF WHAT LEARNING RECOVERY PHASE ONE WAS ABOUT. LAST MONTH AT OUR BOARD MEETING WE TALKED BOTH ABOUT OUR DISTRICT PROGRESS REPORT AND OUR DASHBOARD REPORT. IF YOU'LL RECALL, IN BOTH OF THESE CONVERSATIONS, WE TALKED ABOUT THE FACT THAT POST

[00:55:04]

PANDEMIC WE'RE REALLY LOOK AT REESTABLISHING SOME BASELINES.

SO MUCH HAS HAPPENED IN THE LAST FEW YEARS, IT'S VERY HARD TO COMPARE OUR CURRENT NUMBERS TO THINGS THAT HAPPENED PREPANDEMIC. THERE ARE THINGS WE'RE DOING INTERNALLY AS A DISTRICT, DIFFERENT RESOURCES WE'RE USING, MULTIPLE MEASURES TO HELP UNDERSTAND WHERE OUR STUDENTS ARE AT AND WHAT THEY NEED. AS WE TALK ABOUT PHASE ONE, THIS IS JUST A REMINDER SLIDE, THIS IS WHAT WE CALLED AN 18-MONTH PLAN AS WE WERE COMING OUT OF THE PANDEMIC, WE RECOGNIZED, OH, THERE'S A LOT OF THINGS THAT HAVE BEEN DISRUPTED.

WE NEED TO PROVIDE SUPPORT FOR OUR STUDENTS NOT ONLY ACADEMICALLY BUT DEFINITELY SOCIAL AND EMOTIONALLY AND THEIR PHYSICAL HEALTH. MANY OF THE INVESTMENTS THAT TRUSTEES HAVE MADE OVER THE LAST TWO YEARS REALLY RELATE TO THOSE AREAS, TALKING ABOUT SOCIAL WORKERS, THE HEALTH CLINIC, ALL THE THINGS RELATED TO COVID AND REALLY RIGHT NOW, WE'RE MOVING TO THE NEXT PHASE. WE RECOGNIZE 18 MONTHS, THAT'S NOT ENOUGH TIME. WE NEED TO REALLY HONE IN ON HOW TO SUPPORT OUR STUDENTS. THERE'S A BIG INVESTMENT FROM THE STATE OTHER THE NEXT SIX YEARS.

WE HAVE ABOUT $15 MILLION IN LEARNING RECOVERY FUNDS TO USE.

WHEN WE TALK ABOUT PHASE TWO, WE'RE NOT TALKING THE NEXT SIX YEARS, WE'RE TALKING 18 MONTHS OR SO, SO A PORTION OF THAT MONEY IS BEING USED IN PHASE TWO.

THERE IS A CONVERSATION IN NOVEMBER AT A BOARD MEET WHERING WE TALKED ABOUT CENTRALIZED SUPPORTS, THINGS THAT WE ARETAL SUPPORTS, THIWE TALKED ABOUT CE SUPPORTS, THICENTRALIZED SUPPOR THAT WE ARE PROVIDING AND DECENTRALIZED IF I UNDERSTAND, SITES THAT CAN BE USED BASED ON CULTURE, WHAT THEY NEED AND WHAT STAFF NEEDS TO USE FUNDS TO SUPPORT STUDENTS WITH LEARNING AND WRITING RECOVERY. YOU WILL SEE SOME OF THE CENTRALIZED SUPPORT THAT WE ARE USING RIGHT NOW AND THIS WAS THE DOLLAR AMOUNT ALLOCATED FROM THAT 14.66 MILLION.

SO WHAT YOU'RE GOING TO SEE TONIGHT, THIS IS OUR NEW AND IMPROVED CCLI IMAGE, BY IT'S THE SAME CONCEPT.

SO THANK YOU TO CAFE. IT'S VERY PRETTY.

WHAT YOU'RE GOING TO BE TALKING WITH OUR PRINCIPALS TONIGHT ABOUT IS THEY'RE GOING TO TALK THROUGH THIS CYCLE WITH YOU ABOUT ONE OF THEIR SITE ACTIONS, SOMETHING THAT THEY HAVE PLANNED BASED ON IDENTIFIED NEEDS, THAT I HAVE IMPLEMENTED IT, MONITORED IT AND THEY'RE NOW TALKING ABOUT WHAT ADJUMAY NEED TO BE MADE.

I THINK IT'S A ONE PAGE SHEET FOR EACH OF THE SITES.

WE DON'T WANT TO GIVE YOU TOO MUCH READINGM .

I REALLY MESSED THAT UP. THERE'S A SUMMERY SECTION THAT SHOWS YOU WHAT ACTION THE SITES SHOWS YOU WHAT ARY SECTION THAT SHOWS YOU WHAT ACTION THE SITES ARE TAKING.

WE HOPE YOU ENJOY THIS TIME AND WE'RE GOING TO SUMMED YOA YK YO UP. AGAIN, THIS IS A TRUSTEE ACTIVITY AND THEY WILL BE MOVING AROUND THE ROOM.

[APPLAUSE]

[01:05:44]

(ALARM SOUNDING) >> OKAY, TRUSTEES, I WOULD LIKE

[01:05:47]

TO INVITE YOU TO MOVE TO THE NEXT TABLE.

TRUSTEE MORA.

[01:12:32]

>> OKAY, TRUSTEES. PLEASE MOVE TO YOUR NEXT NUMBERED TABLE.

[01:31:00]

ALL RIGHT. THAT WAS OUR LAST ROTATION.

[01:31:04]

I'M GOING TO ASK TRUSTEES TO WRAP UP AND GET BACK TO THEIR

[01:31:09]

SEATS. PRINCIPALS, IF YOU DON'T MIND

[01:31:11]

STAYING PUT WHERE YOU ARE RIGHT NOW.

YOU'RE GOING TO HEAD BACK TO YOUR SEATS, TRUSTEES.

ALL RIGHT. THANK YOU, TRUSTEES, FOR ENGAGING WITH US IN THAT WAY. I KNOW THIS IS SOMETHING WE HAVE NOT DONE IN A WHILE. I WOULD LIKE TO HEAR IF THERE ARE ANY QUESTIONS, FEEDBACK, THOUGHTS AS WE ARE WRAPPING UP.

>> JUST FEEDBACK. IT'S SO AMAZING TO SEE SUCH A HIGHLY ENGAGED GROUP OF PRINCIPALS.

READING WAS A PUNISHMENT GROWING UP.

YOU HAVE TO GO TO STUDY HALL TO READ, BUT THIS IS FANTASTIC AND SHOUT OUT TO LARRY MEEKS ACADEMY.

I'M A BIG BELIEVER IN TECH INTEGRATION.

EVERYBODY KNOWS LONDON HAS LIKE FIVE XBOXES, I'M BIG ON TECH.

>> I THINK THE ENERGY, THE ENTHUSIASM, THE PASSION, THE TEAM SPIRIT IN TERMS OF CAN-DO. WE'RE GOING TO MEET THE NEEDS AND WE'RE GOING TO FIGURE THIS OUT.

THAT IS CONTAGIOUS AND I WANT TO COMMEND ALL OF YOU FOR THAT.

OUR STAFF FEEL THAT, THAT COMMITMENT TO EXCELLENCE AND PIVOTING, ADJUSTING, MEETING THEIR NEED.

I WANT TO SAY THANK YOU. IT WAS LIKE SPEED DATING LIGHTNING ROUND BUT I'M ALL ABOUT CONTINUOUS IMPRUCHLT AND LIFETIME LEARNINGPROVEMENT AND LIFETIME LEARNING SO THANK YOU

SO MUCH. >> YES, THANK YOU FOR COVERING HOW ALL OF THE DIFFERENT PEOPLE WHO FORM PART OF THAT EDUCATIONAL JOURNEY FOR OUR STUDENT HAVES A PART IN ALL THE DIFFERENT THINGS YOU'RE DOING. I APPRECIATED THE COMPREHENSIVENESS OF ALL OF THAT AND JUST ALL THE INFORMATION IN GENERAL. I THINK I'M GOING THROUGH A LITTLE BIT OF INFORMATION OVERLOAD RIGHT NOW, BUT THIS IS TOP OF MIND FOR EVERYBODY RIGHT NOW AND SO I THINK THIS STUDY SESSION WAS VERY TIMELY AND ALL OF IT WAS VERY INTERESTING.

>> AMAZING JOB, YOU GUYS. I WAS SLEEPY, I WON'T EVEN LIE BUT NOW I'M ENERGIZED. I'M A HUGE SIPS FAN, THANK YOU

FROM THE BOTTOM OF OUR HEART >> I HAVE BEEN THROUGH A LOT OF

BOARD STUDY SESSIONS. >> I HAVE BEEN THROUGH A LOT OF BOARD STUDY SESSIONS THE YEARS. THIS BY FAR IS MY NUMBER ONE FAVORITE. THIS IS AMAZING.

[APPLAUSE] YES, THANK YOU.

WHEN WE WERE GOING OVER THE AGENDA AND I HARD ABOUT THIS, I WAS ALREADY EXCITED, WITHOUT EVEN KNOWING ALL THE DETAILS,

[01:35:06]

BUT THANK YOU TO OUR AMAZING PRINCIPALS FOR YOUR TIME AND COMMITMENT AND TRYING TO REALLY NAIL DOWN WHAT IS IT THAT'S GOING TO BRING ABOUT CHANGE? AND YOU CAN'T DO THAT WITHOUT KNOWING WHERE YOUR KIDS ARE AT AND EFFORTS TO DETERMINE WHERE THEY'RE AT IS A PROCESS AND THE FACT YOU'RE DOING THIS IN INCREMENTS OR THAT YOU SEE THESE BENCHMARKS AND KIDS GET REWARDED IS EXCITING. OUR KIDS WHO MAYBE ARE IN SECOND GRADE NOW ARE THE WINS WHO ARE HOME FOR A COUPLE OF YEARS AND THEIR EXPOSURE TO LITERACY IS DIFFERENT FROM OTHER KIDS WHO HAVE BEEN IN SCHOOL, SO WE'RE SEEING THE RESULTS OF THAT, BUT IT HASN'T DETERRED YOU FROM TRYING TO FIND EVERY ALTERNATIVE THERE IS SO MAKE SURE LITERACY SKILLS ARE JUST ADDS ADVANCED AS OTHER KIDS IN OTHER AREAS, SO I WANT TO COMMEND YOU.

THANK YOU SO MUCH I THINK YOU HAVE INSPIRED US AND, YEAH.

IT JUST MAKES YOU WANT TO GRAB THOSE BOOKS AGAIN AND AS SOMEONE WHO TAUGHT SECOND GRADE, I NO EH HOW LITERACY -- I TAUGHT FIRST GRADE, TOO, BUT HOW LITERACY -- I TAUGHT FIRST GRADE, HOW LITERACY -- I TAUGHT FIRST GRADE, HOW LITERACY -- I TAUGHT FIRST GRADE, HOW LITERACY -- I TAUGHT FIRST GRADE, K HOW LITERACY -- I TAUGHT FIRST GRADE, N HOW LITERACY -- I TAUGHT FIRST GRADE, O HOW LITERACY -- I TAUGHT FIRST GRADE, W HOW LITERACY -- I TAUGHT FIRST GRADE, TOO, BUT IT'S KIND OF HARD IT IS BUT THIS IS A TOPIC DEAR TO MY HEART. JUST SO EXCITED AND PROUD OF THE EFFORTS THAT ALL OF YOU HAVE PUT FORTH ON BEHALF OF OUR KIDS, THANK YOU. [APPLAUSE]

>> THANK YOU. I WILL SAY WE APPRECIATE THE INVESTMENT THAT TRUSTEES HAVE MADE IN SUPPORTING THESE EFFORTS AND TO THE STAFF AT THE SITES THAT ARE BEHIND THESE PRINCIPALS. THEY CAN'T DO IT ON THEIR OWN.

THERE'S A PHENOMENAL STAFF TAKING CARE OF OUR KIDS.

SHOUT OUT TO OUR SECONDARY PRINCIPALS SUPPORTING OUR COLLEAGUES TONIGHT. YOU'LL SEE THEM AT THE NEXT BOARD MEETING AND THANK YOU FOR PARTICIPATING, TRUSTEES.

I KNOW IT'S A LOT OF INFORMATION, BUT THANK YOU FOR

ENGAGING, WE APPRECIATE IT. >> THANK YOU.

>> ALL RIGHT. PRINCIPALS, YOU ARE FREE.

>> OUR OTHER LEADERS WILL BE MOVING BACK INTO THEIR SEATS.

THERESA, SHARON, AND GIOVANA. ALL RIGHT.

EACH PERSON HAS TWO MINUTES. >> [INAUDIBLE] [INAUDIBLE]

[INAUDIBLE] >> IN NATOMAS.

AMERICA LAKES IS THE SAME PROBLEM.

SO YOU HAVE HIGH SUSPENSION RATES.

HOW DO YOU THINK OUR KIDS ARE GOING TO LEARN, ARE GOING TO PASS IF YOU ARE NOT ADDRESSING AT LEAST THE PEOPLE THAT WANT TO WORK WITH THAT? SO I HOPE I GET BACK FROM EACH OF YOU. I GAVE THE SAME COPIES TO EVERYONE. THANK YOU.

>> GOOD EVENING BOARD OF TRUSTEES AND OTHER STAFF PRESENT. THANK YOU, PRINCIPALS, FOR THE HARD WORK THAT YOU DO. I'M HERE TODAY ON MY BEHALF TO ASK THREE QUESTIONS FROM THE BOARD.

WOULD IT BE POSSIBLE TO RELAY THE INFORMATION SHARED WITH YOU TONIGHT TO OUR COMMUNITY MEMBERS? SEVERAL PEOPLE ATEPIDED TONIGHT WITH THE SPECIFIC THOUGHT THAT THEY MIGHT HEAR FROM PRINCIPALS DIRECTLY AS TO THE ACTIVITIES GOING ON AT THE SCHOOLS, THAT ARE ARIDIINGAINGDINGDINGRINSSIN NEEDS. THE SECOND REQUEST ASK AS I WAS LOOKING AT THE LCAP BINGO BOARD. IT WAS VERY HARD TO SEE ON MY

[01:45:01]

CELL PHONE. IF WE COULD HAVE HARDCOPIES OF THAT INFORMATION AVAILABLE WHEN THE PUBLIC IS IN ATTENDANCE, IT WOULD MAKE IT POSSIBLE TO SEE WHAT YOU'RE SEEING.

THIRDLY, WHEN I TALK TO TEACHERS AND ASK WHAT IS IT THAT YOU NEED? WITHOUT A FAULT THEY ALL SAY I COULD USE SOME HELP. WE HAVE STUDENTS WITH IEPS, 504S, STUDENTS WITH ADH ISSUES AND FOR MYSELF AS A TEACHER, HAVING AN AIDE IN THE CLASSROOM FOR THE ENTIRE SCHOOL DAY WOULD NOT ONLY LOWER THE ADULT TO CHILD RATIO, BY IT WOULD ALSO MAKE THE JOB OF THE TEACHER MORE EFFECTIVE.

IMAGINE BEING A MIDDLE SCHOOLTEACHER WITH FIVE CLASSES, 30 STUDENTS EACH, 150 STUDENTS EACH DAY.

WOULDN'T IT BE GREAT TO HAVE AN AIDE ATTEND AND BE PART OF YOUR TEACHING TEAM? THE OTHER ADVANTAGE IS THAT IF THE TEACHER HAD TO BE ABSENT, THAT INSTRUCTIONAL ASSISTANT WOULD KNOW THE FLOW OF THE CLASS, THE STUDENTS IN THE CLASS, AND COULD BE AN AIDE TO THE INSTITUTION.

THOSE ARE THREE REQUESTS THAT I HAVE, AND I APPRECIATE YOUR

TIME. >> AS OUR FINAL SPEAKER IN THE ROOM? NO?

OH. >> GOOD EVENING, BOARD.

THE REASON FOR ME COMING TONIGHT, I CAME HERE THE LAST TWO MONTHS REGARDING MY DAUGHTER AND THE ISSUE SHE HAD AT H.

ALLEN HEIGHTS. UPON THE LAST MEETING WHERE MICAH SAID FOR SOMEONE TO REACH OUT TO ME, I FEEL AS IF THE FINDINGS THAT I WAS SHOWN, EVERYTHING WAS INCON CLUES I HAVE, BASICALLY,CLUSIVE, BASICALLY, IT WAS DENIED.

THE THING IS IT'S NOT SO MUCH ABOUT THE COMPLAINT, IT'S ABOUT THE EXPERIENCE THAT MY DAUGHTER EXPERIENCED WHILE SHE WAS DEPROOFED OF HER INHALER AND THAT'S DEPRIED OF HER INHALER AND THVED OF HER INHALER AND THAT'S TRAUMATIC FOR A CHILD TO NOT BE ABLE TO BREATHE AND TO NOT HAVE AN INHALER AND TO FIGHT WITH SOMEONE FOR THAT.

I WILL CONTINUE TO KEEP COMING HERE AND I WILL CONTINUE TO KEEP FIGHTING THESE APPEALS BECAUSE SOMETHING HAS TO BE DONE.

THANK YOU. >> THANK YOU.

>> OKAY. SO, WE HAVE NO OTHER AGENDA ITEMS FOR THIS EVENING. I WOULD LIKE TO CALL THIS MEETIN
