>> SOMETHING WE WANTED TO DO AND IT TOOK TOO LONG TO DO

[00:11:57]

IT WAS DO SOMETHNG TO RECOGNIZE PRESIDENTS.

[00:12:01]

I KNOW I TALKED ABOUT FORMER TRUSTEE DOSIK AND FORMER KAPLAN. BECAUSE THEY WERE PRESIDENT AT LEAST MULTIPLE TIMES, SCOTT TWICE, SIOUX HAS BEEN PRESENT MULL PELL TIMES. WE HAVEN'T DONE ENOUGH TO RECOGNIZE THE EXTRAORDINARY NUMBER OF PHONE CALLS THEY TAKE PRETTY MUCH DAILY. THEIR WILLINGNESS TO BE THOUGHT PARTNERS WHICH IS IMPORTANT TO ME TO BE ABLE TO BOUNCE IDEAS AND TO HEAR THEIR THINKING. THEY ARE ELECTED. THEY REPRESENT OUR COMMUNITY. PRESIDENT GRANT HAS FULFILLED THE ROLE WONDERFULLY THIS YEAR AND BEEN A GREAT THOUGHT PARTNER AND PRESIDENT. I WANTED TO THANK YOU FOR THAT. NOT ONLY FOR PRESIDENT GRANT SO IS STUCK IN THE SNOW SOMEWHERE, I THINK WE GIFTED THE WEATHER BACK EAST BUT I'LL MAKE SURE WE GO BACK AND RECOGNIZE.

(CAPTIONS WILL RESUME SHORTLY.)

>> I DON'T HAVE THAT EYE SIGHT ANY MORE. BUT I WANT.

WE WANTED TO GIVE IT IN PERSON HERE, BUT THIS IS SOMETHING WE'RE GOING TO START GOING FORWARD AND GOING TO DO A LITTLE RETRO FOR FOLKS, IT IS AT LEAST WHAT WE CAN DO TO RECOGNIZE THE WORM OF OUR PRESIDENT, THIS WILL HAPPEN FOLLOWING THIS AND GOING FORWARD IN FUTURE BOARD MEETINGS SO LET'S GIVE PRESIDENT GRANT A ROUND OF APPLAUSE AND THANKS.

[APPLAUSE] WE CAN GIVE YOU A PUSH PIN

TO PUT THAT UP. >> I'M GOING TO HOLD ON TO

THIS. >> IT WILL BE COMING SOON.

>> THIS IS VERY SPECIAL. I GREW A HELL OF A LOT THIS YEAR. MORE THAN I EXPECTED SO THANK YOU SO MUCH. IT WAS AN ABSOLUTE PLEASURE SERVING AS PRESIDENT. I HOPE I SERVED HONORABLY. THANK YOU. NEXT UP ON THE AGENDA WE'VE COMMUNICATIONS, IS THERE ANY REPRESENTATIVE FROM C.SEAAVAILABLE THIS EVENING? ALL RIGHT. N. T.

[XIII.b. Natomas Teachers Association (NTA) Mara Harvey, President]

A.? >> TOOK ME A YEAR AND A HALF TO LEARN THAT LIKE ALL THE GOOD PEOPLE MY COMPUTER RAN OUT OF INK TONIGHT SO MY PRINTER DID.

SO READING OFF MY COMPUTER. OH, MY GOSH. HERE WE ARE.

[00:15:02]

GOOD EVENING, TRUSTEES. GOOD EVENING PRESIDENT GRANT FOR THE LAST TIME YOU ARE PRESIDENT.

I DIDN'T REALIZE THAT WAS TONIGHT. I'M REALLY HAPPY TO BE HERE AND WELCOME OUR NEW TRUSTEES. NATOMAS EDUCATORS CAME TOGETHER TO SUPPORT CINDY AND KNOW ELLE TO THESE POSITIONS. WE KNOCKED ON OVER 7,000 DOORS AND WE'RE PROUD TO SEE TWO CHAMPIONS OF PUBLIC EDUCATION JOIN OUR BOARD AND BE SEATED HERE TONIGHT.

NATOMAS TEACHERS ARE LOOKING FORWARD TO CONTINUE POSITIVE WORK FOR STUDENTS AND EDUCATORS. TONIGHT I WANT TO FOCUS COMMENTS BOTH TO THE BOARD AND REALLY TO THE PUBLIC ON TWO PROGRAMS THAT N. T. A. DEVELOPED IN CONJUNCTION WITH NUSD THAT WE'RE PROUD OF AND WE WANT TO MAKE SURE THE COMMUNITY KNOWS ARE AVAILABLE. WE'VE REQUESTED AND ARE REQUESTING MORE SUPPORT FROM THE DISTRICT IN ADVOCATING FOR ON-LINE OPTIONS BECAUSE WE THINK THESE PROGRAMS ARE PART OF THE FUTURE OF PUBLIC EDUCATION. LEAR ACADEMY IS OUR T. K.

TO 8TH GRATE OPPOSITE FOR VIRTUAL EDUCATION. THE VICKS FOR THIS SCHOOL IS TO CREATE A SPACE TO MATCH THE LIVES OF STUDENTS MEETING THEM EDUCATIONALLY WHERE THEY ARE AND HELPING THEM GROW BUT MEETING THEIR SCHEDULES AS NEEDED. THIS PROGRAM IS BUILT FOR THE FAMILY THAT TRAVELS DURING THE YEAR, FOR THE STUDENT TRAINING IN A SPORT OR ACTIVE IN THE THEATER, FOR STUDENTS WHO MAY HAVE HAVE HEALTH ISSUES THAT PREVENT REGULAR ATTENDANCE BUT WANT TO BE PART OF THE CLASSROOM. WE BELT A PROGRAM THAT SERVES ALL OF THE STUDENTS. THE M. L. U. FOR THE PROGRAM IS DESIGNED TO CREATE THE MOST FLEXIBLE EXPERIENCE OF ANY OF OUR SITE BUT IT'S NOT INDEPENDENT STUDY. EACH STUDENT HAS FULL ACCESS TO HIGHLY QUALIFIED CREDENTIALED TEACHERS AVAILABLE TO THEM.

STUDENTS CAN COME IN, ZOOM LIVE WITH TEACHERS AND THEY HAVE COMMUNITY AND SUPPORT OF A REGULAR SCHOOL.

INDERKUM AND NATOMAS WE STARTED AN ALTERNATIVE LEARNING PROGRAM. THE VISION IS A LITTLE DIFFERENT BUT NOT MUCH. THE GOAL IS STUDENTS HAVE THE OPTION OF TAKING CLASSES ON LINE AND IN PERSON.

ALLOWING FOR STUDENTS TO HAVE THE FLEXIBILITY TO MEET THEIR NEEDS WHILE COMPLETING AN A. TO 8 DIPLOMA, IF A STUDENTS WANT DRAMA OR BAND, A. P. I. B. LEVEL COURSES THEY CAN ATTEND THOSE IN PERSON AND CREATE A FLEXIBLE SCHEDULE BY SUSTAINING THEIR OTHR CLASSES ON LINE. THEY CAN PARTICIPATE IN SPORTING AND EXTRA CURRICULA CLUBS.

THE PROGRAM, HOWEVER, IS ISN'T QUITE LIVING UP TO THE VISION WE SHARED YET EVEN THOUGH THE POSITIONS WERE FUND AND WE STILL HAVE TEACHERS TEACHING 2 CLASSES DURING THEIR PREP PERIODS IN THE PROGRAM.

THE VISION FOR A.L. P. AND WHAT WE NEED TO SEE MOVING FORWARD IS THE SAME DEDICATION THAT WE SEE SOMETHING LIKE HEREDIA OR -- WE'RE ASKING FOR MORE SUPPORT AND WORKING TO MAKE SURE PEOPLE ARE AWARE THESE PROGRAMS EXIST. IT'S SUCH AN ASSET TO OUR, FOR OUR STUDENTS AND WE REALLY SEE THIS IS A WAY TO OFFER OPTION THAT IS CAN ALLEVIATE SOME OF THE OVERCRUDING AT THE SITES. WE FEEL LIKE AT THIS POINT, OH, THIS IS WHAT HAPPENS WHEN I'M ON MY COMPUTER, IT'S GREAT WE HAVE THIS OPPORTUNITY FOR OUR STUDENTS BUT WE NEED TO ENHANCE IT AS AN AVENUE FOR ADDRESSING LEARNING LOSS AS WELL. LOOKING TO SEE TEACHERS HAVE THE ABILITY TO FULLY ENGAGE WITH STUDENTS AND TEACH THEIR OWN CURRICULUM IN ALTERNATIVE LEARNING PROGRAM. THESE PROGRAMS LIKE I SAID BEFORE ARE EVIDENCE WE CAN COLLABORATE AND MOVE FORWARD TOGETHER. WE CAN BUILD A BETTER SYSTEM FOR THE STUDENTS AND THE N. T. A. IS WILLING TO WORK WITH THE DISTRICT. WE WANT TO USE THE MODEL OF CAN COLLABORATION AS WE MOVE INTO COMMUNITY SCHOOLS.

I WANT TO SHOUTOUT TO DENISEIA AND THE JEFFERSON STAFF. WE HAD AN EXCELLENT MEETING THERE THE OTHER DAY INTRODUCING THEM TO THE CONCEPT OF COMMUNITY SCHOOLS AND WHAT WOULD BE HAPPENING AS WE PLAN. I WANT TO THANK JEFFERSON STAFF FOR THEIR QUESTIONS, COMMENTS AND FOR BEING OPEN TO TAKE ON THIS CHALLENGE AND OPPORTUNITY TOGETHER AND FOR EVERYBODY IN THE ROOM, EVERYBODY HAVE AN EXCELLENT BREAK, GET SOME REST AND TIME WITH LOVED ONES AND FAMILIES, THANK YOU SO MUCH.

>> THANK YOU. ALL RIGHT. NEXT UP, OUR STUDENT BOARD MEMBER IS STUDYING FOR A FINAL SO HE WON'T BE HERE

[XIII.d. Board Members]

THIS EVENING. FIRST UP TRUSTEE HARDEN.

>> I WILL JUST ECHO WHAT PRESIDENT GRANT SAID. THANK YOU, STAFF, FROM THE BOT TOMORROW TO THE TOP TO THE MIDDLE. HAPPY HOLIDAYS TO ALL. LETS BE SAFE AND ENJOYED OUR LOVED ONES. GOD BLESS EVERYBODY.

>> THANK YOU. TRUSTEE HEREDIA.

>> SO I WANT TO THANK ALL MY FELLOW TRUSTEES AND STAFF BECAUSE FOR THE YEAR THAT I SERVED AS THE PRESIDENT OF C. S. B. A., ALL OF YOU WERE THERE WHEN I NEEDED EXTRA

[00:20:04]

SUPPORT. ACCOMMODATING IF NEED BE. BUT THIS STAFF HERE ALSO IS AVAILABLE FOR QUESTIONS THAT I HAD WHETHER I HAD, IF HI TO PREPARE FOR SOMETHING. AND I WAS SO EXCITED TO BE PART OF THE -- WHAT DID WE WIN -- THE GOLDSEN BELL. WHAT DID WE WIN? THE GOLDEN BELL AWARD FOR THE C.T. E. PROGRAMS AND I WAS VERY HONORED THAT NATOMAS GOT RECOGNIZED AGAIN AND THAT IT WAS DURING MY PRESIDENCY AND WE ALL GOT TO BE TOGETHER AND HAVE A PHOTO TAKEN AND SPEND SOMETIME. BUT WHEN YOU WIN A GOLDEN BELL, AND YOU ARE A SCHOOL DISTRICT, ALL THE OTHER SCHOOL DISTRICTS NOTICE THAT YOU'VE WON THIS AWARD. WE SHOULD BE VERY PROUD. AND ONE OF THE THINGS I LEARNED DURING MY PRESIDENCY WE DO A LOT OF GOOD THINGS IN SCHOOL DISTRICTS, BUT IT SEEMS LIKE THE MAJORITY OF THE TIME PEOPLE, NOT EVERYBODY BUT THERE'S A SEGMENT THAT FOCUS ON WHAT WE DON'T DO RIGHT. WITHOUT REALLY ALLOWING TIME FOR PEOPLE TO DEVELOP PROGRAMS. SO I HOPE GOING FORWARD I HOPE THIS BOARD, WE REALLY WORK HARD TO REALLY SHOW CASE THE GOOD THINGS THAT WE'RE DOING AT SCHOOLS BECAUSE THERE IS A LOT OF GOOD THINGS THAT ARE HAPPENING, WE DON'T -- WE COMMUNICATE IT BUT SOMETIMES WHAT WE COMMUNICATE GETS LOST. PEOPLE DON'T READ THE BEAUTIFUL MESSAGES THAT DEIDRA'S OFFICE SENDS OUT.

ALL THE COMMUNICATIONS THEY DON'T ALWAYS READ THOSE. SO I MEAN I HAVE SUCH GREAT HOPE AND I'M LOOKING FORWARD TO SERVING AS THE PRESIDENT BUT I'M MORE EXCITED THAT PRESIDENT GRANT WILL BE RIGHT THERE IN TIMES OF NEED, AND THAT WE HAVE A GREAT YEAR. AND I WANT TO SAY, WELCOME TO OUR TWO NEW TRUSTEES. SO HAPPY TO HAVE YOU BOTH OF YOU ON BOARD. I LOOK FORWARD TO WORKING WITH BOTH OF YOU IN THE COMING YEAR AND THE YEARS, IN THE FUTURE BUT SO VERY HAPPY.

AND THANK YOU, STAFF AND I HOPE YOU ALL HAVE A REALLY GREAT HOLIDAY. THANK YOU.

>> THANK YOU, TRUSTEE HEREDIA, TRUST WE MORA

[INDISCERNIBLE] >> THANK YOU, TRUSTEE MORA,

TRUSTEE KARATE. >> I WANT TO ECHO THE COMMENTS REGARDING THE WARM SUPPORT FROM STAFF. WE PARTICIPATED IN THE NEW TRUSTEE ORIENTATION TRAINING. THAT WAS' INCREDIBLY INCITEFUL FOR ME BUT BOSTON BEING AWARE OF HOW MUCH DEDICATION GOES BEHIND THE SCENES IN TERMS OF COORDINATING THE EVENTS AND WE GOT TO SEE MALT NAS BE RECOGNIZED AT THE -- NATOMAS BE RECOGNIZED AND IT WAS A POINT OF PRIDE AND PRIVILEGE AND FOR ME, I AM GRATEFUL FOR THE OPPORTUNITY TO SERVE. I'VE BEEN VERY INVOLVED IN EDUCATION FOR SOMETIME BUT I'M GRATEFUL TO BE IN THIS SPACE TO SERVE IN THE NATOMAS COMMUNITY AND THANKING STAFF AND TEACHERS AND THE WARM WELCOME FROM EVERY ONE OF YOU HERE TODAY. THANK YOU SO MUCH.

>> THANK YOU. I WILL GO LAST. I'LL KEEP MY COMMENTS BRIEF BECAUSE WE HAVE A TERRIBLY LONG AGENDA.

CONGRATULATION TO OUR NEW TRUSTEES, LOOKING FORWARD TO WORKING WITH YOU AND SOLVING SOME OF THE TOUGHEST PROBLEMS, AS A PRACTICING CHRISTIAN I TAKE A SMALL MOMENT TO SHARE MY FAITH. CHRISTMAS IS A HOLIDAY A LOT OF PEOPLE CELEBRATE. FOR ME AND MANY OTHERS IT'S A TIME TO CELEBRATES THE BIRTH OF JESUS CHRIST. IF YOU HAVEN'T FROM A LITERARY PERSPECTIVE O TO CHECK OUT THE STORY OF JESUS CHRIST. TO ME IT'S THE GREATEST STORY THAT HAS BEEN TOLD AND I DRAW INSPIRATION FROM THE LIFE OF JESUS AS A PUBLIC SERVANT.

I HOPE THAT COMES THROUGH ALTHOUGH I'M NOT PERFECT.

IN THE BOOK OF MATTHEW JESUS CALLS ON US TO LOVE OUR NEIGHBORS AND SAY THERE IS IS NO GREATER COMMANDMENT.

WITH THAT I WANT TO KEEP THOSE LESS FORTUNATE IN MIND. IF WE THINK ABOUT IT WE'RE TRULY' COMMUNITY.

IT'S COLD OUTSIDE. IF YOU CAN SPARE A MOMENT TO DO SOMETHING IMPACTFUL TO HELP OTHERS, PLEASE DO.

ALSO I WANT TO BRING AWARENESS TO THE AMOUNT OF MENTAL HEALTH STRUGGLES THAT MANIFEST THEMSELVES THIS TIME OF YEAR. HOLIDAYS GIVE US PLENTY TO CELEBRATE BUT THEY CAN ALSO BRING UP TOUGH MEMORIES FOR

[00:25:05]

SOME PEOPLE SO THE GRANT FAMILY IS HOSTING A CELEBRATION ON CHRISTMAS DAY. IF YOU KNOW SOMEONE WHO NEEDS A PLACE TO CELEBRATE OR WANTS TO BE IN THE COMPANY OF PRETTY INTEREST BRITISH JAMAICANS,

[XIII.e. Superintendent's Report]

SEE THEM OUR WAY. MERRY CHRISTMAS, HAD A GREAT NEW YEAR, WITH THAT SUPERINTENDENT EVANS.

>> I'LL KEEP IT BRIEF BUT I WANTED TO SHARE MY -- SO THE BOARD INVESTED IN SOCIAL WORKERS AND TOOK IT, TOOKWORKERS FROM AN EXTENDED POSITION AND GAVE US DIRECTION AND SOCIAL WORKERS ARE IMBEDDED AS A PART OF OUR ONGOING STRUCTURE. I KNOW THAT ANGELA, OUR CHIEF ACADEMIC OFFICER, LET US KNOW YESTERDAY I THINK IT WAS THAT -- SO WE HAD A SOCIAL WORKER VACANCY FOR A WHILE FOCUSING ON FOSTER AND HOMELESS YOUTH.

THE PERSON HAS BEEN HIRED AND AS OF AT LEAST YESTERDAY, MIGHT HAVE ALREADY CHANGED HAS BEEN ABLE TO HOUSE IF YOU WANT TO EXPAND ON IT, BECAUSE I THINK THE BOARD IS SOMETHING YOU NEED TO RECOGNIZE YOUR COMMITMENT AND YOUR WORK IS DOING TO HELP FAMILIES RIGHT IN ALIGNMENT WITH WHAT PRESIDENT GRANT SPOKE ABOUT.

>> ONE OF THE CATEGORIES OF HOMELESS YOUTH IS UNSHELTERED MEANING THEY ARE LIVING IN A VEHICLE, A TENT OR SOME OTHER CONDITIONS THAT ARE NOT SUITABLE FOR REGULAR LIVING CONDITIONS. AND AS OF YESTERDAY, FOR ANY STUDENT OF OURS THAT WE ARE AWARE OF THAT IS IDENTIFIED AS UNSHELTERED AND OUR SOCIAL WORKERS KEEP CLOSES TABS ON THE STUDENTS, WE'VE BEEN ABLE TO HOUSE THOSE STUDENTS. SO AT THIS POINT, WE HAVE 0 UNSHELTERED FAMILIES OF THOSE THAT WE HAVE IDENTIFIED THAT HAVE SHARED THAT INFORMATION WITH US.

>> OUTSTANDING. >> THIS IS A PART OF MY REPORT. SINCE I DON'T ALWAYS HAVE THE FACTS I WANT TO MAKE SURE THAT IS SHARED. I WANT TO THANK THE STAFF AND SOCIAL WORKERS FOR THAT AND THESE ARE THE THINGS IN ALIGNMENT WITH WHAT SOON TO BE PRESIDENT HEREDIA TALKED ABOUT FOCUSING ON THE POSITIVE.

YOU SHOULD BE PROUD OF THE WORK AND COMMITMENT YOU'VE

DONE ON THAT. THANK YOU. >> ABSOLUTELY, THANK YOU FOR SHARING THAT. VERY GREAT NEWS.

NEXT UP WE HAVE A FEW PRESENTATIONS, NEXT ITEM IS

[XIV. PRESENTATIONS FOR PROPOSALS FROM SUPERINTENDENT SEARCH FIRMS AND CONSIDERATION OF APPROVAL FOR REQUEST FOR PROPOSAL Roman Muñoz, Legal Counsel The Board is asked to receive presentations from search firms who submitted a proposal for superintendent search services. Following the presentations, Trustees will have the opportunity to have a discussion and identify a firm.]

A PRESENTATION FOR PROPOSALS FROM SUPERINTENDENT SEARCH FIRMS AND CONSIDERATION OF APPROVAL FOR REQUEST FOR PROPOSAL. TONIGHT THE BOARD OF TRUSTEES WILL HAVE THE OPPORTUNITY TO HEAR FROM FOUR INTERRUPT SEARCH FIRMS WHO RESPONDED TO THE QUESTION FOR PROPOSAL SERVICES. AT THIS TIME I WOULD LIKE TO INVITE OUR LEGAL COUNSEL TO THE PODIUM. [PAUSE]

>> GOOD EVENING, MEMBERS OF THE GOVERNING BOARD, INTERRUPT EVANS, I'M GENERAL COUNSEL TO THE SCHOOL BOARD.

TONIGHT WE'RE HERE TO RECEIVE PRESENTATIONS FROM PROPOSALS FROM SUPERINTENDENT OR EXECUTIVE SEARCH FIRMS. AS YOU MAY RECALL BACK IN NOVEMBER, WE HAD SUBMITTED A REQUEST FOR PROPOSALS FOR EXECUTIVE SEARCHES. WE HAD 4 RESPONDING FIRMS. AND TONIGHT WE'LL BE ABLE TO RECEIVE THEIR PRESENTATIONS.

THEY'RE ABLE TO ANSWER QUESTIONS AND THEN THE BOARD WOULD HAVE THE OPPORTUNITY TO SELECT A FIRM IF YOU SO CHOOSE. SO THE FIRST FIRM THAT WILL BE PRESENTING TONIGHT IS LEADERSHIP AND ASSOCIATES. THAT WILL BE THE PRESENTERS ARE DR. PEGGY LYNCH AND RICH FISHER. IF IT WOULD PLEASE THE BOARD I'LL GET THEM AND WELCOME

THEM TO COME ON IN. >> THEY'RE HERE.

>> GOOD EVENING. >> HOW ARE YOU?

>> GOOD TO SEE YOU AGAIN. >> YEAH.

>> I'M PEGGY LYNCH, I'M PLEASED TO BE ABLE TO PRESENT TO YOU. WE DOFF A POWER POINT. NOT SURE WE'RE GOING TO USE IT BECAUSE WE WANT TO LEAVE AS MUCH TIME FOR PRESENTATION AND FOR YOU TO --

>> [INDISCERNIBLE] >> THIRD ONE.

WITH MY BACKGROUND. I'VE BEEN WITH LEADERSHIP ASSOCIATES SINCE ABOUT 2008 AND I'VE DONE ABOUT PROBABLY 60 SEARCHES OVER THE YEARS THAT I'VE BEEN PART OF THE LEADERSHIP ASSOCIATES, I'M A FORMER SUPERINTENDENT OF TWO SCHOOL DISTRICTS IN SOUTHERN CALIFORNIA SO THAT IS MY BACKGROUND. IN ADDITION TO SEARCHES I DO A LOT OF WORK WITH COACHING AND THOSE THINGS. I WAS FORTUNATE ENOUGH TO BE HERE -- I DON'T KNOW HOW MANY YEARS AGO NOW WHEN YOU DID A SEARCH -- I'VE BEEN FAMILIAR WITH THE

[00:30:02]

DISTRICT. IT HAS BEEN A LONG TIME SINCE THEN SO --

>> ALSO YOU ARE RESPONSIBLE FOR CHRIS.

[LAUGHTER] >> IS IT -- IS THE MIC LIVE.

? I'M RICH FISHER AND I LIVE OVER IN LINCOLN. SO I'M ABOUT 30 MINUTES AWAY. I'VE BEEN WITH LEADERSHIP ASSOCIATES FOR I THINK 7 YEARS, I'VE BEEN DO 35 SEARCHES. I'M THE NORTHERN CALIFORNIA SPECIALIST. I BASICALLY DO EVERYTHING AROUND SACRAMENTO AND NORTH.

WE DID WOODLAND RECENTLY, COLUSA, WILLIAMS. WE'VE DONE A NUMBER OF LARGER DISTRICTS ALSO.

YES, 19 YEARS AS A SUPERINTENDENT AND MANY OF THOSE WERE IN LAKE TAHOE UNIFIED SCHOOL DISTRICT THAT'S WHERE THE SECOND HOME S. WE'RE VERY FORTUNATE TO HAVE THAT. SO THAT'S ENOUGH -- OH, NO WAIT I'M ALSO A SCHOOL BOARD MEMBER. I'M ON THE EL DORADO COUNTY BOARD AND ENJOY IT QUITE A BIT. BEEN ON THE BOARD FOR

8 YEARS. >> THANKS, OUR THIRD PARTNER IS BLANCO, SHE WASN'T ABLE TO BE HERE IS. SHE HAD A PREVIOUS COMMITMENT SHE COULDN'T GET OUT BUT SHE WAS THE SUPERINTENDENT OF TAFT UNION, SHE HAS BEEN WITH US ABOUT A YEAR AND A HALF. OUTSTANDING PARTNER AND DOES A LOT OF GOOD WORK AND IS ACTIVE WITH THE AXO GROUP.

THAT IS HER BACKGROUND. AND I'M GOING TO GO TO THE NEXT ONE QUICKLY. OTHER WAY. SORRY. I WANT TO TALK ABOUT OUR ADMINISTRATIVE SUPPORT BECAUSE THEY'RE PART OF THE TEAM. WE HAVE AN -- COUPLE OF EXECUTIVE ASSISTANTS WHO WORK SPECIFICALLY ON SEARCHES. SERENA FARRINGTON AND PENNY PILE. THEY'RE BOTH FORMER SUPERINTENDENTS EXECUTIVE ASSISTANCE, ONE OF THE THINGS WE'RE ABLE TO DO THEY PROVIDE A TREMENDOUS AMOUNT OF SUPPORT FOR YOUR EXECUTIVE ASSISTANT GOING THROUGH THE PROCESS INCLUDING HOW DO YOU POST THINGS, WHAT KINDS OF THINGS AGENDAS ARE DOING, ALL OF THOSE THINGS. THEY HELP THEM A LOT WITH THE LOGISTICS OF A SEARCH IF SHE HAS NEVER BEEN THROUGH ONE AND I DON'T THINK SHE HAS BEEN THROUGH ONE. WE ALSO HAVE BETTY HALL WHO DO AS LOT OF WORK ON THE LEADERSHIP DEVELOPMENT SIDE OF THE SIDE OF THE THINGS WE DO AND QUICKLY OUR PURPOSE TO INSURE THAT EVERY SCHOOL DISTRICT IN CALIFORNIA FOR EVERY KID HAS A GREAT LEADER. THAT'S REALLY SOMETHING THAT WE WERE FOUNDED ON FROM THE VERY BEGINNING. AND THOSE ARE THINGS WE ARE REALLY PRIDE OURSELVES.

I'M NOT GOING TO GO THROUGH THESE BECAUSE YOU HAVE THESE IN FRONT OF YOU. WE COVER A LOT OF THE STATE. WE'RE A CALIFORNIA FIRM. WE DO SEARCHES IN CALIFORNIA. ALL OF US ARE FORMER SUPERINTENDENTS AND HAVE BEEN WORKING ON THIS SPECTACULAR, PARTICULAR OUR SEARCHES FOR A LONG TIME AND WE'VE BEEN IN BUSINESS SINCE 1996. OUR FOCUS IS CALIFORNIA SEARCHES, THAT DON'T MEAN WE DON'T GET CANDIDATES FROM ALL OVER THE COUNTRY BUT IT MEANS WE'RE CALIFORNIA BASED AND WE WORK SPECIFICALLY AROUND THAT. I WANT TO MORE THAN ANYTHING YOU CAN SEE THE SEARCHES WE'VE DONE. AROUND HERE, WHY US, IT'S A PARTNERSHIP. WE BELIEVE THIS IS A PARTNERSHIP BETWEEN THE DISTRICT AND US TO FIND YOU THAT NEW LEADER. WE THINK WE'VE DONE I THINK A REALLY GOOD JOB OVER THE LAST SEVERAL YEARS OF REALLY MAKING SURE OUR CANDIDATE POOL IS DIVERSE. THAT WE MAKE SURE PEOPLE ARE BEING SELECTED ALL OVER AND WITH GREAT BACKGROUNDS. WE'RE HAVE ACTIVE. AS HE SAID HE IS STILL DOING SCHOOL BOARD WORK AND I STILL DO WORK AROUND THE STATE WITH DIFFERENT THINGS, ALL OF OUR PARTNERS DO THAT. ONE OF OUR BENEFITS IS THAT WE ARE ALL PARTNERS WHO DO THE SEARCHES SO WE HAVE A VESTED INTEREST IN THE SUCCESS OF THE SEARCHES.

THEY ARE GREAT SUPPORT, EVERY 2 WEEKS WE HAVE A CONFERENCE CALL WITH ALL PARTNERS. WE TALK ABOUT WHAT KINDS WE'RE DOING WITH SEARCHES, WHO CAN HELP US, THE CANDIDATE THAT MIGHT BE GOOD FOR THAT JOB, HERE IS THE BACKGROUND. WE USE OUR PARTNERSHIP TO DO THAT.

THAT IS SOMETHING THAT HAS BEEN HELPFUL FOR US. I'M GOING TO GO OVER THE PROCESS IN A MINUTE. IF YOUR PROPOSAL, IF YOU HAVE IT, THERE IS THE CHART ON PAGE 20 THAT LOOKS LIKE THIS. THE FLOW CHART. IF YOU HAVE THAT TO LOOK AT THE PHASES, YOU KNOW WE START WITH A BOARD. IT'S OUR JOB TO REALLY SPEND TIME GETTING TO KNOW YOU AND WHAT YOU ARE LOOKING FOR.

WHAT IS IMPORTANT NOW. WHAT WAS IMPORTANT WHEN CHRIS WAS HIRED MIGHT NOT BE QUITE THE SAME THING SO WE'RE LOOKING AT WHAT IS NOW. WHAT DO YOU REALLY NEED? WHAT ARE THE CHARACTERISTICS, ALL THOSE THINGS. WE SPEND A LOT OF TIME WITH YOU. WE THEN DO YOU WILL A THE INPUT AND WE HAVE AN ON-LINE SURVEY. WE FIND A LOT OF PEOPLE LIKE THE ON-LINE SURVEY RATHER THAN COMING TO MEETINGS.

OBVIOUSLY DURING THE PANDEMIC WE DID A LOT OF ZOOM INPUT SESSIONS BECAUSE THAT IS THE WAY TOWED DO

[00:35:01]

THINGS. WE STILL DO THAT PARTICULAR DISTRICT. THAT IS SOMETHING YOU HELP US DEFINE. IT'S YOUR SEARCH.

WE WANT TO MAKE SURE WE GET TO THAT.

WE SPENT RIGHT AFTER ALL THAT INPUT WE'RE GOING TO WRITE A DESCRIPTION TO SAY THAT IS THE PERSON WE'RE LOOKING FOR. IT HELPS US IDENTIFY WHEN WE RECRUIT CONDATES THAT MATCHES YOUR NEEDS. THAT IS A QUICK OVERVIEW. THIS PART HERE, IS THE, THE SEARCH, START WITH THE BOARD, STAKEHOLDER INPUT, THE RECRUITMENT, THE PERSONAL OUTREACH, THOSE PRESENTATION OF CANDIDATES, THERE ARE TIMES WHEN WE WILL NEED TO MEET DIRECTLY WITH YOU. FIRST ONE IS THE WHOLE INPUT. WHO IS IMPORTANT FOR US TO SPEAK WITH? WHEN WE FINISH THAT THAT'S WHEN WE DO ALL THE ONLINE SURVEY. WE'VE SAMPLES OF THE SURVEY THAT YOU CAN SEE AND MULTIPLE RANKS FOR SO SO WE CAN REACH OUT TO AS MANY PARENT GROUPS AND COMMUNITY MEMBERS AS YOU WANT US TO DO. WE REALLY SPEND A LOT OF TIME TRYING TO KNOW EVERYTHING WE CAN DID THE DISTRICT WHEN WE'RE TALKING TO CANDIDATES WE CAN SAY, YES, YOU COULD BE A GOOD MATCH OR MAYBE YOU ARE REALLY NOT. IN FAIRNESS, IT'S A LOT OF WORK TO APPLY FOR THE JOBS. YOU WANT TO MAKE SURE THE PEOPLE APPLYING ARE THE PEOPLE THAT MATCH, THAT REALLY CAN COME IN HERE. IF A PERSON'S, IF SAY I DID A SEARCH ONCE WHERE IT WAS CLEAR THE PERSON HAD TO HAVE BEEN A HIGH SCHOOL PRINCIPAL. IT WAS A GIVEN AND HI A GENTLEMAN WHO APPLIED WHO I KNEW PERSONALLY WHO -- HE NEVER CALLED ME TO ASK ME ABOUT IT BUT HE NEVER HAD HIGH SCHOOL EXPERIENCE, THEY WEREN'T GOING TO HIRE SOMEBODY WITHOUT THAT. WE WANT THEM TO BE THINKING ABOUT WHETHER THEY ARE THE RIGHT MATCH FOR YOU. FOR WHERE YOU ARE RIGHT NOW. I SPEND A LITTLE BIT OF TIME AT ONE OF THE FIRST THINGS WE DO IN THE FIRST MEETING IS ALSO DO THE TIMELINE. WHAT, WHEN ARE YOU GOING TO WANT TO MEET? WE MEET WITH YOU. THEN WE DO THE WORK WE DO WITH THE APPLICATION, ALL THAT ONCE IT CLOSES, WE DO ALL THE VETTING. WE SPEND TIME GETTING TO KNOW ABOUT THE CANDIDATES, ALL OF OUR BACKGROUND CHECKS, ALL OF THOSE THINGS. SO WHEN WE COME TO MEET WITH YOU, AS A BOARD, TO GO OVER THE CANDIDATES, WE KNOW WHO WE'RE TALKING ABOUT. YOU WILL SEE EVERYBODY'S MATERIALS. YOU DON'T SEE JUST THE ONES WE THINK YOU SHOULD ENTER VIEW. WE MAKE REPRESENTATIONS BUT THAT IS YOUR CHOICE, NOT OURS, WE'LL TALK WHY WE THINK SOMEBODY MIGHT BE A MATCH AND WHY SOME PEOPLE MAY NOT BE. WE MACE FOUND SOMETHING IN A BACKGROUND CHECK THAT WOULD CAUSE CONCERNS. WE WANT TO SHARE THAT, THAT IS A SUPPOSED SESSION -- CLOSED SESSION THEN THE BIG MEETING IS THE DAY YOU HAVE THE INTERVIEWS, THAT IS A WHOLE DAY LONG EVENT BUT OBVIOUSLY THE MOST IMPORTANT THING TO DO. I WANTED TO SPEND A LITTLE BIT OF TIME, WE TALK ABOUT SOME OF THE WORK WE DO. WE'RE, WE SPEND A LOT OF TIME MEETING LOTS OF PEOPLE ALL OVER THE STATE IN VARIOUS CAPACITIES THROUGH OUR LEADERSHIP DEVELOPMENT WHETHER IS COACHING, NETWORKING, PROFESSIONAL DEVELOPMENT WORK. WE HAVE A REALLY NICE OPPORTUNITY TO MEET LOTS OF DIFFERENT KINDS OF PEOPLE.

WHO MIGHT BE SOME DAY INTERESTED IN A SUPERINTENDENT'S POSITION. CLOSING THOUGHTS, YOUR SEARCH I WANT TO SPEND TIME ON THE TIMELINE.

WE HAVE A BIT OF A RUNWAY FOR YOU BECAUSE DOCTOR EVANS IS NOT LEAVING TOMORROW SO THAT CHANGES A LITTLE BIT ABOUT HOW YOU DO THE TIMELINE. BUT TYPICALLY SPRING SEMESTER TIME, FROM JANUARY TO JUNE IS A BIG SEARCH TIME. WE WOULD BE SPENDING TIME DURING THAT.

WE WOULD WANT TO HAVE A MEETING WITH THE BOARD IN JANUARY. THE TIMELINE IN THE PROPOSAL WE TENATIVELY SAID JANUARY 11 BUT THE CALENDAR IN THERE THE TIMELINE IS SUBJECT TO YOUR NEEDS, WHAT IS GOING TO WORK FOR YOU? WHAT ARE GOOD DATES? IT'S ABOUT, IT'S A MEETING OF USUALLY NOT COMBINED WITH A REGULAR MEETING. IT'S USUALLY A SPECIAL MEETING WHERE WE SPEND TIME GOING OVER ALL OF WHAT YOUR CHARACTERISTICS ARE, WHAT IS GREAT ABOUT THIS PLACE, WHY DOES SOMEONE WANT TO WORK HERE? WHAT ARE SOME OF OF THE CHALLENGES YOU ARE GOING TO FACE NOW AND IN THE NEXT 2, 3, 4 YEARS? THESE THINGS THEN WE'D DO A CLOSED SESSION TO TALK POTENTIAL CANDIDATES. THAT IS A CLOSED SESSION DISCUSSION ABOUT WHETHER THERE IS SOMEBODY YOU ARE THINKING ABOUT, SOMEBODY YOU HEARD ABOUT. THOSE KINDS OF THINGS WE WANT TO DO THAT IN CLOSED SESSION.

THE TIMELINE THAT WE DRAFTED IS REALLY AGAIN SUBJECT TO YOUR NEEDS. YOUR DEMANDS, YOUR TIMEFRAME AND WHEN YOU WANT THE PERSON TO START. WE WROTE IT IN AS IF THEY WOULD START JULY 1. THAT IS A FAIRLY TYPICAL START DATE BUT THAT MAY NOT BE WHAT YOU NEED. MAYBE YOU HAVE MORE TIME. THAT'S SOMETHING WE'D WORK WITH YOU ON THE FIRST

[00:40:03]

MEETING, THIS IS A CRITICAL PIECE IN THE FIRST MEETINGMENT IF WE'RE LUCKY ENOUGH TO GET THE SEARCH, WE WOULD, WE'LL PUT THAT ON THE WEBSITE. I'M SURE WE'LL START HEARING ABOUT POTENTIAL CANDIDATES FAST.

PEOPLE CHECK OUR WEBSITE FREQUENTLY TO FIND OUT WHAT IS GOING ON. WE WOULD BE ABLE TO START TALKING TO POTENTIAL CANDIDATES AT THAT POINT.

>> YOU KNOW, I WAS PRETTY PHASE HERE.

IT WAS BET ARE FOR ONE PERSON TO TALK THROUGH MOST OF THE PROCESS HERE AND NOT HAVE ME INTERJECTING ALL THE TIME. COUPLE OF THINGS I WOULD LIKE TO MENTION THAT ARE DIFFERENT, WHERE WE'RE DIFFERENT. ONE THEM IS THE EXECUTIVE LEADERSHIP PROGRAM. PEGGY MENTIONED THAT WE HAVE SEMINARS, WE HAVE GROUPS COME TOGETHER.

WE HAVE UP AND DOWN THE STATE. WE MEET WITH NUMBERS OF SUPERINTENDENTS WHO PARTICIPATE IN OUR PROGRAMS. THAT ALSO ALLOWS US THEN TO PUT TOGETHER A SUMMER INSTITUTE WHERE WE INVITE ASSISTANT SUPERINTENDENTS AND SUPERINTENDENTS, MEET A LOCALITY OF PEOPLE WHO ARE INTERESTED IN BEING SUPERINTENDENTS, MIGHT BE INTERESTED IN MOVING TO A NEW DISTRICT.

THE OTHER THING THAT I THINK IS UNIQUE ABOUT US IS THAT OUR WEBSITE HAS OVER 1,000 SUB DESCRIBERS, IF YOU SUBSCRIBE TO OUR WEBSITE YOU ARE GOING TO GET A NOTICE EVERY TIME A NEW POSITION COMES UP. YOU'LL GET A NOTICE THEN FOLLOWING THAT EVERY TIME WE PUT THE POSITION DESCRIPTION IN. PEOPLE ARE REMINDED ABOUT THESE JOBS. YOURS IS A DESIRABLE DISTRICT. WE WON'T HAVE TROUBLE GETTING CANDIDATES BUT WE WANT TO GET THE RIGHT CAN DAYS. WE'RE VERY CAREFUL ABOUT OUR POSITION DESCRIPTION. YOU WILL GET THE CHANCE TO REVIEW IT BEFORE WE POST IT. AND THE THIRD THING THAT I THINK PEGGY MENTIONED BUT I WANT TO EMPHASIZE SIZE AGAIN IS THE SUPPORT WE GIVE TO YOUR EXECUTIVE ASSISTANT. I THINK IT'S ONE OF THE UNIQUE THINGS WE DO. WE HAVE SERENA AND PENNY ARE TERRIFIC AT WORKING FROM THE VERY FIRST DAY WE GET THE -- WELL, THEY'VE ALREADY BEEN WORKING WITH THE DISTRICT GETTING THE MATERIALS TO YOU AND SUPPORTING YOUR EXECUTIVE ASSISTANT TO MAKE SURE IT IS A VERY, VERY CLEAN PROCESS. THEY DON'T FEEL LIKE THEY'RE OUT THERE TRYING TO FIGURE -- WHAT DO I PUT ON THE AGENDA? WHAT IS THE LANGUAGE I NEED TO USE? HOW DO I SET UP FOR STAKEHOLDER INPUT? THEY HAVE ALL KINDS OF SUPPORT THEY'LL BRICK DIRECTLY TO YOUR EXECUTIVE ASSISTANT. IT'S UNIQUE I THINK.

>> REALLY I THINK IT'S IMPORTANT. THIS IS YOUR SEARCH. YOU ARE GOING TO HELP US DEFINE WHAT IT LOOKS LIKE. WE HAVE BEEN THROUGH A LOT OF DIFFERENT SEARCHES OVER THE YEAR, AND WE WANT TO MAKE SURE THIS MATCHES WHAT YOUR NEEDS ARE GIVEN WHERE YOU ARE AT THIS TIME.

SO I THINK WITH THAT, I WOULD LIKE TO SAY WE'RE PRIVILEGED TO BE ABLE TO BE HERE AND TO PRESENT TO YOU AND NOW IF YOU HAVE SOME QUESTIONS FOR US.

>> THANK YOU. >> THANK YOU.

>> I'LL START WITH ONE QUESTION. ON THE DECK YOU HAVE A SLIDE OR PIECE OF THE PIE CHART THAT TALKS ABOUT RECRUITMENT. CAMPAIGN AND OUTREACH. TALK TO ME ABOUT

YOUR ADVERTISING STRATEGY? >> THE MAIN ONE WE DID IS EDICAL. THIS IS THE STATE WIDE ADMINISTRATORS NEWS LET THAT'S GOES OUT ALMOST WEEKLY AND SO WE ADVERTISE IN THERE. WE, IT'S ON THE WEBSITE. WE HAVE A LOT OF PEOPLE WHO CHECK OUR WEBSITES FROM ALL OVER. I'M DOING A SEARCH RIGHT NOW AND ASSISTANT SUPERINTENDENT AND ONE OF OUR CANDIDATES IS IN CHICAGO. SO WE, THE PEOPLE CHECK OUR WEBSITES ALL OVER THE COUNTRY AND WE'RE ALSO MEMBERS OF A LOT OF ORGANIZATIONS. DEPENDING ON THE NEEDS OF THE DISTRICT, WE CAN DO NATIONAL ADVERTISING OBVIOUSLY. SO THAT MIGHT BE THE A. A. S.

A. INFORMATION. THERE ARE DIFFERENT OPTIONS NATIONALLY BUT A. A. S. A. TENDS TO BE THE MAIN ONE I THINK BUT ED C. A.L. ANYBODY WHO -- KNOWS PEOPLE OUT OF STATE CHECK ED CAL BECAUSE THEY HAVE AN ON-LINE LISTING OF JOBS AS WELL. DOES THAT HELP.

>> YES, THANK YOU. TRUSTEES?

>> [INDISCERNIBLE] >> I HAVE ONE QUESTION.

THANK YOU FOR YOUR PRESENTATION.

IT'S ALSO RELATED TO THE OVERALL RECRUITMENT, OUTREACH MODEL OR PROCESS I SHOULD SAY. NATOMAS UNIFIED IS ONE OF THE MOST DIVERSE SCHOOL DISTRICTS IN THE NATION. I AM CURIOUS IN THE STAKEHOLDER INPUT, WHAT ARE SOME STRATEGIES THAT YOU MIGHT HAVE FOR LANGUAGE ACCESS AND CULTURALLY COMPETENT STAKEHOLDER INPUT SINCE WE HAVE A VERY DIVERSE

[00:45:02]

COMMUNITY? >> THAT IS REALLY IMPORTANT TO US AND OUR PERCENTAGE OF PEOPLE WHO WE PLACED OVER THE LAST YEAR OR TWO OF DIVERSE POPULATIONS WHETHER IT'S WOMEN OR MINORITY GROUPS HAVE BEEN VERY STRONG. BLANCA IS FULLY BILINGUAL IN SPANISH, SHE CAN HANDLE THE SPANISH LANGUAGE. OUR SURVEYS ARE IN DIFFERENT LANGUAGES, DEPENDS ON YOUR NEED. WE'D HAVE TO GO WITH YOU AND FIND OUT WHAT THE PARTICULAR LANGUAGES MIGHT HAVE. WE'VE DONE DIFFERENT SURVEYS WITH DIFFERENT PEOPLE, IT MIGHT BE THAT YOU WANT TO PROVIDE A TRANSLATOR FOR TO US DO THAT BUT WE ALSO GO OUT TO MAKE OURSELVES AVAILABLE TO AVAILABLE TO OTHER GROUPS AROUND MAKE IT SO WE BRING THEM IN WAY THAT IS NEED THEIR -- THERE ARE PEOPLE THAT MIGHT NOT WANT TO COME TO A SCHOOL BOARD ROOM AND THEY'D RATHER YOU ARE IN THE AUDITORIUM AT THEIR ELEMENTARY SCHOOL.

RIGHT. SO WE WOULD BE WORKING WITH YOU TO MAKE SURE WE'RE OUT WHERE WE NEED TO BE AND WE CAN GET TO THE KINDS OF COMMUNITY GROUPS WE NEED TO DO.

ONE OF THE THINGS WE ALSO ASK NOT JUST THE PARENT GROUPS OR THE SCHOOL GROUPS BUT YOUR COMMUNITY GROUPS THAT MIGHT NEED THAT COMMUNICATION. AND WANT TO BE INVOLVED IN THE PROCESS. GIVE INPUT. DOES THAT HELP?

>> THANK YOU. >> LOOKING FOR A GREEN

LIGHT. TRUSTEE HARDEN? >> YOU MENTION THAT YOU DO A LOT OF SURVEYS, WHAT DO YOU DO TO INSURE THERE IS NO DUPLICATIONS? THAT THAT I DON'T SIT HERE 12 TIMES

BECAUSE IT HAPPENS A LOT. >> WE, YOU KNOW, YOU WILL -- WHEN YOU SEE THE DATA YOU GET, YOU ARE GOING TO SEE A -- SO THE SURVEY, FOR EXAMPLE, HAS ALL THESE DIFFERENT QUESTIONS PURCHASE YOU WOULD GET A HEAD OF TIME TO SEE THAT. WE PULL THE SURVEY TOGETHER AND GIVE YOU ALL OF THE RESULTS. THERE MAYBE SOME DUPLICATION BUT WE ASK PEOPLE TO IDENTIFY WHO THEY ARE, A PARENT, TEACHER, CLASSIFIED EMPLOYEE, WHAT IS THEIR ROLE IN THE COMMUNITY? ARE THEY JUST A COMMUNITY MEMBER WHO DOESN'T HAVE CHILDREN? WE, YOU WILL GET A GRAPH OF ALL THE DIFFERENT THINGS. THERE IS PROBABLY SOME DUPLICATION HERE AND THERE. BUT IT'S NOT -- WE HAVEN'T HAD ANYTHING THAT HAS BEEN SIGNIFICANTLY OVERCRAZY ABOUT ANY OF THAT. IF PEOPLE ARE -- YOU KNOW, WE USED TO DO THINGS WHERE WE TRY TO DO NIGHTTIME MEETINGS, NOBODY COMES TO NIGHTTIME MEETINGS ANY MORE.

IF THEY CAN DO A ZOOM OR ON-LINE SURVEY THEY'RE NOT COMING OUT AT NIGHT. WE TAILOR IT TO WHAT WORKS HERE. RICH MENTIONED HE IS NOT THAT FAR AWAY. SO HE CAN GET HERE IF WE NEED SOMETHING DIFFERENT.

>> I LIVE IN PSALM SAN CLEMENTE, PART OF THE REASON I'M HERE IS BECAUSE I WAS HERE BEFORE AND I WANTED TO

COME BACK. >> THANK YOU FOR COMING

BACK. THANK YOU VERY MUCH. >> REGARDING THAT, IF, IF THERE IS A SPECIAL NEED, WE DID THIS IN WOODLAND WHEN WE DID THE SEARCH LAST YEAR IN WOODLAND, IF THERE IS A SPECIAL NEED THAT THE BOARD IDENTIFIES FOR A SPECIAL MEETING WITH A GROUP THAT IS MAYBE NOT TYPICAL THAT WE'D KNOW ANYTHING ABOUT, WE'LL DO IT. IT DOESN'T MATTER DAY TIME OR NIGHTTIME WE'LL ACCOMMODATE FOR NEEDS FOR WHO YOU WANT TO BRING US TO. YOU HAVE YOUR RESPONSIBILITY FOR DUE DILIGENCE AND MAKING SURE CORRECTLY. WE CAN'T GUARANTEE THAT MIGHT NOT BE DUPLICATION BUT WE DON'T -- NOT REALLY FELT WE HAD A PROBLEM WITH THAT. ESPECIALLY IF NEGOTIATIONS ARE OVER. BUT I DON'T KNOW WHEN THEY'LL BE OVER. SO --

>> ALL RIGHT. TRUSTEE KARATE?

>> THANK YOU. THANK YOU FOR THE THOROUGH PRESENTATION AND APOLOGIES IF YOU'VE ANSWERED THIS. JUST FOR CLARIFICATION DO YOU HAVE A SENSE OF THE INDIVIDUALS THAT YOU HAVE CONDUCTED SEARCHES FOR AND CERTAIN DISTRICTS I SEE ABOUT 650 YOU HAVE OUTLINED.

THE AVERAGE LENGTH THAT SUPERINTENDENT HAS BEEN RETAINED, HOW LONG THEY STAY ON AVERAGE? WHAT THE

FIGURES LOOK LIKE? >> I THINK IT'S IN THERE SOMEWHERE. MOST OF THE -- ABOUT 80 SOME% ARE OVER 5

YEARS -- >> 85% OF THE SEARCHES WE'VE [INDISCERNIBLE] DONE [INDISCERNIBLE] CAREFUL ABOUT IT. WE DON'T WANT BOOMERANGS WE WANT TO MAKE SURE YOU HAVE PEOPLE LIKE CHRIS WHO WILL CONTINUE TO DO A GREAT JOB IN THE DISTRICT.

>> OKAY. THANK YOU. >> ALL RIGHT. ANY OTHER DISCUSSION? TRUSTEES? ALL RIGHT. THANK YOU SO MUCH.

>> THANK YOU FOR THE OPPORTUNITY. GOOD TO SEE

YOU. >> GOOD TO SEE YOU, TOO.

[00:50:04]

>> WE'RE ON TO THE SECOND RESPONDING FIRM.

THAT WILL BE THE COSTCO GROUP REPRESENTED BY DR. DENNIS CONTE AND DR. KARLA RAY.

[PAUSE] >> HELLO, THANK YOU FOR HAVING US THIS EVENING. WE APPRECIATE THE OPPORTUNITY TO MAKE OUR PRESENTATION TONIGHT.

I WOULD LIKE TO INTRODUCE KARLA REY MY PARTNER, IF SELECTED WE WOULD BE THE TWO INDIVIDUALS WORKING ON YOUR SEARCH, WE WORK AS A TEAM. PERSONALLY, I'VE HAD 35 YEARS IN THE FIELD OF EDUCATION. I WAS TEACHER THIRD GRADE, 6TH GRADE, DID SUBSTITUTING IN MIDDLE SCHOOL, TAUGHT HIGH SCHOOL AND THEN BECAME A PRINCIPAL -- [INDISCERNIBLE] I'M ITALIAN SO MY HANDS -- [LAUGHTER] THEN I BECAME SUPERINTENDENT. I WAS SUPERINTENDENT OF CONSUMES FOR 22 -- SUPERINTENDENT OF SCHOOLS FOR 22 YEARS, FIELD OF EDUCATION I WAS IN FOR 34 YEARS. NOT INCLUDING THE TIME THAT I DID SUPERINTENDENT SEARCHES OR THE TIME THAT I TAUGHT EDUCATIONAL LAW AT THE

UNIVERSITY. >> ALL RIGHT. MY PAST 15 AND A HALF YEARS HAVE BEEN SPEND IN PUBLIC LEADERSHIP.

MY LAST ROLE WAS AS A CHIEF EXECUTIVE OFFICER FOR TWO NONPROFITS SPECIAL DIRECT HERE IN CALIFORNIA. SERVING THE K.-12 CHARTER AND COMMUNITY COLLEGE SECTORS, SINCE THAT TIME TODAY I STILL REMAIN ACTIVE AND ENGAGED IN PUBLIC EDUCATION AND AWARE AND ABREAST OF ALL OF THE CURRENT ISSUES INVOLVING PUBLIC EDUCATION TODAY. SO FOR OUR PRESENTATION TONIGHT, WE HAVE DIVIDED -- YOU HAVE THE PROPOSAL WHICH GIVES A LOT OF DETAIL. BUT WE PROVIDED FOR YOU A FOUR KEY THINGS, THIS IS GOING TO HELP YOU TO NOT ONLY TO SEE HOW WE'RE SET APART BUT MAYBE GET TO KNOW US A LITTLE BIT BETTER AND THEN ALSO TO JUST DEMONSTRATE WHY WE FEEL WE'RE A GOOD FIT FOR YOU. SO WE'LL START WITH OUR FIRST ONE WHICH IS OUR SHARED VISION.

JUST GOING TO REACH UNDER YOU TO DO THAT. AND WHEN YOU LOOK AT THIS, AND IT SAYS OUR SHARED VISION, THIS IS REALLY ABOUT US RIGHT NOW. WE UNDERSTAND THAT ULTIMATELY EVERYTHING THAT WE'RE INVOLVED WITH IF WE'RE SELECTED IT REALLY INVOLVES YOU. BUT BEFORE WE BEGIN A SEARCH, BEGIN A PROPOSAL EVEN BECAUSE WE'RE VERY SELECTIVE AT T. C. G. WE TAKE TO TAKE A DEEP DIVE AND UNDERSTAND THE DISTRICTS THE CULTURE, SOME OF THE CHALLENGES YOU MIGHT HAVE AND ALSO THE ACCOMPLISHMENTS AND WHAT WE FOUND IS NUSD IS A VERY DIVERSE DISTRICT.

YOU HAVE EVERYTHING GOING ON FOR YOU FROM VAST ARRAY OF STUDENTS PROGRAMS AND SERVICES FROM NATIONAL RECOGNITIONS ALL THE WAY DOWN TO CLASSROOM OR PATHWAYS TO SUCCESS AND CAREER READINESS.

SO WHAT WE THEN DO IS TO KIND OF LOOK AND THE TWO OF US SAID IF, YOU KNOW INSURANCE IS ABSENT SPEAKING TO YOU BUT TO SEE IF WE'RE EVEN CLOSE TO WHAT YOU ARE THINKING, BASED ON WHAT WE'VE LEARNED ABOUT THE DISTRICT, IF WE WERE THINKING WHAT WOULD AN IDEAL CANDIDATE FOR NUSD LOOK LIKE AND THESE ARE SOME OF THE IDEAS WE CAME OUT WITH. AGAIN OF COURSE IF WE'RE SELECTED THE FIRST THING WE WOULD BE DOING IS TO GET OUR BOARD MEMBER MEETINGS WITH BOARD MEMBERS, WITH THE BOARD OF TRUSTEES, GET THE STAKEHOLDER INPUT THEN COLLABORATE WITH THE BOARD TO COME UP WITH THE IDEAL TYPES OF CHARACTERISTICS AND QUALITIES THAT WOULD BE IN YOUR NEXT SUPERINTENDENT.

>> T. C. G., THE COSTCO GROUP, THE T. STANDS FOR TRUST, WE TRUST IN THE PROCESS.

THE C. STANDS FOR COMMITMENT. WE'RE COMMITTED TO THE PROCESS. AND THE G. STANDS FOR THE GUIDANCE THAT WE WILL PROVIDE THE BOARD THROUGHOUT THE WHOLE PROCESS ITSELF. WE DO EXECUTIVE SEARCHES.

WE DO LEADERSHIP AWARENESS SEMINARS. WE DO GENERAL SEMINARS. WE ALSO DO MANY WORKSHOPS FOR BOARD MEMBERS, ALSO SUPERINTENDENTS. WE DON'T HAVE A STABLE OF SUPERINTENDENTS THAT WE HAVE THAT WE CAN PULL FROM WHO WOULD BE WILLING TO APPLY FOR A PARTICULAR JOB. WE ARE A SMALL, VERY SMALL, WE'RE ACTUALLY A DAVID AMONG

[00:55:04]

GOLIATH OF SUPERINTENDENT SEARCH FIRMS BUT WE REALLY FEEL WE DO HAVE WHAT IT TAKES TO DEVELOP A PROCESS FOR YOU TO SELECT A SUPERINTENDENT OF BEST FIT.

WE HAVE 31 CONSULTANTS AND THOSE CONSULTANTS ARE ACTUALLY CONNECTED TO MANY ORGANIZATIONS THROUGHOUT THE STATE, EDUCATIONAL ORGANIZATIONS AND SUCH. WE HAVE PLACED, I SHOULD SAY 93% OF THE SUPERINTENDENTS THAT WE'VE PLACED HAD 5 YEARS OR MORE IN THAT SUPERINTENDENT SEAT. SO WE HAVE A VERY, VERY, VERY GOOD RECORD. [INDISCERNIBLE] FIRST OF ALL WHAT WE DO IS WE GIVE THE BOARD HOMEWORK.

I WOULD GIVE YOU OR KARLA WOULD GIVE YOU SOME HOMEWORK. THE HOMEWORK DOESN'T CONSIDER CASUAL CONSIDERATION OF WHAT YOU WANT FROM THE SUPERINTENDENT OF SCHOOLS. YOU HAVE TO GIVE THAT SOME THOUGHT.

NOT ONLY WHAT YOU WOULD LIKE TO SEE IN THE SUPERINTENDENT SEAT BUT ALSO WHAT ARE THE STRENGTHS OF YOUR DISTRICT AND WHAT ARE THE AREAS THAT YOU LIKE TO SEE IMPROVED UPON? IT'S EXTREMELY IMPORTANT. WE BELIEVE THAT WE NEED TO ESTABLISH A TIMELINE AND THAT TIMELINE IS VERY, VERY IMPORTANT. FOR EXAMPLE, THE EARLIER WE GET THE TIMELINE OUT, THE EARLIER WE CAN GET INDIVIDUALS WHO ACTUALLY ACTIVELY SEEKING FOR THE SUPERINTENDENT SEAT. WE RECOGNIZE THAT NATOMAS IS A COMMUNITY THAT IS VERY DIVERSIFIED AND THAT DIVERSITY HAS MANY LANGUAGES. I THINK IT'S BEHOOVES US AS A PROCESS THAT WE INCLUDE ALL OF THE STAKEHOLDERS. FOR EXAMPLE, YOU HAVE 31 PERCENT IN THE DISTRICT IS HISPANIC. I THINK 17 WHITE, 16% BLACK, 16% I THINK IS ALSO ASIAN AND 4% FILIPINO AND THERE IS THE REST. WE WANT TO MAKE SURE THAT WE CONTACT AND CONNECT WITH ALL OF THOSE STAKEHOLDERS I SHOULD SAY. AND THAT WE LINE UP ALSO INCLUDING SPECIAL EDUCATION, E. S. L., L. D. EVEN PEOPLE WHO DO NOT HAVE CHILDREN WITHIN THE SCHOOL DISTRICT ARE ALL STAKEHOLDERS THAT WE NEED THEIR INPUT.

WE'D SYNTHESIZE THAT INFORMATION THAT WE GET FROM THEM. WE BRING IT TO THE BOARD.

THE BOARD WOULD SIT DOWN WITH US.

WE'D TAKE A LOOK AT WHAT ARE THE CORE POINTS WE WANT TO SEE IN THE SUPERINTENDENT SEAT? THEN WITH THE WE'D WIND UP DEVELOPING A BROCHURE AND WE WOULD ADVERTISE THE BROCHURE. MANY CONTACTS WE HAVE THROUGHOUT THE STATE AS WELL. ALSO NATIONALLY. MY FEELING IS THAT THE BOARD WOULD PROBABLY BE WELL ADVISED TO LOOK AT THE SUPERINTENDENT SEATS THAT OR INDIVIDUALS FROM THE STATE OF CALIFORNIA CONSIDERING THE LAWS IN CALIFORNIA. SO MUCH DIFFERENT THAN THE OTHER STATES THAT I'VE HAD A CHANCE TO WORK WITH.

WE WIND UP GETTING THAT INFORMATION. AND WINNOW IT DOWN. ADVERTISING THAT INFORMATION OUT TO THE, THOSE WHO WOULD BE INTERESTED IN THE SUPERINTENDENT SEAT IN THE DISTRICT. WE'D RECEIVE THAT INFORMATION, THEIR APPLICATIONS. WE BRING ALL THE APPLICATIONS BEFORE THE BOARD.

AND WE LINE UP TAKING A LOOK AT WHAT WOULD BE THE BEST FIT. BEFORE THAT WE'D ALSO DO BACKGROUND CHECKS ON THE INDIVIDUALS AS WELL. AFTER THAT WE WIND UP DOING A INTERVIEWS OF BOARD, OF THE CANDIDATES WITH THE BOARD OF EDUCATION THAT WE WOULD BE ASSISTING IN THAT AS WELL. WE'LL, LIKE I SAID BEFORE ALL APPLICATIONS AND WE WILL AFTER THE INTERVIEW, I SHOULD SAY DURING THE INTERVIEW, IT'S VERY IMPORTANT THAT THE BOARD KNOWS THEY'RE INTERVIEWING THE SUPERINTENDENT BUT AT THE SAME TIME THE SUPERINTENDENT OR THE CANDIDATE WILL ACTUALLY WANT TO ASK YOU SOME QUESTIONS. THOSE QUESTIONS THEY ASK ARE VERY IMPORTANT. I MEAN, FOR EXAMPLE, IF YOU ARE GOING TO MOVE YOUR FAMILY OVER TO THIS COMMUNITY TO TAKE THIS SUPERINTENDENT SEAT, YOU WANT TO MAKE SURE THAT WHAT IT IS THAT YOU SAY TO THEM BECAUSE THEY'LL REMEMBER THIS, IS ALSO THE FACT OF THE DISTRICT. THEY ALSO

[01:00:02]

NEED AN EXTREME -- THEY NEED A VOTE BY THE BOARD OF 5 MEMBERS, NOT GOING TO MOVE YOUR WHOLE FAMILY HERE FOR A SHORT -- 3 TO 2 VOTE ON THE BOARD. SO IT'S IMPORTANT THAT THE BOARD IF THEY CAN POSSIBLY GET TO A UNANIMOUS VOTE ON THE CANDIDATE THEN IT'S THE APPOINTMENT OF THE

BOARD. A THUMB NAIL SKETCH. >> I'M GOING TO TALK ABOUT THE SERVICES THAT YOU SEE IN FRONT OF YOU. BEFORE I DO, I WANTED TO TELL YOU A LITTLE STORY, SOMETHING DENNIS REALLY TOUCHED UPON AND REMINDED ME OF MY PATH.

AS I WOULD DO PROPOSALS SUCH AS THIS IN MY PRIOR ROLE AS C.E.O. OF THE SPECIAL DISTRICTS, OFTEN TIMES, BECAUSE WE WERE MORE OF A BOUTIQUE OPERATION. WE WEREN'T NECESSARILY THE LARGEST WHAT WE'RE COMMITTED TO ACHIEVING EXCELLENCE SO IT WAS ALL ABOUT INSURING THERE WAS A MEMBER EXPERIENCE. SO THOSE ARE THINGS THAT I TOOK AWAY FROM THAT ORGANIZATION. ONE OF THE THINGS THAT I'M PROUD TO BE A PART OF THE T. C. G.

SERVICE, COMMIT. AND EXCELLENCE ARE SOME OF THE MANTRAS AND PARAMOUNT TO WHAT WE STAND FOR TODAY AND WE ARE TODAY. WE LEAD WITH OUR HEART.

WE HAVE THE REGULAR BOARD UPDATES. WE WANT TO GET THE BALL ROLLING WITH MEETING WITH THE BOARD OF TRUSTEES AND REALLY UNDERSTANDING AND GETTING TO KNOW YOU AND YOUR NEEDS. WE BELIEVE IN STAKEHOLDER INVOLVEMENT AND THAT CAN BE AS LARGE AS YOU WOULD LIKE.

WE HAVE OUR OWN SUGGESTIONS. WE'RE GOING TO GUIDE THROUGH THE PROCESS BUT IT'S ABOUT A TWO WAY INPUT. WE DO THIS PROJECT WITH YOU AND WE WANT TO HEAR FROM YOU AND RECEIVE THE INPUT. WE DO ALL OF THIS EARLY ON BECAUSE OUR GOAL IS REAL TOE DELIVER -- REALLY TO DELIVER A HIGH LEVEL QUALITY CANDIDATE POOL FROM WHICH YOU CAN CHOOSE FROM. I MENTIONED EARLIER COMMITMENT. AND COMMITMENT, ESPECIALLY COMING OUT OF A GOVERNMENTAL AGENCY MYSELF, TRANSPARENCY IS KEY. WHEN YOU WORK WITH THE PUN, YOU NEED TO BE TRANSPARENT WITH EVERYTHING YOU DO AND MAKE SURE THAT EVERYONE IS INCLUDE AND THEY ARE AWARE AND ABREAST OF THE PROCESS ITSELF. OUR PLEDGE IS THAT WE ARE GOING TO CUSTOMIZE OUR CANDIDATE POOL TO YOU. SO YOU HEARD DENNIS MENTION WE DON'T HAVE A STABLE APPROACH. WE KNOW CALIFORNIA. WE'VE CONTACTS THAT REACH OUTSIDE OF THE STATE BUT WE'RE REALLY LOOKING FOR THE QUALITY THAT YOU ARE GOING TO GUIDE US ON WHEN WE HAVE THE MEETING WITH YOU TO REALLY UNDERSTAND WHAT ARE THE EQUALS AND CRITERIA THAT YOU ARE LOOKING FOR IN YOUR NEXT SUPERINTENDENT? HOPEFULLY WE HIT SOME OF THOSE IN THE FIRST SLIDE BUT REALLY IT'S ALL UP TO YOU. WE DO -- YOU HEARD US TALK ABOUT BACKGROUNDS AND THOROUGHLY VETTING OUR CANDIDATES. THE BOARD WILL BE AWARE OF EVERY PROCESS. YOU SEE EVERYTHING THAT WE SEE.

THEN LASTLY THE SEARCH DOES BELONG TO US SO WE'LL BE THE FOLKS THAT YOU WILL SEE OFTEN, REGULAR CONTACT.

E-MAIL, TEXT, HOWEVER, TELEPHONE, IN PERSON. WE WOULD BE HERE FOR YOU. NOW AS FAR AS THE GAMP TEES, -- GUARANTEES THERE IS A BIG ONE AND THERE ARE SEVERAL THINGS UP HEIR BUT WHAT I WANT TO POINT IN BECAUSE OFTEN TIMES PEOPLE GET STUCK ON IS THAT TRUE.

ALTHOUGH WE FEEL THAT OUR SELECTION IS GOING TO BE SOMEONE THAT YOU ARE GOING -- THAT YOU ARE GOING TO SELECT FROM IS GOING TO BE IDEAL AND IT'S GOING TO BE A QUALITY CANDIDATE [INDISCERNIBLE] WE ALSO RECOGNIZE LIFE HAPPENS SOMETIMES WITHIN THE FIRST TWO YEARS AND AS SUCH IT MAY REQUIRE THAT YOU END UP WITH ANOTHER VACANCY. SHOULD THAT OCCUR WE WILL DO A REPEAT SEARCH AT NO ADDITIONAL COST. THAT'S HOW MUCH CONFIDENCE WE HAVE IN THE PROCESS. WE KNOW WE'RE GOING TO HAVE SOMEONE GOOD FOR YOU.

TO BOTH KARLA AND MYSELF. YOU'LL HAVE UPDATES CONSTANTLY, WEEKLY IF YOU WISH AS TO THE PROGRESS OF THE PROCESS. WE WILL ASSIST WITH YOU CONTRACT WRITING, AND WE ALSO THINK IT'S VERY IMPORTANT ONCE THE SUPERINTENDENT IS SELECTED AND LET'S SAY JUST A WEEK OR SO AFTER THE INDIVIDUAL TAKES THE JOB, THAT THERE IS A BOARD SUPERINTENDENT WORK SCHOCH ALIGNMENT -- WORKSHOP ALIGNMENT JUST TO MAKE SURE, DOUBLY SURE THAT ALL THE ARROWS ARE GOING IN THE SAME DIRECTION. AGAIN OUR FLAT FEE IS ALL INCLUSIVE. AND YOU HAVE A TWO YEAR MENTORING COMMITMENT ON THE SUPERINTENDENT AS WELL.

LASTLY, -- [INDISCERNIBLE] THE QUOTE IS VERY, VERY

[01:05:09]

GOOD. IT'S -- [INDISCERNIBLE] THE BIGGEST COMMUNICATION PROBLEM IS NOT, WE DO NOT LISTEN TO UNDERSTANDING, WE LISTEN TO REPLY. AS A YOUNG SUPERINTENDENT I WAS THE YOUNGEST SUPERINTENDENT IN THE STATE OF ILLINOIS FOR THAT YEAR AND I WENT INTO THE JOB. DETERMINED TO GO AND MET WITH A LOT OF STAKEHOLDERS. THAT WAS A REALLY GOOD MEETING.

AND I SPOKE AND SPOKE AND THEN AFTER A PERIOD OF TIME I REALIZED REALLY WHAT THEY WANTED TO DO WAS TO BE HEARD. SO ONE OF THE MOST IMPORTANT THINGS I THINK FOR A SUPERINTENDENT IS TO LISTEN.

I LEARNED THAT AND IT HAS BEEN WITH ME FOR MANY, MANY, MANY YEARS. IN FACT, SO MUCH SO WHEN I HAD TO FILL AN ADMINISTRATIVE POSITION IN MY SCHOOL DISTRICT, I INTERVIEWED THEM. ONE MUCH THE QUESTIONS I ASKED HOW DO YOU KNOW YOU ARE DOING A GOOD JOB OF LISTENING? THAT CONCLUSION OUR PRESENTATION

SO IF YOU HAVE ANY QUESTIONS >> ALL RIGHT. TRUSTEES, QUESTIONS, DISCUSSION, TRUSTEE HARDEN?

>> I DO HAVE A QUESTION, HOW OFTEN HAVE YOU HAD TO DO THE

REPEAT SEARCHES? >> ONE TIME.

>> ONE TIME. >> IT WAS DUE TO A FAMILY EMERGENCY, THAT IS WHY I SAID LIFE HAPPENS SOMETIMES

AND -- >> THANK YOU. I FOUND THAT INTERESTING. SO I WAS CURIOUS TO KNOW WAS THERE REASONING BLIND IT. THANK YOU VERY MUCH.

>> MM-HMM. >> QUICK QUESTION, ON THE SLIDE ABOUT ONGOING SUPPORT, INCLUDED ARE ALL CONSULTANT AND MARKETING COSTS, ELABORATE MARKETING COSTS?

>> IT COULD INCLUDE ANYTHING IN GETTING THE WORD OUT WHETHER IT'S ADVERTISING, ON-LINE. WE, TOO, USE LOTS OF TECHNOLOGY SO IT MAY BE POSTING ON VARIOUS BOARDS.

OUR OWN SITE, WE DO OUTREACH WITH OUR OWN WORKSHOPS THAT WE HAVE. WE'VE SUME WORKSHOPS SO ALL OF THE FOLKS -- SUPERINTENDENT WORKSHOPS ARE INVITED TO APPLY THEN WE GO THROUGH THE VETTING BUT IT'S ANYTHING AND EVERYTHING THAT --

>> IT WON'T BE A T.V. SPOT ON K. C. R. A., WOULD IT.

>> MINUS T.V. SPORTS. MAYBE WORK SOMETHING ON PUBLIC

T.V. >> JUST ASKING.

ALL RIGHT. ANY OTHER DISCUSSION QUESTION?

TRUSTEE HEREDIA? >> YES, THANK YOU FOR THE PRESENTATION. WELCOME TO NATOMAS UNIFIED.

YOU NOTED, I MEAN IT'S APPARENT IN YOUR PAPERWORK BUT YOU ALSO NOTE THAT HAD YOU ARE A SMALLER FIRM. BUT YET YOU FEEL LIKE YOU'VE BEEN SUCCESSFUL IN, WITH YOUR SEARCHES. SO I'M CURIOUS AS TO WHAT DO YOU THINK THAT THE LARGER SEARCH FIRMS OBVIOUSLY HAVE MORE PERSONNEL. THAT IS AN OBVIOUS BUT WHAT IS IT THAT YOU FEEL LIKE YOU DO WELL GIVEN THE SIZE OF YOUR SEARCH FIRM IN COMPARISON TO THE LARGER ONES I MEAN?

>> I'LL START OFF. ONE OF THE THINGS I SAID. IT STARTS LEADING FROM THE HEART. WHEN YOU ARE ENGAGED, IF YOU ARE VETTED, WHEN YOU ARE REALLY BECOME PART OF THE DISTRICT SO WE BECOME PART OF YOU AND UNDERSTANDING WHAT IT IS THAT YOU ARE LOOKING FOR, THERE IS JUST SOME EXTRA EFFORTS. YOU CAN DO THINGS A LITTLE DIFFERENT. WE DON'T HAVE RED TAPES TO GO THROUGH. IT'S HE AND I. WE CONSULT. WORK WITH EACH OTHER. ONE OF THE THINGS THAT I LEARNED PERSONALLY I'M ONE OF THOSE THAT I ENJOY GOING TO THE BOUTIQUE HOTELS BECAUSE OF THE LEVEL OF SERVICE AND THAT TAKE MY HAND AND GUIDE ME TRUE THIS. SO IT'S THAT SAME APPROACH.

YOU DON'T NECESSARILY HAVE TO BE THE BIGGEST TO BE THE BEST SO WE AIM AT BEING THE BEST.

>> I LIKE THE PERSONAL CONNECTION WITH INDIVIDUALS.

I MAY NOT BE THE BEST ACROTAR BUT I LIKE CONNECTING WITH INDIVIDUALS FINDING OUT WHAT THEIR CONCERNS, WHAT THEIR NEEDS ARE AND ENJOY THAT A LOT.

>> CONNECTING WITH THE PEOPLE.

>> CONNECTING WITH EARTH PEOPLE. I'M NOT JUST TALKING TO BOARD MEMBERS, I'M TALKING ABOUT ALL STAKEHOLDERS. IT'S IMPORTANT TO BE HEARD AND

IT'S OUR JOB TO LISTEN. >> TEACHERS, STUDENTS,

COMMUNITY MEMBERS. >> EVERYONE.

>> YES. >> THANK YOU.

>> OKAY. THANK YOU. >> THANK YOU VERY MUCH.

[01:10:13]

[PAUSE] >> OUR NEXT FIRM THAT WILL BE PRESENTING IS HAZARD YOUNG AND ATEA. THEY'RE REPRESENTED BY DR. JOHN PAPPALARDO.

[PAUSE] AM I CONTROLLING THE LAPTOP? [INDISCERNIBLE] GOOD EVENING, NATOMAS BOARD.

IT'S AN HONOR TO BE HERE, I'M DR. JOHN PAPPALARDO, I'M REPRESENTING HAZARD, YOUNG AND ATEA TONIGHT.

CONGRATULATIONS TO MS. FAULTY AND MR. MORA ON YOUR SUCCESSFUL ELECTION AND BEING SEATED TONIGHT. WHAT A GREAT OPPORTUNITY TO BE HERE TONIGHT. YOU ALL KNOW THAT THE MOST IMPORTANT THING A BOARD DOES IS WORKS WITH THEIR SUPERINTENDENT AS THE GOVERNING TEAM. AND WITHIN THAT, PROBABLY YOUR MOST IMPORTANT VOTE IS GOING TO BE ON SELECTING A SUPERINTENDENT.

CONGRATULATIONS ON DOING THE PROCESS. I'LL JUST GET THIS OUT UP FRONT. YOU HAVE THE BEST SUPERINTENDENT SEARCH FIRMS HERE TONIGHT. YOU HIT A CROSS SECTION OF THEM. NO MATTER WHAT YOUR DECISION IS YOU GOING TO TO MAKE A GOOD ONE AND YOU ARE GOING TO HAVE A FANTASTIC SEARCH SO I WANT TO PUT THAT OUT IN FRONT AS WE GO THROUGH THIS.

I TALKED ABOUT THE H. Y. A. PROCESS AND WHY WE LIKE TO WORK WITH YOU. SO A LITTLE BIT ABOUT THE FIRM. WE HAVE ABOUT 35 YEARS IN EXECUTIVE SEARCH SERVICES, WE'VE DONE OVER 1600 NATIONWIDE. WE'RE A LARGE GROUP BUT A SMALL GROUP. WE HAVE 140 PLUS ASSOCIATES HERE IN CALIFORNIA AND ACROSS THE NATION. WE WORKED WITH EVERY SIZE SCHOOL DISTRICT FROM 500 TO WELL L. A.

UNIFIED BECAUSE THERE IS ONLY WHAT, 640,000 AROUND.

WE DO COMPREHENSIVE COMMUNITY ENGAGEMENT AS YOU WILL SEE. WE HAVE GREAT ANALYTICS. WE HAVE A FULL-TIME I.T.AND BACK OFFICE STAFF THAT IS SECOND TO NONE. WE BELIEVE. AND WE HAVE A COMMITMENT TO DIVERSITY. SO OUR SIGNATURE SEARCH PROCESS IS THESE WEEKS CAN TURN INTO WHATEVER WE NEED THEM TO BE AND WHATEVER YOU NEED THEM TO BE BECAUSE WE'RE WORKING WITH YOU ON YOUR PROCESS FOR GETTING THE BEST MATCH FOR NATOMAS. SO IT STARTS WITH ENGAGEMENT AS YOU KNOW. WE THEN RECRUIT AND THAT'S WHERE WE SPEND A LOT OF TIME. YOU WILL SELECT THEN THERE WILL BE A TRANSITION.

THE FIRST STEP OF RECRUITING AS YOU'VE HEARD BEFORE WILL BE WORKING WITH YOU, BOARD INTERVIEWS DIRECTLY TALKING ABOUT THE SEARCH, ABOUT WHO WE'RE GOING TO TALK TO, WHAT GROUPS, HOW WE'RE GOING TO DO IT. WE DO INDIVIDUAL INTERVIEWS. WE DO FOCUS GROUPS.

WE DO COMMUNITY SURVEYS. WE CAN FACILITATE THESE.

WE FACILITATE THESE IN EVERY WAY POSSIBLE THAT WORKS BEST BASED ON THE DISCUSSIONS WITH YOU. AND IS IT BEST FOR ZOOM. IS IT FACE-TO-FACE? IS IT MORNING, NOON, OR NIGHT? IS IT WEEKENDS? WEEK DAYS? WE'RE AVAILABLE HERE TO GET THE INFORMATION FROM THE COMMUNITY. THE RECRUITMENT PHASE FOR US IS THE MOST AGGRESSIVE TIME. OUR ASSOCIATES HAVE STATEWIDE REACH AND A NATIONAL REACH. WE HAVE MARKETING AND ADVERTISING, SOCIAL MEDIA PRESENCE AT VARIOUS GROUPS.

MOST IMPORTANTLY, THE H. Y. A. WEBSITE HAS TRAFFIC OF ABOUT 25,000 VISITORS A MONTH. WE HAVE OVER 9,000 PEOPLE SIGNED UP IN H. Y. A. THAT IS RECEIVING INFORMATION ON SUPERINTENDENT SEARCHES.

THIS IS A LITTLE BIT OFF BUT WE ALSO ADVERTISE ALL THE

[01:15:07]

SEARCHES THAT WE SEE. SO IT DOESN'T MATTER WHERE THAT SEARCH IS COMING FROM. WE WOULD A BROAD RANGE OF PEOPLE LOOKING, AND SO WE'RE ADVERTISING. WE'VE OTHER SEARCH FIRMS SEARCHES UP ON THE WEBSITE SO THAT SUPERINTENDENTS WHO ARE LOOKING FOR JOBS CAN GO TO ONE PRAYS AND KNOW WHAT -- PLACE AND KNOW WHAT THEY'RE LOOKING FOR. H. Y. A. HAS A COMMITMENT TO DIVERSITY OF THE 140 PLUS ASSOCIATES. OVER 1/3 OF THEM ARE PEOPLE OF COLOR. ABOUT HALF OF THEM ARE WOMEN. WE FIND THAT WE'VE BEEN PLACING SOMEWHERE IN THE NEIGHBORHOOD OF 35-40% PEOPLE WHO ARE TYPICALLY UNDERREPRESENTED IN THE SUPERINTENDENT ROLES NOW.

THERE IS A SELECTION PHASE. WE'RE CONDUCTING A SCREENING INTERVIEW FOR ALL THE APPLICANTS THAT ARE COMING TO YOU. THERE'S REAL' 3 TIER LEVEL. THERE IS TIER IN THE END THAT WILL SAY THESE WE THINK ARE THE BEST MATCH BASED ON YOUR INFORMATION. THEN THERE IS A SECOND TIER AND A THIRD TIER. YOU HAVE ACCESS TO ALL OF THOSE CANDIDATES. WHY, WHAT, WHO, WHEN? AND EVERY PERSON THAT YOU END UP INTERVIEWING WILL HAVE BEEN SCREENED AND WILL HAVE BEEN INTERVIEWED BY H. Y. A. AT THE END, WE HAVE THE TRANSITION. YOU WILL SELECTED THE SUPERINTENDENT. YOU WILL HAVE A CONTRACT.

WE'RE THEN AVAILABLE AFTERWARDS ONCE THE PERSON IS HIRED TO SUPPORT YOU AND THAT SUPERINTENDENT AFTERWARDS. SO I WENT THROUGH THAT REALLY QUICKLY.

AND IN CLOSING, I'LL JUST SAY THAT WE'RE LEAR TO HELP YOU -- HERE TO HELP YOU EVERY STEP OF THE WAY TO MAKE SURE THAT YOUR NEXT SUPERINTENDENT IN NATOMAS IS A GREAT FIT FOR YOU AND FOR THIS COMMUNITY. THANK YOU.

>> ALL RIGHT. THANK YOU FOR YOUR PRESENTATION.

I'LL START OFF WITH A QUESTION. TALK TO ME ABOUT YOUR RELATIONSHIP WITH THE ASSOCIATION OF LAT INO ADMINISTRATORS AND SUPERINTENDENTS VRABEL WITH THE NATIONAL ALLIANCE OF BLACK SCHOOL EDUCATORS?

>> ONE OF OUR ASSOCIATES IS THE EXECUTIVE DIRECTOR IS OF CALIFORNIA LATINA CONSUME ADMINISTRATORS ASSOCIATES SO WE'VE ASSOCIATES THAT WORK WITH THESE GROUPS THAT ARE INVOLVED IN THE LEADERSHIP WITHIN THE GROUPS.

>> OTHER QUESTIONS, TRUSTEES?

>> I SEE GREEN LIGHTS BUT NO QUESTIONS.

>> OH, YES, I WAS WEIGHED WAITING FOR YOU FOR YOU TO

SAY THE IMAGINE YOUIC WORD. >> TRUSTEE HARDEN.

>> WHAT DO YOU FEEL SEPARATES US FROM OTHER DISTRICTS? WHAT MAKES US APPEALING? WHAT IS GOING TO MAKE THE SUPERINTENDENTS WANT TO FLOCK?

>> I THINK ONE OF IT IS THERE IS A NEW MEXICO OF YOUR DIVERSITY, YOUR HIGH PERFORMANCE, YOUR GRADUATION RATES. WHEN YOU LOOK AT THOSE NUMBERS AND A SUPERINTENDENT WHO IS COMING FROM A DISTRICT OR SOMEBODY WHO IS COMING UP THAT IS LOOKING AT A DISTRICT, THEY'RE LOOKING AT YOUR CURRENT SUCCESSES.

YOU JUST STARTED A DUEL IMMERSION PROGRAM. YOU HAVE THESE HIGH GRADUATION RATES. THEY'LL BE LOOKING AT YOUR TESTING AND HOW YOU ARE DOING. WHEN THEY SEE THAT, THEY KNOW THAT YOU ARE A HIGH-PERFORMING DISTRICT AND A HIGHLY DIVERSE DISTRICT AND YOU HAVE A LOT OF GOOD THINGS GOING ON. THAT IS WHAT IS GOING TO REALLY ATTRACT A LOT OF QUALITY CANDIDATES HERE.

THEY'RE GOING TO WANT TO COME HERE, BE PART OF THAT AND HELP YOU LEAD TO THE NEXT STEP AND CONTINUE THE GOOD WORK THAT YOU'VE OBVIOUSLY BEEN DOING HERE.

I'LL ALSO SAY LOCATION IS GOOD. YOU ARE A FEW MILES FROM THE CAPITAL. DOWN THE STREET FROM THE AIRPORT BUT IT'S A GOOD LOCATION BUT IT'S THE DISTRICT THAT PEOPLE LOOK AT. THEY'LL LOOK AT THE WEBSITE.

THEY'LL LOOK AT YOUR DATA AND YOU KNOW, ONE THING THAT IS IN THE PROPOSAL THAT I DIDN'T MENTION IS THAT 75% OF THE CANDIDATES THAT BOARDS GO ON TO HIRE WHEN WE DO A RECRUITMENT ARE CANDIDATES THAT AN H. Y. A.

ASSOCIATE RECRUITED. WE'RE LOOKING AT THE DATA.

WE KNOW PEOPLE OUT THERE. THERE WILL BE PEOPLE WHO AREN'T NECESSARILY LOOKING FOR JOBS THAT WE KNOW THAT WILL GO AND SAY, YOU KNOW, NATOMAS IS YOU REALLY WANT

TO LOOK AT THIS. >> OKAY.

>> THANK YOU. >> THANK YOU.

[01:20:01]

>> TRUSTEE KARATE? >> THANK YOU. THANK YOU FOR YOUR THOROUGH PRESENTATION AND, YOU KNOW, AS YOU SAID EARLIER, YOU COMMENTED HOW WE HAVE THE MOST IMPRESSIVE

SEARCH FIRMS HERE. RIGHT. >> YOU HAVE THE TOP ONES IN

CALIFORNIA. >> YEAH.

>> THERE IS A FEW OTHERS THAT ARE PRETTY SMALL AND

VERY LOCALIZED. >> I WOULD ASK YOU IN THAT SENSE, WHAT MAKES YOU THINK YOUR PROGRAM STICKS OUT IN TERMS OF THE CRITERIA ESPECIALLY FOR NATOMAS BECAUSE WE HAVE SO MANY POINTS OF PRIDE?

>> YOU DO. >> WE DO. I WANTED TO GET A SENSE OF WHAT YOU FELT THAT MADE YOUR ORGANIZATION STAND

OUT. >> WITH H. Y. A. WHAT WE'RE MOST PROUD OF IS DIVERSITY AND A COMMITMENT TO IT, BUT ALSO OUR DATA SYSTEMS, OUR FULL-TIME OFFICE STAFF, BACK OFFICE, THE I.T.. THE DATA THAT YOU WILL BE ABLE TO SEE IN REAL TIME WHO IS LOOKING AT YOUR JOBS, WHO MIGHT BE APPLYING, HOW MANY ARE OPENING AND LOOKING? THERE IS A LOT OF QUALITY DATA THAT H. Y. A. HAS BEEN ABLE TO PUT TOGETHER AND THEY'VE INVESTED OVER THE LAST 7 YEARS IN THEIR DATA SYSTEMS GOING FROM SORT OF A MARCH MANUEL APPROACH AS WE'RE USED TO BE FILL OUT THE APPLICATION, PUT IT ON A P. D. F. E.MAIL IT IN BUT IT'S ON-LINE AND TEST A ALL SEARCHABLE. H. Y. A. HAS BEEN ABLE TO REALLY HAVE A BEST DATA SYSTEM BECAUSE WE DO HAVE THAT NATIONAL REACH. SO THANK YOU.

>> TRUSTEE MORA? >> I THANK YOU FOR YOUR PRESENTATION. I'VE ONE QUICK QUESTION. YOU MIGHT HAVE MENTIONED THIS. WHAT IS THE AVERAGE NUMBER OF YEARS THAT A SUPERINTENDENT STAYS IN THE DISTRICT THAT

YOU HELP HIRE THEM FOR? >> WE SEE ABOUT 4.75 YEARS RIGHT NOW. IT USED TO BE 5 AND A HALF. WE KNOW IT'S GOING DOWN. WE ALSO KNOW THAT THE AVERAGE TENURE OF A SUPERINTENDENT IN CALIFORNIA TODAY IS ABOUT 2.75 YEARS.

IT'S REALLY LOW FOR A LOT OF DIFFERENT REASONS WHETHER THERE IS A LOT OF RETIREMENTS BECAUSE OF THE COVID, ALL THAT. SO WE'RE BULLISH ON GETTING THAT NUMBER BACK UP AND PLACING THOSE SUPERINTENDENTS THAT REALLY MATCH WITH YOU THAT WANT TO BE HERE AND DO THE WORK WITH YOU. BUT HONESTLY, IN CALIFORNIA, IT'S DOWN VERY FAR RIGHT NOW.

BUT WE'RE HOPEFUL WE'RE GOING TO GET THE NUMBERS

BACK UP. >> TRUSTEE HEREDIA.

>> THANK YOU FOR YOUR PRESENTATION. SO PRESIDENT GRANT ASKED YOU ABOUT YOUR, THE ROLE OF THE GAUZA AND ALSO THE BLACK SUPERINTENDENTS ASSOCIATION.

YOU SHARED THAT ONE OF THE MEMBERS I THINK THE EXECUTIVE DIRECTOR FOR GAUZA IS PART OF YOUR

ORGANIZATION. >> MARTHA MARTINEZ IS AN

ASSOCIATION. >> WHO IS IT?

>> MARTHA MARTINEZ? >> MARTHA MARTINEZ.

>> FOR THE BLACK SUPERINTENDENT'S ASSOCIATION DO YOU HAVE JUST ONE PERSON ALSO?

>> WE DON'T. WE HAVE A NUMBER OF ASSOCIATES THAT

ARE INVOLVED. >> OKAY. SO IT'S NOT JUST

ONE PERSON. YOU HAVE -- >> FROM IS A LOT OF -- THERE IS A LOT -- SO THE ASSOCIATES FOR H. Y. A. LIKE I SAID, THERE IS JUST A LITTLE OVER 140 OF THEM.

WE'RE SPREAD OUT ACROSS THE COUNTRY AND A LOT HERE IN CALIFORNIA. AND WE REALLY ARE INVOLVED IN THESE VARIOUS GROUPS. H. Y. A. DID THE DOUBLE A. ESSAY SEARCH FOR THE EXECUTIVE DIRECT OOH. H.Y.A.OVER THE YEARS SINCE WE'VE BEEN AROUND FOR 35 YEARS, IS REALLY INVOLVED ACROSS THE WAY. THE WAY WE'RE STRUCTURED WITH THE ASSOCIATES BECAUSE WE'RE WORKING WITH H. Y. A. WE MEET. WE TALK. BUT WE'RE ALSO INDEPENDENT. SO WE HAVE A LOT OF RETIRED SUPERINTENDENTS. A LOT OF PEOPLE DOING WORK WITH THE VARIOUS GROUPS AND IT'S A DIVERSE BODY.

>> OKAY. I ASKED THE QUESTION BECAUSE CALIFORNIA IS VERY DIFFERENT THAN OTHER STATES IN TERMS OF

EDUCATION. >> IT IS.

>> AND THE SYSTEMS AND SO IN OUR COMMUNITIES ARE MUCH MORE DIVERSE THAN SOME OTHER STATES. SO I WAS CURIOUS BECAUSE I WAS TRYING TO GET A SENSE OF HOW INVOLVED ARE THOSE OTHER ORGANIZATIONS IN CALIFORNIA INVOLVED WITH --

>> YES, SO OUR ASSOCIATES ARE VERY INVOLVED IN CALIFORNIA. THEY'RE ALSO INVOLVED IN NATIONAL AND THE

[01:25:03]

NATIONAL PEOPLE ARE IN THEIR OWN STATES.

WE FOCUS AND FIND THAT THE VAST MAJORITY OF THE SUPERINTENDENTS WE'RE GOING TO PLACE IN CALIFORNIA ARE FROM CALIFORNIA. WE KNOW CALIFORNIA IS -- WE'RE, I SPEND 35 YEARS IN PUBLIC EDUCATION HERE. AND I HAVE FRIENDS IN OTHER STATES AND I'VE TAUGHT AT A NUMBER OF COLLEGES AND WE'RE UNIQUE. WE'RE VERY UNIQUE.

>> TRUSTEE HARDEN. >> FORGIVE ME BECAUSE I MIGHT HAVE MISSED THIS IN THE LITERATURE BUT DO YOU HAVE A PERCENTAGE OF HOW MANY IN HOUSE CANDIDATES HAVE RECEIVED OFFERS FROM THE DISTRICTS THEY'RE WORKING WITH OR AFFILIATED WITH?

>> WHAT WE'LL TYPICALLY TELL A BOARD IN OUR FIRST MEETING IS IF YOU HAVE AN IN HOUSE CANDIDATE THAT YOU ARE SERIOUSLY CONSIDERING, LET'S DO THAT. YOU KNOW. LET'S REALLY FIGURE OUT IS THAT WHAT -- IF THAT IS A REALISTIC EXPECTATION OR DESIRE, THEN WE COUNSELLED BOARDS TO LET'S NOT DO THE SEARCH AND LET'S IDENTIFY, YOU KNOW, MAYBE DO JUST ONE ROUND OF INPUT AND IDENTIFY AND THEN HAVE YOU APPOINT THAT PERSON AFTER A VERY SHORT TIME. THERE IS VERY FEW THAT WE WOULD PLACE. IT JUST DOESN'T HAPPEN BECAUSE WHEN YOU ARE LOOKING AND I'LL TELL YOU, I KNOW THAT -- I'VE TALKED TO RETIRED SUPERINTENDENTS IN OTHER FIRMS TODAY AND WE'RE ALL ON THE SAME PAGE. WHEN YOU HAVE AN INHOUSE CANDIDATE THAT YOU ARE SERIOUS ABOUT, LET'S GO THAT DIRECTION. WE CAN TALK TO YOU ABOUT IT AND PROS AND CONS BUT WE'RE REALLY HERE TO DO WIDE SEARCH IN THE AREA, NORTHERN CALIFORNIA, SOUTHERN CALIFORNIA. PEOPLE WANT TO RELOCATE. WE WOULD COUNSEL YOU ON THAT.

>> THANK YOU VERY MUCH. >> THANK YOU.

>> ALL RIGHT. THANK YOU SO MUCH FOR YOUR PRESENTATION.

>> GOOD LUCK, EVERYBODY, THANK YOU SO MUCH.

>> THANK YOU. >> DID WE WANT TO WAIT FOR

TRUSTEE MOTHERRA TO RETURN. >> I THINK WE CAN CONTINUE.

>> THE LAST FIRM FOR THIS EVENING PRESENTING IS MCPHERSON JAKE OBJECTSON AND THEIR REPRESENTATIVE IS MR. BILL HEWITT. I DID SEE WILLIAM HEWITT. I NEVER HEARD TO HIM REFERRED TO AS WILLIAM HEWITT SO HE IS WELL KNOWN. SO BILL HEWITT [INDISCERNIBLE]

>> GOOD EVENING. HOW IS EVERYBODY? GOOD TO SEE YOU.

I THINK YOU PROBABLY HAVE THESE ALREADY. BUT --

[INDISCERNIBLE] >> EXTRA COPIES HERE, MINE MIGHT BE THERE TOO BUT THAT'S OKAY. ARE YOU ALL

READY? >> LET'S ROLL.

>> ALL RIGHT. MY NAME IS BILL HEWITT AND I REPRESENT MCPHERSON AND JAKE OBJECTSON. WE'RE FIRST OF ALL PLEASED THAT YOU YOU ARE INTERVIEWING US TONIGHT FOR THE POSSIBILITY OF HELPING YOU WITH YOUR SEARCH. I'M THE MOST EXPERIENCED SEARCH CONSULTANT WITH MCPHERSON JAKE OBJECTSON HAVING WORKED WITH THEM FOR 10 YEARS AND HAVING DONE APPROXIMATELY 40 SEARCHES. SEVERAL OF THEM IN THE AREA. DAVIS, WEST SACRAMENTO AND WINTERS RECENTLY. LITTLE BIT ABOUT OUR FIRM, WE'RE A NATIONAL FIRM. BUT WE ARE LOCAL. WE HAVE I THINK WE'RE UP TO 18 CONSULTANTS THAT WORK ONLY IN CALIFORNIA. I'LL GIVE YOU A LITTLE BIT OF MY BACKGROUND AS WELL.

I WAS A MATH AND PHYSICS HIGH SCHOOL TEACHER AND HIGH SCHOOL VICE PRINCIPAL AND PRINCIPAL AND ASSISTANT SUPERIN ELK GROVE WHERE I MET CHRIS EVANS I THINK IT WAS. SO -- [LAUGHTER] FULL DISCLOSURE, CHRIS AND I HAVE KNOWN EACH OTHER IN THE PAST AND FORMER DISTRICT.

AND THEN I WAS A SUPERINTENDENT FOR 16 YEARS IN DIXON, IN LODI FOR 8 YEARS AND IN BERKELEY AND

[01:30:03]

FOR THE LAST 10 YEARS I'VE BEEN A CONSULTANT WITH MCPHERSON AND JAKE OBJECTSON, A CONSULTANT WITH THE WESTERN ASSOCIATION OF SCHOOLS AND COLLEGES AND THEN ALSO WORKING WITH BOARDS AND SUPERINTENDENTS WITH ISSUES OF GOVERNANCE, GOAL SETTING AND SUPERINTENDENT EVALUATION. SO I KNOW THAT YOU'VE HEARD SEVERAL PRESENTATIONS TONIGHT, AND I DON'T WANT TO GO THROUGH EVERYTHING THAT WE DO BUT I WANT TO HIGHLIGHT SOME OF THE THINGS THAT WE'RE KNOWN FOR THAT WE'RE PARTICULARLY KNOWN FOR. MCPHERSON IS KNOWN FOR YOUR ENGAGING YOUR STAKEHOLDERS. OKAY. WE, WHEN THIS FIRM OPENED I WENT FROM ANOTHER FIRM TO THIS FIRM BECAUSE I'VE BEEN A COLLABORATIVE LEADER AND LOOKING TO ENGAGE MY COMMUNITY IN THE GOVERNANCE OF THE SCHOOL DISTRICT. AND SO THE BOARDS THAT HIRE THIS FIRM DO SO OFTEN TIMES BECAUSE THEY KNOW WE'RE SPONSORED BY CSBA AND THE REASON CSBA DID HIRE US OVER OTHER FIRMS THEY WERE GETTING A LOT OF COMPLAINTS AND CONCERNS FROM BOARD MEMBERS THEY WERE GETTING RESISTANCE IN THEIR HIRING PROCESSES SO THEY LOOKED TO A FIRM THAT REALLY COLLABORATED WELL WITH THEIR STAKEHOLDERS AND HAD PROCESSES THAT ENGAGED NOT ONLY THE BOARD, BUT OTHER VENUES IN THE SCHOOL DIRECT.

-- DISTRICT. WE'RE KNOWN FOR THAT. WE'RE KNOWN FOR TRANSPARENCY AND ENGAGEMENT. AS YOU THINK ABOUT THIS FIRM, THAT'S WHAT MAKES US DIFFERENT IN MY OPINION.

SO OUR CONSULTANTS HAVE EXPENSE EXPENSIVE BACKGROUNDS IN ED CASE, WE HAVE A NUMBER OF CONSULTANTS -- WE ALSO WILL BE JOINED WITH I. E. T. A. WELL NAH WHO I'VE DONE MANY SEARCHES WITH.

SHE WAS SUPERINTENDENT IN THE AREA. SHE COULDN'T BE HERE TONIGHT BECAUSE SHE HAS AN INFLAMED DOCTOR AND THE KNEE SAID YOU NEED BED REST BUT SHE SENDS HER REGARDS AND REGRETS SHE DON'T BE HERE. SHE IS FULLY BILINGUAL. A LATINA SCHOOL ADMINISTRATOR. YOU CAN SEE THAT OUR CONSULTANTS, MANY OF THEM ARE MINORITY AND FEMALE, MORE THAN 30% IN CALIFORNIA. AND MANY HAVE THEIR DOCTORATE DEGREE. WHAT IS THE OUTCOME OF HIRING A FIRM LIKE MC MCPHERSON AND JACK OBJECTSON, WE GET OUR SUPERINTENDENTS AND BOARDS OFF TO A GOOD START THAT RESULTS IN LONGEVITY. THAT IS ONE THING YOU'VE BECOME KNOWN FOR. HAVING A SUPERINTENDENT FOR A LONG TIME. RESEARCH SHOWS THAT WHEN BOARDS ARE STABLE AND LEADERSHIP IS STABLE, STUDENTS ACHIEVE HIGHER AND THEY BENEFIT. OUR METRICS ARE THAT 85% OF OUR PLACEMENTS NATIONWIDE OVER THE LAST 5 YEARS ARE STILL THERE WHICH IS A VERY HIGH METRIC CONSIDERING THAT THE ARCH SUPERINTENDENTLINING IS BETWEEN 3 AND 4 YEARS. OURS STAY MUCH LONGER SO YOU MIGHT CONSIDER THAT AS WELL. I THINK THE REASON IS THAT THERE IS SO MUCH ENGAGEMENT AND INVOLVEMENT THAT YOU GET OFF TO A GOOD START AND EVERYBODY IS BEHIND THE, YOUR SELECTION AND THE SUPERINTENDENT'S MISSION WE HAVE A MISSION THAT WE'RE A MISSION IS TO INSURE EVERY SEARCH RESULTS IN A QUALITY LEADERSHIP FOR EDUCATIONAL EXCELLENCE. WE WORK FOR YOU. WE'RE WITH YOU. WE'LL GIVE YOU SUGGESTIONS ABOUT HOW TO CONDUCT YOUR SEARCH.

BUT WE WILL DO IT THE WAY THAT YOU WISH TO TO DO IT.

WE WORK FOR YOU. WE'LL GIVE YOU SOME OF THE BEST PRACTICES AN SOME OF THE THINGS OTHER BOARDS HAVE FOUND SUCCESSFUL BUT EVERY SEARCH HAS CHANGES TO IT.

WE'LL MIKE SURE WHAT YOU WISH TO DO IS WHAT WE'LL DO FOR YOU. OKAY. SO LET'S GO INTO THE COST. THE COST IS 28,000,30. THAT IS A TOTAL COST.

I THINK WE HAVE A MATCH COST IF ANOTHER FIRM FOR THE SAME AMOUNT OF WORK THAT THEY'RE DOING IS A LOWER PRICE WE'LL MATCH THEIR PRICE BUT YOU GET QUITE A BIT FOR THAT.

THE REASON I THINK IT WILL BE LOWER IS BECAUSE WE'RE BOTH LOCAL SO EXPENSES FOR CONSULTANTS WON'T BE VERY HIGH. WE LIVE LESS THAN AN HOUR AWAY. I LIVE IN LODI, SHE LIVES IN ASPARTA. FOUR WEEKS OF PRINT ADVERTISING IN THE PRICE, 60 DAYS OFFED ITING ON ED JOIN.

AT LEAST 2 CONSECUTIVE DAYS USUALLY MORE WHERE WE TAKE

[01:35:04]

TALK TO THE STAKEHOLDERS, MY GROUPS NEVER CHARGE YOU MORE EVEN IF IT TAKES MANY DAYS TO DO IT. WE DO WHAT YOU NEED TO DO IN TALKING TO YOUR STAKEHOLDERS, IT ALSO PROVIDES OPPORTUNITY FOR YOUR STAKEHOLDERS TO GIVE JIB PUT ON SURVEYS -- INPUT ON SURVEYS.

WE DO VIDEO INTERVIEWS OF THE CANDIDATES FOUR.

ALL OF THESE THINGS, CRIMINAL BACK GROUND CHECKS, OFFICE EXPENSE, TRAVEL EXPENSED IS CONTAINED IN THE 28,3. VERY BRIEFLY THE 5 PHASES OF THE PROCESS. OUR FIRST PHASE IS TO MEET WITH YOU QUICKLY AND DEVELOP A CRITERIA. WE DEVELOP A CRITERIA RIGHT AT THE BEGINNING BECAUSE IT'S PART OF THE APPLICATION. WE BELIEVE THAT CANDIDATES HAVE TO RIGHT TO THAT. WE'RE RIGOROUS ABOUT THAT. THE CRITERIA IS USED THROUGH THE WHOLE PROCESS. IT'S USED WHEN YOU FORM YOUR QUESTIONS, WE'LL PUT TOGETHER QUESTIONS FOR YOU BASED ON YOUR CRITERIA. YOU CHOOSE THOSE AND EDIT THOSE.

THEN WE ALSO EVEN WHEN YOU ARE DELIBERATING WE'LL BRING THE CRITERIA BACK AND SAY WHO MATCHES YOUR CRITERIA THE BEST? WE MODIFY THE CRITERIA AFTER WE TALK TO YOUR STAKEHOLD SOARSITY A GOOD PROCESS.

THE BOARD SETS A CRITERIA THEN THE STAKEHOLDERS COME FORWARD AND SAY HERE ARE THE NEEDS AND WANTS AND THINGS WE FEEL OUGHT TO BE INVOLVED AND WE'LL COME BACK AND SAY WE MIGHT HAVE MISSED THIS. LET'S MODIFY IT. PEOPLE APPRECIATE THAT. ALL DONE IN THE LIGHT OF DAY. IN PHASE 2, WE ADVERTISE AND WE GO AHEAD AND GET THE SEARCH STARTED. PHASE 2, WE DO OUR STAKEHOLDER INPUT. I THINK IRMENTIONED THAT ALREADY. BUT WE WILL INTERVIEW WHOEVER YOU WISH US TO INTERVIEW BOTH GROUPS, LARGE GROUPS, OPEN SESSIONS ONE ON ONES, WHATEVER YOU THINK IS NECESSARY. WE ASK FOUR QUESTIONS.

WHAT ARE THE GOOD THINGS ABOUT YOUR COMMUNITY? TELL US SOME GOOD THINGS ABOUT YOUR SCHOOL DISTRICT. WHAT ARE THE ISSUES THAT THE NEXT SUPERINTENDENT SHOULD BE AWARE OF? AND WHAT ARE THE SKIMS, ATTRIBUTES AND CHARACTERISTICS YOU WOULD LIKE TO SEE IN THE NEXT SUPERINTENDENT? WE REPORT THAT TO YOU IN AN OPEN SESSION AND ASK YOU TO POST IT PUBLICLY SO THAT EVERYBODY CAN SEE BY THE LIGHT OF DAY THE INPUT THAT WAS GIVEN TO YOU. IN PHASE 3, WE GO AHEAD AND DO OUR REFERENCE CHECKS. THIS IS ABOUT WHEN THE POSITION CLOSES. WE DO VERY THOROUGH REFERENCE CHECKING OF CANDIDATES. I LIKE TO SAY WE GO 3 DEEP ON THEM. THEY GAVE US NAMES, WE ASK THOSE FOLKS IF THEY KNOW ANYBODY ELSE TO TALK TO BUT MOST IMPORTANTLY WE WORK ON OUR OBSERVE NETWORK, WE ASK PEOPLE WE KNOW IN DISTRICTS AND THAT WE'RE ASSOCIATED WITH DO YOU KNOW THIS CANDIDATE. WHAT DO YOU KNOW ABOUT THEM? THERE IS AN INDEPENDENT CHECK WHEN VETTING CANDIDATES. I THINK IT'S IMPORTANT WHEN YOU HIRE YOUR CONSULTANTS THAT YOU HIRE CONSULTANTS THAT ARE WELL CONNECTED. MYSELF, I'M A MEMBER OF THE NORTHERN CALIFORNIA SUPERINTENDENT'S ASSOCIATION, THE CITY SOARS' ASSOCIATION, PEOPLE, NOT TO HAVE AN EGO BUT I'M FAIRLY WELL KNOWN IN THIS BUSINESS BECAUSE I DO SO MANY OF THESE. AND I DID ASK TO BE INCLUDED FOR THIS BECAUSE IT'S A LOCAL DISTRICT THAT I'VE ALWAYS LOOKED UP TO. I'VE DONE ACCREDITATIONS IN THE AREA SO BOTH IATA AND MYSELF ARE CONNECTED WITH A A LOT OF ASSOCIATIONS, KNOW A LOT OF CANDIDATES AND DOING SO MANY SEARCHES, WE KNOW AN DATES OUT THERE. WE KNOW PEOPLE THAT ARE LOOKING FOR POSITIONS AND THE QUANT OF THEM. THERE ARE A LOT OF GOOD FIRMS OUT THERE. I'M SURE YOU'LL PICK THE FIRM THAT MATCHES YOU THE BET.

MAKE SURE THAT THE CONSULTANT YOU PICK IS WELL CONNECTED TO ADMINISTRATIVE NETWORKS. FINALLY THE INTERVIEW. OUR INTERVIEW IS A DAY LONG PROCESS.

WHERE WE HAVE YOU BRING TWO OR 2 ARE 3 CANDIDATES IN. WE HAVE A SOCIAL COMPONENT TO THE INTERVIEW WHERE YOU HAVE BREAKFAST, COFFEE OR LUNCH ONE ON ONE WITH EACH CANDIDATE BEFORE YOU INTERVIEW THEM. OUR PROFESSOR BROUGHT THAT IN FROM INDUSTRY.

BOARDS LOVE THIS PROCESS. THEY LOVE GETTING TO KNOW THE PERSON. GETTING TO KNOW THE CANDIDATE BEFORE THEY INTERVIEW THE PERSON. WE ALSO ASK THEM TOO IF YOU WISH TO PERFORM FOR YOU. WE ASK THEM TO TAKE A PERTINENT ISHY AND PREPARE A BOARD PREPARATION AND PRESENT IT TO YOU AND WE ENCOURAGE YOU, NOT EVERY BOARD WISHES TO DO THIS BUT MOST DO. WE ENCOURAGE YOU ALSO TO HAVE THEM INTERVIEW IN FRONT OF A CONFIDENTIAL PANEL OF STAKEHOLDERS THEN THE STAKEHOLDERS DON'T TELL YOU WHO TO HIRE OR PRIORITIZE CANDIDATES BUT GIVE YOU THE STRENGTHS AND CONCERNS OF

[01:40:03]

EACH CANDIDATE. THAT IS, THAT IS IMPORTANT AS A BOARD MEMBER FOR YOU TO SEE THIS CANDIDATE THROUGH NOT ONLY YOUR OBSERVE LENS BUT THE LENS OF YOUR EMPLOYEES, YOUR PARENTS, YOUR COMMUNITY. STUDENTS WE PUT STUDENTS ON. THERE I ALWAYS FIND THAT A STUDENT HAS A UNIQUE PERSPECTIVE ON EACH CANDIDATES WE ADULTS OFTEN TIMES MISS, WE PUT A LOT INTO THAT. WE ACTUALLY BRING THE INFORMATION TO YOU FROM THEM BEFORE YOU DELIBERATE SO IT'S THE FIRST THING YOU SEE WHAT DO YOUR STAKEHOLDERS THINK ABOUT EACH CANDIDATE. THAT IS THE INTERVIEW DAY.

AFTER THE INTERVIEW DAY, WE'RE HERE TO WORK WITH YOU, TO GET A CONTRACT PUT TOGETHER. WE COME BACK LATER AND HELP YOU SET THE GOALSFOR THE SUPERINTENDENT. IF YOU PARTICIPATE IN ALL THAT, WE GIVE YOU A TWO YEAR GUARANTEE THAT IF FOR ANY REASON EITHER FOR THE BOARD'S OR THE CANDIDATE'S REASON IF THEY TERMINATE OR LEAVE BEFORE 2 YEARS WE'LL COME BACK AND DO THE SEARCH AT NO FEE COST, ONLY EXPENSE COSTS. SO THAT IS REALLY OUR PROCESS IN A NUTSHELL.

I KNOW THAT WE HAVE LIMITED TIME AND I DO WANT TO ANSWER YOUR QUESTIONS BUT I WANT TO LEAVE WITH YOU THIS IS THAT YOU ARE A SPECIAL DISTRICT S. YOU'VE REALLY -- I'VE KNOWN ABOUT THIS DISTRICT FOR YEARS AND YEARS HAVING WORKED SO LONG IN THE AREA. AND YOU ARE LOOKED UP TO AS A VERY STRONG DISTRICT AND A STABLE DISTRICT.

WE WANT TO MAKE SURE THAT YOUR NEXT LEADER FITS THE MOLD AND CONTINUES THE GREAT WORK THAT YOU HAVE DONE IN THIS COMMUNITY FOR YOUR CHILDREN.

THANK YOU. >> THANK YOU. QUESTION, TRUSTEES? LOOKS LIKE YOU HIT A HOME RUN.

>> I WANTED TO SAY THANK YOU FOR OUTLINING EVERYTHING IN TERMS OF THE QUESTIONS ESPECIALLY IN THE STAKEHOLDER PROCESS. I APPRECIATE THAT. IN TERMS OF THE SESSIONS THEMSELVES, WITH PAST STAKEHOLDERS THAT YOU'VE CONDUCTED WHAT HAS BEEN THE ATTENDEE, ATTENDANCE, WHAT DOES THAT LOOK LIKE?

>> HOW DOES THAT COME ABOUT? SO IT, IT DEPENDS. I THINK THAT IS THE BEST ANSWER THAT I CAN SAY ON THAT. WE DO HAVE TO DEPEND ON THE DISTRICT TO DO THE PUBLICITY BECAUSE WE DON'T KNOW YOUR VENUES FOR PUBLICITY.

TYPICALLY, IF WE CAN GET TO THE PARENTS WHERE THEY ARE, WE GET GOOD PARTICIPATION COMING BUT IF WE SAY WE'RE GOING TO HAVE A MEETING AT 6:00 WE GET LIGHT -- I'LL GIVE YOU ONE EXAMPLE OF WHERE WE GOT GREAT PARTICIPATION, A DISTRICT NEAR FRESNO, I SAID HOW CAN WE ENGAGE OUR PARENTS? A LOT OF THE CHILDRENS BRING THEIR CHILDREN TO SCHOOL AT 7:30 IN THE MORNING. OKAY WE'LL BE THERE AND WE HAD 50 PARENTS IN A ROOM FOR 3 DAYS STRAIGHT AT 3 DIFFERENT SITES BECAUSE THEY WERE ALL THERE AND THEY WANTED TO TALK TO US.

SO YOU HAVE TO GO TO WHERE THEY ARE. YOU REALLY DO. I THINK THIS PROCESS IS, IF YOU PUT INFORMATION OUT THERE YOU'LL GET A FEW PARENTS BUT IF YOU WANT TO ENGAGE A LOT OF PARENTS, IT'S GOOD TO GO WHERE THEY ARE AND MAYBE SOME OF THE REGULAR MEETINGS, SOMETIMES WE GO TO A REGULAR D. LACK MEETING AND SOMETIMES WE DO TOE A P. T. A. COUNSEL MEETING FOR THE WHOLE DISTRICTS. THAT IS. WE'VE TWO DAYS ONS THERE.

IT'S USUALLY MORE THAN 2 DAYS, WE DO TRY TO PUT THEM TOGETHER. WE DO IT IN PERSON. WE CAN DO IT BY ZOOM. SOMETIMES THAT WORKS WELL IF THERE IS A MEETING AND WE WANT TO ZOOM IN ON IT AND WE ALSO HAVE A SURVEY THAT WE PUT OUT THERE AND ENCOURAGE EVERYBODY TO INDEPENDENTLY ANSWER THE 4 QUESTIONS.

IN A TYPICAL DISTRICT, WE TRY TO, IF WE TAKE THE A. D.

A. THAT WE HAVE, WE TRY TO GET UP TO AT LEAST 5% PARTICIPATION. IF YOU HAVE 10,000 STUDENTS, WE WOULD LIKE TO GET 500 RESPONSES AT LEAST. OKAY. THAT IS OUR

METRICS THAT WE USE. >> OKAY. I DON'T SEE ANY OTHER QUESTION, THANK YOU. WAIT. GOT ONE THERE?

>> SHE NEEDS THE HEAT TURNED UP A LITTLE BIT.

[LAUGHTER] >> THANK YOU SO MUCH.

>> THANK YOU VERY MUCH. >> THANK YOU.

>> I DON'T SEE ANY PUBLIC COMMENT. SO THIS IS THE TIME WHERE TRUSTEES GET TO TALK ABOUT THE PRESENTATIONS YOU RECEIVED. ARE WE WITNESSED.

DEBATE, DISCUSSION? PREFERENCES? IS THERE A MOTION? WHAT IS THE BOARD THINKING?

>> TRUSTEE HARDEN. >> THANK YOU, I THINK THEY WERE ALL AMAZING. I WILL BE -- I'VE CHANGED WHO MY NUMBER ONE WAS. I WILL SAY THAT H. Y. A. HAS SO MUCH TO OFFER THEY'RE PHENOMENAL. THE FEE IS A LITTLE BIT OUTRAGEOUS AS EVERYBODY STATED WE'RE SUCH,

[01:45:01]

YOU DON'T KNOW. FILLET MIGNON OF THE SCHOOL BOARDS RIGHT NOW AND I THINK WE CAN LOOK AT SOME OF THE SMALLER ONES. I THINK EVERYBODY HAD GREAT PRESENTATIONS. AND

THAT'S ALL FOR ME. >> OKAY.

>> IF THERE ARE NO MORE DISCUSSIONS I DO HAVE A

MOTION. >> WE'LL HOLD THE MOTION FOR A DISCUSSION. I GUESS I'LL STATE MY OPINION.

I LIKE H. Y. A.'S PRESENTATION.

THERE IS A LOT OF WHAT WE CALL MARKETING POINTS OF PARITY BETWEEN PRESENTATIONS BUT FOR ME A BIG DECISION MAKER WOULD BE THE DATA. ACCESS TO ANALYTICS, THERE IS VERY SPECIFIC QUESTIONS ABOUT SUCCESS RATES, REACH, STAFFING, THOSE THINGS. I THINK H. Y. A. HAS A LOT OF THAT. THE FIRST PRESENTATION WE RECEIVED -- [INDISCERNIBLE] LEADERSHIP ASSOCIATES, THEY HAVE A LOT HISTORY. WELL CONNECTED. HAVE ACCESS TO DATA BASES. I LIKE THEIR APPROACH WHEN IT COMES TO OUTREACH. BUT IF I'M BEING LOOKING AT NO OFFENSE, YOU'VE BEEN FANTASTIC, YOU CAN GO WITH SUB CERTIFICATION THEY HAVE THAT PROVEN TRACK RECORD OF SUCCESS BUT WE ALSO SAY IS IT TIME TO DO SOMETHING DIFFERENT? THAT'S AN OPPORTUNITY FOR US TO CONSIDER WHAT WE'RE DOING, WHAT IS WORKING, WHAT IS NOT WORKING? TRUSTEE HARDEN HAS A MOTION BUT I WOULD LIKE TO HEAR FROM OTHER TRUSTEE ONS THEIR THOUGHTS OR NOT. THAT IS FINE.

>> NO, I WANTED TO ECHO COMMENTS REGARDING HOW EACH HAD THEIR UNIQUE STRENGTHS AND DIFFERENCES IN PREPARATIONS. I THINK WHAT STICKS OUT FOR ME IS BEING FAMILIAR WITH CALIFORNIA ISSUE, BEING INTENTIONAL ABOUT DIVERSITY ISSUES SO I MEAN FOR ME I'M LEANING A LITTLE MORE TOWARDS THEM, MCPHERSON JAKE OBJECTSON.

>> THANK YOU, TRUSTEE MORA. >> SO I'M, MY ALWAYS WANT TO ROOT FOR THE UNDERDOG. I THINK THAT IS PART OF IT.

BUT I REALLY APPRECIATE THE INTERWEAVING OF EQUITY, DIVERSITY AND INCLUSION THOUGHT THE ENTIRETY OF THEIR PRESENTATION AND WHAT SEEMS TO BE THE ENTIRETY OF WHAT THEY DO FOR WAS IT COSTCO.

>> YEAH. >> SO I KNOW THEY ARE A SMALLER FIRM BUT TO ME THAT STUCK OUT.

I DON'T THINK WE'RE GOING TO DEVELOP A SET OF METRICS OR A MATRIX FOR OUR DECISION, BUT IF WE DID, I WOULD DEFINITELY PLACE THAT A BIT HIGHER THAN ANY OTHER KIND OF, YOU KNOW, CONSIDERATION. REALLY JUST BECAUSE OF THE WHAT MAKES OUR DISTRICT STRONG AND WHAT, WHERE OUR VALUES ARE. THAT BEING SAID, I DO SEE THE STRENGTHS OF SOME OF THE OTHER FIRMS IN WHAT THEY HAVE TO OFFER FROM, AND THE ENTIRETY OF THE SEARCH PROCESS. BUT I I WANT TO EMPHASIZE WHAT THE SMALLER FIRM HAD TO OFFER JUST WITH THEIR VERY CLEAR UNDERSTANDING OF NOT ONLY WHAT MAKES OUR DISTRICT STRONG BUT HOW THEY CAN HELP AMPLIFY THE STRENGTH THAT WE

HAVE. >> THANK YOU. WELL NOTED.

TRUSTEE HEREDIA. >> OKAY. SO HAVING GONE THROUGH THIS BEFORE, A COUPLE OF TIMES, THROUGHOUT THE YEARS, AND AM FAMILIAR WITH THE FIRST SEARCH THAT CAME BEFORE US. THE STRENGTH WITH THAT IS THAT THEY'RE LOCAL. THEY KNOW US. THEY'VE BEEN HERE BEFORE. THEY FOUND CHRIS EVANS SO, YOU KNOW, THEY KNOW US. THEY HAVE THE FAMILIARITY IN THAT SENSE, BUT I WAS -- BUT I'M LOOKING -- I WAS, YOU KNOW, LOOKING FOR SOMEONE -- A DIFFERENT SEARCH FIRM THIS TIME, AND THE QUESTION FOR ME BECAME THE LARGER SEARCH FIRMS OR THE SMALLER SEARCH FIRMS? I LIKE THE ONE THAT SAID, YOU KNOW, WE LEAD WERE OUR HEARTS.

-- WITH OUR HEARTS AND REALLY FOCUSED ON THE COMMUNITY AND FOCUSED ON WHAT WAS IMPORTANT HERE.

WHAT I'M STRUGGLING WITH IS THAT I DON'T KNOW IF I HAVE THE CONFIDENCE IN THE SMALLER SEARCH FIRMS AS MUCH AS I DO THE LARGER ONES BECAUSE THE LARGER ONES HAVE THE EXPERIENCE, AND I KNOW THAT THERE ARE GREAT STRENGTH WITH THE SMALLER ONES, BUT AT THE SAME TIME,

[01:50:04]

THIS IS SUCH AN IMPORTANT SEARCH, AND WE ARE GOING TO BE VEST -- INVESTING A LOT OF TIME IN THIS SEARCH, SO I'M LEANING TO MCPHERSON ONLY BECAUSE THEY ARE SO SYSTEMIC IN THEIR APPROACH AND OUTLINED IT REALLY WELL AND HAVE THE REPUTATION. I WOULD HAVE LIKED TO HAVE -- WELL SOME OF THE OTHER FIRMS BUT -- THAT ONE --

>> THAT'SED ONE YOU LIKE. >> ALL RIGHT. WE HAVE SOME VARIED OPINIONS HERE. SO I'M GOING TO TEST THE WATERS. THERE IS A MOTION FROM ERICKA HARDEN, WOULD YOU LIKE TO EXPLAIN THE MOTION A

LITTLE BIT MORE? >> OH, NO.

>> I MEAN YOU HAVE TO PUT A MOTION --

>> PUT THE MOTION OUT. THERE I THOUGHT YOU WANTED

EXPLANATION. >> I WOULD ENTERTAIN A

MOTION? >> OKAY. THANK YOU. MY MOTION IS TO GO WITH MCPHERSON FOR OUR

SUPERINTENDENT SEARCH. >> OKAY.

THERE IS A MOTION BY TRUSTEE HARDEN TO SELECT MCPHERSON, IS THERE A SECOND.

>> I'LL SECOND. >> SECTED BY TRUSTEE HEREDIA. I'M SORRY, GETTING PAST MY BEDTIME PERSONALLY.

PLEASE CALL THE.

[XV.a. Literacy Plan: Writing Update Tonja Jarrell, Associate Superintendent The Board of Trustees is being asked to receive a Board report on the Literacy Plan. No action is required.]

CONGRATULATIONS MCPHERSON. [APPLAUSE]

>> ALL RIGHT. NEXT UP ON THE AGENDA IS THE BOARD REPORT. THE LITERACY PLAN, WRITING UPDATE. THE, THIS REPORT WAS ATTACHED TO THE BOARD AGENDA WHEN IT WAS PUBLISHED ON FRIDAY, DECEMBER 9TH. IT'S A GREAT REPORT. THANK YOU SO MUCH. I DON'T, TRUSTEES HAD A CHANCE TO READ IS BUT THERE IS ONE CALLOUT I WOULD LIKE TO TALK ABOUT IN THE REPORT. THERE IS A BULLET POINT THAT SAYS IF THE TEACHER, WHEN TALKING ABOUT THE LITERACY PLAN, PARTICIPATED IN A LIGHTERAGE PROFESSIONAL DEVELOPMENT SESSION THEY HAD A LARGER INCREASE IN THEIR STUDENTS' AVERAGE SCORES ON THE POST-ASESSIONMENT AS WELL AS A LARGER INCREASE ON PRE, IF OUR TEACHERS ARE TAKING TRAINING WE SEE BOOSTS IN OUR STUDENT SCORES IS NOT SURPRISING TO ME.

I WOULD ENCOURAGE OUR TEACHERS TO PARTICIPATE IN THE PROFESSIONAL DEVELOPMENT FOR THE BETTERMENT OF THE KIDS AND PERSONALLY OPEN TO INCENTIVIZING THAT MORE. I SEE STAFF RIGHT NOW -- WRITING, THE SUGGESTION IS TO MOVE THE WRITE FROM THE INFORMATIVE OR KEEP IS IN THE INFORMATIVE PHASE. I LIKE THE ARGUMENTATION PHASE BECAUSE THERE IS SO MUCH ARGUMENTATION IS SO MUCH FUN. WE ENJOY IT UP HERE THOROUGHLY.

WE HAVE ROBUST DISCUSSIONS AND KIDS GAIN CONFIDENCE WHEN THEY LEARN TO ARGUE THEIR CASE, I HAVE A DAUGHTER AND SHE IS WINNING MOST OF THE NEGOTIATIONS BUT IT'S FASCINATING TO SEE HER, NO, DAD, PLEASE CAN I HAVE EXTRA TIME TO PLAY XBOX, I'LL SAY WHY SHOULD YOU HAVE MORE TIME? SHE WILL SAY WELL, BECAUSE I'M THE BEST.

SEEING THAT CONFIDENCE IS IMPORTANT AND I WOULD HOPE THAT WE CAN MOVE MORE TO THE ARGUMENTATION PHASE. ANY

ORE DISCUSSION? >> I APPRECIATE IT. I DISCUSSION IT AND, YES. THIS IS --

>> IT'S FANTASTIC. >> VERY IMPORTANT TO ME.

>> THANK YOU. STAFF. >> ALL RIGHT. NEXT UP WE

[XVI. CONSENT ITEMS]

HAVE THE CONSENT CALENDAR, IS THERE A MOTION?

>> I'LL MOTOR VEHICLES TO MOVE.

>> MOVED BY TRUSTEE MORROW. SECONDED BY TRUSTEE GRANT.

[XVII.a. Present and Approve 2022-23 First Interim Budget Report and Positive Certification Superintendent Recommends Approval William Young, Deputy Superintendent The Board is asked to approve the 2022-23 First Interim Budget Report and Positive Certification.]

NEXT UP WE HAVE THE PRESENT AND APPROVE THE FIRST INTERIM BUDGETED REPORT AND POSITIVE CERTIFICATION DEPUTIY SUPERINTENDENT WILLIAM YOUNG WILL TAKE US

THROUGH THE PRESENTATION. >> GOOD EVENING, PRESENTED TONIGHT BEFORE YOU IS THE FIRST INTERIM FOR 2023. AND I WILL ATTEMPT TO DO THIS PLEASE ASK QUESTIONS AS I GO THROUGH THE SLIDES. AS WE DEVELOP OUR BUDGET AND LOOK AT THE BUDGETS WE SPOKEUS ON THE VISION AND CORE VALUES. AS WE MOVE FORWARD TONIGHT YOU CAN SEE THE OBJECTIVES FOR TONIGHT'S PRESENTATIONS.

THE BIG PART OF IT IS SHARING THE INFORMATION ABOUT INTERMARCH REPORTS. SHARING BUDGET ILIGHTS AND

[01:55:02]

ASSUMPTIONS TO DATE BECAUSE THE INTERIM REPORT RUNS THROUGH OCTOBER 31. ANY FINANCIAL DATA FROM OCTOBER 31 IN THIS FISCAL YEAR AND TALK ABOUT REFUSE FLUE, EXPENDITURES AND RESERVATION, HOW ARE WE SAVING FOR THE FUTURE? THEN TALK ABOUT THE MULTIYEAR PROJECTIONS. JUST A QUICK OVERVIEW OF INTERIM REPORTS. AS I MENTIONED BEFORE, TONIGHT'S REPORT IS THE FIRST INTERIM REPORT. LATER THIS WE ARE WE'LL TALK ABOUT THE SECOND INTERRUM BUT THE FIRST INTERIM REPORT IS DUE DECEMBER 15TH. JUST IN TIME AND IT'S FOR THE PERIOD THROUGH OCTOBER 31. AS SHARED IN THE TITLE OF THIS ACTION ITEM IT'S A POSITIVE SERGEANT INDICATION. -- CERTIFICATION.

[APPLAUSE] YEAH! PART OF THE INTERIM REPORTS IS YOU HAVE TO REPORT OUT UNDER STATE LAW AND TAKING A LOOK AT 3 YEARS OUT WHETHER IT'S A POSITIVE CERTIFICATION, MEANING WE CAN MEET OUR FINANCIAL OBLIGATIONS FOR THE CURRENT YEAR AND THE NEXT TWO FISCAL YEARS FORECASTED. IT'S QUALIFIED IF WE COULD EVENLY MEET THE CURRENT OR 2 SUBSEQUENT FISCAL YEARS, I'M ANOTHER, SORRY NOT MEET, WE MAY NOT MEET ONE OF THE YEARS AND NEGATIVE CERTIFICATION IS WHEN YOU ARE UNABLE TO MEET THE FINANCIAL OBLIGATIONS FOR THE REMAINDER OF THE CURRENT YEAR FOR SUBSEQUENT FISCAL YEARS, WE WANT TO FOCUS ON MOVING FORWARD IN A POSITIVE INTERIM REPORT MINDSET.

AS A REMINDER THIS IS OUR CYCLE OF BUDGET DEVELOPMENT.

WHAT YOU WILL NOTE IS ON THE LEFT SIDE IS THE FIRST INTERIM REPORT HIGHLIGHTED IN GREEN. THAT IS WHERE WE'RE AT IN THE CYCLE OF BUDGET DEVELOPMENT.

THE YELLOW ITEMS ARE ITEMS WE REFERENCE IN DEVELOPING THE BUDGET BUT ALSO DUE TO THE PANDEMIC WE ALSO RECOGNIZE THAT THE CALIFORNIA DASHBOARD AND OTHER DATA THAT DRIVES BUDGET DECISION MAKING MAY BE OFFCYCLE. POSITIVE CERTIFICATION, POSITIVE CERTIFICATION MEANING WE CAN MEET OUR FINANCIAL OBLIGATIONS INCLUDING 3% RESERVE. FOR US THAT'S ABOUT 5.7 MILLION AND TO PUT THAT INTO CONTEXT OF THE SIZE AND SCOPE OF THE RESERVE, 5.7 MILLION DOLLAR ONLY COVERS ABOUT A WEEK AND A HALF OF PAYROLL.

SO WHILE IT'S REQUIRED BY THE STATE, IT'S AN AMOUNT WE NEED TO STAY FOCUSED ON AS WE MOVE FORWARD INTO THE FUTURE. WE HAVE A BOARD POLICY THAT ALSO UNDER BOARD TRUSTEE DIRECTION WE REQUIRE AT LEAST 9% AS WE MOVE FORWARD. SO WHILE WE MEET THE 3%, WE'LL ALSO FOCUS ON MEETING THE POLICIES THAT ARE SET BY THE BOARD WHICH IS AT LEAST 9% RESERVE. IN CALIFORNIA ONLY A HANDFUL OF STATES STILL USE AVERAGE DAILY ATTENDANCE AS A FUNDING MECHANISM FOR SCHOOL DISTRICTS. CALIFORNIA IS ONE OF THEM. SO I'LL REFERENCE A. D. A.

AS WE MOVE FORWARD BUT AVERAGE DAILY ATTENDANCE IS A FACTOR. WHEN -- ON THE LAST BULLET, WE'RE CURRENTLY PROJECTING 94.95% A.D.A.BECAUSE WE CURRENTLY HAVE UNDER THE STATE BUDGET ADOPTION THE ABILITY TO IMPLEMENT AN A.D.A.MITIGATION LOSS FACTOR. THAT IS ACROSS THE STATE RECOGNIZING THAT THE PANDEMIC IMPACT A.D.A.FOR MANY SCHOOL DISTRICTS.

INSTEAD OF USING LAST YEAR'S A.D.A.WE CAN USE AN AVERAGE OF THE PRIOR 3. IN THIS ONE PARTICULAR FISCAL YEAR.

THE REALITY IS BECAUSE OF THE PANDEMIC, MANY SCHOOL DISTRICTS ARE FACING LOWER A.D.A. IF THAT MITIGATION LOSS FACTOR WASN'T THERE, TODAY'S PROJECTION IS 91% A.D.A.SO A DROP OF ABOUT 4%. SO THAT ALSO HAS TO STAY ON THE RADAR AS WE MOVE FORWARD IN FORECASTING AND MAKING SURE WE HAVE STUFF FUNDS TO MEET REQUIREMENTS OF THE RESERVE AND ALSO THE BOARD POLICY.

>> I WANT TO SAY THAT IS CRITICAL FOR US TO UNDERSTAND AS TRUSTEES BECAUSE THERE WAS HOPE THAT THE LEGISLATURE WOULD LOOK AT THIS MORE BENZ -- INTENSITY AND LOOK AT THIS, AND CONSIDER HOW THEY COULD REALLY REWARD DISTRICTS WITH HIGHER REVENUE FOR A.D.A. SO THE FACT WE GOT TO GO BACK AND THEN USE THE AVERAGE, YOU KNOW, WAS IMPORTANT. THAT WAS A WIN FOR US BUT IT

IS A SHORT WIN. >> IT IS.

>> IT'S WHAT -- AS YOU SAID THAT'S WHAT WE HAVE TO BE

[02:00:03]

CAREFUL. >> AS YOU MENTIONED RECOGNIZED AND HELPFUL AS WE MOVE FORWARD. 1% A.D.A.IS ABOUT 1.4 MILLION DOLLAR. SO EVERY TIME WE DROP 1% A.D.A.IN THIS CURRENT YEAR, FISCAL FACTOR IT'S ABOUT $1.4 MILLION. WE'RE ALSO FACED WITH JUST RIGHT NOW WE HAVE THE FLU GOING AROUND. WE'VE R. S. V. RESPIRATORY VIRUS AND ALSO COVID. ALSO OF THOSE ARE IMPACTING OUR A.D.A.AS WE'RE MOVING FORWARD.

ALSO IMPACTING ACADEMICS BEINGS NOT JUST THE FINANCIAL PIECE BUT THE ACADEMICS. ALSO IN THE HIGHLIGHTS UNDER L.C.F.F.LOCAL CONTROL FUNDING FORMULA THE UNDUPLICATED COUNT IS A FACTOR IN ADDITION TO A.D.A.TO MAKING SURE WE HAVE ADDITIONAL SUPPLEMENTAL WHAT THEY CALL SUPPLEMENTAL FUNDS TO SUPPORT STUDENTS PROGRAMS, WE'RE SEEING AN INCREASE IN THE UNDUPLICATED PERCENTAGE PEOPLE COUNT. WE HISTORICALLY WE WERE AT 63%. WE, FOR THIS BUDGET, WE FORECASTED 66.24 AND AS OF LAST WEEK IT'S 67 -- [INDISCERNIBLE] 67.17 SO WE'RE SEEING AN INCREASE IN UNDUPLICATED PUPIL PERCENTAGE. THAT INCLUDES IN THE FACTOR STUDENTS THAT ARE FREE AND REDUCED LUNCH STATUS INCOME CONTINGENT, FOSTER STUDENTS AND UNDUPLICATED MEANS WE CAN'T COUNT THEM MORE THANKS ONE. ALSO IN THE HIGHLIGHTS WE INCLUDED IN THE BUDGET THE NEW SAFETY AND SAFE SCHOOLS DEPARTMENT DEPARTMENT. RECOGNIZING CONVERSATIONS ABOUT PAST AND THE INTEREST OF MOVING THAT FORWARD THAT'S INCLUDED IN THE BUDGET IN THIS BUDGET REPORTING.

SINCE JUNE, SINCE TRUSTEES TOOK ACTION TO ADOPT THE DISTRICT BUDGET, THERE HAS BEEN THE ADOPTED STATE BUDGET WHICH PROVIDED ADDITIONAL FUNDS AND YOU CAN SEE THE AMOUNTS OF ONGOING FUNDS ON THE LEFT SIDE TOTALING $15.5 MILLION IN NEW ONGOING FUNDS. MOST OF THAT HAS BEEN ANTICIPATED AND ACTUALLY BUILT INTO THE BUDGET. L.C.F.F.AUGMENTATION OF 6.7%, WE'RE ABLE TO OFFER SALARY INCREASES AND BENEFIT ADJUSTMENTS SO THAT MONEY HAS ALREADY BEEN EAR MARKED AND USED UP IN THE BUDGET. WE DID RECEIVE ADDITIONAL ONE TIME MONEY AROUND ARTS, MUSIC AND STRUCTURAL MATERIALS AROUND 6.5 MILLION.

ONCE WE USE IT, IT'S NOT ANTICIPATED TO BE REPLACED.

SO WE ALSO HAVE TO BE CAUTIOUS TO MAKE SURE TO NOT BUDGET FOR EXPENDITURES THAT ARE ONGOING WITH ONE TIME FUNDS OR ELSE IT MAY CREATE A DEFICIT DOWN THE ROAD.

>> I HAVE A QUESTION. THE MONEY FOR THE ARTS, MUSIC AND STRUCTURAL IS THAT THE MONEY THAT STIPULATES A PERCENTAGE MUST BE USED FOR PERSONNEL?

>> THIS PARTICULAR BLOCK GRANT IS NO.

>> OKAY. >> AT THE TIME OF THE FIRST INTERIM DEVELOPMENT THAT WAS' PASSED IN NOVEMBER

ALONG WITH THE ELECTION -- >> YEAH.

>> SO THERE WAS ADDITIONAL FUNDING COMING SPECIFICALLY

FOR ARTS AND MUSIC. >> RIGHT.

>> WHICH DOES REQUIRE A PERCENTAGE OF THE MONEY BE SPENT ON RELATED STAFFING. THAT WILL BE ALLOCATED BY SITE LEVEL. BY SCHOOL SITE LEVEL.

>> OKAY. THAT'S THE ONE -- >> WHICH WILL BE VERY INTERESTING HOW A SITE CAN AFFORD TULL TIME STAFF WHEN THE AVERAGE TEACHER COST IS ALMOST $100,000 A YEAR NOW AND DON'T KNOW WHAT EACH SCHOOL IS GOING TO GET. SO THAT ONE IS DEFINITELY A SEER -- YOU SEE RESTRICTED POP UP A LOT AND IT'S VERY HARD TO TRACK.

>> I THINK THAT ONE WAS A LITTLE DECEPTIVE IN THINKING THERE WOULD BE A LOT OF MONEY COMING INTO SCHOOLS, BUT I'M NOT SURE EVERYBODY READ THE FINE PRINT ON THAT WHICH TALKS ABOUT, YOU KNOW, WHAT YOU HAVE TO SPEND IT

ON. >> (CAPTIONS WILL RESUME SHORTLY.)

[02:05:35]

>> HERE YOU CAN SEE THE GENERAL FUND EXEXPENDITURES, A BIG PICTURE AS FAR AS SALARY, HOW MUCH IS BEING SPENT, CLASSIFIED SALARIES AND YOU CAN SEE THE REST.

ITEMS ON THE LIST THERE. TAKING THAT LIST PUTTING IS IN A PIE GRAPH YOU CAN SEE HOW IT'S BROKEN UP. ON THE RIGHT SIDE, ABOUT 81% OF THE EXPENDITURES ARE RELATED TO STAFFING COSTS. SALARIES AND BENEFITS AND REQUIRED STATE AND FEDERAL TAXES. ON THE NEXT AGENDA ITEM IS RESOLUTION REGARDING COMMITTING FUNDS, ENDING FUND BOLL SO YOU CAN SEE 5.7 MILLION AS I MENTIONED EARLIER IS EAR MARKED FOR 3% RESERVE STATE MANDATED.

THEN A RECOMMENDATION AS WE MOVE FORWARD TO COMMIT STABILIZATION ARRANGEMENTS PER BOARD POLICY TO MEET THE 9%, AT LEAST 9% RESERVE MINIMUM. ALSO PLAN FOR ANY UPS AND DOWNS IN ENROLLMENT OR STATE FISCAL CRISIS, ALSO IN THE COMMITTED COLUMN YOU CAN SEE PLANNING FOR TEXTBOOK ADOPTION AND TECHNOLOGY REFRESH AS WE ARE IN ONE-TO-ONE TECHNOLOGY.

>> SHOUTOUT TO THE COMMITMENT TO THE TRACK

TURF, THANK YOU. >> HISTORICAL PERSPECTIVE OF ENROLLMENT VERSUS A.D.A. AS YOU RECALL THIS IS A 3 YEAR BUDGET PRESENTATION GETTING AN UPDATE ON THE CURRENT BUDGET FORECASTING OUT THE NEXT TWO YEARS.

RIGHT NOW WE'RE FORECASTING OUT PLAT ENROLLMENT GROWTH.

DESPITE THE CONSTRUCTION THAT IS HAPPENING RIGHT NOW WE'RE TAKING A CONSERVATIVE APPROACH TO PLAN FOR FLAT ENROLLMENT GROWTH. THIS YEAR WE SAW AN INCREASE OF ENROLLMENT OF 268 STUDENTS. YOU ALSO NOTE THE GREENLINE IS MUCH LOWER THAN THE BLUELINE. THAT IS THE 91% ATTENDANCE RATE FACTOR. AS ATTENDANCE INCREASES THE 2 LINES WILL START TO COME CLOSER TOGETHER.

AGAIN WE'RE TAKING A CONSERVATIVE APPROACH PLANNING FOR 91% THIS, THIS YEAR, NEXT YEAR AND THE THIRD YEAR OUT WOULD BE 92%. AS WE PLAN AND PROJECT OUT TO NEXT YEAR, 23, 24, YOU CAN SEE FACTORS AND CONSIDERATIONS AS WE MOVE FORWARD.

RIGHT NOW, SCHOOL SERVICES OF CALIFORNIA IS PROJECTED A 5.38% COLA, THAT WAS A FACTOR USED FOR NEXT YEAR.

WE'RE HEARING AT THE STATE LEVEL, IT'S STILL SUBJECT TO GOVERNOR'S BUDGET ANNOUNCEMENT IN JANUARY.

THEN ALL THE WAY THROUGH MAY. THEY'RE FORECASTING RIGHT NOW POTENTIALLY 8.4% COLA. DESPITE BEING IN A PLACE WITH INFLATION AND A POTENTIAL RECESSION.

THERE IS A FORECAST FOR INCREASED COLA. ALSO FIRST INTERIM IS FORECASTING OUT 24-25 YEARS, YOU CAN SEE FACTORS THAT ARE USED TO DEVELOP ARCHED FORECAST THIS BUDGET. -- AND FORECAST THIS BUDGET.

THEN FOR ME 3 YEAR PERSPECTIVE THE LAST 2 SLIDES IS A MULTIYEAR PROJECTION.

TAKING A LOOK AT THE CURRENT YEAR PROJECTED BUDGET THEN THE TWO OUT YEARS. WHAT YOU'LL WANT TO FOCUS ON IS ANY AREAS THAT ARE INDICATING RED MEANING WE'RE DEFICIT SPENDING IN THAT AREA.

THAT IS STILL SUBJECT TO CHANGE BETWEEN NOW AND SECOND INTERIM RECOGNIZING ADDITIONAL CHANGES OR ADJUSTMENTS. ONE THING TO NOTE THE 4.6 MILLION YOU SEE IN 23, 24, IN 24-25 IS EARLIER I MENTIONED ONE TIME MONEY. WE RECEIVED THAT THIS YEAR SO IT'S NOT ONGOING FUNDING SO YOU WON'T SEE ADDITIONAL REVENUE AT THE TOP SO IT'S GOING TO LOOK LIKE WE'RE SPENDING MORE BECAUSE THE REVENUE CAME IN THIS PARTICULAR

[02:10:03]

YEAR. THEN A MORE DETAILED REPORT IF YOU WANT TO DIVE INTO THE MULTIYEAR PROJECTION.

DISCUSSION? MOTION? >> THANK YOU, FOR ALL YOUR HARD WORK, I MEAN A LOT GOES INTO IT AND I JUST RECEIVED A TEXT FROM A COMMUNITY PLACE

>> SURE THAT WE SAY THAT. THANK YOU FOR EVERYTHING.

[XVII.n. Approve Roberts Family Development Center - Freedom Schools Contract William Young, Deputy Superintendent The Board is asked to approve $206,307 to support a summer Freedom Schools program run by the Roberts Family Development Center (RFDC).]

WITHOUT OBJECTION THAT CARRIES 5-0. YOU NEVER KNOW THESE THINGS. APPROVE ROBERTS FAMILY DEVELOPMENT CENTER FREEDOM SCHOOL CONTRACT IF IT'S OKAY WITH THE TRUSTEES I HAVE PUBLIC COMMENT I WOULD LIKE TO START WITH VERSE FIRST I HAVE JACLYN KENDRICKS.

>> >> GOOD EVENING EVERYONE. CAN YOU HEAR ME? HOW ARE YOU? I AM A REPRESENTATIVE OF ? DEVELOPMENT CENTER I CURRENTLY SERVE AS A DIRECTOR OF EDUCATION SERVICES. THANK YOU FOR GIVING US THIS OPPORTUNITY TO MAKE A QUICK STATEMENT. IN A WORLD THAT IS HURTING AND HARD FOR CHILDREN AND ADULTS PHYSICALLY, SOCIALLY AND EMOTIONALLY FREEDOM SCHOOL PROGRAM THAT WE SERVE ENHANCES A CHILD MOTIVATION AND DESIRE TO FOCUS ON LEARNING, READING AND LEAVING. FREEDOM SCHOOL HELPS THE SCHOLARS FEEL GOOD ABOUT THEMSELVES AND HELPS PREPARE THEM AND MAKE THEM READY TO LEARN. OUR PROGRAM IS LAYERED WITH A ROBUST EVALUATION AND TRAINING PROCESS IT IS LED BY THE CHILDREN'S DEFENSE FUND NATIONAL PARTNERS ON LOCALLY WITH THE SUPPORT OF INNOVATION BRIDGE. OUR REPORT I THINK YOU GUYS HAVE RECEIVED IT ILLUSTRATES AND OUTLINES THE EVALUATION PROCESS AND SOME OF OUR MOST RECENT OUTCOMES THERE IS A WRITING COMPONENT AND A READING COMPONENT AND GOOD

OLD-FASHIONED FUN FOR KIDS. SO THANK YOU. >> THANK YOU FOR YOUR COMMENTS.

NEXT STEP BP I HAVE BREEZE A TRUJILLO. >> MY GRANDSON WAS AT TWO RIVERS FOR TWO YEARS PREVIOUSLY AND HE WAS.[INDISCERNIBLE] FAMILY DEVELOPMENT CENTER AND I KNOW THEY HAVE GOOD PROGRAMS OVER THERE AND I HOPE THAT THE DISTRICT WILL BE ABLE TO LET THEM COME TO THE SCHOOL DISTRICT AND HAVE OPPORTUNITY FOR THE KIDS THAT ARE NOT DOING ANYTHING DURING THE SUMMERTIME SO JUST TO LET YOU KNOW THAT IT IS A GOOD PROGRAM AND I KNOW

[02:20:01]

THAT PARENTS AND CHILDREN ENJOY THAT SO ?.[INDISCERNIBLE] THANK YOU.

>> NEXT UP I HAVE DARRELL ROBERTS. [INDISCERNIBLE] SHARON THURMAN.

>>.[INDISCERNIBLE] YOU COME AND USE IT AND YOU LOOK ATTENTIVE AT THESE MEETINGS AND ASK QUESTIONS. THANK YOU. I AM HERE ON BEHALF OF THE NATOMIS BLACKBERRY UNITED GROUP BECAUSE WE WANT TO SUPPORT THE ROBERTS FAMILY DEVELOPMENT CENTER PRESENTING FREEDOM SCHOOLS BUT SOMETIMES IT'S A PERSONAL TESTIMONY OF A PERSON THAT WILL HELP A FIRM I BRING TO YOUR COMMENTS FROM TRACY ROSS. I HAVE MY FIVE KIDS ATTEND THE FREEDOM SCHOOL AND BECAUSE OF THEM MY SENIOR IS GRADUATING THIS YEAR THE TOP OF HER CLASS. SHE HAS A FULL RIDE TO MORGAN STATE MY EIGHTH-GRADER IS NUMBER TWO BECAUSE OF HER GRADES AND IS TRANSITIONING TO NINTH GRADES WITH MANY AWARDS AND ACCOLADES. THEY GAVE MY SHY DAUGHTER THE CONFIDENCE AND MOTIVATION SHE NEEDED. MY SEVENTH GRADER WAS HONORED FOR HAVING A 4.0 THE PROGRAM ENGRAVED A WORK ETHIC IN MY DAUGHTER. MY FIFTH-GRADER WILL BE GOING TO SIX GRADE AS A GATES SCHOLAR. OUR FTC INCREASES CONFIDENCE AND GAVE HIM THE TOOLS TO BECOME A BETTER SCHOLAR. MY FOURTH-GRADER BECAME NOT JUST A BETTER READER BUT EXCELLED IN HIS READING SKILLS. THE ROBERTS FAMILY ASSESSED EVERY ONE OF MY KIDS AND ADVANCED ALL OF THE AREAS WHERE THEY STRUGGLED. HOW I AM FOREVER GRATEFUL FOR THIS PROGRAM.

THANK YOU TO THE ROBERTS FAMILY AND I WANT TO THANK YOU ALL BECAUSE I AM ANTICIPATING YOU

ARE GOING TO VOTE YES. THANK YOU. >> OKAY. I HAVE NO MORE PUBLIC, TOM THIS ITEM. DEBATE, DISCUSSION, QUESTIONS. I HAVE A FEW QUESTIONS I WOULD LIKE TO KICK OFF. SO JUST REVIEWING THE CONTRACT AND THE ACTUAL PROPOSAL ITSELF THE QUESTION MAY BE TO THE DISTRICT OR SOMEONE WHO REPRESENTED THE DEVELOPMENT CENTER I HEARD A LOT OF INTERESTING OPINIONS ON SAFETY THIS YEAR MULTIPLE TIMES PART OF OUR CONTRACT SAID THE CONTRACTORS RESPONSIBLE FOR MAINTAINING SAFETY AT THE SAFE HAVEN SCHOOL GUIDELINES IN ACCORDANCE WITH THE POLICY 5111.1 THE CONTRACTOR SHOULD BE RESPONSIBLE TO ASCERTAIN SAFETY, SECURITY, SCHOOL GROUNDS ETC. HAVE THIS PROGRAM'S ABILITY TO ENSURE THAT OUR KIDS ARE SAFE RELATIONSHIP WITH FREEDOM SCHOOLS WHAT TYPE OF RELATIONSHIPS WITH LAW ENFORCEMENT PARTNERS AND SRO THAT'S FOR ANYONE TO ANSWER IDEALLY. SOMEONE WHO REPRESENTS THE ROBERTS FAMILY DEVELOPMENT CENTER.

>> FIRST OF ALL ET KEEP A TIGHT RATIO ON OUR CHILDREN. IT'S A 1 TO 10 RATIO ADULT STUDENT IN THE CLASSROOM AND THERE ARE FIVE OR SIX ADDITIONAL STAFF MEMBERS WHO ARE ADMINISTRATIVE ON-SITE WE HAVE AN EXCELLENT RELATIONSHIP WITH SCHOOL DISTRICT POLICE OFFICERS AND CITY POLICE OFFICERS. WE FOLLOW THE SCHOOL PROTOCOLS IN ALIGNMENT WITH SAFETY REGULATIONS AND WE IMPLORE OUR PRINCIPLES ON THE CY FAIR ON THEIR STAFF AND FOLLOW THE RECOMMENDATIONS OF THE SCHOOL DISTRICT TO ? THE SAFETY OF OUR CAMPUS.

>> AND ARE THE STAFF MEMBERS TRAINED IN CRISIS RESPONSE? >> THE STAFF RECEIVE 60 HOURS OF TRAINING DIRECTLY FROM THE CHILDREN'S DEFENSE FUND AND ANOTHER 60 HOURS ON SITE LOCALLY THAT GOES OVER ALL OF THE CRISIS RESPONSE INITIATIVES. FIRST AID, CPR.

THOSE ITEMS RIGHT >> JUST ANOTHER QUESTION WHEN I LOOK AT THE PROPOSAL THERE IS A $52,480 ITEM RELATED TO SERVANT LEADER INTERNS. COULD YOU TALK TO ME ABOUT THE SERVANT LEADER INTERNS, THEIR PREPAREDNESS. JUST PART OF CANDIDLY SPEAKING ONLY HAVE THE DISCUSSION ABOUT THIS PROGRAM LAST TIME. WAS THERE ALIGNMENT WASN'T GOING TO BE ABLE TO MOVE OUTCOMES, NATOMIS SCA $52,000 ITEM FOR INTERNS. THAT'S CONCERNING TO ME. SUE MCKAY SERVANT LEADER IN TURN IS A PERSON RESPONSIBLE FOR IMPLEMENTING THE PROGRAM WITH THE CHILDREN IT'S EQUIVALENT TO A TEACHER IN A CLASSROOM WHILE THEY ARE NOT CREDENTIALED TEACHERS WE DO

[02:25:04]

HAVE CREDENTIALED TEACHERS THAT WE USE AS EDUCATION LIAISONS THAT ARE MEMBERS OF YOUR SCHOOL DISTRICT TO HELP ENSURE WE ARE IN ALIGNMENT WITH THE DISTRICT'S CURRICULUM BUT ARE SERVANT LEADER INTERNS RECEIVE INTENSIVE TRAINING LIKE I SAID 60 HOURS DIRECTLY IN TENNESSEE SO PART OF THAT COST IS TO TRAVEL FOR THEM TO GO TO TENNESSEE FOR THEM TO BE TRAINED BY THE CHILDREN'S DEFENSE FUND DIRECTLY TO ENSURE FIDELITY TO THE PROCESS AND THE OUTCOMES AND THEN OUR STAFF, THE SERVANT LEADER INCOMES ? INTERNS RECEIVE ANOTHER 60 HOURS HERE LOCALLY ON TRAINING AND TOOLS TO HELP CHILDREN FOCUS CLASSROOM MANAGEMENT AND THE CHILDREN'S DEFENSE FUND CURRICULUM IMPLEMENTATION HOUR SERVANT LEADER INTERNS ARE COLLEGE STUDENTS UNDERGRAD AND GRADUATE WHO ARE LOOKING TO BECOME TEACHERS SO THE REALLY GREAT THING ABOUT THE SERVANT LEADER IN TERM ROLE IS A GREAT WAY TO GET TEACHERS ACCLIMATED TO CLASSROOM TEACHING AND A PIPELINE TO THEM BECOMING TEACHERS THAT WE EMPLOY A DIVERSE POPULATION OF SERVANT LEADER INTERNS AND REFLECT THE STUDENTS THAT WE SERVE SUCH A

GREAT TOOL FOR YOU GUYS IN TERMS OF RECRUITING AS WELL. >> AND JUST IN RESPONSE YOU TALK ABOUT THAT TRAINING IN TENNESSEE. SO $26,073 THAT'S FOR ALL OF THE STUDENT INTERNS

ARE JUST FOR A SELECT FEW THAT ARE GOING TO GO OUT? >> SO THEY ALL GO.

>> I HAVE ONE MORE QUESTION. SO HOW CONFIDENT IS FREEDOM SCHOOLS AND THE ABILITY TO MOVE THE NEEDLE ON LITERACY. CIVIC FREEDOM SCHOOL IS EXTREMELY CONFIDENT. AND WE'RE SITTING DOWN AND JUST WILL BE IMMERSED IN BOOKS ANYWHERE FROM 30 TO 40 BOOKS OVER THE SUMMER FOR YOUR ELEMENTARY AGE CHILDREN BUT IS THE CONTENT AND RELATABILITY IN THE BOOKS. THE SCHOLARS HAVE THE ABILITY TO SEE THEMSELVES AND DREAM ABOUT WHAT THEY WOULD DO IN THE SITUATIONS AND THAT ENHANCES SOME OF THE SKILLS THAT YOU SPOKE ABOUT WITH YOUR DAUGHTER THE THINKIN, THE NEGOTIATING. WHAT WOULD I DO IN THAT MOMENT AND IT GETS THEM ENGAGED AND SO THEN THEY BECOME MORE INTERESTED. THAT IS THE TOOL. IT HELPS THEM NOT FEEL LIKE STUDENTS OR THAT THEY ARE ALONE IN THIS WORLD ARE THE SOMEONE ELSE'S GOING THROUGH SOMETHING SIMILAR OR MIGHT HAVE THE SAME IDEA AND IT ALSO CREATES LEADERS. OUR CHILDREN LEARN QUICKLY HOW THEY CAN MAKE A DIFFERENCE IN THE WORLD AND IT INSTILLS HOPE. THOSE OF THE THINGS FOR US THAT MAKE CHILDREN WANT TO LEARN. YOU CAN THROW THINGS THAT CHILDREN EVERY DAY ALL DAY BUT DO THEY WANT TO LEARN THAT IS WHAT FREEDOM SCHOOLS DOES IT INSPIRES A YOUNG PERSON TO WANT TO LEARN I HAVE A DAUGHTER. SHE IS 12 SHE IS A FREEDOM SCHOOL SCHOLAR AND SHE LOOKS FORWARD TO FREEDOM SCHOOL EVERY SUNDAY. SHE REFUSES TO TRAVEL SHE REFUSES DISNEYLAND MY STUDENT IS A STRAIGHT A STUDENT AS SHE IS IN ALL HONORS CLASSES BECAUSE SHE LIKES TO LEARN.

SHE PARTICIPATES IN STUDENT GOVERNMENT BECAUSE SHE WANTS TO MAKE DECISIONS ABOUT WHAT HAPPENS ON THE SCHOOL CAMPUS AND THESE ARE DECISIONS THAT SHE COMES HOME AND TELLS ME ABOUT. AND THAT'S WHAT SHE INSPIRES IN OUR PEER GROUP SHE LOOKS FORWARD TO OPPORTUNITIES TO CHALLENGE YOU ON WHAT YOU THINK ON THINGS THAT LISTS WHAT MAKES A LEADER. SOMEONE WHO'S NOT AFRAID TO ASK YOU HARD QUESTIONS. SHE PARTICIPATES IN THE SCHOOL THAT SHE IS ON ON THE STUDENT COUNCIL ADVISORY FOR THE COUNSELING ADMINISTRATION. WHAT SEVENTH GRADER DOES THAT AND I GET AN EMAIL THAT SAYS YOUR DAUGHTER IS PARTICIPATING BECAUSE I THINK SHE IS THINKING OUT LOUD. THAT IS A TRIBUTE TO FREEDOM SCHOOLS. THAT HAS NOTHING TO DO WITH ME AT ALL. THAT IS HOW CONFIDENT I AM THAT I SENT MY OWN DAUGHTER TO FREEDOM

SCHOOLS. >> I APPRECIATE THAT AND I HAVE ONE MORE QUESTION.

>> REALLY MR. GRANT? >> SO THE PROGRAM EVALUATION CAN YOU TALK TO ME ABOUT WHAT THAT LOOKS LIKE HIS ARE GOING TO BE A PARTNERSHIP WITH THE DISTRICT? ONE THING THAT WE ENJOY WITH OUR PROVIDERS THAT WE HAD IN THE PAST WITH THE PRESENT IS THAT TRANSPARENCY CAN YOU TALK TO ME ABOUT WHAT YOUR PROGRAM EVALUATION LOOKS LIKE?

[02:30:01]

>> CURRENTLY WE EMPLOY THE VRI THROUGH THE CDF PROGRAM THE CHILDREN'S DEFENSE FUND IT LEAVES THE EVALUATION PROCESS. WE DO A SOCIAL EMOTIONAL EVALUATION OF THE STUDENTS AT THE BEGINNING OF THE PROGRAM AND PARENTS AND STUDENTS. HI I'M SORRY. THE SOI. THEY ALL DO AN EVALUATION AT THE BEGINNING AND THEY DO ONE AT THE END WE ALSO TAKE A RANDOM SELECTION OF STUDENTS ACROSS GRADE LEVELS AND WE ARE TESTING READING FLUENCY AND COMPREHENSION AT THE BEGINNING OF THE SUMMER AND AT THE END AND THERE'S A MATRIX THAT THE EVALUATION PROCESS DOES AROUND THE ENVIRONMENT FIDELITY TO PROCESS CONSISTENCY WITH THE PROGRAM AND THE INNOVATION BRIDGET TEAM SPEARHEADS THAT PROCESS WITH SOME OF HER OTHER DISTRICT PARTNERSHIPS WE HAVE USED OTHER DATA THAT THE DISTRICT HAS LIKED US TO USE WE INVITE THEM IN TO BE A PART OF IT. WE HAVE ADDED A WRITING COMPONENT WHERE WE ARE DOING DAILY WRITING PROMPTS WAS SCHOLARS. WE DO A PRETEST AND THE BEGINNING OF THE SUMMER AND A POSTTEST AND WE SAW A HUGE JUMP IN THE SCHOLAR'S ABILITY IN THE WRITINGS OF THOSE OF THE THINGS WE USE ON OUR OWN AND WE ARE CONSTANTLY REEVALUATING AND LOOKING FOR MORE WAYS TO HIGHLY HOW GREAT THE SCHOLARS ARE. SOON I THANK YOU. TRUSTEE HARDEN.

>> WILL WILL YOU BE ABLE TO SEE YOUR EVALUATION? >> WE HAVE GIVEN YOU ONE.

>> MAY BE IT WAS SOMETHING ELSE. SO YOU TOOK ALMOST ALL OF MY QUESTIONS. SO I DO HAVE ANOTHER QUESTION YOU SAY THAT YOU ARE GOING TO BE ABLE TO GO TO TENNESSEE. ? IS SO HARD TO

GET RIGHT NOW. >> SO WE START LOOKING FOR STAFF IN JANUARY. WE DO NOT LEAVE AY STONE UNTURNED BECAUSE IT IS DIFFICULT TO FIND STAFF. WE LOOK AT COLLEGE CAMPUSES. WE HAVE PARTNERSHIPS LOCALLY WITH UC DAVIS AND WE PARTNER WITH SOME OF THE SURROUNDING UNIVERSITIES WE GET A LOT OF STUDENTS WHO LIVE IN SACRAMENTO BUT GO OUT OF STATE WE USE THE NATIVE AMERICAN COMMUNITY. THE HISPANIC AMERICAN COMMUNITY. ALL THOSE COMMUNITIES TO REACH OUT AND WE USE LOCAL GROUP SO USE SOCIAL MEDIA TO ADVERTISE. WE LEAVE NO STONE UNTURNED BECAUSE YOU NEVER KNOW WHO IS READY TO MAKE AN IMPACT AND A CHANGE IN A CHILD'S LIFE SO WE START OUR INTERVIEW PROCESS IN JANUARY AND OUR HOPE IS TO HAVE STAFF

BY MARCH. >>.[INDISCERNIBLE] WHAT WILL WE DO WE DON'T GET THE STAFF?

>> THAT'S NOT AN OPTION. >> I AM A SMALL BUSINESS OWNER. AND I CAN'T GET ENOUGH PEOPLE TO WANT TO WORK SO IT CONCERNS ME ON WHAT WILL HAPPEN TO OUR STUDENTS AND HOW WE WILL HAVE A SAFETY ASPECT TAKING CARE OF AND GET THIS MONEY OUT DO WE GET IT BACK? JUST WONDERING.

>> I HAVE BEEN SNEEZING .[INDISCERNIBLE] WE HAVE A 1 TO 10 RATIO. WE ACTUALLY START RECRUITING NOW. AND THIS PAST SATURDAY THE.[INDISCERNIBLE] WE HAVE STUDENTS RETURNING. WE HAVE SIX STUDENTS RETURNING. WE WILL BE DOING RECRUITING. WE HAVE ? IN ATLANTA AND WE HAVE A TENDENCY TO GO OUTSIDE THE BOX. AND THE ONLY THING YOU CAN SAY ABOUT THE STAFF IS THAT THEY HAVE BEEN .[INDISCERNIBLE] WE HAVE STUDENTS OR STUDENTS WITH US WHO GREW UP WITH THIS AND NOW TWIN RIVERS, NATOMIS OR ANY NUMBER OF PRIVATE SCHOOL.

>> THANK YOU VERY MUCH. >> >>.[INDISCERNIBLE] WE WERE CONSIDERING THIS AND I KNOW A LOT ABOUT FREEDOM SCHOOL AFTER SOME OF THE TRAINING SO I AM

[02:35:01]

VERY FAMILIAR WITH IT. ONE OF THE THINGS I WAS CONCERNED ABOUT IS THE COST SO THE COST THAT WE SPEND VERSUS THE COST OF SO THAT IS ONE OF MY CONCERNS AND I WOULD WELCOME LABELING. DISCUSSION ON THE BUDGET BECAUSE I THINK IT LENGTHENS THE DISCUSSION ABOUT THIS I LOOKED AT SOME OF THE FIGURES AND WE COULD CLARIFY BUT WHEN I LOOKED AT THE 2019 WHAT WE SPEND FOR STUDENTS OF THE FREEDOM SCHOOL WAS APPROXIMATELY 120 STUDENTS.

THIS IS PRE-PANDEMIC. ABOUT $1500 PER STUDENTS AND WE HAD ANOTHER IN OUR DISTRICT WHICH WAS 610 PER STUDENTS AND THEN IT WAS APPROXIMATELY $370 AT THAT TIME WISHED TODAY WOULD BE ABOUT 500 PER STUDENT. I THINK MY FIGURES ARE PRETTY CLOSE. SO I HAVE A FISCAL CONCERNED ABOUT THE AMOUNT OF MONEY BASED ON THE SMALL NUMBER OF STUDENTS. WE CAN EDUCATE VERSUS WHAT WE CAN DO OUTSIDE. THAT'S ONE OF MY MAJOR CONCERNS. I REALLY FEEL LIKE IT'S IMPORTANT FOR US TO GO BACK AND LOOK WHERE THE MONEY IS COMING FROM AND HOW MANY STUDENTS ARE SERVED GOOD IF WE COULD NEGOTIATE HAVING MORE STUDENTS IN THE FREEDOM SCHOOL PROGRAM VERSUS A SMALL NUMBER BECAUSE I WANT WHATEVER PROGRAM WE OFFER WHATEVER IT MAY BE THE NUMBER OF STUDENTS HAVE THE OPPORTUNITY TO BE IN OUR SUMMER PROGRAM IS SO IMPORTANT IS VERY CRITICAL. SO THE OTHER THING WAS THE TRAINING AND I UNDERSTAND THE FIDELITY OF THE TRAINING AND HOW IMPORTANT THAT IS AND WHY YOU MAY NEED TO TRAVEL BUT I ALSO KNOW THAT IN THIS DISTRICT WE HAVE HAD MANY PROGRAMS WHERE WE HAVE HAD TRAINERS GO OUT TO BE TRAINED AND THEY COME BACK AS A TRAINER OF TRAINERS. ONE OF THE PROGRAMS MANY YEARS AGO AND THERE'S A LOT OF LITERACY PROGRAMS FOR EXAMPLE IN THIS DISTRICT SO THE $26,000 FOR TRAINING COSTS AGAIN THAT'S ANOTHER ITEM I WOULD LIKE TO SEE US COME BACK AND LOOK AT AND SEE IF WE CAN DO A TRAINER OF TRAINERS BECAUSE THIS IS THE FIRST TIME THIS FREEDOM SCHOOL HAS BEEN IN THE DISTRICT AND IF IT'S GOING TO BE A PARTNERSHIP I THINK WE NEED TO LOOK AT HOW DO YOU SUSTAIN AND HOW DO YOU CUT COSTS AND HOW DO YOU SERVE MORE STUDENTS AMOUNTS OF SECOND ITEM THAT I AM CONCERNED ABOUT. THE PROGRAM EVALUATION SO I KNOW THAT AND I HAVE LOOKED AT THE DATA. THERE IS A LOT OF PRE-AND POST AND LET ME GIVE AN EXAMPLE. IF I GIVE A PRETEST TO A STUDENT IN READING AND THEN I DO A POSTTEST WITHOUT STUDENTS AND I PRESENT THAT.

WHAT I DON'T KNOW IS I CAN SAY TO WHOMEVER I HAVE MAKE THE PRESENTATION TO OUR STUDENTS MADE A 60 PERCENT GAIN IN COMPREHENSION DURING THE SUMMER BUT WHAT I DON'T KNOW IS WHAT DO YOU ATTRIBUTE THAT GAIN TWO? I DON'T KNOW THAT. ALL I HAVE IS A PERCENTAGE AND THAT TO ME MEANS NOTHING. WHAT I NEED TO KNOW IS WHAT IS IT THAT MOVE THOSE STUDENTS ALONG BECAUSE THE STUDENTS GO BACK TO HER CLASSROOM AND THAT INFORMATION NEEDS TO GO TO A TEACHER EXACTLY WHAT WAS IT THAT WAS USED WITH THE STUDENT DURING THE SUMMER THAT HELP THEM MOVE

[02:40:04]

THEIR LITERACY INCREASE THEIR LITERACY AND MANY WERE SUCCESSFUL WITH LITERACY SO PRE-AND POST TESTS I WOULD LIKE TO SEE A LOT MORE INFORMATION IN WRITING ABOUT THAT. I EVEN RAISE THAT CONCERN MANY YEARS AGO AS A TRUSTEE WHEN WE WERE GIVEN PERCENTAGES AND I WOULD SAY GO BACK AND LET'S LOOK AT WHAT WE ARE DOING AND WHAT OF THE BENCHMARKS ALONG THE WAY SO WE REPLICATE THOSE TYPES OF STRATEGIES IN WHATEVER WE ARE USING ON THAT AND THOSE ARE A FEW THINGS THAT I THINK REALLY WE NEED MORE TIME TO LOOK AT THOSE AND HAVE A DISCUSSION

ABOUT. >> FIRST I WANT TO THANK YOU THIS IS THE FIRST TIME I HAVE AN OPPORTUNITY TO REVIEW THE INFORMATION ABOUT PRE-FREEDOM SCHOOLS AND I AM IMPRESSED IN TERMS OF THE CONTENT I KNOW IT'S IMPORTANT FOR A STUDENT TO HAVE CURRICULUM AND INSTRUCTION WITHOUT SUPPORT. THIS IS THE FIRST TIME I AM ABLE TO REVIEW THE CONTENT. I DO HAVE SIMILAR CONCERNS REGARDING PRE-AND POST-EVALUATIONS AND AN OPPORTUNITY TO LOOK AT THE BUDGET IN A MORE THOROUGH WAY BUT I KNOW THE WORK THEY ARE DOING IS IMPACT ? I WANT TO

COMMEND YOU FOR THAT AND THE WORK DOES NOT GO UNNOTICED. >> THANK YOU.

>> I HAVE A MOTION .[INDISCERNIBLE] >> MINE IS NOT A MOTION SO I WILL SAY COUPLE OF WORDS BUT I ECHO EVERYTHING THAT MY FELLOW TRUSTEES HAVE SAID. I HAVE HAD A CHANCE TO SEE WHAT SOME OF THE TENANTS OF THE FREEDOM SCHOOL ARE ACCORDING TO THAT CHILDREN'S.[INDISCERNIBLE] AND I THINK THOSE ARE POWERFUL AND JUST REALLY GOOD PRINCIPLES SO I CAN SENSE THAT NONE OF MY FELLOW TRUSTEES HAVE AN ISSUE WITH THE PRINCIPLES AND THE VALUE THAT THE PROGRAM CAN BRING. I DO HAVE ONE QUESTION AND IF YOU CAN'T ANSWER IT NOW PLEASE DO BUT IF NOT IF YOU CAN GET THE INFORMATION TO THE STAFF. DO YOU HAVE THE KIND OF PRE-AND POST TEST DATA FOR NATOMIS THE LAST TIME THE FREEDOM SCHOOLS WERE GONE IN NATOMIS? I DON'T EXPECT FOR YOU TO HAVE IT OFF THE TOP OF YOUR HEAD YOU CAN SHARE WITH US

AND ANY OTHER EVALUATIONS THAT YOU DID AT NATOMIS. >> I WANT TO MAKE SURE TRUSTEES

HAVE HAD THEIR OWN TIME. >> THE QUESTION THAT WAS ORIGINALLY ASKED IS HOW CAN WE RECRUIT WE DO A SERIES OF RECRUIT AND THE BUDGET REFLECTS THE FACT THAT THINGS HAVE CHANGED IT CHANGE FROM $15 AN HOUR FOR A COLLEGE STUDENT TO $20 AN HOUR FOR A COLLEGE STUDENT AS BUSINESS OWNERS WILL TELL YOU AND WHEN YOU ARE TRYING TO COMPETE IT'S CALLED.[INDISCERNIBLE] THE COLLEGE GRADUATE NOW IS ABLE TO COMMAND 22 -$24 I'D BETTER PREPARE OUR STAFF TO BE PREPARED TO ANSWER THE QUESTIONS. IF YOU CHOOSE NOT TO PARTICIPATE IN FREEDOM SCHOOL WE WILL COME BACK NEXT YEAR I AM SINCERE ABOUT THAT THERE ARE SOME THINGS WE WILL NOT ANSWER IN THE NEXT 30 DAYS BECAUSE THE QUESTIONS THAT ARE COMING I DID NOT KNOW YOU HAD THEM. WE HAVE NEVER BEEN IN FRONT OF THE BOARD. SO THOSE QUESTIONS WERE NEVER BROUGHT TO US AND AT THE END OF OUR RELATIONSHIP IT WASN'T THE BEST SO THE COMMENTS FROM THE ADMINISTRATION WERE NOT REALLY LOOKED AT AND PARTLY BECAUSE WE WERE BEING TOLD WE WOULD HAVE BE HERE. WE APPRECIATE THE OPPORTUNITY TO BE WITH YOU I LOOK FORWARD TO SERVING YOU AT SOME OTHER POINT IF YOU CHOOSE NOT TO CHOOSE THE FREEDOM

SCHOOL. I RESPECT THAT. HAVE A GOOD DAY. >> THAT IS NOT THE COMMENTARY I AM HEARING. I APPRECIATE THOSE COMMENTS. I AM HEARING SOME QUESTIONS THAT THE BOARD MEMBERS WITH ANY CONTRACT WOULD ASK QUESTIONS. SO I THINK THAT IS THE FIDUCIARY RESPONSIBILITY OF A BOARD AND NOT EVERY QUESTION IS GOING TO BE GIVEN ? WE HAVE ASKED THIS A THOUSAND TIMES AND WILL HAVE START NOT GOING TO GET YOU QUESTIONS TONIGHT BUT THIS IS JUST A

[02:45:06]

GENERAL OPERATION OF THE BOARD SO I WANT TO PROTECT MY BOARD MEMBERS FROM THAT TYPE OF INQUIRY ESPECIALLY THE NEW ONES THAT COMMUNICATED THAT THEY JUST WOULD LIKE TIME.

>> SO I DON'T THINK THE SENTIMENT IS AGAINST THE FREEDOM.[INDISCERNIBLE] I THINK AFTER THE BUDGET TALKING ABOUT THE BUDGET LOOKING AT THREE YEARS. I THINK THERE'S JUST A LOT OF ISSUES THE NUMBER OF STUDENTS THAT CONCERNS ME THE NUMBER OF STUDENTS THAT HAVE THE ABILITY TO BE A PART OF THIS PROGRAM BUT I DID WANT TO SAY ONE THING BEFORE WE MAKE A MOTION AND I RECEIVED THREE EMAILS WHICH WERE CONCERNING TO ME BECAUSE ONE OF THEM THANKED US FOR SUPPORTING THE FREEDOM SCHOOL AND YOU COULD INTERPRET THAT IT WAS SUPPORTING THE PASSING OF THE VOTE TONIGHT. THE VERY FIRST ONE I RECEIVED WAS CRAFTED IN A WAY THAT IT SAID THAT THE BOARD MEMBERS OF THE PLATFORM ALIGNS WITH YOUR PLATFORM AND MY CONCERN IS THOSE EMAILS THAT WE RECEIVED ALL THREE OF US IF WE HAD TO SUBMIT THOSE SOMEONE WANTED A PUBLIC RECORDS ACT THAT COULD GIVE THE PERCEPTION THAT WE VIOLATED AND BECAUSE THE WAY THOSE EMAILS WERE WRITTEN AND LOOKED AS THOUGH IT WAS ALREADY A DONE DEAL AND IT CONCERNED ME BECAUSE WE HAVE NEW BOARD MEMBERS AND I WOULD NOT WANT THEM TO START THEIR CAREER AS SCHOOL BOARD MEMBERS WITH THE CONTROVERSY OF PUBLIC RECORD ACT AND BROWN ACT VIOLATION SO I AM PROTECTIVE OF THEM. I THINK THAT THE THREE OF US WHO ARE NOT BRAND-NEW TO THE BOARD WE HAVE BEEN REALLY CAREFUL ABOUT NOT VIOLATING THE BROWN ACT SO THAT REALLY CONCERNED ME IF SOMEONE WERE TO REQUEST THE PUBLIC RECORDS ACT OUR EMAILS AND OUR TEXT ON THE SUBJECT AND THEN THE OTHER THING IS I FELT WHAT I DON'T WANT IS SOMETIMES IF YOU DON'T VOTE FOR A PARTICULAR PROGRAM THAN IT LOOKS LIKE YOU ARE NOT YOU DON'T CARE ABOUT KIDS. YOU R K DON'T WANT TO DO WHAT'S BEST FOR KIDS OF COLOR AND THAT IS THE SENTIMENT AND WHEN YOU COULD SAY THAT WHEN YOU GET THOSE IT'S LIKE I HAVE NO CHOICE BECAUSE THAT WILL BE THE PERCEPTION SO I JUST WANTED TO MAKE SURE THAT I SHARE THAT THAT IT WAS ON THE RECORD AND I THINK IT'S IMPORTANT BECAUSE IT REALLY CONCERNS ME ESPECIALLY BECAUSE I THINK IS ABLE WORD WE WORKED REALLY HARD AND I THINK WE WILL WORK EVEN HARDER GUIDING THEM AND NURTURING THEM

TO DO WHAT IS BEST. THANK YOU. >> THERE MIGHT BE SOME DAYLIGHT THAT IS A PARTNER AND A FORMER PARTNER IN THE DISTRICT MULTIPLE TRUSTEES HAVE SOME CONCERNS. I KNOW YOU HAVE A MOTION BUT WHAT I THINK SHOULD HAPPEN IS WE WILL SEE THIS BACK IN JANUARY PERSONALLY AS SOON AS POSSIBLE IF WE COULD GIVE OUR NEW TRUSTEES A CHANCE TO REACT TO IT. IT'S THE FIRST WEEK THERE VOTING ON THINGS THAT ARE SUPER TOUGH AND MAYBE WE CAN COME BACK AND HAVE THIS AT THE BEGINNING OF THE YEAR WITH A NEW PRESIDENT WITH THE OPPORTUNITY TO WORK WITH THE STAFF TO EXECUTE THAT VISION. SO THAT IS A MOTION.

>> I WILL SUCK INTO YOUR MOTION BUT LET'S KEEP IN MIND WE DO HAVE HOLIDAYS COMING UP.

[XVIII. PUBLIC COMMENTS]

COMMENT. I HAVE FIVE. SO WE ARE GOING TO HEAR FROM THE SPEAKERS ONLY PLEASE REMEMBER WE HAVE A ? BY LAW AND EACH SPEAKER WE GIVE TO MINISTER COMMENT. FIRST UP I HAVE

SHARON THURMAN. >>.[INDISCERNIBLE] >> THE LAST ITEM YOU VOTED ON IS WHAT I'M HERE TO SPEAK ABOUT. I SURVEYED SOME OF OUR PARENTS AND THEY ASKED ME TO

[02:55:05]

ASK YOU IF YOU WOULD INVOKE THAT MEASURE BECAUSE SO MANY ARE HOMELESS KIDS THEY HAVE SCHEDULES THAT DON'T ALLOW THEM TO COME IN PERSON AND SIT THROUGH A THREE HOUR MEETING TO MAKE THEIR 2 MINUTE, BUT THEY COULD EASILY DO THAT FROM HOME USING THE ZOOM FUNCTION I WOULD LOVE TO IN LIGHT OF THE FACT THAT WE WILL NEED LOTS OF GOOD PARENT ENGAGEMENT OF OUR VALUES TO BE INCLUDED IN THE SEARCH FOR THE NEW SUPERINTENDENT. NOT TO MENTION THAT WITH THREE DIFFERENT VERSIONS OF A VIRUS GOING AROUND THE NEED TO COUGH AND NOT FEEL LIKE YOU ARE PASSING ON SOME TYPE OF VIRUS WOULD BE EASILY DONE USING ZOOM. SO THAT'S MY MAJOR REQUEST. JANUARY IS COMING THERE ARE HOLIDAYS AND A LOT OF STAFF WOULD LOVE TO BE HOME DOING THE ZOOM AND PARTICIPATING AT A HIGH LEVEL I WANT TO THANK YOU ALL THE LAST PART OF MY COMMENT IS TO SAY THANK YOU FOR YOUR SERVICE TO US THIS YEAR AS PUBLIC SERVICE

I KNOW YOUR CONCERN AS ALWAYS FOR THE CHILDREN. THANK YOU. >> THANK YOU. I HAVE FORGIVE ME IF I BUTCHER THIS. [INDISCERNIBLE] SO SORRY IF I DID NOT GET THAT RIGHT.

>> SO THE REASON FOR ME COMING HERE IS BECAUSE I HAVE BEEN HAVING A VERY DIFFICULT TIME WITH THE SCHOOLS THAT MY CHILDREN ATTEND. I HAD EIGHT CHILDREN TOTAL. I HAVE FIVE THAT ATTEND NATOMIS UNIFIED SCHOOL DISTRICT AND I SEE SAFE HAVEN SCHOOL AND ICL OF THESE .[INDISCERNIBLE] BUT THE SCHOOL THAT MY CHILDREN WERE ATTENDING DON'T MEASURE UP TO THESE THINGS. SO MY MAIN CONCERN IS THAT THERE NEEDS TO BE CHANGE FOR EXAMPLE 2 WEEKS BEFORE SCHOOL WAS LET OUT IN MAY THIS YEAR MY KIDS HAVE ASTHMA PROBLEMS AND I DID ALL OF THE PROPER DOCUMENTATION TO MAKE SURE THEY HAVE THEIR INHALERS AND EVERYTHING AND MY DAUGHTER WAS DEPRIVED OF HER INHALER. SO HAD HER WENT INTO CARDIAC ARREST OR DIED WHAT WOULD HAVE HAPPENED BECAUSE THEY TEACHER DEPRIVED HER OF HER INHALER AND THAT HAPPENED LAST YEAR. I TRY TO REACH OUT TO MANY PEOPLE ABOUT THE SITUATION. I JUST GOT DISREGARDED. I GOT PUSHED AWAY. IT'S LIKELY NEVER MATTERED. IT'S LIKE AS IF MY DAUGHTER NEVER MATTERED AND THAT SUPPOSED TO BE A SAFE HAVEN. NO CHILD SHOULD BE LEFT BEHIND. ALL OF MY CHILDREN ARE VERY BEHIND IN ACADEMICS THANK GOD I'VE GOT THREE KIDS INTO .[INDISCERNIBLE] AND THEY ARE STARTING TO CATCH UP WHERE THEY ARE SUPPOSED TO BE BUT FOR THE MOST PART I STILL HAVE 2 KIDS AND IT IS BAD. SO I AM PRETTY MUCH HERE TO SEE WHAT YOU GUYS CAN DO TO CHANGE THE SCHOOL BECAUSE IT'S GREAT THAT MY KIDS GOT OUT OF THERE BUT THERE ARE KIDS THAT ARE THERE AND SUFFERING. YOU KNOW WHAT I'M SAYING? I UNDERSTAND THAT YOU ARE HERE IS A BOARD BUT NOBODY SEES WHAT IS ACTUALLY GOING ON ON CAMPUS FOR YOU KNOW WHAT I'M SAYING? YOU'RE NOT ALLOWED ON

CAMPUS UNLESS YOU GIVE 24 HOURS NOTICE. >> YOU'RE OUT OF TIME AND I WANT TO BE RESPECTFUL AND GIVE YOU AN OPPORTUNITY TO CLOSE AND WE HAVE TO BE RESPECTFUL WE HAVE RULES IN EFFECT. PLEASE FINISH GRADE I WANT YOU TO FINISH. I'M JUST GIVING OUR

REMINDER OF THE TIME. >> I HAVE NEVER BEEN HERE. I DON'T KNOW.

>> I CAN JUST COME BACK NEXT MONTH. THANK YOU. >> NO PROBLEM. BE SAFE.

>> NEXT UP WE HAVE ROSIE .[INDISCERNIBLE] IS ROSIE IN THE BUILDING? LET'S MOVE ONTO

THE NEXT PUBLIC,. >> GOOD EVENING AGAIN. I'M GOING TO TALK ABOUT .[INDISCERNIBLE] MANY PARENTS HAVE COME TO ME SAYING THEY NEED TO REINSTATE TWO TEACHERS

[03:00:05]

THAT AR CORE TEACHERS AND THE KIDS HAVE FAILING AND THEY ARE.[INDISCERNIBLE] BECAUSE THE TEACHERS ARE NOT HELPING THEM CORRECTLY SO WE HALF TO NEW BOARD MEMBERS BUT THE KIDS ARE WAITING EVEN THOUGH WE COULD BE NEW PEOPLE ON THE BOARD BUT THE KIDS ARE FAILING. THE KIDS NEED TO HAVE THEIR TEACHERS REINSTATED. THOSE ARE ENGLISH TEACHERS AND A SOCIAL STUDIES TEACHER SO SHE CAN SEE THOSE ARE CORE TEACHERS AND I HOPE YOU WILL LOOK AT IT AND WE HAVE A RESPONSE FOR NEXT MONTH AND SECOND IS THE HOMELESS ISSUE YOU SAID THAT NATOMIS DOESN'T HAVE ANY MORE HOMELESS. I BEG YOUR PARDON YOU NEED TO WALK TO THE NATOMIS COMMUNITY CENTER OR LIBRARY YOU WILL SEE PEOPLE OVER THERE. THERE ARE HOMELESS KIDS. HOMELESS FAMILIES COME TO THE SCHOOL DISTRICT SO I AM NOT GOING TO SAY YOU ARE NOT DOING YOUR JOB BUT THERE ARE HOMELESS THAT ARE NOT BEING TAKEN CARE OF. WE WERE TALKING ABOUT FISCAL RESPONSIBILITY BUT TWO MONTHS AGO THERE WAS A DEVELOPER HERE THAT YOU GUYS REMOVED ? AND THAT PERSON DIDN'T HAVE ANY PLAN ANYTHING. AND SO I HOPE YOU HAVE THE SAME WITH THE FREEDOM OF SCHOOL PROGRAMS BECAUSE YOU HAVE TO HAVE A PRIORITY AFTER THE SAME TREATMENT TO EVERYONE WHO COMES TO THIS AND I HOPE THAT EVEN THOUGH YOU HAVE NEW BOARD MEMBERS SHOULD GET TO KNOW THE PROBLEM AND THE PROBLEMS ARE NOT EASY. AND DON'T THINK THAT WE LIVE IN NATOMIS LAND. WE

HAVE SERIOUS PROBLEMS HERE. THANK YOU. >> THANK YOU. LAST, THAT I

PHAVE IS FROM.[INDISCERNIBLE] >> >>

>> I WANTED TO COME AND SEE I JUST SIGNED UP WITH MY COUNSEL AND WHATEVER THAT TITLE IS AND I WANTED TO BE INVOLVED IN THE SCHOOL AND I AM NOT AMERICAN LAKES AND MY COUSIN IS FOR DOORS AWAY AND I HAVE SEEN A GREAT DEAL OF CONTROVERSY AND THINGS THAT DON'T MAKE SENSE TO ME AND TELL LITTLE HISTORY I CAME IN I SPENT FOUR YEARS WHERE THERE IS A LOT OF MIGRANT WORKERS AND PTO AND OTHER THAN BEING A BRAND-NEW MOM HERE I WAS JUST BEING ? VOLUNTEERING.

I DID GET FINGERPRINTED AND I WENT THROUGH THE PROCESS TO GO THROUGH FIELD TRIPS AND TO HELP IN THE CLASSROOM THIS YEAR MY DAUGHTER IS IN KINDERGARTEN AND I HAD AN OPPORTUNITY TO BE PART OF THAT SPANISH IMMERSION PROGRAM THIS COMING UP. MY LAST TWO KIDS THIS TIME WHERE THE PROGRAM STARTS THIS COMING YEAR SO MAYBE I WILL GET LUCKY AND MY KIDS WILL BE ABLE TO JOIN BUT I WANTED TO COME AND PUT A GREEN TAG AND TO TELL YOU I REALLY APPRECIATE IN THE LAST YEAR THE WORK I HAVE SEEN AS A PARENT. A BRAND-NEW PARENT. I HAVE SPORTS FOR MY FOURTH, FIFTH, SIXTH GRADERS. I HAVE THE LAST SESSION I LEARNED ABOUT THE SRO. AND I HAVE HAD OPPORTUNITY TO WATCH MY BEST FRIEND'S SON PLAY ON THE SOCCER FIELD AND SO I WANT TO JUST TELL YOU THAT FROM A PARENT WHO IS VERY INVOLVED AND VERY IMPORTANT FOR EDUCATION AND I LOOKED AT SCHOOL AS A CHILD CARE WHO'S GOING TO EDUCATE MY KIDS AND I REALLY NEED CHILDCARE AND WANTED YOU TO KNOW THAT YOU ARE MAKING AN IMPACT KEEP UP THE GOOD WORK AND I DO, I AM AFFECTED BY THIS AND I AM AFFECTED BY THE PTO DEBACLE AND WHATEVER'S HAPPENING WITH THAT AND I INCLUDE ASKING QUESTIONS TO IT WAS UNDERSTANDING AND I TO HAVE A PASSION FOR MY CHILDREN WHICH MEANS I WANT OTHER KIDS TO FLOURISH AS WELL. I THANK YOU

[03:05:02]
