BOARD MEETING THOSE IN ATTENDANCE SHOULD EXPECT

[III. ANNOUNCEMENT OF ITEMS TO BE DISCUSSED IN CLOSED SESSION]

THAT WILL CAPTURE ALL DISCUSSION.

THE BOARD WILL BE GOING INTO CLOSED SEX TO DISCUSS CODE 65957 AND DISCUSS 3 STIPULATED EXPULSIONS AND ONE STUDENT EXPULSION, ANYONE HERE TO SPEAK TO ANY OF THE ITEMS IN CLOSED SESSION? ALL RIGHT.

HEARING NONE WE'LL

[VI. RECONVENE IN OPEN SESSION]

[VIII. ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION]

[IX. APPROVAL OF THE AGENDA]

[X.b. Natomas Teachers Association (NTA)]

>> WHETHER OUR CONCERNS ARE ARE ABOUT WE HAVE THE PUSH GATES FOR EVAUX, EVERYBODY UNDERSTANDS WE HAVE THAT.

THERE'S NO ISSUE WITH THAT AS A THING BUT WE DO THINK THERE ARE AT CERTAIN SITES GATES THAT ARE, YOU KNOW,

[00:05:04]

GATES THAT TEACHERS CAN'T NECESSARILY SEE FROM THEIR CLASSROOMS OR THAT ARE IN PLACES THAT MAYBE YOU WON'T THINK OF A GATE LIKE KINDERGARTEN PLAY GROUNDS, THINGS LIKE THAT. STUDENTS CAN PUSH ON THE GATES AND LEAVE CAMPUS SO WE'VE HAD SITUATIONS IN THE PAST WITH STUDENTS THAT PUSH THE GATES OPEN AND CAN LEAVE CAMPUS, THAT MEANS SOME OF THE KIDS ARE DIRECTLY ON THE STREET.

ONE OF THE THINS WE BROUGHT UP WITH THE DISTRICT IS WE WOULD LOVE, WE LOVE SIGNAGE ON THE GATES REMINDING PEOPLE IF THEY OPEN THEY NEED TO BE CLOSED. THEY NEED TO STAY CLOSED WHICH IS ONE THING, WE TALKED ABOUT -- WE DON'T KNOW IF THIS EXISTS BUT IS THERE ALERT SYSTEM THAT WOULD ALLOW FOR AN OFFICE TO KNOW SPECIFIC GATES WERE OPENED DURING THE DAY? LIKE I SAID TO GIVE YOU CONCRETE EXAMPLES OF THAT, NATOMAS HIGH SCHOOL WHERE I WORK THE GATES ARE OUTSIDE THE CLASSROOMS. YOU CAN SEE IF A GATE IS LEFT OPEN AND YOU CAN CLOSE IT BUT AT SCHOOLS LIKE H. ALLEN HEIGHTS, YOU CAN'T SEE WHERE THOSE ARE, THE CLASSROOMS ARE INSIDE.

THERE ARE GATES THAT OPEN DIRECTLY TO THE STREET.

THEY'VE GOT STREET ACCESS IF THEY PUSH THE GATES OPEN.

IF THERE IS ANY WAY OR ANY SYSTEM THAT IS AVAILABLE. I WOULD PROPOSE SOMETHING LIKE, YOU KNOW, MR. MEGSER OR, WE'RE ABLE TO WALK WITH THE STAFF AND TALK WHERE ARE THE DANGER ZONES THE TEACHERS SEE, WHERE THEY SEE THEIR STUDENTS BEING ABLE TO ACCESS IT.

THAT WAS ON THE GATE ISSUE. SOME OF OUR INPUT THERE.

ANOTHER ONE WE HAVE COMING FROM A LOT OF SITES IS SAFE SPACE ON CAMPUS WHERE STUDENTS CAN RECEIVE INSTRUCTION ON BEHAVIORS. WE'RE TALKING ABOUT EXPANDING PROGRAMS THAT I TALKED ABOUT BEFORE LIKE RESTORATIVE JUSTICE AND WE'RE NOTICING THAT THE BEHAVIOR INTERVENTION NEED A PLACE AND A PERCH THAT SUPPORTS THEM. PART OF WHAT WE SEE MAKING OUR CAMPUSES SAVE, YOU KNOW, I ALMOST -- VAGUELY REMEMBER DOCTOR HEREDIA BRINGING UP VISITING A SCHOOL SEEING A SPACE WHERE KIDS COULD RELAX. I FEEL LIKE IT WAS A COUPLE OF MEETINGS AGO BUT A SPACE LIKE THAT. A PLACE WHERE STUDENTS CAN RECENTER AND MOVE. WHEN WE TALK ABOUT THIS, A LOT OF US GO TO -- I GREW UP WITH ONCAMPUS SUSPENSION. O. C. S. ROOM. THAT'S NOT WHAT WE'RE TALKING ABOUT, WE'RE TALKING ABOUT 'PLACE WHERE THERE IS DIRECT SUPPORT SO THERE IS A PLACE FOR STUDENTS TO GO NOT JUST SITTING IN THE OFFICE. YOU KNOW TEACHERS ARE IN A CHALLENGING PLACE BECAUSE WE O DO HAVE SITUATIONS WHERE WE HAVE TO REMOVE KIDS FROM THE CLASSROOMS. WE NEED TO MAKE SURE THE STUDENTS WE ADDRESS THE BEHAVIOR IMMEDIATELY IN THE SITUATIONS AND IT'S NOT WHAT TAKES PLACE NOW. THEY SIT IN THE OFFICE WITH OTHER KIDS WHO HAVE BEEN REMOVED FROM OTHER CLASSROOMS. THERE'S NOT A WAY TO MOVE FORWARD WITH THAT. SO THAT WAS ONE OF THE THINGS WE TALKED ABOUT WE THINK WOULD MAKE CAMPUSES SAVE IS MAKE SURE WE HAVE A SPACE TO ACRESS THOSE THINGS RIGHT A-- ADDRESS THOSE THINGS RIGHT AWAY AND HAVE A SPACE TO DO THAT. THE OTHER THING THAT I WANT TO ADDRESS FROM THE LAST MEETING IS THAT THERE WAS CONVERSATION ABOUT ADDITIONAL S. R. O.'S. FROM OUR PERSPECTIVE THAT IS NOT WHAT IS NEEDED.

WHAT WE THINK IS NECESSARY AND WHAT WE TALKED ABOUT WITH THE DISTRICT IS REALLY TALKING ABOUT GETTING INTO THE INTERVENTIONS AT A YOUNGER AGE.

LOOKING AT THE DATA WE LOOKED AT AT THE LAST MEETING, SUSPENSIONS STARTING IN MIDDLE SCHOOL AND SOME OF THAT HAS TO DO WITH RULES AROUND SUSPENSION, BUT WE'RE TALKING ABOUT WHAT WE'RE NOTICING IN GENERAL IN EDUCATION IS THE BEHAVIORS ARE GETTING YOUNGER AND YOUNGER. SO OUR RESPONSE THERE WAS THAT WE WOULD LIKE TO SEE INTERVENTIONS COME IN A LOT YOUNGER THAN WHAT WE'RE SEEING NOW. INSTEAD OF -- I'LL REPEAT ABOUT WE TALKED ABOUT IN THE MEETING.

INSTEAD OF WITH THE YOUNGER KIDS SAYING THEY ARE YOUNG AND NOT SURE WHAT TO DO, THAT IS THE PLACE WHERE WE'RE TALKING ABOUT HAVING ROOMS AND SPACES WHERE WE CAN ACTUALLY INTERVENE WITH THE BEHAVIOR AT A MUCH YOUNGER AGE. THAT IS SOMETHING WE'RE GETTING REQUESTS FROM FROM MUCH YOUNGER TEACHERS.

SO YOU KNOW THE SAFETY MEETING WAS ME. TEACHES HIGH SCHOOL AND TWO KINDERGARTEN TEACHERS BECAUSE KINDERGARTEN TEACHERS ARE THE YOUNGER TEACHERS ARE WHERE I'M HEARING THE MOST FEEDBACK WHEN IT COMES TO BEHAVIOR AND SAFETY. A LOT MORE FROM ELEMENTARY SCHOOLS THAN WE'VE HAD IN THE PAST.

I DON'T HAVE DATA NUMBERS TO BACK THAT UP BUT THAT IS WHERE WE FEEL LIKE IF WE CAN GET MORE IN CLASSROOMS WITH YOUNGER STUDENTS AND WORK ON PLACEIORS YOUNGER MAYBE WE CAN REDUCE MIDDLE SCHOOL SUSPENSIONS.

. LAST PART OF THE SAFETY THING I WANTED TO ADDRESS IS

[00:10:01]

THAT SOME OF THE THINGS THAT WERE BROUGHT UP I WANTED TO SUPPORT WHICH IS THAT THERE'S A DESIRE TO HAVE SOME OF THE BIG SAFETY TRAININGS BUT NOT WITH OUR STUDENTS ON CAMPUS. THERE WAS CONVERSATION ABOUT THAT, ABOUT HAVING THESE SHOOTER TRAININGS BUT NOT HAVING THEM WITH KIDS AROUND SO WE CAN ASK QUESTIONS WE FEEL WE NEED TO ASK. GET ADVICE ON SETTING UP ROOMS, MOVING FURNITURE, THOSE ARE THINGS TEACHERS WANT TO KNOW BUT THOSE CONVERSATIONS IN FRONT OF OUR STUDENTS ARE DIFFICULT TO HAVE. SO THERE WAS A REQUEST AND WE'RE, ESSENTIALLY REQUESTING THE BOARD THOSE THINGS BE PROVIDED IN A SETTING WHERE WE CAN TAKE THE KIDS OUT AND HAVE THE ADULTS BE ABLE TO HAVE REAL CONVERSATION BOSTON WHAT WE'D DO -- CONVERSATIONS ABOUT WHAT WE'D DO IN SITUATIONS.

THERE IS A COUPLE OF OTHER THINGS THINGS WE NEED TO LOOK AT POSSIBLY WITH THE CITY. GOING BACK TO HEIGHT, THEY'RE TALKING ABOUT BIG EVAUXES OF THE SCHOOL. THEY DON'T HAVE CROSSWALKS TO GET THEM WHERE THEY NEED TO GO.

THERE IS NO SIDEWALK BEHIND THE SCHOOL.

THINGS LIKE THAT. WE DO WANT TO TALK TO THE DISTRICT ABOUT LOOKING AT SOME OF THE SITES THAT HAVE GROWN SO MUCH OVER THE LAST 5, 10 YEARS. THEY DON'T NECESSARILY HAVE ALL THE SPACE THEY USED TO. SO I KNOW WE HAD THOSE CONVERSATIONS WITH MR. MESSER. SO BUT I WANTED TO BRING THOSE TO YOU AS WELL. THOSE ARE MY COMMENTS ON THE SAFETY CONVERSATION TO ADD SOME OF THE THINGS WE TALKED ABOUT. THE LAST PIECE IS JUST DIFFERENT.

THIS WAS SOMETHING I WAS INSPIRED TO TALK ABOUT YESTERDAY BECAUSE I SAT IN THE PARKING LOT WHILE I WAS SUPPOSED TO BE SHOPPING TALKING A TEACHER OUT OF QUITTING THEIR JOB TODAY. AND I'VE KNOWN AS LONG AS I'VE BEEN BARGAINING IN A POSITION OF LOOKING AT DATA ABOUT OUR DISTRICT THAT WE HAVE A LOWER RETENTION RATE THAN SURROUNDING DISTRICTS. THAT IS THE PUZZLE PIECE.

WHY IS THIS? WHY? I'VE WORKED IN THIS DISTRICT FOR 17 YEARS. WHY DO PEOPLE ALWAYS FEEL LIKE THEY HAVE TO LEAVE? THIS CONVERSATION THAT I HAD YESTERDAY I WISH I COULD SAY I DON'T HAVE THE CONVERSATIONS ALL THE TIME BUT I'M HAVING THEM ABOUT ONCE A WEEK WITH TEACHERS WHO ARE WANTING TO QUIT ASKING ME WHAT ARE THE IMPLICATIONS IF I QUIT MY JOB? A LOT OF THEM ARE YOUNGER TEACHERS AND THEY'RE NEW. SO I THINK THERE'S A COUPLE OF THINGS THAT I WANT US TO CONSIDER CULTURALLY FROM WHAT IS IT THAT IS HAPPENING HERE MAKING THESE THINGS HAPPEN? IN THE LAST COUPLE OF CONVERSATIONS I'VE HAD, I'VE TALKED TO TEACHERS, I SAY HAVE YOU GONE TO YOUR PRINCIPAL? WHO ARE YOU TALKING TO TO GET SUPPORT? THE FIRST THING THEY'LL SAY I'M AFRAID THEY'RE GOING TO NONRE-ELECT ME IF I TELL MY PRINCIPAL AND I'M GOING TO GET FIRED. THERE ARE CONCERNS GOING IN ASKING FOR HELP IS GOING TO RESULT IN RETALIATION.

I THINK THAT'S SOMETHING -- I UNDERSTAND AS A NEW TEACHER IT'S HARD TO SAY NO BUT I THINK IT'S A CULTURE PIECE WE HAVE TO BE COGNIZANT OF. IT DOESN'T COST US ANY MONEY TO CHANGE OUR CULTURE AROUND THIS.

DOESN'T COST US ANY MONEY TO MAKE SURE THAT PEOPLE UNDERSTAND IT'S OKAY TO GO TO THE PRINCIPAL AND SAY I HAVE TOO MUCH ON MY PLATE. I'M A SECOND YEAR, THIRD YEAR TEACHER. IF YOU THINK ABOUT SOMEBODY WHO IS IN THEIR THIRD YEAR OF TEACHING THEY DID STUDENT TEACHING ON ZOOM. SO THEY'VE NEVER HAD THE EXPERIENCE OF HAVING A PARTNER IN THE CLASSROOM THAT THEY CAN WATCH AND LEARN FROM. THIS IS A GROUP OF PEOPLE THAT I FEEL LIKE ARE NOT ALL OF THEM BUT I FEEL LIKE A LOT OF THE PEOPLE I TALKED TO ARE IN THE SECOND, THIRD, 4TH YEAR WHERE THEY HAVEN'T HAD A LOT OF EXPERIENCE. SO TO ME I FEEL LIKE WHAT I'M HEARING FROM A LOT OF PEOPLE IS BURN OUT AND IT'S OCTOBER. WE JUST FINISHED THE FIRST QUARTER OF SCHOOL. THERE ARE THEY ARE SAYING I HAVE TOO MUCH ON MY PLATE. I CAN'T DO ALL THIS. I WOULD LIKE TO KNOW WHAT HAPPENS. FOR ME AS A VETERAN TEACHER, I UNDERSTAND THOSE EARLY YEARS ARE HARD. BUT I DON'T WANT ANYBODY TO DO REREPRESENT PARABLE HARM BECAUSE THEY FEEL LIKE I CAN'T DO THIS JOB AFTER 3 YEARS. WE KNOW IT'S A TOUGH PLACE TO BE IN. I THINK WE NEED TO THINK ABOUT WHAT IS HAPPENING WHAT DOES IT SAY THAT PEOPLE ARE WILLING TO WALK AWAY FROM THEIR TEACHING CREDENTIALS AFTER PUTTING IN ALL YOU DO TO GET A CREDENTIAL, WHAT IS IS IT CALLED NOW? INDUCTION, THANK YOU. TO GET THROUGH ALL THE THINGS AT THE BEGINNING, CLEAR YOUR CREDENTIAL THEN TO SAY I CAN'T. I'M GOING TO WALK AWAY. I FEEL LIKE I HAVE THAT CONVERSATION TOO MUCH BUT MOSTLY I WANT TO TALK ABOUT SAFETY.

>> THANK YOU. NEXT UP BOARD MEMBERS, STUDENT BOARD

[X.c. Student Board Member]

[00:15:02]

[X.d. Board Members]

THANK YOU. >> THANK YOU. TRUSTEE

CASTILLO. TRUSTEE BAINS. >> NO REPORT.

>> DRAFTEE HARDEN -- TRUSTEE HARDEN.

>> I HAVE THE CHANCE TO ATTEND THE L. G. A. 10 YEAR ANNIVERSARY AND IT WAS SPECTACULAR. IT WAS NICE TO SEE ALL THAT CAME OUT. I KNOW A LOT OF THEM THAT WERE YOUNGER SO IT MADE ME START FEELING MY AGE BUT IT WAS GREAT TO SEE. AMAZING EVENTS. KUDOS TO ALL THAT HAD A PART IN PUTTING THAT ON. OH, I WILL BE HOLDING TALK WITH THE TRUSTEE ON OCTOBER 17TH AT 11:00 AM TO 1:00 P.M.AT THE SOUTH NATOMAS COMMUNITY CENTER.

THANK YOU. >> GOT YOU. THANK YOU.

TRUSTEE HARDEN, TRUSTEE HEREDIA.

>> SO TRUSTEE HARDEN IS CORRECT.

IT WAS A GREAT EVENT FOR THE 10TH ANNIVERSARY. IT WAS NICE TO SEE EVERYBODY AND THANK EVERYBODY BEHIND THE SCENES IN PREPARING THAT EVENT. BUT IT WAS GREAT.

GOOD TO SEE THE STUDENTS THERE AND IT'S ALWAYS GREAT TO SEE FACULTY IN ANOTHER ROLE. SO I WANT TO -- THEN I WANT TO THANK SUPERINTENDENT EVANS. HE IS PART OF THE C. S. B. A. STUDENT ADVISORY COUNCIL.

WE MET AND HAD A FULL DAY. SAFETY WAS ONE OF THE ISSUES THAT WAS ON THE AGENDA THAT WE SPOKE TO. WE ALSO SPEAK ABOUT CAWPAD. WE HEARD FROM COW PADS. I SHOULDN'T EVEN SAY THAT. AND THAT WORD PROBABLY, AND WE LOOKED AT A HOST OF THINGS BUT IT WAS A GOOD DAY OF BUDGET LEGISLATION AND THINGS LIKE THAT. SO I WANT TO TOUCH ON WHAT SOMETHING MAURA BROUGHT UP LAST WEEK. I THINK, LAST FRIDAY. I WAS IN WEST COVINA SCHOOL DISTRICT, AND WHICH IS BY -- [INDISCERNIBLE]

>> YES. OVER THERE. [INDISCERNIBLE]

>> SOMEWHERE OVER THERE BY CORONA, ALSO, I KNOW DISTRICTS. [INDISCERNIBLE]

>> YEAH. [LAUGHTER] ANYWAY, I DON'T HAVE THE CODES MEMORIZED BUT I DID WANT TO TALK ABOUT A COUPLE OF THINGS THAT I SAW. THEN GET BACK TO WHAT, WHAT OUR N.T.A.PRESIDENT BROUGHT UP.

SO I WAS IMPRESSED VISITING THIS DISTRICT. THEY ARE A GREAT DISTRICT. THEY ARE A DESTINATION DISTRICT AND ONE OF THE THINGS THAT I GOT TO SEE WAS THE INTERNATIONAL, THE I. B. DUEL LANGUAGE, DUAL IMMERSION PROGRAM.

[00:20:02]

I KNOW ABOUT DUAL IMMERSION PROGRAMS BUT TO SEE A DUAL IMMERSION PROGRAM THAT IS AN I. B. PROGRAM ALSO WAS IMPRESSIVE. SO ANYWAY I WANT TO HAVE EVERYBODY NOTICE THAT BECAUSE THAT'S SOMETHING WE MIGHT WANT TO THINK ABOUT. NOT ASPIRE TO BUT THINK ABOUT DOING. AS WE BEGIN TO LAUNCH THE DUAL IMMERSION SCHOOL. GREAT SCHOOL. I SAW IT IN MANDARIN AND I SAW IT IN SPANISH, THE SCHOOL, VISITED THE CLASSROOMS. THE OTHER THING ON THAT SCHOOL, WHICH WAS COMING BACK -- THERE WAS ANOTHER THING, TOO. THE READING ISSUE. THIS WAS INTERESTING BECAUSE THEY HAVE AN APPROACH TO READING. THEY, TOO, RECOGNIZE THAT READING CAN BE THE GATE KEEPER FOR STUDENTS. SO THEY HAVE A VERY STRONG READING INITIATIVE WHERE THEY ACTUALLY HAVE 3 CERTIFICATED TEACHERS ALL DAY LONG WORK IN A ROOM WITH KIDS ON READING SKILLS AND THEN THE SKILLS AND THEN THE KIDS ARE THEN BROUGHT UP TO WHERE THEY SHOULD BE. SO WHEN YOU GOT DEDICATED STAFF LIKE THAT I SAY IT'S VERY IMPRESSIVE. I WOULD LIKE TO GO BACK THERE AND SEE STAFF.

BUT TALKING, YOU KNOW, I WANT TO TOUCH ON WHAT MAURA TALKED ABOUT. SO THEY HAD A SELF-REGULATION LESSONS. I KNOW THAT I VISITED NEIGHBORING SCHOOL THAT HAD THIS IDEA WHERE THEY HADED ROOM BUT IN THE ROOM THAT I VISITED WHICH IS ALMOST LIKE A CLASS PERIOD. IT'S A SPECIFIC ROOM ON THE WALL ARE THE KIDS CAN GO UP THERE AND THEY CAN SEE -- THEY'VE COLORS. SO ARE YOU FEELING YELLOW TODAY MEANING HAPPY? NO, GREEN IS REALLY LEAP.

YELLOW IS SO SO. RED I FEEL LIKE I'M IN CRIES I -- CRISIS, BLUE I'M DEPRESS AND THEY'VE LITTLE STRIPS THAT SHOW DIFFERENT TYPES OF FEELINGS THAT GO WITH THOSE CATEGORIES, SO IF THE KIDS ARE FEELING PARTICULARLY SAD THAT DAY THEY THEN GO OVER TO THE CORNER OF THE ROOM, PULL OUT A SHEET. MAKE A NOTATION AS TO WHAT IS EXACTLY OF CONCERN TO THEM. THAT THE TEACHER COLLECTS THOSE SO THEY KNOW AND THE KID IS THEN ALLOWED TO GRAB SOMETHING FROM THIS BIN WHERE THEY CAN HOLD IT IN THEIR HANDS AND WORK IT TO TRY TO GET THE STRESS OUT.

LIKE THOSE BALLS THAT YOU HAVE. THE CHILD OR THE YOUNG STUDENT I DON'T KNOW HE WAS 5TH GRADE THAT WAS ASSIGNED TO TELL ME ALL ABOUT THIS IDEA. SO I SAID TO HIM VERY CAUTIOUSLY, HAVE YOU EVER TAKEN ADVANTAGE OF COMING OVER HERE AND WRITING OUT WHY YOU DIDN'T FEEL GOOD THAT DAY OR SOMETHING IS BOTHERING YOU AND GETTING SOMETHING FROM THE BIN? HE SAID.

YES. HE SAID, I HAVE AND I THINK THAT'S WHAT MAKES ME FEEL BETTER. BECAUSE I HAVE A PLACE TO GO. SO THERE ARE LESSONS THROUGHOUT THE DAY WHEN THE KIDS COME INTO THE ROOM. THEY TALK ABOUT HOW TO RETH -- REGULATE THEIR ANGER, HOW TO REGULATE THEIR FEELINGS, HOW TO BE A BETTER, A BETTER STUDENT BUT AND THERE'S ALL THINGS LIKE CENTERS AROUND THE ROOM AND WHERE THEY CAN GO AND DO DIFFERENT ACTIVITIES. THERE IS A MIRROR THAT HAS ALL THESE WORDS AND IT SAYS I'M SUCCESSFUL. I'M GREAT. I'M WHAT EVER THE PHRASE THERE IS THEY WANT TO SELECT. AND BUT SO THAT IS TWO SCHOOLS IN A ROW THAT I'VE BEEN ABLE TO GO TO WHERE THIS IS IN PLACE. SO I AGREE WE REALLY HAVE TO LOOK TO SOCIAL EMOTIONAL. WE HAVE TO LOOK AT WAYS TO HELP CHILDREN FIRST OF ALL THEY DON'T ALWAYS HAVE THE LANGUAGE TO ARTICULATE WHAT IS BOTHERING THEM OR WHAT IS MAKING THEM ANGRY OR WHAT IS MAKING THEM FEEL UPSET.

SO I THINK PART OF IT IS TEACHING KIDS THE LANGUAGE AND THEN SECOND OF ALL IS TEACHING THEM WHAT TO DO WITH THE FEELING ONCE THEY'VE IDENTIFIED IT. SO ANYWAY IT WAS A GREAT VISIT. I GOT TO VISIT A FAMILY RESOURCE CENTER. I ALSO HAVE AN E. SPORTS TEAM THAT, THAT IS -- [APPLAUSE] , YOU CAN GO ON TO COLLEGE AND GET SCHOLARSHIPS, YES.

SO THE THAT WAS NEW FOR ME TO SEE THAT. I HAVEN'T SEEN THAT BEFORE. THEY ALSO HAVE A SENIOR SEMINAR WHERE EVERY STUDENT AT THE HIGH SCHOOL IS IN A SEMINAR THROUGHOUT THE YEAR AND IN THE SEMINAR, THEY LOOK TO -- THEY FILL OUT COLLEGE APPLICATIONS, AND ALL OF THE FINANCES AID PACKETS THEN HAVE SPEAKERS THROUGHOUT THE WHOLE YEAR BUT IT'S A DESIGNATED PERIOD FOR THE STUDENTS IN THE HIGH SCHOOL. SO ANYWAY. I WANTED TO SHARE THOSE THINGS SO PEOPLE HAVE IDEAS ABOUT

[00:25:02]

WHAT IS OUT THERE. >> THANK YOU TRUSTEE

HEREDIA. TRUSTEE KAPLAN. >> THANK YOU. JUST TO REITERATE WHAT WE ALL HEARD TRUSTEE HEREDIA SAY, HINT, HINT, WE'RE OPENING UP OUR FIRST DUAL IMMERSION SCHOOL.

YOU'VE BASICALLY 7 OR 8 YEARS TO PLAN FOR IT TO BECOME AN I. B. HIGH SCHOOL.

YES. TO FOLLOW UP IT WAS A JOY TO ATTEND WITH TRUSTEE HEREDIA AND TRUSTEE HARDEN THE 1500 BREAKFAST THAT WE HAD AT SAX STATE WHICH IS ABOUT HOW DO WE INCREASE IN GROWING OUR YOUNG MEN OF COLOR ATTENDING COLLEGE IN THIS AREA? AND NATOMAS, THANK YOU, FELLOW TRUSTEES, WE WERE THE FIRST TO JUMP ON BOARD AND SIGN UP AND WE WERE DUTIFULLY THANKED BY MANY PEOPLE WHO RECOGNIZE NATOMAS BEING OUT FRONT WITH THIS TRYING TO FIGURE OUT WAYS HOW TO GROUP OUR OWN FAMILY BUT GROW OUR KIDS SO THEY CAN SEE THEMSELVES IN COLLEGE. IT WAS A GREAT HISPANIC CELEBRATION AT BANNON CREEKS, THANKS TO EVERYBODY THAT WENT IN FOR THAT.

FOOD WAS GREAT. THE DANCING WAS GREAT. MY GIRL'S LOVED THE BOOK THAT WAS HANDED OUT AND THE BOOK READING. SO THANK YOU FOR ALL THE WORK. I WOULD LOVE -- I'M PARTING SO I CAN SAY THIS BUT IF WE'VE CELEBRATIONS LIKE THAT THROUGHOUT THE DISTRICT 2 OR 3 A YEAR IT WAS SO NICE TO SEE FAMILIES FROM ALL OVER, NOT JUST BANNON CREEK BUT ALL OVER THE DISTRICT THEN YOU GET FOOD AND EVERYBODY THERE CELEBRATES. IT REALLY WAS A FAMILY FUN CELEBRATION. THEN SUPERINTENDENT, WHEN THE TIME IS RIGHT, I KNOW WE HAVE DISTINGUISHED DIGNITARIES OF STUDENTS IN OUR AUDIENCE THAT ARE HERE TO TALK ABOUT MARCH CAAN BUT I THINK -- NARCAN BUT HEARING WHAT WE'RE DOING IS GREAT BECAUSE HERE IS WHAT I WILL TELL YOU, SINCE THE PANDEMIC, I KNOW AT LEAST AT PASO VERDE EVERY TIME MY CHILDREN LOGGED IN WHETHER IT WAS ON LINE OR WENT INTO CLASS THEY HAD TO SAY HOW THEY WERE FEELING AND THE TEACHER WOULD PULL THEM ASIDE AND AT EACH ONE OF THE CLASSES THERE ARE SAFE SPACES THAT HAVE BEEN BUILT. IF YOU LOOK AT THE FIRST AND SECOND CLASSES THEY'VE QUIET SPACE IF A CHILD NEEDS TO SELF-REGULATES. I CAN TELL YOU SOME OF THE THINGS YOU ARE TALKING ABOUT WE'RE ACTUALLY ALREADY DOING.

SO MAYBE IT'S DIFFERENT BECAUSE THERE IS A TRUSTEE WE'RE NOT AT ALL THE DIFFERENT SCHOOLS ALL THE TIME. BUT ON SOME OF THE THINGS WE TALK ABOUT GETTING A FRIDAY, THESE ARE SOME OF THE THINGS WE'RE DOING THAT YOU MAY NOT BE AWARE OF. IF YOU ARE NOT IN OUR SCHOOLS SEEING IT ALL THE TIME. WOULD BE INTERESTING IF THAT WAS JUST A CERTAIN SCHOOL OR MORE OF A DISTRICT MANTRA.

THEN AS MY TIME IS WINDING DOWN I WANT TO THANK OUR DISTRICT STAFF. MANY OF YOU I'VE KNOWN FOR A VERY LONG TIME. SOME NOT SO MUCH BUT OUR DISTRICT STAFF GOES ABOVE AND BEYOND. I KNOW SOMETIMES PEOPLE TALK ABOUT THE DISTRICT OFFICE. THEN YOU HAVE CURBY JOBS. BUT I KNOW E-MAILS THAT GO OUT LATE AT NIGHT. EARLY IN THE MORNING. PEOPLE THAT I CAN GET A HOLD OF THE HARD WORK YOU PUT IN, IT'S NOT A 9:00 TO 5:00 JOB. YOU GUYS CONSTANTLY WORK OVERTIME BECAUSE YOU CARE ABOUT THIS DISTRICT AND YOU CARE ABOUT OUR KIDS. THAT DOES NOT GO UNNOTICED AND I'M SO THANKFUL TO HAVE YOU AS PART OF THE NATOMAS FAMILY. MANY FOR YEARS AND YEARS BECAUSE IT MAKES US BETTER THAT YOU STAY. IT MAKES US BETTER THAT WE HAVE YOUR EXPERIENCE ON OUR SIDE AND FOR THAT, I WANT YOU TO KNOW I SEE THE WORK YOU DO. I'M SO ETERNALLY GRATEFUL FOR ALL THE HARD WORK THAT YOU DO TO MAKE US TRUSTEES LOOK GOOD BECAUSE IN REALITY IT'S YOU PUTTING IN THE HARD WORK. WE MAY MAKE THE FINAL DECISION BUT WHAT YOU GIVE US ARE FULL DETAILS. THE GOOD, BAD, WHAT WE CAN IMPROVE ON AND WHAT WE'RE DOING GREAT. THANK YOU FOR NEVER SHYING AWAY FROM THAT. AND JUST THANK YOU FOR ALL THESE YEARS AND WHAT YOU'VE DONE FOR NATOMAS.

I APPRECIATE YOU. >> THANK YOU, TRUSTEE KAPLAN. SO FOR ME, I'M SO THRILLED TO HEAR TRUSTEE HEREDIA, ONE OF OUR GREAT TRUSTEES, ONE OF THE GREATEST OF ALL TIME TALK ABOUT AN E. SPORTS TEAM. SO I'M GOING TO ASK THAT OUR DISTRICT REALLY TAKE A LOOK AT WHAT IT WOULD TAKE TO BRING AN E. SPORTS TEAM FOR OUR STUDENTS HERE AND IT SOUNDS LIKE I MAY HAVE TRUSTEE HEREDIA'S SUPPORT.

[X.e. Superintendent's Report]

WITH THAT, SUPERINTENDENT EVANS.

>> >> NUMBER OF SPOTS. THEY

[00:30:10]

HAVE LOTS OF STRONG PROGRAMS AND THINGS, A LITTLE DIFFERENT DISTRICT FOR SURE. BUT THEY HAVE SOME THINGS THAT THE CONFLICT THAT I THINK THE NEXT PHASE OF DEVELOPMENT FOR NATOMAS IS WHERE DO SOME OF THE THINGS TRUSTEE KAPLAN TALKED ABOUT HAPPENING AT P. V. S. WHERE DID THEY COME BOTTOM UP BECAUSE YOU HEAR THE PRESIDENT TALK ABOUT BURNOUT IN OCTOBER. I GOT LOTS OF IDEAS. E. SPORTS IS ONE OF THEM.

LOTS OF THINGS TRIED TO S. E. L. WE'RE TALKING ABOUT WHAT IS THE BEST PROFESSIONAL DEVELOPMENT TO LEAN INTO THE DUAL IMMERSION, IT'S JUST WHERE IS THE TIPPING POINT? WE UNLIKE OTHER DISTRICTS HAVE THE L. T. TOWERS GOING UP WITH THE ONE ON ONE CHROME BOOKS WITH THE ABILITY TO ACCESS THE INTERNET. WE HAVE TO GET BERT AT EXPLAINING TO THE PARENTS WHAT THE ONE ON ONE CHROME BOOKS ARE ABOUT AND MAKING SURE KIDS UNDERSTAND, WE HAVE TO PLAY WITH THE L. T.

E. AS A SUPPLY CHAINS HAVE CAUSED IT TO BE A LITTLE SLOWER THAN WE WANT. WE'VE CHOSEN SOME DIFFERENT THINGS IN NATOMAS I UPON OUR FAMILY'S NEEDS AND WHAT THEY TELL US. WHAT WE'RE HEARING FROM THEM THEY NEED. ALL THESE ARE WONDERFUL IDEAS.

WE'RE LISTENING, TAKING NOTES.

A LOT OF THE STUFF ACTUALLY WAS IN THE WORKS IN 2020. E. SPORTS ONE OF THEM. I DON'T THINK COACH BAKER HERE, SHE HAS DONE INITIAL RESEARCH ON THAT AS OUR ATHLETIC DIRECTOR BECAUSE IT'S THE SAME THING.

I MEAN, A LOT OF HAND INJURIES FROM THE JOY STICKS I HEAR. BUT SO THERE'S LOTS OF POSITIVE THINGS ABOUT NATOMAS WE CAN SHARE. THAT IS SOMETHING THAT I PROMISED TO THE BOARD OUR STAFF IS GOING TO GET BETTER AT BECAUSE THERE ARE SO MANY GOOD THINGS THAT GO ON. RIGHT NOW, AS I HAVE MET, YOU HEARD TRUSTEE HEREDIA TALK ABOUT ONE OF MY MEETINGS. I MET A FEW TIMES WITH STATE LEADERS AND THEY'RE FACING A LOT OF THE CHALLENGES THAT WE ARE. STUDENT BEHAVIORS IS SOMETHING THAT FROM THE PANDEMIC HAS BEEN SIGNIFICANT. ADULTS' BEHAVIORS, DISAPPOINTINGLY FAMILIES AT TIMES AS WELL AS JUST NONSTUDENTS COMING ON TO CAMPUSES IS A RECURRING THEME. EDUCATION IS MORE DIFFERENT THAN IT EVER HAS BEEN.

IT'S UNPRECEDENTED TIMES WHEN YOU THINK ABOUT HOW POLITICS WHICH HAS ALWAYS BEEN A PART OF EDUCATION, THE NATIONAL DIVIDE FIRMLY LANDED ON OUR TEACHERS, CLASSIFIED EMPLOYEES AND OUR MANAGERS IN A WAY THAT IS SLOWING THINGS DOWN FOR STUDENTS. IT'S LIKE, IT'S OKAY TO HAVE DISTRICT AND TALK ABOUT WHERE A DISTRICT MOVES FORWARD, BUT IT'S GONE BEYOND THAT AND BECOME SOMETHING THAT HAS NATIONALLY SLOWED DOWN WHEN WE NEED TO BE MORE FOCUSED FOR RECOVERY FOR OUR STUDENTS THAN ANY OTHER TIME. BUT FOR US, LET'S TALK ABOUT 3 POSITIVE THINGS. TRUSTEE KAPLAN TALKED ABOUT THE 1300 CAMPAIGN BREAKFAST. THIS BOARD, THIS DISTRICT LED WORK WITH IMPROVING YOUR TOMORROW. ONE OF OUR PARTNERS TO HELP YOUNG MEN OF CHLORAND MENTORS AT A NUMBER OF OUR SECONDARY SCHOOLS, THEY'VE BEEN LEADING A REGIONAL, STARTED OUT IN SACRAMENTO, IT HAS GONE PROJECT TO GET 1300 MORE YOUNG MEN OF COLOR TO COLLEGE AND HELP THEM BE SUCCESSFUL AT COLLEGE. I'VE BEEN A PART OF A NUMBER OF REGIONAL COLLABORATIONS THAT START UP, GO AWAY. START UP. GO AWAY.

THIS IS A SOLID EFFORT THAT HAS PEOPLE LIKE THE PROSECUTION NELSON AT SACHS STATE AND CHANCELLOR AT U.

C. DAVIS AND SO MANY OTHER REGIONAL LEADERS CONTINUING TO COME BACK. LEAD THE WORK, FACILITATE AND BE A PART OF IT. IT'S A WONDERFUL THING TO BE A PART OF AND YES, THIS DISTRICT WAS CALLED OUT QUITE A BIT. CONGRATULATIONS TO TRUSTEE, NATOMAS UNIFIED WAS THE FIRST DISTRICT TO SUPPORT THE ACTIONS WHICH INCLUDED TAKING WHAT HAD BEEN PRACTICED IN NATOMAS AND ELIMINATE WILLFUL DIS DISOWE BEADENS AND PUT INTO THE RESOLUTION A BAN ON THOSE THINGS BY THEMSELVES. SO STAFF IS NOT SUPPOSED TO. WE MONITOR AND I'M SURE ONCE OR TWICE A YEAR WE HAVE TO DIG IN AND HAVE CONVERSATIONS, BUT SUSPENSION FOR WILLFUL DISOBEDIENCE, DEFIANCE, BY ITSELF IS BREAKING OF THE LOCAL LAW. WHEN YOU SUSPEND STUDENTS FOR THAT. SO THE BUT IN ADDITION THE COMMITMENT TO COUNCILORS THIS BOARD ADDED AROUND

[00:35:01]

ADDITIONAL COUNCILOR AT INDERKUM TO HELP OUR STUDENTS REMAIN ON TRACK AND WE'LL GET SOME INFORMATION ON SOME GOOD NEWS THAT ONLY PRESIDENT GRANT HAS HEARD SO FAR. YOU WILL BE ABLE TO HEAR GOOD NEWS SOON ON THAT WHICH IS GREAT. I APPRECIATE THE BOARD LEADING AND THE STAFF AND ALL THE EFFORT THEY PUT IN TO HELP OUR YOUNG MEN OF COLOR AND IN PARTICULAR ONE OF THE THINGS I SHARED WHEN I WAS LUCKY ENOUGH TO BE ONE OF THE FOUR OR FIVE PEOPLE THAT SPOKE, WE NEED THE SAME COMMITMENT FOR YOUNG WOMEN OF COLOR IN OUR COMMUNITY AND REGION. WITH YOUNG LEADERS THAT LEAD I. Y. T. THERE IS DEFINITELY AN OPPORTUNITY FOR THIS COMMUNITY TO BE ABLE TO DO THAT. THEY ARE A TALENTED GROUP THAT REALLY CARE FOR KIDS. THEY ARE A JOY TO BE AROUND. SO MONDAY WAS FOR OUR PARENTS. THANK YOU. NONINSTRUCTIONAL DAY FOR THEM, WE KNOW WHAT KIND OF DISRUPTION THAT CAN BE BUT FOR US, IT MEANT 734 TEACHERS CLASSIFIED EMPLOYEES THAT WORK IN THE CLASSROOM AND MANAGER WERE ABLE TO PARTICIPATE IN THE LARGEST AND ONE OF THE MOST COMPLEX PROFESSIONAL DEVELOPMENT DAYS WE'VE HAD.

IT WAS THE LARGEST BECAUSE OUR C. O.'S OFFICE INVITED CLASSIFIED EMPLOYEE WHO IS HAD DIRECTED CONNECTIONS TO THE CLASSROOM TO ATTEND FOR THE FIRST TIME BECAUSE THERE WAS SOMETHING VERY RELEVANT FOR THEM. IN PARTICULAR MORNING SESSION WHEN WE BROUGHT FORWARD A 3-HOUR TRAINING FOR CULTURALLY RESPONSIBLE PEDAGOGY THEN WE HAD AFTERNOON SESSION THAT IS CONTINUED FOCUS ON WRITING, WE'VE HAD DISCUSSIONS, PROFESSIONAL DEVELOPMENT IN PARTICULAR AROUND MULTIPLE TERMS USED.

THIS IS IS OUR THIRD APPROACH.

THE FIRST APPROACH GOT SOME STUDENTS VIDEOS AND FEEDBACK. THE PROFESSIONAL DEVELOPMENT DIDN'T WORK. IT JUST FELL APART VERY QUICKLY AS STAFF WALKED OUT. THE TRAINER PROBABLY WASN'T THE RIGHT FIT FOR US FOR WHATEVER REASONS, NO JUDGMENT AGAINST THE TRAINER THEN WE WENT TO A DIFFERENT APPROACH WHERE IT WAS MORE MUCH AN OPT IN FOR THE 1% PROFESSIONAL DEVELOPMENT. THAT'S WHEN WE NEGOTIATE IF YOU ATTEND X. AMOUNT OF HOURS IN A YEAR YOU GET THE EQUIVALENT OF 1% OF YOUR SALARY FOR ATTENDING THAT.

IN A COUPLE OF YEARS WE USE ONE TIME MONEY FOR PROFESSIONAL DEVELOPMENT TO PROVIDE A PROFESSIONAL DEVELOPMENT CATALOG. SO THAT STAFF MEMBERS THAT OPT IN. THIS WAS THE SECOND APPROACH . THIS TIME AROUND WE HAVE ESEEN A SIGNIFICANTLY DIFFERENT APPROACH WITH OUR STAFF. I WANTED TO PUT SOME THANKS WHERE THANKS IS DESERVED.

SO FIRST OF ALL I WANT TO THANK ROSA AND MARA AND THEIR TEAMS. THERE WERE SOME OF THE FASTEST NEGOTIATIONS, I DON'T KNOW IF WE CAN CALL IT LAND TO LAND AN ELEMENT OF LANGUAGE TO COME UP WITH ANTI-BIAS AND ANTI-RACISM TRAINING LANGUAGE THAT ALLOWS STAFF TO FIRST OPT IN VOLUNTARILY AND THEN AS NEED BE, WE MIGHT HAVE TO PULL THEM FROM THE WORK DURING THE DAY. A LOT EASIER WITH SOME CLASSIFIED STAFF THAN IT IS WITH TEACHERS WITH THE SUBSHORTAGE BUT AN APPROACH TO GO FORWARD AND MAKE SURE THAT THE INITIAL TRAINING FOR AIN'T BIAS AND AIN'T RACISM TAKES PLACE, NOT THAT ANYONE THINKS A TRAINING IS GOING TO ELIMINATE RACEIM IN OUR SOCIETY BUT IT WILL ALLOW FOR CONVERSATION ON COMMON THINGS THAT WE KNOW HAVE EXISTED FOR CENTURIES AND CONTINUE IN OUR SCHOOLS SADLY TODAY AND REALLY EVERY WHERE. BUT THIS BOARD, THIS DISTRICT IS TAKING A UNIFORM DISTRICTWIDE APPROACH.

THIRD TIME THROUGH AND I'M EXCITED TO SAY THAT INITIALLY TRAINING 785 STAFF MEMBERS IN TWO TRAINING. I DON'T HAVE THIS YEAR'S NUMBERS.

I DIDN'T WANT TO ASK H. R. TO PULL THAT TODAY.

IN THE PASSES IT'S AROUND 1200ISH PART-TIME FULL TIME.

WE'RE LOOKING AT ABOUT 60 OR 65% OF OUR STAFF, A QUARTER INTO THE YEAR HAVE ALREADY ATTENDED THE INITIAL TRAINING VOLUNTARILY. THANKS FOR WORKING WITH OUR TRAINER. WE'RE GOTTEN PERMISSION AND FILMED THE PREPARATIONS SO THIS NEXT WAVE THERE CAN BE BOTH A VIDEO BASED SO YOU CAN SEE THE PRESENTER PLUS A FACILITATED TRAINING THAT WILL CONTINUE FORWARD.

THAT'S A SIGNIFICANT EFFORT AS PART OF OUR LAUNCH TO A 3 YEAR PLAN ON DIVERSITY, EQUITY, INCLUSION, PROFESSIONAL DEVELOPMENT FOR THE STAFF. KUDOS TO THE C.

O.'S OFFICE FOR LEADING THAT, KUDOS TO THE STAFF.

THIS IS THE BEST STAFF WE'VE HAD IN THE DISTRICT. YOU CAN SEE IT WHEN YOU WINTER TO THE TRAINING.

IT WAS 8:10. BREAKFAST WAS SERVED AT 8:00 BUT THE MEETING STARTED AT 8:30 AND THE PARKING LOT WAS FULL.

CARS WERE PARKING ACROSS THE STREET. 8:05 IT WAS HARD TO GET A SPOT. NOT ONLY ARE THEY COMING.

THEY'RE COMING EARLY. THEY'RE PARTICIPATING.

THEY'RE NOT SHOWING UP. SO IT'S BEEN PHENOMENAL TO SEE

[00:40:02]

THAT. IMPRESSIVE NUMBERS FOR SURE. I WANTED TO THANK THEM AND APPLAUD THEM FOR THAT. AS YOU SEE THAT KIND OF INTENTIONALITY AND APPROACH AND I'VE TALKED ABOUT THE STAFF AND BEING PROUD OF THEM, SO WE HAVE SOME DATA TO SHARE TONIGHT. DATA SUBMITTED TO THE CALIFORNIA DEPARTMENT OF EDUCATION THAT WE HAVE AVAILABLE NOW. IN CALIFORNIA, I THINK FAIRLY INTENTIONALLY THERE IS A WHOLE BUMP OF DATA POINTS THAT YOU CAN SLICE THEM IN NATOMAS. USED TO HAVE COMBINED CHARTER, NON-CHARTER TOGETHER. THAT HAS BEEN SPLIT BUT YOU CAN TOGGLE BACK AND NORTH AND TAKE A LOOK AT X. Y. Z.. HE THE DASHBOARD WHICH EXCLUDES ALL THE CHARTERS, FOR US WE'VE DIRECT LEADERSHIP OVER OUR KNOB CHARTER SCHOOLS PLUS L. G.

A. WE LOOK AT WHAT IS THE IMPACT OF THIS BOARD'S BUDGET ACTIONS, INTERVENTION AND DIRECTION WITH L. G. A.

AND OUR OTHER SCHOOLS? SO SOME STRONG RESULTS TO SHARE. THIS WILL BE OUR DATA WITH L. G. A. DASHED CALIFORNIA DASHED COMES OUT IN DECEMBERISH, IT WILL EXCLUDE L. G. A. THEY'LL BE ON THEIR OWN BUT TO GIVE YOU COMBINED INFORMATION, SO OUR GRAD RATE REMAINS 95.4%.

LAST YEAR IT WAS 94.9. SLIGHT INCREASE, WHEN YOU GET THAT SMALL HERE, THERE, IT'S JUST UP OR DOWN. IT IS NICE. STAYING AROUND 95% AT 95% IS EXTRAORDINARILY HIGH.

WHEN WE HAVE OVER BILL 6263 -- 61.8 AND THEN OUR PREVIOUS LUNCH BALLPARKISH -- [INDISCERNIBLE] OKAY IF YOU DON'T KNOWOFF HAND. 55-60. VERY DIFFERENT THAN SOME OF THE DISTRICTS WE'VE TALKED ABOUT TONIGHT. IT'S ABOUT DOUBLE SOME OF THE DISTRICTS WE TALKED ABOUT TONIGHT. WE'RE DOING THIS DESPITE HAVING CHALLENGES AND MOBILITY THAT A LOT OF OTHER DISTRICTS DON'T HAVE. WE'VE ANALYZED OUR MOBILITY BEFORE ABOUT 40% OF OUR KIDS CAN CHANGE SCHOOLS EVERY 3 YEARS. SO WITH THAT, EXTRAORDINARILY EXCITED TO SAY -- FIRST DROP OUT RATE REMAINS VERY LOW. 1.75%.

EXTRAORDINARILY LOW. WHAT I'M EXCITED ABOUT IS OUR BLACK AND AFRICAN AMERICAN GRAD RATE FOR 21-22. REMAINS HIGH. IT HAS BEEN HIGH FOR A WHILE.

THIS IS THE FIRST TIME FOR THAT STUDENT GROUP OUR RATE HAS EXCEEDED THE DISTRICT AVERAGE WITH A 96.07 PERCENT GRADUATION RATE WHICH IS A 3.5% ONE YEAR INCREASE, THAT IS SOMETHING TO BE PROUD OF. THE STATE AVERAGE FOR BLACK AND AFRICAN AMERICAN STUDENTS 2 YEARS PRIOR. WAS 72.5. SO TO SHOW THE DIFFERENTIAL IN OUR DISTRICT COMPARED TO THE STATE AVERAGE IS EXTREMELY SIGNIFICANT AND OUR PLAQUE -- BLACK, AFRICAN AMERICAN RATE IS THE LOWEST. OUR HISPANIC STUDENTS SOMETIMES THEY'VE TOGGLED BACK AND FORTH AROUND 95. THERE HAS BEEN A FEW TIMES WHERE THEY EXCEEDED THE DISTRICT AVERAGE. THEY'RE AT 94.05%, IT REMAINS HIGH AND THE DROPOUT RATE REMAINS EXTREMELY LOW AT 2.08%.

SO WHEN WE LOOK AT THE A. THROUGH G. RATE WHICH COMING AROUND THE PANDEMIC AND THE INCREASE IN D.'S AND F.'S, AND OTHER ISSUE, HONESTLY I WAS EXPECTING THE WORST.

THERE WAS A 0.7% DECLINE FROM THE PRIOR YEAR ADDING L. G. A. AND OUR OTHER SCHOOLS TOGETHER BUT I'M PROUD TO SHARE THAT OUR BLACK AND AFRICAN AMERICAN A. THROUGH G. RATE ROSE 1. 4% AND OUR HISPANIC STUDENTS CLIMATE 2%, WHEN YOU THINK ABOUT THE PANDEMIC AND ATTENDANCE CHALLENGES WHICH HAVE BEEN AN ISSUE AND REMAIN AN ISSUE THIS YEAR ACROSS THE STATE AND THINK ABOUT THE WORK OF OUR HIGH SCHOOL STAFF, COUNCILORS AND THE OFFICE AND WHAT WE ARE ABLE TO DO FOR OUR STUDENTS, AND TO KEEP MOVING STUDENTS FORWARD IN THE FACE OF CHALLENGES WHERE THE WORLD HAS BEEN MOVING UNDERNEATH THEM IN UNCOMFORTABLE WAVES FOR 2+ YEARS, TO KEEP THE RESULTS HIGH OR INCREASE IT IS SOMETHING I'M EXTRAORDINARILY PROUD TO BE A PART OF. SO I WANTED TO SHARE THAT AND SAY THANKS.

>> THANK YOU, SUPERINTENDENT EVANS. THANK YOU FOR SHARING SUCH A POSITIVE DATA AND NEWS ABOUT OUR STUDENTS.

[XI.a. National Hispanic Heritage Month]

NEXT UP WE HAVE CELEBRATIONS. NATIONAL HISPANIC HERITAGE MONTH. EXECUTIVE DIRECTOR POWELL WILL LEAD US THROUGH THE CELEBRATION.

>> YES. GOOD EVENING PRESIDENT GRANT, TRUSTEES, SUPERINTENDENT EVAN, STAFF AND COMMUNITY.

AS WE COME TO THE CLOSE OF NATIONAL HISPANIC HERITAGE MONTH I WANTED TO PROVIDE AN UPDATE TO THE BOARD ABOUT THE CELEBRATION THAT TUFTEE KAPLAN MENTIONED ON HOW

[00:45:02]

SUCCESSFUL IT WAS. IT WAS A DISTRICTWIDE CELEBRATION THAT WE ORGANIZED FOR OUR FAMILIES AND STAFF TO ENJOY AND CELEBRATE THE HISPANIC CULTURE. ON SEPTEMBER 30TH. WE HELD AN EVENT.

IT WAS AT BAN NON-CREEK. IT ACTUALLY ATTRACTED OVER 300 GUESTS. SO I'M GOING TO SHOW YOU A VIDEO, I FEEL THAT WILL DO MORE JUSTICE THAN WE TALKING SO I'M GOING TO PLAY THAT JUST TO GIVE YOU AN IDEA OF HOW IT WAS. (MUSIC PLAYING.)

>> I'M EXCITED TO BE HERE AND I'M HISPANIC I'M MEXICAN SO MY DAUGHTER IS SECOND GENERATION SO I THINK IT'S IMPORTANT FOR HER TO KNOW ABOUT HER CULTURE [INDISCERNIBLE] (MUSIC PLAYING.)

>> ENGLISH AND SPANISH, IT'S A BILINGUAL CHILDREN'S BOOK.

REPEAT AFTER ME I'M SMART. >> I'M SMART!

>> PARENTS ARE FROM MEXICO SO MY KIDS, THEY HAVE -- I'M HOPING THEY GET A FLAVOR FOR THAT.

>> I GUESS PART OF MY HISPANIC HERITAGE.

>> I FEEL WONDERFUL. BEAUTIFUL EVENT FOR ALL THE CHILDREN, FAMILIES AND THE COMMUNITY.

>> I WANTED TO LEARN SPANISH AND LEARN ABOUT WHERE I COME FROM SO I THOUGHT THIS WOULD BE A GOOD THING FOR HER TO

EXPERIENCE. >> WE WERE INVITED HERE TO SERVE THE FOOD FOR THIS SPECIAL EVENT FOR HISPANIC HERITAGE MONTH. EXCITED TO BE HERE.

>> FORAN --

>> WONDERFUL. AS YOU CAN SEE EACH CHILD WAS PROVIDED AN AUTOGRAPHED BOOK SIGNED BY THE WOMAN WE THANK TO THANK LETICIA. WE WANTED TO WRECKOUS ON FAMILY ENGAGEMENT, LETTING FAMILY HAVE AN OPPORTUNITY TO ENJOY A MEAL AND TIME TOGETHER. LITERACY WHICH IS OUR MAJOR FOCUS AND OUR DIVERSITY EQUITY INCLUSION AS YOU SAW IN THE VIDEO. THANKS AGAIN TO ALL THOSE WHO ATTENDED. ALL OF OUR PARTNERS, TRUSTEE HEREDIA WAS THERE AND HER HUSBAND. IT WAS JUST A WONDERFUL EVENT. SO THANK YOU.

>> THANK YOU FOR THAT. WONDERFUL VIDEO. SO WE ALSO

[XI.b. Filipino American History Month]

HAVE ANOTHER CELEBRATION, FILIPINO AMERICAN HISTORY

MONTH. >> ALL RIGHT. I'LL REMAIN STANDING. SO THIS IS REALLY, I ENJOY CELEBRATING OUR CULTURES. NATOMAS IS SO UNIQUE, IT GIVES ME GREAT PLEASURE TO ACKNOWLEDGE OUR RECOGNITION OF FILIPINO AMERICAN HERITAGE MONTHS WHICH CELEBRATES AND HONORS TRADITIONS AND HISTORY AND CONTRIBUTIONS OF FILIPINO AMERICANS THROUGHOUT THE UNITED STATES. OUR CORE VALUE SUMS IT UP BEST. WE VALUE DIVERSIFICATION EQUITY AND INCLUSION, IT MAKES OUR COMMUNITY ONE OF THE MOST DESIRABLE PLACES TO LIFE IN THE REGION. SO OUR FILIPINO AMERICAN STUDENTS REPRESENT ABOUT 4.

4% OF OUR STUDENT POPULATION.

OUR LARGEST POPULATION IS LOCATED AT INDERKUM HIGH SCHOOL WHERE WE HAVE AN ACTIVE FILIPINO YOUTHS CLUB.

OUR CAFE TEAM HAD AN OPPORTUNITY TO SPEND SOMETIME WITH THE MEMBERS OF THE CLUB TO HEAR THEIR PERSPECTIVES ON WHAT FILIPINO CULTURE MEANS TO THEM AND WHAT THEY HOPE OTHERS WILL LEARN ABOUT THEIR CULTURE. WE'RE PLEASED TO BRING THE STUDENT VOICE TO THE BOARD TONIGHT IN THE FORM OF A VIDEO.

SO PLEASE TAKE A LOOK.

>> WHAT DOES IT MEAN TO BE FILIPINO AMERICAN?

>> IT'S THAT MY FAMILY COMES FROM A REALLY RICH --

>> IT'S IMPORTANT TO ME BECAUSE NOT EVERYBODY KNOWS THEIR OWN BACKGROUND AND KNOWING THAT I'M FILIPINO,

IT GIVES ME HONOR. >> I'M VERY LUCK I TO BE A PART OF A BIG FILIPINO COMMUNITY HERE IN NATOMAS.

>> IT MEANS HAVING A HOME TO COME TO OR WHEN YOU NEED

SOMEONE'S HELP. >> I HAVE SOME SPICE IN ME.

I'M FILIPINO AND AMERICAN. >> THE PRIDE AND JOY OF BEING FILIPINO AMERICAN IS WHAT I THINK WE SHOULD APPRECIATE FROM WHAT OUR FILIPINO ANCESTORS DID IN THE HISTORY OF THE UNITED STATES.

>> ALL RIGHT. I WANT TO THANK OUR STUDENTS FOR BEING SO CANDID AND SHARING THEIR VOICES WITH US. I ALSO

[00:50:01]

WANTED TO SHARE WITH YOU ONE WAY WE'RE INVITING OUR FAMILIES TO TAKE PART IN CELEBRATING FILIPINO AMERICAN HERITAGE MONTH IS WITH SOMETHING CALLED A HALLOW HALLOW MIXER. IT'S DURING THE OCTOBER 21ST INDERKUM HIGH SCHOOL FOOTBALL GAME.

IT'S A POPULAR FILIPINO TREAT WITH A UNIQUE HISTORY.

WITH THE SUPPORT OF OUR NUTRITION SERVICES DEPARTMENT THE CAFE TEAM WILL PROVIDE SAMPLES OF THE DESSERT. ITS HISTORY AND OTHER HISTORICAL FACTS RELATED TO THE FILIPINO CULTURE. THIS WILL PROVIDE CAFE AND OPPORTUNITY TO ENGAGE WITH FAMILIES AND TO MAKE THEM AWARE OF THE OPPORTUNITIES FOR STUDENT VOICES AS WELL AS EVERYTHING THAT WE OFFER THROUGH PARENT UNIVERSITY. SO BE SURE TO CHECK OUT ON OUR SOCIAL MEDIA PLATFORMS FOR PHOTOS AND CAPTIONS.

WE'RE LOOKING TO HAVE A WONDERFUL NIGHT TO CELEBRATE FILIPINO AMERICAN HISTORY MONTH. THANK YOU.

>> THANK YOU FOR SHARING THAT. YOU ARE GOING TO REMAIN STANDING. [LAUGHTER]

[XII.a. Lessons Learned from the Pandemic About How to Engage with Our Families]

BECAUSE NOW WE HAVE NEXT ITEM IS PRESENTATION ON LESSONS LEARNED FROM THE PANDEMIC ABOUT HOW TO ENGAGE WITH OUR FAMILIES. TAKE IT AWAY.

>> ALL RIGHT. SO I'M GOING TO START BY SHARING WITH YOU THE AGENDA. COULD YOU-- [INDISCERNIBLE] THE AGENDA FOR TONIGHT WE'RE GOING TO REVIEW SOME LESSONS LEARNED. THEN I'M GOING TO GO OVER SOME OF THE CURRENT REALITIES THAT EXISTS, SHARE BENCHMARKING THAT WE DID WITH OUR DISTRICTS. SHARE A PILOT AND A TEST GROUP AND FEEDBACK WE DID AND THEN ALSO PROVIDE THE BOARD AN OPPORTUNITY TO, FOR BOARD DISCUSSION. I WANT TO MAKE SURE THAT THE BOARD IS AWARE THIS IS NOT AN ACTION ITEM.

WE'RE NOT ASKING FOR ACTION BUT TO PROVIDE INFORMATION TO THE BOARD AND TO ALLOW TIME FOR DISCUSSION. SO WE ALWAYS START OUR PRESENTATIONS WITH OUR CORE VALUES BECAUSE THIS IS WHAT GUIDES US. BUT TONIGHT WE'RE GOING TO FOCUS ON THIS ONE SPECIFICALLY WHICH IS WE VALUE OUR FAMILIES AS PARTNERS IN THE EDUCATION OF THEIR STUDENTS. SO THIS IS ACTUALLY A CELEBRATION TO START WITH LAST SPRING WE DID A SURVEY AND WE SURVEYED OUR FAMILIES ABOUT HOW THEY FELT WE WERE COMMUNICATING AND ENGAGING WITH THEM. YOU CAN SEE ON THE SCREEN WE GOT SOME HIGH REMARKS. ONE IN PARTICULAR 86.7% STATED THAT THEY HEAR ABOUT EVENTS AT THEIR CHILD'S SCHOOL IN MULTIPLE WAYS. INCLUDING PHONE, TEXT, E-MAIL, ETC. THAT'S A GOOD THING THAT WE WANT TO CELEBRATE THAT OUR FAMILIES ACKNOWLEDGE THAT OUR INTENTIONAL EFFORTS TO COMMUNICATE AND ENGAGE WITH THEM. WE ALSO AROUND THAT SAME TIME SURVEYED OUR TEACHERS BECAUSE WE WANTED TO HEAR FROM THEM ABOUT HOW THEY WERE ENGAGING WITH OUR FAMILIES. AND 93.4% SAID THEY USE A COMMUNICATION TOOL TO COMMUNICATE WITH FAMILIES.

AND FROM THAT, 58.3% SAID THEIR SCHOOL SITE DOES NOT HAVE A SPECIFIC SINGLE SCHOOLWIDE COMMUNICATION.

SO IN OTHER WORDS, THEY CHOOSE WHAT THEY WANT AND IT'S DIFFERENT FROM SCHOOL SITE TO SCHOOL SITE BUT ALSO TEACHER TO TEACHER. WE COUNTED 15 DIFFERENT PLATFORMS THAT TEACHERS WERE USING THAT THEY SHARED WITH US IN THIS PARTICULAR SURVEY.

SO ONE OF THE LESSONS THAT WE LEARNED WAS THAT DURING THE PANDEMIC, THERE WAS A NEED TO COMMUNICATION DIFFERENTLY. AND OUR SITES CHOSE NOW, EXISTING AND VARIOUS DIGITAL COMMUNICATION PLATFORMS TO COMMUNICATE AND ENGAGE WITH OUR FAMILIES.

AS I MENTION, WHILE THEY SHARE POSITIVE FEED BACKWE GOT IN OUR INTENTIONAL EFFORTS TO COMMUNITY, ENGAGE, THEY'VE ALSO COMMUNICATED TO US THAT IT'S A CHALLENGE KEEPING UP WITH SO MANY DIFFERENT DIGITAL COMMUNICATION PLATFORMS. THEY VARY FROM SCHOOL TO SCHOOL AGAIN AND TEACHER TO TEACHER.

AND OBVIOUSLY IF YOU HAVE MORE CHILDREN, IT INCREASES.

SO FAMILIES HAVE CONVEYED TO US THAT OFTEN THEY FEEL OVERWHELMED WITH THE NUMBER OF DIGITAL PLATFORMS. SO THIS IS JUST ILLUSTRATION OF A FAMILY MEMBER JUGGLING ALL THE DIFFERENT PLATFORMS THAT EXIST WITHIN OUR DISTRICT.

SO HERE IS AN EXAMPLE, IF YOU JUST HAVE TWO CHILDREN IN THE DISTRICT. MAYBE ONE ATTENDS ONE OF OUR ELEMENTARY SCHOOLS. THE OTHER A SECONDARY SCHOOL.

YOU COULD POTENTIALLY GET 9 TO 10 MESSAGES IN ONE DAY

[00:55:02]

FROM SEVERAL DIFFERENT PLATFORMS. VERY EASILY, YOU CAN GET ONE SCHOOLWIDE MESSAGE FROM YOUR ELEMENTARY STUDENT AND YOUR SENDARY STUDENT. YOU CAN GET ONE TEACHER MESSAGE FROM YOUR ELEMENTARY. IF YOUR CHILD IS IN SECONDARY THEY'RE GOING TO HAVE MULTIPLE TEACHERS SO YOU MAY GET 4 TEACHER MESSAGES AND ONE FROM THEIR COACH THEN THE DISTRICT HAS IMPORTANT INFORMATION THEY WANT TO SHARE SO YOU CAN SEE HOW YOU COULD EASILY RECEIVE 9 TO 10 MESSAGES JUST WITH TWO CHILDREN. SO THE NEXT SLIDE IS AN ILLUSTRATION OF HOW PARENTS ARE GETTING INFORMATION FROM EVERY DIRECTION. I'M SURE SOMETIMES THEIR HEAD IS SPINNING JUST LIKE SHOWING HOW THIS IS FLYING IN TRYING TO KEEP UP WITH ALL THE INFORMATION THAT IS BEING PROVIDED. WE TOOK A SNAPSHOT JUST TO SEE. I MENTIONED EARLIER ABOUT TEACHERS SAYING THAT ABOUT 50, A LITTLE OVER 50% SAID THEIR SCHOOL DOES NOT HAVE A SINGLE COMMUNICATION. SO WE DRILLED DEEPER AND BEFORE I EVEN GO INTO THAT, YOU PROBABLY WONDER WHY IS THAT GREEN BUTTON THERE IN THE MIDDLE? I WANTED TO ACKNOWLEDGE THAT THAT IS OUR STUDENT INFORMATION SYSTEM.

THE REASON WHY IT'S IN THE MIDDLE BECAUSE IT IS SOMETHING THAT WE DEPEND ON FOR COMMUNICATIONS IN OTHER FORMS. IT'S SOMETHING THAT WE HAVE TO HAVE BECAUSE IT HOLDS ALL OF OUR STUDENT INFORMATION IN IT. IT DOES ALLOW US TO MAKE PHONE CALLS, E-MAILS AND TEXT MESSAGING BUT OTHER THAN THAT, THAT IS IT IN TERMS OF COMMUNICATION. SO REALLY ISN'T A COMMUNICATION TOOL. IT'S JUST PART OF THE STUDENT INFORMATION SYSTEM.

SO WHEN WE ASKED OUR SCHOOLS IF YOU HAVE A SCHOOL WIDE PLATFORM, THEY WERE NOT SPEAKING OF INFINITE CAMPUS, THEY WERE TALKING ABOUT OTHER PLATFORMS. SO ELEMENTARY, 7 SCHOOLS INDICATED THAT THEY HAVE A SCHOOL WIDE PLATFORM. 3 INDICATED THAT IT VARIED TEACHER TO TEACHER AND THEN WITH OUR SECONDARY, NONE OF THE SECONDARY SCHOOLS RESPONDED THEY HAVE A SCHOOL WIDE PLATFORM. NOW SOME OF THE SCHOOLS HAVE SOMETHING THAT THE STUDENTS USE THAT THEY INTERACT WITH THEIR TEACHERS AND IN CLUBS AND EXTRA CURRICULA ACTIVITIES BUT THERE'S NOT A SINGLE UNIFORM COMMUNICATION PLATFORM FOR FAMILIES.

THIS SLIDE RIGHT HERE IS JUST TO GIVE YOU AN IDEA OF THE COMPARISON. YOU CAN SEE THERE'S A LOT OF DUPLICATION OF FUNCTIONS. SO WE HAVE MULTIPLE APPS, SOME OF THEM DO THE EXACT SAME THING BUT FAMILIES HAVE TO GO TO THIS ONE TO DO THIS, THIS ONE TO DO THAT.

SOME ALLOW YOU TO MAKE PHONE CALMS, OTHERS DO NOT.

SOME OFFER TWO WAY AUTOMATED TRANSLATIONS SO YOU CAN GO BACK AND FORTH WITH THE LANGUAGE THAT THAT FAMILY PREFERS. OTHERS DO NOT.

SOME ALLOW FOR CALENDAR AND R. S. V. P. AND OTHERS DO NOT. SO AGAIN I THINK IT'S SO IMPORTANT WHEN WE CAN TO BRING THE VOICE TO THE BOARD SO THAT YOU CAN HEAR DIRECTLY FROM OUR STAKEHOLDERS. SO WE WENT OUT. WE TALKED TO SOME OF OUR FAMILIES. AND ASKED THEM A COUPLE OF QUESTIONS SO I'M GOING TO PLAY AND LET YOU LISTEN TO

WHAT THEY HAD TO SAY. >> TEXT MESSAGES MAKE ME GO TO INFINITE CAMPUS TO READ E-MAILS AND THOSE HAVE LINKS THAT TAKE ME TO THE WEBSITE. THOUGHT THE WEEK, I HAVE REMIND APPS AND CLASS DOJO AND IF I NEED TO ACTUALLY GET IN TOUCH WITH A TEACHER, I WOULD, FOR THE MIDDLE SCHOOL AND THE HIGH SCHOOL I HAVE TO GO THROUGH

GOOGLE CLASSROOM TO -- >> DIFFERENT E-MAILS, TEXTS, PHONE CALLS AND THAT'S ABOUT IT. THOSE -- THEN OH, AS WELL AS NEWS LETTERS IN THE MAIL.

DIFFERENT WAYS. >> AS FAR AS THE TEACHER GOES I USUALLY WILL E-MAIL THEM.

>> THEN I ALSO USE THE, IT'S, LIKE, THE -- WHAT IS THE LAST ONE? GREEN AND BLACK.

>> PLATFORMS WITH THE APPARENT PORTALS. FOR MY MIDDLE SCHOOLER JOSEPH AND CLASS DOJO FOR ELEMENTARY.

>> PRINCIPAL CALLS US ON SUNDAY EVENINGS WHICH IS HELPFUL.

>> I GET A PHONE CALL EVERY WEEK AS WELL. A RECORDED CALL. IT GOES TO THE HOME PHONE AND OUR CELL PHONES BOTH MY HUSBAND AND MYSELF AND BOTH OF OUR E-MAILS.

SO WE GET QUITE A BIT. >> WE'VE REMIND WHERE THEY CAN COMMUNICATE WITH US THROUGH THE PHONE. THERE IS TEXT MESSAGING, THEY SEND E-MAILS DIRECTLY. THE PRINCIPAL GIFTS A PHONE CALL.

>> VOICE MALES -- MALES -- MALES DAILY.

[01:00:08]

>> I'M TEXT SAVVY BUT IT'S VERY OVERWHELMING IN ADDITION TO ALL THE OTHER NOTIFICATIONS YOU GET ON YOUR PHONE ANY ATTENDANCE IS THROUGH THE OTHER APP.

>> I FOCUS IN ON THE PLATFORMS THAT I KNOW THE BEST. SO I STICK WITH THE E-MAIL OR INFINNIST CAMPUS PLATFORM. ALL OF THE INFORMATION IS IS IN BOTH OF

THOSE PLACES. >> I LOOK AT ALL OF THEM AND I ALSO LISTEN TO THE VOICE MAIL MESSAGES. SO QUITE A BIT. BUT YOU ARE GETTING YOUR COMMUNICATION ACROSS.

I THINK IT'S GREAT. >> ALL RIGHT. SO YOU HEARD FROM YOURSELF, MANY PLATFORMS THAT WE HAVE AND GIST FROM THE PARENTS SOMETIMES IT CAN BE OVERWHELMING SO WE DID MORE POLLING. WE DID A QUICK POLL A COUPLE OF WEEKS AGO. WE REACHED OUT TO SOME OF THE PARENT UNIVERSITY PARTICIPANTS BECAUSE THIS OFTEN IS A VERY DIVERSE GROUP FROM ACROSS THE DISTRICT. AND WE HAD 33 FAMILIES TO RESPOND FAIRLY QUICKLY TO US AND AGAIN 97% SAID YES. WE DO RECEIVE REGULAR COMMUNICATIONS. 90% SAID THEY FOUND THE WAY TO MANAGE IT. BUT THEY ALSO SAID 51.5% SAID IT WOULD BE HELPFUL IF THERE WAS SOMETHING UNIFORM IN ONE PLACE. WE ALSO DID SOME BENCHMARKING WITH OTHER DISTRICTS BECAUSE WE KNOW WE ARE NOT THE ONLY DISTRICT THAT IS GOING THROUGH THIS.

SO WE SAID LET'S SEE WHAT SOME OF THE OTHER DISTRICTS IN THE REGION ARE DOING. YOU CAN SEE IT'S SPLIT ONLY HALF -- IMPLEMENTED SOMETHING DISTRICTWIDE.

THAT IS UNIFORM AND THE OTHER HALF HAS NOT. WE DID TALK TO SOME OF THE DISTRICTS THAT HAVE THE ASTERISK. THEY SAID THEY HAVE THE EXACT SAME CHALLENGE AND SIMILAR DISCUSSIONS RIGHT NOW TRYING TO FIGURE OUT HOW THEY CAN RESOLVE THAT. WE ALSO DID MORE BENCHMARKING. WE DID A SURVEY ACROSS THE STATE.

WE RECEIVED 26 SURVEYS BACK. AND 92.3% THAT RESPONDED SAID THAT THEY HAVE A DISTRICTWIDE UNIFORM PLATFORM. THEY DID SHARE WHAT THEY WERE USING. WE WERE ABLE TO TALK TO SOME OF THEM TO HEAR ABOUT THEIR EXPERIENCES. THE IMPLEMENTATION, THE CHALLENGES, AND THE OUTCOME. SO AGAIN GETTING MORE FEEDBACK AND STAKEHOLDER ENGAGEMENT, WE DID A PILOT WITH LARRY G. MEEKS ACADEMY WITH PARENT SWEAR AND THEY'VE BEEN USING IT FOR 15 MONTHS. WE SURVEYED THE STAFF RECENTLY TO GET THEIR FEEDBACK ON PARENTS SPECIFICS. 100% SAID THEY FELT PARENT SQUARE HELPED TO STREAMLINE THE INFORMATION THEY SHARED WITH FAMILIES.

THEY ALSO FELT THAT IT WOULD BE BENEFICIAL MOVING TO A UNIFORM TOOL FOR OTHER SCHOOLS BECAUSE THEY THOUGHT THAT IT WAS HELPFUL TO STREAMLINE AND IT WOULD BE FOR OTHER SCHOOLS. AND THEN 58.3% SAID THEY IN FACT HAD USED OTHER TOOLS BEFORE. MOST OF THEM, 41.7% OUT OF THAT SAID IT WAS CLASS DOJO SO IT WAS GOOD TO HAVE THE COMPARISON OF THOSE THAT HAD USED IT BEFORE. THIS IS JUST SOME OF THE THINGS THAT THEY SAID THAT THEY USED MOST AND THAT THEY ENJOYED MOST AND MOST OF THE THINGS ON THIS STATEMENT WERE REPEATED OVER AND OVER AGAIN BY THE STAFF WHO RETURNED IT.

(CAPTIONS WILL RESUME SHORTLY.)

>> DIRECTED QUOTES COMMUNICATION WISE I FEEL LIKE PARENT SQUARE PROVIDES A LOT IN ONE PLACE.

I CAN SEE MYSELF USING IT FOR YOUNGER CLASSES WHERE THEIR PARENTS WOULD SEE EVERYTHING. A STUDENT GETS OLDER IT WOULD BE NICE TO HAVE THEM ON THE APP, TOO.

SO THEY SEE THE CALENDAR POSTS UP COMING VOLUNTEER LISTS,ISTS. PARENT SQUARE SEEMED LIKE IT'S A COMMUNICATION TOOL AND I COULD USE IT IN MY CLASSROOM THEN SOMEONE SAID ONE OF MY BIG CONCERNS IS THE LACK OF PRIVATE MESSAGES ALL MESSAGES CAN BE READ BY

[01:05:06]

ADMINISTRATION WHICH WILL LEAD TO LESS TEACHER AND PARENT BUY IN EVEN USING THE MESSAGE PRIVATE MESSAGE IS MISLEADING WHAT IT'S NOT PRIVATE THEN LASTMONT COMMENT THAT SQUARE TOO COMPLICATED.

I PREFER TO STICK WITH CLASS DOJO. I DID LIKE THE OPTION TO HAVE PARENTS SIGN IT FOR CONVERSATIONS BUT THE INTERFACE WILL BE TOO COMPLICATED FOR IT TO BE SUCCESSFUL. WE WANTED TO BRING TO YOU MORE FEEDBACK FROM STAKE HOLDERS. SO AT THIS POINT, I AM GOING TO PAUSE AND JUST TURN IT BACK OVER TO PRESIDENT GRANT FOR DISCUSSION, ANY QUESTIONS YOU HAVE TO ME AND REALLY JUST THINKING ABOUT HOW DO WE BEST POSITION OURSELVES TO ENGAGE WITH OUR FAMILIES AS PARTNERS KEEPING IN MIND OUR CORE VALUES. THAT ARE SPECIFIC TO OUR FAMILIES AS PARTNERS AND RECOGNIZING ALSO THAT ANY SHIFT TO A NEW PLATFORM WILL HAVE TO TAKE INTO CONSIDERATION THE COST, TIME AND TRAINING IN ORDER TO BE ABLE TO IMPLEMENT.

SHORTLY.) >> WHEN YOU THINK OF PARENTS WHO HAVE MULTIPLE CHILDREN AND IT COULD BE DIFFERENT SCHOOLS OR EVEN AT THE SAME SCHOOL DIFFERENT PLATFORMS, I KNOW MY HUSBAND AND I DIVIDE AND CONQUER WITH THE PLATFORMS SO ONE DOES ONE, ONE DOES THE OTHER WITH BOTH OF OUR GIRLS BUT I CAN ONLY IMAGINE FAMILIES THAT HAVE 3, 4 KIDS IN MULTIPLE PLATFORMS. HOW TIME CONSUMING AND IRRITATING THAT WOULD BE. IT'S NOT INVITING TO WANT TO STAY UP ON EVERYTHING YOUR CHILD IS DOING ESPECIALLY IF FOR WHATEVER REASON YOU HAVE TO RELOG, RESTART, FIGURE IT OUT.

YOU FIGURE OUT ONE THEN YOU GOT TO GO TO ANOTHER. SO I'M ALL FOR -- I KNOW SHIFT IS SOMETIMES DIFFICULT.

CHANGE IS DIFFICULT BUT I WOULD PREFER US TO BE ON ONE PLATFORM. I THINK MY HUSBAND AND I WOULD LIKE THAT BUT THINKING ABOUT SINGLE FAMILIES AND YOU KNOW FAMILIES WITH MULTIPLE CHILDREN. THE TIME THAT IT WOULD ALSO SAVE THEM AND THE EASE OF COMMUNICATION.

>> THANK YOU, TRUSTEE KAPLAN.

>> I AGREE WITH TRUSTEE KAPLAN. ONE PLATFORM IS THE DEFINITELY THE BEST. MAKE SURE WE ONCE WE SWITCH OVER IF AND WHEN WE DO WE'RE OFFERING THE FAMILIES THE GUIDANCE AND TRAINING THEY NEED AND KEEPING IN MIND THAT THERE ARE STILL SOME FAMILIES OUT THERE THAT DO NOT HAVE ACCESS TO THOSE TYPE OF PLATFORMS. EVEN THOUGH WE'RE OFFERING INTERNET AND THINGS OF THAT NATURE TO ENSURE WE'RE STILL ABLE TO GET THROUGH TO FAMILIES THAT NEED IT. BUT EXCELLENT WORK, THANK YOU SO

MUCH. >> TRUSTEE BAINES.

>> I THINK I AGREE WITH MY FELLOW TRISTEES SHIFTING TO A UNIFORM PLATFORM IS THE DIRECTION I WOULD LIKE TO GO. I DO USE MULTIPLE PLATFORMS. LIKE TRUSTEE KAPLAN SAID BUT THEY ALL, THEY ARE ALL IMPORTANT RIGHT NOW. THEY ALL PRESENT INFORMATION THAT, YOU KNOW, WE NEED. SO -- I WANT TO MAKE SURE IF WHEN WE MAKE THE SHIFT BY DON'T LOSE FUNCTIONALITY. THAT IS A BIG ISSUE RIGHT NOW. OTHER THAN THAT, ONE THING I THINK WE CAN INTERNALLY -- WELL DISTRICT HAS DONE A GREAT JOB BETWEEN THE DISTRICT, SCHOOL TEACHERS HAVE BEEN DOING A GREAT JOB COMMUNICATING WITH THE PARENTS. I GET THAT 9 TO 10 MESSAGES.

ONE THING I THINK WE CAN WORK ON IS WHEN THERE IS A DISTRICT WIDE PHONE CALL OR E-MAIL OR A SCHOOLWIDE PHONE CALL OR E-MAIL, WHEN YOU HAVE 3 KIDS, YOU SHOULDN'T GET IT 3 TIMES. I DO GET THOSE TWO TIMES, 3 TIMES. SAME THING WITH THE VOICE MAILS, E-MAILS.

SO THAT IS SOMETHING MAYBE WE CAN LOOK INTO IF YOU CAN AVOID THE DUPLICATE CALL FOR DISTRICT WIDE NUMBERS FOR

E-MAIL [INDISCERNIBLE] >> JACK NEVER LISTENS SO I'M ACTUALLY IN SUPPORT OF THOSE 3. OKAY. SO. THERE IS UNANIMITY ON THE DISCUSSION, THANK YOU SO MUCH FOR THIS WONDERFUL PRESENTATION AND FOR BRINGING THOSE VOICES

INTO THE BOARD ROOM. >> THANK YOU VERY MUCH.

[XIII. CONSENT ITEMS]

[INDISCERNIBLE] >> MOVED BY TRUSTEE KAPLAN.

UNANIMOUSLY. NEXT UP ARE OUR ACTION ITEMS. ACTION ITEM A. APPROVE PURCHASE OF LOCKING DOOR HARDWARE FOR MULTIPLE SCHOOL SITES AS PART OF SAFETY AND SECURITY UPGRADES PROJECT MOTION MOVED BY TRUSTEE KAPLAN, SECOND BY TRUSTEE BAINS, PLEASE CALL THE ROLE.

MOTION CARRIES -- >> I WOULD LIKE TO WIN THE CAPTAIN OBVIOUS AWARD. THIS IS A DIRECT ACTION RESPONSE TO THE BOARD'S DIRECTION FOLLOWING OUR SAFETY REPORT AND DISCUSSIONS SO THAT WILL BE LOCKING DOORS WHERE TEACHERS CAN LOOK THEM FROM THE INTERIOR X. AMOUNT OF TIME FOR IMPLEMENTATION BUT THAT WILL BE A DISTRICT WIDE SHIFT. THANK YOU TO THE BOARD FOR DIRECTION THEN

ACTION TONIGHT. >> THANK YOU, SUPERINTENDENT

[XIV.b. Approve Resolution 22-45 California Schools Healthy Air, Plumbing and Efficiency Program]

EVANS. ACTION ITEM B. APPROVE RESOLUTION 22-45 CALIFORNIA SCHOOL HEALTHY AIR PLUMBING AND EFFICIENCY PROGRAM. DEBATE. DISCUSSION,

TRUSTEES, MOTION? >> I MOVE.

>> MOVED BY TRUSTEE HEREDIA. SECOND BY TRUSTEE KAPLAN.

PLEASE CALL THE ROLL ROLL ROLE.

>> THEN AGAIN JUST THIS ONE ACTUALLY IS IMPORTANT. WE HAVE TO DO THIS TO GET STATE MATCHING FUNDS FOR ALL OF OUR H. V. A. C. AND OTHER THINGS.

>> THANK YOU. TRUSTEE KAPLAN.

[XIV.c. Approve Resolution No. 22-46 Developer Fee Waiver for Project Homekey]

MOTION CARRIES 6-0. ACTION ITEM C. APPROVE RESOLUTION 2246 DEVELOPER FEE WAIVER FOR PROJECT HOME QUAY.

DISCUSSION, TRUSTEES? >> I'LL START ON THIS AND MAKE A MOTION, IF WE WANT TO HAVE DISCUSSION BUT I THINK FOR ME, I'M SUPPORTIVE OF THE WAIVING OF ADDITIONAL FEES. THIS PROJECT WHEN ORIGINALLY CONSTRUCTED DID PAY FEES IN, AND THIS IS PART OF I THINK WHERE WE AS NATOMAS HAVE LOOKED AT THE GREATER GOOD.

THESE WILL PROBABLY SERVE MANY OF OUR CHILDREN FOR WOMEN AND CHILDREN'S SHELTER. AND THE AMOUNT OF FEES WE'RE WAIVE SOMETHING $225,000 WHICH REALLY DOESN'T EVEN COVER THE COST OF A PORTABLE.

IT'S MONEY BUT I SEE THIS AS MONEY WELL SPENT AND ALSO MONEY WE DID NOT EVER ANTICIPATE OR PUT IN ANY FACILITIES MASTER PLAN BECAUSE IT'S A CONVERSION OF A HOTEL INTO RESIDENCES AND I SEE BECAUSE NATOMAS HAS BEEN SO FORWARD ON THE GREATER GOOD OF A COMMUNITY THIS IS SOMETHING THAT I DO SUPPORT THE WAIVER OF.

>> THANK YOU, TRUSTEE KAPLAN. I CAN GET BEHIND THAT BUT I ALSO WANT TO BE CAREFUL WE'RE SETTING A PRECEDENT HERE. SOMEONE ELSE COME ASK FOR THE SAME THING AND WE'RE LOOKING AT PROJECTS ON AN INDIVIDUAL BASIS. SO I WANT TO KNOW WHAT ASSURANCE DO WE HAVE THAT THE MONEY THAT IS GOING TO THE PROGRAM IS GOING TO BE USED DIRECTLY BY THE DEVELOPER IN A WAY THAT'S GOING TO SUPPORT NATOMAS KIDS OR EVEN THE REGION.

>> THANK YOU FOR THE QUESTION.

>> IN SPEAKING WITH PROJECT MANAGER KEVIN DOOMLER WHO IS ACTUALLY IN THE AUDIENCE WITH US --

>> HI, KEVIN. >> KEVIN IS WITH THE JAM RE-HOUSING CORPORATION. THEY HAVE INDICATED THAT THESE FUNDS WOULD BE USED TO SUPPORT THE PLAYGROUND STRUCTURE AT THE LOCATION AND UPGRADED FEATURES INCLUDING APPLIANCES AND CARPET OTHERWISE THEY WOULD SHIFT IT BACK TO STANDARD CARPET.

>> CAN YOU TALK TO ME ABOUT WHAT TYPE OF SUPPORT -- I KNOW THESE ARE DEVELOPERS FEES THAT HAVE TO BE USED

FOR FACILITIES. FACILITIES. >> YES.

>> BUT NATOMAS WE'RE VERY CREATIVE DISTRICT AND THERE'S AN OPPORTUNITY FOR THIS BOARD TO DO ANYTHING ON FACILITIES RELATED HOMELESSNESS, WHAT TYPE OF SUPPORT DOES NATOMAS UNIFIED FROM A BUDGETARY STAND-POINT PROVIDE TO THE HOMELESS POPULATION?

>> OVER THE LAST COUPLE OF YEARS AND EVEN INTO THE FUTURE WE PROVIDE SEVERAL AREAS OF SUPPORT FOR THE HOME LOWES FAMILIES INCLUDING A DEDICATED SOCIAL WORKER WHO IS FOCUSED ON HOMELESS FOSTER YOUTH. THEN ALL OF OUR SOCIAL WORKERS PROVIDE SUPPORTS ON VARIOUS LEVELS FOR HOMELESS STUDENTS AT THE SCHOOL SITES AND AS WE'VE TALKED ABOUT IN THE PAST WE'VE GOT JOEY'S FOOD LOCKER THAT CAN PROVIDE FOOD SUPPORTS FOR LOCAL FAMILIES EXPERIENCING HOMELESSNESS. IN ADDITION, BACK IN 2016, ACTUALLY DECEMBER 16, 2020. THE BOARD PASSED A RESOLUTION TO SUPPORT, TO RETURN HOMELESS STUDENTS ON TRACK FOR STUDENT LEARNING DURING THE UNPRECEDENTED TIMES. IF YOU RECALL, THAT WAS A PARTNERSHIP WITH THE NATOMAS SCHOOLS FOUNDATION TO RAISE REVENUES AND RAISE

[01:15:02]

FUNDS TO SUPPORT HOMELESS FAMILIES DURING THE WINTER MONTHS. SO WITH THAT, THE DISTRICT WAS ABLE TO PROVIDE ABOUT $35,000 IN ADDITION TO WHAT THE FOUNDATION RAISED TO PAY FOR SHELTER DURING THE WINTER MONTHS.

THOSE ARE SOME OF THE EXAMPLES THAT PROVIDE SERVICE INCLUDING RECENTLY OUR CLINIC. ALSO GOOD AND WILL PROVIDE SUPPORT FOR HOMELESS FAMILIES. COVID CLINICS, HEALTH CLINIC, AND THEN OUR HEALTH CLINIC AS

WELL. >> THOSE CLINICS ARE SUPPORTED BY FACILITIES DOLLARS I'M ASSUMING?

>> THE CLINICS COST ANNUALLY CLOSE TO $2 MILLION TO OPERATE. THAT IS INCLUDING ALL OF THE SUPPORTS DISTRICT

WIDE. >> FACILITIES WE'RE ACTUALLY FOR BURNS HALO HEALTH CENTER WE'RE INVESTING WITH $750,000 TO GET A CLASSROOM SPACE IN THERE.

>> A MILLION DOLLAR. >> THAT'S WHAT I SAID, 1 MILLION, THERE IS THE 250,000, MAYBE I DID THE MATH. IN TERMS OF URGENT CARE NOW WE TURNED OVER WHAT USED TO BE AN ALTERNATIVE BOARD ROOM AND A PROFESSIONAL DEVELOPMENT SPACE AND THERE IS MONEY INVESTED IN TURNING THAT INTO THE HEALTH CLINIC WITH URGENT CARE NOW. THOSE ARE THE FACILITIES MONIES THAT

ARE BEING USED. >> JUST PROCEDURAL QUESTION, JUST FOR THOSE LOOKING AT HOME, DOES THE BOARD HAVE THE AUTHORITY TO WAIVE A PARTIAL A. THE FEE NOT WE'RE

GOING TO DO THE WHOLE FEE? >> THE BOARD HAS THE ABILITY TO WAIVE A PARTIAL AMOUNT. IT'S --

>> LAST QUESTION, WOULD THE DEVELOPER BE WILLING TO COME BACK AND PRESENT ON THIS PROJECT TO NATOMAS UNIFIED SCHOOL DISTRICTS SO PARENTS CAN HAVE AN UPDATE IF THE BOARD WERE TO MOVE APPROVAL ON THIS ITEM TONIGHT?

>> BASED ON PRELIMINARY CONVERSATION I BELIEVE THEY

WOULD BE HERE. >> I WOULD THINK --

>> THEY'RE -- >> YOU ARE ASKING THEM.

>> YOU CAN WAIVE OR WE HAVE A MICROPHONE IF YOU WANT TO.

WOULD YOU LIKE TO HEAR FROM THEM?

>> I WOULD. >> IT WOULD BE VERY HELPFUL.

>> PLEASE. >> GOOD EVENING. MY NAME IS KEVIN DOOMLER, I'M A PROJECT MANAGER WITH JAMBOREE HOUSING. I CAN TALK BRIEFLY ABOUT THE PROJECT TO GIVE OVERVIEW OF IT SO IT'S 117 UNITS, IT'S A FORMER SUITES HOTEL ON DREXEL BOULEVARD OFFICE THE IN AND OUT OF THAT INTERSECTION. AND THIS PROJECT WE'RE ACTUALLY DOING A RIBBON CUTTING FOR THE FIRST PHASE TOMORROW. WE'RE LOOKING AT MOVING THE FIRST FAMILIES IN ON FRIDAY. SO 100% OF THE UNITS ARE SET ASIDE FOR HOMELESS AND FORMALLY WHOMLESS FAMILIES.

YEAH, I THINK IT'S JUST GOING TO BE A GREAT PROJECT TO HIGHLIGHT SOME OF THE AMENITIES WE'RE HOPING TO PROVIDE FOR KIDS, WE'LL HAVE AN AFTERSCHOOL AREA WHERE HOMEWORK ASSISTANCE WILL BE AVAILABLE. WE'LL HAVE PROBABLY 5 TO 6 FULL TIME STAFF WORKERS WHO WILL BE ONSIGHT AND AVAILABLE TO ASSIST FAMILIES AND HOUSEHOLDS. THAT'S A REAL QUICK OVERVIEW. I'M HAPPY TO GIVE A MORE DETAILED OVERVIEW AT A FUTURE TIME OR IF YOU HAVE ANY QUESTIONS NOW. I'M HAPPY TO ANSWER

ANY QUESTIONS. >> I WANT TO MAKE SURE YOU WOULD BE WILLING TO COME BACK.

>> YES. >> UPON COMPLETION OF THE

PROJECT. >> YES.

>> TRUSTEE HEREDIA. >> QUICK QUESTION. I WOULD LIKE TO JUST, COULD YOU JUST GIVE A LITTLE MORE INFORMATION ABOUT WHAT YOU PLAN TO DO IN TERMS OF AFTERSCHOOL FOR KIDS WHEN THEY COME BACK TO THIS LOCATION? AND THEN IN TERMS OF HOMEWORK AND WHAT DO YOU

PLAN TO OFFER THEM? >> MAYBE IF I CAME BACK AND GAVE A FUTURE PRESENTATION I COULD EVEN HAVE OUR SERVICES TEAM COME WITH US. IT'S NOT MY AREA OF EXPERTISE. I'M MORE ON THE DEVELOPMENT END BUT HAPPY TO BRING SOMEONE FROM OUR SERVICES TEAM AS WELL.

>> OKAY. FOR EXPRESS COMMUNICATION TO THE DISTRICT SO WE COULD GET IT EVEN PRIOR TO THAT VISIT BACK. I WOULD BE INTERESTED IN HAVING MORE INFORMATION

BEFORE THAT. >> CERTAINLY.

>> ALL RIGHT. THANK YOU, KEVIN.

APPRECIATE YOU. >> NO. ONE MORE.

>> SORRY, THAT WATER BOTTLE IS KILLING ME.

>> IT'S THE WATER BOTTLE. APOLOGIZE, ARE YOU WORKING CLOSELY WITH OUR DISTRICT TO INSURE SOME OF OUR FAMILIES

GET IN THERE? >> I THINK THERE ARE, SO HOW THIS WORKS IS WE PARTNER WITH ORGANIZATIONS AND THEY ARE THE ONE THAT IS DETERMINE IN PARTICULAR A PARTNER ORGANIZATION STEPS FORWARD. THEY IDENTIFY AND PRIORITIZE WHAT HOMELESS FAMILIES SHOULD BE PRIORITIZED FOR MOVING INTO THE PROJECT.

SO I DON'T THINK THEY NECESSARILY SPECIFICALLY PRIORITIZE. IT'S FROM FAMILIES THROUGHOUT SACRAMENTO COUNTY BUT I CAN'T SPEAK DIRECTLY WHO THE FAMILIES ARE AND A LOT OF THEM HAVEN'T BEEN IDENTIFIED

[01:20:04]

YET SO WE'RE HAVING THE FIRST 10 FAMILIES MOVE IN ON FRIDAY AND THE REMAINING UNITS WILL BE FILLED THROUGH

THE REMAINDER OF THE YEAR. >> ALL RIGHT. JUST PUTTING IT ON THE UNIVERSE IT WOULD BE NICE HERE IN NATOMAS AND YOU ARE ASKING FOR SOMETHING FROM US. THANK YOU.

>> I THINK THAT BRINGS UP A GREAT QUESTION, TRUSTEE HARDEN, PROBABLY WHAT YOU COULD TAKE BACK BECAUSE AS THE DEVELOPER YOU DON'T KNOW THE INNER DAY-TO-DAY WORKINGS WHAT THE BOARD WOULD LIKE TO HEAR WHAT DOES THE AFTERSCHOOL PROGRAM LOOK LIKE, HOW ARE FAMILIES IDENTIFIED TRANSPORTATION IS AN ISSUE, HOW ARE YOU WORKING WITH THE DISTRICT. MORE THAN LIKELY EVEN THOUGH THEY HAVE PRIORITIES TO STAY IN THEIR OWN DISTRICT I KNOW TRANSPORTATION IS A BIG ISSUE. SO IT'S PROBABLY THEY'RE GOING TO BECOME OUR CHILDREN HERE IN NATOMAS AND HOW IS THE ORGANIZATION WORKING WITH THAT BECAUSE THAT HAS AN EFFECT. WE NEED TO HAVE INCREASED LINES OF COMMUNICATION SPECIFICALLY ON THIS. WHOM EVER THE APPROPRIATE PERSON IS I WOULD PROBABLY SAY GETTING BACK TO US IN THE NEXT WEEK OR SO ON THIS.

>> SURE GO IF THIS BOARD IS GOING TO MOVE FORWARD, THAT SHOWS YOU ARE, YOUR COMPANY'S COMMITMENT AND DUE DILIGENCE TO BEING A GOOD PARTNER WITH US TO MAKE SURE THE BOARD FEELS COMFORTABLE WITH THE POSITION.

>> WE CAN CONNECT AND PROVIDE THAT INFORMATION.

>> THANK YOU. >> OKAY. IS THERE A MOTION.

THERE IS A MOTION IS. [INDISCERNIBLE]

IS THERE A SECOND. >> SECOND.

>> I THINK YOU GOT BEAT. MOTION MOVED BY TRUSTEE KAPLAN. SEXT SECONDED BY TRUSTEE CASTILLO. PLEASE CALL THE.

RESOLUTION NUMBER 22-47 AUTHORIZING USE OF REMOTE TELECONFERENCES PROVISIONS PURSUANT TO A. B. 361 AND GOVERNMENT CODE SECTION 54953.

>> TRUSTEE GRANT, DO WE NEED THIS ANY MORE?

>> WE DO. WE NEED THIS BYLAW. WE HAVE TO HAVE IT ON THE AGENDA EVERY TIME ACCORDING --

>> WHAT IF WE DON'T PASS IT. IS THERE QUOTE UNQUOTE IS THERE A NEED? BECAUSE IN REALITY THE STATE WOULD HAVE TO CALL FOR A PANDEMIC AGAIN FOR THIS TO GO INTO AFFECT.

>> YOU ARE ASKING MY OPINION? WHAT WE'VE BEEN THROUGH IN THE LAST FOUR YEARS, I COULDN'T HAVE CALLED T. I WON'T HAVE EXPECTED IT. THERE IS A LOT OF DRAMA, A LOT OF CHANGE, BROTHER HAS TO STAY SAFE.

FOR ME, YES. I'M COMFORTABLE WITH HAVING IT AS AN ONGOING ITEM. HAPPY TO SEE WHAT THE BOARD WANTS TO TALK ABOUT IF WE'RE READY TO REMOVE IT.

>> ONE OF THOSE QUESTIONS -- >> I APPRECIATE IT.

>> MOVE APPROVAL. >> MOVED BY TRUSTEE HARDEN.

HE SNUCK IT IN BEFORE I WAS STILL TALKING, SECOND BY TRUSTEE CASTILLO. PLEASE CALL THE ROLL.

[XV. PUBLIC COMMENTS]

AT THIS TIME I HAVE 10, PUBLIC COMMENT CARDS, FOR ITEMS NOT ON THE AGENDA THE BOARD WILL HEAR FROM THESE SPEAKERS ONLY AND IN ACCORDANCE WITH BOARD BYLAW 9323. TRUSTEE BAINS ASKED ME TO READ THESE PUBLIC COMMENTS SO I'M GOING TO GRANT HIM THE PRIVILEGE AND I'LL DO THE LAST ONE. GOD BLESS YOU. PLEASE BY ALL MEANS. YOU WANT ME TO DO THAT FIRST?

>> FIRST PUBLIC COMMENT IS REECEA TRIO.

[PAUSE] >> SPEAKING SPANISH.)

>> THE REASON I'M HERE TONIGHT IS BECAUSE I WOE LIKE TO SEE THIS SCHOOL DISTRICT HELP SUPPORT THE NAT MAGGS LIBRARY WHO IS SUPPORTING THE SCHOOL DISTRICT BY PROMOTING THE SCHOOL THAT IS GOING TO BE OPEN NEXT YEAR BUT IT WAS HARD TO GET AN APPROVAL FOR THE MEETING THAT HAPPENED ON OCTOBER 5TH AT THE NATOMAS LIBRARY. I CAME TO THE DISTRICT BUT IT WAS TOO SHORT OF A TIME. MY POINT IS WE WANT THE COMMUNITY TO KEEP THRIVING AND I'M A VERY PROUD

[01:25:03]

RESIDENT OF NATOMAS, 25 YEARS LIVING IN THE SAME HOUSE. SO TO ME, IT'S VERY IMPORTANT THAT MY COMMUNITY THRIVES AND FOR ONE THING TO DO IT IS TO BE INVOLVED IN THERE. THEY HAVE A PROGRAM FOR LITTLE ONES. I'M A BABY SITTER FOR MORE THAN 20 YEARS SO I GET TO BRING A LOT OF KIDS TO THE DISTRICT AND TO OTHER SCHOOL DISTRICTS. THEY HAVE FREE PROGRAMS AT THE NATOMAS LIBRARY THAT I HOPE THE SCHOOL DISTRICT HELP US PROMOTE. IT'S WEDNESDAYS AND FRIDAYS FROM 10:30 AM TO 11:30 AM. SORRY. IT'S FREE. IT'S GOOD FOR THE KIDS. I WANT TO HEAR POSITIVE THINGS IN NATOMAS. I DON'T WANT TO HEAR SHOOTINGS. I DON'T WANT TO HEAR POLICE CARS. I DON'T WANT TO HEAR DROPOUTS, NOTHING THAT IS NOT PERTAINING TO THE BETTERMENT OF OUR COMMUNITY. SO CELEBRATING THE HISPANIC MONTH, I KNOW. I'M JUST A VERY PROUD PERUVIAN AMERICAN PERSON HERE IN THIS COMMUNITY AND I HOPE WE ALL KEEP WORKING FOR OUR DISTRICT AND FOR BETTERING EVERY SINGLE COMMUNITY HERE. THANK YOU.

>> THANK YOU. >> BEFORE I START CALLING NAMES I WANTED TO CHECK, DO YOU WANT TO SPEAK IN A CERTAIN ORDER OR IS IT -- [INDISCERNIBLE]

>> YOU CAN COME TO THE PODIUM AND STATE YOUR NAME.

>> HI, MY NAME IS JESS SINGH. I'M -- OKAY TO

START? >> YES.

>> HELLO NATOMAS SCHOOL BOARD, I'M A SACRAMENTO CARE FELLOW. PUBLIC HEALTH INITIATIVE THAT HAS BEEN STARTED BY A CHICANO MOVEMENT. THE CHICANO MOVEMENT IS A YOUTH LED ORGANIZATION THAT ENCOURAGES THE YOUTH TO REALIZE THEIR LEADERSHIP WITHIN.

SACRAMENTO IS ONE OF EIGHT CHAPTERS THAT HAS BEEN GRANTED THIS FELLOWSHIP. THIS IS ITS SECTS YEAR BUT THIS IS THE FIRST YEAR IN SACRAMENTO. (SECOND.) I'M HERE TO SUPPORT MY AMAZING INTERNS TO HELP REALIZE AND SUPPORT THEM IN THEIR ADVOCACY FOR SUBSTANCE USE PREVENTION AND EDUCATION THEY ARE A PASSIONATE BUNCH. YOU WILL GET TO HEAR FROM THEM SOON. I'M SURE YOU ALL ARE WELL AWARE OF WHAT HAS BEEN HAPPENING AROUND HIGH SCHOOLS ACROSS CALIFORNIA CAMPUSES REGARDING OPIOID OVERDOSES.

AND THE EFFORTS THAT HAVE BEEN MADE BY OUR SISTER DISTRICTS IN SACRAMENTO TAKING MEASUREMENTS REGARDING THE HEALTH AND SAFETY OF THEIR STUDENTS.

WE HAVE TASKED OURSELVES IN APPEALING TO YOU ALL TO AUTHORIZE NARCAN TO BE ALLOWED ON NATOMAS HIGH SCHOOLS. NARCAN IS THE NAME OF A NASAL SPRAY GIVEN TO THOSE SUSPECTED OF AN OPIOID OVERDOSE.

THIS IS THE FIRST ACTION ITEM ON OUR LIST REGARDING OUR JOB DESCRIPTION. SIMULTANEOUSLY WE'RE WORKING ON GIVING 40 PRESENTATIONS TO EDUCATE OUR YOUTH AND STUDENTS AND PARENTS IN DANGERS OF DRUGS AND SUCH.

PLEASE LISTEN TO OUR YOUTH TODAY, AND I WANT TO THANK YOU ALL AND THE MEMBERS AT INDERKUM HIGH AND ADMINISTRATION FOR SUPPORTING US. THANK YOU.

>> IF YOU ARE NOT GOING -- DON'T HAVE AN ORDER I'LL START CALLING NAMES, [INDISCERNIBLE] JIB REMINDER THERE IS TWO MINUTES PER SPEAKER IF YOU DO WANT TO SPEAK LONGER ONE OF OUR FELLOW SPEAKERS CAN

DONATE TIME. >> I'M, I'M FROM INDU KUM HIGH SCHOOL. I'M -- I JOIN CAD BECAUSE I SAW A HUGE

[01:30:01]

PROBLEM ON MY CAMPUS. I SAW MANY OF MY PEERS FALL INTO DRUG USE. NOT JUST INDERKUM, THIS IS HAPPENING AROUND US. OUR SCHOOLS OUR COMMUNITIES AND THE FACT IS UNDEBATABLE. WE'VE DRUGS ON CAMPUS.

BUT YOU AS AN ELECTED BODY CAN MAKE A CHANGE.

CAN YOU SAVE A YOUNG LIFE IF YOU DECIDE TO APPROVE NARCAN ON CAMPUS. NARCAN IS A LIFE SAVING DRUGS. SUBSTANCE DELIVERED IN CASE OF AN OVERDOSE OF THE FENTANYL. WHICH IS 100 TIMES MORE DEADLY THAN MORPHINE. IN MANY CAMPUSES ACROSS THE NATION HAVE NARCAN ON THEIR CAMPUS.

I BELIEVE WE SHOULD FOLLOW IN THEIR FOOT STEPPES EVEN IF WE DON'T EVER HAVE AN OVERDOSE IT'S BETTER TO BE SAFE THAN TO SEE ANOTHER YOUNG LIFE BEING LOST TO SUBSTANCE USE, LAST YEAR OVER 100,000 AMERICAN DIED OF A DRUG OVERDOSE, THAT IS NOT JUST A NUMBER. THAT IS 100%, 100,000 GRIESE, 100,000 DREAMS, AMBITIONS DUE TO A PROBLEM THAT COULD HAVE BEEN PREVENTED. AND THINKING THAT SOMEONE I KNOW AND LOVE MAY BE THE NEXT TARGET OF FENTANYL ROBS ME OF MY SLEEP. SO I BESEECH YOU TAKE A STEP, GET NARCAN ON CAMPUS, SAVE A LIFE.

THANK YOU. NEXT SPEAKER. [INDISCERNIBLE]

>> GOOD EVENING. MY NAME IS PAGE AND I'M A JUNIOR AT END INDERKUM HIGH SCHOOL. THIS YEAR I DECIDED TOE BECOME AN INTERN FOR CAD. AS YOU HEARD THE CHICANO MOVEMENT IS A NONPROFIT ORGANIZATION THAT FOCUSES ON HELPING TODAY'SOUT. THEY'VE CREATED THE GOAL OF CAD, THE GOAL OF THE CAD ORGANIZATION IS TO SPREAD AWARENESS AND THE NEGATIVE EFFECTS OF FENTANYL AND NICOTINE WHICH CAN BE LIFE THREATENING. AS CAD INTERNS OUR JOB IS TO PROVIDE AS MUCH EDUCATION AS WE CAN REGARDING SUBSTANCE ABUSE AND ITS EFFECTS HOWEVER THERE IS ONLY ONE THING THAT ISN'T IN OUR CONTROL.

THE AFTEREFFECTS OF THE SUBSTANCES, THAT IS WHY WE'RE ADVOCATING FOR NARCAN. A NASAL SPRAY WHICH IS A MEDICINE THAT CAN SAVE THE LIFE OF OPIOID OVERDOSES.

AS OPIOIDS CAN BE LACED INTO ALMOST ANYTHING, AN EXAMPLE IS RAIN BEAU FENTANYL. RAIN BEAU FENTANYL WAS COVERED BY THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH BECAUSE OF HOW DANGEROUS IT IS, THIS IS IS WHY IT'S IMPORTANT FOR THE CLASSROOMS TO BE PREPARED IN CASE FOR HAVING NAR NARCAN AVAILABLE. THE CALIFORNIA OVERDOSE TASK FORCE DOCUMENTED ALMOST 4,000 DEATHS RELATED TO EFFECT NIL ALONE. MANY OF THE DEATHS OCCUR AT SCHOOLS -- THIS IS AN ISSUE THAT CAN BE SIGNIFICANTLY REDUCED IF ALL SCHOOLS HAVE NARCAN AVAILABLE AND ENOUGH PEOPLE CERTIFIED TO USE IT. ON BEHALF OF THE THOUSANDS OF FAMILIAR WHO HAVE LOST A LOVED ONE, PLEASE CONSIDER ADDING NARCAN TO OUR CAMPUSES, THANK YOU FOR YOUR

TIME. >> THANK YOU. NEXT SPEAKER.

>> ALL SERIOUSNESS WITH THIS, KEEP COMING UP PLEASE.

WE, I EVER' NOTICED WITH A NUMBER OF SPEAKERS WE NEED TO GET A MICROPHONE A LITTLE CALLER, I'M EXCITED WE SUPPORT THE VERTICALLY CHALLENGED SUCH AS MYSELF BUT THERE IS A LOT OF TALL FOLKS THAT SEEM TO BE LEANING DOWN. WE WANT THEM TO BE COMFORTABLE AT THE DIAS. IF THE TEG TEAM COULD LOOK INTO GETTING SOMETHING BIGGER THAT WOULD BE GREAT.

>> THANK YOU SO MUCH FOR TIMING TIME TO LISTEN TO HOW WE CAN MAKE OUR CAMPUS A BETTER PLACE, I'M HERE FROM INDERKUM HIGH SCHOOL. I'M AN INTERN FROM CAD. WE ARE A SUBSTANCE ABUSE AWARENESS ORGANIZATION, WE'RE HERE TO BRING ISSUES WHICH IS NARCAN NOT BEING AVAILABLE AT THE SCHOOL. NARCAN SHOULD BE LIKE A FIR EXTINGUISHER THAT IS AVAILABLE IN EVERY CLASSROOM. SOMEONE COULD OVERDOSE AND COULD BE IN NEED OF NARCAN TO SAVE THEIR LIFE.

RESEARCH SHOWS MORE THAN 100 PEOPLE DIE OF OVERDOSE EVERYDAY AND HAVING NARCAN ON THE SCHOOL CAMPUS COULD SAVE MANY LIVES, STATISTICS SHOW THERE WERE 492 DEATHS THAT OCCURRED DUE TO OVERDOSE AND TWO IN 2019.

PROGRESSIVELY THIS ISSUE IS GETTING WORSE.

WE HOPE WE CAN MAKE A DIFFERENCE. THANK YOU FOR

YOUR TIME. >> NEXT.

[01:35:02]

>> GOOD EVENING, NIE MAIM IS WANDA, I'M A SENIOR AT END DER YUM COOL SCHOOL AND AN -- INDERKUM. I'M GRATEFUL TO SPEAK HERE TODAY. WE'VE SEEN A NUMBER OF STUDENTS FACING SUBSTANCE ABUSE INCREASING EVEN RIGHT HERE IN SACRAMENTO. LAST YEAR ALONE 147 PEOPLE DIED OF OVERDOSES IN SACRAMENTO COUNTY. WHICH IS THE REASON EVEN THE SACRAMENTO SCHOOL DISTRICT RECENTLY ALLOWED NAR CON TO BE AVAILABLE ON SCHOOL CAMPUSES.

SCHOOLS HAVE BEEN SEEING AN INCREASE IN STUDENT OVERDOSE. BY AS A COMMUNITY NEED TO BE PREPARED FOR THESE SCENARIOS.

BY BRINGING NARCAN ON CAMPUS, A DRUG WHICH CAN TREAT OVERDOSES WE WOULD DECREASE THE CHANCES OF STUDENTS DYING BY OVERDOSE. I WAS ABLE TO FIND OVERDOSE MORTALITY RATE AMONG U.S. ADOLESCENTS 14-18-YEAR-OLDS ROSE BY 19% BETWEEN -- INCREASED BY ANOTHER 20% BETWEEN 2020 AND 2021. WE NEED TO BE PREPARED FOR THINGS LIKE THAT. IF WE SEE AN OVERDOSE ON CAMPUS, WE NEED TO BE PREPARED AND WE CAN DO SO BY BRINGING NARCAN ON CAMPUS. ONCE A WE GET IT ON CAMPUS WE CAN WORK ON SLOWLY GETTING 90 TO 100% OF SECURITY AND STAFF NARCAN CERTIFIED SO SOMEONE IS PRESENT ON THE SPOT AND LIFE CAN BE SAVED RIGHT AWAY.

STUDENT CANNOT KEEP LOSING THEIR LIVES LIKE THIS. WE NEED TO MAKE A CHANGE. WE CAN'T SIT HERE AND WATCH AND WAIT FOR SOMETHING TO HAPPEN. WE HAVE TO DO SOMETHING ABOUT IT. WE PREPARE OURSELVES FOR FIRES, EARTHQUAKES, LOCKDOWNS, WHY NOT OVERDOSES? THANK YOU

FOR YOUR TIME. >> THANK YOU. NEXT.

>> HELLO BOARD MEMBERS OF N. U.S. D. I'M A SENIOR AT END INDERKUM HIGH SCHOOL. I'M AN INTERNAL ON BEHALF OF CAD. I'M HERE TODAY TO REQUEST THE BOARD OF NARCAN FOR OUR SCHOOL CAMPUSES, WITH THE RISING USE OF DRUG AND EVERYDAY. NARCAN SHOULD BE ON THE CAMPUSES IN CASE OF BE A O. D. IT'S BETTER TO BE PREPAREED WHERE -- IN 2021 THE DRUG FENTANYL ACCOUNTED FOR 77% OF TEEN OVERDOSE DEATHS. IN THAT YEAR, THIS NUMBER OF DRUGS OVERDOSE DEATHS INCREASED ANNUALLY WHY WE'RE HERE TO URGE THE SCHOOLS BOARD TO BRING NARCAN ON HIGH SCHOOL CAMPUSES, IT IS A SPRAY WHICH CAN BE USED TO TREAT AN OVERDOSE IN AN EMERGENCY SITUATION. NEARBY SCHOOLS HAVE BEEN FACING THE SAME PROBLEM. SACRAMENTO UNIFIED SCHOOL DISTRICT HAS TAKEN ACCOUNTABILITY. TWIN RIVERS UNIFIED DISTRICT HAD TWO STUDENTS TRANSPORTED TO LOCAL HOSPITALS DUE TO A POSSIBLE DRUG OVERDORKS ALL OF THE STUDENTS ARE FINE. THE SITUATION IS NOT.

TWIN RIVERS HAS DECIDED TO IMPLEMENT NARCAN KITS ON CAMPUS OVER THE COURSE OF THE NEXT FEW WEEKS AS WELL.

LAST MONTH 3 NORTH HIGH SCHOOL STUDENTS WERE TAKEN FOR TREATMENT FOR FENTANYL OVERDOSE, THESE ARE A FEW OF MANY INS ACCIDENTS AND U.S. D. SHOULD FOLLOW THE ACTIONS, EVEN THOUGH THERE HASN'T BEEN A DRUG CASE, HAS BEEN A DRUG OVERDOSE CASE ON THE PREMISES OF N. U.S. D.

CAMPUSES IT DOESN'T PROMISE THEY WON'T OCCUR AND WE SHOULD BE PREPARED FOR THE FUTURE. THANK YOUIOR TIME.

>> THANK YOU. NEXT. >> GOOD EVENING SCHOOL BOARD: I'M FROM INDERKUM HIGH SCHOOL.

I WOULD LIKE TO THANK YOU FOR YOUR TIME. AS WE MAY OR MAY NOT KNOW DRUG AND SUBSTANCE ABUSE IS A GROWING PROBLEM. ONE IN THREE PEOPLE BECOME ADDICTED TO DRUGS IN THEIR LIFE TIME. 5,000 AMERICAN TEENAGERS HAVE DIED FROM DRUG OVERDOSE IN THE LAST YEAR.

FROM 2016 TO 2020, THE USE OF YOUTH WITH 8TH GRADER ROSE UP TO 61%, THIS HAS TO BE A WAKEUP CALL FOR PARENTS, STUDENTS AND ADMIN. TO PREVENT TEEN A AND DRUG OVERDO, WE HOPE TO POSITIVELY IMPACT ONE'S LIFE. WE NEED YOUR HELP. PROVIDING PREVENTIVE MEASURES SUCH AS NARCAN PROMOTING HEALTHY HABITS INDUSTRYING THE STEREOTYPES ARE MANY WAYS TO EDUCATE OUR GENERATION ABOUT DRUGS AND SUBSTANCES.

WITH THE GROWING FENTANYL EPIDEMIC WE NEED TO MAKE A

[01:40:01]

CHANGE TO PROTECT OUR YOUTH. FENTANYL IS ADDED TO DRUGS TO INCREASE POTENCY. MANY USERS BELIEVE THEY'RE PURCHASING WE HAD AND DON'T KNOW THEY'RE PURCHASING FENTANYL WHICH OFTEN RESULTS IN OVERDOSES AND DEATHS.

WE HOPE TO WORK WITH THE BOARD TO BRING PREVENTION TO DRUG OVERDOSES AND IMPACTFUL CHANGES TO NATOMAS, THANK

YOU FOR YOUR TIME. >> THANK YOU. NEXT.

>> HELLO, EVERYONE, I'M AN INTERN FOR CAD. FENTANYL IS FRIGHTENING. WHEN I FIRST HEARD THIS WORD I WAS WALKING ALONGSIDE MY FRIEND WHO WAS EXPLAINING IT TO ME. THE NEXT FEW MOMENTS FOR THE FIRST TIME I WOULD FEEL UNSAFE AT A SCHOOL.

FENTANYL A DRUG SPREADING IN USE THROUGHOUT THE YOUTH.

IT'S CRAZY TO LISTEN TO THE FACTS OF IT COMPARED TO OTHER SYNTHETIC DRUGS. IT'S 100 TIMES MORE POTENT THAN MORPHINE. THAT IS SCARY. BUT THE NEXT PART SHOOK ME.

WHEN MY FRIEND SAID MOST OF THE OVERDOSES FROM FENTANYL WERE PEOPLE WHO HADN'T REALIZED THEY WERE TAKING IT OR WERE STANDING BY AND WERE AFFECTED THAT IS CRAZY.

THIS IS SCARY BECAUSE WHEN I WALK INTO THE BATHROOMS DURING SCHOOL IN THE PERIODS I SEE LOTS AND LOTS OF STUDENTS VAPING. I THINK TO MYSELF MAYBE THEY'RE CARRYING SOMETHING ELSE, MAYBE THEY'VE MORE ON THEM BUT IT'S THE USES OF FENTANYL WITHOUT OUR KNOWLEDGE THAT SCARES ME THE MOST.

THERE ARE PEOPLE WHO HAVE FENTANYL WHICH MEANS THEY ARE IN DANGER AND THEY'RE ENDANGERING ME AS WELL AND MY FRIENDS AND MY COLLEAGUES.

BUT THERE IS A SOLUTION. ALL THE PEOPLE COULD FEEL SAFE IF ONLY NARCAN WAS AVAILABLE ON CAMPUS.

THAT THE IS WHY YOU HAVE BEEN LISTENING TO US SPEAK THE WORDS AND LISTENING TO ME. MY WORDS ARE BEING CARRIED BY EVERYONE HERE TODAY AND PRESENT.

THIS IS WHY YOU SHOULD NARCAN AS A SAFETY PRECAUTION TO SAVE LIVES, THAT'S WHAT IT SHOULD BE

ABOUT, SAVING LIVES. >> THANK YOU. NEXT.

[PAUSE] >> GOOD AFTERNOON. I'M A STUDENT AT END INDERKUM HIGH SCHOOL. I'M GLAD TO HAVE THE OPPORTUNITY TO SHARE MY THOUGHTS WITH BOARD MEMBERS OF NATOMAS UNIFIED SCHOOL DISTRICT. I'M GOING TO TALK ABOUT GETTING NARCAN ON THE CAMPUS, I'M AN INTERN FOR CAD WHICH IS A NONPROFIT YOUTH ORGANIZATION.

CAD ITSELF IS A SUBSTANCE USE PREVENTION AND AWARENESS PROGRAM. WE ARE STUDENTS OF THE DISTRICT WOULD LIKE TO PRESENT OUR THOUGHTS OF HAVING NARCAN ON CAMPUS, IT IS A TOOL THAT CAN BE USED TO PREVENT DEATHS FROM HAPPENING BY OVERDOSING. WE SHOULD HAVE THIS ON OUR CAMPUS BECAUSE I THINK WE ARE ALL AWARE OF THE PROBLEM KNOWN AS DRUGS. WE KNOW THAT DRUG OVERDOSES INCREASING EVERY YEAR BETWEEN TEENAGER AND YOUNG ADULTS. EVEN THOUGH THERE HASN'T BEEN AN INCIDENT AT OUR SCHOOL SPECIFICALLY WE SHOULD TAKE PRECAUTIONS IN CASE SOMETHING WERE TO HAPPEN.

FOR EXAMPLE, WE HAVE FIRE EXTINGUISHERS NOT BECAUSE WE WANT A FIRE BUT WE WANT TO BE PREPARED JUST IN CASE THERE IS A FIRE. WE HAVE IT AS A PRECAUTION SO A LIFE CAN BE SAVED. THANK YOU FOR YOUR TIME.

HAVE A GREAT NIGHT. >> AS AFTERNOON DOES, SOMETIMES WE ADJOURN IN MEMORY OF SOMEONE WHO WE'VE LOST OR SOMETHING. I WOULD LIKE TO ASK THE BOARD TO ADJOURN IN MEMORY OF THE YOUTH THAT HAVE BEEN LOST TO THE OPIOID CRIES WHICH IS RECOGNITION WE'VE USED OUR S. R. O.'S TO HAVE NARCAN IN THEIR CAR AS A EMERGENCY.

THE BOARD APPROVED A POLICY TO ALLOW NARCAN TO BE USED IN THE SCHOOL DISTRICT AND N. U.S. D. HAS SUBMITTED ITS APPLICATION THAT WOULD ALLOW US TO GET ACCESS TO FREE NARCAN TO WOULD ALLOW US TO TRAIN STAFF.

>> TO MAKE SURE I HEARD YOU. WE CURRENTLY HAVE NARCAN AVAILABLE FOR OUR -- HIGH SCHOOL CAMPUSES?

>> THROUGH THE S. R. O.'S. >> WITHOUT OBJECTION, WE WILL AD JOURNAL IN MEMORY.
