BEFORE WE MOVE ON REMINDER FOR THOSE IN ATTENDANCE IN ACCORDANCE WITH BY LAW 9323 INDIVIDUAL SPEAKERS SHALL HAVE 2 MINIMUMS TO ADDRESS THE BOARD. THE BOARD SHOULD LIMIT TOTAL INPUT TO 20 MINUTES. IF YOU WOULD LIKE TO MAKE A PUBLIC COMMENT. FILL OUT ONE OF THE CARDS AND HAND IT OVER TO NATIA THERE. NEXT UP WE [IX. APPROVAL OF THE AGENDA] HAVE APPROVAL OF THE AGENDA, IS THERE A MOTION? >> MOVE APPROVAL. >> MOVED BY TRUSTEE HARDEN. >> SECOND BY TRUSTEE KAPLAN, PLEASE CALL THE ROLE. [X.a. Student Board Member] UNANIMOUSLY. NEXT UP COMMUNICATIONS, STUDENT BOARD MEMBER. >> GOOD EVENING, SOUTHEAST EVANS, PRESIDENT GRANT, BOARD MEMBERS AND GUESTS, IN THE PAST TWO WEEKS, D. H. S. HELD THEIR FIRST MEETING OF THE YEAR. INTRODUCING THE PROGRAM VALUES AND EXPECTATIONS WHICH 16 STUDENTS ATTENDED. LEADERSHIP HAS STARTED RAISING AWARENESS AND PLANNING NATIONAL HISPANIC MONTH. (CAPTIONS WILL RESUME SHORTLY.) >> STUDENTS IN OUR OTHER FALL SPORTS BRINGING IN VICTORY, STUDENTS JOINED IN TRADITIONS THROUGH HOME COMING 2022 INCLUDING A HALFTIME SHOW AND DANCE. STUDENTS ARE PREPARING FOR THE END OF THEIR FIRST QUARTER AND FINALS. THE SPANISH FOR NATIVE SPEAKER CLASSES PERFORM VARIOUS DANCES DURING LUNCH AND CLASSES ARE INCORPORATING LESSONS FROM HIS PANIS HERITAGE MONTH INTO THEIR LESSONS. L.G.A.WILL HAVE ATTENDANCE CAMPAIGNS EVERY QUARTER THIS YEAR AND THEY'VE JUMPED IN ONE MINUTE WARNING MUSIC, BUILDING ON THE QUESTION ASKED AT PRE-SERVICE, DO YOUR LESSONS LOVE YOUR STUDENTS? BACK TO SCHOOL NIGHT WAS WELL ATTENDED. STAFF REPORTED MORE PARENTS IN THE ROOMS ALSO THE SHOW CASE HOSTED ON CAMPUS THIS YEAR. IT WAS GREAT TO SEE SO MANY SCHOOLARS GETTING A CHANCE TO EXPERIENCE DIFFERENT PATHWAYS. N. M. S. CELEBRATED STUDENTS ACHIEVEMENTS FROM THE SEND OF 2021 AND OUR ASSEMBLY WHERE STUDENTS ARE RECOGNIZED. THEY CELEBRATED WITH THEIR PARENTS AND PLAN TO CARRY THE MOMENTUM IN THE YEAR. I'M LOOKING FORWARD TO FUN [00:05:03] FRIDAY. WE WOULD LIKE TO THANK OUR COMMUNITY MEMBERS FOR SHOWING UP TO THE BACK-TO-SCHOOL EVENTS. [X.b. Board Members] THANK YOU. >> THANK YOU, TRUSTEE CASTILLO. TRUSTEE KAPLAN. >> THANK YOU, PRESIDENT GRANT. AND DITTO, TRUSTEE CASTILLO, SEEING ALL THE SPORTS, BEING ABLE TO PARTICIPATE IS REALLY COOL. SOMETHING I KNOW MY TERM IS WINDING DOWN. I HOPE THE NEW BOARD KEEPS I'VE SEEN THE GROWTH AND HOW MUCH OUR STUDENTS ENJOY ELEMENTARY SPORT AND KNOW WE HAVE MADE THAT A PRIORITY. IT'S OPENING THE DOOR IN EQUITY TO SPORTS FOR SO MANY KIDS, I'VE BEEN GOING ATTENDING WATCHING THAT. IT'S SOMETHING WE DID A LITTLE DIFFERENTLY AND I'M PROUD OF THAT AND HOPE WE CAN CONTINUE THAT. LITTLE STATISTICS, JOEY'S FOOD LOCKER WE'VE BEEN GATHERING INFORMATION IN APPROXIMATELY ON AVERAGE OVER 80% OF THE FAMILIES THAT COME THROUGH JOEYS FOOD LOCKER ARE FROM OUR ZIP CODES SO WE ARE REALLY MAKING A DIFFERENCE IN OUR COMMUNITY AND THIS FRIDAY I LOOK FORWARD TO CELEBRATING HISPANIC HISPANIC HERITAGE MONTH AT BAN NON-CREEK. I CAN'T BELIEVE NEXT MONTH IS THE CELEBRATION FOR LEROY GREEN ACADEMY, 10 YEARS IN EXISTENCE. SO IT REALLY IS A, AMAZING HOW FAST TIME FLIES. THEN I THINK IT'S REALLY IMPORTANT AS WE HAVE THE DISCUSSION TODAY ABOUT STUDENT SAFETY AND WHAT WE'RE DOING IN LIGHT OF AGAIN UNFORTUNATELY A SHOOT BE HAPPENED ON AN OAKLAND CAMPUS TODAY. I'M PROUD OF HOW WE PUT THAT ON THE FOREFRONT AND THAT'S NOT JUST PLANT SAFETY BUT THE SAFETY OF OUR STUDENTS AND OUR FAMILIES AS WELL AS PARTNERING TO MAKE SURE THAT OUR STUDENTS ARE IN AN EMOTIONAL STATE THAT IT DOESN'T TURN TO VIOLENCE. I LOOK FORWARD TO THAT CONVERSATION THAT WE'RE HAVING LATER. >> THANK YOU, TRUSTEE KAPLAN. TRUSTEE HARDEN. >> JUST WHAT EVERYONE SAID, IT WAS SO GOOD TO BE BACK-TO-BACK ON BACK-TO-SCHOOL NIGHT. IT WAS BEAUTIFUL. THERE WAS SO MANY ENGAGEMENT AND ENERGY IN THE CLASSROOM TO SEE HOW ENGAGED THE PARENTS WERE AND THE TEACHERS DID A PHENOMENAL JOB. THE SCHOOLS WERE FULL AND THE STUDENTS HAD A GOOD TIME AS WELL. HOME COMING WAS AMAZING. I GOT A CHANCE TO GO OUT TO THE INDERKUM HOME COMING GAME AND I HAD THE OPPORTUNITY TO GO TO THE NATOMAS BLACK PARENTS UNITED MEETING. ON SUNDAY AND THE CONVERSATION WAS AMAZING. THE PARENTS WERE FULL OF ENERGY. SO THANK YOU NOR THAT I BEEN INVITATION. THAT WILL BE ALL. >> THANKS, TRUSTEE HARDEN. YEAH. TRUSTEE BAINS. >> NO REPORT. THANK YOU. >> NO REPORT. TRUSTEE HEREDIA. NO REPORT. ALL RIGHT. I'LL GO NEXT, I WANT TO ECHO THE COMMENTS OF TRUSTEE KAPLAN ABOUT ELEMENTARY STORES. I THINK SOME OF THE BEST LESSONS ARE TAUGHT ON THE ATHLETIC FIELD. SOMETHING WE SUPPORT HERE AND HOPING FOR THAT CONTINUED SUPPORT. THE SUPERINTENDENT HAS NO REPORT AS I UNDERSTAND IT. [XI. CONSENT ITEMS] SO NEXT UP IS THERE A MOTOR VEHICLES? MOVED BY THRUSTEE KAPLAN. >> SECOND. >> SECOND BY TRUSTEE HARDEN. PLEASE CALL THE ROLL. UNANIMOUSLY. I THINK THAT WAS AN -- I BLANKED OUT. [XII.a. NUSD Safety Efforts with Context Slides] OKAY. NEXT UP IS OUR, WE'RE GOING TO HAVE A BOARD REPORT WHICH IS OUR SAFETY EFFORTS WITH CONTEXT SLIDES, THAT WAS ATTACHED TO THE AGENDA POSTED ON FRIDAY SEPTEMBER 23, 2022. ASSOCIATES SUPERINTENDENT HAS A SHORT PRESENTATION TO GO WITH THE BOARD REPORT. THANK YOU, RICK. >> WE'LL PROVIDE FACILITY SAFETY OPPORTUNITIES TO THE BOARD FOR CONSIDERATION AND DISCUSSION. SO TONIGHT STAFF IS NOT HERE TO MAKE ANY RECOMMENDATIONS TO YOU. WITH THE FOLLOW-UP TO THE REPORT OUR GOAL IS TO PROVIDE YOU SOME SLIDES FOR CONSIDERATION WITH DIFFERENT TYPES OF FACILITY SAFETY IDEAS THAT WILL HELP US DISCUSS AND LOOK FORWARD TO CONVERSATIONS AND DISCUSSIONS. I WANT TO MAKE SURE AS WE'RE WORKING ON THIS REPORT AS WELL AS LOOKING AT THE DIFFERENT CONSIDERATIONS WE'RE GOING TO SHARE WITH YOU WE REACHED OUT TO DIFFERENT DISTRICTS TO GIVE FEEDBACK ON THINGS GOING ON. AND IN THEIR DISTRICTS RELATED TO SAFETY. WHAT [00:10:04] WE'VE LEARNED FROM THEM WE'RE GOING TO SHARE BUT NOT GOING TO SHARE WHO THEY ARE. THERE IS AN ELEMENT OF UNDERSTANDING THAT WE WANT TO WORK TOGETHER AND GET FEEDBACK BUT WE WANT TO KEEP THE SAFETY OF OUR SCHOOLS AND DISTRICTS THERE AS WELL. ALSO WANT TO CALL OUT IN THIS PROCESS WE'VE ALSO REACHED OUT TO THE LABOR PARTNERS AND HAVE MET WITH THEM OVER THE LAST WEEK. WE'RE GOING TO CONTINUE TO GET FEED BACKFROM OUR GROUPS TO GET FEEDBACK RELATED TO SAFETY. TONIGHT THE BOARD GETS TO SEE SOME OF THE CURRENT THINKING AROUND FACILITIES RELATED TO SAFETY. AND WHAT THAT COULD LOOK LIKE IN OUR SCHOOLS. THE COST THAT COULD BE INVOLVED IN THAT BUT IN THE END TONIGHT, AS A BOARD YOU CAN DIRECT US TO BRING BACK SOME OF THE FOLLOWING FEEDBACK THAT YOU GIVE TO US. YOU CAN GIVE US DIRECTION ON PLANS TO MOVE FORWARD OR YOU CAN BASICALLY THINK ABOUT IT. THERE IS NO ACTION ITEMS IN THIS PRESENTATION OR IN THE FEEDBACK TONIGHT SO WE'LL GO FORWARD. SAFETY FEATURES WE WANT TO ADDRESS RELATE TO DOORS AND DOOR LOCKS. ONE GATE OR LIMITED GATE ENTRIES AND EXITS. ADDITIONAL SCHOOL RESOURCE OFFICERS AND SOME OTHER IDEAS. SO THROUGH THOSE CONSIDERATIONS WE'RE GOING TO TALK THROUGH THEM AND GIVE YOU AN OPPORTUNITY TO DISCUSS. CURRENTLY IN OUR DISTRICT WE DON'T HAVE A A LOCK DOOR POLICY. YOU WALK ON CAMPUSES. YOU WILL SEE DOORS THAT BE OPEN. MAYBE SOME ARE CLOSED. SOME ARE LOCKED. SOME ARE UNLOCKED. WHAT WE'RE GOING TO ASK YOU TO CONSIDER TONIGHT ARE SOME OPPORTUNITIES AROUND THE DOOR LOCKING THAT YOU MAY WANT TO DIVE DEEPER INTO, DISCUSS OR ASK QUESTION, ONE IS TO RURAL CLASSROOM DOORS TO BE LOCKED AT ALL TIME. THIS IS THE IMPLEMENTATION OF A LOCK DOOR POLICY. NEXT IS TO REQUIRE ALL CLASSES TO BE LOCKABLE INSIDE WITHOUT HAVING TO OPEN THE DOOR SO THAT YOU DON'T HAVE TO OPEN TO LOCK AND THEN FINALLY THE THIRD IS THE POSSIBILITY OF INSTALLING AUTOMATED DOOR LOCKING ACCESS CONTROLS AT ALL OF OUR SCHOOLS, WITHIN THE CONVERSATIONS WE HAVE, WITH OUR DISTRICTS AND JUST DOING THE RESEARCH THERE IS IMPLEMENTATION CHALLENGES TO ALL OF THESE THINGS THAT WE WANTED TO CALL OUT. AS YOU DIG DEEPER, THOSE WHO HAVE CREATED LOCK DOOR POLICIES THERE IS AN INDUSTRY THAT HAS BEEN CREATED TO KEEP LOCKED DOORS OPEN OR AVAILABLE SO THAT THEY DON'T HAVE TO BE LOCKED. HERE ARE SOME EXAMPLES ON THE SCREEN OF DIFFERENT TYPES OF DEVICES THAT ARE USE, TEEN THOUGH DOORS MAY BE LOOKED THEY'RE STILL OPEN. THOSE ARE SOME OF THE ISSUES MOVING TO THOSE PRACTICES OR POLICIES THAT WE'RE GOING TO HAVE TO ADDRESS. >> I WANT TO EMPHASIZE IF YOU LOOK AT THE THIRD PICTURE, I GUESS THE THIRD PICTURE FROM THE LEFT THE LITTLE ALMOST LIKE A BLACK DEVICE THAT BLOCKS THE LATCH FROM GOING THIS, THIS TECHNICALLY IS BEING SOLD AS A DEVICE? ALLOWS YOU TO HAVE A LOCK DOOR POLICY, IT'S AN ALTERNATIVE TO THE LOCKING BAR MECHANISMS, IT ALLOWS A BOARD TO APPROVE A POLICY IF IT'S SOMETHING YOU WANT TO CONSIDER ABOUT LOCKED DOORS AND FOR PEOPLE TO USE FUNDS, POTS OF MONEY THAT HAVE BEEN SET ASIDE TO GO. I DON'T AGREE WITH THAT. BUY THAT FOR A CHEAP AMOUNT OF MONEY AND YOU'VE IMPLEMENTED A POLICY AND THERE IS A WORK AROUND. A LOT OF WHAT WE'RE TALKING ABOUT HERE IS WE'RE NOT MAKING SPECIFIC RECOMMENDATIONS TONIGHT. WE'RE WALKING YOU THROUGH WHAT THINGS ARE MATERIALIZING MORE FREQUENTLY OUT IN THE FIELD IN ADDITION TO THE REPORT THAT WE PROVIDED OF THE WORK THAT WE'VE DONE AND TRYING TO TELL YOU THE COMPLEXITIES OF ALL THIS. YOU CAN IMPLEMENT A POLICY. THERE IS ALREADY WORK AROUND ON IT WHICH IS PART OF THE REASON WE'RE NOT SAYING YOU SHOULD DO THIS. WE WANT YOU TO BE ABLE TO TALK ABOUT IT AND THIS IS THE ONLY WAY THAT YOU ALL CAN TALK ABOUT IT AT ONE TIME IS IN A PUBLICLY AGENDA MEETING. >> ANOTHER FACTORS WE ALSO HAVE IDENTIFIED ARE THE ENVIRONMENTAL FACTORS RELATED TO JUST DOORS THAT CLOSING AND NOT LATCHING AND THINGS LIKE THAT. SO, FOR EXAMPLE, SOME OF THE LOCAL ENVIRONMENTAL FACTORS THAT WE DEAL WITH THAT IM, COULD IMPACT, MAY IMPACT OUR AUTOMATED DOOR OPERATIONS DEAL WITH THE SETTLING OF THE GROUND IN THE REGION THAT WE LIVE IN. GROUND MOVES WHICH SHIFTS THE FOUNDATION WHICH AT TIMES WITH THE BEST INTENTIONS YOU COULD GO TO SHUT THE DOOR AND 9 TIMES OUT OF 10 IT WOULD SHUT AND LOCK BUT THERE ARE THINGS HAPPENING THAT ARE COMMON AND REGULAR OCCURRENCES WHERE UNLESS YOU PUSH HARD ON THE DOOR, IT MAY NOT CLOSE. SO IN THOSE CASES, EVEN WITH POLICIES WE STILL NEED TO BE DILIGENT ABOUT MAKING SURE THAT WHEN THINGS THINGS [00:15:04] OCCUR WE'RE DOING WORK ORDERS, GETTING THOSE FIXED AND OUR MAINTENANCE AND OPERATION TEAMS HAVE MADE IT A PRIORITY TO MAKE SURE THAT WHEN THOSE ARE IDENTIFIED WE'RE GETTING TO THOSE QUICKLY TO MAKE SURE THAT OUR DOORS SHUT. COOLING AND HEATING IS ANOTHER CAUSE OF CONTRACTION AND EXPANSION OF THE DOORS, DEPENDING ON THE DAYS THESE ARE THINGS THAT EVEN WITH CERTAINLY POLICIES, WE HAVE TO BE DILIGENT ABOUT AND WE ALL HAVE TO BE DILIGENT IN THOSE ASPECTS. WE SHARE WITH YOU SOME OF THE EXTREME EXAMPLES OF IMAGES OF GROUND SETTLING IN OUR DISTRICT. YOU CAN SEE AT THE BOTTOM LEFT IMAGES FROM L. G. H. FLOOR THAT BUCKLED YEARS AGO AND HAD TO BE REPLACED. PICTURE ON THE RIGHT ARE THE BLEACHER PYLONS THAT ARE CRUMBLING. >> THAT WERE CRUMBLED TO BE CLEAR, BOTH WERE DAMAGED AND WE FIXED THEM, THEY'RE NOT CRUMBLING NOW, THEY WERE. >> BUT YOU WILL SEE WE STILL ARE GETTING WORK ORDERS BASED ON THESE TYPE OF COMMON MOVEMENT AND ADJUSTMENTS. AGAIN A CONSIDERATION WITH THE WORK WE'RE DOING. TONIGHT WE'RE GOING TO SHARE WITH YOU THE DIFFERENT TOPICS THROUGH THIS DISCUSSION. I WANTED TO SHARE THIS IS A TEMPLATE THAT YOU ARE GOING TO SEE AND PROVIDE YOU AN OPPORTUNITY TO DISCUSS. SO WE'LL SHARE THE OPPORTUNITY. WE'LL DISCUSS THE BENCHMARKING, FEEDBACK FROM WHO WE'VE SPOKEN TO. PROVIDE SOME CONSIDERATION THEN SOME ESTIMATED COSTS. THE FIRST DISCUSSION ITEM IS AROUND A LOCK DOOR POLICY. SO THE OPPORTUNITY IS REALLY IMPLEMENT A LOCK DOOR POLICY. WHAT THAT MEANS ALL CLASSROOMS MUST BE CLOSED AND LOCKED AT ALL TIMES. FEEDBACK FROM OTHER DISTRICTS WE TALKED TO, 7 IN PARTICULAR, 5 DO NOT HAVE A LOCK DOOR POLICY AT THIS TIME BUT WE DID FIND 2 THAT DO HAVE LOCK DOOR POLICIES. SOME OF THE CONSIDERATIONS WE IDENTIFIED WITHIN THE LOCK DOOR POLICIES OBVIOUSLY IS THAT WINDOWS ARE A KEY COMPONENT TO SCHOOLS, THERE IS WINDOWS NEXT TO DOORS. SO IN CASES IT MAY OR MAY NOT MAKE A DINNERS WITH WINDOWS. HEALTH RELATED ISSUE, OVER A YEAR AND A HALF, TWO YEARS AGO DURING COVID WE SAID LEAVE THE DOORS OPEN FOR FRESH AIR. THERE ARE OTHER ISSUES THAT COME INTO PLAY WHEN WE THINK ABOUT THIS AS A POLICY. ONE OF THE KEY ASPECTS OF THE ESTIMATED COSTS, THERE WOULD BE NO COST TO THIS. THIS IS AS A POLICY GOING FORWARD. SO THOSE ARE SOME OF THE CONSIDERATIONS OPENING UP FOR DISCUSSION. >> THANKS, DISCUSSION, TRUSTEES, I HAVE A FEW QUESTIONS, ANY POLICY THAT WE HAVE I'M GOING TO MEASURE ON HOW EFFECTIVE IT IS. I'M ALSO CONCERNED ABOUT THE ENVIRONMENT THAT OUR KIDS GO TO SCHOOL IN, TO BE FRANK, I DON'T WANT TO RAISE A GENERATION OF KIDS WHO ARE AFRAID OF THEIR OWN SHADOW, I WOULD HAVE TO ASK WHERE A LOCK DOOR POLICY HAS BEEN IMPLEMENTED, HOW EFFECTIVE IS IT? DO WE HAVE RESEARCH ON HOW EFFECTIVE THE POLICY WOULD BE PREVENTING A TRAGEDY OR IS IT AMBIGUOUS? >> I DON'T HAVE SPECIFIC DETAILS THAT I COULD GIVE YOU THE EFFECTIVENESS. >> IS THERE ANY INFORMATION ABOUT OR HAS THE DISTRICT RESEARCH -- YOU DON'T HAVE THESE, THAT IS FINE, I AM UNDERSTAND, ABOUT HAVING IT A RATING SYSTEM HANDLED AT THE SITE LEVEL BY PRINCIPALS, SAY THERE IS A CERTAIN THREAT ASSESSMENT THAT THE WE WORKED WITH LAW ENFORCEMENT TO RECOGNIZE, COULD PRINCIPALS HAVE THE, YOU KNOW, THE AUTHORITY TO GO, HEY, THIS IS NOT A TIME THAT DOORS SHOULD BE UNLOCKS. IS THE THAT TYPE OF ALERT SYSTEM OR RATING SYSTEM BEEN ESTABLISHED OR IS THAT SOMETHING THAT THE BOARD COULD ESTABLISH? >> SOMETHING THE BOARD WOULD ESTABLISH. >> THE BOARD WOULD, SO THERE IS ALL KINDS OF POLICIES. IT CAN BE A ONE SIZE FITS ALL. IT CAN BE VARIABLE CONDITION. YOU SET THE DIRECTION WITH BOARD POLICIES. SO YOU WOULD GIVE US DIRECTION ON WHAT TO CONSIDER AND THEN STAFF WOULD PUT TOGETHER A POTENTIAL IMPLEMENTATION OF THAT AND BRING IT BACK TO THE BOARD IN THE FORM OF AN A. R. FOR APPROVAL. >> I'LL PUT OUT WHAT I'M THINKING TO THE REST OF THE TRUSTEES BUT I WOULD BE INTERESTED IN MAYBE PARTNERING WITH SOME OF OUR LAW ENFORCEMENT PARTNERS TO CREATE THAT THREAT ASSESSMENT. WE HAVE SOME STUFF THAT WE DO. BUT LETTING THE POLICY BEING DONE AT THE SITE LEVEL. EACH SCHOOL IS GOING TO HAVE A DIFFERENT APPROACH TO SAFETY. SOME SCHOOLS IT'S A JUMP OVER THE FENCE THERE, IS ISSUES AND SOME SCHOOLS THERE IS NOT. I WOULD LIKE FOR THEM TO BE MAYBE A STAKEHOLDER PROCESS IN UNDERSTANDING WHAT THE PROS AND CONS OF EACH POLICY ARE GOING TO BE BEFORE BLANKET SAYING THIS ONE POLICY IS GOING TO SOLVE THE PROBLEM. I THINK LOCKED DOORS MAKE SENSE BUT IF YOU GREW UP WHERE I GREW UP IT KEEPS HONEST PEOPLE HONEST. WE [00:20:02] HAVE TO BE CANDID ABOUT THOSE CONVERSATIONS AND BE THOUGHTFUL IN OUR APPROACH. TRUSTEE KAPLAN. >> THANK YOU, TRUSTEE GRANT. NOW I'M PUTTING ON MY FACILITIES HAT. THERE IS ACTUALLY BEEN A LOT OF STUDIES DONE ABOUT THE EFFECTIVENESS OF LIGHT AND AIR ON STUDENT LEARNING. A LOT. THERE IS EVIDENCE OUT THERE THAT SHOWS THE MORE NATURAL LIGHT AND THE MORE FRESH AIR STUDENTS DO BETTER ACADEMICALLY IN THEIR SCHOOL. SO FOR ME, A LOCK DOOR POLICY HAVING THE DOOR CLOSED ALL THE TIME IS NOT SOMETHING I WOULD WANT THIS BOARD, YOU KNOW, AS IT MOVES FORWARD, TO REALLY LOOK INTO. I THINK TRUSTEE GRANT HAVING IT WHERE WE LOOK AT OUR SITES AND THE ABILITY TO HAVE DOORS LOCKED WHEN THERE IS POTENTIALLY LIKE A SAFETY PROTOCOL, MY ONE CAVEAT AS WE WORK WITH OUR PUBLIC SAFETY PARTNERS IS TO GO BACK TO THE ORIGINAL QUESTION, WHAT IS THE DATA SAY BECAUSE I KNOW PUBLIC SAFETY PEOPLE WELL IT'S THE SAFEST WHEN YOUR DOOR IS LOOKED. WHAT DOES THE DISTRICT ATTORNEY SAY IN WEIGHING IT AGAINST STUDENT LEARNING WHERE DISTRICT ATTORNEY IS OUT THERE AND VIABLE IN THAT REGARD BUT AT WHAT EVEL OF THREAT ASSESSMENT DO WE CLOSE THE DOORS? I THINK THAT WOULD BE SOMETHING GOOD. I WOULD ASK THE BOARD LOOK AT THAT IT COMES AT WHAT DOES THE DATA SAY BECAUSE THAT IS THE APPROPRIATE QUESTION THAT WE ASK RIGHT NOW. BUT BASED OFF OF MY BACKGROUND IN BUILDING SCHOOLS, A LOCK DOOR POLICY ACTUALLY HARMS ACADEMIC LEARNING AND LIKE YOU, I DON'T BELIEVE WE NEED TO BE A GENERATION OF YOU CAN'T PREVENT EVERYTHING. I THINK WE AS A DISTRICT ARE DOING MORE THAN MOST, IF SOMEBODY IS INTENT UNFORTUNATELY, I THINK AS A SOCIETAL ILL THAT WE HAVE AND NOT SOMETHING OUR SCHOOLS CAN TOTALLY PREVENT BUT WE CAN HELP AND I DON'T THINK THE LOCK DOOR POLICY IS THE ANSWER. >> THANK YOU, TRUSTEE KAPLAN. . TRUSTEE HARDEN. >> THERE IS LIGHT. SORRY ABOUT THAT. DO YOU HAVE ANY TYPE OF IDEA FROM THE TWO SCHOOLS THAT ARE DISTRICTS THAT ARE USING IT WHEN THEY BEGAN USING IT? >> NO, I DID NOT ASK WHEN THEY STARTED IT. I'LL FOLLOW UP WITH THAT. >> THANK YOU. I'M NOT NECESSARILY SAYING THAT I'M AGAINST THE IDEA. I DON'T NECESSARILY KNOW IT WOULD BE THE RIGHT THING FOR THIS DISTRICT, BUT I'M INTERESTED IN US LOOKING AT IT BY A SCHOOL BY SCHOOL BASIS BUT I WOULD LIKE TO SEE STAKEHOLDERS INPUT. I WOULD LIKE TO SEE US ENGAGE THE COMMUNITY, THE FAMILY AND THE STUDENTS AS WELL BECAUSE THEY WOULD HAVE TO BE LIVING WITH THAT AS WELL AS OUR STAFF AND TEACHERS, I'M MORE CONCERNED WITH KEEPING DOORS LOCKED IN THE SCHOOL ITSELF RATHER THAN WORRIED ABOUT EACH DOOR BEING LOCKED. THANK YOU. >> THANK YOU. TRUSTEE HARDEN. >> COMMENT. SO I ACTUALLY ATTENDED A CONFERENCE THIS PANELS WERE LAW ENFORCEMENT AND THE -- I DON'T KNOW WHAT THE EXACT TITLE IS. THE DIRECTOR OF OFFICE EMERGENCY SERVICES. THEY SPOKE TO US THIS PAST SUMMER IN L.A.. THEY BOTH ASSESSED WHAT WHAT HAD HAPPENED IN SCHOOL SHOOTINGS ACROSS THIS NATION AND LOOKED AT POLICIES. ONE OF THE THINGS THEY DID CONCUR WAS THAT INCONSISTENT SCHOOL POLICIES ARE, CONSISTENT PRACTICES WITHIN A SCHOOL DISTRICT IS A DETRIMENT TO A SCHOOL DISTRICT. SO EITHER YOU ARE GOING TO SAY THE DOORS ARE GOING TO REMAIN LOCKED OR THERE IS GOING TO BE, YOU KNOW, THERE ARE OTHER PARAMETERS BUT THEY DID CAUTIOUS ABOUT THAT. THIS WAS QUITE AN AN EXTENSIVE DISCUSSION FOR ABOUT 60 MINUTES WITH THEM, WITH A PANEL OF 5 EXPERTS. SO I DON'T HAVE AN OPINION AT THE MOMENT ABOUT WHAT IS THE BEST APPROACH. I THINK TRUSTEE KAPLAN SAID WE NEED TO SEE DATA. I THINK TRUSTEE HARDEN SAID, WE NEED TO GET INPUT. BUT I THINK IT'S IMPORTANT THAT WE LOOK MORE EXTENSIVELY JUST IN TERMS OF OUTSIDE OF OUR REGION AND I HATE TO SAY THIS BUT IN RETROSPECT YOU ARE NEVER GOING TO BE ABLE TO BE 100% IF THE MEASURES YOU HAVE DIFFERENT MEASURES IN PLACE WOULD HAVE PREVENTED BUT I KNOW THERE ARE SOME MEASURES THAT YOU CAN HAVE IN PLACE. MAKES THERE IS SOME OTHER MEASURES IN PLACE THAT DON'T NECESSARILY ADDRESS THE LOCKED DOORS, BUT I LOOK FORWARD TO MORE INFORMATION AT, RATHER THAN NEEDING TO [00:25:02] COME ONE A RESPONSE RIGHT NOW. THANK YOU. >> THANK YOU, TRUSTEE HEREDIA. >> I, QUITE A FEW OPTIONS WE'RE GOING TO GO THROUGH. >> OKAY. >> THANKS, RICK, OUR NEXT DISCUSSION ITEM IS AROUND LOCKABLE DOORS FROM THE INSIDE. WITHOUT REQUIRING THE DOORS TO BE OPEN. SO IN JULY OF 2011, A LAW WAS PASSED ALL NEW CONSTRUCTION PROJECTS SUBMITTED ALL NEW SCHOOLS HAD TO HAVE DOOR LOCKS FROM THE INSIDE AS WELL. SO THE THAT IS A CONSIDERATION TO UPDATE ALL OF THE DOOR AND HARDWARE TO BE LOCKABLE FROM THE INSIDE. THAT MEANS A TEACHER, STAFF MEMBER DOES NOT HAVE TO OPEN A DOOR TO GO OUT AND LOCK THE DOOR. WE DID SOME RESEARCH AND ESTIMATE OF HOW MANY CLASSROOMS BECAUSE WE HAVE MANY IN OUR SCHOOLS BUILT BEFORE 2011. MANY, AFTER, THOSE AFTER HAVE THE LOCKS ON THE INSIDE. WE'VE ORES THAT DON'T. WE ESTIMATE WE'VE ABOUT 700 CLASSROOM DOORS THAT DON'T HAVE THOSE LOCKS ON THE INSIDE. AND THE COST TO RETROFIT THOSE WOULD BE SOMEWHERE IN THE RANGE OF $400,000 SO ALL THE SCHOOLS IN OUR DISTRICT WOULD HAVE THAT AS A POSSIBILITY OR AS A LOCKING DOOR SYSTEM. CENTRALIZED LOCKING SYSTEM? OH, THIS IS? >> THIS IS A DOOR LOCK -- >> NOT CENTRALIZED, IT'S THE INTERIOR DOOR WHERE A TEACHER COULD LOCK THE DOOR FROM INSIDE WITH THEIR KEY WITHOUT HAVING TO OPEN THE DOOR AND STICK THEIR HEAD OUT. THAT EXISTS AT ALL SCHOOLS BUILT AFTER 2011 AND SO JEFFERSON BEING MODERNIZED HAS IT IN EVERY CLASS ROOM, IS THAT ACCURATE. DOUG, BILL? YEAH. IF NOT -- >> DEFINITELY IN THE NEW ROOMS, THAT WAS MY UNDERSTANDING, TOO. >> IT IN THE NEW ROOMS NOT THE OLD THEN PBS, HEREDIA, YEAH, BUT THERE IS, IT'S ABOUT 400 K. TO NAUGHT IN AND GET IT -- TO PUT IT IN AND GET IT DONE. >> I WOULD BE VERY MUCH INTERESTED IN THAT. I THINK THAT MAKES SENSE. >> AS IT GOES TO WHAT TRUSTEE HEREDIA SAID CONSISTENCY AND POLICIES WE'VE SOME SCHOOLS THAT DO AND SOME THAT DON'T. THIS COMES OUT OF OUR FACILITIES BUDGET. NOT OUR GENERAL FUND BUDGET TO MAKE THIS HAPPEN. I AGREE. >> I LIKE IT. >> SO THAT LOOKS LIKE BOARD DIRECTION ON THAT ITEM TO ME. SO, ALL RIGHT. OKAY. >> OUR NEXT ITEM IS AROUND AUTOMATED DOOR LOCKING. ACCESS CONTROL SYSTEMS LIKE KEYLESS LOCKS, WE ALSO -- IF YOU LOOK AT THIS, THIS IS A SYSTEM THAT SOME OF US HAVE USED IN MANY DIFFERENT VENUES, KEYLESS LOCKING SYSTEMS, IT WOULD ALLOW FOR ANY UNLOCKED DOORS TO BE LOCKED REMOTELY THROUGH THE CENTRAL OFFICE OR THE DISTRICT OFFICE. (CAPTIONS WILL RESUME SHORTLY.) >> I THINK THERE IS SOME [00:30:04] GENERAL DIRECTION BUT I WOULD LIKE A LITTLE BIT MORE INFORMATION ON THE PROS AND CONS. >> OKAY. OKAY. ALL RIGHT. OUR NEXT AREA OF CONSIDERATION IS AROUND ONE GATE OR LIMITED GATE ENTRIES AND EXITS TO THE SCHOOLS. NOW WE'RE TALKING ABOUT EXTERIOR ENTRANCES TO THE SCHOOLS. AS YOU CAN SEE WE'VE SCHOOLS THAT HAVE MULTIPLE ENTRY POINTS AND OUR SCHOOLS WERE BUILT THAT WAY. SO ONE OF THE CONSIDERATIONS WHEN YOU LOOK AT A ONE GATE OR A LIMITED GATE SYSTEM IT'S GOING TO BE A CHANGE OF CULTURE IN CERTAIN AREAS OR SCHOOLS BASED ON THE PAST PRACTICE OF HOW THESE THINGS WORKED. SO THE GOAL IN A ONE GATE OR A LIMITED GATE ENTRY IS THAT YOU HAVE MORE MONITORING OF PEOPLE COMING INTO THE CAMPUS. SO THERE ARE STAFF AVAILABLE THAT ARE GOING TO BE THERE WELCOMING STUDENTS AND FAMILIES AS THEY COME TO SCHOOL EVERYDAY. SOME OF THE CONSIDERATIONS IS THAT WE DO HAVE MULTIPLE FAMILY, MANY FAMILIES THAT COME IN FROM DIFFERENT DIRECTIONS BASED ON THE WAY THE SCHOOL IS SET UP AROUND PARKS OR BIKE TRAILS OR WALKING PATHWAYS. IN TERMS OF THE PROCESS BASICALLY WHAT HAPPENED AFTER THE BELL RINGS, OUR GATES ARE CLOSED AND LOCKED AND EVERYONE WILL THEN GO THROUGH THE OFFICE TO GO ON TO THE CAMPUS INSURANCE IS WHAT WE'RE TALKING ABOUT THE BEGINNING OF THE SCHOOL AND END OF SCHOOL IN TERMS OF THIS SYSTEM. ESTIMATING COST IT'S PAYING FOR SIGNAGE BUT WE WOULD HAVE TO CONSIDER THE CHANGE OF CULTURE. >> THIS ONE IS PERSONAL. I'M A WALK TO SCHOOL BUS LEADER. I'VE PARTNERED WITH JIVE NOT ONLY AS A PARENT AND AS PARENTS THROUGHOUT THE DISTRICT WHO WE EXPERIENCE OUR INGRESS AND EGRESS AT EVERY SINGING ONE OF OUR SITES. IT'S NOT A PAINLESS PROCESS AND THAT IS WHY OVER THE YEARS, NATOMAS UNIFIED HAS BEEN A LEADER ON SAFE ROUTES TO SCHOOL GETTING KIDS WALKING AND BIKING TO SCHOOL. WHEN YOU LOOK AT THIS, YOU KNOW, BIGGER SCHOOLS ENDER DUMB WHERE THINK MAY BE MULTIPLE POINTS MAYBE TIGHTENING THIS BUT WHEN YOU LOOK AT PASO VERDE, IT HAS TWO POINTS OF ENTRY, CLOSING OFF THE BACK GATE, NO. I MEAN, I, JAG AND I'S CHILDREN GO THROUGH THAT WAY. I'M SAKING ABOUT 20 MINUTES THROUGH THAT WAY. THAT IS ABOUT 15 LESS CARS ON THE ROAD. IT'S A SAFE WAY FOR OUR KIDS TO GET TO SCHOOL AND YOU MULTIPLY THAT BY EVERY SITE. WE ALREADY >> WHAT IS THE PROCESS? WHO IS ASSIGNED TO A PARTNER OR IS IT IT, OUR JANITORS, HOW IS THAT FOR SAFETY? [00:36:39] WOULD LIKE TO THANK THEM. WE'D INVITE YOU HERE EVERY WEDNESDAY. BUT THIS IS A REALLY IMPORTANT THING TO BE HERE. YOU LOOK AT THE SCHOOL SAFETY PLANS. YOU'LL SEE THEY'RE EXPLICITLY WRITTEN IN THAT THERE'S AN EFFORT TO GO AND REMOVE THE GATES AT THE [00:40:47] >> ONE OF THE THINGS I EXPRESSED AT THAT TIME IS THAT SAFETY. EVEN WITH OUR KIDS WALKING HOME FROM SCHOOL. I JUST WANT OUR KIDS TO HAVE ALL THE PROTECTIONS THAT THEY CAN. I JUST THINK IT'S SO CRITICAL. I DON'T WANT TO BE IN A POSITION TO HAVE TO MEET WITH THE PARENTS AGAIN, YOU KNOW, IF THEY LOSE A CHILD. >> THANK YOU, TRUSTEE HEREDIA. >> HAVE YOU LOOKED IN TO HOW MANY RESOURCE OFFICERS WE ARE DISCUSSING HERE. WHAT'S THE NEED OR WHAT WILL ACTUALLY HELP. >> HAVE YOU LOOKED -- I'M SORRY. >> YEAH, IT'S $240,000 PER OFFICER. NO DOUBT MORE OFFICERS ARE BETTER. BUT HOW MANY ARE WE TRYING TO TALK ABOUT? >> AS A CONSIDERATION, FOR YOU, WE CURRENTLY HAVE THREE THAT REPRESENT. THEY'RE ASSIGNED TO HIGH SCHOOLS BUT THEY SUPPORT THE REGION IN WHICH THEY SERVE IN. SO I DON'T HAVE A RECOMMENDATION WHAT NUMBER THAT WOULD BE. BUT THERE ARE OBVIOUSLY TIMES WHEN SROS ARE ASKED TO GO OFF THE CAMPUSES AT WHICH THEY'RE AT TO SUPPORT OTHER SITUATIONS IN OUR DISTRICT. >> IN THE PAST, WHAT WE DID, WHEN WE EXPANDED FROM TWO TO THREE, WE BROUGHT TO THE BOARD INCIDENTS BY SCHOOL. WE LOOKED AT GEOGRAPHY. SO WHEN WE ACTUALLY CHOSE TO PLACE THE THIRD SRO LEROY GREEN, IT WASN'T BECAUSE IT WAS A HIGH SCHOOL. IT WASN'T BECAUSE THERE WERE LARGER INCIDENTS THERE. BUT IT ACTUALLY WAS COVERAGE WHEN OFFICERS HAD TO ROTATE OVER. WHEN FOLKS MOVED LEFT TO RIGHT, THEY COULD SHIFT OVER TO EL CENTRO OR 80 OR 5. WE COULD WORK WITH OUR SROS AND LOOK AT DATA AND TRY TO MAP THAT OUT AND BRING IT BACK IN A RECOMMENDATION WHETHER IT BE ONE A LOT OF ONE-TIME FUNDING. AND OUR SRO CONTRACT WAS JUST APPROVED FOR THREE YEARS. SO THE PROPOSAL WOULD BE TO BRING ONE- TIME MONEY THAT YOU WOULD COMMIT FOR THE LENGTH OF THE CONTRACT. SO THAT IT DOESN'T NECESSARILY BECOME AN ONGOING EXPENSE. SO THE BOARD HAS TO TAKE THAT UP AND CONSIDER. DO THEY GO TO THREE, DO THEY GO TO TWO. THAT'S HOW WE APPROACH IT FINANCIALLY. THAT'S HOW WE APPROACH IT THROUGH DATA AND PARTNERING WITH OUR SCHOOL RESOURCE OFFICER AND LEADERSHIP AND LOOK GEOGRAPHICALLY. >> OKAY. I THINK ONE OF THE THINGS THAT I DON'T KNOW WHAT WE HAVE TO KIND OF REFRAME THIS CONVERSATION IS THAT I THINK THERE'S A PERCEPTION ON THE PART OF THE PUBLIC IS THAT THE OFFICERS THAT ARE ASSIGNED TO THIS DISTRICT ONLY WORK IN THIS DISTRICT. AND AS HAS BEEN EXPLAINED, IF THEY ARE CALLED OUT AND SOMETHING ELSE IS VERY CRITICAL IN THE COMMUNITY, THEY'RE CALLED OUT. BUT I DON'T THINK THAT A LOT OF MEMBERS OF THE PUBLIC REALLY UNDERSTAND THAT. SO I THINK IF WE GO FORWARD ON THIS INITIATIVE, THEN I THINK MAYBE THAT'S SOMETHING WE PROBABLY SHOULD TRY TO REORIENT THE PUBLIC ABOUT THE ROLES AND RESPONSIBILITIES OF THESE OFFICERS. BECAUSE THEY'RE NOT SITTING AROUND ALL DAY THAT'S FOR SURE. YOU KNOW. AS MUCH AS THE PERCEPTION. >> SO JUST TO BE CLEAR, THE REASON FOR MY QUESTION IS I THINK THIS IS ACTUALLY THE MOST EFFECTIVE WAY OF AT LEAST DOING WHAT WE CAN FOR SAFETY OF OUR STUDENTS. SO I WAS HOPING TO BE ON THE MORE SIDE RATHER THAN THE LESS SIDE. >> SO I JUST WANT TO ADD ONE THING. YOU KNOW, WHEN I TALKED [00:45:02] TO SCHOOL PSYCHS, AND I'M VERY SENSITIVE TO THAT, TRUSTEE HARDEN. SOME TELL ME WE'RE NOT EQUIPPED TO HANDLE SITUATIONS WE HAVE. WE LOOK AT THAT DYNAMISM. I DON'T THINK ONE OR TWO IS GOING TO MAKE THE DIFFERENCE IN TERMS OF SIGNIFICANTLY IMPACTING THE CLOSURE OF OUR CAMPUSES. AND ALSO, WE HAD THIS CONVERSATION A COUPLE OF MONTHS AGO WHEN WE DID APPROVE THE CURRENT CONTRACT THAT WE HAVE. WE LOOK AT THE RELATIONSHIPS AND WE LOOK AT THE CULTURE THAT WE HAVE CURRENTLY. THAT'S SOMETHING I CONSIDER A POSITIVE RELATIONSHIP LARGELY. I KNOW THERE'S BEEN SOME BAD EXPERIENCES. WE ALL HAVE THEM. I'VE HAD RUN-INS WITH LAW ENFORCEMENT TOO. THESE OFFICERS WILL BE THE FIRST TO TELL YOU THEY'LL REPORT ANY CRAZY OR BAD BEHAVIOR. WE HAVE A RELATIONSHIP WITH OFFICER LEACH. THAT'S ONE OF MY FRIENDS. WE TALK LIKE FRIENDS. HE'S JUST AS CONCERNED ABOUT THE SAFETY AND WELLBEING AND THE OUTCOME OF ALL OF OUR STUDENTS. THE MINUTE WE DON'T HAVE THAT * This transcript was compiled from uncorrected Closed Captioning.
