CELEBRATIONS, TONIGHT OUR BOARD IS CELEBRATING THE SWEARING IN OF A NEW STUDENT BOARD MEMBER, I'M PROUD TO INTRODUCE AND WELCOME JAVIER COSTILLO. FOR MEMBERS OF THE PUBLIC VIEWING, THE STUDENT BOARD MEMBER PLAYS AN ESSENTIAL ROLE BY CASTING A PREFERENTIAL VOTE ON THE BOARD. THE VOTE IS A SYMBOL OF STUDENT OPINION. EVERY YEAR WE ROTATE THREE OF OUR HIGH SCHOOLS, AND THIS YEAR, DISCOVERY HIGH SCHOOL HAD THE OPPORTUNITY TO SERVE AS THE 2022, AND 2023 SCHOOL YEAR. JAVIER IS A SENIOR. HE IS AN ACTIVE PARTICIPANT IN THE PUBLIC SAFETY PATHWAY. PRIOR TO HIS MOVEMENT TO THE PUBLIC SAFETY PATHWAY, HE MOVED TO DISCOVERY, HE'S AWARE THAT LIFE CAN AND WILL BRING YOU CHALLENGES AND IT MAY KNOCK YOU DOWN, IT'S HOW YOU GET UP FROM THOSE CHALLENGES THAT YOU FIND OUT WHO YOU ARE. HE HOPES TO HELP OTHERS WITH HIS VOICE AND COMMITMENT. AND HE WANTS TO BE AN EXAMPLE FOR HIS TWO YOUNGER SIBLINGS WHO ARE ENROLLED IN NUSD SCHOOLS. HE'S THRIVING AND AN ACTIVE MEMBER OF THE LEADERSHIP TEAM HE HOPES TO BACK AN EMT AND LATER A FIRE-FIGHTER. PLEASE JOIN US ON STAGE SO WE COULD ADMINISTER THE OATH OF OFFICE. >> (CHEERS) . >> [00:05:04] (APPLAUSE) . >> >> REPEAT AFTER ME. >> I, JAVIER COSTILLO, DO SOLEMNLY SWEAR, THAT I WILL SUPPORT AND DEFEND THE CONSTITUTION OF THE UNITED STATES AND THE CONSTITUTION OF THE STATE OF CALIFORNIA AGAINST ALL ENEMIES FOREIGN AND DOMESTIC, AND I WILL BEAR TRUTH, FAITH. CSCA CONDUCTED SITE VISITS AN AUGUST 9TH AND UPDATED OUR COMMUNICATION BOARDS, BY DOING THIS IT GAVE US AN OPPORTUNITY TO SPEAK WITH PRINCIPALS AND CLASSIFIED STAFF AS WE EMBARK ON THIS NEW SCHOOL YEAR. WE ARE HAPPY TO REPORT THAT CSEA COLLABORATED WITH THE DISTRICT AND FROM BANKING OPPORTUNITIES FROM A CLASSIFIED STAFF IN OUR EFFORTS TO SURVEY OUR FAMILIES FOR LEARNING RECOVERY INTERVENTION NEEDS. DEIPD WAS A SUCCESS. CSEA IS LOOKING FORWARD FOR THOSE CSEA IS HAPPY TO REPORT THAT WE CAME TO THE RESOLUTION OF THE GRIEVANCE OF TRANSLATION SERVICES FILED ON NOVEMBER 23, 2021. TOGETHER, CSEA AND THE DISTRICT LEADERSHIP DEVELOPED A PROCESS FOR UTILIZING LANGUAGE. TOMORROW WE'LL HAVE THE SPECIAL MEETING TO VOTE ON THE ATIER. CSEA LOOKS FORWARD TO A YES VOTE BY OUR MEMBERSHIP. AS WE BEGIN A NEW YEAR AND NEW STAFFS SHIFTS IN LEADERSHIP IN THE CSEA, WE APPRECIATE THE CONTINUED COLLABORATION AS WE WORK TO RESOLVE ISSUES AT THE LOWEST LEVEL. WE APPRECIATE THE ABILITY TO CONVERSE ABOUT DIFFICULT TOPICS WHERE WE COULD HAVE THE SAFE SPACE TO BRING FORTH ISSUES ARISING AND THE [00:10:10] OPPORTUNITY TO COLLABORATE ON RESOLUTION BETWEEN CSEA AND STRICT LEADERSHIP. WE'RE LOOKING FORWARD TO A WONDERFUL 22-23 SCHOOL YEAR, SINCERELY, THE CSEA EXECUTIVE BOARD. [XI.b. Natomas Teacher's Association (NTA)] >> THANK YOU. ALL RIGHT, NEXT UP, NTA. >> GOOD EVENING, GOOD JEEPING MICAH, PRESIDENT GRANT AND THE REST OF THE TRUSTEES, IT'S NICE TO SEE EVERYBODY. IT WAS NICE TO SEE EVERYBODY OUT ON THE CAMPUSES. I THINK THAT I MISSED A MEETING, SO I DIDN'T HAVE COMMENTS ON THE LAST MEETING. I WE WANT ON VACATION, I KNOW THAT'S INSANE. ACTUALLY, DAVID, I WAS IN YOUR HOMELAND. SO, I WANTED TO SHARE FIRST OFF I HAD A RECENT INTERACTION WITH A BRAND NEW STAFF MEMBER AND THEY'RE NEW TO SPECIAL EDUCATION, CAME TO US FROM QUITE A DISTANCE AWAY, ACTUALLY, SO, I ASKED THEM WHAT BROUGHT THEM TO NATOMAS, THEY SAID THAT THEY HEARD THAT NATOMAS SPECIAL EDUCATION MEMBER HAVE 130 MINUTES OF EDUCATION TIME THIS WEEK TO HELP THEM WITH STUDENTS. THEY SAID, I HADN'T SEEN THAT ANYWHERE ELSE, AND I THOUGHT THAT WAS IMPRESSIVE AND THOUGHT THAT COMING TO NATOMAS WAS WORTH WORTH IT. IT'S GOOD TO HEAR THAT SOMETHING THAT WE BARGAINED FOR ON THE TABLE AND DELIVERED FOR THAT PIECE WE'VE BEEN LOOKING FOR AND RETAINING EDUCATORS. IT HELPS OUR STUDENTS THRIVE. WHEN EDUCATORS CAN'T PROVIDE FOR THEIR FAMILIES AND HAVE ENOUGH TIME TO GET OUR WORK DONE WITHIN THE WORK DAY, IT HELPS TO CREATE THE BEST LEARNING ENVIRONMENTS FOR OUR STUDENTS. THAT WAS GOOD TO HEAR THIS WEEK. WE ALSO KNOW THAT ON GOING RESPECT AND ACKNOWLEDGEMENT OF PEOPLE'S TIME AND EXPERTISE IS VITAL TO KEEPING PEOPLE HERE AND TURNOVER ESPECIALLY IN SPECIAL EDUCATION IS A REALITY. THERE'S STILL WORK TO BE DONE TO CONTINUE TO HELP OUR SCHOOL FLOURISH IN THE MIDST OF THE THE TEACHER SHORTAGE. I HAVE BEEN IN COMMUNICATION WITH MANY OF THE STAFF FOR THE FIRST WEEK. IT FEELS LIKE A WEEK. >> IN THE FIRST WEEK OF SCHOOL, WE CLEARED UP OUR INITIAL CHALLENGES QUICKLY AND IT REALLY HELPED STAFF FEEL LIKE THEY'VE BEEN HEARD ON THESE ISSUES AND THINGS WERE RECTIFIED WITHOUT INCIDENT. SO, IT'S REALLY IMPORTANT TO KEEP THESE LINES OF COMMUNICATION OPEN. UM, FOR MANY STAFF, I HEARD POSITIVE RESPONSES FOR THE DIVERSITY EQUITY AND INCLUSION TRAINING IT TOOK PLACE PRIOR TO THE BEGINNING OF THE YEAR, THEY ENJOYED MEETING HOLLY AND PARTICIPATING IN WHAT MANY FELT WAS THE START AND THE BEGINNING OF THE WORK THAT WE HAVE TO DO. SO, THERE I WAS GOOD FEEDBACK ON THAT, AND LASTLY, WE'RE THINKING AHEAD ON THE NEXT SCHOOL BOARD MEETING. AND WE WOULD LIKE TO HAVE REPRESENTATION BY AREAS. AS EDUCATORS THERE ARE MONTHS EVERY YEAR WHERE WE SPEND MORE HOURS WITH OUR STUDENTS THAN WE DO WITH OUR FAMILIES AND WE POUR OUR HEARTS INTO OUR, WOULD. WE SPEND HUNDREDS OF DOLLARS WELCOMING OUR STUDENTS AND AS SUCH WE'RE EAGER TO MEET WITH CANDIDATES THAT RESPECT OUR VOICES AND OUR ROLE IN THE COMMUNITY AND WE HOPE TO ELECT SCHOOL BOARD TRUSTEES TO WON'T TO WORK WITH EDUCATORS AND OF COURSE, AS YOU CAN ALL TELL, BECAUSE I'M RUNNING UP HERE TO TAKE PICTURES, I WANT TO WELCOME YOU JAVIER TO BEING ON THE BOARD AND BEING HERE AND GETTING TO BE A PART OF THIS, YOU ARE FANTASTIC, AND I'M INCREDIBLY [XI.c.Student Board Member] PROUD TO GET TO BE ONE OF YOUR TEACHERS. >> THANK YOU. ALL RIGHT, NEXT UP, WE WILL HAVE OUR FRESHLY MINTED STUDENT BOARD MEMBER JAVIER. ANY COMMUNICATIONS FOR THE GROUP TODAY? >> IT HITS YOU FAST, LIFE, I KNOW. >> UM, UNFORTUNATELY, I HAVE NOTHING TO REPORT TODAY. IT'S MY FIRST TIME HERE. BUT, UM, I DO WANT TO THANK EVERYBODY IN THIS BUILDING FOR BEING HERE FOR ME. YOU'RE OBVIOUSLY HERE FOR YOUR JOBS AS WELL, BUT, YOU KNOW, I APPRECIATE THE THANK YOUS. THE FIRST WEEK HAS BEEN [XI.d. Board Members] GREAT AND IT'S GOING TO BE FUN. >> ALL RIGHT. LET'S ROLL, GOOD REPORT. >> ALL RIGHT, TRUSTEE BAINS, YOU HAVE TO BEAT THAT TODAY. AD YOU CAN'T. ALL RIGHT. ALL RIGHT. >> I'M JUST HAPPY THAT WE FINALLY FOUND A MATCH FOR PRESIDENT GRANT HERE. >> OH, THAT'S TOUGH, WE'LL SEE. >> ALL RIGHT. WELCOME TO THE [00:15:02] BOARD, I LOOK FORWARD TO WORKING WITH YOU. >> THANK YOU. >> TRUSTEE HEREDIA >> GLAD TO BE BACK. GLAD TO HAVE A NEW BOARD MEMBER, GRAD TO HAVE THE OPPORTUNITY TO MEET YOUR MOTHER THIS EVENING. UM, ALSO, BECAUSE I THINK IT'S SO IMPORTANT FOR PARENTS TO KNOW EXACTLY WHAT YOU'RE DOING WITH YOUR TIME. SO, SHE GETS TO SEE HOW HARD YOU'RE GOING TO WORK. SO, I'M, YOU KNOW, THE SCHOOL YEAR STARTED OUT AND MY YOU KNOW MY GREATEST ENJOYMENT WAS VISITING CLASSROOMS. AND SO, I JUST WANTED TO GIVE A SPECIAL THANKS TO ASSOCIATE SUPERINTENDENT TONJA JARRELL AND ASSISTANT SUPERINTENDENT MEGHAN AND THE DIRECTOR, WENDY RODRIGUEZ, ALL OF THEM WORKING WITHIN THE PROM PROGRAMS THAT MEET THE NEEDS OF OUR STUDENTS WHO ARE IN SPECIAL EDUCATION. SO, I WAS REALLY IMPRESSED TO SEE THE SCHOLARS, IN MILD AND MODERATE CLASSROOMS, AND WHAT WAS EXCITING TO ME WAS THAT, YOU KNOW, AT SOME SCHOOL SITES, THEY WERE SELF CONTAINED. BUT OTHER SCHOOL SITES, WHEN YOU WALKED INTO THE CLASSROOM, YOU COULD NOT TELL WHICH SCHOLARS HAD BEEN IDENTIFIED AS STUDENTS NEEDING EXTRA HELP THROUGH THE SPECIAL ED PROGRAM. SO, I WAS EXTREMELY GRATEFUL TO SEE THAT. EXCITED. SAW TEACHERS USING SUCH GREAT STRATEGIES OF TRYING TO PROMOTE SOCIAL SKILLS AND SOCIAL DEVELOPMENT. YOU KNOW, FOCUSSING ON EMOTIONAL, EMOTIONAL NEEDS. ONE PARTICULAR TEACHER, AND FORGIVE ME, I FORGOT THE NAME OF THE TEACHER, AT NATOMAS HIGH SCHOOL WHOSE CLASS I WISH I COULD HAVE STAYED IN ALL DAY. HE WAS AMAZING AND WORKING WITH THE KIDS AND GETTING THEM TO UNDERSTAND THESE EMOTIONAL ISSUES THEY THEY REALLY NEEDED TO ADDRESS. ONE THING I'VE ALWAYS BEEN CONCERNED ABOUT IS AT THE BEGINNING OF THE SCHOOL YEAR, I ALWAYS WANT KIDS TO START THE SCHOOL YEAR ON A REALLY POSITIVE NOTE AND I SAW THAT, I SAW THAT IN MANY CLASSROOMS WHERE TEACHERS WERE REALLY ATTENTIVE AND TRYING TO KEEP KIDS ENGAGED. BUT, I ALSO SAW KIDS WHOSE FACES, ACCORDING TO THEIR FACE, IT LOOKED LIKE THEY WERE DISCONNECTED. AND I THINK THE REALITY IS THAT TEACHERS AND STAFF AT SCHOOL SITES ARE GOING TO HAVE TO WORK WITH KIDS WHO ARE STILL TRYING TO FIND THEIR PLACE AND TRYING TO FIGURE OUT HOW THEY SORT OF EASE IN TO THE SCHOOL SITE. BUT I KNOW THAT WE HAVE A LOT OF GREAT PROGRAMS. THE GROUNDS AT NATOMAS HIGH, WHEN I SEE THE NEW BARK AND NOT THE WEEDS OR THE DRY GRASS AND EVERYTHING. AND THEN, ALSO WHEN YOU WALK INTO THE OFFICE AT NATOMAS HIGH. THANK YOU, THANK YOU, THANK YOU TO EVERYBODY INVOLVED IN THAT, IT'S SO WELCOMING, SO BRIGHT, SO CLEAN. AND EVEN THE RECEPTIONIST BEHIND THE COUNTER, SHE WAS SO EXCITED. SHE JUST SAID "THIS IS SUCH A GREAT WORKING ENVIRONMENT. " I HAD A GREAT TIME AND I'M SCHEDULED TO GO ON MORE VISITS THIS FRIDAY AND I'M GOING TO FOCUS ON THE LITTLE ONES. ON FRIDAY. SO, ANYWAY, I'M EXCITED ABOUT BEING ABLE HAVING THE OPPORTUNITY TO SPEND TIME WITH KIDS. THANK YOU. >> THANK YOU, TRUSTEE HEREDIA. TRUSTEE HARDEN? >> I ECHO EVERYTHING THAT TRUSTEE HEREDIA JUST SAID, IT WAS AMAZING FOR ME LAST WEEK, A WONDERFUL OPPORTUNITY, PROBABLY ONE OF THE BEST MOMENTS I'VE HAD AS A TRUSTEE THUS FAR. BEING ON THE CAMPUSES AND INSIDE THE CLASSROOMS, IT WAS REFRESHING WATCHING THE KIDDOS SKIPPING TO SCHOOL AND THE PARENTS AND STAFF SMILING. BEING INSIDE THE CLASSROOM REALLY FELT LIKE THE TRUE NORMALCY AND WE HAVEN'T HAD THAT IN YEARS. SEEING OUR HIGH SCHOOLERS EARLY, I WAS IMPRESSED, I'M SURE THAT WILL CHANGE, BUT I HOPE NOT. IT'S GIVEN ME HOPE. ON ANOTHER NOTE I WAS ABLE TO ATTEND THE CALIFORNIA ASSOCIATION OF BLACK EDUCATOR, THE COMPLEX WAS ON IMPLICIT BIAS AND THE DEEDUCATION OF BLACK BOYS. TO HEAR SO MANY TALKING ABOUT HOW WE CAN IMPROVE OUR CHILDREN OF COLOR WAS REFRESHING. WE OFTEN HERE THAT IT CAN'T BE DONE, BUT IT'S BEING DONE. IT WARMS MY HEART WITH JOY. DURING THE CONFERENCE I HAD THE PLEASURE OF ATTENDING A MEETING WITH THE MORENO VALLEY UNIFIED SCHOOL DISTRICT. THEY'RE DOING GREAT WORK THERE, TWO THINGS THAT [00:20:06] STOOD OUT THEY HAVE AN AFRICAN-AMERICAN PARENT INVOLVEMENT SPECIALIST AND AN AFRICAN-AMERICAN PARENT ADVISORY BOARD. I'VE ALREADY SPOKEN TO THE SUPERINTENDENT ABOUT THIS AND I'M LOOKING FORWARD TO BRINGING IT TO THE BOARD AND HAVING MORE CONVERSATIONS. DR. CHARLES JOHNSON, HE SPEAKS HIGHLY OF YOU, TRUSTEE HEREDIA. AND BEING PART OF THE BOARD, I'VE GOTTEN TO SIT IN ON HIS -- HE'S REMARKABLE. I'M GOING TO BE BEGGING AND WORKING HARD WITH THE BOARD TO BRING HIM TO NATOMAS. I WORKED WITH HIM AT THE NATIONAL SCHOOL ASSOCIATION AND AGAIN THIS TIME AROUND. I THINK HE WOULD DEFINITELY BE ABLE TO HELP US BECOME GREATER. THAT IS ALL FOR ME." >> THANK YOU. >> TRUSTEE HARDEN, I LOOK FORWARD TO A REBUST DISCUSSION. >> SHORT FOR ME, I DO WANT TO GIVE OUR SPECIAL SHOUTOUT TO OUR CONSTITUENT AND CUSTOMER SERVICE WORKERS. AT THE BEGINNING OF EVERY YEAR, THEY GET BLUDGEONED, THEY DON'T COMPLAIN. A COUPLE OF YEARS BACK, WE HAD A CUSTOMER, WHO CAN SEND MORE STUFF TO CONSTITUENTS AND YOU GUYS DO AN OUTSTANDING JOB, THANK YOU SO MUCH FOR BEING VISIBLE IN THE COMMUNITY, COMMUNITY PARTNERS, AND ALWAYS BEE VERY QUICK TO RESPOND. SOMETIMES, I THINK IT'S BAD MANAGEMENT TO SEND EMAILS AT NIGHT, BUT, I GET FORGETFUL AND I GET RESPONSE THAT'S THE LEVEL OF DEDICATION OUR CONSTITUENTS CUSTOMER SERVICE TEAM BRINGS TO [XI.e. Superintendent's Report] THE TEAM. WORLD CLASS PEOPLE. WORLD CLASS PROGRAM. >> I WANT TO THANK YOU ALL OF OUR STAFF, A SUCCESSFUL START TO THE SCHOOL YEAR, 22-23, HERE IN OUR SECOND WEEK. IT IS NICE TO BE ON CAMPUS AND FEEL A DIFFERENT VIBE AND ENERGY. I ALSO WANT TO THANK OUR FAMILIES, THEIR A BIG PART OF THIS LAUNCH EVERY YEAR AND A BIG PART OF THE SUCCESSES THAT WE HAVE, AND I ALSO WANT THE TRUSTEES AND THE AUDIENCE TO KNOW THAT I SPEAK TO FAMILIES, IN SOME CASES I CALL FAMILIES, I KNOW, AND SPEAK WITH PARENTS AND ASK THEM, YOU KNOW, TODAY THERE'S A PARENT THAT I SPOKE TO THAT DIDN'T HAVE A GREAT START. I WANT TO RECOGNIZE AND ALTHOUGH WE'RE HE CELEBRATING AND THERE IS A LOT TO FEEL AT THE START, THAT THERE ARE THOSE THAT DON'T FEEL THE SAME WAY. SO, PART OF MY DAY TAKES TIME TO LISTEN, PASS ALONG AND GET BETTER NEXT YEAR AS PART OF OUR CYCLE OF CONTINUING IMPROVEMENT. I WANT TO THANK OUR START OF SCHOOLS TEAM. WE'VE HAD A PROCESS THAT, I THINK THIS IS IT'S 10TH, OR 11TH YEAR IN A ROW, DOUG, YOU'VE LED THAT EVERY YEAR. THANK YOU, IT'S ACROSS DEPARTMENT TEAMS. AND IT IS EMPLOYEES FROM ACROSS THE DEPARTMENTS THAT COME IN AND THEY START IN THE SPRING AND THEY WORK SPRING SUMMER, AND CONTINUE ON, AND I THINK THE MEETINGS WILL END SOON. THEY'RE DONE NOW? >> YES. >> HEY MAN, YOU COULD TELL BY THE SMILE ON HIS FACE. SO, JUST TO MAKE SURE THAT THE START IS AS EFFECTIVE AS POSSIBLE. SO, THANK YOU TO EVERYONE. MEMBERS OF THE START OF SCHOOLS TEAM. I WANT TO SAY SOMETHING I'M EXCITED ABOUT AND IT'S STILL GOING AND SO THERE'S STILL OPPORTUNITY, WE'RE DOING THE LARGEST FAMILY ENGAGEMENT SURVEY THAT WE'VE DONE OTHER THAN WHEN WE ASKED FAMILIES IF THEY WOULD BE WILLING TO COME BACK TO SCHOOL IN THE MIDDLE OF THE PANDEMIC AS SOON AS THE LAW ALLOWED US TO OPEN HERE IN CALIFORNIA. WHAT WE'RE TRYING TO ACCOMPLISH IS THE FIRST OF WHAT WOULD BE AN NUAL PROCESS WHERE WE MERGE TOGETHER FAMILY INPUT PARENTS FOR PARENT AND STUDENTS. IT'S SOMETHING THAT YOU WON'T SEE DONE IN MANY PLACES BECAUSE IT'S EXTRAORDINARY COMPLEX. I'M EXCITED ABOUT THE WORK BEING DONE AROUND THIS, BECAUSE, WHEN YOU TAKE WHERE OUR STUDENTS ARE WITH DATA, AND YOU TAKE THEIR FAMILY'S INPUT, IT BECOMES A TOOL, AND OUR FAMILIES WILL GET THAT HARD COPY, OLD SCHOOL TOOL IN THEIR HAND. AND I BELIEVE THEY WILL GET DIGITAL VERSIONS IF THEY ARE SO INCLINED TO ACCESS THAT INFORMATION AND ADVOCATE FOR THEIR STUDENT, AT THE SAME TIME, WE'RE GOING TO LOOK AT WHAT WE COULD DO DIFFERENTLY, WHAT KINDS OF SUPPORT FOR INTERVENTION CAN WE PUT IN PLACE. SO, RIGHT NOW, IT'S THIRD-12TH, I THINK THAT STUDENTS. SO, THAT'S ABOUT 9,000 STUDENTS AND WE JUST STARTED IT LAST FRIDAY, 2500 PLUS STUDENTS HAVE ALREADY COMPLETED THAT. THAT'S STUDENTS REFLECTING ON THEIR LAST YEAR [00:25:05] AND WHERE THEY BELIEVE THEY ARE NOW SOCIAL EMOTIONALLY AND ACADEMICALLY, AND WHERE THEY COULD ASK FOR HELP ON A BIGGER PICTURE PERSPECTIVE. IN TERMS OF PARENTS, PARENTS WHO WERE HERE LAST YEAR, THERE WERE 4,059 WHEN I TOOK THE NOTES AT THE START OF THE MEETING, SO, THERE'S BEEN 12 MORE SINCE THIS MEETING STARTED. THAT'S PHENOMENAL, REPRESENTING 30 TO 40% OF OUR STUDENTS WHO HAS HAD A PARENT SAY "HERE'S WHERE I THINK MY STUDENT IS. " AND SO, THAT'S EXCITING. I HEARD THE TEACHER SHORTAGE, THE NATIONAL TEACHER SHORTAGE MENTIONED, I WOULD LIKE TO THANK OUR HUMAN RESOURCE TEAM AND OUR SCHOOL SITES THAT PARTICIPATED, RIGHT NOW WE HAVE 98-99% OF OUR VACANCIES FILLED. THAT'S EXTRAORDINARY WHILE WE'RE IN A SHORTAGE AND YOU READ IN NEWSPAPERS THAT SOME DISTRICTS ARE IN THE 80S%. I RECOGNIZE HOW WE COULD ALWAYS GET BETTER IN THE REALITY FOR OTHERS, FOR THE FAMILIES IN ONE OF THE SIX CLASSROOM VACANCIES, WE'RE NOT SELLING IT AT 98 TO 99%. WE'RE STILL DOING WHAT WE COULD TO GET A CERTIFICATE TEACHER IN OUR SCHOOLS. I WANTED TO THANK ROSA AND MARA FOR YOUR ROLE IN MAKING SURE '22-23 IS A SUCCESSFUL START. IT'S BEEN A WONDERFUL START TO THE SCHOOL YEAR AND I [XII. CONSENT ITEMS] WANT TO THANK YOU BOTH. >> THANK YOU, SUPERINTENDENT EVANS. >> NEXT UP IS OUR CONSENT CALENDAR, LOOKING FOR A MOTION AND A SECOND. >> SO MOVED. >> MOVED BY TRUSTEE HARDEN. >> SECOND. >> SECOND BY TRUSTEE BAINS. >> AND PLEASE CALL THE ROLL. >> BAINS? >> AYE. >> COSTILLO? >> AYE. [XIII.a. Our Culture of Resilience Part 1] >> KAPLAN? >> AYE. >> THE FIRST IS BOARD REPORTS, THAT BOARD REPORT WAS ATTACHED TO THE BOARD AGENDA WHEN IT WAS POSTED ON FRIDAY, THERE'S NO PRESENTATION FOR THIS ITEM, BUT IS THERE ANY DISCUSSION, TRUSTEES? >> I THINK THE REPORT IS INFORMATION THAT WE KNOW ABOUT OUR PARENTS AND STAFF. THEY'RE A RESILIENT RESPONSE. >> THANK YOU FOR THE COMPREHENSIVE REPORT. THE REPORTS ARE AMAZING, AND THIS FROM LAST FRIDAY, IT WAS VERY MEATY, AND THERE WAS A WEALTH OF INFORMATION. SO, THANK YOU TO ALL OF YOU WHO SUBMITTED THE REPORTS, THE LENGTHY REPORTS. AND I JUST FEEL, IT'S ALWAYS, I ALWAYS APPRECIATE THEM BECAUSE I FEEL WELL-INFORMED. AND I LIKE JUST READING ALL ABOUT THE GREAT THINGS THAT WE DO. >> PRESIDENT GRANT IF YOU DON'T MIND, JUST FOR THE AUDIENCE THAT'S HERE, SO, THERE'S TIMES WE'LL DO PRESENTATIONS BUT ONE OF THE THINGS THIS LAST YEAR THAT WE REALIZED IS WE TRY TO KEEP THE SLIDES AROUND 15-20 OR SO, AND NOT, THAT JUST WE WEREN'T WITH THE WORK WE WERE DOING, 15-20 SLIDES AND CONVERSATIONS IN BETWEEN WASN'T BEING AN EFFECT TO WAY TO TRY AND COMMUNICATE WHAT WAS BEING DONE. SO, THE REPORT IS WRITTEN, IT'S POSTED FOR THE PUBLIC TO SEE ON FRIDAY, WHICH IS TYPICALLY WHEN WE POST, THAT'S EARLIER THAN IS REQUIRED. BUT WE TYPICALLY DO IT ON FRIDAY, SO EVERYONE CAN READ IT AND SEE IT AND THE BOARD HAS AN OPPORTUNITY IN THE BOARD REPORTS IF THERE ARE QUESTIONS OR NEED FOR DISCUSSION TO DO THAT. SO, ALWAYS GOOD FROM TIME TO TIME FOR ME TO REMIND FOLKS WHY WE HAVE BOARD REPORTS. >> THANK YOU, SUPERINTENDENT EVANS. >> THE REPORTS WERE AMAZING, WE READ THEM, IT WAS NICE, IT WAS [XIII.b. Start of Schools Report 2022-2023 Part 2 and Content Slides] LONG BUT IT WAS NICE. SO, THANK YOU." >> ALL RIGHT. UM, ACTION ITEM B, WE HAVE THE START OF SCHOOL'S UPDATE PART 2 WITH CONTEXT SLIDES. THIS WAS ALSO ATTACHED TO THE BOARD AGENDA FRIDAY WHEN IT WAS POSTED AND ASSOCIATE SUPERINTENDENT DOUG ORR HAS A SHORT PRESENTATION AND WE WILL PAUSE AT MY FAVORITE PART, OF COURSE. >> TWO SPECIAL THINGS IN THIS ONE FOR YOU GUYS. SO, AGAIN, THIS IS PART TWO, THE ACTUAL BOARD REPORT IS ATTACHED TO THE AGENDA FOR ANYBODY OUT THERE WATCHING. AND THEN, ALSO, PART [00:30:02] 1 IS ON LAST MONTH'S BOARD MEETING. SO, WE'LL START WITH SOME START OF SCHOOL MOMENTS. I WANT TO POINT OUT THAT WE HAVE A CONTEST GOING ON THROUGH OUR CAFE DEPARTMENT. PARENTS AND FAMILY MEMBERS HAVE BEEN SUBMITTED FIRST DAY PICTURES AND THINGS AND IT GOES THROUGH TOMORROW AT 6:00 P.M. SO, THAT'S AVAILABLE FOR PEOPLE IF THEY WANT TO SUBMIT THEIR ITEMS, MANY OF THESE ARE FROM THOSE. >> THIS IS KIND OF A CROSS SECTION. WE HAVE ONE OF OUR TEACHERS FROM LARRY MEEKS ACADEMY ON THE PICTURE ON THE BOTTOM. >> AND, SO, OUR FIRST SECTION OF OUR ETHNIC STUDIES PILOT COURSE IS UP AND RUNNING. HERE SOME PICTURES OF THAT. THAT'S GREAT TO SEE. AND, SO, THIS PICTURE WAS CAPTURED AT THE MOMENT THAT STUDENTS FIRST WALKED INTO THE COSMETOLOGY PATHWAY, AND YOU COULD SEE THE EXPRESSION OF "OH, MY GOSH". SO, THE MOOD IN THE ROOM WAS REALLY EXCITING FROM THE PEOPLE THAT DESCRIBED IT. SO, I WANTED TO DEFINITELY SHARE THAT WITH YOU, I'M GLAD SOMEBODY CAUGHT THAT. I DON'T KNOW WHO ACTUALLY CAUGHT IT, BUT, THANK YOU, IT WAS ONE OF THE ADMINISTRATORS, I BELIEVE. SO, ALSO DISCOVERY HIGH PAINTING PROJECT IS NOT DONE, THEY WILL BE FINISHING UP AT THE END OF THE MONTH, BUT, YOU COULD GET A SENSE OF WHAT IT'S GOING TO LOOK LIKE FROM THE PICTURES OF THIS MORNING. >> JUST A REMINDER, DOUG, IT WAS NOT DONE BECAUSE THE PAINT WAS FLOATINGEN ON THE OCEAN LONGER THAN EXPECTED. >> I FOUND OUT HOW PIGMENTS WERE SHIPPED AND I GUESS THERE WAS A SHORTAGE OR BACKUP. IT'S ONE OF THOSE THINGS. PEOPLE HAVE DESCRIBED IT AS PROPERTY BROTHERS HAS VISITED BECAUSE IT HAS THAT CLEAN LOOK. >> FRESH. >> OUR NEW PUBLIC SAFETY TRAINING CENTER, AS YOU'VE SEEN, IS UP AND STUDENTS ARE NOW ENJOYING IT, WHICH IS GREAT. AS I MENTIONED MULTIPLE TIMES, PROFESSIONAL DEVELOPMENT, I WAS ABLE TO SNEAK UP AND GET UP TO THE UPSTAIRS AND TAKE A PICTURE SO YOU COULD GET AN IDEA OF THE PACKED HOUSE MORNING AND AFTERNOON, IT WAS LITERALLY A PACKED HOUSE. SO, GREAT FEEDBACK SO FAR. >> AND THAT WAS VOLUNTARY? >> YES. TOTALLY. >> WE HAD OUR FIRST COHORT OF DIVERSITY EQUITY AND INCLUSION IN SACRAMENTO, HERE'S A PICTURE OF THAT, AND MORE WORK IS HAPPENING. AND MORE INFORMATION COMING AS THAT GOES. AS YOU KNOW WE HAVE NEW SCIENCE TEXT BOOKS THIS YEAR THAT THE BOARD ADA ADOPTED AND TRAININGS ARE HAPPENING WITH THAT, AND THOSE WILL CONTINUE AS PEOPLE HAVE TIME. AND WE HAD OUR ANNUAL LEADERSHIP AND WE GOT TO GO OVER THE PLANS FOR THE YEAR AND EVERYTHING THAT'S HAPPENING. SO, AS A REMINDER, 17,000 STUDENTS, AS A REMINDER, WE TALKED ABOUT THIS PREVIOUSLY, BUT I WANT TO GIVE YOU AN UPDATE OF WHERE WE WERE. WE ARE, EVEN TODAY, THESE NUMBERS CHANGE. WE ARE SITTING ABOVE OUR PROJECTION, WE'VE PROJECTED 183 STUDENT GROWTH, WE ARE IDENTIFYING STUDENTS WHO HAVE NOT SHOWN UP FOR THE FIRST FIVE DAYS OF SCHOOL AND WE'RE TRYING TO CONTACT THEM TO SEE IF THEY'RE COMING OR NOT. OVER THE LAST COUPLE OF DAYS IN A LOT OF CASES WHERE WE'VE HAD WAIT LISTS, WE'VE BEEN ABLE TO ELIMINATE THOSE. >> GO BACK REAL QUICK, DOUG, THIS NUMBER CONFUSES EVERYONE. WE'RE OVER 16,000 STUDENTS IN NATOMAS UNIFIED, YOU SEE THE 17,000 EARLIER, BECAUSE FAMILIES GET REASSIGNED OR CHOOSE TO MOVE TO ANOTHER PART OF SACRAMENTO OR SOMEWHERE ELSE. THIS NUMBER DOESN'T INCLUDE ADULT EDUCATION, THIS IS MOSTLY A NUMBER THAT FOCUSES IN ON PROJECTIONS FOR FUNDING PURPOSES? >> YES. AND ALSO PRE-SCHOOL, IT WOULD MAKE THESE NUMBERS HIGHER, RIGHT, SO, USUALLY 300 PRE-SCHOOL KIDS OR RIGHT UNDER THAT. SO, PRE-SCHOOL IS AT 12 PLUS ADULT. >> YEP. >> SO, AS YOU COULD SEE, WHEN I PULLED THIS ON MONDAY OR TUESDAY, WE STILL HAD ABOUT 15 SPACES LEFT IN PRE-SCHOOL. TK WE'VE GROWN ABOVE WHAT WAS EXPECTED AND WE ADDED A CLASS, WE ADDED FOUR CLASS THIS IS YEAR. MOST OF THE CLASSES ARE FULL. KINDERGARTEN HAS SURPASSED OUR PROJECTION AGAIN. AND THAT'S THE FIRST TIME IN A COUPLE OF YEARS THAT WE'VE HAD THAT. SO, THAT'S GOOD NEWS, THINGS ARE REBOUNDING IT LOOKS LIKE. AND I JUST WANT TO POINT [00:35:05] THIS OUT, THE GOOD NEWS ON THIS SLIDE IS WE HAVE MADE A LOT OF MOVEMENT OVER THE LAST TWO OR THREE DAYS TO HELP FAMILIES GET ENROLLED INBOUNDRY SCHOOLS WHERE EVER POSSIBLE. WHERE WE HAVE THE WAIT LISTS WE WERE ABLE TO ELIMINATE THOSE COMPLETELY AND STILL HAVE SPACE. WE'RE WORKING EVERYDAY WITH FAMILIES AND IN MANY CASES PEOPLE ARE HAPPY WITH THE SCHOOL THAT THEY'RE AT IF THERAPY NOT IN THEIR ORIGINAL BOUNDARY SCHOOL. AND IT ONLY BE BECAUSE WE WERE OUT OF CLASSROOM SPACE, THAT'S THE ONLY REASON. AND WE DO HAVE PENALTIES TO WORRY ABOUT WITH CLASS SIZE REDUCTION. AND TK IS CAPPED. BUT, THAT'S THE EXCEPTION, IT'S NOT THE NORM, IT'S VERY FEW CASES WHERE WE HAVE THAT NOW. >> SO, IF I ASK CHILDREN IN MY NEIGHBORHOOD SCHOOL IS AT CAPACITY, THEN, YOU LOOK FOR THE NEAREST SCHOOL IN WHICH MY CHILDREN COULD ATTEND, AND THEN WOULD THEY BE AT THAT SCHOOL UNTIL THERE'S AN OPENING OR DO THEY REMAIN THERE FOR LIKE A SEMESTER? I MEAN, ARE THEY? >> GREAT QUESTION. SO, WHAT HAPPENS IS, IF THAT CASE, THE SCENARIO SOMEBODY COMES TO ENROLL, WE LOOK THROUGH DAILY, WHICH SCHOOLS STILL HAVE SPACE FOR THOSE GRADE LEVELS AND WE WOULD PROVIDE THE FAMILY ALL THE OPTIONS AND A LOT OF CASES THEY WILL PICK ONE OF THOSE, TYPICALLY, SOMETHING THAT'S CLOSER OR SOMETHING THAT CAN ACCOMMODATE A STUDENT IN A UPPER OR LOWER GRADE, AND THEY BECOME ON THE WAIT LIST, AND AS SOON AS IT BECOMES AVAILABLE, LIKE TODAY, WE WERE LOOKING AT THE WAIT LIST AND WE WERE CALLING THE FAMILY AND OFFERING THEM, HEY, IT'S ONLY FOUR OR FIVE DAYS IN THE SCHOOL YEAR, AND SOME OF THEM SAID THEY WERE HAPPY AND SOME OF THEM SAID THEY WOULD STAY ON THE WAIT LIST. IT DEPENDS ON WHAT THE FAMILY WANTS. WE WORK WITH THEM TO SEE WHAT THEY WANT. >> AND THE FAMILY THEN, IS RESPONSIBLE FOR THE TRANSPORTATION TO THE SCHOOL FROM THE NEIGHBORHOOD? >> YES. >> OKAY. >> SO, AS CHRIS MENTIONED, STAFFING UPDATE, WE HAVE 6 CERTIFICATED VACANCY THAT ARE ACTUALLY CLASSROOM TEACHER VACANCIES. THAT DOESN'T MEAN THAT THERE ARE CLASSROOMS WITHOUT A TEACHER, IT JUST MEANS THERE'S NOT ASSERTED TEACHER THERE, IN SOME CASES THERE ARE TWO TEACHERS THERE, OR THERE'S A CERT A CERT A CERT A CERTIFICATE D ■TEACHERSHERE. WHEN I TALKED TO YOU A COUPLE OF WEEKS AGO, THAT WAS A VACANCY THAT WE HAD. IT'S VERY HARD TO FILL THAT. ONE OF OUR VETERAN TEACHERS STEPPED UP WITH DEGREES THEY HAD, IT WAS ALMOST LIKE A DREAM OPPORTUNITY FOR THAT PERSON AND IT CAME TO BE. SO, A LOT OF GOOD STUFF'S HAPPENING IN THERE. AND HERE'S ACTUAL, WHERE WE ARE WITH WHAT'S STILL OUT THERE AS YOU COULD SEE. WE'RE WORKING TO HIRE. I WILL CALL OUT, WE HAVE AN ELECTRICIAN OPENING WE'VE BEEN WORKING TO FILL. I WANT TO SAY THANK YOU TO AN ELECTRICIAN AND CUSTODIAN, THEY STAYED LATE INTO THE NIGHT AND WE GOT IT FIXED. SO, PEOPLE ARE STEPPING UP EVEN WHEN WE HAVE VACANCIES. >> TO BE CLEAR, IT WAS SUPPOSED TO BE 107 THE NEXT DAY. AND SOME OF OUR CLASSIFIED STAFF, LOUIE, DOUG STAYED UNTIL 2:00 A.M. OR 3:00 A.M.? >> OUR ELECTRICIAN WAS THERE UNTIL 5:00 A.M. BECAUSE THE ELECTRICITY WAS GOING TO BE OUT SO WE DIDN'T HAVE TO BE ONE OF THOSE SCHOOLS EITHER IMPOSSIBLE FOR KIDS TO BE WITH A BROKEN AIR CONDITIONING, IN THIS CASE, IT WAS A TRANSFORMER OR TRYING TO JUGGLE ALL OF THAT, AND THAT JUST GOES TO THE PEOPLE THAT WE HAVE. >> YOU DESCRIBED THE APPLICANT POOL FOR THESE VACANCIES, IS THERE INTEREST? NOT A LOT OF INTEREST? >> SOMETIMES WE GET, YEAH, IT'S MIXED. IT DEPENDS ON WHAT IT IS. SO, UM, ELECTRICIANS, SOME OF THE VERY SKILLED LABOR POSITIONS ARE VERY HARD TO COME BY. >> OKAY. >> HOWEVER, YOU KNOW, DAN, OR, USUALLY? >> YEAH, I WOULD SAY DOUG'S RIGHT ON THERE. SOME OF THEM, IAS, WE GET SOME IN AND SOME WILL LEAVE. SO, DEPENDING ON THE JOB EXPERIENCE REQUIRED, WE [00:40:01] HAD TO GET DESCENT INTEREST. I COULD TELL YOU, COMPARED TO THE REST OF THE REGION WE'RE IN A PRETTY GOOD SPACE FOR OUR CLASSIFIED STAFF. I'M THANKFUL THAT WE HAVE A LOT OF PEOPLE INTERESTED, AND SOME OF THEM WE KNOW ARE MORE DIFFICULT TO FILL. >> THANK YOU. >> CAN I ASK A QUESTION, FOR EXAMPLE, THE SIGN LANGUAGE INTERPRETER, OR THE SCHOOL PSYCHOLOGIST, UM, WE CAN ACTUALLY TAP IN, MAY BE TO THE COMMUNITY COLLEGE? I MEAN, IS THAT SOMETHING THAT WE CONSIDER, THE COMMUNITY COLLEGE OR EVEN THE FOUR-YEAR INSTITUTIONS TO SEE IF THEY HAVE PEOPLE THAT ARE, LIKE, I GUESS, THE MASTER WAVE OF GRADUATION OR SOMETHING THAT CAN SERVE IN THOSE POSITIONS? >> YES, WE HAVE REACHED OUT, WE HAVE MLUS WITH A LOT OF FOUR-YEAR UNIVERSITIES TO GET INTERNS WORKING WITH US AND ALSO TO TRY AND FIND PEOPLE WHO GRADUATED RECENTLY, SCHOOL PSYCHOLOGISTS ARE REALLY TOUGH TO FIND. BUT, WE HAVE PARTNERSHIPS WITH LOTS OF SCHOOLS AND SO WE'RE THANKFUL, THAT'S WHERE, WITHOUT THOSE PARTNERSHIPS WE WOULDN'T BE ABLE TO FILL A LOT OF VACANCIES THAT WE DID FILL IN THE LAST MONTH. >> AND I THINK THE SCHOOL PSYCHOLOGIST SO PEOPLE UNDERSTAND IN THAT PROGRAM, AT LEAST, ONE FOR YOUR COLLEGE HERE LOCALLY IS THAT IT'S SO COMPREHENSIVE. AND IT'S A SMALL COHORT, THEY ONLY ACCEPT 25-24 PER YEAR, BECAUSE THERE'S A RATIO OF PROFESSORS AND IN THAT PARTICULAR FIELD, YOU CAN NOT EXCEED THE RATIO, OR THEY GET DINGED ON THEIR REVIEWS. SO, I'M GLAD WE'RE AT LEAST, YOU KNOW, TRYING TO LOOK AT THAT AS AN ALTERNATIVE. BUT, I DO UNDERSTAND THAT IT'S NOT ALWAYS POSSIBLE, YOU KNOW, BECAUSE OF THAT PARTICULAR PROGRAM. BUT, SIGN LANGUAGE, I'M HOPING THERE'S SOMEBODY OUT THERE. >> WE'RE CONTINUING TO SEARCH FOR THAT ONE, IT'S ANOTHER HARD ONE TO FIND. >> AFTER YOU CHELSEA. >> THANK YOU. I APPRECIATE THAT. >> I'M NOT A BIG FAN OF CONTRACTING, BUT ARE WE LOOKING AT THAT AS WELL? >> WHERE EVER POSSIBLE. AND I WILL SAY THEY ARE EXPERIENCING SIMILAR STRUGGLES WITH FINDING THOSE SPECIALIZED POSITIONS AS WELL. BUT, YES, WE DO, IN EVERY INSTANCE POSSIBLE. >> THANK YOU. >> I WOULD JUST ASK TO BE INFORMED ON THE CAMPUS SAFETY SPECIALIST POSITION, TO BE UP-TO-DATE, I WOULD APPRECIATE THAT INFORMATION. >> ABSOLUTELY. >> IT'S INTERESTING, ANEC ANECDOTALLY TOO, A LOT OF THE PLACES WE HIRE FROM, A LOT OF THEM COME AND SAY THEY'RE LOOKING FOR SOMETHING STABLE, BECAUSE THEY GET WORKED SO MUCH. WE WORK TYPICALLY, MONDAY-FRIDAY. >> WORK/LIFE BALANCE. >> AND THING THAT I WANTED TO POINT OUT TOO, AS WE MOVE ON, SUE, THANK YOU FOR POINTING OUT THE GROUNDS. I KNOW THAT A LOT OF WORK IS BEING DONE THERE, ONE THING THAT PAINS US IS BATTLING WITH THE FIELDS, WITH THE IRRIGATION PROBLEMS, IT'S IN THE REPORT. FORTUNATELY, WE'RE LOOKING AT THE LAST YEAR OF THIS ARGUMENT AND FIGHT WITH THE GROUNDS BECAUSE THE CITY WATER SHOULD BE HOOKED UP THIS TIME NEXT YEAR. WE GOT EVERYTHING WORKING AND THE PUMP WENT OUT BUT NOW IT'S WORKING. BUT IT IS NOT WHERE WE WANT IT TO BE AND WE HAVE A PLAN TO GET EVERYTHING BACK IN SHAPE AS SOON AS POSSIBLE. >> AND WE SHOULD NOTE, THIS HAS BEEN A 25-YEAR STRUGGLE. >> OUR PATH TO SUCCESSFUL COMMUNICATION IS UPDATED, IT INCLUDES OUR NEW PRINCIPAL, NOT NEW TO THE DISTRICT, BUT, STEPHANIE SCHULZKUMP IS ON HERE, SHE WAS NOT ON HERE WHEN I SHOWED YOU EARLIER. THAT'S FOR EVERYBODY, PARENTS, WHOEVER NEEDS TO UTILIZE THIS. THAT'S WHAT I HAVE FOR YOU. >> QUESTIONS TRUSTEE, KAPLAN? >> SORRY, I HAD TO STEP OUT. WHAT IS OUR OVERENROLLMENT PROJECTION OVER WHAT WE BUDGETED, HOW MANY STUDENTS DO WE HAVE? >> WE PROJECTED 139 GROWTH AND WE WERE OVER THAT BY 35. >> WE PROJECTED A GROWTH OF 100 FOR THE DISTRICT. >> OKAY. >> NICE. >> AND THEN, I JUST WANT TO SAY THANK YOU TO THE STAFF ON THE DUE DILIGENCE OF SEEING HOW ALMOST ALL OF OUR PRE-SCHOOL SLOTS ARE ALMOST FULL. I KNOW THAT TAKE AS LOT OF WORK AND OUTREACH, ESPECIALLY TO PARENTS WHO DON'T KNOW THAT WE HAVE THAT OPTION, BUT TO GET THOSE FULL, I KNOW IT BENEFITS OUR YOUNGEST STUDENTS AND OUR FAMILIES, SO, SEEING THAT WE ONLY AT THE [00:45:02] REPORT TIME HAD 16 SLOTS OPEN, THANK YOU. >> ESPECIALLY WITH THE GROWTH OF TK. BECAUSE A LOT OF THOSE KIDS WOULD HAVE BEEN IN PRE-SCHOOL LAST YEAR. >> THANK YOU. >> THANK YOU. >> NEXT UP IS OUR CONSTITUENT [XIII.c. Constituent and Customer Services (CCS) Update ] CUSTOMER SERVICE UPDATE. THERE'S NO PRESENTATION ON THIS ITEM, BUT, AS I SAID BEFORE, YOU REALLY NEED TO CHECK OUT THE INCREDIBLE THINGS OUR CCS DOES. THEY'RE THERE, RAPID RESPONSE, ALWAYS SOLVING PROBLEMS. ANY DISCUSSIONS, TRUSTEES ABOUT THAT BOARD REPORT? >> NO, BUT LIKE YOU, TRUTRUSTE GRANT, I SENT SOMETHING OVER THE WEEKEND, BECAUSE THAT'S WHEN YOU COULD READ. I JUST WANT TO SAY, THAT I LET THE PERSON KNOW WHO RESPONDED THAT I DIDN'T EXPECT A RESPONSE UNTIL MONDAY, BUT THEY WERE SO GRACIOUS AND GOT BACK ON IT RIGHT AWAY. AND IT HAD TO DO WITH A PARENT POSTING, YOU KNOW, ON ANOTHER MEDIA PLATFORM, SO, I THOUGHT IT WAS IMPORTANT. ANYWAY, I JUST REALLY APPRECIATE, YOU KNOW, PEOPLE TRYING TO GET THINGS DONE ON THEIR OWN TIME OFF. THANK YOU. I DON'T WANT YOU TO MAKE A HABIT OF IT, THOUGH. >> >> MOVING ON TO THE AGENDA. ONTO ACTION ITEM, ACTION ITEM A, [XIV.a. Present and Approve New School Enrollment Area and Boundary Shifts for Two Schools] PRESENT AND APPROVE NEW SCHOOL ENROLLMENT AREA BOUNDARY SHIFTS FOR TWO SCHOOLS, ASSOCIATE SUPERINTENDENT DOUG ORR HAS A SHORT PRESENTATION ON THIS. >> IT'S JUST A REMINDER FOR PEOPLE. I'M NOT GOING TO READ THEM. BUT, WE WANTED TO MAKE SURE THEY WERE BACK UP HERE. WE TALKED ABOUT THIS BACK IN MAY. SO, TONIGHT, TWO THINGS, THE SCHOOL BOUNDARY BEING THE AREA DISTRICT BOUNDARY, AND TALKING ABOUT THE TWO SCHOOLS IN NATOMAS PARK, JUST AS A REMINDER. SO, THE ENTIRE DISTRICT BOUNDARY FOR (INDISCERNIBLE)? >> EXCUSE ME, I NEED MORE WATER. >> AND THAT OPENS UP FOR EVERYONE TO CONSIDER IN THE DISTRICT, AS WELL AS OUTSIDE TRANSFERS. BUT, IT'S NOT, AT THIS TIME, NEEDING A LOCAL BOUNDARY, PLUS, THE BOUNDARY DOES NOT LEND ITSELF TO HAVING THAT SPACE AT THIS TIME. SO, HERE'S THE MAP, AS WE SAID EARLIER. SO, THIS IS DIFFERENT, FOR THE NATOMAS PARK HLN HEIGHT BOUNDARY, THIS IS NOT TRADITIONAL FOR A A BOUNDARY SHIFT, IN THIS CASE, IT ACTUALLY BELONGED TO NATOMAS PARK BACK IN 2016. IT WAS SHIFTED FOR EN ROLLMENT SPACE PURPOSES, WHICH IS WHY THE SHIFT IS BACK UP. WE WENT OVER THIS BACK IN MAY, THIS WILL NOT REQUIRE ANY STUDENTS TO CHANGE THEIR BOUNDARIES OR SCHOOLS ALREADY ENROLLED, THIS IS ONLY FOR FUTURE ENROLLMENTS. SO, THIS IS THE MAIN PIECE THAT I WANT TO HIT ON HERE, AS IT'S BEEN WITH PAST RECENT BOUNDARY ACTIONS. LIKE I SAID, ONLY FOR NEW ENROLLMENTS, BEGINNING WITH THE 22-23 SCHOOL ENROLLMENT, WE OPEN UP ENROLLMENT ON THE 21ST, FOR THE NEXT SCHOOL YEAR, SO, WE'RE PLANNING AHEAD TO GET OUR POSTERS MADE AND EVERYTHING. THAT'S WHY WE'RE BRINGING THIS UP NOW. THIS IS NOT FORCE ANYONE TO CHANGE SCHOOLS LIKE I SAID, AND WE DAILY LOOK FOR OPPORTUNITIES. AND ONE OF THE REASONS IS TO BE ABLE TO CONTINUE WHAT WE'RE DOING. SO, THE AREA WITH THE PURPLE BORDER AROUND IS IS THE AREA THAT WE'RE TALKING ABOUT. IT'S SOUTH, YOU COULD SEE SOUTH OF ARENA, BORDERED BY I-5 AND I-80, AND THEN THIS WAS SHIFT BACK TO NATOMAS PARK. SO, WHAT WE SAID WE WOULD DO IS DO ENGAGEMENT AND COME BACK TO YOU. WE SENT OUT FOUR LETTERS IN THE MAIL, WE SENT OUT FOUR EMAILS TO ALL THE FAMILIES THAT LIVE IN THE AREA, THERE'S OVER 325 FAMILIES, MANY OF WHOM ARE ALREADY ENROLLED AT NATOMAS PARK. WE WENT TO STARBUCKS, AND PUT UP INFORMATION, CALIFORNIA FAMILY FITNESS, WE WENT TO THE MAJOR BIG CONDO AND HOUSING COMPLEXES IN THE AREA. PUT OUT THAT INFORMATION AND EVEN WITH ALL THAT ENGAGEMENT OF THE AREA, WE GOT A FEW PHONE CALLS FOR HEREDIA-ARRIAGA AND WE RECEIVED TWO RESPONSES FROM THE SURVEY [00:50:04] ASKING ABOUT THE BOUNDARISHIP, AND WE CALLED BOTH PEOPLE AND THE FIRST PERSON DIDN'T MEAN TO CHECK THE BOX AND THE OTHER PERSON HAD QUESTIONS ABOUT ENROLLING KIDS IN GENERAL. SO, WE LITERALLY RECEIVED NO CONCERNS ABOUT IT. AND SO, TONIGHT WE'RE ASKING FOR APPROVAL ON THESE TWO ITEMS. THIS ONE ITEM. AND, THAT WILL HELP SET US UP FOR EN ROLLMENT AS WE GO FORWARD NEXT YEAR. >> I DON'T SEE ANY PUBLIC COMMENTS. >> TRUSTEES, DEBATE? >> I MOVE APPROVAL. >> SECOND. >> BAINS? >> AYE. >> COSTILLO? I'LL SECOND HER MOTION FOR PURPOSES OF DISCUSSION. I HEARD IT. I HEARD IT. THIS IS, I APPRECIATE STAFF LOOKING INTO THIS AS AN INNOVATIVE WAY TO GET TO OUR STUDENTS, ESPECIALLY OF DIFFERENT BACKGROUNDS, ETHNICITIES, TO ADDRESS HOW WE GIVE BACK CIVILITY AND APPROPRIATENESS IN BOYS AND GIRLS DEALING WITH EACH OTHER AND REALLY LOOKING AT OUR ELEMENTARY SCHOOLS THAT THIS IS NOT SOMETHING MANY DISTRICTS DO, AND I THINK THIS IS A GREAT USE OF OUR ONE-TIME FUNDING TO REALLY LOOK AT HOW DO WE BRING OUR STUDENTS TO APPROPRIATENESS AND CONVERSATION AND CONTACT AND THANK YOU FOR WORKING WITH MY SISTER'S HOUSE ON THIS. >> THANK YOU, TRUSTEE KAPLAN, TRUSTEE HARDEN? >> I WAS GOING TO MOVE APPROVAL. I TOO AM SO EXCITED. AND THIS SHOWS WE'RE NOT SCARED TO DO THINGS THAT OTHERS ARE NOT. THIS IS SOMETHING THAT'S ALWAYS BEEN NEEDED BUT NOW MORE THAN EVER AND I'M SO THANKFUL THAT WE'RE DOING THIS. >> ALL RIGHT. UNFORTUNATELY, AS CSEA SHARED, THERE WAS NOT AN APPROVAL OF THAT MLU AS A PART OF THAT MEMBERSHIP, THEY'RE IN THE PROCESS OF TAKING THAT BACK. BUT THIS RESOLUTION WOULD ALLOW US TO MOVE FORWARD WITH THE SUPERINTENDENT'S DIRECTION TO REQUIRE THAT THE SAFETY ATTIRE'S UTILIZED AND THAT THEY ARE WORKING WITH SOME STANDARD EXPECTATIONS. UNDERSTANDING THAT THAT DOESN'T NECESSARILY GET IMPLEMENTED TONIGHT, THERE'S DISCRETION ON THE SUPERINTENDENT'S PART TO DETERMINE ON THE EVENT THAT THERE ARE ELEMENT THAT IS WE HEARD ABOUT, POSSIBLY TOMORROW. >> LOOKING FORWARD TO THOSE DEVELOPMENTS. [XV. PUBLIC COMMENTS] >> EYE. >> KAPLAN? >> AYE. >> MOTION CARRIED UNANIMOUSLY. AT THIS TIME I HAVE ONE PUBLIC COMMENT. AND THE BOARD WILL HEAR FROM THIS SPEAKER ONLY. FIRST YOU HAVE, I'VE (INDISCERNIBLE) TROJEO. >> GOOD EVENING, EVERYONE, GOOD TO SEE YOU, AFTER SO MANY YEARS AND ESPECIALLY AFTER COVID, I JUST WANTED TO MENTION THAT SINCE WE'RE IN-PERSON NOW AND I HOPE THAT THE SCHOOLS ALSO ARE ABLE TO BECOME MORE OPEN TO THE PUBLIC, ESPECIALLY TO PARENTS THAT WANT TO PARTICIPATE, IF YOU HAVE THE FENCES CLOSED, THE PARTIE PA PARENTS WOULD NOT BE ABLE TO COME AND HELP. EVEN THOUGH WE HAVE THE PRECAUTIONS FOR COVID, LIKE YOU'RE OPENING THE SCHOOL DISTRICT FOR PEOPLE TO COME OUTSIDE. IT SHOULD BE THE SAME WAY FOR SCHOOLS I'M A GRANDMOTHER AND I HAVE A GRANDSON ATTENDING THE SCHOOL SO I'LL BE IN THE SCHOOL FOR EIGHT MORE YEARS, WHAT I'M TRYING TO SAY, IS THAT WE SHOULD BE WELCOMING MORE PARENTS MORE OPENLY, WITH OWL THE RESTRICTIONS BECAUSE OF COVID, WE SHOULD BE MORE INCLUSIVE IN THAT PART AND I HOPE YOU HEAR MORE FROM US PARENTS IN THE COMING MONTHS. AND ALSO BECAUSE THIS IS ELECTION YEAR, WE'RE GOING TO HAVE MORE THINGS TO TALK ABOUT IT, BUT, MAINLY, MY CONCERN IS IF WE COULD OPEN MORE THE SCHOOL CAMPUSES. WITH ALL THE PRECAUTIONS THAT NEED TO BE DONE SO WE COULD HAVE MORE PARENTS GETTING INVOLVED IN THE SCHOOL, THAT'S ALL I HAVE TO SAY. >> THANK YOU. >> THANK YOU. >> ALL RIGHT. NOT SEEING ANY OTHER PUBLIC COMMENT, UM, * This transcript was compiled from uncorrected Closed Captioning.
