EVERYONE AND MY FELLOW TRUSTEES, I WANTED TO SHARE WITH YOU THAT LAST WEEKEND I ATTENDED A LEADERSHIP CONFERENCE FOR SCHOOL BOARD MEMBERS AND IT WAS A GREAT CONFERENCE. OUR INSTITUTE WAS IDENTIFIED AS THERE WERE A RANGE OF TOPICS, BUT THE PRIMARY THEME OF THE CONFERENCE WAS HOW TO CREATE ENVIRONMENTS IN WHICH STUDENTS FEEL SAFE AND NURTURE SOD THAT THEY CAN EXPERIENCE ACADEMIC SUCCESS? AND THE WAY WE STARTED THE CONFERENCE OUT WAS BY HEARING FROM THE DIRECTOR OF THE OFFICE OF EMERGENCY SERVICES, OES. WE FOCUSED ON CAMPUS SAFETY, STUDENT SAFETY, MET WITH PEOPLE WHO WORKED IN THE SAN BERNARDINO SCHOOL DISTRICT, THEIR CHIEF OF STAFF OF THEIR POLICE DEPARTMENT AND BOTTOM LINE WAS WE TALKED A LOT ABOUT SCHOOL SAFETY PLANS.

WE TALKED ABOUT PROCEDURES AND THEIR THOUGHTS ABOUT WHY SOME SCHOOL SHOOTINGS GO FARTHER THAN THEY SHOULD AND IT ALL CAME BACK TO A DISTRICT'S LACK OF KNOWLEDGE IN TERMS OF PROCEDURE AND POLICIES AND SO THEY STRESSED THE IMPORTANCE OF HOW WE REALLY NEED TO MAKE SURE THAT EVERYONE IN OUR DISTRICT UNDERSTANDS THE PROCEDURES AND WHO'S IN CHARGE AND IDENTIFYING THAT SO I ALWAYS FEEL REALLY PROUD BECAUSE I KNOW THAT WE'RE REALLY VIGILANT WITH OUR SCHOOL SAFETY PLANS BUT IT NEVER HURTS

TO REMIND OURSELVES ALSO ABOUT HOW THOSE PROCEDURES AND POLICIES ARE SO CRITICAL. THERE WAS A LOT MORE INFORMATION THAT THEY SHARED AND I WOULD BE GLAD TO SHARE THAT WITH ANYONE WHO WANTS TO KNOW MORE. THE SECOND PERSON WHO WOULDN'T MIND, I'M A FAN OF DR. RIOS WHO IS THE ASSOCIATE DEAN AT UC SANTA BARBARA. WE HEARD HIM AT LAST YEAR OHS AEC CONFERENCE. HE SPOKE AGAIN AND REMINDED US OF THE NEED TO CREATE, AGAIN, SAFE AND NURTURING ENVIRONMENTS FOR KIDS TO LOOK AT ASSETS BASE AS OPPOSED TO DEFICIT BASE AND THE WHOLE IDEA OF HIGH EXPECTATIONS.

I HOPE THAT IN THE FUTURE THAT WE CAN INVITE HIM TO THIS DISTRICT. HE'S WORKED WITH MANY DISTRICTS ACROSS THIS STATE AND SOME OF THEM WERE THERE TO REPORT AND SHARE THE WONDERFUL THINGS THAT HE'S BEEN ABLE TO HELP HIS STAFF AND TEACHERS IMPLEMENT IN TERMS OF CULTURAL COMPETENCE AND HIGH EXPECTATIONS AND THOSE OF YOU ON THIS BOARD WHO MAY REMEMBER, DR. RIOS WAS A HIGH SCHOOL DROPOUT.

HE WAS INCARCERATED. THERE WAS A LEARNING LOSS BETWEEN THE THIRD GRADE AND 12TH GRADE, YET HE MADE IT INTO UC BERKELEY AND INTO A PH.D. PROGRAM WHICH I THINK IS THE YOUNGEST ASSOCIATE DEAN EVER HIRED IN THE UC SYSTEM AND NOT ONLY THAT, HE WAS AN MACARTHUR FELLOW.

YOU DON'T GO LOOKING TO THEM TO HELP YOU WITH YOUR RESERENELY, THEYARCH, THEY GO LOOKING FOR YOU SO HE COMES WITH A LOT OF KCREDENTIAL THAT WE NORMALLY DON'T FIND.

HE WAS PART OF A DOCUMENTARY ALSO AND WHERE HE IS TODAY, WORKING TOWARDS TRYING TO HELP ALL KIDS AND HE SAID SOMETHING, HE SAID YOU KNOW, IT'S NOT -- KIDS IN SCHOOL ARE GOING TO FAIL. THEY ALL CAN'T SUCCEED AT THE SAME TIME IN EVERY WAY, BUT WHEN THEY FAIL, WE SHOULD KNOW WHAT TO DO TO HELP THEM ALONGWY CAN'T LET THEM WY CAN'T CAN'T LETE CAN'T LET THEM [INAUDIBLE]. ANOTHER PERSON WAS NATALIE, THE BOSTON MARATHON RUNNER WHO WAS THE RUNNER ON SITE.

SHE MADE TIME MAGAZINE, CNN, SHE'S WORKING ON A LOT OF RESEARCH ARTICLES BUT SOMETHING THAT SHE SHARED, WHICH WAS NEWS TO ME, AND IT SHOULD BE COMING OUT IN A JOURNAL SOMETHING LIKE A JOURNAL, SHE'S LOOKING AT AN INCREASE OR HIGH NUMBER OF SCHOOL-AGED CHILDREN WHO WERE NOT DRUG BABIES BUT HAVE LEVELS OF DRUGS IN THEIR SYSTEM AND THIS WAS DISTURBING TO EVERYBODY IN THE AUDIENCE AND WE WERE ALL SURPRISED.

SHE HAS ACCESS TO THESE CHILDREN BECAUSE OF CPS BUT WHAT SHE'S FINDING IS THAT A LOT MORE KIDS ARE NOW BEING EXPOSED TO DRUGS LIKE MARIJUANA, COULD BE CRACK, WHATEVER IT IS, BUT THEY ARE NOW BEING IN A HOUSE OR A SETTING WHERE DRUGS ARE FREQUENTLY, THEY ARE RUNNING RISKS FOR THEIR OWN LIVES IN TERM OFFENSE WHAT'S IN THEIR SYSTEM MAN OF THEM ARE ADHD SO THERE ARE A LOT OF CONSEQUENCES SO I THINK THAT'S ANOTHER IMPORTANT PIECE OF INFORMATION THAT WE SHOULD BE AWARE OF AND MAYBE HOPEFULLY GET MORE INFORMATION ABOUT AS TIME GOES ON BECAUSE THIS MIGHT BE JUST ANOTHER PART OF SOMETHING THAT WE HAVE TO CONSIDER AS TIME GOES ON IN TERMS OF OUR SOCIAL AND EMOTIONAL HEALTH.

TWO LABOR AGREEMENTS SIGNED, ONE FOR THREE YEARS AND ONE FOR TWO SO WE'RE POSITIONED BETTER THAN MANY, BUT THERE'S A LOT OF WORK TO BE DONE AND A LOT OF WORK COMING OUT OF THE LAST COUPLE OF YEARS OF THE PANDEMIC, SO I CAN'T EVEN ASK PARENTS TO BE PATIENT BECAUSE WHAT DO YOU SAY TO THEM WHEN THERE ARE NOT ENOUGH TEACHERS IN THE STATE. THERE ARE SOME OTHER STATES SAYING YOU DON'T EVEN NEED A CREDENTIAL PROGRAM OR A COLLEGE DEGREE AT THIS POINT IS ONE OF THEM.

I'M NOT SIGNATURING THAT BUT IT'S LIKE THE KRIEMENT CRISIS.

IT'SCLIMATE CRISIS. IT'S NO LONGER COMING, IT'S HERE AND IT'S MANAGER SHORTAGES, WE DON'T HAVE A PRINCIPAL FOR HERON SCHOOL AND IT'S NOT FOR A LACK OF TRYING.

IT'S A FINE SCHOOL WITH VETERAN STAFF AND HIGHLY ENGAGED FAMILIES, BUT WE'RE IN A PLACE TA WE HAVE BEEN TALKING ABOUT AND WE'RE HERE. SO I JUST NEEDED TO SHARE THAT AND GET THAT ON THE RECORD SO WHEN PEOPLE START TO SAY BUT YOU DIDN'T TELL US THAT YES, WE ARE IN WRITING AND VERBALLY, IT'S A CHALLENGE WE FACE. I KNOW OUR HR TEAM AS WELL AS MYSELF LOSE SLEEP OVER IT BECAUSE WE WANT TO DO WHAT'S BEST, BUT THANKFULLY THIS BOARD HAS ALLOWED US TO KEEP IN PLACE THIS IS THE THIRD YEAR, LONG TERM SUBS AND A HIGH PAY RATE.

IT HAS TO BE AWFUL CHANGING YOUR TEACHER EVERY 30 DAYS BUT THAT SHORT TERM SOLUTION DURING THE PANDEMIC HAS BEEN DROPPED AND RECESS SO THERE ARE SOME REAL CHALLENGES. MONEY AT THE MOMENT NOT BEING ONE OF THEM BUT AFTER THE FED RAISING THE STRINTEREST RATE TO AND WE'RE ALREADY SHORT $2 BILLION.

WE'LL FIND OW ARE WE IN A RECESSION? THESE FOLKS IN THIS ROOM ARE WORKING EXTRAORDINARY HARD AND LONG HOURS. YOU CAN'T PULL A TEACHER OUT OF A HAT. IF I COULD, I WOULD.

WE THOUGH THAT FREQUENT CANNABIS USE IN ADOLESCENCE CAN LEAD TO ALTERED BRAIN DEVELOPMENT, ADDICTION AND COGNITIVE IMPAIRMENT, ESPECIALLY WHEN IT COMES TO EXECUTIVE FUNCTIONING.

WE ALSO KNOW THAT THERE A STRONG CORRELATION BETWEEN EARLY USE OF CANNABIS USE AND INCREASED RISK OF DROPPING OUT OF SCHOOL. 'S A STRONG CORRELATION BETWEEN EARLY USE OF CANNABIS USE AND INCREASED RISK OF DROPPING OUT OF SCHOOL.

THE SHORT TERM EFFECT CAN AFFECT SHORT TERM MEMORY AND MOTOR ABILITIES. VAPING HAS BEEN ASSOCIATED WITH SEVERE LONG DISEASE AND THEN CHRONIC USE OR USE OVER A LONG PERIOD OF TIME IS ASSOCIATED WITH A CONDITION CALLED CANNABOID HYPERNEIS SYNDROME WITH REPEATED AND SEVERE INSTANCES OF NAUSEA AND VOMITING.

AND THEN OUR OTHER ASK OF YOU IS WE WOULD LIKE TO SEE SCHOOL DISTRICTS URGE THE CITY TO LIMIT CANNABIS ADVERTISING TOWARDS YOUNG PEOPLE AND WE WOULD WORK WITH YOU ON A LETTER TO DO THAT AND WE WOULD ALSO BRING IN PUBLIC HEALTH INSTITUTE TO REALLY CRAFT THAT SO THAT YOU FEEL COMFORTABLE WITH SENDING THAT ASK TO THE CITY AND WE REALLY THINK BOTH OF THESE, THEY'RE NOT MUTUALLY EXCLUSIVE BUT THEY'RE VERY IMPORTANT IN HELPING US REGULATE CANNABIS INDUSTRY AND PROTECT OUR YOUNG PEOPLE.

I THINK WE KNOW THAT CANNABIS THIS THE STATE OF CALIFORNIA IS LEGAL AND IT'S GROWING AND WHEN YOU KNOW THERE ARE ALSO ME DISLEA BENEFITS TO CANNABIS, A LOT OF ADULTS USE IT RECREATIONALLY BUT WE ALSO WANT TO DO ALL WE CAN TO PROTECT YOUNG PEOPLE FROM THE NEGATIVE IMPACTS AND IN ORDER TO GET BEHIND THESE ASKS, TO TAKE ABOUT AND VOTE AND DELIBERATE THEM, THAT'S TOTALLY GREAT WITH US AND WE WOULD BE HAPPY TO WORK WITH YOU AS YOU GO THROUGH THAT PROCESS.
