WE DID LOOK AT THE STANDARDS LAST WEEK, AND APPROVED SOME OF THOSE GOING FORWARD, IT WILL COME BACK TO US AT OUR AUGUST MEETING [INAUDIBLE] AND THE NUMBER OF PEOPLE WE NEED TO NOW EARN THAT CREDENTIAL, I CAN'T REMEMBER IF IT WAS 9,000 OR 14,000, SOMETHING LIKE THAT. >> IF I UNDERSTAND THIS CORRECTLY, WE WOULD MAKE A BRAND-NEW CREDENTIAL THAT WOULD CREATE AN IMPOSSIBILITY WHEN WE ARE LOSING 3% OF OUR TEACHERS NATIONWIDE. TO HAVE TIRED DIFFERENT TEACHERS TO MAKE SURE THEY HAVE CREDENTIALS FOR PRE-K. THAT IS WHAT THE STATE OF CALIFORNIA WANTS US TO DO. OR IN OUR CASE WE WOULD HIRE CREDENTIALED TEACHER MOVE FORWARD. CAN YOU IMAGINE HIRING SUBS IN EARLY LEARNING AND LAYING OFF CREDENTIALED TEACHERS. I DON'T UNDERSTAND SOMETIMES WHAT OUR STATE DOES. I KNOW WHAT THEY ARE TRYING TO ACCOMPLISH BUT THE FIRST THINK THEY NEED TO DO IS FIGURE OUT HOW TO DEAL WITH THIS CATASTROPHE OF A WORKER SHORTAGE IN EDUCATION. RIGHT NOW WE ARE CLOSE TO 60 UNFILLED TEACHING POSITIONS. AT LAST YEAR WE ENDED THE YEAR WITH ABOUT 50. SO THAT PUT US AT 92% BEFORE THE PANDEMIC AND 98%. SO THAT IS A 6% AFFECT, AND AN ARTICLE -- I DON'T THINK I SENT IT TO YOU GUYS, BUT THE WALL STREET JOURNAL SAID THEY ARE ANTICIPATING A 3% LOSS IN THE TEACHING WORKFORCE PER YEAR. TEACHERS ARE JUST SAYING IT IS A JOB WITH IMPOSSIBLE EXPECTATIONS. AND THE POLITICS THAT HAS GOTTEN INTO EDUCATION HAS MADE IT WHERE THEY JUST DON'T WANT TO DO IT. 3% PER YEAR. THREE YEARS FROM NOW, 92% COULD BE 82%. THAT IS HOW SCARY IT IS BUT CALIFORNIA WOULD LIKE TO ADD ANOTHER CREDENTIAL OF THE REQUIREMENT THAT WOULD MAKE IN ORDER TO TEACH THE YOUNGEST KIDS. RIGHT AFTER DOING SOMETHING WONDERFUL WHICH IS OFFERING A UNIVERSAL PRE-K ACCESS. SOAP YOU WONDER WHY THESE FOLKS LOOKED TIRED, AND FOLKS LIKE ME ARE GRUMPY, YOU CANNOT TAKE A SQUARE PEG AND PUT IT INTO A ROUND HOLE THAT IS SMALLER AND LINED WITH EXPLOSIVES, IT JUST DOESN'T WORK. I DO NOT ENVY YOUR JOB AND ALL THAT IS WHY THEY ASKED YOU TO DO THAT AND I DIDN'T EVEN GET A SMITH, BECAUSE YOU HAVE THE TEMPERAMENT AND THE THOUGHT PROCESS TO WORK THROUGH THAT WHERE I WOULD SAY ARE YOU KIDDING ME WHICH WOULD NOT HAVE BEEN THE BEST WAY TO LEAD OFF A CONVERSATION. BUT THAT IS WHAT WE ARE DEALING WITH. SO GET READY FOR THAT IN A YEAR OR SO. >> LET ME OFFER THIS. BECAUSE SOMETIMES WE ARE FACED WITH CHALLENGING DECISIONS, THERE IS THE THOUGHT THAT AMONG EARLY EDUCATION TEACHERS THAT [00:25:03] YOU REALLY DO NEED SOMEONE WHO HAS A SPECIALIZATION IN KINDERGARTEN AND FIRST GRADE. WHEN YOU GET A MULTISUBJECT CREDENTIAL LIKE MYSELF, I HAVE A K-8 AND SELF-CONTAINED IN THE UPPER AND MIDDLE SCHOOL. SO, SOME WOULD SAY THAT I AM NOT QUALIFIED TO TEACH. AND THOSE EARLIER GRADES BECAUSE IT IS MUCH MORE OF A SPECIALIZATION THAT IS GROUNDED IN EARLY CHILDHOOD EDUCATION AND DEVELOPMENT. I THOUGHT I WAS QUALIFIED TO TEACH, BUT THERE ARE SOME WHO SAY WE NEED THE SPECIALIZATION IN THIS AREA. THIS IS PART OF A MASTER PLAN FOR CALIFORNIA. ONE THAT THE GOVERNOR HIGHLY SUPPORTS. SO WE ARE WORKING TO THE BEST THAT WE CAN TO MOVE SOMETHING ALONG THAT ALL OF US KNOW WITH DECLINING ENROLLMENT WITH LIMITED FUNDS FOR SCHOOL AND WITH FACILITY ISSUES, TRANSPORTATION BECAUSE WE DON'T HAVE A TRANSPORTATION BILL STILL YET, HOWEVER, AND YOU KNOW, WE KNOW THERE ARE A LOT OF ISSUES AT HAND AND JUST TO SPITING TO KEEP OUR BASIC, ALL OF THE MONEY GOING TO THE BASE FOR GENERAL FUNDS FOR EACH OF OUR STUDENTS IN CALIFORNIA.
