>> TRUSTEE HARDEN. >> NO REPORT.
>> TRUSTEE HEREDIA. >> I ENJOY BEING WITH MY FELLOW TRUSTEES THE RIBBON-CUTTING CEREMONY AT THE AQUATIC CENTER YESTERDAY. IT WAS NICE TO BE APPRECIATED AS TRUSTEES IN THE DISTRICT IN TERMS OF ARTIST DISTRICT TO HELP BRING ABOUT THE AQUATIC CENTER. TODAY WE GOT TO BE TOGETHER.
I THINK WE SHOULD RENT A BUS, WE DON'T HAVE TO RENT A BUS, WE GET A BUS. NEXT TIME WE SHOULD ASK FOR A BUS TO CARRY US ALL AROUND AND GO ON THE BUS ABOUT THE DISTRICT. IT WAS GOOD TO BE IN SCHOOLS AGAIN TODAY LOOKING AT OUR CAREER TECHNICAL EDUCATION PROGRAMS. EXCITING THINGS THAT ARE HAPPENING AT OUR HIGH SCHOOLS, THE DISCOVERY HI, YOU GUYS WERE AT DISCOVERY HI AND BACK AT THE DISTRICT OFFICE FOR OUR CLINIC.
WE APPRECIATE THE TIME THAT THE TRUSTEES CAN BE TOGETHER AND SEE THESE PROGRAMS AND VISIT SCHOOL SITES.
I THINK WE ALL GO TO SEE THIS WE HAVE A COMMON UNDERSTANDING ABOUT WHAT WE ARE SEEING AND SEEING THE SAME THINGS.
THANK YOU TO THE PEOPLE WHO ARRANGED, I APPRECIATE IT.
>> DITTO, I HOPE EVERYBODY HAD A RESTFUL SPRING BREAK AND MAYBE GOT TO ENJOY SOME SNOW AS WE GOT SURPRISED SPRING SNOW.
I WANTED TO DO WHAT TRUSTEE HEREDIA SAID, CONGRESSMAN BARRA AND HIS STAFF AND A.J. AND DEIDRE AND OUR STAFF DID TO HIGHLIGHT SOME OF OUR PHENOMENAL CDE PROGRAMS READ I APPRECIATE IT. I KNOW I ALWAYS PICK UP NEW ITEMS. WHAT WE LEARNED AND VISITING OUR PUBLIC SAFETY PATHWAYS. WHAT ARE THE THINGS THAT I LEARNED THE OFFICER WHO IS THE TEACHER THE POLICE OFFICER TEACHER FOR PUBLIC SAFETY. THE SACRAMENTO PD PICKED UP THE CAUSE FOR HIM TO GET HIS TEACHING CREDENTIAL.
THEY THOUGHT IT WAS SO COOL THAT HE WAS DOING THAT AS AN OFFICER THAT SACRAMENTO PD PAID FOR HIM TO GET HIS CREDENTIAL TO BE OUR TEACHER. SEEING AND LEARNING THINGS THE MEDIA PATHWAYS IN CONGRESSMAN BARRA BEING VERY GRACIOUS TO LET THE TIGER TALK STUDENTS INTERVIEW HIM ON THE SPOT WITH NO FOREWARNING OF ANY QUESTIONS THAT WERE GOING TO BE ASKED.
AND GETTING PHENOMENAL COFFEE FROM OUR DISCOVERY HIGH SCHOOL CAFÉ STUDENTS. TO SEE IN THE BEGINNING STAGES OF HER COSMETOLOGY PROGRAM OF WHICH TRUSTEE HARDEN ALL HEARD THERE IS 150 WHO SAID THEY ARE INTERESTED IN 62 SPOTS.
DEFINITELY SOMETHING THAT WE HAVE BROUGHT FORWARD THAT OUR STUDENTS ARE INTERESTED IN TO OUR CONSTRUCTION TRADES PROGRAM AND SEEN THAT THE STUDENTS WERE ACTUALLY PAINTING SOME SHEDS THE INTERCOM HIGH SCHOOL ORDERED TO STORE SOCCER GEAR AS WELL AS OUR FREE CLINIC THAT WE USED OUR SERVICE OFFICE AND TURNING INTO A FREE CLINIC AND HELP THE PATHWAY.
THE AQUATIC CENTER OPENING I AM A SPORTS FANATIC.
I LOOK FORWARD TO WATCHING HER STUDENTS PLAY WATER POLO IN SWIM COMPETITIONS. HERE'S THE THING I RECOGNIZE ARCHITECTURALLY. THE STANDS COVER WHERE THE SUN GOES, THE STANDS ACTUALLY COVER IT.
IN SACRAMENTO YOU GET SHADE IN THE SUMMER WHICH IS REALLY IMPORTANT BECAUSE THE STANDS ARE METAL.
BUT ALL IN ALL I WANT TO THANK THE STAFF ARE ORGANIZING THAT AND LETTING US GO ALONG AND PESTER THEM AND ASK QUESTIONS AT THE SAME TIME. THEY ARE GIVING A TOUR TO OUR CONGRESSMAN. MUCH APPRECIATED FOR ALL OF
THAT. >> THINK YOU TRUSTEE KAPLAN.
I'LL KEEP MY COMMENTS SHORT. SUPER EXCITED ABOUT THE COSMETOLOGY PATHWAY. IT WARMS MY HEART TO KNOW THERE ARE 150 STUDENTS SIGNED UP AND I WANT TO TAKE A MOMENT TO EXPAND
[00:10:05]
WHY THIS PATHWAY IS SO IMPORTANT.WHEN WE FIRST STARTED TALKING ABOUT THIS THERE WAS ABOUT A FEEDBACK. MAYBE WE THINK BLACK AND LATINO KIDS WE ONLY THINK THEY COULD DO COSMETOLOGY.
IT'S NOT ABOUT THAT, IF YOU LOOK AT THE PERCENTAGE OF HOW MUCH WE CONSUME AS A COMMUNITY, WERE TALKING ABOUT A 3 BILLION-DOLLAR INDUSTRY. BLACK OWNERSHIP IS 1 - 2%.
THIS IS WHY THIS PATHWAY IS IMPORTANT WE WANT TO TEACH KIDS, NOT ONLY CAN YOU BE A VERY SKILLED BARBER AND TAKE CARE OF YOURSELF THE REST OF YOUR LIFE, YOU CAN CONTROL THE MEMES OF OWNERSHIP AND PRODUCTION. A HAT TIP TO THIS PORTRAIT TAKEN AN EXTRAORDINARY STEP IN DOING SOMETHING DIFFERENT AND OUTSIDE THE BOX. I HAD NOTHING BUT POSITIVE FEEDBACK. DIABETES WITH LEGISLATORS LAW METERS AND COMMUNITY LEADERS AND PEOPLE IN THE NORTH AREA. A BOARD MEETING THAT IS CONVENIENT I WOULD LOVE TO GET AN UPDATE ON WHERE THINGS ARE.
THERE'S A LOT OF COMMUNITY INTEREST AND I WANT TO MAKE SURE PEOPLE OF AN OPPORTUNITY TO DONATE THEIR TALENTS TO THIS PROGRAM. THAT IS IT FOR ME,
SUPERINTENDENT EVANS? >> NO REPORT FOR ME.
[XI. CONSENT ITEMS]
THAT CONCLUDES COMMUNICATIONS. I WILL LOOK FOR A MOTION TO THI.>> MOOD BY TRUSTEE KAPLAN. >> SECOND BY TRUSTEE HARDEN.
>> YOU PLEASE CALL THE ROLL. >> BAINES.
[XII.a. Present and Approve 2022-2023 Budget Actions]
>> WALI-ALI ALI. >> THE MOTION CARRIED 6 - 0.
NEXT UP ACTION ITEMS PRESENT AND APPROVE THE 2022-2023 BUDGET ACTIONS IT LOOKS LIKE DEPUTY SUPERINTENDENT BILL YOUNG WILL PRESENT. WELCOME.
>> GOOD EVENING PRESIDENT GRANT AND TRUSTEES, PRESENTED BEFORE YOU TONIGHT IS CONSIDERATION FOR 2022 - 23 BUDGET ACTIONS.
THOSE ACTIONS ARE GROUNDED IN OUR NEW VISION AS WELL AS OUR NEW CORE VALUES. ANY OBJECTIVE IS TO PRESENT, DISCUSS AND OBTAIN TRUSTEE ACTION ON EACH PROPOSED 2022 - 2023 BUDGET ACTION PROPOSAL.
AS A REMINDER THINK BACK AT THE END OF FEBRUARY THE TRUSTEES TOOK ACTION TO APPROVE THE STAFFING ALLOCATION FOR NEXT SCHOOL YEAR. AS DOUG SHARED WITH YOU, THAT IS A LARGE PORTION OF OUR BUDGET ALREADY.
IN PLANNING NEXT YEAR'S BUDGET FOR 2022 - 20 3A BIG LARGE PORTION IS ALREADY EARMARKED FOR STAFF.
IT'S BEEN BUDGETED FOR NEGOTIATIONS.
WHICH INCLUDES COMPENSATION FOR EMPLOYEE RAISES, BENEFITS AND EMPLOYER COSTS. WITH THAT SAID IT DOES NOT LEAVE ONGOING FUNDING AVAILABLE FOR ADDITIONAL BUDGET ACTION AT THIS MOMENT. WHAT I WILL PRESENT AND THE NEXT FEW SLIDES ARE BUDGET CONSIDERATIONS FOR YOUR DISCUSSION AND ACTION. I WILL CALL OUT ON EACH ACTION ITEM FOR YOUR DISCUSSION AND AN ACTION ON THE PROPOSED BUDGET ITEM. AS I MENTIONED PREVIOUSLY.
THE BUDGET WITH A LARGE PORTION ARE TO BE BUDGETED IN STAFFING, DOESN'T LEAVE AN ONGOING FUNDING.
THIS IS ONE ITEM THAT IS PRESENTED TONIGHT AS AN ONGOING BUDGET ITEM AND PRESENTED AS AN OPTION.
IN OPTION ONE AND IN OPTION TWO. OPTION ONE IS FOR YOUR CONSIDERATION OF FTE ASSISTANT PRINCIPAL AT RK EIGHT SCHOOLS, BACON LAKES, JEFFERSON. THE PROPOSED BUDGET COST IS 544,000. IT WOULD BE THE ONGOING UNRESTRICTED FUNDING. THE OTHER OPTION WITH A $544,000 IS TO TAKE A LOOK AT THE FIVE SOCIAL WORKERS THAT ARE REMAINING AND FUNDED WITH ONE-TIME PANDEMIC FUNDING.
IF YOU RECALL WE STILL HAVE THAT FUNDING TO THIS 223 - 24.
WITH THE FIVE EDITOR 44000, WE COULD SHIFT FOUR OF THOSE TO ONGOING FUNDING. ALSO TO CONSIDER IF OPTION TWO IS NOT SELECTED, THE FIVE REMAINING SOCIAL WORKERS WILL STILL BE WITH US THROUGH ONE-TIME FUNDING, THE PANDEMIC FUNDING BUT THE 23 - 24 SCHOOL YEAR.
A BIG ITEM ON THIS, DOING BOTH OPTIONS NOW WOULD CREATE AN ONGOING STRUCTURAL DEFICIT. THAT'S WHY THIS PARTICULAR ACTION ITEM IS PRESENTED AS AN OPTION.
AT THIS TIME I WOULD REQUEST TRUSTEE DISCUSSION, ANY SELECTION OF ONE OPTION A DIRECTION.
[INAUDIBLE] THE LAST SUNSET IF OPTION TWO IS NOT SELECTED THE LAST FIVE REMAINING.
[00:15:11]
[INAUDIBLE] >> WE ARE TALKING ABOUT 544,000 ARE THE ONLY FUNDS FOR THEM ONGOING.
IT LEAVES ONE WITH A ONE TIME FUNDED.
>> POTENTIALLY YES. >> JUST TO BE CORRECT, AFTER Y YOU. [INAUDIBLE]
>> PLEASE GO AHEAD. DO YOU WANT ME TOO DO IT?
>> YOU WERE ASKING FOR TRUSTEE DISCUSSION RIGHT NOW ON THIS
PARTICULAR SITE? >> IN THE ACTION ON ONE OF THE
OPTIONS. >> BOARD MEMBERS, DEBATE,
DISCUSSION ON THIS ITEM. >> I AM OPTION ONE.
IF WE CHOOSE OPTION GO OUT TO HIRE RIGHT NOW?
WHEN WILL IT START? >> 22 - 23 SCHOOL YEAR.
>> SO AUGUST 22 - 23. >> WE WOULD STILL HAVE THE SOCIAL WORKERS THROUGH ONE MORE YEAR OF 23 - 24 IF OPTION ONE IS
>> I AM BIG ON THE SOCIAL EMOTIONAL SUPPORT OUR CHILDREN NEED. I SEE IT WITH MY KINDERGARTNER AND SECOND-GRADER AND THEIR FRIENDS AND NUMEROUS CLASSES AND FROM KINDERGARTEN ALL THE WAY TOO HIGH SCHOOL.
I KNOW HOW IMPORTANT IT IS TO HAVE OUR SOCIAL WORKERS IN THE WORK THAT THEY ARE DOING ESPECIALLY WITH OUR HOMELESS AND ARE AT RISK CHILDREN. KNOWING THAT WE STILL HAVE THIS FUNDED 223 - 24. I WILL NO LONGER BE ON THE BOARD BUT YOU WILL PROBABLY SEE ME IN THE AUDIENCE ASKING THAT WE FIND A WAY TOO CONTINUE TO WORK ON THIS BUT I ALSO SEE WITH K8 HOW BIG THEY ARE IN THE PRINCIPAL IS SPENDING A LOT OF TIME ON THINGS THAT AN ASSISTANT PRINCIPAL CAN HELP THEM.
I KNOW THAT WILL FREE UP ITEMS AND ITEMS. I AM OKAY WITH OPTION ONE, VERY HEAVILY SAYING WE HAVE GOT TO FIND A WAY TOO KEEP AS MANY SOCIAL WORKERS AS POSSIBLE BECAUSE THE EFFECTS OF THIS PANDEMIC IS AWKWARD TO BE DONE
IN THE 23 - 24 SCHOOL YEAR. >> I ECHO WHAT TRUSTEE KAPLAN
HAD TO SAY. >> MAY I ASK AND THINK.
>> OF COURSE. >> YOU DON'T HAVE TO ASK YOU CAN GO. I COMPLETELY AGREE WITH TRUSTEE KAPLAN. MAKING SURE WE TRY TO TRANSITION ONE-TIME SOCIAL WORKER INTO SOMETHING THAT IS MORE SUSTAINABLE IS IMPORTANT BECAUSE WHILE ASSISTANT PRINCIPALS ARE VERY HELPFUL UNDOUBTEDLY, I THINK THAT STUDENTS GET MORE VALUE OUT OF SEEING SOCIAL WORKERS AS A STUDENT WHO HAS SEEN ONE IN VISITING SOCIAL WORKERS, THAT HAS BEEN MORE DAY-TO-DAY IMPACT OF THE LIVES ON STUDENTS.
AND THAT WOULD REALLY HONE IN TRYING TO SUPPORT STUDENTS AS WELL WITH THEIR HEALTH AND WELLNESS.
>> THANK YOU. >> ANY FURTHER DEBATE,
DISCUSSION, MEMBERS? >> I DON'T HAVE ANY COMMENTS AGAINST OPTION ONE. I JUST WANT US TO REMIND US WHY WE THINK WE NEED OPTION ONE, IT'S IMPORTANT TO MAKE THAT CLEAR BECAUSE OTHERWISE THE PUBLIC -- WHAT IS THE VALUE OF THE ASSISTANT PRINCIPALS. I THINK THE POSITION OF ASSISTANT PRINCIPALS IS ONE IN WHICH WE HAVE BEEN ASKING FOR.
IT IS NOT A NEW DISCUSSION FOR THIS BOARD.
I THINK MEMBERS OF THIS BOARD HAVE CONTINUALLY ASKED TO HAVE VPS AT THE ELEMENTARY SCHOOLS. I THINK WE UNDERSTAND THAT HAVING A VICE PRINCIPAL HELPS THE PRINCIPAL TO REALLY DO WHAT THEY'RE SUPPOSED TO DO WHICH IS TO LEAD THE SCHOOL AND FOCUS ON THE SPECIFIC DUTIES FOR THE PRINCIPAL AND SPECIFIC DUTIES FOR A VICE PRINCIPAL WHERE IN SOME SCHOOLS IT SEEMS THE PRINCIPAL MAY BE DOING BOTH. AS ESPECIALLY THE SCHOOLS ARE GROWING, I ALSO THINK THAT HAS BEEN OUR ARGUMENT BUT I ALSO THINK THE IDEA OF A VICE PRINCIPAL IN THIS TIME IS NOT ONLY FOR THE SOCIAL EMOTIONAL BUT WE HAVE A LOT OF NEW ADOPTIONS. OUR SCHOOLS ARE MUCH MORE
[00:20:02]
COMPLEX NOW THAN THEY WERE BEFORE THE PANDEMIC.I THINK HAVING ANOTHER ADMINISTRATOR ON THE CAMPUS HELPS TO ADDRESS SOME OF THOSE THINGS THAT WE DID NOT PERCEIVE.
IN THE OLD DAYS I THINK PRINCIPLES OF SMALL SCHOOLS OR MEDIUM-SIZE SCHOOLS, IT WAS MANAGEABLE.
THEY COULD ALWAYS USE ANOTHER ADULT.
I THINK WE HAVE TO LOOK AT THE COMPLEXITY OF OUR SCHOOLS NOW.
MORE IMPORTANTLY THE CONSIDER COMING BACK TO THE SCHOOL THERE NEEDS, WHETHER IT IS BEHAVIOR OR THE BURNOUT OF TEACHERS.
I THINK THE SUPPORT IS IMPO IMPORTANT.
THAT IS MY THOUGHTS ON THAT. I AM IN SUPPORT OF OPTION ONE.
I WOULD PROBABLY RALLY FOR ADDITIONAL SOCIAL WORKERS TO REMAIN FUNDING ONCE THE SOURCE RUNS OUT.
I THINK IT'S SO VALUABLE AND IT'S ONE OF HER STRENGTHS IN THIS DISTRICT HAVING THE NUMBER OF SOCIAL WORKERS.
>> JUST AS A QUICK SIDE I THINK IT'S IMPORTANT FOR ANYBODY WATCHING. THIS IS ACTUALLY NOT A DONE DISCUSSION. THE BALL REQUIRES US TO MAKE THESE DECISIONS AND PRESENT OUR BUDGET EVEN BEFORE THE STATE HAS FINALIZE BUDGET NEGOTIATION, WE DO NOT KNOW WHAT ADDITIONAL FUNDING MAY POTENTIALLY BE COMING OUR WAY AND WHEN THE GOVERNOR COMING OUT MAY 15 ALL INDICATION MORE IS COMING OUR WAY ESPECIALLY ONE-TIME FUNDS THROUGH THE EXTREME BUDGET SURPLUS WHICH MAY ALLOW US TO FIND A WAY TOO ONE-TIME EXTEND OUR SOCIAL WORKERS FOR ANOTHER YEAR OR TWO.
FOR ME I WOULD LIKE TO LEAVE OPTION TO OPEN DEPENDING ON WHERE THE STATE BUDGET ENDS UP FOR THE BOARD TO HAVE ANOTHER DISCUSSION AND WE ARE REQUIRED BY LAW TOO HAVE IT.
>> I AGREE WITH THE REST OF THE BOARD.
I THINK OPTION ONE IS A WAY TOO GO FOR NOW.
>> I WILL CHIME IN. A QUICK QUESTION FOR THE RECORD I AM IN SUPPORT OF OPTION ONE. WAS THERE AN OPTION THREE, WAS IT NOT FEASIBLE TO PROVIDE A DIFFERENT OPTION THAT COMBINES
BOTH, THE BEST OF BOTH WORLDS. >> TO COMBINE BOTH.
>> WITHOUT CREATING A STRUCTURAL DEFICIT.
>> THAT IS A GIVEN. YOU COULD CREATE BOTH HOWEVER, THERE WOULD NOT BE AN ASSISTANT PRINCIPAL IT WOULD BE ONE OR TWO IN TWO OR THREE OR TWO AND HAVE SOCIAL WORKERS, IS STILL WOULD'VE LEFT THE CONSISTENT REQUEST THAT THE BOARDS HAVE ASKED AND WE DELIVERED ON A COUPLE OF TIMES IT DID NOT WORK OUT THE ASSISTANT PRINCIPALS AT SOUTH AREA SCHOOLS ADDING PBS
>> HISTORICALLY FOR THE RECORD. THERE WAS A TIME WE FUNDED APS AT TWO SCHOOLS. ONE AP HAD OVERSIGHT AND THAT DID NOT NECESSARILY -- I THINK IT WORKED BUT I DID NOT THINK IT ACCOMPLISHED WHAT IT COULD FOR OUR STUDENTS.
>> IT SEEMS LIKE THERE IS A CLEAR OPTION ONE WITHOUT A
DIRECTION. >> CAN WE WAIT FOR A COMPLETE
MOTION OF THE ENTIRETY. >> THE WAY I CAN SEE OFF THE TOP OF MY HEAD, THREE OPTIONS YOU CAN MAKE A MOTION IN GENERAL AT THE END BY CLARIFYING OPTION ONE OR TWO FOR EVERYTHING EXCEPT OPTION ONE OR TWO. YOU COULD GO ITEM BY ITEM WHICH I THINK BILL HAS ASKED YOU TO CONSIDER OR ANY BOARDMEMBER CAN
MAKE A MOTION. >> I WILL MOVE APPROVAL OF OPTION ONE TO ADOPT THE ASSISTANT PRINCIPALS.
>> SECOND. >> MOVE BY TRUSTEE GRANT,
SECONDED BY TRUSTEE HARDEN. >> DID I DO THAT?
>> SECONDED BY TRUSTEE KAPLAN. CAN YOU PLEASE CALL THE ROLL.
>> BAINES, GRANT, HARDING, KAPLAN, WALI-ALI.
>> THE MOTION CARRIED 6 - 0. >> THE NEXT ITEM FOR CONSIDERATION AND THE NEXT ONE-TIME FUNDING IN NATURE.
BEFORE I GET STARTED ON THESE ITEMS I WANT TO LET YOU KNOW WHEN WE TAKE A LOOK AT THE FUNDING BALANCE OF THE ONE-TIME
[00:25:01]
FUND THAT MAY BE AVAILABLE WE WILL STILL NEED 3% RESTRICTED BY THE STATE AND ALSO THE BOARD CONSIDER THIS MOVING FORWARD WE TAKE THAT INTO CONSIDERATION. THE NEXT BUDGET ACTION ITEM IS THE BRIDGE STAFFING AS WE PREPARE TO LAUNCH THE SCHOOL AND 23 - 24 THE STAFF IS RECOMMENDING THE CONSIDERATION OF 46 FTE IN ADVANCE OPENING THE SCHOOL SO WE CAN BETTER PREPARE FOR A SUCCESSFUL SCHOOL LAUNCH SIMILAR TO WHAT WE'VE DONE WITH EXPANDING OUR ELEMENTARY SCHOOLS DEK8.THE PROPOSED BUDGET IS $412,000 TO $618,000.
AS WE TAKE A LOOK AT THE PROGRAM WE WILL DETERMINE HOW MANY STAFF WE WOULD NEED FOR THAT BRIDGE STAFFING.
RIGHT NOW FOR - 6 IT WOULD BE FOR ONE TIME RESTRICTED GENERAL FUNDS. AT THIS TIME I WOULD REQUEST
YOUR DISCUSSION AND ACTION. >> BOARD MEMBERS DEBATE AND
DISCUSSION. >> I MOVE IT'S OUR DEBATE AND
STANDARD. >> I WOULD SECOND THAT.
IS THERE ANY DISCUSSION? >> WILL BY TRUSTEE KAPLAN,
SECONDED BY TRUSTEE GRANT. >> BAINES.
>> THE NEXT ITEM FOR CONSIDERATION AS LONG-TERM SUBS.
I CURRENTLY UTILIZE 52 LONG-TERM SUMS WITH ONE-TIME PANDEMIC FUNDS. WE ARE REQUESTING SIMILAR PROGRAM FOR THE 22 - 23 FOR ONLY ONE MORE SCHOOL YEAR.
WE CANNOT AFFORD THIS AS AN ONGOING BUDGET ACTION ITEM.
IT'S A REQUEST OF ONE MORE YEAR AND STILL UTILIZING PIT DEMO CARRYOVER FUNDS. IN THE ONE-TIME FUNDS.
IN THE SAME REQUESTING SAME ACTION WE WOULD REQUEST THE SUB EIGHT REMAIN THE SAME AT $165 THEY INTUITED $15 A DAY.
KINDA TAKING A LOOK AT WHERE WERE AT.
SINCE JANUARY WE'VE BEEN USING ABOUT 47 LONG-TERM SUBS IN OUR CLASSROOMS. WE ARE FACING A TEACHER SHORTAGE STATEWIDE. IT HELPS WITH THE LEARNING
RECOVERY EFFORTS AS WELL. >> I AM ASSUMING A DEBATE OR
DISCUSSION MEMBERS. >> OUR LONG-TERM SUBS ARE THEY THE ONES FOR 60 DAYS? REMEMBER IT WAS 30 DAYS AND THEN
WERE WE ABLE TO MOVE IT TO 60? >> NO THIS IS A GROUP OF FOLKS THAT WERE ON BOARD AND THEY HANG WITH US FOR A YEAR TO DEAL WITH COVID AND TO PINCH IT. IT DOESN'T NECESSARILY APPLY TO THEM, THERE MIGHT BE SOMEBODY WHO STAYS IN THE CLASSROOM FOR TWO DAYS AND DOES A DIFFERENT TEACHER EVERY OTHER DAY FOR THE
REST OF THE YEAR. >> ALL RIGHT OUR REGULAR SUBS, JUST THE REGULAR ONES? ARE THEY ON 30 OR 60.
>> WE STILL HAVE IT AT 60. >> IT GOES BACK TO 30TH.
>> I THINK THIS IS TAKING A STEP BACK TO UNDERSTAND THIS WAS AN EXTREMELY THOUGHTFUL AND FAR-REACHING DECISION BY THIS BOARD OF ALLOWING AND MAKING SURE THAT THERE IS A TEACHING SHORTAGE. WHILE WE ARE REACHING OUT TO MAKE SURE WE CAN FILL POSITIONS, KNOWING THAT THAT IS OUT THERE TO TAKE CARE OF AND TAKE DECISIONS TO TAKE CARE OF OUR STUDENTS IN KNOWING THIS IS A HARD YEAR AND A LOT OF PEOPLE ARE OUT FOR DIFFERENT REASONS. I APPLAUD US MAKING THIS DECISION AND I APPRECIATE STAFF BRINGING IT BACK TO US FOR A DISCUSSION KNOWING THAT WE ARE NOT OUT OF THE WOODS YET.
IS THAT A MOTION? >> A MOTION BY TRUSTEE KAPLAN.
A SECOND FROM TRUSTEE, CAN YOU PLEASE CALL THE ROLL.
>> THE MOTION CARRIED 6 - 0. THE NEXT ITEM FOR CONSIDERATION IS CLASSROOM BOOKS FUNDING. SPECIFICALLY TIED TO THE AR 0 100 THEORY OF ACTION. IF YOU RECALL IN THE MINISTRY DEREGULATION HIGHLIGHTED IN YELLOW INCLUDES IMPROVEMENT OF MATERIAL AVAILABLE IN SCHOOL LIBRARIES AND MEDIA CENTERS.
ANY SIGNIFICANT EDITION OF CURRICULAR MATERIALS TO TEXTBOOKS MARGINALIZATION OF PEOPLE.
AS WE TAKE A LOOK AT THE NEXT SLIDE, THIS FUNDING WOULD BE IN TWO PARTS, A FUNDING SOURCE TO PURCHASE ADDITIONAL BOOKS, PERIODICALS AND ALIGNMENT WITH ACTION THE FIRST PART WOULD BE
[00:30:01]
BOOKS FOR SCHOOL LIBRARIES IN BOOKS THAT ALIGN WITH THE STATE STANDARD IN AR 0 100 THEY CAN BUT EVERY THIRD GRADER READING THE SAME BOOK ALIGNED TO THAT INNER 0 105TH GRADER OR ANOTHER GRADE LEVEL. THE PROPOSED BUDGET IS $250,000 INITIALLY AND THAT IS FOR THE NEXT SCHOOL YEAR AND AS WE LAUNCH THE PROGRAM AND EXPAND THE PROGRAM WE WOULD LIKELY COME BACK AND ASK FOR ADDITIONAL FUNDING.FOR THIS PARTICULAR PURPOSE IT IS TREATED $50000.1 TIME RESTRICTED GENERAL FUNDS. THROUGHOUT THIS PROCESS IN THIS LAUNCH THERE WOULD BE STAKEHOLDER ENGAGEMENT INCLUDING THE LIBRARY MEDIA TEXT, PARENTS, TEACHERS AND FAMILY.
I WOULD RECOMMEND DISCUSSION AND ACTION ON THIS ITEM.
>> DISCUSSION MEMBERS? >> I KNOW HER LIBRARY MEDIA TEXTS ARE EXCITED IN THE ABILITY TO EXPAND WHAT THEY HAVE WITH
OUR STUDENTS. >> INSTALLED THE COMMOTION FROM
TRUSTEE KAPLAN. >> OF A CLARIFICATION QUESTION.
THE SECOND BULLET TO AUGMENT MARGINALIZATION THAT IS DONE BY PURCHASE OF A DIVERSE MATERIAL, RIGHT?
>> YOUR SIGNAL ENGAGEMENT THAT WOULD ADDRESS THAT PARTICULAR
BULLET. >> I WAS JUST CLARIFYING THAT.
>> ALSO WHAT I HEARD HER SAY A STUDENT VOICE ON THAT WOULD BE
REALLY IMPORTANT. >> THANK YOU.
>> WE HAVE A MOTION BY TRUSTEE KAPLAN AND A SECOND BY TRUSTEE
BAINES. >> YOU PLEASE CALL THE ROLL.
>> WALI-ALI. >> I WOULD CLARIFY.
THE PUBLIC COMMENT ON BUDGET FROM SHARON THURMAN.
LET'S SEE IF THAT WAS RELATED TO THE END OF THE DISCUSSION OR ON THIS ITEM YOU SAID VARIOUS PLUS. I WANTED TO SEE IF YOU WANTED TO
COME OVER THE PUBLIC COMMENT. >> AND WE PAUSE FOR A SECOND THE
PUBLIC, ON THE ITEM. >> BASICALLY FIRST OF ALL HELLO EVERYONE THANK YOU ALL AGAIN FOR THE EXTREME HARD WORK THAT YOU DO. MY BASIC REQUEST WAS TO ASK OUR BOARD TO ASK QUESTIONS THAT CENTERED AROUND THE STEAM NOT KNOWING WHAT THE PARTICULAR BUDGET ITEMS WERE GOING TO BE PRESENTED. HOW DO THESE ITEMS IMPACT THE STUDENTS IN THE CLASSROOM, THE TEACHERS IN THE CLASSROOM, SOME THINGS ARE OBVIOUS. SOME BUDGET ITEMS MAY NOT BE AS OBVIOUS TOO THE PUBLIC INTO OUR STUDENTS.
AS YOU ARE COMPLETING THIS PROCESS I WOULD JUST LIKE SOMEONE TO ASK THE QUESTION, HOW DOES THIS IMPACT THE STUDENT THE CLASSROOM. THE READING READINESS IN THE SUMMER LEARNING RECOVERY IN THEIR MATH PREPARATION.
THOSE BASIC ITEMS THAT THEY NEED.
>> THANK YOU. >> NEXT ITEM FOR YOUR CONSIDERATION IS A DISCUSSION AROUND DIVERSITY TEACHER PROGRAM AND THE EXPANSION OF THE INVENTION THAT YOU'VE DONE SO PREVIOUSLY. STAFF RECOMMENDS TRUSTEES CONSIDER THIS EXPANSION OF THIS PROGRAM.
THE TOTAL INVESTMENT THAT YOU IMPROVED IN THE PAST WAS $1 MILLION WITH AN ADDITIONAL 700,000 STILL TO EXPAND AS WE CONTINUE TO THIS PROGRAM. I WOULD ASK ANGELA TO CHIME IN
AS WE PROCEED. >> WE WERE ABLE TO PRESENT DATA LAST SPRING WITH THE EXTENSION OF THE PROGRAM AND WE BELIEVE ABOUT THREE MORE YEARS. WE WANTED TO PROVIDE MORE INFORMATION TO YOU THE PLAN WAS APPROVED IN OCTOBER OF 2017 THE FIRST COHORT OF CANDIDATES BEGAN THE PROGRAMS IN 19 AND 20.
YOU CAN SEE FOR EACH OF THE YEARS WE'VE BEEN ABLE TO SELECT COHORTS, YOU CAN SEE THE NUMBER OF CANDIDATES THAT WERE ACCEPTED. YOU CAN SEE IN SOME INSTANCES ONE OR TWO LESS ACCEPTED THAN WAS OFFERED THE OPPORTUNITY.
AS THINGS HAPPEN IN LIFE CIRCUMSTANCES ONE OR TWO MIGHT FALL OFF AS ARE UNABLE TO COMPLETE.
AND HOW MANY ARE CURRENTLY EMPLOYED.
OBVIOUSLY WITH COHORT FOR WERE NOT ABLE TO REPORT THOSE NUMBERS
[00:35:04]
YET. ONE OF THE THINGS WE TALKED ABOUT AS WE PRESENTED DATA, WERE NOT DECLARING VICTORY IN THEIR CERTIFICATE STAFF, WE ARE SAYING WERE MAKING PROGRESS.THE REALITY THE NUMBER OF TEACHERS THAT ARE HIRING THE NUMBER OF TEACHERS THAT WE HAVE AND WHY WERE LOOKING AT 8% OF MOVEMENT PER YEAR. WE WANTED TO PRESENT ADDITIONAL DATA FOR YOU TO CONSIDER THE POSSIBILITY OF EXPANDING THE AMOUNT OF FUNDS THAT ARE INVESTED OVER THE NEXT THREE YEARS. IF WE WERE TO EXPAND OUR FUNDING IF YOU DON'T MIND MOVING TOO THE NEXT SLIDE, WE WOULD HAVE AN OPPORTUNITY TO ATTRACT ADDITIONAL TEACHERS THERE WAS RECENTLY AN ARTICLE THAT WAS PUT OUT BY THE NEA AND SUPPORTED BY THE CTA THAT TALKED ABOUT THE DECLINING NUMBER OF FUTURE TEACHERS AND PROGRAMS. THEY WENT BACK TO 1972 THE U.S.
THE PRIMITIVE EDUCATION TALKING ABOUT PEOPLE IN BUILDING AND PROGRAMS AND RECEIVING CREDENTIALS.
THERE HAS BEEN A PRETTY SIGNIFICANT DROP IN THE NUMBER OF PEOPLE COMING OUT OF PROGRAMS. THERE ARE KEY TAKEAWAYS. THEY TALKED ABOUT THE SIGNIFICANT DROP LESS THAN HALF THE NUMBER THAT WAS 50 YEARS AGO. THE STUDENTS PURSUING EDUCATION FOR TWO TO BE MORE WHITE. ENCOUNTERING THE TRENDS, THE NEA SUPPORTS GROWING YOUR OWN EDUCATOR PROGRAMS. THAT IS SOMETHING THAT THIS BOARD DECIDED TO DO FOUR YEARS AGO. WE WANTED TO LOOK BACK A LITTLE BIT WERE HISTORICALLY. IN 2011 - 12 APPROXIMATELY THREE QUARTERS EVERY TEACHING STAFF WERE WHITE.
FIVE YEARS LATER IN 2016 - 17 THE DIAL HAD ONLY MOVED 1.2% OVER FIVE YEARS. THE 2016 - 17 DATA IS WHAT WE PRESENTED TO YOU THAT WAS A MOMENT YOU MADE THE DECISION TO INVEST IN THIS PROGRAM THAT IS DEFINITELY OUTSIDE OF THE BOX AND NOT SOMETHING MANY PEOPLE WERE DOING AT THE TIME.
YOU CAN SEE THE FIVE-YEAR SPAN OF TIME A 1% GROWTH.
>> WHAT WE ARE SPECULATING IF YOU DON'T MIND MOVING TOO THE NEXT LINE, IF WE CONTINUE AT THE RATE THAT WE ARE NOW AND WERE ABLE TO MOVE THE DIAL ABOUT 8% WITH OUR DIVERSITY, WE COULD BE IN 24 - 25 LOOKING AT A CERTIFICATE IN STAFFING RATE ETHNICALLY DIVERSE TEACHERS AT ABOUT 35%.
IF WE WERE ABLE TO MOVE THE DIAL AT 2% A YEAR BECAUSE INCREASING THE NUMBER OF CANDIDATES WE WERE ABLE TO BRING ON BOARD AND EVENTUALLY HIGHER, WE COULD BE ALMOST 40% OF OUR TEACHING STAFF FROM ETHNICALLY DIVERSE BACKGROUNDS.
IF YOU PROJECT IT OUT TO 2030 AND YOU CONTINUE AT THE RATE WE COULD BE LOOKING AT ALMOST HALF OF HER TEACHING CANDIDATES BEING ETHNICALLY DIVERSE PACKER. WE HAVE BEEN EXPANDING ONE-TIME FUNDS AS WE LOOK AT WHAT WE WOULD BE ABLE TO DO MOVING FORWARD WE WOULD BE UP AND INCREASE IN THE UNRESTRICTED FUNDS THAT THE ONE TIME WE WERE USING.
WE ALSO HAVE EDUCATOR EFFECTIVENESS GRANT FUNDS.
IN ANY FUND BALANCE WITH THAT, WE MIGHT BE ABLE TO CONTRIBUTE TO THIS AS WELL. AND WE ARE INTERESTED IN YOU CONSIDERING EXPANDING AN INVESTMENT WITH ADDITIONAL
MILLION DOLLARS. >> THAT WOULD ESSENTIALLY DOUBLE THE EFFORTS BASED ON INFOR INFORMATION.
>> DEBATE, DISCUSSION, MEMBERS. >> YOU ARE LOOKING FOR ACTION AT
THIS TIME. >> I WOULD BE HAPPY TO SUPPORT IT AFTER GIVEN THE PICTURE FROM THE STATE.
I THINK THE REASON WE ARE BEING PATIENT IS BECAUSE TEACHERS WERE CANDIDATES HAVE ALREADY APPLIED FOR THE CREDENTIAL PROGRAM, THIS ISN'T GOING TO AFFECT THE 22 - 23 ENROLLMENT ANYWAY.
SOMETIME BEFORE MID JUNE WE WILL BE LOOKING FOR ACTIONS SO THE HR TEAM CAN GET UP AND DO THE PLANNING AND COMMUNICATE AS PEOPLE CONSIDER PUTTING IN THEIR APPLICATIONS WHICH ARE OFF TO DUBAI NOVEMBER OR DECEMBER OF 2022 SO THEY CAN DO 22 - 24.
>> I WOULD LOVE TO SEE THIS BROUGHT BACK.
[00:40:02]
>> AM OKAY WAITING. >> TRUSTEE, I AM SORRY.
>> WE NEED A MOTION ON THE EXPORT DIRECTION TO BRING IT
BACK. >> THE LAST ON IS NOT AN ACTION ITEM IS MORE INFORMATION AS WE MOVE FORWARD.
THE LAST BOARD MEETING WE IMPROVED THE TEXTBOOK ADOPTION BUT THERE'S ALWAYS GOOD TO BE ANOTHER TEXTBOOK ADOPTION CYCLE AS WE MOVE FORWARD. A HEADS UP WE WILL NEED TO PLAN FOR FUTURE ADOPTION FUNDS. WITH THAT ARE INVESTMENT TECHNOLOGY AND TECHNOLOGY REFRESH.
IN SEPTEMBER ALONG WITH ACTION WITH A BETTER PICTURE OF WHERE WE WANTED TO LAND FINANCIALLY AND WHAT REMAINS.
I'LL BRING FORWARD THE RESOLUTION FOR THE FUNDS FOR TEXTBOOK ADOPTION AND ALSO TECHNOLOGY REFRESH.
RIGHT NOW WERE ESTIMATING 1000000 - 1000000 AND A HALF.
THAT IS TODAY. THAT IS THROUGH SEPTEMBER.
THIS IS MORE INFORMATION. >> OUR FUTURE TEXTBOOK ADOPTIONS, WE HAVE JUST DONE SCIENCE.
>> NO WE HAVE ACTUALLY DONE THE FOUR.
>> THE FOUR CORE ARE DONE. >> WORLD LANGUAGES ONE COMING
UP. >> IT IS A LITTLE SMALLER, NOT THE SAME DEPTH OF K-12. AS YOU CSS TECHNOLOGY ADOPTION IS ALSO THE TECHNOLOGY REFRESH THE BOARD MEMBERS BEFORE 2020 THE BUDGET WAS GETTING TIGHT AGAIN ON THE BUDGET DECISION THAT WE MADE EVENTUALLY ALLOWED US TO DO SOME OTHER STUFF AND PUT TECHNOLOGY BACK IN THE ONE-TIME MONEY YEAR-TO-YEAR.
THAT WAS FOR A SHORT PERIOD OF TIME THREE OR FOUR YEARS IT WAS AN ONGOING BUDGET ITEM THAT IS SENSE COME BACK OUT.
THERE WILL BE A LITTLE LESS NEED FOR TEXTBOOK ADOPTION FUNDS BUT DEFINITELY MORE OF A NEED FOR TECHNOLOGY REFRESH.
WE TALK ABOUT COMBINING THE TWO FOR THE NEXT YEAR OR SO.
>> HERE'S THE THING FOR THE RECORD.
IN REMINDER. BECAUSE THIS BOARD HAD THE FORESIGHT TO DO A TECHNOLOGY MASTER PLAN WE WERE ABLE TO HAVE THE CHROME BOOKS AND HAVE TECHNOLOGY AND WI-FI AVAILABLE WHEN THE PANDEMIC HIT. IT IS NOT NORMAL I CAN TELL YOU UP AND DOWN THE STATE AND DOCTOR HEREDIA CAN TELL YOU WELL.
DISTRICTS DON'T DO MASTER PLANS WITH THE FORESIGHT SEEN THE NEED IN THE FUTURE OF TECHNOLOGY PUT US IN THAT SPOT.
I UNDERSTAND TAKING IT ON HAVING ONE TIME BUT IT'S SOMETHING I AM PASSIONATE ABOUT THAT WE CONTINUE TO INVEST IN.
>> I JUST WANT TO GIVE A REMINDER.
WHEN WE ADOPTED THE SCIENCE, TEXTBOOKS, AND THAT MONEY WAS FOR ALL THOSE CONSUMABLES. THERE WOULD BE MONEY DOWN THE ROAD. ONE OF THE THINGS ABOUT THE SPORT MAKE IT TO THE TEXT BOOK ADOPTION FUND HAS MONEY IN IT AND WE DIDN'T SPEND IT AND WE WILL BE PREPARED.
DO WE THINK THERE MIGHT BE A POSSIBILITY THAT WE WOULD HAVE TO DIP INTO THAT FUND FOR ANY CONSUMABLES OR ANY THE ADOPTIONS THAT WE'VE MADE. I'M JUST TRYING JUST THINK IN
TERMS OF THE AMOUNT. >> WE HAVE ONGOING TAX MONEY IN THE BUDGET EVERY YEAR OR YOU COULD PROBABLY ANSWER THAT
QUESTION. >> WE RECENTLY DIPPED IN FOR THE MATH CYCLE IN THE DIGITAL CURRICULUM, THINGS COME UP WITH AP AND OTHER THINGS, YEARLY AS PART OF A REPLACEMENT PLAN THAT WE ORDER REPLACEMENT MATERIALS AND THINGS TOO.
>> IS ON ADDRESSING AND GROWTH. >> WERE ANTICIPATING A COUPLE OTHER STUDENTS PREDICT 200 MORE CALM WE MAY DIP INTO THIS.
THIS IS A WAY TO COMMIT FUNDS TO PLAN MULTIPLE YEARS AHEAD AND TO DEAL WITH THE REALITY THAT NATOMAS IS A PLACE A STEADY AND FAST AND MAYBE DROP A LITTLE BIT AND SOME RESERVE FUNDS TO HELP US BRIDGE A BUDGET YEAR THAT MAY BE TIGHT FOR A YEAR OR TWO.
THE COMMITTED FUNDS ALLOW US TO DO ALL THOSE THINGS.
[XII.b. Discussion and Vote on Resolution No. 22-23, Authorizing Use of Remote Teleconferencing Provisions Pursuant to AB 361 and Government Code Section 54953]

THEY WERE ALL GIVEN A NEW IDENTITY.
IN A WAY OF LIVING THAT ALLOWS THE CALLS OF PROTECTORS INSTEAD OF AGAINST OPPRESSION AND NO MATTER AND THE NAMES AND ORDERS ARE SIGNIFICANT BECAUSE IT MEANS COMPASSION IT'S A BEGINNING OF CALLS WHICH MEANS COURAGEOUS AND THEN YOU GET STRENGTH AND DETERMINATION. WHEN THESE FOUR QUALITIES ARE PRESENT WHICH IS COMMONLY KNOWN TOO THE WORLD.

>> THANK YOU. >> TAKE YOU FOR LETTING ME SPEAK. I AM JASMINE AND I'M ON THE HONOR SOCIETY AND SERVICE MEMBER.
I WOULD LIKE TO SPEAK ABOUT DISCRIMINATION AT INTERCOM HIGH SCHOOL. ESPECIALLY HOW IDENTITIES UNDER REPRESENTATIVE OR LESS FREQUENTLY TALKING ABOUT DISCRIMINATED AND STUDENTS ARE NOT TAUGHT ABOUT OTHER CULTURES AND RELIGION AND MOSTLY THINGS OR NOVELS THAT ARE NOT EDUCATED ABOUT OUR LIMITED TO CERTAIN IDENTITY OR RELIGION DURING MY EXPLAINS AT A HIGH SCHOOL I WAS TAUGHT BY THE WESTERN SCHOOL BUT NOT BY ANY OTHERS. WE WANT TO ESTABLISH CHANGES THAT ENSURE EVERY STUDENT AND COMMUNITY FEELS EQUALLY REPRESENTED IN ON-CAMPUS AND NO ONE HAS TO FEAR HIS COMMENDATION WE WOULD LIKE SICK HE TO BE INCLUDED IN ALL THE INTRODUCTION OF ETHNIC STUDIES PROGRAMS IN CALIFORNIA IS A GOOD START.
IT IS STILL UP TO INDIVIDUAL TEACHERS TO DECIDE WHAT THEY WANT TO INCLUDE IN THEIR LESSONS AND CURRICULAR AND HOW WOULD THEY WOULD LIKE TO TEACH US FROM CERTAIN ETHNIC GROUPS, WE LOOK FORWARD TO WORKING WITH THE DISTRICT TO MAKE NATOMAS UNIFIED A PLACE WHERE ALL STUDENTS FEEL WELCOME AND SAFE.
>> THINK. >> I AM A MEMBER OF HONOR SOCIETY NO NET SH SM INDERKUM. I WANT TO TELL YOU WHAT IT DOES FOR STUDENTS LIKE ME. I HAVE EXPERIENCE BULLYING STARTING FROM MIDDLE SCHOOL WITH PEOPLE PULLING ON MY HAIR WHICH IS MOST SACRED TO ME. JUST BECAUSE OF MY RELIGION I HEARD RACIST COMMENTS AS I WALKED BY.
DISCRIMINATION AND OPPRESSION HAVE BEEN A SIGNIFICANT PART OF OUR HISTORY. WITH THE GENOCIDE AGAINST SICK STARTING 38 YEARS AGO CONTINUING TO THIS DAY IN INDIA THE COUNTRY TO BE THE BIGGEST DEMOCRACY OF THE WORLD.
THIS IS JUST THE TIP OF THE ICEBERG.
I WOULD LIKE TO FOCUS ON HOW I FEEL TODAY WITH SH SS.
I APPRECIATE THE BOARD RECOGNIZING SICK HERITAGE WEEK LAST YEAR. WITH PROGRAMS WE'RE ABLE TO STRENGTHEN ON CAMPUS WHEN I SEE PROGRAMS AND TABLING AT LUNCH LETTING OUR STUDENT BODY KNOW ABOUT HER BACKGROUND, BRINGS ME GREAT JOY. I AM ABLE TO WALK WITH MY HEAD UP HIGH. I SEE THE CONFIDENCE BUILDING WITHIN OUR STUDENT BODY ESPECIALLY THOSE THAT ARE NEW TOO THE COUNTRY. WITH ALL OF THIS BEING SAID AND A LOT OF THE GREAT PROGRAMS PUT ON BY OUR CLUB THERE IS STILL WORK THAT NEEDS TO BE DONE. THE SIKH COMMUNITY AT INDERKUM HIGH SCHOOL IS VERY LARGE AND EVERYDAY I SEE MANY OF HER PEERS WITH THE TURBINES WITH PRIDE. NOT EVEN A MENTION OF HER HISTORY THAT IS MADE IN OUR CLASSROOMS. WE NEED TO MAKE SURE WE ESTABLISH FOUNDATIONS THAT ARE STUDENTS AT INDERKUM IN THE NATOMAS CERTIFIED SCHOOL DISTRICT OR HAVE TO FACE OR HEAR THE SAME THINGS THAT WE HAVE TO TODAY. THANK YOU.
>> GOOD EVENING, EVERYONE I AM A MEMBER OF SIKH SERVICE SOCIETY.
I WOULD LIKE TO TALK A BIT ABOUT THE HISTORY OF SIKH IN CALIFORNIA. THE FIRST SIKH LANDED ON THE SHORES OF SAN FRANCISCO IN THE LATE 1800S.
IN THE UNITED STATES WAS BUILT IN THE EARLY 1900S AND STOCKTON CALIFORNIA. TODAY WE HAVE THEM ALL OVER CALIFORNIA AND ALL OF THE UNITED STATES.
YOU CAN FIND THEM IN MOST COUNTRIES AROUND THE WORLD.
OUR PEOPLE HAVE FACED A LOT OF DISCRIMINATION WHEN THEY FIRST GOT HERE THEY COULD NOT GET GOOD JOBS AND THEY COULD NOT OWN THAT AND THEY COULD NOT BECOME CITIZENS OF THIS LAND.
[00:55:02]
ALTHOUGH TIMES HAVE CHANGED AS A WHOLE WE STILL SEE FORMS OF DISCRIMINATION TO THIS DAY. THE FIRST EVER AMERICAN CONGRESSMAN WAS A SIKH. HE WAS ELECTED IN THE CONGRESS IN 1957 IN THE DISTRICT OF CALIFORNIA.TODAY CALIFORNIA HAS A LOGISTIC POPULATION IN THE UNITED STATES.
OUR PEOPLE WORK HARD EVERY DAY AS FARMERS, FACTORY WORKERS, TEACHERS, HEALTH PROFESSIONALS, BUSINESS PROFESSIONALS AND WERE EVEN REPRESENTED THE SCHOOL BOARD MEMBERS.
EVEN WITH ALL THE GREAT ACHIEVEMENTS COMMUNITY FACES STRUGGLES, ESPECIALLY IN THE SPPANDEMIC.
HOWEVER, WE ARE STILL STANDING ON OUR FEET TILL THIS DAY AND WE WILL CONTINUE TO STAND AND BUILD UPON THE FOUNDATIONS WITH THOSE WHO CAME BEFORE US. THANK YOU.
>> THANK YOU. >> MS. THURMAN I WANTED TO GIVE YOU THE OPPORTUNITY TO GET PUBLIC, ON THE VARIOUS PART OF
THE PUBLIC, CAR. >> THIS MAY TRACK WITH THE BUDGET ISSUE. I HAVE HEARD ANY DISCUSSIONS ABOUT THE 31 BILLION-DOLLAR INITIATIVE THAT HAS BEEN PUT FORTH BY A GOVERNOR THAT MIGHT BE AN EXCELLENT SOURCE OF FUNDING TO BRING A HOLISTIC APPROACH TO OUR TITLE I SCHOOLS THAT ARE IN DIRE NEED OF MORE SUPPORT.
I WOULD ASK OUR BOARD TO ASK THE DISTRICT TO LOOK INTO THAT SOURCE OF FUNDING. WE WOULD NOT WANT THIS OPPORTUNITY TO PASS AND NOT HAVE IT BE UTILIZED HERE IN HER DISTRICT.
