[XIV.a. Board Report, Context Slides and New Course Approval for Introduction to Ethnic Studies]
>> ALL RIGHT. ACTION ITEM A BOARD REPORT AND SLIDES FOR NEW COURSE APPROVAL AND INTRODUCTION TO ETHNIC STUDIES. IT WAS POSTED ON FRIDAY, MARCH 18 AND STAFF WILL GIVE A PRESENTATION TO PROVIDE MORE CONTEXT. WELCOME.
>> GOOD EVENING, TRUSTEES. THANK YOU FOR BEING WITH US TONIGHT AS WE GET TO TALK ABOUT OUR NEW COURSE APPROVAL AS WE HAVE BEFORE YOU THIS EVENING INTRODUCTION TO ETHNIC STUDIES.
I'M GOING TO HAND OVER THE CONTEXT SLIDES TO (NAME), WHO IS LED THIS WORK WITH THE TEAM AND OUR STAFF.
>> THANK YOU, IT'S A PLEASURE TO BE HERE TONIGHT TRUSTEES AND SUPERINTENDENT. I WOULD LIKE TO TAKE A MINUTE TO INTRODUCE TWO VERY IMPORTANT MEMBERS OF THIS TEAM THIS EVENING. I WOULD LIKE TO INTRODUCE MS. LISA ANN AND MR. (NAME) (INAUDIBLE).
THEY HAVE BEEN INTEGRAL. BUT MAC IN YOUR BOARD REPORT THAT TALKS ABOUT THE CONTEXT OF THIS REPORT.
WHAT'S IMPORTANT IS TO SITUATE THIS WORK INSIDE OUR (INDISCERNIBLE) (INAUDIBLE). WHICHEVER TRUSTEES APPROVED.
IT MEANS THAT WE ARE HERE TODAY TO HAVE INTRODUCTION TO ETHNIC STUDIES APPROVED (INDISCERNIBLE) (INAUDIBLE).
THIS IS A REALLY IMPORTANT PLACE FOR US TO PAUSE.
BECAUSE THIS INTRODUCTION TO ETHNIC STUDIES IS A PILOT COURSE. WE'LL TALK A LITTLE BIT ABOUT HOW MUCH TIME WE HAVE IN THE NEXT SLIDE.
I WANT TO TALK A MOMENT ABOUT (INDISCERNIBLE) COMMITMENT (INDISCERNIBLE). THE CYCLE IS SOMETHING THAT YOU SEE FREQUENTLY. BUT IT'S IMPORTANT PARTICULARLY IN A COURSE LIKE THIS THAT OUR COMMUNITY IS SO DESERVING OF.
THAT WE GIVE TIME AND ONGOING REVISION AND REFINEMENT TO MAKE THIS COURSE PERTAINED TO OUR LOCAL COMMUNITY CONTEXT AND TO MEET THE NEEDS OF OUR DIVERSE STUDENTS.
SO THEY REALLY SEE THEMSELVES IN THEIR LEARNING.
IN ADDITION, HAVING A PILOT WILL ALLOW US TO BE RESPONSIVE.
FOR EXAMPLE, AB 1554 IS COMING FOR A VOTE.
THAT WILL MEAN IS OUR NATIVE AMERICAN STUDIES, PORTION OF ETHNIC STUDIES, WILL NEED TO BE SPECIFICALLY COLLABORATED ON BY LOCAL NATIVE AMERICAN SOVEREIGN NATIONS.
SO IT'S REALLY IMPORTANTTHAT THE CCL I PLAN IS (INAUDIBLE) .
SO THIS SLIDE IS REALLY HELPFUL.
BECAUSE WHAT IT HIGHLIGHTS IS THAT ALTHOUGH THIS IS A GRADUATION REQUIREMENT, AND ALTHOUGH THIS IS AN OFFERING REQUIREMENT, -- -- (INDISCERNIBLE).
WHAT IT DOES THIS BY OFFERING THIS AS AN ELECTIVE IN 22-23, IT GIVES US THREE YEARS BEFORE THE REQUIREMENT IN SEVEN YEARS BEFORE GRADUATION REQUIREMENT TO MAKE SURE THIS COURSE IS
[00:10:07]
RESPONSIVE TO THE NEEDS OF OUR LOCAL COMMUNITY.AND THAT'S REALLY IMPORTANT (INAUDIBLE).
WHAT YOU SEE IN THIS TIMELINE IS THROUGH 23 TO 25, 26? THAT SLIDE APPEARS AGAIN. BECAUSE OUR TEAM IS COMMITTED TO ONGOING COMMUNITY FEEDBACK, ONGOING STUDENT FEEDBACK, AND ONGOING FACULTY FEEDBACK. THAT'S CRITICAL IN THIS COURSE.
ON THE RIGHT WE SEE THERE IS REALLY THE TIMELINE.
WE THOUGHT IT WAS IMPORTANT TO PUT THIS TIMELINE IN, BECAUSE THE LANGUAGE FROM THE STATE -- FROM THE GOVERNOR IS A LITTLE CONFUSING. THE SENIOR CLASS OF 2030 WILL HAVE THIS COURSE AS A GRADUATION REQUIREMENT.
SO EVEN THOUGH DISTRICTS ARE REQUIRED TO OFFER THIS COURSE AND 25 AND 26, IT'S THE FRESHMAN CLASS OF 26 AND 27 (INDISCERNIBLE) TO BE PART OF THE FOUR-YEAR PLAN.
THE OUTLINE OF THE NUSD COURSE -- THIS IS COVERED IN GREAT DETAIL IN THE BOARD REPORT. IT REALLY FOLLOWS VERY CLOSELY THE STATE BOARD OF EDUCATION MODEL CURRICULUM.
THAT WAS PUBLISHED TO US IN APRIL 2021.
THE MODEL CURRICULUM ALSO GAVE US EXEMPLARS, APPROVED COURSES.
WHAT YOU WILL SEE IS THE OUTLINE OF THE NUSD COURSE.
IT'S A PILOT COURSE. RIGHT NOW IT'S AVAILABLE FOR ALL NINTH THROUGH 12TH GRADERS TO TAKE.
THERE ARE NO PREREQUISITES REQUIRED.
THAT WAS REALLY IMPORTANT THAT WE DIDN'T REQUIRE IT TO BE A SENIOR ONLY COURSE WOULD NOT HAVE A PARTICULAR SET OF ENGLISH CLASSES TO TAKE. IT'S A STANDALONE CLASS.
HAT'S PART OF THE REASON WHY WE ARE PILOTING IT AS (INAUDIBLE). AND THEN, THE YEAR-LONG LENGTH IS REALLY IMPORTANT FOR US AS A PILOT.
BECAUSE IT ALLOWS OUR TEAM TIME TO TEACH THROUGH ALL THE MODEL CURRICULUM AND GET FEEDBACK ON IT FROM FAMILIES, FROM THE COMMUNITY, AND FROM STUDENTS. SO THAT WE KNOW WHEN WE LAND ON OUR COURSE THAT WE WOULD HAVE LANDED ON THE BEST (INDISCERNIBLE). THE COURSE, LIKE I MENTIONED IS BUILT ON THE STATES MODEL CURRICULUM.
WE HAVE SOME MODIFICATIONS (INAUDIBLE) BASED ON THE FEEDBACK (INDISCERNIBLE) STAFF, COMMUNITY AND STUDENTS.
THE CURRICULUM AND RESOURCES -- WE ARE USING THE STATE MODEL RESOURCES FROM A VERY DIVERSE TEAM ACROSS THE STATE OF CALIFORNIA TO PUT THAT CURRICULUM TOGETHER.
WITH THAT INPUT, THE READER WILL BE MADE AVAILABLE SO THE COMMUNITY CAN HAVE OPPORTUNITIES TO VIEW THAT READER BEFORE WE USE IT IN CLASS IN THE FALL.
FINALLY, WE WILL BE APPLYING FOR UC/CSU CREDIT UNDER COURSE G ELECTIVE. THE FOLLOWING UNDER THE STATE APPROVED (INAUDIBLE) IS IMPORTANT FOR US.
IT GIVES US A MUCH BETTER CHANCE (INDISCERNIBLE).
WHAT YOU SEE IS OVERVIEW OF OUR FOUR UNITS THAT WE WILL BE PILOTING THIS YEAR. AND, AS WE TALKED ABOUT WITH HOW THE COURSE WAS DEVELOPED. THIS COURSE WAS REALLY DEVELOPED IN A CYCLE, OR IF YOU WILL, A (INDISCERNIBLE) FASHION. WE STARTED BY BENCHMARKING DISTRICTS WHO OFFER (INDISCERNIBLE).
WE USE THE STATE BOARD OF EDUCATION MODEL CURRICULUM AND WE USED FEEDBACK FROM OUR PARTNERS (INDISCERNIBLE).
SO YOU CAN SEE HERE THAT WE STARTED WITH THE MODEL CURRICULUM (INAUDIBLE). FOR EXAMPLE, FACING HISTORY AND OURSELVES, AS WELL AS OUR PARTNERS.
SO THOSE ARE ALL REALLY IMPORTANT PLACES THAT WE STARTED. WE HAVE HAD CONVERSATIONS WITH OUR LABOR LEADERS TO GET THEIR INPUT AS WELL AS STAFF, FAMILIES AND STUDENTS. WHICH MEANS IN THE END, (INDISCERNIBLE) LANDING HERE THIS EVENING.
WHAT YOU WILL SEE IN THE LOWER PORTION OF THE SLIDE IS JUST THE INITIAL SURVEY RESULTS SUMMARY.
THERE WERE MULTIPLE SURVEYS, MULTIPLE STAKEHOLDER MEETINGS WHICH I KNOW YOU HAVE ALL OF THAT DATA IN YOUR BOARD REPORT.
[00:15:01]
(INDISCERNIBLE). AND I WANT TO MENTION JUST HOW WE BENCHMARKED (INDISCERNIBLE). IT'S REALLY CRITICAL WHEN YOU ARE DEVELOPING COURSE MATERIALS THAT YOU START WITH STATE BOARD APPROVED MATERIALS (INDISCERNIBLE).IN THE BENCHMARKING, THEY CALLED OUT, IN CHAPTER 6 OF THE MODEL CURRICULUM, FIVE VERY SPECIFIC DISTRICTS TO MODEL COURSES AFTER THAT WERE INTRODUCTORY TO ETHNIC STUDIES COURSES. THE OTHER COURSE MODELS -- AFRICAN-AMERICAN LITERATURE, CHICANO ART, AFRICAN-AMERICAN MUSIC STUDIES (INDISCERNIBLE). SO WE KNEW WE NEEDED TO START WITH AN INTRODUCTORY COURSE. WE DID A COURSE REVIEW BY TALKING WITH OTHER DISTRICTS -- UNIVERSITY PROVIDERS AND ORGANIZATIONS. THE MATERIAL REVIEW WAS REALLY EXPENSIVE. AND I THINK WHAT OUR FAMILIES AND FACULTY AND STUDENTS WILL FIND IS THAT THE MATERIALS THAT WE ARE USING FOR THE PILOT ARE LARGELY INFORMATIONAL.
THAT'S GONNA BE REALLY CRITICAL TO SUPPORT OUR DISTRICT LITERACY PLAN. SO (INDISCERNIBLE) READING AND WRITING IS GOING TO BE A VERY IMPORTANT PIECE OF THIS COURSE ALONG WITH RESEARCH METHODS. FINALLY, WE HAVE REACHED OUT AND CONTINUE TO PARTNER WITH OUR PARTNERS -- BOTH THE EDUCATION DEPARTMENT AND (INAUDIBLE) AS WELL AS UC DAVIS. THAT'S PART OF OUR BENCHMARKING. WE ARE ALSO REALLY COMMITTED TO ONGOING BENCHMARKING (INAUDIBLE).
I SPOKE BRIEFLY ABOUT THE MATERIAL SELECTIONS AND (INDISCERNIBLE). AS YOU KNOW, MATERIAL SELECTIONS ARE REALLY COMPLEX AND COMPREHENSIVE PROCESS.
BUT WE ALWAYS LOOK FOR IS WHAT ARE THE STATE BOARD OF EDUCATION RECOMMENDATIONS OR ADOPTIONS? WE ALWAYS START THERE. IN THIS PILOT, WHAT WE KNOW IS THAT USING THE STATE BOARD OF EDUCATION'S CURRICULUM IN THE PILOT IS GOING TO ALLOW US TO TEACH THE COURSE WHILE REMAINING RESPONSIVE TO STUDENT NEEDS IN THE LOCAL CONTEXT.
AND THEN, CHANGE, POTENTIALLY OUR RESOURCES BASED ON THAT FEEDBACK . I THINK SOMETHING THAT IS REALLY IMPORTANT IN OUR BENCHMARKING, TOO, IS THE TEXT THAT MOST DISTRICTS ARE USING -- ONE WAS OFFERED IN 2008, AND IT WAS HIGHLY NARRATIVE. WE KNOW WE ARE COMMITTED TO INFORMATIONAL READING AND WRITING.
IN THE OTHER TEXT, OUR FACULTY DEVELOPMENT TEAM HAS A RELATIONSHIP WITH THIS PROFESSOR AND HE IS ISSUING A NEW TEXT. SO THAT WILL BE INITIATEDWITH A NEW STUDENT COMPANION (INDISCERNIBLE) .
FINALLY, THE NEXT STEPS THAT ARE REALLY IMPORTANT.
THE NEXT STEPS ARE OUR COUNSELORS AND OUR SITE ADMIN TEAM MONITORING REGISTRATION FOR ENROLLMENT.
WE THINK NEXT YEAR AND THE PILOT COURSE IT MAY JUST BE ONE OR TWO SESSIONS AT NINE THROUGH 12 SITES.
PROBABLY NOT THE FULL-TIME. THE DATA THAT WE'VE TALKED ABOUT (INDISCERNIBLE) WOULD BE STUDENT INTERVIEWS AND INPUT ON EACH UNIT AS WE GO, AS WELL AS THE COURSE.
SO ANONYMOUS COURSE REVIEW.E ALSO WANT ONGOING FAMILY INPUT STAFF INPUT, AND DESPITE OUR VERY HARD-WORKING TEACHERS SITTING BEHIND ME, I HAVE ALSO (INDISCERNIBLE) TO A CURRICULUM TEAM (INAUDIBLE). AND WHILE I DON'T WANT TO GUARANTEE IN OUR FIRST PILOT ITERATION THAT WE ARE GOING TO SEE THAT THE ENROLLMENT IN ETHNIC STUDIES, ALTHOUGH THE RESEARCH DOES SUPPORT THAT STUDENTS ENROLLED IN ETHNIC STUDIES HAVE HIGHER ATTENDANCE -- (INAUDIBLE).
AND THEN, REALLY, I THINK MAYBE MOST IMPORTANTLY IS UPDATES TO TRUSTEES OVER THE NEXT FEW YEARS.
SO THAT WE HAVE MORE COMMUNICATIONS COMING REGULAR Y. SOMETHING WE USUALLY DO IN THE FALL, FOR EXAMPLE, IS (INAUDIBLE).
WE MAY NOT HAVE (INAUDIBLE) INDICATIVE OF THE PROGRESS OF THIS COURSE.UT WE WILL HAVE A STUDENT AND FAMILY INPUT ON THE RESOURCES. ON THE FIRST UNITS IN PIECES LIKE THAT. WE WILL BRING THOSE PIECES BACK ALONG WITH THE POTENTIAL RECOMMENDATIONS ON HOW WE ARE GOING TO REVISE THE COURSE (INAUDIBLE).
[00:20:07]
SO TONIGHT, WE ARE REQUESTING THAT TRUSTEES APPROVE THE NEW INTRODUCTION TO ETHNIC STUDIES COURSE SO THAT WE MAY PILOT ITTRUSTEES, IF YOU DON'T MIND I HAVE SOME PUBLIC COMMENTS TO TAKE FIRST IF WE ARE IN AGREEMENT? RIGHT. FIRST UP ON PUBLIC COMMENT FOR
THIS ITEM, WE HAVE MARK (NAME). >> TIMED THIS TIME! I'M NOT USED TO THE TIMER! (LAUGHING).
GOOD EVENING, SUPERINTENDENT EVANS AND TRUSTEES.
I'M HERE TONIGHT, MY CAPACITY, JUST AS A TEACHER.
I WANT TO THANK MY COLLEAGUES FOR THE AMOUNT OF WORK THEY'VE PUT INTO THIS. IT'S INCREDIBLE TO SEE THIS FINALLY COMING TO OUR CLASSROOMS. WE BEEN TALKING ABOUT IT FOR YEARS AND YEARS.
SO I JUST WANTED TO GIVE A SHOUT OUT TO THEM.
AND TO ALL OF YOU. I KNOW IT'S A CALIFORNIA STATE REQUIREMENT THAT WE IMPLEMENT THIS.
I ALSO WANT TO ASK FOR YOUR SUPPORT FOR THESE TEACHERS WORKING TO BE TEACHING IT AND ALL OF US WERE GOING TO BE BRING IT INTO OUR CAMPUSES. THAT IT SUPPORTED AND ALL OF YOU KNOW IT'S SOMETHING WE ARE REALLY EXCITED ABOUT.
ON A PARENTAL NOTE, MY KID IN A DIFFERENT DISTRICT AS 1/9 GRADER WHO TOOK ETHNIC STUDIES THIS YEAR.
I HAVE NEVER SEEN MY OWN CHILD SO EXCITED ABOUT SCHOOL STEP AND IN A CLASS THAT THEY FINALLY FELT WAS DIRECTED TOWARDS THEIR EXPERIENCE AND THEIR PLACE IN THE WORLD.
SOME JUST REALLY, REALLY HAPPY TO BRING (INDISCERNIBLE).
THANK YOU. HAVE A GOOD NIGHT.> THANK YOU. ALL RIGHT, NEXT UP I HAVE TAYLOR (NAME). HIS TAYLOR (NAME) AVAILABLE? OKAY. FORGIVE ME IF I'M BUTCHERING THIS -- IS IT LISA (NAME)? I'M SORRY!
>> HI. THANK YOU FOR TAKING THE TIME (INDISCERNIBLE). (INDISCERNIBLE) PILOT HAS BEEN LONG OVERDUE. EVERYONE IS EXCITED.
I REALLY WANT TO START BY QUOTING THE ETHNIC STUDIES MODEL FOR CURRICULUM OUTCOMES. ETHNIC STUDIES DIDN'T JUST ARISE OUT OF A VACUUM. (INDISCERNIBLE) WITH THE INTENT GIVEN VOICES TO STORIES LONG SILENCE, AS WELL AS STORIES WHO BECAME A PART OF OUR NATION IN DIFFERENT WAYS.
ETHNIC STUDIES SHOULD ADDRESS THESE EXPERIENCES INCLUDING SYSTEMATIC RACISM, WITH BOTH STOMACH BOTH HONESTY AND NUANCE DRAWN FROM BOTH PERSPECTIVES. THE MOVEMENT AROSE BECAUSE OF HISTORICAL EXCLUSION (INDISCERNIBLE) GREATER INCLUSION, IN FACT. SO IT'S NOT DIVISIVE.
FURTHER SELF UNDERSTANDING IS WHAT STUDENTS WILL GAIN.
THEY WILL GAIN A DEEPER UNDERSTANDING OF THEIR OWN IDENTITIES, ANCESTRAL KNOWLEDGE OF SELF.
LITERACY INVOLVED. DEVELOPING A PEDAGOGY IN CLASSROOM THAT REALLY SEES THE HUMANITY AND VALUE IN EACH INDIVIDUAL STUDENT. IT RECOGNIZES THAT EACH STUDENT HAS THEIR OWN WEALTH OF EXPERIENCES AND KNOWLEDGE THAT WILL SHAPE THEIR WORLDVIEWS AND VALUES.
IT ALSO ENCOURAGES STUDENTS TO ENGAGE EACH OTHER WITH RESPECT, TRUST, LOVE, ACCOUNTABILITY. AND IT'S OUR JOB TO BUILD THAT TRUST WITH EACH OTHER. IT'S IMPORTANT TO CREATE AN ENVIRONMENT CONDUCIVE TO INQUIRY OR INTERRELATIONSHIPS BETWEEN (INDISCERNIBLE), WHAT CONDITIONS THEY LIVE IN, AND WHAT KIND OF KNOWLEDGE STEMS FROM THOSE EXPERIENCES.
THAT SHOULD BECOME THE PLATFORM FOR BEING AN ACTIVE MEMBER IN OUR LOCAL AND GLOBAL COMMUNITY IN WHICH WE RESIDE.
BREAKING DOWN THE WALLS WITHIN ONE SELF, A PROCESS OF LE).
CREATING A SAFE ENVIRONMENT AND PLATFORM FOR STUDENTS TO ENGAGE WITH THEIR OWN VALUES AS WELL AS OTHERS.
IN ENGAGING WITH THE COMMUNITY AND OUTSIDE SOURCES.
I BELIEVE WE WILL BE MOTIVATED TO DEVELOP THE SKILLS TO MAKE US INDEPENDENT THINKERS AND LIFELONG LEARNERS.
[APPLAUSE] ALL RIGHT, NEXT I HAVE HERMAN
THANK YOU ALL FOR BEING HERE TONIGHT.
YEAH, MY NAME IS HERMAN RIOS. I'M AN EDUCATOR STEP IN HERE TO
[00:25:21]
VOICE SUPPORT FOR ETHNIC STUDIES.FOR THE PAST FIVE YEARS I HAVE BEEN THE LEAD LEARNER AND LEAD FACILITATOR TO MIDDLE SCHOOL AND HIGH SCHOOLS YOUNG PEOPLE OF SOUTH NATOMAS. IN RESPONDING TO THE LEARNING NEEDS OF OUR YOUNG PEOPLE. SPECIFICALLY DURING THESE LAST FEW YEARS WHICH HAVE BEEN THE MOST CHANGELING YEARS I'VE EVER DONE IN MY EIGHT YEARS OF TEACHING.
(INDISCERNIBLE) SUCH AS EQUALITY AND JUSTICE HAS ALLOWED STUDENTS TO USE CRITICAL THINKING AND HAS PROMOTED AN UNDERSTANDING OF HOW DIFFERENT GROUPS HAVE STRUGGLED AND WORKED TOGETHER. IN DOING SO, THESE LAST FEW YEARS, I HAVE FOUND THESE TOPICS HAVE THE POWER TO CREATING LIBERATING AND TRANSFORMING EXPERIENCES THAT ENCOURAGE STUDENTS TO SHOW UP FOR EACH OTHER AND THEIR COMMUNITIES. THE SENSE OF COMMUNITY AMONG MY CLASS IS SPECIAL AND I'D LIKE TO THANK THEM FOR CHALLENGING ME AND ALLOWING ME TO SEE THEIR HUMANITY THROUGH THE EXPLORATION OF COUNTER NARRATIVES.
I'M EXCITED FOR THE STUDENTS HAVE THE OPPORTUNITY TO EXPLORE THEIR HISTORY AND (INDISCERNIBLE).
MORE IMPORTANTLY I'M EXCITED TO BUILD MY TIME ON THE DISTRICT TO CONTINUE TO PROVIDE STUDENTS WITH AN INTELLECTUALLY STIMULATING LEARNING ENVIRONMENT THAT FOSTERS HEALTHY RELATIONSHIPS. OUR HOPE IN NATOMAS IS THAT THIS NEW COURSE STUDY WILL FACILITATE A PROCESS OF BRINGING INTO FOCUS (INDISCERNIBLE) (INAUDIBLE).
WE CANNOT BEGIN TO IMAGINE NEW WAYS OF DOING SCHOOL AND LEARNING. WHEN STUDENTS ARE EMPOWERED WITH THE KNOWLEDGE OF SELF AND UNDERSTANDING, WE ALL WIN.
ETHNIC STUDIES IS NATOMAS. I LOOK FORWARD TO WORKING WITH OUR COMMITTEES, OUR FAMILIES, AND MOST IMPORTANTLY OUR YOUNG PEOPLE. (INDISCERNIBLE) SO I THINK YOU ALL FOR BEING HERE. AND LOOKING FORWARD TO WORKING WITH YOU ALL IN THE FUTURE. THANK YOU.
[APPLAUSE] NEXT UP, I HAVE MR. RAY WALKER.
>> GOOD EVENING, FOLKS. >> GOOD TO SEE YOU RAY!
>> GOOD TO SEE YOU. I WANT TO THANK THE BOARD THIS EVENING. ETHNIC STUDIES --
THANK YOU. >> ETHNIC STUDIES HAS BEEN A BABY OF YOURS FOR SOME TIME. WE TALKED ABOUT THE FACT THAT YOU WANT TO BRING IT ON BOARD HERE IN NATOMAS.
IT'S NEAR AND DEAR TO YOUR HEART.
SO THIS EVENING IS QUITE AN ACCOMPLISHMENT FOR OUR DISTRICT. JAG BAINS, I KNOW THIS IS IMPORTANT TO YOU. AND I WANT TO THANK YOU VERY MUCH FOR SUPPORTING BOTH HERMAN AND LISA AS THEY WORK THROUGH THIS PROCESS. AND THE OTHER PEOPLE WHO HAVE PARTICIPATED IN MAKING SURE WE HAVE MOVED FORWARD ON THIS.
MICAH, I KNOW THAT YOU SUPPORT THIS.
AGAIN, THANK YOU FOR YOUR LEADERSHIP.
SUPERINTENDENT EVANS -- SO THIS IS SOMETHING IMPORTANT TO YOUR LEGACY AND I VERY MUCH APPRECIATE THE FACT THAT YOU HAVE SPEARHEADED MOVING THIS FORWARD IN SUCH A WAY THAT WE ARE ABLE TO CELEBRATE THIS EVENING.
MS. ERICKA HARDEN, TRUSTEE, SO GLAD YOU ARE ON THE BOARD.
SO YOU CAN ALSO PARTICIPATE IN THE PROCESS THAT YOU CAME TO THE BOARD TO MAKE HAPPEN. SO HERE IT IS, COMING ABOUT THROUGH YOUR EFFORTS AND THE EFFORTS OF THE BOARD.
AND I WANT TO THANK EVERYONE FOR MAKING THIS HAPPEN.
A REALLY SHORT COMMENT -- THAT IS AT THIS TIME IN AMERICAN HISTORY, WE NEED THIS KIND OF A PROCESS FOR EDUCATION NOW MORE THAN EVER. TODAY, FORINSTANCE, WE WATCHED OUR FIRST AFRICAN-AMERICAN FEMALE SUPREME COURT NOMINEE GO THROUGH A HARROWING EXPERIENCE OF BEING EXPOSED TO IGNORANCE .
WE HAVE BOOKS PARADED THAT TALK ABOUT DIVERSITY FACET ETHNIC STUDIES TRY TO BRING US TOGETHER WITH A FULLER UNDERSTANDING. IN THOSE BOOKS ARE PUT UP AND BE RATED. IT IS POSSIBLE THAT SOMETIME DURING OUR PROCESS, WE WILL ALSO HAVE THOSE WHO COME IN AND TELL US THAT OUR PROCESS IS COUNTERPRODUCTIVE TO MOVING US
[00:30:02]
TOGETHER AS A PEOPLE. BUT HERE WE ARE STANDING STRONG, MAKING THIS HAPPEN. MAKING, HOPEFULLY, A MODEL PROGRAM. THERE ARE FIVE DISTRICTS THAT WE WANT YOU TO EMULATE -- THAT ONE OF THOSE DISTRICTS IS NATOMAS HE AND OF. SO AGAIN, I WANT TO THANK YOU VERY MUCH FOR YOUR EFFORTS. I LOOK FORWARD TO THIS MOVING[APPLAUSE] NEXT UP, IT LOOKS LIKE MS.
ROSALIND BEALE. >> THANK YOU VERY MUCH.
I'M A PARENT AND ALSO LONGTIME RESIDENT OF NATOMAS, HERE IN THE SCHOOL DISTRICT. I'M HERE TO SPEAK IN FAVOR OF ETHNIC STUDIES. I'M SO GLAD THAT THIS IS COMING. AND THAT THIS IS AN OPPORTUNITY MADE AVAILABLE TO ALL OF OUR STUDENTS.
WE HAVE A DIVERSE COMMUNITY AND I WOULD LIKE FOR THEM TO HAVE THIS OPPORTUNITY THAT REFLECTS OUR COMMUNITY.
I ALSO THINK IT'S GREAT THAT HAS A SUBJECT THAT ALLOWS STUDENTS TO EXPLORE AREAS OF INTERNET SEXUALITY WITH OTHER GROUP SO THEY CAN RELATE TO EACH OTHER BETTER.
SO I FULLY SUPPORT THIS. I'M VERY EXCITED ABOUT IT.
I HAVE ONE ASKED THOUGH. BECAUSE THIS IS AT THE HIGH SCHOOL LEVEL. AS A PARENT OF A SOON-TO-BE MIDDLE SCHOOL STUDENT, I ABSOLUTELY THINK THAT SHE WOULD BE VERY ENGAGED BY THIS TOPIC. I THINK SHE HAS A LOT OF EXPERIENCE -- EXPERIENCES THAT SHE COULD BRING TO THE TABLE.
IF YOU LOOK AT GROUPS LIKE BLACK MINDS MATTER, WHICH DOES A LOT OF RESEARCH ON BLACK STUDENTS OUT OF SAN DIEGO.
THEY KNOW THAT SOME STUDENTS HAVE EXPERIENCE OF RACISM BYAGE 5 . SO I THINK HAVING THEM LEARN POSITIVE EXAMPLES WOULD BE VERY EMPOWERING AND ENGAGING FOR THEM. SO THE ONE ASKED I WOULD HAVE OF THE BOARD IS THIS IS GREAT; LET'S GO FOR THIS.
BUT IN THE FUTURE, IF THERE IS AN OPPORTUNITY TO HAVE AN ELECTIVE FOR MIDDLE SCHOOL STUDENTS, THAT WOULD BE FANTASTIC. BECAUSE THAT'S WAY IN THE FUTURE FOR THOSE STUDENTS. SO THANK YOU.> THANK YOU.
[APPLAUSE] NEXT UP, I HAVE LAYLA (NAME).
>> HI, GOOD EVENING. MY NAME IS LAYLA (NAME) AND I'M A JUNIOR AT (INDISCERNIBLE). IT IS IMPORTANT THAT WE INCORPORATE ETHNIC STUDIES INTO OUR CURRICULUM TO FURTHER THE KNOWLEDGE AND HISTORY THAT WE HAVE ON CAMPUS.
REPRESENTATION IS ONE OF THE MOST VALUABLE THINGS WE CAN HAVE IN LIFE, ESPECIALLY IN SCHOOL.
AS IT ALLOWS CONNECTION AND RELATE ABILITY TO THRIVE.
THIS COURSE ALLOWS STUDENTS TO SEE THEMSELVES IN THEIR LEARNING AND FEEL A STRONG SENSE OF REPRESENTATION AND COMMUNITY. ETHNIC STUDIES WILL ENCOURAGE EMPATHY, CRITICAL THINKING AND WILL INCREASE UNDERSTANDING THAT STUDENTS AND WE AS A COMMUNITY HAVE FOR EACH OTHER.
ETHNIC STUDIES EXPLORES PARALLEL EXPERIENCES (INDISCERNIBLE). IT RAISES ALL VOICES AND SILENCES NO VOICES. IT WILL BUILD FOUNDATIONS FOR STUDENTS SUCCESS, ACADEMICALLY AND PERSONALLY.
IN ETHNIC STUDIES COURSE WILL ENCOURAGE CONNECTEDNESS BETWEEN STUDENTS ABOUT THEIR LEARNING. WHEN STUDENTS ARE ENGAGED, THEY ARE MORE LIKELY TO COME TO SCHOOL AND BECOME EAGER TO LEARN. RESEARCH SHOWS THAT STUDENTS WHO TAKE ETHNIC STUDIES (INDISCERNIBLE) AND HIGHER GRADES. ALL STUDENTS OF DIFFERENT ETHNIC BACKGROUNDS WILL BE REPRESENTED.
THIS ABILITY WILL ALLOW STUDENTS TO SEE THEIR OWN IDENTITY (INDISCERNIBLE) BECAUSE VISIBILITY MATTERS.
STUDENTS WILL GET A BETTER UNDERSTANDING OF WHO THEY ARE AS AN INDIVIDUAL AND WILL LEARN TO UNDERSTAND WHO OTHERS ARE IN THEIR COMMUNITY. ETHNIC STUDIES RAISE THE EXPERIENCE OF MARGINALIZED GROUPS (INAUDIBLE).
EMPOWERMENT THAT WORKS AFFIRMATIVELY.
THANK YOU FOR YOUR TIME AND I HOPE YOU APPROVE
(INDISCERNIBLE) (INAUDIBLE). >> THANK YOU.
IN THE LAST PUBLIC COMMENT I HAVE IS FROM ELMA LOPEZ.
GOOD EVENING. I'M THE DIRECTOR OF (INDISCERNIBLE). THE PRESENCE IN NATOMAS HIGH SCHOOL. WE ARE IN FULL SUPPORT OF PILOTING ETHNIC STUDIES AS A PILOT IN THE 2022-2023 SCHOOL YEAR. (INDISCERNIBLE) FEEDBACK FROM STAKEHOLDERS SO THE COURSE CONTENT AND MATERIALS CAN BE
[00:35:03]
ADJUSTED TO MEET THE NEEDS OF THE LOCAL COMMUNITY.WE MUST NEVER FORGET THE MASSACRE THAT OCCURRED AT THE WALMART (INDISCERNIBLE). FROM NEW ZEALAND TO PITTSBURGH TO A SYNAGOGUE IN (INDISCERNIBLE) CALIFORNIA.
WE SHALL DO EVERYTHING IN OUR POWER TO PREVENT SUCH MASSACRES FROM EVER OCCURRING AGAIN. ETHNIC STUDIES IS THE SOLUTION TO THIS. FURTHERMORE, ETHNIC STUDIES IS AN OPPORTUNITY TO LEARN ABOUT (INAUDIBLE).
OUR STATE AND OUR COUNTRY. THIS HELPS YOUNG PEOPLE OFCOLOR DEVELOP A POSITIVE IDENTITY, STRONGER SENSE OF PRIDE IN THEIR CULTURE , WITH THE (INAUDIBLE) AND THAT LOOK LIKE THEM. STUDIES ALSO CONFIRM THAT STUDENTS WHO PARTICIPATE IN ETHNIC STUDIES ARE MORE ENGAGED AND HAVE HIGHER GRADUATION STUDIES.
NOW WE WILL HAVE A TRUSTEE DISCUSSION.
QUESTIONS ABOUT THE PRESENTATION? COMMENTS. I GUESS I'LL START.
I'M REALLY GRATEFUL FOR THE WORK THAT YOU HAVE ALLDONE TO GET THIS PILOT PROGRAM GOING. THANK YOU FOR THE OPPORTUNITY TO ALL TRUSTEES . I KNOW A LOT OF THE PUBLIC THINKS WE ARE NOT ENGAGING IN THE MEANTIME.
THERE IS A LOT OF WORK THAT GOES INTO THIS, SO I'M GRATEFUL TO STAFF AND ALL THE TRUSTEE COMMENTS.
I DO WANT TO SAY SOMETHING ABOUT THIS COURSE.
I AM IN SUPPORT OF THIS COURSE TONIGHT, BUT I WANT TO TALK A LITTLE ABOUT MY FATHER. ANYONE WHO KNOWS ME, THEY KNOW I HAVE A LOT OF RESPECT FOR MY FATHER.
HE'S A JAMAICAN IMMIGRANT WHO CAME TO THIS COUNTRY IN THE 50S TO START A CHURCH. HE CAME HERE DURING JIM CROW.
WHAT I LOVE ABOUT MY FATHER'S I NEVER HEARD HIM COMPLAIN .
AND AS A PART OF THIS COURSE, THERE ARE A LOT OF THINGS I DIDN'T GET. IT'S ALL LA.
I DIDN'T SEE A LOT ABOUT SUCCESSFUL MINORITIES OR WHAT IS POSSIBLE IN THIS COUNTRY. WE LIVE IN VERY INTERESTING TIMES. WHEN YOU LOOK AT DEPRESSION AND WHEN YOU LOOK AT THE SUICIDE RATE? I REALLY THINK THAT'S BECAUSE WE ARE TELLING KIDS WHAT THEY CAN'T ACHIEVE. WE ARE TELLING KIDS THERE IS NOTHING TO HOPE FOR. SO (INDISCERNIBLE) THE BOARD IS UPDATED ON THESE COURSES. THERE IS INFORMATION ABOUT WHAT IS POSSIBLE IN THIS COUNTRY. I REALLY BELIEVE THAT THIS COUNTRY (INDISCERNIBLE) TO WORK OUT.
(INDISCERNIBLE) I'VE EXPERIENCED RACISM.'VE EXPERIENCED RACISM HERE IN NATOMAS.
BUT THIS BOARD IS PROOF OF WHAT'S POSSIBLE IN THIS COUNTRY. WE HAVE ONE OF THE MOST DIVERSE BOARDS. SO I HOPE AS WE BUILD UP THIS CURRICULUM, THERE'S A LOT MORE TALK ABOUT WHAT IS POSSIBLE THEN NOT ACHIEVABLE. THANK YOU.
>> I TOO AM VERY THANKFUL THAT THIS IS FINALLY COMING TO FRUITION. IT IS SOMETHING THAT IS DEFINITELY LONG OVERDUE AND I WILL ECHO WHAT PRESIDENT GRANT SAID. THERE WAS A LOT THAT HAS GONE INTO THIS. (INDISCERNIBLE) THE RESEARCH AND TIME AND EFFORT THAT STAFF AND THE TWO REMARKABLE TEACHERS PUT IN IS DEFINITELY PRICELESS. I WISH THAT I COULD BE A KID AGAIN JUST TO BE ABLE TO GO (INDISCERNIBLE).
[LAUGHTER] I LOOK FORWARD TO SEEING IT IN HEARING MORE ABOUT IT, AND GROWING AND KNOWING WHAT IT'S GOING TO BECOME. AND TO KNOW THAT NOW, LITTLE GIRLS AND BOYS THAT LOOK LIKE ME ARE FINALLY GOING TO SEE THEMSELVES AS REMARKABLE. THAT TEACHER SAID IT BEST -- ETHNIC STUDIES IS NATOMAS. THANK YOU.
>> TRUSTEE BAINES? >> I WENT TO ECHO THE COMMENTS IN TERMS OF THANK YOU FOR ALL THE HARD WORK THAT GOES INTO IT. THIS IS VERY CHALLENGING TO PUT A COURT LIKECOURSE LIKE THIS TOGETHER.
I DO HAVE ONE QUESTION. IT'S ABOUT THE CHANGES BASED ON THE (INDISCERNIBLE) COMMENTS FROM THE COMMUNITY.
THE BEST PART OF THIS IS INTRODUCED AS A PILOT AS AN OPTIONAL COURSE. HOW OFTEN ARE WE THINKING ABOUT (INDISCERNIBLE) COURSE MATERIAL (INAUDIBLE)?
>> THAT'S A GREAT QUESTION. IN OUR C CLE PROCESS, PART OF
[00:40:03]
IT IS THAT YOU DO THE PLANNING, WHICH WE ARE WORKING ON NOW.AND YOU ACT. AND THEN YOU MONITOR.
SO THERE WILL HAVE TO BE CERTAIN SETS OF TIME SO THAT STUDENTS, FAMILY AND FACULTY CAN TEACH THE CURRICULUM AND THEN THEY CAN REFLECT ON THE CURRICULUM.
THAT CYCLE WILL OCCUR WITH THE MODEL LESSONS INSIDE EACH OF THE FOUR UNITS. SO IT WILL BE AN ONGOING PROCESS FOR NEXT YEAR. AND IT WILL GO FOR THE NEXT
THREE YEARS. >> SO IT'S POSSIBLE, FOR EXAMPLE, IS THERE GOING THROUGH THE UNITS, THERE MIGHT BE MINOR ADJUSTMENTS MADE FOR THE NEXT YEAR ON THE PILOT? THERE MAY BE MORE (INDISCERNIBLE) TO REQUEST A REVISION OF THE COURSE APPROVAL AND A FORMAL MANNER? BUT OVER THE COURSE OF THE THREE YEARS (INAUDIBLE).
>> THANK YOU. TRUSTEE HEREDIA.
>> THANK YOU (INDISCERNIBLE). THIS IS A PASSION OF MINE.
THIS IS AN AREA THAT I TAUGHT -- A YEAR-LONG COURSE AT THE UNIVERSITY. I AM SO -- I AM BEYOND EXCITED THAT WE ARE FINALLY GETTING THIS MOVING FORWARD.
I DON'T KNOW, IT'S KIND OF LIKE WHEN YOU WAIT FOR YOUR KIDS TO GRADUATE FROM HIGH SCHOOL, YOU KNOW? (LAUGHING) GET THEM OUT OF THE HOUSE! IT'S BEEN A LONG TIME COMING. SO THERE ARE A COUPLE OF THINGS. I THINK IT'S REALLY IMPORTANT THAT I PERSONALLY WANT TO ADDRESS.
HAVING TAUGHT A SIMILAR COURSE FOR A YEAR WITH STUDENTS AT THE UNIVERSITY LEVEL, MANY TIMES IT WOULD SAY TO ME, WHY IS WHAT YOU ARE TEACHING NOW -- WHY WAS IT NEVER A PART OF MY EXPERIENCE AT THE HIGH SCHOOL LEVEL OR AT THE MIDDLE SCHOOL LEVEL? WHY AM I NOW JUST GETTING THIS INFORMATION, WHEN I SHOULD HAVE BEEN GETTING IT ALL ALONG? I'M OF THE OPINION -- AND THIS IS JUST MY OWN PERSONAL OPINION, NOT THE OPINION OF THE BOARD.
BUT I AM OF THE OPINION A FORM OF ETHNIC STUDIES DOESN'T HAVE TO WAIT TO BE TAUGHT UNTIL HIGH SCHOOL.
THAT THE CURRICULUM CAN START AS YOUNG AS KINDERGARTEN IN AN APPROPRIATE MANNER. AND I'VE ALWAYS BELIEVED THAT, AND I'VE SEEN THE CURRICULUM. WE HAVE PLENTY OF CHILDREN'S LITERATURE. WE HAVE A LOT OF DIVERSE CHILDREN LITERATURE THAT WE CAN REALLY BUILD UPON.
I ALSO WENT TO. >> PLOP MAC: PARENTS ABOUT -- THEY ARE CONCERNED ABOUT WILL THIS DIVIDE STUDENTS IN THE SCHOOLS? I THINK THIS IS AN OPPORTUNITY TO BRING KIDS TOGETHER. I THINK IT'S AN OPPORTUNITY FOR KIDS TO UNDERSTAND EXACTLY WHY THINGS HAPPEN TO DIFFERENT PEOPLE. WHY PEOPLE ARE MAKING DECISIONS. WHITE PEOPLE MAY LOOK DIFFERENT. WHY THEY MEET EACH DIFFERENT FOOD DESK OR WHATEVER IT MAY BE AT THE APPROPRIATE GRADE LEVEL.
T'S AN OPPORTUNITY TO TALK ABOUT DIFFERENCES IN A SAFE ENVIRONMENT. WITH WELL-TRAINED TEACHERS WHO HAVE THE SKILLS TO NEGOTIATE THESE CONVERSATIONS.
TO KNOW HOW FAR TO PUSH THE KIDS AND THEIR CRITICAL THINKING ABOUT IDEAS. I HAD TO USE THOSE SAME KINDS OF SKILLS TEACHING AT THE UNIVERSITY.
YOU CAN IMAGINE, THESE WERE NOT FRESHMEN.
THESE WERE LIKE SENIORS TEACHING THIS COURSE.
AND I HAD TO APPLY THAT SAME KIND OF CAREFUL APPROACH TO A SUBJECT THAT COULD DIVIDE (INDISCERNIBLE).
I WASN'T WILING TO LET THAT HAPPEN.
I WANT PARENTS TO UNDERSTAND THAT THE TEACHERS, THEY SPEND A LOT OF TIME IN TRAINING. HE SPENT A LOT OF TIME READING.
THEY SPENT A LOT OF TIME RESEARCHING.O I WANT YOU TO GIVE THEM A CHANCE. I WANT YOU TO GIVE THEM A CHANCE IN ORDER FOR THEM TO SHARE WITH STUDENTS THIS
[00:45:01]
KNOWLEDGE -- THIS NEW INFORMATION.OR HAVING STUDENTS LEARN THINGS JUST FROM AN INQUIRY-BASED APPROACH AND A CRITICAL THINKING APPROACH.
IT WILL BE A VERY EXCITING TIME IN THE CLASSROOM.
THE OTHER POINT I WANTED TO MAKE WAS ABOUT, YOU KNOW, IT'S LONG OVERDUE. WE ARE NOT ONE OF THE FIRST DISTRICTS. I WISH WE WERE.
WE ARE IN THAT BAND, THOUGH (LAUGHING).THAT'S NOT TO SAY THAT WE AREN'T AS IMPORTANT OR AS PROGRESSIVE.
I THINK WHAT MAKES US DIFFERENT IS THAT WE'VE SPENT TIME ENSURING TO BE HAVE THE APPROPRIATE STAFF? DO WE HAVE THE APPROPRIATE MATERIALS? DO WE HAVE THE PEOPLE THAT CAN WORK ON THE CURRICULUM? DO WE HAVE EVERYTHING IN PLACE BEFORE WE LAUNCH THIS? AND I THINK THAT'S WHAT'S REALLY IMPORTANT, ESPECIALLY FOR PARENTS TO UNDERSTAND. IT'S NOT JUST SOMETHING LIKE, OH, LET'S JUST DO ETHNIC STUDIES! NO. THIS HAS BEEN ON THE AGENDA FOR A LONG TIME TO THINK ABOUT. I'M EXCITED BECAUSE WHEN I READ THROUGH THIS DOCUMENT -- AND I DID READ THROUGH IT (INAUDIBLE). WHEN I READ THROUGH THE DOCUMENT AND I READ EVERY COMMENT IN HERE.
I PARTICULARLY PAID ATTENTION TO THE WAY IN WHICH THE COURSES ARE DESIGNED. AGAIN, I THINK THIS IS THE STRENGTH OF THE STAFF (INDISCERNIBLE).
THE APPROACH TO HAVE KIDS UNDERSTAND COMING FROM WHO THEY ARE THEMSELVES (INDISCERNIBLE) IN THE CLASSROOM AND COMMUNITY.
AND HOW DO THEY THEN FIT IN WITH THE LARGER COMMUNITY? I THINK THAT'S SO CRITICAL. BECAUSE WHEN YOU LOOK AT ANTIRACIST, ANTI-BIASED TRAINING, YOU HAVE TO LOOK AT WHAT YOU BRING TO THE TABLE -- YOUR OWN FUNDS OF KNOWLEDGE.
YOU HAVE TO DO THAT IN ORDER TO UNDERSTAND ANYBODY ELSE.
SO I THINK THAT'S ONE OF THE STRENGTHS.
THE OTHER THING IS THAT THE APPROACH -- IT WAS MENTIONED THAT WE ARE LOOKING AT LITERACY.
WELL, CAN YOU IMAGINE BEING ABLE TO WRITE SOMETHING OF WHICH YOU HAVE PASSION? INSTEAD OF BEING ASKED TO WRITE ABOUT SOMETHING THAT YOU HAVE NO CONNECTION TO.
AND JUST THINK ABOUT THE DEVELOPMENTAL SKILLS.
THOSE OF YOU WHO ARE LITERACY TEACHERS -- JUST THINK ABOUT HOW EVERYTHING WE'VE LEARNED ABOUT LITERACY DEVELOPMENT AND HOW YOU GET FEEDBACK IN TERMS OF LITERACY.
AND YOU GIVE FEEDBACK AND KIDS ARE RECEPTIVE TO IT BECAUSE IT'S ABOUT SOMETHING THEY CARE ABOUT.
AND THE SAME THING HERE. AND FINALLY, (INDISCERNIBLE) I'M SORRY, YOU GUYS! I'M SO EXCITED ABOUT TONIGHT.
LAUGHTER] IT'S KIND OF WHAT I NEEDED IN LIFE RIGHT NOW. BUT THE RESEARCH METHODS.
ETHNOGRAPHICRESEARCH . HOW MANY SEMESTERS (INDISCERNIBLE) I TOOK COURSES AT THE (INDISCERNIBLE) LEVEL AND ETHNOGRAPHIC RESEARCH. I'M A FIRM BELIEVER THAT YOU CAN HAVE LITTLE KIDS IN KINDERGARTEN DO ETHNOGRAPHIC RESEARCH AT AN APPROPRIATE LEVEL.
BUT THE FACT THAT WE ARE NOT JUST SAYING WRITE A PAPER AND THEN DO NOTHING ABOUT IT, BUT THAT WE ARE WRITING PAPERS THAT WE ARE RESEARCHING? WE ARE GOING THROUGH AN ACTUAL RESEARCH METHODOLOGY THAT MOST DOCTORAL STUDENTS OR MA STUDENTS ARE EXPOSED TO? AND THAT OUR HIGH SCHOOL STUDENTS ARE GOING TO BE DOING THIS? WHO WOULD NOT WANT TO SIGN UP FOR THIS COURSE?ND I WANT TO SAY TO THE YOUNG LADY WHO WAS FROM LEROY GREENE ACADEMY WE NEED YOU -- YEAH, YOU WERE GOING TO BE THE AMBASSADOR FOR ALL OF THIS (LAUGHING). AGAIN, I WANT PARENTS TO UNDERSTAND THAT THERE ARE SO MANY SKILLS COMING OUT OF THIS APPROACH OF LEARNING. THERE ARE SO MANY SCHOOLS EMBEDDED IN HERE. I COULD GO ON AND ON.
BUT THE THING I WANTED TO POINT OUT IN HERE.
WHEN YOU TALK ABOUT HUMILITY -- AND I'M LOOKING AT THIS REPORT AND IT SAYS IT'S RECOGNIZING THAT HOWEVER PASSIONATELY WE HOLD IDEAS AND OPINIONS -- SO NO MATTER HOW PASSIONATE -- OTHER PEOPLE MAKE WHOLE PIECES OF THE PUZZLE THAT WE DON'T.
THAT SENT CHILLS THROUGH ME WHEN I HEARD THAT.
BECAUSE THAT'S WHAT WE HAVE BEEN SAYING ALL ALONG.
YOU CAN HAVE COMPASSION.OU CAN RELATE TO PEOPLE.
BUT THEY MAYHOLD THAT PUZZLE PIECE .JUST LIKE TRUSTEE GRANTS FATHER WHO IMMIGRATED TO THIS COUNTRY AND THE CHALLENGES THAT HE EXPERIENCED. (INDISCERNIBLE) EMPATHY I CAN TRY TO UNDERSTAND. (INAUDIBLE).
[00:50:01]
AND BY ALLOWING THEM PUZZLE PIECE TO BECOME PART OF THE NARRATIVE -- THAT'S WHEN WE TEND TO GROW, AND OUR STUDENTS BEGIN TO UNDERSTAND WHAT IT'S LIKE TO BE SOMEONE OTHER THAN THEMSELVES. SO -- WITH THAT, I MOVEBUT I WANT TO GIVE TRUSTEE (NAME) A CHANCE
(INDISCERNIBLE). >> MY APOLOGIES TO BEING LATE.
WOULD JUST LIKE TO CONCUR WITH TRUSTEE HEREDIA AND ALL THE THINGS SHE JUST SPOKE ABOUT.
I RELY ON THE EXPERTISE OF OUR STAFF, BUT I ALSO KNOW THAT WE ARE LUCKY TO HAVE SUCH A TRUSTEE IN OUR MIDST WHO HAS BEEN WORKING ON THIS FOR A VERY LONG TIME AND IF OUR STAFF HAS DONE THE WORK AND HAS ALSO EARNED THE PRAISE OF TRUSTEE
HEREDIA, (INDISCERNIBLE). >> THANK YOU.

I APOLOGIZE. I APPRECIATE HAVING THE CALENDAR NOW.T HELPS ME TO PLAN OUT MY LIFE (LAUGHING).
SO I JUST -- WE ARE ONLY MEETING ONCE IN THE MONTH OF, LIKE -- FOR EXAMPLE, LIKE IN OCTOBER? ARE WE ONLY GOING TO MEET ONCE OR WILL THERE BE A POTENTIAL FOR US TO HAVE TO COME BACK? AND YOU WILL SET ANOTHER DATE? I'M NOT COMPLAINING ABOUT IT, (LAUGHING).
MY TEAM GAVE ME A COPY BUT I CAN'T FIND IT IN FRONT OF ME.
TYPICALLY, WHAT WE DO, TO BE FRANK IN AN ELECTION YEAR? (INDISCERNIBLE) IN OCTOBER. BECAUSE THERE ARE LOTS OF PEOPLE WALKING, SO THEREFORE IT'S HARD TO GET A QUORUM.
THIS COUNTER LOOKS VERY SIMILAR TO WHAT WE'VE DONE IN THE PAST.
ACCEPT CONVERSATIONS WITH PRESIDENT GRANT (INDISCERNIBLE) HEALTH BREAKS FOR THE BOARD AND STAFF? THERE IS A MONTH FROM THE END OF JUNE TO JULY.
AND I THINK WE DID ANOTHER MONTH LIKE APRIL OR MAY JUST TO HAVE HEALTH BREAKS. THE REST OF THAT LOOKS PRETTY
SIMILAR. >> I APPRECIATE THE HEALTH BREAKS! THANK YOU!
>> OH, ME TOO! DEFINITELY AFTER THIS LAST YEAR! THIS SOUNDS LIKE A MOTION FROM
TRUSTEE HEREDIA STOP. >> SECOND.
CAN YOU PLEASE CALL ROLL? MOTION CARRIES, 5-0.
[XIV.d. Approve Amendment to Employment Agreement with William Young]
NEXT UP IS TO APPROVE AN AMENDMENT TO THE EMPLOYMENT AGREEMENT WITH WILLIAM YOUNG OF THE CHIEF ACADEMIC OFFICER(INDISCERNIBLE). >> THIS EVENING THE BOARD IS ASKED TO APPROVE AN AMENDMENT TO THE APPOINTMENT AGREEMENT BETWEEN CHIEF BUSINESS OFFICIAL/DEPUTY SUPERINTENDENT WILLIAM YOUNG AND BOARD OF TRUSTEES.

AND I WANT TO SAY FOR THOSE WHO DON'T KNOW BILL, BILL IS THE MUSCLE AND THE BRAIN IN THIS DISTRICT.
HE DOES IT QUIETLY. YOU KNOW? BILL IS LIKE A TREE -- HE JUST KEEPS GROWING AND YOU NEVER HEAR IT. SO BILL, I APPRECIATE YOU AND THE WORK THAT YOU'VE DONE. IN MY TENURE AS A BOARD MEMBER, BILL HAS BEEN VERY HELPFUL TO ME.
[00:55:02]
WHEN YOU GET ELECTED, YOU THINK YOU KNOW EVERYTHING.I FOUND OUT I DON'T KNOW ANYTHING.
BULL HAS BEEN THERE EVERY STEP OF THE WAY.
ONE OF MY FIRST VOTES AS A TRUSTEE WAS ON BUDGET.ND I REMEMBER ONE OF MY OLDER TRUSTEES LOOKING AT ME LIKE I DON'T STOMACH KNOW THAT YOU DON'T KNOW WHAT'S GOING ON.
IT'S GREAT TO HAVE BILL WHO HAS ALWAYS HAD A REAL FIDUCIARY EYE FOR THIS DISTRICT TO MAKE SURE WE COME IN ON TIME.
AND THAT WE BUDGET CONSERVATIVELY AND THAT WE CAN SUPPORT ALL THE PROGRAMS WE HAVE IN OUR DISTRICT.
SO BILL, I THINK IT COULDN'T HAPPEN TO A BETTER GUY.
I'M REALLY HAPPY FOR YOU MAN. >> SECOND.
>> ITALIA, CAN YOU PLEASE CALL ROLL.
CONGRATULATIONS, BILL! APPLAUSE]
>> THIS IS FOR THE PUBLIC IN CASE THEY DIDN'T READ THE INSIDE OF THE ITEM, JAVETTA CLEVELAND HAS ANNOUNCED HER RETIREMENT EFFECTIVE -- IS AT MAY 13? SO IT'S VERY SHORT ORDER. SO WE HAVE BILL, WHO WAS IN HER ROLE BEFOREHAND, NOW BACK IN TO TAKE THAT AND KEEP THE ALL-IMPORTANT FINANCIAL CONTINUITY IS THIS BOARD HAS BEEN FISCALLY RESPONSIBLE FOR OVER A DECADE NOW.
[XIV.e. Ratify an Amendment to the August 5, 2021 Memorandum of Understanding Between the District and NTA Regarding the 2021-2022 School Year in a COVID-19]
WE WILL CONTINUE TO MOVE THAT FORWARD, SO THANK YOU.>> NEXT UP IS RATIFYING AN AMENDMENT TO THE AUGUST 5, 2021 MEMORANDUM OF UNDERSTANDING BETWEEN THE DISTRICT AND (INDISCERNIBLE) REGARDING THE 2021-2022 SCOOBY W SCHOOL YEAR AND COVID-19 ENVIRONMENT. ANY DEBATE OR DISCUSSION, TRUSTEES?
[XIV.f. Approve Resolution No. 22-15, Awarding Facilities and Site Leases with Robert A. Bothman Construction for Natomas High School Sports Fields Modernization Project]

ACTION ITEM I -- DEBATE OR DISCUSSION? HEARING AND SEEING NONE, I WILL LOOK FOR A MOTION.>> I MOVE APPROVAL. >> SECOND.
[XIII.a. Special Education: Individual Education Program (IEP) Process Report with Context Slides]
THAT MOTION CARRIES, 5-0. >> NOW WE DO THE INCREDIBLE MOVING BALL AND GO BACK TO BOARD REPORT.
SPECIAL EDUCATION INDIVIDUAL EDUCATION (INDISCERNIBLE).
>> ALL RIGHT. IT'S MY UNDERSTANDING THAT THIS IS A REQUEST FROM TRUSTEE HARDEN.
SO THANK YOU, TRUSTEE HARDEN. >> GOOD EVENING AGAIN, EVERYBODY. I HAVE OUR ACTING SUPERINTENDENT MEGAN (NAME). SHE OVERSEES OUR STUDENT SERVICES AND SUPPORT DEPARTMENT WHICH ENCOMPASSES (INDISCERNIBLE) LIKE OUR MENTAL HEALTH SUPPORT.
SHE IS ALSO OUR SELPA DIRECTOR. >> GOOD EVENING.
SPECIAL EDUCATION IS VERY INVOLVED.
AND SO WE HAVE PROVIDED A VERY DETAILED BOARD REPORT REVIEWING THE SIX PRINCIPLES (INDISCERNIBLE) OR IDEA.
TONIGHT I WILL MAKE THE PRESENTATION COME ALIVE BY FOLLOWING THE PATH OF TWO STUDENTS BASED ON STUDENTS WITHIN OUR DISTRICT WHO HAS GONE THROUGH THE PROCESS IN THE LAST SEVERAL MONTHS AFTER COVID.
A FEW REMINDERS BECAUSE WE ARE SO LARGE AND DETAILED, PAGE 4
[01:00:16]
OF YOUR POOR REPORT, I REVIEWED THE 13 ELIGIBLE AREAS OF SPECIAL EDUCATION. IT'S IMPORTANT TO THINK ABOUT BECAUSE TONIGHT I WILL (INDISCERNIBLE) ONE OF THOSE ELIGIBILITY AREAS.O BE THINKING THERE ARE 12 OTHER AREAS WE COULD BE LOOKING AT. THESE ARE THE SIX PRINCIPLES OF (INDISCERNIBLE) IN SPECIAL EDUCATION WE TALK A LOT OF ACRONYMS. I THINK IN EDUCATION WE DO, BUT DEFINITELY IN SPECIAL EDUCATION. SO I THINK IT'S IMPORTANT TO HAVE THOSE (INDISCERNIBLE) FOR OUR FAMILIES AND STAFF AND ALL OF YOU. I LIKE TO DRAW YOUR ATTENTION TO IEP. A LOT OF TIMES WE THINK OF IT IS ONE THING. BUT I LIKE TO SAY IT'S A NOUN AND VERB. IT'S A PLAN, IT'S A PROGRAM, AND IT'S ALSO AN IEP TYPE MEETING.ALSO, LRE IS THE LEAST RESTRICTIVEENVIRONMENT .
(INDISCERNIBLE). THIS IS ON PAGE 7 OF YOUR BOARD REPORT. (INDISCERNIBLE) 'S OF STUDENT A. STUDENT A HAS BEEN IN OUR DISTRICT SINCE KINDERGARTEN.
STUDENT A'S LAST YEAR (INDISCERNIBLE) FIRST GRADE DUE TO THE PANDEMIC. YOU WILL NOTE THAT ATTENDANCE OF STUDENT A HAS NOT BEEN STELLAR.
I DRAW YOUR ATTENTION TO THIS DUE TO THE FACT THAT THIS RED FLAG WILL COME UP LATER THROUGHOUT THE SPECIAL EDUCATION ASSESSMENT. WE DON'T ALWAYS KNOW BEFORE WE START IF THIS WAS A FACTOR WITHIN THE ASSESSMENT PIECE.
THAT USUALLY COMES OUT IN THE ASSESSMENT PROCESS.
STUDENT A, DISTANCE LEARNING AND SECOND AND THIRD GRADE.
READS AT A MID-FIRST GRADE LEVEL (INDISCERNIBLE).
ATTENDANCE WAS NOT FANTASTIC. MANY INTERVENTIONS WERE PROVIDED OR OFFERED TO THIS STUDENT.
(INDISCERNIBLE) (INAUDIBLE). I THINK WHAT WE KNOW IS WHEN STUDENTS AREN'T IN SCHOOL, THEY CAN'T ACCESS THESE THINGS.
THE SPECIAL EDUCATION REFERRAL CAME OUT OF OUR SST, ANOTHER ACRONYM. AGAIN THE READING LEVEL AT THE FIRST GRADE LEVEL. WE DID AN ASSESSMENT, AND THE STUDENTS IQ WAS IN AN AVERAGE RANGE.HERE IS NO DISCREPANCY BETWEEN IQ AND ACADEMIC PERFORMANCE.
AND DUE TO THAT ATTENDANCE, THE STUDENT DID NOT PARTICIPATE IN THE PRE-REFERRAL (INDISCERNIBLE) THAT WERE OFFERED. IN ORDER TO QUALIFY FOR SPECIAL EDUCATION, YOU MUST MEET THE EDUCATION CRITERIA.
HAVE A DISABILITY -- WHICH THE STUDENT DID NOT HAVE A DISABILITY. SHOWN EDUCATIONAL IMPACT AND (INAUDIBLE). AND THERE GOES THAT RED FLAG.
SO WHAT NOW? THE ASSESSMENT IS DONE.
WE COME TOGETHER FOR AN IEP MEETING.
WE REVIEWED OUR PARENTAL RIGHTS.
WE HEAR PARENTAL INPUT AND WE LISTEN TO STAFF.
WE COME TOGETHER AS AN IEP TEAM TO DETERMINE THAT THIS STUDENT DID NOT MEET ELIGIBILITY CRITERIA.
ANOTHER ACRONYM IS D AND Q -- DID NOT QUALIFY.
AND AS A RESULT OF THE POOR ATTENDANCE, (INAUDIBLE) NO DISABILITY WAS FOUND FOR STUDENT AID.
THEREFORE, STUDENT A DOES NOT QUALIFY.
NEXT STEPS FOR STUDENT AID. IT'S NOT OVER.
WE KNOW STUDENT A STILL STRUGGLES.
SCHOOL IS HARD FOR STUDENT A RIGHT NOW.
BUT WE ALSO KNOW THAT WHEN STUDENTS ARE NOT PRESENT, THEY ARE UNABLE TO ACCESS THESE PRE-REFERRAL INTERVENTIONS.
WHAT WE DO? THE LEADERS FROM OUR TEAM PROVIDING SUPPORT TO OUR SITE. THE FIRST THING WE WOULD HAVE TO TARGET FOR STUDENT A IS ATTENDANCE.E WOULD ALSO INCREASE OUR ENGAGEMENT WITH OUR SOCIAL WORKER TO REALLY FIND OUT WHY STUDENT A (INAUDIBLE).
HOW DO WE GET STUDENT AID TO ENGAGE? STUDENT B. STUDENT B IS VERY SIMILAR TO STUDENT A. YOU'LL NOTE A FOURTH-GRADER ALSO WHO HAS BEEN WITH US SINCE KINDERGARTEN. TAKE NOTICE THAT ATTENDANCE HAS ALSO BEEN BETTER FOR STUDENT B. STUDENT B REFERRAL ALSO CAME OUT OF THE SST PROCESS. THE STUDENT ALSO READS AND
[01:05:03]
PERFORMS MATH AT A FIRST GRADE LEVEL.HOWEVER FOR STUDENT B THE ASSESSMENT DID SHOW AN AVERAGE IQ, BUT SHOWED A PROCESSING DEFICIT.
STUDENT B HAS A DISABILITY. (LAUGHING) SO STUDENT AND BE COMPARISON AND ALL OF THE INTERVENTIONS, LEARNING RECOVERY SUPPORTS THAT A BEEN PROVIDED TO THE STUDENT.
I THINK IT'S IMPORTANT TO NOTE THAT OBVIOUSLY THE ATTENDANCE, BUT THE DISABILITY. AGAIN, STUDENT A DOES NOT HAVE A DISABILITY, WHERE STUDENT B DOES HAVE A DISABILITY.
THESE ARE THE PRE-WERE FULL SERVICES THAT WERE OFFERED AND PARTICIPATED. IF YOU NOTE THE DIFFERENCES BETWEEN THE TWO, WE HAVE INTERVENTIONS, LEARNING RECOVERY, AND ALL OF THOSE THINGS THAT OUR AMAZING TEACHERS DO FOR OUR STUDENTS. BUT UNFORTUNATELY, STUDENT A WAS UNABLE TO PARTICIPATE. SO FOR STUDENT B AT THIS TIME -- WE'RE STILL AN IEP MEETING. WE REVIEWED THOSE PARENTAL RIGHTS. WE LOOKED AT THOSE TEST SCORES.
PARENTAL IMPORT, TEACHER INPUT. WE DETERMINED THAT STUDENT B IS ELIGIBLE FOR SPECIAL EDUCATION. NOW WE LOOK AT NEXT STEPS IN THE IEP MEETING. STUDENT B IS ELIGIBLE -- SLD.
THE IEP. IT'S UP TO THE IEP TO DEVELOP GOALS AND ACCOMMODATIONS FOR THE STUDENT BASED ON THEIR IEP.
(INDISCERNIBLE) (INAUDIBLE) IT'S UP TO THE IEP WHAT CONSTITUTES (INAUDIBLE). IN YOUR BOARD REPORT, ON PAGES THREE AND SIX I GO INTO GREAT DETAIL (INAUDIBLE).
SO FOR STUDENT B -- STUDENT B WAS IN NATOMAS SOON OF, AGAIN THINKING ABOUT THE LEAST RESTRICTIVE ENVIRONMENT THAT WE STRIVE FOR. STUDENT B WOULD MOST LIKELY BE (INDISCERNIBLE) (INAUDIBLE). IN A SEPARATE SETTING IF THE IEP REQUIRES IT TO WORK ON THOSE IEP AND DEFICIT AREAS.
THIS IS WHAT IT WOULD LOOK LIKE FOR STUDENT B. ANOTHER STUDENT MIGHT LOOK COMPLETELY DIFFERENT.
STUDENTS HE COULD HAVE A DIFFERENT DISABILITY IN ONE OF THE OTHER 13 AREAS, AND THEIR IEPMIGHT LOOK COMPLETELY DIFFERENT . SO THE PATHWAY FOR SPECIAL EDUCATION IS OFTENTIMES VERY CONFUSING.
IT'S CONFUSING FOR ALL OF US. PARENTS MAY SEE SERVICES AND GET EXCITED THAT WE OFFER THESE INTERVENTION SERVICES.
I THINK IT'S REALLY IMPORTANT TO NOTE THAT SPECIAL EDUCATION IS NOT ABOUT OVERALL INTERVENTION.
IT'S ABOUT TARGETED INTERVENTION FOR STUDENTS WITH DISABILITY THAT WE FOCUS ON THOSE DEFICIT AREAS.
DUE TO ENVIRONMENTAL FACTORS, SPECIAL EDUCATION IS NOT NECESSARILY THE MOSTAPPROPRIATE PLACEMENT AND STUDENTS (INDISCERNIBLE) . FAMILIES ARE THE KEY, EDUCATION IS THE KEY (INDISCERNIBLE) (INAUDIBLE).
WE HAVE NUMEROUS PARENTAL LEARNING OPPORTUNITIES.
WE HAVE OUR COMMUNITY ADVISORY COMMITTEE, CAC, AND WE HAVE NUMEROUS (INDISCERNIBLE) TRAINING .
THANK YOU SO MUCH FOR THIS PRESENTATION.
I THINK IT'S VERY HELPFUL FOR THE GENERAL PUBLIC TO UNDERSTAND SPECIAL EDUCATION. QUESTIONS, COMMENTS, BOARD
MEMBERS, ABOUT THIS REPORT? >> THANK YOU.
I APPRECIATE THE ANALYSIS BETWEEN THE TWO.
I THINK IT MADE ITCOME ALIVE IN TERMS OF UNDERSTANDING THE COMPLEXITY . YOU JUST CAN'T SAY THIS WILL HAPPEN FOR ALL OR THIS IS THE REASON AND THIS IS THE OUTCOME.
>> SPECIAL ED IS DEAR TO MY HEART.
MY SON WENT THROUGH PROGRAM HERE.
IT'S DIFFICULT WHEN YOU HAVE FAMILIES THAT DO NOT UNDERSTAND THE IMPORTANCE OF BEING INVOLVED.
AT THE SAME TIME, THERE ARE TIMES WHEN PARENTS FEEL OVERWHELMED AND DON'T FEEL AS THOUGH THEY HAVE ANYWHERE TO TURN. I'M HAPPY WITH THE (INDISCERNIBLE) DEPARTMENT AND I THINK IT'S MOVING IN A GREAT
[01:10:01]
DIRECTION. WE HAVE FABULOUS TEACHERS AND WE ALWAYS HAVE. THIS WAS JUST A SMALL PIECE OF THE BEGINNING OF IT ALL. I NEED EVERYBODY TO UNDERSTAND THAT THIS PROCESS IS VERY LENGTHY AND VERY INVOLVED.I WANT OUR TEACHERS TO REALIZE IF THEY SAY SOMETHING THEN SPEAK UP. IT'S IMPORTANT.
WE ARE GOING TO SEE A LOT MORE OF OUR STUDENTS NEEDING NOT NECSSARILY AN IEP, BUT MAYBE A 504.
BECAUSE THE PANDEMIC IS REALLY SET US SO FAR BEHIND.
AND PEOPLE DO NOT UNDERSTAND. AND OBVIOUSLY, WHEN YOU ARE A SINGLE PARENT OR A TWO PARENT HOUSEHOLD IN THE BIG BROTHER HAS TO WATCH YOU? AND A BIG BROTHER IS ONLY 12 YEARS OLD? THERE'S ONLY SO MUCH THAT CAN BE DONE. (INDISCERNIBLE) HERE FOR YOU.
I THINK EVERYBODY HAS MY NUMBER.
IF THERE'S SOMETHING THAT YOU FEEL AS THOUGH WHEN YOU ARE REACHING OUT TO CUSTOMER SERVICE YOU ARE NOT GETTING (INDISCERNIBLE) (INAUDIBLE). HOW LONG IS THE TERM
(INDISCERNIBLE)? >> TWO YEARS AS LONG AS THERE ARE CERTAIN MEMBERS (INAUDIBLE) WE JUST STARTED OUR CAC WHEN WE BECAME A SELPA. I BELIEVE IT'S A TWO-YEAR CYCLE
(INDISCERNIBLE) (INAUDIBLE). >> OKAY.
I WOULD JUST LIKE FOR US TO DO A BETTER JOB GETTING IT OUT THERE. AND LET FAMILIES KNOW.
I LOOK FORWARD TO THAT. THANK YOU GUYS SO MUCH.
>> ALL RIGHT. IT LOOKS LIKE THAT'S IT.
[XV. PUBLIC COMMENTS]
NOW IT'S TIME FOR PUBLIC COMMENT.AT THIS TIME, I HAVE TWOPUBLIC COMMENT CARDS FOR ITEMS NOT ON THE AGENDA.HE BOARD WILL HEAR FROM THESE SPEAKERS ONLY .
FIRST I HAVE MISS SHARON THURMAN.
>> THANK YOU ALL SO MUCH (INAUDIBLE) (INDISCERNIBLE) (AWAY FROM MICROPHONE).
NEXT UP, I HAVE REN?E AGUILERA. >> HELLO, EVERYONE.
MY NAME IS REN?E AGUILERA. AND I HAVE SOME PREPARED REMARKS WHICH I WOULD LIKE TO GIVE TO THE SCHOOL BOARD MEMBERS. DEAR SUPERINTENDENTS, SCHOOL
