WHILE THE FOLLOWING YOUNG LADIES THAT I'M GOING TO HIGH LIGHT TONIGHT ARE NOT WOMEN YET, THEY'RE CULTTIVE EIGHTING THE SKILLS AND TENACITY TO BE OUR FUTURE WOMEN LEADERS. THEY'RE EXAMPLES OF OUR FUTURE WOMEN LEADERS THROUGHOUT THE NATOMAS UNIFIED SCHOOL DISTRICT AND TONIGHT WE'RE GOING TO HIGH LIGHT FIVE OF THEM. FIRST SAMARRA YEMAIN IS ONE OF OUR FUTURE WOMEN LEADERS FROM AMERICAN LAKE SCHOOL, SHE IS A MEMBER OF THE BROWN AND BEAUTIFUL CLUB, A CLUB AIMED TO CULTIVATE APPRECIATES AND SELF-LOVE FOR GIRLS OF COLOR. SHE ACTIVELY KEEPS THE CLUB GOING AND PROVIDES FRESH IDEAS.

SHE IS A SCHOOL STUDENT COUNCIL SECRETARY AND SENDS E-MAILS TO HER PRINCIPAL AND ARRANGE MEETINGS WHEN SHE HAS GREAT IDEAS FOR THE SCHOOLS. AND LASTLY, MUSKAN IS ONE OF OUR FUTURE LEADERS, SHE LEADS BY EXAMPLE WITH GRACE AND DETERMINATION, SHE IS AN A.S.B.LEADER AND THINKS OUTSIDE THE BOX TO FIND WAYS FOR STUDENTS TO STAY CONNECTED. SHE HAS BEEN INSTRUMENTAL IN PLANNING EVENTS TO BRING STUDENTS BACK TOGETHER AND REIGNITE THE CULTURE OF FAMILY THAT IS CHERISHED ON THE L.G.A.CAMPUS. WE UNDERSTAND THE COMPLEXITY OF OUR CURRENT TIMES AND JUST WANT TO REMIND EVERYONE TO HAVE EMPATHY AND BE KIND TO ONE ANOTHER BECAUSE WE DON'T KNOW THE STRUGGLES THAT OTHERS ARE CURRENTLY FACING.
WE CAN AGREE THIS HAS BEEN A VERY CHALLENGING YEAR, TO SAY THE LEAST. THIS UNPRECEDENTED TIMES HAVE TAUGHT US TO REMAIN TOGETHER AND HELP ONE ANOTHER. C. S. E. A. I WOULD HAVE LOVED TO HAVE READ IT BUT IT REQUIRED A SUBSCRIPTION TO THE NEW YORK TIMES AND I DIDN'T HAVE IT SO I COULDN'T BUT IT DID MENTION THINGS ABOUT MUCH OF WHAT YOU ARE SHARING VIA THE TIP E-MAILS. WHAT WE NEED TO KNOW ABOUT INFORMED PRACTICES, ALSO NEEDS TO BE OBSERVED BY OUR MANAGEMENT. WHILE I SEE NAT MAH BEIGE I DON'T KNOW THAT IT'S CONSIDERED AT ALL OF THE SITES WHEN DECISIONS ARE MADE.

AS WE MOVE TO ADOPT A NEW STATE GUIDELINES ON MASKING, JUST ASKING WE RECOGNIZE TEACHERS WE HAVE THAT ARE SHOWING UP IN THEIR CLASSROOM EVERYDAY BUT OUTSIDE OF SCHOOL, THEIR FAMILY MEMBERS MIGHT BE ILL, GOING THROUGH CANCER TREATMENTS OR JUST TOO YOUNG TO BE VACCINATED. THIS RISK WEIGHS HEAVY ON OUR MEMBERS RIGHT NOW. THE STATE IS TAKING AWAY THE ONE LAST PROTECTION THAT MADE MANY MEMBERS FEEL SAFE.
OUR TEACHING ENVIRONMENT IS OUR STUDENTS' LEARNING ENVIRONMENT. I JUST LEFT A MEETING BEFORE I CAME HERE WITH A TEACHER WHO IS IMMUNO COMPROMISED.
SHE TEACHES A SUBJECT THAT CAN'T BE COVERED BY ANYBODY ELSE. HE CANNOT BE IN A ROOM WITH OUT MASKED STUDENTS AND WILL LIKELY TAKE EARLY LEAVE.
HE IS QUESTIONING HIS CAREER AND HIS FUTURE IN EDUCATION.
MORE THAN THAT THE TEACHER IS DEALING WITH THE GUILT OF HAVING TO LEAVE STUDENTS IN A PROGRAM.
WE'RE ASKING THE SITE ADMIN. BE AWARE OF THAT AND RECOGNIZE THERE ARE THINGS WE WISH YOU KNEW.
AND IF YOU SEE THE ADDED STRESS BE AWARE OF WHERE IT'S COMING FROM. THE TRAUMA INFORMED TRAINING WAS ORIGINALLY BROUGHT TO YOU BY THE SOCIAL WORKERS AND I WANT TO RECOGNIZE THEM BECAUSE IT IS THE WEEK OF THE SOCIAL WORKER. ALONG WITH THE STAFF THAT SUPPORTS OUR STUDENT BEYOND CLASSROOM TEACHERS SOCIAL WORKERS IN OUR DISTRICT ARE INCREDIBLY IMPORTANT.
THROUGH THE LAST TWO YEARS THEY'VE BEEN RELIED ON TO PROVIDE SUPPORTS FOR STUDENTS AND STAFF FACING CHALLENGES. THROUGH ALL OF THIS, THE SOCIAL WORKERS TAKE ON THE TRAUMA AND ARE FACED WITH WHAT IS KNOWN AS VICARIOUS TRAUMA.
I REALLY APPRECIATE IN THE LAST FEW WEEKS CHRIS YOU'VE BEEN ABLE TO WORK TOGETHER AND PROVIDE SUPPORT FOR MEMBERS WHO NEEDED IT. RECENT TRAGEDY IN OUR COMMUNITY SHOWED US WE NEED TO BE ABLE TO DO THAT.
MANY OF OUR MEMBERS AND OUR FAMILIES ARE STILL COPING WITH THIS BUT OUR SOCIAL WORKERS HAVE CONTINUED TO DO ALL OF WHAT THEY DO WHILE BEING DENIED A CONVERSATION AT THE TABLE REGARDING THEIR WORKING CONDITIONS.
THEY'VE DONE ALL OF THIS WHILE NOT BEING ABLE TO TREAT THEIR OPEN VICK YOUR AS YOU TRAUMA.
THEY DON'T GET THE DOWNTIME TO RECOVER FROM THE BURDENS THEY CARRY. THIS IS COSTING US SOCIAL WORKERS ALREADY. IT'LL COST US MORE IN THE FUTURE. IT'S INCREDIBLY HARD TO CREATE COMMUNITY WHEN THOSE WHO HOLD YOU TOGETHER HAVE TO LEAVE SO THEY CAN HOLD THEMSELVES TOGETHER.
IT'S TIMELY THAT ALL OF THIS IS COMING TOGETHER AGAIN AS WE GO INTO THE BARGAINING TABLE.
YOU WILL SEE THAT OUR PROPOSES WILLING FOLLOWING THE SHARED BELIEF WE HAVE WITH THE DISTRICT EDUCATORS IS SHOULD BE ABLE TO HAVE A WORK LIFE BALANCE.
WE UNDERSTAND THAT EXHAUSTION IS DRIVING EDUCATORS FROM SCHOOLS AND TO RECRUIT AND RETAIN THE PEOPLE WE NEED THERE HAS TO BE CHANGES IN THE ENVIRONMENT WE WORK IN. WE CAN'T AVOID TRAUMA FOR WHAT HAPPENS OUTSIDE OF SCHOOL.

SINCE OUR LAST MEETING I'M PROUD TO SAY INDERKUM'S BLACK STUDENT UNION HALED A WONDERFUL NIGHT WITH STUDENT PERFORMANCES CELEBRATING BLACK VOICE AND BLACK BEAUTY. ADVISORS WERE ABLE TO ATTEND A CONFERENCE IN AN EFFORT TO CONTINUE TO HELP OUR I. H.H. S. PROGRAM EVOLVE AND SUPPORT STUDENTS IN THE BEST WAY POSSIBLE. THE BAND PLAYED AT MOST OF THE BASKETBALL GAMES THAT HAVE BEEN HAPPENING HELPING SUPPORT OUR BOYS. LEROY GREEN ENJOYED A STAFF VERSUS STUDENT VOLLEYBALL GAME.
MANY STUDENTS AT GNAT MASS HIGH EARNED THEIR LITERACY, AND AT THE E.L.A.C.MEETING ENGLISH LEARNERS EARNED THE TOP HONOR -- NAT MAH MIDDLE SCHOOL CONTINUED TO HOST THEIR LUNCHTIME CELEBRATIONS FOR STUDENT ATTENDANCE AND HAS BEEN HAPPY TO SEE AN INCREASE OF PARTICIPATING INCREASE WITH ALMOST 200 MORE STUDENTS BEING ABLE TO PARTAKE, AT NATOMAS MIDDLE SCHOOL THEIR 7TH AND 8TH GRADE GIRLS BASKETBALL GAME CONTINUED TO PROTECT THEIR CHAMPIONSHIP WHILE THE GIRLS TOOK IT TO MAKE IT TO SEMI FINALS. FOR THE NEXT COUPLE OF WEEKS, I'M LOOKING FORWARD TO START OF OUR FINAL QUARTER OF THE SCHOOL YEAR. ENDER KUM COOKIES AND CREAM WILL BE STARTING UP AS A TOOL FOR AVAILABLE STUDENTS TO UTILIZE IN ACHIEVING THEIR ACADEMIC GOALS THIS SEMESTER. THE INTERKUM LEADERSHIP IS DECIDING ON A PROM VENUE. THEY'LL BE HAVING THEIR FIRST MIDDLE SCHOOL DISTANCE SOON AND HAVE AUNDERSTAND NOD PLANS FOR A JUNIOR, SENIOR PROM.
AT NATOMAS HIGH SCHOOL THEY'RE HAVING A MARCH FOOD MANIA WHICH WILL BE HAPPENING ON FRIDAY AND NATOMAS MIDDLE SCHOOL WILL HAVE ONE ON MARCH 18.
WE WOULD LIKE TO THANK THE CLUBS THAT ENRICH OUR CULTURE AND HELP STUDENTS INVEST IN THEIR INTERESTS AND KEEP UP THE GOOD WORK. PRESENTATION, SUMMARY OF THE BUDGET.SO I'M GOING TO SHARE BUDGET HIGHLIGHTS, PRESENT REVENUES AND EXPENDITURES, SHARE OUR COMMIT FUNDS AND OUR RESERVES AND THEN A FEW OF THE MULTIYEAR PROJECTION ASSUMPTIONS AND THEN REMIND THE BOARD AND THE STAFF OF THE CONTINUOUS CYCLE FOR BUDGET DEVELOPMENT.
SO GOOD NEWS. WE'RE POSITIVE CERTIFICATION. THE BOARD, THE BUDGET WILL REFLECT AND THE BUDGET WILL MEET ITS OBLIGATIONS IN THE CURRENT YEAR AND THE TWO SUBSEQUENT YEARS.

AS I SHARED WITH THE BOARD AT FIRST INTERIM OUR ATTENDANCE IS LOW LIKE MANY DISTRICTS ACROSS THE STATE DUE TO IMPACTS OF THE PANDEMIC.
SO OUR A.D.A.IS ABOUT 91%. WHEN IT'S NORMALLY ABOUT 95%. OUR A.D.A.IS ABOUT 149 LESS THAN THE PRIOR YEAR IN TERMS OF AVERAGE DAILY ATTENDANCE AND 385 A.D.A.IN COMPARISON TO WHAT WE NORMALLY WOULD BE IF WE'RE 95% ENROLLMENT. OUR DISTRICT AVERAGE PER STUDENT FUND SOMETHING $10,656 THAT THAT'S HOW MUCH WE RECEIVE AND AS I MENTIONED BEFORE THE, A.D.A.IS LOW LIKE IT IS ACROSS THE STATE.

THE GOVERNOR DID PROPOSE A THREE YEAR AVERAGING METHOD TO TRY TO PROVIDE A SOFT LANDING FOR SCHOOL DISTRICTS IN TERMS OF THE CALCULATION OF A.D.A.SO YOU ARE ABLE TO USE 2021-21-22 AND 22-23 SWIFFER HIGHER OR AN AVERAGE OF THE THREE HOWEVER THAT IS PROPOSED SO THE DISTRICT'S SECONDS INTERIM BUDGET DOES NOT YET INCLUDE THAT.
ONCE IT MAKES IT TO THE FINAL STATE BUDGET WE'LL INCLUDE THE IMPACT FOR 22-23 INTO OUR BUDGET.
RIGHT NOW OUR A.D.A.IS PROJECTED AT 9819.
THE THREE YEAR AVERAGE IS NOT A WHOLE -- THIS IS JUST A SOFT LANDING. THE DESCRIBES RECEIVES SUPPLEMENTAL AND CONCENTRATED GRANT MONEY WHICH INCLUDES OUR TARGETED STUDENTS, LOW INCOME AND ENGLISH LANGUAGE LEARNERS AND OUR HOMELESS FOSTEROUT.

THIS IS OUR BREAKDOWN OF OUR EXPENDITURES AGAIN MOST OF OUR BUDGET IS CONSISTS OF STAFFING INCLUDING SALARIES AND BENEFITS. IF YOU LOOK AT THE PIE CHART TO MY LEFT, IT'S GOING TO BE ABOUT 84% STAFFING.

MULTIYEAR ASSUMPTIONS FOR REVENUE, INCLUDED THE LATEST PROPOSED IN THE GOVERNOR'S JANUARY BUDGET HOWEVER WE HAD ALREADY INCLUDED 2.48% IN OUR FIRST INTERIM BUDGET.
THIS IS AN ADDITIONAL 2 HADN'T 85% OVER WHAT WE INCLUDED IN PROJECTIONS AT FIRST INTERIM.
WE ALSO INCLUDED OUR ONE-TIME, WE MOVED OUR ONE-TIME EXPENSES THAT WERE IN 21-22.
THAT WON'T BE IN THE 22-23 BUDGET.
THEN WE ALSO INCLUDED A 3 PEASE PROPOSED SALARY INCREASE SUBJECT TO NEGOTIATION.
WE'VE ALREADY INCORPORATE THAT HAD INTO OUR MULTIYEAR PROJECTION. FOR 23-24, AGAIN OUR COLA WAS 3.61%. AND IT'S A 5 INPIECE OF 3.11 INCLUDED IN THE MULTIYEAR PROJECTIONS SO THIS IS A SLIGHT INCREASE IN WHAT WE HAD IN THE, IN THE BUDGET THE PREVIOUS AMENDED BUDGET. WE REMOVED ANY ONE-TYPIST PENDURES THEN ANY INCREASES IN PERS INCORPORATED INTO THE BUDGET. THIS IS OUR BUDGET CYCLE.

WE ALSO HAVE MASSIVE COVID SURGE IN SCHOOLS, TEACHER, STAFF AND OUR STUDENTS GOT COVID AND IN THE BEGINNING OF THE YEAR BECAUSE OF COURSE MASKS ARE NOT WORKING BECUSE KID DON'T KNOW HOW TO WEAR THEM PROPERLY. OUR SCHOOL IS FLOODED WITH MASKS ON THE FLOOR. KIDS EAT ON THE FLOOR.

THAT'S GOING TO CAUSE A LOT OF EXTRA ANXIETY FOR OUR CHILDREN.
