>>> WELL, THANK YOU. >>> SO, GOOD EVENING, TRUSTEES AND SUPERINTENDENT EVANS. NICE TO SEE EVERYBODY.

FIRST OFF TONIGHT, I WANT TO RECOGNIZE OUR COUNSELORS THIS WEEK DURING NATIONAL SCHOOL COUNSELING WEEK.

WE JUST WANT TO RECOGNIZE ALL THEY DO TO SUPPORT OUR SITE AND STUDENTS, AND THE IMPACTS THAT THEY HAVE.

OUR COUNSELORS HELP STUDENTS EXAMINE THEIR ABILITIES, DETERMINE WHAT THEIR STRENGTHS AND THEIR INTERESTS ARE, AND FIND THEIR TALENTS, AND THEY JUST BRING SOME POSITIVITY TO OUR SCHOOLS. WE ARE JUST HAPPY TO BE ABLE TO RECOGNIZE THEM AT THIS MEETING TONIGHT, WHICH HAPPENS TO FALL

DURING THEIR WEEK. >>> SO, I ALSO WANT TO TALK ABOUT GRADUATION. IT IS INCREDIBLE THAT WE ARE ALREADY IN THE SPACE THAT WE AR MAKING PLANS FOR GRADUATIONS AT THE END OF THE YEAR. IT'S AMAZING HOW FAST THESE YEARS FLYBY, EVEN WITH EVERYTHING THAT'S GOING ON ECHO IS RECENTLY ANNOUNCED MY GRADUATION TIMES AND DAYS, SOME CONCERNS THAT I KNOW HAVE BEEN BROUGHT TO YOUR ATTENTION IN YEARS PAST HAVE RESURFACED. AND I JUST BELIEVE THEY ARE REALLY WORTH SHARING WITH YOU. EDUCATED DISTRICT WORKED REALLY HARD TO GET STUDENTS TO GRADUATION, AND YOUR MOVERS IS TO MAKE THE GRADUATIONS IMPOSSIBLE TO ATEND FOR STAFF HAS UPSET SO MANY. GREEN ACADEMY HAS THEIR SCHEDULED DURING THE SCHOOL DAY ON THE LAST DAY OF SCHOOL, AND TEN —- 30 IN THE MORNING. THIS HAS HAPPENED TO THEM BEFOR AND THAT OTHER SITES IN THE PAS AND I CAN'T EXACTLY PUT INTO WORDS WHAT IS PRESENTED TO STUDENTS WHO ARE LOOKING FORWAR TO SEEING YOU AT THEIR GRADUATION THAT YOU WILL BE STAYING BEHIND THE STUDENTS ON CAMPUS.

IS NOT LIKE THIS IS A DAY WHEN YOU CAN GET A SUB OR EVEN YOU WANT TO GET A SUB, BECAUSE IT I THE LAST DAY OF SCHOOL, AND A LOT OF US HAVE FOUND THAT WE HAVE TO GIVE THAT DAY, OR WE AR WORKING WITH STUDENTS WERE STIL TRYING THEIR HARDEST TO PASS THEIR CLASSES. SO FOR THE MOST PART MANY OF US

HAVE TO BE ON CAMPUS. >>> LGA REPORTED THAT IN THE PAST ONE OR TWO TEACHERS WHO HA PREP WERE ABLE TO ATTEND BY

[00:20:07]

GETTING COLLEAGUES TO COVER OTHER COSTS FOR THEM, BUT THE REST WERE BUSY AND STUCK ON CAMPUS THAT DAY.

AND THIS BEEN REALLY HARD FOR THEM NOT TO BE ABLE TO WATCH THOSE STUDENTS THAT THEY WORKED WITH, YOU KNOW, FROM SIXTH GRAD TO 12TH GRADE AS THEY WALK THE STAGE.

>>> THIS UNIT TRUST HIGH SCHOOL IS SCHEDULED TO GRADUATE AT 1:30 IN THE AFTERNOON, ON TH LAST DAY OF SCHOOL, WHICH IS ON HOUR AFTER THE FINISH OF THE LAST FINAL.

ONCE AGAIN, IT'S AN EVENT THAT IS IN A TIME WHEN MANY TEACHERS ARE UNABLE TO ATTEND. AT THIS POINT WE DON'T KNOW THE LOCATION OF THE GRADUATIONS, BU EVEN IF IT WERE ON-SITE, IN GENERAL IN THE PAST WE'VE ARRIVED TWO HOURS BEFORE THE START OF THE EVENT TO HELP SET UP AND PREP THE STUDENTS.

>>> IF THE GRADUATIONS ARE OF CAMPUS THIS YEAR, NATOMAS HIGH SCHOOL TEACHERS WILL BE UNABLE TO ACTUALLY EAT LUNCH AND THEN GET TO GRADUATION, LET ALONE FINISH THEIR GRADES, CHECK OUT AND COMPLETE EVERYTHING THAT HA TO BE DONE ON THE LASTLY OF

SCHOOL. >>> THE LAST TWO HIGH SCHOOL GRADUATIONS ARE AT THE END OF THE DAY ON THE LAST DAY OF SCHOOL AND AFTERSCHOOL. THIS IS A TERM THAT IS CONSIDERED, AND THE PRESIDENT HAS ALWAYS BEEN THE START OF TH SUMMER, TO ANNOUNCE NOKTA IN FEBRUARY, MEANT THAT THIS IS TH DATE OF GRADUATION INCENTIVE WITHIN THE SCHOOL YEAR, WHICH I WHAT OUR CONTRACT STATES, THE TEACHERS WHO ARE SET TO TRAVEL OR POINT TO BE OUT OF TOWN ALREADY HAVE PLANS.

>>> EDUCATION IS BUILT ON THE IMPORTANCE OF RELATIONSHIPS, AN WE TALKED ABOUT THIS ALL THE TIME BUT OVER THE YEARS WE BUIL THEM WITH STUDENTS AND THEN TO BOTH SIDES AND GRADUATION IS A COMMISSION OF ALL THOSE RELATIONSHIPS.

AND OUR STUDENTS HAVE THE RIGHT NOT ONLY TO SIESTA BUT ALSO THE CLASSIFIED STAFF AND EVERYONE WHO SUPPORTED THEM IN THE PROCESS. WE WANT THE WHOLE MILLIMETER TO CELEBRATE THEIR SUCCESSES ALONG WITH THEIR FAMILIES.

>>> THE DISTRICT CENTERS ALL THESE E-MAILS ABOUT EMPLOYEE RELATIONS —- RELATIONSHIPS IN BUSINESS, BUT WHEN YOU GUYS HAD A CHANCE TO REALLY SHOW US THAT THOSE THINGS ARE IMPORTANT, AND OUR CONTRIBUTIONS MATTER, YOU CUT THE VAST MAJORITY OF THE

STAFF OUT OF THE EQUATION. >>> FOR MANY OF THE STAFF MEMBERS, THEY ARE DISAPPOINTED WHEN THE SCHEDULING OF THE PROMOTIONS AND GRADUATIONS, SO WE JUST URGE THE BOARD IN THE FUTURE TO CONSIDER FOLLOWING TH PAST PRACTICE AND SCHEDULING THEM EARLIER IN THE WEEK, AT A TIME WHEN ALL MEMBERS AND ALL

THE STAFF CAN ATTEND. >>> ALSO THIS WEEK, I WANT TO SAY IT WAS GOOD TO SEE BRAVERY OF STUDENTS IN NATOMAS HIGH SCHOOL STRESSING THEIR RIGHTS AND FIGHT FOR WHAT THEY FEEL IS A SAFER SCHOOL ENVIRONMENT. AND IT'S GOOD TO KNOW THAT THE STUDENTS HAVE ADMINISTERED SUPPORT AND GUIDANCE, THAT THEY USE THEIR STUDENT VOICE. HERE MENTIONED BEFORE THAT NUMBERS CONTINUE TO ASK FOR MOR SUPPORT FOR SCHOOL SAFETY AND MORE EMOTIONAL SUPPORT FOR STUDENTS.

AND NOW WE SEE THAT THE STUDENT ARE STRESSING THE SAME THING, AND WE'RE LOOKING FORWARD TO NE AND RENEWED EFFORTS FROM THE BOARD TO COMBAT THIS PROBLEM AS BEING SPACE BAR THE STUDENTS IN

OUR DISTRICT. >>> ALONG WITH THAT, IS NICE TO HEAR EVERYONE TALK ABOUT COMMITTEE BUILDING.

THAT MANY, MANY, BUILDINGS HAVE WE REACHED OUT TO THE DISTRICT TO DISCUSS AND MEET HOW NATOMAS TEACHERS ASSOCIATION BELIEVES W CAN MOVE FORWARD TOGETHER WITH THE CALIFORNIA MILLIMETER SCHOOLS PARTNERSHIP PROGRAM AND HE BELIEVED THE IMITATION OF TH LIMITING SCHOOLS PARTNERSHIP PROGRAM IS THE FUTURE OF LEARNING, CREATES THE INFRASTRUCTURE THAT MAKES SCHOO THE HUB OF THE MEETING MIDI, AN THE $83 BILLION INVESTMENT THE STATE IS MAKING WITH PARTNERSHI THAT CAN BE ACCESSED HERE IN NATOMAS, AND WE THINK IT WILL MAKE US STRONGER AS A DISTRICT.

WE ARE REALLY LOOKING FORWARD T HEAR BACK TO THE DISTRICT AND BEING ABLE TO SUPPORT OPPORTUNITIES THIS PROGRAM CAN AFFORD OUR MEETING MIDI. OUR COMMUNITY.

I JUST WISH YOU ALL A HAPPY WEEKEND AND TAKE HER VERY MUCH.

THANK YOU, MAURA. >>> NEXT UP, OUR BOARD MEM MEMBERS, STUDENT BOARD MEMBER WHILE THE ALLEY, ANY COMMUNICATION? PETER THANK YOU, PRESIDENT GRANT. GOOD EVENING, SUPERINTENDENT EVANS, PRESIDENT GRANT, BOARD MEMBERS, AND GUESTS.

AND THE PAST WEEKS NEWCOMB HIGH SCHOOL WAS LUCKY TO HAVE WOKEN THE GUESTROOM ABC TEN, MARCUS ALLEN, INTO BROADCASTING AND CLASSES. IT WAS A GREAT OPPORTUNITY FOR STUDENTS TO LEARN FROM SOMEONE IN THE PROFESSION AND HEAR INTERESTING STORES ABOUT HIS TIME IN THE TV PRODUCER AND H HOST. LAST WEEK THE LEARNING COMMUNIT —- COMMITTEE HAD THEIR SIGNING CEREMONY SUBMITTING OUR STUDENT ATHLETES WHO ARE PURSUING THEIR SUPPORT AFTER GRADUATION.

IS A BLACK STUDENT UNION MEMBER AND I'M VERY EXCITED TO SAY THA RBS YOU AS A POOR STUDENT —- SCHOOL CELEBRATE BLACK HISTORY MONTH WITH THE BLACKEST REMOTE THAT THEY SHARED OF THE MORNING ANNOUNCEMENTS. I WANT TO SAY SPECIAL THANK YOU TO MS. POWELL FOR HIGHLIGHTING OUR MURAL ON THE BOOK.

QUERY EXCITED —- SORRY, WHERE WAS I?

. >>> OKAY WE CAN OFFER WEEK OF KINDNESS REPORTS WERE PUT ON THIS, ANSWERS CONSIDER APPRECIATION MESSAGES TO THEIR TEACHERS.

SHIFTING AWAY FROM INTERCOM AND NEVER I'M EXCITED TO SHARE THAT FOUR AMAZING STUDENTS IN THE AR OF DISPLAY AT THE CONCORDE ART MUSEUM. AND THEN EDWIN HERNANDEZ, MS MS. AKHENATEN AND ALEX MARIN AL HAVE THEIR WORK AND DISPLAY THE CALIFORNIA ART EDUCATION ASSOCIATION YOUTH ART MONTH AND

[00:25:01]

DIVISION AT THE CRAWFORD. NUMBER IS ALSO SEPARATING SOME NICE WINS WITH THE MEDICAL TEAM WHEN THE VIKINGS CLASSIC BASKETBALL TOURNAMENT GROUP AND FINALLY IN NATOMAS TIME TO WILL CELEBRATE SENIOR KNIGHTS RECENTLY FOR WHICH A SPORTS T

TEAM. >>> KIND OF LOOKING TO THE FUTURE FOR THE NEXTCOUPLE OF WEEKS AND LOOKING FORWARD TO DISCOVERING NEVILLE ASSEMBLY, RECOGNIZING STUDENT ATTENDANCE, ACADEMIC ACHIEVEMENT AS WELL AS UPCOMING VALENTINE'S DAY GRAMS. I WOULD LIKE TO THINK SCHOOL COUNSELORS AND THEY CONTINUE TO HELP SENIORS PROVIDE SUPPORT FO YOUNGER KLANSMEN AND THEIR PLAN FOR THE REST OF HIGH SCHOOL. THANK YOU.

>>> AWESOME, THANK YOU FOR THAT UPDATE.

>>> TRUSTEE BAINES, ANY RE REPORT?

>>> NO REPORT, THANK YOU. >>> ALL RIGHT, TRUSTEE HARDEN?

>>> I WILL KEEP IT BRIEF. I SAW THE POSTERS OVER AT INTERCOM FIVE LAST WEEKEND. THEY WERE INCREDIBLE.

IT'S AMAZING TO SEE. I THINK FROM WORKING WITH THE DISTRICT AND THE STUDENTS AT B BSU, THAT NERO IS INCREDIBLE.

OUT TO THINK IT'S ALL FOR WHAT WE'RE DOING FOR BLACK HISTORY

MONTH. >>> I WOULD ALSO LIKE US TO REMEMBER THAT BLACK HISTORY AS WELL AS OTHERS ARE NOT JUST ONE MONTH, IT STARTS JANUARY 1ST AN ENDS DECEMBER THE 31ST.

THANK YOU. >>> ALL RIGHT, THANK YOU,

TRUSTEE HARDEN. >>> TRUSTEE HORATIO.

I HAVE NOTHING TO REPORT. >>> ALL RIGHT, TRUSTEE KAPLAN P I'LL SPEAK ABOUT IT A LITTLE LATER AS YOU GO INTO THE REP REPORTS, BUT I HAD A GREAT VISI AT H-HOT CAP ALLEN HEIGHTS WALKING WITH THE PRINCIPAL AND TALKING WITH NEVILLE AND WITH SOME STUDENTS. THEY ARE DOING SOME REALLY GOOD WORK THERE THAT I KNOW WE WILL HEAR ABOUT A LITTLE LATER.

, AND THEN MY HUSBAND AND I HAV BEEN VOLUNTEERING WITH OUR THIR GRADE POD AND OUR CHILDREN'S SCHOOL, AND THEY HAVE HAD US, I CAN TELL YOU EYE-OPENING. I'VE BEEN HELPING THEM WITH WINTER TERM ASSESSMENTS. THE SOMETHING I RECOMMEND EVERY BOARD MEMBER DO BECAUSE I HELPE FOUR THIRD GRADE CLASSES.

AND YOU REALLY SEE WITH YOUR OW EYES DISPARITY THAT EXISTS OUT THERE WITH OUR THIRD-GRADERS. SOME WHO CAN'T EVEN READ AT THE KINDERGARTEN LEVEL, AND SOME MORE READING AT THE SIXTH GRADE LEVEL. I AM VERY APPRECIATIVE STAFFING ABILITY TO VOLUNTEER AND SEEING KNOWING WHAT'S GOING ON AT ONE SCHOOL IS HAPPENING WITH EVERY SCHOOL, AND WHAT OUR TEACHER HAVING TO DO IN SUPPORT IN THIS RESILIENCE OF WHAT COVID HAD BROUGHT UPON WHERE OUR STUDENTS ARE, ESPECIALLY KNOWING THAT TH LAST TWO YEARS THIRD-GRADERS HA IS A FULL YEAR WAS KINDERGARTEN OR FIRST GRADE YEAR, INTERRUPTE POST WE HAVE A LOT OF WORK TO D AND I'M APPRECIATIVE OF STAFF DOING THAT.

>>> AND DON'T FORGET THE FOOTLOCKER IS OPEN AGAIN TOMORROW FROM 4:00 O'CLOCK TO 5.30.

>>> ALL RIGHT, THANK YOU, TRUSTEE KAPLAN.

>>> I JUST HAVE ONE QUICK BRIEF COMMUNICATION, AND FIRST WANT —- WENT TO JEFFERSON, CHARLOTTE TO PERCEFUL FOR WELCOMING WITH OPEN ARMS AND SHOWING ME OF THE EXCITING THINGS THEY'RE DOING WITH UNIFICATION AND EVENTS IN THE CLASSROOM. I WANT TO TAKE THIS OPPORTUNITY TO SHARE A TERM THAT SHOULD COM UP MORE OFTEN BUT I THINK, GIVE IT IS BLACK HISTORY MONTH, IS PRETTY SUITABLE, IT IS CALLED DOUBLE CONSCIOUSNESS. FOR THOSE OF YOU WHO ARE UNFAMILIAR WITH THE TERM, IT REFERS TO THE APPEARANCE OF RECONCILING YOUR HERITAGE IN A SOCIETY WHERE YOU MAY BE A MINORITY. WE OFTEN HAVE DOUBLE CONSCIOUSNESS AS BEING A NEGATIVE THING.

I DON'T THINK IT'S A NEGATIVE THING, I THINK IT'S A GIFT.

AND I JUST WANT TO TELL OUR STUDENTS, IF YOU HAVE NOTICED THAT THEY DON'T BOTHER YOU AS MUCH OF THE PROGRESS THE DURABILITY YOU HAVE FROM DOUBLE CONSCIOUSNESS.

BIJU BOYCE SAID IT BEST: THE BLACK MAN IS TURNING IT INTO AN DOUBLE STRITE HAS ALSO MADE IT VERY STRAIGHT WHOSE EFFECTIVENESS SEEM LIKE WEA WEAKNESS, AND YET IS NOT WEAKNESS IS THE CONTRADICTION O DOUBLE AIMS, RATHER THAN BECOMING WEEK THE AFRICAN-AMERICAN BECOME STRONG, AND THAT STREET ALONE IS WHAT KEEPS THE AFRICAN AMERICANS FRO BEING TORN ASUNDER. SO I JUST WANT TO ENCOURAGE STUDENTS, IF YOU EVER WONDERED WHY SOME OF OUR PAST HEROES COULD WITHSTAND THE PRESSURES THAT THEY DID, IT IS BECAUSE OF DOUBLE CONSCIOUSNESS. CARTER G WOODSON HAD TO BE DURABLE WHEN HE WAS TOLD THAT PEOPLE HADN'T MADE ANY SIGNIFICANT CONTRIBUTION TO AMERICAN HISTORY.

THAT'S WHY WE HAVE BLACK HISTOR MONTH.

>>> DR. CHARLES DREW HAD TO B QUITE AGAINST THE AMERICAN RED CROSS AND THEIR PRICE FOR SEGREGATION IN BLOOD DONATION AND DR. MARTIN LUTHER KING HAD TO BE DURABLE WHEN LEAVING THE CIVIL RIGHTS MOVEMENT. LOAN COMMITMENT.

AND I ALSO ENCOURAGE STUDENTS T DO THAT TO.

[00:30:03]

WITH THAT I HANDED OVER TO THE SUPERINTENDENT PS IN THE INTEREST OF TIME, REPORT THIS EVENING, SO WE CAN GET THE

BUSINESS OF THE BOARD. >>> ALL RIGHT, THANK YOU, TAY, SUPERINTENDENT. NEXT UP OUR REPORTS TO THE BO BOARD. THERE IS A UST RETURN —- A UPDATE THAT WAS ATTACHED TO THE BOARD ON FRIDAY AND THERE IS STAFF ABLE TO ANSWER QUESTIONS. ANY TRUSTEES, ANY QUESTIONS FRO TRUSTEES, AND DISCUSSION ABOUT THE WINTER RECOVERY ACTIONS UPDATE?

>>> TRUSTEE BAINES, LOOK LIKE YOU HAD SOMETHING TO SAY?

. >>> YEAH, I THINK, JUST AGAIN, ALL THE STAFF HAD DONE A GREAT JOB.

AND I TRIED TO —. >>> SO WE CAN GET TO THE VISION OF THE BOARD. SOUNDS LIKE SOMEONE IS PLAYING

—- GO AHEAD, TRUSTEE BAINES. >>> THE STAFF AND DISTRICT HAS DONE A GOOD JOB TRYING TO HELP THE DISTRICT OVERCOME LEARNING LOSS. I'M GOING TO MENTIONED THAT, IN ADDITION TO THE LEARNING LOSS FROM BEING AT HOME, THE ABSENCE ARE ALSO IMPACTING OUR STUDENTS ESPECIALLY THE QUARANTINING AND OTHER KIDS ARE JUST LIKE STAYIN HOME.

I JUST WANT TO MAKE SURE WE ALS FOCUSING ON THOSE KIDS, AND MAK SURE THAT THEY ARE ABLE TO CATC UP WHEN THEY GET BACK IN SCHOOL.

>>> THANK YOU, TRUSTEE BAINES. ANY OTHER DISCUSSION OR COMMENTARY FROM OUR BOARD?

>>> OKAY, ALL RIGHT, WE WILL NOTE THAT AS RECEIVED.

>>> NEXT UP IS OUR CULTURAL RESILIENCE.

THIS IS ALSO ATTACHED TO THE BOARD AGENDA WHEN IT WAS POSTED ON FRIDAY FEBRUARY 4TH, STEP IS AVAILABLE TO ANSWER YOUR QUESTIONS. OR ANY TRUSTEE DISCUSSION OR QUESTIONS ON THE CULTURAL RESILIENCE THE BOARD WAS

PROVIDED? >>> I THINK I JUST WANT TO SAY THAT THE STAFF AND THE DIRECTIO THAT WE ARE HEADING, YOU CAN SE IT EMBODIED WHEN A VISIT H ALLE HEIGHTS ELEMENTARY AND HOW ARE NEVILLE ARE WORKING WITH STUDENTS WHO EXPERIENCED SO M MUCH, SO MUCH SO THAT ONE EXAMPLE STORY I WOULD LOVE TO GIVE IS THAT, THINKING OUTSIDE OF THE BOX, THE PTOSIS WORKED WITH THE TEACHERS AND STUDENTS WERE HAVING A HARD TIME EMOTIONALLY READJUSTING BACK TO SCHOOL.

AND CAME UP WITH AN IDEA AND ASKED THE STUDENTS IF THEY WANTED TO HELP OUT WITH SOMETHING THEY HAD VISIBILITY FOR STUDENTS WITH DISABILITIES. SEVERAL OF THESE STUDENTS JUMPE AT THAT OPPORTUNITY AND FOUND THAT THEY HAVE SPECIAL SKILLS, THAT THEY RELATE WITH MANY OF THESE KIDS AND ARE REACHING SOM OF THE STUDENTS WHERE TEACHERS HAVE NOT BEEN ABLE TO REACH SOM OF THE STUDENTS WITH DISABILITIES, WHICH HAS CAUSED SOME OF OUR STUDENTS WHERE PARENTS ARE YOU TO RECEIVING CALLS HOME, WHERE STUDENTS MAY BE ACTING OUT, THEY ARE NOT GETTING CALLS HOME THAT SOME STUDENTS HAVE TURNED THEIR BEHAVIOR AROUND AND THEIR GRADE AROUND.

AND I THINK THAT JUST FOR THE RESILIENCE OF OUR KIDS WERE GIVEN OPPORTUNITIES, AND I'M APPRECIATIVE OF OUR STAFF THINKING OUTSIDE THE BOX AND UNDERSTANDING THAT THERE ARE DIFFERENT OPPORTUNITIES OUT THERE THAT IS UNIQUE TO EACH OF OUR STUDENTS AND OUR KIDS. SO THANK YOU FOR THAT.

>>> THANK YOU, TRUSTEE KAPLAN. >>> ANY FURTHER DISCUSSION

FROM OUR BOARD MEMBERS? >>> PRESIDENT GRANT, I JUST WAN TO SAY THAT, IN READING THE REPORT, ONE OF THE THINGS I —- YOU KNOW I THINK WAS HELPFUL AS A BOARD MEMBER, BUT ALSO MAY NO BE —- YOU KNOW, PEOPLE MAY NOT KNOW, IS I THINK PEOPLE HAVE ACCOUNT TRANSFER APPROACH WHEN WE ARE TRYING TO BRING ABOUT CHANGE. AND IF YOU LOOK AT THE REPORT AND YOU READ THROUGH IT, IT TAKES IN NOT JUST ONE FOCUS OF CHILD, BUT IT LOOKS AT A BROADE SENSE OF HOW TO ADDRESS THE NEEDS OF CHILDREN, YOU KNOW, UNDER THIS TOPIC.

SO I THINK THAT'S —- I THINK THAT'S A POSITIVE FOR US.

I THINK THAT'S A STRENGTH, BECAUSE YOU KNOW I THINK BOYS CAN GET VERY NARROWMINDED SOMETIMES AND TRY TO BRING ABOU CHANGE AND NOT UNDERSTANDING THAT CHANGE BESPOKE —- THE SPOKES OF THE WHEEL, CHANGE CAN HAPPEN SO MANY WAYS THAT A CHIL ENGAGES IN SCHOOLS IN THIS DISTRICT.

SO THANK YOU, STAFF PS EXCELLEN JOB, STAFF.

>>> FAZIO. >>> ACTIVE REPORTS.

IT'S GREAT. >>> WE APPRECIATE THAT, TRUSTEE RADIO, TRUST ME. ANY FURTHER TRUSTEE DISCUSSION, COMMENTARY?

AND ON TO PRESENTATIONS. PRESENTATION A, PRESENT A FOLLOW-UP TO THE PUBLIC HEARING FROM JANUARY 19, 2022.

FOR THIS ITEM, CHIEF ECONOMIC OFFICER ANGELA HERRERA WILL BE PRESENTING PETER THANK YOU, PRESIDENT GRANT, WE JUST HAVE A VERY BRIEF DOCUMENT THAT WAS INCLUDED WITH THE BOARD AGENDA POSTED ON FRIDAY. TO JANUARY 19TH BOARD MEETING W DID DO THE SUNSHINE IN WHICH WE DECLARED WHAT ARTICLES WE ARE INTENDING TO OPEN FOR NEGOTIATION WITH BOTH OF OUR ASSOCIATIONS. HOWEVER, DUE TO COVID AND STAFF SHORTAGES, WE WERE NOT ABLE TO SHARE SOME OF THE DETAILS THAT WE WOULD TYPICALLY LIKE TO SH SHARE, SO NOTHING CHANGES BUT W DID WITH THOSE ARTICLES THAT WE SUNSHINEED IN JANUARY, REALLY THIS IS TO EXPRESS SOME SIGNIFICANT INTERESTS FOR NEGOTIATION WITH BOTH PARTIES. I WILL JUST TAKE A MOMENT SO WE CAN TAKE A LOOK AT THE NTA SECTION.

THIS DOES NOT NECESSARILY REFLECT EVERY ARTICLE THAT REOPENED; IT IS JUST SIGNIFICAN AREAS OF INTEREST.

>>> AT THIS POINT IN TIME, FO AGREEMENT, WE UNDERSTAND THERE IS THE FULLNESS OF A ONE-YEAR AGREEMENT FROM A FISCAL PERSPECTIVE TO PROTECT FINANCIA RESOURCES, AND SOME OF THE DIFFICULTY OVERCOME WITH PROJECTION WITH THE ECONOMY AND THE PANDEMIC THAT WE ARE FACING RIGHT NOW.

>>> IF YOU LOOK AT SALARIES AND HEALTH AND WELFARE BENEFITS WE EXPRESS OUR INTEREST FOR A POTENTIAL RACE WITH A ONE-YEAR DEAL. AND IF NTA WAS INTERESTED IN A MULTIYEAR DEAL, WE COULD LOOK WHAT IS POSSIBLE BEYOND ONE Y

YEAR. >>> IN ADDITION AT LOOKING AT CONTRIBUTION TO EMPLOYEE HEALTHCARE COSTS WHICH WOULD DECREASE WHAT THE EMPLOYEES HAV TO PAY EACH MONTH.

AND IN CONSIDERATION OF OUR STATEMENT SCHEDULE, WHICH OVERSEES OR ADDRESSES THINGS LIKE COACHING AND ACTIVITIES AN OTHER EXTRACURRICULAR RULES THA ARE STAFF PLATE TO SUPPORT STUDENTS ENGAGING THE SCHOOL, W LOCATE INCREASED COMPENSATION

THERE. >>> IN ADDITION, ISRAEL ARE VERY AWARE, WE HAVE BROUGHT ON BOARD QUITE A FEW SOCIAL WOR WORKERS, AND WE HAVE A BIT OF A CONUNDRUM.

NTA EXPRESSED DESIRE TO REDUCE THE NUMBER OF WORKDAYS FOR THES EMPLOYEES, WHO WERE INCORPORATE INTO THEIR BARGAINING UNIT AFTE THE SOCIAL WORKERS WERE ACTUALL HIRED WITH THE DISTRICT.

BUT THE PROPOSAL WAS THAT THEY KEEP THE PAY THE SAME.

WOULD NEED TO ADDRESS HOW WE AR GOING TO CONTINUE MEETING STUDENT NEEDS THROUGHOUT THE YEAR.

>>> IN ADDITION, WE HAVE SOME ONE-TIME MONEY THAT WERE INTERESTED IN FOCUSING ON PD ISSUES THAT YOU HEAR US TALKING QUITE A BIT ABOUT, THINGS SUCH AS LEADERS, CULTURALLY RESPONSIVE TEACHING AND ANTIRACIST AND ANTI-BIASED

TRAINING. >>> IF WE SCROLL DOWN AND LOO AT OUR FOLKS OF SPECIAL EDUCATION, RHS THERE QUITE DIFFERENTLY LOOKING FOR HOW WE CAN SUPPORT OUR SPECIAL EDUCATION TEACHERS BUT SOME INCREASED PREP TIME, AS THEY AR WORKING TO FOCUS ON INCLUSION AND MEETING WEEKLY REQUIREMENTS

FOR IP'S TRIANNUAL REPORTS. >>> IN ADDITION LOOKING AT TH POTENTIAL ANNUAL STIPENDS FOR SPECIAL EDUCATION TEACHERS.

AGAIN RECOGNIZING NATIONAL WORKERS MEETING STATE COMMITTEE

AND TO SUPPORT STUDENTS. >>> WE ARE ALSO INTERESTED IN CREATING A JOINT NTSB TEAM THAT EXAMINE CASELOADS AND INSTRUCTIONAL AIDE DISSIPATION EVERY YEAR AND THEN ADJUST AS NEEDED, AS WELL AS IDENTIFYING AN EARLY INTERVENTION AND SUPPORT PRACTICES BEFORE AN IEP IS NECESSARY FOR STUDENTS.

>>> AS WE LOOK AT CLASS SIZES WE RECOGNIZE THAT AS WE ARE LOOKING TO EXPAND TRANSITIONAL KINDERGARTEN, WE DO HAVE TO ADDRESS THE STAFFING RATIOS, WHICH WOULD INCLUDE RECOGNIZING OR GETTING INCREASED EIGHT HOUR PER [INAUDIBLE] AND LOOKING HOW WE CAN PROVIDE SOME ADDITIONAL SUPPORT TO OUR TEACHERS DIRECTE HOURS FOR OUR PRE-K AND K-KEY CAP AIDS GOING TO THREE AND A

[00:50:01]

HALF TO SIX AND A HALF HOURS. FOR IF WE MOVED TO THE NECK, WE HAVE ONE MORE ARTICLE WHERE THERE IS SOME INTEREST WERE TALKING ABOUT HOURS LOOKING AT THIS WE HAVE AN MOU THAT EXTEND THE ELEMENTARY AND SECULAR TEACHERS WHO HAVE COVERED CLASSES HOW WE ARE ADDRESSING THAT SOME COVERAGE.

LOOKING AT ROUTINES FOR STAFF T GET THE FAMILY ON A REGULAR BASIS AND ENTERS HIS PURITY AND PROPORTIONALITY IN PARTICULAR FOR YOUNG MEN AND WOMEN ALLOW STUDENTS TO ACT AS CLASS VIRTUALLY [INAUDIBLE] SO THOSE ARE MORE DEFINED INTERESTS WE ARE LOOKING FOR NTA. IF WE CAN SCROLL DOWN TO TSCA, THERE ARE SOME THINGS HANGING AROUND ASSOCIATION RIGHTS.

WE HAVE HAD A FEW DIFFERENT ITERATIONS OF AN MOU REGARDING CALL 118 WHICH ABOUT NEW EMPLOYEE INFORMATION AND NEW EMPLOYEE ORIENTATIONS AND SHARING INFORMATION CSEA, JUST

INCORPORATING THAT. >>> AGAIN SO INTERESTS AND LOOK AT SALARIES AND HEALTH AND WELFARE BENEFITS TO WHAT I JUST

SHARED WITH NTA. >>> ADDITIONALLY LOOKING AT AUGMENTING LONGEVITY RECOG RECOGNITION, INCLUDING THAT HONOR SALARY SCHEDULE. A SILLY LOOK AT THE ANNUAL PERCENTAGES TO SALARIES AS FAR AS INCREASES.

IN THE FIRST YEAR POTENTIALLY A MULTIYEAR AGREEMENT FOR MAKING SURE THAT WHEN EMPLOYEES ARE PROMOTED FROM WITHIN, THAT THEY ARE ADEQUATELY COMPENSATED FOR THE NEW INCREASED JOB POSSIBILITIES. WE WANT TO TAKE A LOOK AT THAT.

AND SOME HIGHER-LEVEL CLASSIFICATIONS TO SUPPORT STUDENTS. AND THE IDEA THAT THESE HIGHER-LEVEL JOB DESCRIPTIONS ESSENTIALLY WILL PROMOTE RETENTION AND CONTINUITY FOR STAFF AND STUDENTS, AND HELP

PEOPLE BUILD CAREERS IN NATOMAS. >>> IN ADDITION COMPOU TO LOO AT OUR VARIOUS PROCEDURES TO IMPROVE THE VIBRATION SYSTEM TO ALLOW STAFF TO BE RECOGNIZED FO THEIR WORK, AS WELL AS HAVE OPPORTUNITIES TO GROW AND DEVELOPING SYSTEMS FOR THAT.

>>> THERE ARE SOME NEW LAWS I EFFECT FOR CLASSIFIED EMPLOYEES AND SO WE WILL NEED TO ADDRESS THE EFFECTS OF AB 438 REGARDING LAB PROCEDURES, AND WILL NEED T NEGOTIATE THOSE AGAIN.

>>> AND AS WE LOOK AT PROFESSIONAL GROWTH FOR OUR CSE STAFF, WE DEFINITELY ARE INTERESTED IN PURSUING SOME SYSTEM CAPRESE FOR PROFESSIONAL GROWTH FOR THE STAFF.

>>> AND LASTLY RATIFICATION I JUST SIMPLY THE TERMS OF THE

AGREEMENT THAT WE'VE COME TO. >>> AGAIN, SHORT AND SWEET PRESENTATION, BUT JUST TRYING T FIND A BIT MORE PRAYER, TRANSPARENCY, ON WHAT REOPENED THE ARTICLES WE DID ON JANU JANUARY 9TH PS AND, THANK YOU, ANGELA, FOR THAT ADDITIONAL

CLARITY. >>> ANY TRUSTEE DISCUSSION, QUESTIONS ABOUT WHAT MS. HERRER HAS PRESENTED?

[XV.b. Governor's 2022-2023 Budget Update and LCAP Update]

>>> THANK YOU. JOB.

>>> ALL RIGHT, AND THEN PRESENTATION D, WE HAVE THE GOVERNORS PRESENTATION OF THE GOVERNORS TO RETURN TO ARTICLE 2023 UPDATE AND A UPDATE FOR THIS ITEM DEPUTY SUPERINTENDENT SOMATIC CLEVELAND AND BILL YOUN WILL BE PRESENTING.

>>> OKAY, GOOD EVENING, PRESIDENT GRANT, BOARD OF TRUSTEES, MANY MIDE AND STUFF. I AM JUST GOING TO HIGHLIGHT SOME OF THE KEY AREAS OF THE GOVERNORS JANUARY BUDGET.

I AM ALSO GOING TO SHARE SOME KEY ELEMENTS OF THE DISTRICT BUDGET CONSIDERATIONS FOR THE NEXT SCHOOL YEAR, AND LITTLE BI ABOUT THE BUDGET PROCESS, AND A SUMMARY OF THE TIMELINE.

THIS IS THE STATE BUDGET ECONOMIC OUTLOOK.

BASICALLY REVENUES ARE UP AND THERE IS A SIZABLE AMOUNT OF NE REVENUES. HOWEVER, AS YOU CAN SEE IN THE FIRST BULLET, IT IS FUNDING IS BEING PROPOSED FOR RECEPTOR PURPOSES. AND YOU'LL SEE THAT IN THE PRESENTATION. AND I ALSO WANT TO NOTE THAT INFLATION HAD BECOME A MAJOR CONCERN.

AND I AM SURE WE ARE ALL FEELIN THAT AS WELL.

NEXT SLIDE. >>> SO THERE'S A FIVE VICK-MACK 50 PERCENT COST-OF-LIVING ADJUSTMENT IN TH BUDGET. JUST TO MAKE SURE WE ARE —- WE ALL UNDERSTAND THAT A MULTIYEAR PROJECTION THAT WAS PRESENTED A FIRST INTERIM INCLUDED 2 23 PERCENT OF THE COLA THIS IS ONLY 284 PERCENT INCREASE OVER WHAT WAS ALREADY INCLUDED IN OU BUDGET. THE STATE PROPOSED THE GOVERNOR PROPOSAL ADDRESSED THE CUTTING ENROLLMENT AND ATTENDANCE, AND WILL HAVE A COUPLE SLIDES ON THAT.

ALSO, THERE IS SOME MONEY BEING PROPOSED FOR THE EXPANSION OF P IN OUR BUDGET. VENKER ARE STILL WAITING ON MOR INFORMATION ON HOW THIS WOULD B ABLE TO BE USED.

[00:55:03]

SO THIS FUNDING MAY OR MAY NOT COVER ALL OF OUR RELATED COSTS FOR SOCIAL ASSISTANCE AS IT CONCERNS AND READS TO PK EXPANSION OUR GROWTH THERE'S A LOT OF FUNDING IS BEING ALLOCATED TOWARDS ITS STRUCTURE FOR TRANSPORTATION.

THE KITCHEN INFRASTRUCTURE AND EQUIPMENT, AND ALSO FOR NEW SCHOOL CONSTRUCTION FOR STATE MATCHING FUNDS.

SO THAT IS QUITE A BIT. WE CAN SEE THEIR GOING STATEWID FOR INFRASTRUCTURE FOR THOSE AREAS.

>>> ALSO THERE ARE SOME ONE-TIME GRANT OPPORTUNITIES FO EARLY LITERACY AND CAREER PATHWAYS, WHICH WE CAN DEFINITELY USE IN OUR DISTRICT, GIVEN THOSE ARE TWO FOCUS AREAS.

>>> AND THEN LASTLY THERE IS PROPOSAL TO PROVIDE TWO FEMALES A DAY TO ANY STUDENT ON THE STATE LEVEL AND ANY REQUEST TO LEVEL MEAL ON THE STATE LEVEL. NOW SINCE HER RECEIVING THE IS UNDER THE FEDERAL USDA REMOVER THAT ENDS IN JUNE OF 2022.

NEXT SLIDE. >>> THERE'S ANOTHER GRANT HAS BEEN ON THE HORIZON, IS THE EXPANDED LEARNING OPPORTUNITY.

THESE PROGRAMS DIFFERENT IN THE ACTUAL PANDEMIC FUND GRANT.

THIS MONEY PROVIDE FUNDING FOR NINE HOUR DAY, SO IT IS FOR EXPANDED LEARNING AFTER SCHOOL. AND ON 30 OF OUR NONSCHOOL DAYS.

STAFF IS IN THE PROCESS OF DEVELOPING A PLAN FOR IMPLANTATION OF THIS GRANT. THERE IS A TRAILER BILL THAT IS ALLOWING MORE TIME FOR SCHOOL DISTRICTS FOR THE 2023-24 SCHOO YEAR, SO WE WILL TAKE THAT INTO CONSIDERATION.

ARE SOME CHALLENGES THAT WEREN' CONSIDERED FOR IMPLANTATION ON THIS GRANT. NUMBER ONE, AS GREAT AS THIS SOUNDS TO PROVIDE MORE LEARNING FOR ARTHUR'S, THERE'S DEFINITEL A WORK SHORTAGE ACROSS THE COUNTRY.

THERE'S ALSO BASED ON OUR SU SURVEY, —- NONSCHOOL DAYS.

THEN WE HAVE LIMITED SPACE AT SOME OF OUR SCHOOL SITES, ESPECIALLY THOSE ALREADY PROVIDING AFTERSCHOOL PROGRAMS OR INTERVENTIONS IN THE CLASSROOMS AFTER SCHOOL HOURS.

>>> AND THEN THE CAPACITY OF LOCAL PROVIDERS WHO NORMALLY PROVIDE THESE SERVICES, GIVEN ALL THE SCHOOL DISTRICTS ARE RECEIVING THIS FUNDING HAVE EXPRESSED THAT THEY MAY NOT HAV THE CAPACITY TO SUPPORT THE ADDITIONAL STUDENTS.

>>> NEXT LINE. >>> AND ROMIT IN ADA, THE DISTRICT'S —- MOST DISTRICTS IN CALIFORNIA HAVE BEEN HIT WITH EITHER DECLINING ENROLLMENT AND/OR ATTENDANCE OR BOTH.

WE ARE IN A GROWTH MODE, SO THI DOESN'T REALLY SUPPORT OUR ISSUES AROUND THE PANDEMICS IMPACT ON OUR GROWTH AND RELATE ATTENDANCE. HOWEVER, THE BUDGET IS PROPOSIN THE FUND AND AVERAGING METHOD FOR ENROLLMENT AND ATTENDANCE, YOU CAN USE THE AVERAGE OF THE LAST OF THE CURRENT YEAR AND TH LAST TWO YEARS TO CAN YOU PROVIDE SOME TYPE OF SOFT LANDING. BUT THIS BUDGET PROPOSAL IS NOT HARMLESS. LAST YEAR RECEIVED A HOLD HARM US WHEN WE COULD USE A WHOLE AMOUNT OF THE PRIOR YEAR ADA.

THIS IS ONLY PROVIDING AND AVERAGING METHOD, SO IT DOESN'T GIVE US FULL —- THE PRIOR YEAR ADA AS IT DID IN THE PAST.

AND IT DOESN'T PROVIDE ANY RELIEF FOR OUR GROWTH.

SO WE ARE LOW ON ATTENDANCE THI YEAR AND WE GREW.

THIS PROPOSAL DOES NOT SUPPORT GROWTH CONCERNS MOST TISSUES AR IN A DECLINING ENROLLMENT SITUATION.

SO WE ARE STILL TRYING TO PUSH FOR THAT.

WE ARE WORKING WITH —- BOB IS OUR CONSULTANT AND IS HERE TO TRY TO PUSH FOR MORE FUNDING FO NATOMAS RELATED TO THE GROWTH.

>>> THE NEXT SLIDE ACTUALLY SHOWS AN EXAMPLE OF HOW THE AVERAGING WORKS. THE CURRENT LAW ALLOWS US TO US OUR GREATER OF OUR CURRENT YEAR OR PRIOR YEAR FOR ADA PURPOSES.

LOOKING AT THE 2-23, WE WOULD B ABLE TO USE, WE WOULD HAVE TO USE OUR 21-2280 IS WE HAVE DEFINED IN 21-22, AND THE IMPAC OF THAT WOULD BE WE GET A GRACI FOR 21-22, 21-22 WILL BE FUNDED BASED ON THAT 10,000 BUT THE 2 22-23 WOULD DROP TO THE 9813.

THAT IS A CURRENT LAW, WHICH USES THE PRIOR YEAR ADA.

>>> AND THE GOVERNMENT PROPOSAL, WE WILL BE ABLE TO AVERAGE THOSE THREE YEARS. SO LOOKING AT 93, 20, 21 AND 21 AND 22, WE WILL BE ABLE TO USE AN AVERAGE OF THOSE THREE YEARS WHICH IS 9,925. SO IF YOU LOOK AT THE DIFFERENC BETWEEN THE CURRENT LAW AND 9,113 AND THE AVERAGE METHOD, I GIVES US AN ADDITIONAL 132 ADA. AND WE GET ABOUT 11,000 STU

[01:00:02]

STUDENTS. SO YOU CAN SEE THAT HELP US WIT THE SITUATION WHEN WE HAVE DECLINED SO MUCH IN 21-22.

>>> ALSO, I WANTED TO POINT OUT, IF WE HAD A HOLD HARMLESS, IF THAT WAS THE PROPOSAL, WHICH WOULD BEAR BETTER FOR MOST DISTRICTS, WE RECEIVED 19580 INSTEAD OF 132 ADA.

SOTO BE MUCH BETTER FOR US IF I WAS A HOLD HARMLESS LIKE WE WER

ABLE TO RECEIVE LAST YEAR. >>> AND THEN, OF COURSE, WE ARE NOT GETTING ANY ADA FOR OUR GROWTH.

WE GREW 340 STUDENTS, AND THE RELATED GROWTH ADA WOULD BE 275 TO 300 ADA. AND WE ARE NOT RECEIVING ANYTHING FOR THAT. PANDEMIC IMPACTS AND REALLY ATTENDED IMPACT OUR ATTENDANCE PERCENTAGE THAT WE WOULD

NORMALLY GET FOR THAT GROWTH. >>> NEXT SLIDE.

>>> WHAT IS NOT IN THE GOVERNORS JANUARY PROPOSAL? MEANWHILE, THERE IS NO ADDITIONAL PENSION RELIEF, WHIC IN THE PAST STATE WAS PROVIDING DIRECT PAYMENTS TO JURORS AND PURSE. THERE'S NOTHING IN THE PROPOSED GOVERNMENT BUDGET FOR PENSION RELIEF, AND OUR COSTS WILL BE JUMPING UP NEXT YEAR AS IN THE PAST 2 PERCENT TO 3 PERCENT PER PERSON STIRS. ALSO THERE IS NO ADDITIONAL PANDEMIC RELIEF FUNDS IN THE PROPOSED GOVERNORS BUDGET.

HOWEVER, WE DO HAVE THE FUND THAT WE HAVE ALREADY RECEIVED UNDER THE AMERICAN RESCUE PLAN, AND WE HAVE ALLOCATED FUNDS FOR NEXT YEAR, SO WE WILL HAVE TO LIVE ON WHAT WE ALREADY RECEIVE

AND ALLOCATED FOR THE NEXT YEAR. >>> LASTLY, THERE IS NO UNDUPLICATED PUPIL PERCENTAGE SOLUTIONS WHERE WE ARE MOVING TOWARDS UNIVERSAL MEALS AND FRE MEALS FOR OUR STUDENTS.

THAT REDUCES THE IMPORTANCE OF THE FREE AND REDUCED MEAL APPLICATIONS. AND BECAUSE OF THAT WE HAVE OTHER PROGRAMS THAT ARE FUNDED BASED ON THAT PERCENTAGE.

SO IT WILL IMPACT OUR TITLE I AND OUR A FUNDING IF THOSE PERCENTAGES DROP BUT THERE WAS NO SOLUTION TO ADDRESS THE NEED FOR THOSE APPLICATIONS FOR FUNDING OTHER PROGRAMS.

>>> NEXT SLIDE. >>> THIS JUST A REMINDER OF THE JUMP IN PENSION FOR CANCER THAT 218 PERCENT IN 1 MILLION.

NEXT SLIDE. >>> THIS IS JUST —- CALPERS PREDICTED 319 PERCENT AND —- SO ABOUT 15 MILLION IN INCREASED COSTS JUST FOR PENSIONS. THAT IS NOT BEING ADDRESSED BY THE STATE AND THE PROPOSED GOVERNORS BUDGET.

>>> BUDGET CONSIDERATIONS FOR 22-23.

ONE OF THE THINGS I WANT TO POINT OUT, YES, WE ARE RECEIVIN A COLA. HOWEVER, INTEREST COVER ARE MANDATED EMPLOYER COSTS, MAINLY PURRS AND STEERS, ESTIMATED, AS I JUST SHARED 15 MILLION POST I COST IS 12 MILLION FOR BOTH CLASSIFIED AND CERTIFICATED. AND DEMAND TO INCREASE RATE INCREASED COSTS OR PRESENTED SHARE THAT GOES TOWARDS ROUTINE RESTRICTED MAINTENANCE OF 3 3 PERCENT OF ANY INCREASE COST.

AND THEN ANYTHING GOES SHADED SALARY INCREASES ALL HAVE TO COME FROM THE COST OF LIVING ADJUSTMENT AFTER ARE MANDATED

EMPLOYER COST. >>> CATEGORICAL ZAR BACK SO A LOT OF THE FUNDING RECEIVED IS RESTRICTED SO IS THAT GENERAL FUND'S FATHER SO WE WILL BE FOCUSING ON MAXIMIZING THOSE

RESOURCES. >>> I MENTIONED ATTENDANCE.

IT COULD GO UP OR DOWN. WE ARE IN A PANDEMIC, SO IT CAN STILL HAVE IMPACTS IN SUBSEQUEN SCHOOL YEARS.

>>> AND THEN WITH NEGOTIATION AND BUDGET PRIORITIES TO SUPPOR LEARNING RECOVER, LITERACY AND SOCIAL EMOTIONAL REPORT, SOME O OUR KEY PRIORITIES. THE RELOCATIONS OF BUDGET REDUCTIONS MAY BE NEEDED AS WE MOVE FORWARD TO BE ABLE TO

SUPPORT OUR CURRENT PROGRAMS. >>> BUDGET DEVELOPING PROCESS FOR 22-23, MOST OF OUR BUDGETED SALARY AND BENEFITS, SO ABOUT 8 BUDGETARY SCHOOL WILL BE BRINGING STAFFING TO THE BOARD AT THE FEBRUARY 23RD BOARD MEETING, WHICH WILL PRESENT IN PERCENTAGE OF THE DEVELOPMENT PROCESS.

IF YOU TAKE INTO CONSIDERATION OPERATIONAL COSTS, IT'S ABOUT 9 ALREADY BEEN ACCOUNTED FOR AT THAT POINT, WITH ABOUT 2 PERCEN REMAINING FOR OTHER PRIORITIES, AS I DISCUSSED MANDATED EMPLOYE COSTS, AS WELL AS OUR NEGOTIATE SALARY INCREASES.

>>> NEXT SLIDE. >>> THIS IS A BUDGET PROCESS THAT THINGS THAT WE CONSIDER FIRST PRIMARILY STAFFING.

I MENTIONED MANDATED EMPLOYER COSTS.

CORPORATE ITEMS THAT MAY HAVE ONGOING COSTS LIKE CTE, WE MAKE SURE WE CAN COVER OUR CURRENT PRIORITIES.

[01:05:01]

SO LOOKING IN OUR SITUATION RIGHT NOW, WHEN WE TAKE INTO EFFECT ARE PANDEMIC FUNDS FROM OUR WICHITA PROGRAM FUNDS FOR OUR ONGOING GENERAL FUND AND OU ONE-TIME FUNDS, WE STILL WANT T SHARE THAT WE CAN DO ANYTHING W WANT BUT NOT EVERYTHING.

AND WE ARE DEFINITELY GOING TO BE IN THAT SITUATION THIS TIME, GIVEN THE IMPACT OF INCREASING COSTS ON OUR COST OF LIVING ADJUSTMENT. SO WE'RE LOOKING AT KIND OF HOLDING OUR CURRENT PROGRAMS AN CURRENT PRIORITIES AND NOT TOO MANY NEW BUDGET PRIORITIES GOIN FORWARD FOR THIS SCHOOL YEAR —-

FOR THE BUDGET NEXT YEAR. >>> FEBRUARY THROUGH MAY 2022 WITH MAKING ANY STAFF REGULATIONS, IF ANY, ANY INVESTMENTS OR PRODUCTIONS OR RELOCATIONS, IF ANY THIS YEAR.

>>> THEN THE GOVERNORS MARY EDITION WILL GET THAT INFORMATION AND SEE WHERE WE AR AND MAKE ANY FINAL RECORDATIONS IF ANY, THEN FINALLY WE WILL HAVE OUR BUDGET APPROVAL IN JUN

IN EFFECT BY JULY 1ST. >>> SO KIND OF LIMITED RESOURCES THIS YEAR, SO WE ARE KIND OF LOOKING TO STREAMLINE THE BUDGET PROCESS AS WE MOVE FORWARD.

>>> NEXT SLIDE. >>> OUR TIMELINE IS NOVEMBER TO JANUARY. WE KIND OF ARE ALREADY IN THAT SETTING PRODUCER BUDGET DEVELOPMENT PROCESS IN NOVEMBER.

THE ITEMS IN YELLOW, THROUGH TO THE PANDEMIC, MAY NOT BE PRESENTED AS USUAL. I THINK WE ARE GOING TO BE DEFINITELY NOT PREVENTING THE CALIFORNIA —- SECONDARY SCHOOL PRESENTATION THIS YEAR. I JUST WANTED TO HIGHLIGHT OUR CYCLE SECOND INTERIM BUDGET WIL COME FORWARD IN MARCH.

AND AS I MENTIONED BEFORE IS A STAFF THOUGH COMFORT TO THE FOURTH OF FEBRUARY 23RD BOARD MEETING.

>>> ANY QUESTIONS? >>> THANK YOU.

BOARD MEMBERS, ANY QUESTIONS, COMMENTARY DISCUSSION, BEFORE W MOVE FORWARD WITH THE NEXT PRESENTATION?

. >>> WAIT, I HAVE A QUESTION.

THE PRESENTATION IS SET UP SO I CAN'T SEE ANYBODY.

THERE WE GO. SO, JEFF ETTA, I JUST HAD A QUESTION ABOUT THIS IS NOT THE FIRST TIME YOU TALKED TO US ABOUT, YOU KNOW, THAT THERE IS NO NEED TO DO THE APPLICATIONS FOR THE LUNCH THAT WE HAVE DONE IN THE PAST, AND THAT HAS IMPAC ON OUR PROGRAMS AND, YOU KNOW, OUR MONEY HERE.

SO I AM JUST CURIOUS, I MEAN, I YOU HAVE ANY THOUGHTS.

BECAUSE THIS IS AN AREA OF WORR RIGHT HERE, YOU KNOW.

AND THE YOU HAVE ANY THOUGHTS? I MEAN, ABOUT WHAT WE COULD D BETTER TO TRY TO GET THOSE APPLICATIONS? I KNOW I HEARD YOU SAY THIS. I KNOW I HEARD BILL TALK ABOUT THIS, THE IMPORTANCE OF TRYING TO GET FAMILIES TO GET THESE APPLICATIONS. BUT IF THERE IS NO NEED TO DO THE APPLICATIONS ANYMORE, THEN PEOPLE DON'T WANT TO —- I MEAN, THEY STILL GET THE FREE LUNCHES RIGHT.

>>> IS A CHALLENGE. OUR FOOD SERVICES TEAM DID A GREAT JOB LAST YEAR —- OR THIS YEAR GETTING THOSE APPLICATIONS IN. WE ABSOLUTELY ARE PLEASED TO SE THE NUMBER OF APPLICATIONS OVER THE PRIOR YEAR.

BY JUST CALLING, AND CALLING, AND REMINDING EVERYONE.

AND SO, YES, IT IS A CHALLENGE, BUT WE DID EXCEED OUR TOTAL NUMBER OF APPLICATIONS OVER LAS YEAR THIS YEAR.

AND WILL TO CONTINUE DOING THAT NEXT YEAR.

I JUST HOPE AT THE STATE LEVEL THAT SOMETHING IS DONE, BECAUSE A MAJOR PART OF OUR REVIEW SOURCE, WHICH IS OUR SUBMENTAL CONCENTRATION GRANT FUNDS, ARE DEPENDENT UPON THE ON DUPLICATE OF PEOPLE COUNT THAT COMES FROM THOSE APPLICATIONS AS WELL AS TITLE I. BUT I THINK WE DID A REALLY GOO JOB ON REACHING OUT TO OUR FAMILIES AND GETTING THOSE APPLICATIONS AND STARTING EARLY AND CONTINUING TO PUSH.

I THINK NOW IS REALLY AT THE STATE THERE WERE TO ASSIST CLADISTICS WITH THIS CONCERN AN COME UP WITH A SOLUTION.

>>> WELL, GOOD LUCK TO US, ON THAT.

ON THAT ALL POINT. I KNOW YOU HAD BUYER BEFORE.

AND ANOTHER QUESTION ABOUT THE BUDGET: WHEN YOU ARE LOOKING A —- ON THE SLIDE THAT SHOWED, YO KNOW, IT HAD THE AVERAGES?

>>> YES. >>> IS THAT DEFINITELY THE WAY THAT WE ARE GOING TO GO WITH THOSE AVERAGES? IS THAT STILL NOT DEBATABLE WHETHER OR NOT THEY GOING TO BE

THE NORM, OR IS THAT —. >>> IT'S PROPOSED BY THE

[01:10:04]

GOVERNOR FOR THIS YEAR AS IT RELATES TO THE PANDEMIC.

ARE NOT HEARD THAT THAT'S GOING TO BE THE NORM P OKAY.

ALL RIGHT. BECAUSE I AM JUST THINKING ABOU THE BILL AS PA 30, SO I DIDN'T WANT TO CONFUSE HEARING FROM YO AND THEN IN RELATIONSHIP TO THA BILL.

WE WILL WAIT FOR THE NEXT RE REPORT, JAVETTA, THANK YOU.

>>> JUST A QUESTION QUICKLY BECAUSE, YOU ASKED GREAT QUESTIONS. FOR THOSE I TOOK A STEP BACK, AND I KNOW WE HAVE MANY PARENTS LISTEN TO US.

AND ALL OF A SUDDEN I AM HEARIN CATEGORICAL, YOU.

TITLE I, AND I AM GOING, MANY O OUR PARENTS HAVE NO IDEA WHAT W ARE TALKING ABOUT. SO WOULD YOU MIND JUST BRIEFLY SAYING, WHAT OUR TITLE I FUNDS GO FOR, AND WHY THEY ARE SO

IMPORTANT? >>> ARE TITLE I FUNDS GO TO OUR SCHOOLS THAT ARE LARGELY FREE AND REDUCED LUNCH PRICE MEAL TO SUPPORT OUR STUDENTS THAT ARE LOW PERFORMING LOGO SO IT IS FEDERAL FUNDS THAT WE RECEIVED SPECIFICALLY FOR THOSE SCHOOLS THAT ARE CONSIDERED AT LEAST 4 40 PERCENT —.

>>> DOES THAT MEAN THAT IS WHER WE ARE ABLE TO PROVIDE A COUNSELOR AND FUND A COUNSELOR? THAT IF WE DON'T HAVE THAT PERCENTAGE OF FREE AND REDUCED, WE DON'T HAVE THAT EXTRA MONEY, AND SO WE NOT —- SO WE MAY NOT HAVE A COUNSELOR OR ACTOR

SUPPORT SERVICES? >>> IT IS TO PROVIDE SUBMENTAL SERVICES TO SCHOOL SITES. THAT IS WHAT THE GENERAL FUND WOULD BE PROVIDED, SO IT IS A SUPPLEMENTAL FUND, NOT NECESSARILY A COUNSELOR, BUT TH SCHOOL SITE HAS —- COUNSELOR THAT HELP DETERMINE HOW THE FUNDS ARE USED AT THE SCHOOL

SITE LEVEL. >>> CAN I ASK PHYSICALLY WHAT I SOMETHING THAT IS TANGIBLE THAT WOULD RELATE TO A PERIOD OF UNDERSTANDING WHY TITLE I IS IMPORTANT?

>>> HMM. >>> BECAUSE IF WE CAN'T CLEARLY EXPLAIN TO OUR PARENTS WHAT TITLE I FUNDS GO TO WHERE THEY GOING TO FILL IT OUT AND IT'S IMPORTANT, IF WE CAN'T TELL THE KICK AND THAT IS WHY I WANT TO MAKE SURE WE ARE ABLE TO DO.

BECAUSE WHY I MIGHT GET IT, WE HAVE TO BE ABLE TO TALK TO OUR PARENTS IN A WAY AND IN A LANGUAGE THAT THEY UNDERSTAND.

>>> MARKKANEN PROVIDE —- IT PROVIDES SUBMENTAL INSTRUCTIONA MATERIALS FOR STUDENTS AT THE SCHOOL SITE.

THAT'S ONE OF THE THINGS I SEE. PROVIDES SOCIAL FUNDS AS WELL.

WE EVENTUALLY FOUND IMPROVE YOU TOMORROW WHICH THE MENTORING SUPPORT GROUP THAT HELPS SUPPOR OUR AFRICAN-AMERICAN BOYS.

THOSE ARE JUST SOME OF THE THINGS I'M AWARE OF IN MY ROLE.

[APPLAUSE] ADDITIONAL SUBMENTAL MATERIALS IN THE PAST HAVE INCLUDED TAKE-HOME BOOKS FOR KIDS TO REA BOOKS AT HOME AT OUR MNT SCHOOL ARE DESIGNATED TITLE I.

THAT'S ANOTHER EXAMPLE. >>> AND SIMMONS & CO. THAT'S A BIG ONE. ITSUPPORT SUMMER SCHOOL.

I AM JUST TRIED TO THINK OFF TH CUFF HERE.

>>> YEAH, NO, BUT I THINK HAVIN THOSE EXAMPLES FOR OUR PARENTS, HOME ASKING PARENTS TO SIGN UP, HAVING BEEN AVAILABLE WHEN WE TALK TO THEM I THINK IS KEEP ON HIGH SCHOOL, IF YOU EVER HIGH SCHOOL STUDENTS IMPROVE YOUR TOMORROW, THAT IS A PHENOMENAL PROGRAM WRONG AND PARENTS WHO KNOW THIS PROVIDES THIS OR HELP SEND THEM TO SUMMER SCHOOL TO HELP THEM RECOVER AND IMPROVE THEIR GRADES, I THINK IS REALLY IMPORTANT, BECAUSE WE HAVE TO MAKE THINGS TANGIBLE FOR PEOPLE TO UNDERSTAND.

BECAUSE WHERE WE MIGHT UNDERSTAND IT, I THINK IS VERY IMPORTANT THAT YOU MAKE SURE OU MEETING MEDIA AND PARENTS DO.

SO THANK YOU. >>> [APPLAUSE] YOU'RE WELCOME. I JUST WANT TO SAY EXCELLENT J

JOB, JAVETTA. >>>

>> MAYOR PRO TEM FERMON: FOR GETTING BACK TO US SO QUICKLY WITH ALL OF OUR QUESTIONS. I KNOW YOU BOTHER YOU ALL THE TIME. I WANT TO ECHO THOSE COMMENTS O TRUSTEE HARDEN. OR ANY OTHER QUESTIONS OR COMMENTS, BOARD MEMBERS? LOOKS LIKE THE LEGENDARY BILL JEONG IDEM YOUNG IS BACK P JUST A QUICK UPDATE ON THE VOCAB —- OH PROVIDED BRIEF —- ON THE NUNCAP C AT PROCESS. AS A REMINDER WE ARE IN A THREE-YEAR PROCESS OF THE LCAP CONSOLE LAST JUNE YOU ADAPTED THE 2021-234 LCAP CONGRESS A THREE-YEAR DOCUMENT, SO WE WOUL BE DOING ANOTHER TWO-YEAR CYCLE COMING THIS JUNE.

IS A RECAP AND ANY UPDATE ON LCAPS IN THIS PARTICULAR LCAP.

NEXT LIKE TO PUT THE NEW REQUIREMENT IS BECAUSE THE STAT BUDGET WAS ADOPTED THAT INCLUDE ADDITIONAL LC FF CONSTRUCTION

[01:15:01]

FUNDING, ASSEMBLY BILL 130 REQUIRES ALL SCHOOL DISTRICTS WITHIN LCAP TO PROVIDE A ONE-TIME MEDIA SUBMIT REPORT, WHICH IS THE NEXT ITEM ON THE AGENDA AS A RECEIVE ITEM.

>>> AND IN THAT REPORT IT MUS INCLUDE ALL AVAILABLE MEDIA OUTCOME DATA RELATED TO PARTICULAR ACTIONS LISTED, FOR MATRIXES IN THE LCAP. AND ALSO I NEED EXPOSURE UPDATE TO DATE REGARDING THOSE PARTICULAR ACTIONS.

AND IN THAT REPORT IT INCLUDE EXPENDITURES AND ENCUMBRANCES, MONEY THAT WE HAVE ALREADY EARMARKED HIS PAIN FOR THE REST OF THE YEAR. SO THAT IS INCLUDED THAT NEXT ITEM ON THE AGENDA RECEIVE ITEM. NEXT LINE.

>>> AND THE ADDITIONAL FUNDIN THAT WE RECEIVED BACK IN SEPTEMBER OF 2021, THE BOARD TOOK ACTION TO APPROVE ALLOCATING THE ADDITIONAL CONCENTRATION MONEY TO SUPPORT FUNDING SEVEN SOCIAL WORKERS ON GOING INTO THE FUTURE, NOT JUST WITH ONE TIME FUNDS. SO SEVEN OF THE 14 SOCIAL WORKERS ARE NOW FUNDED WITH ONGOING LCFF FUNDING.

>>> AND MEDIA UPDATES ARE NOT NEW TO NOTORIOUS UNIFIED.

WE BEEN DOING THIS SINCE 2015. IN DIGITAL DIFFERENT FORMAT THI YEAR. ALSO TIED TO A SPECIFIC ASSEMBL

BILL REQUIRING REPORT FORMAT. >>> AND AS I MENTIONED THAT REPORT IS AVAILABLE IN THE NEXT ITEM AND ALSO POSTED ON OUR WEBSITE. NEXT SLIDE.

>>> IS WE TALK ABOUT NEXT STEPS, WE JUST WANT TO CALL OUT BACK IN NOVEMBER OF 2021, STATE BOARD OF EDUCATION ADOPTED THE USE OF THE TERM EDUCATIONAL PARTNERS AS A REPLACEMENT FOR THE TERM STAKEHOLDERS. AS YOU MOVE FORWARD AND TALK ABOUT THE LCAP, AND IF I REFERRED TO EDUCATIONAL PAR PARTNERS, IT'S WHAT IS FORMALLY KNOWN AS STAKEHOLDERS FOR THE

ANY QUESTIONS?

[XVI.a. Supplement to the Annual Update to the 2021-2022 Local Control and Accountability Plan]

>>> THANK YOU. >>> ALL RIGHT, THANK YOU, BILL.

THE NEXT ITEM ON THE AGENDA IS RECEIVE ITEM AS STATED BY THE DEPUTY SUPERINTENDENT ON I AM LOOKING FOR A MOTION AND A SECOND TO FORMALLY ACKNOWLEDGE RECEIPT OF THE SUPPLEMENTAL —- OTHER SUPPLEMENT TO THE ANNUAL UPDATE TO THE 2021-22 LCAP.

I THINK THERE'S SOME MOTION FRO TRUSTEE HORATIO.

>>> TO RECEIVE. >>> TO RECEIVE, YES.

>>> I THINK I SAW SCHOOL TRUSTE WHILE THE ALLEY GIVING THE SECOND PIECE I DID SEE THAT. I DID SEE THAT.

SO EMOTION —. >>> THEY HAD BEEN A SCRATCH BU.,

>>> OKAY, SO MOTION BY TRACY HIRSCH AND TRUSTEE WHILE THE ALLEY. I GUESS, JEN, CAN YOU CALL THE ROLE? .

>>>

[XVII.a. First Reading of Board Policies and Administrative Regulations]

>>> NEXT UP ON THE AGENDA IS DISCUSSION ITEMS. WE ARE GOING TO HAVE OUR FIRST READING OF A FEW BOARD POLICIES AND ADMINISTERED IF REGULATIONS. THIS IS THE TIME WHERE WE DISCUSS WHAT'S GOING ON ON THE ITEMS AND SEE IF WE HAVE ANY QUESTIONS, DISCUSSION, DEBATE. I AM HERE FOR.

>>> BRIAN I HAVE A LITTLE BRIEF CONTEXT.

FOR YEARS, MAYBE DECADES EVEN, ASSOCIATED TO THE CALIFORNIA ASSOCIATION UPDATE THE BOARD POLICIES NEVILLE REESE AND THOS ARE, IN SOME CASE —- WE HAVE SOME POLICY THAT GO BACK TO —- WHEN IT WAS THE THOMAS UNION ELEMENTARY SCHOOL DISTRICT ARE ONE OF THE THINGS WE ARE TRYING TO DO THE NEXT FEW MONTHS IS JUST TO NOTE STAFF IS KEEPING U WITH INCOMING POLICIES BEHIND THE SCENES SO THAT THOSE WILL COME FORWARD AND IN LARGE BATCHES IN THE FUTURE. BUT TO KINDA BREAK THE CYCLE WE ARE LOOKING AT GRABBING TWO TO FOUR POLICIES EVERY COUPLE

[01:20:01]

MONTHS, MAYBE EVERY MONTH, AND BRING THEM FORWARD SO WE CAN START GETTING THE HABIT OF —- — NEED TO BRING THESE POLICIES FORWARD TO THE BOARD SO WE CAN SEE THAT PERSPECTIVE FROM THE STATEWIDE PERSPECTIVE. ALSO FOCUS ON SOME KEY POLICIES INVESTOR RELATIONS OR BOARD BYLAWS THAT ARE EXTRA IMPORTANT AND/OR JUST MAYBE NEED SOME TLC HERE IN NATOMAS.

SO THE FIRST FOUR WE BROUGHT FORTH TODAY ARE EITHER BECAUSE THEY ARE TIMELY IN NATURE OR IN SOME CASES WHAT YOU'RE TRYING T DO IS TAKE WHAT HAD BEEN PRACTICED FOR SEVEN TO EIGHT, NINE, TEN YEAR, SOMETIMES LO LONGER, AND BE ABLE TO PUT THAT PRACTICE INTO POLICY, SO FOR EXAMPLE THE RECOVERY OF PROPERT LOSS OR DAMAGE, EMPLOYEE SECURITY IS TIMELY WITH EVERYTHING IS BEEN GOING ON AND HOW SCHOOL WAS IN SCHOOL DISTRICT HAVE BEEN THRUST INTO VERY DIFFERENT PLACE THAN THEY HAVE BEEN IN I GUESS THE HISTOR OF PUBLIC EDUCATION.

AND HOW WE CAN ADDRESS SAFETY THAT MANY OF THE DISTRICTS HAVE ALREADY HAD TO ADDRESS. WE ARE CRITICALLY FROM A VARIET DISTRICTS AND BROUGHT THEM FORWARD FOR THE BOARD FIRST DRAFT, FIRST READING DISCUSSION ON ETHICS, POLITICAL THE BOARD HAD BEEN COMMITTED TO A VARIETY OF THINGS TO ETHICALLY VISUAL PERFORMING ARTS, JUST TO MEAN A FEW ON ETHICS COMPLETION, TAKIN DIFFERENT BOARDROOMS AND PUT INTO BUDGET, BUT THE BOARD HAS SHARED VERBALLY INTO POLICY, SO THAT WHEN WE HAVE A SET OF DIRECTORS, NEW CHANGES IN PLACE NEW PHYSICAL COORDINATOR, WHATEVER THE SITUATION MAY BE, THAT THERE IS A POLICY THAT STAFF CAN GO TO. THIS POLICY IN PARTICULAR WOULD PUT IN THE POLICY IS PROPOSED WITH THE BOARD AS AN IMPRINTING BUT STILL GIVE THE BOARD INCREDIBLE SENSIBILITY IN TERMS OF BUDGET TO PAUSE OR DELAY CERTAIN ELEMENTS OF THAT POLICY IF WE EVER GET TO THAT FINANCIA CLIP.

>>> AND LAST ONE IS LIKE THE WORLD WORKS TITLE FOR SOMETHING THOSE OF A BOARDROOMS AUTHORITY. THIS IS NOT A COUP D'ÉTAT OR ATTEMPT BY STAFF TO DO SOMETHIN OUTRAGEOUS.

THAT STEP BOARD BYLAW HAS EXISTED, AND WE HAVE HAD A NUMBER OF QUESTIONS AND LEGAL OPINIONS OF LATE ON SPECIFIC TOPICS. THIS BASICALLY TAKES EXCERPTS FROM AND REGULATIONS, CORE POLICIES ELSEWHERE THROUGHOUT THE DISTRICT, AS WELL AS SOME FEEDBACK FROM LEGAL COUNSEL WHERE STATE LAW MAY APPLY, AND CODE, AND THEN PUTS IT INTO A POLICY SO IT'S ONE-STOP SHOPPIN FOR EVERYONE TO BETTER UNDERSTAND ELEMENTS NOT FULLY, BUT ROSA RESPONSIBILITY OF A BOARD MEMBER. SO THAT'S THE HIGH-LEVEL FOR THOSE FOUR, AND WE ARE READY TO ANSWER.

MOSTLY CHRISTINE AND I, I THINK ANSWERING QUESTIONS YOU HAVE, COMMENTS. OR YOU CAN GIVE US FEEDBACK SO

WE CAN REVISE SOMETHING. >>> ALL RIGHT, THANK YOU, SUPERINTENDENT EVANS. I AM JUST GOING TO GO FIRST, IF THAT'S OKAY. I LOOK AT ALL THE POLICIES.

I DO HAVE SOME QUESTIONS ABOUT BOARD POLICY 4158, AND I DO WAN TO RECOGNIZE THAT THERE HAD BEE A LOT OF CRAZY STUFF GOING ON.

IS NOT A BOARDROOMS HAVE RECEIVED THREATS, DISTRICT STAF HAS RECEIVED THREATS. VERY PERSONAL IN NATURE.

I HAVE BEEN CALLED THE N-NO CAP WORD WHAT TIME THE LAST YEAR THAT I HAVE MY ENTIRE LIFE SO THAT'S REALLY TERRIBLE AND SAID.

BUT AT THE SAME TIME I THINK THAT THIS AUTHORITY THAT WE'RE DISCUSSING HERE IS A VERY BROAD AUTHORITY, AND IT WOULD MAKE SOME CHANGES TO IT AND IT'S WRITTEN.

I WOULD JUST SAY THAT THE BOARD MAY AUTHORIZE A SUPERINTENDENT IN CONSULTATION WITH LEGAL COUNSEL, TO EXERCISE BEING ABLE TO DEFEND —- I THINK THIS SHOUL BE A PRETTY HIGH THRESHOLD THAT SHOULD REQUIRE THE APPROVAL OF FOUR TRUSTEES.

SO THAT WOULD BE MY SUGGESTION TO THIS BOARD FOR CONSIDERATION ON. 4158.

>>> THANK YOU. >>> ANY OTHER DISCUSSIONS FRO TRUSTEE? WE HAVE A COUPLE IS NOT THERE.

I DO WANT TO MAKE SURE BEFORE. TRUSTEE BAINES.

>>> YEAH, I THINK I AGREE WITH WHAT PRESIDENT GRANT HAD SAID.

I THINK WE SHOULD CHANGE IT TO THE BOARD MAY AUTHORIZE.

YEAH, I THINK —- I GUESS, WILL BE THE LEGAL COUNSEL THAT WILL DETERMINE THAT IT'S A INFLAMMATORY STATEMENT? I THINK THE PART PRETTY CLEAR ABOUT THE STATEMENT.

BECAUSE, IN GENERAL COURSE OF CONVERSATION PEOPLE DO SAY

[01:25:14]

THINGS ABOUT ELECTED PEOPLE, AN PRESS FROM TIME TO TIME.

SO HOW DO WE DIFFERENTIATE BETWEEN PEOPLE SAYING THINGS TO US BETWEEN WHICH IS AN ACTUAL LEGAL DEFAMATORY STATEMENT?

>>> THE INTENT OF THE LANGUAGE WAS THAT LEGAL COUNSEL WOULD HAVE TO AGREE THAT IT WAS DEFAMATORY.

BUT WE CAN DEFINITELY GET BACK TO LEGAL COUNSEL AND TRY TO MAK THAT CLEAR. I CAN TOTALLY UNDERSTAND THAT I WOULD GIVE ME OR FUTURE SUPERINTENDENTS BROAD DISCRETIO JUST TO GO AFTER PEOPLE. IS NOT THE INTENT, SO WE WILL G BACK AND TRY TO TIGHTEN THAT LANGUAGE AND BRING IT BACK.

>>> I THINK, LIKE I SAID BEFORE I AGREE WITH PRESIDENT GRANT.

WHICH IS STATED TO BE APPROVED BY THE BOARD, MAJORITY OF THE

BOARD. >>> MICRO JUST FOR THE RECORD, TRACY BENNETT, I MISS YOU FOR THE MAJORITY ON THAT ISSUE.

>>> YES. >>> SPECIFICALLY RELATED TO THE DEFAMATION PART. THERE IS A BROAD POWER AND SUPERINTENDENT EVANS HAD MADE CLEAR THAT IS NOT HIS INTENT, BUT WE ARE DEALING WITH THINGS AND I THINK IT'S IMPORTANT TO MAKE IT ABUNDANTLY CLEAR. I AGREE WITH EVERYTHING THAT PRESIDENT GRANT SAID. I THINK THAT IS ALL FOR THE BES QUANTITATIVE, SUPERINTENDENT, FOR GOING BACK TO THE DRAWING BOARD AND COMING UP WITH THE CORRECT LANGUAGE THAT WE CAN AL

AGREE ON. >>> OKAY, ANY OTHER DISCUSSION OF ANY OTHER ITEMS, POLICIES, BOARD MEMBERS? LOOKS LIKE TRUSTEE HORATIO PE PETER, YEAH, EMIGRANT AND GOING BACK AND LOOKING BACK AT THAT ITEM SO I JUST WANT TO SAY, Y

YEAH. >>> OKAY, I APPRECIATE THAT.

>>> TRUSTEE BAINES PSO THE BIOS ABOARD NUMBER 9200, I HAVE A QUESTION MORE OF A CLARIF CLARIFICATION, SO THE INTENT UNDERSTAND THE INTENT IS FOR TH BOARD MEMBERS TO THE OUT OF INVESTIGATIONS WHEN THERE IS A COMPLAINT FILED.

SO THE QUESTION I HAVE IS —- I GUESS TWO QUESTIONS: ONE, IS SOMETIMES A COMPLAINT ACTUALLY ORIGINATES WITH A BOARD MEMBER.

THERE IS NO COMPLAINT ACTUALLY FILE THAT THE DISTRICT, BUT SOMEBODY WILL CALL AND TELL HIM HEY, IS HAPPENED, AND WILL DIRECT THEM TO A COMPLAINT PROCESS.

BUT IS THAT CONSIDERED HAVING YOU KNOW NOT THE FORMATION OUTSIDE OF THE INVESTIGATION? THAT WOULD BE THE FIRST QUE

QUESTION. >>> NO, NO, THAT WOULDN'T BE.

SO WE CAN TAKE A LOOK AND SEE HOW WE CLARIFY THAT.

>>> THE SECOND PART IS MONITORING THE COURSE OF INVESTIGATION THAT SOMEBODY CALLS, WE CAN TELL THEM, HEY, UNDER INVESTIGATION WE CAN DISCUSS THIS, BUT THERE CAN BE WRITTEN, INDICATION OF A TEXT MESSAGE, OR AN E-MAIL, OR SOMETHING ELSE. AND AGAIN WE WILL NOTIFY THE DISTRICT. BUT WOULD THAT BE CONSIDERED RECEIVING INFORMATION OUTSIDE O INVESTIGATION?

>>> NO, I MEAN, YOU CAN'T STOP SOMEBODY FROM TEXTING OR E-MAILING YOU. I THINK WHAT STAFF HAD BEEN TRYING TO ENCOURAGE IS WHEN BOARD MEMBERS ARE AWARE THAT THERE IS A ONGOING LITIGATION, LEGAL COUNSEL HAS OUTLINED THE POTENTIAL LIABILITY RISKS TO TH DISTRICT.

IN SOME CASES PERSONALLY TO TRUSTEES.

SO THAT IS THE MITIGATION PART BECAUSE THIS ALSO TALKS ABOUT CONFLICTS OF INTEREST AND OTHER THINGS.

MOSTLY FOCUSES ON WHEN BOARD MEMBERS ARE AWARE THAT THERE IS AN ONGOING INVESTIGATION. THERE IS ALSO DISCUSSIONS ABOUT SUSPENSIONS, EXPULSIONS, AND WHEN BOARDROOMS ARE AWARE THAT AN EXPULSION IS COMING. MEETING THIS BOARD BYLAW TRY TO OUTLINE THE PLAYING FIELD IN WHICH THE BOARD CAN ROAM, AND WHERE THEY CANNOT FROM A LEGAL BASIS PSO IF YOU CAN ALSO ADD SOME KIND OF LANGUAGE TO CLARIF THAT THE BOARD MEMBER, IF IT EXCEEDS ANY KIND OF —- RECEIVES ANY KIND OF COMMUNICATION FROM THE COMPLAINANT, IS STILL —- HE IS NOT RECUSED HIMSELF.

>>> THAT MAKES VERY GOOD SENSE, THANK YOU FOR THAT.

>>> THAT'S ALL. >>> TRUSTEE HEREDITY.

>>> SO FIRST OF ALL I WANT TO — YEAH, OKAY —- I WANT TO THANK STAFF AND THOSE WHO WORK THERE BECAUSE I THINK THIS IS A LOT MORE INFORMATION THAN WE HAD IN THE PAST, BUT I WANT TO GO BACK TO TRUSTEE BAINES' QUESTION ABOUT GETTING INFORMATION.

SO IF SOMEONE CALLS THIS AND TRIES TO GET HIS INFORMATION, W

[01:30:04]

CAN SAY, YOU KNOW, SOMEONE SAYS I HAVE A COMPLAINT ABOUT A TEACHER AND HERE ARE THE DET DETAILS.

BEFORE THEY GIVE US ALL THE DETAILS, WE CAN STOP THEM AND SAY "YOU KNOW, IS BEST THAT YOU NOT GIVE ME ALL THE DETAILS SO DON'T HAVE THE INFORMATION CODE. YOU KNOW, I WOULDN'T GO —- OH, IT'S BEST TO NOT GIVE ME THIS INFORMATION AND YOU FOLLOW THE PROTOCOL, WHICH IS TO GO THROUG CUSTOMER AND CONSTITUENT SERVICES, AND SHARE THE INFORMATION THAT WAY ". THAT WA WE DON'T HAVE TO HEAR ALL THE DETAILS OF THE COMPLAINT, WE CA JUST SAY, "YOU KNOW, BEFORE YOU GO ANY FURTHER, THIS IS WHAT YO SHOULD DO ". AND I SAY THAT BECAUSE, YOU KNOW, OVER THE YEARS WHEN WE HAVE GONE THROUGH LITIGATION, YOU KNOW, WILL RUN THE RISK OF HOW MUCH WE KNOW, WHAT WE SAY, HOW WE DID FURTHER THE CONVERSATION ABOUT IT. AND THEN IT MODELS THE MITIGATION, OR IT CAN MODEL THE INVESTIGATION.

BUT ALSO IF SOMEONE TEXTS, THE PUBLIC RECORDS ACT CAN ASK FOR THOSE TEXTS. IF IT'S IN DETAIL.

SO I THINK ENTROPIES WE HAVE A POSSIBILITY TO SAY PAUSE, YOU KNOW, JUST FOR LEGAL PURPOSES I IS PROBABLY BEST THAT YOU DON'T GIVE ME THE 45 MINUTE VERSION WITH EVERYBODY.

I DON'T KNOW. I MEAN, CHRISCO YOU COULD COMMENT ON THAT, ROMAN, YOU COULD COMMENT ON THAT.

I DON'T KNOW, TELL ME, YOU KNOW WHAT, I MEAN.

>>> YEAH, ONE OF THE THINGS WE'VE TALKED ABOUT FOR A LONG TIME IS WHEN YOU ARE AWARE THAT SOMETHING IS IN THE MIDDLE OF INVESTIGATION, IS GETTING TOWARDS EXPULSION, COULD MEAN APPEAL, THAT YOU ARE ABLE TO COMMUNICATE I'M AWARE THAT YOU FILED A COMPLAINT, I'M AWARE THIS IS GOING ON.

MY ROLE AS A BOARD MEMBER IS THIS IN TERMS OF DUE PROCESS, AND WE CAN HELP YOU ON AND WE HAVE GIVEN THEM SENTENCES, IF YOU WILL, QUITE FREQUENTLY OVER THE YEARS, SO YOU'RE NOT SAYING I DON'T WANT TO TALK TO YOU, YOU'RE SEEING, I HAVE A ROLE, AND IN THAT PROCESS TWO —- AND THIS IS WHERE THE NUANCE IS.

SO OFTEN THE COMPLAINT COULD INVOLVE A STAFF MEMBER.

WE'VE HAD THAT. STAFF MEMBER TO STAFF MEMBER.

OR FAMILY AND A STAFF MEMBER. AND WE WON ABOUT HIS DUE PROCES RIGHTS. AND THAT'S ONE OF THE CHALLENGE OF A TRUSTEE, IS TRUSTEES ENGAG —- IF CHURCHES ENGAGED VERY EARLY ON, IS BEING RESPONSIVE T WHERE YOU GET TO THEM FIRST, THAT COULD OPEN UP PUBLIC RECOR REQUESTS, PEOPLE TALKING, AND POSSIBLY THE VIOLATION OF THE OTHER PARTIES' DUE PROCESS, AND THEIR RIGHTS WHEN THEY HAVE MOS LIKELY ENCASES A VERY DIFFERENT VERSION OF THE STORY. AND SO WHEN IT COMES TO A COMPLAINT, ONCE AGAIN JUST PART OF THIS, THE BOARD BEING ABLE T ARTICULATE WHEN PEOPLE REACH OU THAT THEY ARE AWARE, THAT THEY HAVE A ROLE IN THE PROCESS, AND NEED TO BE ABLE TO EXECUTE THAT PART OF THE JOB WHILE FOLLOWING DUE PROCESS FOR ALL PARTIES

INVOLVED. >>> ROMAN, IS THAT —- I'M PROBABLY NOT SEEING IT AS ELOQUENT AS YOU CAN, BUT I AM TRYING TO ARTICULATE LISTING TO ONE SO THE STORY WHEN THERE IS ANOTHER SIDE THAT HAS DUE PROCESS RIGHTS COULD PUT BOARD MEMBERS INNOVATIVE, SPOT ON PUBLIC RECORD REQUESTS, WORD-OF-MOUTH, THREATS, THINGS OF THAT NATURE.

>>> NO, I THINK YOU DID A REALL GOOD JOB ON THAT TO, I MEAN, TH CONCEPT IS THE DENIAL OF DUE PROCESS, ESPECIALLY FOR THE INDIVIDUAL THAT IS ACCUSED OF ANY MISCONDUCT.

FOR EXAMPLE AN EMPLOYER, THE MISCONDUCT BY ANOTHER EMPLOYEE OR A MEMBER OF THE PUBLIC, OR A STUDENT THAT IS UP FOR AN EXPULSION. WE WANT TO MAKE SURE THAT, A, THE RECORD IS CLEAR, ANY BERBER WERE SITTING AS JUDGES ARE ACTUALLY GOING OUT AND CONDUCTING THEIR OWN INVESTIGATION, OR GET CLOSE TO THAT GRAY AREA WHILE THEY ARE T PERFORM AND MR. FUNCTION OR CONDUCT AN INVESTIGATION OR BEING ACCUSED OF THAT. THE CONCEPT —- AND YOU'LL SEE A NUMBER OF AREAS HERE, IS THAT, HEY, THAT THE DECISIONS THAT TH TRUSTEES WILL MAKE ON AN ATOM SHOULD BE BASED ON THE EVIDENCE IS PRESENTED AT A HEARING, AND ONLY BASIN THAT EVIDENCE.

NOT FROM ANY EXTERNAL SORT OF SOURCES THAT WAY, AND TO ENSURE THAT DUE PROCESS IS MAINTAINED AND IS PROVIDED TO ANYONE THAT'

[01:35:02]

ACCUSED, THE A STUDENT OR EMPLOYEE, IN THE CIRCUMSTANCES.

>>> SO I AM GOING TO RECOMMEND THAT IT MIGHT BE WORTHWHILE SENDING OUT TO ALL OF US THOSE KEY POINTS OF HOW TO RESPOND.

I THINK THAT WILL BE IMPORTANT TO DO THAT, BECAUSE I THINK WE ALSO RUN THE RISK THEN AS TRUSTEES, IS THEN WE HAVE TO RECUSE OURSELVES IF WE HAVE TOO MUCH INFORMATION.

YOU KNOW WE ARE GIVEN TOO MUCH INFORMATION, WE CAN PARTICIPATE IN THE VOTE, AND WE ARE HEARING MORE MAYBE THAN OTHER PEOPLE.

>>> TAKE YOU, TRUSTEE HEREDIA A. I AM THE FENCE ABOUT THIS PO POLICY. I UNDERSTAND IT'S A CONTINUUM O LEGAL OPINIONS YOU COULD HAVE HAD OR SOME FORM, BUT I ALSO WANT TO MAKE SURE THAT AS REGULATORS, WE ARE REPRESENTED, WE ARE ELECTED REPRESENTATIVES, AND I THINK IT'S ALSO A POSSIBILITY TO PROTECT PEOPLE FROM THE GOVERNMENT.

I MEAN, IT MAY NOT BE, BUT I DON'T WANT TO EVER LOSE THE ABILITY TO LISTEN TO SOMEONE THOROUGHLY BEFORE INITIATING A INVESTIGATION PROCESS IN HEARIN WHAT THEY ARE SAYING AND BEING ABLE TO RESPOND IN A CONST CONSTITUENT.

SO I'M JUST GOING TO LET THE DEBATE AND DISCUSSION GO A LITTLE BIT FURTHER TONIGHT, BUT I AM APPREHENSIVE AND ON THE

FENCE ABOUT THIS POLICY. >>> SO QUICK QUESTION ON THIS POLICY, ON BOARD POLICY 9200, ARE WE ADDING ANY NEW LANGUAGE INTO WHAT IS CURRENTLY EXISTING POLICY THAT WE HAVE ON THE BO BOOKS, OR MOSTLY JUST BRING IT ALL TOGETHER?

>>> HMM IS A LITTLE BIT OF LANGUAGE FROM LEGAL OPINIONS.

I THINK WHERE IT REFERENCES SPECIFICALLY FOR POLICY, I AM LOOKING AT SPECIFICALLY RIGHT NOW.

SO THERE IS I THINK THE FIRST GLUCOMETER LINE ON WHAT WOULD B PAGE A IS SOMETHING WE PULLED FROM EVERY DISTRICT.

THEN AS YOU PULL IN FROM PAGE B-BRA CAP IF YOU WILL, YOU JUST SEE WE ARE CITING, MANY O THEM ARE CITING REFERENCES FROM CURRENT POLICY, ADMINISTRATIVE REGULATION.

AND THEN COMMON LAW DOCTRINE AGAINST CONFLICT OF INTEREST.

AND THEN SOME EXPLANATIONS ON MOST OF PAGE C IS A LOT OF THAT INFORMATION THAT'S COME FROM LEGAL OPINIONS ENDING IN THE BOARD BY LAW CODE OF ETHICS. SO A LOT OF THIS IS WHAT EXISTS ALREADY. THE CHILD THAT WE QUITE HONESTL FACE IS THE PHILOSOPHICAL ONE, WHERE THIS BOARD IS GENERALLY I AGREEMENT WHAT SOME OF THEIR OW POLICIES, INITIATIVE RELATIONS, AND PRACTICE, AND IS CAUSING AN INCREASE ONTO PROBLEMS, AND IS CAUSING TIME TO BE PULLED AWAY FROM MITIGATIONS, STUDENT IS ISSUES, WE THE DISTRICT FORWARD IN A NUMBER OF AREAS.

IS RECYCLED BACK AT LEAST TWO LEGAL OPINIONS IN THE LAST COUPLE MONTHS AROUND THE SAME ISSUES, AND IF WE LOOK BACK PROBABLY THE LAST COUPLE YEARS, A HALF-DOZEN.

SO IT IS BEING BROUGHT FORWARD BECAUSE IT'S A RECURRING

CHALLENGE THAT'S BEING FACED. >>> THANK YOU.

JUST AS A QUICK ASIDE, I APPRECIATE STAFF CONTINUOUSLY ADDRESSING SOMETHING MINOR THAT I BROUGHT UP A COUPLE YEARS AGO OF CHANGING HIS, HER, SHE, HIM, TO THEM, THEY ARE, SO IT IS JUS NEUTRAL. I APPRECIATE THAT.

>>> AND THAT I REALLY AM APPRECIATIVE OF THE NEW COMPREHENSIVE, YOU KNOW, SPORTS POLICY.

THAT'S A LOT OF STUFF THAT WE'V TALKED ABOUT IN THEORY.

AND YOU AND I, CHRIS, HAVE TALKED ABOUT WE NEED TO GIVE WHAT WEEK KIND OF NORMALLY DO, OUT OF WHAT WE NORMALLY DO, AND PUT IT IN RIDING BECAUSE IT'S ABOUT THE LONG-TERM POSITIVES O GOING THROUGH IN SPORTS, AND VO REHAB, AND BEING ONE OF THE FEW DISTRICTS THAT IS A MEMORY SPORTS.

AND HOW WE ARE LOOKING AT THE REFRESH IN SUPPORTING THAT,

THAT'S HUGE. >>> THANK YOU.

WE ALSO WANT TO LOOK AT VISUAL AND PERFORMING IS BECAUSE THAT ENCOMPASSES SO MUCH LIKE ART CLASSES, BAND, CHOIR, THEATER.

[01:40:01]

THAT'S GOING TO TAKE MORE TIME TO BE ABLE TO PULL TOGETHER THE NEEDS FROM MULTIPLE STAKE STAKEHOLDERS.

>>> OKAY, NUMBERS, ANY FURTHER DEBATE OR DISCUSSION ON ANY OF THE DISCUSSED ITEMS PRESENTED THIS EVENING?

>>> NOT AT THIS TIME. >>> OKAY, WELL, LOOKS LIKE WE

[XVIII. PUBLIC COMMENTS]

JUST GOING TO MOVE FORWARD ON THE AGENDA THEN, IF THERE IS NO

OBJECTION. >>> ALL RIGHT, CHRISTINA, HAV WE RECEIVED ANY E-COMMERCE ITEM NOT ON THE AGENDA TONIGHT?

>>> ESCROW RECEIPT E COMMENTS FOR ILA ON THE AGENDA AND THEY WERE AFFORDED TO JESSE PRIOR TO THE MEETING AND IT INCLUDED IN THE MEETING —- MINUTES. I WILL READ THE TOPIC AT THE TAMPA REPUBLIC, RECEIVED. THREE —- DIFFERENT HOUSTON MESSIANIC EDERSON REGARDING ADVOCATE FOR CHOICE.
