ARE THEY IN THE AUDIENCE THIS EVENING? I DON'T SEE ANYBODY. SO I'M GOING TO MOVE ON TO OUR NTA REPRESENTATIVE. THERE SHE IS. >> DECEMBER. ALL RIGHT. GOOD EVENING, BOARD MEMBERS AND SUPERINTENDENT. THIS IS DECEMBER. SO AS WE ARE NEAR THE END OF 2021, WE CAN'T HELP BUT REFLECT BACK ON THIS PAST YEAR. I THINK ABOUT EVERYTHING WE'VE ACCOMPLISHED AND EVERY HURDLE THAT WE FACED TOGETHER AND I FEEL PRIDE AND HOPE DURING AN UNPRECEDENTED GLOBAL PANDEMIC, I RECALL THE DEDICATION OF OUR EDUCATORS AND OUR COLLEAGUES, NOTHING SHORT OF HEROIC. THROUGH IT ALL WE'VE SHOWN OUR STUDENTS THAT THEIR EDUCATION MATTERS, THAT THEIR FUTURE MATTERS, AND THAT WE WILL STRUGGLE FOR THEM, WE WILL PRIORITIZE THEIR EDUCATION REGARDLESS OF THE CIRCUMSTANCES AND I THINK THAT'S SOMETHING WE ALL SHOULD BE PROUD OF AND NEVER FORGET. THE START OF THIS YEAR, WE ADDED NEW CHALLENGES. AMONG THEM ARE THE CONTINUING SUB SHORTAGES AND QUARANTINES. WE ALSO BROUGHT ALONG SOME HISTORICAL CHALLENGES, LIKE CLASSROOMS WITH OVER 40 STUDENTS AND SOME PROGRAMS THAT COULD PROBABLY USE A LITTLE BIT MORE SPACE. YET ALL OF US MOVE FORWARD TOGETHER, WHILE TRYING TO ACKNOWLEDGE OUR COLLECTIVE TRAUMA AND MODEL TO OUR STUDENTS WHAT INTENTIONAL HEALING AND RESTORATION LOOKS LIKE. WE OPENED A NEW SCHOOL WITH A NEW TEACHING MODEL TO SUPPORT THOSE WHO ARE NOT READY TO RETURN TO TRADITIONAL SCHOOL IN PERSON. IT'S BEEN NO EASY FEAT, BUT TEACHERS, NURSES, PSYCHOLOGISTS, COUNSELORS, OR SPEECH AND LANGUAGE PATHOLOGISTS, OUR SOCIAL WORKERS, OUR CSEA COLLEAGUES, AND EVERYBODY HAVE MADE IT HAPPEN. BUT I HAVE HEARD FROM FAR TOO MANY TEACHERS THIS YEAR THAT THEY CAN'T DO THIS ANYMORE. SOME HAVE ALREADY LEFT. SOME ARE HANGING ON UNTIL THE END OF THIS YEAR WITH PLANS TO LEAVE THEN. AND IT'S HEARTBREAKING TO HEAR MEMBERS OF MY UNION FEEL THAT THE ONLY RECOURSE THEY HAVE IS TO LEAVE THE PROFESSION ENTIRELY. IT'S A SYMPTOM OF A PROBLEM WE TRULY CANNOT IGNORE, BECAUSE I REFUSE TO BELIEVE THAT THAT OUTCOME IS INEVITABLE. WE SPENT THE LAST YEAR TRYING TO REINVENT OUR PROFESSION INTO SOMETHING NEW WITH MANY CLASSROOM TEACHERS WANTING TO GO BACK TO BEING JUST THAT: CLASSROOM TEACHERS. THEY DON'T WANT TO BE TECH EXPERTS AND LIVESTREAMERS. THEY WANT TO TEACH STUDENTS TO WRITE WITH PENCILS ON PAPER. THEY WANT TO STAY AFTER TO TUTOR AND PROVIDE SUPPORT. THEY DO ALL OF THIS, BECAUSE IT'S WHAT THEY'VE ALWAYS DONE AND IN MANY WAYS IT'S WHAT WORKS FOR A LOT OF OUR STUDENTS WE CAN BUY ALL THE TECHNOLOGY IN THE WORLD, BUT NOTHING IS MORE POWERFUL THAN AN EDUCATOR CREATING A SAFE, PROTECTED PLACE WHERE A STUDENT KNOWS THAT THEY CAN BE THEMSELVES, BE RESPECTED, AND THEN GROW. IF THAT'S GOING TO BE ONLINE, THEN IT HAS TO BE ALL ONLINE. IF IT'S IN THE CLASSROOM, IT SHOULD BE THERE. THE MORE OUR FOCUS GETS DIVERTED , THE LESS WE CAN FOCUS ON OUR STUDENTS. OUR DISTRICT AS THE POTENTIAL TO CONTINUED TO EVOLVE AND BECOME BETTER FOR OUR STUDENTS AND OUR STAFF, AND I WANT TO ACKNOWLEDGE THOSE IN THE DISTRICT OFFICE AND THOSE AT OUR SCHOOL BOARD WHO HAVE NOT ONLY TALKED ABOUT RESPECT FOR ALL OF OUR MEMBERS, BUT SHOWN IT WITH THEIR ACTIONS. I WISH I COULD SAY THAT ABOUT EVERYBODY, BUT REGARDLESS, THE DOOR TO NTA IS ALWAYS OPEN. WE'RE GOING TO FIGHT FOR OUR STUDENTS AND WE WELCOME EVERYONE IN THAT FIGHT. AND WE'LL SEE YOU ALL IN 20212. AND YOU HAVE A WONDERFUL BREAK. >> GOOD EVENING, SUPERINTENDENT EVANS, PRESIDENT HEREDIA, BOARD MEMBERS, AND GUESTS. IN THESE LAST TWO WEEKS, WE UPHELD THE QUARTERLY TRADITION OF TIGER BAZAAR WHERE STUDENTS ENJOY AN AWESOME LUNCH WITH A FOOD VENDORS AND SCHOOL CLUBS FUNDRAISE FOR PROGRAMMING. WE ALSO HAD A FEW GIRLS AND BOYS SOCCER GAMES WHICH HAVE ALL BEEN WE'LL TENDED. EXCITINGLY, I EVEN GOT TO SEE MY FRIEND PLAY FOR OUR VARSITY SOCCER TEAM AT LUNCH ON FRIDAY. WE SURPRISED MAINTENANCE WITH APPRECIATION POSTERS ON THEIR OFFICE DOOR. LASTLY, THE IHS BAND PLAYED A BEAUTIFUL PIECE FOR THE STAFF AT ONE OF THEIR MORNING MEETINGS. BOTH ARE IMPLEMENTING A BRILLIANT IDEA OF HOT CHOCOLATE AND STUDY SESSIONS, COCOA AND [00:10:02] CRAM, AND NHS'S COOKIES AND CRAM MING ARE TEACHER LED INITIATIVES TO SUPPORT STUDENTS DRAMAING FOR HIGH SCHOOLS. WINTER SPORTS HAVE FINALLY BEGUN WITH WRESTLING, SOCCER, AND BASKETBALL TOURNAMENTS, THE NHS' WINTER MUSIC CONCERT WAS ALSO A HUGE SUCCESS AND TO END OFF THE SEMESTER, THEY'RE GIVING OUT SORE AWARDS TO STUDENTS AROUND THIS TIME. THIS PAST SATURDAY AT LEROY GREEN ACADEMY, STUDENTS HAD THE LAST DANCE OF THE YEAR WITH A GREAT TURNOUT AND WELL DESERVED TURNOUT WITH STATEMENTS . LGA MEN'S AND WOMEN'S BASKETBALL TEAM STARTED OFF THE SEASON WITH RECORD WINS NATOMAS MIDDLE SCHOOL HAS EXCITING NEWS. THEY OFFICIALLY START THE FIRST EVER CHEER TEAM OF THE TEAM WILL CHEER AT THE 7TH AND 8TH GRADE BOYS AND GIRLS SOCCER GAMES AT THE START OF THE NEW SEMESTER. THE NMS GIRLS LEADERSHIP PROGRAM HELD A WINTER PROGRAM FOR PARENTS AND PUT ON A SHOW FOR THEM. ALSO, STUDENTS HELD THEIR WINTER MUSIC CONCERT VIRTUALLY THIS YEAR FOR ALL PARENTS TO HAVE ACCESS TO. I'M LOOKING FORWARD TO ALL OF OUR NATOMAS UNIFIED SCHOOLS WRAPPING UP THE FIRST SEMESTER AND HEADING INTO WINTER BREAK. THE FOR TWO TO THREE STUDENTS AT DISCOVERY HIGH, THIS WILL BE THEIR LAST SEMESTER AS THEY WILL BE GRADUATING EARLY. A BIG ROUND OF APPLAUSE TO THEM. DISCOVERY HIGH WILL BE FINISHING UP SPIRIT WEEK, COUPLED WITH STUDENT AWARD RECOGNITION SIGNAL . AT INDIE CRUMB, I LIKE OTHERS ON CAMPUS ARE EXCITED FOR WINTER FORMAL ON JANUARY 8, THE WEEKEND WE RETURN FROM BREAK. AT LGA, WITNESS WILL MARK THE FIRST FOOD TRUCK EVENT DURING LUNCH FOR MIDDLE AND HIGH-SCHOOLERS. TO WRAP IT UP, WE'D LIKE TO DO A THANK YOU TO ALL THE TEACHERS AND STUDENTS WORKING HARD TO FINISH OUT THE SEMESTER. TEACHERS ARE PUTTING IN EXTRA HOURS OF PERM TIMES TO GET GRADES INPUTTED AND PREPARE FOR THE FINAL WEEKS AHEAD. STUDENTS ARE FINISHING UP LAST MINUTE PREPARATIONS AND STUDYING FOR A WEEK OF TESTS. GOOD LUCK TO ALL THE STUDENTS WHO WILL BE FINISHING FINALS THIS WEEK. AND HAPPY HOLIDAYS TO EVERYONE. THANK YOU. >> THANK YOU, PRESIDENT HEREDIA I'M GOING TO PULL MY MASK DOWN FOR A LITTLE BIT. HOPE NO ONE IS OFFENDED. NO REAL REPORT THIS EVENING. I DO WANT TO TAKE THE OPPORTUNITY TO WISH EVERYONE HAPPY HOLIDAYS AND A MERRY CHRISTMAS. AS THE CUSTOM WITH MOST HOLIDAYS, I TRY TO REMIND FOLKS THERE ARE THOSE LESS FORTUNATE N THIS SEASON OF GIFT GIVING, PLEASE CONSIDER REACH OUT TO SOMEONE LESS FORTUNATE THAN YOU AND SHARING IN THE SPIRIT OF THE HOLIDAYS. WE KNOW HOW DIFFICULT THE PANDEMIC HAS BEEN FOR MANY UNDERSERVED COMMUNITIES. IT'S BEEN REALLY TOUGH OUT THERE. AND AS A CHRISTIAN, I ALWAYS TAKE THIS OPPORTUNITY TO ENCOURAGE FOLKS FROM A LITERARY PERSPECTIVE TO READ THE STORY OF JESUS. TO ME, IT'S THE GREATEST STORY THAT'S EVER BEEN TOLD. I ALWAYS FIND HOPE IN THAT STORY, BECAUSE IT TELLS ME THAT EVEN IF YOU'RE BORN IN A MANGER, THERE'S NO LIMIT TO WHAT YOU CAN ACHIEVE, AND THAT WE LIVE IN A WORLD OF POSSIBILITIES. ALL WE NEED IS A LITTLE FAITH. HAPPY HOLIDAYS. [APPLAUSE] >> THOSE WERE BEAUTIFUL REPORTS YOU'RE ALL AMAZING. I HAD A CHANCE TO ATTEND MY FIRST TSBA CONVENTION AND IT WAS AMAZING. IT WAS TRULY INSPIRING TO BE AROUND LIKE-MINDED INDIVIDUALS WHO WERE COMING TOGETHER FOR THE GREATER GOOD OF OUR STUDENTS. PRESIDENT HEREDIA, YOU WERE WONDERFUL, OUTSTANDING, AMAZING PROBLEM ALL THE WAY AROUND. I WAS IMPRESSED TO SEE ALL THE PHENOMENAL DISTRICT AND HIS TO SEE OUR DISTRICT SHOWCASED ON SO MANY DIFFERENT LEVELS. SO KUDOS TO THAT. HAPPY HOLIDAYS TO EVERYONE. AND I'D ALSO LIKE TO BE READING A D.C. A FINDING AND REQUEST THAT IT BE ENTERED INTO THE MINUTES. REGARDING COMPLAINT CASE NUMBER 11-2016- 112, DEAR ERICKA HARDEN, THE SPEECH LANGUAGE PATHOLOGY AND AUDIOLOGY AND HEARING AID DISPENSER'S BOARD HAS COMPLETED AN INVESTIGATION REGARDING ALLEGATIONS OF MISREPRESENTATION OF YOURSELF AS A SPEECH LANGUAGE PATHOLOGIST AND FUNCTIONING OUTSIDE OF YOUR SCOPE OF PRACTICE AS AN FLPA ASSISTANT. THE BOARD LICENSES AND REGULATES SPEECH LANGUAGE PATHOLOGISTS, SPEECH LANGUAGE PATHOLOGIST SIT THAT WANTS, AUDIOLOGISTS, AND HEARING AID DISPENSERS IN CALIFORNIA. AS SUCH, THE BOARD HAS THE AUTHORITY TO TAKE DISCIPLINARY ACTION AGAINST THE LICENSEE IF A VIOLATION OF LAW RELATED TO THE PRACTICE OF SPEECH PATHOLOGY, AUDIOLOGY, OR HEARING AID DISPENSARY IS CONFIRMED. THE BOARD HAS DETERMINED THAT THERE IS INSUFFICIENT EVIDENCE TO ESTABLISH THAT A VIOLATION OF LAW OCCURRED; THEREFORE, THE CASE HAS BEEN CLOSED. I'D ALSO LIKE TO SAY THAT I WELCOME APOLOGIES LATER ON DOWN THE LINE [00:15:04] , ALTHOUGH I MAY NEVER GET THEM FROM ANY TRUSTEES THAT MIGHT HAVE SENT OUT DEROGATORY INFORMATION IN REGARDS TO ME. LAST, BUT NOT LEAST, I WOULD LIKE TO THANK THE NUSD PARENTS TEACHERS UNION, A COMMUNITY THAT ALL STOOD BY ME, SO THANK YOU. ALSO, THANK YOU TO TRUSTEE GRANT FOR REMINDING PEOPLE ABOUT DUE PROCESS AND TRUSTEE BAINS FOR REMAINING NEUTRAL, THANK YOU. >> THANK YOU, PRESIDENT HEREDIA MANY MAY NOT KNOW THAT DR. SUSAN HEREDIA IS ALSO THE PRESIDENT OF THE CALIFORNIA SCHOOL BOARD ASSOCIATION, WHICH REPRESENTS OVER ALMOST A THOUSAND SCHOOL DISTRICTS IN THE STATE OF CALIFORNIA, AND SO WHEN TRUSTEE HARDEN TALKED ABOUT BEING AT THE CALIFORNIA SCHOOL BOARD ASSOCIATION, PRESIDENT HEREDIA WAS DOUBLE PRESIDENT AND IN CHARGE OF THAT CONFERENCE, WHICH IT WAS WONDERFUL ATTENDING SESSIONS AND LEARNING ABOUT CONNECTIONS AND COMMUNITY ENGAGEMENT, BUT MOST IMPORTANTLY , I WANT TO THANK OUR STAFF, MANY WHO FLEW DOWN AND TOOK THEIR TIME, OUR NATOMAS UNIFIED WAS WELL REPRESENTED, PRESENTING THREE DIFFERENT SESSIONS AND I GOT NOTHING BUT POSITIVE FEEDBACK FROM OTHERS WHO SAID, OH, I SAW YOUR STAFF AND HEARD THEIR PRESENTATION. SO THANK YOU TO OUR STAFF AND ALL THE HARD WORK AND LEADERSHIP IN CALIFORNIA ON MANY ITEMS. THIS PAST -- RIGHT BEFORE THANKSGIVING -- WE HAVEN'T HAD A BOARD MEETING SINCE THEN. I'D LIKE TO PUBLICLY THANK KELLER WILLIAMS AND THEIR TEAM IN NATOMAS WHO DONATED OVER 400 TURKEYS TO OUR TURKEY DRIVE, WEST PROVIDING I THINK 30 OR 40 VOLUNTEERS DURING OUR TURKEY DRIVE FOR THE COMMUNITY TO COME THROUGH, AS WELL AS COUNCIL MEMBER JEFF HARRIS, WHO HAS A CONSUMMATE SUPPORTER OF JOEY'S FOOD LOCKER. AND TODAY, IF YOU DIDN'T HEAR, TACO BELL HAD A SOFT OPENING, WHICH IS OPENED IN SOUTH NATOMAS, AND 100% OF THE PROCEEDS FROM ANY SALES TODAY WENT TO JOEY'S FOOD LOCKER. SO I'M VERY APPRECIATIVE OF OUR LOCAL BUSINESSES PARTNERING FOR JOEY'S FOOD LOCKER. AND THEN JUST SO YOU KNOW, OUR STAFF AND COMMUNITY IS PRETTY DARN AMAZING . WE SERVED OVER 3100 PEOPLE AT JOEY'S FOOD LOCKER FOR THE TURKEY DRIVE, SO THAT THOSE HAD FOOD FOR THAT. OUR COMMUNITY IS SO GENEROUS THAT ON THANKSGIVING, MY COMMUNITY OF WESTLAKE HAD A LITTLE TURKEY TOY DRIVE AND WE PROVIDED OVER 100 TOYS, $400 IN GIFT CARDS, AND I KNOW MANY OTHER ORGANIZATIONS AND COMMUNITIES IN AND AROUND NATOMAS HAVE BEEN GATHERING TOYS AND DROPPING THEM OFF AT OUR SCHOOLS AND OUR DISTRICT OFFICE SO THAT OUR FOSTER, HOMELESS, AND AT RISK KIDS CAN HAVE GIFTS THIS HOLIDAY SEASON AS THEY'VE BEEN IDENTIFIED. SO I WANT TO THANK YOU AGAIN FOR THAT. AND IT'S NOT OVER. WE'RE HOPING THAT AS TRUSTEE GRANT SAID, TO THINK ABOUT THOSE LESS FORTUNATE . WE HAVE MANY UN HOUSED STUDENTS AND THEIR FAMILIES, AND WE ARE CONTINUING TO RAISE MONEY TO HOPE THAT WE CAN PROVIDE THEM SHELTER OVER THE HOLIDAY SEASON AND PROVIDE SOME FOOD FOR THEM, SO YOU CAN FIND THAT ONLINE. AND THEN OPENING IN JANUARY FOR OUR HIGH SCHOOL STUDENTS, MY CHROMEBOOK SCHOLARSHIP APPLICATIONS ARE OPEN, AND I ALWAYS LOOK FORWARD TO HANDING OUT CHROMEBOOK SCHOLARSHIPS TO MANY OF OUR NEEDY STUDENTS AND IS LOOK FOR THAT AT YOUR SCHOOL. >> I DON'T KNOW WHETHER TO THANK MY FELLOW TRUSTEES FOR MY YEAR'S PRESIDENCY. I KEPT SAYING, WHY IS IT HAPPENING DURING MY YEAR AS PRESIDENT? BUT YOU KNOW, I THINK IT'S AN HONOR TO SERVE AS THE TRUSTEE AND THIS IS JUST ONE VOLUNTEER POSITION THAT I TRULY DO ENJOY, AS INDICATE BY THE NUMBER OF YEARS THAT I'VE BEEN SERVING MY COMMITMENT. BUT WHAT'S ESPECIALLY, YOU KNOW, HEART-WARMING IS WORKING WITH THE STAFF THAT WORK SO HARD TO MAKE THE PEOPLE WHO SIT UP HERE, BUT ESPECIALLY THE PRESIDENT, THE ROLE OF PRESIDENT, TO HELP US BE PREPARED, TO BE, YOU KNOW, TO CONDUCT THE MEETINGS, TO UNDERSTAND THE ISSUES BEHIND THE SCENES, WHICH WE ALL HAVE ACCESS TO THAT KIND OF SUPPORT. BUT I JUST WANT TO THANK THE STAFF, BECAUSE JUST MEETING WITH ALL OF YOU IN THE CABINET, IT'S BEEN GREAT. I'VE REALLY ENJOYED MY TIME SERVING IN THAT CAPACITY AND MEETING WITH ALL OF YOU AND GETTING UP-TO-DATE INFORMATION [00:20:03] ON POLICY, ON LEGISLATION, AND THINGS COMING DOWN ON DISTRICT PRACTICES. I JUST CAN'T THANK ALL OF YOU ENOUGH FOR YOUR SUPPORT AND FOR YOUR GUIDANCE. THERE'S A LOT TO LEARN. EVEN AFTER THE NUMBER OF YEARS THAT I'VE SERVED IN THIS ROLE AS A TRUSTEE, IT FEELS LIKE THERE'S JUST STILL SO MUCH TO LEARN EVERY YEAR. ANYONE WHO SAYS THAT THEY KNOW IT ALL, YOU HAVE TO BE VERY LEARY, BECAUSE YOU CONTINUALLY LEARN ALL THE TIME. ANYWAY, I WANTED TO SAY I'M PROUD. I'M ALSO PROUD TO HAVE REPRESENTED NATOMAS UNIFIED AT THE ANNUAL CONFERENCES [INAUDIBLE]. IT IS SUCH AN HONOR TO SERVE AS THE PRESIDENT OF THE CALIFORNIA SCHOOL BOARD ASSOCIATION. BUT TO BE ABLE TO SAY TO A ROOM FILLED WITH PROBABLY 3,000 PEOPLE, I THINK, IN GENERAL SESSION THE FIRST DAY , YOU KNOW, I'M FROM NATOMAS UNIFIED. YOU MENTION NATOMAS UNIFIED AGAIN AND THEN IN EVERY WORKSHOP AND EVERY, YOU KNOW, VENUE THAT I COULD THROUGHOUT THE DAYS THAT I WAS THERE, TO ALWAYS MENTION NATOMAS UNIFIED AND WHAT WE WERE DOING. SO IT'S REALLY AN HONOR AND JUST TO BE ABLE TO SAY, IT'S A GREAT PLACE, GREAT STAFF, GREAT TEACHERS, GREAT COMMUNITY, AND IT IS A COMMUNITY, A SMALL COMMUNITY. WE'VE GROWN SINCE I FIRST CAME HERE. SO I JUST WANT TO SAY THANK YOU ON THAT NOTE. AND THEN THE HOLIDAYS. I WISH EVERYBODY SAFE HOLIDAY AND YOU KNOW, THE HOLIDAYS ARE A TIME JUST TO, AGAIN, AS TRUSTEE GRANT POINTED OUT, TO WORK IN THE COMMUNITY, HELPING TO GATHER FOOD FOOD AND GIFTS FOR FAMILIES , IF WE CAN REACH OUT TO PEOPLE, THERE ARE SO MANY PEOPLE IN NEED, AND AS I TALK TO TRUSTEES AROUND THE STATE, THIS IS WHAT THEY'RE DOING. THEY'RE WORKING TO HELP BENEFIT THE FAMILIES IN THE COMMUNITY DURING THIS TIME. AND FINALLY, I JUST WANT TO SAY TO THE PUBLIC, THANK MEETINGS, SHARING YOUR THOUGHTS, AND EVEN THOUGH SOMETIMES THEY'RE CHALLENGING THOUGHTS, WE APPRECIATE YOUR COMMITMENT TO COME AND KEEP ENGAGED WITH US AS TRUSTEES. I SO LOOK FORWARD TO SWITCHING [INAUDIBLE] WITH TRUSTEE GRANT NEXT YEAR. I CAN SIT WAY OVER THERE. BUT ANYWAY, YEAH, I KNOW YOU GUYS WILL DO A GREAT JOB. AND SO THANK YOU. AND THANK YOU FOR YOUR SUPPORT. THANK YOU TO ALL OF MY TRUSTEES FOR YOUR SUPPORT. I REALLY APPRECIATE IT. AND THEN, OF COURSE, I'M GOING TO SEGWAY INTO OUR SUPERINTENDENT, BUT NOT WITHOUT A LOT OF THANKS TO HIM, TOO, FOR, YOU KNOW, I'D LIKE [INAUDIBLE] TODAY. FIVE TIMES. MAYBE SIX TIMES. MAYBE SEVEN TIMES A WEEK. SIX DAYS A WEEK, EXCUSE ME. BUT I HAVE A ENJOYED WORKING WITH YOU. SO THANK YOU AND I THINK THAT, YOU KNOW, ONE OF THE THINGS WE COME INTO THIS ROLE AS TRUSTEES, A GOOD SUPERINTENDENT HELPS US TO GROW IN THAT POSITION, I THINK. I'VE SURE GROWN THIS YEAR. SO I'LL TURN IT OVER TO YOU. >> THANK YOU FOR THE KIND WORDS I'VE GROWN, TOO, UNFORTUNATELY OUT AGAIN, WHICH HOPEFULLY I'LL GET BACK ONTO THAT AND GET BETTER. I DO WANT TO SAY CONGRATULATIONS, PRESIDENT HEREDIA. YOU WERE IMPRESSIVE AT CSBA. THAT IS NOT EASY STAND UNTIL FRONT OF THOUSANDS OF YOUR COLLEAGUES AND OTHERS AND IT WAS A PROUD MOMENT TO SEE YOU UP THERE. SO WELL DONE. AND THANK YOU AS WELL FOR WHAT HAS BEEN BACK TO BACK TWO VERY DIFFICULT YEARS AND SERVING AS THE PRESIDENT AND YOUR STEADY HAND WHEN WE NEEDED IT OFTEN THIS YEAR. SO THANK YOU VERY MUCH. CONGRATULATIONS ON THAT. AND YOU GET ANOTHER YEAR AS CSBA PRESIDENT, SO CONGRATULATIONS, AND I'M SORRY. I'D LIKE TO THANK TO THE STAFF, STAYING ON C SBA, THE STAFF WHO PRESENTED AT CSBA. THEIR JOB WAS TO REPRESENT THE WORK OF OUR CLASSIFIED EMPLOYEES, OUR TEACHERS, OUR OTHER CERTIFICATED STAFF AND MANAGERS AS THE I IB CONTINUUM, NUTRITION SERVICES AND HOW WE'RE FEEDING OUR STUDENTS HEALTHY FOOD, AND THE [00:25:02] DIVERSITY HIRING PROGRAM. AND THESE ARE JUST A SAMPLE OF THINGS WE NEED TO CONTINUE TO BE PROUD OF AND LOOK TO RECOGNIZE. IF YOU HAVEN'T JOINED OUR CONSTANT CONTACT, PLEASE DO. GO TO THE COMMUNICATIONS DEPARTMENT . IF YOU'RE STRUGGLING TO FIND SOMETHING ON WEB PAGE, CONTACT CON STITCH WITH WE WANT CUSTOMER SERVICE. ANOTHER GREAT ARTICLE ON MENTORS THAT WE HAVE FOR OUR FEMALE STUDENTS SENT OUT TODAY. IF YOU HAVEN'T GOT A CHANCE TO READ IT AND YOU'RE ALREADY A PART OF IT, PLEASE DO. IT'S ALSO ON OUR WEB PAGE. JOIN OUR CONSTANT CONTACT , AND YOU GET TO SEE SAMPLES AND SNIPPETS OF REALLY JUST GOOD STORIES ABOUT THE WORK THAT'S BEING DONE AT NATOMAS UNIFIED. BEFORE I DO THAT, I WANT TO SAY CONGRATULATIONS AS TRUSTEE, PRESIDENT-ELECT GRANT. LITERALLY IN UNDER FIVE HOURS NOW, I WILL START CALLING YOU WHEN THINGS NEED TO HAPPEN. IT IS NOT AN EASY JOB, BUT CONGRATULATIONS. I LOOK FORWARD TO WORKING WITH YOU OVER THE COURSE OF THIS NEXT YEAR FOR SURE. IT IS VERY NICE TO TALK TO PARENTS, STUDENTS, AND STAFF ABOUT THE RETURN OF ASSEMBLIES, DANCES, FORMALS, PARENT VOLUNTEERS IN THE CLASSROOM. IT IS SO -- ALL OF THOSE THINGS ARE SO IMPORTANT. THE FIRST THREE ARE PROBABLY MORE IMPORTANT TO OUR KIDS AND WHAT THEY WANT TO SEE. BUT IT'S NICE TO SEE NATOMAS UNIFIED CONTINUING TO MOVE FORWARD AND SET THE DIRECTION. I CAN'T SAY RETURN TO NORMALCY YET, BUT WE'RE MOVING FORWARD AND MAKING PROGRESS. AND SO THANK YOU TO EVERYONE WHO HAS BEEN WORKING ON THAT. LEADERSHIP TEAM, THAT IMPLEMENTS THAT, AND THE STAFF IS DOING IT. I HOPE TEACHERS, HAVING PARENTS BACK IN THE CLASSROOM IS AN ASSIST THAT WILL BE VERY, VERY POSITIVE. THERE ARE SO MANY GOOD THINGS WE'RE GOING TO BE DOING, AND WE'RE GOING TO BE TALKING ABOUT IN THE WEEKS AHEAD AFTER WE TAKE A LITTLE TIME OFF. THE VISION WORK IS DRAWING NEAR AND SOON, AFTER INPUT FROM STAKEHOLDERS AND LOOKING AT OUR SITES, POSITIVE BEHAVIOR, INTERVENTION SYSTEM, AND LOOKING ANOTHER AT OUR SITES' MISSION STATEMENT, WE'VE DRAFT SOME OPTIONS THAT REALLY IS THE A BOTTOM UP VISION THAT WILL BE ABLE TO PRESENT MULTIPLE OPTIONS AND HAVE THE TRUSTEES TWEAK IF DESERVED OR LAND ON AN OPTION VERY SOON. VERY INTERESTED OR EXCITED ABOUT STAFF BEING ABLE TO SHARE LITERACY THROUGH WRITING WORK THAT'S BEING DONE, AS WELL AS THE PROGRESS OF LEARNING RECOVERY. WE STARTED CALLING IT THE 18 MONTH PLAN. CLEARLY WE SAID VERY EARLY ON IT WOULD TAKE MORE THAN 18 MONTHS. SO YOU'RE GOING TO BE ABLE TO HEAR ABOUT THE PROGRESS WITH OUR NUMBER OF OUR STUDENTS IN LEARNING RECOVERY AND HOW MANY STUDENTS WE'VE BEEN ABLE TO GET OUT OF LEARNING RECOVERY IN A RELATIVELY SHORT PERIOD OF TIME ACADEMICALLY. I WANTED TO SAY THANK YOU TO ALL THE TEACHERS, THE OTHER CERTIFICATED STAFF, CLASSIFIED STAFF, THE MANAGERS FOR 2021. WHAT ANOTHER EXTREMELY DIFFICULT YEAR. NONE OF US, NOR DID ANYONE IN ANY ROLE OR JOB, EXPECT TO HAVE TO DEAL WITH THE CHALLENGES OF THE PANDEMIC. I'M VERY APPRECIATIVE OF THE WAY THEY'VE HANDLED IT, APPROACHED IT, AND ABLE TO TALK ABOUT ALL THE THINGS I JUST MENTIONED IS BECAUSE OF OUR HARD WORKING STAFF AND THE WORK THAT THEY PUT FORWARD. AND I'D LIKE TO SAY HAPPY HOLIDAYS AND MERRY CHRISTMAS IN TO EVERYONE, WHETHER YOUR HOLIDAY HAS ALREADY COME TO AN END OR WHETHER IT'S COMING UP. I HOPE YOU TAKE TIME TO ENJOY TIME WITH FAMILY, LOVED ONES, TAKE A MOMENT TO GIVE YOURSELF SOME TIME FOR A LITTLE SELF-CARE, AND THEN END ON HAPPY NEW YEAR TO EVERYONE. WITH THAT , I AM DONE. THANK YOU. >> [INAUDIBLE] [XII. CONSENT ITEMS] >> BANE? >> GRANT, HARDEN? HER HE HAD I CAN'T? CAP PLAN? WALI-ALI? >> AYE. [XIII.a. Approve Nominations for CSBA Delegate Assembly] >> 6-0. >> ACTION ITEMS. HERE WE ARE ALREADY. THE FIRST ACTION ITEMS TO APPROVE NOMINATIONS FOR CFP DELEGATE ASSEMBLY. AND THE DELEGATE ASSEMBLY. WE DON'T HAVE ANY RECOMMENDATIONS AT THIS TIME. NOBODY ELSE HAS ANY RECOMMENDATIONS? SO AT THIS TIME, THEN * THE BOARD HAS NO RECOMMENDATIONS ON THIS AND WILL NOT BE MAKING ANY NOMINATIONS. [XIII.b. Approve the 2020-2021 Independent Audit] APPROVE THE 2020, 2021 # AUDIT. >> OH MOVED, WITH A VERY CLEAN AUDIT. I DID READ THE BCS. I DID READ THEM. VERY CLEAN AUDIT . ONE OF THE CLEANEST AUDITS YOU'LL FIND IN AUDITING [00:30:03] HISTORY. >> TRUSTEE GRANT? >> SECOND. >> KAPLAN? >> ANY FURTHER DISCUSSION? >> NO. ALL RIGHT. THEN JEN, WOULD YOU CALL THE ROLE, PLEASE >> BANE? >> AYE. >> GRANT? >> AYE. >> HARDEN? >> AYE. >> HER HE HAD I CAN'T? >> AYE. >> CAP PLAN? WALI-ALI? [XIII.c. Present and Approve 2021-22 First Interim Budget Report and Positive Certification] >> AYE. >> CARRIES, SIX-ZERO. PRESENT AND APPROVE THE 20211 INTERIM BUDGET REPORT AND PASSAGE CERTIFICATION. IS THERE A PRESENTATION? >> SO THIS IS A PRESENTATION OF OUR FIRST GENERAL BUDGET, WHICH REPRESENTS OUR FIRST AMENDMENT AFTER THE ADOPT BUDGET. IT REPRESENTS TRANSACTIONS THROUGH OCTOBER 31ST, 2021 FRIENDS I WANT TO THANK [INAUDIBLE] DIRECTOR OF BUDGET ACCOUNTING FOR ALL THE WORK ON THIS. SO I'M GOING TO SHARE SOME BUDGET HIGHLIGHTS, KIND OF SHARE WHAT OUR TOTAL REVENUE AND EXPENDITURES ARE AND OUR RESERVES. AND THEN MULTI-YEAR PROJECTIONS, AND THEN SHARE THE CONTINUOUS CYCLE OF BUDGET DEVELOPMENT AND WE GET TO START ALL OVER AGAIN. WE HAVE A POSITIVE CERTIFICATION. THE DISTRICT WILL MEET ITS FINANCIAL OBVIOUSLY INDICATIONS IN THE CURRENT -- OBLIGATIONS IN THE CURRENT YEAR AND THE TWO SUBSEQUENT YEARS. WE MEET THE MINIMUM 3% REQUIRED RESERVE. OUR ENROLLMENT INCREASED BY 377 STUDENTS OVER THE PRIOR YEAR. THIS IS NOT YET CERTIFIED, BUT THAT'S THE COUNT FOR NOW. BUT WE'RE 377 STUDENTS UP. OUR ADA, WHICH WAS BUDGETED CONSERVATIVELY AT ADOPTION, WAS BUDGETED AT A DECLINE OF ADOPTION AT 9,812. 200 WERE LOOKING FORWARD, WE REALIZE WE'RE IN A PANDEMIC, AND THE CHARTER SCHOOL COULD POSSIBLY IMPACT OUR ADA, SO WE BUDGETED A DECLINE AT THE BEGINNING OF THE SCHOOL YEAR OF 9,812. ABOUT BASED ON OUR GROWTH OF 377 STUDENTS, WE JUST STARTED MEETING WHAT WE BUDGETED. SO WE'RE DEPLETING OUR BUDGET ADA OF 9,812, EVEN THOUGH WE BUDGET ED 200 MORE THAN IN PRIOR YEARS. JUST ADD THAT, WHICH MEANS OUR ATTENDANCE IS ACTUALLY LOWER THAN NORMAL. THE DISTRICT RECEIVED ABOUT $10,125 PER STUDENT FOR OUR LCFF REVENUE, WHICH IS OUR LARGEST REVENUE SOURCE. BASED ON THE FIRST THREE MONTHS OF ATTENDANCE, THE DISTRICT'S ADA IS MEETING, AS I MENTIONED BEFORE, OUR BUDGETED ADA. HOWEVER, IS LOWER THAN THE DISTRICT'S HISTORICAL 95 % OF ENROLLMENT. SO THE DISTRICT IS ACTUALLY CURRENTLY AT ONLY 91% OF ENROLLMENT. WE ARE 232 ADA BELOW THE PRIOR YEAR, AND WE ARE 459 BELOW A NORMAL YEAR IF WE WERE AT 95% OF ALL ENROLLMENT. THIS MEANS THAT THE DISTRICT'S LOW ATTENDANCE, NOT JUST FROM A BUDGET STAND POINT, IT'S IMPACT ING ACADEMICS. THE IMPACT OF LOW ACADEMICS IS ALSO BEING ADDRESSED BY TWO OTHER [INAUDIBLE] OUR CAO OFFICE AND ALSO OUR SSS DEPARTMENT, STUDENT SERVICES AND SUPPORT. ENROLLMENT AND ATTENDANCE DECLINE IS A STATEWIDE CONCERN. SO WE'RE NOT ALONE IN THIS BY ANY MEANS. THE STATE ASSEMBLY HELD A HEARING NOVEMBER 30TH TO LOOK AT COVID'S IMPACT ON SCHOOLS INCLUDING ATTENDANCE AND NO DECISIONS WERE MADE. SOME OF THE THINGS WE WERE LOOKING FOR IS A HOLD HARMLESS OR WAIVER OR SOMETHING LIKE THAT AS IT RELATES TO THE PANDEMIC, AND IT'S NOT THE END, BUT WE HAVEN'T GOTTEN ANY FEEDBACK THAT THAT WILL HAPPEN AT THIS POINT. >> TO KEEP IT LOCAL, TOO, I REALLY APPRECIATE THE PRESENTATION AND COMMENTS ON THAT. WE JUST HAD A ROUNDTABLE, SUPERINTENDENTS' ROUNDTABLE WITH AN ASSEMBLY MEMBER WHO ALWAYS MEETS WITH US A COUPLE TIMES A YEAR, AND I THINK THERE WERE EIGHT SUPERINTENDENTS ON. HE SPECIFICALLY ASKED, WHAT IS THE -- THEY HAD JUST HAD THE HEARING. WHAT IS THE RANGE? EVERYONE LANDED BETWEEN FOUR AND 6% DECREASE IN ADA. SO IT'S NOT JUST LIKE WE TALK ABOUT STATEWIDE APPROPRIATELY. JUST TO GIVE YOU THE LOCAL CONTEXT, IT'S -- WE'RE ALL UNTIL THAT TIGHT FOUR TO 6% RANGE, DECLINE IN THE ADA. AS PARENTS ARE DOING WHAT WE ASK, KEEPING THEIR KIDS HOME WITH SYMPTOMS, SO FORTH AND SO ON. >> DUE TO OUR [INAUDIBLE] HARD [00:35:06] WORK, WE WERE ABLE TO INCREASE THE NUMBER OF FREE AND REDUCED APPLICATIONS THIS YEAR THAT WE WERE ABLE TO RECEIVE FROM OUR FAMILIES. WE INCREASED BY 179, SO WE HAVE 179 MORE STUDENTS THAN THE PRIOR YEAR. HOWEVER, BECAUSE WE GREW, PERCENTAGE, THE UNDUPLICATED PERCENTAGE IS DECREASING FROM THE HISTORICAL 63% TO 61.79%. SO EVEN THOUGH WE GOT MORE APPLICATION, BECAUSE WE GREW, PERCENTAGE, WE CAN GROW , IS ACTUALLY A REDUCTION. AND IT DOES IMPACT OUR FUNDING. THE REDUCTION IN THE UNDUPLICAT ED PERCENTAGE IS MAYBE OUR FIRST INDICATION THAT THE ENROLLMENT GROWTH COULD REPRESENT A CHANGING DEMOGRAPHIC . SO WE REALLY WANT TO KEEP OUR EYES ON THAT. WE RECEIVE OUR SUPPLEMENTAL AND CONCENTRATION FUNDS BASED ON OUR UNDUPLICATED PERCENTAGE. THAT PERCENTAGE, WE ACTUALLY WOULD RECEIVE LESS FUNDING. THE BOARD APPROVED ASSAY THREE, AMERICAN [INAUDIBLE] AND THOSE REVENUES AND EXPENDITURES WERE INCLUDED IN THE FIRST INTERIM. ADDITIONAL EXPENDITURES FOR ONE TIME AND ONGOING STAFFING, ALONG WITH TECHNOLOGY, WAS ALSO ADDED TO SUPPORT THE DISTRICT'S INCREASED ENROLLMENT, THE DISTRICT'S VIRTUAL ACADEMY K-8, AND THE ALTERNATIVE LEARNING PROGRAM 9-12. AND THEN WE ACTUALLY ADDED SIX POSTAL WORKERS TRANSFERRED FROM ONE TIME PANDEMIC FUND BEING TO THE ONE TIME LC IF. F CONCENTRATION FUNDING. -- LCFF. HERE ARE SOME OF THE HEADLINES THAT WE GATHERED RELATED TO ATTENDANCE. SO YOU CAN SEE, WE'RE DEFINITELY NOT ALONE. SCHOOL ENROLLMENT IS FALLING ACROSS CALIFORNIA. WHY ARE CALIFORNIA SCHOOLS LOSING STUDENTS? AND THEN THE WORST ONE HERE, CALIFORNIA DISTRICTS ANTICIPATE MAJOR HITS TO THEIR 22/23 BUDGETS AS ENROLLMENT DROP . THAT'S WHAT I MENTIONED AS IT WENT ON A LONG DISTANCE, DEFINITELY AN INDICATION. OUR GENERAL REVENUES ARE LISTED HERE . WE'RE AT ABOUT 153 MILLION IN TOTAL UN REDIRECTED AND RESTRICTED DOLLARS. GENERALLY, WE'RE USUALLY AROUND 130 MILLION. WHAT YOU SEE IS DUE TO PANDEMIC RESOURCES. ONE TIME MONEYS. SO YOU CAN SEE THE AREA IN RED. THAT'S THE FEDERAL REVENUE. MOST OF THAT FEDERAL REVENUE REPRESENTS PANDEMIC RESOURCES, AS LONG AS THE AREA IN GREEN HAS INCREASED AS WELL DUE TO PANDEMIC RESOURCES. WE'VE GOT IN-PERSON IMPROVEMENTS, IN- PERSON GRANTS, EXPANDED LEARNING OPPORTUNITY GRANTS. ALL OF THOSE FUNDING SOURCES HAVE INCREASED OUR TOTAL BUDGET FROM ABOUT 130 MILLION TO 153 MILLION. OUR GENERAL FUND EXPENDITURES ARE LISTED HERE. WE'RE AT ABOUT 161 MILLION ACROSS UNRESTRICTED AND RESTRICTED DOLLARS AND GENERAL FUND EXPENDITURES. A LOT OF THOSE EXPENDITURES ARE ONE TIME DUE TO THE PANDEMIC RESOURCES AND REVENUE. LOOKING AT OUR TOTAL COMBINED GENERAL FUND, AT THE BOTTOM YOU'LL SEE THAT MOST OF OUR BUDGET IS ACTUALLY SALAR IES AND BENEFITS. ABOUT 78 % OF THE TOTAL GENERAL FUND EXPENDITURES REPRESENT SALARY AND BENEFITS. AND THEN ABOUT 6% REPRESENTS MANAGEMENT, AND THAT'S ABOUT THE SAME PERCENTAGE THAT IT HAS BEEN TRENDING OVER THE LAST COUPLE OF YEARS. THIS SLIDE IS ACTUALLY OUR RESERVES BEFORE WE ASKED TO APPROVE COMMIT MEANT TO THE RESERVES AS A SEPARATE BOARD ITEM. SO THIS LISTS ALL OF THE COMMITMENTS. AS I MENTIONED EARLIER, WE'RE AT 4.8 MILLION IN ECONOMIC UNCERTAINTY. THAT'S OUR 3% PAID REQUIRED RESERVES. WE HAVE 11.3 MILLION IN OUR STABILIZATION ARRANGEMENTS. RIGHT NOW, WE'RE LOOKING AT ADA AND SOME CONCERNS AROUND ENROLLMENT, SO THAT'S WHAT THAT IS FOR. OUR BOARD RESOLUTION 2119, WHICH IS THE ONE TIME PANDEMIC RESPONSE STAFFING THAT THE BOARD APPROVED TO SUPPORT THE ONE TIME STAFFING TRANSITION THAT WILL TAKE PLACE IN THREE YEARS. AND THEN THE OTHER ITEMS ARE AS THEY WERE BEFORE AT ADOPTION. WE HAVE OUR TEXTBOOK MONEYS. THE PARS PENSION RATE STABILIZATION THE BOARD APPROVED YEARS AGO ACTUALLY IS NOW ABOUT 15% INTEREST EARNING. SO WE'VE EARNED ON OUR $2 MILLION, ABOUT 298,000. AND YOU CAN SEE HOW MUCH WE HAVE IN RESTRICTED CATEGORICAL RESOURCES. THIS IS OUR ADA TRENDS. IF YOU LOOK AT 21/22, YOU CAN SEE OUR ENROLLMENT INCREASE, AS I JUST MENTIONED. ABOUT 377 STUDENTS. BUT THEN YOU CAN SEE THE GREEN. THERE IS NOWHERE WHERE OUR ENROLLMENT STANDS RIGHT NOW. IT'S LESS THAN WHAT IT NORMALLY WOULD BE. AND THEN IN THE SUBSEQUENT YEARS, WE KIND OF KEPT ENROLLMENT [INDISCERNIBLE] BUT WE JUST DON'T KNOW WITH ALL THE UNKNOWNS THROUGH THE PANDEMIC HOW WE WILL TRANSFER ENROLLMENT. THE GREEN STATES, [00:40:04] THEY'RE KIND OF SLIGHTLY DECREASED IN ENROLLMENT DUE TO EXPANSION OF OUR WESTLAKE TRIDENT HIGH SCHOOL. OVER ALL, WE'RE KIND OF STAYING VERY CONSERVATIVE RIGHT NOW AS WE MOVE FORWARD WITH THE UNKNOWNS. I'VE SHOWN THIS SLIDE BEFORE. OUR [INDISCERNIBLE] PENSION UPDATE. YOU CAN SEE THE BIG JUMP IN RATES BETWEEN 21/22 AND 22/23. AND THAT IS BECAUSE THE STATE WAS PAYING DIRECT PAYMENT TO ST IRS THROUGH THE 21/22 YEAR . BUT THAT ENDS IN 22/23. THE RATE JUMPS BACK UP BY 2.18% AND ABOUT $1 MILLION, JUST FOR S T IRS. SO THAT IS SOMETHING TO KEEP OUR EYES ON, BECAUSE THAT ACTUALLY REDUCES SOME OF THE FUND THAT GO WE GET FROM OUR COST OF LIVING ADJUSTMENTS TO FUND THE STIRS. SAME THING WITH PRS. YOU CAN SEE THE RATE JUMPS BACK UP IN 22 /23 BY 3.19% AND ABOUT HALF A MILLION DOLLARS. SO WE HAVE TO -- THOSE ARE EMPLOYER PAID COSTS FOR PENSION, AND SO WE HAVE TO COVER THOSE COSTS IN THE 22-23 SCHOOL YEAR. OUR MULTI-YEAR BUDGET ASSUMPTION, OUR REVENUE, YOU'RE USING A 2.8% COLA. THAT'S WHAT OUR ASSUMPTIONS ARE FROM THE SCHOOL SERVICES OF CALIFORNIA. THAT COULD GO UP OR DOWN. REVENUES SEEM TO LOOK GREAT COMING IN FROM THE STATE RIGHT NOW, SO HOPEFULLY IT WILL GO UP. WE ALSO ARE LOOKING, AND I MENTIONED SOME OF THESE AREAS ALREADY, THAT ADA WILL REMAIN BLACK, AND THEN I MENTION THE CERTIFICATE JUMP IN IT THE PENSION RATES THAT I'VE ALREADY SHARED WITH YOU ON THE PREVIOUS SLIDE. 23/24, OUR COST OF LIVING ADJUSTMENT IS 3.1 # 11%, ALSO PROVIDED BY SCHOOL SERVICES OF CALIFORNIA. OF COURSE, NONE OF THOSE ADJUSTMENTS -- COST OF LIVING ADJUSTMENTS ARE GUARANTEED. AND THEN WE ARE LOOKING AT THE STRS INCREASES AGAIN IN THE 23/24 YEAR. SO JUST SOMETHING TO MONITOR CLOSELY AND DEFINITELY MONITOR OUR ENROLLMENT AND OUR ATTENDANCE. THIS IS OUR CONTINUOUS CYCLE OF BUDGET DEVELOPMENT. I HAVEN'T SHARED THIS IN A WHILE, SO IT'S BACK. JUST AS A REMINDER, WE DEFINITELY USE DATA TO DRIVE OUR BUDGET PRIORITIES AND WE HAVE ALWAYS DONE THAT. WE DO THAT THROUGH AN ANNUAL CYCLE. OUR BUDGET DEVELOPMENT PROCESS CONTINUES THROUGH THE YEAR AND WE USE OUR DATA AND FEEDBACK FROM OUR SCHOOL SITES, AS WELL AS THE CALIFORNIA DASHBOARD TO INFORM OUR BUDGET PRIORITIES. THE REASON THOSE AREAS ARE HIGHLIGHTED IN YELLOW IS THAT THOSE ARE OUR TYPICAL CYCLES. HOWEVER, THEY MAY NOT BE PRESENTED AS USUAL IN THIS YEAR'S BUDGET DEVELOPMENT CYCLE GIVEN THE PANDEMIC AND WHAT AVAILABLE DATA WE HAVE TO BE ABLE TO PRESENT THOSE ITEMS. SO THEY MAY COME IN A DIFFERENT TYPE OF PRESENTATION GOING FORWARD. AND THEN YOU CAN SEE ON HERE IT SHOWS OUR FIRST INTERIM REPORT, SECOND INTERIM REPORT IN THE CYCLE. OUR BUDGET DEVELOPMENT THAT TAKE PLACE ACTUALLY, YOU KNOW, DECEMBER/ JANUARY. CONTINUES THROUGH FEBRUARY. APRIL, WE HAVE OUR LCAP UPDATE THAT HAPPENS BETWEEN FEBRUARY AND APRIL. AND THEN WE HAVE OUR ACTUAL ADOPTION OF THE LCAT IN THE BUDGET DURING THE MAY AND JULY CYCLE. SO THIS GIVES YOU KIND OF THE FULL CYCLE THAT WE FOLLOW FOR BUDGET DEVELOPMENT. AND I HAVE QUESTIONS. >> MS. CLEVELAND, THANK YOU SO MUCH FOR SHOWING THE CONTINUOUS CYCLE OF BUDGET DEVELOPMENT. I THINK ONE OF THE THINGS THAT IS REALLY HARD SOMETIMES IF YOU'RE NOT DOING THIS CONSTANTLY IS TO UNDERSTAND WE'RE PLANNING FOR NEXT YEAR, BUT THE GOVERNOR DOESN'T RELEASE HIS BUDGET PROPOSAL UNTIL JANUARY, AND THEN BYLAW WE'RE SUPPOSED TO START SETTING OUR ASSUMPTIONS AND BUDGETS ON A PROPOSAL THAT STILL HAS NOT GONE THROUGH THE LEGISLATURE, OF WHICH THE NAMING THAT I HAVE PAN ON AND NDL IT, AND WE HAVE TO ADJUST TO A CERTAIN EXTENT, AND THEN THEY PASS IT, WHICH COULD BE TOTALLY DIFFERENT THAN WHAT WE PLANNED ON IN JANUARY. SO WHATEVER WE PLAN AND SET IN JANUARY CAN COMPLETELY CHANGE WHEN WE FINAL IZE OUR BUDGET IN JULY. SO ONE OF THE BIG THINGS YOU SAID WAS THE BIG INCREASE WITH PRS S AND STRS COST. THERE IS A SURPLUS, WHICH WE KNOW THE STATE TENDS TO GIVE A LITTLE BIT FOR ONGOING AND 1-TIME MONEY. AND THERE'S ALREADY DISCUSSION OF, AGAIN, PAYING THAT DOWN AGAIN, BUT JUST TO CLARIFY, WE HAVE TO PLAN ON PAYING FOR IT UNTIL THE BUDGET IS ADOPTED. CORRECT? [00:45:03] >> YEP. >> SO EVEN IF THE GOVERNOR PROPOSES PAYING IT DOWN, WE STILL HAVE TO PLAN ON IT BEING THERE UNTIL THE LEGISLATURE PASSES IT AND THE GOVERNOR SIGNS IT. >> AND SOMETIMES WE ADOPT OUR BUDGET AND THEN WE HAVE 45 DAYS [INAUDIBLE] MATERIAL ITEMS. BUT YES, WE PLAN THE JANUARY BUDGET SOMETIMES THE MAY REVISION AS WELL. AND THEN WE MADE FOR THE FINAL STATE BUDGET. SO WE HAVE TO ASSUME THAT WE HAVE TO PICK PICK UP THOSE [INAUDIBLE]. >> AND SOMETIMES IT GETS CONFUSING ON OUR BASE FUNDING. WE GET PAID PER STUDENT PER SE, BUT THE STATE ALSO SAYS YOU GET PAID A PERCENTAGE OF THAT STUDENT BASED ON YOUR ATTENDANCE . SO THIS WEEK, MY KINDERGARTENER, I KEPT HER HOME ON MONDAY, BECAUSE SHE WAS BLOWING HER NOSE EVERY FIVE MINUTES. MADE SURE SHE GOT TESTED. SHE WAS NEGATIVE, BUT I'M NOT GOING TO SUBJECT THE REST OF HER KINDERGARTEN CLASS TO WHATEVER IT IS, COLD OR NOT COLD, SO NORMALLY, YOU KNOW, KIDS WOULD GO TO SCHOOL WITH THE SNIFFLES AND BLOWING THEIR NOSE, BUT THIS YEAR THEY'RE NOT, WHICH I APPRECIATE PARENTS NOT SENDING THEIR KIDS AND GETTING EVERYBODY ELSE SICK. SO INSTEAD OF GETTING 95% OF LET'S JUST SAY 12,000, WE'RE GETTING 91%. SO EVEN THOUGH WE'RE GROWING, WE'RE ENDING UP WITH LESS MONEY. AND EVEN THOUGH THE STATE HAS MORE MONEY, IT'S GIVING US MORE OBLIGATIONS, WHICH MEANS AS WE PLAN, IT MAY LOOK LIKE WE HAVE A LOT OF MONEY, BUT BECAUSE OF THE OBLIGATIONS AND I DON'T WANT TO SAY CATEGORICAL FUNDING, BUT BASICALLY THE STATE IS NOT GIVING US FREE REIGN. IT'S TELLING US WHERE THE POT OF MONEY SHOULD GO. WE HAVE TO BE COGNIZANT AND CONSERVATIVE IN OUR FUNDING AND OUR BUDGET. CORRECTED? >> ABSOLUTELY. >> I THINK ONE EXAMPLE OF THAT IS THE TEAM EXPLAINED TO ME THIS WEEK SOMETHING THAT I THINK IS SLIPPING ONE BY THE GOALIE. THE STATE PUT 1.SOMETHING MILLION IN OUR BUDGET THAT HAS TO GO TO AFTER SCHOOL PROGRAMS. WHICH MEANS THAT ON TOP OF EVERYTHING ELSE, WE NOW HAVE TO ADD MORE. AND THEY ACTUALLY WANTED IT DONE BY THIS YEAR, YET THEY DIDN'T APPROVE IT UNTIL AUGUST, IF I'M BEING CORRECT. >> THAT'S CORRECT. >> SO NOW THEY'VE GIVEN US TIME TO LAUNCH IT NEXT YEAR. IF WE DON'T, WE HAVE TO GIVE THE 1. 3 MILLION BACK. IF WE DO, WE GET MORE MONEY, BUT IT WON'T COVER THE FULL COST. SO THIS IG BACK INTO A LITTLE BIT OF THAT OLD CATEGORICAL-ISH MINDSET THAT THE LAST GOVERNOR HAD TAKEN OUT WITH LCFF. SO THERE IS MORE OF THAT THAT YOU'LL START SEEING IN US TRYING TO DO A GOOD JOB OF ARTICULATING THAT KIND OF STUFF ALTHOUGH WE'RE IN A NEW PATTERN, WHICH IS THINGS BEING DECIDED ON IN THE FALL AFTER THE SCHOOL YEAR HAS STARTED, AND EITHER SAYING, DO IT NOW AND/OR WE KNOW YOU'RE A LITTLE BUSY IN THE PANDEMIC, BUT PLEASE MAKE SURE IT'S READY BY AUGUST OF THE NEXT YEAR, ADDING MORE NEW THINGS. THAT WAS ONE OF THE FEEDBACK POINTS I GAVE AT THAT ROUNDTABLE WAS PLEASE, NO MORE NOTHING NEW TO DO RIGHT NOW. WE HAVE ENOUGH WITH LEARNING RECOVERY, SOCIAL, EMOTIONALLY, ACADEMICALLY, AND OTHER THINGS THAT WE'VE ALREADY BEEN WORKING ON TO GET BACK ON TRACK AFTER THE PANDEMIC. >> QUESTIONS? >> I HAVE A QUESTION/COMMENT. A COUPLE YEARS AGO WHEN WE WERE FIRST FACED WITH THIS, WHAT I THINK IS A CRISES ACTUALLY, THE BOARD DID TAKE ACTION TO PUT MONEY ASIDE IN A FUND, I BELIEVE . >> YES. >> AT SOME LATER DATE, COULD I PLEASE BE PROVIDED AN UPDATE ON HOW THAT FUND IS DOING? >> IT'S THAT PARS PENSION RATE STABILIZATION IN IN THE FAR COLUMN [INAUDIBLE] AND WE PUT 2 MILLION IN AND WE LEARNED 298,000. >> PERFECT. THANK YOU. >> JUST WANT TO SAY EXCELLENT JOB, AS ALWAYS, AND THANK YOU FOR MAKING THIS VERY EASY TO UNDERSTAND. YOUR TEAM ALWAYS IS AVAILABLE FOR ANY QUESTIONS. THANK YOU FROM ME AND EVERYBODY ELSE. THANK YOU. >> OKAY. THANK YOU. MOTION TO APPROVE? SECOND THAT MOTION? >> [INAUDIBLE] >> >> MOVE APPROVAL. [XIII.d. I JUST WANT TO GIVE YOU, IS IT LORI IS IT BARLU? AND I'M TRYING TO READ YOUR WRITING. RACHEL CATAN AND PAMELA [NAME]. SO THE FIRST ONE ? THAT PERSON IN THE ROOM? WHEN YOU COME UP, WOULD YOU PLEASE RESTATE YOUR NAME FOR THE RECORD SO WE HAVE THE CORRECT PRONUNCIATION FOR YOUR NAME. >> I WAS NOT AWARE UNTIL OCTOBER -- >> CAN YOU STATE YOUR NAME FOR THE RECORD, PLEASE? COULD YOU STATE YOUR NAME FOR THE RECORD? >> I'M SORRY. YOU DID AND SO I THOUGHT I DIDN'T NEED TO. >> I JUST WANT TO MAKE -- >> IS I'M RORY BARLU, 1507 BUCK RIDGEWAY. >> OKAY. >> OKAY? I WAS NOT AWARE OF THE REDISTRICTING FOR THE TRUSTEES UNTIL OCTOBER WHEN I PICKED UP A FLIER AT AMERICAN LAKES. I COULD NOT FIND THE [00:55:04] MAPS. I ATTENDED THE MEETING IN OCTOBER, MADE NOTES OF ALL THE DATES THAT WERE COMING UP, AND LEFT ON A VACATION THAT WE HAD BEEN PLANNING FOR TWO AND A HALF YEARS. WHEN I CAME HOME, I FOUND THAT ALL THE DATES HAD BEEN CHANGED, THAT THE BOARD HAD DISREGARDED THE SUPPORT FOR MAP E, HAD DRAWN THEIR OWN MAP, GAVE SEVEN DAYS TO PUBLICIZE IT, CHANGED THE MEETING DATES, HAD A POORLY ATTENDED IN-PERSON MEETING, AND THEN VOTED LAST MONTH INSTEAD OF THIS MONTH. THE MAP THAT YOU DREW COMPLETELY ELIMINATES THE NEIGHBORHOOD SURROUNDING AMERICAN LAKES. IT ELIMINATES THE PARENTS' ABILITY TO VOTE FOR A TRUSTEE FOR THEIR SCHOOL. YOU HAVE TAKEN AND BUTTONHOOKED A TINY LITTLE ROUND CIRCLE FOR OUR SCHOOL, ADDED IT TO WEST NATOMAS, AND LET US WITH NO RESOURCE FOR OUR OWN CHILDREN'S EDUCATION. ONLY THE APARTMENTS ARE ABLE TO VOTE AND THEY HAVE BEEN MARGINALIZED BY BEING ADDED TO THE AFFLUENT AREAS IN WEST NATOMAS. I LIVE SIX DOORS FROM AMERICAN LAKES. MY THREE CHILDREN WENT TO AMERICAN LAKES AND GRADUATED FROM NATOMAS HIGH SCHOOL. FOUR OF MY GRANDCHILDREN ARE IN THIS NEIGHBORHOOD. I HAVE A DAUGHTER WHO IS A TEACHER FOR THIS DISTRICT. TO SAY THAT WE FEEL BETRAYED BY YOUR DISREGARD FOR THE WISHES OF OUR AREA IS THE LEAST. >> YOUR TIME IS UP. YOUR TWO MINUTES IS UP. THANK YOU FOR YOUR COMMENTS. THE NEXT SPEAKER , RACHEL? >> I AM ASHAMED OF YOURSELF CENTERED, CALLOUS, AND I AM SHAMED -- >> THANK YOU FOR STANDING UP THIS EVENING. RACHEL? [APPLAUSE] >> RACHEL KATAN. PURSUANT TO THE CDC, CDC DIRECTOR AND DR. FAUCI IN HIS NOVEMBER TIMES INTERVIEW, THE COVID-19 WILL NOT PREVENT INFECTION OR TRANSMISSION OF THE VIRUS OR PRESENT SERIOUS INJURY, HOSPITALIZATION, OR DEATH ANY LONGER. THEREFORE, THE VACCINE IS NO LONGER THE BEST TOOL FOR PREVENTION OR TRANSMISSION. IT IS NOW A MEDICAL TREATMENT AT BEST. HENCE, IT CAN NOT BE MANDATED AS TREATMENTS ARE A PERSONAL MEDICAL CHOICE PURSUANT TO THE STATE AND FEDERAL CONSTITUTIONS. THESE GENE THERAPIES AREN'T ACTING LIKE A VACCINE. REGARDLESS OF YOUR PERSONAL VIEW ON THE INJECTS, THE PRIMARY ISSUE OF STATE CARE IS THE TERM PERSONAL. DO YOU HAVE THE RIGHT TO MAKE A PERSONAL DECISION FOR YOURSELF OR FOR YOUR CHILD? THIS IS A FUNDAMENTAL QUESTION OF ETHICS AND HUMAN RIGHTS, BUT IT'S ALSO A LEGAL QUESTION. ARE WE UNASSUMING THE GOVERNMENT CAN FORCE ALL PEOPLE, INCLUDING CHILDREN, TO ACCEPT A MEDICAL TREATMENT THAT ARE DIRECTLY INJECTED INTO THEIR BODIES, EVEN IF THERE'S NO CONSENT? THIS IS ALSO A MATTER OF LAW. THE MANDATES RAISE AN OBVIOUS CONFLICT WITH SEVERAL OF THE U.S. CONSTITUTIONAL AMEND MEANS LISTED IN THE BILL OF RIGHTS. THERE ARE MANY LAWSUITS THAT HAVE THERE ARE FLOCKED TO THE BIDEN ADMINISTRATION VACCINE MANDATES OF THE DO OF THE MUST SHOW THAT THERE IS A COMPELLING REASON TO RESTRICT OUR LIBERTIES . IS THERE A COMPEL LING REASON? CHILDREN HAVE A STATISTICAL ZERO CHANCE OF DYING. THE RISK OF INJECTING OUR CHILDREN FAR OUTWEIGH THE BENEFITS WITH MYOCARDITIS, BLOOD CLOTS, NEUROLOGICAL DISORDERS, AND DEATH BEING ADVERSE EVENT. THERE ARE A TON OF PARENTS WHO ARE NOT WILLING TO TAKE THAT RISK TO ENSURE THEIR CHILDREN HAS IN-PERSON INSTRUCTION. THAT WOULD BE MILLIONS OF DOLLARS LOST DUE TO INCREASED HE KNOW -- DECREASED ENROLLMENT, AS YOU'VE SEEN ALREADY HERE TONIGHT AND IN L.A. UNIFIED [INDISCERNIBLE] AND OAKLAND SCHOOL DISTRICTS WHERE THOUSANDS OF STUDENTS HAVE NOT TURNED IN THEIR VACCINE STATUS. WHY DO YOU THINK THAT IS? THERE'S NO DISPUTE THESE VACCINES DON'T STOP THE SPREAD AND THESE ATTACKS ON OUR PERSONAL FREEDOM ARE THE REAL RISK. PLEASE JOIN THE OVER 50 CALIFORNIA SCHOOL DISTRICTS AND WRITE A RESOLUTION OPPOSING THE MANDATES AND LET US KNOW HOW WE CAN SUPPORT YOU. I KNOW THAT OUR PARENTS HAVE DONE THE RESEARCH. THIS IS MY COVID BINDER. [APPLAUSE] >> OKAY. PAMELA CANGIANA, AMAY, AND THEN CANDACE JACKSON? >> HELLO. I'M PAMELA MARIE. GOOD EVENING. IN REGARDS TO THE COVID-19 SHOT, I'LL BE TALKING ABOUT THE VERS DATABASE. IT'S SPELLED VARES. VARES STANDS FOR VACCINE ADVERSE EVENT REPORTING [01:00:06] SYSTEM. IT WAS CREATED IN 1990 BY THE CDC AND THE FDA. THE PURPOSE OF THE VARES DATABASE IS TO RECORD VACCINE EVE AVERSE EVENTS SUCH AS REACTIONS AND EVEN DEATH. ACCORDING TO THE CDC WEBSITE, VARES IS AN EARLY WARNING SYSTEM THAT MONITORS THE SAFETY OF VACCINES AFTER THEY% ARE AUTHORIZED OR LICENSED FOR USE BY THE U.S. FOOD FOOD FOOD AND DRUG ADMINISTRATION. I'M GOING TO REPORT THAT. VERS IS AN EARLY WARNING SYSTEM THAT MONITORS THE SAFETY OF VACCINES AFTER THEY'RE AUTHORIZED OR LICENSED FOR USE BY THE U.S. FOOD AND DRUG ADMINISTRATION. THIS IS THE METHOD THAT WE HAVE TO RECORD VACCINE INJURIES AND DEATH, ALTHOUGH NOT A PERFECT SYSTEM, IT'S A SYSTEM THAT WE HAVE AND WE CANNOT IGNORE IT. THE BIGGEST FLAW WITH THE VERS DATABASE IS THAT VACCINE ADVERSE EVENTS ARE WAY UNDER REPORTED. IN FACT, THE LAZARUS REPORT IS A STUDY THAT FOUND THAT HISTORICALLY, ONLY 1% OF ALL VACCINE ADVERSE EVENTS ARE EVEN REPORTED. ONLY 1%. MANY DOCTORS AND NURSES DON'T EVEN KNOW ABOUT THE VERS DATABASE. SO WHAT ARE THE LATEST ADVERSE EVENT NUMBERS FOR THE COVID-19 SHOT? JUST A SMALL HANDFUL, BECAUSE THERE'S NOT ENOUGH TIME, BUT AS OF DECEMBER 3RD, HEART ATTACKS ARE AT 9,977, MISCARRIAGES, 3,230, MYOCARDITIS /PERICARDITIS, WHICH IS HEART INFLAMMATION, 16,918. PERMANENT DISABILITIES, 32,644. AND DEATHS IS AT 19,866. AT AT AT WHAT POINT WILL WE SAY ENOUGH IS ENOUGH? THAT'S TOO MANY? [APPLAUSE] >> MY NAME IS JIANA AMY, AND I AM A SIXTH GRADER IN THE NUSD DISTRICT. THE IVY LEARNER PROFILE THAT MY SCHOOL TEACHES US TO BE INQUIRERS, TO ASK QUESTIONS, AND DO OUR OWN RESEARCH ABOUT THINGS WE ARE NOT SURE ABOUT. AS AN INQUIRER, I'VE ASKED WHAT ABOUT NATURAL IMMUNITY AGAINST COVID-19? I HAVE FOUND THAT MORE THAN 15 STUDIES HAVE DEMONSTRATED THE POWER OF NATURAL IMMUNITY AFTER HAVING THE VIRUS. 700,000 PERSON STUDIES FROM ISRAEL FOUND THAT THOSE WHO HAD COVID WERE 27 TIMES LESS LIKELY TO GET INFECTED AGAIN WHEN COMPARED TO THOSE WHO WERE VACCINATED. I WONDER WHY NATURAL IMMUNITY IS BEING IGNORED? AS AN INQUIRER, I'VE ALSO ASKED, WHAT IS THE RISK FOR CHILDREN AGE ZERO TO 18 IF THEY CATCH COVID? DATA COLLECTED SHOWS THAT CHILDREN HAVE A .009% CHANCE OF DYING FROM COVID. DID YOU KNOW THAT THE DEATH RATE FOR KIDS AGES FIVE TO 17 HAVING THE FLU IS A . 3% CHANCE? ACCORDING TO THESE STATISTICS, THE FLU IS MORE DEADLY THAN COVID FOR THIS AGE GROUP. AS AN INQUIRER, I'VE ASKED, WHAT ARE THE RISKS OF THE VACCINE AND DO CHILDREN REALLY NEED TO GET IT IN AS A BRAND NEW VACCINE AND FIRST TIME EVER MRNA TECHNOLOGY, THERE IS MUCH TO CONSIDER. IN FACT, MORE THAN 15,000 DOCTORS ARE NOT IN FAVOR OF CHILDREN BEING VACCINATED AGAINST THIS. WILL YOU LISTEN TO THE [INAUDIBLE]? MY QUESTION TO YOU IS HAVE YOU DONE YOUR HOMEWORK? ARE YOU AN INQUIRER IN A THINKER? HAVE YOU THOUGHT OF HOW YOU MIGHT FEEL IF MYSELF, MY SIBLINGS, MY COUSINS, OR CLASSMATES WERE TO BE HARMED BY THIS VACCINE MANDATED BY THE DISTRICT? ABOVE ALL, MY PRAYER IS THAT YOU LEAVE THIS VERY PERSONAL DECISION UP TO THE FAMILIES. I PRAY THAT YOU WILL ALLOW MY PARENTS-TO-BE STUDENTS [INAUDIBLE] I THINK YOU WILL ALLOW MY FAMILY TO SEEK GOD'S ADVICE ON WHAT CHOICE TO MAKE. I PRAY THAT YOU WILL SEEK GOD'S ADVICE, TOO, AND THAT YOU WILL HELP FIGHT FOR STUDENTS LIKE ME SO THAT OUR ACCESS TO PUBLIC EDUCATION IS NOT TAKEN AWAY. [APPLAUSE] >> CANDACE JACKSON? >> HELLO. I WOULD LIKE TO CHALLENGE EACH OF YOU TO THINK ABOUT YOUR EXPECTATIONS AND REASONING BEHIND MANDATING THE COVID-19 VACCINE FOR OUR CHILDREN. PERHAPS YOU ARE EXPECTING THAT THE VIRUS WILL GO AWAY IF EVERY CHILD IS VACCINATED. IT IS WELL UNDERSTOOD THAT THESE VACCINES [01:05:01] DO NOT PREVENT THE TRANSMISSION NOR THE SPREAD OF THE VIRUS, BUT INSTEAD ARE DESIGNED TO LESSEN THE SEVERITY OF THE ILLNESS. IF IT THE VACCINE DOES NOT PREVENT THE SPREAD OF THE VIRUS, THEN THE VIRUS WILL STILL EXIST. IN FACT, DR. ROBERT HATCHNER WHO NEW YORK TIMES CONSIDERS TO BE A COVID EXPERT SAYS THE VIRUS IS UNLIKELY TO GO AWAY EVER. I'M NERVOUS. LIKE MOST VIRUSES, IT WILL PROBABLY KEEP CIRCULATING, SO IF EVERYONE IS EXPECTING FOR THE VIRUS TO GO AWAY, THAT WOULD BE A FALSE EXPECTATION. PERHAPS YOU THINK THE VACCINE IS COMPLETELY SAFE AND SIMILAR TO OTHER VACCINES THAT OUR STUDENTS RECEIVED. IT IS WELL-DOCUMENTED AND NO SECRET THAT THE MRNA VACCINES HAVE NEVER BEFORE BEEN DISTRIBUTED AND THAT THEY WORK VERY DIFFERENTLY THAN THE EXISTING VACCINES. THERE ARE 15 NOW PLUS PHYSICIANS, SCIENTISTS, AND VIROLOGISTS WARNING US AGAINST THE MASS DISTRIBUTION OF THESE VACCINES, INCLUDING ONE OF THE INVESTORS OF THE MRNA VACCINE. CURRENTLY, THEY ARE 94,463 ADVERSE EVENTS FROM ALL AGE GROUPS THAT HAVE BEEN REPORTED, INCLUDING ALMOST 20,000 DEATHS FOLLOWING THE COVID VACCINE OF THE COVID-19 PACKAGE INSERT ITSELF -- EXCUSE ME -- SAYS THAT UNDER SECTION 5. 2 THAT MALES AGES 12 THROUGH 17 YEARS HAVE HIGHER RISK OF GETTING MYOCARDITIS OR PERICARDITIS. IT ALSO SAYS THAT INFORMATION IS NOT YET AVAILABLE ABOUT POTENTIAL LONG-TERM EFFECTS. SECTION 8.4 SAYS THE SAFETY AND EFFECTIVENESS OF THE VACCINE FOR THOSE YOUNGER THAN 16 HAVE NOT EVEN BEEN ESTABLISHED. [APPLAUSE] >> NEXT UP, JENNIFER ESPINOZA, THEN KIM MANTERO. AND THEN MIA * * [NAME] >> MY NAME IS JENNIFER ESPINOZA I TEACH ELEMENTARY FINANCIAL EDUCATION AT TWO RIVERS ELEMENTARY SCHOOL. I HAVE BEEN A PUBLIC SCHOOL TEACHER FOR 23 YEARS AND I'VE NEVER SPOKE AT A BOARD MEETING BEFORE, BUT THIS IS THE FIRST TIME I ACTUALLY FEEL PASSIONATE ENOUGH TO SPEAK ABOUT SOMETHING AND I DIDN'T EVEN SPEAK UP WHEN PE TEACHERS WERE LAID OFF SEVERAL YEARS AGO SO I COME TO YOU AS A MOTHER OF THREE CHILDREN WHO ARE IN THIS SCHOOL DISTRICT. AND MY REQUEST IS THAT AS A BOARD, YOU WILL SUPPORT A PARENT'S RIGHT IN HOW WE RAIDS OUR CHILDREN. THE DECISION TO VACCINATE OR NOT VACCINATE OUR CHILDREN WITH THE CORONAVIRUS VACCINE SHOULD BE A PARENT'S DECISION. THIS VACCINE WAS MADE UNDER EMERGENCY CIRCUMSTANCES. IT IS NOW FDA EMERGENCY AUTHORIZED FOR CHILDREN FIVE TO 15 YEARS OF AGE . HOWEVER, THERE HAS NOT BEEN A 5-YEAR STUDY, A 10-YEAR STUDY, OR A 20-YEAR CASE STUDY. DO YOU KNOW WHAT THE SIDE EFFECTS OF THE VACCINE WILL BE ON MY CHILDREN IN FIVE YEARS OR 20 YEARS? BECAUSE I DON'T KNOW THE ANSWER TO THAT. HOW LONG HAS THE CHICKENPOX, MEASLES, MUMPS, POLIO VACCINE BEEN STUDIED BEFORE THEY WERE GIVEN TO SCHOOL AGE CHILDREN? I DON'T KNOW THE ANSWER TO THOSE QUESTIONS, BUT I REALLY HOPE YOU DO. REMEMBER, MANY DRUGS HAVE BEEN RECALLED OVER THE YEARS. WHEN I THINK OF FENFEN, THAT COMES TO MY MIND AUTOMATICALLY. I AM NOT WILLING TO PUT MY CHILDREN AT RISK WITH THE CORONAVIRUS VACCINE WHEN THE RATE IS 0% FOR A HEALTHY CHILD. I SHOULD HAVE THE FREEDOM AS A PARENT TO DECIDE IF MY THREE CHILDREN RECEIVE THIS EMERGENCY AUTHORIZED VACCINE. THE VAST REASON I FEEL PASSIONATE ABOUT THIS SUBJECT IS BECAUSE I CARE ABOUT PUBLIC SCHOOL EDUCATION. WHEN I TALK TO MY NEIGHBOR ABOUT WHETHER OR NOT SHE WILL VACCINATE HER TWO CHILDREN AT MY SCHOOL, IF WORST, SHE SAYS SHE WOULD PULL THEM OUT OF PUBLIC SCHOOL AND HOME SCHOOL THEM. THAT BREAKS MY HEART. >> THANK YOU. [APPLAUSE] >> KIM, MIA, AND THEN LIANNA. >> HI. I'M KIM MONTANO. >> GO AHEAD. >> THERE'S A REASON WHY NO OTHER STATES HAVE JOINED CALIFORNIA IN ISSUING A COVID VACCINE MANDATE IN ORDER TO ATTEND SCHOOL. WE ARE MAKING DECISION BASED ON SCIENCES THAT WE MUST LOOK AT THE DATA AND THE STUDIES ARE SUPPORTING THE FACT THAT THE MORTALITY RATE AMONGST CHILDREN IS STATISTICALLY ZERO. A JOHNS HOPKINS STUDY INVOLVING 48,000 FOUND ZERO COVID DEATHS AMONGST [01:10:02] HEALTHY KIDS. A HUGE STUDY OUT OF GERMANY FOUND NOT A SINGLE HEALTHY CHILD BETWEEN FIVE TO 18 DIED OF GERMANY IN THE FIRST 15 MONTHS OF THE PANDEMIC. ACCORDING TO THE CDC, THERE IS A SIGNIFICANT INCREASE IN MYOCARDITIS CASES REPORT IN THE U.S. SINCE APRIL 20221 FOLLOWING THE COVID VACCINATION PROGRAM. UNIVERSITY OF CALIFORNIA FOUND THAT CHILDREN ARE SIX TIMES MORE LIKELY TO DEVELOP MYOCARDITIS BY THIS VACCINE THAN THEY ARE AT RISK OF BEING HARMED BY THE VIRUS. THE STUDIES ALSO SHOW THAT PREVIOUSLY AFFECTED INDIVIDUALS HAVE A 74 HAD% INCREASE RISK OF ADVERSE REACTIONS FROM THE VACCINE. WE KNOW HALF OF ALL CHILDREN ALREADY HAVE NATURAL IMMUNITY FROM PRIOR EXPOSURE. THEREFORE, IT WOULD BE AFTERNOON ADDED RISK TO GIVE THIS VACCINE TO THESE CHILDREN CHILDREN [INDISCERNIBLE] INVESTOR OF MRNA AND 16,000 OTHER PHYSICIANS AND SCIENTISTS AROUND THE WORLD HAVE SIGNED A DECLARATION PUBLICLY DECLARING THAT HEALTHY CHILDREN SHOULD NOT BE VACCINATED FOR COVID. SCHOOL BOARDS ACROSS THE U.S. SUCH AS ALPINE SCHOOL DISTRICT IN SAN DIEGO ARE FIGHTING TO UPHOLD THEIR CONSTITUTION. THEY HAVE ANNOUNCED THAT THEY WILL ALLOW ALL STUDENTS, REGARDLESS OF THEIR VACCINE STATUS, TO ATTEND IN PERSON LEARNING IN DEFIANCE OF CALIFORNIA'S UNLAWFUL MANDATE . FOX NEWS REPORTS THAT MORE THAN HALF OF U.S. SCHOOL BOARDS HAVE PUSHED BACK AGAINST THE NATIONAL SCHOOL BOARDS ASSOCIATION IN 17 STATES VOTED TO WITHDRAW THEIR MEMBERSHIP. SO YOU SEE, YOU DO HAVE A CHOICE HERE. TO WHOM MUCH IS GIVEN, MUCH IS REQUIRED. WHEN MAKING THIS DECISION, PLEASE DO YOUR DUE DILIGENCE OF LOOKING AT THE STUDIES I'VE MENTIONED. YOUR ACTIONS NOW WILL SHAPE THE LIVES OF GENERATIONS TO COME. DON'T FORCE HEALTHY KIDS OUT OF SCHOOL . I URGE THE BOARD TO ADOPT A RESOLUTION THAT REJECTS THE ENFORCEMENT OF THE MANDATE. I URGE YOU TO FOLLOW THE PRECEDENT SET BY MULTIPLE OTHER DISTRICTS WHO SAID THEY WILL NOT COMPLY. STAND UP WITH US TO PROTECT THE CHILDREN'S RIGHT TO LIFE, LIBERTY, AND THE PURSUIT OF HAPPINESS. THANK YOU. [APPLAUSE] >> [INAUDIBLE] >> HI. MY NAME IS LIANNA KETTLE SMAN AND I HAD SOMETHING TO READ, BUT I HAVE A ALREADY GOT ALL OF THE INFORMATION AND SAID IT BEAUTIFULLY, SO I'M NOT GOING TO BORE YOU WITH READING IT AGAIN. I JUST WANT TO REITERATE THAT I HOPE THAT YOU VOTE AGAINST HAVING THAT MANDATE . I'VE ALREADY PULLED MY DAUGHTER OUT OF PUBLIC SCHOOL HERE IN THE UNIFIED SCHOOL DISTRICT, BECAUSE MOST OF YOU DON'T KNOW MY CHILD, BUT SHE'S A SINGER AND A PERFORMER. SO I'M NOT GOING TO HAVE HER MASKED. SO I PULLED HER OUT TO HOME SCHOOL HER ALREADY. AND I'D LOVE TO HAVE HER BACK BOOT PERFORMING ARS SCHOOL, BUT NOT IF THEY HAS TO BE MASKED AND DEFINITELY NOT HAVE SHE HAS TO BE VACCINATED. THANK YOU. [APPLAUSE] AND MY NAME IS TIARA AMY. SORRY YOU HAD TO DO THAT OF IT'S A HARD ONE TO PRONOUNCE. I WILL BORE YOU WITH MORE STATISTICS SO YOU GUYS CAN GET THE REITERATION OF HOW IMPORTANT THIS ISSUE IS TO US AND HOW WE FEEL ABOUT IT. THE COVID-19 PACKAGE INVERT ITSELF SAYS IN SECTION 8.4 HAD, THE SAFETY AND EFFECTIVENESS OF THE VACCINE IN THOSE YOUNGER THAN 16 HAS NOT BEEN ESTABLISHED . SECTION 13.1 ALSO SAYS THAT THE VACCINE HAS NOT BEEN EVALUATE FOR THE POTENTIAL CAUSE OF CANCER TO HARM, GENETIC INFORMATION IN CELLS, OR CAUSE FERTILITY PROBLEMS. WHEN YOU READ ABOUT THE POTENTIAL RISKS, AS WELL AS THE FUTURE UNKNOWNS FROM THESE VACCINES, WE MUST ASK , DOES THE BENEFIT OUTWEIGH THE RISK? THE RISK FOR OUR HEALTHY CHILDREN DYING FROM COVID IS VIRTUALLY ZERO. DATA COLLECTED SHOWS THAT CHILDREN ZERO TO 17 HAVE A 0.09 CHANCE OF DYING. IN A RECENT STUDY FROM GERMANY, WHICH WE'VE HEARD, FOUND ZERO COVID DEATHS IN CHILDREN AGES FIVE TO ONE # ONE BASED ON THESE STATISTICS, IT DOES NOT APPEAR THAT CHILDREN WOULD BENEFIT FROM RECEIVING THE VACCINE WITH KNOWN RISK AND STILL TO BE DETERMINED RISK. I HOPE THAT YOU CONSIDER THESE POINTS AND MAKE AN INFORMED DECISION BEFORE GOING TO MANDATE THE VACCINES. IF HEARING THE HEALTH CONCERNS OF PARENTS DOESN'T MOVE YOU, PERHAPS THE FINANCIAL IMPACT MIGHT. DATA COLLECTED ESTIMATES THAT 43% OF PARENTS DO NOT PLAN TO VACCINATE THEIR CHILDREN. WITH THE GROWING NUMBER OF ALTERNATIVE HOME SCHOOLING PROGRAMS, THE PUBLIC SCHOOL SYSTEM COULD BE FACING A HUGE FINANCIAL LOSS WHEN PARENTS CHOOSE TO PULL THEIR CHILDREN FROM OUR SYSTEM. I IF YOU FOR YOUR TIME AND PRAY YOU WOULD CONSIDER WHAT THESE PARENTS SAY TODAY. GOD BLESS [01:15:05] YOU GUYS. [APPLAUSE] >> SO TONIGHT'S BOARD MEETING IS ADJOURNED AND WE END AT 7:58:00 P.M.
