President Heredia will administer the Oath of Office to our new Student Board Member, Nasma Wali-Ali.
 
Minutes:
President Heredia stated that our Board is celebrating the swearing in of a new Student Board Member. She shared that she is proud to introduce and welcome Nasma Wali-Ali. She added that for members of the public viewing this meeting, a Student Board Member plays an essential role by casting a preferential vote on this Board. She explained that the preferential vote is a symbol of student opinion. She shared that this year, Inderkum High School had the opportunity to select a student representative to serve on the Board of Trustees for the 2021-2022 school year. She stated that Senior Nasma Wali-Ali was chosen. She added that Nasma was born and raised in Sacramento; she attended Natomas Park Elementary, Natomas Charter Performing and Fine Arts Academy, and currently Inderkum High School where she is in the International Baccalaureate (IB) program. She added that she lives with her parents and sister, who is currently gearing up to attend law school. She explained that her favorite subjects in school have always been the humanities, in large part because she loves interpretation and analytical thinking. Heredia noted that in school, she is a member of the Black Student Union, Co-President/Founder of Inderkum's Muslim Student Association, member of National Honor Society, French Honor Society, and Book Club. She is also a leader in Link Crew and Core. She shared that out of school, she is the chair for a local youth philanthropy group called the 'Grants Advisory Board for Youth' (G.A.B.Y.) and the Co-President and Co-Founder of Youth Voices Sacramento small advocacy-based non-profit for youth. She stated she is a returning Youth Intern for Summer @ City Hall, a program that aims to help youth get involved and interested in local government. She added that she was also a contributor on the Mayor's Climate Change Equity Technical Advisory Committee and recipient of the Nancy and Cliff Forester Life-Long Learner Award. She noted that Nasma hopes to cultivate her passion for community betterment and service by attaining a bachelor's degree and attending law school. She stated that she is interested in public interest law and helping to create a positive impact by fighting for civil rights and advocating for disenfranchised communities through legislation. She added that we welcome you Nasma and now we make you official. Heredia administered the Oath of Office to Nasma Wali-Ali. A group photo was taken with the Board of Trustees and the Student Board Member and their parents, who were in attendance.

Nasma Wali-Ali, Student Board member, extended her deepest appreciation for appointment into this body. She stated that in this role she pledges to do her best to be the utmost and accurate and passionate voice for youth of this district. She explained that no student body is modulate, not one school that constitutes the 21 in NUSD. She shared that she commits to be a voice for youth and youth interest on this Board. She noted that she will be a vessel at these meetings for the wants and needs of students belonging for this district. She stated that youth input in matters that affect them is an integral part of what she plans to work towards in this position. She expressed her excitement and eagerness to begin.

Minutes:
Trustee Bains welcome Nasma Wali-Ali to the Board. He stated that he looks forward to working with her.

XI.e. Superintendent's Report
Minutes:
Superintendent Evans stated that this afternoon the district announced that the teacher who has been the source of media coverage these last two days was placed on paid leave because of his actions and choices in the classroom. He added that NUSD will be taking the legal required next steps to place the teacher on unpaid leave and terminate the teacher. He explained that NUSD supports individual freedoms and freedoms of expression and that this case is not about that. He shared that the totality of classroom decisions and choices made by the teacher violated district policies, State Education Code and broke a trust with our students and families, and that they expect history, social studies teachers to teach civics without bias or favoring their own personal beliefs. He noted that they must share facts and information around differing perspectives as well. He stated that NUSD communication today outlined what the district had learned through mid-day today. He added that when you take the totality of the teachers actions, it made the district’s next steps necessary. He noted that he appreciates the President's support for allowing him to pull Action Item A. He opined that tonight is not the right time. He stated that NUSD has other priorities. He congratulated Nasma and welcomed her aboard.

Christina Huth, Executive Directorstated that we received an eComment from Rosalyn Bell in support of the work being done by Dr. Okonofua. She added that we received eComments in regards to a teacher at Inderkum High School from the following individuals: Donnie Payne, Jennifer Malone, Jackie Carrera, Julie Miller, Harry Dhami, Doug Swier, Sonny Phillips, Abel Parra, Cassandra Gamez, Alexis Miller, Lisa Steiner, Anna Christensen, Sergio Weekley, and Padres Organized Community. She noted that she has seen more eComments come through and that they will be forwarded to Trustees and appropriate staff. She added that all the eComments will be included in the Board meeting minutes.

Rosalyn Bell submitted the following public comment: I am writing to express support for the work being done to address disparity and disproportionality. I appreciated the study by Dr. Okonofua. Teachers make a tremendous difference in the education and life of her students. Empathy is key. Dr. Okonofua seems to be able to hear teachers and encourage them to be more empathetic to students. I would like to see the school district implement the recommendation on an on-going basis. Dr. Okonofua did not address the need for trauma-informed practices. I found that it is very difficult for families to communicate with teachers and staff regarding trauma that students have experienced. I would have appreciated the school capturing relevant intake information from families and maintaining it in a private manner to share as appropriate, so that I did not have to repeatedly share difficult information with numerous people to get them to understand my family. Everyone responded differently. Some school districts ask students/families for the Adverse Childhood Experience (ACE) score, without requiring additional difficult details. This information might help the school to better balance classrooms and have fewer students or more supports if there are several students with high ACEs scores in one class. I am sure that there are other help trauma-informed practices. Is it possible for Dr. Okonofua to do a follow-up to his study to consider feedback from parents/students? I look forward to hearing the next steps based on the study. Roslyn Bell

Donnie Payne submitted the following public comment: Greetings! What a national disgrace upon your school! With the most recent events that have taken place within our great nation abroad: Knowing by the public interview conducted by the recent Project Veritas, find it absolutely appalling you have a teacher that supports, indoctrinates and teaches that FACISM and ANTIFA is tolerated to any level in a classroom setting. 9This support by your school district will not be overlooked or just dismissed. Know what goes on in the classrooms or We The People will make sure your tenure as representatives of the School Board District will be short upon election day. This will go mainstream and it already has. Sincerely, A Concerned U.S.A. CITIZEN!!!

Jennifer Malone submitted the following public comment: My comment is about the Mr. Gabe Gipe, teacher at Inderkum High School. As a parent we all know how important our children are and to have someone view our children as an instrument of their own agenda is taking advantage of those who have no power. A teachers job is to mold minds, not create dissidence. Teachers have certain power over students. Abuse of this power is reprehensible. To have a teacher refer to his community as a "bunch of redneck right wingers" tells us about what his students are experiencing in the classroom. Perhaps the most concerning comment made by Mr. Gipe was surrounding a student who reported feeling uncomfortable in his classroom due to the flags on the wall. Instead of following the district's Core Belief of "Staff must be committed, collaborative, caring and exemplary", this teacher disregarded his student's complaint and accused them of being a fascist. This is unacceptable and I urge the School Board to act with swift and bold actions to ensure the safety both physical and emotional of ALL students. Thank you, Jennifer Malone

Jackie Carrera submitted the following public comment: I am very concerned that a teacher was hired and school has been in session for over 2 weeks and the Antifa flag was never noticed or removed by school staff. This shouldnt have had to go public to have something done by the Inderkum High School Principal, Superintendent, or by the school board. Mr. Gipes about me page on the school website says that he will teach students they are agents of positive change. His aim should not have been to turn his students into something specific but rather to open their mind to different ways to think. A teacher does not need to cast his or her beliefs onto students to be successful but rather he or she should have taught the students how to think about a topic more in depth. He should have been teaching the students how government works and maybe how change can happen. He should not have been teaching them what changes he wants to see. I was dissapointed to see that the school staff were asking the journalists to exit the premises. If the school really were open to discussion, they would have sat down with the journalists and listened to concerns. Nothing had to be said or decided on but the school could have respectfully directed them to a board meeting or a meeting with the principal and superintendent. Instead, the staff ignored them and called the police. It is very concerning to see this in a high school in Sacramento and not be addressed in a timely manner. I am looking forward to your discussion at the school board meeting. The way Mr. Gipe taught is an example of what a teacher should not be doing in a public school setting. Jacqueline Carrera

Harry Dhami submitted the following public comment: Hello, My name is Harry Dhami. I am parent to a sophomore at Inderkum high school. I am deeply disturbed by the video which has now gone viral and known to everyone in this community. It is hard to fathom that a teacher is allowed to take on these activities in a classroom. What is equally disturbing is that how come NUSD didn't know about this? There's need to be an independent investigation into this teacher and NUSD. Either NUSD has no clue what their teachers are doing or was in complicit in this. In this community, we will not tolerate this.

Doug Swier submitted the following public comment: Does your Marxist teacher also give his students extra credit for participating in any of the following activities?
Participation in Proud Boys rallies.
Participation in Three Percenters rallies.
Participation with a pro-life group protesting at an abortion clinic.
Be active in a youth group at an evangelical Christian church.
Campaigning for a conservative/republican candidate.
If not, then based on what I saw in the Project Veritas video, this teacher absolutely needs to be terminated as he is obviously creating a hostile atmosphere for any students who dare to have a different worldview or political ideology. Cassandra Gamez submitted the following public comment: Greetings, I am a mother and concerned citizen regarding the education the children at Inderkum High School. Gabriel Gipe has been exposed as a teacher using his influence as an educator to use fear as a motivator to endanger our children's lives. I firmly urge the Board to request Mr. Gipe's resignation in addition to the Principals and Assistant Principals that willing allowed this teacher with his Antifa flag and portrait of a communist leader to be hung for children to see everyday and taught that these values are the values everyone should uphold. If these items were to be hanged in a public school setting, then there should be a MAGA flag and picture of George Washington posted. But there isn't. I fear for our children's lives and shame on the educators and staff that allowed these children to be exposed to a teacher that uses fear to put them in harm's way! I urge the Board to request the resignations of Gabriel Gipe and Inderkum High School's Principal and Assistant Principals. Regards, Cassandra Gamez

Alexis Miller submitted the following public comment: My comment: "Will charges be filed against Gabriel Gipe, given that he broke California State Law Education Code Title 2, Article 4. Advocacy or Teaching of Communism [51530- 51530.], which states that "no teacher giving instruction in any school, or on any property belonging to any agencies included in the public school system, shall advocate or teach communism with the intent to indoctrinate or to inculcate in the mind of any pupil a preference for communism?"

Lesa Steiner submitted the following public comment: As a parent of students who attend California schools, the behavior we viewed by one of your teachers, is exactly what we have feared was happening in our class rooms for some time now. This has only validated our concerns. I find it ironic that we are to believe that the school's administration knew nothing about this, when he was proudly flying the Antifa flag in the classroom. He obviously felt very comfortable to indoctrinate our children in the brazen manor that he did. You must now realize that you have a serious problem with the parent's and public's trust, and that it will depend on how this administration handles this issue from this point on (weather and if) you will regain that trust again.

Anna Christensen submitted the following public comment: Dear Natomas School Board Members, In responding to the concerns of parents and community members, I hope you will consider my take on the alarm raised by a video of a Natomas teacher. From the media coverage, it appears that Gabriel Gipe is being accused of manipulating his students to adopt his own political viewpoint based on a video made without his knowledge in which he is speaking with an unknown party off campus. Please consider that this video was made by Project Veritas which has a reputation of misleading the public by presenting themselves as a legitimate media source when in fact they have a specific political agenda and merely employ manipulative videos, such as this one, as a means to an end. According to the State Board of Education in California and your own school board policy, controversial subjects are welcome in the classroom as long as both sides are presented in an unbiased manner. In this case it seems that the public's outrage revolves around the fact that a teacher has stated on camera that certain topics (a specific political persuasion, activism such as attending demonstrations and feeding hungry people) are being discussed in his classroom. Some would censor both the teacher and the subject matter, preferring that such topics and discussions not be allowed in public schools. In considering the welfare of Natomas students, it is essential that they not be deprived of an education that includes critical thinking about the world we live in. Censoring individual teachers is convenient as it will pacify the most reactive voices, those most fearful and alarmed by controversy. However, as educators, we understand that silence does not serve our students, nor our democracy in the long run. The ability to make responsible choices for oneself and for the community as a whole, must be taught in our public schools, not by censoring textbooks, curriculum, and teachers, but by trusting in all of the above and in our students to expand our knowledge and contribute to our understanding of each other and our world. Project Veritas is a conservative media organization dedicated to secretly infiltrating progressive
organizations to produce unflattering and often selectively edited videos. Project Veritas operates under the guise of citizen journalism, but serves a conservative political agenda without adhering to basic journalistic ethics. The organization was founded by James O'Keefe, a prot g of Andrew Breitbart, in 2010. Project Veritas has frequently been criticized for editing its videos to deceive its audience and misrepresent its subjects. New York magazine described O'Keefe's ACRON videos as having been "editedin a highly misleading way." 1A 2010 investigation into the ACORN videos by former California Attorney General Jerry Brown, found that O'Keefe's videos were "severely edited," and an accompanying press release described O'Keefe as a "partisan zealot."2 In 2016, Andrew Seaman chair of the Society of Professional Journalists' ethics committee wrote that O'Keefe is "not an ethical journalist" and has a "history of distorting facts or context."3 Project Veritas' deceptive editing has been a source of continuing legal trouble for the group, which is currently fighting at least two defamation lawsuits filed by individuals featured in its videos, and has paid three settlements to individuals who brought defamation claims. Previous targets: Project Veritas and James O'Keefe have targeted a number of high-profile progressive organizations in their sting operations.
ACORN: In 2009, O'Keefe produced videos appearing to show ACORN employees advising
O'Keefe on tax matters for purported sex trafficking and prostitution schemes. O'Keefe's videos
were heavily edited, and ACORN was cleared of any wrongdoing by the Brooklyn district
attorney.4 The videos were politically damaging, and caused Congress to suspend funding to the
group, which filed for bankruptcy in 2010.
Planned Parenthood: Project Veritas operatives have repeatedly targeted Planned Parenthood,
releasing videos claiming that Planned Parenthood staff failed to report statutory rape and
suggesting that they took donations from operatives posing as racists.
Teachers Unions: Project Veritas has targeted several NEA and AFT affiliates. In 2016, it released three videos taken at the United Federation of Teachers and White Plains Teachers Association offices, in which operatives described a fake scenario of a potentially inappropriate disciplinary action between a teacher and student. Such videos were released with footage taken of staff and leaders from the Yonkers Federation of Teachers, United Teachers of Wichita, and United Educators of San Francisco. Project Veritas has targeted the New Jersey Education Association, infiltrating its annual conference and releasing several undercover videos.
Democratic Party: Project Veritas operatives have been caught trying to infiltrate campaign
offices of Hillary Clinton, Bernie Sanders, and Russ Feingold. Undercover videos, filmed at the
state campaign offices of both Clinton and Sanders, were released in 2016. Project Veritas has
also targeted consultants for the Democratic Party.
Conservative funding, ties to anti-union donors: Project Veritas had revenue of $3.7 million in 2015, the year for which its most recent public tax filings are available. While most of its donors have not been publicly disclosed, we know that Donors Trust, the Koch-related foundation that has been called the "dark-money ATM of the conservative right," has contributed over $2.1 million since 2012. Donors Trust is funded by anonymous contributions from Koch-network donors, which reportedly include Betsy DeVos and her husband. Donald Trump is also a donor to Project Veritas, contributing $10,000 in 2015. Trump referenced O'Keefe's videos during the presidential debates, and Donald Trump Jr. has tweeted about Project Veritas videos. Project Veritas also has links to groups that want to take down teachers unions. Denis Calabrese, president of the Laura and John Arnold Foundation, is a known Project Veritas donor. The Laura and John Arnold Foundation is also a major funder of efforts to end defined-benefit pension plans for teachers. Project Veritas board member Colin Sharkey is the executive vice president of the Association of American Educators, a nonunion teachers organization funded by conservative nonprofits as a way of weakening teachers unions.

Sergio Weekly submitted the following public comment: It has, unfortunately, come to my attention that an extremist by the name of Gabriel Gipe has been allowed amongst the capable staff of the Natomas Unified School District. Not only has this confused individual been allowed into a position of education, he also sees this duty as a platform that can be used as the means to indoctrinate more radical (Anti) Fascists into his group of political extremists. I would like to preface this by stating that I grew up in Natomas for most of my life and even graduated from Inderkum Highschool so I am no "outsider", as the district's statement earlier this week put it. But that is neither here nor there. It should be stated that the duty of a teacher and educator should be to provide the youth of America with the means and tools with which to create their own unique conclusions on serious topics. They should be prepared to critically rationalize situations and events and be taught to look at things from many perspectives, even the heinous ones, in order to better understand what might be moral or just
However, it has become apparent that this 'teacher' would rather nullify and belittle the opinions of his easily influenced students through thug-like behavior and the desire to make them 'fear' a ridiculous flag, all while preaching the ironically Fascist values and morals of 'Anti-Fascism', such as the silencing of opposition through fear and violence. Not only is this a violation of the student's rights as young adults (and those soon to be), but abhorrently dishonest in their education. This same teacher would command them to 'oppose fascists!' without an actual definition for fascist and while simultaneously applauding the monstrous acts of Mao Zedong. Can you not see the psychological disconnect? As a proponent of the supposed 'non-violent' tendencies of Antifa (among other extremist groups) one would assume that Mr. Gipe would realize how this clashes heavily with said teacher's beliefs and support in Communist Dictator, Mao Zedong, who, by very nature of authoritarianism, was also a fascist (a tendency toward or actual exercise of strong autocratic or dictatorial control, according to Merriam-Webster.) It seems Mr. Gipe conveniently leaves out that Mao Zedong and his ilk were directly responsible for the deaths of nearly 20 million Chinese men, women and children during the 'Cultural Revolution' and the 'Great Leap Forward'. It should come as no surprise that of this number, teachers, religious folk, doctors, land owners, homosexuals, and Republic Loyalists made up a good size of the death count. There is no communist apologist statement capable of refuting or justifying this horrible fact. It is this omitted bit of information that is truly a disservice to our students. Mr. Gipe, through neglecting to properly educate his students on these topics, has effectively enforced his own biased beliefs on them and has stunted their means to critically think in a place where critical thinking should be the goal, and for that he should be resigned. We are aware that one of your educators has labeled students as fascists and that this Anglo passing male has encouraged students to show up to be counter protestors at events where community advocates have been harmed and attacked. We are aware that this educator also stated that they try to create fear in their students. If these things were coming from the mouth of a man or women wearing a MAGA hat or a standard issue Black Polo with a pair of khaki pants many marginalized groups would be demanding this educator's job but because this individual incite fears under the flag of being anti-facist many are calling him a hero. This man is not hero it is unacceptable for someone claiming to want to teach about inequality and empathy to be so divisive and willing to label the future of our community as facist for stating that something makes them uncomfortable. When Black and Brown people show up in uniforms or matching outfits flying flags they are labeled a gang when "well intentioned" Anglos do it to "combat supremacy" they are heroes even the Sacramento Bee went as far as to call a journalist group reporting on this teacher "Far Right" and didn't label the "Anti-Fa" teacher as "Far Left" he is indoctrinating children and causing community to judge children who don't even know who they are yet because they have the courage to say when something makes them uncomfortable. Is this the type of education our tax dollars are funding extremist ideology in the claim of doing it for the greater good? In a time when this country is so poralized from politics to healthcare. How can this district continue to keep a predator and abuser in a classroom like this? This individual is preying on mostly marginalized students to go engage hateful adults for extra credit. What happened to learning empathy by serving your fellow man? Two screenshots were also submitted.

Timothy Snowball expressed concern about a video that surfaced with a teacher from Inderkum High School. He requested that the Board take actions necessary to ensure that classrooms remain free of political agendas of individual teachers and labor unions. He added that children receive an education rather than an indoctrination.

Trustee Kaplan requested since it is required of all students and staff that everyone in this room wear a mask for her safety and her children's safety. She added, if they are up there and speaking.

President Heredia stated if you have a mask and you are concerned about your own safety from those around you then to please put on a mask.

Superintendent Evans reiterated that public comment does not allow them to exchange.

Project Veritas stated that they understand that he cannot answer now based on the rules of the quorum and asked if he would be willing to speak with them afterwards. He added that would do a lot to alleviate some of the concerns. He noted that the Superintendent gave an interview to the Sacramento Bee.

Superintendent Evans responded absolutely. He stated that he would love to meet with them later this week.

On Tuesday, September 14 President Heredia called the continuance of the September 1, 2021 Board Meeting back to order at 5:17 p.m. She stated that the continuance of the September 1, 2021 Board Meeting is being held virtually as allowable under the California Governor’s Executive Order N-08-21.

President Heredia opened the Public Hearing at 5:20 p.m.

Doug Mende, Cooperative Strategies, presented on the California Voting Rights Act Second Public Hearing Regarding Potential Composition of Trustee Areas, prior to drawing of maps. The presentation highlighted: background information, different types of elections, the trustee area process, considerations in trustee areas, district demographics, how lines should be drawn and the pre-map public hearing.

Trustee Grant stated that federal law requires when possible a majority/minority district be built. He asked if they could talk about the approach for creating such a district.

Mr. Mende responded that he doesn't have the legal information but from a demographer standpoint he has the data. He stated when they get the data they have to ensure that they communicate it quickly. He noted that the State Department of Finance certifies that information next week. He explained then they can ascertain if that is a community as well as any other questions.

Trustee Grant asked what challenges does he see if any with doing a majority/minority district in Natomas?

Mr. Mende responded that they have to look at the demographics. He stated that what will come next is a set of scenarios. He added that from the community input and boundaries they will be drafting scenario maps. He explained that you can look at the scenario maps and say what you do and do not like about it. He shared that there will also be statistics with that package as well and how they communicate that work down the road will cover it.

Trustee Kaplan echoed what Trustee Grant said. She added that the district has always said that they embrace the diversity and that NUSD is a wonderfully diverse and blended district which is important to recognize. She stated that as Cooperative Strategies looks at the statistics that they do have majority/minority areas that are able to be drawn. She opined that it is important to her as well.

Mr. Mende responded that they will definitely accommodate that.

President Heredia thanked Mr. Mende for being present that evening and she looks forward to more information in the future. She asked if we received any public comment?

President Heredia and Trustees of the Natomas Unified School District, I am writing to voice my strong support for establishing trustee areas within the Natomas USD. I support having two of the five areas south of I-80 to serve the residents and students of South Natomas, who have no representative on the current Board of Trustees, and therefore do not feel fairly represented. To make workloads among trustees more even, I suggest that the population and number of schools be as equal as possible within each area. The purpose of this email is to provide input as a community member. After reviewing dedicated pages regarding by trustee area elections, I found only 173 surveys have been submitted. This is not a full representation of Natomas and all of it stakeholders. My concern pertains to the efforts that will be made to broaden and engage the communities to participate in a process that directly impacts the families and children in these communities. Including these stakeholder understanding of this process. How will this board ensure that their voices are heard? A higher than expected increase in enrollment at the Larry G. Meeks Academy has created the need for additional MacBook Airs and iPads for the technology kits that are checked out to students as part of their enrollment. Apple Inc. offers educational pricing through piggyback contracts secured by other school districts. Through this competitive pricing, NUSD is able to purchase 200 MacBook Airs and 100 iPads for Two Hundred Seven Thousand, One Hundred Five Dollars ($207,105). Purchase of the MacBook Airs and iPads was required prior to Board approval in order to ensure the technology kits were distributed to students upon enrollment to the virtual academy.
