IS THERE ANYONE HERE WISHING TO ADDRESS THE BOARD? BEFORE WE GO INTO CLOSED SESSION? ALL RIGHT. CHRISTINA, DID WE RECEIVE ANY E COMMENTS FOR ANY OF THAT CLOSED SESSION ITEM SPORTS.

>> WE DID NOT. >> LISA KAPLAN: ALL RIGHT.

I'M GOING TO ADJOURN THIS OPEN POSITION AND MOVE INTO CLOSED SE

[Items VI. & VII.]

LADIES AND GENTLEMEN, WE ARE RECONVENING THIS MEETING.

JEN, COULD YOU PLEASE CALL THE ROLL? GRANT, WOULD YOU LEAD US PLEASE IN THE PLEDGE?

>> MICAH GRANT: I PLEDGE OF ALLEGIANCE TO FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE, WITH LIBERTY AND

JUSTICE FOR ALL. >> LISA KAPLAN: THANK YOU.

ALL RIGHT. THERE WAS NO ACTION TAKEN IN CLOSED SESSION THIS EVENING. SO I AM LOOKING FOR A MOTION AND

[IX. APPROVAL OF THE AGENDA]

A SECOND TO APPROVE THE AGENDA. A MOVE BY TRUSTEE GRANT.

WHAT YOU CALL THE ROLE PLEASE?

>> MOTION CARRIES, FOR HEAVEN ZERO.

[Items X.a & X.b.]

MOVING ONTO THE COMMUNICATIONS. OUR ASSOCIATIONS, THEY WERE GIVEN THE OPPORTUNITY TO EITHER PROVIDE COMMUNICATION IN PERSON OR SUBMIT THEIR COMMUNICATION VIA E-MAIL PRIOR TO THE BOARD MEETING. AND CHRISTINA?

>> PARTICIPANT: WHEAT RECEIVED COMMUNICATION PRIOR TO THE MEETING. I BELIEVE I SAW -- OR NTA.

>> THANK YOU. WELCOME.

THANK YOU. ALL RIGHT.

SO GOOD EVENING TRUSTEES. FIRST TONIGHT, I JUST WANT TO SHARE WITH ALL OF YOU AND WITH THE COMMUNITY IN GENERAL HOW EXCITED NTA IS FOR THE WORK THAT HAS BEEN DONE AND FOR THE 912 AND INDEPENDENT STUDY. WE BELIEVE THIS IS AN EXCELLENT PROGRAM. IT OFFERS SO MUCH TO OUR COMMUNITY BEYOND THE WORLD OF COVID AND WE INTO THE FUTURE.

IT IS SOMETHING UNIQUE AND SPECIAL.

AND IT IS A TRUE SHOWING OF HOW WE CAN RESPOND QUICKLY AND CREATIVELY TO THE NEEDS OF OUR STUDENTS AND FAMILIES.

WE BELIEVE IT WILL BE A DRAW FOR STUDENTS IN THE AREA AS THEY UNDERSTAND WHAT A FORWARD-THINKING PROGRAM AND SCHOOL IT IS. WE BELIEVE THE SECONDARY MODEL COULD PIONEER A NEW WAY FOR STUDENTS TO ATTEND HIGH SCHOOL.

IT WAS A COLLABORATIVE PROCESS AND WE W WANT TO WELCOME THE NEW MEERKATS AND WE ARE EXCITED TO CONTINUE THIS CLUB AS THE SCHOOL

DEVELOPS. >> SUSAN ALSO LOOKING INTO THE NEW SCHOOL YEAR. THEY ARE LOOKING TO GET BACK INTO THE CLASSROOMS. WE NEED TO RECOGNIZE THAT IT MAY TAKE TIME FOR STAFF AND STUDENTS ADJUST TO PRACTICES OF BEING ON CAMPUS AGAIN. AND THAT SOME TIME MUST BE GIVEN FOR BUILDING RELATIONSHIPS AGAIN.

WE NEED TO ALLOW FOR OUR STUDENTS TO REENGAGE.

WE NEED TO GIVE THEM TIME TO RECOGNIZED SOCIAL NORMS ON CAMPUS. UP THE EMOTIONAL HEALTH SHOULD BE THE FOCUS. ALTHOUGH THERE'S PRESSURE TO FOCUS ON STANDARDS AND TESTING, TEACHERS SHOULD PROVIDE TIME TO ENCOURAGE BUILDING RELATIONSHIPS WITH STUDENTS AND WE NEED TO BE SUPPORTIVE TO DO THIS. WE KNOW IT IS MUCH HARDER FOR

[00:05:02]

STUDENTS TO ACCESS CURRICULUM. EVERYONE IS FACING THE TRAUMA OF LAST YEAR IN SOME WAY. OUR STUDENTS AND OUR STAFF.

AND WE ARE GRATEFUL AND LOOK FORWARD TO WHAT WE CAN BRING TO THEIR STUDENTS AND DISREGARD. OR SUPPORTING OUR STUDENTS.

WE ARE GRATEFUL THAT THEY WILL BE HERE FOR THIS TRANSITION AND FIVE OF OUR STUDENTS LONG INTO THE FUTURE.

AND LASTLY, I WANT TO COMMENT ONE MORE TIME ON GETTING SAFELY BACK INTO THE CLASSROOM. ACCORDING TO THE CALIFORNIA DEPARTMENT OF. HEALTH, THE IN PERSON INSTRUCTION CAN OCCUR SAFELY WITHOUT MINIMUM PHYSICAL DISTANCING REQUIREMENTS WITH OTHER MITIGATION STRATEGIES FULLY IMPLEMENT IT. AS ONE OF THESE MITIGATION STRATEGIES, IT IS IMPORTANT THAT THIS MASK MANDATE IS IMPLEMENTED. AND SUPPORT THE STUDENT DIRECTIVE. STUDENTS NEED TO FOCUS THEIR TIME ON STUDENTS. WE ALL KNOW THAT SAFETY IS THE MOST -- IS MOST IMPORTANT NOW, ESPECIALLY AMONG OUR YOUNGER UNVACCINATED STUDENTS. SAFETY RULES NEED TO BE IN PLACE, CLEARLY COMMUNICATED AND FOLLOWED AND TEACHERS ARE EAGER TO GET BACK TO THE FOCUSING ON OUR STUDENTS.

THANK YOU VERY MUCH. >> SUSAN HEREDIA: THANK YOU.

[X.c. Board Members]

MOVING ONTO THE COMMUNICATIONS. TRUSTEE BAINS?

TRUSTEE GRANT? >> MICAH GRANT: A REPORT.

IT IS GOOD TO BE BACK. >> SUSAN HEREDIA: TRUSTEE HA HARDIN? TRUSTEE HER RADIO -- HEREDIA NOTE REPORT.

IT IS GREAT TO SEE THE PEOPLE SITTING IN THE BACK ROW AND SEEING PEOPLE WHO ARE SORT OF IN FRONT OF THE BACK ROW.

ANYWAY. IT IS GREAT TO -- I DID NOT MEAN TO THE CALL OUT THE BACK ROW.

IT IS GOOD TO SEE A LOT THE FAMILIAR FACES.

I HAVE NOT SEEN YOU IN PERSON LIKE THIS FOR A LONG TIME.

SO WELCOME. WE REALLY DO APPRECIATE HAVING

[X.d. Superintendent's Report]

YOU HERE. THANKS.

ALL RIGHT. SUPERINTENDENT EVANS?

>> I WOULD LIKE TO WELCOME DR. TRUSTEES.

I HOPE YOU TOOK THE TIME. I KNOW YOU GAVE US THE TIME TO HAVE A SUMMER RECESS EVEN THOUGH WE WERE IN MANY CASES STILL WORKING TO GET READY FOR THAT YEAR.

WE APPRECIATE THAT SUPPORT. I HOPE YOU TOOK THE TIME.

IT WAS AN EXHAUSTIVE YEAR. I HAVE TO SAY, I AGREE WITH YOU.

AND INYOUR ROLE AS NTA PRESIDENT THAT WE ABSOLUTELY NEED TO SUPPORT OUR STUDENTS AND STAFF, ALL STAFF.

WE HAVE ALL BEEN THROUGH A FORM OF A TRAUMA.

FOR SOME, IT HAS BEEN EXTREMELY TRAUMATIC.

BUT FOR OTHERS, YOU KNOW, THERE'S A CONTINUING.

BUT WE ABSOLUTELY NEED TO GIVE TIME AND SUPPORT FOR OUR STUDENTS AND STAFF AS WE GET BACK.

IT DOES NOT MEAN WE ARE GOING TO LOWER OUR STANDARDS OR EXPECTATIONS OF OUR STUDENTS TO BE SUCCESSFUL.

IT JUST MEANS THERE NEEDS TO BE A THOUGHTFUL APPROACH.

THEY HAVE NOT BEEN -- MANY OF THEM, LESS THAN HALF IN STRUCTURED CLASSROOM, IN PERSON ENVIRONMENTS, IN 16 MONTHS.

IT WILL BE ABOUT 17 BY THE TIME WE REOPEN.

AND SO WE HAVE TALKED ABOUT, YOU SAW HOPEFULLY HE READ MY MESSAGE EARLIER ABOUT WE HAVE TO TAKE CARE OF OURSELVES.

WE HAVE TO TAKE CARE OF EACH OTHER.

THAT IS GOING TO BE A RECURRING THEME FOR A WHILE.

THERE'S A LOT OF HEALING AND A LOT OF WORK TO BE DONE.

AND I'M GRATEFUL THAT WE HAVE THE GROUP IN THAT ROOM TO HELP GET THAT DONE. IT WILL BE VERY NICE TO SEE EVERYONE BACK IN JUST A COUPLE OF WEEKS.

>> SUSAN HEREDIA: THANK YOU. OKAY.

NOW MOVING ON TO PUBLIC COMMENTS.

SO MEMBERS OF THE PUBLIC WERE GIVEN THE OPPORTUNITY TO ATTEND THE BOARD MEETING. THOSE WHO CAN'T ATTEND WERE ALSO GIVEN THE OPPORTUNITY TO GIVE PUBLIC COMMENT OR SUBMIT A PUBLIC COMMENT VIA E-COMMENT AT PUBLIC COMMENT AT THE POTOMAC UNIFIED.ORG. DID WE GET ANY COMMENTS?

>> PARTICIPANT: WE DID NOT RECEIVE ANY E-COMMENTS?

>> SUSAN HEREDIA: IS THERE ANYONE WISHING TO SPEAK ON ANYTHING. I'M ASSUMING NO.

MOVING ON THEN. OKAY.

[Items XII.a. & XII.b.]

NO UP TO PRESENTATION. THIS IS WHY MR. ORR IS COMING TO

STADIUM. >> DOUG ORR: IT IS GREAT TO BE STANDING HERE IN PERSON. SO GOOD EVENING, TRUSTEES.

SUPERINTENDENT. AND STAFF.

[00:10:01]

I'M REALLY HAPPY TO BE HERE. IN PERSON.

AND SO TONIGHT, WE WANT TO SHARE.

WHERE WE ARE WITH ANYTHING, FOR THE START OF THE YEAR.

WE WILL TALK ABOUT ENROLLMENT, STAFFING, ALL OF THE EFFORTS GOING ON WITH THAT. WE HAVE A VIEW PROGRAM UPDATES WE WILL TOUCH ON. SHOW YOU SOME OPERATIONS AND WE HAVE SOME GREAT FACILITY SHOTS, EVEN SOME DRONE FOOTAGE.

IT IS PRETTY COOL. AND THEN WE WILL GIVE SOME GENERAL INFORMATION ABOUT THE START OF THE YEAR.

SO WE START WITH THE STAFFING. WE.

>> WE ARE GOING TO HAVE ABOUT 17,000 STUDENTS THIS YEAR COMING IN AND OUT OF SCHOOL. THAT INCLUDES STUDENTS THAT COME IN AND THEN POTENTIALLY STUDENTS THAT LEAVE.

IT SO WE THINK WE WILL SERVE ABOUT 17,000 STUDENTS.

THAT INCLUDES ALL OF OUR CHARTER STUDENTS.

AND WE PROVIDE LOTS OF SERVICE LIKE NUTRITION TRANSPORTATION AND OTHER THINGS, HR FUNCTIONS. WE ARE SERVING ABOUT 17,000.

BACK IN SPRING, WE PUT OUR HEADS TOGETHER WITH THE PANDEMIC AND EVERYTHING THAT WAS GOING ON. WE THOUGHT WE WOULD HAVE 11,312 STUDENTS. AS OF TODAY, WE WERE AT 11,388.

SO THAT IS ACTUALLY 76 KIDS OVER AT WHAT WE PROJECTED.

AT WHAT WE PROJECTED IN SPRING WAS GROWTH OF ABOUT 54.

SO WHAT WE DON'T KNOW IS SOME STUDENTS OBVIOUSLY HAVE MOVED AND WE HAVE NOT HEARD FROM THEM. WE KNOW THAT BECAUSE WE ARE CALLING FAMILIES ABOUT TEXT BOOKS, WHICH I WILL TALK ABOUT IN A MINUTE. AND SOME, WE ARE NOT ABLE TO GET A HOLD OF. EVERY YEAR, IF THIS HAPPENS.

THERE'S STUDENTS WHO DON'T SHOW UP.

WE ARE NOT COUNTING ON ALL OF THE STUDENTS SHOWING UP, BUT WE ARE PREPARING FOR IT. THAT IS GOOD NEWS ON THE FRONT THAT WE ARE UP. WE COULD BE DOWN RIGHT NOW AND STILL HAVE THE SAME THING HAPPEN.

SO THAT IS POSITIVE. AND THEN WHEN WE LOOK AT WHERE WE ARE, WE HAVE AS OF TODAY, 95 STUDENTS BELOW WHAT WE PROJECTED. WE ARE STILL ABOVE WHAT WE PROJECTED. SO K IS WHERE YOU WOULD PREDICT STUDENTS WOULD STILL BE SIGNING UP FOR SCHOOL.

WE ARE ALSO DOWN IN NINTH GRADE A LITTLE BIT.

WE WILL BE MONITORING THAT. INTERESTINGLY, THOUGH, PRESCHOOL HAS TWICE AS MANY STUDENTS FILLING OUT INTEREST FORMS AS WE DID LAST YEAR, POTENTIALLY PANDEMIC RELATED.

THE POSITIVE SIGNS OF STUDENTS GETTING EXCITED TO COME TO SCHOOL AND/OR PROGRAMS. SO WE HAVE BEEN DOING -- YOU HAVE PROBABLY SEEN ON FACEBOOK AND OTHER AVENUES, WE ARE DOING MARKETING AND TRYING TO GET PEOPLE TO SIGN UP SINCE WE START

AUGUST 12. >> BOARD MEMBER: DOUG, JUST A QUICK QUESTION. THE HIGH SCHOOL IS OPEN, RIGHT?

>> DOUG ORR: WE ACCOUNTED FOR THAT.

BUT IT IS STILL DOWN. >> BOARD MEMBER: THANKS.

>> DOUG ORR: WE DO HAVE TOMORROW AN EMPLOYEE JOB FAIR.

WE HAVE AN OPEN HOUSE. WE ARE HIRING FOR DIFFERENT POSITIONS STILL. THEY ARE ALL LISTED THERE.

AND IT IS CHANGING DAILY AS WE HIRE PEOPLE ON THE SPOT IN SOME CASES AND IN OTHER CASES, WE WILL BE DOING FOLLOW-UP.

SO TOMORROW IS A BIG DAY. IT IS A GOOD OPPORTUNITY FOR ANYBODY. SO IF ANYBODY SEES IT TOMORROW, THEY ARE WELCOME TO COME OUT. OR IF YOU KNOW ANYBODY COULD NOW IS THE TIME TO SEND THEM, TOMORROW.

IT WILL BE THAT WEBSITE. THIS WILL BE ON THE WEBSITE.

SO SOME PROGRAM UPDATES. SO OUR MIX ACADEMY, I LOOKED TODAY. IT HAS GROWN SINCE I TYPED THIS ON MONDAY. BUT WE HAVE 105 STUDENTS TODAY ACTUALLY ENROLLED IN -- FULLY ENROLLED, ALL OF THEIR PAPERWORK IN AND EVERYTHING. WE HAVE ANOTHER 50 STUDENTS THAT HAVE TURNED IN PAPERWORK. THEY JUST HAVE TO FINISH BRINGING IN RECORDS AND THINGS TO BE SIGNED UP.

WE HAVE ORDERED NEW FURNITURE AND THAT IS ALL GETTING TAKEN CARE OF. THE ROOMS WE ARE USING OVER ABANDONED TREE. WE HAVE PAINTED THEM.

WE HAVE DONE A LOT OF WORK TO GET READY FOR SCHOOL TO START.

AND THEY WILL BE USING ONE OF OUR NEW PROGRAMS. EVERYTHING AS FAR AS THAT STUFF, IT IS GETTING READY.

THE TECHNOLOGY PACKETS ARE BEING WORKED OUT.

AND THEY ARE GETTING THAT STUFF CHECKED OUT AND SO IT IS JUST EXCITING, LIKE MARA SAID. EVERYONE IS PRETTY PUMPED WITH

THAT. >> BOARD MEMBER: I NOTE THIS IS THINKING AHEAD. I MEAN, FIRST OF ALL, I AGREE WITH PRESIDENT HARVEY. IT IS PRETTY COOL.

AND COLLABORATION AND THE UPDATES ON NEGOTIATIONS AND CONVERSATIONS ABOUT IT. THEY HAVE BEEN REALLY EXCITING.

IF TRULY WE HAVE 150, 200 KIDS, IT IS GOING TO FAIRLY QUICKLY OVER TIME, EVEN THOUGH IT IS A COMBINATION OF VIRTUAL AND INRSO

[00:15:04]

MANAGE IT FOR A WHILE. EVERYONE KNOWS WE ARE IN TALKS WITH THE KINGS ABOUT THE LAND AT THE ARTIST FORMERLY KNOWN AS HARD-CORE ARENA. FOOD FOR THOUGHT FOR THE SPORT THAT LARRY G MEEKS ACADEMY IS BOTH THAT NEW STEM-BASED SCHOOL AND THAT VIRTUAL OPTION TOGETHER.

SO THAT LARRY MEEKS, TESTED MIX, A PERSONAL FACILITY NAMED AFTER HIM AND THE COLLABORATIVE'S DEPARTMENT -- IS A PART OF A COLLABORATIVE STEM FOCUS. AND I THINK OUR TEACHERS WILL CONTINUE TO WORK WITH IT AND IT WILL GROW OVER TIME.

>> DOUG ORR: QUICK SPECIAL EDUCATION UPDATE.

AS CAROL HAS TALKED ABOUT MANY TIMES THAT WE BROUGHT PROGRAM.

>> THIS YEAR. WE HAVE RETURNED 44 STUDENTS, AS YOU CAN SEE. THAT MEANS SIX NEW PROGRAMS. AND IT SHOWS THE CAMPUS IS DIFFICULT WORK THE PROGRAMS ARE.

I WON'T READ THEM TO YOU BECAUSE THEY ARE RIGHT THERE.

LOTS HAPPENING TO GET READY TO AND TO SERVE OUR STUDENTS HERE AND THE LOCAL AREA, WHICH IS GREAT.

LOTS OF PROFESSIONAL DEVELOPMENT TAKING PLACE.

THIS IS JUST SOME OF THE HIGHLIGHTS.

I KNOW AVID IS HAPPENING THIS WEEK.

IT WAS HAPPENING THROUGHOUT THE SUMMER.

WE HAVE TRAINER MODELS WITH TRAUMA INFORMED PRACTICES.

YOU'VE, PBI S TRAININGS. WE ARE MEETING WITH THE PRINCIPLES. WE WILL BE TALKING ABOUT NEXT YEAR INCLUDING THE LATEST GUIDANCE UPDATES INVOLVING COVID AND MAKING SURE WE ARE ALL ON THE SAME PAGE.

THAT WAS BROUGHT UP. ALL RIGHT.

THAT IS EXACTLY THE TYPE OF STUFF SUPERINTENDENT EVANS ALLUDED TO. WE WILL BE MAKING SURE WE ARE ALL ON THE OUTLINE. AND WE HAVE OUR NEW TEACHER ORIENTATION AUGUST 5TH AND 6TH.

THAT IS ALWAYS REALLY EXCITING COUPLE COMING OUR NEW STAFF AND SENDING THEM ON THAT RIGHT FOOT. IT IS ALWAYS AN EXCITING TIME TO BE A NEW TEACHER. I REMEMBER THOSE DAYS.

IT IS REALLY COOL. SO THAT IS ALL HAPPENING.

AND THEN THERE'S SO MUCH MORE. WE HAVE A WHOLE CATALOG ONLINE IF YOU ARE INTERESTED. PEOPLE CAN GO AND SEE IT.

SOME OPERATIONS AND FACILITIES UPDATES.

SOME SUMMER MEALS, WE ARE STILL DOING SUMMER MEALS EVERY DAY.

WE ARE GOING TO CONTINUE THAT ALL THE WAY TO START OF SCHOOL.

IF YOU HAVE HAD A CHANCE TO GET OUT THERE, GREAT.

IS NEAT SEEING PEOPLE OUT THERE. MEAL APPLICATIONS.

LIKE LAST YEAR, WE HIT THE GROUND RUNNING THE FIRST DAY THEY ALLOWED US TO. WE HAVE STAFF AVAILABLE TO HELP FAMILIES FILL IT OUT, WHICH IS LEGALLY PERMISSIBLE.

AND WE ARE TRYING TO MATURE PEOPLE ARE FILLING IT UP BECAUSE ONE THINK THAT IS DIFFERENT FOR THIS YEAR IS THAT THEY HAVE NOW EXTENDED THE FREE MEALS FOR A YEAR.

SO WE WANT TO MAKE SURE WE ARE GETTING THOSE MEAL APPLICATIONS AND SO WE DON'T WANT TO LAKE AT ALL WITH THAT.

IT IS GREAT FOR FAMILIES. WE WILL SEE WHAT IT DOES WITH THE FUNDING. THIS IS ONE OF THOSE THINGS WHERE IT IS APPROVED BUT WE DON'T KNOW THE WHOLE FUNDING LAYOUT OF IT YET. SO WE WILL BE FOLLOWING UP ON THAT. WE ARE GOING TO STICK WITH OUR PACKAGING OF MATERIALS, OF FOOD THE WAIT WE HAVE BEEN DOING IT TO COVID FOR THE TIME BEING PURPLE.

WE DON'T SEE A REASON TO SHIFT ALL OF A SUDDEN BACK TO SALAD BARS. WE WILL STICK WITH WHAT WE HAVE BEEN DOING. A LOT OF THE KIDS HAVE BEEN TAKING FOOD HOME AND IT GOES IN THE PULLBACK BACK IN A SEALED UP PACKAGE INSTEAD OF SOMETHING THAT JUST GETS THROWN INTO THAT TECHNICAL A LOT OF PEOPLE HAVE SAID THAT IT IS NEED.

SO THAT WILL CONTINUE AND THEN WE CAN DO HOLIDAY MEALS FOR SUPPER AND SNACK. THAT WILL CONTINUE PUT UNDER THE NEW WAIVERS FROM USD. WE CAN HAVE HOLIDAY AND SPACE BREAKFAST AND LUNCH IS NO LONGER ALLOWABLE.

BUT I THINK IT IS A SIGN OF THINGS RETURNING TO MORE OF A NORMAL PATTERN. WE WILL WORK WITH STATE AND LOCAL OFFICIALS TO THE FIGURE OUT WHAT DOES THAT MAXIMUM WE CAN DO AND SEE WHAT IS AVAILABLE FOR OUR FAMILIES.

WE ARE ALSO DOING A BACKPACK DRIVE.

THERE'S OVER 600 BACKPACKS READY FOR STUDENTS.

THAT IS THROUGH ALL OF OUR GREAT SPAN.

WE HAVE 200 ADDITIONAL BACKPACKS AVAILABLE FOR ANY STUDENT THAT REQUIRES IT. WE WILL BE REACHING OUT AND WORKING WITH ALL OF OUR SOCIAL WORKERS AND PRIN PRINCIPALS A STAFF. CAROL'S TEAM HAS REALLY BEEN WORKING ON THAT. SO TEXTBOOKS AND CHROMEBOOKS AS CHRIS MENTIONED EARLIER, A LITTLE MORE THAN HALF OF OUR STUDENTS WERE BACK AT THE END OF THE YEAR.

THEY WERE IT RIGHT THERE. THEY WERE A CAPTIVE AUDIENCE.

A LOT MORE CHALLENGING TO GET IT BACK FROM STUDENTS WHO WERE AT HOME OR MAYBE IN ANOTHER COMMUNITY WITH THEIR PARENT OR

[00:20:02]

WHATEVER THE SITUATION WAS. WE HAVE BEEN CALLING.

WE MADE OVER 7,000 PHONE CALLS OVER THE LAST THREE OR FOUR WEEKS AND WE HAVE HAD, YOU CAN SEE THOSE COOKBOOKS STEPPED UP IN THE FRONT. WE HAVE GETTING BOOKS RETURNED DAILY. AND WE WILL BE PLACING A FEW EXTRA ORDERS HERE TO MAKE SURE WE ARE SET.

AND THEN EVENTUALLY WE PROBABLY WILL GET MORE BOOKS AS SCHOOL STARTS AND MORE AND MORE KIDS ARE BACK ON CAMPUS AND THAT WILL JUST HELP US BE READY FOR FUTURE YEARS IF THAT IS THE CASE IF WE DO END UP HAVING SOME ADDI ADDITIONAL.

THAT IS NOT NECESSARILY A PROBLEM BECAUSE WE WILL JUST BE MORE PREPARED FOR THE NEXT YEAR. ALL SYSTEMS ARE FARMING.

THEY ARE TRYING TO GET US READY FOR THAT.

AND THEN SOME OPERATIONS PROJECTS.

SO MEEKS, THERE'S A PICTURE OF THE EMPTY ROOM.

IT SHOWS THAT RIMS GETTING REFURBISHED AND READY TO GO.

THE BOTTOM PICTURE IS THE THOMAS HIGH SCHOOL.

THE PARKING PROGRAM, A LOT OF ABUSE.

INTEREST WAS A GREAT TIME AT THE CORPORATE BUT THERE WAS A LOT OF ABUSE IN THE PARKING LOT. SO WE HAD A FRESH REFURBISHMENT AND ANOTHER THING WE ARE WORKING ON, TWO RIVERS HAD THEIR OWN LAPTOP FOR DEFERRED MAINTENANCE BUT WE ALSO ORDERED BACK IN MAY SMART IRRIGATION CONTROLLERS FOR OUR SCHOOLS.

JUST A FEW LEFTISTS AT THE GO. IT ALLOWS US.

IT SENDS AN ALERT TO OUR CELL PHONES SO WE CAN BE MORE WATER CONSCIOUS AND IT HELPS US PLAN BETTER ESPECIALLY WITH THE DROUGHT. THOSE ARE GOING IN.

THAT IS A REALLY POSITIVE THING. THOSE ARE A FEW OF THE THINGS.

WE HAVE A LOT OF GROUNDS PROJECTS HAPPENING AND LOTS OF

FUN THINGS THAT WE CONTROL. >> BOARD MEMBER: THIS YEAR'S VERSION OF PAINT DRAWING. I THINK EVERYONE IN THIS ROOM KNOWS. THE PARKING LOT WAS DAMAGED BECAUSE THAT IS WHAT WE DID OUR VACCINATIONS.

SO IT GOT MORE WEAR AND TEAR IN A FEW MONTHS THAN IT WOULD GET OVER A COUPLE OF YEARS. WE TOOK CARE OF THE CAMPUS SINCE THE SITE LEADERS REALLY WORK WITH US AND HELPED TAKE CARE OF OUR COMMUNITY. PER.

THE SECOND THING AND I SEE THIS EVERY YEAR AND THAT MORE YOU CAN GET IT OUT, THE BETTER. EVERY TIME YOU COME OVER TROXEL AND YOU SEE IT LIKE THE DYING FIELDS AT NATOMAS HIGH SCHOOL, IT IS NOT BECAUSE WE DON'T CARE. IT IS NOT BECAUSE WE HAVE NOT REPLACED HUNDREDS OF SPRINKLES THERE.

THE SCHOOL IS BUILT WITH A WELL. WE HAVE GONE IN AND REPAIRED THE WILL MULTIPLE TIMES. IT GIVES KIDS WATER.

IT ALLOWS FOR PLUMBING. IT IS NOT FOR WHAT WE WANTED TO USE IT. WE WANT TO GET THE PROPERTY WITH THE AQUATIC CENTER TO EXPAND AND REDO ATHLETIC FIELDS.

THE BASEBALL PITCHING MOUND WAS SHORT FOR YEARS.

IT WAS NOT DONE RIGHT FROM THE GET-GO.

WE ARE FIXING NATOMAS HIGH SCHOOL FIELDS, WHICH IS LAUDED FOR NEXT SUMMER, IS WHAT I THINK.

NEXT SUMMER. AND PART OF THAT IS WE ARE REALLY TRYING TO CONNECT IN WITH THE CITY OF SACRAMENTO AND GET A REAL WATERFLOW TO OUR SCHOOL AND PROGRAM.

SO THAT OUR KIDS AND COMMUNITY AND SCHOOL, WHAT THEY DESERVE AND IF FOR SOME REASON THAT DOES NOT WORK OUT, COVER YOUR EARS PLEASE, WE MIGHT COME AFTER YOU FOR SOME TO REQUEST.

IT HAS GOT TO BE -- I MEAN, EVERY TIME YOU GO OVER TROXEL AND I WILL TELL YOU RIGHT NOW. THE CRUISE SPENT HOURS TRYING TO FIX IT AND IT LOOKS DEAD AND DOES NOT REPRESENT THE PRIDE WE HAVE. SO THE NEW FIELD IS COMING AT NATOMAS HIGH. HOPEFULLY IT WILL FIX WHAT HAS BEEN A WELL THAT WAS NOT DESIGNED FOR THAT SIZE.

>> BOARD >> PARTICIPANT: I'M GOING TO PUT IT OUT THERE, I SUPPORT TO AT THAT SITE.

>> PARTICIPANT: TRANSPORTATION UPDATE.

THE GUIDELINES CHANGED ABOUT A WEEK AGO.

NOW WE CAN RETURN TO OUR PRE-COVID CAPACITY OF RIDERSHIP ON BUSES. SO THAT MEANS WE CAN REDO OUR ROUTES. WE CAN OFFER MORE PRESENTATION THAN WE HAVE BEEN ABLE TO OFFER. WE ARE REROUTING THINGS SINCE WE CAN NOW BUILD THE BUSES. SO THAT IS HAPPENING RIGHT NOW.

THAT IS GETTING FINALIZED. AND THEN WE WILL BE WORKING ON THE THOMAS MIDDLE -- NATOMAS MIDDLE.

[00:25:09]

AND WE ARE REALLY WORKING ON YOUR BUT THE PLANT RIGHT NOW IS UP AND DOING. WE ARE MOVING.

AND SO PARENTS CAN GO ONLINE AND ACTUALLY REQUEST FROM THOSE SCHOOLS, REQUEST IT NOW. HERE'S SOME PRETTY COOL PICTURES HERE. I I WANTED TO HIGHLIGHT.

SO AMERICAN. >> WE HAVE 3K CONVERSIONS.

WE HAVE SOME DRONE FOOTAGE. IF YOU WANT TO SEE THE WHOLE VIDEO, THIS WILL BE POSTED ONLINE TOMORROW.

THERE'S SOME BEAUTIFUL SHOTS. BLACKTOP GOING INTO THINGS LIKE THAT, A LOT OF CONSTRUCTION HAPPENING.

SO WITH ABOUT A WEEK, A LITTLE OVER A WEEK TO SPARE TEN DAYS TO SPARE. IF YOU WANT TO SEE THE WHOLE VIDEO FOOTAGE OF THIS, IT IS GOING TO BE ONLINE TOMORROW.

LET'S SEE. HERE'S A PICTURE OF THE INSIDE OF THE NEW GENETIC -- GYMNASIUM THERE AT AMERICAN LAKES.

IT LOOKS AMAZING AND SOME BLEACHERS THERE.

INSIDE ONE OF THEIR CLASSROOM BUILDINGS, THINGS ARE BEING LOADED AS WE SPEAK WITH FURNITURE AND FINAL TOUCHES.

AND WE GO TO BANNOCK CREEK AND GIVE YOU A QUICK PICTURE.

IT DID NOT DO THAT. IT THERE IT GOES.

SO YOU CAN SEE THERE THEIR FIELD IS COMPLETE.

IT REALLY SETS. THE TRACK IS DONE.

THEIR BLACKTOP IS GETTING REDONE.

SO IF YOU WERE TO GO OUT THERE TODAY, HE WOULD SEE THE DOCTORS OUT THERE REPLACING ALL OF THEIR BLACKTOP.

SO THAT IS THE, IF YOU WANT TO SEE -- THERE IF YOU WANT TO SEE IT. IT IS THE SAME DESIGN BUT DIFFERENT COLORS, ET CETERA. VERY NICE.

AND THEN THE INSIDE OF THEIR CLASSROOM BUILDING.

AND WE GO TO JEFFERSON. IT IS SET UP A LITTLE BIT DIFFERENT AT JEFFERSON. BUT THEIR FIELD LOOKS GREAT OUT THERE. THEY ARE INSTALLING THE PLAYGROUND AREA AND FINISHING UP THAT BLACKTOP AREAS.

AGAIN, ALL OF THIS IS SET TO BE DONE BEFORE WE START SCHOOL.

>> PARTICIPANT: IT FEELS LIKE ALMOST A WHOLE NEW SCHOOL WITH THE BUILDING. IT IS PRETTY AMAZING.

>> PARTICIPANT: AND JEFFERSON HAS A POINT BEHIND IT.

NOW THAT THE PORTABLES ARE GONE, YOU CAN SEE THE WHOLE FIELD AND THEN THE PARKED BEHIND IT, WHICH LOOKS LIKE A BEAUTIFUL AREA SPECTACLE. IT IS PRETTY NICE.

>> PARTICIPANT: AND AS WE ARE ABOUT READY TO SEE THE JIM, IT IS NOT THE BIGGEST GYM AVAILABLE.

THERE WAS A BIG ONE? >> PARTICIPANT: I THINK SO.

>> PARTICIPANT: I THINK SO, TOO. BIGGER THAN LEROY GREENE'S.

THESE ARE GREAT. ONCE WE GET THROUGH COVID AND START PROCESSING FACILITIES AND THINGS, WE HOPE THAT COMMUNITY PARTNERS DEVELOP PROGRAMS. AND WE CAN PARTNER WITH THE CITY, VOLLEYBALL, BASKETBALL. THAT THESE ARE MINI COMMUNITY CENTERS FOR OUR COMMUNITY TO UTILIZE IN SOUTH TO MISS.

THEY ARE ACTUALLY REALLY BIG. LEE ROY GREENWOOD LOVE TO HAVE ONE OF THINGS. WHEN YOU SHOOT A THREE-POINTER, YOU HAVE TO SHOOT FROM THE SIDELINE ON YOUR TOES.

THIS IS A LEGIT DUSTBOWL COURT AND FACILITY FOR OUR WHOLE COMMUNITY WITH CLASSROOMS TIED TO INTERACT I'M REALLY GRATEFUL THAT THE BOARD IMPLEMENTED THE DISCUSSIONS THAT HAS BEEN GOING ON FOR DECADES AND TOOK THE ACTION AND IF YOU CAN'T GET INTERN NEXT WEEK, LET US KNOW. WE WILL FIGURE OUT A WAY.

YOU SHOULD BE PROUD OF THE ACTIONS YOU HAVE TAKEN.

IT IS VERY, VERY COLD. AND OUR TEACHERS AND HERBS KIDS ARE GOING TO LOVE IT. ARE JEFFERSON KIDS WHO CAME BACK AND ARE ALREADY IN THEIR CLASSROOM.

I LOVE IT. THAT IS WHAT YOU WANT.

>> DOUG ORR: THE INSIDE OF THE CLASSROOM BUILDING LOOKS LIKE THIS. YOU CAN SEE IT IS A VERY HIGH VAULTED CEILING. IT IS REALLY NICE INSIDE.

AGAIN, A CLASSROOM. AND THEN PASSIVE EARLY.

IT OPENED LAST YEAR. THIS WILL BE THE FIRST FULL YEAR HAVING THE FULL LAUNCH. A COUPLE PICTURES FOR YOU GUYS.

HERE IS THEIR GYM AS WELL AND THEN SOME CLASSROOM SHOTS.

[00:30:04]

AND THEIR LIBRARY. EXCITING.

LOTS OF NEW FACILITIES STARTING THIS YEAR.

LOTS FOR KIDS TO COME BACK TO AND LOOK FORWARD TO PUT SOME INFORMATION FOR THIS YEAR. WE HAVE THREE IN ENROLLMENT NIGHTS COMING UP. WE ALSO INSTALLED AN ENROLLMENT BOX. THAT IS NEW.

WE HAVE BEEN DOING A LOT TO HELP PEOPLE.

THIS, AGAIN, IS TO HELP PARENTS COME IN THE EVENING AND GET HELP IF THEY NEED HELP ENROLLING. YOU CAN SEE IT STARTS AUGUST 2ND. THAT MEANS OUR TRANSPORTATION, ALL OF THAT STUFF IS DOING THOSE DAYS AND WE START THAT DAY.

AND IT STARTS JUST A DAY BEFORE US.

AND THE REST OF US ON THE 12 12TH.

SCHOOL START TIMES. ON THE NEXT SLIDE, I WILL TALK ABOUT THE WHY. WE HAD A CHANGE THIS YEAR TO ACCOMMODATE THE SENATE BILL THAT REQUIRED MIDDLE SCHOOLS TO START NO EARLIER THAN 8:00. IN ORDER TO GET THERE 15 MINUTES THIS YEAR. 15 MINUTES NEXT YEAR.

LEE ROY GREEN DID THEIR WHOLE SCHOOL.

THEY WILL BE STARTING AT 8:15. BREAKFAST TIMES, ALL THAT WORK.

THERE'S A LOT OF EXTRA WORK AND STAFF IS MAKING SURE WE DO THAT.

COMMUNICATING WITH ABOUT THE CHANGE.

SO INFORMATION HAS GONE OUT AND WILL CONTINUE TO GO OUT AND WE SHARED THIS IN MAY. SENATE BILL 328 WHICH GOVERNOR NEWSOM SIGNED ALL OF THE INFORMATION IS THERE IF YOU ARE CURIOUS ABOUT THE EXACT REASONS WHY.

IT WAS ONLY FOR MIDDLE AND HIGH SCHOOL.

SO THAT IS WHAT THOSE WERE NOT BOLDED.

THE SPECIFICS OF IT ARE ALL LISTED HERE FOR FAMILIES.

NATOMAS HIGH SCHOOL IS ACTUALLY A 20 MINUTE SHIFT.

WHEREAS LEROY GREENE, IT IS 15 MINUTES AND SAME WITH DISCOVERY PARK. AND THEN YOU WILL SEE IN THE LEFT COLUMN, IT WILL CHANGE AGAIN NEXT YEAR TO MAKE SURE WE ARE MEETING THAT REQUIREMENT. 15 MINUTES LATER NEXT YEAR.

WE WILL RENEW TRANSPORTATION ROUTES AGAIN.

BUT WE HAVE A YEAR TO PLAN FOR THAT.

, MUTATIONS UPDATES. A LOT OF STUFF WILL BE GOING OUT. INFECTED SOME INFORMATION OBVIOUSLY ABOUT THE COVID UPDATES.

PRINCIPALS WILL BE BACK. AND LINING THINGS AND PRINCIPALS WILL BE COMMUNICATING SPECIFICS WHICH IS ALWAYS A GREAT WAY TO DO IT. WE WILL BE MEETING WITH THEM AND GETTING ON THE SAME PAGE AND COMMUNICATIONS WILL BE FLOWING FROM THERE. WE ALSO HAVE A HEALTH CLINIC COMING UP. THERE'S A ONE-STOP WEBSITE.

WE HAVE THE DIGITAL BACKPACKS. THIS IS YEAR TWO OF THIS DIGITAL BACKPACKS THAT WE HAVE DONE. CCS REPORTS A LOT OF PEOPLE USING IT. EVERYTHING IS IN THERE FROM ENROLLMENT STUFF TO LETTERS. THIS IS A VERSION 2.0.

IT IS PROBABLY ACTUALLY VERSION 4.0.

WE ARE GOING TO CALL IT 2.0. IF IT IS WORKING, WE WILL KEEP GOING WITH IT. WE DO HAVE A HEALTH FAIR SATURDAY, JULY 31ST AT POTOMAC HIGH.

IMMUNIZATIONS, PEOPLE CAN COME IN AND GET YOUR COVID VACCINE.

SO WE ARE TRYING TO GET PEOPLE OUT TO GET THAT STUFF TAKEN CARE OF AND WE WILL BE MESSAGING THAT OUT.

AND THEN OUR CUSTOMER SERVICE. CELESTE GARDEN HAS JOINT CCS.

IF YOU CALL CCS, THEY ARE LIKELY TO TALK TO CELESTE.

SHE IS A LONGTIME EMPLOYEE. I WANTED TO MAKE SURE WE SHARED THAT. AND PASCOE SUCCESSFUL, MUTA

MUTATIONS. >> BOARD MEMBER: THAT IS BECAUSE

SHE GOT PROMOTED. >> DOUG ORR: THAT IS VERY POSITIVE. TO HELP WITH ENROLLMENT.

VERY POSITIVE. THAT WAS A LOT.

SO ANY QUESTIONS? >> BOARD MEMBER: EXCITING.

VERY EXCITING. A LOT OF THINGS GOING ON SIMULTANEOUSLY TO GET READY FOR THIS FOR THE KIDS.

>> DOUG ORR: THANK YOU. >> BOARD MEMBER: THANK YOU, DOUG PRINT APPRECIATE IT. OUR NEXT PRESENTATION.

YEAH ROMAN. SO JUST WANT TO INTRODUCE OUR

[00:35:06]

LEGAL COUNSEL. >> PARTICIPANT: GOOD EVENING.

MY NAME IS ROMAN MUNOZ. OVER THE NEXT TWO HOURS, WE WILL BE DISCUSSING THE CALIFORNIA VOTING RIGHTS ACT FOR 10 MINUTES. ALL RIGHT.

ALL RIGHT. FORMER YES.

ALL RIGHT. TIME IS TICKING ON ME.

NO, THANK YOU FOR THE OPPORTUNITY TO BE HERE THIS EVENING. BUT I THOUGHT I WOULD DO IS GO OVER THE CALIFORNIA VOTING RIGHTS ACT AND OUR TRANSITION PROCESS FROM GOING FROM AT-LARGE ELECTIONS TO THE DISTRICT-BASED OR TRUSTEE AREAS. SO THE OBJECTIVES TONIGHT ARE LISTED ON THIS SLIDE. IT IS REALLY TALKING ABOUT WHERE WE HAVE BEEN, WHERE WE ARE AT AND WHERE WE ARE GOING.

OKAY? SO JUST IN GENERAL, THAT IN DECEMBER OF 2020, WE HAD A REVIEW THE CALIFORNIA VOTING RIGHTS ACT. AND IT A STATE LAW THAT, YOU KNOW, ADDRESSES COMMUNICATE CONCERNS ABOUT AT-LARGE VOTING.

AND I WILL TALK ABOUT WHAT AT-LARGE VOTING IS AND IT ADDRESSES A HISTORY OF RACIALLY POLARIZED VOTING.

AND, YOU KNOW, THIS IS REALLY A TREND THAT IS GOING ON THROUGHOUT THE STATE OF CALIFORNIA.

SO THE CALIFORNIA VOTING RIGHTS ACT HAS BEEN AROUND SINCE 2000.

AND YOU HAVE SEEN OVER THE YEARS MANY JURISDICTIONS SWITCHING FROM AT-LARGE VOTING TO TRUSTEE AREA BY DISTRICT VOTING.

SO WHEN WE LOOK AT WHAT IS AT-LARGE VOTING, IT MEANS THAT HEY, TRUSTEES AND A SCHOOL DISTRICT CAN LIVE IN ANY PART OF THE SCHOOL DISTRICT AND ANYONE IN THE SCHOOL DISTRICT CAN VOTE FOR A TRUSTEE. GOING TO TRUSTEE AREAS MEANS THAT TRUSTEES WILL HAVE TO LIVE IN A TRUSTEE AREA AND ONLY THOSE INDIVIDUALS THAT LIVE WITHIN THAT TRUSTEE AREA CAN VOTE FOR A TRUSTEE. NOW, THIS IS ALL BASED ON THE TERM "RACIALLY POLA POLARIZED VOTING." IT HAS NOTHING TO DO WITH ACTUAL INTENTIONAL VOTING RIGHTS ACTS WERE ANYTHING LIKE THAT. IT IS VERY LARGELY DIFFERENT BY LOOKING AT PAST HISTORY AND VOTING PATTERNS AND WHERE PEOPLE RESIDE. SO WHEN WE LOOK AT OUR TIMELINE FOR WHERE WE HAVE BEEN IN DECEMBER, WE GOT DIRECTION FROM THE BOARD TO ADOPT WHAT THEY CALL AN INTENT RESOLUTION, MEANING THAT, HEY, WE INTEND TO GO WE AND TRANSITION FROM AT-LARGE VOTING TO BY TRUSTEE AREAS.

AND THE NEXT STEP WOULD BE TO DEVELOP AND ADOPT WHAT THEY CALL THE TRUSTEE MAPS. AND IT IS VERY UNIQUE WHEN IT COMES TO THE CALIFORNIA VOTING RIGHTS ACT.

WE HAVE TO HAVE TWO PRE-MAP PUBLIC HEARINGS.

YOU WILL HAVE A REPRESENTATIVE FROM A GROUP CALLED COOPERATIVE STRATEGIES. AND HE WILL COME TO YOU AND TALK ABOUT, HEY, WHAT MAPS, LOOK LIKE, WHAT ARE THE CRITERIA INVOLVED, BUT THERE WILL NOT BE ANY MAPS HERE TO SHOW AND THE VOTING RIGHTS ACT SAYS KNOW -- NO MAPS THERE.

AND WE WILL HAVE TWO MAP CONSIDERATIONS HEARINGS AND THE NEXT STEP WOULD BE TO GO TO THE COUNTY COMMITTEE FOR REVIEW AND STEP FOUR WOULD BE LOOKING AT WHETHER OR NOT FINAL TRANSITION WOULD HAVE TO GO THROUGH AN ELECTION OR A WAIVER PROCESS TOWARD THE STATE BOARD OF EDUCATION.

I WILL GET A LITTLE BIT MORE IN THE ON THAT.

I ONLY GOT TEN MINUTES HERE. AS I MENTIONED, RIGHT NOW, THE DISTRICT IS, YOU KNOW, HAS FIVE ELECTED BOARD MEMBERS WERE ELECTED AT LARGE. THEY CAN RESIDE ANYWHERE IN THE DISTRICT AND REGISTERED VOTERS WITHIN THE DISTRICT CAN VOTE FOR ALL OF THE SEATS THAT ARE UP FOR ELECTION.

TRUSTEES HOLD FOUR-YEAR TERMS. NOT ALL TRUSTEES ARE ELECTED, YOU KNOW, DURING EVERY ELECTION CYCLE.

SO IT IS STAGGERED. I REALLY WANT TO EMPHASIZE, AGAIN, NUMEROUS GOVERNMENT ENTITIES, YOU KNOW, THROUGHOUT THE STATE OF CALIFORNIA AND THE SACRAMENTO REGION HAVE SWITCHED TO DISTRICT BASED ELECTIONS IN TRUSTEE AREAS.

THIS IS NOT UNCOMMON. THIS IS SOMETHING THAT MANY, MANY LOCAL AGENCIES HAVE GONE TO.

SO IF YOU LOOK AT OUR TIMELINE FROM JANUARY THROUGH AUGUST OF 2021, ON JANUARY 20 WITH THE BOARD ADOPTED AN INTENT

[00:40:04]

RESOLUTION TO INITIATE THE TRANSITION FROM AT-LARGE TO BUY TRUSTEE AREA ELECTIONS. AND, YOU KNOW, WE ARE DISCUSSING THIS TIME MIND THAT WE WOULD LIKE FOR THE COMMUNITY KNOW ABOUT AND ESPECIALLY THE BOARD MEMBERS TO KNOW ABOUT.

AS I MENTIONED, ON AUGUST 4TH, WE WILL TALK ABOUT THE PROCESS AND USE IT FOR BRONC MAPS. AGAIN, NO MAPS WILL BE PRESENTED. THEN FROM AUGUST 5TH THROUGH AUGUST 31ST, THE DISTRICT WILL BE MEETING WITH STAKEHOLDERS TO TALK ABOUT THE STATE BOARD OF EDUCATION.

AND WHAT THAT MEANS IS THIS. IS THAT IN ORDER FOR A LOCAL AGENCY, A SCHOOL DISTRICT TO TRANSITION FROM AT-LARGE VOTING TO TRUSTEE AREAS, EITHER CAN HAVE AN ELECTION WHERE YOU ASK THE VOTERS, HEY, WOULD YOU LIKE FOR US TO GO TO DISTRICT BASED ELECTIONS? OR YOU CAN SEEK A WAIVER OF THAT REQUIREMENT TO THE STATE BOARD OF EDUCATION TO SAY, HEY, WE HAVE MET WITH THE STAKEHOLDERS. WE HAVE GOTTEN THEIR INPUT.

WE WOULD LIKE FOR YOU TO WAIVE THIS REQUIREMENT, AND WE WOULD LIKE TO GO THROUGH AN ELECTION TO HAVE DISTRICT BASED ELECTIONS. I WILL TELL YOU THIS, THAT ONE OF THE MAIN REASONS FOR DOING THAT IS THAT, HEY, IF YOU HAVE POLARIZED VOTING, IT DOES NOT MAKE SENSE TO ASK, HEY, WOULD YOU LIKE FOR US TO GO TO DISTRICT BASED ELECTIONS TO GET RID OF POLARIZED VOTING? SO WHAT THIS MEANS IS THE STATE BOARD OF EDUCATION PROCESSES WAIVERS, YOU KNOW, THROUGHOUT THAT YEAR. AND I AM NOT AWARE OF ANY WAIVER THAT HAS EVER BEEN DENIED BECAUSE IT HAS BECOME SORT OF THAT PROCESS THAT HAS BEEN INVOLVED.

>> BOARD MEMBER: PROBABLY WOULD SAVE TAXPAYER DOLLARS, TOO.

>> ROMAN MUNOZ: IT DOES. ESPECIALLY IF YOU'RE LOOKING AT, IF WE WERE TO TRANSITION TO DISTRICT BASED ELECTIONS FOR THE 2022 ELECTION, IF WE WERE TO HAVE THE ELECTION ROCKET IT WOULD REQUIRE THAT WE WOULD CALL FOR A SPECIAL ELECTION AND PROBABLY MARCH OR APRIL OF NEXT YEAR.

AND THAT COULD RUN TO, YOU KNOW, A LOT OF MONEY BECAUSE ALL RIGHT. THOSE ARE VERY EXPENSIVE SPECIAL ELECTIONS. SO WE WILL BE MEETING WITH STAKEHOLDERS TO DISCUSS AND PRESENT THE QUESTION AND GET SOME INPUT ON HOW THEY WOULD FEEL ABOUT GOING THROUGH THE DISTRICT GOING TO STICK BOARD OF EDUCATION WAIVER.

THERE'S NOT GOING TO BE ANY MATCH PRESENTED AT THOSE MEETINGS. I WANT TO MAKE THAT VERY CLEAR.

IT IS NOT ABOUT WHICH MAPS PEOPLE LIKE OR ANYTHING LIKE THAT. THOSE ARE SUBSEQUENT MEETINGS.

ON AUGUST 18TH, WE WILL BE PRESENTING AN UPDATE ON THAT STAKEHOLDER ENGAGEMENT AND ALSO PROVIDE YOU WITH DATES ON FUTURE STAKEHOLDER ENGAGEMENT MEETINGS. SEPTEMBER 1ST, IT IS GOING TO BE A REPEAT OF THE PRE-MAP HERE IN ONE.

BUT AT THAT POINT IN TIME, AFTER RECEIVING INPUT FROM MEMBERS OF THE COMMUNITY, WE WILL LIKELY BE PRESENTING WITH YOU WITH A REQUEST THAT THE ADOPT A RESOLUTION AUTHORIZING US TO SEEK A WAIVER WITH THAT STATEMENT OF EDUCATION TO TRANSITION TO DISTRICT BASED ELECTIONS.

NOW, WHERE IT GETS INTERESTING, I THINK MOST PEOPLE WILL FOCUS THEIR EFFORTS AND TIME ON, OCTOBER 27, THE DEMOGRAPHER WILL START PRESENTING PROPOSED MAPS AT PUBLIC HEARINGS.

WE WILL DO THAT AGAIN ON NOVEMBER 17TH.

AND THEN BY SEPTEMBER 14TH -- DECEMBER 14, WE WILL BE LOOKING AT A PUBLIC HEARING AND ADOPTING A FINAL RESOLUTION TO IDENTIFY WHICH MAP THAT WE BELIEVE BEST FITS, YOU KNOW, ALL OF THE CRITERIA FOR ESTABLISHING TRUSTEE AREAS.

PERHAPS THE MOST IMPORTANT IS GOING TO BE THAT TRUSTEE AREAS SHOULD BE SOMEWHAT EQUAL IN SIZE.

THERE'S A LITTLE BIT OF LEEWAY AWAY IT IS PLUS OR MINUS 5%.

BUT ONE OF THE MAIN CRITERIA SINCE IT HAS TO BE EQUAL IN S SIZE. OR POPULATION.

SO THEY DON'T WANT, YOU KNOW, HUGE POPULATION IN ONE TRUSTEE AREA AND VERY FEW IN ANOTHER AREA.

IT HAS TO BE GIVE OR TAKE 5%. >> BOARD MEMBER: LIKE MOST FOLKS KNOW, THE DISTRICT BOUNDARIES AND SOME AREA GO ALL THE WAY UP TO THE AIRPORT, MUCH OF WHICH, NOT BE HOMES ANYWAY.

WE WOULD NOT WANT TO ALLOCATE ALL OF THAT.

THE LAW PREVENTS THAT. >> ROMAN MUNOZ: DEFINITELY.

DEFINITELY. AND IF THE BOARD -- AUTHORIZE US TO SEEK THE ELECTION REQUIREMENT THAT WE ARE LOOKING AT THE STATE BOARD OF EDUCATION MEETING TO PRESENT OUR WAIVER.

[00:45:02]

AGAIN, I'M NOT AWARE OF THE STATE BOARD OF EDUCATION EVER DENYING A REQUEST FOR A WAIVER. PART OF THIS PROCESS ALSO REQUIRES THAT WE GO TO THE3 COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATION. AND WHAT A COUNTY COMM COMMITTES IN THE COUNTY, YOU HAVE REPRESENTATIVES FROM ALL THE SCHOOL DISTRICTS THAT ACTUALLY LISTEN TO PETITIONS TO REARRANGE DISTRICT BOUNDARIES WERE TO ESTABLISH TRUSTEE AREAS PI.

SO WE HAVE TO PRESENTED TO THEM AND THEY HAVE THE OPPORTUNITY TO REVIEW OUR PROPOSED MAPS. MOST OF THE TIME I WOULD SAY THAT 9% OF THE TIME THE COUNTY COMMITTEES THE STATE OF CALIFORNIA HAVE APPROVED THOSE MAPS, ESPECIALLY IF, HEY, YOU HAVE GONE THROUGH THE PROCESS OF RETAINING A DEMOGRAPHER AND HAVE SHOWN SUPPORT FOR THE BOARD MAPS THAT HAVE BEEN DRAWN.

AND IF EVERYTHING GOES WELL, THE FIRST ELECTION FOR TRUSTEE AREAS WILL BE IN NOVEMBER OF 2022. AND THEN NOVEMBER 2024 WILL BE ELECTIONS FOR REMAINING TRUSTEE SEATS.

NOW, I DO WANT TO SAY THAT, YOU KNOW, PART OF THE PROCESS IS NOT ONLY DRAWING IN THE MAPS AND IDENTIFYING WHAT -- TRUSTEE AREAS WILL LOOK LIKE. PART OF THE QUESTION WILL ALSO BE THE ELECTION CYCLES. WHICH TRUSTEE AREAS ONCE THEY ARE ESTABLISHED, WHAT THAT ELECTION CYCLE WILL LOOK LIKE.

YOU WILL LOOK AT, OKAY, IF WE ESTABLISHED FIVE TRUSTEE AREAS, WHICH ONES WILL ACTUALLY GO ON THE 22 ELECTION CYCLE WHICH ONE WILL GO INTO 24 CYCLE? THAT IS PART OF THE ANALYSIS.

>> BOARD MEMBER: ROMAN JUST A COUPLE CLARIFYING THINGS.

WE HAVE ALREADY REACHED OUT TO I KNOW THAT IS COMING UP. BUT -- IS, WHEN IT COMES TO THE TRUSTEE AREAS, CAN YOU TALK A LITTLE BIT MORE ABOUT THE SERVING THE TERM AND -- IF A TRUSTEE WERE TO VOLUNTARILY DECIDE TO LEAVE EARLY, THE THREE TRUSTEES THAT WERE ELECTED IN 2020 GET TO COMPLETE THEIR TERM THROUGH 2024. CORRECT?

>> ROMAN MUNOZ: THAT IS CORRECT. IN THE TRANSITION PROCESS FROM GOING FROM, YOU KNOW, AT-LARGE ELECTIONS TO THE DISTRICT BASED ELECTION, EVERY TRUSTEE WILL COMPLETE THEIR TERM ONE WAY OR THE OTHER. YOU ARE AN ELECTED OFFICIAL, YOU WILL COMPLETE YOUR TERM UNLESS YOU DECIDE WAS.

EFFECT IS JUST BECAUSE TRUSTEE AREAS ARE CREATED AND WE MAY NOT HAVE A TRUSTEE THAT RESIDES IN A TRUSTEE AREA, ALL OF YOU WILL HAVE THE RIGHT TO COMPLETE YOUR TERMS, NO MATTER WHAT.

>> BOARD MEMBER: SO LET'S SAY THAT MAPS ARE CREATED.

HOW ARE THREE REMAINING TRUSTEE AREAS REPRESENTED IF, LET'S SAY, FOR INSTANCE, ALL THREE OF US RESIDE OUTSIDE OF THOSE AREAS.

ARE THEY JUST LEFT OPEN, LIKE DISTRICT 1, TWO, THREE, AND THEY DON'T HAVE A REPRESENTATIVE. BUT THE KIND OF DO BETWEEN THE

THREE OF US. >> ROMAN MUNOZ: GREAT QUESTION.

WHAT OCCURS IS THAT THOSE TRUSTEE AREAS THAT ARE ESTABLISHED THAT MAY NOT HAVE A TRUSTEE RESIDING IN THERE ONE OF THE QUESTIONS THAT WILL BE PRESENTED TO YOU IS, IT WILL BE -- THOSE BE SOME OF THE FIRST THAT WILL COME UP FOR THE INITIAL TWO ELECTION CYCLE? BUT REALLY, IT DOES NOT GO TO DISTRICT BASED ELECTIONS FOR THOSE UNFILLED SEATS IF THEY ARE NOT UP UNTIL 2024. THEY ARE BASICALLY AT-LARGE SEATS 32024, IF THAT MAKE SENSE. SO YOU ARE VERY FIRST TRUSTEE AREA -- ELECTION FOR THOSE UNFILLED SEATS WOULD NOT BE

UNTIL 2022. >> ROMAN MUNOZ: I KNOW I'M KILLING YOU UP HERE. MY NEXT QUESTION WOULD BE, DOES THE BOARD HAVE FROM A CONSTITUENT CUSTOMER SERVICE STANDPOINT, HAVE THE RIGHT TO SAY, THE SEATS ARE AT-LARGE BUT YOU CAN REACH OUT THIS PARTICULAR INDIVIDUAL.

IT SEEMS LIKE TWO TRUSTEE AREAS WOULD HAVE A DEDICATED PERSON, RIGHT? LET'S JUST AGREE AS A BOARD THAT UNTIL WE HAVE ELECTIONS FOR THE ONES THAT ARE AT-LARGE, THIS PERSON CAN REPRESENT X, Y, AND Z.

>> PARTICIPANT: THAT IS A BOARD GOVERNANCE KIND OF DECISIONS.

YOU CAN MAKE THAT DETERMINATION. >> BOARD MEMBER: I WOULD ASK THE BOARD EARLY ONTO KEEP THAT INTO CONSIDERATION.

[00:50:07]

>> BOARD MEMBER: YEAH, THAT WOULD BE VERY EASY.

AND OF COURSE, ONE OF THE THINGS THAT, WHEN YOU LOOK, WE HAVE 158 SURVEY FEEDBACK ALREADY, WHICH IS GREAT.

CONSIDERING LESS TIME, IT WAS SIGNIFICANTLY SMALLER.

AND LIKE NO, ABOUT 54% OF THE SURVEYS ARE 7-10, WHICH IS REALLY HARD TO THE HIGHEST LEVEL OF IMPORTANCE.

AND ABOUT 83 TO 84% ARE AT FIVE TO TEN, WHICH IS MEDIUM IMPORTANCE TO THE HIGH IF THIS HAPPENS.

SO I THINK YOU HAVE THE -- I BELIEVE IT IS BASED ON SMALLER POLLING AT SOME PRETTY BROAD SUPPORT ON THIS.

THE FEW WORRIES THAT COME UP WITH THIS TRANSITION IS MADE, WILL A TRUSTEE REPRESENT THEM IN THEIR MUCH SMALLER AREA? I DON'T MENTION TO CURRENT TRUSTEES THAT WE HAVE WOULD NOT MEET WITH OR TALK TO CONSTRICTIONS ACROSS -- CONSTITUENTS ACROSS THE DISTRICT.

THAT IS SOMETHING THAT I HOPE THE BOARD WOULD CONTINUE TO REINFORCED. THEY ARE EVERYONE'S KIDS.

RESPONSIBLE FOR ALL STUDENTS. THE ELECTION WOULD BE A MUCH SMALLER AREA ON THE PLUS SIDE, TO WALK TO FUND RAISE FOR.

BUT STILL, THE IDEA THAT FOR ALBERT FIVE TRUSTEES, EVERY STUDENT IS REPRESENTED BY ALL FIVE.

I'M NOT WORRIED ABOUT THIS GROUP.

BUT TEN YEARS FROM NOW. >> BOARD MEMBER: THAT IS ONE OF THE CHALLENGES. BEING ON THE GOVERNANCE TEAM, THAT TAKES EFFORT. SO JUST SO YOU KNOW, THE DISTRICT HAS ALREADY REACHED OUT TO THE COUNTY OFFICE OF EDUCATION AND LET THEM KNOW ABOUT OUR TIMELINE.

THE COUNTY COMMITTEE ON SCHOOL DISTRICT ORIENTATION DOES NOT MEET EVERY MONTH. IT IS GOOD THAT WE GAVE THEM ADVANCE NOTICE OF THIS TRANSITION AND THE DISTRICT HAS ALREADY STARTED ITS STAKEHOLDER ENGAGEMENT WITH SUPERINTENDENT EVANS. WE ARE STARTING WITH A SURVEY OUT TO PUBLIC. AND WE ARE GETTING RESPONSES BACK. YEAH.

RIGHT THERE. ALL RIGHT.

SO AT THE NEXT BOARD MEETING, WE WILL HAVE THE DEMOGRAPHER PRESENT AND HE WILL BE MAKING A PRESENTATION.

I'M MORE THAN WILLING TO ANSWER ANY QUESTIONS.

I GOT ABOUT AN HOUR AND A HALF READY TO GO.

SO THANK YOU AGAIN. IF THERE'S NO QUESTIONS -- WILL I DEAL WITH THE THE EDUCATION CODE WITH IT AFTER THEY HAVE THEIR OWN PROCESS TO GO TO.

BUT THE WAY IT DOES SORT OF WORK IS TO COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATION KIND OF X IS THAT INDEPENDENT OVERSIGHT JUST TO MAKE SURE THAT YOU FOLLOWED A PROCESS THAT HAD A PUBLIC HEARING TO ONE FINAL REVIEW OF THOSE MAPS AND THE PUBLIC COMMENT. SO THANK YOU.

>> PARTICIPANT: THANK YOU. APPRECIATE IT.

[XIII. CONSENT ITEMS]

THE CONSENT ITEM. I'M LOOKING FOR EMOTION AND A SECOND. TRUSTEE GRANT.

SECONDED BY TRUSTEE BAINES. WOULD YOU CALL THE ROLE, PLEASE? CARRIES, AND MOVING ON TO ACTION ITEMS.

[XIV. ACTION ITEMS]

WE HAVE ONE ACTION ITEM THIS EVENING.

THAT IS TO APPROVE THE FIRST AMENDMENT WITH XL CONSTRUCTION WITH THE FIELD SOFTBALL COMPLEX PROJECT.

AND SO AT THIS TIME, BEFORE WE DO THAT, IS THERE ANY DISCUSSION, ANY DISCUSSION FROM THE TRUSTEES BEFORE WE MOVE? NO QUESTIONS. I'M LOOKING FOR EMOTION AND A SECOND TO APPROVE. TRUSTEE GRANT? TRUSTEE HARDEN SECONDS THE MOTION.

AND JEN WOULD YOU CALL THE ROLL, PLEASE?

[00:55:02]

>> SUSAN HEREDIA: THE MOTION CARRIES, FOR HEAVEN ZERO.

THAT BRINGS US TO THE END OF OUR MEETING
