SO THERE WAS NO ACTION TAKEN IN CLOSED SESSION THIS EVENING. AND AT THIS TIME, I'M [IX. APPROVAL OF THE AGENDA ] LOOKING FOR APPROVAL OF THE AGENDA, SO I'M LOOKING FOR A MOTION AND A SECOND TO APPROVE THE AGENDA. >> SO MOVED. >> SECOND. >> TRUSTEE GRANT. SECOND BY TRUSTEE KAPLAN. JEN, WOULD YOU PLEASE CALL THE ROLE. [X.a. Asian American and Pacific Islander Heritage Month ] ALL RIGHT. NOW WE ARE ON TO CELEBRATIONS. AND SO LOOKING FOR OUR DIRECTOR OF COMMUNICATIONS, MISS DEIDRA POWELL. THIS IS ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH. WELCOME. >> ALL RIGHT. GOOD EVENING, PRESIDENT HEREDIA, TRUSTEES, SUPERINTENDENT, STAFF AND COMMUNITY. TONIGHT WE RECOGNIZE ASIAN AMERICAN AND PACIFIC ISLANDER HERITAGE MONTH WHICH HONORS THE HISTORY AND CONTRIBUTIONS OF ASIAN AMERICANS, NATIVE HAWAIIANS AND PACIFIC ISLANDERS THROUGHOUT THE UNITED STATES. IN NATOMAS SPECIFICALLY ASIAN AND SPECIFIC ISLANDERS REPRESENT 25% OF OUR STUDENT POPULATION. OUR CORE BELIEF IS OUR DIVERSITY IS OUR STRENGTH. IT'S UNFORTUNATE THAT EVERYONE IN OUR THE COUNTRY DOESN'T VALUE THAT IN THE SAME WAY. WE WITNESS THAT SENTIMENTS AND BEHAVIOR WITH ONGOING RACISM, BIGOTRY AND ATTACKS ON THE ASIAN AMERICAN COMMUNITIES. TRUSTEES DENOUNCED THE BEHAVIOR DURING THE MARCH 24TH BOARD MEETING IN A RESOLUTION THANK YOU FOR MAKING A STRONG STATEMENT THAT WE'RE A DIVERSE COMMUNITY OF ACCEPTANCE AND INCLUSION. I HAD THE PLEASURE OF CAPTURING THE PERSPECTIVES FROM COME OF OUR STUDENTS WHY THIS MONTH IS SO IMPORTANT AND I LIKE TO SHARE WITH YOU WHAT THEY HAD TO SAY. YOU CAN LOOK AT THE SCREEN. ♪ >> I'M GLAD TO BE ASIAN AMERICAN. I LIKE MY CULTURE. BUT WE DO DO THIS THING WHEREVER NEW YEAR, I'LL SAY HAPPY NEW YEAR IN KOREAN WHICH IS FOR FOREIGN FOREIGN AND THEN -- (SPEAKING FOREIGN LANGUAGE). AND THEY BEEN I'LL BOW LIKE [00:05:03] THAT BUT I DON'T THINK YOU SHOULD JUDGE OTHER PEOPLE WITHOUT GETTING TO KNOW THEM FIRST. BECAUSE THAT COULD CAUSE THINGS TO HAPPEN TO YOU OR SOMEONE YOU LOVE. >> IT'S IMPORTANT TO RECOGNIZE THE MONTH BECAUSE IF YOU ARE ASIAN AMERICAN OR PACIFIC ISLANDER, IT'S IMPORTANT TO CELEBRATE YOUR CULTURE. OUR DIFFERENT CULTURES IS WHAT MAKES US DIFFERENT. IF WE ARE ALL THE SAME IT WOULD BE BORING SO IT'S IMPORTANT TO CARRY ON YOUR CULTURE SO THAT IN THE FUTURE PEOPLE WILL RECOGNIZE IT. >> I WANTED TO RECOGNIZE IT. >> IT TEACHES ABOUT THE DIFFERENT CULTURES ABOUT HOW EVERYBODY'S CULTURE IS UNIQUE AND HOW THEY CELEBRATE DIFFERENT THINGS. >> ASIANS ARE NOT OFTEN SEEN ON T.V.AND MOVIE SCREENS, WHEN THEY ARE THEY'RE TYPICALLY STEREOTYPED AS SMART PEOPLE WITH GLASSES. AS AN SCHOOL I THINK IT'S IMPORTANT WE LEARN ABOUT ALL CULTURES BECAUSE IT'S IMPORTANT TO RECOGNIZE OTHER PEOPLES' CULTURES BESIDES THEMSELVES. >> THIS IS THE SOUTHEAST ASIAN STUDENT ASSOCIATION AT ENDER KUM. IT'S COMMUNITY FOR SOUTHEAST ASIAN TO COME TOGETHER AND SHARE THEIR CULTURAL SIMILARITIES AND DIFFERENCES. IT'S A PLACE TO FEEL REPRESENTED AND TO LEARN MORE ABOUT THEIR CULTURE AND CONNECTIVITY IN SCHOOL. >> DURING QUARANTINE WE'RE CONTINUING CLUB MEETINGS ON ZOOM EVERY SECOND MONDAY OF THE MONTH ANDY SECOND TO LAST MONDAY OF THE MONTH. WE DO PRESENTATIONS ON THE COUNTRIES, WE DO KAHOOTS AND ALSO MOVIE NIGHTS SOMETIMES. >> ALL RIGHT. >> I AM GLADE TO BE ASIAN AMERICAN. >> OKAY. SO IN ADDITION TO THE STUDENTS IN THE VIDEO, WE ALSO HAVE SEVERAL WRITTEN SUBMISSIONS FROM STUDENTS IN THE SOUTHEAST ASIAN STUDENT ASSOCIATION AND THE FILIPINO UTH YOUTH CLUB IN INDERKUM HIGH SCHOOL ON THE SAME TOPIC. WE'RE SHARING THOSE SUBMISSIONS ON SOCIAL MEDIA PLATFORMS ON THE REST OF THE MONTH. THEY WERE' VERY OPEN ABOUT THEIR FEELINGS AND PERSONAL STRUGGLES, FOR THE SAKE OF TIME I WANT TO SHARE AN EXCERPT FROM ONE OF OUR 11TH GRADE STUDENTS. IT READS AS A CHILD, I WAS TOO WHITE TO WRONG IN AN INDIAN COMMUNITY AND TOO INDIAN TO EVER BE IN A WHITE COMMUNITY P I SPENT A LONG TIME DRIFTING AROUND NOT KNOWING WHY I HAD NO WHERE TO GO WHEN EVERY OTHER KID SEEMED TO HAVE IT FIGURED OUT. IT ONLY HIT ME IN MIDDLE SCHOOL WHEN I WAS SURROUNDED BY A DIVERSE GROUP OF PEOPLE WHO WERE GOING THROUGH THE SAME THING THAT IT HIT ME. THOSE OTHER KIDS HAD TAKEN THE CHANCE TO LEARN ABOUT THEMSELVES WHERE I DIDN'T. THE DIFFERENT PRACTICES THAT WE HAD JUST SEEN TOO TEDIOUS AND BORING RATHER THAN TRADITIONS IN MY IMMIGRANT PARENTS WERE TRYING TO PASS DOWN IN A HOPE TO MAINTAIN OUR CULTURE. I PUSHED IT AWAY BECAUSE I THOUGHT I NEEDED TO IN A VEIN EFFORT TO FIT IN WITH OTHERS. EVEN NOW IT'S HARD FOR ME TO WANT TO BE PROUD OF MY CULTURE AND HERITAGE PUBLICLY. OUT OF FEAR OF BEING SINGLED OUT AND OS TRAICIZED. HOWEVER IRRATIONAL THAT MAY BE BUT REGARDLESS OF MY OWN FEARS I'M A FIRST GENERATION ASIAN AMERICAN STUDENT AND LEARNING ABOUT ASIAN AMERICAN PACIFIC ISLANDER HISTORY MEANS NOT ONLY THE MAJOR EVENTS, MASSACRES OR INDEPENDENCE DAYS BUT ALSO THE STRUGGLES OF MODERN A.A.P.I.IS AN ACRONYM FOR ACCIDENTS IN AMERICA. ONLY BREAK TO BREAKTHROUGH THE STEREOTYPES IS BY EDUCATING AND NOT JUST TEACHING CHILDREN TO BE SEAL SEWN THEY CAN LEARN TO BE LIKE EVERYONE ELSE. I THOUGHT THOSE WERE POWERFUL WARDS. I WANTED TO SHARED THEM WITH YOU AND I LIKE TO THANK ALL OF THE STUDENTS FOR THEIR COURAGE AND FOR TAKING THE TIME TO SHARE THOSE PER SPECTIVES WITH US. IT'S AN HONOR AND PRIVILEGE TO BE ABLE TO RECOGNIZE ASIAN PACIFIC ISLANDER HERITAGE MONTH IN NATOMAS HIGH SCHOOL DISTRICT. THANK YOU. [X.b. [00:15:04] I THINK THAT'S ONE OF THE BEAUTIES ABOUT NATOMAS IS STUDENTS DO COME BACK. YOU CAN ASK ANY OF THE PRINCIPALS THAT STUDENTS COME BACK TO CAMPUS, TEACHERS ARE EXCITED TO SEE THEM AND WE AS BOARD MEMBERS WILL ALWAYS BE GLAD TO SEE YOU AND IF YOU, YOU KNOW, IF YOU HAVE, CAN'T DO YOUR HOMEWORK, YOU GO TO TRUSTEE GRANT AND HE WILL HELP, HE WILL TUTOR. WHATEVER THE SUBJECT MAY BE. BUT AGAIN IMMENSELY PROUD OF YOU. I CAN ONLY IMAGINE YOUR PARENTS WHO ARE SEATED IN THE AUDIENCE. WE'LL GET TO MEET THEM SOON BUT HOW THEY FEEL AND WE FEEL LIKE PROUD PARENTS. BECAUSE IT'S WHEN YOU WALK IN AND WE KNOW WE'RE GOING TO HAVE TIME WITH YOU, WE GET TO SEE YOU GROW OVER TIME. AND YOU HAVE JUST GROWN IMMENSELY AND IT'S BEEN SUCH A PLEASURE. SO CONGRATULATIONS. WE'RE SO EXCITED FOR YOU. AND YOUR PLAN TO GO FORWARD WITH YOUR EDUCATION AND AGAIN FOR AT U.C.DAVIS SO YOU ARE CLOSE BY. >> I'M GOING TO TURN TO EVANS -- SUPERINTENDENT EVANS, ADD YOUR FIRST. >> DITTO TO ALL THAT. I, FEEL LIKE THE PANDEMIC TOOK A LOT OF THINGS FROM US THIS YEAR AND ONE OF THE THINGS IT TOOK AWAY FROM US WAS MORE TIME WITH YOU. THE VIRTUAL DOESN'T REPLACE THE IN PERSON. AND THERE IS NOTHING BUT BLUE SKY AND BRIGHT FUTURE FOR YOU AND ALL OF US HERE TO SUPPORT YOU SO AS YOU CAN TELL, WE ARE ALL VERY PROUD OF YOU. SO CONGRATULATIONS. [LAUGHTER] >> BEFORE WE GET OUT OF OUR SEATS SINCE WE'VE DONE ALL THE TALKING, WE WANT TO LET YOU SAY WHAT, FROM YOUR, YOU HAVE YOUR MIKE. >> IF YOU WANT TO OFFER ANY COMMENTS. >> YEAH. WELL, I'LL JUST SAY WHAT I HAVE DOWN HERE. I WANT TO THANK, TODAY IS MY LAST DAY BEING THE NATOMAS UNIFIED SCHOOL DISTRICT BOARD MEMBER, I WANT TO GIVE THANKS TO EVERYONE WHO HAS MADE ME FEEL WELCOME AND SUPPORTED THROUGH IT ALL. ONE SECOND. INDERKUM HIGHS TIGERS ARE GEARING UP AND THEY HAD 100 STUDENTS OF THEIR EARN THEIR STATE LITERACY. THEIR TIGERS ARE REGULARLY HAVING ATHLETIC EVENTS. WE'RE LOOKING FORWARD TO FINISHING UP THE LAST FEW WEEKS OF THE SCHOOL YEAR AND SCHOOLS ARE DOING THEIR BEST TO KEEP STUDENTS SUPPORTING THEIR SOCIAL EMOTIONAL HEALTHS. WE HOPE STUDENTS RECOGNIZE THEIR HARDWORK AND FINISH OFF STRONG. THANK YOU. >> THANK YOU. [XI.d. Board Members ] >> TRUSTEE KAPLAN. >> THANK YOU. I WANT TO START ON A POSITIVE THAT I THINK EVERYBODY NEEDS TO HEAR. I HAD SOMEONE REACH OUT TO ME AND SAY THAT JEFFERSON SCHOOL AND STAFF ABSOLUTELY ROCK, SPECIFICALLY SHE SAID PRINCIPAL KIELER, YOU SHOULD KNOW THOSE KIDS AND STAFF ARE ROCKING IT, SUPERORGANIZED, RESPECTFUL AND HELPFUL WITH EVERYTHING THAT THEY'RE DOING FOR GETTING KIDS ENGAGED IN SCHOOL AND STAFF BEING ON TOP OF IT. I THINK THAT GOES TO EVERY SINGLE ONE OF OUR SITES. BUT OUR PARENTS ARE SEEING IT AND RECOGNIZING IT AND I WANT TO SEND A KUDOS FOR THAT. THEN I ALSO WANT TO AS WE GO ON IN OUR DONATION, THANK OUR DONORS THAT D.J.SMITH ENTERPRISES GAVE $5,000 TO JOEY'S FOOD LOCKER. WE HAVE A COUPLE OF ,000 MASKS FROM OPERATING ENGINEERS AND A DONATION OF $2,000 TO THE CONSTRUCTION TRADES PATHWAY FROM THE CONSTRUCTION INDUSTRY FOUNDATION. WE APPRECIATE THOSE DONATIONS AND THIS WEEKEND, SUE AND I ARE TAKING PART IN DELEGATE ASSEMBLY THIS FRIDAY, SATURDAY AND SUNDAY VIA ZOOM THEN TRUSTEE GRANT, I REMEMBER YOU SAYING I WANT TO KNOW MORE. IT'S ALMOST WHAT WE DO HERE AS BOARD MEMBERS. WE'RE GOING TO REVIEW LEGISLATIVE POSITIONS, MAY REVISE HEARING FROM OUR POLICY EXPERT ON BEST PRACTICES WITH SUMMER PROGRAMS EXTENDED LEARNING, THERE WILL BE BREAKOUT SESSIONS ON SUMMER LEARNING AND THE RETURN TO PERSON INSTRUCTION. WE'RE GETTING REPORTS BACK ON THE CLIMATE CHANGE TASK FORCE LOOKING AT POLICY PLATFORM UPDATES, LOTS OF POLICY STUFF. SO WE'LL REPORT BACK AND IF THERE IS ANY OF THOSE THAT YOU ARE ACTUALLY INTERESTED IN, I CAN PASS ALONG TO ANY BOARD MEMBER WHO DOESN'T ATTEND DELEGATE ASSEMBLY ALL THE REPORTS THEY DO ARE PUBLIC AND THEY'RE PRETTY INCHTIVE. SO LET ME KNOW IF YOU ARE INTERESTED IN ANY OF THAT. [00:30:05] THEN THROUGH MY RELATIONSHIPS THAT I'VE GAINED WITH FELLOW BOARD MEMBERS AROUND THIS AREA, I WANT TO THANK CAROL SWANSON AND EARL PREVEY FOR PRESENTING TO THE ELD DORADO COUNTY SCHOOL BOARD MEGS ON THE SOCIAL EMOTIONAL PROGRAMS WE'VE IMPLEMENTED IN NATOMAS. I BRAGGED ENOUGH THAT A FELLOW TRUSTEE CALLED ME AND SAID I WANT TO HEAR WHAT YOU ARE DOING IN NATOMAS AND APPRECIATE CAROL AND EARL FOR TAKING THE TIME TO DO IT. SEE YOU TOMORROW AT THE VACCINATION CLINIC. >> I HAVE THE PLEASURE OF ATTENDING THE C.S.B.A.WEBINAR AN EXPANDED LEARNING FOR DEVELOPING EFFECTIVE LEARNING AND IT WAS MAZING. I ATTENDED THE 2021 HATS OFF EVENT SACHS STATE DID AN AMAZING JOB, I'M SURE PRESIDENT HEREDIA WILL SPEAK MORE ON THAT. HIGH MY LYTE FOR THIS MONTH IS DEFINITELY BEEN THE HONOR TO SERVE THE NATOMAS HIGH SCHOOL MEN'S TEAM AND THEIR FAMILIES. THANK YOU, REAL LIFE CHURCH, FOR BEING TRUE COMMUNITY PARTNERS. AND PUTTING ON SUCH AN EVENT. I HAD NO IDEA THAT THE NATOMAS HIGH HAD NEVER WON THE STATE CHAMPIONSHIP AND IT WAS THE FIRST TIME THE SOCCER TEAM DID THAT. SO IT WAS AN ON HOARE. TODAY I ATTENDED THE VIRTUAL LEGISLATION LEARNING DAY FOR 2021, IT WAS VIRTUAL. THANK YOU TO DR. WEBER FOR THE INCITE. THANK YOU. >> THANK YOU. TRUSTEE GRANT. >> JUST A FEW UPDATES. SO AFTER THIS BOARD SO GRACIOUSLY MOVED TO NAME THE ACADEMY AFTER PIQUES, HI TO GO TO WEEK AND I FOLLOWED THE AUDIENCE DID ALL THE GREAT THINGS THAT HE HAS DONE AND WHAT ACTION THE BOARD TOOK. HE IS EXTREMELY GRATEFUL FOR THAT. SO I WANTED TO SAY THANK YOU TO THE BOARD. ALSO I HAD THE OPPORTUNITY TO GO TO WITTER RANCH TODAY. MEET WITH TEACHERS WHO INVITED ME ACTUALLY ON SUNDAY. CAN YOU MAKE IT UP TO CAMPUS THIS WEDNESDAY. I'M APPRECIATIVE FOR TEACHERS WHO REACH OUT TO THE BOARD AND TRY TO ESTABLISH RELATIONSHIPS. IT'S REALLY IMPORTANT BECAUSE I'M NOT A TEACHER. YOU KNOW, I DON'T KNOW EVERYTHING AND I HAVE BEEN INVITED TO GUEST TEACH. BY 4TH PERIOD I'M BURNT OUT SO I KNOW OUR TEACHERS DO A LOT OF STUFF THEY DON'T GET RECOGNITION FOR. ONE O THE BEV WAYS IS TO REACH OUT AND -- BEST WAYS IS TO REACH OUT AND HAVE INTERPERSONAL COMMUNICATIONS. TONIGHT WE'RE LOOKING AT A PRESENTATION ON COSMETOLOGY AS A C.T. E.PATHWAY SO I WANT TO THANK THE BOARD FOR SUPPORTING THAT. A COUPLE OF WEEKS AGO, I THINK WE'RE GOING TO HELP A LOT OF PEOPLE WITH THE PATHWAY. IT'S A GREAT OPPORTUNITY FOR FOLKS TO FIND SOME LIFE LONG SKILLS THEY CAN TAKE WITH THEM EVERY WHERE. ONCE YOU ARE A BARBER NO ONE CAN TAKE THAT FROM YOU. APPRECIATIVE OF THE BOARD AN IT RECENT ACTIONS. >> TRUSTEE BAINS. >> NO REPORT. THANK YOU. >> WELL, I WANT TO SHARE WITH THE BOARD. YOU MAY HAVE SEEN THIS IN THE COMMUNICATION. THIS IS THE, WE RECEIVED THIS PLAQUE FROM SAX STATE. IT WAS MEANINGFUL FOR ME BECAUSE IT WAS AWARDED TO NATOMAS UNIFIED ON BEHALF OF THE COLLEGE OF EDUCATION, THE VERY DEPARTMENT IN WHICH I TAUGHT AND WAS THE CHAIR FOR TEACHER CREDENTIALING FOR A NUMBER OF YEARS. AND IT WAS JUST GOOD SEEING COLLEAGUES. NOTHING SIGNIFICANT TO LURE ME BACK ONCE YOU RETIRE FROM SOMEONE, YOU GO ON TO A LOT OF OTHER PROJECTS. BUT ANYWAY IT WAS VERY PROUD TO HAVE RECEIVED THIS AND YOU KNOW, AGAIN WITH NOTICE IN THE COMMUNICATION THAT I THINK THAT DEIDRA SENT OUT, THE LOOT I BELIEVE IT WAS IN THERE, THAT ONE OF THE REASONS WERE WE'RE COLLECTED WAS BECAUSE OF OUR COMMITMENT FOR THE STUDENTS IN THE SCHOOL PSYCHOLOGY PROGRAM. AND CAROLE WORKS WITH THOSE STUDENTS WELL AND THAT, YOU KNOW THAT COMMITMENT HAS BEEN THERE FOR A REALLY LONG TIME. AND I'M JUST REALLY PROUD OF THE FACT THEY FEEL THAT SACHS STATE IS THE PLACE TO BE -- I MEAN NATOMAS IS THE PLACE TO BE TRAINING AND WHEN THEY LEARN AT SACHS STATE TO BRING TO NATOMAS UNIFIED AND SO ANYWAY, JUST WANTED TO SHOW IT. I'M NOT SURE WHERE WE'LL GO BUT I'M GOING TO LEAVE IT HERE AND THE CUTE LITTLING BAG THEY GAVE US AND EVERYTHING ELSE IN THERE, TOO. THAT WAS A HIGHLIGHT FOR ME. THANK YOU FOR ALLOWING ME TO REPRESENT NATOMAS UNIFIED, [00:35:06] APPRECIATE THAT: MOVING ON TO SUPERINTENDENT EVANS. >> NO REPORT THIS EVENING. >> OKAY. >> MOVING ON NOW TO MEMBERS OF THE PUBLIC WERE GIVEN THE [XII. PUBLIC COMMENTS ] OPPORTUNITY TO ATTEND THE BOARD MEETINGS THIS EVENING. IN PERSON TO GIVE PUBLIC COMMENT OR SUBMIT A PUBLIC COMMENT VIA E. COMMENT AT PUBLIC COMMENT@NATOMAS USIFIED.ORG , AT THIS TIME I'M GOING TO ASK IS THERE ANYBODY IN THE AUDIENCE THAT WISHES TO SPEAK BEFORE THE BOARD FOR ITEMS NOT ON THE AGENDA THIS EVENING? DID WE RECEIVE -- I DON'T SEE ANYONE THAT IS -- DID WE RECEIVE ANY E. COMMENTS FROM ANY INDIVIDUALS THAT WANTED TO SPEAK TO ITEMS NOT ON THE AGENDA? >> WE DID RECEIVE A COUPLE OF E. COMMENTS FOR ITEMS NOT ON THE AGENDA, WE RECEIVED TWO E. COMMENTS FROM JENNIFER SOUZA REGARDING SCHOOL RESOURCE OFFICERS AND WE RECEIVED ONE PUBLIC COMMENT FROM KRISTIN MILLER REGARDING AVAILABLE SERVICES AND SUPPORTS RELATED TO SOCIAL EMOTIONAL LEARNING. THE PUBLIC COMMENTS WERE FORWARDED TO TRUSTEES PRIOR TO THE BOARD MEETING AN THE SPECIFICS WILL BE IN THE MINUTES. >> OKAY. SO THE OTHER THREE PEOPLE THAT HAVE SUBMITTED THE BLUE FORM, WHEN THE ITEM COMES UP, I WILL CALL ON YOU THEN TO SPEAK TO THAT PARTICULAR AGENDA ITEM. WHEN WE MOVE ON TO THE AGENDA. AT THIS POINT, I AM LOOKING [XIII.a. Cosmetology Career Technical Education (CTE) Pathway ] -- THERE IS ANOTHER PRESENTATION. AND SO NOW I'M GOING TO ASK THE DIRECT OOH TO PRESENT FOR US. >> I -- HERE SHE COMES. THIS IS ON THE COSMETOLOGY CAREER TECHNICAL ED CASE, ANOTHER ONE OF OUR C.T. E.PATHWAY, WELCOME. >> GOOD EVENING, I'M A.J., DIRECTOR OF C.T. ECHT AND HAPPY TO SHARE WITH YOU OUR COSMETOLOGY PATHWAY. WE GROUND ALL OF OUR WORK IN OUR VISION, TONIGHT WE'RE GOING TO FOCUS ON SPECIFIC DIRECTION 2.1 AND 2.4. FOUR PRESENTATION OBJECTIVES GOING TO REVIEW THE CURRENT C.T. E.PATHWAYS THEN LOOK AT THE DIFFERENCE BETWEEN COSMETOLOGY AND BARBERING THEN LOOK AT WHAT A HIGH SCHOOL COSMETOLOGY PATHWAY AS WELL AS AN ADULT ED COMPONENT WOULD LOOK LIKE AND MAKE RECOMMENDATIONS. SO THIS CURRENT SCHOOL YEAR WE OFFER 9 C.T. E.PATHWAYS IN 86 THE 15 CALIFORNIA SECTORS WHICH IS A GREAT SPREAD OF EXPOSURE TO THE STUDENT. THE TENT WILL OPEN IN 2022, THAT WOULD BE COSMETOLOGY. WHILE COSMETOLOGY AND BARBERING SEEM TO HAVE SIMILAR THEY HAVE DIFFERENCES THAT ARE OUTLINED BY THE STATE WORD WORD OF BARBERING AND COSMETOLOGY IN THE STATE OF CALIFORNIA. BOTH COVER HAIR DRESSING AND HEALTH AND SAFETY. BARBERING HAS A STRICT COMPONENT ON SHAVING. COSMETOLOGY COVERS AESTHETICS, MANICURING AND PEDICURING, WHICH MEANS COST TETTOLOGY DOES HAVE ADDITIONAL CAREER OPPORTUNITIES AND THERE IS A STRONG OR A LARGER FACILITY REQUIREMENT SPECIFICALLY FOR COSMETOLOGY PROGRAM AND SO WHEN YOU LOOK AT THIS, IN THE STATE OF CALIFORNIA THERE ARE SEVERAL HIGH SCHOOL COSMETOLOGY SCHOOLS THAT ARE OFFERED IN HIGH SCHOOL SETTINGS. THERE ARE NOT ANY BARBERING SCHOOLS. THAT IS A BIG DIFFERENCE THERE. IF A PERSON WHO EARNS THE COSMETOLOGY LICENSE CHOOSES TO ALSO EARN THEIR BARBERING LICENSE, THEY DON'T NEED TO GO BACK IN THE PROGRAM. JUST DO AN ADDITIONAL 200 HOURS OF INSTRUCTIONAL AND PRACTICAL HOURS. SO WHEN WE TALK ABOUT A COSMETOLOGY HIGH SCHOOL PATHWAY WE'RE LOOKING AT MORE OF A TRADITIONAL C.T. E.PATHWAY. IT WILL BE AN R.O.P.TYPE WITH COURSES OFFERED IN THE AFTERNOON. AND WE'LL HAVE THAT OPEN TO ALL HIGH SCHOOL SIMILAR SIMILAR TO WHAT WE HAVE FOR BUILDING AND CONSTRUCTION TRADES. STUDENTS WILL LEARN FOUNDATIONAL INFORMATION FOR BARBERING AND COSMETOLOGY YET WHEN THEY COMPLETE THE PROGRAM THEY'LL NEED TO ENTER INTO EITHER PROGRAM RECOGNIZED BY THE STATE OF CALIFORNIA. FOR THE ADULT SCHOOL PROGRAM, WHAT WE'RE TALKING ABOUT IS A ACTUAL SCHOOL. STUDENTS WOULD COMPLETE THE 1500-1600 HOURS. IT WILL BE A 20 MONTH PROGRAM. ONE SECTION OF THE PROGRAM WILL RUN DURING THE 20 MONTHS. JUST ONE AT A TIME. AND STENORRA AND BAKERSFIELD PROGRAMS ARE PROGRAMS IN CALIFORNIA FULL FLEDGED [00:40:01] COSMETOLOGY PROGRAMS. THEY OPERATE AT A KIT THAT HAS EVERYTHING THAT THEY WOULD NEED TO WORK OUT IN THEIR, IN THE INDUSTRY. THOSE RUN TYPICALLY ABOUT 2,000 WHEN THEY PUT IT TOGETHER OUTSIDE OF A PROGRAM LIKE THIS. SO WHEN WE TALK ABOUT THE C.T. E.HIGH SCHOOL FOCUS, OF COURSE WE'RE GOING TO COVER COME PONENTS OF COSMETOLOGY BUT WE WANT TO BLEND IN PATCHING SO THERE WILL BE COMPONENTS OF SHAVING AND WE FEEL IT'S APPARENT THAT WE ALLOW OUR STUDENTS TO UNDERSTAND THE COMPONENTS OF BUSINESS THEY NEED TO BE SUCCESSFUL. SO THAT WILL GIVE THEM THE FOUNDATIONAL INFORMATION THEY NEED TO RUN THEIR OWN BUSINESS ONCE THEY COMPLETE. THE HIGH SCHOOL PROGRAM AGAIN TWO COURSES IN THE AFTERNOON. YEAR ONE TWO SECTIONS OF THE INTRODUCTORY COURSE, YEAR TWO ONE SECTION OF THE CAPSTONE COURSE, ADULT SCHOOL LIKE I MENTIONED 20 MONTHS. STUDENTS WILL COME ON TO CAMPUS AT 5:00 P.M. COMPLETING AT 9:30, IT WILL BE A LONG EVENING FOR THEM. IT WILL BE 20 MONTH AND ON THE WEEKEND WE'LL HAVE THE SALON OPEN TO THE PUBLIC CAN COME IN AND GET SERVICES. THE BUDGET SHOULD LOOK FAMILIAR. YOU APPROVALLED IT AT THE PREVIOUS BOARD MEETING. THANK YOU. WHEN WE TALK ABOUT A FACILITY, IN A PREVIOUS SLIDE YOU SAW THAT THE REQUIREMENT FOR COSMETOLOGY IS 3,000 SQUARE FEET. WE'VE SIDED THREE CLASSROOMS AT DISCOVERY HIGH SCHOOL. E. 101 AND E. 102 AS YOU CAN SEE THEY'RE NEXT TO EACH OTHER. THEY'RE ACTUALLY IN FRONT OF THE GATES OF DISCOVERY. SO THIS COULD BE THE SALON WHERE IT'S OPEN TO THE PUBLIC AND IT'S NOT INTERFERING WITH THE INSTRUCTION THAT IS HAPPENING ON CAMPUS DURING THE DAY FOR DISCOVERY. AND THIS SPACE AGAIN IS GOING TO BE LIMITED TO 25 STUDENTS. THAT'S A REQUIREMENT BY THE STATE BOARD OF BARBERING AND COST COSMETOLOGY. HERE IS THE ROUGH TIMELINE BETWEEN MAY AND DECEMBER. A LOT OF WORK. WE'RE GOING TO PULL DATA TO BETTER UNDERSTAND HOW MANY STUDENTS COULD PARTICIPATE IN THIS MEANING ON TRACK FOR GRADUATION AND NOT CURRENTLY INVOLVED IN ANY TYPE OF SPECIALTY PROGRAM. WE'LL MOVE FOR A COSMETOLOGY COURSE APPROVAL. WE'LL WORK WITH A CONSULTANT. WE'LL SURVEY STUDENTS TO GAGE INTEREST AND VISIT OTHER PROGRAMS TO LEARN BEST PRACTICES. WE'LL FINIZE FACILITY PLANS AND SUBMIT SOURCE OF STUDY AND POST THE INSTRUCTIONAL POSITION, WE WANT TO DO THIS EARLY TO ALLOW THE MEMBER TO HELP WITH RECRUITMENT AND ADVISING FOR THE PATHWAYINGS THREE RECOMMENDATIONS. LATER IN THE AGENDA FROM IS A CONSEND ITEM FOR THE TWO NEW COSMETOLOGY C.T. E.COURSE. WE PLAN TO LAUNCH THE PATHWAY IN AUGUST OF 2022 AND PLAN FOR THE ADULT ED COSMETOLOGY ABOUT AUGUST 2024. THAT FIRST GROUP OF STUDENTS WILL COMPLETE THE PROGRAM IN FEBRUARY OF 2026. IF YOU HAVE ANY QUESTIONS -- >> MORE COMMENTS. I THINK THIS IS FANTASTIC OBVIOUSLY. I WANT TO TELL A QUICK STORY. WHEN I WAS IN HIGH SCHOOL I WENT TO HIGH SCHOOL IN SOUTH CENTRAL L.A. IT'S NOT TRADITIONAL IN A LOT OF RESPECTS. ONE OF THE THINGS WE WOULD DO IS KIDS WOULD COME TO CLASS AND CUT HAIR IN THE BACK OF THE CLASSROOM. OUR TEACHERS WERE SOME OF THE MOST GRACIOUS PEOPLE IN THE WORLD BECAUSE HOW IS IT THAT PEOPLE ARE GETTING A FULL BLOWN AIR CUT IN AN ENGLISH CLASS? THINKING OF THAT, THIS IS APPEAR ISSUE, LET'S JUST SUPPORT STUDENTS IN THE THINGS THEY'RE DOING RIGHT. WON'T IT BE GREAT IF WE PUT KIDS WHO ARE IMMENSELY TALENTED. SOME OF THE STUDENTS WERE SO TALENTED I HADN'T VISITED A BARBER SHOP IN YEARS. AS A PERSON WHO BELIEVES IN LIMITED GOVERNMENT I THINK A LOT OF THESE LICENSINGS ARE REALLY OUT OF REACH FOR A LOT OF PEOPLE WHO DON'T HAVE THE TIME. I THINK IT'S FANTASTIC WE COULD DO SOMETHING RIGHT HERE IN NATOMAS THAT IS REALLY UNIQUE. NOT A LOT OF PEOPLE ARE DOING IT SO I WANT TO THAT MANY THE BOARD FOR TAKING THE STEP OUT AND DOING THAT. I THINK THAT'S WHAT MAKES US GREAT IS WE TRY THINGS AND EVEN IF THIS THING ISN'T A STUNNING SUCCESS, I THINK WE'RE GOING TO TOUCH SOME LIVES WHERE WE WOULD NOT NORMALLY HAVE AN OPPORTUNITY TO DO THAT. ON THE PRESENTATION I THINK WE'RE GOING TO WORK WITH A COSMETOLOGY CONSULTANT BUT WE NEED TO VISIT BARBER SHOPS. THE C.C.'S CUTS IN NATOMAS, GO TO UNCLE JED'S IN SOUTH SAC. GO TO VISION ONE HAIR CUTS, THERE IS A BUNCH OF PLACES WHERE YOU CAN GET EXACTLY [00:45:02] WHAT IS GOING ON. I WANT TO COMPLEMENT YOU ON THE BUSINESS ASPECT OF IT. THAT IS TREMENDOUS BECAUSE A LOT OF THE BARBER SHOPS ARE CASH-AND-CARRY. AND WHEN I USED TO WORK AT THE BOARD OF EQUALIZATION IT WAS CRAZY BECAUSE WE HAVE A LOT OF BARBERS, I DIDN'T KNOW THERE WAS A TAX BOARD. THEY'RE NOT TRYING TO DUCK OR AVOID THE LAW. THEY'RE TRYING TO TAKE CARE OF THEIR FAMILIES. THEY DON'T UNDERSTAND THEY HAVE TO DEAL WITH A COUPLE OF BOARDS OR GET A BUSINESS LICENSE SO I THINK IT'S VERY IMPORTANT. THE MORE WE CAN PUT STUDENTS ON THE PATH IS EXCELLENT. FANTASTIC JOB. AGAIN REALLY GRATEFUL. THANK YOU, RAY WALKER, FOR ASKING ME TO CONTINUE TO PUSH THIS WHEN WE FIRST MET. IT WAS SOMETHING WE TALKED ABOUT. APPRECIATE YOUR SUPPORT. LONG TIME COMING. I'M VERY GRATEFUL. THANK YOU. >> COMMENTS FROM THE BOARD, YESES? ALL RIGHT. THANK YOU. >> THANK YOU FOR YOUR PRESENTATION. [APPLAUSE] >> SO NOW WE HAVE OUR [XIII.b. Charter School Financial Oversight: Natomas Charter, Natomas Pacific Pathways Prep and Westlake Charter Schools ] CHARTER SCHOOL FINANCIAL OVERSIGHT AND WE HAVE THREE PRESENTATIONS THIS EVENING. NATOMAS CHARTER SCHOOL M.P.3 AND WEST LAKE. OUR FIRST ONE IS NATOMAS CHARTER SCHOOL. >> GOOD EVENING, PRESIDENT HEREDIA, MEMBERS OF THE GOVERNING BOARD AND SUPERINTENDENT EVANS. IT'S GREAT TO BE HERE TONIGHT. THANK YOU FOR INVITING US. IT'S NICE TO PRESENT IN PERSON. IT FEELS NORMAL HERE. TONIGHT WE'RE ASKED TO PRESENT OUR SECOND REPORT. SO OUR PRESENTATION IS GOING TO BE, HAVE A BRIEF MESSAGE FROM DR. WOOD AS WE GET STARTED. AND WE'RE ALSO GOING TO GO OVER OUR SNAPSHOT OF OUR BUDGET. OUR MAJOR ASSUMPTION USED, CASH FLOW, RESERVES AN OUR FINANCIAL POSITION. SWELLS GIVE YOU AN UPDATE ON THE PATH RESOURCE CENTER. A COPILE OF DETAIL REPORT IS ON FILE WITH THE DISTRICT AS WELL AS COUNTY OFFICE. TONIGHT'S PRESENTATION A BRIEF OVERVIEW OF THE DETAILED REPORT. AS FAR AS THE PACKED RESOURCE CENTER GOES BECAUSE OF COVID THIS IS THE FIRST YEAR WE OPENED IT UP. BECAUSE OF COVID THE STUDENTS REALLY COULDN'T CONDUCT WORK SHOP AND STAFF HAVE BEEN ON SITE. WE LIKE TO INVITE YOU IF YOU CAN GO OVER FOR A TOUR THEY'RE OPEN DURING THE WEEK 8:00 TO 4:00. SO I'M GOING TO TURN IT OVER TO DR. WOOD TO SAY A FEW WORDS. >> GOOD EVENING, TRUSTEES AN SUPERINTENDENT EVANS, THANK YOU FOR HAVING US, AS WE LAUNCH INTO TALKING ABOUT OUR FINANCES I WANT TO SAY THANK YOU AND PRESS THE DEEP OF GRATITUDE FROM THE NATOMAS CHARTER SCHOOL COMMUNITY. ON THE SCENE YOU SEE PICTURES OF OUR KIDS BACK ON CAMPUS, WE ARE FORTUNATE TO HAVE OUR CAMPUSES REOPENED TO HAVE KIDS BACK WITH US, EVERYONE THINKS WE DID IT FOR THE KIDS. WE DID IT FOR THE ADULTS, AS A 20 SOME ODD YEAR EDUCATOR I MISSED SEEING THEM AND WE LOVED HAVING THEM BACK BUT WE COULDN'T HAVE ACCOMPLISHED THIS WITHOUT THE BOARD LEADERSHIP. THANK YOU. LIKE MANY OF THE MEMBERS OF OUR COMMUNITY WE HAD HEALTH AND SAFETY CONCERNS COMING BACK TO SCHOOL BUT FROM THE VACCINATION CLINICS WE'VE BEEN ABLE TO PARTNER WITH AND THE TESTING WE'VE BEEN ABLE TO PUT IN PLACE WE HAVE A FULLY SAFE AND OPERATIONAL CAMPUS. AND SO REALLY JUST ON BEHALF OF THE NATOMAS CHARTER SCHOOL COMMUNITY I WANT TO EXPRESS OUR DEEPEST GRATITUDE FOR LEADING THE WAY. EVERY FRIDAY I ACTUALLY ATTEND A MEETING WITH OTHER CHARTER SCHOOL LEADERS AND I WILL TELL YOU WE HAVE A UNIQUE SITUATION IN NATOMAS UNIFIED. THANK YOU. I'M GOING TO HAND IT BACK TO ANITA. >> I'LL TRY TO MAKE THIS BRIEF HERE. SO AS I MENTIONED DURING OUR PRESENTATION IN THE FALL, REGARDING OUR ADOPTED BUDGET WE'VE ALL BEEN ON QUITE A ROLLER COASTER RIDE FROM 2020 MAY REINDUSTRIES WHAT THE STATE ADOPTED THEIR BUDGET. IT SEEMS LIKE THE ROLLER COASTER RIDE IS CONTINUING WITH JANUARY PROPOSAL BUT THIS TIME ON UPWARD TREND WHICH IS GREAT. SO OUR SECOND INTERIM BUDGET WE USED THE SCHOOL SERVICES OF JANUARY CALIFORNIA JANUARY DART BOARD THAT REFLECTS THE GOVERNOR'S PROPOSAL. AT THE TIME THE BUDGET WAS APPROVED WE'RE PROJECTING EP ROLLMENT OF 1,187. AFTER THE STATE BUT THE WAS ADOPT, ALL OUR SCHOOLS WERE CAPPED AT 2, -- 2019 P.T.LEVELS. I INCLUDED OUR CURRENT YEAR ENROLLMENT IN CASE YOU WERE CURIOUS. BUT DURING THE FALL, WE SUBMITTED AN S.B.820 GROWTH APPLICATION. AND WE WERE FUNDED FOR THAT PRIOR TO SECOND INTERIM. SO AS A RESULT, OUR [00:50:05] A.D.A.INCREASED TO BE FUNDED AT $1810 .52. THIS IS REFLECTED IN THE P. 1 APPORTIONMENTS RELEASED IN FEBRUARY. WE ALSO OUR ASSUMES INCLUDE THE FLAT FUNDING OR UNCOLA THAT WE HAVE. OUR THREE YEAR ROLLING AVERAGE FOR UNDUPLICATED ACCOUNT IS $28.97. SCHOOLS ARE FUNDED ON AN AVERAGE OF 3 YEARS. BUT I WOULD LIKE TO MENTION THAT FOR NATOMAS CHARTER SCHOOLS CURRENT YEAR UNDUPLICATED COUNT, WE REACHED 30%. I KNOW THAT IS LOW COMPARED TO THE DISTRICT BUT THAT IS THE FIRST TIME WE'VE HIT THAT LEVEL ON THAT SO I THOUGHT I WOULD MENTION THAT. OUR AVERAGE FOR THE CURRENT YEAR PER A.D.A.IS 9028. S IN A SNAP SHOT OF OUR SECOND INTERIM BUDGET. WITH THE TWO SUBSEQUENT YEARS. WHEN WE'RE PRESENTING THE ADOPTED BUDGET IN THE FALL WE'RE PROMISING DEFICIT SPENDING FOR THE CURRENT PLUS TWO SUBSEQUENT YEARS, WHAT A DIFFERENCE THE FEW SHORT MONTHS MADE. SO WITH THIS, YOU CAN SEE THAT OUR FINANCIAL PROJECTIONS HAS IMPROVE AND WE'RE GOING TO SEE SURPLUS FOR ALL THREE YEARS. THIS IS PIE CHART THAT SHOWS REVENUES BY CAT GARY. WE'RE DEPENDENT ON REVENUES BASED ON STUDENT ATTENDANCE. THE PIE CHART FOR EXPENDITURES BY CATEGORY I'VE UPDATED TO INCLUDE A SLICE FOR ADMINISTRATIVE SALARIES AN BENEFITS BUT OVERALL OUR SALARIES AN BENEFITS EQUATE TO ABOUT 78% OF OUR TOTAL BUDGET. FOR BUDGET ASSUMPTION FORCE THE SUBSEQUENT YEARS, AGAIN WE'RE USING THE JANUARY DART BOARD FOR THE PROJECTED COLAS GOING OUT. WE'RE ALSO PROJECTING NO GROWTH IN A.D.A.OR ENROLLMENT AT THE TIME WE PREPARED THE REPORT. OUR UNDUPLICATED COUNT HOVERS AT 27%. WE REMOVED ALL ONE-TIME REVENUES. INCLUDE STEP AND LEVEL COST INCREASES. WE'RE PLANNING FOR AN INCREASE OF 3 F.T.E.'S. WE INCLUDE INCREASES FOR THE PENSION RATE AS WELL AS OPEN ENROLLMENT CHANGES FOR HEALTH AND WELFARE. ALWAYS INCLUDE INFLATION FACTOR FOR THE OPERATING EXPENSES AND REMOVE ANY ONE-TIME EXPENDITURES FROM THE BUDGETS. CASH FLOWWISE, WE'RE AGAIN DOING VERY GOOD. SINCE THE GOVERNOR HAD REMOVED THE CASH DEFERRALS FROM FEBRUARY TO MAY. WE HAVE BETTER PICTURE, WE HAVE POSITIVE CASH EVERY MONTH. ON THE RESERVE SIDE, WE HAVE A HEALTHY FUND BALANCE. WE DO SET ASIDE 10% WHICH IS HIGHER THAN THE STATE MINIMUM AS WELL AS AN ADDITIONAL 25% FOR OPERATIONAL NEEDS. SO BASED ON THE SCHOOL DISTRICT COMMON LANGUAGE, WE HAVE A POSITIVE CERTIFICATION. AND I'M GOING TO TURN IT BACK OVER TO DR. WOOD. >> SO JUST TO CLOSE OUT. WE HAVE ABOUT FOUR WEEKS LEFT IN OUR SCHOOL YEAR. WE'RE FOCUSED ON WELCOMING STUDENTS BACK TO CAMPUS, EVERYDAY WE HAVE A COUPLE MORE STUDENTS THAT RETURN. I WAS E-MAILING WITH A PARENT WHO IS READY TO HAVE HER KID COME BACK. WE'LL GOING TO CONTINUE TO COLLABORATE ON TESTING AND VACCINATIONS. I THINK TRUSTEE KAPLAN MENTIONING GOING TO THE CLINIC. IT'S THE HIGHLIGHT OF MY WEEK EVERY WEEK TO SEE SMILING FACES. WE'RE FOCUSED ON IMPLEMENTING SUMMER LEARNING PROGRAMS. WE RECOGNIZE WE HAVE EQUITY GAPS WITH SPECIFIC STUDENTS. SO WE'RE IMPLEMENTING A K. 12 SUMMER LEARNING PROGRAM FOCUSED ON CLOSING ACADEMIC AS WELL AS SOCIAL EMOTIONAL GAPS THEN AS WE LOOK TO 120 WE'RE PLANNING FOR FULL IN PERSON STAR. WE'VE BEEN COMMUNICATING THAT TO FAMILIES AND ALL OF THE FAMILIES ARE READY TO RETURN IN AUGUST. PACKED IN V.L.A.THOSE ARE TWO PROGRAMS WE'RE LOOKING AT FULL ENROLL ENROLLMENT IN BOTH PROGRAMS. THEY REPRESENT ABOUT 18% OF OUR ENROLLMENT AND WE'RE CAPPED AT THAT LEVEL. WE WILL ESEE YOU AGAIN LATER THIS YEAR. WE HAVE OUR 2022 CHARTER RENEWAL COMING. WE'LL BRING THAT IN THE FALL. SOME THINGS WE'RE LOOKING FORWARD TO OVER THE NEXT FEW MONTHS. WITH THAT, ANITA AND I ARE HERE TO ANSWER ANY QUESTIONS THAT YOU WOULD HAVE. >> TRUSTEE KAPLAN. >> AS MY NORMAL, I SEND YOU QUESTIONS, JACKPOT TO MAKE -- I WANT TO MAKE SURE A LOT OF THE QUESTIONS HAPPEN TO COME FROM FICK MATT AND WHAT THEY LOOK AND I'M SURE YOU REALIZE THAT, ANITA, HOW YOU LOOK AT THE VIABILITY OF CHARTERS AND ACCOUNTABILITY AND YOU GUYS, I APPRECIATE T. I THINK I ASKED 17 QUESTIONS. [00:55:04] >> 20. >> OH, 20? BUT WHAT I WOULD LIKE TO DO IF POSSIBLE BECAUSE THEIR ANSWERS WERE VERY THOROUGH AND KNOW THEY SEND THEM TO THE REST OF THE TRUSTEES SHOWING OUR ACCOUNTABILITY AND OVERSITE. IF THEIR RESPONSES COULD BE ADDED TO THE RECORD SO IF ANYBODY HAS ANY QUESTIONS, CAN SHOW THAT WE HAVE ASKED THEM AND I WANT TO PUBLICLY STATE AS I SAID THIS TO YOU, MR. WORKS I REALLY APPRECIATE AS WE HAVE A MANTRA HERE ON THE BOARD AT LOOKING AT GOOD AND BAD DATA THE FACT THAT YOU SHARED IT WITH ME AND YOUR PLANS OF WHAT YOU ARE LOOKING FOR IN CLOSING THE EQUITY GAP BECAUSE OF THE PANDEMIC, THEY ARE ALL OF OUR KIDS. SO I APPRECIATE YOU BEING FORTHRIGHT AND HONEST AND TRANSPARENT IN THAT. READING YOUR PLAN. SO FOR ME, YOU ANSWERED ALL THE QUESTIONS AND I WOULD JUST LIKE TO INCLUDE IT IN THE RECORD. >> THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS? OKAY. >> THANK YOU VERY MUCH. >> THANK YOU FOR COMING. APPRECIATE IT. GOOD TO SEE YOU. NEXT WE HAVE N.C.3. >> GOOD EVENING, EVENINGS, PRESIDENT HEREDIA, BOARD OF THE TRUSTEES, SUPERINTENDENT EVANS, THIS IS A PRESENTATION OF AN NATOMAS CHARTER SCHOOLS THREE SCHOOLS. AND IN OTHER WORDS M.P.3 AND THIS PRESENTATION WAS PREPARED BY MEDY FARSI, OUR BUDGET DIRECTOR. WE WORKED CLOSELY WITH TOM ON THE NUMBERS. WE'RE GOING TO SHARE ALL THREE SCHOOLS. THE PROJECTIONS, REVENUE AND DISTRIBUTION AND SOME MULTIYEAR SUMMARIES. M.P.3 ELEMENTARY SCHOOL, THE ENROLLMENT WAS 356 FOR 2021. THE PROJECTED AVERAGE DAILY ATTENDANCE WAS 331 WHICH IS THE SAME AS THE PRIOR DUE TO HOLD HARMLESS. YOU CAN SEE THE BREAKDOWN THERE. THE UNDUPLICATED PERCENTAGE WAS 52.3 THAT IS THE THREE-YEAR ROLLING AVERAGE. IT DECREASED BY 1.83% FROM THE PRIOR YEAR. THEN THAT'S THE AVERAGE AMOUNT THE CHARTER SCHOOL RECEIVED PER PEOPLE. ALL OF THE ASSUMPTIONS THAT I'M GOING TO SHARE ARE BASED ON SECOND INTERIM AND THE JANUARY'S GOVERNOR'S BUDGET. THIS IS THE RE KNEW DISTRIBUTION MOST OF THE RESOURCES COME FROM ATTENDANCE THEN YOU CAN SEE FEDERAL REVENUE WHICH WAS CARES ACT FUNDING FOR 2021. EXPENDITURE DISTRIBUTIONS, THEY ARE AT 79% IN TOTAL SALARIES AN BENEFITS. OF THE TONIGHT BUDGETTANTS 7% MANAGEMENT SALARIES. THIS IS THE MULTIYEAR PROJECTIONS AS I SAID BEFORE. IT'S BASED ON THE GOVERNOR'S JANUARY BUDGET. IF YOU LOOK AT REVENUE, YOU SEE EXPENSES, THEN YOU SEE NET INCREASES AND DECREASES WHICH MEANS WHETHER REVENUE EXCEEDS EXPENSES OR THE REVERSE WHICH WOULD BE DEFICIT SPENDING. IF YOU SEE THE DEFICIT SPENDING FOR 2021 THAT WAS THE SECOND INTERIM BUT LOOKING AT THE BUDGET THEY'LL END THE YEAR WITH A SURPLUS WHEN WE CLOSE THE BOOKS DUE TO UNEK PENDED BUDGETS. 2021, 202, 2023, WE BUILT IN COST OF LIVING ADJUSTMENTMENT FOR 3.8% FOR 21-22 AND 1.6 FOR 22-23. WE USED RECOMMENDED TEMPERATURES INSTEAD OF DEPARTMENT OF FINANCING BECAUSE IT'S MORE CONSERVATIVE. SEE THEY HAVE A NICE ENDING POINT BALANCE OF ABOUT 18% FOR THE ELEMENTARY SCHOOL. AGAIN THIS IS NOW THE MIDDLE SCHOOL. M.P.3 MIDDLE. THAT IS THEIR ENROLLMENT OF 506. THEIR PROJECTED AVERAGE DAILY ATTENDANCE BASED ON HOLD HARMLESS, WE USE THE 1920 ATTENDANCE. YOU CAN SEE THE BREAK DON THERE. THEY'RE PROJECTED UNDUPLICATED PERMISSION ON A 3 YEAR AVERAGE IS 44.348 WITH A DECREASE OF 0 .09 FROM THE PRIOR YEAR. THIS IS THE AS MUCH AMOUNT [01:00:02] THEY RECEIVE FOR PEOPLE FOR GRADE SPAN. THEIR LARGEST SOURCE OF REVENUE IS BASED ON ATTENDANCE AT 88% AND THERE WAS CARES ACT FEDERAL MONIES FOR 2021. THEIR EXPENSE DISTRIBUTION IS 78% FOR SALARIES AND BENEFITS. THE MANAGE. SALARIES WERE 7%. THE MULTIYEAR PROJECTION, SAME ASSUMPTIONS THAT WE USED FOR THE ELEMENTARY SCHOOL. WE HAVE A 3. 8% COLA AND 120, 22 AND A 1.6% COLA IN 22-23. THEY'RE PRAYING AT A SURPLUS THAT INCREASED OVER REVENUES OF EXPENSE ARE A FOUL THREE YEARS, THEY HAVE A SIGNIFICANT RESERVE. M.P.3 HIGH SCHOOL, ENROLL. WAS 638. THIS IS THEIR PROJECTED AVERAGE DAILY ATTENDANCE WHICH IS BASED ON HOLD HARMLESS OF 1209, 20. THEIR UNDUPLICATED PERCENTAGE WAS 43.29. IT'S BASED ON A THREE YEAR AVERAGE AND DECREASED 1.95% OVER THE PRIOR YEAR. AVERAGE L.C.F.F.AMOUNT PER A.D.A.IS LISTED THERE. AGAIN YOU SEE THE L.C.F.F.FUNDING, THE LARGEST FUNDING SOURCE BASED ON A.D.A. THEY ALSO RECEIVE CASES ACT FUNDING, FEDERAL FUNDING. THEIR EXPENSE DISTRIBUTION IS AT 79% FOR A TOTAL SALARIES AN BENEFITS WITH AN 8% FOR MANAGEMENT SALARIES. SO HIGH SCHOOL, YOU CAN SEE THERE IS ALSO SIGNIFICANT ENDING FUND BALANCE RESERVES. PRETTY MUCH BALANCED ALL THREE YEARS, SLIGHT SMALL DEFICIT IN 22-23 BUT IT WILL BE BALANCED WITH THE GOVERNOR'S REVISION AND OTHER ADJUSTMENTS. I MENTIONED THE COLAS ALREADY WE USE FOR SCHOOL SERVICES OF CALIFORNIA. YOU CAN SEE THAT THERE. EVERYTHING WAS BID ON CONSERVATIVE ENROLLMENT IN A.D.A.THE ELEMENTARY SCHOOL, WE DID HAVE, WE INCREASED THE ENROLLMENT BY 48 STUDENTS FOR 21, 22 SCHOOL YEAR AND ANOTHER 24 STUDENTS FOR 22-23 DUE TO GROWTH AND EXPANSION OF THE ELEMENTARY SCHOOL. WE ALSO ADDED THE RELATED STAFFING FOR THAT. OF TWO STAFFING FOR NEXT YEAR THEN ADDITIONAL STAFFING FOR THE FOLLOWING YEAR. THAT'S ACTUALLY ON THE SLIDE HERE. I WAS AHEAD OF MYSELF HERE. THEN ON THE PRIOR SLIDE, WE HAVE THE UNDUPLICATED ACCOUNTS FOR THE M.P.3 ELEMENTARY, MIDDLE AND HIGH SCHOOL BASED ON THE THREE YEAR ROLLING AVERAGE. THOSE ARE THE ASSUMPTION THAT IS I ALREADY PROVIDED. IN CONCLUSION, M.P.3 IS PREDICTED TO HAVE DEFICIT SPENDING IN 120 BUT BASED ON ACTUALS THEY WILL HAVE A POSITIVE SURPLUS. MIDDLE SCHOOL IS NOT PROJECTING THE SPENDING AS THE HIGH SCHOOL. AGAIN THE SUBSEQUENT YEARS HAVE SUFFICIENT RESERVES AND THE ALL THREE SCHOOLS WILL HAVE A POSITIVE CERTIFICATION. THEN I CAN NOW TURN THIS OVER TO OUR PARTNERS AT TOM. >> QUICKLY BECAUSE I WANT TO YIELD MY TIME TO JOHN BECAUSE I KNOW HE WILL TAKE MORE. [LAUGHTER] I WANT TO THANK YOU. THERE ARE SO MANY PEOPLE TO THANK BECAUSE OF THE RELATIONSHIP WE HAVE WITH THE DISTRICT IT'S PRETTY INCREDIBLE. IF I STARTED TO LIST THEM ALL I KNOW I'M GOING TO FORGET NAMES, I WANT TO THANK THE SUPERINTENDENT AND STAFF FOR THE GENEROUS LEADERSHIP AND COMMUNICATION DURING THE PANDEMIC. AND FOR ALWAYS KEEPING ALL STUDENTS FIRST. IT HAS BEEN INCREDIBLE. MANY TIMES WE FELT REALLY OUT OF THE LOOP, BUT BECAUSE OF, WE KNEW HOW TO ACT, WHERE TO ACT AND BECAUSE OF THE COMMUNICATION PARTNERSHIP IT WAS INCREDIBLE. THE BOARD FOR ONE OF OUR CORE VISIONS, WHICH IS ESPECIALLY OUR DIVERSITY IS A STRENGTH WHICH I ALSO THINK IT INCLUDES SCHOOL CHOICE AND CHARTERS ABC GIVING KIDS THE OPTIONS TO GO PLACES WHERE THEY CAN SUCCEED. AND JAVETTA AND HER STAFF FOR THE WORK THEY DID ON THE BUDGETS. IF YOU AREN'T AWARE OF OUR HIGH SCHOOL AND MIDDLE SCHOOL WE'RE NAMED CALIFORNIA DISTINGUISHED SCHOOLS RECENTLY SO WE'RE PROUD OF THAT SO THANK YOU. >> CONGRATULATIONS. [APPLAUSE] >> I'M GOING TO, I'M SORRY, TOM, DID I INTERRUPT YOU? >> NO. [01:05:03] >> ARE YOU OPEN TO A FEW QUICK QUESTIONS? QUICK? >> I'M OPEN FOR QUESTIONS. >> I'M TRYING TO GIVE A QUEUE -- >> OKAY. I'M GOOD. >> I WILL DO THE SAME AS REQUESTED AND I APPRECIATE ALL OF OUR CHARTERS. I ASKED YOU ALL THE SAME QUESTIONS AND ALL OF YOU GAVE VERY THOUGHTFUL FULLY RESPONSIVE QUESTIONS THAT THEY JUST BE INCLUDED IN THE RECORD. AGAIN THANK YOU FOR OUR LEADERSHIP AND IN LOOKING AT WHERE YOUR STUDENTS WERE STRUGGLING AND THE EQUITY I GAP AND THE SERVICES THAT YOU CAN PROVIDE THEM. >> THANK YOU. >> JUST ONE THING, I WOULD LOVE TO REQUEST IF YOU WOULDN'T MIND MOVING FORWARD HAVING YOUR BOARD MINUTES ALSO POSTED ON-LINE FOR TRANSPARENCY PURPOSES. >> SURE. >> ALL OF THE SCHOOLS DO IT AND JUST THE DISTRICT DOES IT, HOPE THAT THAT CAN BE A SMALL REQUEST THAT I ADD ON TO YOU BUT I WANT TO END ON A POSITIVE NOTE. THAT I SHOULD HAVE THANKED JOE AND JOE SAID THIS AS WELL BUT SHARON, I SEE YOU EVERY THURSDAY. COORDINATING VOLUNTEERS OUT AT THE VACCINATION CLINIC. I DON'T THINK THE PUBLIC FULLY UNDERSTANDS HOW MANY OF OUR CHARTER LEADERS I'VE SEEN JOHN, JOE, SHARON, TOM, I'VE SEEN ALL OF YOU OUT THERE AND OUR PARENTS ARE NATOMAS PARENT ARE NATOMAS STAFF BUT ALSO CHARTER STAFF. SHARON WITHOUT FAIL. I ALWAYS SEE YOU THERE. THE PUBLIC NEEDS TO KNOW THAT THIS PARTNERSHIP DOESN'T JUST EXTEND HERE. BUT IT'S EXSTENNING OUT INTO COMMUNITY AND SO I WANT TO THANK YOU FOR THAT. [INAUDIBLE] >> ONE LAST PIECE, THROUGHOUT THE YEAR LOTS OF THINGS HAVE HAPPENED INCLUDING THE ACTION OF THE FOUNDATION TOOK IN TERMS OF DEALING WITH HOMELESS STUDENTS. VACCINATION CLINICS TESTING, ALL THOSE KIND OF THINGS, TO BE PART OF THAT IS INCREDIBLE. I KNOW WE'RE AN INDEPENDENT CHARTER BUT I COULD NOT BE PROUDER TO BE ASSOCIATED WITH THE INCREDIBLE DISTRICT LIKE NATOMAS UNIFIED. I'M SO PROUD TO YOU ASSOCIATED WITH YOU. THANK YOU. >> THANK YOU. THANK YOU. (CAPTIONS WILL RESUME SHORTLY.) >> WE ARE ALWAYS IN THE LOOP. WE'RE ALWAYS THOUGHT OF AS ONE OF THE TEAM. I WANT TO SAY THANK YOU TO ALL OF YOU AND TO EVERYBODY WHO WORKED IN DISTRICT WHO HELPED MAKE THAT HAPPEN. WE HAD A WONDERFUL YEAR THIS YEAR. BRINGING IT INTO A CLOSE, WE FEEL SUCCESSFUL ABOUT THE WORK WE'VE DONE TOGETHER. TONIGHT WE WOULD LIKE TO PRESENT OUR FINANCIALS TO YOU. FOR THE FINANCIALS I'LL TURN IT OVER TO OUR COLLEAGUE HERE MR. STEVE CORBET. >> GOOD EVENING, JUST TO QUICKLY EXTEND THAT CELEBRATION, A QUICK MOMENT OF THANKS TO SOME OF THE NAMES THAT YOU SEE UP HERE ON THE SCREEN TONIGHT. SHARLEEN, MEAGAN, DON, SHARYLINE IS RETIRING I UNDERSTAND. ELAINE, LOUIZE LOPEZ, A FANTASTIC JOB, MATT IS THE WIRES AND FIRES GUYS BEHIND THE SCENES. ROCHELLE WHO RECENTLY WAS PROMOTED TO DIRECTOR. HEIDI AND ANGELA SO THANK YOU TO EVERYONE BECAUSE IT REALLY IS A TRUE PARTNERSHIP [01:10:02] (CAPTIONS WILL RESUME SHORTLY.) THE ATTENDANCE IS BASED UPON LAST YEAR'S ATTENDANCE, A LITTLE MORE THAN 9 -- 96%. SO WE COMBINE THEM TOGETHER. WHAT A YEAR IT HAS BEEN. A YEARS AGO WE WERE LOOKING AT A GLOBAL ECONOMIC SHUTDOWN. SCHOOL SERVICES SAID THERE WERE NO MODELS TO PREPARE. SO I THINK ALL BUDGETS LOOKED SOMEWHAT LIKE OUR ADOPTED BUDGET WITH NEGATIVE NUMBERS PROJECTING A 5, 10, 15% CUTS BRACING FOR THAT AND SECOND INTERR.I.M. THOSE THINGS TURNED AROUND. HERE SECOND REPORT WE'RE ADOPTING A POSITIVE BUDGET. THE BUDGET CONTINUES FOR THE TWO SUBSEQUENT YEARS AS WELL A DIFFERENT REPRESENTATION OF THE BUDGET ITSELF. REVENUE DISTRIBUTION AND EXPENSE DISTRIBUTION FANCY TERMS FOR HOW THE MONEY COMES IN AND WHERE IT GOES. SEE THAT THE MAJORITY OF THE FUNDS COME FROM THE L.T.F.F. MAJORITY FROM STATE FUNDS ON THE EXPENSE SIDE WE HAVE ABOUT 77% OF OUR SALARIES GOING TOWARDS CLASSIFIED SALARIES AN BENEFITS WHICH IS ON PAR FOR A DISTRICT OF OUR SIZE. IT'S NOT JUST ABOUT BUDGETS. IT'S ALSO ABOUT CASH AND CASH FLOW AND CASH MANAGEMENT PARTICULARLY AT THE TIME OF DEFERRAL. UP ON THE SLIDE IT'S HARD TO SEE THE FIRST FEW MONTHS THERE THAT ARE IN GREEN ARE THE CASH BALLS. REMAINING BLUE CELLS ARE THE PROJECTED CASH BALANCES, BALANCES INCLUDE ANTICIPATED DEFERRALS THAT YOU WOULD HOPE GET REMOVED IN THE UPCOMING REVISED. MORE ABOUT THAT ON FRIDAY BUT THESE DO INCLUDE THE DEFERRAL AMOUNT BUT CASH REMAINS POSITIVE THIS YEAR AND THE NEXT FEW YEARS AS WELL. I BELIEVE IT WAS TRUSTEE KAPLAN THAT ASKED IF WE COULD CREATE COMMON LANGUAGE AND THE COMMON LANGUAGE IS REALLY ABOUT CERTIFICATION OF BUDGETS. IF WE HAD TO CERTIFY OUR BUDGET WE WOULD BE ABLE TO MEET OUR OBLIGATION FORCE THIS SCHOOL YEAR AND NEXT SCHOOL YEAR AS WELL. WITH THAT I WOULD ASK IF THERE ARE ANY QUESTIONS, AND OPEN IT UP TO THE FLOOR. THANK YOU. >> MISS KAPLAN. >> SAME MANTRA, REALLY WANT TO APPRECIATE YOU GUYS TAKING THE TIME ANSWERING THE QUESTIONS BUT MOSTLY CAME FROM FICK MATT. I'M SURE YOU ARE AWARE OF THAT. A LOT OF IT HAD TO DO WITH AUDITING AND ACCOUNTING. INSTEAD OF REALLY GOING THROUGH IT, I WOULD JUST WANT TO HAVE THE RECORD INCLUDE YOUR RESPONSES. SO THAT IF ANYBODY WANTS TO SEE THE QUESTIONS WE'VE ASKED, AND I APPRECIATE AGAIN EACH ONE OF YOU WITHOUT COORDINATING GAVE VERY THOUGHTFUL RESPONSES TO THE EQUITY QUESTION. LOOKING AT THE OPPORTUNITIES GAPS THAT HAPPENED THROUGH THE PANDEMIC. I WANT TO THANK YOU FOR THAT BECAUSE THAT IS NOT PART OF BUDGET BUT BECAUSE IT'S ALL OF OUR KIDS, WHAT WE'VE LEARNED THIS YEAR IS PUTTING THEM FIRST AND HOW CAN WE BE ALIGNED FOR THE SUCCESS OF ALL OF THE KIDS? AGAIN SHOUTOUT AS ALWAYS JOHN, A PLEASURE TO SEE YOU AS THE VACCINATION CLINIC AND MANY OF YOUR PARENTS AND PARTNERS OUT THERE. WE COULDN'T RUN THIS WITHOUT YOU GUYS, SO THANK YOU. >> ANY QUESTIONS? >> BEFORE I LEAVE I WOULD LIKE TO SAY THIS IS MY 23RD YEAR I'M CELEBRATING THIS YEAR MY SON TYLER IS GRADUATING FROM OUR DISTRICT. I REMEMBER STANDING IN THE ROOM, HARD TO BELIEVE WE'RE STILL TOGETHER. BABY IS HEADING OFF TO COLLEGE IN THE FALL. THANK YOU TO EVERYBODY IN THE DISTRICT FOR HELPING MY FAMILY, YOU KNOW RAISE OUR CHILDREN. THANK YOU. THANK YOU. [APPLAUSE] >> CONGRATULATIONS. >> THANK YOU. >> I THINK YOU WON THE TIME AWARD. THAT IS AWESOME, YEAH. >> AT THIS TIME I'M LOOKING [XIV. CONSENT ITEMS ] FOR A MOTION AND A SECOND TO APPROVE THE CONSENT CALENDAR. >> SO MOVED. >> SECOND BY. >> GRANT. >> SECOND BY TRUSTEE HARDEN. WOULD YOU CALL THE ROLE PLEASE, JEN. >> MOTION CARRIES 6-0. ACTION ITEMS NOW, FIRST [XV.a. Second Reading - Approve the Administrative Regulation ] ACTION ITEM IS THE SECOND READING TO APPROVE THE ADMINISTRATIVE REGULATION. A.R.0100. STUDENT SUCCESS, WE'VE TWO SPEAKERS THAT WANT TO [01:15:06] ADDRESS THIS. LISA AND WELCOME BACK AND ROSS LINDH. I WANT TO -- ROSLYN. SHARON, I HAVE YOU DOWN FOR THE NEXT BUDGET ITEM -- THE NEXT ITEM. SO SUPERINTENDENT EADVANTAGES I'M GOING TO TURN IT -- EVANS, I'M GOING TO TURN IT OVER TO YOU. >> BEFORE WE GET TO NOTING THE E. COMMENTS GETTING A CHANCE FOR THE PUBLIC SPEAKERS, THANK YOU, TRUSTEES AND OTHERS FOR YOUR INPUT. THE DRAFT A.R.REPRESENTS HOPEFULLY IT WAS CLEAR, HIGHLIGHTED POINTS AND STRIKE THROUGHS ARE WHERE CHANGES WERE RECOMMENDED AND PUT INTO PLAY. AND I REALLY THINK THIS IS GOING TO BE A REALLY POSITIVE STEP FORWARD FOR NATOMAS UNIFIED. IT'S GOING TO BE A NEW AND DIFFERENT KIND OF WORK. I ASK FOR PEOPLE TO BE PATIENT WITH US AS WE TRY TO TAKE A LOT OF THE GOOD THINGS LIKE OUR DIVERSITY HIRING PROGRAM WHICH I WAS ASKED ABOUT TODAY AT AN EVENT AND OUR RACE AND SOCIAL JUSTICE CLASS AND RESTORATIVE PRACTICES. THE THINGS WE'VE BEEN DOING FOR YEARS, WE TRY TO MAKE IT WHO WE ARE, NOT JUST THINGS THAT WE DO. SO WITH THAT, CHRISTINA, I KNOW YOU HAVE SOME E. COMMENTS AND THEN I'LL TURN IT BACK TO THE PRESIDENT TO HAVE THE PUBLIC SPEAKERS THEN THE BOARD CAN DISCUSS. >> WE DID RECEIVE THREE E. COMMENTS FOR ACTION ITEM A. WE RECEIVED E. COMMENTS FROM LINDSAY JOINER, RASS LYNN BILL AND HERMAN REOS, THEY WERE' FORWARDED TO THE BOARD PRIOR TO THE MEETING AND WILL BE INCLUDED IN THE MINUTES. >> OKAY. SO TRUSTEES, BEFORE I CALL ON YOU TO COMMENT ABOUT THIS ACTION ITEM, IF THERE IS NO OBJECTIONS I'M GOING TO ASK OUR TWO SPEAKERS WHO WISH TO ADDRESS THE ITEM TO COME TO THE PODIUM FIRINGS -- FISH, SO THAT WOULD BE -- PODIUM FIRST, LISA AND IS IT ROD -- ROSALYN BELL. >> ALL RIGHT. LISA? >> GOOD EVENING, NICE TO SEE YOU AGAIN, I'M GETTING A LITTLE DEJA VU UP HERE, BUT GOOD EVENING. I'M HERE TO AGAIN CONGRATULATE THE INITIATIVES OF THE ACTION MOVING FORWARD. I SPOKE AT THE BOARD MEETING LAST WEEK, LAST MONTH. I'M A LITTLE TRIED TODAY. SORRY. I'VE TAKEN THE LEAD AT I.H.S.TO IMPLEMENT ETHNIC STUDIES COURSE AND WE'RE READY FOR IT. WE'VE TAKEN SCHEDULING INTO ACCOUNT. I'VE SPOKEN WITH ADMIN. COUNCILORS AND DEPARTMENTS THAT THE SCHEDULE WOULD EFFECT. THEY'RE IN AGREEMENT. WE'RE READY TO PILOT THIS KIND OF COURSE IF THE DISTRICT IS READY TO INPLENTY MULTIPLE COURSES IN DIFFERENT SCHOOLS. I APPRECIATE IT'S NEW AND DIFFERENT WORK. GOES NEW FOR MYSELF BECAUSE I DON'T HAVE AN ETHNIC STUDIES BACKGROUND. IT'S HISTORICALLY ROOTED IN SOCIAL ACTION FROM GROUPS IN THE 1960S, SO OVER THE PAST COUPLE OF YEARS I'VE LEARNED WITH MY HISTORY BRAIN BECAUSE I'M A HISTORY BRAIN MORE ABOUT THAT. SO IN SUGGESTING SOME THINGS AS I'M A CURRICULUM AND INSTRUCTION ASSOCIATION, FOR, I WOULD LIKE TO SUGGEST STARTING A COMMITTEE OF EDUCATOR AND POSSIBILITY COMMUNITY STAKEHOLDERS TO IMPLEMENT THE COURSE FOR THE 2023, 2023 SCHOOL YEAR. THE COURSE WOULD GO ALONG WITH TEXT BOOK ADOPTION AND PROGRESSIONAL DEVELOPMENT FOR THE EDUCATORS THAT WOULD BE TEACHING. THESE ARE THE MANDATORY BUDGET CONCERNS THAT NEED TO BE ADDRESSED. OPTION IS ALSO SACRAMENTO STATE. THE BOOK CREATED BY DALE ALLEN GERR, I WAS LATE IN THE PROGRAM. I GRADUATED IN 2013. SO ADELE AND SOME OTHER MENTOR PROFESSORS, I WORKED CLOSELY WITH THEM. SO THEY COULD HELP US WITH THE TEXT BOOK. I FEEL LIKE HAVING STUDENT TEACHERS WHICH WE'VE DONE IN THE PAST WOULD BE VERY HELPFUL AND I THINK THERE ARE SOP CO-TEACHING METHODS THAT WERE BROUGHT UP LAST TIME FOR THE LITERACY PLAN. THOSE ARE SOMETHINGS WE COULD CONSIDER UTE LIVE THEM. FURTHER MOTHER I AND OTHER EDUCATORS HAVE IDEAS ON WHAT PEDAGOGUE TOE USE WHEN TEACHING A DISCIPLINE OF ETHNIC STUDIES, CULTURALLY RELEVANT PEDAGOGUE, I REMEMBER YOU MENTIONING LAST MONTH AND ANTI-BIAS FRAMEWORK THAT CAN BE CREATED BY US OR ADOPTED FROM CONSTRUCT L.A. SUCH AS LEARNING FOR JUSTICE. IT'S FUNNY BECAUSE THAT WAS MR. IKE THAT SPEAK, WEST [01:20:03] LAKE CHARTER, THEIR STANDARD THEY HAVE ADOPTED -- >> YOUR TIME IS UP. I'M GOING TO GIVE YOU ONE MORE SENTENCE. >> THE QUESTION HERE IS HOW WILL WE ENGAGE IN THE PRACTICE OF ETHNIC STUDIES? AGAIN I WANT TO CONGRATULATION AND BE A PART OF IT. >> THANK YOU. >> GOOD EVENING, MY NAME IS ROSALYN BELL. I'M A PARENT IN THE DISTRICT. I WANTED TO START BY THANKING TEACHERS AND STAFF WHO HAVE BEEN DOING THE WORK BECAUSE IT'S DEEPLY APPRECIATED. THAT'S WHO I WANT WORKING WITH MY CHILD AND WALKING ALONGSIDE ME AS A PARENT BUT I WANTED TO SHARE SOME EXPERIENCES BESIDES THE TECHNICAL COMMENTS I SUBMITTED. WHAT WE HAVE SEEN IN SCHOOLS IS WHEN PEOPLE ARE COMING FROM DIFFERENT BACKGROUNDS THEY SEE THINGS DIFFERENTLY. THEY'VE DIFFERENT EXPERIENCEDDANCE IT MAKES IT VERY CHALLENGING FOR PARENTS TO COMMUNICATE THEIR CHILD'S NEEDS AND TO NAVIGATE THE SCHOOL SYSTEM SOMETIMES. THERE WERE TWO AREAS WE SAW SOME ISSUES IN SCHOOL. ONE WAS WITH SOMETIMES TEACHERS USING OLD ASSIGNMENTS THAT ARE NOT APPROPRIATE FOR DIVERSE STUDENT GROUP. SO THERE WAS A LOT OF WORK DONE ON THE CURRICULUM BUT SOMETIMES I THINK THAT'S AN AREA WHERE THE DISTRICT CAN FURTHER SUPPORT TEACHERS THROUGH THIS TIME. THE OTHER AREA WAS WHEN THERE WAS A CLASSROOM WHEN THERE WAS TOO MANY KIDS BASED UPON THE KID'S NEEDS. IT DOES TAKE TIME TO BUILD RELATIONSHIPS WITH STUDENTS AND WITH PARENTS. SO I'M CONCERNED, WONDERING HOW THAT WORKS OUT. YOU KNOW, BECAUSE IT'S NOT JUST THE NUMBER. WHO IS IN THE CLASS? BUT MY REAL HOPE IS THAT IN IMPLEMENTING THE RULE WE KEEP IT STUDENT CERTAINTIED AT ALL TIMES. -- CERTAINTIED AT ALL TIMES BEFORE WE LIVED THROUGH THE PAST COUPLE OF YEARS BOTH THE COVID PANDEMIC AND RACISM PANDEMIC WHICH MY BELIEF IS CAUSED IN PART BY THIS HISTORIC MISEDUCATION IN OUR COUNTRY. I'M NOT SINGINGING -- SINGLING OUT NATOMAS. SCHOOLS REALLY DO HAVE A RESPONSIBILITY TO SET THE RECORD STRAIGHT BUT ALSO TO TELL THE TRUTH GENERALLY AND THIS IS A VERY BEAUTIFUL COMMUNITY. I JUST HOPE ALL OF US COMMIT TO EACH OTHER AND TO OUR CHILDREN TO SEE TO IT THAT RACISM DOESN'T HAVE A PLACE IN THE SCHOOL DISTRICT. THANK YOU. >> THANK YOU. >> THANK YOU. >> I'M GOING TO OPEN IT UP TO QUESTIONS OF THE BOARD OR COMMENTS ABOUT THE A.R.0100. QUESTIONS OR THOUGHTS? >> I'M REALLY LOOK FORWARD TO THE WORK AND AS SUPERINTENDENT EVANS SAID, HAVE PATIENCE. YOU KNOW BECAUSE PART OF ME WANTS TO GO HOW ARE WE IMPLENTYING, HOW ARE WE COORDINATING GETTING TO SOME OF WHAT LISA SAID. SO THOSE ARE THE REPORTS THAT AS WE MOVE FORWARD I LOOK FORWARD TO READING AND HEARING ABOUT AND RECEIVING REPORTS BACK BECAUSE I THINK AS WE DO THIS, WHAT IS SO IMPORTANT IS THE INTEGRATION OF EVERYTHING WE'RE DOING. NOT JUST SOCIAL JUSTICE OR CULTURALLYLY RELEVANT BUT HOW ARE WE ENGAGING AS A DISTRICT, AS A CULTURE, AS A STAFF SO IT ISE A ALL INCLUES -- TEST A ALL INCLUSIVE -- SO IT'S ALL INCLUSIVE? >> I AGREE. >> I DO AS WELL. ONE THING I LIKE IS THE SUPERINTENDENT MADE IT CLEAR THIS IS NOT SOMETHING FROM THEPANDEMIC OR SOMETHING NEW. AND TAKING IT HEAD ON. SO KUDOS. >> I WOULD LIKE TO ADD ON AS A STUDENT I NOTICED OVER MY YEARS OF SCHOOLINGS SOMETIMES WE GET BOOKS THAT ARE REALLY OUT OF, LIKE, AGE AND WE SHOULD HONESTLY HAVE MORE OF A CURRICULUM THAT DOES HAVE MORE DIVERSITY. NOT JUST THE CLASS THAT IS SOCIAL JUSTICE OR RATION SOCIAL JUSTICE BUT IN ALL OF THE CLASSES. ENGLISH SOMETIMES WE READ BOOKS ABOUT HUCKLE BERRY FINN AND IT FEELS LIKE DREADFUL TO READ THROUGH IT INSTEAD OF THAT AND OUR DIVERSE DISTRICT. I WOULD LOVE TO READ SOMETHING WITH AN AUTHOR WHO LOOKS LIKE ME OR OTHER PEOPLE IN OUR DIRECT LIKE PACIFIC ISLANDERS, ASIANS, AND EVERYONE, EVERYONE. SO I THINK JUST REPRESENTATION OF OUR COMMUNITY WOULD BE AWESOME IN ALL OF OUR CLASSES NOT JUST ONE CLASS. >> MOVE APPROVAL. >> CAN I OFFER MY COMMENTS? [01:25:02] >> YES. >> PRESIDENTS HAVE COMMENTS? [LAUGHTER] I'LL TRY TO KEEP THEM SHORT. I'LL TRY TO BE LIKE JOHN. YOU KNOW, WHEN YOU READ THIS, A.R.AND I REALIZE THERE ARE BOARD POLICIES ALSO THAT WILL COMPLEMENT THE WORK OF THIS, I'M EXTREMELY ANXIOUS ABOUT THIS A.R. AND, YOU KNOW, LISA, I YOU A LEWDED TO THIS. IF YOU -- YOU ALLUDED TO THIS. IF YOU DISSECT THIS, THIS IS SOMETHING WE'VE NEVER ATTEMPTED TO DO IN THE DISTRICT WHEN YOU LOOK AT THE WORK OF DEL, WHEN YOU LOOK AT THE WORD OF GLOVE GLORIA OR HENRY GEROUX OR THOSE THAT YOU STUD ED. AND SO WHEN YOU DIG DOWN DEEP. WE USE THE TERM "SOCIAL JUSTICE." WE USE CULTURALLY REEL VENT CURRICULUM. WE USE "EQUITY." ONE THING THAT I LOOK FORWARD TO IS WHEN WE DEFINE WHAT THAT MEANS, OR WE LEAVE IT TO THE EXPERTS SO WHEN WE USE THOSE TERMS, WE, WE GIVE MEANING TO THEM THAT IS APPROPRIATE FOR THIS DISTRICT. YOU KNOW WHEN YOU LOOK AT THE TERM SOCIAL JUSTICE IT'S AN UMBRELLA TERM AND UNDER THAT FALLS CULTURALLY RELEVANT PEDAGOGUE, WHAT DOES THAT MEAN? YOU KNOW AND THEN TRUSTIO KAPLAN TALKED ABOUT MAKING SURE THERE IS A CONNECTION. SO YOU KNOW, IT'S LIKE YOU SEE SOMETHING BUT YOU DON'T KNOW ABOUT ALL THE WIRES UNDERNEATH. YOU DON'T KNOW THAT CONNECTION. SO THIS HAS GREAT IMPLICATIONS FELLOW TRUSTEE, GREAT IMPLICATION BOSTON WHAT WE DO IN THE DISTRICT -- IMPLICATIONS ABOUT WHAT WE DO IN THE DISTRICT WHEN WE DISENTANGLE THE MEANING BEHIND THE WORDS AND THE PROFESSIONAL DEVELOPMENT AND THE CURRICULUMS. IT'S, IT WOULD BE MORE THAN I'VE EVER SEEN THIS DISTRICT AGGRESSIVELY TRYING TO DO. I'M REALLY PROUD OF, YOU KNOW, PROUD OF THE BOARD TO SUPPORT THE IDEA. I'M PROUD OF THE SUPERINTENDENT FOR BRINGING THIS FORWARD TO >> THIS IS OUR NEXT STEP IS TIME TO REINVENT WHAT WE HAVE BEEN DOING FOR A LONG TIME AND WHEN YOU HEAR OUR ESTEEMED STUDENT BOARD MEMBERS SAY IT WOULD HAVE BEEN NICE TO HAVE READ SOMETHING BY AN AUTHOR THAT LOOKS LIKE ME. AND NOT ONLY AT A HIGH SCHOOL LEVEL BUT AT A VERY YOUNG AGE SO WE BEGAN TO SEE CHILDREN'S LITERATURE AND THE INTEGRATION OF THINKING HOW NICE IT WOULD BE TO READ AND TO LEARN TO READ WITH MATERIALS THAT'S RELEVANT NOT ONLY TO YOUR INTEREST BUT PYOUR BACKGROUND AND TO WHAT'S HAPPENING AND I AM EXCITED ABOUT THIS IRON IN PATIENTS AARON MORE THAN ANYBODY CHANGE TAKES A LONG TIME AND A LOT OF PLANNING AND BUDGETING AND PROFESSIONAL DEVELOPMENT IN EDUCATION AND COLLABORATION I REALIZE THAT BUT IT IS JUST TIME WE MOVE FORWARD AND OUR KIDS DESERVE IT. THE KIDS IN THIS DISTRICT THE NEW YORK TIMES HAS TEAMED ONE OF THE MOST DIVERSE DISTRICTS IN THE NATION. I THINK TRUSTEE ? DID YOU HAVE A MOTION? >> MOTION. >> SECOND. >> TRUSTEE GARCIA SECONDS THAT MOTION. >> GARCIA. >>. [XV.b. Approve Resolution 21-19 to Commit Funding for Additional Personnel to Address the COVID-19 Pandemic and Post Pandemic Needs ] IMPROVE RESOLUTION 2-1-19 FUNDING ADDITIONAL PERSONNEL ? WITH THE COVID-19 PANDEMIC, SUPERINTENDENT, WE HAVE ONE PUBLIC COMMENT FOR THIS ITEM AND THIS THURMAN? [01:30:01] ? MISS THURMAN? WELCOME. >> THANK YOU GOOD EVENING EVERYONE THIS IS SO GOOD TO SEE YOU. MY NAME IS SHARON THURMAN I AM A MEMBER OF ? AND AN EMPLOYEE WITH ARTISTRY. THERE ARE SEVERAL ITEMS I WOULD LIKE TO ADDRESS AND HAVE THE BOARD CONSIDER, THE TRUTH READING, MATH AND ? I WOULD LIKE THE BOARD TO ADDRESS THE TRUTH OF THE FAILURE OF OUR STUDENTS TO BE TAUGHT THEIR GRA MAJORITY OF STUDENTS DO NOT. YOU CAN REFERENCE SEVERAL SOURCES LOOKING AT OUR RESULTS AND EIGHTH GRADERS AND 11TH GRADERS THE TRUTH ABOUT OUR MATH SCORES AS OUR SUPERINTENDENT POINTED OUT, THEY ARE NOT GOOD. FOR THE MAJORITY OF OUR STUDENTS, WE CAN DO BETTER. AND SPEAKING OF THE TRUTH IF WE CALL IT SYSTEMIC OR SYSTEMATIC THE END RESULT FOR OUR STUDENTS IS LESS THAN EXCELLENT EDUCATION AND WE CAN DO BETTER. NOW LET'S TALK ABOUT ? IF I'M CORRECT THE GOVERNMENT HAS SENT A RETURN OF $31 MILLION TO BE ALLOCATED TO HELP US RECOVER FROM THE PANDEMIC, TO HELP OUR STUDENTS SUCCEED. I PERSONALLY HAVE ONLY HEARD ABOUT 17 MILLION AND I AM WONDERING WHAT'S HAPPENED WITH THE OTHER 14 OR WHAT WILL HAPPEN WITH THE OTHER 14? ARE WE INVESTING IN HIRING AS MANY SPECIALISTS AS WE ARE LPNS? ARE WE TAKING EFFECTIVE TEACHERS OUT OF THE CLASSROOM, GIVING THEM A TITLE, TEACHERS ON SPECIAL ASSIGNMENT, REDUCING THEIR EFFECTIVENESS, GIVING THEM A RAISE? INSTEAD OF INVESTING IN TEACHERS BEING TRAINED TO TEACH OUR KIDS TO READ? YOU MIGHT KNOW I WORK WITH VIRTUAL TUTORING AND 50 PERCENT OF THE KIDS I AM WORKING WITH HAVE TROUBLE PRONOUNCING WORDS TO THE MATH PROBLEM SO HOW WILL THEY BE ABLE TO UNDERSTAND THE CONTESTS, HOW CAN THEY COME TO A LOGICAL CONCLUSION FIGURING OUT MISSING VARIABLES THEY HAVE TROUBLE PRONOUNCING A WORD?O AS BOARD MEMBERS I AM ASKING YOU TO HAVE THE STAFF DO A THOROUGH REVIEW OF A PERCENTAGE OF ALL OF OUR STUDENTS INCLUDING AFRICAN-AMERICAN STUDENTS WHO ARE NOT TAUGHT TO READ AT GRADE LEVEL, HAVE STUDENTS ? HAVE THE STAFF EXPLAINED TO US WHERE THE REMAINING $14 MILLION IS BEING ALLOCATED AND IF A LARGE PORTION CAN BE USED TO PROVIDE NEEDED INTERVENTION FOR READING AND MATH AND WE ARE DOING A WONDERFUL JOB WITH COVID'S CLINIC, RAPID TESTING, ETC. WE NEED TO DO JUST AS MUCH WITH OUR CHILDREN IN THE AREA OF READING AND MATH. THIS IS AN EPIC OPPORTUNITY TO TRANSFORM OUR DISTRICT FROM BEING SUBSTANDARD AND COMPARING OURSELVES TO OTHER SUBSTANDARD DISTRICTS IS TIME FOR US TO RAISE THE BAR OF EXCELLENCE AND COMPARE OURSELVES TO THAT EXCELLENT STANDARD SO THAT WE CAN FULLY ACHIEVE THAT AND IT WILL ONLY HAPPEN WITH EXCELLENCE IS THE GOAL FOR EVERYONE. THANK YOU. >> PRESIDENT I DID WANT TO KNOW IF WE RECEIVED A COMMENT FOR THIS ITEM AS WELL FROM DORIS HAMILTON SENT TO THE TRUSTEES PRIOR TO THE BOARD MEETING. THANK YOU. >> COMMENTS AND QUESTIONS FROM THE BOARD? >> QUICKLY I APPLAUD THE BOARD TAKING THE DIRECTION THAT WE HAVE FOR ME AS WE MOVE FORWARD AS WE APPROVE THIS AND WHAT IT MEANS FOR BUDGET CUTS I REALLY HOPE IN THE TWO YEARS THAT WE HAVE OUR SOCIAL WORKERS AND THAT WE CAN TIE AND ALIGN THEM TOGETHER BECAUSE I THINK THEY COULD BE LEADERS IN OUR EQUITY WORK SO WITH THEM BEING ON THE FRONT LINE, INTERESTED IN HEARING THE THOUGHTS OF STAFF GOING FORWARD AND I CAN'T SEE US EVER GOING BACK TO A PLACE WHERE WE DON'T HAVE SOCIAL WORKERS SO AS WE LOOK AT WHAT IS A GOOD NUMBER OF SOCIAL [01:35:04] WORKERS FOR ME GOING BACK TO ZERO IS NOT AN OPTION AS WE HAVE INVESTED IN SOCIAL AND EMOTIONAL LEARNING BUDGET PREPARATION TWO YEARS OUT. HAVING SOCIAL WORKERS AND THERE WILL BE IMPORTANT. >> I WANT TO SAY I AGREE WITH THE COMMENTS OF TRUSTEE KAPLAN AND I WANT TO ADDRESS COMMENTS MADE BY MISS THURMAN. I AGREE WITH YOU. I LOOK AT THE DATA IN THE DISTRICT AND THE DATA THAT YOU ARE QUOTING HAS COME FROM OUR SUPERINTENDENT AND I JUST GOING TO SAY I STAND READY TO PARTNER WITH YOU ON THOSE THINGS I THINK YOU KNOW THAT AND I AM GRATEFUL THAT YOU SHOWED UP TONIGHT. I AM NOT IMPRESSED BY A LOT OF THE BAD NUMBERS BUT WE ARE TRYING TO MOVE FORWARD. YOU HAVE THE COMMITMENT TO CONTINUE TO DO THAT AND I WOULD ASK FOR STAFF TO DIRECT MISS THURMAN TO SOME OF THE ACTIONS WE HAVE TAKEN AND LET'S HEAR SOME THINGS WE CAN DO TO IMPROVE. I WOULD MOVE APPROVAL OF THIS ITEM UNLESS THERE IS FURTHER COMMENTS. >> A QUICK COMMENT I WANTED TO SAY AS A BOARD AND SOMETHING I HAVE ALWAYS ADMIRED IS OUR ABILITY TO ACKNOWLEDGE ? TO BE HONEST WITH YOU LIKE WAS SAID AT THE LAST MEETING ? TO ACKNOWLEDGE. [INDISCERNIBLE] CREDIT FOR WHAT WE DO AREA WE NOT ONLY ACKNOWLEDGE BUT WE ARE COMMITTED TO WORK ON PSPECIFICALLY ISSUES LIKE READING AND MATH AND WE UNDERSTAND THE COMMENTS THAT WE UNDERSTAND EVEN THOUGH WE ARE IMPROVING WE ARE NOT WHERE WE SHOULD BE AND WE HAVE TO TRY TO IMPROVE AND GET TO A POINT WHERE WE CAN REACH A STANDARD OF EXCELLENCE. THANK YOU. >> I ECHO WITH TRUSTEE BAINES AND GRANT, THANK YOU FOR THE DIRTY DATA IT HAS BEEN GREAT TO SEE IT I HOPE YOU REMEMBER THIS IS NOT A PANDEMIC THING, THIS HAS BEEN A THING FOR A LONG TIME AND WE HAVE TO FIGURE THIS OUT AND THANK YOU TO THE BOARD AND I THANK YOU FOR COMING OUT TONIGHT. >> I THINK MY NAME IS JUST THERE.THERE IS NOT MUCH MORE TO PRESENT ON THIS OTHER THAN THIS IS A RESOLUTION IN DIRECT ALIGNMENT WITH WHAT WE SHARED AT THE LAST MEETING. >> MOVED BY A TRUSTEE KAPLAN. SORRY, TRUSTEE GRANTS. SECOND BY TRUSTEE KAPLAN. WOULD YOU CALL THE ROLE PLEASE? >>.ROLL CALL VOTE]. >> MOTION CARRIES 6-0. [XV.c. ITEM G APPROVE RESOLUTION NUMBER 12-20 ESTABLISH TEMPORARY INTERFUND TRANSFER. ANY QUESTIONS OF STAFF? ARE WE READY TO MOVE ON? >> JUST A COMMENT I WANT TO THANK STAFF FOR OBVIOUSLY NEVER SLEEPING IN ANSWERING MY QUESTION COMPLETELY AFTER HOURS SO THANK YOU FOR THAT AND I FELT SO BAD AND KUDOS. >> SO TRUSTEE HARDIN, WAS THAT A MOTION? I JUST GOING TO SUBSTITUTE A PRIOR UNANIMOUS ROLL CALL. I AM TRING TO GET TRUSTEE GARCIA ANOTHER CHANCE TO MAKE A MOTION BEFORE SHE DOES HER FINAL EXIT. MOVING ON. DISCUSS AND APPROVE THE NAME OPTION FOR THE MAIN ENTRY ROAD. >> I'M SORRY, DID WE HAVE A MOTION AND A SECOND? >> IT WAS A PRIOR UNANIMOUS. >> ALL MOTION. >> COOL. >> I EMOTIONS AND TRUSTEE GARCIA SECOND. >> PRIOR UNANIMOUS ROLL CALL. >>. Discuss and Approve Name Options for Main Entry Road at Paso Verde School ] WE ARE TALKING ABOUT THE ROAD. [INDISCERNIBLE] >> I WILL SAY THIS I MADE THEM PUT THIS ON HERE WE HAVE TO NAME THE ROAD UNTIL SUCH TIME THE FUTURE DEVELOPMENT TURNS IT INTO AN OFFICIAL CITY OR COUNTY ROAD AND WE RE LIMITED WITH WHAT WE CAN DO AND SINCE IT IS GOING TO BE A LONG-TERM TEMPORARY NAME I THINK THE BEST WAY TO PUT IT, AND THERE ARE LIMITS AND WE CAN'T GET CUTE AND WE CAN'T CALL IT. [INDISCERNIBLE] THERE ARE VERY LIMITED THINGS WE CAN DO I ASKED THE FACILITY TEAM TO PUT IT ON SO THAT I WOULD NAME IT ROAD A OR SOMETHING AND GET IN TROUBLE. >> I THINK IT ODD BECAUSE THERE IS NO PASO VERDE LANE. I HEAR THAT PASO IS USED ELSEWHERE BUT THERE IS NO PASO VERDE LANE IN THE COUNTY. >> LET'S GET THIS DONE QUICKLY BECAUSE THIS IS TRULY TIME NOT SPENT WELL FOR THE BOARD. >> WE ARE HERE TO NAME THE STREET A. SO WE WILL SLAP THE NAME AND MARCH 30 WE WERE NOTIFIED BY THE CONTRACTOR THAT WE HAVE TO HAVE A NAME FOR THIS ROADWAY TO COMPLETE THE INTERSECTION APPROVALS AND SO I STARTED COMMUNICATING WITH THE COUNTY ON WHAT THE EXACT REQUIREMENTS WERE FOR NAMING THE ROAD AND IS IMPORTANT TO KNOW THAT IT COULD EVENTUALLY BECOME A COUNTY ROAD IF HOMES ARE BUILT ALONG THAT IN THE NAMINGOF THIS ROAD DOES NOT FALL UNDER . [INDISCERNIBLE] SO CERTAIN REQUIREMENTS ARE, IT HAS TO BE 3 CHARACTERS OR LESS INCLUDING THE SPACES AND IT HAS TO HAVE A SUFFIX LANE. AND SO STAFF RAN A FEW NAMES BY THE COUNTY THAT WE THOUGHT MIGHT WORK AND THESE ARE ALL NAMES THAT THE COUNTY HAS APPROVED. PB LANE, PB SCHOOL LANE AND. [INDISCERNIBLE] LANE. >> I THINK I COULD GO WITH EITHER. [INDISCERNIBLE] SCHOLAR >> THE PD SCHOLAR LANE WOULD BE THE FIRST CH FOR ME. >> SAME THING. >> I LIKE THE SCHOLAR AS WELL. >>. [INDISCERNIBLE] >> I MOVE APPROVAL. SORRY. >> SO TRUSTEE GARCIA, WAS THAT A MOTION THAT I HEARD? [LAUGHTER] >> I SECOND THAT MOTION. >> SO FIRST AND SECOND. CALL THE ROLE PLEASE. >> THANK YOU. >> MOVING ON TO APPROVE [XV.f.
