[I. OPEN SESSION] [00:00:17] >> AT 5:46 I BELIEVE, GENERAL, CAN I ASK YOU TO CALL THE ROLE PLEASE. >> >> FEBRUARY 24, 2021, NUSD BOARD MEETINGS ARE OPEN TO THE PUBLIC THAT IS. NUSD BOARD MEETINGS ARE LIVE STREAMED AND RECORDED AT THE DIRECTION OF THE BOARD. THE LIVE STREAM IS AVAILABLE FOR VIEWING AT NATOMAS UNIFIED.ORG. THE RECORDINGS WILL BE AVAILABLE FOR VIEWING THE DATE AFTER THE BOARD MEETINGS. THOSE IN ATTENDANTS SHOULD EXPECT THAT THE RECORDINGS WILL CAPTURE ALL ACTIVITY AND DISCUSSIONS BEFORE, DURING AND AFTER THE MEETINGS. SO MOVING ON TO ASK FOR A [III. APPROVAL OF THE AGENDA] MOTION TO -- >> MOVE APPROVAL OF THE AGENDA. >> AND A SECOND TO APPROVE THE AGENDA. >> SECOND THE MOTION. >> MOVED BY KAPLAN, SECOND BY TRUSTEE HARDEN. CALL THE ROLE PLEASE AGAIN. >> MOTION CARRIES 6-0. MOVING ON TO COMMUNICATIONS. [IV.a. Student Board Member] GOING TO START WITH OUR STUDENT BOARD MEMBERS. >> GOOD EVENING, SUPERINTENDENT EVANS, PRESIDENT HEREDIA, BOARD MEMBERSHIPS AND GUESTS. THE PAST TWO WEEKS WE'VE TRANSITIONED IN THE IN PERSON HYBRID LEARNING. DISCOVERY HIGH SCHOOL HAS HAD A SMOOTH TRANSIS AS SENIORS ARE PLANNING TO HAVE A RECOGNITION AWARDS ASSEMBLY. ATH LEGISLATICS CONTINUE. SORRY. -- ATHLETICS CONTINUE. CONSIDERS CONTINUE TO GET COLLEGE ACCEPTANCES AND MIKEROY COLLEGE HAS BEEN MEETING WITH SENIORS TO PROVIDE SUPPORT AS WELL. WITH STUDENTS PARTICIPATING IN VARIETIOUS SPIRITUAL ACTIVITIES INCLUDING SOCIAL MEDIA TAKEOVER AND STAFF INTERVIEWS. NATOMAS IS SOARING INTO THEIR TRANSITIONAL MODEL AND IN THE SPIRIT OF REOPENING STUDENTS ARE USING ALSO CLASS COMPETITION, BACKDROPS FOR INDIVIDUAL SELFIES, ATHLETICS CONTINUE TO GROW IN EXCITEMENT WITH COMPETITION AND FULL SWINGS FOR WOMEN'S GOLF, A THIRD HOME, FOOTBALL GAME COMING UP AND NEW SEASONS APPROACHING FOR MANY OF THE PARTS -- RESPONSIBILITIES. PANTHERS STUDENTS ARE RETURNING TO CAMPUS FOLK JUSTIFIED ON GETTING THEIR STUDENTS ENGAGED WITH A VARIETY OF CLUBS AND EVENTS. ALL WHILE STAYING SAFE AND SOCIAL DISTANCING. WE'RE LOOKING FORWARD TO KEEPING STUDENTS SAFE AND ENGAGED THROUGH THIS TRANSITION IN PERSON, FOR IN PERSON LEARNING. WE HOPE THAT THE STUDENTS WILL BE ASSISTED TO THEIR NEEDS AND NOW THAT THEY WILL HAVE THE OPPORTUNITY TO DO SO. I WANT TO THANK THE TEACHERS AND STAFF THAT HAVE AGREED TO ASSIST STUDENTS IN PERSON. THIS IS A GRAND STEP TO STUDENTS LEARNING AND PRODUCTIVITY. I SEE MANY STUDENTS WHO RELY HEAVILY ON IN PERSON LEARNING ENVIRONMENTS. FOR THOSE WHO MADE IT POSSIBLE FOR THEM I WOULD LIKE TO GIVE A HUGE KUDOS TO THEM. SO, THANK YOU. >> GOOD EVENING, EVERYONE. [IV.b. Board Members] I WANT TO THANK, I REALLY APPRECIATE HOW THE DISTRICT IS POSTING OUR UNSUNG HEROES. YOU GUYS DO SO MUCH BEHIND THE SCENES AND YOU DESERVE TO BE RECOGNIZED FOR ALL THE WORK THAT YOU'RE DOING TO GET OUR KIDS ONCAMPUS AND LEARNING AND TO RUN OUR VACCINATION CLINICS AND TO KEEP OUR KIDS HEALTHY AND STAY ON TOP WHEN OUR KIDS ARE IN CRIES WHICH IS OUR [00:05:04] SOCIAL, EMOTIONAL LEARNING. CAROLYN DOUG, YEOMAN'S JOB LAST WEEK MOVING THE VACCINATION CLINIC INSIDE. THAT WAS BEYOND IMPRESSIVE. THANK YOU FOR THE DISNEYLAND TRAIL TO GET IN. SO MANY COMMUNITY MEMBERS TELL ME HOW THANKFUL THEY ARE FOR THE DISTRICT AND WHAT WE'RE DOING FOR THAT. AND YOU TOO DO NEED TO BE RECOGNIZED BECAUSE YOU ARE MAKING A DIFFERENCE NOT ONLY FOR US HERE BUT FOR OUR COMMUNITY. THEN I ALSO WANT TO THANK KEHM JEFF WHO ARE -- COUNCIL MEMBER JEFF HAR I HE GOT TACO BELL TO DONATE $5,000 TO JOEY'S FOOD LOCKER, THANK YOU FOR THAT AND THEN IT WAS SO EXCITING, ALTHOUGH I WAS A BIT CONFUSED WHAT TO WEAR IN MARCH AT A FOOTBALL GAME, GOING TO SEE OUR LIVE FOOTBALL GAMES. WHEN YOU CAN'T, WATCHING THEM ON THE YOUTUBE, I WAS SO EXCITED TO WATCH NATOMAS HIGH AND WATCH IT TO THE END. IT WENT UNTIL 10:30 BUT THEY WON, BOTH OF OUR TEAMS WON LAST WEEK. CONGRATULATIONS TO THEM. THEN AS I SEE MOMS DEMAND HERE, I'VE ALSO RECEIVED THEIR PUBLIC COMMENTS, I WISH TO SEE BOARD PRESIDENT HEREDIA, I'M SUPPORTIVE OF THAT ENDING UP ON THE AGENDA FOR RESOLUTION AND SUPPORT FOR BOARD CONSIDERATION AT THE NEXT BOARD MEETING. >> WHY. TO TAKE A MOMENT TO THINK ABOUT MANNY, THE SACRAMENTO KENNEDY HIGH SCHOOL FOOTBALL PLAYER THAT LOST HIS LIFE, IF WE CAN REMEMBER HIM AS WELL AS THE ASIAN PACIFIC ISLANDERS, WE STAND WITH YOU IN SUPPORT AND WE DON'T CONDONE ANY OF THIS AND JUST LET'S KEEP OUR FAMILIES IN OUR HEARTS, THANK YOU. >> NO REPORT. THANK YOU. >> TRUSTEE BAINS. >> NO REPORT. THANK YOU. >> SHARE, FIRST OF ALL I PARTICIPATED IN AS TRUSTEE KAPLAN AND GENERALLY DO ALTHOUGH I DIDN'T SEE ANY CROSS CONNECTIONS HERE ON LEDGE ACTION WEEK. THAT IS WHERE BOARD MEMBERS ACROSS THE STATE OF CALIFORNIA USUALLY DESCEND UPON THE CAPITOL AND LABY THEIR LEGISLATORS REGARDING SCHOOL ISSUES AND, FOR EXAMPLE, THE STATE BUDGET, COVID-19 LIABILITY, BROADBAND ISSUES, THIS TIME WE DID IT VIA ZOOM. AND I WAS NOT ONLY WAS I ABLE TO ENGAGE IN CONVERSATIONS WITH LEGISLATORS FROM, WITH SCHOOL BOARD MEMBERS FROM MY OWN REGION BUT ALSO FROM THE L.A.AREA. SO THE IT'S ALWAYS GOOD TO HEAR FROM TRUSTEES OUTSIDE OF OUR REGION BECAUSE MANY OF THEIR ISSUES ARE THE SAME ISSUES THAT WE FACE IN NATOMAS, BUT IT'S GOOD TO HEAR WHAT THEY'RE DOING AND WHAT THEY'RE PROPOSING AND IT GIVES US MORE IDEAS HERE. I ALSO PARTICIPATED IN A PRESS CONFERENCE YESTERDAY. A VERY, REPRESENTING S.S.B.A.LOOKING FOR LEGISLATION ON BROAD BARNS HOPEFULLY THERE WILL BE AN INITIATIVE ON THE BALLOT FOR BROAD BAND FOR THEIR -- FURTHER FUNDING THAT COULD SUPPORT INFRASTRUCTURE, GREATER ACCESSIBILITY FOR FOR AM FAMILIES. IT'S NICE BECAUSE EVERY OPPORTUNITY THAT I GET WHEN I'M IN A PRESS CONFERENCE I GET TO PROMOTE WHAT WE'VE DONE IN NATOMAS. SO I WAS HONORED TO BE ABLE TO PARTICIPATE IN THAT PRESS CONFERENCE. THEN TODAY, WAS LIKE MY OH, I THINK WHAT IS THIS DAY FOUR I THINK OF MY TRAINING FOR MASTERS IN GOVERNANCE FOR C.S.V.A. SO GOING BACK GETTING TRAINING THROUGH C.S.V.A.WHICH IS AVAILABLE TO ALL BOARD MEMBERS. I'M GOING TO HIGHLY RECOMMEND THAT BOARD MEMBERS CONSIDER THAT TRAINING EVEN THOUGH THIS IS, YOU KNOW, MY 21, ENTERING MY 21ST YEAR ON THE BOARD, THERE ARE STILL THINGS THAT YOU LEARN AND I THINK IT'S VERY VALUABLE. TODAY WE FOCUSED ON POLICY. AND IT WAS, THIS BOARD, WE'RE ABOUT DIRECTION AND POLICY AND A.R.'S. TOPICS VERY FAMILIAR TO US, TO THIS BOARD. AND THEN FINALLY WHAT I WANT TO SHARE IS THAT I ANNOUNCED [00:10:03] YOU HAD THINK AT THE BEGINNING WHEN I BECAME PRESIDENT THAT I WAS INTERESTED IN THIS BOARD GOING THROUGH BOARD GOVERNANCE TRAINING. I'M STILL VERY INTERESTED IN THAT. AND I THINK MOST OF YOU WOULD BE RECEPT TOIV THAT IDEA -- RECEPTIVE TO THIS IDEA COMING TOGETHER TALKING ABOUT OUR ROLES AND RESPONSIBILITY AS RECORD MEMBERS AND HOW WE CAN STRENGTHEN OUR WORK AT THE BOARD LEVEL, AND SO I'M JUST LETTING YOU NOY -- KNOW THAT I HAVEN'T DROPPED THE IDEA. JUST STILL PURSUING WHO WE WOULD HAVE COME BE OUR FACILITATOR AND ALSO I'M LOOKING AT THE TIMELINE AND I KNOW IT WOULD BENEFIT NOT ONLY US AS TRUSTEES BUT IT WOULD ALSO BENEFIT THIS, OUR WORK WITH STAFF. AND SO I HOPE TO BRING MORE INFORMATION FOR THAT LATER ON DOWN THE LINE IN TERMS OF THAT, THAT TYPE OF TRAINING. I'M EXCITED ABOUT IT ACTUALLY. TURN IT OVER NOW TO SUPERINTENDENT. THAT IS JUST -- OKAY. ALL RIGHT. YOU WANT TO DO IT LATER OR -- >> NO. NO. >> OKAY. WHEN THE SUPERINTENDENT SAYS NO, WE MOVE ON. [V. PUBLIC COMMENTS] PUBLIC COMMENT, SO MEMBERS OF THE PUBLIC WERE GIVEN THE OPPORTUNITY TO, AS ALWAYS TO ATTEND THE BOARD MEETING IN PERSON TO GIVE PUBLIC COMMENT OR SUBMIT A PUBLIC COMMENT VIA E. COMMENT. PUBLIC COMMENT@NATOMAS UNIFIED.ORG, IF YOU WOULD LIKE TO MAKE AN IN PERSON COMMENT YOU ARE TO HAVE FILLED OUT A BLUE SHEET LIKE THIS WHICH I'VE SOME UP HERE. AND HAND THEMES TO JEN WHO IS SEATED UP IN FRONT. I KNOW THAT I'VE SOME PUBLIC COMMENT SHEETS HERE THIS EVENING, AND THAT I DON'T KNOW IF THERE IS ANY OTHERS IN THE HALLWAY. OKAY. NATALIA SAYS NO. THESE ARE THE, THESE ARE THE ONES THAT WE'LL HEAR. SO I THINK WE'RE GOING TO COMMENT. >> YES, WE'LL DO IN PERSON FIRST THEN ANNOUNCE E. COMMENTS. >> OKAY. >> SO IN THIS ORDER, FIRST THREE SPEAKERS ARE MARC STAINEN, CAROL ROGERS AND ROGER STEIN. I WANT TO REMIND THOSE OF YOU WHO ARE NEW TO MAKE PUBLIC COMMENTS BEFORE THE BOARD, THAT YOU ARE LIMITED TO 2 MINUTES, I WASN'T SURE, AND WE'RE -- RIGHT AT THE DIAS UP HERE. AT THE MARKER. >> WE HAVEN'T DONE IN PERSON PUBLIC COMMENT IN A WHILE SO WELCOME. COME ON UP. >> PUSH A BUTTON. [INAUDIBLE] >> OK. GOOD. MY NAME IS MARK SABA. BASICALLY I'M HERE ABOUT GUN SAFETY. WE'RE INTERESTED IN MAKING PEOPLE AWARE OF GUN SAFETY, TRYING TO HELP PEOPLE NOT HURT THEMSELVES OR HURT OTHERS. IF YOU TAKE AWAY THE GUNS A LITTLE BIT, THAT WILL DECREASE BECAUSE THERE ARE SO MANY GUNS IN OUR SOCIETY, IT'S SOMETHING THAT KIDS GROW UP WITH. I KNOW I DID. I'VE HAD AT LEAST ONE GUN MY ENTIRE LIFE. I'VE RAISED TWO CHILDREN. I TAUGHT THEM ABOUT GUN SAFETY. AND HOW TO USE GUNS. AND ALSO TO ANYBODY ATTACHED TO US WAS ALSO SUBJECT TO SCRUTINY LIKE DO YOU HAVE GUNS IN YOUR HOUSE? ARE THEY AVAILABLE TO THE KIDS? SO THERE IS OTHER PRESENTERS GOING TO BE TALKING ABOUT THIS SUBJECT BUT I WANTED TO SAY THAT IT'S A STEP IN THE RIGHT DIRECTION. SOME KIND OF EDUCATION, SOME KIND OF TRAINING. IT COULD, IT'S HARD TO SAY BUT JUST A LITTLE THING, A LITTLE RIPPLE, THROWING A STONE IN THE LAKE OR WHATEVER, IT CAN HAVE BIG EFFECTS. WHAT YOU DO HERE IN THE FUTURE CONCERNING TRYING TO KEEP PEOPLE SAFE CONCERNING GUNS. THAT'S A STEP IN THE RIGHT DIRECTION. THAT'S ALL I WANTED TO SAY, THANK YOU. >> GOOD EVENING, SUPERINTENDENT EVANS AMEND SCHOOL BOARD MEMBERS, MY NAME IS CAROL ROGERS AND I'M A VOLUNTEER WITH MOMS DEMAND ACTION FOR GUN SENSE IN AMERICA AS WELL AS A MOM AND A DEN MOTHER CONCERNED FOR [00:15:03] SAFETY OF ALL OF OUR I'M HERE TO RESPECTFULLY REQUEST THAT THE NATOMAS UNIFIED SCHOOL DISTRICT SEND LETTERS HOME EVERY YEAR TO ALL PARENTS TO EDUCATE THEM ON THE NEED TO SAFELY STORE ALL FIREARMS THAT MAYBE PRESENT IN THE HOME. NEW DATA FROM THE F.B.I.'S NATIONAL INSTANT CRIMINAL BACKGROUND CHECK SYSTEM 4.3 MILLION BACKGROUND CHECKS WERE CONDUCTED IN JANUARY, JUST THE MONTH OF JANUARY 2021. THE HIGHEST NUMBER OF CHECKS EVER CONDUCTED IN A CALENDAR MONTH. 60% MORE THAN THE PREVIOUS JANUARY WHICH ITSELF WAS A 64% INCREASE IN GUN SALES FROM THE PREVIOUS YEAR. THAT TRANSLATED TO AN ESTIMATED 2.1 MILLION GUNS SOLD THIS PAST JANUARY. AN INCREASE OF 80% OVER LAST YEAR. THE RISK OF GUN SUICIDE IS PARTICULARLY HIGH RIGHT NOW DUE TO COVID-19 ISOLATION. KIDS SPENDING MORE TIME AT TIME COMBINED WITH THE SURGING GUN SALES. THIS IS PARTICULARLY CONCERNING AS A C.D.C. REPORT FOUND THAT ONE IN 4 YOUNG PEOPLE HAVE SERIOUSLY CONSIDERED SUICIDE DURING THE PANDEMIC INCLUDING MY GRAND DAUGHTER. A TRAGIC AND DANGEROUS TREND AT A TIME WHEN THE FIREARM SUICIDE RATE HAS ALREADY INCREASED 56% FOR YOUNG PEOPLE BETWEEN THE AGES OF 10-24 YEARS OLD OVER THE LAST DECADE. WITH 90% OF SUICIDE ATTEMPTS WITH GUNS, RESULTING IN DEATH, THE IMPORTANCE OF SECURE GUN STORAGE CAN ALSO PLAY A CRUCIAL ROLE IN PREVENTING CHILD GUN SUICIDES. NEARLY 700 CHILDREN IN THE U.S. DIED BY GUN SUICIDE EVERY YEAR AND MORE THAN 80% OF CHILD GUN SUICIDES INVOLVE A GUN BELONGING TO A FAMILY MEMBER. PLEASE PUT THIS ON AN UPCOME BOARD AGENDA. THANK YOU FOR EVERYTHING YOU DO TO KEEP OUR CHILDREN SAFE [INAUDIBLE] >> GOOD EVENING, SUPERINTENDENT AND SCHOOL BOARD MEMBERS, MY NAME IS ROGER STEIN, I'M A VOLUNTEER WITH MOMS DEMAND ACTION FOR GUN SENSE IN AMERICAWELLS A DAD AND A GRANDFATHER. I'M VERY CONCERNED FOR THE SAFETY OF ALL OF OUR CHILDREN HERE. AND ENCOURAGE THE NATOMAS DISTRICT TO WORK WITH THE FAMILIES IN TERMS OF EDUCATING THEM AND SENDING LETTERS HOME ANNUALLY REGARDING THE SAFETY. THROUGHOUT THE UNITED STATES AN ESTIMATED 13 MILLION HOUSE HOLDS WITH CHILDREN UNDER THE AGE OF 18 CONTAIN AT LEAST ONE GUN. OKAY. APPROXIMATELY 4.6 MILLION CHILDREN LIVE IN A HOUSEHOLD WITH AT LEAST ONE GUN STORED LOADED AND UNLOCKED. EVER YEAR NEARLY 350 CHILDREN UNDER THE AGES OF 18 GAIN ACCESS TO A FIREARM AND UNATTENTIONLY SHOT THEMSELVES OR SOMEONE ELSE. OVERALL MAJORITY OF UNINTENTIONAL SHOOTINGS BY CHILDREN COULD HAVE BEEN PREVENTED HAD THE GUN BEEN STORED SECURELY. A STUDY SHOWED THAT NEARLY 90% OF UNINTENTIONAL SHOOTING INJURIES AND DEATHS AMONG CHILDREN UNDER THAGES OF 18 OCCUR AT HOME. GUNS SHOULD BE STORED UNLOADED, SEPARATE FROM AMMUNITION SECURED WITH CABLE LOCKS AND LOCK BOXES. ALTHOUGH THOSE STATISTICS ILLUSTRATE WE HAVE THE POWER TO PREVENT CHILDREN FIREARM DEATHS. THEY STILL REMAIN A TRAGEDY. AGAIN I WOULD LIKE TO REQUEST THIS BE MOVED ON TO THE AGENDA SO IT CAN BECOME A DISTRICT WIDE ENDEAVOR. THANK YOU VERY MUCH. >> OKAY. THE NEXT SET OF SPEAKERS IN THIS ORDER IS SUSAN LANDER, RACHEL ROSS, CYNTHIA SHALLOT AND JAY ASH. >> GOOD EVENING, SUPERINTENDENT, EVANS, PRESIDENT HEREDIA AND THE BOARD MEMBERS, MY NAME IS SUSAN LANDER AND I'M A VOLUNTEER WITH MOM DEMAND ACTION AS WELL AS A RESIDENT OF NATOMAS AND A MOM CONCERNED FOR THE SAFETY OF ALL OF OUR CHILDREN. LAST YEAR THE CALIFORNIA EDUCATION SUPERINTENDENT TONY THURMAN SENT A LETTER TO ALL SUPERINTENDENT IN CALIFORNIA ASKING FOR A LET ARE TO BE SEND HOME EDUCATING THE PARENTS ON THE NEED TO SAFELY STORE ALL FIREARMS. THE STATISTICS SAY IT ALL, EVERY DAY IN THIS COUNTRY ONE SMALL CHILD UNINTENTIONAL SHOTS HIM OR HERSELF AFTER FINDING AN [00:20:01] UNSECURED FIREARM IN THE HOME. EVERYDAY IN THIS COUNTRY TWO OLDER CHILDREN MAINLY TEENS COMMIT SUICIDE USING AN UNSECURED FIREARM FROM THEIR HOME OR A RELATIVE'S HOME. FINALLY 80% OF MASS SCHOOL SHOOTINGS ARE DONE BY STUDENTS OR FORMER STUDENTS WHOSE WEAPON IS AN UNSECURED FIREARM THEY OBTAINED FROM THEIR HOME OR A RELATIVE'S HOME. SCHOOLS UP AND DOWN WASHINGTON ARE ADOPTING A SCHOOL RESOLUTION ON SAFE STORAGE SIMILAR TO THE ONE WE E-MAILED YOU SEVERAL WEEKS AGO. LOS ANGELES UNIFIED SCHOOL DISTRICT DID IT A COUPLE OF YEARS AGO, THEY ARE THE LARGEST SCHOOL DISTRICTS IN THE U U.S. AND SAN DIEGO UNIFIED SCHOOL DISTRICT THE SECOND LARGEST DISTRICT IN CALIFORNIA PASSED A RESOLUTION A MONTH OR TWO AGO, AS HAVE MANY OTHER SMALLER SCHOOLS UP AND DOWN CALIFORNIA. IN ADDITION THE NATIONAL P.T.A.STANDS BLIND THE SAFE STORAGE OF FIREARMS TO PROTECT CHILDREN. WE NEED TO EDUCATE PARENTS THIS IS THE LAW. I RESPECTFULLY QUESTION THAT THE NATOMAS UNIFIRED SCHOOL BOARD SEND LETTERS HOME YEARLY TO ALL PARENTS TO EDUCATE THEM ON THE NEED TO SAFELY STORE ALL FIREARMS THAT MAY BE PRESENT IN THE HOME. THANK YOU VERY MUCH FOR ALL THAT YOU DO FOR OUR STUDENTS HERE IN NATOMAS. >> GOOD EVENING, SUPERINTENDENT EVANS, AND THE NATOMAS UNIFIED SCHOOL DISTRICT BOARD MEMBERS, MY NAME IS CYNTHIA SHALLOT. I'M A VOLUNTEER WITH MOMS COMMAND ACTION FOR GUN SENSE IN AMERICA, AS WELL AS A MOM. I'M CONCERNED ABOUT THE SAFETY OF ALL OF OUR CHILDREN. I'M HERE TO ASK THAT YOU SEND LETTERS HOME YEARLY TO PARENTS TO EDUCATE THEM ON THE NEED TO SAFELY STORE ALL FIREARMS THAT MAY BE PRESENT IN THE HOME. THROUGHOUT THE U.S. MILLIONS OF CHILDREN AND TEENS LIVE IN HOMES WITH UNSECURED GUNS. MANY CHILDREN IN GUN OWN HOUSEHOLD KNOW WHERE GUNS ARE STORED EVEN WHEN THEIR PARENTS DON'T THINK THEY DO. FROM 2015 TO 2019 EVERY TOWN FOR GUN SAFETY TRACKED MORE THAN 1,700 UNINTENTIONAL SHOOTINGS BY CHILDREN. RESULTING IN MORE THAN 600 DEATHS AND MORE THAN 1,100 INJURIES. WITH GUN SALES HAVING INCREASED 64% IN 2020, AND WITH KIDS SPENDING MORE TIME AT HOME DURING THE COVID PANDEMIC, THE RISK OF GUN VIOLENCE HAVE GROWN. MAKING IT EVEN MORE IMPORTANT THAT FIREARMS HAVE STORED SECURELY. SECURE GUN STORAGE PRACTICES INCLUDING STORING HOUSEHOLD GUNS LOCKED UNLOADED OR SEPARATE FROM THE AMMUNITIONS OR ASSOCIATED WITH REDUCED RATES OF CHILD FIREARM SUICIDE. HOUSEHOLDS THAT LOOKED BOAT FIREARMS AND AMMUNITION HAD A 78% LOWER RISK OF SELF-INFLICTED FIREARM INJURIES AMONG CHILDREN AND TEENAGERS. I REQUEST THAT YOU PUT THIS ON, THIS RESOLUTION ON THE AGENDA AND SEND OUT LETTERS EVERY YEAR TO PARENTS REMINDING THEM HOW TO STORE GUNS SAFELY AND KEEP THEIR CHILDREN SAFE. THANK YOU VERY MUCH. >> THANK YOU. [INAUDIBLE] >> GOOD EVENING, MY NAME IS JAY ASH. I'M GOING TO SPEAK SOMETHING TOTALLY DIFFERENT THAN GUNS. I'M HERE FIRST OF ALL I WANT TO THANK YOU FOR GETTING OUR SCHOOLS BACK OPEN, GETTING THEM BACK ON-LINE. WHAT I'M GOING TO DO IS CHALLENGE YOU TO TAKE IT ANOTHER STEP FURTHER AND GET EVERYBODY BACK, GETTING US BACK TO NORMAL. I SEE ALL THE PICTURES UP HERE AND THAT IS NORMAL. THESE MASKS AND THE BARRIERS ARE NOT NORMAL. WHAT I'M HERE TO SHARE WITH YOU IS FACTS THAT YOU MAY NOT BE AWARE OF. CHILDREN FROM THE AGE OF 0-19 HAVE A 99.97% CHANCE OF SURVIVAL FROM COVID-19. I'M GOING TO SKIP TO THE BOTTOM. AGES 70 AND UP HAVE A 94.6% CHANCE OF SURVIVAL. IS C.D.C. . THE OTHER STATISTIC I WOULD LIKE TO SHARE WITH YOU IS DEATH FROM INFLUENZA, CANCER, HEART FAILURE, AND PNEUMONIA HAVE ALL GONE DOWN AND IN 2020, YOU MIGHT ASK YOURSELF. WHY? HOSPITALS PROFIT FROM DEATHS FROM COVID. I'M HERE TO PUSH BACK. I'VE GOT FIVE GRAND KIDS THAT GO TO NATOMAS, AGAIN I'M THANKFUL FOR WHAT YOU ARE DOING. PRIVATE SCHOOLS HAVE BEEN OPEN SINCE OCTOBER. TO MY KNOWLEDGE THE ONES THAT I'VE CALLED THE ONLY RESTRICTS THEY HAVE ARE A MASK MANDATE. THEY'RE OPEN FULL TIME. I CHALLENGE YOU TO PUSH [00:25:03] BACK. GET OUR CAN I SEE BACK INTO SCHOOL. GET OUR SCHOOLS BACK OPEN. THE STATISTICS THAT I JUST SHARED WITH YOU ARE THE SAME WITH THE COMMON FLU. WE'VE NEVER LOCKED DOWN FOR THE FLU. LAST YEAR THE YEAR BEFORE THAT MODESTA HAD A SCHOOL THAT HAD 17 CHILDREN THAT HAD TUBERCULOSIS. THEY DIDN'T LOOK DOWN THE SCHOOL. THEY SENT NOTES HOME TO THE KIDS IN THAT SCHOOL TO GET THEIR CHILDREN TESTED. WAS THAT THE RIGHT THING DO? IN MY OPINION, YEAH. THEY BROUGHT IT OUT IN THE OPEN. WHAT I'M ASKING YOU, I KNOW MY TIME IS UP IS TO PUSH BACK. GET OUR KIDS BACK IN SCHOOL. THANK YOU. >> THANK YOU. >> I'M GOING TO CHECK IN WITH YOU. DID WE RECEIVE ANY OTHER COMMENTS THAT NEEDED TO BE RECORDED? [INAUDIBLE] >> WHERE DID WE LOSE RACHEL? THERE WE GO. >> OKAY. I'M DR. RACHEL BROCK, I'M A RESIDENT OF NATOMAS AND I'M HERE WITH MOMS DEMAND ACTION FOR GUN SENSE IN AMERICA. AND I DON'T HAVE A LOT TO SAY BUT JUST THAT EARLY IN OUR TRAINING ONE OF THE FIRST THINGS WE LEARNED AS DOCTORS IS WHEN TAKING A PEDIATRIC HISTORY HOW IMPORTANT IT IS TO ASK IF THEY HAVE GUNS IN THE HOME OR GUNS AT HOMES THEY VISIT. THEN TO MAKE SURE THOSE GUNS ARE SECURED SAFELY. SO I'M HERE TO ASK THAT YOU CONSIDER AND PASS A RESOLUTION TO SEND LETTERS HOME YEARLY ABOUT SAFE GUN STORAGE. >> THANK YOU. THANK YOU, RACHEL. I'M SORRY THAT WE, YOU WERE OVERLOOKED AS A SPEAKER. ALL RIGHT. >> ALL RIGHT. WE DID RECEIVE A HANDFUL OF PUBLIC COMMENTS VIA E. COMMENT. WE RECEIVED AN E. MEANT FROM NATOMAS BLACK PARENTS UNITED REQUESTING THAT TRUSTEES REVIEW THE PROPOSED BUDGET. WE RECEIVED PUBLIC COMMENTS FROM CAREEN ZENAZA, ROSEMARY, JOEL YOUNG AND HANK LANGER REQUESTING THAT ANNUAL LETTERS BE SENT TO PARENTS ABOUT THE NEED TO SAFELY STORE ALL FIREARMS THAT MAY BE PRESENT IN THEIR HOME. WE RECEIVED AN E-MAIL REGARDING RESPECT FOR OUR TEACHERS AND THE MENTAL HEALTH OF OUR TEACHERS, WE RECEIVED AN E-MAIL REGARDING ABOUT THE PLANS FOR FIVE DAY INSTRUCTION FROM THE NAT MAGGS TEACHERS ASSOCIATION AND WE RECEIVED E. COMMENTS FROM DARCY, DEBBY MIKE, GEORGIA AND LISA MCMILLAN RECORDING CONCERNS ABOUT THE PLAN FOR FIVE-DAY INSTRUCTION, ALL OF THE PUBLIC COMMENTS HAVE BEEN FORWARDED IN APPROPRIATE STOCK AND THE SPECIFICS OF THE COMMENS WILL BE RECORDED IN THE BOARD MEETING MINUTES. >> AT THIS TIME, WE'RE [VI.a. Diverse Future Teacher Program Update and Diversity Recruitment] MOVING ON TO AGENDA ITEM 6 A. THAT IS DIVERSE FUTURE TEACHER PROGRAM UPDATE. DIVERSITY RECRUITMENT EFFORTS AND FOR THIS PRESENTATION, IT WILL BE PRESENTED BY CHIEF ACADEMIC OFFICER ANGELA HERRERA. >> ALL RIGHT. THANK YOU, I'M VERY EXCITED TO TALK TO YOU GUYS TONIGHT ABOUT SOMETHING THAT THE BOARD MADE A DECISION ON OVER THREE YEARS AGO NOW, I CAN'T BELIEVE THAT MUCH TIME PASSED. WE'RE GOING TO TALK ABOUT OUR DIVERSE FUTURE TEACHER PROGRAM AND ALSO OUR ASPIRING LEADERS PROGRAM TO GIVE YOU THE PROGRAMMATIC UPDATE NOW THAT WE'RE IN OUR FINAL COHORTS FOR BOTH PROGRAMS AND WE'LL LOOK AT SOME RECOMMENDATIONS AND THINGS FOR YOU TO CONSIDER AS WE MOVE FORWARD WITH THE PROCESS. SO I DO WANT TO CALL OUT ON HERE A CORE BELIEVE, DEFINITELY DIVERSITY AND THE QUALITY OF STAFF ARE HIGHLIGHTED IN OUR CORE BLEACHES AND IN OUR LOPE STANDARDS THE PROCESS OF CONTINUOUS LEARNING AND IMPROVEMENT AS WELL AS RECOGNIZING DIVERSITY ASANCE ASSET ARE A -- LASTLY IN OUR GOALS WE'VE ONE DEDICATED TO HOW WE SUPPORT, IDENTIFY AND SUPPORT STAFF. SWELLS OUR DIRECTION. THERE IS A LOT ABOUT HOW IMPORTANT IT IS FOR US TO FIND STAFF THAT REFLECT OUR COMMUNITY AND OUR QUALITY FOR OUR STUDENTS. WE'RE GOING TO REVIEW A LITTLE BIT OF THE PROGRAM. THERE ARE SEVERAL SITES DEVOTED TO THIS. THEY HAVE A REMINDER STAMP IN THE CORNER. I WILL NOT SPEND TOO MUCH TIME ON EACH OF THE SLIDES. MAKE SURE IF I'M MOVING QUICKLY PLEASE SLOW ME DOWN IF YOU NEED CLARIFICATION, IN 2017 WE PRESENTED IN OCTOBER AROUND THE REALITY THAT FEWER HIGH SCHOOL STUDENTS WERE ENTERING PROGRAMMINGS AND EVEN NATIONALLY NOT JUST STATEWIDE THERE WERE FEWER ENROLLS. -- ENROLLMENTS IN PROGRAMS AND THEN IN CALIFORNIA AS [00:30:02] WELL. THERE WAS A SIT TEACHER SHORTAGE WE'RE FACING. IT WAS BECOMING INCREASINGLY HARDER TO FIND QUALIFIED TEACHING CAN DAYS. WE RECOGNIZED WE NEEDED TO DO THINGS DIFFERENTLY THAN WE HAD BEEN. THESE ARE A COUPLE OF REMINDER SLIDES. IT WAS ALL OVER THE MEDIA. WE'RE ABLE TO SHOW YOU, YOU KNOW, SOME OF THE ARTICLES AND STORIES AROUND SCHOOL TEACHER SHORTAGES. INTERESTINGLY, WHAT SOME OF THE THINGS THAT DISTRICTS WERE DOING TO TRY TO FIX WHAT WE FOUND WITH SOME OF THE LARGER DISTRICTS WAS THEY WERE BECOMING LAND LORDS. THEY WERE BUYING UP HOUSING UNITS AND RENTING THEM OUT. PROVIDING THEM FOR THEIR STAFF AND THEY WERE DOING OTHER THINGS AT A VERY LARGE SCALE WITH CREDENTIALING PROGRAMS. RECOGNIZING WE MAY NOT BE AS BIG AS SOME OF THESE OTHER DISTRICTS, WE HAD TO BE CREATIVE AND SCALE THINGS TO WHO WE ARE IN NATOMAS. SO AS A RESULT OF THE PLANNING, WE STARTED LOOKING AT OUR NATOMAS UNIFIED GRADUATES. WE WANTED TO FIND PEOPLE WHO REFLECTED OUR COMMUNITY AND WHO BETTER THAN THOSE WHO GREW UP IN OUR SCHOOLS? ONE OF THE THINGS ABOUT IT IS WE HOPE THERE WOULD BE A MORE LIKELY INVESTMENT AND INTEREST IN THEIR PART IN GIVING BACK TO THEIR COMMUNITY THAT SUPPORTED THEM AND HELPED THEM GROW. THE OTHER THING TO KEEP IN MIND MULTIPLE TIMES THE NEW YORK TIMES HAS IDENTIFIED US AS A SECOND MOST DIVERSE DISTRICT IN THE NATION. SO AS A REMINDER SOME OF THE INCENTIVES FOR THE PROGRAM ARE OUTLINED ABOVE. I'M GOING TO GIVE YOU AN UPDATE ON THE PARTICIPANTS AND THE THINGS THEY'RE ABLE TO KEEFE FROM -- RECEIVE FROM THIS. WHAT WE DID IN A ONE-YEAR CREDENTIALS PROGRAM WE PAID 80 PERCENT OF THEIR TUITION IN ADDITION WE WANT TO GIVE THEM AN NUSC LAPTOP, WEEPED THEM TO BE FAMILIAR AND COMFORTABLE. WE FIGURED THEY COULD USE THE TECHNOLOGY WHILE THEY'RE IN THE PROGRAM. IN ADDITION WE WANT TO FOSTER THE IDEA THEY WERE' CONNECTED TO COMMUNITY EVEN BEFORE THEY STEPPED FOOT AS A TEACHER ON CAMPUS, IF THEY WERE' WILLING TO RELENTS AND LIVE IN THE NATOMAS COMMUNITY WE OFFERED A RESIDENT ALLOWANCE, THERE WERE' TWO INCENTIVES WE LOOKED AT. ONE WAS A DIVERSITY INCENTIVE AND ONE WAS FOR HARD TO FILL POSITIONS. THE DIVERSITY INCENTIVE I WANT TO BE CLEAR ABOUT THAT. WHAT THIS ENTAILS WAS IDENTIFYING CANDIDATES WHO HAD AN INTEREST IN WORKING IN OUR COMMUNITIES AS DEMONSTRATED THROUGH COURSE WORK THEY TOOK IN COLLEGE. AREAS OF STUDY, WAYS THEY WERE WORKING WITH UNDERSERVED POPULATIONS THROUGHOUT THEIR TIME IN COLLEGE AND BEYOND. AS WELL AS BEING BILINGUAL. AND IF THEY LIVED IN A ZIP CODE SIMILAR DEMOGRAPHICALLY TO NATOMAS UNIFIED SCHOOL DISTRICT. THAT IS HOW WE'RE LOOKING TO IDENTIFY STAFF WITH DIVERSITY. THERE ARE SOME POSITIONS HARDER TO NIL THAN OTHERS SO WE WANTED TO ENCOURAGE PEOPLE, MAYBE PURSUE SOME OF THE HARDER TO FILL POSITIONS. SO THESE ARE THE DOLLAR AMOUNTS ASSOCIATE AND THE TRUSTEES APPROVED ALMOST $850,000 TOWARDS THIS INITIATIVE. WE ANTICIPATE THAT HAD THAT IT WAS GOING TO TAKE US ABOUT THREE YEARS TO IMPLEMENT THE PLAN AND USE THE MONEY. WE ESTIMATED AT THAT TIME IT WAS PROBABLY GOING TO BE ABOUT 45 PARTICIPANTS AND MAYBE ABOUT $18,000. SO THE TRUSTEES APPROVED THE PLAN. WE LAUNCHED. WE STARTED DOING SOME WORK TO IDENTIFY ALL OF OUR POTENTIAL AUDIENCE. WE WENT BACK IN OUR INFORMATION SYSTEM AND IDENTIFIED FORMER N.U.S.C.GRADUATES WITHIN THE APPROPRIATE YEAR SPAN WE ASSUMED THEY WERE JUNIOR OR SENIOR IN COLLEGE. WE DID MAILERS, WE DID E-MAIL OUTREACH. WE ALSO STARTED RECRUITING SOME OF OUR CLASSIFIED EMPLOYEES, WE'VE INCREDIBLE CLASSIFIED STAFF HERE THAT DO AN AMAZING JOB WITH STUDENTS THAT REALLY HAVE A FUTURE AS AN EDUCATOR. WE'RE ABLE TO ENCOURAGE SOME OF THEM TO APPLY AS WELL. VERY FOR DUTY TRULY WE WERE ABLE TO GET EXTENSIVE ADVERTISING THROUGH MEDIA REACHING OUT TO US WHEN THEY HEARD WHAT THEY WERE' DOING BECAUSE OF' DIFFERENT. IT WAS DIFFERENT THAN WHAT SOME OF THE LARGER DISTRICTS ARE DOING. PEOPLE WERE INTERESTED TO HEAR MORE ABOUT IT. WE STARTED THE PROCESS, WE STARTED COLLECTING INTERESTS, WE HAD A VERY, I WOULD SAY IN DEPTH SELECTION PROCESS WITH MULTIPLE LAYERS TO LOOK AT TRYING TO GET THESE DIVERSE CANDIDATES. THEN WE LAUNCHED THE PROGRAM. I WANT TO SHARE SOME INFORMATION WITH YOU AS YOU CAN SEE ON THE LEFT HAND SIDE OF YOUR SCREEN, THESE ARE THE DIFFERENT CREDENCES AREAS. -- CREDENTIALS AREAS, MANY ARE HARDER TO FILL POSITIONS BUT WE'VE MULTIPLE SUBJECT TEACHERS AS WELL. OBVIOUSLY WE'RE GOING TO NEED ELEMENTARY STAFF AND THEN THE 18 TEACHERS WHICH I'LL GIVE MORE DATA ABOUT IN [00:35:02] A MINUTE THAT ARE CURRENTLY TEACHING IN GNAT NATOMAS UNIFIED SCHOOL DISTRICT. THEY REPRESENT I THINK IT'S TEN OF OUR SCHOOLS. PAUSE FOR A MINUTE. SO WE WANTED TO TALK ABOUT THE DATA AROUND ETHNICITY. SO THIS IS OF THE 18 TEACHERS WHO ARE NOW TEACHING IN NUSC AS A RESULT OF THE DIVERSE FUTURE TEACHERS PROGRAM, FOR THE NINE CURRENTLY STILL IN THEIR CRUDENTIAL PROGRAM WE DON'T THAT ETHNICITY DATA. THAT IS NOT A PART OF THE SELECTION PROCESS. WE HAVE TO BE CAREFUL AND AWARE ABOUT THOSE THINGS SO THAT IS INFORMATION THAT WE COLLECT UPON EMPLOYMENT WITH THE DISTRICT. I WANT TO SHOW SOMETHING TO YOU TO MAKE A COMPARISON AND HOPEFULLY A POINT FOR WHAT THIS PROGRAM IS DOING FOR US. WE'RE GOING TO LOOK AT WHERE WE'RE AT RIGHT NOW WITH OUR 2021 CERTIFICATED STAFFING. YOU WILL SEE THAT A LITTLE OVER 69% OF OUR STAFF ARE WHITE, NOT HISPANIC OR LATINA, I'M GOING TO SCROLL BACK AND FORTH A COUPLE OF TIMES, YOU WILL SEE 33% OF OUR DIVERSE TEACHER CANDIDATES ARE WHITE. CERTIFICATED STAPH FOR THE YEAR, YOU WILL SEE BLACK OR AFRICAN AMERICAN IS I'M ROUNDING UP TO 7%, WHEN YOU LOOK AT THE DIVERSE FUTURE TEACHERS YOU SEE IT'S 22%, THREE TIMES. YOU LOOK AT THE HIS PANIC OR LATINO FOR THE DISTRICT WE ARE AT AT 11.2%. FOR DIVERSE FUTURE TEACHERS WE'RE AT ALMOST 28%. OVER TWO TIMES. THEN YOU LOOK AT ASIAN NON-HISPANIC OR LATINO ROUNDING UP TO 7% FOR THE CERTIFICATED STAFF THEN LOOKING AT THE DIVERSE FUTURE TEACHERS EMPLOYED BY US NOW IT'S ALMOST 17%. HERE IS WHAT I'M GOING TO SAY UP FRONT. WE'RE NOT CLAIMING VICTORY. THE WE'RE NOT SAYING THE WORK IS DONE. WHAT I'M SAYING IS FOR THE 18 TEACHERS THAT HAVE ALREADY COMPLETED THE PROGRAM AND ARE NOW EMPLOYED IN OUR DISTRICT, THEY ARE REFLECTING WHAT WE ARE SEEKING TO DO WITH THE PROGRAM. I THINK THE REALITY THAT ALSO NEEDS TO BE UNDERSTAND IS WE'VE ABOUT 640 CERTIFICATED STAFF MEMBERS. SO WHILE WE MAY HAVE A GOOD DISTRIBUTION OF DIVERSE FUTURE TEACHERS, IN THIS CHART, IT ALSO IS GOING TO TAKE TIME. PROGRESS OVER TIME. IT'S TRULY NOT SOMETHING THAT CAN HAPPEN OVERNIGHT BECAUSE YOU ARE WORKING WITH SMALL COHOARSE THAT HAVE TO AFFECT A VERY LARGE DENOMINATOR. I WANTED IT TO SHARE THAT INFORMATION WITH YOU WHILE WE'RE SAYING WE BELIEVE THIS IS PROGRESS, WE'RE NOT SAYING IT'S. COMPLETE VICTORY AND WE'RE DONE. IN ADDITION I WANTED TO SHARE WITH YOU ABOUT 60% WERE NUSC GRADUATES. IN ADDITION ABOUT 37% WERE IS THE CLASSIFIED STAFF BEFORE THEY WERE EMPLOYED. TO BE CLEAR, THESE TWO NUMBERS DO NOT ADD UP TO 100% BECAUSE IT COULD HAVE BEEN A FORMER STUDENT AS WELL AS A FORMER CLASSIFIED EMPLOYEE. IN ADDITION, YOU WILL SEE HOW MANY OF OUR STUDENTS RECEIVE THE DIVERSITY INCENTIVE. THAT WAS' ONE THING IN THE SELECTION PROCESS REVIEWING THE WAYS THEY HAVE INVEST AND WHERE THEY HAVE BEEN AND THE KNOWLEDGE THEY HAVE. HARD TO FILL POSITIONS LITTLE UNDER HALF. AGAIN THOSE ARE VERY HARD TO FILL POSITIONS AND THERE IS NOT AS MANY PEOPLE THAT ARE GOING THROUGH THOSE CREDENTIALS PROGRAMS. THE RES ACCIDENT ALLOW ARRANGES 3/4 OF THEM CHOOSE TO LIVE IN NATOMAS OVER THE COURSE OF THEIR PROGRAM. JUST THINK ABOUT THAT. THEY'RE IN THE GROCERY STORES, MAYBE LIVING IN THE SAME APARTMENT COMPLEX INTERACTING WITH THE STUDENTS OUTSIDE OF THE SCHOOL ENVIRONMENT AND THERE IS RECOGNITION HOPEFULLY. ONE OF THE THINGS WE DISCOVERED ABOUT THE PROGRAM, REMEMBER WHEN I SAID WE'RE HOPING IT WOULD BE ABOUT 45 PARTICIPANTS AT ABOUT 18,000 EACH. YOU WILL SEE THAT THAT IS A BIT HIGHER, COUP 8 -- COUPLE OF THINGS WENT INTO THAT. THE FACT SO MANY RECEIVED THE DIVERSITY INCENTIVE BECAUSE WHAT THEY SHARED THROUGH THEIR SELECTION PROCESS. IN ADDITION MANY OF THE PEOPLE WERE CURRENTLY WORKING AND IT WAS CHALLENGING FOR THEM TO BE ABLE TO GIVE UP WORK TO BE DEDICATED TO A TRADITIONAL TEACHER CREDENCE PROGRAM. WE HAD TO BE CREATIVE AND SUPPORTIVE OF THEM BEING ABLE TO DO THINGS THROUGH UNIVERSITIES THAT DO THE MONTH TO MONTH CLASSES LIKE A NATIONAL UNIVERSITY OR A BRAND OR SOMETHING LIKE THAT. SO THAT DID AFFECT THE PRICING A LITTLE BIT AND IT, AS YOU ARE HEARING FROM ME, IT'S 27 INSTEAD OF 45. THERE WERE A HANDFUL OF OTHERS THAT FOR LIFE REASONS WHY NOT ABLE TO COMPLETE SO THEY'RE NOT ACCOUNTED FOR IN [00:40:02] THIS. I WANT TO CALL OUT A FEW OTHER DIVERSITY RECRUITMENT EFFORTS THAT WENT HAND IN HAND AND WAS REALLY BASED ON TRUSTEE INVESTMENT. SO ONE OF THE THINGS WE DID WE ENTERED INTO A TWO-YEAR PARTNERSHIP WITH YOU CAN, MANY OF YOU HAVE HEARD OF YOU CAN, THEY DO A LOT OF DIFFERENT THINGS FOR THE STUDENT. THEY HELP WITH STUDENTS GAINING ADMISSIONS TO OUR HISTORICALLY BLACK COLLEGES AND UNIVERSITIES. THEY DO COLLEGE FAIRS WITH US AND THEY DO A LOT TO CONNECT THE STUDENTS TO UNIVERSITIES. IN ADDITION TO THAT, WE DID SOMETHING THAT WAS PRETTY DIFFERENT. WE TRAVELLED WITH THEM. WE WENT TO QUITE A FEW H.V.C.U.'S WHICH I'LL SHARE WITH YOU IN A MOMENT AND THEY ALSO WERE WORKING WITH US TO SUPPORT THOSE STUDENTS THAT WERE IN THE DIVERSE FUTURE TEACHER PROGRAM BEFORE THEY WERE HIRED. TRYING TO GIVE MORE COMMUNITY SUPPORT SO THAT THEY HAD POINTS OF CONNECTION AS THEY WERE GOING THROUGH THE PROCESS. SO WE WERE HOPING THROUGH THESE PARTNERSHIPS TO DEVELOP SOME LONG-TERM RELATIONSHIPS WITH H.V.C.U.'S KENTING US TO RIGHT PEOPLE AND THERE WAS SOME OF THAT. IT'S CHALLENGING. I WILL TELL YOU IT'S VERY CHALLENGING, ESPECIALLY WHEN PEOPLE MOVE ACROSS COUNTRY, WE WENT TO SEVERAL IN THE SOUTH AND SOME ON THE EAST COAST AND ONCE THEY'VE BEEN THERE FOR SEVERAL YEARS THEY ESTABLISH THEMSELVES AND THEY'VE FAMILY THERE. YOU KNOW, THE IDEA OF MOVING BACK TO THE WEST COAST BECOMES MORE OF A CHALLENGE. THOSE WERE SOME OF THE THINGS WE WORKED ON AND TRIED TO OVERCOME. ONE THING THAT WE FOUND THROUGH THIS IS WE WERE ABLE TO PROVIDE THE INTERNAL HOURS THAT SPEECH AND LANGUAGE PATHOLOGISTS NEEDED THROUGH ONE OF THE PROGRAMS AND WERE ABLE TO HIRE A COUPLE OF THOSE AFTER THAT. THAT IS SOMETHING WE'RE VERY INTERESTED IN CONTINUING TO PURSUE BECAUSE THAT IS DEFINITELY A HARD TO FILL POSITION FOR US. SO THOSE INTERNSHIPS TO HIRING WAS AN UNEXPECTED REWARD. THESE ARE SOME OF THE UNIVERSITIES AND COLLEGES WE WENT TO. WE WOULD DO A VARIETY OF THINGS, WE'D SHARE DIFFERENT INFORMATION OR DIFFERENT MEANS ABOUT OUR DISTRICT. WE WOULD TALK TO CLASSES. WE'D TALK TO DEANS OF EDUCATION. WE ACTUALLY WOULD GO TO MATH AND ENGINEERING CLASSES FOR SENIORS TO SEE IF THERE WAS MORE OF A TEACHING PATHWAY THAN IN MATH AND ENGINEERING. WE TRIED TO BE CREATIVE AND DO DIFFERENT THINGS. WE'LL CONTINUE TO -- WE'VE BEEN CONNECTING WITH THESE UNIVERSITIES ON VIRTUAL PLATFORMS TRYING TO ENGAGE IN JOB FAIRS AN THINGS THEY HAVE. IN ADDITION MENTIONING JOB FAIRS, THERE HAS BEEN OBVIOUSLY QUITE A FEW THAT ARE VIRTUAL NOW A DAYS BUT ONE OF THE THINGS WE STARTED DO DOING WAS ANALYZING DATA. WHAT ARE OUR NEEDS FOR CREDENTIALS? WHAT ARE PROGRAMS PUTTING OUT? I'LL GIVE AN EXAMPLE. CHICKO STATE WITH WORKED WITH MANY TIMES, WE'VE BEEN ABLE TO BRING CANDIDATES HERE BUT BUT FOR EXAMPLE, DOUGH WAS HAVING A CONVERSATION WITH SOMEBODY. THEY WERE TELLING US WE'VE FIVE MATH CANDIDATES COMING OUT OF OUR ENTIRE PROGRAM. SO YOU KNOW THAT OH, MAN YOU GOT TO TRY TO RECRUIT THEM BECAUSE THEY'RE NOT GOING TO STAY LONG, THEY'RE HIGHLY MARKETABLE. THERE WERE SOME PROGRAMS LIBERAL ARTS. THAT'S NOT WHERE OUR NEED IS. THAT IS, ARE WE GOING TO GO TO THE JOB FAIRS IN THAT'S NOT WHAT WE NEED. WE TRY TO BE MORE TARGETED IN THE JOB FAIRS THAT WE WENT TO AND INVESTED IN. WE'VE GOTTEN QUITE A FEW HIRES FROM THAT. SO WE HAVE BEEN TRYING TO EXPAND OUR PRESENCE. VERY APPRECIATIVE TO THE TEAM AND THE THINGS THEY DO TO GET OUR NAME OUT THERE. MAKE PEOPLE AWARE OF WHO NATOMAS IS AS A DISTRICT. TO CREATE THAT WORD OF MOUTH AS WE'VE DONE OUR JOB FAIRS ON SIGHT IN THE PAST. PRE-COVID, THAT WAS ONE OF THE QUESTIONS WE ALWAYS ASKED IS HOW DID YOU HEAR ABOUT IT? MANY TIMES IT WAS WORD OF MOUTH. EMPLOYEES THAT ENJOY BEING IN NATOMAS ARE TYPICALLY TALKING SAYING YOU SHOULD WORK FOR A DISTRICT LIKE THIS. WE'VE BEEN TRYING TO GET OUR NAME OUT THERE. WE ALSO ARE TRYING TO BE STRATEGIC ABOUT HOW WE DEVELOP FUTURE RELATIONSHIPS WITH DIFFERENT ORGANIZATIONS. WHILE THE ORGANIZATIONS THEMSELVES LIKE WE'VE HAD SOME CONVERSATIONS WITH THEM ABOUT HOW, CAN WE WORK WITH DIFFERENT ORGANIZATION THAT IS MIGHT HELP US CONNECT WITH PEOPLE THAT WANT TO BEGIN A CAREER IN EDUCATION? WORKING WITH THEM ON MARKETING HOW CAN WE GET SOME PUBLICITY AND DO WORK WITH THEM. THEY BY TO REACH OUT WITH OUR PARTNER ORGANIZATIONS THAT HAVE PROGRAMS IN OUR SCHOOLS SUCH AS AVID AND I.D.TO LET THEM KNOW ABOUT TARGETED RECRUITING AND THINGS WE'RE DOING TO TRY TO BRING IN THAT EXPERIENCE AND KNOWLEDGE AS WELL. I'M VERY EXCITED ABOUT OUR COMMUNICATIONS AND FAMILY ENGAGEMENT DEPARTMENT. THAT IS BEING LAUNCHED. WHO IS REALLY HELPING KIND OF PUT OUR HEADS TOGETHER AND FIGURE OUT HOW WE CAN DO [00:45:04] REALLY CREATIVE THINGS ABOUT RECRUITMENT. I WANT TO SHOW PROGRESS OVERTIME ON A BIGGER SCALE. WE HAVE SOME INFORMATION ABOUT ALL STAFF. IN 16, 17, 2021, FOUR YEARS, WE INCREASED THE DIVERSITY OF OUR STAFF OVERALL BY ALMOST 6%. THIS IS ABOUT 1300 STAFF MEMBERS. CERTIFICATED STAFF WE'VE INCREASED OUR DIVERSITY BY 4% IN FOUR YEARS. FOR OUR CLASSIFIED STAFF WE'VE INCREASED IT A LITTLE OVER 7%. IN FOUR YEARS. DEFINITELY PROGRESS OVER TIME, SLOW WORK, BUT VERY IMPORTANT WORK. MANAGEMENT STAFF INCREASED DIVERSITY BY OVER 7% IN FOUR YEARS. THAT BRING US TO OUR CURRENT CHALLENGES IN LIGHT OF COVID. I HAVE A COUPLE OF PAGES OF DIFFERENT ARTICLES, THESE ARE SNAPSHOTS. THESE ARE NOT BY ANY MEANINGS ALL OF THE COMMUNICATION OUT THERE BUT THERE IS A REALITY THERE IS AN EVEN GREATER TEACHER SHORTAGE NOT JUST IN CALIFORNIA BUT NATIONALLY AGAIN. IT'S RESHAPING HOW WE'RE LOOKING AT GETTING TEACHERS IN SCHOOLS. AGAIN IT'S ALL OVER THE NATION. SOME INTERESTING THINGS I WANTED TO SHARE WITH YOU, THERE HAS BEEN ARTICLES, THERE HAS BEEN MEMOS, THINGS THAT SAY I'M GOING TO READ, IF YOU ARE A CREDENTIALED CANDIDATE WHO CANNOT FINISH YOUR REQUIREMENTS AS A RESULT OF COVID-19 WE'RE SEEKING SOLUTIONS THAT WILL ALLOW YOU TO DEFER SO YOU CAN BE HIRED INTO YOUR PROFESSION THIS FALL. THEY TALK ABOUT EASING THE REQUIREMENTS DURING THE PANDEMIC. NOT REQUIRING CERTAIN TESTS THAT WOULD TYPICALLY BE REQUIRED. SO IN LIGHT OF THAT, IN RECOGNIZING THERE CONTINUES TO BE A TEACHER SHORTAGE THERE IS GOING TO BE EVEN MORE IMPACTS TO THE TRAINING THAT TEACHERS HAVE WHEN WE DO HIRE THEM. WE DO HAVE A RECOMMENDATION WE'RE NOT ASKING FOR ANY ACTION TONIGHT. I THINK IF ANYTHING, WE, YOU KNOW, WE WOULD LOVE TO HEAR ANY DIRECTION THAT YOU MIGHT BE WILLING TO SHARE TONIGHT. WE WOULD LIKE TO IN LOOKING AT THE DATA CONTINUE TO INVEST ONE TIME FUNDS FOR DIVERSITY RECRUITMENT EFFORTS. ONE OF THE THINGS THAT I MENTIONED WAS WE DO AN 80% CONTRIBUTION TO PROGRAMS. WE WANT TO GET A LITTLE BIT OF FEEDBACK FROM OUR CURRENT FUTURE TEACHERS THAT HAVE BEEN EMPLOYED OR ARE IN THE CREDENTIALS PROGRAMS TO SEE HOW MUCH OF A SELLING POINT WAS THAT? YOU KNOW, WOULD YOU HAVE BEEN INTERESTED IF IT WAS A LITTLE LESS? WE'RE TRYING TO FIGURE OUT WHAT THE RIGHT AMOUNT IS. AGAIN I SAY IT WHILE WE DEFINITELY SAW THOSE, THE HIRING OF THESE STAFF MEMBERS REFLECTS THE WORK WE'RE TRYING TO DO WITH DIVERSITY IT TAKES TIME, IT'S GOING TO TAKE MANY YEARS TO MAKE SIGNIFICANT MOVEMENT. SO WE WOULD LIKE TO CONTINUE INVESTING IN THESE. WE'D LIKE THE FLEXIBILITY TO BE ABLE TO LOOK AT THE DISTRICT CONTRIBUTION AND LOOKING AT A MULTIPLE YEAR BUDGET ITEM. THAT IS SOMETHING THAT WOULD BE BROUGHT FORWARD LATER AND JAVETTA CLEVELAND WILL BE ABLE TO TALK B TO YOU ABOUT FUNDING SOURCES THAT ARE DEFINITE AVAILABLE TO CONTINUE AN EFFORT LIKE THIS AND BE ASSURED WE'D CONTINUE TO PROVIDE THOSE UPDATES THAT YOU ARE RECEIVING EVERY YEAR AND A PROGRAMMATIC UPDATE AT THE CONCLUSION OF WHATEVER THE MULTIYEAR EFFORT WAS. BEFORE I MOVE ON TO AS SPIRES LEADERS,S, ONE OTHER THING WE'RE LOOKING AT THE POSSIBILITY OF USING A VACANT POSITION IN MY OFFICE TO HELP RUN THE PROGRAM. I WILL TELL YOU IT'S PRETTY INTERNSIVE GOING THROUGH ALL THE PROCESSES SUPPORTING THEM WITH PAPERWORK ONCE THEY'RE IN THEIR PROGRAM THEN MOVING ON TO PLACEMENT. IN ADDITION, THE RECOGNITION THAT WE'RE GOING TO NEED TO DO A LOT OF FOCUS WORK WITH OUR NEW TEACHERS TO SUPPORT THEM ESPECIALLY WITH THE EASED REQUIREMENTS ALLOWING THEM TO COME INTO TEACHING FROM CREDENTIALS PROGRAMS, THERE IS GOING TO BE WORK WE NEED TO DO BEYOND OUR BEGINNING TEACHER SO THAT POSITION WOULD BE SOMETHING WE'D LIKE TO USE TO SUPPORT THEM IN THAT WAY. THOSE ARE THINGS WE'RE CONSIDERING BUT COULD LOVE TO HEAR QUESTIONS AND FOODBACK BEFORE WE MOVE ON. >> QUESTION FROM TRUSTEES. >> A COMMENT. I SUPPORT THE ADDITIONAL STAFF MEMBER TO FOCUS ON RECRUITING. >> THANK YOU. >> AND I JUST WANTED TO SAY THAT AS WELL. I THINK AS WE KNOW RECRUITMENT IS AN EFFORT IN THIS TIME OF COVID. WE NEED TO ALSO MAKE SURE WE RETAIN OUR TEACHERS, ESPECIALLY LIKE, SOMEBODY WHO IS IN THEIR FIRST, SECOND OR THIRD YEAR [00:50:01] TEACHING. LIKE, THIS IS -- >> ABSOLUTELY. >> THIS IS TRAUMATIC AS WELL FOR THEM AND I GOT TO SAY, I KNOW ONE OF OUR DIVERSITY TEACHERS AT PASO VERDE AND MY CHILDREN LOVE HIM AND THINK THE WORLD. SO IT DOES HAVE A IMPACT. OUR KIDS SEE IT? >> THANK YOU. ANY OTHER COMMENTS OR QUESTIONS BEFORE WE MOVE ON? >> I DO HAVE A QUICK QUESTION. SO IT SAYS MULTIYEAR, ARE WE LOOKING AT A THREE, FOUR YEAR? >> WE'RE ANTICIPATING THE LAST ONE IT WAS ABOUT 3 YEARS, WE HAD HAD A LITTLE BIT OF MONEY LEFT OTHER BUT NOT ENOUGH TO CONTINUE FOR ANOTHER YEAR. I THINK THAT'S WHAT WE'RE TARGETING IS 3 YEARS. >> THEN THE WEEKEND POSITIONFUL THE OFFICE, IS THAT ARE PART OF THE 750 OR IS IT ADDITIONAL? >> IT'S ALREADY A FUNDED POSITION, JUST VACANT. THERE IS NOBODY ANYBODY IN IT RIGHT NOW. >> THAT'S ALL. THANK YOU. >> THANK YOU. >> I, TOO, AM VERY IN FAVOR OF CONTINUING A RECRUITMENT EFFORTS. I THINK IT, YOU KNOW IT'S IMPORTANT THAT WE DO THIS LONG PROJECTION LIKE OUR MULTIYEAR BUDGET BECAUSE IF WE SAY WE'RE JUST GOING TO DO IT FOR THE NEXT FISCAL YEAR, THAT DEMONSTRATES THAT OUR COMMIT. IS NOT THERE. AND BY SAYING THAT WE'RE GOING TO LOOK, YOU KNOW, THIS AMOUNT OF TIME, THIS AMOUNT OF MONEY I THINK WE SEND A MESSAGE TO THE PUBLIC WE'RE SERIOUS ABOUT THIS. AND CONSEQUENTLY HERE IS WHERE LIKE ONE OF OUR CORE VALUES, DIVERSITY IS ONE OF OUR ASSETS THEN IT'S REFLECTIVE OF THAT. VERY SUPPORTIVE. >> THANK YOU. >> OKAY. SO ON THE SAME EVENING, YOU GUYS APPROVED AN ADDITIONAL INVESTMENT FOR ASPIRING LEADERS. THE SAME BOARD MEETING WE TALKED ABOUT THE NEED TO DEVELOP A "BENCH." PEOPLE THAT AS LEADERS ARE PROMOTED IN THE SYSTEM THAT WERE ABLE TO FIND PEOPLE MORE READILY AVAILABLE TO BACKNIL THE LEADERSHIP POSITIONS. THIS IS A REVIEW SLIDE. IT WAS ABOUT 200,000 WE'RE LOOKING AT INVESTING FOR 25 PARTICIPANTS AND REALLY IT WAS A IT-YEAR PROGRAM -- 2-YEAR PROGRAM. THE FIRST YEAR WAS THE ADMINISTRATIVE CREDENTIAL PROGRAM. VERY THANKFUL AND APPRECIATIVE OF SACRAMENTO COLLEGE OF ED CASE, WE PARTNERED WITH THEM AND OUR PARTICIPANT WENT TO THEIR PROGRAM, WE PAID 80% OF THE ONE-YEAR PROGRAM AND THEN THE SECOND YEAR, WE ACTUALLY DID AN NUSD LEADERSHIP SERIES. I'LL TALK ABOUT THAT IN A MINUTE. BUT IT WAS DEFINITELY A COMMITMENT FROM THE PEOPLE THAT PARTICIPATED OVER TWO YEARS AND WE COMPENSATED THEM AS WELL FOR PARTICIPATING IN THE LEADERSHIP SERIES. SO WE DEVELOPED A RECRUITMENT PLAN. WE IDENTIFIED CANDIDATES. WE WORKED LIKE I SAID WITH CREDENTIALS PROGRAMS ENDED UP BEING SKOWY PROGRAMS THEN WE DEVELOPED THIS TRAINING IN NUSD. SO HERE ARE SOME NUMBERS, WE HAD 27. A LITTLE HIGHER THAN WE HAD ANTICIPATED. AND SO YOU WILL SEE COHORT 3. OUR LAST COHORT IS SMALLER BECAUSE OF THE FUNDING AND THEY'RE COMPLETING THE LEADERSHIP INSTITUTE. THEY WILL BE IN OUR NUSC LEADERSHIP SERIES WHICH WE HAVE A LITTLE BIT OF FUNDING FOR TO MAKE SURE WE GET THROUGH THAT. I'M SORRY, I THINK THERE IS A SLIDE MISSING BUT THE LEADERSHIP SERIES WAS 6 SIXES, TWO HOURS THEY WERE' MEETING WITH NUSC LEADERS, PEOPLE IN THE ORGANIZATION THAT WOULD BE AGE TO BUILD UPON THE CREDENTIALING PROGRAM AND REALLY TAYLOR IT TO WHO WE ARE AS NATOMAS? WHAT IS IMPORTANT TO US? I MEAN WE TALKED ABOUT ALL THE THINGS THAT YOU SEE ON THE WALLS. WE'VE LOTS OF TOOLS AND RESOURCES WE USE TO GUIDE OUR PROCESS. SO, IT'S GETTING THEM WITH THAT UNDERSTANDING HOW WE THINK. SO WE FELT THAT WAS VERY IMPORTANT BECAUSE MANY TIMES AS YOU ARE COMING OUT OF AN ADMINISTRATIVE CREDENTIAL PROGRAM IT DOESN'T SPEAK TO THE CUTE OF THE ORGANIZATION THAT YOU ARE GOING TO. WHAT I WANT TO SHARE WITH YOU, OF THE 27 N.U.S.C.STAFF WHO HAVE ALREADY COMPLETED ROAR IN THE PROCESS OF GETTIG THEIR CREDENCES HERE ARE THE SITES REPRESENTED. THEN ALL 27, I CALLED AND TALKED TO PRINCIPALS TO VERIFY THE INFORMATION, ALL 27 HAVE TAKEN ON SOME FORM OF LEADERSHIP. I WANT TO BE CLEAR ABOUT THIS. WE TALK ABOUT FORMAL AND ENVELOPAL, FORMAL YOU ARE IN THE MANAGEMENT GROUP, ASSISTANT PRINCIPAL, [00:55:01] COORDINATOR BUT THERE ARE SO MANY OPPORTUNITIES THAT ARE A LITTLE BIT MORE INFORMAL WHERE TEACHERS HAVE BEEN ABLE TO STEP IN LEADING AT THEIR SITE AND BEYOND. WE HAVE I.V.COORDINATORS, TEACHERS ON SPECIAL ASSIGNMENT THAT HAVE THE RESPONSIBILITY OF SUPPORTING MANY OF OUR SCHOOLS, WE'VE PEOPLE AT THE SITE LEVEL SUPPORTING THE WORK HAPPENING AT ELEMENTARY SCHOOLS. YOU CAN SEE ALL OF THE DIFFERENT EXAMINATION OF WHERE THEY'RE IN -- EXAMPLES WHERE THEY'RE IN LEADERSHIP. THIS REFLECT OUR THEORY OF ACTION. ONE OF THE SEGMENTS TALKS ABOUT PROMOTION AND FORMAL RECOGNITION OF TOP TALENT. WHAT IS INTERESTING THAT I WANTED TO MAKE SURE TO CALL OUT IS THE PIECE THAT SAYS WHEN STAFF DOESN'T DEMONSTRATE AN INTEREST IN PROMOTION, THE DISTRICT WILL WORK TO DEVELOP FORMAL RECOGNITION AND ROLES FOR STAFF THAT ALLOW THEM TO MENTOR OR COACH COLLEAGUES, EXPANDING THE DISTRICT'S CULTURE OF HIGH EXPECTATIONS AND SUPPORT. WE'VE TEACHERS IN OUR DIRECT THAT HAVE THE MIND SET OF A LEADER AND HAVE BEEN THROUGH A NONCREDENTIALED PROGRAM, THAT IS FANTASTIC, THAT IS EXACTLY WHAT WE'RE LOOKING FOR. IN ADDITION AS WE HAVE THE MID YEAR MOMENTS WHERE PEOPLE HAVE THE OPPORTUNITY TO BE PROMOTED IT GIVES US A MUCH MORE SOLID PACE TO FIND REPLACEMENTS. SO IN REGARDS TO THAT, AGAIN NO ACTION TONIGHT. WE'LL LOVE TO HEAR FEED BACKBUTIT'S SOMETHING WE WOULD INTENT TO BRING BACK AS PART OF A BUDGET PROPOSAL. IT WOULD BE ONE-TIME FUNDING WE'RE TALKING ABOUT TO SUPPORT A PROGRAM LIKE THIS, A MULTIYEAR PROGRAM AGAIN. QUESTIONS? >> SUPPORTIVE. [INAUDIBLE] >> YES. [INAUDIBLE] >> YES. [INAUDIBLE] >> ABSOLUTELY, I THINK IT'S A GREAT INFORMAL EXPERIENCE. YEAH. [INAUDIBLE] >> WHAT WAS INTERESTING WHEN I WAS TALKING TO PRINCIPALS I WOULD ASK THEM, ARE THERE IN ANY INCHAL LEADERSHIP ROLES? THEY WOULD LIST, 4, 5. IT'S VERY COOL. OKAY. THANK YOU VERY MUCH. [INAUDIBLE] >> THERE'S GETTING SET UP IF I CAN GIVE A REMINDER TO TRUSTEES AND STAFF TO HIT YOUR MICROWHEN YOU ARE SPEAKING TO YOUR VOICE IS PICKED UP ON THE LIVE [VI.b. Budget and LCAP Update] STREAM, THANK YOU. ALL RIGHT. >> GOOD EVENING. BOARD OF THE TRUSTEES, OUR COMMUNITY AND STAFF. WE'RE GOING TO PRESENT A BUDGET UPDATE AND UPDATE. I'LL PRESENT THE BUDGET UPDATE. [INAUDIBLE] THE OBJECT I WAS OF THE PRESENTATION IS TO PROVIDE YOU WITH THE OVERVIEW OF THE BUDGET PROCESS, GIVE YOU A STATUS UPDATE WHERE WE ARE ON OTT 2021, 22 BUDGET PROCESS, ALSO IDENTIFY AVAILABLE FUNDS. THAT IS GOING TO BE IN THREE CATEGORIES, GOING TO BE IN ONGOING, UNRESTRICTED AGAIN FUNDS AND THEN WHAT IS AVAILABLE IN ONE-TIME GENERAL FUNDS THEN WHAT IS AVAILABLE IN OUR FEDERAL STIMULUS AND STATE STIMULUS. THEN WE'RE GOING TO SHARE SOME VERY PRELIMINARY BUDGET CONSIDERATIONS AND CATEGORIES. THEN ALLOW THE BOARD TO PROVIDE INPUT. THERE WILL BE NO ACTION REQUIRED TONIGHT. FIRST OF ALL WE STARTED THE BUDGET DEVELOPMENT PROCESS LOOKING AT OUR SECOND INTERIM BUDGET. [01:00:01] IDENTIFYING OUR EXISTING COSTS, INCREASING COSTS WE NEED TO COVER FIRST, THAT INCLUDED EMPLOYEE MANDATED COLTS WHICH IS PENSION, ANY NEGOTIATED SALARY INCREASES SO THAT IS STEP ONE TO COVER THOSE FUNDS. THEN WE ALSO LOOKED AT ALL OF OUR CURRENT AND EXISTING PROGRAMS THAT WOULD HAVE POSSIBLE INCREASING COSTS. FOR EXAMPLE, I.D.AND ANY PROGRAMS THAT HAVE NEW COSTS LIKE THE VIRTUAL ACADEMY. AFTER LOOKING AT OUR INCREASED REVENUES WHICH IS OUR COST OF LIVING ADJUSTMENT WHICH IS ABOUT 3.8%, AND IF YOU RECALL, 2.3% OF THAT WAS REALLY FOR LAST YEAR WHERE WE GOT 0%. AND ABOUT 1. 5% WAS REPRESENTED ABOVE THE 21-22 SCHOOL YEAR WHICH IS NOT A LARGE INCREASE IN COLA, SO THAT INCREASE WAS ABLE TO COVER OUR EMPLOYER MANDATED COSTS AND ABLE TO COVER OUR PROGRAMS, OUR CURRENT PROGRAMS THAT HAVE CONTINUING COSTS OR NEW COSTS THAT WERE ALREADY PROGRAMS THAT EXISTED IN THE DISTRICT. NOT LEAVE TOO MUCH LEFTOVER FOR ONGOING AVAILABLE COSTS. THE GOOD NEWS IS THERE IS A LOT OF ONE-TIME FUNDS THAT ARE AVAILABLE IN OUR BUDGET AS WELL AS FEDERAL STIMULUS NEW ENGLAND COULD SUPPORT THE DISTRICT IN TERMS OF ADDRESSING A LOT OF THE NEEDS RELATED TO THE STUDENT NEEDS AND ANY LEARNING DISRUPTION THAT OCCURRED DUE TO THE PANDEMIC. STAFF HAVE BEEN ANALYZING REVIEWING PROGRAMS AND SERVICES AND WE'VE DEVELOPED A VERY EXTENSIVE LIST OF POSSIBLE INVESTMENTS, BUT TODAY WE'RE JUST GOING TO SHARE THE CATEGORIES THAT WE'VE CONSIDERED FOR BUDGET DEVELOPMENT. AS I MENTIONED BEFORE THERE IS ONE-TIME STIMULUS FUNDS REALLY PROVIDE EVERYTHING FROM P.P.E.TO MENTAL HEALTH SUPPORT, TO FUNDING FOR INTERVENTIONS TO ADDRESS DISRUPTIONS. I'M GOING TO SHARE DETAILS ON THOSE CATEGORIES, AS A REMINDER WE'VE SEEN THIS INFORMATION ALL THE WAY UP UNTIL MARCH 18. NEW GUIDANCE IS STILL COMING OUR WAY. YOU KNOW, THIS IS NOT VERY CLEAR IN SOME OF THE BILLS WE RECEIVED. THE LANGUAGE WASN'T REALLY CLEAR. THERE IS A LOT OF DIFFERENT EXPENDITURES, USES THAT ARE AVAILABLE. SOMS OF THE FUNDS HAVE THE SAME ALLOWABLE EXPENDITURES, SOME SUNSET AT A DIFFERENT DATE. SOME, SO WE'RE TRYING TO MAKE SURE WE DO WHAT IS BEST TO MAXIMIZE ALL THOSE FUNDING SOURCES AND GET THE BEST USE DURING THIS TIME. STAFF HAS BEEN SORTING THROUGH THESE FUNDING SOURCES TALKING TO EXPERTS TRYING TO DETERMINE THE BEST USE AND THEN WE ARE GOING TO BE BRINGING FORWARD AN 18-MONTH PLAN TO ADDRESS LEARNING DISRUPTION THAT IS WILL PROVIDE BUDGET RECOMMENDATION THAT IS WON'T BE PROVIDED TODAY BUT WILL BE PROVIDED WITH THAT PRESENTATION AT THE APRIL BOARD MEETING. AGAIN HERE IS MY BUDGET PROCESS CHART. WE'RE MOVING ALONG. WE'RE NOW OF IN THE MAR THROUGH APRIL CATEGORY, WE DID CONSIDER EVERYTHING ON THE LEFT SIGNED NOW WE'RE, WE'VE IDENTIFIED AVAILABLE FUNDS AND NOW WE'RE MOVING TO TRY TO FIGURE HOW CAN WE DO ANYTHING BUT NOT EVERYTHING WHICH IS THE MOST DIFFICULT PART OF THIS. I MENTIONED BEFORE WE HAVE A COST OF LIVINGED A JUST THAT REPRESENTS ABOUT 3.7 MILLION DOLLAR. IN ONGOING REVENUE THIS. IS OUR ONGOING GENERAL FUND SOURCES. I HAVE TO CALL ATTENTION -- YOU SEE THAT COMES RIGHT OFF THE TOP. 2.2 MILLION. THEN CONTINUING COSTS FOR THE I.D.PROGRAM FOR OUR SCHOOLS INCREASING AMERICAN LAKE NATOMAS MIDDLE AND P.B.S.TO BE IN THEIR PROGRAMS IMPLEMENTATION, THAT INCLUDES VISUAL ARTS TEACHERS, DESIGN TEACHERS THAT IS -- >> I'VE LOOKED AT THIS FOUR TIMES AND I THINK WE FORGOT JEFFERSON, RIGHT? >> JEFFERSON IS FORGOTTEN. >> I'VE LOOKED AT THIS FOUR TIMES, SO -- >> YEAH. >> APOLOGIES TO, IT'S NOT LIKE YOU ARE NOT GETTING WHAT YOU NEED, YOU MADE A BOO BOO. >> THE SCHOOL IS ALSO A PART 6 OUR PROGRAM. TECHNOLOGY LICENSING SOFTWARE HAS BEEN INCREASING. MICROSOFT, CISCO, OUR HEY SYSTEM THAT HELPS US WITH INVENTORYING ALL THE KROME BOOKS, THAT HAS HAD INCREASING COSTS WE NEED TO COULD HAVE AS WELL AS A.T.T.VOICE WHICH IS ONE OF THE THAT WILL NO LONGER BE FUNDED BY A GRANT PROGRAM. [01:05:01] VIRTUAL ACADEMY SUPPORT STAFF TO HELP US RUN THE NEW VIRTUAL ACADEMY, $300,000 THERE AND COAST TOAD YAL SUPPORT FOR THE FACILITIES EXPANSION, THIS INCLUDES AMERICA LAKES, JEFFERSON AND OUR NEW PBS CAMPUS. WHEN YOU TOTAL ALL THAT TOGETHER WE'RE LOOKING AT $3.5 MILLION RIGHT THERE OF OUR JOHN GOING REVENUE THAT NEEDS TO COVER THE KOST NOT LEAVING MANY IN ONGOING REVENUE AT THIS TIME. OUR GENERAL FUND ONE-TIME SOURCES LOOKING AT $3.8 MILLION IN ONE TIME FUNDING AVAILABLE THAT KEEPS US AT OUR 3% STATE REQUIRED RESERVE AND OUR 9% FOR RECOMMENDATIONS THROUGH 22. 23 AND STILL GIVES US SOME MONEY TO SPEND UNDER THE GENERAL FUND. WE NEEDED TO LOOK AT BOARD APPROVED ITEMS THAT ARE ONE-TIME AND THEY WOULD NEED TO COME OFF OF THE FUNDING FIRST. VIRTUAL ACADEMY START UP COSTS, BRIDGE FUNDING WE TALKED ABOUT THAT. WE DON'T KNOW WHERE ALL THE STUDENTS MAY COME FROM AND WE HAVE TO ADD ADDITIONAL TEACHERS. OUR NOW AQUATIC CENTER WE HAVE A FORMULA THAT TERMS MAINTENANCE COSTS. WE DON'T KNOW HOW THAT IS GOING TO CAB CLATE OUT T. COULD BE FROM $100,000 TO $2050,000. HOPEFULLY IT'S AT THE LOWER END THEN OUR TECHNOLOGY PROGRAM WE HAVE EXISTING IN THE DISTRICT FOR QUITE SOMETIME WHERE WE GET 80% FEDERAL GRANT FUNDING AND MATCH 20%, THAT HELPS US WITH OUR INTERNET AND INFROM STRUCTURE. WE'RE LOOKING AT 1. -- IT STIFFS US 3 MILLION 358,000 THAT WE'VE AVAILABLE TO INVEST FOR THE 21-22 SCHOOL YEAR. I MENTIONED THE STIMULUS FUND. THESE ARE THE FEDERAL STIMULUS FUNDS LISTED HERE. WE HAD, WE CALL IT S.R.1. WE SPENT THAT LAST YEAR BUT S.R.2 IS ABOUT THE $6.9 MILLION. WE'RE LOOKING AT USING 5 MILLION OF THAT AS ESTIMATED THAT 5 MILLION OF THAT WILL BE EXPENDED BY JUNE 30, 2021 TO SUPPORT THE DISTRICT DURING THE PANDEMIC. THESE ARE THINGS THAT WERE APPROVED WIFI CONNECTIVITY. DAY CAMP, MODERATE SEVERE SUPPORT PROGRAM, VIRTUAL TUTORING LEARNING ALSO THE CHROME BOOKS RECENTLY APPROVED BY THE BOARD IS IN THE NUMBER. WE GOT IT MORE DAY CAMPS THROUGH JUNE AND WE ADDED THE CHROME BOOKS, SO THAT IS WHERE THE $5 MILLION COMES FROM. THAT LEAVES A $1.9 MILLION AVAILABLE FOR THE 21-22 SCHOOL YEAR. THESE FUNDS CAN BE USED AND EXPENDED THROUGH SEPTEMBER 30, 2023 THEN WE HAVE THE AMERICAN RESCUE PLAN WHERE WE WILL RECEIVE $15 MILLION OF WHICH 20% OF THAT HAS BEEN TOES USED TO ADDRESS AND RESPOND TO ACADEMIC, SOCIAL EMOTIONAL NEEDS. DISPROPORTION@IMPACTS, EXAMPLES INCLUDE SUMMER LEARNING, EXTENDED DAY OR YEAR AND AFTERSCHOOL PROGRAMS. THOSE ARE JUST EXAMPLES. THEN THERE WAS 19 OTHER CATEGORIES OF ALLOWABLE USES THAT WAS IN THE DOCUMENT. SO THAT IS WHAT I MEAN BY WE HAVE TO TRY TO MAXIMIZE THE USE -- >> DO YOU DREAM ABOUT THOSE NIGHTLY? >> I DO ACTUALLY. [LAUGHTER] >> YOU WON'T BELIEVE. >> NO, NO. >> I SAW CHRIS' E-MAIL AT 12:45 A.M. AND I WAS THINKING ABOUT THE BUT THE BY THE WAY. >> I SAY THAT IN A JOKING MANNER BUT ALSO IN AN APPRECIATION MANNER BECAUSE I KNOW YOU LOVE NUMBERS. >> YEAH. >> AND I KNOW HOW MUCH TIME YOU SPEND ON THIS. SO I WANT TO MAKE SURE THAT IT'S ADEQUATELY ACKNOWLEDGED HOW MUCH TIME AND EFFORT YOU ARE PUTTING INTO THIS. >> THERE IS USEFUL EXPENDITURES IN ALL THE CATEGORIES, THIS ONE CAN BE USED TO, FOR ANY IMPACTS OF THE PANDEMIC. IT'S PRETTY FLEXIBLE. IT CAN ALSO SUPPORT SOCIAL EMOTIONAL SUPPORT, ALMOST ALL OF THEM SUPPORT SOCIAL MEETINGSAL SUPPORT, HEALTH AND OTHER ACTIVITIES TO MAINTAIN THE OPERATIONS AND CONTINUING, CONTINUITY OF SERVICES. THEN WE HAVE WHAT IS OUR A.D.86 OPENING PLAN MONEY. WE'RE OPEN. WE MEET THE REQUIREMENTS FOR K. AS WELL AS SECONDARY LEVEL. WE'RE OPEN FOR SECONDARY. THEY HAVE TO BE OFFERED TO ALL OF OUR STUDENTS WHICH IT WAS. WE'LL GET 3.3 MILLION. I'VE NOT RECEIVED HOW THE FUNDS COULD BE USED. IT'S GOING TO CHANGE SINCE THE INITIAL REOPENING PLAN. SO I'M WAITING TO GET THE INFORMATION FROM C.D.E.THEN WE HAVE AS PART OF IN PERSON INSTRUCTION SUPPORT GRAND [01:10:04] MONEY THAT IS $7 MILLION AND $370,000 FOR HOMELESS FUNDING. AND THAT IS, THAT FUNDING 85% CAN SUPPORT IN PERSON LEARNING, 15% CAN SUPPORT DISTANCE LEARNING. THEN IN THAT CATEGORY, 10% OF THOSE FUNDS MUST BE USED TO SUPPORT PARAPROFESSIONALS, HIRE PARAPROFESSIONALS, I HEARD ALSO INCREASE THE TIME OF PARAPROFESSIONALS WE'RE TRYING TO MAKE SURE WE CAN DO THAT BUT THERE IS DIFFERENT INFORMATION COMING ON THIS. BUT 10% OF THAT, OF OUR $700,000 WILL BE USED FOR THAT PURPOSE. THIS MONEY CAN BE EXPENDED THROUGH AUGUST 31, 2022. HERE ARE SOME OF THE CATEGORIES WE'RE LOOKING AT RIGHT NOW FOR INVESTMENTS. I MENTIONED THE 18-MONTH PLAN TO ADDRESS DISRUPTION. ALREADY THAT IS GOING TO BE PRESENTED IN APRIL. AND THEN WE WILL HAVE A MENTAL HEALTH SOCIAL MEETINGSAL SUPPORT CATEGORY. THAT WILL BE SHARED ALSO IN APRIL OR MAY. IT WILL HAVE PHASES OF EXPANDED PLANS RELATED TO SOCIAL MEETINGSAL SUPPORT. >> JAVETTA, I'LL PAUSE YOU BECAUSE I THINK THIS IS A GOOD TIME TO RECOGNIZE THAT LAST FALL, WE WERE CONNECTED WITH THE NEW YORK TIMES. I BELIEVE IT WAS COUNCIL MEMBER ASHBY THAT CONNECTED US TO THE NEW YORK TIMES TO TALK ABOUT SOCIAL MEETINGSAL STORE SYSTEMS AND VERY NICE PERSON SPOKE TO ME AND I SAID YOU NEED TO SPEAK TO THE PEOPLES WHO REALLY DO THE JOB. AND SO IT WAS A NICE SURPRISE BECAUSE WE HAD NO IDEA IT WAS COMING OUT TODAY TO SEE OUR SOCIAL EMOTIONAL SUPPORT SYSTEM AND THE REALITIES, THE STARK AND SOMETIMES SAD REALITIES OF ONE OF OUR GRADUATES WHO WAS VERY COURAGEOUS IN SPEAKING TO THE NEW YORK TIMES AND SHARING HIS STORY. AND I WANT TO THANK EVERYONE. I PUT ON AN E-MAIL TODAY TO ALL STAFF AND ASKED THIS EMTO SEE THEMSELVES IN EVERYBODY BIT OF HELP THAT THEY HAVE PROVIDED OUR STUDENTS. IT'S ONE OF THE MAJOR REASONS WE'RE TALKING ABOUT RE-RETURNING TO FIVE DAYS A WEEK. WE ACTUALLY HEARD FROM ONE OF OUR PUBLIC SPEAKERS EARLIER TODAY THAT DURING THIS PANDEMIC, HER OWN GRAND CHILD ATEAMEDDED SUICIDE. -- AATTEMPTED SUICIDE. YOU KNOW, I'M PROUD OF THE EFFORTS WE'VE DONE, BUT WALKING ON CAMPUSES MONDAY, THE HIGH SCHOOLS LOOKED LIKE GHOST TOWNS. THERE ARE NOT A LOT OF KIDS WHEN YOU DIVIDE THEM OVER THREE DAYS. SOME KIDS WALKED IN AND WALKED OUT BECAUSE THEY WANTED TO SEE THEIR FRIENDS AND HAVE THE ENVIRONMENT. WE CAN'T RETURN THAT EXACTLY IN THE MIDDLE OF A PANDEMIC. BUT YOU ARE GOING TO HEAR IN APRIL AND MAY FROM CAROL AND HER TEAM ABOUT OTHER IDEAS AND A LOT LIKE WHAT WE'VE DONE WITH TECHNOLOGY AND OTHER AREAS BEFORE, YOU ARE GOING TO WANT ALL OF IT RIGHT NOW AND WE WON'T BE ABLE TO DO THAT. BUT MAYBE WE CAN PHASE IN EXPANDED MENTAL HEALTH, SOCIAL, EMOTIONAL SUPPORT, EXPANDED PHYSICAL HEALTH AND SAFETY WHICH WE'VE DONE A REALLY GOOD JOB ON THIS YEAR AS WELL. SO KUDOS TO EVERYONE FROM THE CLASSIFIED EMPLOYEES, TEACHERS, THE FAMILY, WHO HAVE ENGAGED WITH US, FRIENDS WHO HAVE CALLED OR USED OUR 24 HOUR LIVE LION AND OUR LEADERS WHO HAVE BEEN LEADING THAT WORK AND THE FACT THAT THE NEW YORK TIMES SPENT SO MUCH TIME TO FOCUS IN ON IT. BOARD, YOU HAVE TO TAKE CREDIT ON THIS. JUST LIKE YOU HAVE TO TAKE CREDIT ON THE DIVERSITY HIRING. IT IS, YOU KNOW, ANGELA DIDN'T STAND UP AND DECLARE MISSION ACCOMPLISHED BUT SHE DID SAY PROGRESS OVER TIME. YOU KNOW, YOU CAN, WE CAN SIT HERE AND TRY NOTHING AND CONTINUE TO HAVE THE SAME PROBLEMS ORS WE CAN DO SOMETHING DIFFERENT. AND SO, THE MENTALITY HEALTH, SOCIAL EMOTIONAL SUPPORT, CAROL STARTED SOMETHING AND THEN IN JANUARY OF I FORGET WHAT YEAR IT WAS, YOU ALL SAID THIS IS GREAT START. NOW BRING US SOMETHING ELSE. AND SO THAT IS NEVER A PROBLEM FOR CAROL. SHE BROUGHT YOU SOMETHING ELSE, A LOT OF SOMETHING ELSE. AND THEN IT KEPT EXPANDING THEN IT GOT RECOGNIZED AND IT HAS BEEN RECOGNIZED AGAIN. THE GREATEST WISH WOULD BE IT WOULD NOT BE NEEDED AT ALL BUT THE REALITY IS MORE IS NEEDED. AND SO PLEASE TAKE TIME TO REFLECT ON YOUR LEADERSHIP BECAUSE IT WOULD NOT BE HERE IF IT HADN'T SAID I WANT MORE ON THAT ISSUE. WE WON'T HAVE A DIVERSITY HIRING PROGRAM IF YOU DIDN'T HAVE THE COURSE AN TO TAKE AN IDEA THAT MOST PEOPLE [01:15:03] LOOKED SIDE WAYS AT WHAT THEY WERE AT NATOMAS HIGH. I HAD SUPERINTENDENTS SAY HOW ARE YOU GOING TO DO THIS AND NOT GET SUED? WE SAID WE'RE NOT JUST LOOKING FOR ETHNICITY, THERE IS A BROAD WAY THAT YOU CAN DEFINE VERSE ARE DIVERSITY ESPECIALLY IN THE SEND MOST DIVERSION SCHOOL -- DIVERSE SCHOOL DISTRICT IN THE NATION, THERE ARE SO MANY WAYS THAT I HOPE YOU SEE YOUR WORK IN THE PRESENTATION EARLIER AND THEN THIS PRESENTATION RIGHT HERE AS WE'RE BRINGING MORE THINGS TO YOU. PHRASE LEARNING DISRUPTION CAME FROM TRUSTEE KAPLAN WHO SAID WHY DO WE HAVE TO CALL IT LOST? LOST MEANS YOU CAN'T FIND IT. THAT'S RIGHT. THAT'S GREAT. SO AS YOU SEE THESE THINGS I HOPE YOU SEE FROM THE BOARD TO THE CLASSROOM YOU ARE VERY MUCH PRESENT HERE. ATHLETICS, WHAT AN INVESTMENT YOU'VE MADE IN ATHLETICS AND THE COURAGE WHERE SOME DISTRICTS AREN'T ALLOWING KIDS BACKS TO DO T. YOU GUYS ARE ATTENDING FOOTBALL GAMES. SO THANK YOU, I WANTED TO MENTION THE NEW YORK TIMES WHILE YOU WERE GOING. >> THAT'S RIGHT. ATHLETICS LOOKING AT CAN 8 CROSS COUNTRY FOR BOYS AND GIRLS. TRACKISH. >> I DID CROSS COUNTRY, IT IS SO PAINFUL. I HAD A MOMENTS OF EXCITE. AND I THOUGHT OF THE PAPER -- PAIN. >> YES, I LIKE TO SPRINT. SO 400 METERS WAS MY RACE. TECHNOLOGY PLAN, AGAIN WE HAD OTHER PHASES WE'VE ALREADY IMPLEMENTED A LOT OF TECHNOLOGY PLAN AND IN THE IMPLEMENTATION HAS BEEN GREAT AND HELPED US DURING THIS PANDEMIC. BARBARA IS BACK AND SHE IS -- [LAUGHTER] OUR TECHNOLOGY PLAN, SHE IS WILL BRINGING SOMETHING IN APRIL AND MAY OF 2021. IT'LL REFRESH FOR CHROME BOOKS OR LAPTOPS FOR 21-22 AND NECESSARY STAFFING SUPPORT. ALL OF TECHNOLOGY NEEDS IN THE DISTRICT. WE'RE ADDING AND LOOKING AT THE C.P.E.FOR COSMETOLOGY, TO BE SHARED IN APRIL AND MAY. I'VE LOOKED AT SOME OF IT. IT LOOKS REALLY INTERESTING AND EXCITING. FUNDS WE CUT AND WE USED ONE-TIME MONIES FOR THIS YEAR, LOOKING AT AGAIN USING ONE-TIME MONIES FOR NEXT YEAR. IT'S DEFINITELY BEEN IN USE BY OUR TEACHERS. EXPENDITURE CAME THROUGH. WE APPROVE THEM PRETTY FAST BUT IT'S DEFINITELY SOMETHING THAT IS ACTUALLY USE AND WAS USED WHEN WE'RE EVEN IN DISTANCE LEARNING. WE'RE STILL IN SOME DISTANCE LEARNING BUT IT IS' BEING USED. RESTORE FISCAL POSITION AND PAYROLL, WE'VE BEEN GROWING AS A DISTRICT. PAYROLL HAS BEEN THE SAME, AND THEY WORK SO MANY OVERTIME THEY DON'T TAKE ANY TIME OFF. THEY HARDLY TAKE VACATIONS. THE OVERTIME WOULD REDUCE THE COST OF IT BY ABOUT OVERHALF, THAT IS -- >> THEY'RE DOING GREAT. THEY NEED SOME HELP. THEY NEED HELP. >> YEAH. AND THEN WE MENTIONED DIVERSITY RECRUITMENT PROGRAM. MENTORING, IMPROVE YOUR TOMORROW, A GREAT PROGRAM AND WE'RE LOOKING AT EXPANDING THAT TO INCLUDE INDY KUM HIGH SCHOOL AND AVID SUPPORTS FOR THREE ELEMENTARY SCHOOLS AS WELL. OUR STAFF FOR ELECTIVE COURSE OPTIONS AND THEN ALL -- THERE IS A LOT THERE THAT WE HAVE THE FUNDING FOR BUT WE HAVE TO CONTINUE TO MAKE SURE WE'VE P.P.E.AND ALL THE OTHER THINGS TO INSURE SAFETY AT THE SITES INCLUDING THINGS LIKE WI-FI CONNECTIVITY. LOOK AT THAT AND CONTINUED SUPPORT. THAT WILL BE WHAT BARBARA BRING INTO TECHNOLOGY PLAN. >> YOU KNOW WHAT WILL BE INTERESTING IN NATOMAS UNIFIED SCHOOL DISTRICT WE'VE ALWAYS HAD, IT'S NOT THE WORST COINING ABSENTEEISM IN THE REGION, IT'S NOT THE BEST. WE'VE HAD, WE HAVE A HIGH RATE OF ILLNESSES AT TIMES, FAMILIES CALL IN AND SAY THEIR CHILD IS SICK SO IT'S HAVE INTERESTING IS HOPEFULLIMENT ALL THIS PREDICTIONS ARE TRUE THAT COVID STARTS TO RAMP DOWN. THAT IN CALIFORNIA, THE VACCINES ARE PRETTY MUCH MADE AVAILABLE TO EVERYONE AROUND MAY, IT WOULD BE INTERESTING TO SEE WHAT HAPPENS TO THE FLU AND OTHER VIRUSES WITH NEW AIR FILTERS AND THE HEPA FILT THEY'RE JUST CYCLED DOWN FOR US, IT WAS PROBABLY HARDER FOR US TO HEAR BECAUSE IT HAD CYCLED UP. WE'RE GOING TO KEEP THOSE THINGS, AND IN OUR SCHOOLS NEXT YEAR AND SEE WHAT IF ANY EFFECT IT HAS ON ATTENDANCE. WE TRIED LOTS OF THINGS, PHONE CALLS, HOME VISITS AND MAYBE IT'S A MATTER OF DOING [01:20:01] SOME THINGS DIFFERENT THAT WILL LEAD TO INCREASED HEALTHINESS IN WHAT IS A MINI CITY. [INAUDIBLE] >> QUICK QUESTION. I LOOK FORWARD ON THE BUDGET ITEM CONSIDERATION JUST TO SEE THE COST; IT ONE-TIME, WHAT IS THE ONGOING COST? I KNOW SOME OF THESE ARE ONE-TIME. ON THE MENTORING, I'M TOTALLY FOR IT. BUT IMPROVE YOUR TOMORROW IS MOSTLY FOCUSED ON THEUPS MEN, I WOULD LIKE TO HEAR WHAT WE'RE DOING ARE TO THE YOUNG LADY, THAT WAS ONE THING MISSING THAT WE NEED TO BE CONSIDERING AS WELL. >> WE DID HAVE A PROGRAM FOR YOUNG WOMEN. DISCOVERY, IT WAS AT DISCOVERY YEAH? >> BUT IF WE'RE JUST EXPANDING IMPROVE YOUR TOMORROW WHAT ARE WE DOING FOR OUR YOUNG WOMEN? >> WHAT DO WE HAVE RIGHT NOW AT -- I KNOW WE HAD AIM HIGH FOR A WHILE BUT THERE HAS BEEN A SHIFT. THERE IS, ONE OF THE PROBLEMS AS WE GO COVID THIN IN HERE SOME OF THE EXPERTS ON IT AREN'T HERE. SO WE'LL, WHAT WE'LL DO, IT WON'T BE TOMORROW, BUT WE'LL FOLLOW UP NEXT WEEK ON WHERE WE ARE AND WHETHER IT'S FOR SOME REASON ENDED UP NONEXISTENT OR THEN OR CAN BE EXPANDED. WE'RE GOING TO GET YOU THE INFORMATION TO HAVE A BETTER CONVERSATION ABOUT IT. >> JUST EQUITY BETWEEN -- WE KNOW OUR YOUNG LADIES NEED JUST AS MUCH SUPPORT IF NOT DIFFERENT SUPPORT THAN OUR YOUNG MEN. [INAUDIBLE] >> GOOD EVENING PROSECUTION HEREDIA, TRUSTEES, TONIGHT I GET TO FOLLOW TWO ENGAGES PRESENTATIONS WITH ENGAGEMENT INFORMATION, WE HAVE PLANS SURVEY UPDATE. [INAUDIBLE] [LAUGHTER] >> THANK YOU. YEAH. YEAH. THANK YOU FOR THAT. SO THE PURPOSE OF STAKE HOLDER ENGAGE IN THE Y., IT'S SPECIFIC SPELLED OUT IN EDUCATION CODE AND ALSO IN THE L. CAP TEMPLATE AS WELL THERE NEEDS TO BE PURPOSEFUL ENGAGEMENT STAKEHOLDERS THROUGHOUT THE DISTRICT IN THE DEVELOPMENT OF THE L. CAP. RECENTLY WE CONDUCTED A SURVEY FROM FEBRUARY 12 TO MARCH 12TH. ONE MONTH'S TIME TO ENGAGE STAKEHOLD ERRS THROUGHOUT THE DISTRICT. WE COMMUNICATED THROUGH OUR COMMUNICATIONS DEPARTMENT, OUR NORMAL MEANS OF E-MAIL, PHONE CALLS HOME, WE INCLUDED PRINCIPAL MESSAGING AS WELL, INFORMATION ON WEBSITES AN SOCIAL MEDIA. WE ALSO INCLUDED PHONE BANKING. AS A RESULT PHONE BANKING THAT INCLUDED 19976 HOUSEHOLDS THAT DIDN'T HAVE ENGLISH AS THEIR PRIMARY LANGUAGE, REACHED OUT TO THEM AND OFFERED TRANSLATION, INTERPRETATION SERVICES EITHER WITH IN HOUSE STAFF OR USING LANGUAGE LINK AS AN OPTION AS WELL. TO REACH OUT OVER, THOSE HOUSEHOLD THAT INCLUDE 52 DIFFERENT LANGUAGES OR DIAL. >> WAS THIS YEAR FOCUSED OR LONGS OR DID WE CONTINUE TO TARGET STUDENT GROUPS THAT SOMETIMES WE HAVE A HARD TIME CONNECTING WITH FAMILIES? >> WE DID TARGET STUDENT GROUPS AS WELL. AS A RESULT WE HAD 2,882 SURVEY RESPONSES. IN COMPARISON TO THE LAST TIME WE IMPLEMENTED A THREE-YEAR PLAN IT'S A MORE BY ABOUT 400. WE HAD 2,488 RESPONSES IN THE YEAR 2017. WHEN WE LOOK AT WHO TOOK THE SURVEY, AS YOU CAN SEE IN THE PRESENTATION, THE MAKEUP OF WHO TOOK THE SURVEY. THIS YEAR WE HAD AN INCREASE OF STUDENTS PARTICIPATION, WE ALSO COMMUNICATED OUT TO STUDENTS IN GRATE 6-12 VIA E-MAIL TO INCREASE STUDENT PARTICIPATES FROM 251 STUDENTS TO 607 STUDENTS THIS YEAR. OF THOSE WHO TOOK THE SURVEY WHAT SCHOOLS DID THEY REPRESENT? THEY MAY REPRESENT MORE THAN ONE SCHOOL. FAMILIES RESPONDING MAY HAVE MORE KIDS IN HIGH SCHOOL AND OUR ELEMENTARY SCHOOLS. WHEN WE LOOK AT GROUPS AS WELL THOSE PARTICIPATING BASED ON THE FREE AND REDUCED LUMP REPRESENTATION, FOSTER YOUTH REPRESENTATION AN ENGLISH LEARNERS AS WELL AS STUDENTS WITH DISABILITIES. SEE THE BREAKOUT BETWEEN THE PARENTS, GUARDIANS, CARE GIVERS, COMMUNITY MEMBERS AND STAFF REPRESENTATION, ADULTS AND THE STUDENTS SURVEY RESPOND AND REPRESENTATIONS. IN ADDITION WHEN WE TOOK A LOOK AT WHO WAS RESPONDING [01:25:04] THE 2882 RESPONSES WHAT WERE THE TEMO GRAPHICS. IN COMPARISON TO OUR OCTOBER DEMOGRAPHICS DATA TO THE SURVEY DEMOGRAPHICS, THE BOTTOM BAR REPRESENTS THE DATA FROM 2020 AND SENIORITY SAY DEMOGRAPHICS INDICATED IN THE BLUE BAR. YOU CAN NOTE THE VARIANCES THERE, WE DID SEE AN INCREASE OF SURVEY RESPONDENTS WHO DIDN'T REPORT AN ETHNICITY. AS WE DIVED INTO THE 22 QUESTION, AS WE LOOK AT THE FIRST SLIDE THE BLUE BAR REPRESENTS A RESPONSE THAT MEANS I KNEW THAT TOPIC OR I THOUGHT I BUT IT AND THE ORANGE BAR REPRESENTS I DIDN'T KNOW ABOUT THAT. I DIDN'T KNOW THAT. SO THE FIRST QUESTION WE ASKED WAS IN REGARDS TO OUR GRADUATION RATE. HAVING THE HIGHEST GRADUATION RATE IN THE COUNTY. YOU CAN SEE THE BLUE BARS REPRESENTING THOSE THAT KNEW FROM THE STUDENTS' PERSPECTIVE AND ALSO FROM THE ADUT'S PERSPECTIVE. AGAIN THIS INFORMATION INFORMS AND CONFIRMS OUR WORK MOVING FORWARD. I WON'T GO OVER ALL THE QUESTIONS BUT THOSE WITH THE RED APPLE, I'LL TOUCH ON. PLEASE ASK QUESTIONS AS WE MOVE FORWARD. THIS SLIDE IS A QUESTION ABOUT CHRONIC ABSENT TEISM AND IT INFORMS OUR EFFORTS MOVING FORWARD. FROM THE RESPONDENTS YOU CAN SEE STUDENTS, 57.6 OF THE STUDENTS RESPONDED THAT THEY KNEW OR THINK THEY KNEW MISSING TWO DAYS OF SCHOOL PER MONTH WOULD LEAD TO CHRONIC ABSENT TEISM AND IMPACT ACADEMICS, THEY NEED TO SEE THE PERSPECTIVE FROM ADULTS AS WELL. THIS DATA WILL INFORM OUR WORK MOVING FORWARD AS WE TACKLE AND ADDRESS CHRONIC ABSENTEEISM. WHEN WE LOOK AT CONNECTING ACTIVITIES OR SPECIALIZED PROGRAMS TO BEING CONNECTED TO A SCHOOL, YOU CAN SEE THE RESULTS ON THE BLUE BARS AS BEING POSITIVE IN RESPONSE. SO AS WE LOOK AT BUDGETARY ITEMS LIKE CROSS COUNTRY, SCHOOL ACTIVITY, CONNECTING KIDS TO SCHOOL, THIS ASK A CONSIDER THAT INFORMS OUR WORK MOVING FORWARD. WHEN WE ASKED ABOUT CONNECTING THE COLLEGE LEVEL COURSE WORK, IN THIS ONE, OUR STUDENTS HAD RAIN FIRMTIVE RESPONSE MORE THAN OUR PARENTS IN REGARDS TO CONNECTING THE A. T.I.B.AND COURSE OFFERINGS THAT WE HAVE. SO AGAIN INFORMING OUR WORK MOVING FORWARD. QUESTION ABOUT PARENT UNIVERSITY AND THE PROGRAMS AND SUPPORTS PARENT UNIVERSITY CAN OFFER. YOU CAN SEE THE COMPARISONS THERE AS WELL. STUDENTS MAY NOT BE THINKING ABOUT THE UNIVERSITY AS MUCH AS ADULTS. WE ASKED QUESTION BOSTON ASSOCIATION EMOTIONAL AND PHYSICAL WELLNESS. THE TWO PRIOR PRESENTATIONS TALKING ABOUT SOME OF THE SUBJECTS THAT ARE BEING PRESENTED HERE IN THIS PRESENTATION ABOUT ENGAGEMENT BUT SOCIAL MEETINGSAL PHYSICAL WELLNESS, DO OUR PARENTS AND STUDENT RECOGNIZE THAT WE HAVE A SCHOOL PSYCHOLOGIST AT EVERY SITE? DO THEY RECOGNIZE SCHOOL HEALTH -- 24/7 CRISIS RESPONSE ON-LINE REFERRAL SYSTEMS AND SO AGAIN, THIS SPEAKS VALUES IN THE SENSE THAT THE WORK AROUND SOCIAL EMOTIONAL SUPPORTS AND PHYSICAL WELL YES IS BEING RECOGNIZED BY BOTH STUDENTS AND ADULTS. ATHLETIC VISUALS, VISION, HEARING TESTS, FEELS PROMOTE NUTRITION NEEDS OF STUDENTS. HIGH MARKS IN RECOGNIZING THEY KNEW OR THOUGHT THEY KNEW THAT FOR THE MEALS AND THAT'S IN THE BOTTOM RIGHT. OF THIS PARTICULAR SLIDE. 87% OF THE STUDENTS RECOGNIZED THAT. 92% OF THE PARENTS RECOGNIZE THAT. AGAIN THE RECOGNITION THAT THE INVESTMENTS BEING MADE IN THE PROGRAMS IS BEING RECOGNIZED BY STUDENTS AND ADULTS. WE ASKED ABOUT RECOGNIZING INFORMATION ABOUT JEEY'S FOOD LOCKER ON THE NEXT SLIDE. HIGH MARKS 68 AND 70 BUT HUMBLE SUPPORTS ALSO INDICATORS OF RECOGNITION. WE ASKED SIMILAR QUESTIONS [01:30:01] IN REGARDS TO THESE SUPPORTS DURING A PANDEMIC, SOCIAL, EMOTIONAL, WELLNESS, THE WHOLE CHILD. THIS PARTICULAR SLIDE IS INFORMATION ON COVID-19 TESTING, COVID-19 RAPID TESTING THEN ALSO THE VACCINATION CLINICS AND A RECOGNITION MESSAGE IS GETTING OUT REGARDING OUR WORK AROUND COVID SUPPORTS. VIRTUAL LEARNING, VIRTUAL TUTORING AND WELLNESS CENTER ALSO HIGH RECOGNITION THAT THAT EXISTS FOR SUPPORT FOR OUR STUDENTS DURING THIS TIME. DURING THE PANDEMIC. THIS QUESTION CROSS TWO YEARS WE ASKED INFORMATION, DID YOUR STUDENT OR DID YOU PARTICIPATE IN ANY OF THESE PROGRAMS IN 1920, DURING THE REGULAR SCHOOL YEAR OR A MODIFIED VERSION DURING THIS YEAR DUE TO THE PANDEMIC. SO AGAIN STUDENTS BEING IN THIS SLIDE STUDENTS BEING IN GREEN. ADULT RESPONSES IN BLUE. >> I THINK THE FIRST ONE IS IMPORTANT BECAUSE ONE OF THE THINGS THAT PEOPLE ALWAYS ASK WHEN YOU SURVEY STUDENTS IS DID YOU SURVEY A GOOD CROSS SECTION OF STUDENTS. I THINK IT WAS PRETTY MUCH KNOWN THAT SOME SCHOOLS PROBABLY STILL DO IT BUT IN THE 90S AND WHEN YOU HAVE VISITS YOU WOULD TRY TO PICK YOUR BEST AND BRIGHTEST STUDENTS AND THEN OUTSIDE OF AGENCIES GOT WISER AND WENT WE'RE GOING TO GIVE OUT 100 TICKETS TO WHATEVER KIDS WE SEE AND INVITE THEM. WE'VE HAD THE APPROACH FROM THE GET GO LET'S NOT PICK EVERY STUDENT WHO IS AT A.P.LEVEL AND REMEMBER, YOU ARE IN AN I.V.PROGRAM AT MANY OF THE ELEMENTARY AND K.'S RIGHT NOW. WE DID GET A NICE CROSS REPRESENTATION OF STUDENTS THERE. I APPRECIATE THAT. >> WE ALSO ASKED QUESTION BOSTON C.T. E.AWARENESS, ARE YOU AWARE OF THE 9 DIFFERENT PATHWAY THAT IS WE'RE CURRENTLY OFFER TO GAGE STUDENT AND ADULT RESPONSES IN LEVELS OF INTEREST. OR AWARENESS. HOW ARE OUR STUDENTS STAYING INFORMED? AGAIN WILL INFORM OUR COMMUNICATIONS DEPARTMENT WORK ALSO AS WELL AS THE WORK OF PRINCIPALS BEING ABLE TO MESSAGE TO FAMILIES AND STUDENTS. AS YOU CAN SEE CAMPUS, INFORMATION SYSTEMS, STUDENTS ARE USING IT. BASED ON THIS INFORMATION AS ONE OF THE MAIN SOURCES OF INFORMATION. SCHOOL ANNOUNCEMENTS, THEN ALSO THE INFORMATION FROM DIRECTLY FROM THEIR TEACHER OR COACH. >> IS IT WRONG THAT IT WARMS MY HEART TO SEE FACEBOOK SO LOW? SORRY. >> WE TAKE A LOOK AT STAYING INFORMED FROM AN ADULT'S PERSPECTIVE. WHAT METHODS OF COMMUNICATION ARE THEY LOOKING FOR FOR INFORMATION FROM THE SCHOOL DISTRICT OR FROM THEIR SCHOOL? AGAIN THIS CAN HELP INFORM THE WORK, THE COMMUNICATIONS DEPARTMENT, THE PRINCIPAL AND OUR NEW FAMILY ENGAGEMENT DEPARTMENT AS WELL. THE LAST QUESTION ASKS RESPOND HE WANTS TO PROVIDE ANY FINAL THOUGHTS, PRIORITIES, ACTION, SERVICES AND OUR PROGRAMS YOU WOULD LIKE TO SEE CONTINUED, IMPROVED OR INCREASED BY NUSC. WE HAD 98 OPEN ENDED RESPONSES THAT WAS RECENTLY SHARED WITH YOU. AND WE WILL BE LOOK -- WE'VE LOOKED AT THEM AND WILL CONTINUE TO LOOK AT THEM AS WE DEVELOP THE L. CAP AND THIS PRESENTATION WITH ALL THE INFORMATION THAT HAS BEEN SHARED TONIGHT, AND ALL 980 RESPONSES WILL BE POSTED ON THE WEBSITE. WE STILL CONTINUE TO HAVE A COMING ENGAGEMENT EVENTS. YESTERDAY I ATTENDED A COMMUNITY ADVISORY COMMITTEE MEETING, SPECIAL EDUCATION GROUP. THEN SOME I HAVE AN L. CAP PARENT ADVISORY COMMITTEE MEETING, CONTINUING TO ENGAGE MULTIPLE MEANS AND METHODS AND THAT WILL CONTINUE AS WE DEVELOP THE DRAFT DURING APRIL AND INTO MAY. WE DO HAVE TWO MEETINGS ALREADY SET UP WITH OUR LABOR GROUPS, C.S.AND N.T.A. ALSO ENGAGE AND GET THEIR FEEDBACK THEN YOU CAN SEE OUR NEXT STEPS IS TO PREPARE THE DRAFT. FEEDBACK ON THE DRAFT THEN BRING FORWARD FOR YOUR CONSIDERATION APPROVAL OF THE NEXT THREE OF THEM. THAT WILL BE IN JUNE. >> THANKS FOR THE ENGAGEMENT >> THANK YOU. [VII. CONSENT ITEMS *A portion of this video is without audio*] [01:35:22] >> SO MOVED. >> SECOND. [INAUDIBLE] MENT. [VIII.a. School Facility Needs Analysis and Establishing School Facilities Fees ("Level II/III Development Fees") *A portion of this video is without audio*] >> MOVE TO CLOSE. >> DID WE RECEIVE ANY? YES. >> WE DID NOT RECEIVE -- [INAUDIBLE] >> OKAY. ARE THERE ANY, WERE THERE ANY PUBLIC COMMENTS SUBMITTED? >> WE DID NOT RECEIVE ANY E. COMMENTS IN REGARDS TO THE PUBLIC HEARING ON TONIGHT'S AGENDA. >> OK. ALL RIGHT. >> I DON'T HAVE THE SCRIPT IN FRONT OF ME ANY MORE. I GO MY NORMAL. >> WE'RE NOT NORMAL ANY MORE. >> OKAY. SINCE THERE ARE NO PUBLIC COMMENTS, THAT RECEIVED VIA E. COMMENT NOW THEN I WILL -- ARE THERE ANY QUESTIONS FROM THE TRUSTEES BEFORE WE MOVE FORWARD ON THIS? ALL RIGHT. IN THIS CASE, THERE IS A MOTION ON THE FLOOR. >> SECOND. >> AND BY TRUSTEE KAPLAN SECONDED BY TRUST DEGREE YANT. I'M GOING TO ASK FOR THE ROLE CALL AGAIN. [IX.a. Approve the 2021-2022 Regular Board Meeting Schedule] NOW WE HAVE TO MOVE ON TO OUR ACTION ITEMS, OUR ACTION ITEMS OF THE EVENING, APPROVE THE 202 21-22 PORED MEETING SCHEDULE. ANY COMMENTS OR QUESTIONS OF THE -- ANY OF MY FELLOW TRUSTEES. >> MOVE APPROVAL? >> JUST ALL SECOND A WITH A COMMENT. OF COURSE BECAUSE IT'S REGULARLY ON MY CALENDAR AND I HAVE IT AS THE SECOND AND 4TH WEDNESDAY, I PLANNED A VACATION FOR THE THIRD WEEK IN JULY SO I WILL NOT BE HERE UNLESS WE'RE ABLE TO MOVE THE BOARD MEETING TO TUESDAY INSTEAD OF WEDNESDAY. >> I WOULD SUPPORT THAT. >> CONSIDERING WE'VE DONE A COUPLE OF TUESDAYS -- [INAUDIBLE] >> DO WE NEED TO LOOK AT ANYTHING ELSE? IS THIS AN ITEM THAT CAN BE BROUGHT BACK OR DO YOU WANT -- HOW SHOULD WE PROCEED WITH THIS? >> YOU CAN CHANGE OTHER. >> I MEAN I DON'T FORESEE JULY 20TH. IS THERE ANYTHING ON THE CALENDAR THAT YOU CAN SEE THAT IS SIGNIFICANT. >> COULD BE FOR ME. >> COULD BE FOR ME. OKAY THEN IT'S NOT TIME SENSITIVE OR URGENT. >> RIGHT. >> TO VOTE ON THAT TONIGHT. IT'S OUR PRACTICE TO BRING IT IN THE SPRING SO THAT AT SOME POINT IN A MEETING OR TWO IT GETS APPROVE AND AS TRANSPARENT AS POSSIBLE FOR THE PUBLIC. >> WE'LL REMOVE THAT FULL ACTION ITEM, ACTION ITEM A. >> WOULD YOU LIKE ME TO PULL IT TO NOT DO ANY MOTIONS, I'LL PULL IT CONSIDERING FURTHER DISCUSSION, IF YOU WON'T MIND LOOKING AT YOUR CALENDARS, WE WILL BRING IT BACK. [INAUDIBLE] >> NO OTHER MOTION ON OR VOTE ON THAT. MOVE ON. >> OKAY. APPROVE NEXT ITEM, APPROVE RESOLUTION 21-13 DENOUNCING [IX.b. Approve Resolution No. 21-13 Denouncing Hate Crimes and Bigotry Targeting Asian Americans and Pacific Islanders] HATE CRIMES AND BIGOTRY TARGETING ASIAN AMERICANS AND PACIFIC ISLANDERS, SUPERINTENDENT EVANS. >> I MEAN I THINK THERE HAS BEEN A, IT HAS BEEN A VERY DIFFICULT YEAR. FOR MANY OF OUR ASIAN AMERICANS AND PACIFIC ISLANDER FRIENDS. I BELIEVE THE HATE CRIMES HAVE GONE UP 150%. IN THIS LAST YEAR. OBVIOUSLY THE TRAGEDY THAT TOOK PLACE LAST WEEK. SO THIS WAS ASKED TO BE [01:40:03] ADDED TO THE DEPEND, A AND IT'S -- AGENDA IT'S EITHER UP TO THE BOARD TO DISCUSS IT, AMEND IT OR JUST MOTION TO APPROVE IT AND SECOND IT IN SUPPORT OF DENOUNCING HATE CRIMES AND BIGOTRY TO ASIAN AMERICANS AND PACIFIC ISLANDERS. >> I DID RECEIVE COMMUNICATION FROM TRUSTEE KAPLAN, SHE WANTED TO EXPAND ON THE RESOLUTION. IS THAT STILL THE CASE TRUSTEE KAPLAN? >> WHAT DID I SEND YOU? I KNOW I ASKED SOMETHING TO BE ON THE AGENDA, I LOOKED AT WHAT DAVIS HAD DONE, BUT I DON'T REMEMBER -- >> SO HERE IS WHAT I WOULD LIKE TO RECOMMEND. GUIDE ME HOW WE MIGHT DO THIS, ALL RIGHT. BECAUSE I DO REMEMBER GETTING AN E-MAIL FROM YOU WHERE YOU SENT ME SOME WORDING AND FROM TWO DIFFERENT ENTITIES AND I THINK IT'S WORTH CONSIDERING SO PERHAPS IF ANYONE ELSE, IF ANYONE ELSE HAVE ANYTHING THEY WANTED TO OFFER THIS EVENING TO EXPAND -- >> I WAS ALSO OKAY WITH HOW THE RESOLUTION WAS WORDED NOW. >> PARDON. >> I'M OKAY WITH HOW THE RESOLUTION IS WORDED NOW. >> OH,. >> BECAUSE I SENT IT TO YOU -- I THINK YOU ARE TAXING MY MEMORY BECAUSE I SEND IT OVER A MONTH AGO, JUST ASKED IF WE COULD CONSIDER SOMETHING LIKE WHAT DAVIS HAD DONE AND SO, I KNOW STAFF WORKED ON THE LANGUAGE AND IT'S REFLICTIVE OF NATOMAS SHOWING THAT OUR A. P.I.COMMUNITY IS 14.7% AND DIVERSITY IS OUR STRENGTH AND THAT WE DENOUNCE THIS TYPE OF HATE WHICH IS CONSISTENT FOR OUR DIVERSITY. AND HOW WE ACT HERE IN NATOMAS SO I'M O. K'S WITH THE LANGUAGE, I WAS WANTING SOMETHING TO BE ON THE AGENDA, I THINK THIS ADEQUATELY DESCRIBES THAT WE'RE DENOUNCE THESE HATE CRIMES. >> IS THAT A MOTION? >> SO MOVED. >> SECOND. >> KAPLAN SECOND BY TRUSTEE BAINS. CALL THE ROLL PLEASE. >> MOTION CARRIES 6-0. MOVING ON TO APPROVE [IX.c. BUT I THINK FOR TRANSPARENCY WE OWE IT TO COMMUNITY TO MAKE SURE THEY'RE AWARE OF THAT. >> I HAVE A FIRST; THERE A SECOND. >> I'LL SECOND. >> SECOND BY TRUSTEE BAINS, AGAIN WITHOUT ANY OBJECTIONS, SUBSTITUTE FOR [IX.e. THIS IS THE FIRST TIME WE'VE BEEN ABLE TO COMPLY WITH THE LEEMENTS OF FIVE YEARS OF OUR OWN DEVELOPMENT SINCE THE FLOOD MORATORIUM HAS LIFTED. SO THIS IS ACTUALLY TRUE DATA OF WHAT WE'RE SEEING AND ABLE TO GENERATE FOR STUDENTS FROM OUR COMMUNITY. SO IT'S ACTUALLY RELEVANT AS WE LOOK TO PLANNING FOR THE FUTURE. >> TRUSTEE GRANT, DID YOU MAKE THE MORE, I DIDN'T HEAR WHO MADE IT. [INAUDIBLE] >> OKAY.
