IT IS A PLEASURE TO RECOGNIZE WOMEN'S HISTORY MONTH, A MONTH WHERE WE TAKE THE TIME TO RECOGNIZE AND CELEBRATE THE ACHIEVES. AND CONTRIBUTIONS OF WOMEN NOT JUST IN OUR COMMUNITY BUT ALL OVER THE WORLD.
WHILE THERE CONTINUES TO BE MANY DISPARITIES BETWEEN WOMEN AND MEN, THAT MUST BE ADDRESSED AND RESOLVED TONIGHT'S FOCUS WILL BE ON A POSITIVE NOTE TO CELEBRATE WOMEN'S RELENTLESS EFFORTS TO SUCCEED AND SHATTER GLASS CEILINGS DESPITE BARRIERS AND CHALLENGES THAT EXIST.
FOR SPORTS ENTHUSIASTS, LAST YEAR KIM ING BECAME THE FIRST FEMALE GENERAL MANAGER IN MAJOR LEAGUE BASEBALL HISTORY. AND ALEXA MACIN BECAME THE FIRST FEMALE COACH IN MAJOR LEAGUE BASEBALL HISTORY. ALSO LAST YEAR SARA FULLER BECAME THE FIRST WOMAN TO PLAY IN A POWER 5 COLLEGE FOOTBALL GAME WITH VANDERBILT UNIVERSITY AND BECKY HANNA BECAME THE FIRST FEMALE ACTING NBA HEAD COACH WITH THE SAN ANTONIO SPURS IN THE POLITICAL WORLD ECONOMIST JANET YELLEN BECAME THE FIRST WOMAN TO HEAD THE TREASURY DEPARTMENT SINCE IT WAS FOUNDED IN 1789 AND KAMALA HARRIS BECAME THE FIRST WOMAN TO SERVE AS VICE PRESIDENT OF THE UNITED STATES N. IN 1914, VALERIE BECAME SACRAMENTO COUNTY FIRST FEMALE LAWYER. IN 1918 THE FIRST FOUR WOMEN WERE ELECTED TO THE CALIFORNIA LEGISLATURE.
IN 1964, MARGARET FLYNN BECAME SACRAMENTO COUNTY'S FIRST WOMEN JUDGE. WITHIN OUR SCHOOL DISTRICT WOMEN ARE WELL REPRESENTED. WE'VE THREE ELECTED TRUSTEES AND ONE STUDENT WHO SERVE AS MEMBERS OF THE BOARD OF DIRECTORS. WE'VE 6 MEMBERS ON OUR CABINET. MAKING COMPLEX AND FORWARD THINKING DECISIONS THAT IMPACT OUR STUDENTS, STAFF

NEXT THE TIGERS ARE EXCITED FOR SPORTS TO RETURN.
LAST WEEK THEY HELD COVID TESTING FOR THEIR FOOTBALL ATHLETE AND HAD A GREAT TURNOUT FOR THEIR B.S.E.EVENT. THE LIONS HAVE BEEN, HAVE HAD OPPORTUNITY TO HOLD A CROSS COUNTRY ARE TOURNAMENT ON MARCH 3 AND HAVE HEARD BACK ABOUT MORE COLLEGE ACCEPTANCES FOR THEIR SENIORS.
NATOMAS NIGHT HAWKS ARE SOARING AS THEY'RE UPCOMING FIRST FOOTBALL GAME IS THIS SATURDAY.
THE STUDENTS HAVE REVVED UP THE EPISODE CELEBRATING BLACK HISTORY MONTH AND ARE CELEBRATING WOMEN'S HISTORY FOR THIS MONTH. THE SENIORS ARE ALSO STARTING TO PLAN FOR SENIOR TAKEOVER AND FOR AN NATOMAS MIDDLE SCHOOL 90 EIGHTH GRADE PARENT JOINED THE MEETING TO HEAR FROM I.H.S.WHICH ARE INTERCOMCOUNCILS TO STAY INFORMED ABOUT GRADUATION AND REQUIREMENTS COURSE SELECTION AND MORE.
E. O. P. AND E.T.S.ALSO PRESENTED THEIR SERVICES IN SUPPORT OF THE PARENTS. WE'RE LOOKING FORWARD TO HEARING MORE ABOUT OUR TRANSITIONING TO POSSIBLY COME BACK TO CAMPUS AND START SEEING OUR SPORTS COMPETE AGAIN. OPENING FOR PRE-K THROUGH 6TH GRADE SELF-CONTAINED.THE NEXT WEEK WAS PRE-K THROUGH SECOND AND THIS WEEK THIRD THROUGH 6TH SELF-CONTAINED HAVE RETURNS.
TEACHERS COMING BACK. OFFICE STAFF, CUSTODIANS, ENDED UP ALMOST BECOMING A YEAR FOR THE YOUNGER KIDS AND SADLY WILL BECOME A YEAR FOR SECONDARY STUDENTS, A SPECIAL THANKS TO ALL OF THEM.
THE COURAGE FOR A NUMBER OF THEM TO STEP INTO A NEW ENVIRONMENT BEYOND THE VIRTUAL.
AND TO STEP BACK INTO THE BUILDING AND TO HEAR THE FEEDBACK FROM OUR ASSOCIATION THAT THE MAJORITY OF TEACHERS FELT SAFE AND IN A SURVEY PROVIDED WAS VERY GRATEFUL TO HEAR THAT.

THE FIRST WAS FOR JULY 1 THROUGH OCTOBER 31TH THIS IS OUR SECOND AMENDED BUDGET FOR 2021.
WE HAVE A POSITIVE CERTIFICATION, THE DISTRICT WILL MEET IT FINANCIAL OBLIGATIONS FOR THE CREPT YEAR AND THE TWO SUBSEQUENT YEARS IN THAT ALSO MEANS WE'LL MEET THE STATE'S REQUIRED RESERVE OF 3% ALL THE WAY THROUGH THE 2023 SCHOOL YEAR.
C. BED WAS CERTIFY AND IT WAS SLIGHTLY BELOW LAST YEAR'S NUMBERS BUT GIVEN THE PANDEMIC WE DID REALLY WELL.
I THINK WE'RE DONE A LITTLE OVER 20 WITH DOUG PRESENT SO OUR DOW JONES INDUSTRIAL AVERAGE DAILY ATTENDANCE OF 10008 IS BASED ON THE PRIOR YEAR DUE TO THE HOLD HARMLESS PROVISION. SO WE GET TO USE LAST YEAR'S ATTENDANCE DUE TO THE PANDEMIC.
OUR UNDUPLICATED COUNT STARTS FOR STUDENTS WAS 62.37%, IT WAS OUR UNDUPLICATED COUNT WAS HIGHER THAN LAST YEAR BUT SLIGHTLY LOWER THAN WE PROJECTED. WE USE A THREE-YEAR AVERAGE SO WE'RE STILL AT 63% ON A 3 YEAR AVERAGE BASES.
THERE WAS ONLY A SLIGHT REDUCTION.
OUR BUDGET ASSUMPTIONS ARE BASED ON THE FINAL STATE BUT THE. THERE IS A 0% STAFF THE TO COLA SO WE GOT 0% IN 120 BUT WE WERE GOING TO GET MILLIONS OF DOLLARS SO IT ENDED UP BEING A 0% COLA INSTEAD. THE SECOND INTERR.I.M.
INCLUDED SOME TRANSACTION RELATED TO THE COVID RELATED EXPENDITURES IN ACCORDANCE TO OUR LOCAL PLAN FOR OUR CARES ACT SO WE MADE SOME TRANSFERS AND UPDATED OUR ACTUAL COSTS. THE GOVERNORS JANUARY PROPOSAL PAYS DOWN THE DEFERRAL, STATE DEFERRALS, IT'S GOING TO BE SOME SIGNIFICANT STATE DEFERRALS IN 21-22. AND IT DIDN'T ELIMINATE THE DEFERRALS FOR 120. WE'RE STILL -- 2021, WE'RE STILL GOING TO HAVE DEFERRALS FROM FEBRUARY THROUGH JUNE N. JUNE WE'LL SEE 0% OF OUR APPORTIONMENT AND THAT IS THE MONTH WE'LL FALL SHORT ON CASH.
WE CAN USE AN BORROWING FROM THE OTHER FUNDS TO MANAGE THAT ONE MONTH AND THE MONEYS COME IN INSTEAD OF JUNE. THOSE MONIES WILL COME IN JULY 2021. THE BOARD HAS TO APPROVE A RESOLUTION FOR US TO DO THE INTERIM BORROWING.
OUR REVENUE IS $139 MILLION FOR BOTH THE UNRESTRICT AND THE RYE STRICTED GENERAL FUND.
THAT IS COMBINED. YOU CAN SEE IN THE RED THAT IS OUR FEDERAL REVENUE WHICH WAS ABOUT 10.4 MILLION IN CARES ACT MONEY ALONG WITH TITLE ONE AND OTHER FEDERAL DOLLARS. OUR LOCAL CONTROL FUNDING FORMULA WILL BASED ON ATTENDANCE REPRESENT 73% OF OUR SOURCES OF REVENUE. OUR EXPENDITURES, THIS IS ABOUT $140 MILLION IN EXPENDITURES HERE AND OUR SALARIES AND BENEFITS REPRESENTS ABOUT 77% OF OUR ENTIRE TOTAL GENERAL FUND INCLUDED UNRESTRICT AND RESTRICTED. IT WAS AT 78% AT FIRST INTERIM. THOSE ARE OUR EXPENDITURES BY MAJOR CATEGORIES THERE. SEE THE UNRESTRICTED COLUMN AT 9 IS MILLION THEN THE COMBINE COLUMN WHICH INCLUDES RESTRICTED DOLLARS IN THE COVID MONEY AND EVERYTHING AT 140 MILLION. OUR ENROLLMENT PROJECTIONS INCLUDES THE 21-22 SCHOOL YEAR.
WE'RE LOOKING AT THE BLUE WHERE YOU CAN SEE OUR SLIGHT DECLINE IN ENROLLMENT AND THEN YOU CAN SEE THAT WE'RE PROJECTING A LARGER DECLINE NEXT YEAR DUE TO OUR CHARTER SCHOOL EXPANSION. SO WE LOOKED AT 227 STUDENT DECLINE NEXT YEAR. THEN AN ADDITIONAL 85 STUDENT DECLINE IN 22-23. THE FISCAL IMPACT OF THAT DECLINE IS IMPACTS THE 22-23 SCHOOL YEAR.
THIS IS JUST PROJECTED. THIS IS OUR COMMITMENT OF RESERVES AS YOU CAN SEE. SIMILAR TO A FIRST INTERIM.
WE HAVE AN ADDITIONAL $750,000 THAT WE'RE ASKING

THE BOARD TO COMMIT TO THE STABILIZATION ARRANGEMENT DUE TO SAVINGS WE'RE PROJECTING THAT WILL GO UNSPENT MOSTLY DUE TO THE PANDEMIC AND OTHER SAVINGS.THE MONEY TO BE USED NEXT YEAR FOR A ONE-TIME OPTIONS.
WE'RE ASKING THE BOARD TO ALSO COMMIT SOCIAL WORKERS FOR $2 MILLION TO KEEP SOCIAL WORKERS FOR TWO ADDITIONAL YEARS FOR YEAR. OUR SIEVES TEXT BOOK ADOPTION MONEY AT $1.6 MILLION AND WE HAVE MAINTAINING GIVEN THE NEW SUPPLEMENT ABOUT $500,000 IN RESERVES. OUR PECKS RATE STABILIZATION SHOWS 2 MILLION,092. WE DON'T ADJUST IT BUT IT ACTUALLY HAS $250,000 IN EARNED INTEREST.
AS OF THE JANUARY STATEMENT. WE USUALLY DO THAT YEAR END WHEN WE ADJUST THE BALANCE AS IT GOES UP AND DOWN.
SECOND INTERIM ASSUMES 3.8% COLA, SO YOU REMEMBER, 2.3% OF THE COLA EVEN THOUGH IT IS APPLIED TO 21-22 WAS FOR 21 WHERE WE HAD A 0%, THEY MADE UP FOR THE FACT THERE WAS A 0% COLA LAST YEAR, THEN 1.5% OF THE 3.8 IS FOR THE 21-22 SCHOOL YEAR. THEN OUR PENSION COSTS HAVE A DIRECT PAYMENT FROMMED STATE TO OFFSET OUR PENSION COSTS FOR THE 21-22 SCHOOL YEAR WHICH HELPS SAVE THE YEAR HOWEVER IN 22, 23.
THE THIRD PENSION RATES JUMP BACK UP THAT'S A ONE TIME DIRECT PAYMENT TO THE STATE OUR COLA PROJECTED FOR 21-23 IS IS . -- 1.8%, IT'S A CONSERVATIVE RECOMMENDATION.
WE ALWAYS HIGHLIGHT OUR POTENTIAL FISCAL CHALLENGES.
DOUG MENTIONED IT EARLIER. ENROLLMENT DURING A PANDEMIC WE'VE BEEN VERY CONSERVATIVES ON THE BUDGET SIDE OF IT. YOU DON'T KNOW WHAT IS GOING TO HAPPEN. IT COULD GO UP OR DOWN.
OUR COST OF LIVING ADJUSTMENT ARE NOT FINAL.
OUR STATE REVENUE COULD SHIFT IN SUBSEQUENT YEARS EITHER WAY. IT COULD BE A REDUCTION IN BUDGET VERY CONSERVATIVELY. AND THEN WE DON'T KNOW THE IMPACT ON THE UNDUPLICATED PERCENTAGE OR ENROLLMENT AS IT RELATES TO THE PANDEMIC NEXT YEAR.
