>> HELLO. SUPERINTENDENT EVANS, PRESIDENT KAPLAN AND COMMUNITY. THERE IS A REPORT BUT I WOULD LIKE TO SAY CONGRATULATIONS TO EVERYONE WHO HAS RETURNED AND ESPECIALLY CONGRATULATIONS TO TRUSTEE HARDEN.

I WILL PULL A SCOTT DOSICK ON US.

BECAUSE I DIDN'T THINK I WAS GOING TO HAVE THE OPPORTUNITY.

THANK YOU TO THE COMMUNITY. THANK YOU TO ALL THOSE WHO HAVE ENTRUSTED THIS JOB TO ME AND THIS OPPORTUNITY.

I GIVE GOD ALL THE GLORY. I WILL SAY THANK YOU TO REAL LIFE CHURCH. MY FAMILY, THE DEMOCRATIC PARTY FOR SUPPORTING ME, THE INDIAN ON WPC.

BY SMALL BUT POWERFUL TEAM. OF NOTHING BUT LOVE FOR ALL OF NATOMAS. BUT A SPECIAL THANK YOU TO SOUTH NATOMAS BECAUSE WITHOUT YOU I WOULD NOT BE HERE.

THANK YOU VERY MUCH. >>LISA KAPLAN: THANK YOU

[00:15:08]

TRUSTEE HARDEN, WELCOME TO THE FAMILY.

TRUSTEE GRANT QUICK. >>MICAH GRANT: I WILL NOT BE AS BRIEF THROUGH THE FIRST AMENDED THIS WAS FILLED WITH ANXIETY.

COULDN'T GET WORDS OUT OF MY MOUTH.

WILL TAKE THE TIME TO ACTUALLY PREPARE A COUPLE SHEETS OF PAPER SOME GOING TO ASK FOR THAT TIME.

FIRST LET ME START BY CONGRATULATING DOCTOR SUSAN HEREDIA . GETTING REELECTED TO THE BOARD.

YOU ARE A WORLD-CLASS TRUSTEE AND I LOOK FORWARD TO SERVING WITH YOU AGAIN. INTO ERICA HARDEN ON BEING NEWLY ELECTED THE BOARD, I FOUND YOU TO BE A WORLD CLASS PERSON AND IT HAS BEEN A PRIVILEGE TO GET TO KNOW YOU AND WORK WITH YOU IN THAT SCHOOL CAPACITY.

I'M EXTREMELY HONORED TO BE STUDENT MY SECOND TERM ON THE BOARD. JAG, THANK YOU TO YOUR SUPPORT.

THINK IT OR DISTRICT OR ESPECIALLY FAITH-BASED MEMBERS OF OUR COMMUNITY AND IS MUCH DELIVERING THE MOST VOTES FOR ANY CANDIDATE TO THE SCHOOL BOARD FROM IN WE HAVE SO MANY CHALLENGES AHEAD OF US. WITH THE ONGOING CHALLENGES OF FISCAL DISCIPLINE AND CLASSROOM RESOURCES AND FROM WHERE I STAND, IT LOOKS LIKE OUR DISTRICT IS WEATHERING THE DAY-TO-DAY STORMSALL SCHOOLS FACE WE ARE DOING BETTER THAN MANY OF OUR NEIGHBORING DISTRICTS .

THINK WE SHOULD TAKE PRIDE IN THAT.

WE ALSO HAVE THIS UNEXPECTED ONGOING CHALLENGE OF THIS PANDEMIC THAT HAS OVERTAKEN THE LAND.

IS A PRECIOUS YEARS IN THE LIVES OF OUR STUDENTS.

YEARS THEY CANNOT AFFORD TO LOSE.

I GREW UP POOR. AS A POOR STUDENT, A SPORT OF ANY STUDENT IN OUR DISTRICT MY PARENTS LOOKED TO SCHOOLS AS A REFUGE OF HOPE. THE PARENTS OF OUR SCHOOLS TODAY DESERVE NO LESS AND WE WILL CONTINUE TO DELIVER GOOD SO FAR WE HAVE MET THE DIFFICULT CHALLENGE WITH THE TERMINATION, INNOVATION AND COURAGE WE WILL CONTINUE TO DO SO IN THE MONTHS AHEAD UNTIL THE PANDEMIC IS BEHIND US.

THERE HAVE ALSO BEEN PERSONAL CHALLENGES AS WELL.IN 2020, RACISM CONTINUES TO RAISE ITS UGLY HEAD.

ALSO TOLD MY WIFE AND CHILD. AND AS I WALKED PRECINCTS, I LEARNED AS NEVER BEFORE HOW IMPORTANT IT IS TO LISTEN.

NOT EVERYONE DESERVES TO BE HEARD, BUT SOMETIMES LISTENING IS VERY HARD . I WAS CALLED A SELLOUT, I WAS CALLED OUT OF TOUCH, AND WAS CALLED THE N-WORD, WAS CALLED NOT RIGHT FOR NATOMAS BECAUSE OF MY FAITH-BASED BELIEFS.

THESE ARE SOME OF THE NICER THINGS I HEARD.

BUT MY FAITH KEPT ME ON TRACK. MY FAITH IS STRONGER NOW THAN WHEN I STARTED . AND PREVAILING IN THIS ELECTION DESPITE ATTACKS IS ONLY STRENGTHENED ME MORE.

SO I REMAIN COMMITTED TO PROVIDING STUDENTS OF OUR DISTRICT THE ABSOLUTE BEST EDUCATIONAL OPPORTUNITIES WE CAN AND I LOOK FORWARD TO MOVING WITH A FOUR MINDED AGENDA THE GOVERNANCE LEVEL AND IN THE CLASSROOM THAT ADDRESS PARENTS, TEACHERS AND STUDENTS ARE HEARD FOR THE NEXT FOUR YEARS. ALSO, AS CUSTOM WITH ME, I WOULD ENCOURAGE EVERYONE TO REMEMBER THE REASON FOR THE SEASON. ALWAYS ENCOURAGE PEOPLE TO COME AS A FORMAL LITERATURE, CONSIDER THE LIFE OF CHRIST.

IT IS THE GREATEST STORY THAT HAS EVER BEEN TOLD.

IN THIS HOLIDAY SEASON, THINK OF OTHER PEOPLE.

I WANT TO THANK SCHOOL DISTRICT FOR ALWAYS DOING THAT REGARDLESS OF WHAT THEIR PHILOSOPHIES ARE DOING THIS HOLIDAY SEASON. THANK YOU.

>>LISA KAPLAN: THANK YOU TRUSTEE GRANT.

TRUSTEE HEREDIA? >>SUSAN HEREDIA : FIRST I WANT TO WELCOME TRUSTEE HARDEN. I'M SURE IT'S MUSIC TO YOUR EARS TO HEAR THE TRUSTEE IN FROM YOUR LAST NAME NOW.

AND I LOOK FORWARD TO WORKING WITH YOU.

AND TO MY FELLOW BOARD MEMBER MICAH GRANT FOR YOUR WORK AND CONTINUING TO LOOKING FORWARD TO WORKING WITH YOU ALSO IN THE COMING YEARS. I'M HUMBLED.

VERY APPRECIATIVE THE FACT THE COMMUNITY REELECTED ME.

THIS WAS MY SIXTH TERM AS A TRUSTEE.

I AM GOING TO BEGIN TO FEEL SOMETIMES LIKE TERRY BURNS DOUBT LIKE I HAVE TO REMEMBER EVERYTHING NOW.

I HAVE TO MAKE SURE EVERYBODY KNOWS WHAT TO DO OR IS REMINDED. AND SO WITH THAT COMES A RESPONSIBILITY OF BEING A SENIOR MEMBER ON A SCHOOL BOARD. I WANT TO THANK THE COMMUNITY.

LIKE TRUSTEE GRANT, REALLY GOOD AT WALKING.

I'M REALLY GOOD AT KNOCKING ON DOORS.

[00:20:05]

AND REALLY GOOD AT PEOPLE INVITING ME IN FOR MEALS WHEN I PROBABLY SHOULDN'T HAVE BEEN IN MEALS.HOWING THE LATEST HOME DO-IT-YOURSELFPROJECTS IN THEIR HOMES AND EVERYTHING ELSE .

AGAINST PROBABLY BETTER JUDGMENT SOMETIMES.

THAT IS WHAT I DO BEST. I CONNECT WITH THE COMMUNITY.

AND THAT WAS ONE OF MY GREATEST JOYS.

AND ALSO VERY HONORED TO HAVE BEEN REELECTED WAS NONETHELESS MEETING AT THE CST PRESIDENT-ELECT HUBERT I REALLY WANT TO MAKE SURE THAT NATOMAS GETS HIGHLIGHTED ALL THE GREAT THINGS WE DO. WE HAVE HAD A COUPLE OF GOLDEN BELL AWARDS OVER THE YEARS. BUT I REALLY WANT PEOPLE TO TAKE NOTE OF WHAT IS HAPPENING IN THIS DISTRICT.

AND THIS IS PROBABLY ONE MORE PROGRESSIVE DISTRICTS.

I THINK IT IS A DISTRICT WORK TRUSTEES COME TOGETHER TO READ EVEN IN THE CHALLENGING TIMES WE COME TOGETHER AND WE NEVER LOSE SIGHT OF WHY WE ARE HERE. ND WE ARE HERE BECAUSE THE KIDS. WE ARE HERE BECAUSE OF FAMILIES. AND I THINK THAT IS SO IMPORTANT. AND IF WE BEGAN TO SWAY, I WILL REMIND US WHY WE ARE HERE. THAT'S WHY I HAVE SERVED, THAT'S WHY I'VE BEEN AN EDUCATOR FOR MULTIPLE YEARS.

T IS BECAUSE OF MY COMMITMENT TO KIDS IN THE COMMUNITY.

AND MAKING SURE EVERY CHILD IN THIS DISTRICT GETS THE BEST EDUCATION POSSIBLE. AGAIN, THANK YOU.

I AM ALSO HUMBLE TO BE IN THE PRESIDENTIAL POSITION FOR THIS BOARD. IN SUBSEQUENT YEARS IT WILL BE MORE CHALLENGING FOR ME TO ACCEPT THAT NOMINATION.

I APPRECIATE THE NOMINATION FOR THIS TERM WAS MY ROLE AND RESPONSIBILITIES INCREASE. IT WOULD'VE BEEN MORE DIFFICUL . NOT THAT I COULDN'T DO IT, BUT I WANT TO GIVE MY FULL ATTENTION TO EITHER THE NATOMAS OR CST IT. THANK YOU EVERYBODY.

I LOOK FORWARD TO THE NEXT FOUR YEARS.

>> THANK YOU. TRUSTEE BAINES?

>>JAG BAINES: I WILL KEEP IT BRIEF.ELCOME TRUSTEE HARDEN.

CONGRATULATIONS AND WELCOME TO THE BOARD.

I LOOK FORWARD TO WORKING WITH YOU.

AND ALSO CONGRATULATIONS TO TRUSTEE GRANT AND TRUSTEE HARDEN FOR YOUR REELECTION. WELL DESERVED REELECTION.

YOU GUYS HAVE DONE AGREAT JOB . AND AT LAST, THIS IS THE LAST MEETING OF THE YEAR I WOULD LIKE TO RECOGNIZE THE WORK DONE BY THE LEADER OF THIS DISTRICT, SUPERINTENDENT EVANS.

THIS HAS BEEN A VERY TOUGH YEAR.

AND WHAT YOU HAVE ACHIEVED AND DONE WITH THEIR TEAM IS NOTHING LESS THAN REMARKABLE. NATOMAS COMMUNITY OWES YOU A LONG. THANK YOU.

>>LISA KAPLAN: THANK YOU TRUSTEE BAINES .

I WANT TO THANK MY TRUSTEES FOR ALLOWING CHRIS AND I TO STEER THE SHIP DURING THE PANDEMIC. IT IS NOT BEEN EASY, BUT OUR FAITH AND TRUST IN KNOWING WE PUT KIDS FIRST I APPRECIATE IT.

WE WERE ON IT. ALL OF OUR KIDS HAVE TECHNOLOGY. THEY HAVE WI-FI, THEY ARE GETTING SOCIAL AND EMOTIONAL SUPPORTS.E HAD HUGE LEARNING DISRUPTION THIS YEAR, BUT I HAVE FAITH AND HOW HARD OUR DISTRICT IS WORKING AND THAT WE AS TRUSTEES, EVEN WITH DIFFERENCES, COME TOGETHER TO PUT KIDS FIRST.

THANK YOU FOR ALLOWING CHRIS AND I EXTRA LATITUDE THIS YEAR ON HOW WE LEAD. AND I LOOK FORWARD TO WELCOME TO THE FAMILY OFFICIALLY, TRUSTEE HARDEN.

TRUSTEE GRANT AND HEREDIA , AND LOOK FORWARD TO CONTINUING TO WORK WITH YOU BECAUSE WE HAVE DONE GOOD STUFF AND I KNOW WE WILL CONTINUE DOING IT. THIS IS THE SEVENTH NIGHT AS ANNEKE AND HIS TRUSTEE GRANT SAYS, THIS IS THE TIME IT SHOULD BE ABOUT LIGHT AND HOPE. AND I AM ETERNALLY GRATEFUL THAT I HAVE A STABLE JOB, SHELTER, FOOD.

THE THINGS MY KIDS NEED TO BE ABLE TO CONCENTRATE ON SCHOOL.

EVEN THOUGH THE DISTANCE LEARNING ISN'T WORKING FOR THEM. SO I CAN ONLY IMAGINE FOR OUR FAMILIES WERE NOT SHELTERED, HOW HARD THAT IS.

AND SO I KNOW WE HAD A SPECIAL BOARD MEETING AFTER THIS, BUT I WANT TO PUBLICLY THANK THE LEADERSHIP OF OUR NATOMAS SCHOOL FOUNDATION SONJA MCARDLE, MONTY MAXWELL, THE SUPERINTENDENT AND I IN WHAT WE HAVE STARTED WITH THE GO FUND

[00:25:01]

ME. AND PUTTING THE NEEDS OF OUR CHILDREN AND OUR FAMILIES FIRST TO TRY TO GIVE THEM THE BASIC NEEDS AND SHELTERING SO WE CAN MAKE SURE THAT EVERY CHILD SUCCEEDS DURING THIS DIFFICULT TIME.

ESPECIALLY WITH ALL OUR CHILDREN WHO DON'T HAVE A CHOICE IN THIS ECONOMY HAS HIT THEM IN SUCH A WAY.

OUR NUTRITION SERVICES, OUR STAFF, OUR SOCIAL WORKERS, EVERYBODY IS GOIG ABOVE AND BEYOND .

THANK YOU. AND GIVE FOR DOING SOMETHING SO HEARTWARMING THIS TIME OF YEAR. THAT IS GOING TO POTENTIALLY HAVE LONG-TERM IMPACTS ON PEOPLES LIVES.

FOR ME THAT REALLY MEANS A WHOLE HECK OF A LOT.

SO HAPPY HANUKKAH, MERRY CHRISTMAS, HAPPY KWANZAA, BOXING DAY, WINTER SOLSTICE AND THEN THE COMING NEW YEAR IN 2021. THEY WILL BE BLESSED IN ABUNDANCE WITH 2021 AND BE ABLE TO SEE EACH OTHER SAFELY SOON.

[XII.c. Superintendent's Report]

SUPERINTENDENT EVANS? >> THANK YOU, PRESIDENT KAPLAN.

CONGRATULATIONS AND WELCOME TO TRUSTEE HARDEN.

AND OUR TWO INCUMBENTS, TRUSTEES HEREDIA AND GRANT, GREAT TO HAVE YOU BOTH BACK. O NOW THAT WE REORGANIZED, THERE ARE THREE SIGNIFICANT ISSUES WE GET TO DEAL WITH THE NIGHT TO READ TO THEM TALK ABOUT SERVING THE STUDENTS AND FAMILIES. TO OF OUR MAJOR CONSTITUENT GROUPS.THE THIRD ONE FOCUSES ON THE CALIFORNIA VOTING RIGHTS ACT. SO ALL THREE OF THESE THINGS ARE VERY IMPORTANT. FIRST TO FOCUS ON THE REASONS WHY WE SHOULD ALL BE WORKING IN EDUCATION FOR NATOMAS UNIFIED STAFF. THAT I SUPPOSEDLY SERVING ON THE SCHOOL BOARD. THESE ARE ISSUES THAT WILL DIRECTLY SUPPORT OUR STUDENTS AND FAMILIES IN AN UNPRECEDENTED PANDEMIC HEALTH CRISIS.

AND THE SUBSEQUENT ECONOMIC FALLOUT THAT IS COME AS A RESULT OF THAT. NOW ONE IN EIGHT FAMILIES DO NOT HAVE ENOUGH FOOD IN OUR COUNTRY.

THE NUMBER ACTUALLY GETS WORSE. IT IS ONE AND SIX THE FAMILIES OF CHILDREN IN THE HOUSE, WHICH OF COURSE ALL HOURS DO.

PARENTS HAVE CO-TAUGHT NOW FOR 10 MONTHS.

WHOEVER THOUGHT THAT IN THE UNITED STATES WE WOULD FACE THE YEAR BY THE TIME IS ALL SAID AND DONE.

WOULD BE LIKE THIS BUT ALL THE FRUSTRATION, PAIN AND SUFFERING FOR SO MANY. TONIGHT THE BOARD OF TRUSTEES HAVE THE OPPORTUNITY TO SEE THEIR DIRECTION TURNED INTO ACTION THROUGH THE VISION, THE CORE BELIEFS OF THE GOALS ALL POINTS TO MOMENTS LIKE THIS. THESE ARE EXAMPLES OF WHY CANDIDATES BECOME TRUSTEE. TONIGHT WE WILL HEAR FROM STAFF AND TAKE ACTION IF YOU SO CHOOSE THAT WILL MAKE A DIFFERENCE IN THE SHORT TERM IN SOME CASES AND LONGER-TERM IN OTHERS, FOR STUDENTS AND FAMILIES.

AND I THINK THIS WOULD BE ONE OF THE MOST EXCITING OPPORTUNITIES WE HAVE HAD IN A WHILE TO KNOW MEASURABLY YOU ARE MAKING A SIGNIFICANT DIFFERENCE FOR SOME YOU ARE TRULY NEEDIEST FAMILIES. WHEN IT COMES TO THE HOMELESS FAMILIES. IN A LITTLE UNDER 300 FOR DAY CAMPS. AND SO WITH THAT, WE WILL MOVE FORWARD. THANK YOU.

>>LISA KAPLAN: THANK YOU SUPERINTENDENT EVANS.

[XIII. PUBLIC COMMENTS]

NOW MOVING ON IN THE AGENDA. WERE THERE ANY PUBLIC COMMENTS RECEIVED TONIGHT FOR ITEMS NOT ON THE AGENDA?

>> MEMBERS OF THE PUBLIC WERE ENCOURAGED TO SUBMIT THE PUBLIC COMMENTS VIA ECOMMENT AT PUBLIC COMMENT@NATOMASUNIFIED.ORG AND WE RECEIVED PUBLIC COMMENTS FROM BRIAN FELIX, KENNETH CASPER AND DORIAN A GROUP FOR THESE PUBLIC COMMENTS WERE FORWARDED TO THE ENTIRE BOARD OF TRUSTEES AND APPROPRIATE STAFF FOR THEIR CONSIDERATION ON THE SPECIFICS OF THE

[XIV. CONSENT ITEMS]

COMMENTS WILL BE REFLECTED IN THE OFFICIAL MINUTES .

>>LISA KAPLAN: THANK YOU. NOW MOVING ON TO THE CONSENT CALENDAR. DO I HAVE A MOTION FOR THE

[XV.a. Present and Consider Resources for Continuing Child Care/Day Camps During Distance Learning]

MOTION APPROVED 6/0. NOW MOVING ONTO ACTION ITEMS TONIGHT. THE FIRST ONE IS TO PRESENT AND CONSIDER RESOURCES FOR CONTINUING CHILDCARE/DAY CAMPS DURING DISTANCE LEARNING. AND WE WILL NOW TURN THIS OVER.

[00:30:09]

>> THANK YOU. GOOD EVENING PRESIDENT KAPLAN , TRUSTEES BUT WELCOME TRUSTEE HARDEN TO THE FAMILY, TO OUR STAFF AND TO OUR FAMILIES AND STUDENTS AT HOME.

SUPERINTENDENT WORKING WITH OUR CHIEF ACADEMIC OFFICER ANGELA.

I AM HERE AT THE REQUEST OF THE BOARD TO LOOK AT CONSIDERATIONS FOR CONTINUING DAYTIME CHILDCARE SUPERVISION FOR RK THROUGH FIVE FAMILIES. SO WE ALWAYS BASE ALL OUR WORK IN OUR VISION, OUR CORE BELIEFS AND GOALS.

ARE EJECTING TONIGHT IS AT THE REQUEST OF THE BOARD TO BRING THESE RESOURCES ABOUT CONTINUING CHILDCARE PAST THE DECEMBER 18, WHICH IS THIS FRIDAY.

SO WE ARE GOING TO START LOOKING ATOUR CURRENT REALITY.

WANT TO MAKE SURE EVERYONE HAS THE SAME BASELINE INFORMATION .

PLUS, OUR FAMILIES AND STUDENTS WATCHING AT HOME SO THEY ALL HAVE THE SAME INFORMATION AS WE MOVE FORWARD.

SO TO START OFF, OUR DAY CAMPS ARE FOR OUR STUDENTS IN GRADES K-12 FIVE. THE PROGRAM OPERATES FIVE DAYS A WEEK IN ALIGNMENT WITH OUR SCHOOL DAYS FROM 7:30 A.M. TO 6:00 P.M. IT WAS SET UP TO HOST 40 STUDENTS AT ALL OUR K5/ K8 SITES WITH THE RATIO OF 10/1. WE ALSO DID THIS BECAUSE WE WANTED TO KEEP OUR STUDENTS IN THEIR CENTRAL AREAS IN CASE OF THE COVID INFECTION THIS WAY WE WEREN'T SPREADING.

LAST WEEK WE COMMUNICATED OUT OF THE BOARD AND SINCE THEN WE HAVE HAD AN INCREASE IN HOW MANY POSITIVE CASES.

WE ARE UP TO SIX AND OUR COHORTS, WHICH IS CAUSED US TO CLOSE SEVEN COHORTS SINCE NOVEMBER, WHICH IS IMPACTED 54 STUDENTS, TOLDSTAFF , MISSING A TOTAL OF 29 DAYS OF DAY CAMP.

SO I ALSO WANT TO MAKE SURE WE SEE A TIMELINE OF THE WORK WE HAVE DONE IN IMPLEMENTING THIS. THE BOARD APPROVED BACK IN AUGUST USING OUR CARES ACT FUNDING FOR A CONTRACT AMOUNT OF 800,000 THE CHINESE COMMUNITY SERVICE CENTER, WHICH I WILL REFER TO MOVING FORWARD AS THE CENTER.

FOR DAY CAMPS FOR AUGUST 27 THROUGH NOVEMBER 20, WHICH LED US UP THE THANKSGIVING BREAK. IMMEDIATELY FOLLOWING THAT, HE STARTED ãWE HONESTLY DID DISTRICTWIDE COMMUNICATION OUR FAMILIES, BUT WITH STAFF REACH OUT DIRECTLY TO OUR FAMILIES.

WE DID THIS WITH THE FOCUS OF HELPING ARE AT RISK STUDENTS MOST NEEDIEST FAMILIES. ESSENTIAL WORKERS, SINGLE FAMILIES AND STUDENTS AT RISK. MAKING SURE THEY KNEW THIS WAS THERE AND THROUGHOUT THE PROCESS THE CONTINUED AS A SEE A NEED OR A FAMILY THAT MIGHT BENEFIT FROM THIS PROGRAM.

AND THEN IN SEPTEMBER WE RECEIVED A $500,000 GRANT FROM THE CITY OF SACRAMENTO TO HELP OFFSET THE COST FOR FAMILIES TO ALLOW THEM TO CONTINUE. IT IS IMPORTANT TO NOTE THAT WHILE WE RECEIVED THE$500,000 , THAT MONEY WAS THEN SWEPT.

SO IT'S NOT LIKE WE HAVE THE MONEY SITTINGAROUND WAITING FOR US. IT WAS USED FOR OTHER COVID RELATED NEEDS . AND WE GET TO NOVEMBER 18.

THE BOARD APPROVED AN EXTENSION OF THE PROGRAM, WHICH EXTENDED PAST THANKSGIVING FROM NOVEMBER 30 TO DECEMBER 18 BUT AT THE SAME MEETING THAT IS WHEN THE BOARD ASKED US TO CONTINUE TO LOOK AT OPTIONS, WHICH IS WHAT WE ARE DOING THIS EVENING.

AND IMMEDIATELY FOLLOWING THE MEETING WE DID COMMUNICATIONS WITH ALL THE FAMILIES LETTING THEM KNOW THE BOARD HAD APPROVED THE EXTENSION GIVING THEM 15 EXTRA DAYS, ALONG WITH THE SUPERINTENDENTS REFERENCE IN THATMEETING .

SIX WEEKS TO LOOK FOR ALTERNATIVE CHILDCARE BECAUSE WE WEREN'T SURE IF THIS WAS GOING TO BE ABLE TO COME BACK IN JANUARY. WE WANTED TO MAKE SURE THEY HAD THE TIME TO FIND THE ALTERNATIVES OPTIONS FOR THEMSELVES. SO ONE OF THE THINGS WE WANTED TO DO WAS GIVE YOU OPERATIONAL COST FOR THIS PROGRAM.

THE DAY CAMP SERVICES, YOU CAN SEE WE HAVE THE ORIGINAL CONTRACT FOR WHICH IS PART OF THE CARES ACT FUNDING.

WE HAVE THE CONTRACT EXTENSION, WHICH CAME OUT OF OUR GENERAL RESERVE. SO WE WILL HAD $1 MILLION FOR 76 DAYS OF SERVICE JUST IN CONTRACTS.

SOME OF THE OTHER THINGS WE NEED TO TAKE INTO ACCOUNT IS ANY STUDENT THAT WANTED TO SIGN UP FOR DAY CAMP CAN.

ANY STUDENT THAT CAME WITH US THAT MIGHT HAVE INDIVIDUAL NEEDS, SPECIALIZED NEEDS THAT REQUIRE 11, WE NEED TO PROVIDE THAT SUPPORT. SO IT HAS BEEN COSTING THE DISTRICT AROUND $20,000 A MONTH TO PROVIDE SERVICES WITH OUR

[00:35:05]

OUTSIDE PARTNER MAXIMUM TO SUPPORT OUR KIDS .

ADDITIONALLY, WE HAD AN ADDITIONAL $87 WITH THE TECHNOLOGY ON TOP OF THE CHROME BOOKS WE HAD ALREADY PROVIDED.

AND OBVIOUSLY SANITIZING SUPPLIES AND PPE SUPPLIES WE PROVIDE THE CENTER AND MAKING SURE EVERYBODY STAY SAFE.

AS WE ARE LOOKING AT 1.$1 MILLION IN COST TO KEEP THIS RUNNING FROM AUGUST THROUGH DECEMBER.

SO ONE OF THE IS WHO IS UTILIZI THIS PERMIT YOU CAN SEE THAT WE HAVE AS OF DECEMBER 9 278 STUDENTS ENROLLED IN THE PROGRAM. BUT WHAT WE DID WAS WE LOOKED AT THE SEPTEMBER THROUGH DECEMBER AVERAGE DAILY ATTENDANCE. YOU CAN SEE IN DECEMBER SEPTEMBER WE WERE AT AN 81 AVERAGE AND WE GREW IN OCTOBER THERE STARTED TO COME BACK DOWN TO NOVEMBER.

YOU CAN SEE WHEN THE PENDANT STARTED DESPITE WE WERE DOWN TO 186 FOR AN OVERALL 194 STUDENTS THAT ARE ATTENDING DAILY.

AVERAGE DAILY ATTENDANCE. SO WHAT THIS MEANS IS WE HAD 278 STUDENTS ENROLLED TO READ IT COMMUNICATED BACK WITH THE BOARD IN NOVEMBER LETTING THEM KNOW WE HAD 291 STUDENTS.

WE HAVE HAD 189 FAMILIES WHO ENROLLED OR APPLIED AND DIDN'T ENROLL, DROPPED OUT WHENEVER ATTENDED.

SO FAMILIES WERE INTERESTED AND FOR WHATEVER REASON WAS GOING ON WITH THEM THEY DECIDED NOT TO PARTICIPATE IN THE PROGRAM.

AND THEN I WANTED TO BREAK DOWN AND SHOW THE UTILIZATION OF THE PROGRAM. YOU CAN SEE AN AVERAGE OF 194 KIDS ATTENDED. THAT IS 70 PERCENT OF OUR ENROLLMENT ON A DAILY BASIS. THE BOARD APPROVED THE PROGRAM TO RUN FROM 7:30 A.M. TO 6:00 P.M. SO WE WANTED TO LOOK AT HOW MUCH STUDENTS WERE USING THIS.

WE CAN SEE 46 PERCENT OF THE 194 IS ATTENDING THE PROGRAM.

WE HAVE OVER 100 KIDS THAT ARE LEAVING BY 2:30 PM EVERY DAY.

WE HAVE ANOTHER 20 PERCENT ONLY STAIN PAST 4:00 P.M. FOR APPROXIMATELY 18 STUDENTS A DAY, GIVE OR TAKE.

OBVIOUSLY WERE TALKING AND AVERAGES.

YOU CAN SEE WHEN YOU LOOK AT PRICE PER STUDENT, I WANTED TO CALL THAT OUT. THIS CAN BE VERY PRICEY WE ARE TALKING ABOUT WE ORIGINALLY HAD BUDGETED SAYING WE ARE IN 360 KIDS IN THE PROGRAM, WHICH IS ROUGHLY, I WROTE THIS DOWN BREATHE A LITTLE OVER $3000 A STUDENT.

WHEN YOU ARE GETTING DOWN TO 194 STUDENTS, YOU'RE LOOKING AT OVER $5600 A KID. YOU CAN SEE IT IS A VERY EXPENSIVE PROGRAM FOR OUR STUDENTS.

IT HAS BEEN GREAT BUT IT IS PRICEY SO WE WANT TO MAKE SURE THE BOARD IS AWARE OF THAT. SO THEY WHILE WE ARE TALKING ABOUT DAY CAMPS, THIS IS THE CURRENT REALITY.

THEY ARE BEING OFFERED AT THESE FIVE SITES ARE THE REASON FOR THESE FIVE SITES IS BECAUSE THIS IS OPERATES AS A CONTINUOUS YEAR LOAN BASIS. THEY ACTUALLY WERE SLATED TO BE AT EACH HEIGHT, HOWEVER, THEY REQUIRE AT LEAST 20 KIDS IN ORDER TO BE ABLE TO FUND THE PROGRAMS WITH STAFFING.

AND SO I REMEMBER TELLING THE BOARD THIS, BUT I WANT TO PREMIND YOU OF IT. THEY HAVE 30 FAMILIES SIGN UP, BUT WHEN IT CAME TIME TO PAY FOR IT AND SIGN YOUR NAME AND SAY WE ARE COMING, SIX FAMILIES SHOWED UP.

AND SO THEY COULDN'T FUND THAT PROGRAM.

WE WERE ABLE TO FIND PLACEMENT FOR THE SIX KIDS, BUT WE WERE A LITTLE BIT CONFUSED ABOUT WHAT WAS GOING ON PARIS AND WE UNDERSTAND THERE ARE MIXED FEELINGS ABOUT SENDING YOUR KID DURING THE PANDEMIC. THEY OPERATE FROM 7:00 TO 6:00.

WE CAN'T GIVE AN AVERAGE DAILY ATTENDANCE BECAUSE KIDS CAN GO TWO DAYS, THREE DAYS, FOUR. FAMILIES PAY THECOST OF THIS.

AND YOU CAN SEE WE HAVE 100 AND SIX KIDS ENROLLED ACROSS THE DISTRICT. ADDITIONAL CONTEXT.

WE KNOW WE ARE IN THE PURPLE TIER.

WE ARE NOW PART OF THE SACRAMENTO REGION IN THE STAY-AT-HOME ORDER.RE RETURNED TO TRANSITIONAL LEARNING IS STILL IN AT THIS TIME.

EVEN IF WE WERE TO RETURN ON JANUARY 4, THE POSSIBILITY OF KEEPING DAY CAMPS GOING WOULD BE DIFFICULT BECAUSE OUR DAY CAMPS ARE USING OUR CLASSROOM TEACHERS SPACE IN OUR CLASSROOM TEACHERS WOULD BE BACK UTILIZING THOSE.

THE ROOM FOR FACILITIES WHICH SHRINK DRAMATICALLY.

AS WE STATED TO THE BOARD NUMEROUS TIMES, THIS IS A COSTLY PROGRAM. WE DON'T GET A STIMULUS PACKAGE, WE WILL HAVE TO GO INTO OUR RESERVE TO PAY THE

[00:40:04]

COST. AND I'M GOING TO ASK HER DEPUTY SUPERINTENDENT TO TALK ABOUT BUDGET CONSIDERATIONS WE WANT

THE BOARD TO BE AWARE OF. >> AS I MENTIONED AT THE LAST BOARD MEETING, THERE WAS A LOT UNKNOWNS AS IT RELATES TO THE STATE BUDGET. WE ARE AWAITING THE GOVERNORS BUDGET IN JANUARY AND SO HOPEFULLY WE WILL GET MORE INFORMATION. PWE DON'T KNOW WHETHER WE WILL GET A STIMULUS. WE ARE ALL HOPING BUT I WANTED TO SHARE WITH YOU SOME OF THE COSTS WE ARE INCURRING OR WILL INCUR RELATED TO THE COVID AND DISTANCE LEARNING AS WE MOVE FORWARD THAT CANNOT BE FUNDED IN THE CURRENT CARES ACT FUNDING WE HAVE AVAILABLE. AND SO IS SHANE MENTIONED, THESE FUNDS WOULD COME OUT OF THE GENERAL FUND DOLLARS FOR RESERVES AND THERE'S NO ADDITIONAL STIMULUS FUNDS.

THERE WILL BE OTHER COSTS RELATED TO THE PANDEMIC THAT ARE ONGOING. PROGRAMS IDENTIFY AND LEARNING CONTINUITY AND ATTENDANCE PLAN ARE ESTIMATED TO BE FULLY EXPENDED THROUGH THE CARES ACT FUNDING.

MOST OF THE WAS COST INCURRED THROUGH DECEMBER.

THE COST LISTED IN THE TABLE ON THE SLIDE ARE COSTS THAT MAY NEED TO COME FROM THE GENERAL FUND BUDGET AS WE MOVE FORWARD.

THE WI-FI CONNECTIVITY SERVICES IS $150,000 A MONTH.

JUST LOOKING OUT THAT IF WE GO TO THREE MONTHS OR SIX MORE MONTHS THAT IS $900,000 IN CHROME BOOK REFRESHES UNKNOWN UNKNOWN BUT WE ARE ASSUMING WE WILL INVEST MORE DOLLARS IN THE CHROME BOOK REFRESH, GIVEN OUR NEED FOR CHROME BOOKS AND THAT THEY ARE GOING TO BE MORE LOST AND BROKEN CHROME BOOKS THE NORMAL READ WITH THE SITUATION WE HAVE AT HAND.

CONTENT IN PROGRAMS THAT SUPPORT DISTANCE LEARNING LIKE YOUR SUPPORT PROGRAM IS $150,000 A MONTH PER VIRTUAL TUTORING IS 60,000 A MONTH AND ASSESSMENTS AND 8000 A MONTH.

THERE'S ANOTHER 280,000. WE DON'T KNOW HOW LONG WE WILL NEED THE PROGRAMS. BUT IT IS 200 AND $80,000 MONTH. IN A LONG-TERM SUBSTITUTE HAS BEEN HELPFUL IN SUPPORTING DISTANCE LEARNING AND HAVING DEDICATED SUBS FOR PROGRAMS IS $100,000 MONTH MORE THAN OUR NORMAL SUB COST. IN THE RIGHT NOW WE HAVE ãDOUG HAS DONE A GREAT JOB SUPPLYING US WITH PPE AND SANITIZATION SUPPLIES. THAT'S AN UNKNOWN WHETHER WE WILL NEED ADDITIONAL PPE AND SANITATION GOING FORWARD.

AND SO THESE ARE COSTS THAT WILL REQUIRE GENERAL PHONES BUT I WANTED TO MAKE SURE THE BOARD WAS AWARE OF THAT AND SOME OF OUR FISCAL CHALLENGES WE MAY HAVE GOING FORWARD.

>> THANK YOU. WE CAN GO ON TO THE . WHAT WE ARE GOING TO DO NOW IS LOOK AT CONSIDERATIONS FOR ONGOING CHILDCARE THROUGH THE DAYTIME. AND SO THE BOARD ASKED US TO LOOK AT RESOURCES AND WE HAVE BEEN LOOKING AT THAT.

WE BROUGHT VIABLE OPTIONS FORWARD.

WE HAVE THREE WE ARE GOING TO GO THROUGH.

WE ARE GOING TO LOOK AT THE FINANCIAL IMPACTS OF EACH OF THOSE AS WELL AS THE CONSIDERATION OF THE BOARD CAN THINK ABOUT. SO FIRST WE HAVE THE CENTER.

THIS IS A PROGRAM OPERATING OUR DAY CAMPS FROM AUGUST 27 OF THIS FRIDAY. THEY ARE ONE OF OUR AFTERSCHOOL PROVIDERS THROUGH THEY DO AFTERSCHOOL SUPPORT FOR BANNON CREEK AND AMERICAN LINKS.HEY ARE PART OFOUR COMMUNITY HERE .

THEY ARE VERY MUCH IN LINE WITH OUR SAFETY PROCEDURES AND GUIDELINES AND HAVE DEVELOPED RELATIONSHIPS WITH STAFF AND FAMILIES AND STUDENTS THROUGH THE WORKERAFTERSCHOOL .

THIS PROGRAM PROPOSAL KEEPS THE COHORTS HOW THEY ARE CURRENTLY, WHICH IS CONTINUING WITH ALL SCHOOLS OPERATING AT THAT 10/1 RATIO.THE CENTER HAS EXPRESSED B1 OUR PARTNERS IN CONTINUING THE WORK, WHICH IS WHY THEY STATED THEY ARE WILLING TO DO IT IN A MINIMUM OF ONE MONTH.

BUT IDEALLY THREE. BECAUSE THEY HAVE STAFF AND THEY WANT TO MAKE SURE THEY ARE TAKING CARE OF THEM AND GIVING THEM PROPER NOTIFICATION AS THINGS CHANGE.

ONE OF THE THINGS I WILL CALL OUT OF THE BLUE, WHICH WILL BE APPLICABLE TO ALL THREE OF THE RESOURCES WE SPEAK ABOUT, IS CHILD ACTION. CHILD ACTION IS A NONPROFIT ORGANIZATION IN SACRAMENTO COUNTY.

[00:45:01]

IT SUPPORTS FAMILIES IN NEED BASED ON THEIR NEED.

SO FAMILIES CAN APPLY FOR SUBSIDIZED CHILDCARE DURING THE WAY THAT WORKS IS IF I'M ELIGIBLE I RECEIVE IT.

GOES DIRECTLY TO THE PROGRAM. IT DOESN'T GOTHROUGH ME TO THE PROGRAM. GOES DIRECTLY THERE.

MY THAT IS IMPORTANT IS IF WE HAVE FAMILIES TO SIGN UP, THAT COULD REDUCE COSTS , BUT WE DON'T KNOW BECAUSE IT IS BASED ON LIABILITY. IT IS SOMETHING THAT IS A POTENTIAL, BUT WE CAN'T SAY THAT IS SOMETHING IN THE COST RIGHT NOW. IN THE CENTER HAS OFFERED TO HELP PARENTS SIGN UP FOR THAT, AS WELL AS ALL THE REST OF THE RESOURCES TALKING ABOUT THE SAME SUPPORT TO FAMILIES.

AND SO WE WILL GO AHEAD AND LOOK AT THE . JUST LOOKING ATTHE CONTRACT COST, WE TALKED ABOUT OTHER FACTORS OF PRICING .

THERE'S A LOT OF NUMBER SO I WILL GO THROUGH AND MAKE SURE WE DON'T HEAR. IS A 730/4.

THE COST TO RUN ALL THE WAY TO SIX.

AS AGENCY YOU ARE GOING WHY IS THAT SO LOW.

HERE IS WHY. BECAUSE THE CENTER IS THE AFTERSCHOOL PROVIDERS AMERICAN LAKES.

IN DOING THIS WORK, THEY HAVE SAID WE CAN LEVERAGE THE FUNDS AND WE CAN OPERATE OUR VIRTUAL AFTERSCHOOL PROGRAMMING, WHICH IS NOT TECHNICALLY AFTERSCHOOL. THEY CAN LEVERAGE FUNDS TO DO TRANSITIONAL LEARNING. THEY STARTED DOING THIS IN THE LAST COUPLE WEEKS AND THEY SAID THE KIDS IN AFTERNOON PROGRAM HAVE ENJOYED GETTING TO SEE THE KIDS AT SCHOOL AND INTERACT.

THAT IS WHY THAT IS SIGNIFICANTLY LOWER.

THE COST OF THE OTHER SEVEN SCHOOLS IS AROUND 17,000 CHANGE, WHICH GIVES YOU THE 12 .

IF YOU ARE LOOKING FROM 730 TO 4:00 P.M., WE ARE LOOKING AT COST IN 131 CHANGE FOR THE MONTH.

IF YOU WANTED TO GO FOR THE SPORT A SIX AND CONTINUED THAT, YOU WILL SAY IT'S AN EXTRA $3500 THAT BRINGS INTO EXTRA STUFF BUT IT IS AN 11 HOUR DAY. YOU CAN GET A TOTAL OF 163,000 IN CHANGE. STILL SUPPORTING DAY CAMPS IN THE WAY WE ARE DOING IT NOW. AND SO THEN WE WILL MOVE ON TO THE NEXT RESOURCE. THIS ONE AS CATALYST KIDS CHILDCARE. HE MIGHT NOT BE FAMILIAR WITH THEIR NAME. THEY USED TO GO BY CDC.

AND IN A PANDEMIC THEY DECIDED THE CDC WAS PROBABLY NOT THE BEST NAME. THEY HAVE BEEN TALKING ABOUT CHANGINGTHEIR NAME . CATALYST KIDS.

IF YOU GO TO BANNON CREEK ON THE SOUTH END OF THE PARKING LOT, THIS IS WHERE THEY HAVE THE CHILDCARE PROGRAM.

UNTIL WE REACHED OUT TO THEM. IT WOULD STILL BE A NEW PROGRAM TO US, EVEN THOUGH THEY ARE ON OUR CAMPUS TO BE DAVIDSON BE A NEW PROGRAM WORKING WITH OUR FAMILIES.

AND SO WE WOULD HAVE TO ENSURE THEY ARE WORKING IN THE SAME GUIDELINES, TAKE SOME TIME TO GET TO KNOW STAFF IN THE FAMILIES AND STUDENTS. THEIR PROGRAM 16 HOURS A DAY.

AND SO IT WOULD BE FROM THE START OF SCHOOL IN SIX HOURS.

AND THEY DO REQUIRE THE 1842/1 RATIO, WHICH IS THE COMPLIANCE OF THE COUNTY GUIDELINES. BUT THAT WOULD INCREASE THE TOTAL NUMBER OF KIDS FOR COHORT.

CATALYST KIDS WOULD NEED A 30 DAY NOTICE.

AND IN LOOKING AT THIS PROGRAM THIS WOULD BE MORE OF A REGIONAL APPROACH . WE ARE LOOKING AT MAYBE DOING THREE SCHOOL SITES. ONE IN THE NORTH, ONE IN THE WEST, ONE IN THE SOUTH. DOING 40 KIDS PER SITE.

THAT STICKS WITH THE ALLOCATION OF SPACE WE ARE USING ON THE CAMPUSES. AND SO THIS WAY ãTEACHERS AND STAFF ARE UTILIZING THE CAMPUS NOW.

THIS DOESN'T ALLOW THE COHORT SAFETY THAT WE HAVE BY KEEPING KIDS AT THEIR OWN SCHOOL SITE. THEY ALSO CAN USE CHILD ACTION IS ANOTHER RESOURCE. GO TO THE NEXT SLIDE.

WE WILL LOOK AT COST. YOU CAN SEE THE 120 AND 220.

WE DID THAT SO WE COULD COMPARE APPLES TO APPLES.

IF YOU ARE LOOKING AT THE 120, THEY OFFER IT IN THREE DAYS A WEEK OR FIVE DAYS A WEEK AND WOULD LIKE US AND, FOR SIX HOURS.HATEVER THE TIME SCHOOL STARTS TO THE END OF THE SIX HOURS. IF WE HAD 120 KIDS FIVE DAYS A

[00:50:01]

WEEK FOR ALL OF THEM, ABOUT 109,000, COMPARING THE TO WHAT THE CENTERS COST WHICH WE ARE LOOKING AT 220 KIDS FOR THEM TO LOOKING AT 200,000. YOU CAN SEE THE PRICE IS COMPARING THOSE TO A LITTLE BIT MORE HERE AND YOU CAN SEE THE DROP IN PRICE . AND THEN WE WILL MOVE TO THE NEXT SLIDE. SO OUR LAST RESOURCES THAT WE HAVE. REGARDLESS OF WHAT THE BOARD DECIDES IS GOING TO CONTINUE IN JANUARY.

REGARDLESS OF ANY ACTION OR NON-ACTION TAKEN.

THEY WILL CONTINUE WITH THE FIVE SITES.

I HAVE SPOKEN WITH THEM. AS LONG AS THERE IS ROOM THEY WILL ENROLL. FAMILIES FROM DAY CAMPS.

AGAIN, FAMILIES AND COVER THE COST THEY WOULD WORK WITH FAMILIES TO USE CHILD ACTION TO SUBSIDIZE SOME OF THE COSTS.

AND IF WE GO TO THE NEXT SLIDE. SO THIS RESOURCE DOESN'T REQUIRE THE DISTRICT TO HAVE CHILDCARE CONTRACT COSTS.

OBVIOUSLY LEAST LEFT FACILITIES, NUTRITION SERVICES, ALL THE COST THAT WE WOULD STILL BE PAYING FOR.

BUT AS I TOLD YOU ABOUT IT, THEY DO HAVE LIMITED ENROLLMENT AND THEY WOULD BE IN ORDER TO BRING MORE KIDS AND THEY WOULD NEED MORE ENROLLMENT AND THERE IS A SHORTAGE OF STAFF RIGHT NOW.ECAUSE THIS HAS BEEN A FINANCIAL IMPACT ON DOING THE DAYCARE. I ALSO WANTED TO CALL OUT BECAUSE OF THE LAST BOARD MEETING, THE BOARD DID APPROVE THE USE OF THE PORTABLES OF THE NEW LOCATION, WHICH CAME WITH THE SUBSIDY PROGRAM. PLEASE NOTE IT DOESN'T GO INTO EFFECT UNTIL AFTER THE PROGRAM IS OPERATING IN THE PASO VADER CAMPUS AND THEN THEY HAVE THREE YEARS TO IMPLEMENT THE SUBSIDY PROGRAM. SO TRYING TO PUT IT ALL TOGETHER SO WE DON'T HAVE TO BOUNCE AROUND SLIDES.

THIS IS OUR SUMMARY. WE HAVE THE THREE PROGRAMS, EACH OF THE INFORMATION WE'VE SHARED WITH YOU IN REGARDS TO RATIOS, TIMES, NUMBER OF SCHOOL SITES AND SERVED.

APPROXIMATE MONTHLY COST AND THE DISTRICT COST THAT WE WOULD BE RESPONSIBLE FOR. AND IN THE LAST SLIDE.

THERE IS NO STAFF RECOMMENDATION FOR THIS IS INFORMATION BEING BROUGHT TO THE BOARD FOR THEM TO TAKE INTO CONSIDERATION AND IF THEY WOULD LIKE TO TAKE ACTION TO EXTEND, WE ASK THE TRUSTEES IF THEY DO DECIDE TO TAKE ACTION GIVE ACTION TO THE SUPERINTENDENT TO ENTER INTO CONTRACT.

AND QUESTIONS? >>LISA KAPLAN: BOARD MEMBERS, QUESTIONS? CAN WE TAKE THE PRESENTATION

DOWN. >> I DO HAVE ONE QUESTION.

THERE WAS TALK ABOUT SEEING IF THERE WAS AVAILABILITY FOR THEM TO LOOK AT OTHER STOCK. HOW ARE WE GOING TO KNOW IF THE OTHER PROGRAMS HAVE AVAILABILITY? BECAUSE NORMALLY IT IS NOT ABLE TO.

I DIDN'T WRITE DOWN. USUALLY THEY ARE FULL.

HAS ANYONE CHECKED IN THE SEAT OF CHILD ACTION IS GOING TO HAVE THE AVAILABILITY? I KNOW THAT DOESN'T FALL ON US BECAUSE THEY ARE SAY THEY WILL LOOK INTO IT.

DO WE KNOW IF THEY HAVE DONE THAT?

>> THEY HAVE BEEN WORKING WITH THEM.

WHAT I HAVE TOLD IS IT IS BASED ON THE ELIGIBILITY AND WHAT THEY HAVE BEEN ALREADY UTILIZING.

THE FAMILY THAT IS. USING CHILD ACTION FOR DAY CARE SERVICE ELSEWHERE, I MIGHT'VE HIT THE ENDPOINT FOR IT AND SO I CAN'T TAP INTO IT. I DO KNOW THEY ARE ALSO LOOK FOR ADDITIONAL FUNDING COMING FROM THE STATE AS A STIMULUS PACKAGE. WE ARE LOOKING FORWARD TO BEING

ABLE TO OFFER TO MORE FAMILIES. >> OKAY.

IF I WERE A FAMILY JUST COMING INTO IT.

>> I CAN'T ANSWER THAT QUESTION.

THAT IS THE INFORMATION I DON'T HAVE ON HAND.

>> OKAY. THANK YOU VERY MUCH.

>>LISA KAPLAN: TRUSTEE BAINES , ANY QUESTIONS?

>>JAG BAINES: I DON'T HAVE ANY QUESTION.

>>LISA KAPLAN: TRUSTEE GRANT? >>MICAH GRANT: NO QUESTIONS.

JUST A COMMENT. I WISH WE COULD DO MORE.

I REALIZED THE BUDGET RESTRAINTS WE ARE UNDER AT THE SAME TIME. I THINK IT IS IMPORTANT TO UNDERSTAND THAT KIDS DO NEED SOCIALIZATION.

WE ARE SOCIAL CREATURES BY NATURE.

WILL WE HAVE TO BE ABSOLUTELY CAREFUL, I'M STILL A BIG ADVOCATE OF MAKING SURE WE CAN GET KIDS BACK INTO ENVIRONMENT WHERE THEY CAN LEARN FROM EACH OTHER AND GROW AND PLAY AS NORMAL. WHATEVER FORM THIS LOOKS LIKE TONIGHT, I'M GOING TO SUPPORT IT BECAUSE I'M STILL GETTING THOSE MESSAGES AND WE KNOW SUICIDE RATES ARE UP.

WE JUST DON'T KNOW HOW HIGH. AND MODELING DATA SUGGESTS THERE GOING TO BE FAIRLY SIGNIFICANT WE WON'T GET THE INFORMATION FOR ANOTHER TWO YEARS.

WHATEVER THIS LOOKS LIKE TONIGHT, I'M GOING TO SUPPORT

[00:55:03]

IT. >>LISA KAPLAN: THANK YOU VERY

TRUSTY HEREDIA? >>SUSAN HEREDIA : WHEN WE FIRST LOOKED AT THIS AND THINK ONE OF MY BIGGEST CONCERNS WAS THE COST. THE DISCREPANCY IN THE COST.

AND WHAT THAT MEANS TO US AS A DISTRICT OVER TIME.

WE HAVE LARGE SUMS DEBATE AND IT IS A ONE TIME THING, IF YOU'RE REALLY COMFORTABLE AS A BOARD MEMBER GOING FORWARD WITH IT. BUT WE ARE LOOKING AT IT OVER TIME THESE COSTS AND WE DON'T KNOW WHAT THE BUDGET WOULD BE IN JANUARY. WE DON'T KNOW WHAT KINDS OF ADDITIONAL EXPENSES WE ARE GOING TO HAVE.

OPERATING EXPENSES OR JUST RELATED TO OUR DISTANCE LEARNING. AND SO THAT IS MY CONCERN.

AND THAT IS USUALLY TRUSTEE GRANTS COMMENT ABOUT LOOKING AT FISCAL, RIGHT? AND I'M THE ONE THAT IS PROBABLY NO THINKING ABOUT LONG-TERM.

JUST BECAUSE SCHOOL FUNDING IS SO UNSTABLE.

AND PEOPLE WHO GIVE US MONEY DON'T ALWAYS MAKE CONSISTENT DECISIONS ABOUT FUNDING SCHOOL .

I THINK I SAID THAT NICE. I DON'T KNOW.

I DON'T KNOW IF YOU CAN SHED ANY MORE LIGHT ABOUT THE COST.

I KNOW THERE ARE MANY MITIGATING FACTORS REDUCTION WAS TRUSTEE GRANT ABOUT THE SOCIALIZATION.

I AM WITH FAMILIES WHO NEED THE SUPPORT BECAUSE THERE JUST ISN'T ANY CHILDCARE OUT THERE THAT THEY CAN AFFORD.

AT THE SAME TIME I'M TRYING TO FIND A HAPPY MEDIUM.

BECAUSE I HAVE TO LOOK OUT FOR THE EXPENSES OF THE DISTRICT.

>> IF YOU LET ME ASK A COUPLE OF QUESTIONS, I THINK THERE MIGHT BE A HAPPY MEDIUM. AND I'M SORRY, AS I WAS GETTING PRESENTATION SOME OF THESE QUESTIONS CAME TO ME SO I APOLOGIZE I DID NOT PREPARE THESE PRIOR TO.

DO WE KNOW THE KIDS ATTENDING FROM 4 TO 6?

WHERE ARE THEY ATTENDING? >> AS FAR AS WHICH SCHOOL

SITES? >> MY THOUGHT IS, IN A MASKING NOT ãTHE MOST PART I GUESS I DON'T NECESSARILY NEED TO KNOW THE ANSWER BECAUSE I TRUST STAFF TO DO THIS.

IF YOU LOOK AT BETWEEN JEFFERSON AND BANNON CREEK, MAYBE WE SAY ONE SITE STOPS AT FOUR AND ANY CHILD THAT NEED SERVICES UNTIL 6:00 GOES TO BANNON CREEK.

AND SO THAT HELPS MITIGATE IT BECAUSE THEY ARE SO CLOSE.

FAMILIES WOULD ENOUGH TO DRIVE. AND MAYBE THAT IS THE SAME IF YOU LOOK AT NATOMAS PARK OR HERON.

BECAUSE IF YOUR CHILD IS ATTENDING THOSE, IF WE KNOW WE CAN KIND OF MERGE IT IN THEIR SPACE, THAT MAY SAVE SOME MONE . AND I THINK THAT IS SOMETHING GIVEN STAFF DIRECTION TO LOOK AT THAT THAT MAY BE ABLE TO MITIGATE COSTS CONSIDERING HOW EXPENSIVE IT IS BETWEEN 4 AND 6:00 P.M. OF MAY BE ONLY A COUPLE OF SITES OFFERING UNTIL 6:00 P.M.. BUT WHERE IT IS STILL CONVENIENT IN THEIR SPACE, IF THAT WORKS. AND THEN TO, WHILE I UNDERSTAND THE SUBSIDY WE APPROVED WILL NORMALLY GO INTO EFFECT UNTIL AFTER PASO VERDE. BUT AM INTERESTED IN FINDING OUT IS OF THE FAMILIES ATTENDING THE CENTER, HOW MANY COULD ACTUALLY PAY MORE THAN WE WOULD ONLY HAVE FOUR START, WHICH IS MORE COST-EFFECTIVE. AND COULD WE POSSIBLY PAY THE $565 A MONTH, OR FAMILIES WHO ATTEND THE CENTERWHO CAN'T PAY . CAN WE PAY THAT 565 FOR THEM, WHICH WOULD END UP BEING CHEAPER THAN PAYING FOR FULL-TIME FOR THE CENTER? BECAUSE WE ARE ALREADY PAYING FOR THE SERVICES. CAN WE JUST MOVE IN THE AREAS HAVE AT THE PROVIDER AND THE FAMILIES WHO CANNOT PAY, WE PAY THAT MONTHLY CHARGE? AND I GUARANTEE YOU, WE WOULD SAVE A SIGNIFICANT AMOUNT OF MONEY IN THESE CHILDREN WOULD STILL GET SERVICES. I DON'T KNOW IF THAT IS POSSIBLE OR IF ROMAN, YOU HAVE AN ANSWER.

[01:00:06]

>> TRUSTY KAPLAN , CAN I ASK A QUESTION FIRST BEFORE WE GET THE ANSWER? I WANT TO MAKE SURE I UNDERSTAND WHAT YOU'RE PROPOSING ON THE FIRST ONE.

SO ON YOUR FIRST QUESTION, JEFFERSON FOR EXAMPLE.

MOVIE OF THE SAME PROGRAMS. ARE YOU SAYING IF A PROGRAM ENDS AT 4:00 FOR A GROUP OF STUDENTS AT BANNON CREEK THEY

WOULD ZIP OVER TO JEFFERSON? >> IF YOU LOOK AT BOTH PROGRAMS. I WILL JUST TAKE BANNONCREEK AND JEFFERSON. AND THESE ARE NOT REAL NUMBERS . LET'S SAY AT JEFFERSON THERE ARE THREE KIDS FROM 4:00 TO 6:00 P.M. WHERE AT BANNON CREEK THERE MIGHT BE SIX KIDS FROM 4:00 TO 6:00 WHICH MEANS ALL THE KIDS CURRENTLY ATTENDING JEFFERSON BUT LEAVE BY 4:00, THAT PROGRAM CLOSES AT FOUR AND WE TALK TO THE THREE FAMILIES AND ASK THEM TO MOVE TO BANNON CREEK.

BECAUSE BANNON CREEK WILL STAY OPEN UNTIL 6:00 P.M..

>> OKAY. SO THAT WE ARE ASSUMING IT IS THE ISSUE OF GETTING KIDS FROM ONE LOCATION TO ANOTHER.

>>LISA KAPLAN: NO, I AM NOT ASSUMING ANYTHING.

BUT WHEN THE STATISTICS OF THE SLIDE CAME UP, IT SAID 40 SOME ODD PERCENT LEAVE AT 2:30 PM AND WE ONLY HAVE A SMALL PERCENTAGE THAT STAYS AFTER THAT.

IF WE CAN FIND A WAY THAT IT'S STILL FITS TO CONSOLIDATE SOME OF THE PROGRAMS, THAT STILL FITS OUR PURPOSE IN THE SCHOOLS ARE NEXT TO EACH OTHER.IKE NATOMAS PARK AND HERON ARE NOT THAT FAR APART BANNON CREEK AND JEFFERSON.

I WOULDN'T SAY GET RID OF AMERICAN LAKES BECAUSE IT IS

OWNED WERE THERE ON ITS OWN. >> OF JUST THINKING

TRANSPORTATION. >>LISA KAPLAN: IT WOULD JUST BE IF YOU ATTENDED JEFFERSON BUT THERE IS ONLY THREE FAMILIE THAT NEEDED UNTIL 6:00 P.M., WE WOULD REQUEST THEY GO TO BANNON CREEK IF THEIR SPACE OVER THERE AND I WOULD TRUST HAVE TO FIGURE THAT OUT. BUT THAT MIGHT BE ABLE TO BE WHERE WE ARE STILL PUTTING FAMILIES FIRST, WHICH I AM IN SUPPORT. BUT ALSO UTILIZING HOW TO

EMERGE A LITTLE BIT TO SAVE SOME MONEY.>> ,ASK A CLARIFYING QUESTION? BUTCHER SPOKE WHEN YOU ARE TALKING ABOUT THOSE THREE FAMILIES AT JEFFERSON, ARE YOU SUGGESTING THEY WOULD ASCEND THE DAY FOR THE ENTIRE DAY? OKAY. BECAUSE THAT IS ONE OF THE CONSIDERATIONS FOR A CISCO HOARDING IN THE IDEA THAT MAINTAINING THOSE RATIOS. I WANT TO MAKE SURE WAS

UNDERSTANDING YOU CORRECTLY . >> WANT TO MAINTAIN THE RATIOS.

THEY COULD BE A LITTLE MOVING AROUND, BUT IT IS BETTER THAN SHUTTING AN ENTIRE PROGRAM DOWN WHILE AT THE SAME TIME LOOKING AT HOW WE CAN BE FISCALLY RESPONSIBLE.

AND SWIMMING, I GUESS I WILL STOP AT THAT.

ARE WE OKAY WITH STUFF LOOKING INTO THAT?

IT COULD BE IT DOESN'T WORK. >> IF WE GRANT THE SUPERINTENDENT OR DESIGNATED AUTHORITY TO WORK OUT WHAT YOU'VESUGGESTED , I AM OKAY WITH THAT.

THE ALTERNATIVE IS WE HAVE KIDS WHO NEED HELP OR SUPPORT HER PARENTS WHO NEED HELP OR FAMILIES WHO NEED HELP WITHOUT THE ADDITIONAL SUPPORT.S A LOT OF STUFF FLYING RIGHT OVER MY HEAD WHAT I THINK WE NEED TO EMPOWER THE SUPERINTENDENT TO DO FOR COMMUNICATION TO GET THEM THAT AUTHORITY AND COME BACK AND SAY THIS IS WHAT WE WORKED ON.

AND I TRUST THAT'S GOING TO BE SOMETHING AWESOME BECAUSE THAT

IS JUST WHAT WE DO. >> I'M IN AGREEMENT.

>> WAS A SECOND QUESTION FROM PRESIDENT KAPLAN REGARDING AN OPTION OF DISTRICT TO CONTRIBUTE 565 TO REALLY BE A

DIFFERENT AMOUNT. >> TO TALK ABOUT THAT, THEY ARE STRUGGLING WITH STAFF SHORTAGE. AND SO THAT WOULD BE SOMETHING WE WOULD HAVE TO LOOK WHAT THEY COULD POSSIBLY EXPAND.

I SPOKE WITH THEM AND THEY HAVE SPACES AND SOME OF THE COHORTS CURRENTLY. BUT AS FAR AS EXPANDING AND MOVING THEM, THAT IS A DIFFERENT CONVERSATION BECAUSE THEY ARE STRUGGLING WITH STAFF RIGHT NOW.

>> IS A DISTRICT IN CALIFORNIA THAT IS A LITTLE SMALLER THAN WE ARE. WANT TO TALK TO THE TRUSTEES.

EARLIER SHE TALKED ABOUT HOW MANY CENTERS WE HAVE HAD TO CLOSED DOWN. BEFORE THANKSGIVING, THE

[01:05:02]

DISTRICT HAD SIX POSITIVE CONFIRMED CASES AND 38 EXPOSURES. THAT A STUDENT STAFF COMBINED.

AND THEN AFTER THANKSGIVING THEY WENT TO 38 POSITIVE CASES AND 175 EXPOSURES IN THIS IS A DISTRICT SMALLER THAN WE ARE.

THE LAST WEEK THAT 51 POSITIVE CASES AND 370 EXPOSURES.

WE ARE VERY LUCKY TO HAVE A PARTNER LIKE THE CENTER WAS CONTINUING TO BRING US PEOPLE WHO ARE WILLING TO WORK AND SUPPORT OUR STUDENTS. I KNOW YOU'VE ALL TALKED ABOUT IT IS A SOCIAL EMOTIONAL SUPPORT.

ONE OF THE BIGGEST WORRIES WE HAVE.

THESE GHETTOS ARE IN THE PROGRAM WITH THEIR FRIENDS THAT HELPS A TON TOO. AND THINK WHAT THE STAFF WOULD BE LOOKING FOR WAS DIRECTION FOR HOW LONG YOU WANT US ãDO YOU WANT TO GIVE US THE AUTHORITY TO TAKE THIS OUT AS FAR AS WE NEED TO? DO YOU WANT TO GO TWO MONTHS AT A TIME AND BRING IT BACK IF WE HAVE TO?THE MONEY CAN BE SIMPLIFIED INTO EASY WAYS. EITHER PUTTING THIS ON A CREDIT CARD. IF ANOTHER ONE COMES AND GIVES US PROTECT MONEY, YOU'D PAY OFF THE CREDIT CARD WITH NO INTEREST. IT IS LIKE THE MILL SPECIALTY GET THERE AT SIX AND 12 MONTHS. OR IF WE DON'T GET A STIMULUS, NOT THIS ONEBECAUSE IT DOESN'T LOOK OVER THE PHONE, BUT THE NEXT ONE YOU'VE GONE INTO YOUR SAVINGS A LITTLE BIT ONE TIME .

IF IT GOES THREE MONTHS AND IS 480,000 PER HALF A MILLION.

360 AND CHANGE. WE WILL LOOK FOR DIRECTIONAL WHERE YOU'D LIKE US TO GO. ITSELF LIKE YOU ARE SUPPORTIVE OF IT, JUST TO WHAT LENGTH AND TELL US WHERE TO GO AND WE HAVE ABOUT TWO DAYS TO GET THIS IN PLACE TO COMMUNICATE TO THE

FAMILIES. >> MY DESIRE WOULD BE TOO GET THROUGH THE HOLIDAY SEASON. AND THINK IT IS WORTH GOING INTO LATE JANUARY WAS SOMETHING LIKE THIS AND COMING BACK TO REASSESS WHEN IS THIS GOING IN FOR THE PRESIDENTIAL ELECTION?

>> THE 20TH. >> THE SAME DAY AS OUR BOARD

MEETING. >> I'M NOT SURE THAT IS A GREAT TIME TO COME BACK. I AM OPEN TO A SPECIAL THAT WEEK. I KNOW WE APPROVE THE CALENDAR, BUT I THINK THERE'S ENOUGH FLEXIBILITY HERE.

I WAS JUST LET'S GET TO THE HOLIDAY SEASON.

>> TRUSTEE GRANT, WHAT WOULD YOU SAY TO GIVING STAFF AUTHORITY TO ADD LEAST GO TO THE END OF JANUARY? BUT AT OUR JANUARY BOARD MEETING GET AN UPDATE BECAUSE I THINK THAT IS ENOUGH TIME IF WE CONTINUE IT, WE SEE WHERE MONEY IS. IN THE MEANTIME IF THERE ARE WAYS TO SAFELY CONSOLIDATE OR HAVE FORTH ARE ASSUMED IF THE CENTER DOESN'T HAVE BEEN A CATHOLIC CAMPUS AND FOUR-DOOR HAS ROOM, IT GIVES THEM THE FLEXIBILITY TO DO IT AT LEAST THROUGH THE END OF JANUARY.> WE WOULD NEED TO GIVE THEM AT LEAST A MONTH. WE GET GET THEM A COUPLE WEEKS.

TO TALK TO THEIR FAMILIES. SO IF THAT IS THE CONSIDERATION THEN AT LEAST A MONTH COMMITMENT.

>> I WOULD ENCOURAGE THE BOARD TO CONSIDER MAYBE GOING TO THE END OF FEBRUARY SINCE IT IS SUCH A SHORT MONTH.

THAT GIVES YOU TO REGULAR BOARD MEETINGS AND A SPECIAL IF YOU WANT. I KNOW THAT IS MORE MONEY, BUT FROM A FAMILY PERSPECTIVE , GETTING DAYCARE IN THREE WEEKS OR TWO WEEK OR ONE WEEK ISN'T SO GREAT.

WOULD LIKE US TO BRING BACK A REPORT IN JANUARY AND THEN LOOK AT IT. CAN EASILY DO THAT AT THE JANUARY 20 MEETING. WHAT THIS IS ANOTHER ORGANIZATION THAT NEEDS TO PLAN FOR ITS STAFF.

STAFF KNOWS IT HAS ABOUT TWO MONTHS OF FUNDING, IT IS EASIER FOR THEM TO SAY THAT IS TWO MONTHS AT PAYCHECKS AS OPPOSED TO JANUARY 20 THE WE ARE UNEMPLOYED IN 11 DAYS.

WE MIGHT NOT GET THE SAME. >> I'M GOOD WITH THAT.

WE DID OF ECONOMIC UNCERTAINTIES IN OUR BUDGET THAT IF THE BOARD WANTED TO COULD DIP INTO THAT WE STILL HAVE WITHOUT PUTTING US IN TOO MUCH DANGER.BUT WE KNOW CHILDCARE IS A GREAT EQUALIZER FOR THE UNEQUAL.

I'M GOOD WITH GIVING STAFF THE DIRECTION TO GO TWO MONTHS AND LOOK AT HOW WE CAN SAVE IN THE MEANTIME.

>> YOU WOULD LIKE US TO BRING BACK A REPORT JANUARY 20?

>> YES. ON THE COST AND WHAT MITIGATING

[01:10:03]

FACTORS OR ANY SAVINGS THAT HAVE BEEN IDENTIFIED TO THAT EXTENT. EXPANSION.

>> I SUSPECT A FEW WEEKS AFTER THE PRESIDENT ELECT IS SWORN IN WE WILL GET A BETTER SENSE IF THERE IS PROGRESS TOWARD A

STIMULUS OR NOT. >> WILL.

SHOW WE FORMALIZE THAT? I KIND OF WILL RESTATE IT.

WE GIVE DIRECTION TO STAFF TO APPROVE MOVING FORWARD FOR ANOTHER TWO MONTHS OF THE SERVICES THAT ARE CURRENTLY PROVIDED COMING BACK TO THE BOARD FOR FURTHER DISCUSSION

AND REPORT IN JANUARY. >> I WILLSECOND THAT.

>> SECOND BY TRUSTEE BAINES . ROLL CALL.

TRUSTEE BAINES. >> AYE.

>> TRUSTEE GARCIA. >> AYE .

>> TRUSTEE GRANT. >>AYE .

>> TRUSTEE HARDEN BOY AYE. >> TRUSTEE HEREDIA.

>> AYE. >> TRUSTEE KAPLAN AYE .

MOTION APPROVED 6/0. AND NOW MOVING ON TO THE

[XV.b. Presentation on the California Voting Rights Act and Board Approval on Next Steps]

PRESENTATION ACTION ITEM BE. PRESENTATION ON THE CALIFORNIA VOTING RIGHTS ACT AND BOARD APPROVAL ON NEXT STEPS.

LEGAL COUNSEL TO READ YOU ARE UP.

AND I SEE YOUR FELLOW ATTORNEY, MS. CANNON, IS JOINING YOU.

>>YES. GOOD EVENING GOVERNING BOARD, SUPERINTENDENT EVANS . TONIGHT I HAVE NICOLI MICHELLE CANNON. HER AND I WILL BE PRESENTING ON THE CALIFORNIA VOTING RIGHTS ACT.

I'M GOING TO GO AHEAD AND DIFFER TO MS. CANNON TO GO AHEAD AND PRESENT THIS INFORMATION AND WE WILL BE AVAILABLE TO ANSWER QUESTIONS AS REQUESTED.

>> I APOLOGIZE FOR THE INTERRUPTION VERY BRIEFLY BEFORE MOVING TO THE VISITATION.

WANTED TO KNOW FOR THE RECORD THAT WE DID RECEIVE PUBLIC COMMENTS ON THIS ITEM FROM BRENDA BORGE AND ALICE MERCER.

IS PUBLIC COMMENTS REPORTED TO THE BOARD AND STAFF OF THE CONSIDERATION PRIOR TO THE BOARD MEETING ON THE SPECIFICS OF THE COMMENTS WILL BE IN THE MINUTES.

>> THANK YOU. IF IT IS OKAY, I BELIEVE MICHELLE IF YOU WOULD LIKE TO GO AHEAD AND TAKE THE LEAD AND

PRESENT OUR POWERPOINT. >> I WILL DO THAT.

GOOD EVENING EVERYONE. HAPPY TO JOIN HERE TONIGHT.

I WILL BE SHARING MY SCREEN AND GOING TO THE POWERPOINT PRESENTATION THAT ROMAN AND I PUT TOGETHER.

FEEL FREE TO ASK QUESTIONS AS WE GO, ALTHOUGH IT MIGHT BE EASIER TO GET THROUGH EVERYTHING IF YOU WANT TO HOLD THE QUESTIONS AND ASK THEM AT THE END.

GOOD LUCK WITH THAT? WELL, I AM OPEN FOR EITHER WAY.

I'M GOING TO BE PRESENTING ON MY SCREEN SO IF SOMEONE IS WAVING A HAND OR PUTTING SOMETHING IN THE CHAPTER WON'T SEE ANY OF THAT SO MAYBE CHRIS, YOU ARE ROMAN CAN JUMP IN.

>> THEY ARE GOOD. >> OKAY.

LIKE MANY OF YOU, I AM AT HOME SO IF YOU HEAR RANDOM KIDS SCREAM OR A DOG PARK, I APOLOGIZE IN ADVANCE.

DOES THAT WORK? THAT IS BETTER? OKAY. RIGHT.

WE ARE HERE TONIGHT TO TALK ABOUT CALIFORNIA VOTING RIGHTS ACT, OBVIOUSLY. WE ARE GOING TO TALK ABOUT TWO DIFFERENT THINGS TO BE THE CALIFORNIA VOTING RIGHTS ACT REALLY INCLUDES TWO SEPARATE PARTS TO IT.

THE FIRST IS THE SUBSTANCE OF THE ACT, WHICH TALKS ABOUT PREVENTING RACIALLY POLARIZED VOTING AND TALK ABOUT BY TRUSTEE ELECTION YEARS. THE SECOND PART CONTAINS THE PROCESS TO MAKE THE TRANSITION TO DISTRICT BASED METHODS OF ELECTION. IT IS QUITE A DETAILED TRANSITION PROCESS. WE WILL SPEND QUITE A BIT OF TIME TONIGHT TALKING ABOUT THAT AS WELL.

DOES EVERYTHING LOOK GOOD ON YOUR END? OKAY. SO THE CALIFORNIA VOTING RIGHTS ACT IS DIFFERENT FROM THE FEDERAL VOTING RIGHTS ACT OR THE FEDERAL ACT WAS ENACTED IN THE 1960S IN AN EFFORT TO INCREASE IN MAINLY AFRICAN-AMERICAN VOTES IN THE SOUTH, BUT ALL OVER THE COUNTRY.

CALIFORNIA DIDN'T ENACT ITS VOTING RIGHTS ACT UNTILTHE EARLY 2000 . THEY ARE SIMILAR IN THAT THEY SEEK TO ENSURE THEIR VOTING RIGHTS FOR ALL FOLKS AND FAIR ELECTIONS. THE CALIFORNIAONE IS A LITTLE BIT MOR SPECIFIC AND FRANKLY EASIER FOR POTENTIAL PLAINTIFFS

[01:15:08]

AND ATTORNEYS TO FILE CLAIMS. SO WHEN YOU SEE CLAIMS ABOUT VOTING RIGHTS ACT ISSUES IN CALIFORNIA, YOU WILL ALMOST ALWAYS SEE THOSE UNDER OUR STATE LAW VERSUS THE FEDERAL LAW BECAUSE IT IS ESSENTIALLY EASIER AND IT DOESN'T REQUIRE ANY SORT OF BAD INTENT BY WHATEVER DISTRICT, CITY COUNTY, SCHOOL DISTRICT IS INVOLVED. SO THE KELVIN VOTING RIGHTS ACT PROHIBITS THE USE OF AT-LARGE ELECTIONS THAT IMPAIR THE ABILITY OF A PROTECTED CLASS TO DO ANY OF THE THINGS YOU SEE LISTED HERE. WHICH IS ELECT A CANDIDATE OF HIS CHOICE OR INFLUENCE THE OUTCOME OF AN ELECTION.

WHILE THE PROHIBITS THE USE OF AT-LARGE ELECTIONS THAT PREPARE THESE THINGS CAN HOW DO YOU PROVE SOMETHING IN PARIS? ARE THERE MINORITIES SELECTING OR IMPLEMENTING THE OUTCOME OF THE ELECTION. WHILE IT CAN BE PRETTY DIFFICULT TO PROVE THAT, IT IS A STATISTICAL AND DATA DRIVEN ANALYSIS USED IN THESE CASES. THE REPORTS WILL FOCUS ON RACIALLY POLARIZED VOTING. THESE ARE SEEN AS A RACIAL MINORITIES VOTE HAVE BEEN IN SOME WAYS DILUTED OR OVERCOME BY THE MAJORITIES AND WHO THE ONE ELECTED IN THE CANDIDATE OF CHOICE IS. IF YOU HVE A LARGE RACIAL MINORITY BUT A SMALL PERCENTAGE OF MINORITY CITY COUNCIL OR BOARD MEMBERS WERE COUNTY SUPERVISORS, THAT IS A GOOD INDICATOR YOU MIGHT HAVE AN ISSUE.

AS I MENTIONED BEFORE, PROOF OF INTENT TO DISCRIMINATE OR DILUTE THE VOTE OR ANYTHING LIKE THAT IS NOT REQUIRED UNDER CALIFORNIA LAW FOR THE ONLY REQUIREMENT IS THAT THERE ACTUALLY IS POLARIZED VOTING THAT OCCURS.

THERE'S BEEN QUITE A BIT OF LITIGATION ACROSS THE STATE SINCE IT WAS ENACTED. WOULD LIKE TO INCLUDE A SITE ON THIS. TO THE DISTRICTS KNOW WHAT THEY ARE UP AGAINST IF THEY GET A DEMAND LETTER THEY WANT TO FIGHT MAKING THE CHANGE. AND LET ME BACK UP.

I'M NOT SURE I HAVE A SLIGHT ILLNESS.

WE TALK ABOUT A DEMAND LETTER YOU'RE GOING TO HEAR ME SAY THAT A FEW TIMES DURING TALK ABOUT A LETTER THAT COMES FROM AN ATTORNEY BUT SOMETIMES A PRIVATE PERSON AND IT BASICALLY SAYS WE THINK YOU ARE VIOLATING THE CVR AID.

WE THINK YOUR AT-LARGE ELECTION METHODS VIOLATES THE ACT AND WE WANT YOU TO MAKE THE CHANGE TO TRUSTEE ELECTIONS.

ONE AND DISTRICT GETS A LETTER LIKE THAT, AND STARTS BASICALLY A BUNCH OF TIMELINES WE WILL REVIEW TONIGHT.

I UNDERSTAND YOUR DISTRICT HAS NOT RECEIVED ONE OF THE LETTERS? SO AGAIN, WE ARE TALKING BIG PICTURE HERE OF WHAT THE LAW REQUIRES OF THE TRANSITION PROCESS WILL LOOK LIKE IN GENERAL.

BUT BACK TO THE LITIGATION PIECE.

ESSENTIALLY SINCE THE ACT BECAME LAW IN THE EARLY 2000 THREE WE ARE TALKING ABOUT 17 OR 18 YEARS THE PUBLIC ENEMY HAD NOT EVER.

PRETTY BIG DEAL. SOME OF THE SEASON COSTS THAT HAVE BEEN PAID OUT TO PLAINTIFFS COUNCILS IN THESE CASES. HUGE AMOUNT OF ATTORNEY FEES CAN BE OWED IN THE CASES. THIS SUMMER, SO YOU MIGHT HAVE HEARD OF IT. THERE WAS A CASE PICO NEIGHBORHOOD ASSOCIATION VERSUS THE CITY OF SANTA MONICA.

AND IT WAS A CASE FILED UNDER THE CPRA.

RULED IN FAVOR OF THE PLAINTIFFS AT THE CITY OF SANTA MONICA WAS IN VIOLATION OF THE ACT.

THE APPELLATE COURT OVERTURNED IT AND FOUND THERE WAS LACK OF EVIDENCE OF VOTER DILUTION. AND SO OVERTURNED THE DECISION TO THE CITY PREVAILED. AND THIS IS LITERALLY THE ONLY PREVAILING PARTY BY A CITY WE ARE AWARE OF SINCE THIS WAS ENACTED. LEVELS IN APPELLATE COURT DECISION. WAS SOON THEREAFTER APPEALED TO THE CALIFORNIA REPORT AND IS ON APPEAL RIGHT NOW.

AND SO RIGHT NOW IT IS THE FIRST FOR A DEFENDANT IN THE CASES SO IT IS A REALLY BIG DEAL.

SO WE WILL HAVE TO WAIT AND SEE THE CALIFORNIA SUPREME COURT TO READ ROMAN, I DON'T KNOW IF YOU HAD ANYTHING YOU WANTED TO ADD

ONTHE LITIGATION PIECE . >> JUST TO COMMENT ON THE FACT OF PLAINTIFF AND THE TYPES OF ACTIONS DON'T HAVE TO PREVAIL YOU REALLY HAVE TO MEET A LOWER BAR SAYING THERE WAS A CATALYST FOR ANY TYPE OF CHANGE IN ORDER TO PREVAIL.

IT IS NOT A CLEAR WIN JUST AS THEY SHOW THEY ARE A CATALYST FOR ANY CHANGE. THEY ARE ENTITLED TO ATTORNEY FEES. I DO BELIEVE THAT IS AN

[01:20:04]

IMPORTANT FACTOR. INCLUDING LOOKING AT THE COSTS THAT ARE THERE. PERHAPS THE SECOND POINT TO MAKE IS THE LAW SPECIFICALLY STATES, SPECIFICALLY STATES THAT PREVAILING DEFENDANT, CITY, COUNTY, SCHOOL DISTRICT IS NOT ENTITLED TO RECOVER THEIR ATTORNEY FEES UNLESS IT CAN BE SHOWN THIS WAS COMPLETELY WITHOUT MERIT.

AND IT WAS JUST ON REASONABLE OR FRIVOLOUS.

IT IS DEFINITELY A HIGH BAR FOR A PUBLIC AGENCY TO PREVAIL YOUR GRID AND TO BE ABLE TO COLLECT ATTORNEY FEES.

THE BAR IS EXTREMELY HIGH! WHAT WAS THE WORD YOU USED?

>> VEXATIOUS. >> AND BETRAYED THAT IN WOMEN'S TERMS. WHAT DOES THAT MEAN?

>> THAT MEANS SOMEONE WHO IS AN AGGRESSIVE LITIGATOR NO LEGAL BASIS. IS A GOOD SCRABBLE WORD.

>> A JERK. GOT IT.

>> FREQUENT FLYER AS WE SOMETIMES CALL THEM.

THAT WAS OUR PIECE OF THE LITIGATION.

AND SO LET'S TALK ABOUT WHAT AT-LARGE ELECTIONS ARE IN CASE IT IS NOT OBVIOUS TO ANY OF YOU FOR THE AT-LARGE ELECTION SYSTEM IS WHAT YOU DISTRICT CURRENTLY USES AND THAT IS WHEN BOARD MEMBERS CAN RESIDE ANYWHERE IN THE DISTRICT BOUNDARY JURISDICTIONS AND ALL REGISTERED VOTERS WITHIN THE ENTIRE DISTRICT MAY VOTE FOR ALL SEATS ON THE BOARD.

WE HAVE A GRAPHIC THAT SHOWS PEOPLE IN THE WHOLE JURISDICTION VOTE FOR BOARD MEMBER SECOND MOVE ANYWHERE IN THE JURISDICTIONS. IT SEEMS STRAIGHTFORWARD.

AND I WOULD SAY PROBABLY MOST SCHOOL DISTRICTS HAVE THIS TYPE OF ELECTION METHODS WAS ENACTED OVER THE YEARS MORE AND MORE DEMAND LETTERS ARE FILED AND DISTRICTS ARE BEING CHALLENGED.

WHAT THE DIFFERENCE LOOKS LIKE IF YOU GO TO A BY TRUSTEE AREA ELECTION IS YOUR DISTRICT WOULD HAVE DIFFERENT DISTRICTS OR TRUSTEE AREAS AN INDIVIDUAL TRUSTEES MUST RESIDE WITHIN THE SPECIFIC TRUSTEE AREA THEY ARE ELECTED FOR PART OF THE MAIN COMPONENT IS VOTERS WITHIN THE SAME TRUSTEE AREA WOULD VOTE FOR THE PARTICULAR TRUSTEE OR BOARD MEMBER.

GRAPHIC YEAR SHOWS THAT TOO. WE HAVE DIFFERENT AREAS BUT ONLY TO VOTE WITHIN THE TRUSTEE AREAS VOTE ON THOSE TRUSTEES.

THAT IS THE BY TRUSTEE AREA ELECTION.

THIS IS THE ONLY METHOD OF OF ELECTION GUARANTEED NOT TO VIOLATE THE CDR EIGHT. IN OTHER WORDS, IF YOU HAVE THE SYSTEM OF ELECTIONS SET UP BY TRUSTEE AREA, IT JUST TAKES STICKS CAN BE WHATEVER THEY ARE AND YOU'LL BE IN COMPLIANCE.

AND SO IT IS REALLY A PRETTY IMPORTANTDEFENSE .

ANYTHING ELSE TO DO BASICALLY HAVE A DEFENSE OR A GUARANTEE YOU ARE NOT VIOLATION PRETENSE WHY SO MANY DISTRICTS HAVE MADE THE CHANGE. I DON'T KNOW IF I WAS LATE ON THIS, BUT SOME DISTRICTS STILL HAVE A HYBRID MODEL WHERE THEY HAVE A TRUSTEE AREA AND BOARD MEMBERS ARE TRUSTEES LIVE IN THOSE TRUSTEE AREAS BUT THEN THEY ALLOW REGISTERED VOTERS OF THE ENTIRE JURISDICTION TO VOTE ON ALL TRUSTEES.

THAT HYBRID MODEL MADE A LOT OF SENSE TO A LOT OF FOLKS.

BUT THAT DOES NOT GIVE YOU GUARANTEED FOR THE PROTECTION OR DEFENSE. BASICALLY IT IS STILL CONSIDERED AN AT-LARGE ELECTION.

SO IT IS NOT SOMETHING WE GENERALLY ADVISE OUR CLIENTS DO. IF YOU'RE GONNA MAKE YOUR CHANGE, IT MAKES MORE SENSE TO MAKE IT SO YOU ARE SAFE.

TRANSITION INTO A BY TRUSTEE AREA ELECTION METHOD WITH THE CLIENT. AS I MENTIONED, YOU CAN AVOID THE LITIGATION ENTIRELY IF YOU MAKE THE TRANSITION WITHIN THE STATE ARBORPROVISION . INCLUDED IN THE CPRA.

THERE ARE TWO FOR TWO DIFFERENT PERIODS.

ONE IS IF YOU GET A DEMAND LETTER IN THE ADOPT A RESOLUTION THAT BASICALLY EXPRESSES YOUR INTENT TO BEGIN THE TRANSITION TO THE BY TRUSTEE AREA ELECTION, IF YOU TAKE THAT ACTION AND DO THAT THROUGH RESOLUTION, 45 DAYS OF RECEIVING THE DEMAND LETTER YOU ENTERED INTO A SAFE HARBOR WHERE YOU CANNOT BE SUED IN WE HAVE A MENTION HERE THAT THERE IS A CAP ON ATTORNEY FEES. THEY PROVIDE FOR ANY DISTRICT

[01:25:01]

THAT LEAVES THE TRANSITION WITHIN THE SAFE HARBOR PROVISIONS OF THE MAXIMUM FEE THAT CAN BE AWARDED THIS 30,000 AND THERE IS AN INFLATOR FOR CPI.

TO BASICALLY RIGHT NOW IT IS AROUND 32,000 FOR MAXIMUM ATTORNEYS FEES THAT CAN BE AWARDED.

AND THE OTHER NUMBERS I SHOWED YOU A FEW MINUTES AGO AND THE SLIDES, IS A DISTRICTS THAT DIDN'T FALL WITHIN THE SAFE HARBOR WITH EITHER BECAUSE IT TOOK TOO LONG, THEY IGNORED THE DEMAND LETTER OR THEY FOUGHT TRYING TO MAKE THE TRANSITION AND THERE WAS MITIGATION FORCING THEM.

THAT'S WHY THOSE ARE SO HIGH. AND SAID THAT IS THE FIRST PART TO TAKE ACTION WITHIN 45 DAYS. THE SECOND PART OF THE SAFE HARBOR IS ONCE WE ADOPT THE RESOLUTION OF INTENT, WITHIN 40 DAYS OF RECEIVING THE DEMAND LETTER THE PLAINTIFFS OR ATTORNEY CAN'T BRING A LAWSUIT FOR 190 DAYS.

FROM THE DATE THAT PAST. TO YOU THE FIRST 45 DAYS FOR A RESOLUTION OF INTENT AND THEN WHEN YOU ACT ãSORRY, AFTER THE 45 DAYS YOU HAVE UP TO 90 DAYS TO FINISH YOUR PROCESS.

AND IF YOU DO THAT, THE MAXIMUM ATTORNEY FEES HE WOULD BE LOOKING AT PAYING OUR 32,000. WOULD BE PROTECTED.

AND SO WE WORK WITH DISTRICTS THAT DECIDE TO MAKE THE TRANSITION AND IF THERE IS A DEMAND OUT THERE, WE WILL FACT THAT FOR YOU AND WORK WITH YOU TO BACK UP THESE DEADLINES SO WE CAN PLAN THE VARIOUS PUBLIC HEARINGS AND MEETINGS AND EVERYTHING ELSE. I'M GOING TO WALK YOU THROUGH WHAT THAT LOOKS LIKE SO YOU HAVE REALLY GOOD IDEA.

IT IS IMPORTANT TO KEEP THESE TWO DIFFERENT SAFE HARBOR PROVISIONS IN MIND. NEXT WE WALKED THROUGH THE STEP-BY-STEP PROCESS REQUIRED TO ESTABLISH BY TRUSTEE AREA ELECTIONS. LOOKING AT YOUR CURRENT ELECTION SET UP, YOU OF THE FIVE TRUSTEES, YOU HAVE THEM AT-LARGE ELECTION SYSTEM. JUST AS A SIMPLE ELECTION CYCLE, FOR 2020 ELECTED TO TRUSTEES AND IN 2002 YOU'D BE ELECTING TO OR VICE VERSA. YOU ARE IN A ROTATIONAL BASIS LIKE ALL SCHOOL DISTRICTS ARE. KEEPING THAT EXAMPLE IN MIND.

THE FIRST THING YOU WOULD DO ã THIS IS ASSUMING IF YOU GET A DEMAND LETTER BECAUSE THAT IS WHEN THE SAFE HARBOR PROVISIONS MATTER. IF YOU DON'T GET A DEMAND LETTER AND YOU DECIDE TO BE PROACTIVE AND MAKE THE TRANSITION THE PROCESS WILL BE THE SAME THROUGH THE DEADLINES OF THE SAFE HARBOR PROVISION PROVISIONS WILL BE AN ISSUE.

THE PROCESS WOULD BE THE SAME. I THINK WE ALREADY TALKED ABOUT THE RESOLUTION WOULD BE ADOPTED WITHIN 45 DAYS IF YOU RECEIVED A DEMAND LETTER. ONCE THAT HAPPENS, THE NEXT STEP IS FOR DISTRICT DEVELOPMENT AND ADOPTION OF A MAP. AND FOR YOU ADOPTING UP THERE IS A LOT YOU DO TO LOOK AT POTENTIAL MAPS.

UNTIL THERE ARE TWO PUBLIC HEARINGS REQUIRED.

THOSE ARE PRENUP HEARINGS ARE BASICALLY.

AND THEY WILL COME INTO YOUR DISTRICT AND THEY WILL DO ALL THE DEMOGRAPHIC RESEARCH AND INFORMATION NEEDED TO PUT TOGETHER BOTH POTENTIAL MAPS AND LINE DRAWING CRITERIA, AS WELL AS TO PREPARE MAPS FOR YOU.

SO WITH THESE HEARINGS, USUALLY THE DEMOGRAPHER WILL COME IN AND THE INPUT FROM NOT ONLY BOARD MEMBERS BUT THE PUBLIC ON WHAT YOU ALL WANT YOUR LINE DRAWING CRITERIA TO LOOK LIKE.

THERE SOME LINE DRAWING CRITERIA THAT HAS TO BE USED FOR ALL TRUSTEE AREAS OF DATA AN EQUAL NUMBER, EQUAL POPULATION. AND THE LAW PROHIBITS THE TRUSTEE AREA BE GERRYMANDERING AND DOING.

ASIDE FROM THE TWO REQUIREMENTS COME THE DISTRICT INPUT FROM CONSTITUENTS HEALTH YOU WANT YOUR BOUNDARIES AND TRUSTEE AREAS TO COME INTO PLAY. SOME BOARDS WILL FOCUS ON COMMUNITIES AND INTERESTS, SCHOOLS OF ATTENDANCE BOUNDARY AREAS PRETTY TO LOOK AT TOPOGRAPHY AND NATURAL BOUNDARY LINES CREATED BY TOPOGRAPHY OR MAJOR INTERSECTIONS.

I-80 GOES TO YOURDISTRICT. SO I-80, I FIVE , ANY SORT OF

[01:30:06]

STREETS, LANDM LIKE THAT YOU AND YOUR CONSTITUENTS IN YOUR COMMUNITIES THINKS MAKES SENSE AS FAR AS HOW YOU WOULD DIVVY UP THE DISTRICT INTO INDIVIDUAL TRUSTEE AREAS. IN THE WORK OF THE DEMOGRAPHER IS ONCE HE OR SHE OBTAINS THE INPUT AND IDEAS OF THE BOARD SELECTS WHAT YOU WANT DRAWING CRITERIA TO LOOK LIKE, WITH ALL THE POPULATION NUMBERS AND REALLY POPULATE ALL THE POTENTIAL MAPS YOU COULD BE LOOKING AT.

LINE DRAWING CRITERIA IS GENERALLY COPES OUT.

DEFINITELY PRENUP THE FIRST ONE AND OFTEN THE SECOND ONE TOO.

AND IN BETWEEN THESE HEARINGS YOU WOULD BE MEETING WITH YOUR LABOR PARTNERS, YOU WOULD BE DOING PUBLIC OUTREACH, PUBLISHING NOTICES, HOLDING COMMUNITY FORUMS, DOING A TON OF PUBLIC EDUCATION AND OUTREACH TO GET AS MUCH INPUT AS POSSIBLE ONLINE DRAWING AND THE POTENTIAL TRUSTEE AREAS.

AFTER THE FIRST TWO PRENUP HEARINGS AND HAVE CONSIDERATION HEARINGS AND THAT REQUIRES TWO MORE PUBLIC HEARINGS WRITTEN ALL WE WILL HAVE FIVE PUBLIC HEARINGS ONCE WE START THIS PROCESS. THESE MAP CONSIDERATION HEARINGS OR WHEN A DEMOGRAPHER BRINGS DRAFT MAPS.

THEY WOULD BE VIEWED. LOTS AND LOTS INPUT FROM THE PUBLIC IN YOUR OTHER STAKEHOLDERS AS WELL AS YOU ALL IS TRUSTEES. AND WORKING ON POTENTIAL MAPS A DEMOGRAPHER WILL BRING THREE MAPS TO YOU.

SOMETIMES UP TO FIVE. AND IT DEPENDS ON THE DIRECTION YOU GIVE FOR WHAT YOU'RE LOOKING FOR WHEN THE MAPS ARE DRAWN. BUT EVEN OPTION OF 3 TO 5. AND THERE CAN BE CHANGES BETWEEN THE FIRST MAP CONSIDERATION

HEARING AND THE SECOND ONE. >> QUICK QUESTION.

FORGIVE ME. SO WHAT IS THE AVERAGE TIMELINE FOR THE FIVE HEARINGS? IS IT A YEAR, SIX MONTHS, TWO WEEKS. COULD YOU ELABORATE?

>> YES. THAT IS A GREAT QUESTION.

THE FIRST TO LOOK AT DRINKS HAVE TO BE HELD WITHIN 30 DAYS OF EACH OTHER UNDER THE LAW AND THE SECOND TO HAVE TO BE HELD WITHIN 45 DAYS OF EACH OTHER UNDER THE LAW.

EVEN IF THE SAFE HARBOR STUFF IS OUT AND DOESN'T MATTER BECAUSE YOU WILL GET SUED, ONCE WE START THE PROCESS WE HAVE THESE INTERNAL DEADLINES THAT WILL APPLY.

SO IT IS STILL A PRETTY QUICK PACE EVEN IF YOU ARE NOT IN STANDARD LITIGATION. THE FINAL PUBLIC HEARING IS FOR THE ãSORRY, I'M GOING TO TRY TO MINIMIZE THE SCREEN.

THE FINAL PUBLIC HEARING IS THE MAP ADOPTION HEARING.

THAT IS BASICALLY THE PUBLIC HEARING BEFORE THE TRUSTEE AREA MAP IS FINALLY ADOPTED. AGAIN, YOU RECEIVED ALL YOUR PUBLIC INPUT AND ON YOUR OUTREACH BY THAT POINT THE DISTRICT ADOPTS THE FINAL MAP PICNIC STEP GOES TO THE COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATION FOR REVIEW AND APPROVAL. THE COUNTY COMMITTEE IS REQUIRED TO HOLD AT LEAST ONE HEARING THEY HAVE TOLD THAT WITHIN YOUR DISTRICT BOUNDARIES.

NOT AT THEIR NORMAL LOCATION FOR THE COMMITTEE MEETINGS.

THEY HOLD A PUBLIC HEARING AND THEN THEY VOTE TO APPROVE OR DENY THE DISTRICTS PROPOSAL. HIS HAS BEEN A VOLUNTARY PROCESS AND DISTRICTS OF GOD ARE THE THINGS I JUST SAID, WE HAVEN'T SEEN THE COUNTY COMMITTEE TURNED DOWN THE DISTRICT ONCE THE DISTRICT IS ADOPTED FOR THE ONLY TIME WE SEE THAT HAPPEN IS WHEN THERE HAS BEEN SOME SORT OF CONFLICT OR LITIGATION DEFERRED OR SOMETHING WEIRD IS HAPPENING IN THE PROCESS OR THE DISTRICT DOES NOT FOLLOW THE PROPER PROCESS IN THE COUNTY COMMITTEE WILL ESSENTIALLY CHECK THE DISTRICT BEYOND AN INTERNAL THAT.

IF YOU ARE NOT UNDER THREAT OF LITIGATION AND NOT WORRY ABOUT THE SAFE HARBOR, THAT WOULD BE BAD AND PROBABLY EMBARRASSING.

BUT IT WOULDN'T BE THE END OF THE WORLD.

IF YOU ARE IN THE MIDDLE LITIGATON, THAT COULD BE EXTREMELY DISRUPTIVE BECAUSE IT COULD BE THE SAFE HARBOR PROCESS IT'S REALLY IMPORTANT. WHEN WE WORK WITH DISTRICTS ON GOING THROUGH THE PROCESS CAN WE CHECK IT WAS SOMEONE AT THE COUNTY OFFICE IN ADVANCE TO SORTA KEEP IN TOUCH WITH THEM ABOUT WHAT IS GOING ON AND MAKE SURE IT IS ON THE RADAR, MAKE

[01:35:02]

SURE IT IS ON THE TIMELINE SO THERE ARE NO SURPRISES AT THE END. SO IN YOUR CASE YOU WOULD NEED TO COORDINATE THIS WITH THE SACRAMENTO COUNTY COMMITTEE AND THEIR IN-HOUSE COUNSEL THERE IS SOMEONE WE HAVE BEEN ABLE TO WORK WELL WITH BEFORE AND MAKING SURE THE PROCESS IS SMOOTH AND EVERYTHING IS TAKEN CARE OF.

>> TO GIVE A QUESTION?HAT DO I DO.

A QUICK QUESTION. THE WORD COORDINATE IN THE COUNTY OFFICE OF EDUCATION, DOES THAT REQUIRE ANY APPROVAL? IS THIS SOMETHING THAT WOULD REQUIRE A FULL ROLL TOWARD TRUSTEES? THIS IS A POLITE WAY OF SAYING WE ARE MOVING FORWARD WITH THE DIRECTION YOU WOULD LIKE FOR

YOU TO KNOW? >> IT IS A LITTLE BIT OF BOTH.

THE FIRST PART IS COORDINATING AND LETTING THEM KNOW THIS IS HAPPENING SO THEY CAN HAVE IT FOR PLANNING PURPOSES.

THIS LAST YEAR THERE WERE A COUPLE DISTRICTS MAKING THE TRANSITION. AND IN OTHER COUNTIES THERE WERE MORE THAN THAT. MULTIPLE DISTRICTS AT ONE TIME.

IT IS IMPORTANT TO COORDINATE A BUSY SEASON LIKE THAT THE COUNTY COMMITTEE AND PLAN BOARD MEETINGS.

WORKING INTO THEIR CALENDAR THAT SORT OF THING.

THAT IS THE COORDINATION PART. THAT CAN BE DONE ADMINISTRATIVELY. YOU DON'T NEED BOARD MEETINGS ARE COUNTY COMMITTEE MEETINGS TO DO THE COORDINATION, WE WANT TO MAKE SURE THEY KNOW WHAT OUR TIMELINE IS, THEY KNOW WHEN THEY WILL HAVE TO THE COMMITTEE MEETINGS THEY WILL HAVE TO DO WITH OUR DISTRICT. AS FAR IN ADVANCE AS POSSIBLE.

>> I THINK GOING TO YOUR QUESTION, BOARD MEMBER GRANT, PRIOR IT WAS ALMOST VERY RARE A LOT OF COUNTY COMMITTEES WITH ME. IT DOES BECOME MORE OFTEN THAT THEY DO HAVE TO MEET. AND GIVEN THESE TIME LINES BEING VERY SHORT AND COUNTY COMMITTEES ARE COMPRISED OF DIFFERENT DISTRICTS, HAVING THE COORDINATION MAKE IT YOUR PEOPLE ARE AVAILABLE ON DIFFERENT DATES HELPS MOVE THE

PROCESS ALONG. >> THANK YOU.

>> SO THAT IS THE COUNTY COMMITTEE REVIEW.

THE NEXT STEP AND I NEVER KNOW WHERE TO PUT THIS IN THE SLIDES BECAUSE IT STARTS AT THE BEGINNING AND COMES IN AT THE END. IF THE COUNTY COMMITTEE APPROVES YOUR POSTAL MAP FOR THE TRUSTEE AREA ELECTIONS, AND ELECTION IS TO BE CALLED SEEKING VOTER APPROVAL THROUGH THE VOTER APPROVAL REQUIREMENT CAN BE WAIVED BY THE STATE WOULD EDUCATION NUMBS ALL SCHOOL DISTRICTS AND MAKE THE TRANSITION SEEK AND HAVE RECEIVED THE WAIVER BECAUSE IT SAVES YOU HAVING HAVE SOME SORT A SPECIAL ELECTION ON JUST THE ISSUE OF WHETHER YOU VOTERS WANT TO MOVE TO TRUSTEE AREA ELECTIONS ARE NOT. WHEN THERE IS NO REASON TO HOLD ANELECTION LIKE THAT , THE DISTRICTS WE WORK WITH DON'T DO THAT. THE STATE BOARD WAIVER IS REQUESTED IN ADVANCE THROUGH A SPECIFIC WAIVER PROCESS THAT THEY HAVE. WHEN AND IF YOU ARE READY TO DO THIS, WE WOULD DO A RESOLUTION THAT SAYS YOU'RE GOING TO SEEK A WAIVER OF THE ELECTION REQUIREMENT TO THE STATE BOARD OF EDUCATION. AND WE WOULD GO TO THE WAIVER PROCESS WITH THE STATE BOARD FOR THE OF A DEPARTMENT WHO BASICALLY HANDLES THIS FOR THE .

THEY WOULD WANT TO SEE A COPY OF YOUR RESOLUTION AND THE WORK

YOU HAVE DONE SO FAR. >> MICHELLE, THIS IS LISA.

HAS A STATE WOULD EDUCATION NEVER TURNED ONE OF THESE DOWN?

>> I WAS JUST GOING TO SAY, I HAVEN'T SEEN THEM TURN ONE OF THESE DOWN EITHER. AND THINK IT IS PRETTY PRO FORMA AS LONG AS THE OF THE PROCESS AND HAVE YOUR DUCKS IN

A ROW. >> A QUICK FOLLOW-UP QUESTION THAT IS OKAY. SORRY FOR BEING A CHATTY KATHY TONIGHT YOU'RE JUST SO THE PUBLIC CAN NO AND FROM MY UNDERSTANDING, LET'S SAY FOR SOME STRANGE REGION ãMAYBE NOT STRANGE. PEOPLE OF THE REASONS.

THE BOARD SAYS WHO WANT THIS TO BE AN ELECTION.

THAT SOMETHING NATOMAS UNIFIED WOULD HAVE TO PAY FOR OR IS THAT COMING OUT OF COUNTY? ! THE DISTRICT WOULD PAY FOR IT AS A SPECIAL ELECTION> HOW MUCH ON AVERAGE AS A SPECIAL ELECTION LIKE THIS COST .

$0.50, $500,000, ANYWHERE IN BETWEEN, A LOT OF MONEY.

>> IT IS A LOT OF MONEY. LOOKED AT THIS FOR ANOTHER DISTRICT. AND AGAIN, THEY WERE BIGGER

[01:40:01]

THAN YOURS, BUT THE COST OF A SPECIAL ELECTION WAS GOING TO BE IN THE HIGH HUNDREDS OF THOUSANDS OF DOLLARS.

I DON'T KNOW MAYBE HAVE A BETTER IDEA OF WHAT NATOMAS MIGHT BE LOOKING AT SPOKE OFF THE TOP OF MY HEAD I DON'T.

BUT I THINK WE TAKE OUR REGULAR ELECTION COSTS AND I WOULD SAY AT LEAST DOUBLE OR TRIPLE THAT DEFINITELY FOR A SPECIAL ELECTION. THEY ARE VERY EXPENSIVE AND AGAIN, THAT IS SORT OF WEIGHING THE BALANCE.

>> THANK YOU. >> SO THE LIGHT MIGHT BE 250,000 BUT IT CAN BE UPWARDS OF HALF A MILLION.

>> I WOULD SAY EASILY UPWARDS OF HALF A MILLION.

IF YOU GUYS ARE MORE INTERESTED IN THAT, THAT SOMETHING WE COULD CONTACT THE COUNTY AND THEY CAN MAKE THAT ESTIMATE FOR YOU IF YOU THOUGHT THAT WAS IMPORTANT.

AND THINK SOMETHING TO KEEP IN MIND BECAUSE YOU MIGHT BE THINKING WHY WOULD WE WANT AN ELECTION, WE WANT OR ELECTRIC TO MAKE THIS DECISION AND HAVE IT BE TRANSPARENT.

THAT'S A VALID POINT, BUT YOU WILL HAVE DONE SO MUCH PUBLIC OUTREACH AT THIS POINT AND YOU WILL HAVE HAD FIVE PUBLIC HEARINGS YOU ARE FORCED TO BE EXTREMELY TRANSPARENT ALL ALONG SO THE FOLKS WHO LIVE IN THE NATOMAS JURISDICTION WILL KNOW WHAT IS GOING ON. BY THE WAY, YOU DO NEED A PUBLIC HEARING TO DECIDE TO MOVE FORWARD WITH THE WAIVER PROCESS. THAT IS REALLY 1/6.

IF YOU DECIDE TO GO TO THE SPE FOR A WAIVER.

SO JUST A COUPLE THINGS TO CONSIDER ABOUT THE WAIVER IS THE ONLY MEET EVERY OTHER MONTH AND IT CAN BE HARD TO GET ON THEIR AGENDA THAT TAKES PLANNING IN ADVANCE TO MAKE SURE WE ARE BACK WHEN YOU HAVE A FINAL DECISION, A FINAL ACTION AND TO MAKE SURE WE HAVE THE FEES WRAPPED IN THE.

>> WE HAVE DONE THE WAIVERS FOR THE STATE BOARD.

>> SO IT JUST A SAMPLE TIMELINE SO YOU CAN SEE THE CASE.

UNDER THE SAMPLE IF YOU RECEIVED A DEMAND LETTER ON FEBRUARY 8, YOU WILL HAVE 45 DAYS TO ADULT A RESOLUTION.

WOULD SAY YOU DO THAT IN A MARCH BOARD MEETING ON MARCH 1 . HE COULD ADOPT A RESOLUTION TO MAKE THE TRANSITION AND HOLD A PUBLIC HEARING ON THE WAIVER AND THE RESOLUTION TO SEEK A WAIVER.

YOU CAN DO ALL THAT AT ONE TIM .

YOU CAN DO THAT AT ONE BOARD MEETING.

YOU WOULD THEN BE LOOKING AT HAVING YOUR HEARINGS ONE AND TWO PROBABLY WITHIN THE SAME MONTH BECAUSE AGAIN, WE HAVE TO DO THIS WITHIN 30 DAYS OF EACH OTHER AND WE HAVE THIS REALLY TIGHT 90 DAY TIMELINE WE HAVE TO GET ALL THE STUFF DONE.

YOU CAN START TO SEE THAT THE STARTS COMING REALLY FAST AND WE ARE OFTEN LOOKING AT HIM HE TOLD SPECIAL MEETINGS TO MAKE SURE YOU GET THROUGH THE PROCESS AND TIME IF YOU ARE UNDER A DEMAND LETTER. UNDER THE SAMPLE TIMELINE BETWEEN MARCH 31 ON MY EXAMPLE, MARCH 31 THIS THE SECOND PUBLIC HEARING WERE YOU WOULD'VE TALKED ABOUT LINE DRAWING CRITERIA AND ALL THAT GOOD STUFF.

SO BETWEEN MARCH 31 AND APRIL 14, THE DEMOGRAPHER WOULD WORK TO REPAIR THESE OPTION FOR TRUSTEE AREA MAPS AND STAGGERING SCHEDULES MUST BE PUBLISHED SEVEN DAYS BEFORE THE PUBLIC HEARING.HERE'S A LOT OF DETAIL AS FAR AS TIMING AND THE PUBLICATION HAS TO GO OUT IN.

IT HAS TO BE THE NEWSPAPER GENERAL CIRCULATION.

IN THE WE BOOKED APRIL 28 FOR YOUR HEARING FOR THE FIRST PUBLIC HEARING ON THE ACTUAL MAP.

WITHIN THIS TIMELINE WE WOULD WORK IN THE SPE HEARING.

UNDER MY EXAMPLE WE GOT THE DEMAND LETTER IN MARCH.

YOUR HEARING TIMELINE OPTIONS WOULD BE MAY OR JUNE.

JUNE THE TOO LATE. PROBABLY PUSHED YOU OUT OF THE STATE HARBOR. WE WILL LOOKING AT GETTING ON THE SPE SCHEDULE. AND THEN WE WOULD GO TO MAKE 12 FOR THE SECOND PUBLIC HEARING ON THE MAPS.

AND THEN A BOARD MEETING BY THE END OF MAY FOR A FINAL PUBLIC HEARING PRIOR TO MAP ADOPTION. AND IF ALL THIS HAPPENED WITHIN THE TIMELINE, YOU CAN SEE WE ARE ONLY GIVING THE COUNTY COMMUNITY A LITTLE OVER A WEEK TO HEAR YOUR POST MAP AND TO ACT ON IT. BECAUSE JUNE 8 WOULD BE THE LAST DAY OF THE 90 DAY SAFE HARBOR.

THAT'S ANOTHER REASON WHY WE THINK IT IS IMPORTANT TO MITIGATE WITH THE ATTORNEY IN ADVANCE.

AND THEN UNDER THIS EXAMPLE, LET'S ASSUME THIS WAS HAPPENING THIS YEAR. THE COUNTY COMMITTEE WOULD

[01:45:02]

APPROVE AND YOU WOULD HAVE YOUR STATE BOARD WAIVER.

I DON'T HAVE THIS LISTED HERE, BUT WE WOULD WORK TO GET EVERYTHING TURNED INTO THE SACRAMENTO COUNTY REGISTER VOTERS. THE NEXT ELECTION, THE ONE WE JUST HAD NOVEMBER, THIS LAST YEAR WE WOULD'VE HAD AN ELECTION WITH TRUSTEE AREA ELECTIONS.

WE ARELOOKING FORWARD , NOVEMBER 22 WE WOULD HAVE AN ELECTION FOR TRUSTEE AREAS IN THE NOVEMBER 2024 YOU WOULD HAVE AN ELECTION FOR TWO TRUSTEE AREAS.

WILL MAKE THIS TRANSITION IT IS IMPORTANT TO POINT OUT THAT THE TRANSITION DOESN'T HAVE TO APPLY ALL AT THESAME TIME .

IF YOU HAVE STAGGERED ELECTIONS THIS IS GOING TO TAKE PLACE.

THE TRANSITION WILL TAKE PLACE OVER THE SAME STAGGERED ELECTIONS. I HOPE THAT MAKES SENSE.

THIS PROCESS HAS NOTHING TO DO WITH THE JURISDICTIONAL BOUNDARIES WILL REMAIN THE PSAME ENTERS THE CURRENT BOARD MEMBERS DO NOT CHANGE TOO.

WANT TO GIVE YOU AN EXAMPLE BECAUSE I KNOW WE JUST HAD AN ELECTION AND A FEWOF YOU WERE APPOINTED FOR A NEW TERM .

IF YOU TRANSITION OF THE BEGINNING OF 2021 , IT WOULD NOT CHANGE ANYONE'S TERM. ESPECIALLY THOSE ELECTED.

AND IN FACT, ALL INCUMBENT TRUSTEES WILL COMPLETE THEIR FULL TERMS. WHAT THAT MEANS IS THE CHANGE WOULD FIRST OCCUR IN THE 2022 ELECTION AND IT WOULD ONLY IMPACT THE SEATS UP FOR ELECTION FOR 2022 AND THEN THE REMAINING FOLKS BUT IN FACT AT THE NEXT ELECTION AFTER THAT IN 2024. BY TRUSTEE AREA MAPS ARE REQUIRED TO BE ADJUSTED AFTER EACH FEDERAL CENSUS.

SO EVERY 10 YEARS. >> MICHELLE? WHEN DO WE GET THE CENSUS INFORMATION? IF THE BOARD WENT AHEAD RIGHT NOW AND KEPT THE SCHEDULE YOU PRESENTED, WOULD WE HAVE TO REDRAW THE MAPS BASED ON

UPDATED CENSUS INFORMATION?>> YOU WOULD IF YOU STARTED THE PROCESS BEFORE THE INFORMATION CAME OUT.

THE CENSUS WAS COMPLETED. IT IS NORMALLY RELEASED IN MARCH AND AT THE VERY LATEST APRIL OF THE FOLLOWING YEAR.

WE ALREADY KNOW THAT IT WAS GOING TO BE DELAYED.

THE LAST THING THEY POSTED WAS SINCE THE INFORMATION SHOULD NOT BE EXPECTED UNTIL JULY AND ABOUT SIX WEEKS AGO THEY TOOK THAT OFTEN SAID BASICALLY. THE LAST TIME I CHECKED IT WAS STILL. THE EARLIEST WE WILL HAVE DATA AVAILABLE IS JULY. THAT IS A GREAT QUESTION.

BECAUSE WHAT HAPPENS IF WE WANT TO DO THIS ATTHE BEGINNING OF THE YEAR . YOU WOULD ACT TO USE THE OLD CENSUS DATA. AND SINCE IT HAS TO BE ADJUSTED AFTER FEDERAL CENSUS IS RELEASED EVERY 10 YEARS, YOU WOULD HAVE TO BRING BACK IN A DEMOGRAPHER, LOOK AT IT AAIN AND POTENTIALLY MAKE ADJUSTMENTS AND CHANGES.

HIGHLY LIKELY ADJUSTMENTS AND CHANGES WOULD BE REQUIRED BECAUSE THERE HAS BEEN SOMUCH CHANGE AND GROWTH .

AND FROM DISTRICTS THAT HAVE TO DO THAT, ALL DISTRICTS ALREADY BY TRUSTEE AREA METHODS, ON THE GET THE SERVICE NUMBERS AT SOME POINT IN 2021, BRING ANY DEMOGRAPHER LOOK AT IT AN ACT OF ONE PUBLIC HEARING AND THEY WILL MAKE THOSE CHANGES AND YOU ARE REQUIRED TO MAKE THE CHANGES BY MARCH ONE OF THE FOLLOWING YEAR. MARCH 1 AND 2022 WILL BE THE DEADLINE FOR DISTRICTS THAT HAVE TRUSTEE AREA ELECTIONS TO MAKE THEIR CHANGES. SO YOU ARE IN A POSITION OF UNIQUE TIMING. WE TALKED ABOUT THE CENSUS DATA. DELAYS ARE GOING TO HAPPEN.

THERE ARE QUITE A FEW DISTRICTS THAT HAVE TAKEN ACTION OVER THE LAST FEW MONTHS TO MAKE THE CHANGE EVEN THOUGH NUISANCES DATA IS OUT AND 2021. AND I THINK FOR THE MOST PART THEY DID THAT BECAUSE THE GOT A DEMAND LETTER AND WERE FORCED TO WHERE THERE WAS SOME SORT OF EXPECTATION THAT THEY MIGHT GET A DEMAND LETTER AND THEY WANT TO GET AHEAD OF THE CURVE AND NOT HAVE TO WORRY ABOUT LITIGATION SO THEY WENT AHEAD AND DID IT ANYWAYS. EVEN IF YOU WANTED TO TAKE ACTION TO MAKE THE TRANSITION WERE YOU ARE IN THE BOARD FOR IT IF YOU WANTED TO DO THAT AND YOU STARTED IN JANUARY IT FEELS LIKE IT WOULD BE WEIRD TO USE 10-YEAR-OLDS INSTEAD OF WHEN WE KNOW THE DATA IS COMING OLD. BUT LEGALLY THAT CAN HAPPEN AND

[01:50:10]

YOU WOULD BRING IN A DEMOGRAPHER AND MAKE CHANGES WITH THE NEW INFORMATION IS RELEASED.

THING TO CONSIDER IS IF YOU DID THAT YOU WOULD DEVELOP MAPS THAT WOULD LITERALLY NEVER BE USED BECAUSE HE WOULD HAVE TO REVIEW AND REVISE PRIOR TO THE NEXT ELECTION.

AND SO DISTRICTS THAT MAKE THE CHANGE.

THEY HAD TO USE 2010 CENSUS DATA.

WITH THE NUISANCES DATA IS RELEASED THEY HAVE TO MAKE REVISIONS AND CHANGES IN THE MAPS THAT THEY WORKED ON THE PUBLIC HEARINGS WILL NEVER BE USED FOR ANY ELECTION.

>> MICHELLE YOU ON THE NEXT SLIDE KIND OF WHAT TO DO.HAT TO CONTEMPLATE FOR THE TRUSTEES.

LET'S LET THEM DISCUSS. >> THERE IS REALLY THREE OPTIONS. ADOPT A LETTER OF INTENT THAT BASICALLY SAYS YOU TRANSITION PROCESS ONE 2021 DATA IS RELEASED. THAT IS A GREAT OPTION FOR FOLKS WHO HAVEN'T HAD PEOPLE AROUND OR IN ANY KIND OF A DEMAND LETTER. AND BASICALLY LET'S ALL YOUR PEOPLE KNOW YOU INTEND TO MAKE THE CHANGE AND THAT YOU'RE GONNA START DOING IT WHEN THE CENSUS DATA IS OUT.

THE OTHER OPTION IS TO MOVE FORWARD WITH IT NOW AND USE THE 2010 DATA KNOWING YOU WILL UPDATE IT LATER.

BUT THAT IS THE SAFEST ROUTE BECAUSE NO ONE CAN COME AT YOU AND FILE IN A DEMAND LETTER OR LAWSUIT BECAUSE HE WILL ALREADY BE IN PROCESS. IN THE THIRD OPTION IS TO WAIT AND SEE WHAT THEY DID YOU THINK YOU NEED TOAND YOU CAN WAIT AS LONG AS NECESSARY .IF THAT'S THE APPROACH YOU WANTED TO TAKE. SO THAT IS IT IN A NUTSHELL.

THERE ARE SO MANY DETAILS AND TECHNICAL PIECES.

>> MICHELLE, THE NIGHT IS GETTING LONG AND MANY OF US ARE TIRED OF WOULD LIKE TO GET TO TRUSTEE COMMENTS IF YOU DON'T MIND CUTTING YOU OFF A LITTLE EARLY LET'S GET FEEDBACK FROM

THE TRUSTEES. >> THAT WAS THE END SO WE ARE

READY FOR QUESTIONS. >>LISA KAPLAN: WE CAN TAKE DOWN THE SLIDE SO ALL OF US CAN KIND OF SEE EACH OTHER.

ALL RIGHT. JUST TO GIVE YOU A LITTLE BACKGROUND. IN MY CONVERSATION WITH SUPERINTENDENT EVANS, ASKED FOR THIS TO BE ON THE AGENDA.

IT HAS BEEN TALKED ABOUT FOR A WHILE AND I THINK WE NEEDED TO GET BOARD MEMBERS THE OPTION TO TALK ABOUT IT AND GOING BY TRUSTEE AREAS AS A CONVERSATION HAS BEEN GOING.

MY PREFERENCE IS WE ARE IN A PANDEMIC AND DISTRICT LEARNING.

PUBLIC HEARINGS WOULD HAVE TO OCCUR WE ASSUME.

MY HOPE HIS FELLOW TRUSTEES WOULD CONSIDER THE FIRST OPTION AND THAT WE ASK FOR AN UPDATE FROM STAFF IN JUNE BECAUSE THIS WOULD TAKE STAFF TIME TO DO BETWEEN NOW AND THE END OF THE SCHOOL YEAR WITHOUT HAVING ANY CENSUS DATA.

IT IS IMPORTANT THAT WE AS TRUSTEES WE WANTED TO DO THIS.

WE ADOPT THE INTENT TO GO BY TRUSTEE AREAS AND WAIT FOR FEEDBACK ON WHERE THE CENSUS IS IN BUILDING OUR MAPS BASED OFF REAL INFORMATION. MANY OF YOU HAVE BEEN AROUND AND SEEN THE GROWTH SINCE 2010 THEY WOULD BE REALLY AWFUL MAPS THAT ARE NOT REFLECTED OF THE GROWTH OUT THERE.

I WANTED TO GIVE YOU BACKGROUND IN MY PROCESS AND AND OPEN IT UP FOR TRUSTEES TO SAY WHERE YOU ARE.

>> I DO SUPPORT SUPPORT BY TRUSTEE AREA ELECTIONS.

I BELIEVE THAT IS THE RIGHT THING TO DO HERE IS THE FIRST OPTION AND WAIT UNTIL WE SEE THE NEW CITIZEN INFORMATION AND HOPEFULLY BY THEN WE CAN MEET IN PERSON.

AND SO I WILL SUPPORT THAT. >>LISA KAPLAN: TRUSTEE GRANT.

>> I WOULD MOVE APPROVAL OF OPTION ONE BUT I REALIZE THERE

ARE OTHER COMMENTS OUT THERE. >> TRUSTEE HARDEN.

>>ERICKA HARDIN : I WOULD MOVE FOR APPROVAL.

I FEEL AS THOUGH WE WOULD GET VERY MANY PEOPLE TO COME UP VIRTUALLY DURING THE TIME AND IT IS A LOT TO ASK THE STAFF

AND EVERYTHING ELSE GOING ON. >>LISA KAPLAN: TRUSTEE HEREDIA?

>>SUSAN HEREDIA : I WOULD SECOND TRUSTEE GRANTS MOTION.

YOU SECONDING HIS MOTION? >> THAT WAS JUST ME GETTING

TIEMANN. >> BASICALLY YOU ARE LETTING ME

[01:55:01]

CHOOSE WHO DID THE MOTION. TRUSTEE GRANT MOTION, I WILL SECOND IT BECAUSE I STATED WITH THE MOTION WAS.

AND STAFF COME BACK AND REPORT IN JUNE BECAUSE WE WILL HAVE A CLEAR IDEA WITH CENSUS DATA WHEN IT MIGHT COME IN AND IF WE CAN A PUBLIC IN PERSON HEARINGS FOR PEOPLE TO LOOK AT THINGS.

ARE YOU GOOD WITH THAT? >> I AM GOOD WITH THAT.

>> PRESIDENT KAPLAN, BEFORE YOU CALL THE ROLE I WANTED TO KNOW FOR THE RECORD DURING THE PRESENTATION RECEIVED ANOTHER PUBLIC COMMENT FOR THIS ITEM FROM SCOTT.

THE PUBLIC COMMENT WAS FORWARDED TO TRUSTEES AND STAFF ARE THE CONSIDERATIONS AND IT WILL BE REFLECTED IN THE

MINUTES. >>LISA KAPLAN: MOTION BY TRUSTEE GRANT, SECOND BY TRUSTEE KAPLAN .

>> JUST FOR A QUICK SECOND, SORRY, I HAVE BEEN TRYING TO BEHAVE AND HIT MUTE TOO MUCH. IF I AM UNDERSTANDING THE MOTION, IS THAT DIRECTING STAFF TO BRING THE LETTER OF INTENT GENERATE 20TH? AT THE NEXT BOARD MEETING.

>>LISA KAPLAN: I THINK IT WOULD BE GOOD TO BRING THE LETTER OF INTENT THAT WE INTEND TO DO THIS WITH NUISANCES DATA.

>> ON AND MAKE SURE EVERYONE KNEW FOR THE RECORD STAFF WOULD BRING THIS OUR NEXT BOARD MEETING SO THE BOARD CAN SEE THE LETTER OF INTENT AND APPROVE IT.

>>LISA KAPLAN: THANK YOU FOR THE CLARIFICATION.

TRUSTEE BAIN. >> AYE.

>> SCHOOL BOARD MEMBER TRUSTEE GARCIA HAD TO LEAVE, WHICH I COMPLETELY UNDERSTAND. TRUSTEE GRANT.

>> AYE. >> TRUSTEE HARDEN BOY AYE.

>> TRUSTEE HEREDIA. >> AYE.
