COULDN'T GET WORDS OUT OF MY MOUTH.

WILL TAKE THE TIME TO ACTUALLY PREPARE A COUPLE SHEETS OF PAPER SOME GOING TO ASK FOR THAT TIME.

FIRST LET ME START BY CONGRATULATING DOCTOR SUSAN HEREDIA . GETTING REELECTED TO THE BOARD.

YOU ARE A WORLD-CLASS TRUSTEE AND I LOOK FORWARD TO SERVING WITH YOU AGAIN. INTO ERICA HARDEN ON BEING NEWLY ELECTED THE BOARD, I FOUND YOU TO BE A WORLD CLASS PERSON AND IT HAS BEEN A PRIVILEGE TO GET TO KNOW YOU AND WORK WITH YOU IN THAT SCHOOL CAPACITY.

I'M EXTREMELY HONORED TO BE STUDENT MY SECOND TERM ON THE BOARD. JAG, THANK YOU TO YOUR SUPPORT.

THINK IT OR DISTRICT OR ESPECIALLY FAITH-BASED MEMBERS OF OUR COMMUNITY AND IS MUCH DELIVERING THE MOST VOTES FOR ANY CANDIDATE TO THE SCHOOL BOARD FROM IN WE HAVE SO MANY CHALLENGES AHEAD OF US. WITH THE ONGOING CHALLENGES OF FISCAL DISCIPLINE AND CLASSROOM RESOURCES AND FROM WHERE I STAND, IT LOOKS LIKE OUR DISTRICT IS WEATHERING THE DAY-TO-DAY STORMSALL SCHOOLS FACE WE ARE DOING BETTER THAN MANY OF OUR NEIGHBORING DISTRICTS .

THINK WE SHOULD TAKE PRIDE IN THAT.

WE ALSO HAVE THIS UNEXPECTED ONGOING CHALLENGE OF THIS PANDEMIC THAT HAS OVERTAKEN THE LAND.

IS A PRECIOUS YEARS IN THE LIVES OF OUR STUDENTS.

YEARS THEY CANNOT AFFORD TO LOSE.

I GREW UP POOR. AS A POOR STUDENT, A SPORT OF ANY STUDENT IN OUR DISTRICT MY PARENTS LOOKED TO SCHOOLS AS A REFUGE OF HOPE. THE PARENTS OF OUR SCHOOLS TODAY DESERVE NO LESS AND WE WILL CONTINUE TO DELIVER GOOD SO FAR WE HAVE MET THE DIFFICULT CHALLENGE WITH THE TERMINATION, INNOVATION AND COURAGE WE WILL CONTINUE TO DO SO IN THE MONTHS AHEAD UNTIL THE PANDEMIC IS BEHIND US.

THERE HAVE ALSO BEEN PERSONAL CHALLENGES AS WELL.IN 2020, RACISM CONTINUES TO RAISE ITS UGLY HEAD.

ALSO TOLD MY WIFE AND CHILD. AND AS I WALKED PRECINCTS, I LEARNED AS NEVER BEFORE HOW IMPORTANT IT IS TO LISTEN.

NOT EVERYONE DESERVES TO BE HEARD, BUT SOMETIMES LISTENING IS VERY HARD . I WAS CALLED A SELLOUT, I WAS CALLED OUT OF TOUCH, AND WAS CALLED THE N-WORD, WAS CALLED NOT RIGHT FOR NATOMAS BECAUSE OF MY FAITH-BASED BELIEFS.

THESE ARE SOME OF THE NICER THINGS I HEARD.

BUT MY FAITH KEPT ME ON TRACK. MY FAITH IS STRONGER NOW THAN WHEN I STARTED . AND PREVAILING IN THIS ELECTION DESPITE ATTACKS IS ONLY STRENGTHENED ME MORE.

SO I REMAIN COMMITTED TO PROVIDING STUDENTS OF OUR DISTRICT THE ABSOLUTE BEST EDUCATIONAL OPPORTUNITIES WE CAN AND I LOOK FORWARD TO MOVING WITH A FOUR MINDED AGENDA THE GOVERNANCE LEVEL AND IN THE CLASSROOM THAT ADDRESS PARENTS, TEACHERS AND STUDENTS ARE HEARD FOR THE NEXT FOUR YEARS. ALSO, AS CUSTOM WITH ME, I WOULD ENCOURAGE EVERYONE TO REMEMBER THE REASON FOR THE SEASON. ALWAYS ENCOURAGE PEOPLE TO COME AS A FORMAL LITERATURE, CONSIDER THE LIFE OF CHRIST.

IT IS THE GREATEST STORY THAT HAS EVER BEEN TOLD.

IN THIS HOLIDAY SEASON, THINK OF OTHER PEOPLE.

I WANT TO THANK SCHOOL DISTRICT FOR ALWAYS DOING THAT REGARDLESS OF WHAT THEIR PHILOSOPHIES ARE DOING THIS HOLIDAY SEASON. THANK YOU.

WE HAVE HAD A COUPLE OF GOLDEN BELL AWARDS OVER THE YEARS. BUT I REALLY WANT PEOPLE TO TAKE NOTE OF WHAT IS HAPPENING IN THIS DISTRICT.

AND OUR TWO INCUMBENTS, TRUSTEES HEREDIA AND GRANT, GREAT TO HAVE YOU BOTH BACK. O NOW THAT WE REORGANIZED, THERE ARE THREE SIGNIFICANT ISSUES WE GET TO DEAL WITH THE NIGHT TO READ TO THEM TALK ABOUT SERVING THE STUDENTS AND FAMILIES. TO OF OUR MAJOR CONSTITUENT GROUPS.THE THIRD ONE FOCUSES ON THE CALIFORNIA VOTING RIGHTS ACT. SO ALL THREE OF THESE THINGS ARE VERY IMPORTANT. AND THE SUBSEQUENT ECONOMIC FALLOUT THAT IS COME AS A RESULT OF THAT. NOW ONE IN EIGHT FAMILIES DO NOT HAVE ENOUGH FOOD IN OUR COUNTRY.

THE NUMBER ACTUALLY GETS WORSE. IT IS ONE AND SIX THE FAMILIES OF CHILDREN IN THE HOUSE, WHICH OF COURSE ALL HOURS DO.

PARENTS HAVE CO-TAUGHT NOW FOR 10 MONTHS.

WHOEVER THOUGHT THAT IN THE UNITED STATES WE WOULD FACE THE YEAR BY THE TIME IS ALL SAID AND DONE.

WOULD BE LIKE THIS BUT ALL THE FRUSTRATION, PAIN AND SUFFERING FOR SO MANY. ARE EJECTING TONIGHT IS AT THE REQUEST OF THE BOARD TO BRING THESE RESOURCES ABOUT CONTINUING CHILDCARE PAST THE DECEMBER 18, WHICH IS THIS FRIDAY.

SO WE ARE GOING TO START LOOKING ATOUR CURRENT REALITY.

WANT TO MAKE SURE EVERYONE HAS THE SAME BASELINE INFORMATION .

SO TO START OFF, OUR DAY CAMPS ARE FOR OUR STUDENTS IN GRADES K-12 FIVE. THE PROGRAM OPERATES FIVE DAYS A WEEK IN ALIGNMENT WITH OUR SCHOOL DAYS FROM 7:30 A.M. TO 6:00 P.M. IT WAS SET UP TO HOST 40 STUDENTS AT ALL OUR K5/ K8 SITES WITH THE RATIO OF 10/1. WE ALSO DID THIS BECAUSE WE WANTED TO KEEP OUR STUDENTS IN THEIR CENTRAL AREAS IN CASE OF THE COVID INFECTION THIS WAY WE WEREN'T SPREADING.

LAST WEEK WE COMMUNICATED OUT OF THE BOARD AND SINCE THEN WE HAVE HAD AN INCREASE IN HOW MANY POSITIVE CASES.

WE ARE UP TO SIX AND OUR COHORTS, WHICH IS CAUSED US TO CLOSE SEVEN COHORTS SINCE NOVEMBER, WHICH IS IMPACTED 54 STUDENTS, TOLDSTAFF , MISSING A TOTAL OF 29 DAYS OF DAY CAMP.

SO I ALSO WANT TO MAKE SURE WE SEE A TIMELINE OF THE WORK WE HAVE DONE IN IMPLEMENTING THIS. THE BOARD APPROVED BACK IN AUGUST USING OUR CARES ACT FUNDING FOR A CONTRACT AMOUNT OF 800,000 THE CHINESE COMMUNITY SERVICE CENTER, WHICH I WILL REFER TO MOVING FORWARD AS THE CENTER.

FOR DAY CAMPS FOR AUGUST 27 THROUGH NOVEMBER 20, WHICH LED US UP THE THANKSGIVING BREAK. IMMEDIATELY FOLLOWING THAT, HE STARTED ÃWE HONESTLY DID DISTRICTWIDE COMMUNICATION OUR FAMILIES, BUT WITH STAFF REACH OUT DIRECTLY TO OUR FAMILIES.

WE DID THIS WITH THE FOCUS OF HELPING ARE AT RISK STUDENTS MOST NEEDIEST FAMILIES. ESSENTIAL WORKERS, SINGLE FAMILIES AND STUDENTS AT RISK. MAKING SURE THEY KNEW THIS WAS THERE AND THROUGHOUT THE PROCESS THE CONTINUED AS A SEE A NEED OR A FAMILY THAT MIGHT BENEFIT FROM THIS PROGRAM.

AND THEN IN SEPTEMBER WE RECEIVED A $500,000 GRANT FROM THE CITY OF SACRAMENTO TO HELP OFFSET THE COST FOR FAMILIES TO ALLOW THEM TO CONTINUE. IT IS IMPORTANT TO NOTE THAT WHILE WE RECEIVED THE$500,000 , THAT MONEY WAS THEN SWEPT.

SO IT'S NOT LIKE WE HAVE THE MONEY SITTINGAROUND WAITING FOR US. IT WAS USED FOR OTHER COVID RELATED NEEDS . AND WE GET TO NOVEMBER 18.

THE BOARD APPROVED AN EXTENSION OF THE PROGRAM, WHICH EXTENDED PAST THANKSGIVING FROM NOVEMBER 30 TO DECEMBER 18 BUT AT THE SAME MEETING THAT IS WHEN THE BOARD ASKED US TO CONTINUE TO LOOK AT OPTIONS, WHICH IS WHAT WE ARE DOING THIS EVENING.

AND IMMEDIATELY FOLLOWING THE MEETING WE DID COMMUNICATIONS WITH ALL THE FAMILIES LETTING THEM KNOW THE BOARD HAD APPROVED THE EXTENSION GIVING THEM 15 EXTRA DAYS, ALONG WITH THE SUPERINTENDENTS REFERENCE IN THATMEETING .

SIX WEEKS TO LOOK FOR ALTERNATIVE CHILDCARE BECAUSE WE WEREN'T SURE IF THIS WAS GOING TO BE ABLE TO COME BACK IN JANUARY. WE WANTED TO MAKE SURE THEY HAD THE TIME TO FIND THE ALTERNATIVES OPTIONS FOR THEMSELVES. SO ONE OF THE THINGS WE WANTED TO DO WAS GIVE YOU OPERATIONAL COST FOR THIS PROGRAM.

THE DAY CAMP SERVICES, YOU CAN SEE WE HAVE THE ORIGINAL CONTRACT FOR WHICH IS PART OF THE CARES ACT FUNDING.

WE HAVE THE CONTRACT EXTENSION, WHICH CAME OUT OF OUR GENERAL RESERVE. SO WE WILL HAD $1 MILLION FOR 76 DAYS OF SERVICE JUST IN CONTRACTS.

SOME OF THE OTHER THINGS WE NEED TO TAKE INTO ACCOUNT IS ANY STUDENT THAT WANTED TO SIGN UP FOR DAY CAMP CAN.

ANY STUDENT THAT CAME WITH US THAT MIGHT HAVE INDIVIDUAL NEEDS, SPECIALIZED NEEDS THAT REQUIRE 11, WE NEED TO PROVIDE THAT SUPPORT. SO IT HAS BEEN COSTING THE DISTRICT AROUND $20,000 A MONTH TO PROVIDE SERVICES WITH OUR

AND OBVIOUSLY SANITIZING SUPPLIES AND PPE SUPPLIES WE PROVIDE THE CENTER AND MAKING SURE EVERYBODY STAY SAFE.

AS WE ARE LOOKING AT 1.$1 MILLION IN COST TO KEEP THIS RUNNING FROM AUGUST THROUGH DECEMBER.

SO ONE OF THE IS WHO IS UTILIZI THIS PERMIT YOU CAN SEE THAT WE HAVE AS OF DECEMBER 9 278 STUDENTS ENROLLED IN THE PROGRAM. BUT WHAT WE DID WAS WE LOOKED AT THE SEPTEMBER THROUGH DECEMBER AVERAGE DAILY ATTENDANCE. YOU CAN SEE IN DECEMBER SEPTEMBER WE WERE AT AN 81 AVERAGE AND WE GREW IN OCTOBER THERE STARTED TO COME BACK DOWN TO NOVEMBER.

WE HAVE HAD 189 FAMILIES WHO ENROLLED OR APPLIED AND DIDN'T ENROLL, DROPPED OUT WHENEVER ATTENDED.

SO FAMILIES WERE INTERESTED AND FOR WHATEVER REASON WAS GOING ON WITH THEM THEY DECIDED NOT TO PARTICIPATE IN THE PROGRAM.

AND THEN I WANTED TO BREAK DOWN AND SHOW THE UTILIZATION OF THE PROGRAM. YOU CAN SEE AN AVERAGE OF 194 KIDS ATTENDED. THAT IS 70 PERCENT OF OUR ENROLLMENT ON A DAILY BASIS. THE BOARD APPROVED THE PROGRAM TO RUN FROM 7:30 A.M. TO 6:00 P.M. SO WE WANTED TO LOOK AT HOW MUCH STUDENTS WERE USING THIS.

WE CAN SEE 46 PERCENT OF THE 194 IS ATTENDING THE PROGRAM.

WE HAVE OVER 100 KIDS THAT ARE LEAVING BY 2:30 PM EVERY DAY.

WE HAVE ANOTHER 20 PERCENT ONLY STAIN PAST 4:00 P.M. FOR APPROXIMATELY 18 STUDENTS A DAY, GIVE OR TAKE.

OBVIOUSLY WERE TALKING AND AVERAGES.

THEY ARE BEING OFFERED AT THESE FIVE SITES ARE THE REASON FOR THESE FIVE SITES IS BECAUSE THIS IS OPERATES AS A CONTINUOUS YEAR LOAN BASIS. THEY ACTUALLY WERE SLATED TO BE AT EACH HEIGHT, HOWEVER, THEY REQUIRE AT LEAST 20 KIDS IN ORDER TO BE ABLE TO FUND THE PROGRAMS WITH STAFFING.

AND SO IS SHANE MENTIONED, THESE FUNDS WOULD COME OUT OF THE GENERAL FUND DOLLARS FOR RESERVES AND THERE'S NO ADDITIONAL STIMULUS FUNDS.

THERE WILL BE OTHER COSTS RELATED TO THE PANDEMIC THAT ARE ONGOING. PROGRAMS IDENTIFY AND LEARNING CONTINUITY AND ATTENDANCE PLAN ARE ESTIMATED TO BE FULLY EXPENDED THROUGH THE CARES ACT FUNDING.

MOST OF THE WAS COST INCURRED THROUGH DECEMBER.

THE COST LISTED IN THE TABLE ON THE SLIDE ARE COSTS THAT MAY NEED TO COME FROM THE GENERAL FUND BUDGET AS WE MOVE FORWARD.

RULED IN FAVOR OF THE PLAINTIFFS AT THE CITY OF SANTA MONICA WAS IN VIOLATION OF THE ACT.

THE APPELLATE COURT OVERTURNED IT AND FOUND THERE WAS LACK OF EVIDENCE OF VOTER DILUTION. AND SO OVERTURNED THE DECISION TO THE CITY PREVAILED. AND THIS IS LITERALLY THE ONLY PREVAILING PARTY BY A CITY WE ARE AWARE OF SINCE THIS WAS ENACTED. LEVELS IN APPELLATE COURT DECISION. BY TRUSTEE AREA MAPS ARE REQUIRED TO BE ADJUSTED AFTER EACH FEDERAL CENSUS.

EVEN IF YOU WANTED TO TAKE ACTION TO MAKE THE TRANSITION WERE YOU ARE IN THE BOARD FOR IT IF YOU WANTED TO DO THAT AND YOU STARTED IN JANUARY IT FEELS LIKE IT WOULD BE WEIRD TO USE 10-YEAR-OLDS INSTEAD OF WHEN WE KNOW THE DATA IS COMING OLD.
