THEY'RE ALSO HAPPY TO REPORT 75% OF THEIR SENIORS HAVE SUBMITTED COLLEGE APPLICATIONS.
NEXT THEY CONTINUE TO ENGAGE IN THE SPIRIT OF SUCCESS.
STUDENTS ARE CHECKING IN WITH COUNSELORS TO PREPARE FOR THE NEXT SCHOOL YEAR. CLASS OF 2022 RECENTLY HOSTED A VIRTUAL EVENT AND APPROXIMATELY 50 STUDENTS ATTENDED. THEY'RE PREPARING FOR THE COMING HOLIDAY SPIRIT WEEK AND POOL PANTHERS HAVE BEEN GROWING THEIR NETWORK OF COMMUNITY OF PARTNERS.
THEY SUPPORT ALL THEIR STUDENTS.
THEY START TO WORK WITH LEADERSHIP, COUNSEL TO SUPPORT THEIR LARGE LATINO COMMUNITY.
THEY ALSO HOSTED THEIR VIRTUAL AWARD ASSEMBLY WHICH WAS A GREAT WAY FOR THE MANY DESERVES STUDENTS TO DO THEIR THANKSGIVING BREAK. OUR STUDENTS ARE MOST DEFINITELY LOOKING FORWARD TO THE NEXT HOLIDAY BREAK AS THEY'VE BEEN STAYING COLLEGE READY AND BUSY.

IT ALLIANCE WITH OUR VISIONS AND GOALS, WE COULDN'T DO ANYTHING WITHOUT THE FUNDING FOR ANY OF THE GOALS. I WANT TO THANK OUR BUDGET ANALYST BEFORE. I WANT TO MAKE SURE I THANK ELAINE MAY AND LINDA FOR THEIR HARD WORK IN HELPING ME WITH THAT FIRST INTERIM REPORT.
SO FIRST OF ALL I WILL SHARE THE BUDGET IHIGHLIGHTS AND PRESENT REVENUES, EXPENDITURES AND AND RESERVES AND PRESENT COMMITTED RESERVES FOR THE GENERAL FUND, COMMITTED RESERVES IS ALSO AN ACTION ITEM ON TONIGHT'S AGENDA FOR COMMITMENT OF RESERVES.
AND THEN I'LL PRESENT THE MULTIYEAR PROJECTION ASSUMES AND SHARE NEXT STEPS. SO AS TRUSTEE DOSICK MENTIONED EARLIER, WE HAVE A POSITIVE CERTIFICATION WHICH MEANS THAT THE DISTRICT WILL MEET ITS FINANCIAL OBLIGATIONS IN THE CURRENT YEAR AND THE TWO SUBSEQUENT YEARS TO MAINTAIN A POSITIVE CERTIFICATION THE DISTRICT MUST MAINTAIN A 3% RESERVE. THAT 3% RESERVE IS $4.2 MILLION. WE MADE OUR BOARD POLICY FOR 9% RESERVE. OUR PROJECTED IS 10,410.
IT'S STILL A OF MOOING NUMBER.
WE ALL DISTRICTS HAVE UNTIL DECEMBER 30TH TO CERTIFY THEIR ENROLL ENROLLMENT. NUMBERS AND THIS NUMBER IS 41 STUDENTS LESS THAN WHAT WE PROJECTED AT THE ADAPTED BUDGET HOWEVER THE FINAL STATE BUDGET DID HELD HARMLESS. SCHOOLS ARE HELD HARMLESS SO WE'LL BE FUNDED AS THE SAME LEVEL AS WE WERE BASED ON A.D.A. HOWEVER ATTEND UNDERSTAND IS UP TO 97% DURING DISTANCE LEARNING BUT WE WON'T

RECEIVED INCREASED REVENUE BECAUSE OF THE HOLD HARMLESS PROVISION. OUR AVERAGE DAILY ATTENDANCE WAS 10,008 AND THAT IS WHAT WE'RE PROJECTED.IT'S BID ON OUR PRYOR -- BASED ON OUR PRIOR YEAR.
SO SAME AS LAST YEAR. OUR UNDUPLICATED COUNT IS ALWAYS AROUND 63%. IT'S SITTING AT 63.36%.
AS I MENTIONED BEFORE, OUR COUNT WILL BE UPDATED AS NUMBERS ARE VERIFIED AND WE'VE UNTIL DECEMBER 31, 2020 AND WE CERTIFY AT THE END END OF JANUARY FOR BOTH ENROLLMENT AND UNDUPLICATED COUNT.
OUR BUDGET ASSUMES IS 0% COLA, OUR ANY BUDGET CUTS THAT WERE IN THE MAY REVISION WAS RESTORED IN THE TIME STATE BUDGET. WE INCORPORATED ANY NEGOTIATED SALARY INCREASES IN THE BUDGET.
WE HAVE THE BOARD' FISCAL PRUNES TO SET SIDE SIDE MONEY AND THEN WE HAVE CONTRIBUTED TO THE UNRESTRICTED GENERAL FUND IN CASE THE BOARD WANTS THE OPTION TO USE THE MONEY FOR PENSION FOR THE 20-21 SCHOOL YEAR OR AND THAT WOULD BE SOMETHING WE WOULD BRING TO BOARD IF WE CHOOSE TO DO SO. COVID RELATED EXPENSES ARE INCLUDED IN THE LOCAL CONTINUITIY AND THOSE WERE BUDGETED AS PART OF THE FIRST INTERIM AND ANY ACTUAL COST TO DATE WERE CHARGED TO THE FEDERAL CARES ACT FUNDING. THIS CHART REPRESENTS OUR REVENUES AND OUR REFUSE KNEES ARE ABOUT 139 MILLION THIS YEAR, ONE OF THE REASONS IT'S INCREASED OVER PRIOR YEARS IS USING AROUND $130 MILLION IS DUE TO THE AREA IN THE ORIGINAL WHICH IS FEDERAL REVENUE THAT IS ONE TIME THE INCREASE IS ONE TIME AND IT'S OUR CARES ACTS FUNDING. OUR MOST OF OUR REVENUE IS BASED ON OUR ATTENDANCE AND THAT IS WHAT YOU SEE IN THE BLUE AREA. THAT IS THE L.C.F.F.REVENUE WHICH IS GOING TO BE THE SAME AS THE PRIOR YEAR REVENUE. THAT IS OUR COMBINED GENERAL FUND ON THE RIGHT THEN THE, ON LEFT IS UNRESTRICTED GENERAL FUND. COMBINED INCLUDES A LOT OF RE-THE RESTRICTED GRANTS SUCH AT TITLE 1, TITLE 2 AND SPECIAL EDUCATION. OUR GENERAL FUND EXPENDITURES AS YOU SEE HERE AGAIN YOU WILL SEE THE UNRESTRICTED AGAIN FUND EXPEND TIERS ON THE LEFT THEN ON THE RIGHT IS OUR TOTAL GENERAL FUND EXPENDITURES WHICH INCLUDES RESTRICTED RESOURCES, OUR SALARIES AN BENEFITS REPRESENTS ABOUT 78%.
SO IN THIS SITUATION 78% OF OUR GENERAL FUND EXPENDITURES ARE SALARIES. THIS IS STANDARD WITH MOLT DISTRICTS. USUALLY THE SALARIES AND BENEFITS ARE BETWEEN 78 HAD EVER 85% OF THE TOTAL DISTRICT BUDGET FOR ANY SCHOOL DISTRICT.
THIS IS JUST SHOWING THAT OUR 140 MILLION IN GENERAL FUND EXPENDITURES AND YOU CAN SEE THE BREAKDOWN THERE.

THE FISCAL IMPACT OF THE DECLINE IN 21, 22 IS ACTUALLY NOT -- THERE IS NO IMPACT REPORTED IN OUR FINANCES UNTIL THE 22-23 SCHOOL YEAR DUE TO THE FACT THAT WE USE THE CURRENT OR PRIOR YEAR A.D.A.FOR PROJECTING.
WHEN A DECLINE IS ACTUALLY THE LOWER NUMBER, THEN WE GET TO USE THE PRIOR YEAR NUMBER FOR OUR REVENUE.
SO THE IMPACT OF THAT DECLINE OF 227.

THIS IS OUR FUND BALANCE RESERVES FOR PROJECTED AS OF JUNE 30, 2021.AS I MENTIONED EARLIER WE'VE 4.2 MILLION SET ASIDE TO MEET OUR STAYED MANDATD 3 BERKS WE'VE STABILIZATION ARRANGEMENT BASED ON BOARD POLICY AND THAT IS ABOUT $11 MILLION WE SET ASIDE FOR ANY POTENTIAL DOWNTURNS IN THE ECONOMY. REDUCTION IN STATE BUDGET, CHANGES IN ENROLLMENT SO WE HAVE THAT RESERVE.
THE BOARD IS BEING ASKED TO COMMIT RESERVES AS, ON THE NEXT ACTION ITEM. THESE ARE THE ONES THAT THE BOARD WILL BE ASKED TO COMMIT $11 MILLION FOR STABILIZATION, SWEE SET ASIDE $2 MILLION FOR ADDITIONAL SOCIAL WORKERS TO MAKE SURE WE FUND THOSE POSITIONS OVER THE NEXT SEVERAL YEARS.
OUR SCIENCE TECH BOOK MONEY WE'RE ASKED TO COMMIT $1.6 MILLION FOR TEXT BOOKS. WE'RE HOLDING ON TO OUR STABILIZATION FUNDING FOR $500,000 AS WELL AS OUR PENSION STABILIZATION THAT I MENTIONED EARLIER.
SO THE BOARD WILL BE ASKED TO COMMIT THESE FUNDS AND THEN WE HAVE RESTRICTED CAL GORE CAL FUNDS OF ABOUT $2 MILLION IN OUR RESERVES: OUR FIRST INTERIM BUDGET ASSUMES FOR 21, 22, AGAIN WE PROJECT A 0% COLA BASED ON DEPARTMENT OF FINANCE. THEN WE MOVE THE CARES ACT FUNDING AS LISA OR TRUSTEE KAPLAN MENTIONED WE REDUCE THE BUDGET FOR THE CARES ACT FUNDING ONE TIME FOR THE 2021 YEAR, WE DON'T ROLL THAT TO 21, 22.
WE REMOVE ANY ONE TIME EXPENDITURES AS WELL FROM THE BUDGET. WE REDUCE FOUR F.T.E.DUE TO THE PROJECTED DECLINE IN ENROLLMENT FOR CHARTER EXEXPANSION. ONE OF THE THINGS I WANT TO NOTE IS THAT OUR RATE FOR 21, 22 INCREASED SLIGHTLY FROM 22.28 TO 23% AS OF OCTOBER 30, 2020.
AND OUR BUDGET WE HAVE BEEN GIVING SOME OFFSET TO OUR INCREASE IN PENSIONS AND OUR PROPOSED ONE TIME DIRECT PAYMENTS BY THE STATE IS REDUCING OUR STIRS AND PURRS FOR THE 21, 22 SCHOOL YEAR AND ALSO REDUCED OUR RATE IN THE 20-21 SCHOOL YEAR AS WELL.
BUT THAT RATE WILL GO BACK UP IN 22-23.
SO THAT SAVINGS WE GET FROM THAT ONE-TIME DIRECT PAYMENT TO THE STATE ON BEHALF OF PENSIONS WILL NOT HAPPEN UNLESS IT'S INCLUDED IN THE NEXT BUDGET, STATE BUDGET.
22, 23, WE USED THE 2% COLA INSTEAD OF THE PROJECTED COLA OF 3.26 BY THE DEPARTMENT OF FINANCIAL.
THE LEGISLATIVE OFFICE WAS PROJECTS 1.1%, WE DON'T KNOW IF THE 2% WILL MATERIALIZE BUT WE'RE USING A NUMBER BETWEEN THE DEPARTMENT OF FINANCE AND THE LEGISLATIVE ANALYSTS OFFICE. WE HAVE TO WATCH THE 22, 23 SCHOOL YEAR AS EVANS MENTIONED OUR BUDGET IS TIGHTENING FOR SURE IN THIS YEAR DUE TO THE CHARTER EXPANSION AS WELL AS OUR INCREASES IN PENSIONS SO WE DO HAVE TO REALLY CLOSELY MONITOR THE 22, 23 YEAR BUDGET. OUR PROJECTED DECREASE IN A.
D.A.AGAIN IS 85 DUE TO CHARTER EXPANSION, THIS IS THE YEAR WHERE THE STIRS AND PURSE JUMP BACK UP BECAUSE THERE IS NO STATE BUDGET APPROPRIATION TO PROVIDE ANOTHER DIRECT PAYMENT TO OFFSET SOME OF OUR STIRS AND PURRS COSTS. THATOFFS SET IS ABOUT $1.2 MILLION A YEAR. WITHOUT THAT THAT REALLY IMPACTS OUR BUDGET SIGNIFICANTLY IMPACTS OUR BOTTOM LINE. AGAIN THE RATE INCREASED FROM 25.56 FOR A CLASSIFIED EMPLOYEES THAT IS THE EMPLOYEE RATE TO 26.0, HERE WE'RE GETTING MORE INCREASES IN PENSIONS AS HAS BEEN PROJECTED.
POTENTIAL FISCAL CHALLENGES, THERE ARE SEVERAL FACTORS THAT IMPACT OUR REVENUES IN 21, 22 AND SUBSEQUENT YEARS.
ANOTHER IS THERE IS NO PROJECTED COST OF LIVING.
WE DON'T KNOW WHAT THAT, IF WE'LL GET ANY COLAS IN THE FUTURE YEARS. THE PANDEMIC COULD IMPACT
